SBC Corporation Bhd’s role in dotting Petaling Jaya’s skyline with iconic landmarks for the past 50 years continues with their latest office tower known as PJ Exchange (PJX).

A 34-storey, design-led office tower with a north-south orientation built on 2.31 acres of land, PJX is designed by award-winning ArchiCentre Sdn Bhd.

It will comprise a six-storey podium of 26-level business suites and approximately 670 parking bays.

There will also be a three-level commercial podium housing large specialty shops, health club, recreational facilities, a pool deck with F&B outlets at the open podium level, and a bar and private dining facilities with a penthouse business and conference centre at the PJX sky lounge.

The building will be located next to the Federal Highway near the Taman Jaya Putra LRT Station.

“SBC has played an integral role in helping to shape the skyline of the Klang Valley as a builder and we are now excited about the first iconic glass tower in Petaling Jaya,” said SBC Corporation Bhd managing director Sia Teong Heng.

“With PJX’s high connectivity, PJX has a strategic location to both attract and retain a skilled workforce as well as being a highly desirable business venue.''

SBC brand communications consultant Stephen Hodgson revealed that the building has already attracted active leasing inquiries from international and overseas businesses, despite the lack of publicity on the project.

Partner in the PJX project is H.M. Shah Realty Sdn Bhd. The partnership is significant because both companies and the families behind them have a relationship that spans more than 50 years.

“It was 50 years ago that SBC built the first bowling alley in Petaling Jaya at the site where my father’s Shah Village Hotel is located now,” said H.M. Shah Realty director Shahrum Ali Shah.

Selangor Mentri Besar Datuk Seri Dr Mohd Khir Toyo launched the project recently at Dataran Petaling Jaya. Guests were then treated to dinner at Shah Village Hotel.

Ready to roll: The PJX project has received the green light

WORK on PJ Exchange (PJX), a retail-cum-business complex located next to the AmCorp Mall has started.

SBC Corporation Bhd, the main stakeholder for the project, received the go-ahead from the Petaling Jaya City Council (MBPJ) on June 15.

SBC deputy chief operating officer Yap Wai Yee showed the council’s planning approval (Kebenaran Merancang) documents signed by MBPJ town planning department director Sharipah Marhani Syed Ali as proof that the company had the go ahead.

“Our management team had numerous meetings with the resident representative Derek Fernandez to iron out the problems and approval for the project,” said Yap.

Yap said the company had learnt its lesson when the project was halted by protests from the PJ residents for not adhering to procedures and regulations.

The land use for the PJX site, formerly stated as car park, was changed to commercial in June when the Selangor state government gazetted the PJ Local Draft Plan (RTPJ1).

Residents who met SBC officials in December last year had given two conditions to allow the project to continue – to provide 222 car parks for public use with local authority rates for the lots and to provide a traffic impact assessment report (TIA).

“We have complied with both requirements,” said Yap. “For the car parks, we are building a seven-storey car park where 222 car parks will be allocated for LRT users. We are coming out with a system to enable genuine LRT users to park there at a cheaper rate.”

Yap said it was still too early to comment on how the system would work in identifying LRT commuters, but said the system would be in place when the car park was up.

On the second requirement, Yap produced two TIA reports, one dated October 2005 and the addendum report dated June 2007 that had been given to the MBPJ town planning department.

“Residents can view these documents anytime if they go to the MBPJ,” said Yap.

Piling for the project is expected to start soon.

Section 12 Resident Association deputy chairman A. Rajasoorian, who was one of the few who attended the original meeting, said he had not received any TIA report.

“I didn’t know the project was approved. I thought residents were suppose to be shown a copy of the report before the MBPJ approve the project,” said Rajasoorian.

Section 5 Residents Association chairman Edward Lee said a promise was made by the developers to present the TIA report to those who attended the meeting.

“We are not against development per se but certainly we are not ready to condone poorly planned and managed projects that may cause inconvenience and endanger lives,” said Lee.

“The MBPJ is accountable for allowing any unplanned increase in traffic volume, loss of man-hours of residents waiting in jams and accidents or death arising from delays to ambulances reaching hospitals in time as a result of traffic jams,” Lee said.

Lee said an official request had been made to the council to view the TIA report, but no reply was forthcoming.

Asked about the advice he gave SBC, Fernandez said that SBC might have jumped the gun in starting work because the consultation he gave was on the conditions given by residents in reference to the zoning change.

“The traffic study should be made available to the public and must be credible to justify plot ratio and intensity of project before they can start work,” said Fernandez.

When contacted about the project, Sharipah Marhani only replied that, “all projects must be approved by the council at the full board meeting”

One of Petaling Jaya’s oldest institutions, the Shah’s Village Motel off Jalan Timor, is going to be the icon to symbolise the turning of the town into Selangor’s second city.

Taking the form of a 34 level office building that, with a 40ft spire will make it the tallest office landmark in PJ, the project called PJ Exchange (PJX) is being undertaken as a 30:70 joint venture with listed builder SBC Corp Bhd.

Said SBC’s managing director Sia Teong Heng in an exclusive interview with PropertyTimes, “This will be PJ’s blue-chip office tower, a symbol of the area’s coming of age.”

To be built on 2.31 acres of leasehold land fronting the Federal Highway Route II and near the Amcorp Trade Centre, Sia said a unique feature of the project would be its direct link with the Putra LRT’s Taman Jaya station.

“It will ease accessibility,” he said, adding that since word of the project “leaked out”, there have been several parties interested to purchase office space in it for owner occupation.

“They are mainly consultants, designers and professionals, either currently renting space and who prefer to own, or occupying shophouse floors and wanting to elevate their status,” he said.

While PJX is only slated for launch by the end of the month or early March, Sia said the marketing plan has already been finalised.

Of the 24 office levels, only nine will be opened for stratified sale, containing eight units each with sizes ranging from 1,167sq ft to 1,643sq ft.

All units will come equipped with toilets and space for air-conditioning compressors, and are expected to be priced at RM400psf.

However, Sia disclosed that an early bird price would be offered so that “investors will be able to realise a return of around seven per cent per annum nett”.

He expects nett rents in PJX, once completed in three years’ time, to be in the region of RM2.20psf, implying a sale price “at the RM375psf mark”.

To maintain the project, the service charge, excluding air-conditioning, has been set at RM0.55psf per month.

SBC, which has built its name with projects such as the Bank Negara building, Menara Mesiniaga and Crown Princess Hotel, said the balance of the office floors will be for rent only to “ensure the quality of the building will be preserved”.

“It will be owned and managed by both Shah and SBC,” said Sia.

PJX, with a total nett lettable area of 300,000sq ft and 700 car-parking bays located on six podium levels, will also feature a lifestyle floor on an open deck on the eighth level.

“Fitness centres have expressed interest to operate here,” said Sia.

The building will also have features such as a 26,000sq ft business centre with conference and meeting room facilities as well as a sky lounge, private dining rooms and viewing galleries in the two uppermost floors.

“The facilities can be used by the building’s occupants,” he said, adding that the meeting facilities will be charged on a per-use basis.

Besides 24-hour security system, PJX will also be equipped with broadband connectivity and 10 lifts for the convenience of tenants.

KUALA LUMPUR: SBC Corp Bhd aims to launch two mixed development projects with an estimated total gross development value (GDV) of RM800mil by next year in southern Selangor and along Jalan Kuching, Kuala Lumpur.

“We estimate our future projects over the next five years, inclusive of these two projects, to have total GDV in excess of RM1bil,” said managing director Sia Teong Heng after the company’s AGM yesterday.

SBC’s future projects would be “integrated” with transport links such as the light-rail transit, he added.

He cited the success of the company’s PJ Exchange (PJX) office tower project in Petaling Jaya which has attracted requests from corporate clients to replicate the model.

“We are currently in talks with a few parties and hope to close some deals by next year,” he said.

In view of the softening property sector and rising raw material prices, Sia said SBC planned to overcome that problem by looking out for good locations.

“We are working hard to look at some good locations and we believe that long-term investors would invest in good locations,” he said.

SBC currently has a total landbank in excess of 700 acres in the Klang Valley and Kota Kinabalu, Sabah.

On overseas markets, Sia said the company would continue to explore opportunities in Bangkok but had no immediate plans to go beyond Thailand.

KUALA LUMPUR: Veteran niche property developer SBC Corporation Bhd is optimistic about the outlook of its property development business even as soaring prices of materials push construction costs higher.

SBC managing director Sia Teong Heng said there were a number of reasons for its optimistic outlook, not the least of which were the company’s proposed developments over the next five years that had a projected gross development value (GDV) of over RM1 billion.

The RM1 billion GDV excludes its projects already under construction, including the much-vaunted PJ Exchange (PJX) in Petaling Jaya which is scheduled to be completed by 2010. The company also has various stakes in Kota Kinabalu and recently completed a housing project in Bangkok, Thailand.

The take-up rate of its completed projects was also heartening, Sia said. With respect to PJX, he said the building had already been sold out at an average price of RM550 per sq ft. He added there were plans to replicate PJX elsewhere, although he declined to provide specific details.

“One of the attractions for PJX is the fact that it’s seen as connectivity. When the (LRT) circle line intersects Taman Jaya, it will open the whole place to the northern and southern axis,” he said.

“We’ve got quite a bit of people asking us about replicating PJX in good locations in KL and overseas. It’s an interesting concept — we combine iconic design with transport. We find the market needs a fresh look at things.”

The company’s recently released financials showed a turnaround, with a net profit of RM3.5 million for its financial year ended March 31, 2008, versus a net loss of RM3 million in the previous year.

Revenue from the sales of property developments rose significantly year-on-year to RM91.96 million from RM57.66 million even as contribution from SBC’s historical core business, construction, shrank.

Sia said SBC’s margins had remained intact despite the rising cost of production, mainly because of contingency planning.

“Luckily, I would say the numbers have stabilised. The excessive speculation in cost has died down somewhat, so there is a more stable input price. The cost base has shifted up, so if you did not plan for much contingency, your margins would be more challenged. For us, we work within a contingency of 10% to 15%, maybe up to 20%,” he said.

As for the future, Sia said SBC’s developments would be transport-oriented, meaning they would be centred around transportation hubs such as LRT stations. Two such developments have been planned — one for southern Selangor and the other in downtown Kuala Lumpur.

Sia said he expected the two projects to be launched within the next 12 months.
