TAKING A break from his word war with Sen. Panfilo Lacson over the revival of the senate blue-ribbon investigation of Jose Pidal, reelected Bikolano senator Joker Arroyo flew to Naga today to lead the celebration of the city's 59th charter day at Plaza Quezon this morning.
In his message, he profusely thanked the people of Naga for giving him the highest vote during the recent election, saying he would have lost face in the Senate "as the gentleman from Naga and Camarines Sur" if Nagueños chose somebody else as their top senator.
But more importantly, Joker also saluted Naga for maintaining its oppositionist tradition, saying it is something they should be proud of. "It takes courage to say no, and go against the wishes of the leadership in Manila," he said. (How I wish my favorite senator were as consistent as his fellow citizens.)
Where people in the Visayas and Mindanao have long been clamoring federalism, Naga stands out for its federal mindset and practices, Joker added, operating independently of the central government. He therefore suggested that the city maintain its independence from Camarines Sur as provided for under its charter, Republic Act No. 305.
(Naga is an independent component city by virtue of its charter, one of the five in the country, the others being Cotabato, Dagupan, Ormoc and Santiago; its residents do not vote for provincial officials and in return are not subject to supervision by the provincial government.)
Earlier, local historian and journalist Jose Fernando Obias, in looking back at Naga's 59 years of cityhood, suggested updating its carta de privilegios many of whose provisions are no longer attuned to its needs. For instance, the original charter calls for only a four-person municipal board, which might be applicable to the demands of those times.
Obias also suggested reexamining its relationship with the province, as well as the possibility of Naga becoming a congressional district in its own right, entitled to a representative of its own.

garzland June 22nd, 2007, 10:17 AM CADLAN, PILI, Camarines Sur – More than 150 Bicolano balikbayans who are long-time residents and immigrants of the United States of America are expected to arrive on June 28-30, 2007 to attend a convention and gala night at the Camarines Sur Convention Center, Capitol Complex, at the behest and invitation of Governor LRay Villafuerte when he keynoted a speech at a national convention of the BNAA held in Georgia, USA sometime ago.
Organizers of the week-long activity also announced that the provincial governments of Albay, Sorsogon, Naga City, and Camarines Sur have all officially declared June 26-30, 2007 as “BNAA Week” showing their full support and cooperation to all the approved itinerary and schedule of activities of the long overdue homecoming of these foreign-based Bicolanos.
The Bicol National Association of America is an organization of Bicolanos living in the United States and is a conglomerate of the different state-based Bicolano organizations that are affiliated with it including the BNAA Youth that is composed of second generation Bicolanos born and raised in America.
In coordination with the various local government units and line agencies in the Bicol Region, including the fun support given by the provincial governments of Albay and Camarines Sur, the Department of Tourism (DoT) came up with a “Balik Bicol” program whose theme for this occasion is “BNAA – Balik-Bikol: Celebrating Our Roots.”
One of the highlights of the homecoming visit is the Welcome Reception hosted by Gov. LRay Villafuerte to be held at the famed Camarines Sur Watersports Complex (CWC) on June 28 and the conduct of the 27th BNAA Convention & Gala Dinner Ball/Induction of Officers for 2007-2009 that will be held at the Camarines Sur Convention Center, also within the Capitol Complex grounds on June 29, 2007.
It is expected that the occasion will be the perfect opportunity and an appropriate vehicle for the provincial government of Camarines Sur to showcase and promote the many beautiful sights and potentials for tourism and business that the province can offer to interested visitors and investors. This is the basic objective that the young and dynamic governor is pursuing in order to further the physical progress and total development of the many places and people of Camarines Sur to fit world-class standards, thus, raising the bar of recognition and standard of living in the province.
On June 30, the homecoming balikbayans will be treated to merienda cena at Engr. Boy Aman’s Haciendas de Naga in Bgy. Pacol, Naga City.
They have also been invited to a dinner at the Halyao awards, the search for outstanding Bicolano businessmen, one of the highlights of the 3rd Bicol Business Week in Naga City. JMTSantelices.
garzland June 22nd, 2007, 10:19 AM NAGA CITY – As it prepares for its 50th year in 2008, the prestigious Ramon Magsaysay Award Foundation is coming up with its first documentary on democracy and governance with no less than the City of Naga and Mayor Jesse M. Robredo at the center of the “Best Practices Documentary Series.”
Lourdes Mercado-Balbin, communications officer of the Ramon Magsaysay Award Foundation, in a letter sent to Robredo told the mayor that “your remarkable work in Naga will be among those featured.”
Robredo is the 2000 Ramon Magsaysay Awardee for government service, the first for a Filipino to win the award under such category and the first and only Bicolano to be honored with the highly prestigious award, which is the Asian equivalent of the Nobel Peace Prize.
Balbin explained that the documentary would allow the Foundation to actively share the awardees’ ethics, values, and various social innovations and technologies to local, regional and international audiences and institutions.
A three-man crew will travel to this city between June 20-24, 2007 for a six-day shoot of the city mayor’s daily activities. Footages of city structures and landmarks will also be part of the documentary.
The film crew will be assisted by Joe Perez and Mike Rico of the Naga City Visitors Center.

There were SM projects before that have opened before the target date. I hope SM Naga will open during the 2008 Peñafrancia Festivities. :)

My uncle, who works as one of LCC's business analysts, said that LCC Naga will not expand. Major overhaul lang daw siguro. Pero sana magbago isip ng LCC management.

Of course LCC will look at the city's viability to contain a mall without hurting smaller businesses and at the same time for the mall developer to grow in Sorsogon. Building a mall in another city because a bigger mall will go into a city with your mall is not simple as that. I know you know what it takes. :)

The one to the G7 Bank's left is the building that houses the NSO in Naga. There's also a Grolier branch in the ground level. If I'm not mistaken, the one to its right is the CamSur Trade and Investments Bldg.

BISHOP Gilbert Garcera, the newly appointed head of the diocese of Daet, Camarines Norte, will be ordained today at the Archdiocese of Caceres almost two months after Pope Benedict XVI appointed him as third bishop of the episcopal see.
Garcera’s episcopal ordination would be held at the Basilica Minore of Our Lady of Peñafrancia in Naga City.
Born on Feb. 2, 1959 in Magarao, Camarines Sur, Garcera was ordained priest on May 29, 1983 at the Naga Metropolitan Cathedral. He replaced Bishop Benjamin Almoneda, who tendered his resignation after he turned 75 last April 11 last year.
Garcera, 48, took up his elementary education at the Naga Parochial School and his seminary training at the Holy Rosary Seminary in Naga City. He earned his master’s degree in theology at the Ateneo de Manila University, and his doctor’s degree in organizing, planning and development in Antipolo City.
He has served as the assistant parish priest in the Naga Metropolitan Cathedral and was rector of the Caceres Archdiocesan Catechetical Ministry for 15 years. For 14 years, he headed the Caceres Commission on Communications.
He was vice-rector of the Peñafrancia Minor Basilica, administrative director of Radio Veritas Asia, and served for three years as the assistant secretary-general of the Catholic Bishops Conference of the Philippines.
Since 2004, he has been the national director of the Pontifical Missionary Societies, and a member of the Supreme Committee of “Pontificie Opere Missionarie” in Vatican.
The canonical procession of the Diocese of Daet will be held tomorrow after Garcera’s installation as bishop.

NAGA CITY - There would be no gambling in this city in five years once the ordinance passed by its Sangguniang Panglungsod and authored by outgoing city councilor Julian Lavadia is signed and approved by the city mayor.
The ordinance, which declares a five-year moratorium on the operation of any form of legal gambling and other gambling activities in the city, wants “to stop the proliferation of gambling dens and gambling activities in the city, and to protect the people against ‘attitudinal’ gambling.”
It consequently directs the city treasurer not to process and issue permit to any new application to operate any form of gambling. Renewal of permit is an exemption.
Also, it repeals any existing rules, orders, regulations, and ordinances inconsistent with its provisions.
“It is high time to denounce gambling, legal or not,” said Lavadia, because it is “detrimental to the family values that the city government advocates.”
He also said that the ordinance will encourage citizens “to work hard to earn for a living.”
Earlier version of the ordinance called for a 10-year moratorium, but was later revised and provided a five-year moratorium after re-elected city councilor Salvador del Castillo had contested that a 10-year moratorium would be a prohibition not a moratorium.
The Naga City Peace and Order Council, also, has been very vocal in opposing gambling operations in the city, and has come up with a strongly worded resolution calling the Philippine National Police leadership to implement the laws on illegal gambling to the fullest.

NAGA CITY – Six successful Bicolan entrepreneurs and traders representing the 6 provinces of the region will be honored on Saturday during the 3rd Halyao Awards which is the annual search for outstanding Bicolano businessmen.
Halyao Awards is a culminating highlight of the 3rd Bicol Business Week which the Metro Naga Chamber of Commerce and Industry is hosting, in cooperation with the city government of Naga and other line agencies.
“Halyao” is the Bicolano pre-Hispanic word for “merchant”.
The 3rd Bicol Business Week, dubbed as Bicol’s biggest trade fair, reeled off June 24 until July 1, this year at the LCC Mall Activity Center, this city.
This year’s winners are: Elizalde Co (Albay), Flora Abadesco (CamNorte), Consuelo Dy (CamSur), Joselito Urgel, M.D. (Catanduanes), Amadeo Gallanosa, Sr. (Sorsogon), and Wilfredo Peliño (Masbate).
Awarding rites will be held at the Avenue Convention Plaza, to start at 6:30 p.m. on June 30.
Aping Olivan, MNCCI director and past president and chair of the Halyao Awards said the awardees are being honored for their sterling performance in the fields of business, entrepreneurship and public service.
“This year’s six winners, out of eleven nominees, successfully hurdled the stringent criteria and parameters set by the Board of Judges chaired by Nicolas Beda Priela, PCCI Governor for Bicol”, Olivan said.
Priela enumerated the parameters used in the selection of this year’s outstanding businessmen.
The nominees were rated on their excellence in management and social responsibility, 70% and 30%, respectively.
Excellence in management are hinged on three critical areas: sustainability, or consistency in management performance despite economic, social and personal challenges (20%);growth, or the degree of business improvements achieved in terms of percentage in sales, income, as well as number of new branches or other businesses opened within a short period of time (20%); impact on local economy and the community (30%).
The other members of the Board of Judges were DTI Regional Director Jocelyn Blanco, NEDA Regional Director Romeo Escandor, USI President Sor Asuncion Evidente, and Fidel Cu, 2006 Halyao awardee for Camarines Sur.
Jun Amaro, a member of the search committee explained that no matter what the weather brings we should realize the significant role these businessmen and entrepreneurs play in the advancement of Bicol regional economy, and by extension, the common effort toward nation-building.
“They (the awardees) have become icons in their own right because they clearly understand that what is good for the people is good for business,” Amaro, the regional operations manager of Allied Bank here, added.
The Awardees
Let’s take a closer look at this year’s Halyao awardees:
Elizalde S. Co (Albay) -- A construction magnate recognized not only in Bicol but in other parts of the country as well, this Tabaco-born young man in a hurry has built a bridge from the realm of imagination to downright reality and saw his group of companies grow to offer a wide range of professional and technical services in the fields of construction, realty development, tourism and related services.
Two of his companies are now gearing up to be at par with the world’s tourism industry standard – the Misibis Land, Inc. and the Embarcadero Land Ventures.
In the aftermath of the devastating typhoons that hit Bicol last year, this man who once entered the seminary before he pursued his Master’s Degree in Management, spearheaded a rehabilitation and relief operations effort to help fellow Bicolano victims rise from the catastrophe of death and destruction.
He also founded the Cagraray Environmental Protection and Development Foundation to reforest the island and re-educate then locals on the proper care of the environment in the light of marching modernization and development.
He credits his thousands of workers, skilled men and personnel as the true source of strength of his growing group of companies which have been playing their varied role as exponents of Bicol growth and development.
Flora J. Abadesco (Camarines Norte) -- A native of Daet, Camarines Norte, this woman entrepreneur is an accounting graduate with post studies at Alexander Hamilton Institute. She started as a real estate agent, sold lots, residential units and house and lot packages worth P20 million. This encouraged her to venture as a real estate developer and eventually formed Faith Builder, Inc. where she was its Vice-President and General Manager. Presently, she is the EVP and General Manager of Royal Ventures Construction and Development. Because of her success in the construction business in Manila, she decided to return home and developed a 16-hectare plantation of organic Queen “Formosa” variety of fresh and crispy pineapple which she promotes as the sweetest and juiciest pineapple not only in the Philippines but also in other countries like Japan, Hongkong and South Korea. This month of June, a 20-footer container van of fresh pineapple was bound for Korea while negotiations are underway for two container vans per week for Japan. This trade transaction means infusion of more investment funds and additional employment for workers in Camarines Norte.
Consuelo T. Dy (Camarines Sur) -- Self-effacing but commanding genteel charm, this naturally pretty Nagueña at first glance would not be thought of as a pharmacist, nor a businesswoman when she is both and a philanthropist and civic action worker to boot. Born to a merchant Chinoy family that sold Chinese medicinal herbs in Naga City whose enterprise, the New South Star Drug which is now one of the Philippine’s Top 1000 corporations, Consuelo pioneered the 24-hour Lucky 9 Convenience Store in Bicol after a four-year sojourn-exposure to modern ideas in the United States.
The store with its branches in Naga, Legazpi and Tabaco has provided jobs to over a hundred personnel. This businesswoman is also a director of the Bicol Habitat for Humanity that builds houses for the poor in Sorsogon, Albay and Naga City. A fellow of the Multiple Paul Harris Award of the Rotary International for her boundless generosity she helped finance the organization’s educational, environmental, health, and humanitarian endeavors.
Joselito D.C. Urgel, M.D. (Catanduanes) -- An outstanding Catandunganon, this kindhearted civic leader cum ophthalmologist-surgeon had a successful practice in Manila when he decided to go back to his roots to serve his fellow Bicolanos, especially indigent patients with cataract and other eye ailment.
A young professional who values industry, social responsibility, personal integrity and selfless service, he established the Catanduanes Eye Center, which became one of only three ambulant eye centers in Bicol.
His professional competence coupled by his own entrepreneurial skill has brought forth a four-cornered win-win formula that involves the patient, the hospital, the local government and the surgeon as principal stakeholders which as a result afforded a sustainable state-of-the-art ophthalmic practice in a poor province like Catanduanes.
His successful pro-people enterprise is best reflected by a citation by the Bureau of Internal Revenue, which recognized him as the Top Taxpayer for the Year 2005 in the entire island province of Catanduanes.
Amadeo F. Gallanosa, Sr. (Sorsogon) -- He used to run errands for his teacher to finish his secondary education in a school that would later bear his family’s name. With a high school diploma in hand, he went to Tondo, Manila to become a bag maker in 1962.
With a small capital offered him by a Chinese businessman, he set up a gravel and sand business and hardware store in Quezon City. Thirty years later, he yearned for home, brought a track of land in what is now Sorsogon City and started his real estate development with his trademark hardware store and gravel and sand business in tow. What started as a 12.5-hectare subdivision expanded to what is now the 30-hectare Executive Village Subdivision.
Upon the clamor of parents who were saddened by the closure of a school, he established the Galver Institute of Science and Technology for poor but deserving students even if it would mean losing a large amount of money for the next ten years.
He also founded the Rural Bank of Sta. Magdalena, in his hometown. Elected town mayor in the last election, he tells his constituents that sharing his rags-to-riches story is not meant to be envied, but to touch and make a difference on other people’s lives.
Wilfredo M. Peliño (Masbate) -- Taking the helm from his founder-father, this La Salle Economics and Marketing graduate with MBA units from the University of the Philippines, took over as the 4th president of the Osmeña Colleges in Masbate City in 1986 and henceforth turned it around from its declining stage to become the biggest and first institution of higher learning in the island province.
Armed with managerial and corporate experience from prestigious companies in Manila like the Engineering and Construction Corporation of Asia, Purefoods and Motorola, the 3rd generation Peliño went home upon the death of his father to reengineer, rebuild and transform the educational institution with various course offerings and programs that are in tune with the demands of the times.
The 8-hectare campus was redesigned similar to that of the UP campus in Diliman, Quezon City where abundant trees of different varieties provided an environment-friendly landscape surrounding the sites of several buildings housing the different learning centers. Its enrolment which was at its lowest at 400 students when he took over jumpstarted to 3,000 while a long-term development plan was put in place to regain its honor as the top institution of higher learning in the province known for its cattle ranches, seaports and rich marine resources.

NAGA CITY- Outgoing city legal officer and incoming city councilor Nelson Legacion told Bicol Mail on Wednesday that contrary to Jose Fernando Obias’ claims and this paper’s editorial last week, the city charter approved in 1948 does not need to be amended.
The Local Government Code of 1991 already repealed all the provisions of the city charter inconsistent with it. This follows the legal principle that an existing provision supersedes an inconsistent prior provision.
Legacion stated that although the city charter now has irrelevant provisions, it does not need to be amended because many of its “irrelevant” provisions were already outdated by the more recent local government code, though he accepted that some might be confused since there has been no specific amendment done changing a particular provision of the city charter.
He agreed however that this city should be a separate congressional district.
As an independent component city that does not elect a Camarines Sur governor, it should not have representatives in the provincial board. This, however, confuses the electorate because the city is part of the second congressional district of the province represented in the Sangguniang Panlalawigan of Camarines Sur.
But he accepted that this city becoming a separate congressional district is a “long shot,” as it is yet to reach the required 250,000 population mark
He said the only way the city could be its own district now is to expand its territorial jurisdiction in order to have a larger population—which would be impossible at this time because cessions by neighboring towns would require an action by the House of Representatives, and would take a very long process.
Plaza Rizal
Legacion said that one important provision of the 1948 city charter is the reason why the city is still pursuing the ownership of Plaza Rizal, which is currently claimed by the provincial government.
At present, dispute over the ownership of Plaza Rizal awaits decision by the Supreme Court (SC).

garzland July 5th, 2007, 09:06 AM More than 20 varsity coaches under the Athletics Program of the Ateneo de Naga University went through a day-long workshop last June 16 that aimed to develop their roles as coaches and leaders of their various teams.
Facilitated by the University Athletics Director, Noli Ayo, the workshop tackled the skills needed by a coach to handle a team and the principles needed to maximize teamwork. It was also an opportunity for the various coaches to create the road map that would be taken by their athletes for the year.
With the growth of sports culture in Naga, coaches play a vital role in honing the lives of their players not only inside the court, but most especially, outside of it.
Their ability to understand not only the game but also how game principles can be applied in real life will be very beneficial to the long term welfare of those to be under their tutelage.

The construction of the PhP-700 million SM City in a four-hectare lot in the new central business district of Naga City will start before the end of August this year, according to Hans Sy, president of SM Prime Holdings, the largest mall operator in the country.
Sy bared this development during the groundbreaking rites of the SM City Naga last Saturday, which was attended by city officilas led by Mayor Jesse Robredo, SM top officials and other guests.
Sy said the first SM mall in Bicol region will be a two-storey building with a provision for another floor. It will have a total floor area of 40,000 square meters, 28,000 of which is leasable.
The duration of construction work is 14 months and the mall is expected to formally open before December 2008. Some 1,000 workers will be employed during the construction phase, while an estimated 3,000 jobs will be generated when the mall opens for business, Sy said.
The SM Prime Holdings chief allayed the fears of the city's business community, saying that SM will enhance, not eat up the city's economy.
"We do not make the pie smaller, we make it bigger." Sy said, referring to the anxieties of small traders that SM's operation will gobble up their customers and income.
Meanwhile, Robredo said the city government has allocated P10 million for the renewal and beautification program of the old business district.
This program aims to preserve and protect the district's trade and commerce and cushion the impact of SM's operation on local traders.
The forthcoming operation of the SM department store in Naga is much-awaited by city residents and those of the neighboring towns in Camarines Sur, including other Bicolanos from the provinces of Camarines Norte, albay, Catanduanes and Sorsogon.
The SM City Naga, once completed, will be the 34th branch of the leading department store in the country. It has 30 existing branches strategically operating aroung Metro Manila and key provinces in Luzon, the Visayas and Mindanao. Three other branches are undergoing construction at present and are expected to be completed before the year ends. (PNA)

NAGA CITY, April 25 Asia Pulse - Philippine retail giant Shoe Mart (SM) Department Store has set April 28 as the date for groundbreaking ceremonies of the multi-million peso shopping mall, SM's first in the Bicol region, which will rise at the Naga City new central business district.
SM President Anne Garcia announced this during a courtesy call on Mayor Jesse Robredo recently.

garzland July 5th, 2007, 09:39 AM The Naga College Foundation (NCF) in Naga City, in partnership with the National Commission for Culture and the Arts (NCCA), will be launching the First Regional Brass Band Competition in Bicol this coming September 2007.
The brass band used to be an integral part of the Filipino social and cultural activities. It provided music during festivities, weddings, baptismals, as well as religious and funeral processions. Before the advent of radio, TV, jukebox, and videoke machines; band music also served as the main source of entertainment in the form of “serenatas” or concerts in town plazas.
It was during the Spanish rule that brass bands were organized in many parts of the Philippines, particularly in the Tagalog provinces extending up to Northern Luzon. In the Bicol area brass bands were known to have existed in San Fernando, Bombon, Quipayo, Calabanga, all of Camarines Sur, and in Oas, Tabaco and Legaspi in Albay. The community bands survived through the American era, until the Second World War.
After liberation, brass bands gradually made a comeback, under the auspices of schools and colleges to provide appropriate music for various school activities. Presently, however, musical skills in playing band instruments are limited to marching music for parades and street dancing.
It is in this context that the project was conceptualized in order to revive the people’s especially the Bicolano youth’s interest in brass bands and to provide a venue to showcase talents of Bicolano band members.

NAGA CITY - Vice Mayor Gabriel Hidalgo Bordado Jr. of this city reminded the members of the 9th Sangguniang Panlungsod during their inaugural session the other day not to lose sight of the objective of putting power into the hands of the people even as they endeavor to make the Naga City Sanggunian as the top city council in the country in terms of the quality and impact of its legislative outputs.
He also provided them with the Executive-Legislative Agenda for 2007-2010 aptly titled “Putting our People First: Development that Matters” outlining the city council’s response to the five key strategies adopted by Mayor Jesse Robredo, to wit: “reengineering” Naga, reducing poverty incidence, improving access to quality basic services, enhancing the quality of life through livable communities, and promoting good governance.
“The legislative-executive agenda will serve as the veritable roadmap for the council. Of course, we can make some amendments or detours, so to speak, to address the immediate concerns of the city,” Bordado said.
Under Bordado’s stewardship, the previous 8th Sangguniang Panlungsod – which passed 1,263 resolutions and 229 ordinances addressing a broad spectrum of concerns and problem areas – was adjudged last March 7, 2007 by the Department of the Interior and Local Government (DILG) as one of the 3 outstanding city councils of the Philippines (highly-urbanized and independent component cities category). This was the first major national award ever received by the Naga city council after more than half a century.
Bordado won his second term as Naga City Vice Mayor by a landslide, thumping his opponent by more than 20,000 votes.

The Department of Public Works and Highways (DPWH) on Tuesday reported the near completion of the rehabilitation of Rolando Andaya Highway in Camarines Sur.
In his report, DPWH Region 5 Director Orlando Roces said the project is 69 percent complete, ahead of 5.15 percent as compared to its programmed accomplishment rating.
"We were able to accomplish much of the scheduled works because of strict project monitoring and prevailing good weather condition," he said.
Roces added the project is expected to be completed before the start of Penafrancia Festival on September 2007 in the province's capital of Naga City.
The project includes the rehabilitation and reblocking of 25.98 kilometers of road and drainage works in some road sections.
The said highway was formerly part of the Manila South Road or the Quirino Highway which passes through the province of Camarines Norte. This route lessens the travelling time of motorists by less than three hours.
The rehabilitation project has been alloted P510 million.
"We know the importance of this road especially among the truck owners whom are affected of the rerouting scheme that's why we are fasttracking the implementation of the project," Roces said. (PNA)

I mean, when asphalt is being used in Quezon, only cement is being used in CamSur. Furthermore, kids are roaming around the highway's premises to ask for money. Aren't their parents supposed to be given wages for taking control of the highway's traffic while construction is going on?
-based on my observations while passing by last June. The contractors of DPWH and DPWH itself are definitely disappointing!

Robredo, back in harness after an official travel abroad, will be motoring back to Metro Manila to deliver the keynote address as guest of honor and speaker during the 55th anniversary celebration of the Philippine Rural Reconstruction Movement (PRRM) next week.
The city mayor will also be the principal witness during the investiture of the new officers of the PRRM, namely: former Senator Helena Z. Benitez as Chairperson Emeritus, former Sen. Wigberto E. Tañada as Chairperson, and Conrado S. Navarro as President.
Both the 55th anniversary celebration and the investiture will be held at 4:00 p.m. of July 17 at the Kalayaan Hall of Club Filipino in San Juan, Metro Manila.
In his letter-invitation to the city mayor, Navarro wrote: “(B)eing a multi-awarded local government official and one of the most dynamic and productive mayors that ever served this country, we could not think of anybody who could capture the spirit of good governance and sustainable development ... better than you, Honorable Mayor.”

NAGA CITY – Annoyed no end by the ear-blasting sound of turbo-charged motorcycles?
City Councilor Salvador del Castillo, here, obviously miffed by the same rumbling noise, has proposed to revise an old anti-noise ordinance that will in effect provide for these motorbikes to undergo audiometer test every year to contain nuisance and danger to the health of city residents.
Specifically, the proposed revised ordinance will bar motorcycles, scooters, tricycles or trimobiles, whether for hire or private use, from using modified mufflers, sound booster, or any device that will disturb the peace or offend the aural senses. Such vehicles, as proposed, will be compelled to be provide at all times with silencers or mufflers while plying the streets of the city.
Noise has been defined as any unnecessary, discordant, or loud or blaring sound at over 80 decibels, to be determined by an audiometer.
The same proposed measure will also ban so-called modified motorbikes whose manufacturer’s original design has been altered by the user to create more noise or speed.
It has been noted that modified motorbikes, which have altered their technological performance, have become accident-prone.
Police investigation reports showed that 95 to 98 percent of motorcycles that figured in road accidents in Naga and Camarines Sur were found to be have been modified of its original design.
Inspection of motor vehicles and the measuring of sound produced by these motor vehicles shall be conducted by the City Environment and Natural Resources Office before issuing the compliance certificate that is needed by these motor vehicles to be allowed to ply the city streets.

The search for the most beautiful and articulate Bicolana as an epitome of grace and talent who will give a human face to the promotion of Bicol cultural heritage and love for the environment virtually becomes a regionwide effort when local government units eagerly come out to endorse their respective candidates.
Candidates must be at least 17 but not more than 23 years of age on the date of proclamation night; at least 5’4” in height; single and has never been a mother; Bicolana by birth or by blood; at least 4th year high school; and of good health.
Cash prizes amounting to over P300,000, including special prizes, await the winners and talent scouts of winning candidates.
Screening and selection of official 20 candidates will be held on August 25 while pageant night will be held on September 13 at the UNC sports palace.
Already, organizers are thinking about inviting Bicolana Pinoy Big Brother winner Bea Imperial Saw and another popular male actor or singer to be among the hosts or celebrities during the pageant night.

I will surely go back and visit the place...I miss the nightlife and the nature trip in Mt. isarog...the waterfalls is fantastic. I miss the fun that Ive had during my 6 months stay in Naga...Mura pa ng mga pagkain at ang sarap. :) Naga is my second home after Bacolod. :)

garzland July 28th, 2007, 03:49 AM NAGA CITY – Dubbed as the most anticipated event in Bicol, G7 Holdings Corporation announces the pre-opening rites for the soon to be fully completed posh and glittering Avenue Plaza Hotel, along Magsaysay Avenue, the city’s scintillating entertainment and food strip.
Opening rites will start at 6:30 in the evening of Saturday, July 28, 2007 to be hosted by the Cu family led by G7 Holdings President Fidel ‘Totoy” Cu and son Allan, along with guests City Mayor Jesse Robredo and First Lady Leni, other city officials, friends and associates and known personalities from the religious, business, and civic sectors.
Guests and promenaders will be treated to a live concert featuring “The Company” at the Avenue Convention Plaza after the formal ceremonies and cocktails.
The hotel will be formally opened for business in August, next month, it was also announced.
Another big hotel is expected to be completed in a few days, in time for the upcoming Penrafrancia festivities in September this year.
The 6-storey building that houses Jollibee on the groundfloor on the corner of Elias Angeles and P. Burgos streets has been rehabilitated and refurbished to become the newest swanky hotel in downtown Naga City, fronting the historic Plaza Quince Martires here.
A few meters away is the Grand Imperial Plaza Hotel which is also speeding up repair and redesign works to cater to the discriminating taste of increasing number of guests and tourists in this city which for the last three years have been undergoing a changing landscape due to heightened activities in trade, commerce and tourism promotion.

Super ganda ng Caramoan talaga.. Problem lang dahil napakalayo and the infrastructure is poor... But once you get there, you will be wowed by the attraction it offers.....

Yung Grand Imperial Plaza nirerenovate, maganda yung rendering dun na nakita ko....Marami talagang new hotel ang magbubukas, basta ang nakita kong undercostruction e 2, 1 ang nakita kong under renovation.....

I agree.. sa GIP ( Grand Imperial Hotel ) mukhang talagang very cheap ang mga materials, you can really see it outside the building, parang very thin metal slate. and also mukhang hindi lahat na GIP Building ma re renovate ni Mrs. De Guzman. Mukhang maganda tingnan ang Prespective nang architect but the materials are questionable :ohno:

Okay nga na may buildings na kahoy pa eh para may feel of old age. :D Those wood buildings just need maintenance. What NCF really needs to do is to branch out in other parts of the city to accommodate more students. Maliit kasi talaga ung area nila.

Obviously the more contributors there are the stronger our case will be for having our own Bikol Wikipedia. There are already thriving versions in Tagalog, Cebuano, Ilocano, Kapampangan and Waray. Bikol is the only major Philippine language without a Wikipedia. So guys, please spread the word around to your friends, colleagues, fellow students etc...I think the registration process for wikipedia is fairly straightforward.

The term 'Naga Bikol" or Standard Bikol actually includes the Bikol spoken in Legazpi and Tabaco as well as most of Camarines Norte and Sur and northern parts of Sorsogon. I have no objection to submitting proposals for other variants such as Iriga Bikol or Oasnon but since we can only submit one Wikipedia proposal at a time I think for strategic reasons we should start with the most widely spoken variety, which is Standard Bikol. We can of course submit proposals for other variants once Standard Bikol has been approved. I think it would weaken our case if various competing dialects are proposed at the same time.

THERE is no stopping the on-going construction boom that is heating up the four corners of Naga City, Bicol’s premier urban center.
Powered by a strong local economy, where other areas in the country are hobbled by helter-skelter economic growth because of confused priorities, Naga cautiously but consistently moves forward. It is building a community where the private sector, particularly the business sector and the hotel industry, is unafraid to unleash capital and energy, confident that everything will turn out right because of the city’s strong middle class that can afford to sustain a host of banks, 3 prestigious universities, an array of hotels and restaurants, bars and cafes, and a local government that is business-friendly.
Last Saturday, the G7 Holdings Corp. of father and son team Totoy and Allan Cu formally presented to the public the soon-to-be-opened posh Avenue Plaza Hotel by the side of the Naga River, a few distance away from the landing site of Our Lady of Penfrancia towards the Basilica. The Saturday event wasn’t an opening ceremony yet, as was erroneously reported in our issue last week. Our apologies.
The newest landmark in the bustling metropolis of Naga has yet to be formally opened for business in September, this year, when every visitor and devotee from far places will look for a room to celebrate with the world-renowned Penafrancia festivities.
Nestled on a 6,000 square meter modern multi-facility “which blends together world-class accommodation, first rate tourism, rich culture and heritage as well as warm Filipino hospitality, the upcoming hotel boasts of, among others, electronic safe, refrigerator, cordless coffee-making machine, plasma television and broadband internet/WIFI capability. Its facilities include a 24-hour coffee shop, gym and sauna, two-level infinity pool, a business center, ballrooms and roof deck – all in world-class setting.
The event also formally launched Alle’e, a glossy, full color chic reading material that serves as the official magazine of Avenue Square, the flagship food and entertainment block of the Cu family.
Now, more opening rites for more upcoming landmarks are waiting in the wings.

At Elias Angeles Street corner Caceres Street, the same construction fever afflicts Naga Regent Hotel as it builds its third building to complete a triad of contiguous structures of steel, glass, and concrete panels. Toto Tan, the well-mannered son-manager of top Chinoy businessman Romy Tan informed this columnist that the Sanggunian had recently stamped its approval on their proposed elevated walkway above Dinaga Street that would connect Regents 1, 2 and 3 together and spare hotel guests from walking the street when transferring from one building to another. Toto added that on the new edifice would rise a 1,000-seater convention hall sans the obstructive posts to give a seamless space for large functions and balls.
He confided that already, a tenant has reserved the first and second floors that would be joined by an escalator for a first class specialty shopping. Toto said the building’s construction would be completed before the year-end.
Incidentally, Robert Obiedo’s more popular Villa Caceres Hotel, the first hotel to ever rise and make its mark on the scintillating nightlife and entertainment strip that is the vibrant Magsaysay avenue, is undergoing expansion, an affirmation of its ever-growing clientele. Unknown to many, initial construction works have began early last month for a new 1,000-seater convention hall on its third floor. Elevators will be fitted and more functions rooms and services will be added, its interiors to be refurbished according to world-class and hi-tech standards.
And as if to complement Magsaysay Avenue’s bullish outlook for more economic activity in the area, the proposed “The West Park”, dubbed as an entertainment and leisure hub, is heading for another ribbon-cutting date that will make City Mayor Jesse Robredo and Regional Tourism Director Nini Ravanilla scurrying from one ribbon-cutting event to another.
In another spot, along the banks of the Naga River across Panganiban Bridge is the evolving monolith of another Dacudao-owned hotel just a few meters away from its original Sampaguita Tourist Inn. We don’t know exactly when its completion date is but construction has been going on, slowly bringing to view another architectural masterpiece that will serve as one more glittering backdrop to the storied Naga River.

NAGA CITY -- Mayor Jesse Robredo, the longest reigning local chief executive of this city spanning four presidents, wanted to turn over to the next mayor of this city a metropolis with legacy of good governance, sustainable economic growth, cultural vibrancy and improved quality of life when his term ends in 2010.
Addressing Monday the Sangguniang Panglungsod in an open session to announce his policy statements in his last term of office, Robredo pledged “to build a more progressive Naga on the twin foundations of social justice and sustainable economic growth” in the last three years of his 18-year term as the mayor here.
The mayor targets to complete the circumferential and radial access roads to improve the flow of traffic as economic growth pushes urban development to the fringes.“The original development plan of the city calls for a radial-circumferential pattern of growth. But what we currently have is only half of the city’s circumferential road, where the Centro-Magsaysay jeepneys run in both directions,” he said.
Robredo added the completion of the circumferential road would link up the business districts and neighboring towns, further improving the road network ratio of the city, with road widening projects included to decongest traffic bottlenecks.
He foresees improved economic activities in newly opened up roads as new jeepney routes and terminals established and new bridges constructed.
A new bridge across Naga River, connecting PNR Naga station to barangay Dinaga will be constructed to respond to the increased economic activities brought about by the establishment of the SM Mall at the Central Business District 2.
“We will request the national government to realign its budgetary outlay for a proposed flyover at the Magsaysay-Panganiban junction towards this priority project (redevelopment of opened up area near SM Mall),” Robredo added.
But along this line of development, Robredo also wanted to look beyond the city’s territory by strengthening Naga’s leadership role in Bicol, setting trends in investments and development and pushing the region at the top of the country’s tourism destinations.
He said in his last term of office the city government would invest on facilities to position itself as a convention city with the Coliseum completed next year that could compliment private sector investments in tourism sub-sector.
With emphasis on good practices in governance he made the city known for and cited by local and international organizations, Robredo said they will continue to set trends in investments and development by leveraging the comparative advantage of the city.
Revisiting the much-acclaimed participatory and transparency in governance, the mayor pushes for stronger accountability standards for the city government, wherein, he added, would raise the bar higher for the city government, both for elected officials and employees at the city hall.
He said that for the next three years a system of rewards and penalties would be crafted and implemented for the institutional and individual service commitments and performance pledges. For this, the Naga Institute of Local Governance, as training arm to institute gains in the field of governance, would be established.
Robredo revealed that among the physical changes to be introduced is the P120-M “Green Naga River Walkway” that would stretch from Magsaysay Avenue to Tabuco.
“This will require the relocation of some settlers and families who have encroached on the riverfront. But guided by our experience with the Kaantabay program, we will sit down with all stakeholders in fashioning a mutually acceptable solutiong to which we will implement by phase,” he explained.
The Kaantabay program of Naga City was a Unesco cited program for the urban poor that secured them relocation sites to reestablish their residence and prevent the spread and increase of urban poor families squatting on private lands.
The greening of Naga City included the establishment of greenbelt spaces that would ring built up areas and planting 15,000-20,000 trees within these areas.
Robredo said the continued operation of the current dumpsite is no longer tenable and the dumpsite has to be relocated to “a better, more ideal and more manageable location within the next three years”.
He also committed to restore the vibrancy of local arts and culture with such projects as the community- and school-based reading centers, creation of local institute that will standardize the Bicol-Naga language, restoration of teaching Bicol culture and grammar and promotion of Bikol literature including performance and visual arts.
“This three-year development agenda that operationalize our difficult dreams for Naga will not be easy. But I am ready to expend the political capital and the political will needed to see them through, and in the process make the most of our fresh mandate.

And as if to complement Magsaysay Avenue’s bullish outlook for more economic activity in the area, the proposed “The West Park”, dubbed as an entertainment and leisure hub, is heading for another ribbon-cutting date that will make City Mayor Jesse Robredo and Regional Tourism Director Nini Ravanilla scurrying from one ribbon-cutting event to another.
In another spot, along the banks of the Naga River across Panganiban Bridge is the evolving monolith of another Dacudao-owned hotel just a few meters away from its original Sampaguita Tourist Inn. We don’t know exactly when its completion date is but construction has been going on, slowly bringing to view another architectural masterpiece that will serve as one more glittering backdrop to the storied Naga River.
I love the real estate and property boom in Naga. You'll see a lot of construction wherever you go, and that doesn't even include the upcoming SM mall. Whew! BTW, I've heard over at RMN Naga people who billet at Avenue Plaza Hotel could avail of a Limousine ride! I just don't know of it's for free or what. :D

But what we currently have is only half of the city’s circumferential road, where the Centro-Magsaysay jeepneys run in both directions,” he said.
A new bridge across Naga River, connecting PNR Naga station to barangay Dinaga will be constructed to respond to the increased economic activities brought about by the establishment of the SM Mall at the Central Business District 2.
“We will request the national government to realign its budgetary outlay for a proposed flyover at the Magsaysay-Panganiban junction towards this priority project (redevelopment of opened up area near SM Mall),” Robredo added.
Robredo revealed that among the physical changes to be introduced is the P120-M “Green Naga River Walkway” that would stretch from Magsaysay Avenue to Tabuco.
“This will require the relocation of some settlers and families who have encroached on the riverfront. But guided by our experience with the Kaantabay program, we will sit down with all stakeholders in fashioning a mutually acceptable solutiong to which we will implement by phase,” he explained.
The greening of Naga City included the establishment of greenbelt spaces that would ring built up areas and planting 15,000-20,000 trees within these areas.

The term 'Naga Bikol" or Standard Bikol actually includes the Bikol spoken in Legazpi and Tabaco as well as most of Camarines Norte and Sur and northern parts of Sorsogon. I have no objection to submitting proposals for other variants such as Iriga Bikol or Oasnon but since we can only submit one Wikipedia proposal at a time I think for strategic reasons we should start with the most widely spoken variety, which is Standard Bikol. We can of course submit proposals for other variants once Standard Bikol has been approved. I think it would weaken our case if various competing dialects are proposed at the same time.
I agree. If the standard Bikol will be propagated first in Wiki, then probably other Bikol dialects could be injected afterwards. :)

I forgot the exact meaning, though, but I think it's someone who likes sex very much. :lol: That linguist, whose name I forgot, said it's not good to say that uragon word. For me, definitions of words change, especially at this period when our language is very dynamic. In a few years' time, maybe this Bicol language we use now will be obsolete, just like the Old and Middle English that had been replaced by the Modern English. :D

NAGA CITY, Philippines -- With 70 percent of its shelter assistance project delivered to 3,920 family-beneficiaries, the Philippine National Red Cross (PNRC) is racing against its end of August deadline to provide for the remaining victims whose homes were destroyed by Supertyphoon “Reming” in Camarines Sur last year.
The PNRC has yet to complete the delivery of goods and services to the remaining 1,680 families victimized by the typhoon.
The PNRC’s shelter assistance program provides construction materials for new homes to 3,600 families and roofing materials for 2,400 families in 20 of the 35 towns in the province.
The shelter assistance that the European Community Humanitarian Office (ECHO) and the Australian government donated through the International Red Cross Federation is meant to address the needs of 5,600 families whose homes were totally or partially destroyed in last year’s calamities.
Reming left some 70,000 families homeless in Camarines Sur.
“The ECHO provided the construction materials and sets of tools while the Australian government gave food-for-work assistance good for seven-day family consumption. It is given to the family-beneficiary at the start of house construction,” Nanette F. Rodrigazo, the PNRC administrator here, revealed.
Rodrigazo said they had overcome tough challenges in delivering the goods and services amid varied pressures from the communities, politicians, and various groups and individuals.
She confessed they were forced to stop the implementation of the project in Minalabac, Camarines Sur during the elections because it stirred the local politics in that town but that they immediately continued the distribution of construction materials right after the polls.
During the campaign period last May, the PNRC’s shelter assistance program was the subject of complaint from a number of families who were stricken out from the list of beneficiaries, alleging political motives.
Rodrigazo admitted such a situation could slip their notice but, she said, these were easily rectified through an ocular validation of initial lists of beneficiaries provided by the local government units (LGUs).
She enumerated several beneficiary qualifications such as residency; ownership of or a permit from the owner to build a home on the lot; status as a family; a contract to complete construction in 30 days; the safety features of the construction site; and priority to disadvantaged families, the unemployed, single parent families and disabled persons.
Also included in the qualifications of the recipients of the PNRC shelter assistance program are families whose houses were partially damaged, defined as “having sufficient structural integrity to support and tie down a roof area of at least 20 square meters.”
These families are provided a so-called Roof Kit or galvanized iron sheets and ancillary construction materials.
A totally damaged house is defined as “not having sufficient structural integrity to support a roof,” and those having qualified the criteria are given a Full Shelter Kit or a 5-meter-by-4-meter house made of sawali (interwoven bamboo or other native material) walls, GI sheets, a coconut lumber frame and trusses and concrete floors and foundations.
Rodrigazo said they were able to implement the job free from influence by directly executing the processes and phases, from validating of beneficiaries from the list provided by the LGUs, materials procurement, storage, delivery to actual house construction.
She said the IRC sent two representatives to handle procurement of building materials and other rehabilitation requirements.
Rodrigazo said they mobilized individuals from the communities capable of monitoring adherence to or violations of the guidelines and standards of project implementation provided by the PNRC.
They also asked carpenters and masons to supervise the construction and compliance with the specifications of the PNRC prototype house, she added.
She said the procurement and distribution of construction materials started on April 22 under the auspices of the two IRC representatives who were hands-on in the implementation of the shelter assistance program.
She added the PNRC established storehouses in project areas, where the construction materials were systematically distributed to beneficiaries.
Sefriano and Nona Moral and their four kids now live in their PNRC house in Sta. Cruz, Cabusao, Camarines Sur.
Sefriano said they were the first ones in their area to finish building their house because he is a mason and carpenter. The labor he provided was their counterpart.
Nona said they were required to shell out P100 for the house insurance.
Severino Avis, a member of the monitoring team, explained that the house insurance requirement the PNRC collected anticipated the possibility these families may lose again their houses.
Avis said the PNRC foresaw that with the houses insured the families can rebuild their houses if another typhoon lays these to waste again.

This was conveyed to Naga City Mayor Jesse M. Robredo this week by DILG Regional Director Blandino M. Maceda who said that the Naga City Abattoir, how it is being run and managed is “replicable to LGUs not only in Region V (Bicol) but to other regions as well”.
He explained that the selection is in line with DILG Secretary Ronaldo V. Puno’s instruction to come up with project models showcasing the LGU’s corporate functions worthy of replication.
“This will involve the development of corporate-type projects to further enhance the capabilities of LGUs to generate income and revenues,” he added.
Blandino told the city mayor that they are now in the process of documenting the city abattoir project with the purpose of making available essential information about its operation and present it in a way that would facilitate its use by the replicating LGUs in developing their own work plan.
The Naga City Abattoir has been a consistent regional winner as cleanest “AA” category abattoir/slaughterhouse since 1995, which annual award is being given by the National Meat Inspection Commission of the Department of Agriculture.

“Since you (have) built a reputation of being a center of innovations in local governance, we are (requesting you) to accommodate our delegates and give them first hand information on the best practices that your city (of Naga) has been initiating,” Mayor Torres-Aquino wrote Robredo.
The visitors are particularly interested in application and processes regarding business permits, licenses, and real estate taxation.

garzland August 18th, 2007, 04:06 AM WHEN it comes to promoting effective governance through people participation, Cebu’s local government units have much to learn from Naga City in the Bicol region, a leader from a local business group said.
“The Naga (City) experience is overwhelming; it gives hope. I think theirs is a leadership that delivers,” said Cebu Business Club president Dondi Joseph.
Joseph said what is “inspiring” about the “Naga experience” is that the City’s local officials “have clearly set their objectives, discussed their problems, and are able to solve it” together with a strong private sector collaboration.
“It’s not a politics of self but of development,” he added.
Naga City Mayor Jesse Robredo presented his local government unit’s strategies to ensure a business-friendly environment during the Mandaue Business Month (MBM) 2007 forum yesterday at the Cebu International Convention Center.
He stressed that for a successful private-public sector collaboration, both parties need to create an environment that allows “mutually beneficial partnerships.”
In the case of Naga, Robredo said that, in terms of resource allocation, programs and projects are prioritized using a consistent set of norms and criteria through cost benefit analysis.
“We also maintain a small bureaucracy and have chosen to allow private partners to take over certain things that local governments usually do,” he said.
Robredo said streamlining is the key to assure businessmen that there is transparency and accountability in government. In doing so, the local government is able to enhance the trust of the private sector in the local government’s competence, he added.
He also said a “more empowered” city or town should capitalize on people participation.
“We have a Peoples’ Council that nominates its representatives to all the committees of the City Council and special bodies at City Hall, a website and a charter that defines the obligations of the City to its constituency,” he said.
“The bottomline is to gain the trust of the constituency, especially the business community,” said Robredo.
With Naga as benchmark, Joseph urged the local government units in Cebu to “go back to basics” and push for reforms and policies in infrastructure and education before inviting foreign direct investments.
Joseph said, though, that he is optimistic that cities like Mandaue can achieve similar “and even better” model for governance like that of Naga.
“The Mandaue City Government can and should do it,” he said.

NAGA CITY – Traffic violators may soon be allowed to shed blood instead of money to settle penalty for their misdeed.
Now on the committee level, this “blood for fine” ordinance filed by City Councilor D.C. Nathan A. Sergio, once passed, will allow voluntary blood donation as an alternative way to settle fines for violation of traffic rules with corresponding amount ranging from P500 to P1,000.
Donation of blood will be facilitated after the arrested violator is diagnosed to be medically and physically fit. Bloodletting will be conducted under the supervision of a physician at the City Health Office or the Naga City Hospital.
The procedure for voluntary blood donation under the proposed ordinance:
Upon apprehension, violator will be informed by the traffic officer of the option to donate blood or pay the corresponding fine. The violator will be given 3 working days to pay the stipulated fine.
If a violator opted to donate blood, he is given 7 days to do so. If he failed, his traffic violation will be forwarded to a local court for appropriate judicial action.
If the violator elects to donate blood, he shall be accompanied by the apprehending officer to the City Health office or the Naga City Hospital to undergo examinations to determine whether he is medically qualified or physically fit. If so, the violator will be asked to execute an affidavit regarding his voluntary donation of blood in lieu of cash fine.
Violator’s blood donation shall not exceed 500 cc. Bloodletting and examination under the ordinance will be conducted every morning of Friday at the Naga City Hospital.
The Naga City Hospital will inform the donor and the Public Safety Office if blood donation were found to be unsafe or unfit for medical/surgical use. No more bloodletting will be made on the donor. However, the PSO will consider the traffic violation fine fully paid but a second offense will leave him with no other option but to pay in cash for the fine.

The trainings to be offered will include herbal juices, fish kikiam, skinless longanisa, kutchinta, rellenong bangus, fish tocino, pork tapa, and fresh lumpia.

Jointly sponsored by the Department of the Interior and Local Government (DILG) and the League of Municipalities (Camarines Norte and Camarines Sur chapters), the program was conducted during the first three weeks of August in the Provincial Capitol of Camarines Sur and in the City of Legazpi.
Robredo, arguably the nation’s most awarded city mayor, discussed Naga City’s good governance model, highlighting its three basic elements – progressive perspective, functional partnerships, and participation.
He also outlined the salient features of some of Naga’s award-winning projects and how these could be replicated in other local government units.
For his part, Bordado, now on his second term as vice mayor, shared with his fellow local government officials Naga City’s experience in crafting the executive- legislative agenda (ELA).
He underscored the importance of ELA as a vital tool in facilitating greater collaboration between the executive and the legislative branches of the local government, taking note of the fact that in the Naga experience, it has become an integral part of the planning machinery.
From Cagayan in the north to Cotabato in the south, Robredo, the 2000 Ramon Magsaysay awardee for government service, has been one of the most in-demand resource speakers on local governance. He had likewise been invited by the United Nations and other prestigious organizations to address conferences in virtually all key capital cities of the world -- like New York, Barcelona,Tokyo, and Seoul -- spreading the gospel of local autonomy and people empowerment.
Bordado, a writer by avocation, also represented Naga City and the mayor in various national and international fora, including the United States Agency for International Development (USAID) – sponsored seminar on decentralization in Bogor, Indonesia, and a special speaking stint at the University of British Columbia in Vancouver, Canada.

garzland September 1st, 2007, 12:38 AM NAGA CITY --- They came with bare hands, a lot of smiles, and their chests full of vigor and zest, looking forward to see other places and meet people of other culture, especially the economically disadvantaged who need roofs on their heads.
Twenty-three young student-volunteers and a teacher/team leader from Doshisha University in Kyoto, Japan are in town to build homes for the poor families at Maogma Village, Bgy. Balatas, this city under the Global Village program of the Habitat for Humanity being hosted here by the Humanity Philippines and Bicol Habitat for Humanity.
The young volunteers, 13 boys (including the teacher) and 11 girls variably aged 18 to 22 years, arrived in the city last Aug. 24 and checked in at the local hotel here for their back-breaking task of building decent homes ahead, starting on the next day until Sept. 3.
One of the team members is an American, Alec Lemay, who studies in the same Japanese university.
They will leave Naga for Manila via the Legazpi airport on Sept. 4 with at least 3 newly-painted duplex houses behind them for their trip back home to Japan.
Their classes start in October, Ayaka Umejima, the youngest of the girls said.
Leo Borras of the Ateneo de Naga University and Global Village Bicol Affiliate Coordinator disclosed the team from Japan is the 25th batch of the Global Village Team that conquered Bicol.
“Habitat for Humanity builds simple, decent homes for the economically disadvantaged families through the participative labor of home partners and volunteers, using as much donated construction materials as possible,” he explained.
In between constructing homes, the young Japanese volunteers are also into immersion experiences with the local community, especially the families and children of intended beneficiaries.
Leo further explained that team members from other countries experience great self-development through cultural and linguistic challenges, aside from the chance to understand development issues and the effects of poverty housing. “And they go back to their home countries fully-transformed,” he said reassuringly.
The students’ off-work itinerary also includes school visits and interaction, and snorkeling, frolicking and swimming at Atulayan island and another day for rest and recreation at spring cool Malabsay waterfalls and the nerve-soothing Panicuason hot spring, both are nestled on the shoulders of verdant Mt. Isarog, a favorite adventure route for Naga tourists.
Except for two, all the student-volunteers proficiently communicate in the English language, which makes them more equipped and comfortable in meeting more new friends and interacting with the local people.
Atushi Nishimura said his students were happy to note that people in the city are warm and friendly, “just like your mayor” whom he and the students personally met when they made a courtesy call at the city hall last Tuesday, Aug. 28.
The mayor promised them a dinner before they bid farewell.

Selection and public presentation of the 20 finalists who walked the ramp in their stunning swimsuits were conducted at the poolside of Naga City Civic Center soon after a heavy downpour that started in the morning soon stopped at about 3:30 in the afternoon last Saturday, Aug. 25.

I heard over RMN-Naga that the Bicol Int'l Airport will betransferred to Libmanan, CamSur from Daraga, Albay. I've just not heard the details though. I'll keep you guys updated.

It's already a municipality. More than 13000 people voted for the conversion of Naga town into Naga City.

On the international airport, there were no follow-up interview about it on RMN-Naga. But on my way home, I saw on TV Patrol Bicol a news about an airport that will be built in Libmanan. I just don't know whether it's the int'l airport or just a domestic airport. But I think it won't be a domestic airport since Naga Domestic Airport is very near it. It won't click if ever it will be a domestic one. So probably it COULD be the int'l airport.
The thing that's bugging me right now is the cause of transfer. I have no idea what had happened. :dunno:

He said that if the airport is to be constructed in Albay, the Office of the President will shoulder all of the expenses, which will amount to P2M, while if it will be built in Libmanan, an undisclosed country will shoulder much of the expenses that could well exceed P2M. If the airport will be constructed in Libmanan, there will be a BOT Scheme, Build-Operate-Transfer. This is, I think, similar to the scheme used in the construction of the NAIA Terminal 3.
Another thing that was considered by the agency who said that Libmanan is more viable to have an airport than Daraga is because it is far from a volcano. He cited Indonesia that built an airport near an active volcano that spewed ashes, causing damage to the turbines and engines of planes, thus causing much delay to the passengers and the economic activity of the airlines and the airport per sei.
On another note, Monson said that Libmanan has larger spaces for the accommodation of the airport than in Daraga.

For centuries Naga was actually called Nueva Cáceres and was already a "city" during the Spanish colonial period. The Americans demoted it to a municipality in 1919 and imposed the "native" name of Naga. One solution would be for Naga to revert to its old name and be called Nueva Cáceres City and the Naga of Cebu can stick to Naga City if it wants. Perhaps this could be put to a referendum? :)

tama nga na sa libmanan nlng ilagay ang BIA, mahirap nga tlgang mgkaroon ng airport lalo pa't pang International pa ito pero malapit sa Bulkan,we all know that mayon is one of the most active volcano in the world, and obviously it means lagi itong nag aalburuto, sumasabog at nagpapakita lagi ng abnormalities. So difinitely, it is not a simple issue if bsta bsta nlng ilalagay sa lugar na hindi pinag aaralan if what is the possible consequences/results might happen.
I think Libmanan is 100% deserving for this project, since it is the biggest municipality in CAMARINES SUR which is also the biggest province here in bicol region.

garzland September 7th, 2007, 04:09 AM THIS year’s celebration of the Penafrancia fiesta will mark the start of preparations for the grand celebration in 2010 of the 300th year of an undying devotion to the Nuestra Senora de Penafrancia, whom Bicolanos fondly call “Ina’.
The formal launching will be held at around 5:30 p.m. at the Naga Metropolitan Cathedral after the Traslacion procession that traditionally ushers in the religious festivities of the annual Penafrancia fiesta.
A giant fireworks display courtesy of the city government and the department of Tourism will be unleashed to lend color and significance to the historic celebration.
According to church records, it was in May 1, 1710, based on a letter by Fr. Miguel Robles de Covarrubias to Spain that stated that on such period, a chapel was completed; the Image of the Virgin, under the title of Pena de Francia, was brought to it by a solemn procession. “And there, she did many favors to all, principally on Saturday’s at Mass.”
Since then, the devotion to Ina spread and numerous favors were received by the devotees.
According to Rev. Msgr. Romulo A. Vergara, Rector of the Basilica of Our Lady of Penafrancia, a three-year preparation in the spirit of gratitude and thanksgiving has been laid out towards the grand tricentennial celebration in Naga City in 2010.
The first year (September 2007-September 2008) with the specific theme “Remembering the Gift of Devotion to Ina will be dedicated to revisiting the history of the devotion aimed at arriving at a deeper understanding of the devotion.
The second year (September 2008 – September 2009) with the theme “Renewing our Faith through Ina” will be dedicated towards appreciating the people’s giftedness so that a more vibrant and relevant faith life may be developed while rekindling our love and devotion to Ina. Within this period is the strengthening of commitment to protect the environment with the church plan to rehabilitate the Naga River, in collaboration with the city government and the concerned devotees and stakeholders. The Naga River, the route of the traditional fluvial procession has always been an integral part of the history of the devotion.
The third and year (September 2009-September 2010) with the theme “Sharing the Future in Hope” will look forward into the future with the intent of sharing the fruits of the devotion to the next generations.
With September 2010 as the Jubilee Year, the last year of preparation will highlight International Pilgrimages and Marian Conferences, the celebration of the Silver Jubilee of the Penafrancia Basilica, and the launching of a film and a book on Ina.
Archbishop Leonardo Z. Legaspi of the Archdiocese of Caceres says as concluding remarks to his first Pastoral Letter on the Tricentenary celebration: “truly, we are inheritors of a precious past. Yet, our act of remembering is not simply to bask on our past glory, but with the view of growing in our devotion and faith. We recall the past so that we may appreciate all the more this precious gift of devotion.”
