This city’s Tinagba Festival is guaranteed to be a star-studded affair as talents of the two national TV networks in the country join the ancient Bicol’s first-harvest celebration. City Mayor Madelaine Alfelor-Gazmen said that the movie stars will accompany each of the floats during the day and evening parade that depicts in colorful images and representations the various values the city is promoting under its Character City program. Among these movie personalities who will be coming are Kapuso stars Rainier Castillo, Mark Herras, Ryzza Cenon and Chynna Ortaleza; and Kapamilya members, Jericho Rosales and Kristine Hermosa. The float parade, which is inspired by Disney’s Fantillusion spectacle, will be this year’s innovation in the annual celebration of the Tinagba, Gazmen said. She said it will be the first time that a local festival will have an evening float parade. She added that it will add more glitter and glamour to the occasion which will also feature nine other festivals in the Bicol region which are participating in the Gayon Bicol Festival of Festivals Showdown which the city is hosting this year. The act of using a trail has a minimal carbon footprint, especially if it is out your backyard and you are self-propelled. Of course, the materials for your mountain bike, running shoes, or rain jacket use natural resources and require fuel. Only hiking or running naked out your backyard trail has no carbon footprint, but it’s frowned upon in most areas. So, if one of your passions is using trails, you are in essence helping pause the ticking clock of climate change, minimizing your economic consumption, and replenishing your entire body and soul. No pill from the doctor can accomplish this! As a “professional dirt bag” I feel the desire to assist other countries less fortunate than ours to develop sustainable trail projects for low-impact economic development. My peers in the Professional Trailbuilders Association (PTBA) have built projects in all 50 states and more than 20 countries on five continents. Most of these projects had limited funds, but high importance to the local communities. As winter descends on my beautiful state of Colorado and the white snow blankets the frozen earth, my battered but happy body is ready to rest. These countries are considered poor by our standards. In the Philippines, my favorite winter trail work location, half the population lives on less than a dollar a day. Ironically, the Filipino children, who own very few clothes and toys, much less electronic devices, seem happier and less bored than our children with their iPods, cell phones, and laptops. When Richard Louv wrote Last Child in the Woods: Saving Our Children from Nature-Deficit Disorder, I began to understand why my life was radically different than many of my friends and family... and I’m really not crazy! I realized how fortunate I have been to grow up “connected to the woods” since I was an infant. Louv states, “Unlike television, nature does not steal time; it amplifies it.” As D.H. Lawrence put it, “Nature is about smelling, hearing, tasting... seeing below the transparent mucous-paper in which the world is like a bon-bon wrapped so carefully that we can never get at it.” In the fall of 2006, I began volunteering for the innovative, smart, and driven Governor Lray Villafuerte in the Province of Camarines Sur in the Republic of the Philippines. His vision of providing high quality, adventure recreation has taken his province from the 39th place to the ninth richest province in the country in less than five years. His largest success so far has been the Cam Sur Watersports Complex (CWC) in the Capitol of Pili. His state-of-the-art wakeboarding facility recently hosted the 2009 Wake Park World Championships, bringing in thousands of spectators and competitors from around the globe. The Park provides jobs and income for hundreds of employees and indirectly fuels the entire economy in the region. Visitors are also coming for the mountain biking and trekking opportunities provided by Mt. Isarog, a 6,000-foot high dormant volcano. Mt. Isarog is part of the oldest national park in the country, established in 1935. Mt. Isarog National Park is also a prime location for mountaineering, X-C mountain biking, and downhill mountain biking (with a goal of Asia’s first lift-accessed downhill trails). This vast park will be marketed as a recreation destination when the project reaches critical mass. Planning continues on the bike park this winter with several other trail-building companies cooperating to build additional mileage, a jump park, and four cross tracks. Isarog The work is often plagued with “tropical inertia” in the oppressive heat and humidity, not to mention limited funding. Don Hays, one of the partners in this effort, and I agree: we have never designed trails in such a challenging and spectacular environment. Our daily reconnaissance treks often included 3,000+ feet of elevation gain on slopes in excess of 125%, in jungle so thick you can’t see more than ten feet. These long arduous days often required life-threatening situations where a slight misstep could end up in your own fatality. There’s something more special about life and living after a few weeks on Isarog. As the sun sets and you perform the daily ritual of picking off the leeches you have fed so well, one can only feel invigorated and thankful to be alive. On the other side of the coin, but no less amazing, is the overall cultural experience of implementing trail projects in other countries. Immersing yourself in other cultures is an addicting and intoxicating experience. people in my hometown, Salida, Colorado— a county with 83% public lands. It almost feels like a different planet. The total landmass of Colorado equals that of the 7,107 islands that combined, make up the Republic of the Philippines. Our towns and cities are so clean, we can wear our outdoor shoes in the house without risking deadly disease to our crawling toddlers. We even keep dogs as pets, not just security guards. We are truly blessed to have all the things we do in the United States. Surely we would be more content if we could better reconnect with our founding fathers and mothers in our country and more fully appreciate the saying, “the best things in life are free.” Trails are as old as the humans on our planet. They are part of our life’s fabric, whether it is for recreation, transportation, access to daily food, or protection of natural resources. I love that trails welcome all people and are non-discriminatory in nature. Engr. Reynulfo Juan, MGB Bicol regional director, told PIA News service that the agency has successful organized a total of 15 Capacity-Building Seminars of Geologic Hazard Awareness and Disaster Preparedness in the municipalities of Bulan, Sta. Magdalena, Matnog, Prieto Diaz and Castilla in Sorsogon; Pili, Ocampo and Tigaon in Camarines Sur; and Rapu-Rapu, Sto. Domingo, Bacacay, Malilipot, Tiwi, Tabaco City and Malinao in Albay. During said seminars, local disaster manager and residents as well were briefed on the concept of geologic hazards, occurrence, areas prone to these hazards, reading and interpreting geo-hazard maps. Juan said that the stakeholders were given information on how they could make use of the maps for preparedness planning, how to prepare and what to do during the occurrence of geologic hazards like flood and landslide. MGB Bicol also distributed posters and flyers on flood and landslides hazards, geo-hazard maps with corresponding risk reduction, preparedness and mitigation measures The bureau also turned over DVDs containing motion pictures on Living with Geologic Hazards and Community Based Flood Early Warning System. A total of 408 barangays and 1,213 participants benefited from the capacity building seminar. The bureau spearheaded Geo-hazard Identification Surveys to at least five subdivision/land development projects in Albay, Camarines Norte and Camarines Sur. The bureau also had detailed investigation of areas threatened by landslides and other geologic hazards in Casiguran, Magallanes and Bacon in Sorsogon and in Bato, Catanduanes. On mining, MGB Bicol regularly monitored the safety, health and environmental commitments of three active large-scale mines in the region, namely Ibalong Resources and Development Corporation, Rapu-Rapu Minerals Incorporated and Filminera Resources Corporation. It investigated and resolved a total of 12 complaints, cases and conflicts involving illegal treasure hunting in Mt. Isarog National Park and Pacol in Naga City, all in Camarines Sur; seizure of MV Tina by the Esperanza (Masbate) Municipal Bantay Dagat Task Force suspected to be loaded with sand materials; alleged illegal magnetite sand extraction in the municipalities of Bulusan, Magallanes and Gubat including the reported extraction in Matnog, all in Sorsogon; against mining operation of Uni-Dragon Mining Corporation in Camarines Norte; alleged illegal small-scale mining within the watershed area in Jose Panganiban, Camarines Norte; alleged mining activities in Libmanan, Camarines Sur; alleged siltation caused by Konka-Fulim Mining and Development Corporation in Paracale, Camarines Norte; and alleged extraction of Ara-al (dimension stones) in Sangay, Albay. Sumunod sa NCR ay ang Bicol region na nakuha ang 1st runner-up o ikalawang pwesto sa nasabing contest. Masaya ang mga opisyal ng Department of Education dito sa Lalawigan ng Camarines Sur, Naga City lalong-lalo na sa buong rehiyon dahil sa maganda ang naging performance ng mga estudyante sa bawat events na sinalihan ng mga ito. Ayun kay Dr. Paz Olfindo, regional supervisor ng EPP na hindi sila nagkamali sa pagkuha ng mga estudyante na lumahok sa nasabing paligsahan. Ilan sa mga nakuhang gantimpala ng Bicol region sa pagiging 1st runner-up ay ang Agriculture, Fishery skills at Sales competition. Ang DepEd Bicol ay naging pangpito noong nakaraang taon sa parehong competisyon na ginawa sa Baguio City. Nangako rin ang mga opisyal ng DepEd sa rehiyon na mas lalo pa nilang isasanay ang mga estudyante upang makuha ang kampeon sa susunod kumpetisyon na magaganap sa Caraga region. Ang ginawang aktibidad na ito ay dinaluhan ng 16 na rehiyon mula sa man ibat-ibang eskwelahan sa buong Pilipinas. This was the revelation of former Naga City Mayor Sulpicio "Cho" Roco during a citizens' forum which invited some of Naga City's mayoralty candidates last 26 January at the Ateneo de Naga University. An activity that is part of the Philosophy Week celebration of the university, the forum Citizens in the Public Square: A Forum on Democratization had invited Naga City Councilor John Bongat of the Liberal Party (LP), former City mayor Sulpicio Roco of Aksyon Demokratiko, and Atty. Adan Botor of the Nationalist People's Coalition (NPC). Only Roco and Botor showed up; Bongat chose to not attend the forum despite stating earlier that he would. Roco's statement of being a "victim" of Naga's oligarchic politics came as a response when he was asked how he can confront structures of oligarchic politics. Earlier, Roco had spoken about oligarchic politics as manifested by the existence of "power hoarding" in the City in which for almost 20 years, power had been in the hands of one individual. While he did not name the individual, it was clear to the audience that Roco was referring to present Naga City Mayor Jesse Robredo, an erstwhile political ally of Roco. For his part, Atty. Botor criticized the waste disposal management of the City government, the lack of protection of the Naga River, and the "sick" conditions among urban poor settlers. "We sacrifice welfare for the sake of politics," Botor pointed out. Among the issues discussed during the forum were the importance of the elections in addressing the problem of oligarchy, environmental protection of the Naga River, the effects of SM to local businesses, flooding, crime prevention, and civic programs particularly on the promotion of devotion to Ina. Fr. Wilmer Tria, Chair of the Philosophy Department, formally opened the event by making general observations regarding local politics. Fr. Tria spoke about the need for citizens to be vigilant in the face of the Naga City government's aversion of criticism about its governance. The citizens' forum was composed of four parts. The first gave the speakers the opportunity to discuss three topics: oligarchy, environment, and peace/security. The second part was the interpellation between the speakers, while the third part had a panel of sectoral representatives ask questions to the speakers. Literacy innovations became an aim, not just for educators but also for librarians. They challenge themselves to make this comprehension available in every information alley. The digital distribution of information became a must ---- and libraries are not spared from this. In order to be at par with this modernization, librarians should also be equipped with corresponding know-how and expertise in order to implement these changes properly. In response, the University of Northeastern Philippines (UNEP), is all set to conduct a 2-day regional seminar-workshop on February 18 and 19 at UNEP Mini theater. Entitled "Building Literate Communities through Books and Libraries", the conference aims to generate awareness on the significance of information literacy among students and teachers. It also intends to define the role of libraries in the promotion of information literacy. UNEP President Atty. Remelisa Alfelor-Moraleda said that the conference will shed a new light on the true role of librarians as providers of easy-access information. "One of the objectives of this conference is to provide our intended recipients, particularly our librarians with the concept of information literacy. Their primary role as front liners is also vital for the dissemination of correct and factual data and information." Libraries served as a "store room" of information and publications, making it available for every user who wants to learn and research facts and information. Yet as time passed by, librarian's role became more challenging. Amidst the digital revolution where information is just a click away, the increasing herd of library-users has maintained its steady pace. For one, a computer cannot assist a student who simply finds it difficult to search the internet site, find the right web address and browse the net, but a librarian can guide you in searching what you need thru the reference books which she carefully labeled and catalogued. UNEP Executive Vice President and the university's Vice President for Finance, Ms. Deli Aldelor-Tibi, said that the role of librarians is not an easy task. "The amazing task of librarians might have been neglected by many, the reason why we need to reinforce their vital role in our society. We hope that through this seminar, we will also be able to see and appreciate what they have done and what they have preciously contributed to help mold the minds of our students." ARGUELLES LEGAZPI CITY --- The rehabilitation of the Philippine National Railways (PNR) Manila-Bicol line is on track following the infusion of a $110 million loan from the Korea Exim Bank, an official of the government railway firm said yesterday. Nicolas Beda Priela, PNR executive officer, said the multi million dollar soft loan is Western Nautical Highway. Expected to be released by the Korea Exim Bank anytime this quarter to jump start the implementation of the Northrail-Southrail Linkage project Phase II and the Bicol Commuter Service (BCS) by June this year. Priela at a DOTC sponsored Ulat sa Bayan forum said the southrail rehabilitation is under the PNR’s short term strategic development plan designed to link the north and southrail systems, revitalize the PNR Manila-Bicol lines and put up a Bicol Commuter Service. The BCS would provide commuter train services to the riding public plying the Tagkawayan, Quezon – Guinobatan, Albay routes, Priela said. To improve operational efficiency, the PNR management board plans to pursue a partial privatization of core and non-core functions. This way, it will “rationalize the organization” thru personnel service outsourcing and contracting, Priela explained. Priela said ongoing rehabilitation works of the Manila-Bicol line include the on-going construction of the San Cristobal and Travesia bridges in Bicol; replacement of its wooden ties with concrete ; setting up of communication lines between Quezon and Albay; repair of two locomotives and five coaches. Improvement of the Naga PNR station and it started the Bicol Commuter Services covering the Ligao-Naga-Sipocot routes which is fast gaining ridership and revenue, Priela said. The state-run railway firm has cleared and resettled 34,718 informal settlers along the PNR row in Manila to Calamba. The settlers were relocated to various resettlement sites in Bulacan, Cavite, Muntinlupa and Laguna. Priela said the state railway firm operating with a P135 million budget has performed well, meeting its yearly goal at 90 percent. Last year, revenue from railway operation grossed P17.4 million as compared to the previous year’s P15.4 million. For its Medium Term Development Program the PNR expects the government to earmark some P1.25 billion funds to finance the full rehabilitation of the existing narrow gauge Manila-Legazpi line for passenger, freight and local commuter service operation. PNR pipeline projects under the MTDP will include: upgrading of the Southrail and opening of the Sorsogon Extension Project under a “standard gauge system” for the express passenger train and inter-connectivity with the North rail. “The setting up of the standard gauge system will go alongside with the existing narrow gauge rails, this is similar to the LRT/MRT system operation,” Priela said. The project would link the Southrail project to the Eastern Nautical Highway in the Visayas. Project implementation covers: Phase 1-A covering Caloocan – Lucena; Phase 1B- Lucena to Legazpi, and Phase II Daraga, Albay to Matnog, Sorsogon and to connect with the Eastern Nautical Highway. Now on its eighth year, the DepEd again gave recognition to the most skilled and talented students from public elementary, secondary and technical-vocational (tech-voc) schools with the annual holding of Students Technologists and Entrepreneurs of the Philippines-National Skills Development Competition (STEP-NSDC) held here on Feb. 5-10. This is the second time Naga City hosted the STEP-NSDC. The first one was in 2005. The five-day national skills competitive event showcased the most precise execution of vocational and technical skills and best production of crafts and products by pre-college students. The students-participants were judged by their work on the contest day like castrating a goat, making a knockdown toddler’s furniture, wiring a house, weaving a hat, tie dying a garment or decorating a cake. Aside from trophies, the top winners received National Certificate of Tesda, a certification of technical and vocational competency required of skilled jobs. Ricardo M. De Lumen, acting director of the DepEd’s Technical and Vocational Education, said the National Certificate of Tesda the national skills competition bestowed upon winners automatically qualified them for employment. De Lumen said the levels of competition are elementary, secondary and tech-voc with respective skills contests based on the level of competency, where the latter level considered most advanced. Examples of tech-voc contests held here were troubleshooting and repair of colored television, feed formulation, hair coloring and styling, dressing and drawing of chicken, laying out an orchard, auto electrical wiring and many more comprising 25 contests. For secondary and elementary, the contests dwelled on home economics and practical arts like golden wedding cake decorating, auto engine tune up, table skirting and setting, fresh fruit shake preparation or making steel baluster. Joey G. Pelaez, executive director of DepEd-Center for Students Co-Curricular Affairs (CSCA) and brain behind of the event concept, revealed they started the competition seven years ago in Cebu City to emphasize livelihood education through vocational and technical skills development of students in the elementary and secondary schools. “We all know there is a large portion among students who drop out along the way. So we thought of making them learn, practice and improve their technical and livelihood skills which are really in the education curriculum such as the Technology and Livelihood Education (TLE), Edukasyon Pantahanan at Pangkabuhayan (EPP) and Technical and Vocational Education (TVE),” Pelaez explained. He added they want to improve the level of technical and vocational competency of the students so that when they reach high school they already posses the practical knowledge and skills of making a living out of what they have learned in TLE, EPP and TVE. For this year’s national skills competition, some 2,600 students-participants, coaches and DepEd personnel and officials from 16 teams from the regions all over the country participated, filling up 100 percent occupancy of 30 hotels of the total 34 hotels in downtown Naga City for a week. Pelaez said the national skills event was originally slated in December last year but it was postponed because of the onslaught of typhoons “Pepeng” and “Ondoy”. The National Capital Region, Region IVA and Region III and Cordillera Autonomous Region were not able to hold the regional competition before target date because of the disruption. The NCR and CAR were able to hold their regional event last month only. He said the STEP-NSDC advocated for the practical arts, agriculture and industrial skills development to be not mere appendages of public education but subjects that must be taken seriously within the concept of livelihood education. Pelaez recalled he made the proposal in 1997 and coordinated with the Department of Trade and Industry’s youth representative Ana Marie Periquet to pilot entrepreneurship program among the students by training teachers in pilot schools, wherein entrepreneur clubs of students were organized, which became the forerunner of the STEP. “We wanted to encourage the teaching of vocational and technical skills so we thought of a competition to make the teachers of the livelihood education really teach their students the art and practical skills,” he said. In 2001, the skills competition had reached the division level while in 2002, the regional level and it was only in 2003 when the STEP-NSDC achieved national scope, Pelaez bared. He said the participants of the STEP-NSDC are the most skilled and talented students selected from the division to regional level competition where industry specialists are invited and pool of coaches organized to judge the best workmanship.
