interesting project. what unfolds before your eyes inside and outside the train is surely a segment of pinoy life. little snippets and stories that speak much to, and about the experience of everyman (and -woman).

the vendors who board the cars at every stopover and who themselves meet people from all walks of life have much to tell.




thanks fr..i can still vividly recall the poor blind beggar together with his "maku apo" somewhere along Quezon province would hop from coach-to-coach to beg for alms. Such a worrying scenario!:ohno:

Train coaches before are connected by hard plastic like that of space capsule and metal plates which serves as a plank for conductors and passengers. It was a pity scene that the poor beggar faces such impending danger for a single centavo, one slip on the metal plate for sure those limbs will be torn into pieces.


nice starting point, oragon. catchy question. am sure it drew out many interesting responses. ( i can imagine TV personality Tado - where on earth is this fellow now? - asking the question matter-of-factly well :nuts:)

it's one question a good teacher can use for a freshman writing class. or one creative writer can think of.

"Yellow" fever hit thousands of Bikolanos on Tuesday as yellow ribbons lined roads and highways in Camarines Sur as the campaign period for national positions officially started.

Clad in yellow shirts and donning streamers on their vehicles, hundreds of presidential aspirant Sen. Benigno "Noynoy" Aquino III's local supporters embarked on a day-long motorcade across the province's towns, ending in a political rally at Naga City's Plaza Quezon.

Tuesday officially marked the start of the campaign period for candidates running for national positions. Aquino and his running mate Sen. Manuel "Mar" Roxas III also held their own political rally after attending mass at Concepcion, Tarlac.

Bikolano supporters of Aquino and Roxas in Naga converged at the Liberal Party's volunteer center along Panganiban Drive before heading off for the municipalities of Camaligan, Magarao and Bombon in the morning. Stopping at municipal halls and key areas, Naga City Mayor Jesse M. Robredo and former Congressman James Jacob distributed flyers expressing support for the Liberal Party's standard-bearer and vice presidential candidate.

Local residents lined the roads and streets to catch a glimpse of the passing caravan as Aquino's radio advertisement blared from the motorcade's audio trucks. Schoolchildren also shouted "Noynoy!" and residents flashed "Laban" signs to the volunteers in a show of support for the Aquino-Roxas tandem.

Despite sporadic rain showers and the glaring heat of the sun, supporters distributed yellow flyers of Aquino and Roxas to eager townspeople. After leaving Camaligan town proper, the motorcade proceeded to Magarao municipal hall. The caravan then went on to Bombon, also stopping at the municipal hall. The motorcade then stopped for lunch at Calabanga church before heading back for Naga en route to Pili and Ocampo.

With volunteer motorcycle riders and members of Kabalikat Civicom assisting in traffic management, the caravan set out for Ocampo in the afternoon. The motorcade went as far as barangay Hanawan before heading back to the town proper where flyers were distributed to residents in behalf of Aquino and Roxas. The caravan also stopped in Pili at around four in the afternoon before proceeding back to Naga where around 40 or more vehicles were assembled and scheduled to join the caravan.

Dozens of vehicles converged in Barangay Del Rosario to await the yellow caravan before merging with the 20 or so vehicles. The larger motorcade then toured the city's barangays with candidates for city positions on board pick-up trucks flashing the Laban symbol and donning yellow shirts in support of the Aquino-Roxas tandem. Thousands of eager Nagueños lined the national highway and the city's streets to witness the yellow motorcade before the caravan headed to Plaza Quezon for a political rally meant to show support for the Liberal Party's standard bearer.

just got home from brekkie, nandoon sila rochelle and deo, i turned over the collection of the goodies we sold out during our university days celebration.

kuya pao, they gave some breads for us and the peers/volunteers who helped in selling the cupcakes, cookies and brownies. :banana::banana:

A Close Peek at Slowly Getting Popular Philippine Festivals.
Let’s take a peek at some Festivals in the Philippines that is celebrated every February: Pabirik Festival, Salakayan Festival, Festival of Hearts, Pamulinawen Festival, Tinapay Festival, Serenata, Babaylan Festival, Itik-Itik Festival, Tinagba Festival , and Fistahan.

Pabirik Festival - Held in Paracale, Camarines Norte every February 1 to 2. This town celebrates the Bicol Region's gold mining industry hehehe, with flair and glitters. Hehehe be sure you're there when the Gold Rush celebration transpires.

Salakayan Festival - From February 1 to 6, a six-day cultural celebration is held in Miag-ao, Iloilo which highlights street dancing, agro-industrial trade-fairs and exhibits, beauty and sporting events, literary and musical extravaganza and more.

Festival of Hearts - Tanjay City, Negros Accidental, one of the young city in the country culminates its annual Festival of Hearts that offers a truly captivating two -week celebration of romance, love and affection. The grand celebration falls on the Valentines Day as it features Harana (Serenade), Baile ng Bayan (Town Fiesta filled with dance til you drop motif), Mass Wedding/Renewal of Vows and the coronation of the Miss Valentines winner. This celebration is truly a Festival to look for since you'll be able to feel the love in the air and the tender loving care seems to be contagious.

Pamulinawen Festival - Held every February 2 to 10 in Laoag City, Ilocos Norte, this celebration features the popular customs and virtues of the Ilocanos. The recently concluded Tinagba Festival coincides with the annual Gayon Bicol which features provincial festivities during the weeklong event.

^^ Yes. Gayon Bicol is a showcase of Bicol's tourism, so anything goes - from Albay's Mayon to CamSur's CWC to Sorsogon's butandings to Naga's Penafrancia to Masbate's cattles to anything Bicol can offer for tourism.

It (Gayon Bicol) was just made to coincide with big festivities in the region. This, as well as other regional festivals, was conceptualized by the Dept of Tourism. For the first two years, it was held in Intramuros, then to Naga for the annual Penafrancia Festival for I think 2 or 3 consecutive years. Then it was made to coincide with other Bicol festivals. AFAIK, it was held in Intramuros again one year ago or two.

“Our entry is all about awakening the minds of the people in our locality,” said Jade de los Santos, a student-member of the team. Sumbada is an illegal fishing method that uses very fine nets and active gears to catch fish. “Throughout our region, it is only in our locality that sumbada is being practiced,” he added.

Head coach Romulo Morata, who spent several nights at sea with some of his students to observe the practice, said that “the students knew what sumbada was, but did not exactly realize what it was all about—its effect and how vital it was for us Barobohanons.”

Now that his students are better informed regarding the issue, he is confident that they can “contribute to the development of our community.”

The team hopes that through their study, the local government units and the community will work together to find sustainable solutions to address the problem.

The team won P50,000 in cash, a trophy and a computer unit with LED monitor. They also received a trophy and an additional P30,000 for topping the Technology and Livelihood Topic Category.

De los Santos also took home P5,000 for winning the DPSA Quiz Bee held during the two-day event.

The other topic category winners were: Nueva Ecija High School for “Mathematics of the Tricycle City” (Best in Mathematics); Batanes National Science High School for “Lime and its Building Power” (Best in Science and Environment); Naga City Science High School for “Tigsik: Pagsalingoy sa Lenguaheng Bikolano” (Best in Language and Literature); Barobo National High School for “Davisol: Mga Likha at Pananampalataya” (Best in Arts and Culture); Science and Technology Education Center for “Binisaya: Myth or Scientific” (Best in Health and Wellness); and Naga City Science High School for “Mike V. Padua: Pag-asa Kan Naga” (Best in Social Science).

Special Awards were also handed out to Agusan National High School (Best in Student Collaboration), Bataan National High School for “Mt. Samat: The Stand for the Fallen” (Best Website), Maddela Comprehensive High School for “Sierra Madre: The Peak of Life” (Best in Community Impact) and Barobo National High School for “Davisol: Mga Likha at Pananampalataya” (Best in Photos). The special awardees each received P10,000 and a trophy.

Train coaches before are connected by hard plastic like that of space capsule and metal plates which serves as a plank for conductors and passengers. It was a pity scene that the poor beggar faces such impending danger for a single centavo, one slip on the metal plate for sure those limbs will be torn into pieces.

^^ Yes. Gayon Bicol is a showcase of Bicol's tourism, so anything goes - from Albay's Mayon to CamSur's CWC to Sorsogon's butandings to Naga's Penafrancia to Masbate's cattles to anything Bicol can offer for tourism.

It (Gayon Bicol) was just made to coincide with big festivities in the region. This, as well as other regional festivals, was conceptualized by the Dept of Tourism. For the first two years, it was held in Intramuros, then to Naga for the annual Penafrancia Festival for I think 2 or 3 consecutive years. Then it was made to coincide with other Bicol festivals. AFAIK, it was held in Intramuros again one year ago or two.

indeed Gayon Bikol is now brought home and put side by side with local fests. but i understand and affirm kiasog's concern. we must take care not to lose the character of the main event.

it will be a pity if Tinagba, one of the older festivals in the region whose roots are deeply religious (and as i've mentioned in an earlier post, the roots even connect with those of ancient traditions worldwide), is overshadowed by the "guest fests" whose roots tend to be more touristy, more the mardi gras type. and like what kiasog observes, the more touristy fests have proliferated in the country.

nothing wrong with having a fest for each town but there is the danger of losing identity or character. one only has to observe costumes and streetdance movements to see "greying areas".

can we also have more pics of the main Tinagba event. will be happy to see the procession to the grotto, and the harvest offerings made by the people at the altar. some of these offerings find their way to orphanages and institutions helping the less fortunate in the community.

the penafrancia fiesta is every 3rd sunday of sept (for 2010, that's SEPT 19)
9 days before that, the Traslacion procession is held. so this year it's SEPT 10. for the sake of our guests who may not know the terms, the Traslacion is the traditional procession (lasting at least 5 hrs) that transfers the image of our Ina (Our lady of Penafrancia) from the old shrine to the much bigger cathedral. this signals the first day of the novena, and officially the start of the religious activities.

for those planning to fly home for the fiesta, buy your tickets early. round trip tickets for the fiesta period have now climbed up to 30,000 ft :nuts::lol::

btw camsur group is one of the bidders, along with palawan, for the 2011 singles for christ (SFC) int'l conference (Icon) held every year after valentines. this year's Icon opens in davao this weekend (nag enot na duman si jamir; sunod na ako ngonyan na hwebes).

a possible venue for a camsur sfc icon is CWC- accommodations and conference and workshop venues can all be in one place. i hope camsur makes it. winning bidder will be known at the end of the icon this wkend.

btw camsur group is one of the bidders, along with palawan, for the 2011 singles for christ (SFC) int'l conference (Icon) held every year after valentines. this year's Icon opens in davao this weekend (nag enot na duman si jamir; sunod na ako ngonyan na hwebes).

a possible venue for a camsur sfc icon is CWC- accommodations and conference and workshop venues can all be in one place. i hope camsur makes it. winning bidder will be known at the end of the icon this wkend.

LUPI, Camarines Sur, Feb. 16 (PNA) -- Some 31 residents of Barangay Colacling here benefited from the multi-livestock production training and dispersal program of the Program Management Office (PMO) of the Bicol River Basin and Watershed Management Project (BRBWMP)recently.

Assistant Secretary Tomasito B. Monzon, BRBWMP program director and concurrently the presidential Assistant for Bicol, said that initially some 83 heads of piglets, goats and chicken were distributed to poor villagers in partnership with the Barangay Council of Colacling led by its chairwoman, Josephine Fandino.

Monzon said that a day prior to the dispersal, the recipients of the animals underwent a training on animal care at the village hall to ensure that they learned how to care and propagate the animals given to them.

The animals consisted of 14 piglets, 65 hens and roosters, and four goats.

The next batch of beneficiaries who are scheduled to soon receive four goats, 14 hogs and 13 chicken were also already identified by the BRBWM-PMO.

A joint project of the BRBWMP-PMO and the Colacling barangay council, funds for the project is provided by the former while the latter buys the farm animals and is in charge of identifying the beneficiaries.

Recipients of the animal dispersal program are required to turn over to the barangay council the first female offspring of animals which will be distributed to next batches of beneficiaries.

Monzon said that aside from the dispersal program, the BRBWMP-PMO provided the barangay council of Tapi, also in Lupi town a "Bigasang Bayan" to give villagers access to low-priced but good quality rice from the National Food Authority (NFA).

The BRBWMP-PMO is also set to sponsor a skills training on welding for the out-of-school-youth of Lupi poblacion starting Feb. 18 this year.

Monzon said these livelihood programs are part of the package of benefits for the affected residents of the Libmanan-Cabusao Dam. (PNA)

Tungro rice disease alert up in Bicol (http://www.pna.gov.ph/index.php?idn=&nid=11&rid=259108)

LEGAZPI CITY, Feb. 16 (PNA) - The shortage of water owing to the El Niño phenomenon that is hitting several parts of the country may create another problem for the agriculture sector—tungro infestation on rice plantations, according to the Department of Agriculture (DA).

Tungro is one of the most destructive rice diseases in Southeast Asia with outbreaks affecting thousands of hectares and records of the DA show that in the 1940s, long before the causal organism have been identified, outbreaks of the disease in major rice growing areas in the Philippines reduced the overall national yield to 1.4 million metric tons annually, nearly the amount of the country’s 2008 rice import.

From 1960 to 1989, major outbreaks were recorded in areas planted to early varieties recommended by the DA. In the 1990s, sporadic outbreaks in Mindanao affected a total of almost 10,000 hectares and in Davao del Norte alone, a yield loss of almost P11 million was recorded in 1993.

Recent outbreaks in the past three years recorded by the DA in Cagayan Valley, Panay Island, Central Mindanao and Southern Mindanao resulted in an estimated yield losses as high as 90 percent and whatever grains left would not fetch a high price due to poor grain quality.

The tungro virus disease complex is an excellent example of co-evolution between the virus complex and the vector, although it is not clear whether the insect vector is benefiting from the presence of the virus.

It cannot spread without insect vectors like leafhoppers, particularly the green leafhopper (GLH) and Nephotettix viriscens (distant). The disease complex is associated with two different viruses required for transmission and infection – rice tungro bacilliform virus (RTBV) and rice tungro spherical virus (RTSV).

RTBV particles are rod-shaped and contain double-stranded deoxyribonucleic acid (DNA) as genetic material while RTSV particles are isometric and contain polyadenylated single-stranded ribonucleic acid (RNA) as genetic material.

The insects acquire the virus by feeding on an infected plant for a short time and can transmit the virus immediately after feeding for about five to seven days.

Tungro affects the plant at any growth stage, most severely during the vegetative stage where symptoms are more pronounced. Leaf discoloration begins from the tip and spreads down the blade to the lower leaf portion.

Leaves may also exhibit mottled or striped appearance and stunting is also evident as well as reduced tillering while flowering is delayed and consequently, maturity.

Panicles are small, not well exerted and are partially sterile. Grains are covered with dark brown blotches and its quality is poor. Other indications of infections are the presence of GLH adults, nymphs and eggs.

Tungro incidence is favored by presence of virus sources such as infected ricefields in adjacent localities and wild Oryza (rice) relatives.

Uncontrolled presence of GLH and other hoppers may trigger an outbreak. The presence of virus sources, population and composition of the vector, age and susceptibility of the host plant and synchronization of these three factors promote the incidence of the disease.

The disease is particularly prevalent in communities which practice non-synchronous planting because such practices provide a continuous source of inoculum. Shortage of irrigation water also promotes tungro incidence because farmers are forced to plant asynchronously.

Effective management of tungro disease in hybrid rice, however, is limited by lack of resistant hybrid rice varieties, lack of symptoms during early development of the disease and vector adaptation to insect resistant varieties.

Farmers start noticing the disease when the symptoms appear, and usually at this point, the disease has already spread and the GLH has already reproduced.

Currently, there are no hybrid varieties resistant to tungro. Existing resistant inbred lines such as the Matatag series are provided only as stop-gap varieties and may not yield as high as what farmers usually plant. However, these Matatag lines usually yield more that the farmers’ varieties under tungro disease pressure.

So it is important to detect the disease as early as possible especially now that some ricelands are being threatened by shortage of water due to the dry spell, a DA advisory received here over the week said.

Bicol may not be severely affected by the drought as according to the Philippine Atmospheric, Geophysical and Astronomical Services Administrtion (PAGASA), the region has been under near normal rainfall condition during the past days.

But just the same, ricefields in the region would experience water shortage due to an expected early start of summer season this year that is why a tungro alert is up, the DA advisory said.

It said some of the signs of the disease to look for are non-uniform growth or patches of irregular growth in the field, presence of GLH and presence of the disease in neighboring fields. Farmers should observe the field diligently and ratoon or cut off at once infected plants, it advised.

To eliminate the inoculums, it said stubbles and plant debris should be removed after harvesting by plowing and harrowing.

Moreover, farming communities should be organized so that planting would be synchronous to at most within one month of the general planting schedule of the locality.

“There are no chemicals available that can be used to directly control the virus. However, Lannate, a DuPont product is an effective chemical against GLH and other hoppers,” it added. (PNA)

LEGAZPI CITY, Feb. 16 (PNA) -- The Commission on Election (Comelec) in Bicol assured the public that no failure of election will happen during the May polls as alternative measures are in place in case the automated computer machines fail.

Lawyer Zacarias Zaragoza, Comelec regional director, said he is confident that there would be no failure of election in Bicol.

“The critics of the automated polls are entitled to their opinions. This is a free country but for us in the Comelec we don’t expect failure of election. But in the event of the failure of the automated machines, the Comelec would return to the manual procedure,” he said.

Zaragoza said the poll body will try to prevent the failure of elections.

He further said that they are holding public information campaign on the first automated election in the country as well as the training of public school teachers’ assigned members of the Board of Election Inspectors (BEI).

He said Bicol has 2,828,622 total number of registered voters.

He said with the start of the 90-day campaign period for national candidates, from Feb. 9 to May 8, 2010, the commission will see to it that all election laws are carried out, specifically the posting of election campaign posters in designated common poster areas.

“We will be removing these campaign paraphernalia’s in places except those designated by the commission,” he said.

He also reiterated that the Comelec will strictly enforced during the election period from Jan. 10-June 9, 2010, the total gun ban.

Other prohibited acts during the campaign period include: giving of donations, gifts, cash or in kind; use of armored land craft, water craft or air craft.

Also during the same period, the appointment or hiring of new employees, creation or filling up of new positions, promotion or giving salary increases, remuneration or privilege; construction of public works projects, delivery of materials for public works and insurance of treasury warrants are prohibited. The Metro Naga Coliseum is set for completion this May. They are installing the foundation beams that will hold the roofing of the coliseum. Set for relocation of the tenants at the back is due this April. The concrete fence is finished. The ceiling construction surrounding the dome is now in full swing.

Listening to his broken bicol diction and funny tone makes us Parokyalistas sometimes laugh and made jokes about him. We would jokinlgy call him Fr. Macaroni...:lol:

yup..there will be 2 fun walk here in Naga and our project fun run is the third. Doc suggested the move the sched to a later date sometime this summer. In lieu, we'll have the Choo Choo ride this March 7 1 PM.

It was Doc who told us about the opening of Mang Inasal 3rd branch here in Naga specifically at Westpark.

I dunno exactly but there are other banks along Panganiban, like DBP, a certain rural bank near the Natl Irrigation Authority, etc.:D

Philippine Farmers bank, i don't get any information about the details of the cause of their for-closure.But it was nationwide, kaya most probably mismagement. I know Philippine Farmers bank is doing well in Camarines Sur operation, they already re-model their interior last year.

I was expecting around 60 banks too, but right now, yan lang aram ko na bank. I just hope there are more. :)

I am trying to do a research on banking and finance in Naga City and Camarines Sur, separately.

I wish to seek a complete listing of the banks (thrift, savings, rural, etc) in Naga City and CamSur.

Also, I have heard that the Bangko Sentral ng Pilipinas-Naga will be transferring to a new location from its current one on Elias Angeles. I hope to hear news from this as well if possible.

I am hoping for your cooperation and response. Thank you.

FYI, there are only three regional BSP branches. These are found in La Union, Cebu and Davao. All other BSP branches are like the ones in Naga.

The BSP has three regional offices performing cash operations, cash administration, loans and rediscounting, bank supervision and gold buying operations. These regional offices are located in La Union, Cebu City and Davao City.

There are also 18 BSP branches situated in Batac (Ilocos Norte), Tuguegarao City (Cagayan), Dagupan City (Pangasinan), Cabanatuan City (Nueva Ecija), Angeles City (Pampanga), Lucena City (Quezon), Naga City (Camarines Sur), Legazpi City (Albay), Dumaguete City (Negros Oriental), Bacolod City (Negros Occidental), Iloilo City (Iloilo), Kalibo (Aklan), Tacloban City (Leyte), Cagayan de Oro City (Misamis Oriental), Ozamiz City (Misamis Occidental), Cotabato City, General Santos City (South Cotabato) and Zamboanga City (Zamboanga del Sur). They perform cash operations, cash administration, and in certain areas, gold buying operations.

I was speaking with a male personnel at the entrance because the guard didn't allow me to enter. The personnel, without using any device or anything, just said that my bill was fake and he had to take it away. Being a silent-type boy before, I didn't fret.

There went my P500.:ohno:

Proof of this is when the Department of Tourism (DOT) has welcomed back the cast and crew of “Survivor Israel,” the Israeli franchise of the hit American TV reality game show “Survivor” in the Caramoan Island in the province of Camarines Sur.

After filming one edition of Hisardot (Survivor) last year, the production outfit is back in the Gota Village Resort in Caramoan to film another edition of the TV show starting this month, with the program to be telecast in Israel until early June of this year.

Secretary Joseph Ace Durano expressed his excitement over the fourth time that a Survivor media outfit is filming in Caramoan. “Survivor Israel has once more given the Philippines a one of a kind exposure, reinforcing what it has done last year, that is, promoting a sampling of the country through Caramoan, as one of the world’s top travel destinations.”

A virtually unknown site in the past especially in the international tourist communities, Caramoan first generated media attention in 2008 when the French Survivor, “Koh-Lanta Caramoan,” filmed in its pristine beaches and verdant trails.

This was followed by the filming of Survivor Bulgaria in the island in the latter part of the same year, and last year’s first filming of Survivor Israel.

“More than the international promotion being generated by the TV show, we see it as the Israelis’ vote of confidence for not only Caramoan Island, but the entire Philippines, as a destination,” said Durano.

Survivor Israel airs weekly on a primetime spot over Israel’s leading television station and had about 1 million viewers, covering a 40-percent share of the TV audience.

According to the show’s producer Gregory Bekerman, “Caramoan has this ‘wild paradise’ charm. It is virtually untouched and yet it has enough facilities to accommodate the show.”

“The Philippine beaches are a refreshing view. It’s an overwhelming location and I’m sure it will be very tempting for our audience to go see it themselves,” said Guy Hameiri, CEO of the production outfit Reif Hameiri.

Undersecretary Eduardo Jarque, Jr. said, “We support all the Survivor exposure that the country has been getting by facilitating tour packages with our partners in and outside the Philippines and other promotional events on the ground.”

As testimony to its success, the DOT has received several bookings through one of the largest tour operators in Israel, Mona Tours. Minerva Bruner, Travel Consultant for the company, was in the country recently to meet with some of the country’s premier hotels.

“We are expecting big tour groups from Tel Aviv through MonaTours. Aside from these, the crew of Survivor Israel is also slated to visit some of our top sites,” said Verna Buensuceso, Head of Team Europe.

The DOT, together with the local government of Camsur, helped bring the show’s production outfit to Caramoan. The show also edited an 8-minute breathtaking video featuring various Philippine destinations.

"Taken from the show’s opening credits, the video is part of DOT’s presentation during its travel missions and exhibitions abroad.

Aside from its white sands and unexplored trails, Caramoan is fast gaining popularity for its 45 coves and islets, each with different charms.

Gota Beach, the jump-off point to other islands and venue of the show’s entire season, is just one of the captivating destinations in the Caramoan Peninsula. At present, it has foldaway cabanas ready for use.

Offering varied attractions like diving, snorkeling and spelunking, other islands on the Caramoan Peninsula such as Lahuy, Lahus, Matukad, Hunongan, Cotivas, Pitogo, Sabitang Laya, Tinago and Tayak have long been favorite haunts of seasoned backpackers.

Caramoan beaches are famous for their picturesque view of the sunset, long shorelines, powdery white sands, limestone rock formations, crystal clear water, and abundant reefs.

I guess operations was frozen since the supermarket was blazed and is currently under renovation. If they did freeze operations, lots of moola will be lost. I dunno with them.

PILI, Camarines Sur—The regional office of the Department of Agriculture (DA) here is spending P250 million to revitalize the production of pili nuts, abaca and coconut, Bicol’s top three commercial crops that are popular export winners not only for the region, but for the entire country.

The industries that deal with these indigenous crops need a new lease on life to be able to recover from the effects of frequent typhoons, lack of technology and infrastructure support, and low budgetary assistance for full development toward increased production, Marilyn Sta. Catalina, the DA’s regional technical director for operations, told the BusinessMirror last week.

Through the Locally Funded Indigenous Crops Program recently launched by the DA regional office, in partnership with the Fiber Development Authority (Fida) and Philippine Coconut Authority (PCA), a massive planting and replanting of these crops in the provinces of Albay, Camarines Sur, Camarines Norte, Sorsogon and Catanduanes will be undertaken, Sta. Catalina said.

The program includes the wide-scale production of planting materials now being initiated through newly developed biotechnologies like genetic engineering for abaca, foundation grooves and gene banks for pili, and conservation of genetic resources for coconut.

The P250-million funding for this program, Sta. Catalina said, was obtained through the help of Albay First District Rep. Edcel Lagman. Its pre-implementation phase, which included the bidding process and procurement of supplies, materials and equipment, actually started late last year.

Its formal launching, which would be highlighted by the distribution of planting materials of the three crops to farmers and landowners, will be held in Tabaco City, Albay, on Feb. 10, she said.

The pili development component of the program to be spearheaded by the DA targets to procure some 300,000 planting materials; produce 400,000 sexually propagated seedlings; and procure 300,000 asexually propagated seedlings to be used as rootstocks for 300,000 pieces of grafted pili.

These seedlings will be distributed to local government units (LGUs) and farmer cooperators, Sta. Catalina said.

In tandem with the LGUs, she said the DA will also establish 1,155 technology-demonstration and orchard farms for pili covering an area of 1,155 hectares across the five Bicol provinces, then procure and distribute 35,000 bags of organic fertilizers and soil ameliorants.

“We are also going to provide soil-analysis services, market-development support, conduct trainings, extension and information support services, research and development and monitoring, and evaluation of the program’s progress,” Sta. Catalina said.

Some 5,000 hectares will be covered by the project of which 3,750 hectares will be in Albay province, she added.

Bicol is the country’s major producer of pili. The region accounts for 82 percent of the domestic production of this crop that has a high potential for becoming a top export commodity for the Philippines, as it can very well compete with macadamia, cashew, almond and walnut in terms of quality.

Today, pili-nut confections are being exported to Japan, the US and European countries by local processors. Other than the nuts, the other parts of pili such as the resin or “Manila elemi” from the pili trunk are used for the production of lacquer, thinner and varnish.

Pili oil produced from the nut’s pulp is used for food and also as a body scrub or lotion. Minda Yee of Sorsogon City, who manufactures the Leslie Pili-Pulp Oil, is now exporting the product to different market outlets abroad.

For abaca development to be spearheaded by Fida, the focus will be on disease eradication of 1,777 hectares infected by the bunchy-top and mosaic-disease virus; rehabilitation of 1,777 hectares; and expansion or opening of 331 hectares to be planted to this crop.

These activities are necessary even as Bicol has already regained last year its status as the top abaca producer in the country after several years of being overtaken by Eastern Visayas because of the outbreak of bunchy-top and mosaic viral disease.

According to Fida regional director Edith Lomerio, abaca production in the region last year went up by 5.1 percent to 14,140 metric tons, while in Eastern Visayas production declined by 38.1 percent.

With this locally funded program, Lomerio said Bicol can hopefully maintain its rank as top abaca producer.

For coconut development to be spearheaded by the PCA, the priority activities will be on production and acquisition, then distribution of 225,000 quality planting materials to cover 1,500 hectares across the region.

The establishment of four nurseries, maintenance of seed garden stocked with 9,000 seed nuts, planting of embryo-culture makapuno covering 60 hectares, coconut fertilization for a target area of 768.5 hectares, and intercropping coconut plantation with a target of 145,000 cacao seedlings covering 400 hectares, are also part of this component of the program.

Sta. Catalina said Bicol’s coconut industry had a new inspiration. Aside from its traditional commercial and industrial value, Bicolano entrepreneur Justino Arboleda, proprietor of Juboken Enterprise based in Albay, has discovered the value of coco husks or coir as material for controlling soil erosion and enriching the soil.

This technology is now recognized worldwide and has earned Arboleda, an agricultural engineer, the prestigious BBC World Challenge as the Best Grassroot Project in the World, thus giving an added value and demand for coconut.

If only these three indigenous crops considered as the natural wealth of Bicol will be revitalized and fully developed, then the region would surely be on its way to progress and prosperity, notwithstanding the constant threat of typhoons, volcanic eruptions, other calamities and adverse effects of climate change, Sta. Catalina added.
