Yup I agree with you. The one in the picture is the HOLY INFANT MEMORIAL GARDEN, this is not the eco-park. The proposed eco-park is outside this compound where the development has not started yet. I've been there last New Year and I was so disappointed because this site is repeatedly posted here describing that place as the Iriga City eco-park.

DONSOL, Sorsogon, Feb. 22 (PNA) -- President Gloria Macapagal-Arroyo’s visit here Monday renewed interest in the Bicol region’s world-class tourist destinations.
Bicol is part of Tourism Central Philippines super region, one of the five growth corridors identified in President Arroyo’s super region development strategy that is known for its natural wonders and rich cultural heritage.
The tourism super region accounts for 50 percent of the country’s tourism industry.
In 2008, foreign visitors to the country totaled 3.14 million.
Donsol, which transformed itself from a sixth-class municipality in 2006 to a first-class municipality last year, is known worldwide for hosting a pod of 50 whale shark or “butandings” during the peak season of December to May every year.
Whale shark watching and interaction is a major eco-tourism activity here, which is also known as the “Whale Shark Capital of the World.”
Sorsogon, with its Donsol attraction, and Camarines Sur, with its wakeboarding center and the Caramoan beach and coves which hosted the US reality TV series “Survivor”, are the two Bicol provinces reaping tremendous tourism arrivals and revenues.
Although Cebu topped the list of 14 leading tourist destinations in the Philippines, Camarines Sur posted the highest growth last year. From 2008 to 2009, local and foreign tourists in Camarines Sur grew by a hefty 117.25 percent to 721.024 compared to the previous year. During the same period, Cebu grew by only 1.24 percent to 1.6 million.
Despite the global economic slump, foreign and local tourists reached 5.2 million in the first nine months of 2009 year-on-year or 17 percent higher than the same period during the previous year.
Tourism growth could be traced in part to massive investments made by government in tourism-related infrastructure in the Central Philippines super regions since 2001 when the President assumed office. These included 42 airport projects costing P27.31 billion; 108 ports constructed by the Philippine Ports Authority costing P8.76 billion and 145 municipal ports costing P1.23 billion; 8,783 kilometers of roads and 18,741 meters of bridges costing P54.14 billion; and the P52.44-billion Southrail project.
This year, the Department of tourism projects foreign tourist arrivals at 3.27 million, generating direct revenues of $ 3.31 billion and employment of 3.39 million.
As an industry, tourism is expected to generate revenues of $ 17 billion this year, which is equivalent to 13.6 percent of the national gross domestic product (GDP) or the total sum of goods and services produced in the country. (PNA)

For the second consecutive year, Surigao del Sur’s Barobo National High School made it to the finals of Smart Communications, Inc.’s (SMART) Doon Po Sa Amin (DPSA) Learning Challenge. But this time, the institution went all the way to emerge as overall champion for its entry, “Sumbada: Buhay Lambat.” The same entry also bagged the Best in Technology and Livelihood category award.
The competition, a part of the Smart Schools Program’s (SSP) web-based project Doon Po Sa Amin, a search for the richest and most significant online local content generated by student- teacher groups from SSP partner schools.
Barobo National High School’s winning entry “Sumbada: Buhay Lambat” is a descriptive study on the local fishermen’s practice of Sumbada, its legality and the impact on the fishing industry.
“Our entry is all about awakening the minds of the people in our locality,” says Jade de los Santos, a student-member of the team. Sumbada is an illegal fishing method that uses very fine nets and active gears to catch fish. “Throughout our region, it is only in our locality that sumbada is being practiced,” he adds.
Head coach Romulo Morata, who spent several nights at sea with some of his students to observe the practice, said that “the students knew what sumbada is, but did not exactly realize what it was all about — its effect and how vital it was for us Barobohanons.” Now that his students are better informed regarding the issue, he is confident that they can “contribute to the development of our community.”
The team hopes that through their study, the local government units and the community will work together to find sustainable solutions to address this problem.
Aside from de los Santos, the other members of the team include: senior students Jennifer Noveras and Reiza Tecson; juniors Christine Dianne Angeles and Kevin Jay Gerbabuena; sophomores Gretchen Balahay, Glenn Calamba, Marian Joyce Macadine, Karren Kaye Serrano and Joymae Lyn Morata; freshmen Noren Ruffa Mae Bacsin, Vanessa Gerbabuena, RM David Martinote, John Ruel Dela Peña and Randy Colina; and teacher-coaches Romeo Lepardo, Jr. and Ariadne Cuares, ICT Coordinator/Moderator Alex Mistula and adviser Principal Aida Aribal.
The team won P50,000 in cash, a trophy and a computer unit with LED monitor. They also received a trophy and an additional P30,000 for topping the Technology and Livelihood Topic Category. The team’s webmaster Jade de los Santos also took home P5,000 for winning the DPSA Quiz Bee held during the two-day event.
The other topic category winners were: Nueva Ecija High School for “Mathematics of the Tricycle City” (Best in Mathematics); Batanes National Science High School for “Lime and its Building Power” (Best in Science and Environment); Naga City Science High School for “Tigsik: Pagsalingoy sa Lenguaheng Bikolano” (Best in Language and Literature); Barobo National High School for “Davisol: Mga Likha at Pananampalataya” (Best in Arts and Culture); Science and Technology Education Center for “Binisaya: Myth or Scientific” (Best in Health and Wellness); and Naga City Science High School for “Mike V. Padua: Pag-asa Kan Naga” (Best in Social Science).
Special awards were also handed out to Agusan National High School (Best in Student Collaboration), Bataan National High School for “Mt. Samat: The Stand for the Fallen” (Best Website), Maddela Comprehensive High School for “Sierra Madre: The Peak of Life” (Best in Community Impact) and Barobo National High School for “Davisol: Mga Likha at Pananampalataya” (Best in Photos). The special awardees each received P10,000 and a trophy.
Nueva Ecija High School garnered the highest score from the judges and the most number of text votes to win the award and an additional P10,000.

The panel of judges included Community of Learners Foundation head Feny delos Angeles-Bautista, Web Philippines, Inc. president Roger Chua, Netlearn Ventures, Inc. Trainers Christopher Lorenzo and Lloyd Layug, freelance journalist Mozart Pastrano, and SMART’s Ramon Duremdes, Darwin Flores, Salome Flores-Aldaba and Maricris Espinosa.
Learning their stories
The DPSA program was launched in 2008 to encourage SSP partner schools to use Information and Communications Technologies (ICT) to generate web-based information and educational materials. It also aims to provide the schools a venue where they can share what is unique in their hometowns.
“Doon Po Sa Amin has helped a lot in promoting cultures in the Philippines,” relates Evangeline Castillo, head teacher III of Batanes National Science High School. “We are actually meeting via our websites – we learn their stories and they learn ours,” she adds.
DPSA Learning Challenge judge Mozart Pastrano believes the program has given the students a sense of pride of place and rootedness. “It allows the students to immerse themselves in the stories of their community and choose which one they would like to tell the rest of the world.”
The Smart Schools Program, implemented through the Philippine Business for Social Progress with the support of the Department of Education, is the flagship education initiative of SMART under its corporate social responsibility program Kabalikat.

I think its 200 or 250 per hour at the Beginers Lake.
I not very sure though but it is cheaper than the main CWC lake.
There is 500 pesos refundable deposit if you will use their helmet, wakeboard and vest. may beginner's lake na pala... :) buti naman! hope I get to time to learn myself that... :)

NAGA CITY, Feb 21, 2010-Expect the Archdiocese of Caceres to be more engaged in its prophetic function for social change.
In response to the New Year's Day Pastoral Letter of Caceres Archbishop Leonardo Z. Legaspi which called on the local Church to look to Mary as a source of hope in the midst of the country's poverty and in preparation for the coming elections, the Council of the Laity of Caceres (CLAC) immediately organized a convention of the parish pastoral councils and the religious organizations to deepen the faithful's understanding of the pastoral letter.
Last February 7, nearly two hundred pastoral council representatives and heads of religious organizations gathered for an in-depth study of the pastoral letter and a closer look at the country's political landscape.
The pastoral letter entitled "Hope and Wait with Perseverance" issued on January 1 contained Archbishop Legaspi's call for active engagement in people empowerment and social justice. He said that building God's kingdom-the mission of every Christian-is the inspiration and fulfillment of efforts for people empowerment and social justice.
In the said pastoral letter, the Archbishop noted that the national and local elections are an opportunity for the people to express their hope for a better future and it is crucial for Filipino citizens to understand the political situation so they may cast a meaningful vote.
Oligarchy
Msgr. Rodel Cajot, Vicar General and CLAC Spiritual Director, said that the pastoral letter's premise that the country has a mere semblance of democracy is an eye-opener. "The rule of the few-oligarchy-is proof that our people are not really empowered. If people are not empowered, we cannot have a government of, by and for the people. There is really a need for Catholics to be more involved in the public square so we can have true democracy."
In explaining the current political landscape, the Archbishop cites that "only 1% of the total Philippine population belongs to the ruling class that crafts the social, political and economic life of the country. On the other hand, only 9% belong to the middle class while the great majority, 90% of the population, belongs to the lower class. "
According to the Archbishop, there is no genuine democracy when Filipinos are in massive poverty and only handful elite running the country. "There is an urgent need to confront this truth so we can hope for the right kind of change."
"To hope for democracy is to hope for the creation of a middle class. And the middle class can only be created when there is genuine people empowerment." Archbishop Legaspi said on how to bring about democracy in the country.
Wake-up call
Retired Judge Novelita Llaguno, archdiocesan president of the Apostleship of Prayer (AP) said that with the pastoral letter "there is more reason to translate prayer to action."
"During the convention, I asked myself, what else I can do in my little way," Llaguno adds. "AP is a prayer group but we all know that prayer should be vibrant and dynamic. Prayer without deeds is nothing. The pastoral letter is a wakeup call. We have to help each other."
Dr. Fe Nepomuceno of the St. John the Evangelist Parish said she was moved by the reaction of the participants in the convention. "You can really feel the sincerity. Everyone wants to see change in our country."
Cajot said further that after the workshop, many lay leaders are requesting for a trainors' training so they can also spread the Archbishop's call to the barangays. "We hope to create a multiplier effect,"
For his part, CLAC president Atty. Minetta Estanislao said that the council has incorporated the pastoral letter in the voters' education being conducted by PPCRV. "The pastoral letter is inspiring. The participants are very enthusiastic about it. They are eager to echo the message so we included the salient points in the module for voters' education that will be conducted in different barangays."
Cajot added that the pastoral letter reinforced the thrust of voters' education. CLAC convenes annually in July. But when the Archbishop issued the pastoral letter, the council decided to convene in January. "The pastoral letter is very timely because it explains the foundation why the Church should be involved in the election and in the country's political life. We need to strengthen our advocacy so we can be catalysts for empowerment."
Clergy workshop
On February 15, the clergy held a workshop on the pastoral letter. Fr. Rex Alarcon, Director of the Naga Parochial School, said that the workshop highlights "social justice as a concern of the church."
"In the pastoral letter, the Archbishop reminds us that the change of leaders does not mean change of systems. We cannot expect that the election will lead to a change of systems. We have to be prepared for a long term task if we want social change," Alarcon added.
Hope for social justice is one of the "hopes" stated in the pastoral letter. Archbishop Legaspi says that "while people empowerment is an essential requisite for democracy, the virtue required to create and nourish democracy is social justice. The equal dignity of human persons requires the effort to reduce excessive social and economic inequalities. Bridging the gap between the rich and poor, the powerful and the marginalized, the elite and the lower class-this is the essence of social justice."
He also enumerated prevalent attitudes that run counter to the virtue of social justice "when we are concerned only about our family's welfare, when we accumulate material possessions excessively even if through legal means, when our lives are measured by the income and properties we acquire, we create greater inequality between rich and poor. To be socially just, we must break the apathy and indifference, and begin looking at ourselves as members of our community."
Fr. Wilmer Tria, one of the facilitators of the workshop, said "The task of the Church is gargantuan. She has to be bold and to break new grounds as she shepherds her flock towards social transformation. We, priests, need to go back to the basics of evangelization-by breeding moral virtues such as social justice."
During the workshop, the clergy agreed to include the call of the pastoral letter in Lenten Recollections to ensure deeper understanding among the faithful and animate them towards social change.
The Archbishop reminded that "people empowerment and social justice is not a work of one man, or even one administration. It is the work of one people-the people of God-that are in different human institutions and sectors of society."
"All our efforts for people empowerment, all our struggles for social justice find fullness and meaning when they lead us to the kingdom of God," said the Archbishop in the pastoral letter.
"When our sight is not set on seeking the Kingdom of God, all our labors are designed upon our own individual self-centered will. Thus, the marginalized will continue to be disadvantaged, the poor will only become poorer and the oppressed will never find justice."
The Archbishop concludes referring to the Magnificat. He says Mary "echoes God's promise of His Kingdom where the poor are no longer powerless: He has cast down the mighty from their thrones and has lifted up the lowly (Luke 1:52). Her Magnificat moves us to be a constituency of the kingdom of God and not of the kingdom of man."
The reference to the Magnificat invokes the Marian character of the Archdiocese of Caceres, the seat of the devotion to Our Lady of Peñafrancia. The Archdiocese is celebrating the 300th year of the devotion this year. (Fr. Louie Occiano)

FORT DEL PILAR, Baguio City , Philippines – A son of a tricycle driver from Dumaguete City topped this year’s graduating class of the Philippine Military Academy (PMA) here.
Eraño Belen, 23, of Calindagan, Dumaguete City, Negros Oriental, will lead the 226-strong”Masidlak” (Mandirigmang Sibol ng Dakilang Lahing Kayumanggi) class of 2010 during the commencement exercises on March 1.
Belen recalled the hard life he and his family have endured, including sharing a single meal a day several times, but these difficulties did not stop him from dreaming big.
“When we were able to eat, we only had salt to go with rice,” he said.
Belen, a member of the Iglesia ni Cristo, was named after the late head of the INC.
He encouraged everyone to always put God first in whatever endeavor and nothing will fail.
“Every Visayan must dream big and do everything to succeed,” he said.
Belen, who will be commissioned as second lieutenant, said he once dreamed of having an education at the PMA.
“We were brought up to dream to have a good education,” he said.
Belen’s younger sibling will also graduate in October from the Negros Oriental State University, where the PMA topnotcher previously enrolled as a BS Electronics and Communications Engineering student before entering the PMA.
Aside from receiving the Presidential Saber from President Arroyo, Belen will also receive the Achievement Award for Academic Excellence, Philippine Air Force Saber, Academic Group Award, Natural Sciences Award, Air Force Professional Courses Plaque, JUSMAG Award, AGFO and Australian Defense Best Overall Performance Awards.
The other graduates in the top 10 include Froilan Binlingan Pinay-an of Hungduan, Ifugao; Nolito Ebal of Opol, Misamis Oriental; Jhonson Gonzales of Pamplona, Camarines Sur; Jacob Kho of Baguio; Joel Perante of Tacloban City; Erwin Villanueva of Dasmariñas, Cavite; Alfie Agarao of Carles, Iloilo; Karen Padayao of Ormoc City; and Ric Joven of Surallah, South Cotabato.
Two cadets from the Cordilleras also landed in the top ten of the graduating class of 2010.
Second placer Pinay-an flunked the PMA entrance examination thrice before he was finally admitted to the premier military school in the country.
Pinay-an studied hard and by his second year, he was in his class honor roll on his way to becoming 2010’s salutatorian.
Kho, a BS Biology cum laude graduate from the University of the Cordilleras and a resident of Baguio City, placed 5th.
“I was dreaming of becoming someone to save lives (as a doctor) now I am ready to take lives,” he said.
Kho did not pursue medical studies due to lack of funds.
“Then the opportunity to apply at the PMA came, I took it,” he said.
Kho, who like Belen is going to the Air Force, said he is prepared to die, and if the time comes he wants to die in the line of duty.
“Handa na ang loob ko diyan (I’m ready for that), physically, mentally and emotionally,” said Kho.
PMA’s brightest
PMA superintendent Vice Admiral Leonardo Calderon described the Masidlak Class of 2010 as “the brightest class” he has known since the 1990s.
He said this class has three “Starmen,” which is equivalent to cum laude, namely: Pinay-an, Gonzales, and Ramon Mallare. There was no Starman last year.
Calderon said that the graduating class includes 31 female cadets, one of the biggest batches of female graduates since women were accepted at the PMA in 1997.
“They are also the most cooperative class I’ve seen” in terms of providing discipline to the cadet corps, Calderon mused.
The Masidlak class is a living example of humility, excellence, respect, honor, duty and love of God and country, Calderon said.

What do Mark Herras, Jericho Rosales, Kristine Hermosa, Iya Villaniya have in common?
They all hail from the Bicol region.
This is one of the reasons the four celebrities, along with Chyna Ortaleza, Ryza Cenon, Angelica Jones and Rainier Castillo, were welcomed so warmly at the recent 2010 Tinagba Gayon Bicol Festival in Iriga City, Camarines Sur, Bicol on February 11.
Upon the invitation of incumbent Iriga mayor Madelaine Alfelor-Gazmen, the stars flew in to Iriga where they kicked-off the revelries for the occasion by riding the character floats in the morning that went around the city. The people of the city and its visitors all grabbed the chance to see their idols up close, of course, with many lining the streets as early as 7 a.m.
Later, the top character floats---all laden with fresh farm products in the spirit of Tinagba which means first harvest offering---were picked and awarded with prizes. These were the Cluster 5 Kalikasan float from Brgy. Santiago, Sta. Elena, La Anunciacion, Sto. Domingo and San Juan; the Cluster 9 Pagka-Maoorot-Wise Resource Management Float from Iriga Water District and CASURECO III; and the Cluster 4 Maka-Diyos float from Brgy. San Jose, San Nicolas, San Roque, San Miguel and Francia.
And although the stars had to retreat to the Iriga Plaza Hotel in the afternoon to rest while the choreography showdown among representatives from Iriga and nearby cities was underway, they returned to where the action was at night and performed upbeat tunes and love songs that sent people dancing and swooning in the streets. Aside from the celebrities mentioned above, Edu Manzano, Lito Lapid, Mark Lapid, Shirley Halili-Cruz, Douglas Nierras and Jon Avila also joined in the goings-on.
The 2010 Tinagba Gayon Festival isn’t called the festival of festivals in the region if it lacked color and pageantry. At around 3 p.m., groups dressed in Mardigras and native costumes competed against each other by showcasing skills in synchronized movement.
By nightfall, the crèmes of the crop were named and these were the group from Masbate City whose choreographed dance already won in the Lapay Bantigue Festival; the group from Sorsogon City which won in the Sorsogon Festival; and the group from Polangui, Albay Province which won in the Pulang-Angui Festival.
Special awards also went to Masbate City (for Best in Moving Choreography and Best in Costume) and Sorsogon City (Best in Sound and Rhythm).
Prior to the festival, Manila Bulletin Entertainment Online and other members of the press had dinner with Mayor Alfelor at the MCM Restaurant. Despite being only in her late 30’s, Alfelor impressed the media for being such a hand-on public servant replete with top-of-head knowledge about Iriga.
Apparently, the largest and rarest flower in the world called the Rafflesia Irigaense was discovered in the gullies of Mt. Iriga. We also learned that Iriga has no nightlife because the city wanted the place to retain its laidback lifestyle despite urbanization. A curfew for minors is imposed at 10 p.m. which probably contributes to the low crime rate.
Alfelor also disclosed that the population of the city jumps from about 110,000 at night to 200,000 by day because many children from nearby areas study in Iriga. Also, the city’s tourist attractions such as the Emerald Grotto, the GK Character Village and the Inorogan Shrine pull in the curious and adventurous. More people are expected to visit once the Alfelor’s dream project, Iriga’s eco-park, is realized.
Interestingly, one of the places that Filipino visitors flock to in the city is the railway station where superstar Nora Aunor used to sell water as a child. Alfelor added that though Iriga will always be Aunor’s bailiwick, it also has lots of Vilmanians as evidenced by the huge turnout of people when the Star for All Seasons visited in 2009 to receive an honoris causa in Humanities from the University of Northeastern Philippines (UNEP).
Alfelor said that she plans to encourage would-be writers and directors in the city by offering writing and directing workshops soon.
Among the awards and recognitions that Iriga has received are the DENR Saringaya Award in 2008; 1st place for Outstanding Program Implementation on Philippine Plan of Action in Nutrition in Bicol Region in 2006; and for having the top Pamilihan ng Lalawigan in 2004.

Festival of Festivals showdown

IRIGA CITY – We learned more about the arts, culture, and tradition of the Bicol Region when we made another visit recently to this city upon the invitation of the amiable and very down-to-earth and simple mayor, Madelaine Alfelor-Gazmen. The occasion was the 2010 Tinagba Festival that started on Feb. 11.
The Tinagba Festival is an ancient Bicolano first-harvest offering. It is celebrated every Feb. 11 to coincide with the Feast of Our Lady of Lourdes. It features a caravan of gaily-decorated floats fully laden with fresh farm products. It also features revelers in mardi gras and in native costumes dancing and parading around the city streets and ending at the Grotto for the offering.
This year, making the event more exciting and memorable especially to the Irigueños was the presence of Kapamilya and Kapuso stars – Jericho Rosales, Kristine Hermosa, Mark Herras, Ryza Cenon, Chynna Ortaleza, Rainier Castillo, Jon Avila, Iya Villania and Angelica Jones. Also there was singer Noel Cabangon.
The stars rode in the various colorful floats during the parade. Each of the floats depicted in colorful images represents the various values that the city is promoting under its Character City program. The Float Parade was inspired by Disney’s Fantilillusion spectacle which according to Mayor Gazmen was an interesting innovation to this year’s Tinagba Festival.
It was the first time that an evening Float Parade was held, which was followed by the Gayon Bicol Festival of Festivals Showdown which the City of Iriga hosted for the first time. Featured in the competition were the nine other festivals in the Bicol Region – the Palong Festival (Capalonga, Camarines Norte), Lapay-Bantigue Festival (Masbate City), Pinili Festival (Pili, CamSur), Paraw Festival (Pilar, Sorsogon), Catandungan Festival (Catanduanes), Tabak Festival (Tabaco City), Sorsogon Festival (Sorsogon City), Ibalong Festival (Legaspi City) and Polang-Angui Festival (Albay).
And the winners were: Lapay-Bantigue Festival, first prize; Sorsogon Festival, second prize; and Pulang-Angui Festival, third prize. Special awards: Best in Moving Choreography went to Lapay Bantigue Festival; Best on Sound and Rhythm, Sorsogon City; and Best in Costume, Lapay Bantigue Festival.

The board of judges was composed of luminaries in dance like Shirley Halili Cruz, Douglas Nierras, and Jess de Paz. Special guests of honor were Senator Lito Lapid and his son Mark Lapid, general manager of the Philippine Tourism Authority (PTA), and Atty. Raymond Fortun.
Mayor Gazmen once more proved her dedication to her town’s events as she herself supervised everything, even taking part in all the aspects of the festival, even the creative and production parts which were indeed impressive and admirable of her.
Only 39 years old, Mayor Gazmen was the youngest elected mayor in the country when she was first elected into office in 2004. She belongs to a family of politicians and that is why the passion for public service has already been engrained deep in her being.
Fast-rising Iriga City is basically an agricultural city (with more than 1,000 hectares for rice-planting, and several thousands of hectares planted with coconuts) but it is fast gaining success in trading and commerce.
Incidentally, Mayor Gazmen proudly informed us that a recent visitor to Iriga was Batangas Governor Vilma Santos-Recto, once arch-rival of superstar Iriga’s pride Nora Aunor, the most famous star that Bicol ever produced. Gov. Vi received honorary degree (honoris causa) in Humanities from the University of Northeastern Philippines (UNEP) which is owned by the mayor’s family.
Mayor Gazmen, by the way, is seeking re-election.

LIBMANAN, Camarines Sur --- House Bill 3183 authored by Congressman Dato Aroyo and co-authored by fellow lawmakers, such as Congressmen Ferdinand Martine Romualdez, Arnulfo Go, Aurelio Gonzales, Roberto Puno and Wilfrido Mark Enverga, along with other similar bills in both chambers of Congress, has been finally signed into law by President Gloria Macapagal-Arroyo in Malacañang last Tuesday, February 16.
Now known as Republic Act No. 994, or the Expanded Senior Citizens Act of 2010, the new law is expected to benefit some five million senior citizens all over the country in the form of discounts on certain goods and services.
Dato’s bill, as now enacted, gives the elderly more benefits and privileges not included in the original Senior Citizens Act of 1992 (R.A. 74323).
These new benefits include:
- 20-percent discount and exemption from the value-added tax on the sale of goods and services, such as medicines, medical and dental fees, transport fares, services in hotels and restaurants, admission fees in theaters and other places of leisure;
- Mandatory Philhealth coverage;
- Free medical and dental service, diagnostic and laboratory fees in all government facilities;
- For indigents, a P1,500-monthly stipend and free vaccination against the influenza virus and pneumococcal disease;
- A 5-percent discount on water bills (if consumption is less than 30 cubic meters a month) and electric bills (if consumption is less than 200 kilowatt-hours);
- Educational assistance for those who shall meet school admission requirements.
In case of death, the nearest surviving relative of the deceased senior citizen will receive P2,000.
The Council of Elders of the Confederation of Older Persons’ Association of the Philippines hailed the signing of the new law. They said they helped draft the bill and lobbied for it over the past three years.
Meanwhile, another bill filed by Cong. Dato Arroyo is pending deliberations in the House.
House Bill 2708 which the lawmaker filed early in his term along with three other fellow congressmen seeks to establish and institutionalize long-term care for senior citizens.
It frameworks a national long-term care program for the elderly with core programs and services on the senior citizens’ social protection, development, advancing health and well-being, and enabling and supportive environment.

NAGA CITY---The government, through the Bicol River Basin Water Management Project (BRBWMP), has offered free lots, houses and cash to families to be displaced by the controversial P700-M dam project in Malaguico, Sipocot, Camarines Sur, a top executive said Tuesday.
Assistant Secretary Tomasito B. Monzon, BRBWMP program director, revealed some 58 families out of the 86 families projected to be affected by the dam operation have accepted the offer of the government during a meeting held Feb. 9 at Ragay National Agricultural and Fisheries Schools (RNAFS).
“The offer consisted of an 80-square meter lot with a core house for each of the affected family, which will be given to the recipient free of charge, including just and disturbance compensations and livelihood assistance,” Monzon said.
BRBWMP operations manager, lawyer Ricky Tomotorgo, who presided the meeting, said the affected families voluntarily accepted the resettlement offer.
Tomotorgo said the proposed resettlement site for the residents is a lot owned by the Altamarino family in Zone 3 of Lupi’s barangay Poblacion.
“Although, we have identified as of now only 86 families who are qualified for relocation, the site is capable of accommodating up to 120 families,” Tomotorgo said.
He said the National Housing Authority (NHA) Bicol office headed by Director Albert Perfecto will be in charge of land acquisition, site development, and construction of houses.
Tomotorgo also said that field personnel of the BRBWMP Program Management Office (PMO) had finished last Feb. 13 the socio-economic survey of the affected families. The survey was intended to come up with an inventory of the houses and other properties of the affected families. The inventory will be the primary basis for the payment of just compensation.
Meanwhile, Monzon, who is also the presidential assistant for Bicol, said the agreement reached in Ragay effectively resolved one of the issues against the Libmanan-Cabusao Dam.
“We at PMO, NIA and other government agencies are doing our best to address other issues about the dam. Once they are resolved, I as program director of the BRBWMP would recommend to NIA Administrator Carlos Salazar the resumption of the dam construction.”
During the meeting representatives of the 58 families who attended in RNAFS elected seven members to the board of directors who will comprise the homeowners’ association’s policy-making body.
Elected were: Florezil Lirio; Nancy Alibuzo; Ramir Asma; Beth Ferreras; Francscio Velarde; Alipio Niem; and Rechilda Etorne. The group subsequently chose Lirio as the homeowners’ president.
Lirio said the association’s first order of business is to seek official accreditation as a homeowners’ association from the Housing Land Use Regulatory Board to avail of all the benefits provided by law for re-settlers.

SAGNAY, Camarines Sur ---- While the coastal town of Sagnay lies peacefully on the fringes of Eastern Pacific shore and a traveler breezes through its lush mountainside through a 25-kilometer Sagnay-Tiwi highway traversing the boundaries of Camarines Sur and Albay, there’s a resthouse waiting for the traveler to relax and relish the awesome view of the expansive seascape that reminds him of the French Riviera.
Whereas before, local and foreign tourists and adventurous motorists would have to content themselves with old-fashioned equipment of picture-taking, the newly-constructed Rest Area and Welcome Marker/View Deck in Barangay Patitinan and Sitio Garang today, respectively, afford the weary traveler with the much-needed respite from the 45-minute trip and an enchanting perspective for pictorial sessions.
Incidentally, one of those travelers may be Jose F. Ordoñez, a 1953 high school graduate of the Ateneo de Naga University. A 9th placer in the Civil Engineering Board Examinations in 1958, he worked as Assistant Waterworks District Engineer in Naga City. He pursued his post graduate studies at Iowa State University as a scholar of the University of Nueva Caceres in Naga City where he was in-charge of the engineering department. In the US he graduated with a Masters in of Engineering.
In March 1967, he was hired by the Rock Island District of the US Army Corps of Engineers in Illinois. Joe received awards from the Corps and other agencies. When the Corps offered Planning fellowships in 1974, seven were selected and Joe was the only one from Rock Island District. He went to Georgia Institute of Technology and finished his fellowship with masters degree, major in Water Resources Planning and Management.
Joe retired from the Corps in 1998 and received the Corps Medal for Meritorious Achievement in Civilian Service from then President Bill Clinton who congratulated him for America’s tradition of hard work that served as an inspiration to others.
Joe goes home to the Philippines, particularly to Bicol of his birth every year to take a vacation and help in the humanitarian projects of the Bicol National Association of America (BNAA) which include then installation of pump wells, construction of small water supply from springs, screen potential scholars, and distribute relief goods to victims of natural disasters.
He has more reason to go back to the Sagnay rest area. With funding support from the Department of Tourism, Joe volunteered his services in constructing the rest area and welcome marker. Originally conceptualized by the late Meriem ‘May’ Palacio, the beautification of the Sagnay-Tiwi highway was proposed for immediate implementation by the Partido Citizens Arts and Tourism Council, Inc. At the helm of the project was Joe who supervised its engineering design and waterworks system. Antonio Baduria, the group’s resident artist was responsible for project design while Meriem’s husband, Perfing Palacio took charge of the landscaping aspect.
The project was completed and inaugurated March 29, 2008 and appears to be the only one of its kind in Southern Luzon.

The University of Northeastern Philippines (UNEP) passed its good wishes on its newly declared nurses after the board result was officially announced and published in the national dailies early last week. The pronouncement from the Professional Regulation Commission (PRC) was a relief for thousands of examinees who took their nursing board exams last November 2009. Out of 94, 462 nursing graduates who braved through the exams, only 37, 527 luckily passed the said licensure examinations.
Atty. Remelisa Alfelor-Moraleda said that UNEP will continually produce passers as they strengthen their resolve to give their students, particularly nursing apprentice, a rich ground in nurturing their academic and personal character. “We always see to it that our nursing students are given the opportunity to practice the theories that they have learned inside the classroom and practice it in the community. We constantly remind them of their obligation to give their best as what a true community servant should be.”
Joining the new roll of successful nurses are UNEP passers: Fatima N. Agliam, Therese V. Andalis, April Janette L. Bermejo, Gina Maria T. Bernales, Corinne G. Dimaiwat, Gloria Excelsis T. Ensano, Abigail R. Espinola, Talitha Aubrey Y. Filio, Rowena A. Gonzales, Christy M. Hosana and Ronald M. Ibo.

The ceremony will be spearheaded by the PRC who has the sole authority to “regulate and supervise the practice of the professionals who constitute the highly skilled manpower of the country.”

I had a number of good shirts then by Giringgiting. My favorite was a green one with Si Nanay si Tatay lyrics. I would usually visit their shop at Galeria when I have extra money for some good shirts or caps for ready give aways when I travel. I did not know that they closed shop already. I hope they can make a come back since their products are needed by the booming tourism industry in the region particularly Cam Sur.:)

MANILA, Philippines - State-run Philippine National Oil Co. (PNOC) is back in the geothermal energy business as it bagged an exploration contract to develop the Mt. Isarog volcanic chain in Camarines Sur.
The $60-million Mt. Isarog geothermal project has a potential capacity of at least 20 megawatts and is estimated to generate 18 gigawatt-hours of electricity per year.
The project will be connected to the Luzon grid and power generated will be sold to the local electric cooperatives and industries to benefit households and industrial consumers in the Camarines province and other areas in Luzon.
The geothermal potential of Mt. Isarog is estimated to have the same potential as that of the Tiwi geothermal field, as the volcanic chain spans the entire Bicol Peninsula, to Samar and Leyte up to Diwata Range in Mindanao.
PNOC was the largest producer of geothermal power in the country until it sold its geothermal subsidiary, the then PNOC Energy Development Corp., to a Lopez-led consortium in 2007.
During the sale, PNOC president and CEO Antonio Cailao initiated that ‘the non-compete’ clause be stricken from the contract so that the government can still engage in geothermal exploration.
“I want PNOC to actively participate again in the geothermal business, especially because the Philippines lies in the ‘ring of fire,’ a sweet spot in geothermal energy. It is no wonder that we are number two in the world today. Geothermal energy presently accounts for about 23 percent of the total energy mix in the country. We should continue our proven expertise in this sector of renewable energy,” Cailao said.
“PNOC helped make the country the second largest geothermal producer in the world. We will solidify this effort until we become number one,” he added.
“Renewable energy is the new dot.com of the energy industry not only locally, but globally as well. In fact, PNOC is now the biggest solar energy company in the country. And we just recently inaugurated late last year the first solar campus in the Philippines,” he pointed out.
Recently, PNOC appointed Roger Buendia as president of PNOC-Renewables Corp. (PRC), PNOC’s renewable energy implementing arm and the subsidiary in charge of the project.
PRC will commence exploration activities for Mt. Isarog in the third quarter of 2010.

MANILA, Philippines - GMA Network Inc. is confident that it can meet its consolidated P2.8-billion net income guidance number for 2009, a 19- percent growth compared to its bottom line in the previous year.
GMA executive vice president and chief operating officer Gilberto Duavit Jr. also told The STAR that early indications show that the company’s international business will post a revenue growth of 50 percent by end-December 2009 as against 2008.
While refusing to disclose their 2009 consolidated revenue numbers which are still being finalized, Duavit said “they are very good.”
The consolidated numbers as well as that of the parent GMA Network basically mirror each other, except for very small discrepancies brought about by a few subsidiaries which contribute very little to the topline and bottom line.
In terms of subscriber growth, its international channel Pinoy TV will be posting a 16 percent increase while Life TV will likely report a 141 percent higher uptake. Life TV was launched only in 2008.
Duavit said that growth in Pinoy TV’s subscriber base and revenues is largely due to additional platforms like IPTV and satellite television in addition to cable TV. Pinoy TV is GMA’s broad audience program channel in the international market, while Life TV is a niche channel, catering largely to the female audience.
As of end-2009, Pinoy TV registered a subscriber base of 235,587 while Life TV had 107,496.
This year, Duavit revealed that GMA’s international business will be launching separate playlists for Europe and the Middle East. “Before we only had one for the United States, and another for Asia Pacific and the rest of the world,” he said.
Duavit, who is the chairman of the board of GMA Worldwide and GMA Network Films and president of publicly listed GMA Holdings, disclosed that they expect revenues for the international business to break the P1-billion mark. The international business accounted for more than 13 percent of the net income of GMA in 2009.
In terms of capital expenditure, GMA is spending around P450 million this year plus another P322 million carried over last year. Duavit said this year’s capex is distributed across all links of the value chain up to transmission.
The amount includes upgrades in their studio and field facilities, plus the upgrade of 10 secondary market transmitters.
The company is also investing on the content management side, including the installation of state-of-the-art media asset management and news automation systems.
As for January and February this year, Duavit said GMA is doing well in terms of advertising revenues, contrary to the previous years where the first few months of the year are the so-called lean months in terms of ad spend.
Earlier, company chairman and president Felipe Gozon said parent company GMA Network will likely exceed its P2.8-billion net income target for 2009, largely due to increased advertising revenues as well as the general improvement in the economy.
Gozon said that they have already achieved the P2.8-billion net income target for the parent company as of end-November. “This year will be very good, more than what we expected,” he said.
He noted that while advertisers generally held off spending during the first semester because of the global financial crisis, “they came back to market in the second half of 2009.”
Gozon also revealed that while the fourth quarter has been traditionally a lean period in terms of ad spend, this year has been different. “Now everyone seems to be more optimistic. The economy also started to recover in the second half,” he added.
Gozon said that he expects improvement in the economy as well as the increased ad spend to continue this year. “In terms of top line and bottom line, we expect 2010 to be much better than 2009,” he pointed out.
GMA’s chief executive also revealed that they expect to exceed their target of P11 to P12 billion in revenues this year.
GMA’s Channel 7 continues to be the top money maker for the company, followed by the international business. Gozon said that as of end-November, they had 266,000 international subscribers, with the United States as the largest market.
The company finished the first nine months of 2009 with a 10-percent increase in net income versus 2008.
The company’s net income jumped to P2.15 billion from the P1.96 billion made in the same period in 2008.
Gross revenues for the first nine months went up by seven percent to P10.02 billion. Airtime revenues from TV and radio contributed P9.24 billion, while subscription fees from international operations and other revenue-generating activities of subsidiaries made P782 million.
Total operating expenses were kept to a single-digit growth of nine percent to P5.55 billion. Production costs increased by two percent year-on-year to P2.92 billion.
Nine-month earnings before interests, taxes, depreciation, and amortization (EBITDA) settled at P3.71 billion.
Subscription revenues for GMA International jumped 54 percent over last year. Officials pointed out that the steady growth in the subscriber count of GMA’s two international channels – GMA Pinoy TV (GPTV) and GMA Life TV (GLTV) compelled the revenue upswing for GMA International. Both channels are now available in the US, Canada, Europe, Middle East, North Africa, Australia, New Zealand, Japan, Guam, Papua New Guinea, Singapore, Hong Kong, and many other countries to cater to the international audience.
GPTV subscribers totaled 225,000 by the end of the third quarter, or a 17 percent increase year-on-year. The channel has an estimated 1.1 million viewers worldwide. GLTV subscribers are now at 109,000 or around 600,000 viewers worldwide. GLTV has grown by 142 percent in terms of subscriber count since last year.
GMA Worldwide, Inc. (GWI), meanwhile, has syndicated locally made programs to as far as Africa, Middle East, and Europe. GWI had a positive revenue contribution with P28.3 million worth of syndication sales in the third quarter, equivalent to 90 percent of its total projected revenues for 2009.
Just recently, GWI sold the rights of the Philippine adaptation of Marimar and Dyesebel to countries such as Kenya, Uganda, Singapore, and Malaysia.
GMA Radio’s DZBB remained ahead of DZRH in Mega Manila according to the third quarter survey conducted by Nielsen. In Cebu, both the FM and AM radio stations of GMA ranked second overall.
The network continues its regional expansion to strengthen signal coverage in key provinces. The new five-KW TV Relay in Mt. Amuyao, Mt. Province which airs in Channel 5 was activated last Oct. 12. Transmitters and antenna systems for TV-10 Sto. Tomas, Benguet, TV-12 Cagayan de Oro, TV-7 Naga City, and TV-12 Mt. Banoy, Batangas were likewise upgraded.
In terms of advertising minutes, it declined by 6.6 percent in the third quarter versus the same period in 2008 as total industry advertising minutes among free-to-air TV channels went down by 5.8 percent. ABS-CBN, on the other hand, experienced a double-digit slump of 16.6 percent compared to last year, GMA pointed out.
Also during the first nine months of the year, the industry had a 1.5-percent decrease in advertising minutes with GMA down by only 2.1 percent compared to ABS-CBN’s 14.8- percent decrease, it added.

MANILA, Philippines - Move over Boracay.
After being featured in several reality shows abroad, Camarines Sur has apparently surpassed Boracay’s popularity and has become the country’s prime destination.
Data from the Department of Tourism (DOT) show that among the country’s tourist destinations, Camarines Sur got the most number of visitors aside from Cebu in 2009.
Based on the DOT data, Camarines Sur posted a total of 1,566,477 foreign and domestic visitors in 2009 as compared to Cebu’s 1.6 million tourists.
While Cebu recorded the biggest number of visitors last year, Camarines Sur posted the biggest growth of 117 percent in the number of tourists.
In 2008, Camarines Sur only generated 946,639 foreign and domestic tourists.
Boracay, meanwhile, got 721,024 visitors last year from 634,262 the previous year.
Local and international events such as the First Aqua Fest Celebrity Challenge, Ironman 70.3 Triathlon, International Dragon Boat Competition and Bagasbas Summer Surf boosted domestic visitors to Camarines Sur by 140 percent to 1.3 million, while foreign tourists went up by 56.1 percent.
Tourists from Australia and the United Kingdom substantially increased by 235 percent and 170 percent, respectively, as wakeboarding attracted group tours from these markets.
The United States remained the major source market for the Bicol province with 14 percent share.
Metro Manila is the third most visited destination with a tourist volume of 1.4 million, accounting for 16 percent of the total tourist count.
According to DOT, the total tourist traffic in the country’s top 14 destinations reached 8.9 million in 2009. The figure was 14 percent higher than the previous year.
Twenty cruise ships docked in Manila in 2009. Arrivals from these cruise ships posted a 2.24 percent increase from 17,516 passenger-tourists in 2008 to 17,908 in 2009 with most visitors taking tours in Intramuros, Manila and Tagaytay City.
Tourism Secretary Joseph Ace Durano said this year, total tourist traffic in the top destinations is expected to grow by 15 percent as domestic travel continues to increase and international tourist markets recover from economic slack.

MANILA, Philippines - State-run Philippine National Oil Co. (PNOC) is back in the geothermal energy business as it bagged an exploration contract to develop the Mt. Isarog volcanic chain in Camarines Sur.
The $60-million Mt. Isarog geothermal project has a potential capacity of at least 20 megawatts and is estimated to generate 18 gigawatt-hours of electricity per year.
The project will be connected to the Luzon grid and power generated will be sold to the local electric cooperatives and industries to benefit households and industrial consumers in the Camarines province and other areas in Luzon.
The geothermal potential of Mt. Isarog is estimated to have the same potential as that of the Tiwi geothermal field, as the volcanic chain spans the entire Bicol Peninsula, to Samar and Leyte up to Diwata Range in Mindanao.
PNOC was the largest producer of geothermal power in the country until it sold its geothermal subsidiary, the then PNOC Energy Development Corp., to a Lopez-led consortium in 2007.
During the sale, PNOC president and CEO Antonio Cailao initiated that ‘the non-compete’ clause be stricken from the contract so that the government can still engage in geothermal exploration.
“I want PNOC to actively participate again in the geothermal business, especially because the Philippines lies in the ‘ring of fire,’ a sweet spot in geothermal energy. It is no wonder that we are number two in the world today. Geothermal energy presently accounts for about 23 percent of the total energy mix in the country. We should continue our proven expertise in this sector of renewable energy,” Cailao said.
“PNOC helped make the country the second largest geothermal producer in the world. We will solidify this effort until we become number one,” he added.
“Renewable energy is the new dot.com of the energy industry not only locally, but globally as well. In fact, PNOC is now the biggest solar energy company in the country. And we just recently inaugurated late last year the first solar campus in the Philippines,” he pointed out.
Recently, PNOC appointed Roger Buendia as president of PNOC-Renewables Corp. (PRC), PNOC’s renewable energy implementing arm and the subsidiary in charge of the project.
PRC will commence exploration activities for Mt. Isarog in the third quarter of 2010.

I doubt this Manay Aida. All power generated in Bicol will go through the entire Luzon grid, making it more expensive when it goes back to Bicol when it energizes our lines. Unless otherwise we have our own Bicol grid, that's the only time that power rates will go down. But doubt, again, that we will have our own Bicol grid since a huge chunk of power resources come from Bicol.:ohno:

WHAT is the first thing you would do if you became mayor of Makati City?
This was asked of former Sen. Agapito “Butz” Aquino on Monday during a roundtable with The Manila Times editors, reporters and on-the-job journalism trainees.
“Put Makati under Jess Estanislao’s system of good governance,” he replied. “I will have the way the city is being governed graded with Dr. Estanislao’s ‘scorecards’ on transparency and good management,” he said.
“How the city—with the government, civil society and all the stakeholders working together—is successfully reaching the goals agreed on will be graded,” Aquino added.
He called Dr. Jesus Estanislao as “the father of good governance in the Philippines.”
Estanislao founded the the Institute of Corporate Directors (ICD) and the Institute for Solidarity in Asia (ISA). ICD, assigned by the Bangko Sentral and the Securities and Exchange Commission, has helped raise the standards of corporate governance in Philippine banks and corporations.
The ISA, working with government agencies and local-government units and civil-society organizations in every community, has helped more than two dozen towns and cities and national government offices achieve a high level of governance and transparency.
Estanislao had served as President Corazon “Cory” Aquino’s Finance secretary. He and his colleagues at ISA introduced and modified the Harvard Business School’s scorecard system of governance for corporations for use in government units.
As a result, some two dozen towns, cities and national-government agencies have become models of governance, transparency and effective control of corruption.
Aquino said that if he was elected mayor of Makati City, he would immediately invite Estanislao and ISA to help him “install a transparent, performance-based governance system in Makati” so that the premiere city would be among the model government units like Isabela province and the cities of San Fernando in Pampanga and Naga in Camarines Sur.
Corruption in Makati
While he responded cautiously to The Times editors prodding him to speak about corrupt practices in Makati City, he did say that many things have to change in the governance of the country’s financial and corporate business center.
“There is no reason for all the red tape when you deal with the Makati government. The issuance of business permits and licenses shouldn’t take so long. Makati has to become truly business friendly,” he added.
Aquino gave the travel-agency business as an example. He said that applicants are told that the field is overcrowded and no new businesses licenses for travel agencies are being issued.
“But then you are made to understand that a licensed travel-agency business is available, for the right price,” he said.
Healthy Makati
When asked to summarize his platform of government for Makati, he said, “I want Makati to be 'HEALTHY'.”
He explained that H is literally for the good health of Makati citizens and that more focus be given to preventive medicine while maintaining and improving the health services at present. He said that will make the Makati Hospital as good as the private Makati Medical Center.
E stands for Education, said Aquino, adding that he will raise the quality of Makati’s teachers by giving them the opportunity to enroll in career enhancement and post-graduate courses. He will also see to it that the University of Makati become a top-rating school.
A is for Accountability. Aquino said that he will enforce strict monitoring of the performance and work ethic of city officials. This will be easier to do with the ISA’s public governance system and scorecard.
L is for Livelihood, and Aquino said he will target full employment for Makati while exploiting not only the business processing outsourcing industry and call centers. He would also use his expertise in running cooperatives to help Makati’s poorer communities develop enterprises.
T stands for Transportation. “One of [Makati’s] major problems is traffic,” said Aquino. He plans to solve this by implementing a Parking Garden and Shuttlebus scheme. Motorists would have to leave their cars in the parking gardens strategically located outside the business center, like what is being done in model cities abroad including Singapore.
H is for Housing with Aquino saying most people in Makati are still renting apartments and houses. He added that he will initiate a rent-to-own system that is affordable and of good quality.
Finally, Y is for Youth. The former congressman and senator said he would generate more activities, but not limited to sporting events. He will also introduce musical bands and other performing arts that every youth of Makati would want to take part in.
Why oppose Binay?
Aquino was an ally of concurrent Mayor Jejomar Binay for years, so why is he now fighting Binay’s son, Jejomar Jr., for the mayoralty?
He explained that he did not decide to file his candidacy until he was absolutely sure Binay Jr. and concurrent Vice-Mayor Ernesto Mercado were really fighting.
Mayor Binay had promised that his vice-mayor, Mercado, would be his candidate in 2010. Then Binay Jr. became his father’s candidate.
Others who have thrown their hat into the ring in Makati are Erwin Genuino, son of Philippine Amusement and Gaming Corporation Chairman and Chief Executive Officer Efraim Genuino, and businessman Edmundo Tagalog.
Five days before the filing-of-candidacy deadline, Aquino ascertained that the break between the Binays and Mercado was for real. That made him decide to run for mayor.
He has seen that many Makati citizens, the poorer ones living in the “EMBO” areas, which are all in Aquino’s congressional district, as well as the rich in their gated subdivisions feel the need for a change in the city’s leadership.
Aquino said the duel between young Binay and Mercado is driving many people away from the two personalities toward him. Aquino, Binay and Rep. Teddyboy Locsin, also of Makati, were part of the EDSA 1 People Power Revolt.
He added that he would not undo the many good things initiated during Mayor Binay’s 23 years as mayor but that he would make improvements.

AIRLINE tickets and bookings for hotels and resorts in many island destinations in the Philippines were selling like pancakes during the three-day travel tour exposition held in Pasay City during the weekend, a sign of Filipinos’ resilience to the impact of the global financial turmoil.
Jojo Clemente, president of the Travel Tour Expo conducted by the Philippine Travel Agencies Association (PTAA), said there were at least 217 exhibitors who joined the weekend event at the SMX convention center.
He said the event is expected to surpass last year’s revenues that reached P215 million earned by the travel and tour operators.
Clemente said the growing interest of Filipino travelers in island destinations such as Bohol and Caramoan in the Bicol region has attracted investments from hotels and resorts.
The operators of Boracay Regency and Bellevue hotels are currently constructing 300 room and 200 room hotels in Bohol.
Clemente also said the establishment of Panglao airport will attract tourists in Bohol province.
“We are hoping for more developments of island destinations in the country. The provinces of Pangasinan and La Union are very promising in terms of beaches, and these are very accessible by land,” he said.
He said the surge of clients in the three-day expo, held from Feb. 19 to 21, reflected the resilience of the Filipinos from the impact of the global financial turmoil.
Clemente assured that the prices of airline travel, resorts and hotels will remain steady until 2012 because operators are aware that it takes time for the market to bounce back.
“The Philippines remains a beach destination for foreign travelers. We really need to tap as many island destinations as we could to be able to attract more tourists,” he said.
Various airlines, such as flag carrier Philippine Airlines, Cebu Pacific, Seair and Zest Air, have attracted long queues of clients due to their marked-down ticket prices.
Elegant and affordable hotel resorts, such as City Garden and Lotus Garden hotels in Manila and Makati, as well as Darayonan Lodge in Coron, Palawan, have also joined the travel-tour expo with their attractive rates that aim to encourage clients reeling from the scorching heat of the city.
The PTAA is composed of close to 500 travel and tour operators who conduct the travel-tour expo to encourage Filipinos to explore the island destinations and attract foreign travelers as well.
“We are optimistic for the tourism sector this year because the global economy is improving, and we are attracting new tourists from India, the Middle East, mainland China and Australia,” said Clemente.
He said that despite the global meltdown, the Philippines has managed to increase tourist arrivals from 3 million in 2008 to 5 million in 2009. The number is expected to increase this year as more economies are starting to recover from the crisis.
In particular, he said the presence of some 2 million overseas Filipino workers in the Middle East, including 1 million in Saudi Arabia, has helped attract tourists to many of the country’s island destinations.
He said most of the Arab travelers have once hired Filipino nannies and nurses or worked with Filipino engineers and doctors.
“Many of these Arab travelers have been nursed by Filipino nannies and are now professionals who can afford to travel abroad. Where else would they go for a visit than the country of the person who helped nurture them when they were younger?” said Clemente.

According to transmission utility and system operator National Grid Corporation of the
Philippines (NGCP), no Luzon grid customers are expected to experience power interruptions
today as long as all running power plants stay connected and synchronized to the grid. With
662 MW of reserves, the Luzon grid remains stable and under normal status.

The Visayas islands will continue to experience generation deficiency. Geothermal plants,
which comprise around 70% of Visayas grid’s power source, have a total available capacity of 730 MW out of the total rated capacity of 936 MW.
The Luzon grid is already exporting up to 20 MW to augment the available capacity of
Visayas.
In Mindanao, the generation deficiency is now at 358 MW, a marked increase from
yesterday’s deficit of 183 MW.
The said deficiency is caused mainly by the reduced capabilities of hydro-electric plants due to low elevation at water reservoirs. Today, there has been an 80% and 60% reduction in the available capabilities of Agus and Pulangi Plants, respectively. Reduction in the capabilities of Agus and Pulangi Plants yesterday was at 70%.
Agus Plant is now running at 120 MW out of total rated capacity of 727 MW while Pulangi is running at 100 MW out of total rated capacity of 255 MW.
Also contributing to the deficiency in Mindanao is the non-availability of Iligan Diesel Power Plant (35 MW) and the planned outage of Power Barge 117 (50 MW).
The continuing generation deficiency will result in the curtailment of power load transmitted to Mindanao grid users.
Customers are advised to coordinate with distribution utilities or electric cooperatives in their area for information on the schedule and areas to be affected by the power interruptions.
NGCP will continue to monitor power grid conditions. As System Operator, it operates the
power system or grid in accordance with the Philippine Grid Code. It is also the country's only utility responsible for transmitting high-voltage power from generators to distributors. NGCP does not own nor operate and maintain any power generation and distribution facilities.

Philippine National Oil Co. (PNOC) is going back to geothermal power production, earmarking about $60 million for the development of a geothermal project in Camarines Sur.
PNOC said the project, covered by an exploration contract awarded last week by the Department of Energy, has a potential capacity of at least 20 megawatts and is capable of generating 18 gigawatt hours of electricity per year.
PNOC said the project will be connected to the Luzon grid and the power generated will be sold to local electric cooperatives.
Mount Isarog in Camarines is estimated to have the same potential as the Tiwi geothermal field in Albay as both are along the same volcanic chain that runs through the Bicol peninsula and down to Samar, Leyte and the Diwata range in Mindanao.
"I want PNOC to actively participate again in the geothermal business, especially because the Philippines lies in the ‘ring of fire,’ a sweet spot in geothermal energy. It is no wonder that we are No. 2 in the world today. Geothermal energy presently accounts for about 23 percent of the total energy mix in the country. We should continue our proven expertise in this sector of renewable energy," PNOC president and CEO Antonio Cailao said.
"PNOC helped make the country the second largest geothermal producer in the world (after the United States). We will solidify this effort until we become No. 1," he added.
PNOC said that it will start exploration in the third quarter of 2010.
PNOC was the largest producer of geothermal power in the country until it sold its geothermal subsidiary, the then PNOC Energy Development Corp., to a Lopez-led consortium in 2007.
"Renewable energy is the new dot.com of the energy industry not only locally, but globally as well. In fact, PNOC is now the biggest solar energy company in the country. And we inaugurated late last year the first solar campus in the Philippines," Cailao said.
The PNOC Renewables Corp. (PNOC-RC), PNOC’s new and renewable energy subsidiary, will handle the geothermal project.
Geothermal energy contracts were incorporated by the DOE in the contracting round for renewable energy early this year. The DOE’s Renewable Energy Policy Framework aims to develop more than 4,000MW of additional renewable energy capacity, 1,200 MW of which is planned to come from geothermal. - John Poquiz

THE Supreme Court en banc yesterday ordered appointed government officials seeking elective posts in May 10 to resign immediately so as not to have undue advantage over their political rivals.
Voting 10-5, the SC reversed its Dec. 1, 2009 decision that allowed appointive officials – who have filed their certificates of candidacy (COCs) – to remain until President Arroyo terminates their appointments.
In a 44-page resolution penned by Chief Justice Reynato Puno, the SC upheld the constitutionality of several provisions in election laws that deemed appointive officials as automatically resigned once they have filed their COCs.
The Court dismissed the petition filed by election lawyer Romulo Macalintal on behalf of his clients, Environment Undersecretary Eleazar Quinto and Land Management Bureau director Gerino Tolentino, to nullify the "deemed resigned" provisions in several election laws, saying these provisions do not violate the equal protection clause of the Constitution.
Quinto is running for a congressional seat in Pangasinan. Tolentino is seeking a seat in the Quezon City Council.
The high court gave weight to the arguments in the motions for reconsideration filed by the Comelec and the petition-in-intervention filed by Sen. Mar Roxas, former Senate President Franklin Drilon, and congressional candidate Tom Apacible that the issue of whether the "deemed resigned" provisions violate the Constitution has already been ruled upon.
"The probable harm to society in permitting incumbent appointive officials to remain in office, even as they actively pursue elective posts, far outweighs the less likely evil of having arguably protected candidates blocked by the possible inhibitory effect of a potentially overly broad statute," the decision read.
"We cannot allow the tilting of our electoral playing field in their favor," the Court added.
The SC said the assailed original decision failed to consider another threat – the danger of systematic abuse using the "powerful political machine" of the government.
In the Dec. 1, 2009 decision penned by Associate Justice Antonio Eduardo Nachura, the SC struck down for being unconstitutional the assailed election provisions that deemed appointive government official as "ipso facto" (as a result) resigned upon their filing of their certificate of candidacy, for being discriminatory against persons holding appointive positions.
The tribunal further noted that since the Dec. 1, 2009 decision was issued, a number of anomalies have taken place, with a number of Cabinet secretaries and even Comelec officers filing their COCs, even without relinquishing their posts.
Among the Cabinet officials seeking congressional posts are Executive Secretary Eduardo Ermita in Batangas, Justice Secretary Agnes Devanadera in Quezon province, Budget Secretary Rolando Andaya in Camarines Sur, Agriculture Secretary Arthur Yap in Bohol, and Presidential Management Staff chief Hermogenes Esperon in Pangasinan.

LISTED SM Prime Holdings Inc., the largest mall developer and operator in the country, said 2009 profits rose by a tenth as the company opened new shopping centers while expanding existing ones.
In a filing with the local stock exchange, SM Prime said consolidated net income reached P 7 billion from the January to December period last year compared to P6.4 billion in 2008.
Revenues also grew by 15 percent to P20.5 billion in 2009. The results already include the operations of the three SM malls in China, located in the cities of Xiamen and Jinjiang in Southern China, and Chengdu in Central China.
“Due to the continued support and patronage of our customers, SM Prime again met its targets for 2009 despite the challenges brought about by the global recession and a series of natural calamities that affected most of Luzon in the latter part of the year,” SM Prime president Hans Sy said in a statement.
Meanwhile, cash flow, as measured using earnings before interest, taxes, depreciation and amortization or Ebitda, grew 14 percent to P14 billion translating to an Ebitda margin of 68 percent.
SM Prime said the growth last year was driven mainly by its expansion activities from its core mall business. Rental fees, which accounted for 86 percent of total revenues, reached P17.7 billion, or a 15-percent increase year-on-year
For full-year 2009, SM Prime opened SM City Naga in Camarines Sur, SM Center Las Piñas in Metro Manila, and SM City Rosario in Cavite. It also expanded SM City Rosales in Pangasinan, SM City Fairview, and SM North Edsa through its Sky Garden. The Sky Garden further reinforced the dominant position of SM North Edsa as it emerged as the largest mall in the Philippines.
Combined, the new malls and expansions in 2009 added 226,000 square meters (sqm) to the company’s total gross floor area (GFA), bringing it to 4.5 million sqm, for a 5-percent increase.
Operating expenses for full year 2009 increased 19 percent, to P9.7 billion, largely due to expenses related to mall expansion. Income from operations posted a 12-percent growth from P9.6 billion in 2008 to P10.8 billion in 2009.
For 2010, SM Prime plans to open SM City Novaliches in Quezon City; SM City Tarlac; SM Supercenter Masinag in Antipolo City, Rizal; and SM City Calamba and SM Supercenter San Pablo, both of which will be in the province of Laguna. SM Prime is also scheduled to open SM Suzhou in fourth quarter, its fourth mall in China, which is located in the province of Jiangsu. SM Suzhou will have a GFA of approximately 70,000 sqm.
The company has budgeted P12 billion for its capital spending program this year.

Manila -- President Gloria Macapagal-Arroyo's visit in Donsol, Sorsogon yesterday (February 22, 2010) renewed interest in the Bicol region's world-class tourist destinations.
Bicol is part of Tourism Central Philippines super region, one of five growth corridors identified in President Arroyo's super region development strategy that is known for its natural wonders and rich cultural heritage.
The tourism super region accounts for 50 percent of the country's tourism industry.
In 2008, foreign visitors to the country totaled 3.14 million.
Donsol, which transformed itself from a sixth-class municipality in 2006 to a first-class municipality last year, is known worldwide for hosting a pod of 50 whale shark or "butandings" during the peak season of December to May every year.
Whale shark watching and interaction is a major eco-tourism activity here, which is also known as the "Whale Shark Capital of the World."
Sorsogon, with its Donsol attraction, and Camarines Sur, with its wakeboarding center and the Caramoan beach and coves which hosted the US reality TV series "Survivor", are the two Bicol provinces reaping tremendous tourism arrivals and revenues.
Although Cebu topped the list of 14 leading tourist destinations in the Philippines, Camarines Sur posted the highest growth last year. From 2008 to 2009, local and foreign tourists in Camarines Sur grew by a hefty 117.25 percent to 721.024 compared to the previous year. During the same period, Cebu grew by only 1.24 percent to 1.6 million.
Despite the global economic slump, foreign and local tourists reached 5.2 million in the first nine months of 2009 year-on-year or 17 percent higher than the same period during the previous year.
Tourism growth could be traced in part to massive investments made by government in tourism-related infrastructure in the Central Philippines super regions since 2001 when the President assumed office. These included 42 airport projects costing P27.31 billion; 108 ports constructed by the Philippine Ports Authority costing P8.76 billion and 145 municipal ports costing P1.23 billion; 8,783 kilometers of roads and 18,741 meters of bridges costing P54.14 billion; and the P52.44-billion Southrail project.
This year, the Department of Tourism projects foreign tourist arrivals at 3.27 million, generating direct revenues of $3.31 billion and employment of 3.39 million.
As an industry, tourism is expected to generate revenues of $17 billion this year, which is equivalent to 13.6 percent of the national gross domestic product (GDP) or the total sum of goods and services produced in the country.

Camarines Sur (CamSur) emerged as a hotspot for tourists in 2009 — with international water sports events and reality TV shows as its added "experiential" come-ons.
Data from the Department of Tourism (DOT) revealed that total tourist traffic in the top 14 Philippine destinations in 2009 reached 8.9 million, a 14 percent growth from the previous year.
Sizzling CamSur sports
While Cebu may have taken the top spot with 1.61 million tourists, the 117.2 percent increase in CamSur’s tourist traffic — that’s 1.57 million in 2009 compared to 721,024 visitors in 2008 — was simply sensational.
The numbers attested to the success of the region’s staging of international and local events such as the First Aqua Fest Celebrity Challenge, the Ironman 70.3 Triathlon, the International Dragon Boat Competition, and the Bagasbas Summer Surf.
Overall, CamSur’s domestic visitors grew by 140 percent while foreigners went up by 56 percent.
The awesome surge in CamSur’s tourism industry is expected to continue in 2010, as the DOT recently welcomed back the cast and crew of Survivor Israel, the Israeli franchise of the hit American TV reality game show Survivor.
Reality TV fever
The Survivor producers picked CamSur’s Caramoan Island to be the setting of its 40-day reality TV show for the second time.
Caramoan first generated media attention in 2008 with the filming of Survivor France. This was followed by Survivor Bulgaria in the latter part of the same year. Last year, Survivor Israel also filmed there.
“More than the international promotion being generated by the TV show, we see it as the Israelis’ vote of confidence for not only Caramoan Island, but the entire Philippines, as a destination," said DOT Secretary Ace Durano.
For his part, Survivor Israel producer Gregory Bekerman raved about Caramoan’s “wild paradise" charm. “It is virtually untouched and yet it has enough facilities to accommodate the show," he said.
"The Philippine beaches are a refreshing view," added Guy Hameiri , CEO of Survivor Israel’s production outfit Reif Hameiri. “It’s an overwhelming location and I’m sure it will be very tempting for our audience to go see it themselves."
Indeed, DOT has received several bookings through one of the largest tour operators in Israel, Mona Tours. Minerva Bruner, Travel Consultant for the company, was in the country recently to meet with some of the country’s premier hotels.
“We are expecting big tour groups from Tel Aviv through MonaTours. Aside from these, the crew of Survivor Israel is also slated to visit some of our top sites," disclosed Verna Buensuceso, who heads DOT’s Team Europe.
Added attractions
Caramoan is fast gaining popularity for its 45 coves and islets, each with different charms. Gota Beach, the jump-off point to other islands and venue of the show’s entire season, is just one of the captivating destinations in Caramoan.
Other islands on the Caramoan Peninsula such as Lahuy, Lahus, Matukad, Hunongan, Cotivas, Pitogo, Sabitang Laya, Tinago, and Tayak have long been favorite haunts of diving, snorkeling, and spelunking aficionados.
Caramoan beaches are famous for their picturesque view of the sunset, long shorelines, powdery white sands, limestone rock formations, crystal clear water, and abundant reefs.
Indeed, CamSur's decision to highlight experiential activities rather than the usual guided tours has worked to its advantage. Its accessibility also contributes to its tourist traffic.
There are regular flights from Manila to Camarines Sur. Planes land in Naga City. Tourists may also take an eight-hour bus ride from Manila to Naga City. From there, they can make arrangements to explore the rest of Camarines Sur. – FVI/YA, GMANews.TV
