garzland September 7th, 2007, 04:10 AM NAGA CITY -- Four consultants from the Czech Republic discussed with local city hall officials various points, issues, and technical matters regarding the proposed solid waste management and waste energy project to be implemented here in partnership with the city government.
In a one-day workshop held at Villa Caceres Hotel here with Naga City Mayor Jesse M. Robredo and his city officials, including city councilors, city environment officers, the city planning officer, city engineer, and representatives of the various sectors, the Czech consultants presented their plans and technical expertise while listening to the inputs contributed by the concerned sectors.
The workshop discussed current situation regarding waste management, including needs and demands versus proposed outcomes included in the project.
It also discussed development of the project for anaerobic digestion of waste using existing composting site for gas production and potential electricity.
Specifically, the Czech Republic will provide technical assistance to the city government in improving its solid waste management which include conversion of waste to energy project and redesigning of modern sanitary landfill.
The workshop also sought to come up with a principal agreement on the way of implementation, local partners and experts to be involved.
The Czech consultants will stay in the city until Sept. 7 when they will conduct ocular inspection of the various projects of the city regarding solid waste management.
Naga City holds the distinction of having put up the first modern Materials Recovery Facility in Bicol, if not Southern Luzon.
The Czech consultants are composed of Jiri Klicpera, Iva Voitona, Jarostav Koubal and Miroslav Maly. They were accompanied here by Lauric Navarro, president of the International Resources Group, Phils, and Jessie Todoc, also of IRG.

And having the airport in Libmanan will be Dato's hallmark project. Politics is the name of the game. I think, however, that Camarines Sur needs a lot of infra--roads, roads, and more roads so the far-flung towns here in Partido District become accessible.

Sana this afternoon kaso di kami pinayagan dito sa Goa na umalis after lunch. Anyway, would anyone know how much is the ticket to the Miss Bicolandia search? I plan to watch on Wednesday (?) to cheer on the Albayanas. And would someone suggest a place where I can stay for the night? The sad thing, however, is that we have work the next day and Goa is an hour-and-a-half drive from the Heart of Bicol.

If it's only for that town and the province, I think it's a better idea to abandon such idea. Kawawa ang ibang parts ng Bicol. IMO, it's better to bring the developments closer to the rest of our region, for goodness sake.
The idea to transfer the international airport was purely politically-motivated. If the transfer's mere reason was its closeness to a volcano, why not close down the airport we now currently have in Legazpi? That is approximately 10 kms south of Mayon whilst the proposed IA is 15 kms.
And why are the politicos there in Naga staying so silent these days? Are they finding more opportunities ahead of them now? They're so noisy about this airport thingy last year when it's proposed location is still Daraga.
I'm not keeping my mouth closed until there's enough reason for me to do so. As of now, I think the transfer is purely illogical. It will only create MORE TENSION BETWEEN TWO PROVINCES.

Well, it is politically motivated since Dato Arroyo is a presidential son... But, I guess looking at the positive side, Camarines Sur needs a better and larger airport and this is the time to have such... Legazpi has already one, it can accomodate large aircraft compared to Naga's airport which is limited only to smaller ones. I guess, to spur much development, it would be good also to build such airport here in Libmanan.
garzland September 7th, 2007, 02:32 PM IMO, if the international airport would be built in Libmanan, if not serving the whole region because of the presence of an airport in Legazpi, it would also do good for the province of Camarines Norte which is far from Albay... That means, Legazpi airport would cater for the provinces of Sorsogon, Catanduanes, Masbate, and some parts of Albay... Libmanan airport would cater for the provinces of Cam. Sur, Cam. Norte, and some parts of Albay.... I guess, in that sense, 50-50

I've also heard of this news. It's okay for me to have it both in daraga and libmanan. Why would the government waste the oppurtunity. The said airport that is planned in libamanan won't cost much our government according to bicol mail and tv patrol bicol. Besides it, the airport will also benefit cam norte especially the island in cam norte that is now being planned by an american firm to be transformed into a world class tourist destination.

btw, i've heard just this afternoon from the tv patrol bicol that gov. l-ray is planning to have a UP campus in pili, cam sur. It's just so unfortunate that the mayor of pili is not that supportive to the governor's project. I hope the project would still push through. If that happens, pili's UP would have a magnet of students being a government institution while naga will be the magnet of students entering its 3 private universities

as a nagueno, ill be happy if it will be put in daraga, (i thnk its more strategic)..but i would be happier if it will be in libmanan since libmanan is closer to naga than daraga..therefore it will be an advantage for us naguenos...and as what i have read frm the previous posts, putting the airport in libmanan will lessen the expenses of the govt for the proj...w/c will give the govt more money to fund other development projs in the region...d happy gbos...:):).

The City of Naga (Bikol: Ciudad nin Naga; Filipino: Lungsod ng Naga) is a first class city of the Philippines. Located in the Bicol Region, a peninsula on the southeastern tip of the island of Luzon, it is 377 kilometers southeast of Manila, the nation's capital, and about 380 kilometers northeast of Cebu City in the Southern Philippines.
With a relatively smaller land area compared to other cities in Bicol which accounts for its being the most densely populated city in the region, Naga City is locally known as the "Heart of Bicol". It is the religious and cultural center of the Bicol region. Residents of Naga City are called Nagueños.
Naga City is at the core of Metro Naga, an unofficial designation given to 14 rural municipalities and Naga City, administered by the Metro Naga Development Council. The MNDC covers the entire 2nd district of the province of Camarines Sur, and part of its 1st, 3rd and 4th districts.

Naga City is the center of education in Bicol due to the presence of numerous institutions of higher learning, including three universities: Jesuit-run Ateneo de Naga University; non-sectarian University of Nueva Caceres, the biggest university in Bicol region in terms of enrolment; and Universidad de Santa Isabel operated by the religious order of Daughters of Charity sisters and also the oldest normal school for girls in the Far East.
A fourth university in the making in Naga City is Naga College Foundation, the region's leading school in Criminology. The Philippine Women's University also has its Career Development and Continuing Education Center in the city, while the University of the Philippines Open University caters to distant-education students.
The biggest secondary school in the region is also located in the city. Government-run Camarines Sur National High School has always registered over 10,000 enrollees every school year.
The oldest specialized live-in Christian higher educational institute for clergy in the country is also found in Naga City. Established in the early part of the 18th century, Holy Rosary Seminary (Seminario del Santissimo Rosario), a Roman Catholic seminary run by the Archdiocese of Caceres, has produced 22 bishops, including the first Filipino bishop, Jorge Barlin, and the first Filipino Cardinal to work in the Roman Curia, Jose Cardinal Sanchez. It has richly contributed as well to the national heritage through Jose Ma. Panganiban and Tomas Arejola and 7 of the 15 Bikol Martyrs. On January 29, 1988, the National Historical Institute declared the Holy Rosary Seminary as a National Historical Landmark.
One of the leading maritime schools in the country, Mariners Polytechnic Colleges Foundation, has two campuses in Metro Naga, one along Panganiban Drive and another in Canaman, a suburban town.
The biggest group of Montessori schools in the Bicol region is also based in Naga City. Arborvitae Plaines Montessori, Inc., a Montessori school with eleven branches spread all over Camarines Sur, Bacolod, and Masbate, offers elementary and secondary education according to the Montessori method.
All existing schools in the city, including those already named above, offer computer courses. Specialized computer schools have also mushroomed in the city due to popularity of computer courses, both degree and short-term. AMA, which has two branches in the city, (www.amaes.edu.ph) and STI College are among the more competitive and well-known computer school chains in the country that have established campuses in the city. Other specialized computer schools include Worldtech Resources Institute (WRI), Philippine Computer Foundation College (PCFC) and CCDI.

Naga City is easily accessible by air and land transport. The city is served by Pili Domestic Airport which is located in the provincial capital of Pili. Flights from Manila Domestic Airport to Pili takes approximately 35-40 minutes. Air Philippines flies directly from MDA seven times a week. It can also be easily accessed by flying Cebu Pacific via Legazpi, a neighboring city that is just around an hour and a half drive to Naga City. By land, the city is a 7 to 8-hour ride from Manila via Andaya Highway or 10 hours via the Maharlika Highway. It is approximately 22 hours from Cebu with ferry transfers in Sorsogon, the southernmost province of Bicol. Daily rail services to and from Manila were provided by the Philippine National Railways but these were discontinued due to systems upgrading.
Naga is well served by several telephone and mobile phone companies present in the city. Bayantel and Digitel are the main telephone operators in the city. Other companies which compete keenly for the city's telecommunications market have also put up calling stations scattered all over the city. These are PLDT, PT&T, among others. Major mobile phone operators Globe, Smart, and Sun Cellular enjoy wide patronage.
ABS-CBN Broadcasting Corporation had expanded its network in Bicol by putting up ABS-CBN Naga. Local shows such as TV Patrol Bicol and Bicol Espesyal are aired in the whole region via ABS-CBN Regional Network Group which is stationed in the city. ABC5 also airs shows in the city through its affiliate station People's Broadcasting Network (PBN TV 5 Naga). Global Media Arts Broadcasting Network (GMA Broadcasting Network) has also shown interest in putting up its originating station in the city for its nationwide expansion.
Naga City has the most number of radio stations of any locality in the region, some of which operate 24 hours daily. These include RMN DWNX-FM, a very popular local radio in the FM band heard regionwide and even abroad through its interactive website. Other leading stations include ABS-CBN's My Only Radio 93.5 Naga and GMA's Campus Radio 101.5 Naga. Both stations have 10-kilowatt transmitters capable of regionwide broadcast.
The city is host to two local cable TV companies. These are Naga Cable TV and Caceres Cable TV serving almost the whole of the region. SkyCable is also available.

Naga City has more than 50 bank branches. The city hosts the regional offices of Philippine National Bank (PNB), Metropolitan Bank and Trust Company (Metrobank), Rizal Commercial Banking Corporation (RCBC), Allied Banking Corporation, and Philippine Postal Savings Bank. A number of banks have several branches in the city, like Metrobank, RCBC, Equitable PCI Bank, Bank of the Philippine Islands, and Banco de Oro Universal Bank (BDO UniBank). A leading thrift bank, RCBC Savings Bank, enjoys wide patronage of both Filipino and Chinese businessmen. Robinsons Bank of the Gokongwei group has also set up its branch in the city. Two of the biggest rural banks in the country, Bank of Makati and the Golden 7 Bank (G7Bank), a consistent Most Outstanding Rural Bank awardee, are also found in the city. Two small albeit very active banks, Asia United Bank and Philippine Farmers Bank, are the two latest banks to open in the city.

Naga City has several commercial business districts (CBD's). It has a lifestyle center, three shopping malls plus a number of strip malls scattered at the heart of CBD-I, popularly known as Centro. Avenue Square along Magsaysay Avenue is Bicol's first and only lifestyle center. It has an ultramodern 800-seat convention center (Avenue Convention Plaza); a resto-music bar which serves as the "bootcamp" of aspiring local artists (Lolo's Music Bar); restaurants (Max's Restaurant, Naga Oriental Wok, Shakey's, Peaberry- with its trendy bar Lune, and Little Asia); a specialty coffee shop (The Coffee Beanery); dermatology clinic (Skin Systems); European salon (David's Salon); signature flip-flops shop (Havaianas); and nationwide franchising drugstore (Mercury Drug), among other well-known stores.
Avenue Plaza Hotel, Bicol's first and only boutique hotel also located along exciting Magsaysay Avenue, is presently undergoing construction and is slated to open for business in late 2007. It will cater to both local and foreign tourists and businessmen.
LCC Central Mall Naga; Robertson Mall; and Nagaland eMall, housing Robinsons Supermarket, are the city's other major shopping malls. Bichara Theater Mall; Emily Arcade; Divisoria Mall; and Paseo de Caceres, which has a Chinese-theme Roman Catholic chapel- Navidad de Naga Chapel - are just some of the city's strip malls.
SM Prime Holdings and Landco Pacific Corp. have both expressed interest in the city's capability of hosting bigger shopping complexes. SM has started to lease its first mall site in Bicol located at Naga's CBD-II while preparing construction plans. On the other hand, Landco is expected to start construction of its Pacific Mall Naga in mid-2007.
A number of restaurants, bars and bistros are found along Magsaysay Avenue, dubbed as Naga City's "Malate District". Chili Peppers, Bob Marlin, Grilling Point, Molino Grill, Juno's, ClubM8, and CocoLeaf are just some of the few exciting joints found there. Aside from these restobars that seem to sprout everywhere in Naga, numerous popular fastfood chain outlets abound like Jollibee, McDonald's, Chowking, Pizza Hut, Max's Restaurant, Greenwich, KFC, and Shakey's, among others.
Naga City offers a wide range of specialty restaurants such as Hokkien (casual Chinese), Makiyaki (Japanese), Peaberry (fine dining), Resto di San Giuseppe (casual yuppie), and Green Earth Cafe (health food). For coffee enthusiasts, coffeeshops have also sprung up in strategic places around the city, the more popular being Mudbugs Coffee & Co., Aljosh Cafe, Starmark Cafe, Beanbag Coffee,The Coffee Beanery, Cafe Frederico, Coco Cafe, Cafe Trevi, and Cafe R.
Naga City has several shops that open 24 hours a day. These nonstop businesses include Cody's and Lucky 9 convenience stores, Nalds and Biggs restaurants, Mercury and New South drugstores.
Naga's investor-friendly economy has encouraged growth and development of homegrown business chains like New South Star Drugstore, Graceland Foods Industries and Bigg's which are successfully competing nationwide with industry leaders Mercury Drug, Goldilock's and Jollibee, respectively.

More popularly called by locals as “centro”, CBD I is the traditional commercial hub. The Naga River, Hernandez Avenue and Arana Street bound this 30-hectare area.
Being the location of most businesses engaged in services and wholesale and retail trade, CBD-I teems with people-- which swells to as much as 250,000 at daytime-- from the city and its neighboring municipalities. The Naga City Supermarket, the biggest in Southeast Asia when it was built in 1969, is found at the core of this district.

CBD-II, inaugurated in 1996, is designed for medium-end commercial development. It is dubbed as Naga's Transport Exchange.
This 265-hectare land is bounded by the Philippine National Railway (PNR) tracks and runs through Roxas Avenue (Naga Diversion Road). A 27-hectare property, developed by Ruby Shelter and Development Corporation, serves as the core. This is referred to as CBD-II Central. The surrounding area is called CBD-II Peripheral.
The area's development is anchored on transport and cargo terminals which bring in a considerable market. The existing terminals, located within CBD-II Central, are the Naga City Integrated Bus Terminal (with 800 bus trips daily) and 2 privately-owned integrated jeepney terminals servicing two-thirds of all inter-municipality public utility vehicles.
Warehousing, distribution and transport service companies abound within CBD-II Peripheral.
CBD-II is also the location of the 12,000-seat Metro Naga Coliseum, still under construction.It is also the site of the soon-to-be built SM Mall, the country's largest mall chain.
South Riverfront Growth AreaLand Area: 30 hectares
This area is found only a few blocks west of CBD-I. It is geared to accommodate medium- to high-end commercial development.
South Riverfront is composed of the whole of Brgy. Sabang-- except those areas which are socialized housing sites or are otherwise excluded by the Naga City Land Use Plan for commercial or industrial development. Aside from CBD-I, it is bounded by the Naga River and the town of Camaligan.
The development of the area is anchored on Naga City's biggest shopping mall-- LCC Central Mall.
CONCEPCION GROWTH CORRIDOR

This 241-hectare site comprises the area along and immediately contiguous to the Maharlika Highway from Concepcion Pequeña the Del Rosario boundary, leading towards the capital town of Pili, Camarines Sur. It is ideal for for medium- to high-end residential and commercial development.
The corridor has traditionally been a location for beverage bottling plants, warehouses and distribution centers. Many companies have also established regional headquarters within this area. A 96-hectare high-end residential and commercial development along the Almeda Highway will be established.
East Highland Tourism Zone
Land area: 1,026 hectares
Located at the foot of Mt. Isarog, this area is ideal for tourism-related activities and development. It is only a 15 to 20-minute drive away from the city proper.
The East Highland Zone covers barangays Pacol, Carolina, and Panicuason. It is characterized by relatively cooler weather and abundant water resources. Several mountain resorts already operate within the area.
Mt. Isarog boasts of the biggest remaining rain forest in Southern Luzon, several waterfalls, and freshwater and hot springs. It is frequented by adventure sports enthusiasts.
Much of real estate development in the city currently happens within East Highland or in areas leading to the zone. Naga's universities are locating some of their facilities in the area. The Ateneo de Naga University relocated its high school department in 2003.
The Metro Naga Sports Complex, the site of the 1997 and 2002 Palarong Pambansa (national scholastic games) is located in the zone.
Road networks linking the area to the Naga City Agro-Industrial Zone and other towns in Metro Naga have already been completed.

Land area: 309 hectares
This area is envisioned as an agro-industrial hub, capitalizing on Bicol's extensive agricultural resources, the market offered by Naga itself, and the city's character as the regional center of trade and services-- providing access to markets in Metro Naga, Camarines Sur, Bicol and South Luzon.
The Agro-Industrial Zone spans barangays Del Rosario, Cararayan, San Isidro, Pacol and Carolina-- Naga's traditional agricultural areas. It has an area of 309 hectares. It will be the site of the 105-hectare Naga Agro-Industrial Ecozone, operated by the Pacol Agro-Industrial Corporation with incentives from the Philippine Economic Zone Authority (PEZA).
smb September 8th, 2007, 12:40 PM I thought it was final that the airport will be transferred to Libmanan. It's still under talks with the government and another country not disclosed.
Chito Monson (I don't know if this is the correct spelling though.), Presidential Assistant on Bicol Affairs, was interviewed today on RMN-Naga about the issue. He said that if the airport is to be constructed in Albay, the Office of the President will shoulder all of the expenses, which will amount to P2M, while if it will be built in Libmanan, an undisclosed country will shoulder much of the expenses that could well exceed P2M. If the airport will be constructed in Libmanan, there will be a BOT Scheme, Build-Operate-Transfer. This is, I think, similar to the scheme used in the construction of the NAIA Terminal 3.
Another thing that was considered by the agency who said that Libmanan is more viable to have an airport than Daraga is because it is far from a volcano. He cited Indonesia that built an airport near an active volcano that spewed ashes, causing damage to the turbines and engines of planes, thus causing much delay to the passengers and the economic activity of the airlines and the airport per sei.
On another note, Monson said that Libmanan has larger spaces for the accommodation of the airport than in Daraga.
I'm confused, construction of an international airport would cost the office of the president P2M?. Is this amount too small for the construction of an airport. By the way, from what I heard from a radio station in Cam.Sur cost for the feasibility study of the airport in Libmanan is free.

FOR two consecutive years now, Naga City and Camarines Sur combined in registering the highest number of tourist arrivals in Bicol for the first six months of the year.
While second placer Legazpi/Albay posted only 94,348 tourists, both domestic and foreign, Naga/Camarines Sur netted 211,180 tourist arrivals during the same period, or a whopping 82.49% hike over last year’s 115,72, also the highest during the same period last year where Legazpi/Albay garnered 81,049.
Legazpi/Albay’s consolation is that it still leads in foreign tourist arrivals, though by narrow margin, with 20,451 over Naga/Camarines Sur’s 19,224 for the period January to June 2007, based on the report prepared by the regional office of the Department of Tourism based in Legazpi City.
Masbate replaced Camarines Norte for third place, the former having posted 50,753 tourists as against the latter’s 36,685. During the same period last year, Camarines Norte was slightly ahead of Masbate, 36,553 versus 35,879. Where Masbate gained a laudable increase of 36%, Camarines Norte lost by 6%.
Also a loser was Sorsogon whose 38,054 tourists registered in the first 6 months of last year shrunk by about 18%, with its 31,190 tourists reported during the same period this year.
In pecuniary terms, Bicol earned approximately P255 million in gross receipts for the first six months of this year. Of the amount, the lion’s share went to Naga/Camarines Sur where approximately P103 million were pumped in from tourist expenses for hotel accommodation, food, souvenir items, and other tourist hospitality services.
The remaining shares were distributed as follows: Legazpi/Albay, P57.5million; Masbate, P40.9million; Sorsogon, P18.8million; Catanduanes, P18.6million; and Camarines Norte, P16.1million.
It is worthy to note that while the island province of Catanduanes produced the lowest number of tourists -- 23,504 -- compared to Camarines Norte’s 36,685, the former churned in higher gross receipts than Camarines Norte by a little more than P2million. This may mean that comparatively, tourists stayed longer and spent more in Catanduanes than when they dropped by and stayed overnight in Camarines Norte.
But Camarines Norte is not about to sulk in a corner for the next two or three years after it was reported that an American company would soon put up a multi-million world-class high-end resort on an island east of Daet.
A report from the Philippine Daily Inquirer last week said that the Philippine representative of American firm, Asia Properties, Inc., had signed an agreement to buy 99.41 hectares of a beachfront property on an island off Camarines Norte.
Still, negotiations are on to acquire and lease the rest of the island where four-, five-, and six-star resorts will mushroom to international high-end standards, virtually making it a haven for the rich and the famous and well-oiled adventurers and sunlovers.
This early, the proposed tourism facility has been dubbed as “Bicolandia’s latest gold mine”. That will give Boracay a run for its money.
Incidentally, this good news fits well with the planned airport of international standard in Libmanan, Camarines Sur through the initiative of CSur First District Congressman Dato Arroyo, the presidential son. Libmanan is a road-friendly short distance away Camarines Norte.
Showing his mettle this early, Dato is hell-bent on pursuing the airport project within his term, apart from irrigation, new road constructions, health services, livelihood and other concerns that lesser mortals can’t easily do with much bravado without power and money. Under a Built-Operate-Transfer scheme, the project will be funded by a private international agency, with the government not parting away a single centavo. Inevitably, this puts into shaky ground the much-vaunted proposed Daraga International Airport in Albay, an initiative of erstwhile Presidential Adviser now Gov. Joey Salceda of Albay, which up to this time is begging the cash-starved national government to release the P2 billion fund required for the ambitious project. Salceda has had enough for the controversial multi-million Pantao International Port but he wants more to prop up his image as a mighty fund-raiser, a financial wizard, a big-time project manager, and a fair-haired boy of the President.
Described as all-weather proof, the port project had been reduced to smithereens when typhoons Milenyo and Reming hit Bicol late last year to test its strength and expose the corruption that attended its construction.

With DILG Secretary Ronaldo Puno’s anointment as concurrent Presidential Adviser on Political Affairs, the grapevine is awash with talks that times are not getting smooth for CSur Rep. Luis R. Villafuerte who chairs Kampi where Puno is the president. Puno and LRV had been at loggerheads over their conflicting choices for the House Speakership between de Venecia and Cebu Rep. Pablo Garcia. With LRV-backed Garcia losing the battle, the CSur solon eventually lost his chance to be the next House Appropriations chair. Worse, he was punished with not having to chair any House committee. With Puno moving closer to the inner circle of power, expect LRV to be shooed further away.

The people of the islands of Ticao and Masbate are more frequent visitors of Sorsogon and Albay rather than of Cam Sur.
Intl Airport in DARAGA:
- Albay and Legazpi City - pop. 1,250,000
- Sorsogon and Sorsogon City - pop. 700,000
- islands of Ticao and Masbate of Masbate Province (thru Pilar port) - pop. 700,000

another: Quezon is not a Bicolano province and Cam Norte is more populated by Tagalogs than Bicolanos. Naga city airport in Pili is less utilized than the one in Legazpi. It's not due to its smaller area or less modernized equipment. It's due to the fact that Naga city is only 8 hours away from Manila. And those people coming from eastern Quezon and Cam Norte would rather ride buses rather than airplanes because they're much closer to Manila than Sorsogon, Masbate, and Catanduanes are. Plus, as asserted in another forum, Albay has more foreign tourists than Cam Sur does. So, why the transfer? If some complain that the proposed airport in Daraga might turn into a white elephant, what more kung sa Libmanan?

I understand. But the proposed IA in Daraga was already planned since 6-7 years ago to stimulate tourism in the area... I think both should be pursued but since POLITICS is such an intervening force, we really can't do anything. In the end, the vision that the politicians here in Albay a decade earlier turned into a waste.

garzland September 12th, 2007, 06:28 AM NAGA CITY -- A deputy director of the Ateneo de Naga University (AdeNU) Social Science Research Center (SSRC) finds the Peñafrancia fiesta rituals male-dominated that he said “legitimize male dominance” of the celebration.
AdeNU-SSRC Deputy Director Jon Michael R. Villaseñor argues in a paper titled “Subordination, Marginalization, and Justification: A Gender Perspective of the Peñafrancia Tradition” that the rituals in the only regional religious fiesta in the country has “resulted in the marginalization of Jesus Christ, the subordination of women and legitimization of male-power in Bikol society.”
Dating back to 1710 the devotion to Nuestra Señora de Peñafrancia (Our Lady of Peñafrancia), the image of which revered as the Ina by its devotees was declared Patroness of Bicol by the Catholic Church in 1895. The Ina was canonically coronated in 1924, second icon to the Lady of Naval (1907) whose image decreed crowned.
The Feast of the Ina, the only regional fiesta celebrated in the Philippines, is in the first year of preparation of its tri-centennial celebrations in 2010.
Villaseñor’s paper that pinpoints the male-dominated rituals in the religious celebration has been presented at the Women Worlds 2005: 9th International Inter-disciplinary Congress on Women in Seoul, South Korea; 5th National Conference of the Women’s Studies Association of the Philippines in Manila; and lecture series in AdeNU.
The paper ogled through gender equality and people-centered development framework to root out the male-dominated character of the Peñafrancia fiesta celebration.
“In the quest for gender quality and people-centered development, it is necessary to dismantle cultural structures that perpetuate gender bias and hinder women’s full participation in the development process,” Villaseñor posits.
He went on to say that one of these structures in Filipino culture is religion, Roman Catholicism in particular, that he said, were indicated in its many teachings, traditions, and rituals that signify and legitimize made dominance in the society.
In his paper, Villaseñor identified two rituals that highlighted male dominance in which voya (men carrying the image of the Ina mounted on palanquin) is practiced through the years during the traslacion and the fluvial processions, relegating the role of women in the sidelines during the celebration of the regional religious fiesta
The traslacion is the procession from the Naga Basilica, the home of the image of the Ina, to Naga Cathedral held every first Friday of September to launch the annual religious activity, while the fluvial procession to culminate the fiesta on the third Saturday of the same months, or nine days from the start of the regional fiesta.
In both processions, only all male delegations are allowed to carry Ina’s palanquin or practice voya in which the author cited the tradition as “a stage for men” to strut their macho values and male power.
“As it is the men taking to the center, the women are relegated to the periphery. The whole event, thus, unfolds as signification and legitimization of man’s power over woman and his preeminent claim to salvation,” Villaseñor explained further.
He defined the “signification and legitimization of man’s power” in the practice of the voya wherein he observed that Ina is reduced to an object of conquest of the men competing to carry and touch the image.
“Touching or getting a piece of the image or the trimmings of the palanquin is the culmination of the conquest: an act of possessing Mary,” Villaseñor asserted.
He added that more than a decade now, the traslacion and fluvial processions have also been militarized in order to hasten the chaotic and violent processions that he said made the religious ritual celebrates the machismo of the military.
Villaseñor noted that the role of the women in the regional fiesta celebration “are in the margins even as it is a woman that is the focus of the whole celebration”.
He interpreted the aurora procession held at dawn under the cover of darkness is illustrative of the invisibility of women in the social life and underlines as well the public and private divide between men and women.
“The participation of women can only be at dawn, prior to the start of their day engaged in domestic chores and, in this particular occasion, preparations for the festivities,” Villaseñor expounded.
He reflected on the Peñafrancia celebration as a symbol of norms, values, and preoccupations that prevail in society in which the gender power relations favored the dominance of male over female.
Villaseñor argued that in the practice of the voya, Jesus Christ is even marginalized because he said the celebration defies the tenet of “to Jesus through Mary” for she is not even seen in the light of her role in salvation history.
“There is no mediatory role for Mary, as there is no Jesus to mediate with. Instead, Mary or, more precisely, that piece of her image’s cape is the ticket to joining God (generic meaning),” he argued.
For Villaseñor, Peñafrancia celebration, from a gender perspective, is a culmination of a history of male domination and “blatant signification of the macho values that have pervaded the devotion and the male-biased culture that legitimizes them. (30)

AFAIK, ung proposed BIA sa Daraga is 3.44 Billion pesos. The ones in Bacolod and Iloilo are more than twice than that in Daraga.
It was over and over again said by, no other than, Chito Monson, the Presidential Assistant on Bicol Affairs, that the proposed SLIA in Daraga will not exceed the amount of P2B.

More than one million pilgrims, devotees and tourists flocked to Naga City in Bicol to join the traditional nine-day festivities in honor of Our Lady of Peñafrancia.
The Catholic Bishops Conference of the Philippines (CBCP) said in its website, www.cbcpnews.com, this was a good start for the three-year preparation leading to the 300th anniversary of the devotion.
The Lady of Peñafrancia had been Patroness of Bicol, endearingly addressed by Bicolanos as “ina (mother)."
The festivities began on Friday with the famous Traslacion procession where barefoot men brought images of the Lady of Peñafrancia and the Divino Rostro (Holy Face) from the Basilica through the main streets of the city to the cathedral.
The devotion started three hundred years ago, in 1710, when Fr. Miguel Robles de Covarrubias had an image carved, a chapel built and processions held in honor of the miraculous image of the Virgin of Peñafrancia on account the many favors he received through the help of the Virgin, especially pertaining to his health.
“Since then the devotion has grew and has even reached abroad. Devotees’ accounts of healing and favors received through her intercession were enough reasons for the devotion to spread. Many have come to Naga as curious visitors and left as devotees of the Virgin. In 2010, the devotion will celebrate its 300th year," the CBCP said.
The Archdiocese of Caceres has outlined a three-year preparation for the tercentenary with each year centered on a particular theme and objective.
In the first year this year, the activities will be dedicated to revisiting the history of the devotion in view of a deeper understanding of the same devotion.
From September 2008 to September 2009, devotees will renew the faith through “Ina."
On the third year from September 2009 to September 2010, devotees will envision the future with the intent of sharing the fruits of the devotion to the next generations.
In September 2010, the church in Bicol will celebrate the 300th year of devotion to the blessed mother. - GMANews.TV

Since I haven't celebrated Naga fiesta since '94, I'm considering whether to celebrate it next year bcoz if I'm not mistaken, it will fall on my bday (w/c is Sept 20). My review will last from May to October. Since I'm a huge devotee of Mama Mary (I often pray the novenas), I think I see this as a good omen. I'm really hoping tht I will pass the Board Exam next year. Wth my prospect review center located there in Naga and my birthday, w/c might fall on Peñafrancia fiesta, I really think I should review there. Btw, my bday is the 3rd Saturday of September next year. I really hope I'm right...
I need some comments and suggestions here. some of my classmates are also enticed to review there. Is it practical that I review there? Yun lang po...

I disagree... Naga city's location is something to be envied. Imagine, from all sides, commercialization is taking place bcoz it is surrounded by towns from all directions.

Magsaysay avenue has truly developed for the past years as seen clearly on this map. It is already dense with the establishments. Can't wait for the hi-resolution map of naga. :)

Anyways, I have a question from you guys:
Next year, I'm going to take my CPA Board exam (Oct 2008). One of my prospect review centers is ARTS, which is in Naga. Since I haven't celebrated Naga fiesta since '94, I'm considering whether to celebrate it next year bcoz if I'm not mistaken, it will fall on my bday (w/c is Sept 20). My review will last from May to October. Since I'm a huge devotee of Mama Mary (I often pray the novenas), I think I see this as a good omen. I'm really hoping tht I will pass the Board Exam next year. Wth my prospect review center located there in Naga and my birthday, w/c might fall on Peñafrancia fiesta, I really think I should review there. Btw, my bday is the 3rd Saturday of September next year. I really hope I'm right...
I need some comments and suggestions here. some of my classmates are also enticed to review there. Is it practical that I review there? Yun lang po...

Yeah, but it has advantages like being a city by the sea. It's such a great advantage....A city by the sea has fast pace of development compared to a landlocked city....It's proven all over the world... I just don't know if that applies here in Bicol....

Uhhhm, As far as I can remember in what I've heard in the TV patrol bicol 2 weeks ago is that L-Ray is planning to acquire lands somewhere in Pili(Maybe in Cadlan). But according to that local news it would still undergo negotiations with the affected land owners. Moreover, another problem is that the mayor of Pili is somewhat against L-ray's plans for some reasons I don't remember. (I'm not absolutely sure with this though)...:)

Camarines Sur lies in the middle of the Bicol Peninsula. Surrounded by the provinces of Camarines Norte and Quezon on the northwest, the province of Albay on the southeast, Lagonoy Gulf on the east and Ragay Gulf on the west. The province is 450 kilometers from Manila and approximately the same distance from Cebu in the Visayan Island.
Camarines Sur is the heart of Bicol. Aside from its geographic position, it is considered the unrivaled center of the region in many aspects. Industry-wise, it is the agricultural center producing more than half of Bicol’s food supply. It has extensive plains and irrigated lands that are suitable for growing rice, corn, coconut, abaca and banana.
The province is also the center of religious observances. There are numerous festivals that prove how devoted the people are to their religion. The feast of Our Lady of Peñafrancia, the patron of the Bicolanos, is one of the country’s most important festivals celebrated every month of September in Naga City. The festivity starts with a penitential procession at dawn participated by the barefooted, male devotees of Our Lady and boat races on the river in the morning. At around noon, the Virgin´s image is carried aboard a decorated barge for a fluvial procession. In Iriga City, the famous Tinagba festival is held every February to honor the feast of Our Lady of Lourdes. The townspeople offer their benevolent harvest to the Gods in expressing their thanks. During the festivity, a parade is held featuring the colorful and grandiosely decorated carabao-drawn carts filled with the products harvested from their farms.
Like other provinces, Camarines Sur also has its own pride and joy. The Filipino version of the famous leaning tower in Italy can only be found in the town of Bombon. The world's smallest fish, called the Sinarapan (or Tabios in Bikol), thrives in Lake Buhi near Iriga City. Other attractions in the province include the beaches of Sabang and Gota, and the caves of Adiango and Kulanitan which houses thousands of bats.
There are many possible means of getting to Camarines Sur. By air, Philippine Airlines conduct a daily flight to Naga City with a flying time of 45 minutes. If you choose to travel by land, you may take the bus or train. Bus trips ply through the Quirino highway in an 8-hour ride. The Philippine National Railway operates from Manila to Naga City in a 10-hour trip. And lastly by sea, boats sail offshore to islands and coastal communities. Cargo ships from Cebu sail directly to Pasacao Port and Nato Port in Sagñay Town.

HISTORICAL BACKGROUND
The pre-Hispanic Baao people belongs to two different ethno-linguistic groups, the Agtas and the Indo-Malays. According to oral tradition, the town of Baao , got its name from the local term Ba-oo for freshwater turtles. These reptiles were said to be abundant in the wetland surrounding the pre-Hispanic settlements of neighboring Binanua-anan, Layuan, and Binabaloy and may have used the higher and drier lands as nesting sites. Located on fair-sized bacolods or mounds, these sites are roughly in the shape of turtle carapaces and situated higher than the marshes, swamps, and lakeshores of the southern Bicol River valley. These early Baao settlements may have been generically known in the local dialect as ka-baoo-wan; which in the English language means "turtles haven" or in the present contracted word form, ka-baaw-an or ka-baao-an hence the word Baao.
In the early 16th century, the Spaniards considered the Baao settlement merely as a barrio of the town of Bula . It is only in the later part of the century somewhere in the year 1590 that Baao was separated from Bula as a different parish and administrative territory.
Baao is among the rear places in the Philippines that constantly maintained its deep devotion to its faith that made it a home for famous religious patriarch such as the 1st Filipino Bishop Msgr. Jorge I. Barlin and numerous priests
GEOGRAPHIC LOCATION
The municipality of Baao is within the 4th Congressional District of the Province of Camarines Sur. It is geographically located at coordinates 123 30 longitude and 13 30 latitude.
This town is bounded on the North by the municipalities of Pili and Ocampo, on the South by the municipality of Nabua , on the East by the city of Iriga and on the Northwest by the town of Bula , also of the Province of Camarines Sur
Baao is approximately 480 kms. South of Metro Manila, 30 kms. East of Naga City, a close neighbor of Iriga City about 7.5 kms away, and 70 kms. North of Legazpi City, the regional center of the Bicol provinces.

HISTORY
Spanish Colonization
1591 was the earliest information of settlement in Buhi under the spanish colonization. On this year, Buhi was already existing as an encomienda. The spaniards who equated civilization with urbanization undertook to create colonial ‘pueblos’ following a specific urban plan characterized by demographically compact residential settlements. This system of urban plan was referred to as the “cabecera-vista” complex; its main feature are a church, a school, a marketplace and the municipio (municipal hall). It was along this framework that the town of Buhi was designed and emerged as among the perfect examples of Spanish urban planning. The urban plan in the cabecera followed the typical grid system, which was adopted in the entire spanish empire. Although roads were already in existence in this town which linked it to nearby towns of the district which we call now Rinconada.
Buhi remained isolated from the rest of the Rinconada town, this is due to its abundant natural resources which makes the town self-reliant. However, continuos progress made it impossible for the town not to trade or engage in commerce with its neighbor. The earliest recorded population of Buhi was in 1591, which was estimated at 1,248 persons. These people was situated roughly in the original ten barangays of the town.
Throughout the 17th and 18th century, population increased at about ten percent annually. The 19th century saw the swelling population of the town, which made Buhi the 4th most populous town in 1896 in Camarines Sur. At present, Buhi has a population of 68,720(projected, as of 2000), second only to Nabua in the Rinconada area. These populations is scattered in 38 barangays which now consist the Municipality of Buhi.
American occupation & World War II Period
The advent of American rule in the town saw many changes in the area. Infrastructures were introduced in the economic life of the people. After the last rebels surrendered to the Americans, a garrison was posted to direct the civil administration of Buhi- weaning its autocratic system to one of democratic governance. Feudalism of land tenure was continued by wealthy landlords while Chinaman dominated commerce. Americans appointed chief executives to run the fledgling government of Buhi in succession until the country became a commonwealth in 1935, where the first election of local officials were held. These years became prosperous one for Buhi up until the outbreak of the Pacific War of 1941-45. Although Buhi was spared from the enormous destruction inflicted by the war, the period of rehabilitation was less painful and a quick recovery was attained. Nevertheless, basic amenities of modern life, which other towns were already enjoying even before the outbreak of the war, were still to come later. One of which was electricity, lighted Buhi in 1957 when the Lake Buhi- Barit river Hydroelectric plant became operational. It was located in Sta. Justina, a barangay approximately 7 kilometers from the Poblacion. Its water source is the 1,800 hectares Lake Buhi.
The Philippine Republic
As pledged by the americans, Philippines was granted independence in July 1946 and the following year the first election of the Republic was held. Under the newly installed Republic, Buhi’s first elected mayor was Agustin Villadares, succeeding mayors were Gregorio Penoso , Nazario Equizabal, Francisco Mendizabal, Ramon Constancio, Jaime Claveria, Crispin Mercurio , Jose Meceda, Diones Belza and the incumbent Rey P. Lacoste. Each of the above mentioned executives contributed in the development of Buhi.
GEOGRAPHY
Buhi is situated in the rugged volcanic terrain located at 13.25 and 52.4” North and 123.30 and 49.1” East with Malancao Hill as the point of referece. The laketown is 75 kms. and 53 kms. away northeast of Legaspi City and south on Naga City, respectively. Bounded on the east by Mt. Malinao, Albay, on the west by Mt. Asog and City of Iriga, on the north by Sagnay mountain ranges and on the south by low-lying ranges of Polangui, Albay.
It has a total land area of 22, 855 hectares. One thousand eight hundred (1,800) hectares of which comprise the Lake Buhi. The land area is subdivided in 38 barangays.
Surface Features
Generally comprising of mountains and hilly surfaces. The urban center called poblacion (comprising seven barangays) which is in between Mt. Asog and Mt. Malinao is characterized by flat to gently rolling terrain with elevations ranging from 45m to 55 m above mean seal level. The general topography is reflected by outcropping volcanic tuff and rock formation.
Major Rivers, Lakes & Mountains
Mt. Malinao (5, 538 ft.) and Mt. Asog (4,823 ft.) dominates the town’s surface terrain whose highest elevation is 1, 143 m and 1, 548 m above mean sea level, respectively. Most part of Mt. Malinao are predominantly forest and secondary brush and most of its area and some parts of the poblacion including Lake Buhi was declared as watershed areas and reserved as permanent forest by virtue of Proclamation No. 573 of then President Ferdinand Marcos. The complete jurisdiction, control and regulation over the watershed areas and reservations surrounding its power generating plants was vested to the National Power Corporation by virtue of Executive Order No. 224.
Lake Buhi. The most important water resources of Buhi. The 1,800 hectares productive and scenic lake is the habitat of the smallest fish in the world called “Sinarapan”, scientific name – Mysytycthys Luzonensis Smith. The average depth of the lake is 8 meters.
Lake Buhi gives life and inspiration to the Socio-Economic activities of the people as well as the paramount symbol of the town’s progress, unity and peace.
This is also the main source of water supplying the National Power Corporation Hydro Electric Plant (founded in 1952) which generates an average of 2.8 megawatts and the National Irrigation Administration (NIA) irrigating at least 10, 000 hectares of downstream Rinconada towns and Iriga City.
Tabao River. The main drainage system of Buhi that drains Lake Buhi. Several rivers and other tributaries in the northeastern and northwestern slopes of Mt. Asog and Mt. Malinao, including the Poblacion area recharge Lake Buhi which finally drained by Tabao River. Tabao river’s main course flows from southwesterly direction passing the areas of Iriga City and Nabua before finally discharging into the Baao Lake.
Naporong River. The southern portion of Buhi is being drained by the Naporong River. This river originates form several springs and other tributaries in the western direction cutting across the southern periphery of Buhi and the northern part of the municipality of Libon, Albay before emptying into Lake Bato.

The name Caramoan has been officially adapted since 1619, the year it was founded by a zealous missionary, the venerable Spanish friar Francisco De La Cruz Y Oropesa. This 60-year old priest penetrated the thick virgin forest of the Caramoan Peninsula and found a small settlement in a place called Baluarte. Later on, this settlement was turned over to the administration of the Holy Bishopric in 1696.
The small town of Caramoan was then located at the tip of Caramoan Peninsula, a rugged place of land extending into the waters of the Maqueda Channel on the North and East and Lagonoy Gulf on the South.
It was determined that the first name given to this place was Guta de Leche by the Dutch traders who operated a gold mine in Lahuy Island and frequented the area to trade with the natives, prior to the arrival of the Spaniards. The name was perhaps derived from the milkdrop stalagmites found among the rocks of Guta Port. But upon the arrival of the Spaniards, the place came to be called "Carahan" for the sea turtle, which was at that time to be found in great number along the shores of the Peninsula.
Caramoan is one of the thirty-five municipalities of the Province of Camarines Sur and is situated at the heart of the Caramoan Peninsula at the southernmost tip of Luzon. It occupies the lower eastern portion of the Province of Camarines Sur. It is bounded on the north by the town of Garchitorena and the Pacific Ocean; on the northeast by the island province of Catanduanes; on the south by Lagonoy Gulf; on the east by the Maqueda Channel and on the west by the municipality of Presentacion.
The municipality is situated between east longitude 124o59" and 13o46" north latitude. It covers approximately 27,741 square kilometers with approximately 71 kilometers of irregular coastline surrounded by the vast ocean, bay, seas and swamps. It is approximately 501 kilometers away from Metro Manila; 95 kilometers from the municipality of Pili, where the seat of the provincial government and the Pili Domestic Airport are located; and 110 kilometers away from Naga City, the heart of Bicol.
Composed of 49 barangays, the municipality has a total of 134 sitios.

ritche September 18th, 2007, 02:58 AM Are you kidding? What are the criteria for a hotel to be considered five-star? Is the number of rooms one of them? So Shangrila Cebu is not a five-star hotel? Eh yung Marco Polo?
I guess one of the criteria are the amenities that the hotel has to offer and the ambience. Most five star hotels have gyms and spa, swimming pools, plenty of cafes, different kind of meeting and presentation rooms, large convention centers and other high end amenities.
But I read somewhere that there are this so-called "no frills" five star hotels such as those offered by Microtel which do away with those other amenities.

Well, most of my classmates would prefer Manila (either RESA or CPAR) but some would review in ARTS (there in Naga) and others in Divine here in Legazpi. I'm still taking into consideration my parents' preference, w/c is CPAR in Manila because it is close to my sister's dorm (España, Manila).
I still need to know some things yet. Well, ARTS is located somewhere near Abella St. Are there any close boarding houses/ dormitories/ or apartments nearby? Is it far from temptation? Thanks for the replies...

The construction of the Naga College Foundation (NCF)'s newest building, the Melchor T. Villanueva (MTV) Hall, is expected to be completed this July or August 2007.
Designed by the grand daughter of MTV, Archt. Virna Liza V. Padua, the structure will feature state-of-the art design and facilities, which will be the first in the Bicol region. It will consist of seven floors with twenty classrooms, faculty rooms and student pavilion; and shall house the executive offices, the board room and a rooftop garden at the top floor. The building shall have a basement parking and an elevator. Described as a "naked" building, it will be form-finished, with minimal painting, exposed connections and materials mostly concrete wood and glass. The façade will be cladded with aluminum perforated panels which shall act as sun, rain and noise barrier.
The structure is named after the school founder – Dr. Melchor Trinidad Villanueva. It shall be one of the many buildings that the school shall build to attain its vision of being the center of excellence and leadership providing dynamic, relevant and responsive education for the betterment of the Bicolanos, Filipinos and humanity.

NAGA CITY -- Banker Fidel L. Cu, chairman of the G7 Holdings ..Corporation, has changed the landscape and stirred new trends in commercial development here when he built and opened in 2006 the Avenue Square, a commercial enclave designed as a lifestyle center.
With a 65-room four-star designed hotel and a mix of bars, spas, diners, fitness and wellness center in its 2,000 square meters commercial spaces and 600-person capacity function hall, Cu’s Avenue Square has not only changed the city’s landscape but lifestyle as well.
“Lifestyle center, as used in commercial development in the United States, is a shopping center or mixed-used commercial development that combines the traditional retail functions of a shopping mall but with leisure amenities oriented towards upscale consumers,” as one website literature defines this newest trend in commercial development.
Such commercial enclaves like Eastwood City in Libis, Quezon City and Rockwell Center and Greenbelt in Makati are prominent examples of what lifestyle center is all about; a place where one can enjoy the so-called finer things in life that upscale clients cater.
But in Naga City setting, the lifestyle center Cu built caters to middle class, upper-middle class and well-to-do clients yearning to bring friends, colleagues and associates in a high-end place where they can meet, transact business or just enjoy the amenities.
Leah Andrea S. Soriano, chief executive officer of Lisam Automotive Sales & Services, told the Bicol Mail the Avenue Square has solved one of her usual difficulty of finding cool and neat place to meet and treat managers, supervisors and CEOs whom she deal with in their family enterprise.
Impact
“This is the first lifestyle center in Bicol. Napakalakas ng impact dahil na-build niya ang image ng Naga. It certainly lives up to the standard of a lifestyle center,” Soriano declared.
With their company the Bicol dealer of Nissan and Suzuki cars, she said company executives from other countries confer with her on regular basis and the latest meeting was at Avenue Square and confided she was glad her guests gave compliments to the place.
Soriano, who regularly makes business travel outside the country, enthused that she finds the rooms of The Avenue Plaza Hotel better than several luxury hotels in Hongkong.
“Every room is furnished with plasma television and no doubt the rooms at The Avenue Plaza Hotel are world-class including its three-floor fitness center,” she said and went on to confess that she’s a fitness buff and had actually enrolled there.
Soriano revealed that the Avenue Square has opened up opportunities for them and reinforced their company’s business that had slacken the past years and thankfully regained sales peak because of the lifestyle center.
A and B crowd
She said Cu’s commercial establishment has been instrumental in facilitating car sales because she said the A and B crowd, who are also their target clients, converge here.
Soriano added that Avenue Square has directly improved their promotional pitch with its secure location ideal for car shows, of which the first one was held here last year she said.
Engineer Emeterio Aman, real estate developer in Naga City, commented that the commercial development Cu pioneered has made him rethink and revise some components of the real estate development plan of one of his subdivision projects intended for A and B crowd.
Aman revealed he has dropped the plan of building a two-story building that would provide hotel services in his project Hacienda de Naga because he said Avenue Square already offers that kind of service with its state-of-art hotel facility.
He said: “What I will do now, instead, is build cabanas and fully-furnished hotel-like apartments to cater to clients who prefer not stay in a hotel but rather a place like home where the guests can cook their own organic food”. He added he is likely to develop a market-niche strategy to get a share of A and B crowds’ patronage in this city.
Aman added that the development of amenities in his Hacienda de Naga project he would redesign to complement what the Avenue Square has.
New trend
Aldolfo Olivan, of the Metro Naga Chamber of Commerce and Industry (MNCCI) and the Filipino-Chinese Chamber of Commerce and Industry (FCCCI), acknowledged that Cu’s pioneering initiative has set a new trend in commercial development here.
Olivan said that the Avenue Square has become instrumental in bringing in new experience because of its leisurely ambiance and comforts brought about by the architecture and interior design that sets it apart from other commercial establishments here.
“Magayon baga. (It’s beautiful.),” he exclaimed.
Impressed by the impact of the Avenue Square on the thriving commercial strip of Magsaysay Avenue here that changed the Naga City’s beat after a year operation, Olivan decided to develop his adjacent property following designs of commercial buildings that harmonizes with Cu’s lifestyle center.
But Wilfredo Prilles, chief of Naga City Planning Office, bared that originally, Olivan planned to put up warehouses in the property in front of the Avenue Square but changed plan when advised the establishment of warehouses would destroy the ambience of the whole area and violates city zoning ordinance.
Prilles said they were happy that Olivan heeded their advice and now he aligns with the kind of development Cu introduced in Magsaysay Avenue here.
He said one reason why the Avenue Square thrives is the large segment of city’s middle-class while its poverty incidence is the lowest in Bicol, with only 1 out of every 5 households living below poverty line.
Drawing lessons from recent development initiatives that are changing the lifestyle and landscape of the city, Prilles noted the decisive role of business sector in shaping the socio-economic and socio-cultural scenes here.
He said that the city government has not anticipated the private sector’s track of commercial development in Magsaysay Avenue, far from the city government designated Central Business District II, that is yet to be developed, even though Shoemart plans to put up a mall there.
Mayor Jesse Robredo noted that it cannot be denied that the Avenue Square has perked up the economic activities in the city at the same time that the introduction of lifestyle center experience has made the city more vibrant and tourist-friendly.
In his inaugural policy statement upon assumption to his last term of office, Robredo cited for promotion the Avenue Square development because “it sets new trends in accommodations and other tourism services and facilities that are international standards”.
Cu’s business achievements have earned recognition from the local government unit here when the Sangguniang Panglungsod passed Resolution No. 2007-260 that commended his “exemplary accomplishments and remarkable contribution to the business community that has brought sustainable growth and development of the City of Naga”.
Last year the Metro Naga Chamber of Commerce and Industry also bestowed to this banker and developer the 2006 Halayao (archaic Bicol for merchant) Award as Bicolano Businessman of the Year.
At the helm of the Avenue Square’s operation is Cu’s son Allan, the president of G7 Holdings Corporation, while daughter-in-law Gwen, the managing director of the first lifestyle center here, runs the day-to-day business.

NAGA CITY -- With this city’s vibrant trade and commerce soaring high, the city treasurer’s office here expressed optimism that it will meet its realty tax collection target of P83M set by the Department of Finance’s Bureau of Local Government Finance.
City Treasurer Rodrigo Belleza said that as of August 2007, with still four months to go before the end of the year, the city has already collected the sum of P76M.
Naga, which has the biggest tax collection target for real property taxes among cities in Bicol, has been pursuing its tax collection efficiency to a commendable level even as it keeps to sustain its premium title as the most business-friendly city throughout the country. The title was conferred by the prestigious Philippine Chamber of Commerce and Industry for the past three years, earning for Naga its distinguished honor as a Hall of Famer in the annual search for most business-friendly city in the country.

Capitol Complex, Cadlan, Pili – The Camarines Sur Watersports Complex, better known as CWC, has once again attracted several celebrity guests as well as foreign tourists and out-of-towners during the hectic week of the annual Peñafrancia festivities this September.
Based on records by the Provincial Tourism Office culled from the files of the CWC, the Cabanas, Trailer Homes, Villas, and Mansion Suites, all 90- room capacity was fully booked during the fiesta week earning revenues for the provincial government of Camarines Sur.
Due to its popularity among the showbiz personalities and because of the consistent efforts of Governor LRay Villafuerte to drumbeat the many attractions and potentials of the CWC and other scenic destinations in Camarines Sur, celebrities the likes of comedian-politician Dennis Padilla, MYX VJs Nikki Gil and Geoff Eigenmann, PDA winner Yeng Constantino, actress Jody Santamaria-Lacson, popular loveteam and PBB alumni Gerald Anderson and Kim Chiu, and actor John Pratts, matinee idol Sam Milby and PBB 1 alumna Say Alonzo found time in their hectic schedules to drop by and check out the amenities and taste the pleasures of wakeboarding for some much needed R & R.
As for the foreigners, seven families from the United States of America stayed for a week and enjoyed the facilities of the complex as well as a visitor from Ireland also came, two tourists from Lebanon, one each from Japan and England were all spotted and recorded as having stayed and availed of the world-class facilities that the complex offers its many visitors.

Gerona of Canaman, Camarines Sur for bringing distinct privilege and honor to the province of Camarines Sur by being one of the lecturers at a prestigious world forum held in Madrid, Spain and in Geneva last week.
Gerona who was the lone representative from the Philippines and one of the few from the Asian region had participated in the five-day 2007 Euroseas—European Association for South-East Asian Studies. The gathering had invited over 200 leading lecturers, professors, anthropologists, historians and researchers the world over to converge in Europe to take up striking social and cultural issues affecting current global turmoil and a new world order.
The Sangguniang Panlalawigan had unanimously approved the resolution which Vice Governor Fortuno himself and by Board Member Angel Naval had sponsored on the floor. It said that “that the honorable members of the Sangguniang Panlalawigan of Camarines Sur hereby express their pleasure and honor over the work and efforts of Professor Danilo M. Gerona in representing the Philippines and Camarines Sur at the 2007 Euroseas or the European Association for South-East Asian Studies.”
Gerona, a professor of Ateneo de Naga University and an acknowledged writer and historian in the country, was the sole representative of the Philippines and thus of the Province of Camarines Sur. He discussed at the world forum his well documented research on “Folk memory and colonial discourse: House construction and the rise of Catholic family in the rural Philippines (1600-1850).” This was assigned to him by the 2007 Euroseas.
At the gathering, Gerona was assigned at Panel 21. The highly reputed international research body was composed of at least 43 panels with five up to twelve speakers in each panel to discuss their respective documented studies. Professor Gerona was with nine other members of Panel 21 who are all leading anthropologists and professionals from other countries.
Fortuno said he finds a significant if not crucial relevance of the works of Professor Gerona because history and culture are strikingly interrelated with all our social, political and economic undertakings and upheavals.

garzland September 21st, 2007, 04:10 PM NAGA CITY -- Embarking on a new venture that will further widen this city’s exposure to the world, the Ateneo de Naga University formally sealed a student and faculty exchange program with China, with the arrival here last Monday, Sept. 17, of a Chinese delegation from the Fujian Education Association for International Exchange (a.k.a Fujian).
The team was led by Jiuyuan Zhang, the English speaking secretary-general of the Fujian international exchange program. Accompanied by two more officials, Ms. Li Tiahui, a teacher, and Ms. Ye Tianlan, a TV broadcaster, the guests were warmly welcomed by Ateneo de Naga President Joel Tabora and Naga City Vice-Mayor Gabby Bordado who, along with City Planning Officer Willy Prilles and Naga City Visitors Center head Joe Perez attended the welcome dinner at Coko Café, Ateneo de Naga University campus.
They are expected to meet on Wednesday Naga City Mayor Jesse Robredo who just arrived from his official travel to Manila. Zhang whose party toured Naga City’s popular and other sites is expected to explore other collaborative endeavors between ADNU and Naga City on one hand, and Fujian on the other.
As initially agreed, some 30 to 50 Chinese students from Fujian province will be enrolling at the Ateneo de Naga University next school year.
Meanwhile, a 14-man delegation from De La Salle University-Dasmarinas will be arriving Thursday, Sept. 20, to learn about Naga’s best practices as part of their exposure tour.
The visitors had requested a table discussion with the city mayor and city hall’s department heads concerned on Naga City’s award-winning initiatives on governance, productivity improvement, urban poor affairs, its Reinventing the School Board program, environment protection, and private sector partnership for business development.
On Friday, Sept. 21, city hall will host the arrival of a 300-man Bicol Express Caravan of the Habitat for Humanity Philippines who are in Bicol building and renovating houses.
A dinner will be tendered in their honor at the Naga City Civic Center here.

Are you kidding? What are the criteria for a hotel to be considered five-star? Is the number of rooms one of them? So Shangrila Cebu is not a five-star hotel? Eh yung Marco Polo?
I don't think it's the number of rooms. The Avenue Plaza Hotel is 5-star but it has only 65 rooms, compared to Regent Hotel which has more than that but never came close to Avenue Plaza's standards.

Well, most of my classmates would prefer Manila (either RESA or CPAR) but some would review in ARTS (there in Naga) and others in Divine here in Legazpi. I'm still taking into consideration my parents' preference, w/c is CPAR in Manila because it is close to my sister's dorm (España, Manila).
I still need to know some things yet. Well, ARTS is located somewhere near Abella St. Are there any close boarding houses/ dormitories/ or apartments nearby? Is it far from temptation? Thanks for the replies...
There are a lot of boarding houses along Santa Cruz and Bayawas Streets, just near UNC-second gate. One pedicab-ride lang nasa Arts ka na. Tsaka walang mga bar dun or anything. Puro lang kainan. Malayu-layo ang Magsaysay dun. :D

NAGA CITY -- Banker Fidel L. Cu, chairman of the G7 Holdings ..Corporation, has changed the landscape and stirred new trends in commercial development here when he built and opened in 2006 the Avenue Square, a commercial enclave designed as a lifestyle center.
With a 65-room four-star designed hotel and a mix of bars, spas, diners, fitness and wellness center in its 2,000 square meters commercial spaces and 600-person capacity function hall, Cu’s Avenue Square has not only changed the city’s landscape but lifestyle as well.

“Lifestyle center, as used in commercial development in the United States, is a shopping center or mixed-used commercial development that combines the traditional retail functions of a shopping mall but with leisure amenities oriented towards upscale consumers,” as one website literature defines this newest trend in commercial development.
Such commercial enclaves like Eastwood City in Libis, Quezon City and Rockwell Center and Greenbelt in Makati are prominent examples of what lifestyle center is all about; a place where one can enjoy the so-called finer things in life that upscale clients cater.
But in Naga City setting, the lifestyle center Cu built caters to middle class, upper-middle class and well-to-do clients yearning to bring friends, colleagues and associates in a high-end place where they can meet, transact business or just enjoy the amenities.
Leah Andrea S. Soriano, chief executive officer of Lisam Automotive Sales & Services, told the Bicol Mail the Avenue Square has solved one of her usual difficulty of finding cool and neat place to meet and treat managers, supervisors and CEOs whom she deal with in their family enterprise.

“This is the first lifestyle center in Bicol. Napakalakas ng impact dahil na-build niya ang image ng Naga. It certainly lives up to the standard of a lifestyle center,” Soriano declared.
With their company the Bicol dealer of Nissan and Suzuki cars, she said company executives from other countries confer with her on regular basis and the latest meeting was at Avenue Square and confided she was glad her guests gave compliments to the place.
Soriano, who regularly makes business travel outside the country, enthused that she finds the rooms of The Avenue Plaza Hotel better than several luxury hotels in Hongkong.

“Every room is furnished with plasma television and no doubt the rooms at The Avenue Plaza Hotel are world-class including its three-floor fitness center,” she said and went on to confess that she’s a fitness buff and had actually enrolled there.
Soriano revealed that the Avenue Square has opened up opportunities for them and reinforced their company’s business that had slacken the past years and thankfully regained sales peak because of the lifestyle center.

Soriano added that Avenue Square has directly improved their promotional pitch with its secure location ideal for car shows, of which the first one was held here last year she said.
Engineer Emeterio Aman, real estate developer in Naga City, commented that the commercial development Cu pioneered has made him rethink and revise some components of the real estate development plan of one of his subdivision projects intended for A and B crowd.
Aman revealed he has dropped the plan of building a two-story building that would provide hotel services in his project Hacienda de Naga because he said Avenue Square already offers that kind of service with its state-of-art hotel facility.
He said: “What I will do now, instead, is build cabanas and fully-furnished hotel-like apartments to cater to clients who prefer not stay in a hotel but rather a place like home where the guests can cook their own organic food”. He added he is likely to develop a market-niche strategy to get a share of A and B crowds’ patronage in this city.
Aman added that the development of amenities in his Hacienda de Naga project he would redesign to complement what the Avenue Square has.
New trend
Aldolfo Olivan, of the Metro Naga Chamber of Commerce and Industry (MNCCI) and the Filipino-Chinese Chamber of Commerce and Industry (FCCCI), acknowledged that Cu’s pioneering initiative has set a new trend in commercial development here.
Olivan said that the Avenue Square has become instrumental in bringing in new experience because of its leisurely ambiance and comforts brought about by the architecture and interior design that sets it apart from other commercial establishments here.
“Magayon baga. (It’s beautiful.),” he exclaimed.
Impressed by the impact of the Avenue Square on the thriving commercial strip of Magsaysay Avenue here that changed the Naga City’s beat after a year operation, Olivan decided to develop his adjacent property following designs of commercial buildings that harmonizes with Cu’s lifestyle center.
But Wilfredo Prilles, chief of Naga City Planning Office, bared that originally, Olivan planned to put up warehouses in the property in front of the Avenue Square but changed plan when advised the establishment of warehouses would destroy the ambience of the whole area and violates city zoning ordinance.
Prilles said they were happy that Olivan heeded their advice and now he aligns with the kind of development Cu introduced in Magsaysay Avenue here.
He said one reason why the Avenue Square thrives is the large segment of city’s middle-class while its poverty incidence is the lowest in Bicol, with only 1 out of every 5 households living below poverty line.

Drawing lessons from recent development initiatives that are changing the lifestyle and landscape of the city, Prilles noted the decisive role of business sector in shaping the socio-economic and socio-cultural scenes here.
He said that the city government has not anticipated the private sector’s track of commercial development in Magsaysay Avenue, far from the city government designated Central Business District II, that is yet to be developed, even though Shoemart plans to put up a mall there.
Mayor Jesse Robredo noted that it cannot be denied that the Avenue Square has perked up the economic activities in the city at the same time that the introduction of lifestyle center experience has made the city more vibrant and tourist-friendly.
In his inaugural policy statement upon assumption to his last term of office, Robredo cited for promotion the Avenue Square development because “it sets new trends in accommodations and other tourism services and facilities that are international standards”.
Cu’s business achievements have earned recognition from the local government unit here when the Sangguniang Panglungsod passed Resolution No. 2007-260 that commended his “exemplary accomplishments and remarkable contribution to the business community that has brought sustainable growth and development of the City of Naga”.
Last year the Metro Naga Chamber of Commerce and Industry also bestowed to this banker and developer the 2006 Halayao (archaic Bicol for merchant) Award as Bicolano Businessman of the Year.
At the helm of the Avenue Square’s operation is Cu’s son Allan, the president of G7 Holdings Corporation, while daughter-in-law Gwen, the managing director of the first lifestyle center here, runs the day-to-day business.

NAGA CITY -- With this city’s vibrant trade and commerce soaring high, the city treasurer’s office here expressed optimism that it will meet its realty tax collection target of P83M set by the Department of Finance’s Bureau of Local Government Finance.
City Treasurer Rodrigo Belleza said that as of August 2007, with still four months to go before the end of the year, the city has already collected the sum of P76M.
Naga, which has the biggest tax collection target for real property taxes among cities in Bicol, has been pursuing its tax collection efficiency to a commendable level even as it keeps to sustain its premium title as the most business-friendly city throughout the country. The title was conferred by the prestigious Philippine Chamber of Commerce and Industry for the past three years, earning for Naga its distinguished honor as a Hall of Famer in the annual search for most business-friendly city in the country.
I think the city can even surpass the target because of pouring-in of investments, especially in the commercial and real estate sector. Go Naga! :D

NAGA CITY, Philippines--In the first six months this year, the number of tourists who came to visit Bicol rose by 37 percent compared to last year's record in the same period, according to latest statistics from the Department of Tourism (DoT) regional office.
Translated into earnings, these tourists in the period from January to June turned over P255 million in gross receipts.
Camarines Sur, including the chartered Naga City, got the biggest share of the pie with P103 million from a total of 211,180 tourists who visited the province.
The DoT's statistics showed a consistent increase in foreign tourists visiting Camarines Sur since the full operation of the Camsur Watersports Complex (CWC) in 2005.
This year, from January to June, the number of foreign tourists dramatically increased to 19,224 from 9,969 during the same period last year.
Albay province, formerly the top gross earner, only contributed 16-percent growth from last year's record of 81,049 to 94,348 tourist arrivals this year for the same period.
But Albay surpassed by 1,227 individuals the record of Camarines Sur's foreign arrivals of 20,451 individuals during the same period.
Catanduanes made a remarkable improvement in tourist arrivals, posting a 61.5-percent increase with 23,504 tourists paying a visit.
The DoT attributed the increase to the growing popularity of Catanduanes' fine beaches and surfing spots, which were made accessible with the introduction of airconditioned modern ferry services that link the province to mainland Bicol through the Albay-Catanduanes route.
Masbate also did well, with 50,753 tourists visiting the province in the first half of the year compared to 37,319 tourists recorded during the same period last year.
But the provinces of Sorsogon and Camarines Norte were the losers in terms of number of tourist arrivals. Sorsogon suffered an 18 percent decline in tourist arrivals compared to last year's record of 38,054 tourists who visited the province to the present record of 31,190 tourists.
The DoT report showed a decline in arrivals for Sorsogon despite its world-renowned whale sharks in the towns of Pilar and Donsol.
The province was hounded by red tide, eruptions and the volatile peace and order situation due to the armed conflict between the government and communist rebels--and reports on extra-judicial killings.
Meanwhile, Camarines Norte's tourist arrivals declined by 6 percent, from 39,085 in 2006 to 38,695 tourists in the first six-month period of this year.

In case the International airport pushes through in libmanan, the airport in Pili would be closed according to someone interviewed in the TVpatrol bicol three weeks ago because camarines sur, according to him, can't have two airports at the same time.
If this happens, I think the airplane in their seal would not make sense anymore. I think when that time comes, the town should have replaced their seal. Aside from that, the town's seal doesn't look good to me.

The construction of the Naga College Foundation (NCF)'s newest building, the Melchor T. Villanueva (MTV) Hall, is expected to be completed this July or August 2007.
Designed by the grand daughter of MTV, Archt. Virna Liza V. Padua, the structure will feature state-of-the art design and facilities, which will be the first in the Bicol region. It will consist of seven floors with twenty classrooms, faculty rooms and student pavilion; and shall house the executive offices, the board room and a rooftop garden at the top floor. The building shall have a basement parking and an elevator. Described as a "naked" building, it will be form-finished, with minimal painting, exposed connections and materials mostly concrete wood and glass. The façade will be cladded with aluminum perforated panels which shall act as sun, rain and noise barrier.
The structure is named after the school founder – Dr. Melchor Trinidad Villanueva. It shall be one of the many buildings that the school shall build to attain its vision of being the center of excellence and leadership providing dynamic, relevant and responsive education for the betterment of the Bicolanos, Filipinos and humanity.

The report said that for the past few days, prices of tilapia in local markets were being sold for P20 to P30 a kilo. Tilapia was sold at P50 to P60 a kilo before the incident.
On the other hand, authorities clashed on the cause of the fish kill, with the Bureau of Fisheries and Aquatic Resources (BFAR) saying it may have come from sulfur dioxide from Iriga City.
BFAR claimed the rains brought by the southwest monsoon in past weeks might have loosened the sulfur dioxide from nearby volcanoes.
However, the Philippine Institute of Volcanology and Seismology (Phivolcs) said this was impossible.

Legazpi airport will be closed for sure after the airport in daraga is built. In the other hand, naga airport's fate is still unknown since the airport nor the Pili LGU haven't received any formal report from the libmanan LGU that the proposed airport in libmanan would push through. But the man interviewed assured that the naga airport would be closed if in case the news is true.
The seal makes sense to me because I don't like it:lol:

The team, composed of Anton Mari Carreon of Legazpi City, Emmanual Joseph Valdoria of Iriga City, and Reiland Cordial of Naga City, edged out nine other teams including another team from the same school, consisting of Ian Carlo Zuniga and Anthony Prince Merluza of Naga City, and Alec Andrei Carreon of Sorsogon City.
The top winners in the category, plus three other teams in different categories, are going to represent the Philippines in the forthcoming World Robot Olympiad in Taiwan.
Last year, Pisay-Bicol also bagged the top prize at the nationals and was the Philippine representative for the international finals in Nanning City, China!

Jose Robredo of Naga City and Cedric Mari Cornejo of Pili, Camarines Sur, coached by faculty member Richard Manalo from Iriga City, posted a new record for the Spaghetti Bridge Challenge at 2.2 kilograms, erasing the 775grams made by Hillsdale College, San Jose Del Monte City, Bulacan.
Daniel Garbeles of Pili, Camarines Sur and Joel Ross Sarmiento of Sorsogon City, coached by Beberly Madridano of Daraga, Albay, also broke the record for Rocket Propulsion Challenge. The rocket was launched three times, with one of the launches recording eight seconds. The record of 5.2 seconds was posted last year by Laguna Bel-air School.
The same students, plus Joed Prades of Naga City, created a team for the Forensics Challenge, which they also dominated.
The tilt was sponsored by the Philippine Society of Youth Science Clubs.

gurugeri September 24th, 2007, 05:59 AM The Philippine Science High School - Bicol Region Campus joined in the simultaneous Luzon eliminations for the Philippine Society of Youth Science Clubs (PSYSC) Fourth Science Olympiad on Sept. 1 at Ligao National High School, Ligao City (There were four other testing centers on the whole island). Among the participating schools from the entire Luzon, PSHS-BRC's competing team made it to the Top Five, thus qualified to join in the national finals to be held this Saturday, September 29, at the University of the Philippines National Institute of Science and Mathematics Education (NISMED).
The team is composed of three students namely: Geordan Capinpin of Legazpi City; Raizza Baldo of Daraga, Albay; and Jan Karlo de la Cruz of Guinobatan, Albay.
The students are being coached by Physics teacher Fely Buera of Tigaon, Camarines Sur.
The PSHS-BRC has won the National Science Olympiad for two years. In 2005, Janross Michael Rosero of Masbate City, Evan Titus Paul Labrador of Guinobatan, Albay, and Chinkee Paul Lim of Iriga City topped the nationals. Their victory was repeated in 2006 by Elvin John Monroy of Naga City, Jan Reuel Villacrusis of Daet, Camarines Norte, and Mario Nikko Priela of Nabua, Camarines Sur.

The VP of SM and the one who will handle the construction was present in the City Council hall of Naga. They discuss about the construction of SM, further the delay of the said Skycraper is not because of the legality of the Property, but because of the requirements set by the City Hall.
They (SM ) promise to start the construction next year of the first month of 2008.

Mostly males, the voyadores came from various Bicol municipalities to take part in the Peñafrancia Fiesta in fulfillment of their devotion to the Blessed Virgin Mary.
Fireworks erupted after almost three hours, signaling the start of the event. The blasts woke the crowd up, and they broke into applause. Candles lit up, hankies were waved, and shouts of “Viva La Virgen!” reverberated.
The voyadores started rowing the many rowboats, linked by huge ropes, at the end of which was the pagoda, which carried the image of the Nuestra Señora de Peñafrancia or Our Lady of Peñafrancia. “Mother,” or Ina, as the Bicolanos fondly call her.
Those who make the yearly pilgrimage to the Peñafrancia Fiesta (celebrated sometime on the second week of September), the Grand Fluvial Procession is a main event. This water cavalcade sees the Virgin Mary’s icon returned to the Basilica Minore shrine in Bicol, after nine days of masses in the Naga Metropolitan Cathedral. The image is carried by barefooted voyadores across the main thoroughfares of the city from the Basilica Minore to the 400-year old Naga Cathedral in a ceremony known as the Traslacion.
The Penafrancia is a huge tourism pull for Naga, as well as a tradition for Bicolanos to show their undying devotion for the Blessed Virgin. Naga Cathedral parish priest Rev. Msgr. Zosimo Ma. Sañado praised the intense adoration Bicolanos have for the Blessed Virgin. Joe Perez of the Naga City Visitor Center said such devotion was present even during the Japanese occupation of the Philippines.
Though the celebration is in veneration of a holy icon, Sañado pointed out that Bicolanos see how “God is using the image to give divine graces (to the people), like healing, and other miracles.”
“God showers His graces to us via the image, letting people experience divine intervention,” he explained to Philippine News.
The faith has become so strong that, he said, “Wherever there are Bicolanos in the world, there’s a Peñafrancia devotion.” He said he has attended celebrations in Vienna, Austria; Florida and San Francisco. He said fluvial processions were held in Rome over the Tiber River. The Peñafrancia Fiesta website (www.penafrancia.net) also reports of celebrations in non-Catholic countries such as Thailand.
“This is one of the signs of the strengths of our devotion,” Sañado said.
Sañado traced the Penafrancia history to the first parish priest of Naga Cathedral, Fr. Miguel Robles de Covarrubias, who as a sickly seminarian in the University of Santo Tomas was cured by his strong faith in Our Lady of Peñafrancia in Spain.
He vowed to build a church for Her, which originally was to be in Pasig City, but he was called upon by the bishop of Nueva Caceres (Naga City’s name during the Spanish occupation) to serve in Naga Cathedral. During construction, the priest had a statue carved in Her image. It was then that the Ina’s first miracle in Bicol was said to have been witnessed: A dog came back to life after its blood was used to paint the image.
Word of the miraculous image spread throughout Nueva Caceres. Residents requested the bishop to bring the statue to the city so they could visit and pray to her. This led to Ina’s icon being brought to the city via procession, which became the traditional Traslacion. It was agreed then that the image be returned after nine days via boat, the fastest means of transport in those times; this became the Fluvial Procession. Ina’s boat became a pagoda when a rich Chinese merchant offered to build the main boat.
Nearing its 300th anniversary (in 2010), the Peñafrancia Fiesta has also announced preparations for its tri-centennial celebration. Divided into three years, the preparations will have a “revisiting of the history of the devotion (for a) deeper understanding” dedicated from September 2007 to September 2008, the “finding of the significance of the Devotion to Ina in the contemporary life of the devotees” from September 2008 to September 2009, and “looking forward into the future with the intent of sharing the fruits of devotion to the next generations” from September 2009 to September 2010.
The Penafrancia celebration has made way for other activities, not necessarily religious in nature. There is the Civic Parade and the Military Parade, participated in by more than 400 contingents from schools all over Bicolandia. There is also the Miss Bicolandia beauty pageant and the Voyadores Streetdancing Competition. There are concerts and parties galore.
Sañado in fact sees these civic activities as “ways of honoring and praising Ina.”
“If not for the Peñafrancia Fiesta, these schools would not get together,” he said.
In addition, the local church considers the feast as a boon for the local entrepreneurs here. Sidewalks and mall corridors hawk interesting merchandise, from T-shirts to kitchenware.

NAGA CITY -- Citing as reason for the delay of building a Shoemart (SM) branch here, an executive of the biggest mall chain in country revealed early this week they had redesigned the establishment here from a “hypermart” to “full mall”.
Glen Ang, assistant vice president of SM South Region, told the Sangguniang Panglungsod here that the change of design conformed with the city’s role as the center of trade in the province.
Ang explained that the original hypermart designed for Naga branch comprised 10%-20% non-food items and the rest are food items.
But he said upon review it was decided that the hypermart be redesigned “full mall” where the establishment is divided into separate sections that cover food, non-food items, furnitures, accessories, etc.
Ang revealed the Naga SM Mall here which could start construction in 2008 is a two-storey building with a total area of 46,000 square meters or 4.6 hectares.
Detailing further the actual floor area of the Naga SM Mall, he said the first and second floors will have an equal area of 21,000 square meters or 2.1 hectares in each floor.
Ang added they will also construct a separate building at the back of the mall as an 18,000-square meter car park.
He said that the establishment will occupy a total area of 61,000 square meters or 6.1 hectares in a leased lot at the Central Business District II.
Engineer Anthony Paule, chief designer of the SM for 45 years, said it will take 10 months to complete the construction of the building in addition to three months spent for the preparation of documents and permits for its construction.
Paule said the change of design of the SM branch here came after the top management saw the need to provide complete services here like the branches in the cities of Davao, Lucena, Lipa and Batangas.
Without giving specific months of the construction and completion of the Naga SM Mall, Ang cited possible variable delays in the provision of building materials from manufacturers.
“We will be dependent on the availability of construction materials like steel, cement and others, so that if supply problem figures in the fourth quarter of 2008 we will start and complete the construction in the second quarter of 2009,” the SM exec said.
Ang said that like other SM branches in the country, the Naga SM Mall is designed for the B and C crowds or clients who are public commuters that he said comprised 80% of their customers, and added that only an estimated 20% of their customers own vehicles.
He said that SM branches thrive where public utility vehicles converge so that they are willing to spend more if they would be allowed to construct terminal or depot for tricycle, buses and jeepney in the adjoining area at the CBD.
Ang further revealed that the whole establishment would consume 100-200 cubic meters of water in a day to run the air-conditioning unit of the Naga SM Mall.
He explained that they will use three water sources to supply the needs of the mall that included the Metro Naga Water District, deep well and recycled water.
ng said the mall here needs 2,000-3,000 personnel whom they will recruit from localities in Naga City and environs.

NAGA CITY -- A resolution has been filed before the city council here seeking to initiate efforts for the possible merging of this city into one homogenous LGU with its neighboring municipalities of Camaligan and Gainza.
Principal author of the resolution, City Councilor Jose A. Tuason, said a study group is needed to define the resulting economic impact and political consequence on his proposal to merge into one local government unit the two towns with the economically robust City of Naga.
Tuason said the merger would be most advantageous to the two towns, considered as 3rd class and 5th class municipalities, respectively, due to the city’s premier stature as the most economically dynamic urban center in Bicol.
“It is projected that by the coming years, business expansion precipitated by the economic boom in Naga City can no longer be accommodated by reason of scarcity of lands,” Tuason said in his resolution.
Both Camaligan and Gainza which lie on opposite sides of the Bicol River belong to the second district of Camarines Sur where the congressman is Luis R. Villafuerte. The latter is widely known to be a fierce political foe of the Mayor Jesse Robredo-led Naga City government. Camaligan hosts a fishing port and is the traditional sanctuary of fishing vessels while Gainza, considered to be the smallest town in the province, is a remote farming community with no significant trade and commerce to speak of. Most of the residents of both towns normally transact business, shop or seek recreation in Naga.
With its burgeoning trade and commerce, Naga needs a bigger territory for more elbow room to optimize its economic potential, some observers said.
At the same time, such encompassing resource, including better public services and efficient governance, would make a big difference in the living standards of the residents who would be comprised by the merger as proposed, Tuason added.

- The land area would still be the smallest compared to other cities in the region. Next would be Tabaco (117.14km2)
The outdated 2000 census would have been:
137,810(Naga)+8,412(Gainza)+19,188(Camaligan)=165 410
- Its population would be then the highest in the region. Next would be legazpi with 157,010
The population density would be:
165 410/115.69km2=1430/km2
- Slightly lower than its previous record (1631/km2)

I think that proposal would benefit and affect all the three parties. Camaligan and Gainza would have a better management in the city government's hand. However, taxes would then increase in those towns. I'm taking this resolution positively. The 2nd district needs a lot of change. These small towns in the 2nd district have a very low income classification ranging from 4th class to 5th class.
IMO, milaor should also merge with naga. On the other hand, Canaman could merge with the other northern towns of Bombon and Magarao. If that happens, the 2nd district would then have bigger and lesser number of LGU's.:)

Merging smaller towns with cities is really good. It will bring in more progress and development. For example, three towns, Mabolo, Talamban and Pardo merged to form what is now the booming Cebu City :cheers:

I think, the only reason why the city to have a "merge" with (or absorb?)Camaligan and Gainza so the "new Naga" gets its own representative in congress in the future.

I think everything will depend to the Congressman Luis Villafuerte, if he will agrees to merge it with Naga. Even the Plaza Rizal which has been already decided by the Regional Trail Court in favor of Naga City, but has been extended to the Supreme Court, til now there is no decision yet.

I agree. And I think that would be best for the two municipalities. And besides, Camaligan used to be part of Naga. I just don't know with Gainza.
How about a merger with Pili (which is, after all, directly south of Naga)? That way, Naga regains its former status as provincial capital and Pili benefits from (maybe) increased trade.
I think that won't happen. After all, Pili is already vying for cityhood, so why merge with Naga? Right?

If I'm not mistaken, dati nang "full mall" ang design ng SM dito. I've never heard of such thing until I read the news yesterday. Shocked nga ako kasi alam ko talaga na SM City Naga dito, not Supercenter or something. Baka alibi lang yan ng SM.

aries6210 October 1st, 2007, 06:54 AM I don't think so. Constructing a mall takes a lot of planning, designing, securing of building permits, materials, etc. so it will definitely takes a
long time before the actual constructions or physical movement around the place. SM management doesn't make any delay of so. so. and so, it just that they did redesign the mall to make it a full mall. They have reasons stated reasons why it did not pursue the earlier date of construction due to the fact that they found out that Naga city deserved a much better & bigger mall as compared to what their design was before, although what has been publicized as SM CITY NAGA yet their intention then was to construct a hypermart or supercenter (smaller version of SM CITY). Now that they have already redesigned it into a full mall then let us be assured of their promises. Ever since when SM says so, they will surely construct it as soon as everything is complete

No logic whatsoever, right? And besides, if they say that the former plan of SM here is to put a hypermart, which we all know is a smaller version of the "CITY", why is the new GFA of the mall the same as that of the said hypermart? I never saw any difference with the plans for the hypermart and the "city", except for the carpark building to be put at the back of the two-story mall.
