IRIGA PUPILS MAKE WAVES IN DAVAO CHANT CONTEST


Selected Grade III to Grade VI pupils of the Iriga Central School topped both the Luzon and Visayan contenders to finish First Runner-Up to the National Winner for Mindanao, during the 3rd National English Jazz Chant Festival held in Tagum City in Davao del Norte from February 15-17, 2010.
Eladio Nagrampa Jr., the choreographer of the Iriga contingent composed of 15 boys and girls, said that as the National Winner for Luzon, they bested Region 6 which was the National Winner for the Visayas but eventually lost to Region 11 as the National Winner.
319 delegates from 11 Regions gracefully joined the national competition with 12 entries from Elementary level and 7 entries from Secondary level. The participants came from Cauayan City of Isabela, Olongapo City, Calabarzon, Iriga of Bicol, Iloilo City, Cebu City, Tanauan of Leyte, Catadman of Ozamis, Digos City, Sarangani, Surigao Sur, and Carmen of Davao del Norte.
The contest involved the chanting of a common text which the participants interpreted and interspersed with their own imagination of the theme centered on climate change. Jazz chants provide an innovative and exciting way to improve their speaking and listening comprehension skills while reinforcing the language structures of everyday situation. Jazz chanting appeals to students of all ages and work with the large classes as it inspires and delights students when they simulate pair work and role playing activities.
The contest was sponsored by the Department of Education and Convergys as well as some minor supporters. (fpj)

Iriga Best Practices Get Unanimous Nods of 5 Cities

Some of Iriga City’s reform programs won praises in the recently concluded Closing Conference for the Transparent and Accountable Governance (TAG) Program Grant of the Asia Foundation and the British Embassy held at the Dusit Thani Hotel in Makati City. The Iriga team composed of City Treasurer Jean Bongon, City Assessor Gilbert Villar, CPDO Benjie Gonzales, Consultant Gilmer Atian and Tristan Pineda of the Public Information Office presented four of the city’s innovative programs in a mounted exhibit and reported in a manner that surprised everyone in attendance.

Instead of the usual slide or video presentation, the Iriga Team gamely displayed their thespian skills in a collection of skits which represented Iriga before and after the counter-corruption measures were implemented. However, the laughter and applause the team got for their unique presentation was not what eventually earned the delegates praises and respect. It was the soundness of their ideas; its applicability and sustainability that convinced the other cities to adopt Iriga city’s programs for possible replication back home.

At the end of the presentations, open forum and exhaustive delibrations, the six recipients of the TAG program, composed of Tacloban, Santiago, Calapan, Roxas, Sorsogon and Iriga, were asked to identify three cities with the best programs. All the other five cities picked Iriga as their first choice for their People’s Council, increased Revenue Generation, Real Property Taxation reforms, Business Licensing reforms and computerization.

IRIGA PNP IS BEST POLICE STATION ANEW

The Iriga City Police Station has been adjudged again as the Best Police Station of the Year (City Level);
while two of its personnel similarly received separate recognition for their respective achievements.
The award, received by Iriga PNP Chief of Police P/Supt. Reynaldo Periabras from Police
Sr. Supt. Petronio Abdon Retirado, Officer-in-Charge of the Camarines Sur Police Provincial Office (CSPPO),
was given during the 19th PNP Day celebration last February 22, 2010 held at the CSPPO in Naga City.
It particularly recognized the Station’s “outstanding accomplishments in CY 2009
in the various aspects of police work and for its excellent performance in implementing
the PNP programs thereby contributing to the realization of the over-all mission
and objectives of the Philippine National Police.”
Also given awards were SPO2 Annora S. Ortega
who was named the Best HRDD PNCO of the Year; and PO2 Annaliza A. Dancalan,

MANILA, Philippines - Caceres Archbishop Leonardo Legaspi has lung cancer, but in its early stage.

This was confirmed by the office of the Archdiocese in Naga City, Camarines Sur Friday, putting an end to weeks of speculation on the Bicol Church official's state of health.

Fr. Andrew Recepcion, executive secretary of the Tercentennary Committee, made the announcement during the briefing with local media on the celebration of the 300 years of devotion to the lady of Peñafrancia -- Bicol Region's patroness.

Recepcion said the archbishop's ailment was diagnosed as early as September last year, at the height of Peñafrancia festivities, the biggest religious feast in the region. Legaspi reportedly begged off early treatment so as not to disrupt the momentum of the on-going festivities.

It was on the fourth week of January this year when Legaspi disclosed his health condition in a special meeting with the Caceres clergy.

Legaspi later took a flight to Manila for combined and intensive radiation and chemotherapy at the University of Sto. Tomas Hospital.

The archdiocese official is said to be responding positively to medication and is due to fly back to Naga City on March 13.

Adds Recepcion, the archbishop has already completed the second cycle of treatment and is asking the faithful to pray unceasingly for his recovery.

Legaspi, a native of Bulacan, has been the archbishop of Caceres for the past 26 years. He is set to turn 75 this November, which is the mandatory age of retirement for priests in active service.

If the two parties would really not meet half way, what Sitel can do, most likely, is to lure their new hires to work in their other sites. But, if in case, Sitel placed in the contract that the new hires will be indeed working in Naga, they have no choice but to put up a site there, although that will take time.

PNB please think!

MANILA, Feb. 26 (PNA) -- Top officials of six Philippine cities met recently in Manila to review the gains achieved after a two-year implementation of their counter-corruption reforms under a project funded by the British Embassy in Manila.

The cities are Calapan (Mindoro Oriental), Iriga (Camarines Sur), Roxas (Capiz), Santiago (Isabela), Sorsogon (Sorsogon), and Tacloban (Leyte) which were assisted in the implementation by the Asia Foundation.

At the review meeting, the mayors and other officials also identified good practices they can propose to incoming city officials that would attract more investors to their cities.

By applying the recommended reforms, the embassy said Calapan City claimed to have increased its tax collection, with income from real property taxes at a record high.

Santiago City’s constituents are now finding it easier and faster to transact business because of the improved process flow and renovated physical facilities in the city.

Sorsogon’s public market is now the template that many local government units in the Bicol region would imitate because of its efficiency and increasing profitability.

Tacloban’s rationalization of its hiring process led to significant savings for the city government that meant more resources for other services.

British Ambassador Stephen Lillie congratulated the Asia Foundation for effectively implementing the project and the city mayors who took the necessary steps to improve their delivery of services.

Lillie encouraged them to continue finding ways to increase their system’s transparency. He stressed that addressing corruption should be a priority as the May elections draw nearer.

“It’s impossible to overstate the importance of tackling corruption, if the Philippines is to achieve its full potential in terms of economic growth and poverty reduction," he said.

”This is an issue that matters hugely to foreign investors, just as it does to ordinary citizens. So central government will need to continue to keep counter-corruption high on its policy agenda, before and after the elections,” the ambassador continued.

The cities participated in the eight-month Public Service Excellence, Ethics, and Accountability Program (PSEEAP), which promotes transparency in service delivery, strengthens the accountability of local bureaucrats, and encourages customer-oriented culture in the delivery of basic services.

Also at the conference, the League of Cities of the Philippines (LCP) and the Asia Foundation signed a Memorandum of Agreement to provide the LCP Secretariat with technical assistance in organizational development, financial management, program development, and policy advocacy to continue with the gains they achieved. LEGAZPI CITY, Feb. 26 (PNA) - Philippine Drug Enforcement Agency (PDEA) Director General Dionisio Santiago urged all local officials to help fight the proliferation of illegal drugs in Bicol region.

In a forum on Drug Abuse, Prevention and Education Community Enforcement held here Friday, Santiago appealed to barangay officials and city/ municipal anti-drug coordinating councils to strengthen their efforts in order to make the whole Bicol region free from illegal drugs.

"Our concerted effort is very important to realize that Bicol will be freed from illegal drugs,” Santiago said.

According to him, the role of barangay officials in solving illegal drugs is very vital. “They are in the forefront to crack down illegal drugs in their respective localities.

“We need to help each other, PDEA will not stop in its fight to eradicate the menace in our society – which is illegal drugs,” Santiago also said.

The PDEA in Bicol is committed to sustain the intensified campaign against illegal drugs from the regional down to barangay level.

"Unfortunately, several reports reaching our office say that Bicol region is still beset with problems in the use of illegal drugs and the presence of pushers, drug syndicates despite our relentless campaign," Santiago said.

He commended the active participation of local anti-drug councils in Bicol region. “The active involvement of every local anti-drug council is commendable and we truly appreciate their efforts in helping PDEA.”

PDEA is conducting a regional forum among local elected officials, local anti-drug councils and barangay police to strengthen their campaign to prevent the proliferation of illegal drugs throughout the country. (PNA)

LEGAZPI CITY, Feb. 26 (PNA) – The Department of Environment and Natural Resources (DENR) is appealing anew for people support in the protection and preservation of geodetic control points (GCPs) or mojons established in different places in the Bicol region under the Philippine Reference System of 1992 (PRS92).

“PRS92 mojons are very important as these serve as basis in all surveying activities,” DENR Regional Executive Director Joselin Marcus Fragada said.

PRS92 is a homogenous national network of geodetic control points, marked by survey monuments or mojons, that have been established using Global Positioning System (GPS) technology.

Fragada said that under Executive Order No. 321 issued by President Gloria Macapagal-Arroyo, the DENR is mandated to complete the adoption and integration of all surveys into the PRS92 until year 2010.

Fragada said a major part of PRS92 is the establishment of permanent reference points (mojons) nationwide to serve as control points of all survey activities of both the government and private surveyors for the benefit of landowners.

In the regional level, PRS92 is carried out by the DENR Field Network Survey Party (FNSP). This involves two major activities, namely, 1.) densification of PRS92 control points and the recovery of old Bureau of Land Location Monuments (BLLMs) and other old references connected to PRS92; and 2.) data integration which involves encoding of lots surveyed under the cadastral system and other isolated surveys for transformation to PRS92 and integration of other environment and natural resources (ENR) data sets to come up with a standard special reference called control map beneficial to all stakeholders for the country’s development.

Fragada said among other strategies in support to PRS92 is information campaign and Adopt-a-Mojon program.

The Adopt-a-Mojon program aims to enlist the participation of local government units, people's organization, and the general public in the establishment and preservation of PRS92 mojons.

In Bicol, at least 70 LGUs and Barangay Chairmen have each signed a memorandum of agreement with DENR on adopting mojons in their respective area.

Earlier, Fragada directed all DENR provincial and community officers (PENROs and CENROs) to forge agreement not only with LGUs but also with heads of schools, barangay captains and church officials where the mojons are installed.

Last year, 163 PRS92 control points were established, bringing to 855 the total number of mojons put up in Bicol as of now. (PNA)

(arch)bishops are appointed by the pope. in the Church hierarchy, only the pope is elected.

the archbishop's successor is chosen from among the bishops. he could be any of the present 6 bikol bishops, or he could be chosen by Rome from among the 70+ bishops in the philippines. archbishop legaspi, for example, was auxiliary bishop of manila when he was called to succeed the late archbishop teopisto alberto when the latter died in 1983.

archbishop pedro p santos, the first archbishop of caceres, was kapampangan. if i remember it correctly, he was already bishop of caceres when we were elevated into an Archdiocese. before that caceres was only a suffragan of Manila, along with Cebu and Nueva Segovia (Vigan).

an archbishop is not only head of his archdiocese but also of an ecclesiastical province (i.e., the dioceses of the bikol region; the ecclesiastical province of manila, for example, covers not only the dioceses of cubao, paranaque, pasig, novaliches, manila but also antipolo, taytay (palawan).

though archbp legaspi doesnt exercise direct control over daet, libmanan, legaspi, virac, sorsogon & masbate, he has some special authority over them as senior man/ head of the Bikol Church.

afaik it's the archbishop who calls his brother bishops to nominate candidates to the bishopric from among the priests of the diocese. it is he who convenes the meetings to discuss and finalize the initial short list, and it is he who forwards this to Rome, through the papal nuncio.

the papal nuncio (american archbishop edward adams, in our case) gathers further data on the candidates, interviewing both priests and laypeople who know them. (think thick, thick folders!) a terna (list of three) is then submitted to Rome for the pope's final choice.

the pope can, of course, decide to appoint someone who is not among the shortlist. but this rarely happens, if at all.

quite a lengthy process, as you can see.

trivia on the papal nuncio: he is the ambassador of the Holy See (i.e., the Vatican which is it is actually a state, the world's smallest!) to the country. in countries where there is a papal nuncio, i think he automatically becomes the dean of the diplomatic corps, an honorary title giving credit to the fact that the Vatican has the world's longest running, if not the oldest, diplomatic service.

the Jesuit missionary St Francis Xavier, by the way, also served as ambassador of the Portuguese court to the Asian lands he visited. that is why when he paid courtesy visit to China's imperial court, he had a full retinue, complete with rich gifts from the King of Portugal. :)

CLG and DILG Hold Forum
on Replicable Practices in Local Governance

The Center for Local Governance of Ateneo de Naga University, in partnership with the Department of the Interior and Local Government (DILG) conducted the Forum on Replicable Practices in Local Governance at the Bro. Richard Michael Fernando,S.J. Conference Hall, Ateneo de Naga University on 16 February 2010.

The said forum aims to present and discuss the best practices in local governance of the Local Government Units (LGUs) that have earned recognition for their remarkable results and which can be considered for replication. Further, it also intends to assist other LGUs in enhancing their capacities for improved local governance considering the innovative and sustainable programs presented for possible adoption.

The forum was divided into three sessions. The first session was focused on “Irosin Controlled Dumpsite: An Ecological Park” Program which was presented and discussed by Mr. Noel D. Mercado II, Municipal Environment and Natural Resources Officer (MENRO) of the Municipality of Irosin, Sorsogon, next to it was the “APSEMO: A Good Practice on Institutional Capacity Development on Disaster Risk Reduction of Albay” by Mr. Abundio V. Nuñez, Jr., Division Chief of the Plans and Operation Divisions of Albay Provincial Safety Emergency Management Office (APSEMO), and lastly was the session on “The Upland Central Economic Zone of Ligao City” which was presented and discussed by Hon. Mayor Linda Gonzales, the Local Chief Executive of Ligao City.

These replicable practices were recognized by DILG’s Good Practices in Local Governance: Facility for Adaptation and Replication Project (GO-FAR) and one of these three (3) practices was awarded by the Galing Pook Foundation, Inc.
The activity was graced by the presence of Dr. Alfredo C. Fabay, Dean of the Graduate School of the Ateneo de Naga University and by Ms. Fatima Penino, Local Government Operations Officer of Naga City.

The one-day Forum was participated by the City and Municipal Planning and Development Coordinators coming from the different provinces in the Bicol Region namely: Albay, Camarines Sur, Catanduanes, Masbate and Sorsogon.

the archbishop's successor is chosen from among the bishops. he could be any of the present 6 bikol bishops, or he could be chosen by Rome from among the 70+ bishops in the philippines. archbishop legaspi, for example, was auxiliary bishop of manila when he was called to succeed the late archbishop teopisto alberto when the latter died in 1983.

archbishop pedro p santos, the first archbishop of caceres, was kapampangan. if i remember it correctly, he was already bishop of caceres when we were elevated into an Archdiocese. before that caceres was only a suffragan of Manila, along with Cebu and Nueva Segovia (Vigan).

an archbishop is not only head of his archdiocese but also of an ecclesiastical province (i.e., the dioceses of the bikol region; the ecclesiastical province of manila, for example, covers not only the dioceses of cubao, paranaque, pasig, novaliches, manila but also antipolo, taytay (palawan).

though archbp legaspi doesnt exercise direct control over daet, libmanan, legaspi, virac, sorsogon & masbate, he has some special authority over them as senior man/ head of the Bikol Church.

afaik it's the archbishop who calls his brother bishops to nominate candidates to the bishopric from among the priests of the diocese. it is he who convenes the meetings to discuss and finalize the initial short list, and it is he who forwards this to Rome, through the papal nuncio.

the papal nuncio (american archbishop edward adams, in our case) gathers further data on the candidates, interviewing both priests and laypeople who know them. (think thick, thick folders!) a terna (list of three) is then submitted to Rome for the pope's final choice.

the pope can, of course, decide to appoint someone who is not among the shortlist. but this rarely happens, if at all.

quite a lengthy process, as you can see.

trivia on the papal nuncio: he is the ambassador of the Holy See (i.e., the Vatican which is it is actually a state, the world's smallest!) to the country. in countries where there is a papal nuncio, i think he automatically becomes the dean of the diplomatic corps, an honorary title giving credit to the fact that the Vatican has the world's longest running, if not the oldest, diplomatic service.

the Jesuit missionary St Francis Xavier, by the way, also served as ambassador of the Portuguese court to the Asian lands he visited. that is why when he paid courtesy visit to China's imperial court, he had a full retinue, complete with rich gifts from the King of Portugal. :)

NAGA CITY, Feb. 23 - Some 15,400 farmers tilling 5,512 hectares of rice farms in five towns and one city in Camarines Sur stand to suffer P375 million in palay losses due to the limit imposed by the Buhi municipal government in the release of water for irrigation from Lake Buhi.

NIA Bicol Director William P. Ragodon said because of the meddling of the Buhi local government in the release of water from the NIA-owned Lake Buhi Control Structure, the palay crops in the towns of Bato, Nabua, Baao, Bula, Pili and Iriga City may end up damaged due to insufficient water.

Ragodon said the order of Buhi Mayor Rey Lacoste to NIA to stop releasing water from the lake below elevation 82.30 meters prompted the agency to rotate its water delivery to supply the water requirement of the 5,512 hectares of rice lands.

Ragodon, with leaders of irrigators associations, representatives of the Department of Agriculture (DA), Bureau of Fisheries and Aquatic Resources (BFAR), operator of the Barit Hydropower Plant, Buhi local officials and other water users of Lake Buhi, met to come up with measures in preparation for the El Nino phenomenon.

During the meeting, the mayor remained adamant that he will not allow the release of water from the lake below elevation 82.30 meters to safeguard the investment of his constituents who are engaged in tilapia culture inside the numerous fish cages and fish pens in the lake.

Lacoste said NIA has to make do with the lake's water between elevation 82.70 meters and 82.30 meters for its irrigation requirement.

The limit imposed by Lacoste is due to fear that lowering the water level in the lake below 82.30 meters would cause fish kill because the lake is already heavily silted.

On the other hand, NIA is barred from raising the water above elevation 82.70 meters because residents living on the lake shores complain of flooding.

The NIA constructed a control structure in Lake Buhi sometimes in the early 1980's under the Bicol River Basin Development Program to impound its water for irrigation and hydropower generation purposes.

The original design area to be irrigated by the lake's reservoir was over 7,100 hectares when its construction was completed.

Ragodon said he will ask the local government of Buhi to allow NIA to release water from elevation 82 meters instead of 82.30 meters.

"The three centimeters of water would be adequate to supply the needs of the rice lands until the harvest season in late March and early April," Ragodon said.

The NIA executive said should the local government refuse to grant his request, he will elevate the matter to National Water Resources Board (NWRB) to seek official remedy.

"We have priority right over fisheries in the use of the lake water as provided for by Presidential Decree (PD) No. 1067 or the Water Code of the Philippines," he said.

Rule I, Sec. 1 of the implementing rules and regulation (IRR) of PD 1067 enumerates the order of appropriation and utilization of water in the country, thus domestic, municipal, irrigation, power generation, fisheries, livestock raising, industrial, recreational and other purposes.

Ragodon also urged the Buhi local government to regulate fish production in the lake to two crops per year or for a period of nine months only instead of the whole year.

He said the remaining three months, preferably during the summer months of February to April, should be declared as a "closed season," which would allow the environment to process and absorb all organic wastes and for the fish cage operators to repair and clean their pens.

Ragodon added this period when there is low water level would enable NIA to use the lake's water exclusively for irrigation.

This situation will be beneficial to the major users of the lake because NIA would be able to open its gates to a certain height to flush out the very thick silts on the reservoir's bed due to the artificial sedimentation brought about by unconsumed fish feeds and other wastes.

Based on NIA's estimate, siltation in the lake is already over three meters thick as a result of unregulated aquaculture there in the last 20 years. (PNA)

NAGA CITY, Philippines -- The Philippine National Railways (PNR) is providing more trips in its commuter train route for the Alabang-Sucat area on March 1 and for Tutuban-Alabang on April 5, according to a top PNR executive.

PNR general manager Manuel “Ower” Andal told the Philippine Daily Inquirer Saturday that both routes were scheduled to do 36 round-trips a day with a 3-coach, 680-passenger train capacity.

“Like the light railways loop that has just been completed, the expansion of the services of the PNR is part of the legacy of President Macapagal-Arroyo to expand the services of cheaper mass transportation facilities,” Andal said.

He estimated that the additional two routes would be moving some 1.5 million passengers in a month and more than 17 million cumulative passengers in a year.

Andal said that with the additional trips, the volume of passengers would exceed the usual number of riders based on the trains’ capacity by 20 percent.

He said the train as a means of mass transport has become increasingly popular, especially because of the cheap fares subsidized by the government.

The PNR trains have been servicing the southbound route -- from Tayuman to Alabang and Tayuman to San Pedro, Laguna -- and the northbound route, from Alabang to Tayuman and from Calamba to Tayuman.

I think they do.

As tenants, the SM Prime keeps us updated of their marketing promos, activities, future plans, and target clients and costumers.

I've also noticed that people from Rinconada dstrict have higher purchasing power. Most of our clients form Rinconada in Endolab are Tricare members and dependents.

I get paid for their consultations and laboratory exams by Tricare US administered by Wisconsin Physician Insurance Corporation. Even medications are provided for free just like in the US.

This makes their pruchamising power higher.

Kaya lang with that statistics, it there is an SM in Iriga, baka wala nag tao sa SM City Naga:lol::lol::lol::lol:

A decent domestic ariport that could accomodate big planes is enough.

The present CamSur Airport is really- really unacceptable both for safety and the volume of tourists that is coming in.

Even before SM days, it has been noted that Naguenos are very prudent.

Eighty-six volunteers literally bled for a cause during a bloodletting activity organized by Naga City councilor David Casper Nathan Sergio as part of the city's Sandugo Program. Blood donors flocked to the city hall lobby on Feb. 16 to participate in the activity.

Sergio was appointed by Mayor Jesse M. Robredo last year as the director of the new blood program to boost the city's efforts in ensuring ample supply of blood transfusions as mandated by the World Health Organization (WHO) and the Department of Health (DOH).

The Sangguniang Panlungsod also enacted city ordinance 2009-002, establishing the Sandugo Program as the local mechanism of RA 7719 or the National Blood Services Act of 1994. For compliance, Naga has to come up with blood transfusion reserves amounting to one percent of the total population, or some 1,605 units. Another new feature introduced during the latest bloodletting activity was the use of a blood-typing system to create a community-level database for all blood donors and potential beneficiaries. Sergio explains that blood-typing allows the city government to quickly identify the blood type of citizens in the different barangays, improving the efficiency of blood distribution.

"By encouraging volunteer blood donors to regularly join our bloodletting activities, we can instill a sense of civic pride and responsibility in them. Significantly highlighting the 62nd Founding anniversary of the university dubbed as the "Home of Bicol Achievers", was this year's service and loyalty awardees who have spent more than three decades of their life teaching and sharing their precious time and invaluable contributions to the university.

Leading the list of awardees is Mrs. Regina Gonzalez, Alumni Director and UNEP Publication Moderator. She has spent 35 years of dedicated service to the university, molding and training her proteges, most of them journalism students participating in academic quest. "I have virtuously committed myself in serving this university and had in fact, molded our students into becoming champions in national literary competitions. I have religiously nurtured their ground to excel in academic battles - of which I am most proud of."

Gonzales tearfully recounted her experiences with the university, especially with UNEP's matriarch, Dr. Remedios Rigoroso-Alfelor, who until now still serves as the university's great pillar and source of inspiration. Gonzales also thanked the Alfelor Family for the trust that they have given her. "My fruitful years inside the university could have not materialized, without the loving support and encouragement from the Alfelors, most specially from our dear Wawa."

Mrs. Celeste P. Belgado, UNEP HRD Officer and in-charge of the momentous event and also an awardee during her time, said that this noteworthy occasion is one of the affairs that everyone looked forward to with great anticipation. "The recognition of our employees' great dedication and loyalty to the university is a memorable episode for all of us. It serves as a reminder that all the seeds that we have sown, have grown and flourished on fertile grounds."

Other awardees were Dean Alfredo Cabral, College of Law Professor; Erlinda Borromeo, elementary teacher; Edna Ibarrientos, LIASON Officer; and Nelia Labrador, Payroll Master. They had been with the university for the past 30 years.

Twenty five (25) years of teaching the university have also given great pride to Dean Mariano Baranda of the College of Law, Mr. Luisito Taduran, PE Department Head, Ms. Nena Salaber, Elementary Library-in-charge and Ms. Jocelyn Bernales. Thirty-one others were also conferred with the same distinction for serving the university for the past 20, 15, 10 and 5 years.

UNEP Executive Vice President and concurrent VP For Finance, Ms. Deli Alfelor-Tibi thanked the awardees for their loyalty and continued service to the university. "I raise my hats to all our awardees. UNEP will not be where it is now if not because of your selfless service, perseverance and dedication. Your worth is priceless, and the university will forever look up to all of you with pride."

This year's anniversary theme, "The Rebirth: Pushing the limits while invading the Globe", is just a fitting description of where UNEP will still fly its wings to continue its mission and vision of providing quality and excellent education. Bicolano youth cited in DOST-YES Award

Legazpi City (27 February) -- Seven Bicolanos youth who have outstanding achievements in Science and Mathematics were honored as national awardees for the Department of Science and Technology-Youth Excellence in Science (DOST-YES).

DOST Bicol Regional Director Romas B. Briñas said that the awards program is in consonance with the Science Education Institute's (DOST-SEI) thrust to develop Science culture among the citizenry.

We really in dire need of an airport that would cater big aircrafts since our tourism arrivlas growth rate is the highest in the Philippines. What more if we have bigger airport, surely more tourists will flock to CamSur.:banana:

Naga City (18 February 2010) -- The Commission on Biblical Apostolate (ComBibliA) headed by Fr. Jose Roberto Carpio held a Biblical Conference and Workshop at the Holy Rosary Major Seminary on February 6, 2010, attended by 70 lectors and catechists of the 16 parishes of the Archdiocese of Caceres and one religious congregation.

The one-day event started with a Bible Enthronement led by the third year seminarians of the Holy Rosary Major Seminary with Rev. Neil Hugo. It was followed by a short opening program wherein some of the third year theologians rendered a very beautiful song to the delight of the participants.
Sem. Erwin Blasa, the event coordinator welcomed the participants and discussed the ComBibliA in the Archdiocese, its purpose and programs. It was followed by a lively, substantial and informative talk by Fr. Rex Andrew Alarcon on the theme, "The Word of God: the Life and Mission of the Church (An tataramon nin Dios iyo an buhay asin misyon kan simbahan.)

Fr. Rex shared his expertise on the Bible in a very concrete, clear and energetic way so much so that the participants enjoyed listening to him. He emphasized the importance of reading the Bible and understanding it within the context for which it was written. He pointed out some ways on how to live the word of God and how understanding of its contents could be deepened.

He also encouraged the participants to use the bible in educating children using story-telling method which kids would love to listen. He challenged the participants to proclaim the Word of God not only by words but most of all by concrete actions.

A workshop was conducted after the talk with the help of the seminarians. Sem. Erwin Blasa introduced the "There may Be One Bible" (TMOB), a strategic program aimed to help ECBA and PBS realize the vision of a transformed Philippines through God's Word. It was inspired by the 12th Ordinary Assembly of the Synod of Bishops held in Rome on October 5-26, 2008, which had as its theme, The Word of God in the Life and Mission of the Church. Its objective is to provide Bibles at subsidized cost to help facilitate a moral and spiritual transformation throughout the country. It aims to print five million copies of the Bible within a span of five years, making the Sacred Scriptures available to every home for only P50.00.

The maiden issue of COMBIBLIA Newsletter was also distributed to the participants. The event concluded with the closing remarks and final blessing of Fr. Jose Roberto Carpio, head of the ComBibliA.

The event was also cosponsored by the Commission on Evangelization and the Caceres Commission on Communications.

Btw, I have pics yesterday during the field demonstration for the 50th Foundation Celebration of St. Jo. quite busy lng, i'll upload them hopefully mamaya. Among the numerous number of presentations, i only captured the first 5 because we had to leave early. Brings back memories from St. Jo.

Those structures being built at the back of Yellow Cab (Pics posted by Pau) at Dayangdang St., are Chilli Peppers and McDonald's Drive Thru Magsaysay. Confirmed.


Starbucks is the old Coco Leaf, beside Yellow Cab. Confirmed.

SB construction to start anytime, still waiting for the US main go signal- na submit na you blueprint ng plano.

Ang nasa Diverson according to rumors- apparently McDonalds and KFC but hindi pa confirmed still under negotiation.
