Right now, i don't have any specific place we can meet, but lets try again Magsaysay area, saturday or even sunday would be fine. there are choices like Naga Wok, Shakeys, and there is another chinese restaurant next to Max's restaurant.
We can try Mocha Blend or Dennis grill too. Or if you like Haeder Shawarma again.

Any of this place would be fine with me, unless you have any suggestion?

The Geneva-based Center on Housing Rights and Evictions has given its 2007 Housing Rights Violator Awards to Burma, China and Slovakia. The citation is given to governments or public institutions that systematically violate housing rights and fail to abide by international law. Lisa Schlein reports for VOA from Geneva.

By all accounts, the 2008 Summer Olympics in Beijing is expected to be a glittering affair. The structures built for the event are grand and beautiful. But all this comes at a heavy price for more than one-and-one-quarter million residents who have been evicted from their property in the Chinese capital, according to the Center on Housing Rights and Evictions..

The group says mass displacements and evictions implemented in Beijing are a clear case of the illegitimate use of evictions as a tool of development.

Center Deputy Director Jean du Plessis says the government claims it has compensated people who were forced to move. But, he says evidence tells another story.

"What we are having in the Chinese situation is people jumping off bridges, people setting fire to themselves, people taking extraordinary risks in a very repressive society to protest against evictions and resist them," he said. "And, for us that is the big test. Why are people actually taking these risks to resist?"

The Center on Housing Rights and Evictions accuses the military government of Burma of ethnic cleansing of minority groups and social engineering through land confiscation and forced relocation of more than one million people since 1962.

Center Communications Officer Radhika Satkunanathan says many of these people have been displaced several times. She says the Burmese army displaces communities close to harvest time, so they can confiscate their crops.

"Most of these communities live a sort of nomadic life-style because of the Burmese army," she said. "Of course, the Burmese army claims that there are resettlement sites. But, once again, one of the trends that we noticed when doing the research for the report, is that there would be these resettlement sites and the displaced would cultivate, etc. and then during harvest time or close to harvest time, they would be evicted again."

The Center on Housing Rights and Evictions criticizes Slovakia for persistently discriminating against its Roma population that frequently faces segregation and forced eviction by local authorities.

More than 120,000 Roma in Slovakia reside in slums, lacking access to basic services such as water and electricity. The center says it is entirely unacceptable for a member of the European Union to allow this situation to continue.

On a more positive note, the Center on Housing Rights and Evictions has presented its Housing Rights Protector Award to the Mayor of Naga City, Philippines, Jesse Robredo, for assisting more than 6,000 families to obtain legal title to their land.

A housing rights activist from Karachi, Pakistan, Baseer Naveed won the Housing Rights Defender Award for helping to secure the housing rights of the poor in Pakistan.

NAGA CITY – Altar pieces in old silver embossed with intricate designs dominate a small museum in Naga City in Camarines Sur, providing a glimpse of the artistry of church artifacts of the 17th-century Archdiocese of Caceres.

Fabie Arejola, curator of the Museo del Seminario Conciliar de Nueva Caceres, said the “retablo” items reflected the style of that period when priests delivered Masses in Latin, with their backs before churchgoers.

A retablo is “a portable, flat, two-dimensional painted wood or relief panel” behind the altar that depicts saints. It is believed to bring relief to the problems of churchgoers, according to a museum literature.

Its origin is traced to the South American Roman Catholics.

The two retablo pieces on display in the museum are made of old silver sheets embossed with religious symbols and icons instead of painted saints. They came from the towns of Goa and Canaman in Camarines Sur.

The three-piece, five-meter retablo from Canaman has three panels, each embossed with a central religious symbol.

Arejola said the use of the silver in the art work established a Church prescription for materials to be used for altars, Mass and ritual vessels long before marble became popular.

The Goa retablo is a single panel that uses the Franciscan Tau (last letter of the Hebrew alphabet) Cross, a crucifix where the crucified left hand represented Jesus Christ and the right hand, St. Francis of Asisi, the central religious symbol.

Birth of diocese

According to Prof. Danilo Gerona, a Bicol historian, the Franciscans, together with the Augustinians, founded the Catholic communities in the region, which later became parishes.

Because of their pioneering missionary work, Pope Clement VII proclaimed on Aug. 14, 1595, the diocese of Caceres in the Bull of Erection of the See of Caceres, Gerona revealed. It was also in this year that the first cathedral in Naga was constructed.

Headed by a bishop, the diocese once covered the entire Bicol peninsula, the two islands of Catanduanes and Masbate, Ticao and Burias islands, and some of the parishes of Quezon province.

Arejola said the church vessels used in the rituals and Masses were categorized based on prescribed materials: Gold for major vessels, or the ones that directly touch the host and wine; and silver for other vessels.

“So chalices and ciborium, the host container, must be made of gold,” she said as she gave examples of the major vessels.

One interesting piece is a processional banner (guion) inlaid with two angels holding incense burners before a monstrance, a sunburst-shaped vessel with hallowed middle where a host is mounted. The guion is a religious artifact used during procession since the medieval times.

Historical landmark

Arejola said the collection of church artifacts celebrated the declaration of the Holy Rosary Minor Seminary by the National Historical Institute as a national historical landmark.

The seminary, originally named Seminario Conciliar de Nueva Caceres, was founded on March 7, 1793, by Archbishop Antonio Gallego of Manila, then the apostolic administrator of the Diocese of Caceres, according to Gerona.

He said the first schoolhouse was made of wood, bamboo and nipa shingles, but it was razed during an earthquake in 1863.

The reconstructed building, which still stands today, was opened on May 7, 1865, under the administration of the Vincentian priests, with a certain Fr. Idelfonso Moral as rector. A certain Fr. Antonio Santonja supervised its construction.

Gerona said the enrollment fluctuated from 50 to 80 students, of which only 25 percent reached ordination.

Among the prominent students of the seminary were Gen. Simeon Ola, the last Filipino general who surrendered to the Americans, Jose Panganiban and the 13 Bicol martyrs who were executed on Jan. 3, 1897, in Bagumbayan.

Caramoanons appreciative of gov’t tourism thrusts

Except the Airport

CARAMOAN, CAM. SUR – Town officials and residents here are deeply appreciative of the tourism-related projects here of Camarines Sur Gov. L-Ray Villafuerte which include the on-going construction of hotel facilities, concreting of road to Gota Beach and completion of a presidential bridge to the resort area.

Class hotel facilities are now being built at Honongan Beach while dozens of cabanas or cottages for tourists are under construction near Gota Beach.

Only the proposed airport alongside the town poblacion in 103 hectares is being opposed by various sectors of the community including the municipal government.

Vice Mayor Juan A. Cordis, Jr. said the municipal government will have no objection to an airport in Caramoan provided it is located elsewhere in the town not alongside the town poblacion where many residential houses and public and private establishments will be affected. More importantly, the planned airport site is within the 250-hectare area to be irrigated by the Hanopol Dam irrigation project now close to completion and for which the government has already spent more than P100 million, it was pointed out.

Meanwhile, topnotcher Municipal Kagawad Romeo Marto said he conveyed to Governor Villafuerte the sentiments of Caramoanons during the governor’s last helicopter visit to the town last month when they suggested that the airport be relocated near barangay Paniman and the provincial executive said he would study the matter.

The dialogue took place at Gota Beach while he was with fellow town councilors Lydia Obias, Juanita Belleza and Irene Breis.

Kagawad Marto said he was impressed that the governor calmly listened to their concern unlike a representative of the provincial government who appeared arrogant when he conducted a dialogue with residents.

Among those who already registered their objection to the airport if located near the town proper are Bishop Manolo A. de los Santos, D.D., all officers and members of Caramoan District Teachers and Employees Association, Caramoan Parish Pastoral Council and barangay Councils of affected barangays of Binanuahan, Lubas, Cadong, Tawog and Terogo. They are said to have either already passed resolutions or are preparing separate petitions urging that the airport be relocated elsewhere in the town.

Aside from Paniman, other airport sites proposed are at Lahuy Island where airstrip was already built before World War II and at San Vicente facing Catanduanes.

NAGA CITY -– Tourist arrivals in the region are expected to increase by next year with the influx of foreigners disembarking everyday the Clark International Airport in Pampanga and taking the route to Bicol tourist destinations.

This was related by Pampanga-based Angelito Ong, president of a tourism advocacy group called Pampanga Convention and Visitors Bureau during the December 3, 2007 Bicol Regional Tourism Summit at the Avenue Convention Center, Avenue Square, Magsaysay Avenue here.

He said the June 2006-June 2007 period made Clark International Airport to chalk up 1 million tourist arrivals coming from the United States, South Korea, Hong Kong, Macau, Singapore, Kuala Lumpur, and Malaysia. He also said that about 35 percent of these tourists are interested to explore Bicol’s alluring and important tourist sites while tourists making up the 15 percent do not have pre-planned destination in the Philippines.

Among the Bicol attractions and places which foreign visitors wanted to rediscover are the quiet Caramoan white beaches and the CWC in Camarines Sur, the Butanding (whale sharks) in Donsol, Sorsogon, the stunning 2,460-meter high landmark Mayon volcano in Albay, and the province of Masbate (the Cattle Raising Capital of the Philippines) where the famous Rodeo Masbateno is held every year in April and many others.

Ong is right now holding meetings with local tour operators and other tourism stakeholders employing the Bicol Regional Tourism Council (BRTC) to come up with a well-structured system in the handling of visiting foreigners who are coming in the Bicol region from Pampanga.

Asst. Secretary Cynthia Carrion of the Department of Tourism welcomed this development as a very healthy event for the tourism industry in the region even as she lauded the organizers of the summit, which effectively served as facility for the stakeholders working in synergy.

Carrion who tackled “Wellness Tourism: A Billion Dollar Industry” in the summit said the influx of foreigners in Bicol may continue to increase once the planned new flight schedules in Pampanga will materialize.

Ong said these new flight schedules will fire up arrivals of more tourists coming from New Zealand, Thailand and United Arab Emirates.

DOT Regional Director Maria “Nini” Ravanilla underscored the need for BRTC’s tourism summit to be institutionalized to advance the advocacy that is expected to result in multi-faceted eco-tourism development agenda for the region.

Director Ravanilla also encouraged Summit participants coming from Bicol’s 6 provinces and 7 cities to inform her thru formal communications about the problems they are facing in so far as tourism development is concerned so that she can bring the matter to the concerned government authorities.

Among the issues raised and properly discussed during the summit were the bad condition of roads, insurgency problem and the benefits the stakeholders want to avail from the government such as tax incentives/holidays and the DBP financial-enhancement program as they pursued their respective tourism ventures and concerns.

“I look forward to the future when the next President of the Philippines does not come from the Senate but from [the ranks of] mayors or governors,” Nebres said, eliciting cheers from the other guests at Wednesday’s dinner program for “Frontline Leadership,” a book project of the Ateneo School of Government that was backed by the German foundation Konrad Adenauer Stiftung.

“I do hope that a next generation of leaders will emerge and see local leadership as the wave of the future,” he said.

“Frontline Leadership” features the stories of five local chief executives as examples of “how things get done” at the grass roots, away from Manila-centric politics. It offers hope for reform and renewal in Philippine government, not in the lofty national agencies, but in the low-key efforts and rolled-up sleeves of town and city leaders.

Written by several authors, the book recounts the performances of four former local officials -- including an unnamed female governor in the Visayas -- and one incumbent.

Those named are Naga Mayor and Ramon Magsaysay awardee Jesse Robredo, former San Fernando, La Union Mayor Mary Jane Ortega, former Bulacan Gov. Josie de la Cruz, and former Surigao del Norte Gov. Robert Lyndon Barbers.

Each subject has a chapter discussing their rise in politics, their accomplishments and toughest challenges, and even the criticisms leveled at them. Ortega and Barbers, for example, had earned brickbats for their “dynastic” family background, De la Cruz for her perceived penchant for foreign travels, and Robredo for his “stinginess” as a gift-giver at weddings, baptisms, fiestas, etc.

No halos

The book does not put a halo over the heads of the featured leaders, but rather showcases the concrete results of their efforts and their varying administrative styles.

“These are stories of resourceful officials who have endeavored to soar ahead even when they hovered over a sea of troubles in politics and personal life,” its blurb reads.

Dr. Angelita Gregorio-Medel, project director, added in an interview: “They make compromises, but within limits that allow them to remain true to their beliefs and principles, their non-negotiables.”

Robredo, now on his sixth term as mayor, is credited with “transforming [his] once quiet, nondescript small city into the bustling urban center that sets Naga City apart from the rest of Bicolandia.”

Naga’s economy has grown so steadily under his watch that its average household income has risen 42 percent more than the national average and 126 percent higher than the Bicol average, the book notes.

The city’s fiscal prudence and bureaucratic efficiency have enabled it to surpass “longtime rival” Legazpi City in terms of investments: It now has about 5,000 business establishments, compared to the more than 2,000 in Legazpi.

Naga’s telephone per household ratio of 1:1 is now even higher than Metro Manila’s current ratio of 1:3.

NAGA CITY – The Philippines’ reputation as a notorious housing rights violator has been avenged somehow when this small and yet dynamic city some 400 kilometers south of Manila was named recipient of the “2007 Housing Rights Protector Award” during fitting ceremonies held in Geneva, Switzerland last December 5.

Naga City Mayor Jesse M. Robredo personally received the award from the Centre on Housing Rights and Evictions (COHRE), “for the City Government of Naga’s exceptional commitment to the protection and fulfillment of housing rights.”

The award was last given to Sao-Paulo, Brazil in 2005, as there was no recipient of the award in 2006 because COHRE during that year “could not identify a local government or institution worthy of the recognition.”

The honor for Naga came a year later when the Philippines, together with Nigeria and Greece, was named recipient of the “2006 Housing Rights Violator Awards” by the same housing rights group “for their systematic violations of housing rights and continued failure to abide by their international obligations.” Specifically, the Philippines was taken to task for its eviction since 2005 of more than 145,000 people, or 29,000 families, from their homes in Metro Manila and Bulacan province due to the rehabilitation of the NorthRail Transport System. According to COHRE’s Deputy Director Jean du Plessis, research revealed that most of the evictees were moved to relocation sites where living conditions were appalling due to lack of basic services and unsanitary conditions. At the relocation site in Southville, Cabuyao, a dengue outbreak in 2006 claimed the lives of 12 infants and children. Other shanties were also demolished and occupants forcibly evicted in preparation for the 12th ASEAN summit that the Philippines hosted during that same year.

For this year’s Housing Rights Protector Award, which was presented during ceremonies in Geneva, Switzerland, COHRE commended the City Government of Naga “for its Kaantabay sa Kauswagan (Partners in Development) Program, an initiative providing security of tenure and improved living conditions for thousands of its residents.”

On the award, Du Plessis said, “COHRE commends the Government of Naga City for assisting over 6,000 families to obtain legal title to their land, thereby safeguarding them from threat of forced eviction, and for improving the living conditions of 27 urban poor communities by providing and upgrading infrastructure. The Naga City Government’s consultation with civil society and urban poor associations in the development and implementation of housing policies has produced effective remedies for thousands of inadequately housed people.”

He added that the Naga City initiative “clearly demonstrates that the human right to adequate housing can indeed be made a reality if the political will exists.”

Naga City is a vibrant city with its 140,000 population. It serves as a trading hub of the Bicol region, in the southernmost portion of Luzon. The city in the late 1980s was grappling with serious urban housing problems, with 25 percent of its population living as squatters. Most of the urban poor living in slums did not have legal title to their land.

When Robredo came, he instituted the Kaantabay program whose mandate includes: providing low-cost homelots for the urban poor; facilitating the transfer of land ownership from government and private landowners to those who are currently occupying the land; providing legal assistance and support for the titling or regularization of informal land allotments; and improving living conditions in informal land allotments through the provision of basic amenities, such as clean drinking water, adequate sanitation, and other essential necessities like schools and health centers.

A total of 30 on-site and off-site development projects under the program have assisted 6,046 households (20 percent of Naga’s population) to obtain legal title thereby providing them with security of tenure. Negotiations are ongoing to provide another 2,717 households with security of tenure.

This year’s “Housing Rights Defender Award”, went to Baseer Naveed, a housing rights activist from Karachi, Pakistan. He played a key role in negotiating a resettlement plan for some 300,000 people who were affected by the construction of the Lyari Expressway in Karachi, and thereby created a precedent in Pakistan concerning forced evictions.

This year’s violators

This year’s Housing Rights Violator Awards, on the other hand, went to Burma, Slovakia, and jointly, to the Beijing and the Beijing Organizing Committee of the Olympic Games (BOCOG) “for their abysmal disregard for this basic human right.”

It said Beijing and BOCOG have violated the housing rights of over 1.25 million residents in pursuit of relentless economic growth, including the hosting of showpieces such as the 2008 Olympic Games. “The mass displacements and evictions implemented in Beijing are a clear case of the illegitimate use of evictions as a tool of development, in a bid to transform the city into a world-class metropolis “fit to host the best Olympic Games ever”.

The right to housing is one of the most widely violated human rights. Over one billion people are inadequately housed. The United Nations estimates that 100 million more people worldwide are without a place to live.

NAGA CITY -- Construction of the 4-storey, multi-million Bicol AccessHealth Centrum at Central Business District II here will start January next year, according to Dr. Napoleon K. Juanillo, Kr., president of AccessHealth, Inc.

He said that the newest landmark once completed after a construction period of one year would serve as the primary hub in health care in the Bicol region.

Groundbreaking rites were held here last Monday, Dec. 10, at the site, which is strategically located near the St. Joseph School and the 4-hectare expanse of the proposed SM City Naga.

The centrum is designed to provide high quality preventive, curative and therapeutic services through key specialty centers, state-of-the-art clinical laboratories, diagnostic radiology and radiotherapy laboratory, mammography, imaging, day surgery and out-patient facilities to ambulatory patients.

The key specialty centers, according to Dr. Juanillo, include medicine, surgery, anesthesiology, pediatrics, obstetric-gynecology, men’s health, ophthalmology, otolaryngology, psychiatry, orthopedic and rehabilitation medicine, all in one roof.

Juanillo added that the health centrum is also designed to be an integral part of a network of national and international health care providers and will be responsive to the rapidly changing needs and challenges in the health care delivery.

Dr. Juanillo also serves as director of the Leadership and Managerial Excellence in Health Systems at the Ateneo Graduate School of Business, Ateneo de Manila University.

AccessHealth, a private corporation, has been organized by some 57 young Naga City-based medical doctors who represent nearly half of the more or less 120 practising medical doctors in the city.

In an interview with Bicol Mail, Dr. Juanillo confided their plan to allocate a space in the fourth floor of the building as a hub for medical transcription and related outsourcing services.

Most Rev. Jose R. Rojas, Jr., Auxiliary Bishop of Caceres, officiated the groundbreaking rites with Naga City Mayor Jesse M. Robredo as the guest of honor.

Guests from the city council, private business, finance and banking, and the professional and civic sectors witnessed the groundbreaking rites.

LEGAZPI CITY – It is no longer remote that Bicol will likely to hit the one million mark in terms of tourism arrivals this year, according to the regional office of the Department of Tourism here.

This, as Naga City and Camarines Sur registered the highest number of tourists among the six provinces and seven cities in the region for the period January-September 2007.

DOT Regional Director Nini Ravanilla reported that at the end of this year’s 3rd quarter period, Bicol posted a growth rate of 51 percent. This means that 694,733 domestic and foreign tourists so far visited the region this year, compared to the 458,737 tourists posted during the same period last year.

According to a report submitted by the DOT regional office on the regional distribution of travelers, Naga City and Camarines Sur combined were the highest gainers as of Sept. 2007, posting an impressive 114 percent mark up over the same period last year, outclassing once more Legazpi/Albay, the erstwhile top tourist drawer in Bicol.

The other top gainer is Catanduanes, which made a remarkable jump of 66 percent growth rate, from 21,940 tourists in 2006 to 36,503 in this year’s nine-month reporting period.

With the impressive statistics so far, Dir. Ravanilla expressed optimism that a total of one million tourists may soon be realized for Bicol at the end of this year.

“If this happens, Bicol will formally be enlisted as an emerging choice tourist destination in the country, as it joins the elite club of drawers of one million and over tourists on a year-round basis,” Ravanilla told the Bicol Mail.

For the first nine months of this year, Naga and Camarines Sur brought in a total of 350,944 tourists, more than double the 126,897 tourist arrivals that Albay/Legazpi City chalked up during the same period.

The Naga/Camarines Sur figure also represents over half of the total number of tourists that came to Bicol during the period.

Typhoon-battered Albay/Legazpi, otherwise known as Bicol’s traditional top-drawer until two years ago, managed to pull off an improvement of only 18% from its 107,183 tourist arrivals in January to September last year.

The second highest drawer is Masbate province with Masbate City as its major hub. It posted a growth rate of 44 percent, from 57,373 tourist arrivals recorded in January to September last year to 82,639 during the same period this year.

Sorsogon, home of the famous gentle whalesharks locally known as butanding on the other hand took a nose dive, as it is the only province with a negative growth rate (-26%). Its 2006 record of 52,607 tourists slid down to only 38,851 during the same period this year.

On a bright note, Albay/Legazpi City was able to salvage its reputation as the top drawer of foreign tourists in Bicol, posting 36,000 tourists compared to Naga/Camarines Sur’s 28,851 foreign tourist arrivals as of September 2007, this year.

It was in 2006 that Naga/Camarines Sur dislodged Legazpi/Albay from its perch as the top drawer of foreign tourists when the former posted 12,864 tourists compared to the latter’s 7,830 from January to September of that year.

The island province of Catanduanes, too, made an impressive splash in bringing to its beaches some 17,064 foreign tourists, a big jump from the 2,728 it recorded during the same 9-month reporting period last year.

Director Ravanilla expressed elation over the marked increase in the number of foreign tourists that visited the region, which stood at 93,626 compared to 33,229 during the same period last year.

Despite decrease in arrivals of domestic tourists (from 48,308 in Jan-Sept 2006 to 31,788 for the same period this year), Sorsogon was able to improve its foreign tourist arrivals from 4,299 in 2006 to 7,063 for the same 9-month period this year.

Gross receipts

In terms of tourism gross receipts, Naga/Camarines Sur produced a total of P166.9 million for the period Jan-Sept. 2007, followed by Legazpi/Albay’s P83.8 million.

Trailing third is Masbate, with P35.1 million, with Catanduanes as fourth placer with P30.3 million.

Fifth is Camarines Norte, with P25.7 million, while at the bottom is Sorsogon, with P22.0 million.

Regionwide, Bicol posted a total of P364,029,114 in gross receipts from January to September this year, compared to last year’s P240,442,796 .

NAGA CITY – City Mayor Jesse M. Robredo urged hotel and restaurant owners here to work on common grounds that would serve their mutual interests as key players in the promotion of the city’s tourism industry.

The city mayor last Monday, Dec. 17, presided over a meeting with the city’s hotel and restaurant owners and managers where he encouraged them to band together under a revived unified organization of hotel and restaurant operators in order to efficiently address the need for excellent service with the influx of more guests and tourists to the city.

The city mayor commissioned Joe Perez of the Naga City Visitors Center and Reuel Oliver of the Naga City Investment Board to assist the hotel and restaurant owners in facilitating the reorganization of the two industry players at the soonest possible time.

The city mayor stressed once again that the city government has been diligently doing its best to play host to various groups and professional, corporate and civic organizations whom the city have invited to hold their national or regional conventions, seminars and conferences here.

He said that while city hall loses financially in terms of promotional investments, extra manpower and uplift of facilities, the city in general, especially the business sector and the ordinary entrepreneurs, ultimately reap the fruits of more tourist arrivals that boost the local people’s livelihood and business income.

He also acknowledged the contribution the provincial capitol’s Watersports Complex is doing to the city and welcomed the sprouting and upgrading of more tourism infrastructures in other parts of the province.

Mayor Robredo said the city presently has 19 standard hotels, while a new one would soon open, and another key hotel undergoing expansion and rehabilitation.

Of the restaurants, the city has a total 88 food establishments, excluding the two recent ones that opened along Magsaysay Avenue here, namely: Kopiroti and Tokyo! Tokyo!

The mayor volunteered to inform the tourism stakeholders that the city’s guests had on many occasion confided to him the comparatively cheaper price of food in the city with their excellent preparation and presentation.

He encouraged the food establishments to offer as much as possible Bicol food and delicacies.

The meeting came on the heels of the latest DOT report that the influx of domestic and foreign tourists in the city, along with the province of Camarines Sur, accounted for more than half of the total tourist arrivals in the whole Bicol region for the period January to September this year. In the meeting, the Naga City Visitors Center launched the i-Tour project of the city which is a database software project that enables hotels, bars, and restaurants in the city to upload their respective rates and services online with fully secured usernames and passwords. A joint project of the NCVC and the Ateneo de Naga Computer Science Department, i-Tour is an interactive page on the city website with a log-in module that will make it easy for guests to look for a hotel of their choice, resort, restaurant, and other tourist-oriented services using the Internet.

The mayor said the hotels need to review their room rates to make them more competitive with hotels in other cities, which have been slashing their rates to attract more tourists especially on lean months.

The mayor said that the city would try to invite groups and organizations to hold their conventions here on what are perceived to be lean months but where promotional rates and other amenities and frebbies should be offered.

He said big conventions with more participants should be a common concern of all the hotels who have to share their rooms for spillover guests, regardless of the venue of the convention or seminar.

Robredo also suggested that the hotel owners themselves must institute categorization of their hotels and services, perhaps according to the DOT criteria, so that there would be fair competition and guests are accorded clear choice before they decide to check in.

The mayor informed the hotel and restaurant stakeholders that the city coliseum would be completed at the latest by October next year as its new roof design had been approved for implementation. This would pave the way for more big events, such as sports, national conventions, concerts, and inter-faith and prayer rallies that would require full booking of the city’s hotels all year round, the mayor said.:banana2::banana2::banana2:

Robredo has been one of the very few commendable local government unit chairs. The country needs more of his like. If all leaders were like him, it would have been a very progressive Philippines. Does anyone know if he is eying another post when his term expires? I hope he runs--for congressman maybe--so we'll get rid of the braggarts at the House. Haha!

Anyway, I never expected fate would bring me to Geewan, as I am fond of eating at McDonald's or Biggs when I am in Naga. I CERTAINLY LOVED what I ordered at Geewan that I asked for another cup of rice.

NAGA City has been inducted to the eLGU Hall of Fame for having won the Best City Website Award for three consecutive years from 2004 to 2006 in the annual eLGU search, the first LGU in the country to be given the honor.

The award was given during the 10th Philippine Web Awards (PWA) held last month at Teatrino, Promenade in Greenhills, Metro Manila.

The award was conferred by the National Computer Center-spearheaded eLGU search for best local government websites in the PWA, which is organized annually by Media G8way Corporation, publisher of PC World and Computerworld Philippines.

With Naga City excluded from the contest after winning the grand price three times for the city category, the Province of Bulacan, the City of Marikina and the Municipality of San Rafael were proclaimed this year’s winners in their respective LGU categories.

Along with seventeen other participating LGUs this year, the nominees went through the rigorous screening process of the PWA and the sites were judged by web design gurus from here and abroad.

The search for best websites was borne of the desire to give recognition to the creativity and skills of web developers at the local government level in the belief that this will help improve and fast-track the online delivery of government services. Likewise, NCC wants the LGU websites to be recognized by the Philippine Internet community.

Ma. Theresa Camba, director of the NCC’s Field Operations Office, said the establishment of an online presence is the first step in enabling LGUs to partially comply with the provisions of the Electronic Commerce Act of 2000, which urges all government entities to computerize their operations and be enabled for electronic commerce.

The Naga City website (www.naga.gov.ph) is one of the few LGU websites that have an audio stream of local news and commentaries.

This is because the Naga City website is now in its third stage of Web development, which means it already has an interactive interface.

Stage 3 websites feature interactive elements such as community forum, chatroom, discussion board, specialized databases, and downloadable forms, and even supports online submission of forms.

As a hall of famer, Naga City has the most active community forum. It has a total of 14,040 articles posted covering a wide range of topics, including news and public affairs, business and entrepreneurship, entertainment, sports and recreation, the academe, digital world, random thoughts, the lighter side of life, and job opportunities. There were even the Metro Naga Community Forum and the RMN dwNX live webcast, among other threads on local concerns.

PILI, Camarines Sur, Dec. 31 (PNA) — Fifty poor but deserving students and disabled persons were recently given scholarship grants by the Technical Education and Skills Development Authority (TESDA) in Camarines Sur.

Jose V. Serrano, TESDA Camarines Sur provincial director, said the program is part of “Pamaskong Handog ng Pangulo” project where 25 students coming from the four districts of the province were awarded a scholarship grant for “Galing Mekaniko Ako” (Auto Mechanic course).

Another 25 grantees mostly persons with disabilities (PWDs) received scholarship for “Galing Masahista Ako” (Masseur, Therapeutic courses).

Congressman Dato M. Arroyo ( 1st District, Camarines Sur) delivered the Christmas message of his mother, President Gloria Macapagal-Arroyo.

He told the “Pamaskong Handog” recipients that Camarines Sur is one of the most favorite provinces and nearest to the heart of his mother.

Projects intended for development of Camarines Sur and the Bicol region are the priority in the agenda of the President, Arroyo said.

The TESDA scholars who will spend 100 hours to finish their courses starting January 2008 were given starter kits (Kikoy Belts and Kikay Belts) aside from the gifts they received coming from the Department of Social Welfare and Development and the National Food Authority. (PNA)

According to their data, from January to November 2007, the Ninoy Aquino International Airport (NAIA) registered a total of 4,863,221 foreign arrivals, with Americans topping the list followed by the Koreans, Japanese, Chinese and the British.

Meanwhile, the Department of Tourism (DoT) expects to exceed its 2007 target of three million in tourist arrivals.

Based on the statistics of the DoT and our survey, here are the top 10 favorite destinations of 2007.

1. CEBU is known for its narrow coastlines, limestone plateaus, and coastal plains — all things typical of a tropical island paradise. It is one of the most developed provinces in the country with five-star hotels, casinos, white-sand beaches, world-class golf courses, convention centers, and shopping malls to boot. The center of commerce, trade, education and industry in the central and southern parts of the archipelago, Cebu was also hailed by UK-based Conde Nast Travellers Magazine as one of the best island destinations in Asia Pacific.

2. LAGUNA is considered as one of those "common places" for its usual offerings. But its close proximity to Manila has made it a convenient destination for a quick weekend getaway. The resort town in Calamba offers clusters of resorts which tourists can rent at an affordable rate. Shooting the rapids in Pagsanjan Falls has long been a perennial favorite among locals and tourists. It still continues to draw huge crowds until today.

3. AKLAN is famous for two things: The Ati-Atihan Festival and the island of Boracay. The worldrenowned white beach is packed with tourists even during the rainy season. The annual Ati-Atihan Festival in Kalibo is held every January to pay homage to the Sto. Niño. It is a much-celebrated spectacle with visitors joining in the revelry that includes dancing and getting faces painted with black soot.

4. PALAWAN is a melting pot of 87 different cultural groups and races. The province is a rich nature sanctuary with mantels of rainforest, dive site enclaves, majestic mountains, caves and pristine beaches. It also boasts of a diverse marine environment within its miles of sub-surface corals and reef walls. Coron Bay, located north of Palawan, is among the world’s most famous wreck diving destinations.

5. BATANGAS has its share of fine beaches and excellent dive spots. Some of the more notable ones are Anilao, Matabungkay, Calatagan and Laiya. The province is also home to the Taal Volcano with its water-filled crater sitting on an island in the center of Taal Lake.

6. BOHOL is home to some of the country’s surreal natural wonders: The luscious Chocolate Hills; the coral gardens of Panglao; and the Tarsier, the world’s smallest primate, which never fails to fascinate visitors.

7. DAVAO is among the most important cities in the country. In recent years, this sprawling urban metropolis has emerged as the business, investment and tourism hub in Mindanao. The city boasts some of the finest beaches and mountain resorts in the country including the Pearl Farm Resort.

8. IFUGAO, a landlocked province in the Cordillera Administrative Region in Luzon, is located in the mountainous region characterized by rugged terrain, river valleys and massive forests. It is famous for the Banaue Rice Terraces, a UNESCO World Heritage Site. Carved from the mountains without the aid of machinery, the 2,000-year-old terraces, are a showcase of the Ifugao’s ingenuity and a testament to their hardwork.

9. ILOCOS NORTE is not only known as the land of tobacco but also where the best of culture and nature meet — the whitesand beaches of Pagudpud, sand dunes of Suba, old light houses and Spanish churches.

10. CAMARINES SUR is undoubtedly the hottest thing that happened in 2007. The province opened the first world-class watersports complex in Asia which has been drawing wakeboarders from around the world. Naga to host PCL-Bicol ‘08 first session (http://www.bicolmail.com/issue/2008/jan03/naga.html)

NAGA CITY -- The newly elected set of officers and members of the Board of Directors of the Philippine Councilors League Bicol will conduct its first regular session for 2008 in this city on January 18.

This was announced by Naga City Councilor John Bongat, the newly-elected PCL regional chairman for Bicol.

Bongat said the event will be capped by taking the priority agenda for the year and the mapping out of programs that will highlight the organization’s commitment to public service and efficient legislation towards better governance.

The Philippine Councilors League is the national organization of councilors of all cities and municipalities in the Philippines, with regional chapters established in all 16 regions of the country, including the Bicol Region.

The participating officers and Board members, Bongat said, will actually be in the city until the 19th of the month where other activities are being prepared for them, including familiarization tour of the city and its suburbs, and tourism and economic investment presentations.

He said venue and billeting would soon be announced upon finalization of activities.

Aside from Bongat, the following comprise the new set of officers of PCL Bicol: Councilor Ronnie Samonte of Basud, Camarines Norte, as Vice Chairman; Councilor Michael “Mac-Mac” Naga of Dimasalang, Masbate (PCL Federation President of Masbate Province), as Secretary-General; Councilor Jose Rodolfo “Jojo” Cortes III of Masbate City, as Treasurer; Councilor Tony Olaño of Buhi, Camarines Sur (PCL Federation President of Camarines Sur), as Auditor; and Councilor Pierre Geva of Bulusan, Sorsogon (PCL Federation President of Sorsogon Province), as Public Relations Officer.

The Members of the Board of Directors are: 1) Councilor Alberto Abayon of Masbate City; 2) Councilor Ma. NAGA CITY -- The Rotary Club of Manila which counts among its members top government officials, national leaders of business and industry, and accomplished professionals, will have Naga City Mayor Jesse M. Robredo as its guest of honor and speaker during the club’s regular meeting on January 31, 2008 at the Manila Polo Club.

Founded in 1919, the Rotary Club of Manila is the first rotary club in the whole of Asia.

RCM President Bienvenido E. Laguesma said they have invited the city mayor from Naga so that they may learn from the city’s experiences and current thrusts, “as they impact and affect the nation as well.

It was only recently that Robredo also graced the Rotary Club of Makati at Forbes Park, another prestigious club in Metro Manila.

VISTA Land & Landscapes is aggressively making its presence felt in more cities and municipalities in the country, including Naga City where it recently acquired a 4.5 hectare land for real estate development in Barangay Del Rosario, along the national highway leading to nearby Pili, Camarines Sur and Albay province.

Vista Land is the listed holding firm for most of the real estate assets of Senate President Manuel Villar.

Reports said the company remains bullish on the property sector due to the continued strong demand from overseas Filipino workers (OFWs), low inflation, stable interest rates and an appreciating peso.

Vista Land president Jing Serrano disclosed 60 percent of Vista Land’s sales come from the OFW market.

Naga and Camariner Sur are conceded to have the bigger number of families with their breadwinners as OFWs which saw the mushrooming of subdivision houses in the city.

Vista Land is expanding its regional hold through its Communities Philippines which is currently developing the “Tremezzo” subdivision homes in Naga City. It has its sales office at Avenue Square along Magsaysay Avenue, Naga City.

It has been reported that Vista Land is allotting P12 billion to P13 billion for its capital expenditures where 30 of its 40 new projects are mostly located in the provinces. The company already has a presence in Pangasinan, Pampanga, Bulacan, Batangas, Iloilo, Cebu, Leyte, Cagayan de Oro, and Davao. Plans are also underway in Ilocos Norte and Gen. Santos City.

Nationwide, it has the widest geographical reach with 84 projects covering 1,167 hectares under development in 33 cities and municipalities. For 2008, it lined up 40 new projects with a combined sales value of P50 billion.

Projects in the provinces will focus on the low- to middle-income sector with units priced between P1.5 million to P3.5 million.

PILI, Camarines Sur -– A total of 63,344 families living in coastal, mountainous and upland areas in the province of Camarines Sur were the main beneficiaries of “Pamaskong Handog ng Pangulo” project which had been implemented in the four districts of the province.

Camarines Sur Gov. Luis Raymund ‘LRay’ Villarfuerte provided support personnel to the provincial social welfare office to ensure that the food packs were delivered in time for the New Year celebrations.

Provincial Social Welfare Development Officer Luzena Bermeo disclosed each food pack contains two kilos of rice, noodles and corned beef.

Bermeo said the remaining beneficiaries of the “Pamaskong Handog ng Pangulo” project are in the towns of Pasacao with 2,463 family beneficiaries, Calabanga - 3,676, Garchitorena – 6,111, and Goa with 4,107 family beneficiaries.

The other towns already covered by the gift-giving project include Libmanan with 5,968 family beneficiaries, Milaor – 1,703; Pili – 3,761; Caramoan – 8,276; Iriga City – 5,595; Balatan – 2,390; Baao – 2,524; Bula – 2,628; Presentacion – 3,966; Lagonoy – 1,525; Siruma – 4,320; and Tinambac with 3,460 family beneficiaries.

It was learned from Gov. Villafuerte that aside from the food packs, some 5,000 homeless families in the municipalities of Gainza, Milaor, Pili and Magarao received GI sheets from the National Housing Authority, for the agency’s support to the project.

On the other hand, FBN Radio DZGE, an AM station in Naga City, provided strong promotion and support to the PGMA “Pamaskong Handog” project with its own program, “Pamaskong Handog ng Pangulo On the Road …”

Through the program, a news team was dispatched to the neighboring towns of Naga City where it would pick at random the recipients, primarily poor families, who received food packs amounting to P220 – P250 that consisted of spaghetti pasta, ham, corned beef and noodles.

The project was launched on December 24 until December 30, in close coordination with the Office of Congressman Diosdado ‘Dato’ Macapagal Arroyo of the first district of Camarines Sur.

111th Commemoration of Bikol Martyrs (http://naga.gov.ph)

NAGA CITY -- On January 4, this Friday, Bicolanos from this city will once again honor the Fifteen Bicol Martyrs who had given their lives for their country 111 years ago.

Wreath laying and a short program, with the surviving heirs of the martyrs as special guests, will be held at the hollowed grounds of Plaza Quince Martires here which this city and the people of Camarines Sur erected to immortalize their supreme sacrifice in the altar of freedom.

The Naga City Government led by Naga City Mayor Jesse M. Robredo and other city officials and the officers and members of the Rotary Club of Naga will spearhead the formal ceremonies.

It was on January 4, 1897 that the death sentence on eleven prisoners from Bicol was carried out at Bagumbayan (now Luneta) on the same field still fresh with the blood of Dr. Jose Rizal who was executed on Dec. 30, 1896, or barely five days before the same fate that befell the Bicol martyrs. The four others had either died in prison due to severe torture or while in exile in the island of Fernando Poo, off the coast of Africa.

On January 11, 1897, thirteen other prisoners majority of whom were leaders of Masonic lodges were shot.

According to local historian Jose V. Barrameda, more unnamed Bicolanos and Naguenos suffered the same fate when then Spanish Gov. Polavieja carried out wholesale executions against those whom his merciless administration took as traitors to the Spanish King and to Spain.

The late Julian Ocampo, then representative of Ambos Camarines in the Philippine Legislature (Congress), authored a bill naming the 15 Martyrs of Bicol. On Nov. 20, 1926, or 29 years after their deaths, a monument honoring them was erected which is now the Plaza Quince Martires fronting the San Francisco church.

The 15 martyrs
According to the late Bicol historian Jose Calleja Reyes, the eleven martyrs who were executed by musketry in Bagumbayan were men of different backgrounds and inclinations.

Father Herrera was from Pateros, Rizal. His fondness for and knowledge of music helped him get an appointment as choir master in the cathedral of Nueva Caceres. He was about 30 years old when he met his fate.

Fr. Severino Diaz was a native of Bulan, Sorsogon. Although coming from a poor family, he succeeded in completing a professional career and because of his exemplary conduct, he was granted a scholarship at the seminary of Nueva Caceres (now Holy Rosary Seminary). He was to be later appointed as parish priest of the
Nueva Caceres (Naga) Cathedral. He died at the age of 45.

Fr. Gabriel Prieto was the parish priest of Malinao, Albay. Like Fr. Diaz, he enjoyed the benefit of scholarship at the same seminary.
Manuel Abella, a native of Tayabas (now Quezon), was clerk in Nueva Caceres. Due to his industry, he became a millionaire. He was more than 60 years old. His son,
Domingo, was a young surveyor who was open hearted and frank. Domingo was 25 years old when he was executed.

Camilo Jacob was a native of Polangui, Albay. He was the prisoner who suffered the most torture with great fortitude.

Tomas Prieto was an eminent pharmacist, well versed in the secrets of chemistry and botany. He was 30 at the time of his death.

Macario Valentin, Camilo Mercado and Mariano Melgarejo were employees in the public works department of Nueva Caceres.

Florencio Lerma was from Quiapo, Manila. He was 35 years old. He went to Nueva Caceres when he was very young. He was industrious, talented and honest to manage to live well.

The four other martyrs were Leon Hernandez who died of severe torture while in prison in Nueva Caceres; Ramon Abella and Mariano Arana who were exiled to the prison island of Fernando Poo; and Mariano Ordenanza who was sentenced to 20 years imprisonment and eventually died in prison.

LEGAZPI CITY, Jan. 05 (PNA) -- The Department of Trade and Industry (DTI) regional office in Bicol is promoting Small Micro Credit Enterprise (SMCE), a seven-year micro finance project being funded by International Fund for Agriculture Development (IFAD).

DTI regional director Joy Blanco urged all financial institutions (banks and credit cooperatives) to make financing available in the rural and urban areas.

"Our goal is to expand small enterprise through rural micro finance," she said.

"Registered cooperatives or associations specially those engage in the agriculture are encouraged to avail of the credit finance project and expand their rural micro enterprise," she added. Prov’l gov’t gets P2 billion loan (http://www.crane-caramoan.org/news/20071231/02.php)

The government-owned Development Bank of the Philippines (DBP) has approved a P2-billion term loan to the provincial government of Camarines Sur purportedly for priority projects in tourism and infrastructure development.

This was reported by the Manila Bulletin in its December 14, 2007 issue which said the loan agreement was signed last December 4, 2007 at the DBP head office in Makati City.

According to the report obviously coming from the lending agency, DBP president and chief executive officer Reynaldo G. David said the loan will be used to finance tourism projects at Lake Buhi, Mt. Isarog, Caramoan and the provincial capitol complex.

The huge loan will also be used to build 10 day care centers, 16 barangay hall buildings, 4 public school pavilions, 7 multi-purpose drying pavements and 3 covered courts and bleachers.

The report said the huge fund will also be used to rehabilitate school buildings and farm to-market roads notwithstanding a recent P7 billion allocation for rehabilitation for Bicol, mainly for Camarines Sur and Albay, from the national government.

The DBP loan, according to the DBP official, was said to be granted along the bank’s support to the thrust of the national government to develop the so-called Central Philippines Super Region as the tourism center in the country.

Still, an additional P50-million loan was signed between DBP and the Camarines Sur provincial government to finance the construction of 45 elementary and high school buildings.

The provincial government had earlier been reported to have already incurred a loan of P500 million thus bringing the total obligation to P2.550 billion.

Terms of the loan were not disclosed in the Manila Bulletin story, including what collaterals are involved and the interest rate to be applied.

The provincial government has yet to issue an official statement on the huge loan obligation.

But knowledgeable sources said the interest rate could be around 10% which means the provincial government could be bound to pay some P250 million every year in interest alone, which is already more than the 20% annual development fund of the province of Camarines Sur.

This is the biggest loan ever incurred by the provincial government of Camarines Sur and probably the biggest by any province in the country from an internal source.

The provincial government of camarines Sur through Governor L-ray Villafuerte has filed with RTC branch 30 in San Jose, Camarines Sur an expropriation case against owners of part of the 103-hectare area proposed to be the site of an airport in Caramoan, Camarines Sur.

Named respondents in Special Case No. T-1064 are Purificacion Altez, Maximino Azaña, Manuel Azaña, Gavino Azaña, heirs of Marcial Alarkon represented by Corazon de los Santos, Patria Arcilla, Gregorio Alvarez, Policarpio Beltran, Asuncion Berja, Nenita Borja, Jose Cama, Magno Clores, Luis Ellen, Vicente Fernando, heirs of Catalino Palaya represented by Virginia Palaya, Felizardo Ruiz, Domingo Ruiz and heirs of Marcela Virtuz represented by Edmundo Ruiz.

Many of the defendants are already dead and are represented by heirs or new owners of the properties involved in the case.

Governor Villafuerte was authorized to institute the action by virtue of Sangguniang Panlalawigan Resolution No. 035 and Ordinance No. 001, both series of 2007.

This developed even as the Sangguniang Bayan of Caramoan unanimously approved Resolution No. 105, series of 2007 opposing the construction of airport close to and within the town proper which is partly a residential area and mostly within the limited coverage area of the Hanopol Dam irrigation project.
Hundreds of residents also opposed the airport through separate petitions.

The provincial government through Provincial Attorney Augusto Camano offered to buy the properties at P68,200.00 per hectare or P6.82 per square meter.

The national government has spent about P100 million for the irrigation project now more than 90% complete which will irrigate only 250 hectares. The irrigation project was originally funded from a loan under the 14th yen Overseas Economic Cooperation Fund (OECF) of Japan but when the loaned amount was exhausted with the project still not completed DPWH allocated an additional P10 million for the irrigation canals.

Aside from the SB resolution hundreds of Caramoan residents including officers and members of the Caramoan District Teachers and Employees Association (CADISTEA), Caramoan Parish Pastoral Councils and six barangay councils signed separate petitions urging the provincial government to look for other sites within the jurisdiction of the town other than near or within the town proper.

Affected barangays with petitions seeking relocation of the proposed airport include Binanuahan, Lubas, Cadong, Tawog, Solnopan and Terogo.

At the same time more than 40 affected landowners executed an Special Power of Attorney designating Most Rev. Manolo A. de los Santos, D.D., present Bishop of Virac, Catanduanes who is a native of Caramoan, to represent them in all matters “relative to the plan of the provincial government of Camarines Sur to acquire all landholdings for the alleged construction of an airport.” The bishop is actually heir to one of the properties in the expropriation case.

Aside from the proposed airport site being within the coverage area of the only government irrigation project in Caramoan, construction of the airport near the town proper is certain to cause grave danger to the lives of people, Bishop de los Santos said.

He also said that many residents already living at the site including the Partido State University Caramoan Campus could be displaced.

The Caramoanon bishop said he has filed his answer to the expropriation complaint through lawyer Amador L. Simando, Sr.

“We will try to convince the government that the sentiments of the people especially the supposed target beneficiaries themselves are far more important than any project,” Bishop de los Santos said.

The province's roads are really far behind from the other provinces and I think it's about time that the provincial government funds these projects. The politicians should really be careful with this huge amount of money, now that the province is aiming to be one of the tourist havens of the country. The loan is pretty big and I hope it won't go to the pockets of the politicians.:)

The proposal was among 10 flyover projects all over the country submitted by DPWH Secretary Hermogenes E. Ebdane, Jr. for inclusion in the Tulay ng Pangulo sa Kaunlaran Project and approved by President Gloria Macapagal Arroyo.

The flyover will have a total length of 320 meters and will be 10 meters wide.

Together with the proposed Panganiban flyover other flyover projects in the country whose feasibility studies are now being conducted are:
1. San Fernando Flyovers I & II at the junction of Manila North Road and Gapan Olongapo road;
2. Bacalso – V. Rama Flyover in Cebu City;
3. Matina Flyover in Davao City;
4. J. Luna Flyover in Cebu City;
5. Luna Jalandoni Flyover in Cebu City;
6. Jose Aquino II Flyover in Butuan City;
7. Lacson Burgos Flyover in Bacolod City;
8. Lacson BS Aquino Flyover in Bacolod City; and
9. Infante Flyover in Iloilo City.

The feasibility study has been conducted since last year according to Executive Director Emil K. Sadain of the President’s Bridge Program by Mabey and Johnson Ltd. with offices at 6th Floor Marc 2000 Tower at Taft Avenue, San Andres, Malate, Manila.

Implementation schedule will be disclosed soon by the DPWH 2nd District Engineering Office.

NAGA CITY -- Members of the Sangguniang Bayan of the municipality of Claveria, Cagayan will be visiting this city on January 15 to know more about the city government’s e-governance system, economic development and eco-tourism/waste management programs.

Claveria Vice Mayor Solferino A. Agra said the study tour/visit is also aimed to “strengthen our ties with the people (in the city) and achieve vital relationship that would yield to our ends excellent legislation, administration and governance.”

Meanwhile, the 50-strong faculty members of Corpus Christi School of Cagayan de Oro City have informed the Naga City Visitors Center of their planned visit to this city on March 2008.

The faculty members who have sought queries on hotel and food accommodation said they intend to visit important historical and religious landmarks in Naga and learn from its local officials and residents how the city is coping up to be one of the most dynamic and vibrant local government units in south Luzon.

MANILA, Philippines -- Information technology company Cisco said it was expanding its presence in secondary cities to support small and medium-scale businesses (SMBs) and business process outsourcing (BPO)
companies.

“We will be expanding through partnerships,” Cisco country manager Luichi Robles said. “We took on 30 new partner firms last year, and will be signing up more. We will also be conducting a mobile showcase called Cisco Express.”

Cisco Express is a 40-foot container truck with its own communications, disaster response and power systems. It was built to showcase Cisco’s products and services and will be driving around Luzon starting Jan. 22 as part of an international road show.

Robles said Cisco sees a greater need for better infrastructure in alternative areas for businesses, especially SMBs and outsourcing firms outside Metro Manila, Cebu City and Davao City.

The company will be taking its cue from the Business Process Outsourcing Association of the Philippines (BPAP) list of next wave cities, but will expand beyond these sites.

Areas in BPAP’s radar are Tuguegarao City and Cabanatuan City, Baguio City, Tarlac, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna, Lipa in Batangas, Albay, Naga City, Iloilo City, Bacolod City, Camarines Sur, Dumaguete City, Leyte, Cagayan de Oro City, Iligan City and South Cotabato.

“We are targeting many more areas,” Robles said.

Cisco is forming partnerships with rural banks and major commercial banks to make it easier for SMBs to finance their acquisition of Cisco technology.

“We initiated talks with banks because we found that SMBs want plug and play solutions because they can’t afford a highly skilled IT staff, and for the same reason they are price-sensitive,” Robles said.

“It so happens that many banks are also targeting SMBs so we are confident that we can offer a complete end-to-end solution to clients.”

At the heart of Cisco’s SMB offering is the Unified Communications 500 (UC 500) series.

The models in this series have 10 ready configurations to choose from, combining IP-based voice, data and video support, voice mail, auto attendant, Internet with firewall protection, virtual private networking, and an optional wireless network access.

The hardware for the UC 500 series are bundled with related Cisco products and services so that the business owner just has to take them out of the box, plug them in, and use them.

Cisco also has disaster response solutions for government agencies and enterprises such as teleom companies, outsourcing firms, banks and manufacturers.

I think the LGU is going to put the green riverwalk on the riverbanks of the of the old CBD. But they may likewise put it also on magsaysay. The rivers in naga are heavily silted, the LGU should make some action about it.:)

An ambitious urban renewal program that will draw inspiration from the city’s rich cultural heritage while highlighting its vision of a livable city amidst progress and burgeoning trade and commerce has been unveiled by the Naga City Planning and Development Office before members of the city council and invited guests from various stakeholders here during the regular session of the Sanggguniang Panglunsod last Tuesday, January 8.

City Planning and Development Officer Willy Prilles said the program has been conceived upon instruction of City Mayor Jesse M. Robredo who wanted the old business district uplifted and its Nagueno character preserved in the light of the inevitable march of progress and its attendant excesses that traditionally threaten developing urban centers.

Already, internal challenges threatening the centro, otherwise known as Central Business District 1, of CBD 1, have been identified, Prilles said. These are: congestion, lack of parking spaces, proliferation of street vendors, presence of streetchildren, dilapidated and unkempt buildings, lack of proper street illumination, unsightly cable wires hanging across streets, uncontrolled signages and billboards, and garbage, among other problems.

Representatives from different sectors, including the city’s local historians, have been invited for their suggestion and comments on the urban renewal project. Prilless said the program still welcomes feedbacks and inputs from all stakeholders, especially those whose hearts belong to Naga and whose love is for the glory of Naga.

Prilles said the coming of SM Mall at CBD 2 which is expected to be operational by the end of the first quarter of 2009 also poses as an external challenge to the centro, which may lay abandoned or relegated as an erstwhile trading hub if no immediate intervention is initiated to preserve its otherwise irreplaceable role as the heart of the city’s vibrant trade and commerce, where within its heartbeat are the various educational, religious, and historical institutions that comprise Naga as the region’s premier city.

Prilles sasid that masterplanning and execution of the urban renewal program must be attended with strong public participation and consultations for the program to be truly reflective of the city’s distinct character.

Prilles sasid that masterplanning and execution of the urban renewal program must be attended with strong public participation and consultations for the program to be truly reflective of the city’s distinct character.

Hi there, too aries... By land, it takes more or less 6 hours... From Naga to Sabang, San Jose takes an hour and from there by boat going to Guijalo, Caramoan takes 3 - 4 hours. I would recommend Sampaguita Tourist Inn but I don't have much info on the room rates...

Cisco sees next-wave BPO sites

MANILA, Philippines -- Information technology company Cisco said it was expanding its presence in secondary cities to support small and medium-scale businesses (SMBs) and business process outsourcing (BPO)
companies.

“We will be expanding through partnerships,” Cisco country manager Luichi Robles said. “We took on 30 new partner firms last year, and will be signing up more. We will also be conducting a mobile showcase called Cisco Express.”

Cisco Express is a 40-foot container truck with its own communications, disaster response and power systems. It was built to showcase Cisco’s products and services and will be driving around Luzon starting Jan. 22 as part of an international road show.

Robles said Cisco sees a greater need for better infrastructure in alternative areas for businesses, especially SMBs and outsourcing firms outside Metro Manila, Cebu City and Davao City.

The company will be taking its cue from the Business Process Outsourcing Association of the Philippines (BPAP) list of next wave cities, but will expand beyond these sites.

Areas in BPAP’s radar are Tuguegarao City and Cabanatuan City, Baguio City, Tarlac, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna, Lipa in Batangas, Albay, Naga City, Iloilo City, Bacolod City, Camarines Sur, Dumaguete City, Leyte, Cagayan de Oro City, Iligan City and South Cotabato.

“We are targeting many more areas,” Robles said.

Cisco is forming partnerships with rural banks and major commercial banks to make it easier for SMBs to finance their acquisition of Cisco technology.

“We initiated talks with banks because we found that SMBs want plug and play solutions because they can’t afford a highly skilled IT staff, and for the same reason they are price-sensitive,” Robles said.

“It so happens that many banks are also targeting SMBs so we are confident that we can offer a complete end-to-end solution to clients.”

At the heart of Cisco’s SMB offering is the Unified Communications 500 (UC 500) series.

The models in this series have 10 ready configurations to choose from, combining IP-based voice, data and video support, voice mail, auto attendant, Internet with firewall protection, virtual private networking, and an optional wireless network access.

The hardware for the UC 500 series are bundled with related Cisco products and services so that the business owner just has to take them out of the box, plug them in, and use them.

Cisco also has disaster response solutions for government agencies and enterprises such as teleom companies, outsourcing firms, banks and manufacturers.

BAYOMBONG, Nueva Vizcaya (January 21) -- The province of Isabela has been chosen as one of the finalists for the prestigious Galing Pook Award(GPA), outsmarting other 140 entries from other local government units in the country.

The GPA has chosen Isabela province's "Price Stabilization Program for Rice and Corn" as one of the 19 finalists for its livelihood-enhancing features.

Governor Grace Padaca said that with the operationalization of the program, farmers were able to increase their income from P1 to P2 a kilo of rice and corn, with the additional amount subsidized by the provincial government through the National Food Authority (NFA).

The additional P2 buying price of rice and corn to the NFA buying price enabled farmers to have alternatives in selling their produce, besides the usual commercial buyers, who normally tend to go for the bottom price. For this, the provincial government was able to ensure a higher buying price offered to farmers.

The program also enhanced food security not only in the province but also the country in general because it reduced incidents of rice hoarding or jacking up of rice and corn prices.

Padaca said the award serves as a fitting recognition for the provincial government's efforts to ensure stable buying prices for Isabela farmers who are usually being victimized by unscrupulous commercial buyers.

The Galing Pook Award, one of the country's leading multi-sectoral award-giving bodies, recognizes outstanding and unique local government unit or community-initiated projects geared toward development and self-reliance, which serve as role models for other communities.

The top 10 leading livelihood programs chosen as winners in the Galing Pook 2007 awards will be honored at Malacañang next month, with President Gloria Macapagal-Arroyo as guest.

CADLAN, PILI, Camarines Sur -- The provincial government has expanded its abaca nursery farms located in the towns of Caramoan and Presentacion from the previous 8 to 28 hectares to further boost the Abaca Propagation Project of the province, a program which would not only serve as impetus to farmers and investors to venture into this high value crop but also provide job opportunities to the local folks.

The prevailing price per kilo of abaca fiber is currently on a dramatic upsurge, ranging from P75.00 to P100.00 per kilo depending on the fiber grade compared to previous several years when price of this raw fiber just averaged around P 30.00. Furthermore, the current production of this cordage material is just not enough to meet the demand of both local and international markets.

Hence, Governor LRay Villafuerte is urging local farmers as well as investors to venture into this high value crop because of the immense opportunities like higher return on investment (ROR) and market for the product is not much of a problem.

Abaca project leader Felipe Vargas of the Office of the Provincial Agriculturist (OPA) disclosed that the provincial government has already a total of 18 hectares nursery farms including the expansion areas planted with abaca at Hanopol, Caramoan while in Presentacion, of the 10 hectares earmarked for nursery farms, 5 hectares have been planted while the remaining 5 will soon be ready for sowing. The nursery farms are crucial to the province’s abaca propagation program as major source of planting materials.

The provincial government’s abaca propagation venture targets more than 2,000 hectares of idle forestland, mostly located in the towns of Caramoan and Presentacion.

The success of the Abaca Propagation Program initiated by Governor Villafuerte would contribute immensely to province’s goal to improve the quality of life in the countryside and at the same time transform denuded forest areas into productive and verdant lands. snieves

PILI, Camarines Sur -- The Camarines Sur Dragon Boat Team fielded by Governor LRay Villafuerte displayed world caliber performance at the trial races run at Baywalk, Manila January 19 and 20 to qualify as one of the teams that will carry the Philippine flag at the 6th Club Crew World Championships slated August this year at Penang, Malaysia.

In six events the local paddlers joined, the team won first place in four – men’s 200 meters, men’s 500 meters, men’s 2,000 meters and mixed team 2,000. The Camarines Sur team placed second in the 500 meters and fourth in the mixed team 200 meters.

Times recorded by the team in all event joined were however well within the minimum world competition limits, earning the team to compete in all six race categories in the World Championships.

Even as the unassuming Camarines Sur paddlers has lately been conceded among, if not the strongest dragon boat teams in the country, the team’s world-class performance at Manila Bay came as a shocking surprise to all the other elite teams at the trials, conclusively reinforcing the team’s globally-competitive stature and the most likely team to win the golds in the coming championships.

In fact, final runs’ records during the trials showed the motley homegrown team of fishermen, nipa gatherers locally called “para-tiklad” and ordinary farmers living along the Bicol River bested by a decisive margin in the men’s category 2,000 meters the first place winning time of 9 minutes and 31.23 seconds in the biennial World Championships last held in Toronto, Canada in 2006. The hardy Camarines Sur paddlers negotiated the distance in 9 minutes and 4.04 seconds, close to half a minute faster and probably a world record in the category.

Our team has a very good chance of winning in Penang, especially with over six more months to train and prepare, said coach Ruben Brazal who was instrumental in the equally successful first two stints of the team abroad, the first at the Sava Sprints in Singapore in September 2006 and the two-race excursion to Naning and Guangzho in China where the exposure to competing against foreign teams will be a plus factor for the men-paddlers.

Coach Brazal admits that the team did not have as much training and preparation for the trials as he would have ordinarily given because of time constraints, in fact, the men trained seriously for about 10 days and 10 women-paddlers were recent recruits and did not have any competition experience at all. And yet, they performed very commendably.

Governor Villafuerte, who delightfully received news of the team’s victory while at the Sinulog Festival in Cebu, assured them that he and the provincial government will be fully behind the team in terms of training logistics and participation in tune-up national competitions already scheduled by the Philippine Dragon Boat Federation before the team leaves for Penang, Malaysia.

The team is set to participate next month in the Manila Dragons Cup at Lakeshore, Mexico, Pampanga, at the Dragon Cup at Baywalk, Roxas Blvd., Manila in March, the Earth Day Fluvial Parade in April, in the prestigious Boracay International Dragon Boat Races in May, and in June the Philippine Dragon Boad Federation Regatta and the dragon boat races of Araw ng Maynila also in June.

Aside from the management officials composed of Governor LRay as team chairman, Ricky Magtuto as team manager, Ruben Brazal as team coach and Nikki T. Oriño as team coordinator, the Camarines Sur Dragon Boat team includes:

i regularly travel to naga (and legazpi) because of work. i like avenue and the coffee shops in front of it. I have also met mayor robredo. nice person, seems to know what his doing. I also like the hotels, better service than those in the "other" city. hehe

Urban renewal task force ready to roll off

NAGA CITY –- City Mayor Jesse M. Robredo this week issued Executive Order No. 2008-001 that seeks to rationalize efforts for the revitalization of the old central business district in the city and for the purpose created the CBD1 Urban Renewal Task Force to expedite its implementation.

Revitalization of the existing Central Business District 1 has been identified by the city leadership as a priority program under its Executive-Legislative Agenda (ELA) for 2007-2010.

The thrust has acquired greater urgency in view of the planned operation of SM City Naga by the first quarter of 2009 at CBD 2 which therefore demands for the continuing viability, vitality and sustainability of the old Centro which is home not only to local entrepreneurs and traders, but also as the epicenter of Naga’s character and cultural legacy.

The task force will primarily assist the city government in crafting a master plan for CBD 1’s urban renewal. It will define urban design guidelines that will govern the urban renewal efforts within the project site; specify programs, projects and activities (PPAs) that the city government and its partners can jointly or independently pursue, and; propose policies and regulations that the Sangguniang Panlungsod can adopt towards its realization.

Meanwhile, the task force has been called for its first meeting on Friday, Feb. 1 at the City Mayor’s Office.

During that meeting, the Special Project Group headed by Architect Hernani D. Aguilar will present the initial outputs and designs for the urban renewal program. Aguilar’s group over the past 10 days has conducted surveys within CBD 1 in regard to sidewalks and lamp posts that the city will put up under new design.

The scope of the project initially presented comprises the following: a) Arcaded/Metropolitan Commercial District delineated under the existing Ordinance No. 2000-071; and b) a Heritage District comprising i) institutions with Spanish influence composed of the Holy Rosary Major Seminary, the Naga Parochial School, Universidad de Sta. Isabel, Archbishop’s Palace, and the Penafrancia Shrine, and ii) institutions with American influence composed of Naga Central School 1, Camarines Sur National High School, and the Camarines Sur Polytechnic College-Naga campus.

In the same meeting, the task force will be presented with the proposed project site for finalization and/or amendments.

There have been numerous suggestions forwarded, including the inclusion of the LCC Mall development and the Ateneo de Naga University within the scope of the project site.

Also to be tackled is the “character” that will define CBD 1. This is critical for the task force, considering that the group will move quickly with regards to sidewalk and lighting upgrading which is the first order of the renewal infra projects.

As it is, the city government will immediately pursue and implement “doables” vetted by the task force within the project site while the latter is undertaking a comprehensive master planning process.

The following have been identified as members of the task force: Msgr. Zosimo Ma. Sanado, Naga Metropolitan parish priest; Arch. Virginia U. de Jesus, president of the United Architects of the Phil., CSur chapter; Alberto Bercasio, president of the Metro Naga Chamber of Commerce and Industry; President Fr. Joel Tabora, S.J. of the Ateneo de Naga University; President Sor Asuncion G. Evidente, D.C. of the Universidad de Sta, Isabel; President Dr. Dolores H. Sison of the University of Nueva Caceres; local historians Dr. Danilo M. Gerona, Jose Fernando P. Obias, and Jose V. Barrameda; Amelita P. Zaens, chairperson of the Developmental Institute of Bicolano Artists; Claudia Soriano, NAMASFED president; Atty. Lilia Reyta-Tondo, Naga City Perople’s Council chair; Francisco G. Ojeda, Naga City Public Market Superintendent; and Jose B. Perez, City Tourism Officer.

City Planning Coordinator Willy B. Prilles will chair the task force.

USWAG NAGA!, VIVA NAGA!, and yes -- even AN MAOGMANG LUGAR, have to go as the label of Naga City.

Now, official letters, signage, advertisements, and all other forms of communication concerning Naga City should start bearing ‘Heart of Bikol’ when referring to the city, as mandated by the newly-implemented ordinance preferring the appellation ‘Naga City, Heart of Bikol’ over the city’s other unofficial nicknames and appellations.

To distinguish Naga City from the other Naga City in Cebu province, all government agencies, educational institutions, religious groups, media outlets including radio and television stations, and business establishments here are directed to use the appellation ‘Heart of Bikol’ in their postal addresses in addition to the city’s 4400 zip code.

The ordinance authored by City Councilor Bernadette F. Roco came after the faulty deliveries of letters and other important communications resulting from confusion between the two cities having similar official names.

Same issue arose after San Fernando in La Union Province and San Fernando in Pampanga province had been declared city years ago, but was resolved when the two cities appended the name of their particular provinces.

Unlike the case of the two San Fernados, however, Naga City cannot easily add Camarines Sur in its official name because, politically, it is an independent city.

The appellation ‘Heart of Bikol’ was lifted from the catchphrase ‘from the Heart of Bikol for the good of Bikol’ of the weekly tabloid Naga Times published during the 1960s and edited by Luis General Jr. to whom the phrase has been credited.

Then Mayor P. Vicente Sibulo ordered the adoption of ‘Heart of Bikol,’ and had poet-writer Bienvenido N. Santos compose a poem inspired by the nickname.

The official nickname, also, was adopted to give the city a ‘more poetic appellation’ and an ‘attractive packaging’ to draw tourists and investors.

Commonly-used nickname for the city ‘AN MAOGMANG LUGAR’ has to go, as it was only meant to be used in the official logo for the city’s 50th Anniversary in 1998 and not in the years after it.

Legazpi City (6 February) -- Police Sr. Sup't Roberto Timog Bondoc, officer-in-charge of the Police Regional Office in Bicol (PRO5) presided the simple turn-over of command of senior police officers who assumed their respective new positions effective February 1, 2008.

Sr. Supt. Bondoc said that PNP Director-General Avelino Razon, Jr. issued General Order No. 08-01 upgrading the Naga city police office as "Type C" police district under direct administrative control of the Bicol PNP regional director based in Camp Simeon Ola here.

The PRO5 chief said the Naga City police force, headed by Police Sr. Supt. Edwin Nemenzo, will be increased by over 200 officers and men and a police mobile group.

NAGA CITY -- Thousands flocked the Naga City Cathedral Tuesday morning to seek miracle from famous priest-healer Fr. Fernando Suarez, many of whom medical science could not remedy, including inborn disabilities.

Venus Luna Nava, 50, a former bank employee who resigned to care for her 17-year old son, tearfully told the Bicol Mail she desperately seeks miracle because no doctor could give the right medical remedy to her son’s ailment.

Nava, who came from Inarado, Daraga, Albay, some 163 km from Naga City, narrated she had been here with her son in the Cathedral premises since Sunday to secure a good place where she thought Suarez could take notice.

She said her son was diagnosed of an ailment in the muscle since 2003 when he was in grade five and since then his situation deteriorated and at present he could hardly walk and wheelchair-bound.

“I totally believe my son will be healed,” Nava said tearfully as her son looked annoyed of her display of emotion, and she added that her son has become irritable these days.

She said she has already spent everything she had and that her husband stopped working because he suffered from a stroke.

Dianne Mendoza, 22, brought her sister Eva, 20, who has been paralyzed for a year now. They arrived 1 o’clock in the morning and stayed in the veranda of the centuries-old Minor Seminary, on the left side of the kiosk where Suarez is to hold the healing mass.

Dianne said she went home from Manila to bring her younger sister here who was first diagnosed to have been inflicted with tuberculosis of the bones.

“She has been given medication but nothing happened, so we came that she might be healed,” she said.

Eva said her ailment started with a pain in her back and the Manila hospitals did not alleviate her from the predicament until she became paralyzed.

Marites Toledo, 36, came with her bedridden 17-year old son who is a disable since birth.

Toledo said she believes Suarez could do miracle to ease their situation.

Some 10,000 crowd massed up at the Cathedral grounds according to Msgr. Zosimo Zañado, parish priest of the Naga City Cathedral, as early as 8 o’clock in the morning.

Zañado said the Cathedral grounds accommodate some 20,000 and he expected that the crowd could swell to a number comparable to the crowd of the Peñafrancia Fiesta.

Crowd control
He said the city hall has helped in crowd control plan and management enforced by policemen, soldiers and public safety personnel deployed around the Cathedral grounds.

Mayor Jesse Robredo said some 400 personnel from the Army, police and Naga City Public Safety Office were mobilized and deployed to secure the area and prevent untoward incident to happen.

Suarez arrived from Iriga City at 11:15 a.m. amid a cheering crowd. He conferred with the priests inside the Cathedral before the healing mass started at the kiosk.

Media were prohibited to interview as he walked through a pathway secured by pipe rails that wind around the concrete pavement like a maze. Outside the pipe-railed pathway awaited the believers.

The healing mass started before 12 noon where Suarez celebrated the healing mass in Tagalog wherein he revealed he is a “lover” of Our Lady of Peñafrancia, the Bicol patroness.

Suarez asked the believers to touch the ailing body part and prayed over to them.

In Iriga City, as expected, thousands of faithful, including those seeking to be healed have attended the mass of Suarez Tuesday at the foot of Mt. Iriga in San Nicolas village.

As early as 7 o’clock in the morning, the crowd started to swell and the Ilian Hill grounds were quickly filled-up, sending the local police and military personnel to manage the flow of people and vehicle.

God’s invitation
“Bakit dumami kayo ng ganito? (Why you increased to multitude?)” Suarez asked as if he was surprised by the huge crowd, and then quipped by saying that God invited them to come.

Apart from the afflicted ones, people from all walks of life who came from different places which include city hall officials and employees attended the healing mass. They were delighted when Suarez announced he would come back to celebrate another mass some other times.

A large crowd also attended the healing mass of Suarez at the Holy Trinity Cathedral at Barangay Gahonon Monday in Daet, Camarines Norte.

Some 50,000 people, some coming outside of Bicol, attended the healing mass there.

During the mass Connie Sarion, wife of Mayor Tito Sarion delivered a testimony of healing before the crowd.

The healing ritual for the sick kept Suarez on his feet for eight hours while believers stood on their line despite a downpour.

Reports listed 40 people collapsed due to heat and were attended to by local chapter of the PNRC, CANORA,Kabalikat Civicom, Knights of Columbus, KABAYAN, and PNP. With reports from Francis Elevado, Camarines Norte correspondent and Romeo Olea, Iriga City correspondent

NAGA CITY -- After enduring more than its fair share of natural calamities for the past two years, Naga City and its 14 surrounding municipalities should re-double their efforts to promote their own tourist destinations, Senator Richard J. Gordon said.

Set to attend a meeting of an association of hotels and restaurants in Naga organized by Department of Tourism, Senator Gordon extolled the Bicolanos’ patience, faith, and fortitude in the face of tragedy.

He said that Bicolanos have defied great odds to rebuild their homes, their businesses, and their lives in the aftermath of typhoons Milenyo and Reming, which arrived just within two months of each other, the first in October 2006 and the second in December.

But at the same time, the Senator, who also served as the Secretary of Tourism, exhorted Bicolanos to maximize its natural destinations, asserting that the region should replicate the strategy undertaken by Thailand when incapacitated by a devastating tsunami in December 2005.

“Bicolanos should launch a major promotional drive to attract both local and international visitors to tell the country and the world that Naga City and the region is ready and open for tourism,” the Senator said in a press statement.

Senator Gordon’s challenge to boost tourism in Bicol comes at the right time.

Statistics provided by the Department of Tourism indicate that tourist arrivals in Bicol, Naga City, and Camarines Sur combined have outperformed visitors in the province of Albay/Legazpi.

Bicol province registered a total of 258,608 visitors from January to December 2006 while only 133,604 visited Albay/Legazpi on the same period.

Moreover, from January to September 2007, Naga City and the region received 350,944 tourists alone.

“Without a doubt, Naga City is now the new tourist hub in the Bicol region,” the Senator said.

Not only has the city and the province hosted the famous Peñafrancia festival, it also features popular sports and recreation facilities such as Camarines Sur Watersports Complex, Mt. Isarog trekking and mountain biking, Malabsay Falls, Mt. Isarog Hot Springs, all in Pili.

Senator Gordon, who is also the Chairman and CEO of the Philippine National Red Cross (PNRC), was among the first to initiate relief and rehabilitation efforts of 8,000 families affected by typhoon Milenyo in the Southern Tagalog and Bicol regions. In December, when its was typhoon Reming’s turn to wreak havoc on Albay, Catanduanes, Southern Tagalog and Bicol, the Senator also led similar efforts for a total of 15,000 evacuees.

Besides giving various forms of assistance to typhoon victims, the Senator, in his capacity as PNRC Chairman had helped Naga City by building Red Cross houses.

I notice that almost all sidewalk vendors are no longer seen in centro. I think this is one of the doable things that the city government is doing in beautifying the area. I just do hope that ALL illegal sidewalk vendors will be cleared up in that area.

Maganda rin naman ang Parish Church namin...^8^ although JMCIM aq pinagmamalaki q ang mga landmark ng Lagonoy at Goa ^8^

I think Partido Area (3rd District) was one of most exciting place in Cam. Sur...!!?

The beautiful beaches of Sangay and Caramoan, and Lagonoy Gulf ...!! also the 19th century churches in Goa, San Jose, Lagonoy and Sagnay along the national highway..!!?

I also love viewing Mt. Putianay di sya maxado famous peo palagay q exciting ang umakyat sa taas nito, lalo na sa mga mahilig sa Mountain Climbing..^8^

I think Goa is the center of Commerce here, Dito namimili ang mga tao from nearby towns, also there's a lot of schools located here..!!

I think the reason was obvious. The boundary between the two provinces in this part of Bicol was quite a problem. Even now, despite the improvements done on the road (Tiwi-Sangay), the two towns seem to be separated. Apparently, Partido is accessible to the rest of Camarines Sur. But Camarines Sur's surrendering Libon, Oas, Polangui, Ligao, Pio Duran, Jovellar, and Guinobatan is not due to geographical barriers although accessibility might have been the reason. Anyway, it is imaginable that the two provinces are "vertically" divided. But still, I think of Goa being called Goa, Albay, and Guinobatan Guinobatan, Camarines Sur. Hahaha!

It's Saint Gregory the Great Parish or Albay Cathedral. The one in the Legazpi Port area is called Saint Raphael Parish or Legazpi Church. Hehe.

Hindi pa po. I think there there is no legal basis yet on the use of Metro Naga. Naga City has remained Naga City, and the towns surrounding the city have retained their postal names.

Third time in a row; accounts for more than half of the regional total

LEGAZPI CITY --- Posting an impressive 77 percent improvement over previous year’s performance, Naga City and Camarines Sur combined took the highest number of tourist arrivals in Bicol, more than half of the regional total for the year 2007.

In a report on the regional distribution of travelers in Bicol prepared by the regional office of the Department of Tourism here, Naga/Camarines Sur registered a total number of 456,911 tourists, domestic and foreign, for the period January to December last year. This is slightly more than half the regional total of 897,680 tourists that visited Bicol during that period.

The report also showed that Naga/Camarines Sur’s performance is also about three times higher than the number of tourists posted by erstwhile top tourist drawer Legazpi/Albay which garnered a total of 141,855 tourists or an increase of only 6 percent over previous year’s performance which was 133,440 in 2006.

Next higher performer over previous year’s record is the island province of Catanduanes which posted an impressive 76 percent increase, from 29,026 in 2006 to 51,055 tourist arrivals in 2007.

The other island province of Masbate produced a total of 107,008 tourists, or 39 percent higher than its total tourist arrivals of 77,130 tourists in 2006.

Camarines Norte posted an improved performance of 10 percent, from 73,539 in 2006 to 80,936 in 2007.

Of the six provinces in Bicol, only Sorsogon posted a negative 8 percent in its performance as it was only able to draw a total of 59,915 tourists in 2007, which was 5,369 short of its 65,384 tourists recorded in 2006.

Sorsogon, despite its Butanding, is also known to be rebel-infested where there have been incidents of clashes between government troopers and the communist guerrillas, aside from the alarming cases of extra-judicial killings by both sides.

Both Albay and Sorsogon felt the brunt of recent volcanic eruptions and ash falls and were heavily battered by floods and typhoons during the past two years.

Still, Naga/Camarines Sur registered the highest number of foreign tourists in 2007 at 45,626 compared to Legazpi/Albay’s 36,608.

From January to September 2007, according to an earlier report by theDOT regional office, Legazpi/Albay was leading in the number of foreign tourists, 36,000 vs Naga/Camarines Sur’s 28,851, until the figures changed during the final quarter of the year of the year with Naga/Camarines Sur finally breaking away with almost 9,000 foreign tourists more.

In the previous year, or in 2006, Naga/Camarines Sur also outclassed Legazpi/Albay in foreign tourist arrivals, 25,832 vs 8,765.

While the total regional tally of tourist arrivals totalled only 897,680, or 103,320 short of hitting the one million mark, Bicol nonetheless recorded an improvement of 41 percent over previous year’s performance. In 2006, Bicol was able to draw a total of 637,127 tourists, both domestic and foreign.

The total number of foreign tourists that came to Bicol doubly improved from 49,304 in 2006 to 105,608 in 2007.

Of the six provinces, Masbate posted the least number of foreign tourists at only 2,645, followed by Camarines Norte with 2,744.

Catanduanes took a big leap in drawing foreign tourists, from 3,181 in 2006 to 10,390 in 2007.

Legazpi City is famous for Mayon Volcano...Then i'll say Naga is Home to Mt. Isarog.

It is the highest forested peak in Southern Luzon. The Park, 10,112 hectares wide, has a rich diversity of flora and fauna. It is home to at least 143 kinds of birds, 15 of which are endemic to Luzon including a sub-species of the Velvet-fronted Nuthatch which is found only in Mt. Isarog. Other species endemic to the mountain are the Mt. Isarog Shrew Mouse, Isarog Striped Shrew Rat, the Isarog Shrew Rat and the Isolated Forest Frog. Rich in diversity, the park harbors 1,300 known species of plants including hardwood trees, mosses, ferns and orchids.

Location:

Mt. Isarog National Park (MINP) lies in the heart of Camarines Sur Province, in the southeastern portion of Luzon Island, Philippines (See map below). It is located at the central part of the Bicol Peninsula at 13° 40' North Latitude, 123° 23 East Longitude with an area of 10,112.34 hectares. Mt. Isarog is the highest forested peak in southern Luzon (Heaney & Balete 1999) rising to 1966 meters above sea level (masl). The territorial jurisdiction of MINP is covered by six (6) municipalities of Camarines Sur, namely: Pili, Ocampo, Goa, Tinambac, Tigaon and Calabanga and the chartered City of Naga which is considered as the economic center in the Bicol Region.
From any point in the Philippines, you can reach Mt. Isarog by land or by air. From Manila, you can take a six-hour drive going to Naga City or if you opt for a plane, a Naga-bound aircraft would be 30 to 55 minutes. The nearest airport is located in San Jose, Pili, Camarines Sur.

Going to the foot of Mt. Isarog is accessible by jeepneys or pedicab. And then you have to continue on man-made trails.

I'm not sure if the land area is bigger. If I'm not mistaken, Landco Pacific has a land area of 5.2 hectares, while that of SM Prime is only 4 hectares. As for the mall itself, SM Naga will have a gross floor area of 40,000 square meters. I'm not sure how big the expanded Pacific Mall is. I think PM will still be bigger by a few thousand square meters.

The two-storey mall will rise on a 4.7-hectare property between the existing Filcab terminal and St. Joseph School. It will have a gross floor area of 73,300 sq. meters, 54,400 of which are leasable.
Together with a department store that will occupy almost 12,000 sq. m and a supermarket (6,300 sq. m), the mall will feature four cinemas, a food court and 759 parking slots. It will also accommodate as many as 170 short and long-term tenants.

The project was delayed after the SM Group decided to put up a full-scale mall, instead of the original hypermart-type development.

E-Telecare actually called me during their job fair there in Naga. For obvious reasons, I wasn't able to attend their fair, but I still asked them if they're setting up camp in Naga. Riva, the recruiter who phoned me, said that they're still studying the feasibility of branching out in Naga, or of the province. I hope they find Naga viable for another BPO company! :D

Yes, si Kristelle has become a favorite of most pageant fans after the press presentation where they were made to walk and introduce themselves. I have high hopes on her. Medyo may kalakihan thighs ni Tabetha but she is more facially beautiful. Kristelle, though, does the better catwalk. Tabetha's great assets are face and height. Good luck to the both of them.

NAGA CITY: The unique participatory governance program of Naga City again took the center stage for winning the Galing Pook award that encourages active participation in governance by youth leaders.

Naga City’s Youth Month Program effectively serves as facility for the city government of Naga to obtain meaningful youth involvement in government.

Mayor Jesse M. Robredo of Naga said in his Executive Order 89-001, which declared April 15 to May 15 as Youth Month in Naga that the mechanism would impart to the young leaders a firsthand knowledge of government functions related to community problems and development.

Since the signing of the Executive Order in 1989, Naga’s top youth leaders have been competing annually for some 45 slots in the executive and legislative departments.

The youth leaders have also been given the opportunity to occupy seats in the nongovernment sector as representatives to Naga City People’s Youth Council.

The project enhanced greater involvement of the youth in government affairs. The Galing Pook Award, a plaque and cash prize of P100,000 was given in a fitting ceremony at Rizal Hall in Malacañang Friday last week.
