this early, we are looking forward to hosting big national and regional events:

National Collegiate Athletic the national WNCAA meet;

the SOLAC of the Jaycees;

National gathering of our Muslim brothers.

Moreover, Naga has been chosen one of the dozen or so Philippine cities
that will anchor exhibits in the Philippine pavilion for the Word Expo 2010
that will be hosted by Shanghai, China.

The Philippine exhibit revolves around the theme “Performing Cities.”
More than 70 million visitors are expected to visit the Expo,
which will be participated in by 192 countries and 48 international organizations.
Of course, let us not forget that in September,
the city will host the tercentenary of the devotion to the Lady of Peñafrancia,
the only regional fiesta in the entire Philippines.

Arrangements are being made to stream the festivities in real time
to the Philippine pavilion in the Shanghai World Expo.
And even if completion works are still ongoing,
we have already received a firm intent to book the
Naga City Coliseum for a three day regional event in December.

The recent issue of Bikol Reporter last week, carries an article (Title: CamSur Internantional Ariport Harani na sa Katotohanan) of the upcoming CamSur International Aiport a pet project of Governor LRey.

Land acquisition is apparently ongoing in Pili-Carolina / and or Calabanga plains.

The name woulld be changed to CamSur Airport rather than Naga Airport as the former is more popular than the latter, both locally and internationally

Tourism has boomed in the province. Last Sunday- The CWC Beginer's Lake has a waiting list of 375 wakeborders waiting to be accomodated at 3 PM).

And that is only one section of the CWC Winchpark. Each of this wakeboarder is paying 650 pesos for a two hour lesson. Imagine it's income for that day alone.

The main CWC Wakeboard Park was also teeming with tourists (both locals and foriegners) paying an hourly rate.

Lago del Rey was full- at 160/hour, 250 for half day rate.

All the accomodations are booked.

That's in CWC alone- not counting Naga City and Caramoan.

^^ For the TEPI Convention this month, which we are hosting, more than 90 percent were boot via Legazpi. Flights are fully booked and majority also did not want to fly a smaller plane.

The same predicament was faced by the Pulmonary and Orthopedic Groups.

Although I do not agree of an international airport in CamSur (an upgraded domestic airport that could accommodate bigger planes will do) but that was welcome news.

It pains my heart to see a good mayor go.

But I'm happy as he did not give in to the request of the Naguenos to let his wife (Atty Leni) run for mayor to replace him.

I would have voted for her had she decided to run.

But I'm full of pride that in my lifetime- the city that I chose to live was led by a great statesman, a rare non- traditional politico who served his people well and (tadahhh!!!!!!)- followed the anti dynasty law.

This is definitely a great development for CamSur!:banana::banana::banana:

Having that airport would add to the sustainability of CamSur's tourism boom...

I wonder how much would be the cost of this proposed airport and where would the provincial government get that huge amount of money? I would assume it would cost billions of pesos. Wish they would get a better design..

i am told by the staff of kopiroti that guests can order from nearby whattaburger and have it delivered in kopi while one enjoys the comfort of their coffee place.

more good news sa sato gabos! a much better, bigger airport is surely welcome. i agree with you, doc. no need to be int'l so long as facilities are convenient and equipped enough for our many guests. i understand, though, from previous reports that the good governor envisions direct flights to WNP from incheon, for example (considering the volume of koreans tourists in the PH)

i suppose even with the airport being called CamSur, code will still be WNP due to long-standing use.

Mismo. It will also be a good exposure for them to a more diverse clientele from wider geographic origin.

Miss ko na man ang siopao, lomi asin mami ninda.

Curious lang po any statistics on what percentage of mall tenancy ang nasa food market. SM Naga may have some interesting statistics at this point which will reflect spending pattern in the province. Next month, SM Naga will be one year old.:):):)

With the line of thinking of LRey, i will not doubt if a new airport in the province will soon rise. An internatioal airport is surely to come if Villar gets elected (i do not wish this though) with LRey. Like his father, he is addicted to all things that are grand and making things grand at all cost. The difference is he is bolder in his approach. Maybe because he is younger.

DA promotes palay breeder seeds from PhilRice
PILI, Camarines Sur, April 5 (PNA) -- The Department of Agriculture (DA) is promoting among rice farmers in Bicol the use of technologies developed by its Bicol Experiment Station (BEST) and the Philippine Rice Research Institute (PhilRice) that are seen as effective tools toward increased production and income.

“We have been propagating breeder seeds provided by the PhilRice which we are selling to farmers who wanted to attain a 10 percent increase in their palay yield,” said Edgar Madrid, DA’s regional technical director for Research and Development (R&D) during recent a customized PalayCheck field day at the BEST demonstration field in Barangay Pawili here.

Over 300 farmers from major rice-producing towns in the region joined this latest BEST field tour that featured demonstration of the drum seeding technology, modified dapog, minus-one-element technique and the carbonized rice hull.

Drum seeding is a technology developed by the PhilRice that uses a lightweight and hand-pulled machine for easy and efficient dispensing of rice seeds into the field, Madrid said.

Modified dapog is a mat nursery raising technique that produces easy to transplant seedlings in less irrigated fields for hybrid rice varieties while the minus-one element technique (MOET) or biological method also developed by PhilRice is a practical and cheap method of soil testing and assessing farmers field of nutrient deficiency.

This technique is performed by the farmer himself or by farm technician in the field to determine the nutrient deficiency or requirement of his crop, Madrid said.

Carbonized rice hull (CHR) on the other hand is a soil conditioner and bioorganic fertilizer from hydrophilic material made from the incomplete or partial burning of rice hull. It contains potassium, phosphorus, calcium, magnesium, and other microelements needed for growing crops.

As soil conditioner, CRH replenishes air and retains water in the soil. Because of the heat it undergoes, it is sterile and thus, free from pathogens. As such, it makes an excellent host for beneficial microorganisms, and an ingredient for bioorganic fertilizer, the DA R&D chief said.

The PalayCheck field day also called location specific technology is a regular activity being initiated by the DA at its BEST demo fields here and in the municipalities of Ocampo, Libmanan, Nabua, Pamplona and Calabanga in Camarines Sur and Camalig, Oas and Ligao in Albay province.

Urging the farmers to continue using certified seeds suitable to their place and adopt technologies which they think are suitable in their farms, PhilRice Los Baños branch manager Diego Ramos who was present in the tour said such activity would encourage farmers to adopt technologies as they could see for themselves the result.

He added that PhilRice is scaling up PalayCheck and palayaman technology by making them more location-specific or customized to the farmer's field through a location-specific technology development program.

Palayamanan is an intensive rice-based farming system that provides farmers varied strategies in farming through education while experimenting on the modern application of the integrated crop management.

It is also aimed at training farmers become farmer-scientists, farmer-researchers and extensionists in advocating new farming technologies, an approach that according to a report by PhilRice resulted to an increased production and income for them.

Palayamanan primarily aimed at maximizing resources in the farm to alleviate poverty and produce more rice for the increasing population is in support to the national rice-sufficiency program of the government, Ramos said.

DA acting Regional Executive Director for Bicol Marilyn Sta. Catalina during the PalayCheck tour stressed on the importance of having field days as this is an opportunity for the DA to share with the farmers the technologies at hand.

She said DA is continuously working on ways to improve technologies for dissemination to farmers as she recognized the efforts of the research group for coming up with technologies to lessen cost of production but increase yield and income.

“The farmers should adopt the technologies as the government invested on these technologies and once there is an investment there should be a return on investment by increasing the yield and income of the end-user of the technology- the farmers,” Sta. Catalina said.

The DA Bicol acting chief also expressed optimism that once farmers adopt the technologies, the vision of rice sufficiency is not far from reality.

“We are continuously implementing the Fertilizer, Irrigation, Extension, Loans, Dryers and Seeds (FIELDS) program which is important to attain self-sufficiency in rice,” she added as she asked the PhilRice for a continued collaboration in the implementation of projects and urged the farmers to produce more rice for self-sufficiency. As for that rock, I think some of the rocks in Tigaon and Ocampo are from Isarog... they were thrown there after an eruption.

where is this again? reminds me of the ancestral houses in silay, negros occ- now turned into museums/ tourist attractions.

their natong (laing) has big shrimps as bangot. on lucky days, there's this fish (tuna variety?) dish available, cooked in thick coco cream. not sure kung malasugi ito. guta pa lang, garo masiramon nang panira :-)

Supreme Court upholds law creating new CamSur district
MANILA, Philippines—Voting 9-5, the Supreme Court en banc upheld on Tuesday the validity of the creation of an additional district in the province of Camarines Sur, according to early reports reaching abs-cbnNEWS.com/Newsbreak.

The decision, penned by Justice Jose Perez, upheld the validity of Republic Act 9716, the law that paved way for the creation of a new district in Camarines Sur.

The move to increase the districts in the province from 4 to 5 has been interpreted by various camps as a form of accommodation for Rep. Diosdado 'Dato' Macapagal Arroyo, the youngest son of President Arroyo and incumbent congressman of the old 1st district, and her erstwhile Budget Secretary Rolando Andaya, who wants to reclaim the same congressional post.

The creation of an additional district prevented a face-off between Andaya and the younger Arroyo.

Andaya, who served as the representative of the old 1st district from 1998-2007, is now making a comeback in his district and is facing Nacionalista Party’s Nestor delos Reyes in the congressional race.

The younger Arroyo, meanwhile, is running in the new 2nd district and is facing Nacionalista Party bet and San Fernando Mayor Fermin Mabulo for the congressional post.

Charter violations

The law was passed despite criticisms that it violated provisions of the Charter because it allegedly failed to meet the population requirement set by the 1987 Constitution.

Section 5-3, Article 6 of the Constitution requires a minimum population of 250,000 for a local government unit (LGU) or clusters of LGUs to be declared a congressional district. Each district should be composed of a “contiguous, compact, and adjacent territory.”

Based on the 2007 census, the population of the new district is 276, 777 but the population of one of its mother districts—the 1st district—was reduced to 176, 383, which is below the minimum 250,000 population requirement set by the Constitution for the creation of a congressional district.

The new district in Camarines Sur was created when Republic Act 9716 was signed by President Arroyo in October last year. It was created by regrouping the municipalities from the 1st and 2nd districts of the province.

The political units that are consolidated to form the new district are as follow: municipalities of Libmanan, Pamplona, Pasacao and San Fernando in the first legislative district; and municipalities of Gainza and Milaor in the second legislative district.

MANILA, Philippines - San Miguel Corp. (SMC) has set its sights on what could probably be its most ambitious and expensive project to date as it spearheads the Philippines’ bid to become the first country in Southeast Asia to build and operate a bullet train.

SMC president and CEO Ramon Ang told The STAR that they have commissioned a group that includes international companies with experience in bullet trains to study the possibility of building a bullet train railway that will run from the north to the south end of Luzon.

As planned, the bullet train railway will run the Laoag-Manila-Bicol route. As for the right-of-way acquisitions, Ang said this will be up to the government.

He revealed that they hope to submit their unsolicited proposal to government by the end of the year.

SMC’s top executive expressed optimism about the possibilities that this venture will present to the country’s tourism industry. “We want to help tourism. If nobody dared, we will,” he said in an interview. A high-speed train service is also expected to help boost not only tourism but also the economy in general.

Travel from Manila to Laoag takes around 12 hours by land. The Philippine National Railways (PNR) has a train service that runs the Manila-Bicol route – the Bicol Express which carries as much as 20,000 passengers daily – although it has not been operational for three years due to heavy damage wrought by typhoons. There are plans to resume operations before President Arroyo’s term ends.

Both the Manila to Laoag and Manila to Bicol lines are also currently accessible by air and there are public buses that ply the two routes.

Running speeds of as fast as 300 kilometers per hour, a bullet train can cut travel time to the far ends of Luzon from Manila significantly. Fares are also expected to be cheaper than plane fares but higher than bus fares.

With SMC’s plan, the Philippines will be pitted against Vietnam in the bid to build Southeast Asia’s first bullet train.

The Vietnam project is estimated to cost $56 million and may choose either the group of Sumitomo Corp. and Mitsubishi Heavy Industries Ltd, or Itochu Corp. and Kawasaki Heavy Industries Ltd, all Japanese companies, for the project. The two groups currently run lines in Japan similar to what would be built in Vietnam.

Vietnam is said to be favoring Japanese technology for the 1,555-kilometer Hanoi-to-Ho Chi Minh City line as Vietnam “is geographically similar to Japan with not enough land and too many people, and a long coastal line,” Nguyen Huu Bang, chair and CEO of Vietnam Railways Corp., was quoted as saying.

The Nomura Research Institute has helped with initial studies for the project, and Japan’s Ministry of Economy, Trade and Industry will fund a feasibility study that will start in June, Vietnam Railways said.

Work on the Vietnam bullet train line is due to start in 2012, with services beginning on the first section by 2020. The high-speed train will probably be financed by a mix of overseas development aid, state funding and public-private partnerships.

A ticket for the full Hanoi-to-HCM City high-speed rail journey may cost about 75 percent of the average current plane fare, Bang said.

China is also working on building high-speed trains to support its surging economy. The country in December opened a high-speed rail link of more than 1,000 kilometers between the cities of Guangzhou and Wuhan.

Back in 2004, South Korea became the second Asian nation after Japan to build a high-speed train service between major cities.

Yesterday I saw Dato driving and Gibo at the motorcade, they were talking while in Naga itinerary.
I consider Dato a good nature person and humble. lots of friends in Ateneo de Naga Univ. when he was still studying there

SC declares as 'constitutional' 5th legislative district of Camarines Sur
BAGUIO CITY, April 6 (PNA) - The Supreme Court (SC) in en banc session here on Tuesday declared as "constitutional" Republic Act 9716, the law that created the fifth legislative district of the province of Camarines Sur.

With the ruling, presidential son Dato Arroyo and former Budget Secretary Rolando Andaya, Jr. can run again in the May 10, 2010 elections.

Voting 9-5-1, the SC said Republic Act 9716 is a valid law.

SC spokesman and Court administrator lawyer Jose Midas Marquez said that laws have presumptions of constitutionality.

There are now four legislative districts in Camarines Sur and because of RA 9716, there are now five legislative districts of Camarines Sur with the reapportionment of first and second districts of the province.

The law used a 2007 census which shows that the first and second legislative districts of Camarines Sur have a total population of 1,693,821.

All existing legislative districts of Camarines Sur have more or less 400,000 population each.

Republic Act 9716 provides for the creation of a congressional district 1 with a population of 176,383 while district 2 with a population of 276,727.

By a majority vote of nine, the SC said that the original requirement of 250,000 population is for a city to be entitled to a representative in Congress but not to a province.

The dissenters are Chief Justice Reynato Puno and Associate Justices Antonio Carpio, Conchita Carpio-Morales, Arturo Brion and Luis Villarama, Jr.

MANILA, Philippines - Following its controversial decision giving President Arroyo the power to appoint the next chief justice, the Supreme Court (SC) has again rendered another ruling that is favorable to the Palace.

The SC junked yesterday a petition of Liberal Party (LP) standard-bearer Sen. Benigno “Noynoy” Aquino III questioning the law signed by the President creating a new congressional district in Camarines Sur that will benefit her son, Rep. Diosdado Ignacio “Dato” Arroyo, and her ally former budget secretary Rolando Andaya.

Voting 9-5 during a summer session in Baguio City, the High Court ruled that RA 9716, which created another district in the province after reapportionment of cities and municipalities, is constitutional, according to SC spokesman Midas Marquez.

The SC dismissed Aquino’s argument in his petition filed in October last year that RA 9716 “constitutes grave abuse of discretion” and “violates the principle of proportional representation.”

In the decision penned by Associate Justice Jose Perez, the Court said that the required population of 250,000 for creation of a district only applies to cities.

“The Court said that this requirement under Article VI, Section 5, Paragraph 3 of the Constitution does not apply to provinces but only to cities. In this case, there is nothing wrong in the reapportionment of Camarines Sur, a province, that left the first district with only 178,000 residents,” Marquez explained in a teleconference.

Eight other justices concurred in the ruling - Senior Justice Renato Corona and Associate Justices Presbitero Velasco Jr., Antonio Eduardo Nachura, Teresita Leonardo-de Castro, Diosdado Peralta, Lucas Bersamin, Mariano del Castillo and Jose Mendoza.

Chief Justice Reynato Puno, Senior Justice Antonio Carpio, Associate Justices Conchita Carpio-Morales, Arturo Brion and Martin Villarama dissented.

In his dissenting opinion, Carpio said that the 250,000 population is a default requirement in the creation of a district. The other four agreed with him.

Associate Justice Roberto Abad is on official leave.

Carpio argued that the new law signed by the President on Oct. 12 last year had violated the requirement on population for creation of a legislative district as specified in Article VI Section 5 of the Constitution.

He said that after the reapportionment of the province for the creation of the third district, “the first district will have a population of 176,383, way below the population requirement under the Constitution.”

Senator Aquino, in his petition, stressed that the creation of a new district should not be merely based on the benefits it would give to lawmakers.

“It is not a question of whether or not the congressman would agree to the creation of a new legislative district. It is a question of whether or not it would translate to better representation for the people living in the said locality, given that the population of a particular locality has grown so much as to entitle it a new legislative district,” he argued.

“Congressional reapportionment is an issue of the people represented, not the representative,” Aquino stressed.

The LP standard-bearer believes that the new law “would favor them (Rep. Arroyo and former Rep. Andaya)” as the extra congressional district would mean the two would no longer need to run against each other in the May congressional polls.

He was joined by Naga City Mayor Jesse Robredo in filing the petition.

No constitutional requirement

RA 9716 originated from House Bill 4264 filed by 2nd District Rep. Luis Villafuerte and was approved by the House of Representatives on June 11, 2008. It was submitted to the Senate six days after.

During public hearings, Sen. Joker Arroyo and Rep. Villafuerte argued that the Constitution did not provide any minimum population requirement for the creation of congressional districts within a province.

They added that while the Constitution requires that cities must have at least 250,000 inhabitants to be entitled to a legislative district, there is no such requirement for provinces.

The provinces of Batanes, Camiguiin, Siquijor, among others, have less than 250,000 inhabitants and yet have their own legislative districts, they explained.

kevinb: By default, all provinces must have at least one legislative district, so Batanes, Camiguin, Siquijor AND ALL OTHER PROVINCES WITH LESS THAN 250K POPULATION should have one district. The only way another district can be carved out of the province is when population reaches 500K.

Before the new law was passed, the first district of Camarines Sur was composed of the towns of Del Gallego, Ragay, Lupi, Sipocot, Cabusao, Libmanan, Minabalac, Pamplona, Pasacao and San Fernando with a population of 417,300 two years ago.

The second district, on the other hand, was composed of the towns of Gainza, Milaor, Pili, Ocampo, Camaligan, Canaman, Magarao, Bombon, Calabanga and Naga with a combined population of 474,899 in 2007.

Under R.A. 9716, the municipalities of Libmanan, Minabalac, Pamplona, Pasacao and San Fernando in the first district were consolidated with the municipalities of Gainza and Milaor in the second district to comprise a new district.

The municipalities of Del Gallego, Ragay, Lupi, Sipocot and Cabusao shall continue to be designated as the first legislative district.

The second district shall become the third district composed of Naga City and the municipalities of Pili, Ocampo, Camaigan, Magarao, Bombon and Calatianga.

The new fourth district shall comprise the towns of Caramoan, Garchitorena, Goa, Lagonoy, Presentacion, Sangay, San Jose, Tigaon, Tinambac, and Siruma.

The fifth district shall be composed of Iriga City, Baao, Balatan, Bato, Buhi, Bula and Nabua.

The creation of an additional district prevented a face-off between Andaya and Rep. Arroyo.

Andaya, who served as the representative of the old 1st district from 1998-2007, is now making a comeback in his district and is facing Nacionalista Party’s (NP) Nestor delos Reyes.

The younger Arroyo, meanwhile, is running in the new 2nd district and is facing NP bet and San Fernando Mayor Fermin Mabulo.

NP bet Sen. Manuel Villar Jr. welcomed the SC’s decision and wasted no time in hitting Aquino.

“I think that’s the only battle Noynoy waged, and it was even slammed,” said Villar.

“It is irrelevant who will run and benefit from it. What we follow is the law. This went through the processes of the House of Representatives and the Senate, so we know this is legal,” he added.

Double whammy

One of the senators who debated with Aquino over the issue called the SC decision a double whammy.

Earlier, the SC ruled as unconstitutional RA 8754, which created a legislative district within the city of Malolos.

Aquino supported and shepherded the Malolos bill through the Senate as chairman of the Committee on Local Government.

Malolos residents questioned the bill before the Supreme Court and won.

The source, who debated against Aquino on the issue, noted the irony of the two measures where the senator supported the bill although the last census showed that Malolos had a population of only 227,000, short of the 250,000 constitutional requirement.

At that time, Aquino claimed that Malolos had a potential 250,000 population according to other government agencies, but the SC was not convinced.

In the Camarines Sur bill, Aquino refused to sponsor the House Bill of Rep. Villafuerte because according to him the new district has only 176,383 inhabitants and therefore short of the 250,000 requirement.

“As it turned out, the Supreme Court turned Noynoy down in both cases,” the source said.

“The poignancy of the Camarines Sur bill is that when it was voted upon by the Senate on third and final reading, Noynoy got the support of only one senator, fellow Liberal Kiko Pangilinan while the rest of the Senate went against him,” the same source added. - Artemio Dumlao, Christina Mendez

MANILA, March 29, 2010-The long-awaited coffee table book about the Bikol region's icon of Our Lady of Peñafrancia will be launched on Easter week, April 8, 2010, at the Yuchengco Museum in Makati City.

Project Directress Carmen V. Bernas told CBCPNews the 250-page book entitled "Ina: Little Stories of Faith" contains accounts from devotees of Our Lady of Peñafrancia.

The book is edited by Minerva R. Fajardo and designed by Eva Penamora.

In his foreword, Caceres Archbishop Leonardo Z. Legazpi, O.P. wrote about the history of the devotion to Our Lady of Peñafrancia which begun 300 years ago.

"The book contains the first-ever published collection of true and intimate encounters with Ina," Bernas told CBCPNews.

For its first edition, 4,000 copies have been printed for devotees in the Bicol region, in other parts of the country and abroad.

The Bikolanos are known for their religiosity and devotion to the Catholic Church. Christianity was introduced to Bikolandia by the Franciscans and other Spanish-Mexican mendicant orders.

Daet Bishop Gilbert A. Garcera will preside over the Mass at the Teresa Yuchengco Chapel at 5:00 P.M. Thursday, April 8, 2010.

The devotion to Our Lady of Peñafrancia began 300 years ago when the Covarrubias Family from Peñafrancia, Spain, settled with kins in Cavite in 1710.

Miguel Robles de Covarrubias, a seminarian studying at the University of Santo Tomas, got very ill. He and his family prayed to Our Lady of Peñafrancia whose picture he was clutching to his breast for his recovery and to spare his life.

According to sources at the Archdiocese of Caceres, the seminarian vowed that upon recovery he would construct a chapel by the bank of the Pasig River in Manila, in gratitude to Our Lady.

Miraculously cured, he was ordained to the priesthood not in Manila but in what was known as Ciudad de Nueva Caceres now Naga City by Bishop Andres Gonzales.

Padre Miguel, the first diocesan priest to be ordained in Naga City, mobilized the local residents along the slopes of Mt. Isarog to construct a chapel made of local materials, nipa and bamboo at the bank of Bikol River and ordered a local artisan to carve an image patterned after the picture of Our Lady of Peñafrancia which he brought.

Miracles were reported to have happened and spread like wildfire along with the devotion to Nuestra Senora de Peñafrancia.

Fr. Miguel's letter to the Dominican Fathers of Salamanca in 1710 disclosed many miracles through the intercession of Our Lady.

The devotees grew in number even outside the Diocese of Nueva Caceres but included Tayabas (Quezon), Marinduque, Laguna up to Palanan in Isabela province.

Devotees have reached and settled in places like America, Europe, Australia and Asia.

Various programs have been prepared for the successful Tercentenary celebration come September 19, 2010 with the theme "A Gift received, a Gift to share."

Devotees from all over the world are expected to attend this year's festivities. (Melo M. Acuña)

this is for our Bikol lunch this wednesday at our annual villa in baguio. simple menu: cocidong sira, dinuguan na bikol (all-meat, with green papaya bits, in rich coco cream), ginulay na sili na pahingorag tinapa, natong na naglalana-lana; okra, talong asin ugbos kamoteng binabaw sa sinapna, dutdutan: dinailan na may limon, sili, kamatis.

WAKEBOARDING and wakeskating enthusiasts from Metro Manila may soon enjoy their favorite water sport every day, if they’re inclined to, without having to fly to Camarines Sur.

The same group of investors behind the success of CamSur Watersports Complex, which included a company owned by Lara Villafuerte (wife of CamSur Gov. El-Ray Villafuerte) along with some partners, had signed a lease agreement with the Ayalas on an eight-hectare site in sprawling Nuvali, a mixed-use eco-development spanning Sta. Rosa and Calamba in Laguna.

A large man-made lake will soon be built in Nuvali, replicating the water sports complex facility that had catapulted CamSur into a tourism hotspot. The investor group is now securing government permits and drawing up a master plan for the complex, which is targeted for soft opening by the end of the year.

The forthcoming water sports complex in Nuvali, which is being groomed to be an outdoor destination especially for young people, is seen to complement Nuvali’s existing sanctuary for endemic birds, as well as a 50-kilometer mountain bike trail and hotels which, among others, will soon rise in the 1,840-hectare development.

BAGUIO CITY, Philippines—Voting 9-5, the Supreme Court affirmed the law creating a fifth congressional district in Camarines Sur, which would accommodate its incumbent Rep. Diosdado Arroyo and former Budget Secretary Rolando Andaya Jr. in the May congressional race.

The high court said that Republic Act No. 9716, which reapportions the population of the province’s first and second districts to form a fifth legislative district, “is a valid law,” said lawyer Midas Marquez, the Supreme Court spokesperson.

The decision, penned by Associate Justice Jose Perez, resolved the constitutional challenge posed against the law by Sen. Benigno Aquino III.

Aquino said the law was designed to accommodate more administration candidates in this year’s elections.

Andaya is running for representative of the first district while Arroyo, who is the incumbent first district representative, is now seeking the second district seat.

Chief Justice Reynato Puno and Associate Justices Antonio Carpio, Conchita Carpio-Morales, Martin Villarama Jr. and Diosdado Peralta dissented. Associate Justice Roberto Abad was on leave when the justices convened in an en banc session here on Tuesday.

The chief argument of the dissenting justices was that RA 9716 affects the way the bureaucracy is structured, Marquez said.

Quoting Carpio’s dissenting opinion, Marquez said the law disrupts the prevailing “rule of uniformity in apportioning legislative districts.”

The 1.7 million residents of Camarines Sur are distributed in four legislative districts, he said. Each district represents a population of about 400,000.

The law creates a fifth district by reducing the population of the first district to 176,383 and that of the second district to 276,777.

Marquez said nine justices were convinced that “there is a presumption of constitutionality” in RA 9716.

Section 5 of Article 6 of the 1987 Constitution states: “Each legislative district shall comprise, as far as practicable, contiguous, compact and adjacent territory. Each city with a population of at least [250,000], or each province, shall have at least one representative.”

Marquez said the justices who favored the law said the provision does not “fix a 250,000 population” when creating a provincial legislative district.

He said the justices believed “only city legislative districts required a fixed population.”

In another decision on Tuesday, the Supreme Court affirmed its March 23 decision that allowed Bulacan Gov. Joselito Mendoza to stay in his post.
