According to sources from LCC Nabua, they have sent msytery shoppers to all department stores in Iriga to know the prevailing prices of what's being sold there.

The Agta Bowmen of Asog
Sta. Teresita, Iriga City, April 6, 2010. There were twenty six bowmen in all, from four tribal settlements scattered along the foothills of Mt. Asog, also known as Mt. Iriga. Wearing color coded headbands for identification purposes, the Agta archers were participating in the first ever Indigenous Peoples Archery Competition “PANASIKATAN 2010”, held at the assembly area of the Oyango Tribal Settlement in Sta. Teresita.

It was the culmination of months of patient prodding, motivation and encouragement for the men folk of the Oyango Tribal Community where I have been working as a volunteer worker and project manager for our family initiated community outreach work and educational ministry, which has gained the support of the University of Nueva Caceres, my mother institution.

Bicol Mail, the region’s leading weekly, has joined this advocacy early last year, and provided a special priority page for news and other information about the Agta. This week, ABS-CBN TV 11 Naga, the leading broadcast network in the Bicol region, has likewise expressed interest and enlisted in the campaign, by covering this pioneering event aptly described as a Cultural Revival and Enhancement project initiated through the efforts of agtabicol.org, a website based network of volunteers.

Ms. Maribel N. Ballon, Sales head of ABS-CBN Naga, even accompanied the news team led by veteran Cameraman Fenly Candelaria with Mylce Mella, news reporter and driver Juan Bio. With their bows and arrows made up of single and three pointed arrow heads, the Agta bowmen consisting of brothers, fathers and sons, grandfathers and grandsons, each took turn to hit the target specially designed for this competition.

Two at a time, and with three arrows each per set, the twenty six bowmen underwent a series of elimination rounds that narrowed the choice from twenty six to twelve after shooting six arrows during the first and second elimination round. The next round further reduced the participants to six, and the last round brought the number down to only three of the best archers.

Using a set of scoring system with the center target as big as a one peso coin worth two hundred points, the total score card gave the highest point and the Grand Championship to Jerome Agod from the Oyango Tribal Community. He has consistently shown his skill with the bow and arrow by consistently hitting the center circle of the target located forty feet away, to the resounding cheers of hundreds of tribal people, visitors and guests that lined up both sides of the archery range, unmindful of the blazingly hot summer sun. The two other winners were Vicente cervas, who won the third place, and David Felix, from the San Vicente tribal community, who obtained the second highest point.

With Chieftain Pedro Centillas as chairman of the scoring secretariat adding up the total score for all participants, the crowd was entertained by the shooting skills of the Agta boys who were likewise invited to join a slingshot “tirador” contest. The target was a tennis ball tied to a nylon net and hung about thirty feet away. The same elimination rules used for the archery contest was adopted to select the winner, which again came from the Oyango Tribal Community, the host tribe.

A handsome cash prize of two thousand pesos, a can of special biscuit and a championship medallion was awarded to the best archer of the day. The two other winners were also given their respective cash prizes, medals and gift pack. The ABS-CBN News crew, as a manifestation of support, also donated a modest amount which was given to each participant, in addition to the noodles that were also distributed as a token for each bowmen who joined the contest.

The twenty six Agta Archers which participated in this competition were, Felix Vicente, Romulo Lumabe, Francisco Langcaon Sr., Gregorio Sotto, Carmelito Lumabe, Ricardo Cervas, Jerome Agod, Feliciano Cervas, Felipe Guevarra, Cecilio Lumabe, Nicomedes Cervas, Jesse Agod, Domingo Lumabe, Salvador Cervas, Paustino Centillas, Francisco Langcaon Jr., Erik Lumabe, Vicente Cervas, Marcelino Cervas, RockyVargas, Rollie Vargas, Rogelio Lumabe, Jaime Lumabe, Ventura Cervas, Rey Vargas, Nicolas Vargas and David Felix.

The University of Nueva Caceres, represented by this reporter also turned over to the delegation from other tribal settlements a large sack of used clothing each for distribution to their respective communities. The clothing materials were solicited and put together through the efforts of the Institutionalized Community Extension Service Office (ICES) of UNC under Ms. Marissa Trinidad.

Given the overwhelmingly favorable reaction of the guests, participants and their families to this “PANASIKATAN Competition”, it is a certainty that the next annual event will even be bigger and better, not only in the number of participants, but also with the prizes, gifts and give aways, the sponsor to this unique cultural event will share.

For the Agta this competition has re-awakened and rekindled their zeal and enthusiasm in preserving and protecting a cultural treasure and heritage about to be lost. The bow and the arrow to the Agta, is a symbol of hope and inspiration for this forgotten people of the forest; and a fitting tribute to the courage and daring of their ancestors, who braved superior weapons and armaments in their fight against tyranny. Ateneo de Naga's Godofredo Cabus Arnaiz III ranked first in the Electrical Engineer Licensure examination with a rating of 93.20%.

Devin Tapic Metante of the Cebu Institute of Technology scored 93.10%, landing him in second place.

Danielle Anne Cereno Bautista of Polytechnic University of the Philippines, Sta. Mesa ranked third with her 92.90% rating.

In seventh place is Robert Baquero Rita of Eastern Visayas State University (LIT) Tacloban with a rating of 90.50%.

De La Salle University-Manila produced six students who made it to the top ten, making up the majority of the list. They are fourth placer Val Lester Chua Ocampo Tan, with a rating of 92.50%; fifth placer Jaime Catimbang Tiong, Jr., with a rating of 91.70%; sixth placer Andrew Donovan Lu Yu, with a rating of 91.30%; eight placers Francis Eric Tongol Bondoc and Kim Angelo Serrano Honrado, both with a rating of 89.90%; and ninth placer James Bryan Bedrio Labergas, with a rating of 89.50%.

Tied with Labergas in ninth place with a 89.50% rating is Amalyn Alquizalas Tago of the University of San Carlos.

Mapua Institute of Technology's Aldreen Manumbale Quirit caps off the top ten with a 89.20% rating.

Salceda told: Wait till your mother gets home

Many people were surprised by the sudden defection of Gov. Salceda to the Liberal Party of Noynoy Aquino. We were not. He has done this to Raul Roco before and what he has done now shows much what stuff he is made up of. Political savvy (read;betrayal) is what it is all about. Sad to say that is what we see in politics. But, what is really awful is that he was the prime initiator of the Team “Palabra de Honor.” Now we know more of what it all means.

His ditching Raul in favor of GMA shows clearly with the political largesse he amassed under her Mother’s patronage: Pantao Regional Port (read ELEPHANT), Southern Luzon International Airport (read PA PORMA), RDC Chairmanship (after having been soundly rejected by RDC voters themselves for being hooty. Remember the walk out he staged when Villafuerte got the votes?), BRRTH as Southern Luzon Medical Center( getting more equipment and budget than the BMC which is supposed to be the Regional Health Center of Bicol), missions of dollars in grant in aids siphoned to his province while more deserving provinces are overlooked. You are free to add to the list.

Why the sudden shift? Let us go direct to the point. Because he knows that Teodoro is losing and Noynoy has got the surveys. He knows that with Teodoro out this early he will be left out in the cold and his projects ( his monuments to fame and infamy!) will turn pffft. Noynoy was very vocal that he will discontinue big GMA projects that are drying up the budget(that includes Pantao and the BIA!) The gullible (sa kaogmahan) Aquino immediately offered Salceda the Regional Chairmanship of the Liberal Party. Ayos na!

We see an ominous sign of what will happen to Bicol in an Aquino presidency. With Salceda at the helms of the RDC, same people, same values, same priorities, same mistakes. Forget about Camarines Sur hosting an international airport even if it is now the center of tourism and air travel with more and more passengers. Forget about the slogan, “kung walang corrupt walang mahirap,” if at the flick of a finger, people change political color for personal convenience as if it is not a sign of corruption of values. Forget about our dream for a better Philippines.

We can start praying though, that something good will happen between now and May 10 that will make our people look more closely at what is happening and entrust their future to the power of their sacred choice guided by Divine Providence than cast their lots to traditional politicians. We pray easrnestly to God that our hunch will be proven wrong.


Well, sadly that's the reality of Philippine politics today. I am not justifying Salceda's turncoat but I view it as a practical move, otherwise, you're right, his projects will soon be pfft - gone to oblivion :ohno:. The way Philippine politics is practiced today, survival of the fittest ang labanan, and the only way we can change this is through a radical turnaround - like Singapore. There is no way we can change our present system through the traditional way - na hihikayatin ang lahat na mga tao na magbago. :ohno: Hindi na mangyayari yun. We have to uproot the political system and plant a new one. I will gladly welcome a benevolent dictatorship in the mold of a Lee Kuan Yu or a Mahatir Mohamad.

In the same manner, why did LRay chose to transfer to the NP? Is it because of principles? Not really. It's because he was seeing a Manny Villar win and he also wants a continuity of his projects in CamSur. For both Joey and LRay, a Gibo win at this point is far fetched considering the problems he is facing from all corners of his political group. So when will you abandon a sinking ship, when it has already sank? If I were Salceda (or LRay), I would have done the same if I want my pet projects to continue.

DedEd offers alternative education program for out-of-school youths in Bicol
NAGA CITY, Apr.15 (PNA) --The Department of Education(DepEd)in Bicol region under the Alternative Learning System (ALS) program, responded and acted on the problem of the increasing number of out-of-school-youth (OSY) thru a free education program intended for those who cannot afford formal schooling.

Encompassing both the non-formal and informal sources of knowledge and skills, ALS became a viable alternative to the existing formal education.

A total of 21 ALS learning groups were organized in this city, wherein 62 per cent of the completers were qualified to take the Accreditation and Equivalency (A&E) test.

The groups also exceeded the target barangays where they organized learning groups for literacy cum livelihood.

Twelve barangays have mobile classes, where 80 per cent of the learners were raised to the next literacy level.

A&E test aims to offer learners two learning achievements, both on the elementary and secondary level; and a certification of learning to OSY and adults whose age range from 15 and up and are unable to avail of the formal school system. This is also applicable to those who have dropped out of formal elementary or secondary education.

Felomina L. Cecilio, Education Program Specialist 1 from the Naga City Division, one of the implementers of the ALS here, has attributed the program's success to the harmonious relationship between the educators and their students.

"The willingness on both parties to help each other and the dedication on the part of the ALS implementers, have greatly aided in the success of this program," said Cecilio.

Cecilio, was cited as ALS Most Outstanding Education Supervisor 1 for 2010, an annual search for the most outstanding alternative learning system (ALS) implementers, most functional community learning system (CLC) and most outstanding education supervisor (in line with DepEd Regional Memorandum No. 116, s 2009).

Recolito C. Cantre, also from DepEd Naga City Division, was awarded as 1st runner up.

Included in the list of awardees as 2009 Outstanding District ALS Coordinators were Leticia Avengoza (Most Outstanding District ALS Coordinator for Camarines Sur, Rita Aquino, 1st runner up (Tabaco City); Melita Carranceja, 2nd runner up (Camarines Norte); and Ma. Fina Pastor, 3rd runner up (Albay).

Other recipients for the year 2009 awards were Esmeralda Bautista (Sorsogon City), Most Outstanding Mobile Teacher; Nelmie C. Potot (Masbate Province), Most Outstanding Basic Literacy Facilitator ; Charito Dometita (Sorsogon Province), Most Outstanding Instructional Manager and the Hall of Fame Awardee as Most Functional Community Learning Center (CLC) goes to Barangay Gumaus, Paracale, Camarines Norte.

The sky-rocketing cost of education in the country has severely caused the displacement of many aspiring students and has resulted to an increase of OSY. Made worst by poverty, the number kept on adding up. Gov't grants P7.78-M assistance to 389 former NPA rebels
MANILA, April 16 (PNA) –- Exactly 389 former rebels of the New People’s Army (NPA) were granted immediate cash assistance amounting to P7.78 million under the government’s Social Integration Program (SIP) during the month of March 2010.

The checks were issued by the Office of the Presidential Adviser on the Peace Process (OPAPP) which oversees the program in the reintegration of former rebels into the mainstream of society.

The rebel returnees came from Leyte, Northern and Eastern Samar, Panay, Cebu, and Negros Occidental in the Visayas; Davao, Compostella Valley, Agusan del Sur, Agusan del Norte, Sultan Kudarat, Bukidnon, Zamboanga del Sur, Misamis Occidental and Sarangani in Mindanao; and Abra, Benguet, Isabela, Quezon, Camarines Sur and Occidental Mindoro in Luzon.

Each of the former rebels received P20,000 as immediate assistance to enable them to start up their own livelihood project such as operating a small business or buying a working animal for their farm.

Also part of the government’s Social Integration Program is for rebel returnees to undergo free training and seminars on livelihood skills.

They will also undergo a workshop on personality development, conflict resolution, goal setting and decision making, among others.

The workshops are conducted in cooperation with the Technical Education and Skills Development Authority (TESDA), Department of Education, Department of Trade and Industry, Department of Social Welfare and Development and other local and civil society partners.

SIP is the government’s initiative to create an environment conducive to the promotion of peace and community development, through the provision of economic and social opportunities to former rebels towards the sustenance of genuine social and economic integration of former rebels. Totally agree on this. A big basis for the performance of a local officials is the success of projects which are either planned or still on the process of completion. Gov Salceda have staked big projects in Albay i.e. Bicol International Airport, roads, bridges, etc. during his close association with GMA and the continuity of these projects should be his utmost priority and so this explains somehow his recent turnaround to the Aquino group. An Aquino win this May will also push his planned projects for Albay like the Php 15 billion investments in Renewable Energy.
A Villar win in CamSur will in effect push LRay's vision for a better infrastructure and accessibility to Caramoan. Also the Pili Airport really needs improvement and should be prioritized in the next administration.
Albay & CamSur are blessed with high performing governors and I do hope na kung sino man ang manalo kay Villar & Noynoy, the development of Bicol should be prioritized. Enough of politics already and the government should do its share to uplift the lives of Bicolanos.

Online game betting is no different from jueteng, police say
NAGA CITY--- The Philippine National Police (PNP) has been running after operators of an online game here because its operation mimics the illegal numbers game jueteng, a top police official said.

Police Senior Supt. Jonathan Ablang, acting police provincial director in Camarines Sur, revealed the virtual online game has been operating in the province like jueteng wherein collectors go around and remit bets to the Meridien Vista Gaming Corp. or Meridien.

The Meridien had been granted permission Nov. 3, 2009 by Camarines Sur provincial government to operate but such permit was cancelled March 23, 2010 by the provincial board.

“If it is an online game, the bettors must go to betting stations like the lotto and there is no need for bet collectors. But the situation here is like jueteng where bets are collected and remitted to personnel of the Meridien,” Ablang said.

He said police authorities have already apprehended some 40 persons involved in the online game of Meridien in the towns of Sagñay, Goa, San Jose and Libmanan.

Ablang added the police authorities have already filed appropriate charges at the prosecutor’s office for violation of PD 1602 or the anti-gambling law.

He explained that if the Meridien questions the authority of the provincial government to stop its operation, it is for the latter to file necessary case in court.

The Meridien was said to have been granted permit to operate online game by the Cagayan Economic Zone Authority (Ceza).

The virtual game started operating several days after the jueteng operation stopped in Camarines Sur.

Justin Medialdia, representative of Meridien, told the Bicol Mail that what was granted them was an endorsement from the provincial government and not the authority to operate.

Medialdia claimed the authority to operate was granted by the Ceza and that what they were asking from the local government units, as courtesy, were endorsements.

“We can operate without the approval from the local governments,” he said.

When asked why they operate like jueteng with bet collectors, Medialdia said that it is one of the specific operation scheme granted to them by the Ceza.

He said their personnel who were apprehended were already out from the custody of the police and they are waiting for the decision of the prosecutor’s office whether there will be a case against them.

Medialdia said if they will be stopped again in their operation they plan to file countercharges against authorities who would dare to stop their operation. http://www.bicolmail.com/issue/2010/apr15/xno.html

UNEP joins TESDA training
Iriga City --- Selected personnel from the University of Northeastern Philippines (UNEP) participated in the programming workshop conducted by AMA Computer Learning Center for Programming NCIV. The training, in coordination with the University Registrar of the University of Saint Anthony here, started on April 5 and lasted until April 14.

The skills exercise aims to produce quality graduates who will soon become qualified trainers after stepping out of their colleges. This is also to ensure their employability after graduation.

The training Programming NCIV is open to all Technical Vocational Institutes from District V specifically to all qualified and interested trainees from Iriga City . Sixteen (16) TVET Trainers coming from different schools in this city also participated in the said exercise.

Atty. Remelisa Alfelor-Moraleda, UNEP President, said that this training is one of the most appropriate employment preparations that the university is currently undertaking. “Technology is now invading almost all of our opportunity portals and I looked at this training as a way to really prepare our graduates before they face the real world.”

Moraleda added that this training will also enhance the technical skills of their personnel and will eventually lead them to become qualified and better trainers.

This endeavor is also in line with the Technical Education and Skills Development Authority’s (TESDA) mission in encouraging the full participation of all sectors, particularly the technical-vocational institutions in developing the skills of our country’s human resources.

In the past, our labor force had been swarmed with great demand for skilled individuals who can work in other countries. In response, TESDA focused on course offerings that gave shorter years for studies and more on the skills development of its students.

UNEP, on the other hand, has also provided a clear roadmap and training ground for their students in line with this challenge. “We want our graduates to be globally competitive and at par with other skilled workers, here and abroad. That’s why we really need to prepare them and the best way to do that is to expose them to various trainings and exercises that will enhance their skills,” Moraleda added.

Waste management advocacy brought before a larger audience
The Solid Waste Management Section – PGSO CamSur was among the several government offices invited during the 10th General Assembly of the Philippine Public Health Association (PPHA) to jibe with this year’s theme “PPHA – a catalyst for environmental protection” held at Doña Magdalena Hall, Crown Hotel in Naga City last April 8, 2010.

Hundreds of health workers, composed primarily of doctors, dentists, nurses, and midwives, convened at the venue thus providing a sizeable captured audience to bring out the advocacy on solid waste management.

Ms. Annabelle Tuy, representing the aforementioned office, dealt on various aspects of solid waste management, recycling, as well as the economic benefit that may be derived from recycled waste materials which all the more appealed to the attention and interest of the participants.

Among the products, all fashioned out of waste materials, showcased during the occasion were fashionable hats crocheted out of colorful sando bags, document folders made out of empty foils of powdered juice drinks, placemats from strips of old magazines, decorative flower vases of empty wine bottles, floral decorations from old newspapers and chokers and necklaces made from rolled strips of old brochures and magazines.

Said products were hand made by students of the Southeast Asian Institute of Computer Technology (SeaICT), particularly those belonging to the Ecological Waste Management Class under the National Service Training Program (NSTP) initially offered by said institution owned and operated by the provincial government of Camarines Sur.

The provincial government under the leadership of Gov. LRay Villafuerte is the prime mover in the efforts towards forestalling the possible adverse effect of solid waste on the environment particularly the occurrence of flashfloods due to clogged drainage and other waterways.

This recent event is just one of the several occasions which served as venue for the provincial government in bringing to fore and promoting the advocacy on solid waste management. DedEd ALS program, easy access for education for the poor
Naga City (14 April) -- "If there's a will, there's a way" - so the old adage goes.

And so it goes to all the educators who believe that education can be accessible, even to the poorest of the poor and even to those who thought that time and age have grabbed their opportunity to learn and acquire new knowledge.

The Department of Education (DepEd), under the Alternative Learning System (ALS) program, responded and acted on the problem of the increasing number of out-of-school-youth (OSY) thru a free education program intended for those who cannot afford formal schooling.

Encompassing both the non-formal and informal sources of knowledge and skills, ALS became a viable alternative to the existing formal education.

In Naga City, 21 ALS learning groups were organized wherein 62 per cent of the completers were qualified to take the Accreditation and Equivalency (A&E) test.

The groups also exceeded the target barangays where they organized learning groups for literacy cum livelihood. Twelve (12) barangays have mobile classes where 80 per cent of the learners were raised to the next literacy level.

A&E test aims to offer learners two learning achievements, both on the elementary and secondary level, furthermore, a certification of learning to OSY and adults whose age range from 15 and up and are unable to avail of the formal school system. This is also applicable to those who have dropped out of formal elementary or secondary education.

Felomina L. Cecilio, Education Program Specialist 1 from the Naga City Division, one of the implementers of the ALS here, has attributed the program's success to the harmonious relationship between the educators and their students.

"The willingness on both parties to help each other and the dedication on the part of the ALS implementers, have greatly aided in the success of this program," observed Cecilio.

Cecilio, was cited as ALS Most Outstanding Education Supervisor1 for 2010, an annual search for the most outstanding alternative learning system (ALS) implementers, most functional community learning system (CLC) and most outstanding education supervisor (in line with DepEd Regional Memorandum No. 116, s 2009).

Recolito C. Cantre, also from DepEd Naga City Division, was awarded as 1st runner up.

Included in the list of awardees as 2009 Outstanding District ALS Coordinators were Leticia Avengoza (Most Outstanding District ALS Coordinator for Camarines Sur, Rita Aquino, 1st runner up (Tabaco City); Melita Carranceja, 2nd runner up (Camarines Norte); and Ma. Fina Pastor, 3rd runner up (Albay).

Other recipients of the 2009 awards were Esmeralda Bautista (Sorsogon City), Most Outstanding Mobile Teacher; Nelmie C. Potot (Masbate Province), Most Outstanding Basic Literacy Facilitator ; Charito Dometita (Sorsogon Province), Most Outstanding Instructional Manager and the Hall of Fame Awardee as Most Functional Community Learning Center (CLC) goes to Barangay Gumaus, Paracale, Camarines Norte.

The sky-rocketing cost of education in the country has severely caused the displacement of many aspiring students and has resulted to an increase of OSY. 2nd CamSur triathlon a major highlight of Kaogma Festival
PILI, Camarines Sur --- Gov. LRay Villafuerte and the provincial government of CamSur will once again stage the Camarines Sur Triathlon Endurance race, this year as one of the major sports highlights of the Kaogma Festival on the last week of May 2010 to mark the 431st Foundation Anniversary of the Province of Camarines Sur.

The triathlon is a relatively modern sport combining three disciplines - swimming, running and cycling -requiring extraordinary physical fitness among participants particularly speed and endurance.

The 2nd CamSur Triathlon which falls under the “half-triathlon” includes 1.5 kilometers of swimming, 40 kilometers of cycling and 10 kilometers of running.

The initial CamSur Triathlon Endurance Race was held here April 5 last year, the very first such sports competition held in the Bicol Region, staged as the test or soft run for the forthcoming international Ironman 70.3 Philippines held last August.

Organizers are confident this year’s edition will be bigger than the maiden race last year which saw the participation of triathletes from various countries around the world as well as local multi-sport personalities in the like of Wilfred Steven Uytengsu of Alaska Milk Corp. who was principally responsible for the staging of the Ironman 70.3 here last year, Ernie Lopez of ABS-CBN, former DBM secretary Rolando Andaya, Jr., Jaime Antonio Araneta, Alfred Ayala, David Charlton of David Salon, Beatriz Locsin, Francesca Carpo and CamSur’s first lady Lara Villafuerte.

Last year’s overall male champion was George Vilog of the Philippine Tri Team and his female counterpart was Fiona Ottiger of Polo Tri Team.

The Inclusion of various sports like the triathlon in the Kaogma Festival is part of the program of the provincial government to promote the province of CamSur, among others, as an international center of extreme sports.

Congratulations for the upcoming LCC Department Store. Iriga is catching up to its neighboring cities. Being one of the oldest cities in Bicol deserves to be one of the top players in business in Bicol.
Totally agree on this. A big basis for the performance of a local officials is the success of projects which are either planned or still on the process of completion. Gov Salceda have staked big projects in Albay i.e. Bicol International Airport, roads, bridges, etc. during his close association with GMA and the continuity of these projects should be his utmost priority and so this explains somehow his recent turnaround to the Aquino group. An Aquino win this May will also push his planned projects for Albay like the Php 15 billion investments in Renewable Energy.
A Villar win in CamSur will in effect push LRay's vision for a better infrastructure and accessibility to Caramoan. Also the Pili Airport really needs improvement and should be prioritized in the next administration.
Albay & CamSur are blessed with high performing governors and I do hope na kung sino man ang manalo kay Villar & Noynoy, the development of Bicol should be prioritized. Enough of politics already and the government should do its share to uplift the lives of Bicolanos.

Well, sadly that's the reality of Philippine politics today. I am not justifying Salceda's turncoat but I view it as a practical move, otherwise, you're right, his projects will soon be pfft - gone to oblivion :ohno:. The way Philippine politics is practiced today, survival of the fittest ang labanan, and the only way we can change this is through a radical turnaround - like Singapore. There is no way we can change our present system through the traditional way - na hihikayatin ang lahat na mga tao na magbago. :ohno: Hindi na mangyayari yun. We have to uproot the political system and plant a new one. I will gladly welcome a benevolent dictatorship in the mold of a Lee Kuan Yu or a Mahatir Mohamad.

In the same manner, why did LRay chose to transfer to the NP? Is it because of principles? Not really. It's because he was seeing a Manny Villar win and he also wants a continuity of his projects in CamSur. For both Joey and LRay, a Gibo win at this point is far fetched considering the problems he is facing from all corners of his political group. So when will you abandon a sinking ship, when it has already sank? If I were Salceda (or LRay), I would have done the same if I want my pet projects to continue.

I don't think it's the win-ability factor that Lray decided to be with Villar because if that's the case Noynoy, without a doubt, will surely win the election. It's probably more on the clear support of Villar to LRay's commitment in developing more the province... On the other hand, Noynoy does not have clear plans on Bicol of what he would do if ever gets elected and one more thing Noynoy does not support the ambitious projects like the BIA, ports, etc. These are the reasons why, I think, Lray opted to support Villar rather than Noynoy.

Ateneo de Naga's Godofredo Cabus Arnaiz III ranked first in the Electrical Engineer Licensure examination with a rating of 93.20%.

Devin Tapic Metante of the Cebu Institute of Technology scored 93.10%, landing him in second place.

Danielle Anne Cereno Bautista of Polytechnic University of the Philippines, Sta. Mesa ranked third with her 92.90% rating.

In seventh place is Robert Baquero Rita of Eastern Visayas State University (LIT) Tacloban with a rating of 90.50%.

De La Salle University-Manila produced six students who made it to the top ten, making up the majority of the list. THE STICKERING CAMPAIGN YESTERDAY AND IT WAS A BLAST EVERYONE WANTED A STICKER ON THEIR VEHICLES. SOME EVEN WANTED IT ON THEIR BAGS! BUT THE HIGHLIGHT OF THE ACTIVITY WAS WHEN WE MADE A LONG LINE OF YELLOW VOLUNTEERS, SOME HOLDING YELLOW FLAGS, SOME MAKING THE "LABAN SIGN" AND SOME POSTING STICKERS. EVERYONE WAS BEAMING AT US SAYING "GREAT JOB GUYS!, WE ARE ONE WITH YOU!" LOWERING THEIR SIDE WINDOW AND RETURNING THE GESTURE..THANKS! - YO!NOY URAGON

NAGA CITY—BICOL MAIL, A bilingual regional weekly here, opened April 15 a Bicol-wide short story writing contest to honor literary master Bienvenido N. Santos whose centennial birth anniversary falls on March 22 next year.

The contest would last until Dec. 30 this year.

The contest, aimed at encouraging fiction writing in English and Bicol by a younger generation of Bicolano writers, is a celebration of the literary legacy of Santos, a prolific Filipino writer in the English language.

Born of Kapampangan parents, Santos was born in Tondo, Manila, on March 22, 1911, but he adopted Bicol as his hometown after he married a Bicolana, Beatriz Nidea from Camalig, Albay. He died at the age of 85.

“One of the Philippines’ most prolific and multi-awarded writers, Santos devoted his whole life to writing and teaching in the Philippines and the US,” said Leonor “Noree” Aureus Briscoe, one of the owners of Bicol Mail.

Santos’ works include five novels, five short story collections, two books of poetry, two autobiographical books, and two volumes of letters, added Briscoe, a journalist herself, whose father Leon S.A. Aureus founded Bicol Mail in 1953, shortly after World War II.

Leon is a journalist from Libmanan, Camarines Sur, who co-founded the Tangcong Vaca Guerrilla Unit, a resistance unit from Camarines Sur, that fought Japanese aggressors in the Philippines, during World War II.

Leonor’s husband, David Briscoe, worked with the Associated Press based in Manila for 40 years until Edsa People Power I.

The Bicol Mail had collaborated with Santos, who lived in Naga City from the 1960s to early 1970s, to lead a panel of judges of a region-wide essay writing contest.

“Santos is well known for his stories about the ‘pain of homelessness,’” said Leonor Briscoe.

Santos published his second novel, “The Volcano,” which is set in Albay and deals with the American experience in the Philippines from 1928 to 1958.

Legazpi City (16 April) -- Errol John Suarez, a Grade 4 pupil of the Bicol University Integrated Laboratory School (BUILS), has qualified, along with some 122 qualifiers and 137 alternates from different schools nationwide, to represent the country in the forthcoming math competitions.

Suarez was selected from among the 700 elementary math wizards vying for the slots during the the 2010 Young Mathematicians' In-house Intensive Training Program (YMIITP) in Balanga City, Bataan March 26-29.

The BUILS pupil is also the lone Bicolano named to the elite qualifier group of young Pinoy math wizards.

Suarez, at his age of nine, also made it to the national limelight in February last year following his fete as the youngest Kumon Math completer in the country.

Meanwhile, five other Bicolanos pupil were named alternates including Edrian M Octavo of BUILS and Sophia Lore Abad of the Blessed Lights International Christian Academy (BLICA) in Naga City for Grade 3; Tatyana Marie Gonzaga of the Unibersidad de Sta. Isabel, also in Naga City, for Grade 5; Danica Mae Berunio and Christina Marie Moneda of BLICA for Grade 6.

The young Pinoy math wizards, who ranged from grade 2 to grade 6, were all determined and confident to crack the mind-boggling math problems within the three straight strenuous days. Both new trainees and "old" yet so young members were not spared by sheets after sheets of math problems which came from session after session.

Though tired and beaten, their strength of mind made them succeed to meet the dominant purpose of the training, that is, to select the best from the best for the international math contest, consequently, Suarez along with other 122 qualifiers and 137 alternates grabbing the spots to represent the country in future international math Olympiads.

However, those MTG kids who were not able to make it for the 2010 Math Olympiad Summer Training Program (MOSTP) pledged to be back next year for they were challenged not to let go their math skills.

Suarez, along with this year's batch of qualifiers and alternates, were set into another tough training under the MOSTP from April 12 to May 14 at the Deeco Technological Institute in Santolan, Pasig City.

MOSTP is a must for all those qualifiers who wish to participate in the international math contest, wherein they will be exposed to a more rigid training experience by solving really more challenging math problems.

New graduates and jobseekers can now have an easier time filing applications for work with the Department of Labor and Employment (DOLE)’s new online pre-registration program.

The DOLE said its pre-registration through the job-matching facility Phil-Jobnet is mainly for the Job and Livelihood Fairs scheduled for Labor Day (May 1).

“Of course, walk-in applicants will be accepted and accommodated during the Job and Livelihood Fairs. They will have to go to all job fairs venues to manually register," DOLE Secretary Marianito Roque said in an article on the DOLE website.

He said that with the pre-registration, jobseekers can find a job that will suit their qualifications as the processing of application documents has been made easier and simpler.

Jobseekers will have to log on to www.phil-job.net and be guided on the registration procedures.

Pre-registered applicants have to go on May 1 to the SMX Convention Center at Mall of Asia Complex in Pasay City and to Halls 1 and 2 of the Megatrade Hall of SM Megamall from 9 a.m. to 5 p.m.

Once there, they will no longer have to fill out forms and endure the long queues as they will be given IDs that will serve as their passes upon entering the Job Fair area.

“Through online registration, employers will have ample time to look for their skills requirements, as applicant’s accounts will now be readily available for them to preview and preselect," the DOLE said.

DOLE will hold simultaneous Job and Livelihood Fairs in SM Fairview, SM North EDSA, SM South Mall and SM San Lazaro. Other regional venues include:

Naga City is consisdered as the land transportation hub of Bicolandia. Of all the places in Bicol, bar none, Naga has the heaviest volume of land vehicles and the most number of pasengers. This is because Naga serves as the transit centrum of the whole Metro Naga area. The present bus terminal we have needs to be expanded and modernized. Alabang built a modern terminal but it looks more of a white elephant. Sayang magayon man kuta pero mayong buhay.

Sana isumpay man ang CBD II area sa train station via a walkway. There will come a time when SM and other buildings in the area will be connected to the coliseum via a walkway ala Greenbelt in Makati. Magayon siguro pag helingon na buro baralyo ang mga tawo between the buildings using the elevated walkway that don't obstruct traffic in the streets.

The building design is yet to be released by BSP head office but Calumag relayed that the proposed two-storey building shall include a conference room meant for 100 persons, and an adequate space for “voluminous transaction.”

He said that the building site had been bought by BSP earlier. Start of construction was scheduled in 2009.

A smaller BSP building will be constructed also in Legaspi City next year, he further said.

I happen to visit Legaspi City during the Holy Week and have seen the on-going construction of the new BSP building in Legaspi which is adjacent to the Iglesia ni Cristo church. I am attaching below the news report with regards to the said building.

Marlyn Paje, BSP Bicol acting deputy director, said that the construction of the new building is financed by the BSP Central Office with P270 million. It is expected to be done this March if there will be no problems or conflict that will disrupt the construction works. She added that once everything is done, BSP will have a bigger building that will cater to its clientele.

Paje pointed out that once it is opened, BSP will admit students and interested groups and individuals who are willing to tour EFLC and be familiar more about the pillars of central banking, and BSP itself.

The public economic and financial information of BSP can be found in EFLC. Moreover, it contains of mini-museum, library, interactive section and conference rooms. According to Paje, aside from the learning center, BSP’s new office will also have larger cash operations division, administration division, security section, and financial service section.

Buses plying the Visayas & Mindanao routes pass through either of these two terminals. I googled the net to ascertain the volume for each of the terminals but found no data whatsoever. The only data that I got is the number of vehicle registrations which is higher in Naga than in Legaspi. The Legaspi transport hub also directly serves the neighboring province of Sorsogon and to a lesser extent Catanduanes (via Tabaco) and Masbate (via Pilar) and is efficiently carrying out its task as a busy transit center for its districts and some parts of CamSur. So the Region has two busy terminals and this is a reflection of the vibrant economy the Region is having right now.

In due time, it will happen. It is inevitable not to happen for Naga...Naga is growing very fast. Coliseum will be connected to train station as well as SM just like in Araneta. Even a walkway connecting these structures to bus terminal would be great.

How about Iriga's terminal?

Naga and Legaspi's are the two busiest in Bicol but, comparing the 2, Naga is busier. I've been to Legaspi last week and found the terminal beautiful, modern, and clean. However, in terms of passenger traffic, it's still empty...parang walang tao. Jeepneys, buses, and vans were there but I could hardly see passengers... Why is that?

How about Iriga's terminal?

Naga and Legaspi's are the two busiest in Bicol but, comparing the 2, Naga is busier. I've been to Legaspi last week and found the terminal beautiful, modern, and clean. However, in terms of passenger traffic, it's still empty...parang walang tao. Jeepneys, buses, and vans were there but I could hardly see passengers... Why is that?

You may be correct with Naga City being the busier of the two terminals as of this time. The close proximity of SM Naga as well as its location within the new CBD of the city has made the Naga City Central Terminal one busy beehive of human & transport traffic.

However, the LKY Grand Central terminal in Legaspi is still improving to accomodate the expected 80,000 human traffic ( read this in one article about the terminal) every day. There is the on-going construction of the SM Savemore outlet within its premises, fast food chains like Jollibee & Chowking are setting up as well as a slew of bars & restaurants. A stone's throw away din is the Ibalong Centrum for Recreation (renovation is on-going as this was damaged by typhoon Reming). I have only seen once the modern terminal when I went to Legaspi last Holy Week but since I was there at around 6pm which is one of its peak hours, dakul na pasahero man ang nailing ko. Can Legaspeeps corroborate this kung mas dakul ang off peak hours digdi? I seldom take a bus ride palan in going to/from Manila as the bus rates are almost of the same rate with Cebu Pacific, PAL or ZestAir ( is there an overcharging somewhere of these bus companies?)

Honestly, I have never been to the Iriga City bus terminal but I suppose it is also a busy transport terminal.

Of Mice and Movement
There are many variations on the story of the town mouse and the country mouse dating all the way back to Aesop, but the story is almost always the same: the country mouse gets a visitor in the form of his more metropolitan cousin, the town mouse, who is dissatisfied with the country mouse’s poor country fare of bacon and beans. He invites his provincial cousin to the town, where they dine on fine food—cakes and ale—but are chased off by dogs. The country mouse runs back to his hometown with this parting shot: "Better beans and bacon in peace than cakes and ale in fear."

In today’s world, crisscrossed by fiber-optic lines and the flight paths of commercial airlines, a kind of decentralization is taking place. The differences between town mice and country mice are slowly dissolving into each other. The phenomenon of global outsourcing is evidence of this dissolution, where non-core business processes—human resources, finance & accounting, payroll—sat side-by-side with their parent companies’ core competencies, now make up the core business of outsourcing firms. The West, once the center of global economic trends, now finds its business dispersed all over the globe, thereby rendering the world flat once more.

The same applies to business process outsourcing in the Philippines. While most BPO operations are in the National Capital Region, several more are opening in the provinces. John Clements has worked constantly to make the Philippines a more viable outsourcing destination, both by marketing the country’s capabilities abroad and by encouraging local academic and government institutions to enhance the capabilities of the talent pool and to improve the country’s infrastructure. Now, John Clements, with the aid of Tully Moss, President of the Magellan Alliance, has just finished a study of the Philippine provinces with regard to their viability as outsourcing destinations. While Metro Manila—the National Capital Region—remains the hub of outsourcing in the country, the provinces have talent pools that still haven’t been tapped. Most professionals from the provinces go to Metro Manila or to other countries to find employment; outsourcing gives them the opportunity to work in their own hometowns and at the relatively higher pay scale the BPO industry offers.

The Hub of Activity
In many ways, Metro Manila is still the center of outsourcing potential in the Philippines. First of all, the country’s top universities are found in the metro: the University of the Philippines—both Quezon City and Manila campuses, the Ateneo de Manila University, and the De La Salle University, as well as several notable universities like the University of Sto. Tomas, the Far Eastern University, and the Mapua Institute of Technology, among others. These universities, along with many others, produced 103,299 graduates in the previous academic year.

Second, Metro Manila already plays host to several outsourcing operations, and the capital has already adapted to this new development. Outsourcing-oriented training programs abound in the capital, offered by both the private sector and by government, and even the academe has participated in the development of these programs.

Third, Outsourcing in Metro Manila has pervaded Filipino society enough to the point that a subculture of outsourcing professionals has sprung up nearly overnight. Most Metro Manila residents are familiar enough with the night shifts and the callers generally associated with such work to the point that outsourcing has been featured in a few local movies and a handful of pop songs.

This does not, however, mean that outsourcing is only thriving in the capital. Several Philippine regions have begun to show promise as BPO destinations, gradually bringing business from the country’s center to the periphery.

Education in the Provinces
The aforementioned top universities in Metro Manila also have campuses all over the country. The University of the Philippines, for example, has campuses in Baguio, Los Baños in the CALABARZON, the Visayas, and Mindanao, aside from offering distance education through its Open University. The official title of Jesuit institutions of higher learning in the Philippines, the Ateneo maintains campuses in provincial city capitals, namely in Cagayan, Davao, Naga, and Zamboanga. Established by the De La Salle Brothers in 1911, the De La Salle University has, over the years, grown to 18 institutions with campuses in the CALABARZON, the Visayas and Mindanao. The University of San Carlos, Siliman University, and Bicol University are only some of the many higher learning institutions all over the country.

From among the three main geographical regions of the Philippines, Luzon is producing the largest number of graduates. From among these universities, the Philippine government has identified several institutions as centers of excellence and development, and most of them are found in Luzon. According to statistics from the Professional Regulation Commission (PRC) and the Commission on Higher Education (CHEd) show that Luzon is also the location of four of the five best performing schools in terms of licensure examinations (the University of the Philippines-Diliman, the University of Sto. Tomas, St. Louis Univesrity, and the University of the Philippines-Los Baños).

In the previous academic year, each of the provinces produce somewhere around 13,000 up to over 35,000 graduates, with this number slowly growing each year.

Cities in the Philippines with the Greatest BPO Potential
In its study with Tully Moss, John Clements has identified the top cities for education in the Philippines. While the National Capital Region still produces the most graduates, others are gradually catching up: Baguio, San Fernando in La Union, Angeles City, Davao, Naga, Iloilo, Cebu, and Cagayan de Oro.

Mr. Moss and John Clements have compiled and analyzed data and have developed a formula to get a rough cut of the potential BPO workforce in an area. The formula accounts for four sources of workers: direct hires of recent college graduates; trained near-hires among recent college graduates; local shifters from other lines of work; and migrants from the surrounding region (including both workers and recent college graduates). The formula assumes the following:

That a large number of recent college graduates will be interested in BPO work;
Of these graduates, few of them will be hired directly by a BPO operation as direct hires;
An even larger number will be classed as near-hires (not qualified to be hired directly but through training can be quickly brought up to a hirable level), and most of these near-hires will be hired by a BPO operation;
A significant percentage of local white collar workers will be interested in BPO work, and of these, a few will be hired by a BPO operation (on average, 23% of the Filipino workforce is white collar);
A good number of white collar workers in surrounding provinces will be interested in moving for BPO work and some of them will be hired by a BPO operation.*
Using this formula, the study has identified a few cities whose capacity for sustaining BPO operations has been underutilized. These cities are San Fernando in La Union, Naga, Baguio, Cebu, and the Clark Freeport Zone.

A set of criteria has also been developed to assess potential BPO locations as to their potential attractiveness. The first group of criteria is in human resources, which includes language, managerial talent, scalability, and the competitiveness of the environment. The next group of criteria deals with infrastructure, assessing the telecommunications, electricity, the availability of A-level commercial space, and the ease and speed of access to hotels and airports. A potential location is also assessed with regard to its exposure to natural catastrophes, which in the Philippines’ case comes in the form of seasonal monsoons. Local government support comes last.

With these criteria in mind, several Philippine cities were assessed and ranked thusly:

National and Provincial Initiatives
The Philippines’ potential as a BPO location is a vision shared by several provinces, some of which have already taken steps toward marketing their capabilities to foreign investors, cultivating their local talent pools, and developing their infrastructure.

The Camarines Sur Information Technology Park
Camarines Sur, for one, has recently experienced a surge in growth, mostly through the efforts of Governor Luis Raymund Villafuerte. His initiatives have spurred several new developments in Camarines Sur, beginning with the Camarines Sur Information Technology Park. This facility has the distinction of being the first IT Park that is owned and managed by a local government unit in the Philippines. Aside from other objectives, the IT Park aims to augment the training provided by Camarines Sur’s six universities and 32 colleges. Among these institutions are three prominent universities: the Ateneo de Naga, the University of Nueva Caceres, and the Universidad de Santa Isabel.

The Camarines Sur IT Park offers English Proficiency Training, and has produced over 1,500 graduates in 2006. This number is projected to more than double in 2007. The facility also has a Japanese Language Learning Center, which aims to develop language skills in Nihongo and encourage Japanese investors to bring their business to the Philippines.

The Animation Training Center likewise taps into the creativity of Filipino talent, and has produced approximately 100 skilled animators in 2006.

Lastly, the facility also houses the Camarines Sur Medical Transcription Center, which boasts of a 99 percent accuracy rate, and is operated by the provincial government.

The Cebu Educational Development Foundation for Information Technology
In the Visayas region, the Cebu Educational Development Foundation for Information Technology (CEDF-IT), a consortium of industry, academe, government and NGOs, seeks to increase the quantity and improve the quality of professionals in the Information and Communications Technology and IT-Enabled Services Industry through proactive intervention in the HR development sector.

CEDF-IT has several flagship programs in place just to follow their mandate. The foundation’s IT Teachers Academy serves as the venue, means, and catalyst for promoting and sustaining the culture of excellence in IT teaching. The Professional Certification and Training Center ensures quality and competence in ICT professionals, responding to the needs of local and global industry. CEDF-IT also conducts human resources surveys and monitors HR practices to generate a set of baseline data on the supply side to develop Cebu as a supplier of IT skills for the ICT industry. These are only some of the CEDF-IT programs in place that make Cebu a more viable BPO destination.

The Philippine Cyberservices Corridor
The biggest initiative of them all is the Philippine Cyberservices Corridor, a plan that is being pursued by the government of the Philippines to create interconnected centers of technology-related services that are spread out all over the country. Services include business process outsourcing, medical transcription, and the like. It is part of the ten-point agenda of President Gloria Macapagal-Arroyo and is one of the five "super-regions" outlined in her 2006 State of the Nation Address. The corridor will stretch 600 miles from Baguio in the north to the Zamboanga in the south. The corridor is served by a ten-billion-dollar high-bandwidth fiber-optic backbone and digital network. This initiative is expected to generate one million jobs, which in turn will create a new middle class and spur regional development from Baguio to Zamboanga.

Painting the Bigger Picture
If one were to paint the Philippines’ outsourcing picture, the canvas would look like the painter has focused more on the National Capital Region. Automatically thinking that Metro Manila is a viable BPO location in the country is easy; what John Clements and several other organizations have been doing is to show that the capital is not the only viable location. Through these efforts, both local entrepreneurs and solons and foreign investors’ eyes are drawn to other places on the canvas. What these areas still lack in brushstrokes—so to speak—they make up for in potential. This is potential that can be seen in the number of graduates produced by these regions each year, the growing infrastructure, and the strong support both from the government, support that ranges from local government units all the way up to the Office of the President.

In keeping with the spirit of decentralization fostered by global outsourcing, the BPO industry will spread to where the talent is abundant and where the government cultivates its growth.

Naga City is consisdered as the land transportation hub of Bicolandia. Of all the places in Bicol, bar none, Naga has the heaviest volume of land vehicles and the most number of pasengers. This is because Naga serves as the transit centrum of the whole Metro Naga area. The present bus terminal we have needs to be expanded and modernized. Alabang built a modern terminal but it looks more of a white elephant. Sayang magayon man kuta pero mayong buhay.

Sana isumpay man ang CBD II area sa train station via a walkway. There will come a time when SM and other buildings in the area will be connected to the coliseum via a walkway ala Greenbelt in Makati. Magayon siguro pag helingon na buro baralyo ang mga tawo between the buildings using the elevated walkway that don't obstruct traffic in the streets.

You may be correct with Naga City being the busier of the two terminals as of this time. The close proximity of SM Naga as well as its location within the new CBD of the city has made the Naga City Central Terminal one busy beehive of human & transport traffic.

However, the LKY Grand Central terminal in Legaspi is still improving to accomodate the expected 80,000 human traffic ( read this in one article about the terminal) every day. There is the on-going construction of the SM Savemore outlet within its premises, fast food chains like Jollibee & Chowking are setting up as well as a slew of bars & restaurants. A stone's throw away din is the Ibalong Centrum for Recreation (renovation is on-going as this was damaged by typhoon Reming). I have only seen once the modern terminal when I went to Legaspi last Holy Week but since I was there at around 6pm which is one of its peak hours, dakul na pasahero man ang nailing ko. Can Legaspeeps corroborate this kung mas dakul ang off peak hours digdi? I seldom take a bus ride palan in going to/from Manila as the bus rates are almost of the same rate with Cebu Pacific, PAL or ZestAir ( is there an overcharging somewhere of these bus companies?)

Honestly, I have never been to the Iriga City bus terminal but I suppose it is also a busy transport terminal.

That Naga City land transport traffic is the most voluminous in Bicol is easy to understand. First, it is the regions' educational, cultural, religious, financial, trade and commercial, medical center of the Bicol region. It is aslo the regions political barometer. Naga is also the heart of Metro Naga and serves as the province's transport hub. Camarines Sur is the biggest province of Bicol in terms of population and is now the tourism capital of the region as well. Naga also hosts a sizeable number of Government Regional offices.

All land vehicles going to Albay, Masbate, Sorsogon, Catanduanes, Visayas and Mindanao using the Fil-Japan Friendship highway will inevitably pass through Naga. This could only change if a diversion road such as the proposed Minalabac-Pili diversion is realized. Another one is Villar's proposed extension of the South Super Highway. But even if these roads become a reality, Naga will always have that magnet to attract travellers simply because it offers a wide variety of services which people could avail of.

I agree with you sir... Naga terminal is the busiest in the region as of now. But our terminal needs a renovation. Legazpi terminal is more organize than what we have here in Naga. It has modern look and one stop terminal for jeep, van and bus. If ever Naga terminal will be expanded and renovated, I want it to be like Legazpi (maybe with a more modern look). It will be a traveler friendly if they put the van, jeep and bus in one spacious terminal. I think they can use the vacant lot beside the CBD Terminal.:cheers:

If SM expansion will happen two years from now, the existing Jeep/Van terminal will be removed (since they are occupying the land of SM (according to the previous thread) and hopefully to be transferred near the CBDII Terminal.

our isarog is an excellent place for ecotours. people can enjoy not only its springs and falls but also its rich biodiversity. some unique species are found there. it's interesting to know that:

"In 2003, Gary Alpert and Dave General initiated a transect survey of Mt. Isarog in Luzon Island. The 215 species they have found so far include 8 genera new to the Philippines and about 40 species that have not yet been described. The survey is ongoing, with the collaboration of other institutions near the dormant volcano." (http://www.antweb.org/philippines.jsp)

[Dave General was faculty member of the ateneo natural sciences department when this discovery was made. He was awarded a scholarship in the US in recognition of his work.]

With the opening of various establishments within CBD2 for sure an expansion is inevitable. Heavy increase in the volume of passengers is expected with the opening of the following:

1. Naga City Coliseum 12k capacity
2. STI Naga new campus
3. Robinsons Place Naga
4. Microtel Hotel
5. SM City expansion
6. BSP Office and Convention Center

For sure our soon-to-be mayor has big plans for our terminal!

good idea to have hotels and places featured on our local taxis. since these taxis have now become a familiar sight on the streets (you cannot not meet taxis when you walk around), they easily serve as moving/ roving ads.

sa hiling ko lang garo nakadepende sa naga ang ibang munisipyo kan camsur kaya matawo jan lalo na sa terminal. naga city lang ang bumubuhay ng ekonomiya jan. maray ngani suminikad naman so pili huli kan cwc. sa albay halos gabos na banwa may sadiring market. yung bus terminal nga lang, dapat ang daraga wara na kaiyan ta harani man lang sa legazpi. kada banwa yata igwang mga pick-up station ang mga buses.

Calabanga has its own even Tinambac. Lagonoy and Presentacion are dependent to Goa. Bula is dependent to Pili. Nabua, Iriga, and Buhi have its own. Cabusao and Pamplona are dependent to Libmanan. Pasacao and Sipocot have its own. Lupi is dependent to Sipocot. Del gallego is dependent to Ragay.

You may be correct with Naga City being the busier of the two terminals as of this time. The close proximity of SM Naga as well as its location within the new CBD of the city has made the Naga City Central Terminal one busy beehive of human & transport traffic.

However, the LKY Grand Central terminal in Legaspi is still improving to accomodate the expected 80,000 human traffic ( read this in one article about the terminal) every day. There is the on-going construction of the SM Savemore outlet within its premises, fast food chains like Jollibee & Chowking are setting up as well as a slew of bars & restaurants. A stone's throw away din is the Ibalong Centrum for Recreation (renovation is on-going as this was damaged by typhoon Reming). I have only seen once the modern terminal when I went to Legaspi last Holy Week but since I was there at around 6pm which is one of its peak hours, dakul na pasahero man ang nailing ko. Can Legaspeeps corroborate this kung mas dakul ang off peak hours digdi? I seldom take a bus ride palan in going to/from Manila as the bus rates are almost of the same rate with Cebu Pacific, PAL or ZestAir ( is there an overcharging somewhere of these bus companies?)

Honestly, I have never been to the Iriga City bus terminal but I suppose it is also a busy transport terminal.
The Naga Central Bus Terminal has always been very busy since its start of operation even with the absence of SM.

With all of those structures soon-to-be-built, no doubt, CBD II will be like the Araneta of Bicol.

That Naga City land transport traffic is the most voluminous in Bicol is easy to understand. First, it is the regions' educational, cultural, religious, financial, trade and commercial, medical center of the Bicol region. It is aslo the regions political barometer. Naga is also the heart of Metro Naga and serves as the province's transport hub. Camarines Sur is the biggest province of Bicol in terms of population and is now the tourism capital of the region as well. Naga also hosts a sizeable number of Government Regional offices.

All land vehicles going to Albay, Masbate, Sorsogon, Catanduanes, Visayas and Mindanao using the Fil-Japan Friendship highway will inevitably pass through Naga. This could only change if a diversion road such as the proposed Minalabac-Pili diversion is realized. Another one is Villar's proposed extension of the South Super Highway. But even if these roads become a reality, Naga will always have that magnet to attract travellers simply because it offers a wide variety of services which people could avail of.

I think it's the same thing where I came from.

In Albay, Libon and Oas are dependent from my hometown in Polangui.

Pio Duran and some parts of Oas are also dependent in Ligao. I'm not very familiar with other towns of Albay though.

There is really nothing wrong of a small town being dependent on the progress of their richer neighbprs as they are spared from urban decay and they get to enjoy the benefits of the neighboring pregressive town (like better employment opportunities and good schools) at a lower cost of living.

We had a very successful tour. Participants in the convention enjoyed so much during the tour. They learned a lot about our city and other places in Bicol. They never knew that Naga has so much to offer. Mabuti na lang at may SSC CamSur na naginitiate... :cheers:

LEGAZPI CITY: The Bureau of Internal Revenue (BIR) in Bicol is currently in hot pursuit on the P320-million tax evasion case in the region. In an interview, Lawyer Diosdado Mendoza, BIR regional director in Bicol said that they are trying to catch the tax fraud and tax evaders throughout the region to generate more revenues in order to attain the government’s vital programs and projects.

The revenue-collecting bureau in the region reinvigorated the campaign against tax evaders to deter the greatest possible degree of tax fraud as well as tax evasion practices in the country specifically in the countryside.

Aside from the said move, Mendoza said that informers would be rewarded to help out its office to track down those businessmen and business entities violating the tax bureau law.

As of the moment, the legal division of BIR Bicol led by Lawyer Edmond Lladoc filed a criminal suit against the Filipino-Chinese businessmen in Tabaco as well as businessmen in Legazpi City involving P10-million tax evasion cases. Aside from initial P10-million tax evasion case in Albay province, the bureau also filed a criminal suit against the Atlas mining company following the P290 million similar cases pending before the local court of Masbate.

Mendoza said that though they are strictly in pursuit of tax evaders but is doing it through a “persuasive” context. For the first quarter of 2010 the BIR Bicol was able to generate P757 million, a 34-percent increase (equivalent of P191 million) compared in 2009 wherein the bureau collected P563 million.

Legazpi City is the consistent top tax grosser in Bicol as this area is the center of trade and commerce in the region followed by Naga City (P278 million) and Daet, Camarines Norte (P119 million).

The bureau also launched “Txt-Tax Brigade” which uses the Short Message Service technology or the mobile phone to remind taxpayers of their obligations. Mendoza, who pioneered the said scheme in the region, said that they would continue to use mobile phones to heighten tax awareness.

Henry Buban, regional governor of Filipino-Chinese Chamber of Commerce and Industry lauded the program saying that it would help the taxpayers to be aware of tax filing deadlines and other tax-related matters. “This program will really boost the country’s economy because more taxpayers would be encouraged to pay the right taxes through widespread information campaign,” Buban said.

Seriously, I think the presence of a port and a big ariport counts a lot.

Three of the biggest multi- million construction projects in Bicol were also in Albay: Bicol International Airport; Philippine Reclamation Agency's Project (Hindi ko alam kung anong reneclaim) and the Pantao Port.

A lot of local contractors are earning from these projects.

Just an - after thought, after all these huge GMA supported projects- bakit nagawa pang mag shift na loyalty ng kababayan kong governor?:ohno:

The number 1 tax payer in Bicol in 2009 (she was given an award by the BIR) is a contractor.

Is it true that toasted siopao is only available in Bicol? My brother told me that you cannot find it in Manila, Steamed Siopao is the only available there in Manila

The problem with patronage politics- based development is the continuity once the patron vacates his position. Goodbye patronage projects.

One thing we could be proud of is that both the Camsur Governor and Naga City Mayor are oppositionists and their development projects were products of their own blood, sweat and tears literally and figuratively.

For Libmanan and the new Second District with Dato as congressman but without GMA ? :|

^^A park would be best for that area. Maybe somebody here could suggest to our Dear Governor to put up a park full of trees. Tourists can stroll and take a rest there while waiting for their turn in wakeboarding.

In front of the park would be the Ayala's proposal (?) for a mini-mall.

I imagine a very refreshing and relaxing CWC if that happens.

not sure which is much bigger..but this coliseums is an instant tourist attraction. Great that in Bicol we have modern and big coliseums such as ICR and the soon-to-open Naga City Coliseum.

Facts on Naga City Coliseum:

1. 12k seating capacity
2. One of the few dome coliseums in the country
3. Redesigned and now under the helm of ITP Construction who is responsible for the Araneta Coliseum.
4. Total cost, nearing 300 million including the cost brought by a typhoon.
comparison SM City Naga building cost 700 million.
5. Spacious parking area
6. The new design is similar that of Araneta Coliseum, food stalls shall occupy the space at the ground floor.
7. A mini-LED is now underway same that of Araneta Coliseum
8. Hardwood finished basketball court

10k is the seating capacity however if the rafters will be included 12k is the maximum, same with Araneta Coliseum seating capacity is 20k but if Ateneo-DlSU or Brgy. Ginebra is playing expect a mammoth crowd.

hmm guys, do you have any update on PLDT? the structure in front of MNWD doesn't really look like it's PLDT. although PLDT company cars are seen loitering around pero yun na ba tlga yung nsa tapat ng MNWD? Aidz took a photo this afternoon, to be posted later nlng daw.

^^Yup, they should plant a tree in between of those cottages to give it a refreshing feel...

All they planted were ornamental palm tress in between the cottages. Maliliit pa but that would not help.

The TEPI delegates loved the Lago del Rey despite of the heat and absence of trees. :lol::lol:

I believe that those pictures were taken last Friday when the place was cordoned for two occasions. (Bayantel National Teambuilding in the morning and the TEPI Olympics in the afternoon).

The Log Houses were also blocked exclusively for the accommodation of the Philippine Orthopedic Association delegates at Avenue Plaza Hotel which coincided with the Thomasian Convention at Villa Caceres Hotel.

^^I noticed that too, doc. They really enjoyed the place. Some of them said (I heard them as we were in front of them) that they would ysurely go back to really enjoy the place without any hassle.
