From the Legazpi thread:

not sure which is much bigger..but this coliseums is an instant tourist attraction. Great that in Bicol we have modern and big coliseums such as ICR and the soon-to-open Naga City Coliseum.

Facts on Naga City Coliseum:

2. One of the few dome coliseums in the country
3. Redesigned and now under the helm of ITP Construction who is responsible for the Araneta Coliseum.
4. Total cost, nearing 300 million including the cost brought by a typhoon.
comparison SM City Naga building cost 700 million.
5. Spacious parking area
6. The new design is similar that of Araneta Coliseum, food stalls shall occupy the space at the ground floor.
7. A mini-LED is now underway same that of Araneta Coliseum
8. Hardwood finished basketball court

Coliseums and its capacity:
1. Araneta Coliseum 20,000 plus up to the rafters
2. Cebu City Coliseum 15,000
3. Cuneta Astrodome 12,000
3. Ynarez Convention Antipolo 12,000

Green initiatives from the SM Supermalls
Monday, April 12, 2010
The Philippine Star

Long before it was considered environmentally correct to go green, SM Prime Holdings and the SM Supermalls began numerous programs and projects, which SM Prime Holdings President Hans T. Sy says were "aimed at ensuring that our malls will have a beneficial impact on two of our most important fronts - the environment and the public."

With 37 malls nationwide, SM plays a significant role in touching the lives of many Filipinos And this, in turn, "motivates and inspires us to continually explore and find ways where the SM Supermalls can contribute to raising the quality of life for our countrymen in a way that
is socially responsible and environmentally sustainable,' says Sy.

One of the biggest challenges of a mall is managing Its consumption of power and energy water and solid materials, and it was important to make sure that all SM's decisions would not create a negative impact on Its surroundings.

Shown in the pictures are SM Prime Holdings Inc president Hans T. Sy, and SM President Annie Garcia. With them is committee head AVP for Operations Lisa Silerio and members: (from Left-Right) Brand Marketing Manager Myla Murillo, SM City Pasig Mall Manager Raffy Maglalang, SM City Las Pinas Asst. Mall Manager Grace delos Santos, Architect Fides Garcia, SM City Lipa Mall Manager Lorenzo Dalingasa, Vangie Dupaya, SM Megamall's Asst. Mall Manager Bel Bartolome, SM City Manila Mall Manager Bobby Fernando, SM City Pampanga Assistant Mall Manager John Lo and SM City Taytay's Tenant Relation Officer Don Vijandre, Co Chairman Environment Committee Stephen Ong, Jojo Navera and Eman Magsino.
In 1997, SM began its waste management program with Sewage Treatment Plants. It also launched Solid Waste Management Initiatives, teaching its maintenance staff, mall tenants, and retailers to segregate their trash, significantly reducing the trash in the mall garage depots.

In 1999, it launched Energy Efficiency programs, and today has a Focus Enterprise Building Management System. which uses smart electronic climate control to manage the malls' fluctuating energy demands during the day. Using this new system has allowed SM to save up to 50M kilowatt hours a year.

As more malls were built, Green Design initiatives were incorporated into its structure. Most of the new SM malls have skylights that allow natural sunlight to come in and help save on energy. And malls like SM City Baguio with its tensile roof and terraces like structure that allows the cool mountain air to come in; the Mall of Asia With its by the bay ambience; and SM City North-ED8A's green roof in its Skygraden have not only brought designs out of the box, but have made them environmentally correct.

More recently, more green design initiatives can be seen in the clerestory fans in SM City Baliwag and SM City Rosario; as well as fan shades in SM City Naga.

SM has also incorporated Water Conservation in its malls, upgrading facilities to include tertiary treatment plans, which saves 2.5 billion liters of water a year. It also switched to waterless urinals in all SM malls, saving’ an additional 315 million liters of water every year.
SM also monitors its discharges to surface waters on a quarterly basis, in compliance with the Philippine Clean Water Act.

Through its Air Quality Efficiency Programs, SM Supermalls is committed to following the Clean Air Act of the Philippines, which encourages people and various institutions to help reduce air pollution. It has since become a No Smoking Mall. and requires smoke emission certificates from all PUVs authorized to use the mall's transport terminals. 8M also promotes the use of bicycles by providing a safe and convenient place where they can park.

What began as efforts aimed at compliance of government policies and serving its customers better has since evolved into an advocacy to help save the environment. With the establishment of the SM Cares program in 2008, an Environmental Committee was formed to promote green initiatives.

Today, SM Supermalls has a holistic. four point approach to sustainability: tackling energy, air, water, and solid waste. This multi dimensional approach has allowed SM to closely monitor day• today green initiatives in the mall.

The Environmental Committee has also launched programs to create more awareness among its employees, tenants. These include Trash to Cash, a monthly recycling market fair: the Green Bag movement; the Green Retail Agenda, which creates awareness about environmentally friendly architecture; and the Green Film Festival, which screens movies focused on the environment

PARTNERSHIPS
Believing that there is strength in numbers, the SM Supermalls has also forged partnerships with government agencies like the Department of Energy, the Department of Environment and Natural Resources, the Department of Health, the Department of Social Welfare and Development, and the Philippine National Police. It also works closely with the World Wide Fund for Nature, UNICEF, Earthday Network Philippines, the Philippine Business for the Environment. and the Council for the Welfare of the Children.

"We have seen a tremendous outpouring of support from SM: says Department of Energy Secretary Angelo Reyes, and this to the government is very inspiring because a problem as big as climate change cannot be addressed by the government alone. We need the cooperation and support of all sectors in society. And SM has taken the lead in corporate social responsibility in ensuring a safer, cleaner and more sustainable environment for future generations."

AWARDS
Various government and institutions have recognized the environmental efforts of the SM Supermalls. These include the Philippine Chamber of Commerce who cited SM with its E3 Award for Excellence in Ecology and Economy; the Don Abello Outstanding Awards for 2008 and 2009; and the Father Neri Satur Award as an environmental champion.

SM's commitment to sustainability continues to be a work in progress. 'Challenges will be ever present: says Mr. Hans T. Sy, "but we assure our valued customers, business partners and shareholders, and communities, that we will face these with commitment, determination. and focus."

As an Sm Tenant, here is what they do:

1. Insect, ants, flies and mosquito fumigation twice a week (fees charged to tenants)
2. Rat and Mice Eradication also twice a week (fees charged to tenants)
3. Each unit is equipped with thermometers to monitor aircon thermostat control and being checked by the maintanance every eight hours.
4. All signages should be turned on during mall hours, no busted lamps/lights should be seen during inspection- there is a corresponding penalty.
5. No food allowed inside the shops or stores. Garbage are being collected every 4 hours and checked for any food items thrown by the tenants to monitor if they bring food inside the shops.
6. Windows and glass displays are checked every morning for dusts and dirt and must be cleaned before the mall opens. Failure to do so would mean penalty.
7. Daily income is monitored to ensure we pay the right taxes and no pirated computer programs are allowed.

Sometimes the maintenance fee is more than half of the rental fee- but no one is complaiing.

World Class quality control is expensive.

Is it true that toasted siopao is only available in Bicol? My brother told me that you cannot find it in Manila, Steamed Siopao is the only available there in Manila

I can't find any toasted siopao here in Manila. As in mayo. I've been to almost all major places here but couldn't find any. I asked some of my friends here and they were like --> :?

They don't have any idea what a toasted siopao is!

One thing we could be proud of is that both the Camsur Governor and Naga City Mayor are oppositionists and their development projects were products of their own blood, sweat and tears literally and figuratively.

I also said this before. All of what LRay and Jesse did was out of sheer greatness in them. They don't need any big person to get what they wanted. All they needed was their brains.:okay:

I agree, 1000% Doc. Yan an kulang sa CWC. The place looks hot, but with trees it will be even much better.

It doesn't look hot. It IS hot.

By the way- aside the Starbucks in Magsaysay which is now hiring, another Starbucks would apprently open in CWC- ginagawa na daw ang structure near the clubhouse at mukhang mas mauuna sa Naga.

Sayang naman. Mauuna pa kesa sa Magsaysay. But it's OK. The one in Naga is a sure thing anyway.:cheer:

^^So that would make, for sure, 2 Starbucks in CamSur...the only branches in Bicol.

2 stores agad in a year!:okay:

BTW, does the construction in CWC say it is SB?

Sm City is really beautiful. and environment friendy

At yesterday's issue of Philippine Star, SM City Naga togeter with SM Mall of Asia, SM North Edsa, SM Lipa, SM Bagiuo, SM Sta Rosa and SM Bacolod were labeled at Green Malls.

Sm City Naga uses only natural lights at daytime.

That's what I noticed when I went to SM Naga. The entire upper portion of the mall are lined with glasses to illuminate the entire mall. Not only that, the domes in the two frontal side of the mall serve the same purpose as the glass panels mentioned.

3. Mocha Blend - Philippines

but not to be outdone is our very own Beanbag

Of course. We should still patronize our very own local brand.:okay:

After the American Association of Chest Physicians, Philippine Orthopedic Society and The Thomasian Endocrine National Conventions, there are two other huge national conventions that would be held in Naga on the next two weeks:

and two others on May:

Phiippine Neurological Society.

Other minor conventions held last few weeks:
WHO, Bayantel and Allied Bank Employees National Meetings.

:applause::okay:

According to Atty. Ramon Roco, LTO Regional Head, there are already more than 60 units of taxis in Naga and the number would still go up as there are 100 slots for taxi franchise that was opened for Naga.

From City Center to Provincial Periphery:
How Outsourcing Can Spread to Philippine Provinces
By Paul Catiang

This article is based on a presentation given by Tully Moss, President of the Magellan Alliance, on April 25, 2007, at the Mandarin Oriental. His topic was the future of outsourcing in the Philippines.

Of Mice and Movement
There are many variations on the story of the town mouse and the country mouse dating all the way back to Aesop, but the story is almost always the same: the country mouse gets a visitor in the form of his more metropolitan cousin, the town mouse, who is dissatisfied with the country mouse’s poor country fare of bacon and beans. He invites his provincial cousin to the town, where they dine on fine food—cakes and ale—but are chased off by dogs. The country mouse runs back to his hometown with this parting shot: "Better beans and bacon in peace than cakes and ale in fear."

In today’s world, crisscrossed by fiber-optic lines and the flight paths of commercial airlines, a kind of decentralization is taking place. The differences between town mice and country mice are slowly dissolving into each other. The phenomenon of global outsourcing is evidence of this dissolution, where non-core business processes—human resources, finance & accounting, payroll—sat side-by-side with their parent companies’ core competencies, now make up the core business of outsourcing firms. The West, once the center of global economic trends, now finds its business dispersed all over the globe, thereby rendering the world flat once more.

The same applies to business process outsourcing in the Philippines. While most BPO operations are in the National Capital Region, several more are opening in the provinces. John Clements has worked constantly to make the Philippines a more viable outsourcing destination, both by marketing the country’s capabilities abroad and by encouraging local academic and government institutions to enhance the capabilities of the talent pool and to improve the country’s infrastructure. Now, John Clements, with the aid of Tully Moss, President of the Magellan Alliance, has just finished a study of the Philippine provinces with regard to their viability as outsourcing destinations. While Metro Manila—the National Capital Region—remains the hub of outsourcing in the country, the provinces have talent pools that still haven’t been tapped. Most professionals from the provinces go to Metro Manila or to other countries to find employment; outsourcing gives them the opportunity to work in their own hometowns and at the relatively higher pay scale the BPO industry offers.

The Hub of Activity
In many ways, Metro Manila is still the center of outsourcing potential in the Philippines. First of all, the country’s top universities are found in the metro: the University of the Philippines—both Quezon City and Manila campuses, the Ateneo de Manila University, and the De La Salle University, as well as several notable universities like the University of Sto. Tomas, the Far Eastern University, and the Mapua Institute of Technology, among others. These universities, along with many others, produced 103,299 graduates in the previous academic year.

Second, Metro Manila already plays host to several outsourcing operations, and the capital has already adapted to this new development. Outsourcing-oriented training programs abound in the capital, offered by both the private sector and by government, and even the academe has participated in the development of these programs.

Third, Outsourcing in Metro Manila has pervaded Filipino society enough to the point that a subculture of outsourcing professionals has sprung up nearly overnight. Most Metro Manila residents are familiar enough with the night shifts and the callers generally associated with such work to the point that outsourcing has been featured in a few local movies and a handful of pop songs.

This does not, however, mean that outsourcing is only thriving in the capital. Several Philippine regions have begun to show promise as BPO destinations, gradually bringing business from the country’s center to the periphery.

Education in the Provinces
The aforementioned top universities in Metro Manila also have campuses all over the country. The University of the Philippines, for example, has campuses in Baguio, Los Baños in the CALABARZON, the Visayas, and Mindanao, aside from offering distance education through its Open University. The official title of Jesuit institutions of higher learning in the Philippines, the Ateneo maintains campuses in provincial city capitals, namely in Cagayan, Davao, Naga, and Zamboanga. Established by the De La Salle Brothers in 1911, the De La Salle University has, over the years, grown to 18 institutions with campuses in the CALABARZON, the Visayas and Mindanao. The University of San Carlos, Siliman University, and Bicol University are only some of the many higher learning institutions all over the country.

From among the three main geographical regions of the Philippines, Luzon is producing the largest number of graduates. From among these universities, the Philippine government has identified several institutions as centers of excellence and development, and most of them are found in Luzon. According to statistics from the Professional Regulation Commission (PRC) and the Commission on Higher Education (CHEd) show that Luzon is also the location of four of the five best performing schools in terms of licensure examinations (the University of the Philippines-Diliman, the University of Sto. Tomas, St. Louis Univesrity, and the University of the Philippines-Los Baños).

In the previous academic year, each of the provinces produce somewhere around 13,000 up to over 35,000 graduates, with this number slowly growing each year.

Cities in the Philippines with the Greatest BPO Potential
In its study with Tully Moss, John Clements has identified the top cities for education in the Philippines. While the National Capital Region still produces the most graduates, others are gradually catching up: Baguio, San Fernando in La Union, Angeles City, Davao, Naga, Iloilo, Cebu, and Cagayan de Oro.

Mr. Moss and John Clements have compiled and analyzed data and have developed a formula to get a rough cut of the potential BPO workforce in an area. The formula accounts for four sources of workers: direct hires of recent college graduates; trained near-hires among recent college graduates; local shifters from other lines of work; and migrants from the surrounding region (including both workers and recent college graduates). The formula assumes the following:

That a large number of recent college graduates will be interested in BPO work;
Of these graduates, few of them will be hired directly by a BPO operation as direct hires;
An even larger number will be classed as near-hires (not qualified to be hired directly but through training can be quickly brought up to a hirable level), and most of these near-hires will be hired by a BPO operation;
A significant percentage of local white collar workers will be interested in BPO work, and of these, a few will be hired by a BPO operation (on average, 23% of the Filipino workforce is white collar);
A good number of white collar workers in surrounding provinces will be interested in moving for BPO work and some of them will be hired by a BPO operation.*
Using this formula, the study has identified a few cities whose capacity for sustaining BPO operations has been underutilized. These cities are San Fernando in La Union, Naga, Baguio, Cebu, and the Clark Freeport Zone.

A set of criteria has also been developed to assess potential BPO locations as to their potential attractiveness. The first group of criteria is in human resources, which includes language, managerial talent, scalability, and the competitiveness of the environment. The next group of criteria deals with infrastructure, assessing the telecommunications, electricity, the availability of A-level commercial space, and the ease and speed of access to hotels and airports. A potential location is also assessed with regard to its exposure to natural catastrophes, which in the Philippines’ case comes in the form of seasonal monsoons. Local government support comes last.

With these criteria in mind, several Philippine cities were assessed and ranked thusly:

1. Cebu
2. NCR
3. Clark
4. Baguio
5. CALBARZON
6. Davao
7. Cagayan de Oro
8. Bacolod
9. San Fernando (La Union)
10. Iloilo
11. Tarlac
12. Subic
13. Naga
14. Cabanatuan
15. Dumaguete
16. Dagupan
17. Malolos

National and Provincial Initiatives
The Philippines’ potential as a BPO location is a vision shared by several provinces, some of which have already taken steps toward marketing their capabilities to foreign investors, cultivating their local talent pools, and developing their infrastructure.

The Camarines Sur Information Technology Park
Camarines Sur, for one, has recently experienced a surge in growth, mostly through the efforts of Governor Luis Raymund Villafuerte. His initiatives have spurred several new developments in Camarines Sur, beginning with the Camarines Sur Information Technology Park. This facility has the distinction of being the first IT Park that is owned and managed by a local government unit in the Philippines. Aside from other objectives, the IT Park aims to augment the training provided by Camarines Sur’s six universities and 32 colleges. Among these institutions are three prominent universities: the Ateneo de Naga, the University of Nueva Caceres, and the Universidad de Santa Isabel.

The Camarines Sur IT Park offers English Proficiency Training, and has produced over 1,500 graduates in 2006. This number is projected to more than double in 2007. The facility also has a Japanese Language Learning Center, which aims to develop language skills in Nihongo and encourage Japanese investors to bring their business to the Philippines.

The Animation Training Center likewise taps into the creativity of Filipino talent, and has produced approximately 100 skilled animators in 2006.

Lastly, the facility also houses the Camarines Sur Medical Transcription Center, which boasts of a 99 percent accuracy rate, and is operated by the provincial government.

The Cebu Educational Development Foundation for Information Technology
In the Visayas region, the Cebu Educational Development Foundation for Information Technology (CEDF-IT), a consortium of industry, academe, government and NGOs, seeks to increase the quantity and improve the quality of professionals in the Information and Communications Technology and IT-Enabled Services Industry through proactive intervention in the HR development sector.

CEDF-IT has several flagship programs in place just to follow their mandate. The foundation’s IT Teachers Academy serves as the venue, means, and catalyst for promoting and sustaining the culture of excellence in IT teaching. The Professional Certification and Training Center ensures quality and competence in ICT professionals, responding to the needs of local and global industry. CEDF-IT also conducts human resources surveys and monitors HR practices to generate a set of baseline data on the supply side to develop Cebu as a supplier of IT skills for the ICT industry. These are only some of the CEDF-IT programs in place that make Cebu a more viable BPO destination.

The Philippine Cyberservices Corridor
The biggest initiative of them all is the Philippine Cyberservices Corridor, a plan that is being pursued by the government of the Philippines to create interconnected centers of technology-related services that are spread out all over the country. Services include business process outsourcing, medical transcription, and the like. It is part of the ten-point agenda of President Gloria Macapagal-Arroyo and is one of the five "super-regions" outlined in her 2006 State of the Nation Address. The corridor will stretch 600 miles from Baguio in the north to the Zamboanga in the south. The corridor is served by a ten-billion-dollar high-bandwidth fiber-optic backbone and digital network. This initiative is expected to generate one million jobs, which in turn will create a new middle class and spur regional development from Baguio to Zamboanga.

Painting the Bigger Picture
If one were to paint the Philippines’ outsourcing picture, the canvas would look like the painter has focused more on the National Capital Region. Automatically thinking that Metro Manila is a viable BPO location in the country is easy; what John Clements and several other organizations have been doing is to show that the capital is not the only viable location. Through these efforts, both local entrepreneurs and solons and foreign investors’ eyes are drawn to other places on the canvas. What these areas still lack in brushstrokes—so to speak—they make up for in potential. This is potential that can be seen in the number of graduates produced by these regions each year, the growing infrastructure, and the strong support both from the government, support that ranges from local government units all the way up to the Office of the President.

In keeping with the spirit of decentralization fostered by global outsourcing, the BPO industry will spread to where the talent is abundant and where the government cultivates its growth.

_________________________
* The exact percentages of these assumptions are confidential.

2 Call centers is expected to rise in the heart of Naga hopefully this year, Sitel and Teletech to be located 4th and 5th floor of PNB and SM City Naga respectively. If these 2 BPO's shall materialized an increase of roughly 2-3 thousand more that would make the number of BPO workers in Cam. Sur and Naga close to 10k.

Sitel open its 5th branch in Poro Point this week and 2 more branches is now underway, a centralized or the main Sitel office that would decentralized all mega Manila operations and another provincial operations in the south.

PCW eyes new system in recording cases involving violence against women, children (http://www.pna.gov.ph/index.php?idn=0&nid=2&rid=270634)

KALIBO, Aklan, April 19 (PNA) – The Philippine Commission on Women (PCW) is set to develop a national documentation and reporting system on cases of violence committed against women and children.

PCW executive director Emmeline Versoza said that to facilitate the development of the system, a consultant was commissioned to study the existing data collection and reporting methods and intake forms of frontline service agencies.

"Using the preliminary systems design for the Documentation System, a beta version of the system will be developed and pilot tested in six data collecting service points from the province of Bohol, Olongapo City and Metro Manila and expanded to Masbate, Sultan Kudarat and Aklan and component cities of Baguio, Davao and Naga City," Verzosa said.

She said that the project would be “a good opportunity to assist the province in developing and setting up a system to support the efforts in addressing gender-based violence in the provinces.”

Key persons involved in the development of new system include provincial and municipal social welfare and development offices, police officer assigned to the women and children’s desk, municipal health worker and barangay executives. (PNA)

CamSur athletes reap medals at Tarlac Palarong Pambansa (http://www.camsur.com/CamSur-News/camsur-press-release/camsur-athletes-reap-medals-at-tarlac-palarong-pambansa.html)

16Apr2010

PILI, CamSur - Dr. Lucita Año, former DepEd- Camarines Sur division superintendent and currently the Camarines Sur Sports Academy (CSA) directress announced three CSA students representing the Bicol region captured 2 gold medals, a silver and 2 bronzes in the ongoing Palarong Pambansa at Tarlac City which kicked off last April 11.

The CSA is a special school accredited by the Department of Education (DepEd) which offers specialized courses with accent on selected sports disciplines for elementary and high school aspirants. In CSA, aside from the academic subjects, the students are honed in various sports events to make them more competitive in local, national or even international events.

Governor LRay Villafuerte has continually supported CSA in line with his human resource development thrust to make the students ready and adequately equipped especially in this age of globalization.

CSA student Mark Harry Diones dished out a record breaking performance in the triple jump to snare the gold medal in the Palaro. Another student, Marian de Dios showed true grit to capture the gold medal in the long jump.

De Dios also finished second in the triple jump to snatch the silver medal while Jenny Cano, another CSA student performed commendably in the 800 meter and 400 meter dashes to salvage third place and the bronze medals.

It is expected that more CSA athletes participating in the ongoing Palaro will continue to make a mark in this national sports event which ends on Saturday, April 11. MMEC

Political Forum Shows Candidates' True "Colors"

NAGA CITY (14 April) --Some high profile politicians in Bikol on Monday night had the chance to tell the public their presidential bets and campaign for them at the same time.

In a political forum in the Plaza Quezon here in the city, Camarines Sur Representative Luis Villafuerte (3rd District) said he would only vote for the candidate who both had executive and legislative experience-obviously referring to Nacionalista Party standard bearer Senator Manuel "Manny" Villar.

He hurled a tirade against Liberal Party standard bearer Senator Benigno "Noynoy" Aquino III. "Noynoy Aquino would lose. How can he resolve the problems of the country when he can't even solve the problems in Hacienda Luisita," asked Villafuerte.

Villafuerte added that Aquino's legislative experience would not be enough.

Villafuerte and his son, Camarines Sur Governor Luis Raymund Villafuerte, jumped to the camp of Villar after having been staunch allies of President Gloria Macapagal-Arroyo.

Former Budget Secretary Roland "Nonoy" Andaya Jr (1st District), offered a passionate endorsement of administration party standard bearer, former Defense Secretary Gilberto Teodoro.

He compared the 2010 presidential race to the time when the Jews were made to choose between Jesus and Barabbas.

"We should not choose who is popular. The Jews chose Barabbas and crucified Jesus Christ. Now we may be doing that again, choosing Barabbas over Jesus Christ, if we would choose the popular."

He said it was not enough to vote for a presidential bet just because of the good works of his parents. He was obviously referring to Aquino.

"Let us vote for someone who has Galing at Talino. Kaya ako Gibo ako! Andaya was referring to the slogan of Teodoro.

Fermin Mabulo, Nacionalista Party congressional bet, also defended his decision to support Villar.

"What we need is a unifying leader who can unite the [extreme] left, the middle left, the center, the middle right, and the [extreme] right. That's why I am rooting for Villar, said Mabulo.

"Dati kay Gibo ako kaya Green, tapos kay Noynoy dahil yellow, ngayon kay Villar dahil orange. Dati hilaw ako, nagyon hinog na, orange na orange," he said.

James Jacob, LP congressional bet, said the problem with the present administration is its lack of credibility. "That's why if we have to elect another President, it should be someone with credibility and integrity. That's why we should elect Noynoy."

Jacob was a member of the executive department under President Arroyo but he said he resigned when he learned that Noynoy would run for President.

The political forum was sponsored by the Parish Pastoral Council for Responsible Voting PPCRV).

PPCRV said the forum was meant to enlighten the voters on who should be the proper candidate to vote this coming election.

It said the forum was also meant to share to the public the opinions of the candidates on pressing issues affecting the locality and to make them (candidates) accountable to the public.

Sparks flew high during the forum especially during the one on one question and answer part between James Jacob and Luis R. Villafuerte, wherein the two rivals exchanged hard-hitting but friendly comments against each other.

Below the grandstand, their supporters were also exchanging cheers, even holding wands and banners to support their bets.

Noticeably absent during the forum was presidential son and Congressional bet Dato Arroyo (2nd District).

LRay should be planting more trees in CWC.

It's a vast treeless tract of land.:ohno:
........................................................................................................
I strongly agree with Doc. We really need more trees. It is hard to understand that after years in office Governor L-Ray has not given much attention to planting trees in this vast treeless tract of land we call the Camarines Sur Capitol Complex. It is time to plant trees, trees and more trees. But, before that maybe it is good to have a detailed master plan of the whole complex otherwise it will not be good to be planting and see the trees go. In the meantime the Governor can start planting multi colored bougainvillae at all roadsides. This will turn the whole drab, dull and colorless complex into a colorful display of blooming bougainvillae specially the whole summer. It is the Philippine version to the Cherry Blossoms.

Just thinking, when will the SSC Bicol have our tree planting activity? Para bako sana kitang para tuyaw. May "action" man gayod. Attention Mr. President, Pau!

^Yup. But I think much better if we could plant trees along the highway (specifically Naga to Pili) so as to make it more beautiful and refreshing. And maybe a clean up drive along that area can be incorporated. Eyesore 'yung mga plastics na nandun sa gilid ng highway.

It would be good to plant and then take care of them as they grow. Perhaps we can do it on a regular basis, like annual or twice a year. Duman sa Capitolio baad togotan kita duman. Baad may plano na man si Gov pero baad maitulod kang tursido ta kung mag initiate kita.

sabagay, why do we have to go as far as Isarog just to plant trees. Madami na din NSTP classes na umaakyat dun just to do some tree planting activities.

Naga also hosted the PCCL Cluster last year which includes Don Bosco Mandaluyong, St. Francis of Las Piñas and DLSU.

This year the commissioner of PCCL assured that Naga will be hosting the finals of the PCCL after seeing the ultra-modern soon to operate Metro Naga Coliseum.

Last year the finals was held in Cebu and Manila in particular and with Araneta, Manila as the championship venue.

Two of the 25 e- mails I recieved from the National TEPI delegates:

(Cut and Pasted)

--------------
The Bicol team has done it again. Good topics, full audience until the end and great extra activities. Me and my family had a great time. Thank you very much everyone for the company. especially to our president, Mon.

Sjoberg A. Kho, MD

---------

Dear Dr. Mon, Nanie, Meann, Doris and Egy,

Thanks a lot for making TEPI in Naga happen...

The EXTREME endocrinology adventure lasted till we left...some "milestones" of our island adventure/s:

1. some med reps got left behind becuase they went to the wrong port and Susan got their call when we were already sea-borne... she got so stressed out that she forgot her sea-sickness and nausea altogether ...hayaan mo na Ma'm Sue, nakahabol din naman sila...

2. After the big boat of the "age-less-than 40- group" got stranded far off the loading dock due to low tide, we had to take 3 small, slim, tipsy, less than 2-feet wide canoes across some 6 meters of murky smelly mangrove water to reach our boat and finally start our official island-hopping. ..the fishermen must have been so entertained by the shrill screams everytime the canoes tipped a bit to one side..."aaaay! ayan na, tataob naaa!, dali, naku" "Albert, wag ka masyadong malikot!!! "haaay, ang bag ko" "naku bakit walang vests!, ayoko na, ayoko na..." "eeee! wag!!!"..."walang gagalaw!"

contest ng palakasan ng "tili" from the 3 canoes care of Aileen, Sasa, Ivy, Lucy, Aimee, Susan, Stef...and Eric??? (aminin mo!!!)...never mind that the water was only waist-deep!

But it was a funny and thrilling way to start the island-hopping. ..an experience to remember and laugh about...half the obstacle was lifting ourselves up from the slippery canoe into the bigger boat by swining on the bamboo poles overhead, while thin boys half the weight of Albert steadied the canoe from outside- wow, na-test ang aming upper-arm and torso strength ha? buti na lang may "pagka-macho" din pala kaming lahat

3. When we reached Sabitan Laya island, we were disppointed again to know that the tide was too low for a big boat like ours to reach shore...but since the water looked so inviting at sayang naman ang punta sa island- Aimee decided to jump off from the boat followed by Lucy into the deep water...tahimik lahat sa boat, walang sumunod...yun pala takot lahat. But the corals were interesting- kaya lang all dead and crushed...our diagnosis? too much dynamite fishing...sayang! Imagine that big broad coral reef if it were still alive. ...but since wala nang gusto tumalon kahit na gaano kaganda ang tubig...we set off again...

4. Matukad Isle was perfect for picture taking. Ala- Miss Universe wanna-be's ang mga posing sa rock formations (those pics should be encrypted- he-he-he) but the cove was just too rocky to wade in...so we decided to go back to the boat and pick a spot where we could enjoy the water without stubbed toes...kaya lang di mag-kaisa sa gusto...

Stef: wag dun sa malalim
Lucy: wag dun sa tatama ang paa sa coral
Aileen: dapat dun sa kita ang ilalim pero hindi tatama ang paa pero hindi malalim at pwede tayo lumangoy (huh?!?!)

Somehow the boatman got the idea and picked a spot for us across Lugtu isle (site of Survivor series)...pero ayaw pa rin tumalon...okay, mga daring mommies muna ulit before the "kids"...but soon enough everyone jumped off the boat ceremoniously save for 4 timid souls...

But they did jump eventually.. .mga after ten minutes each of prodding and encouragement and the sincere promise that Eric will hold one hand while Aimee holds the other hand as they jump in...everyone claps for each brave act...finally, wala nang tao sa boat at pwede na tayo mag group pic sa tubig care of manong boat man!!! (I'm so proud of you --uy, matapang na sila)

Do you want to know how heavy Albert is? while we were all playing in the water, he and Aileen decided to sit leisurely on the bamboo "katig" on one side of the boat...it took two boatmen to counteract his weight to keep the boat from tipping over to Albert's side...finally, nakahalata na rin kami na pagod na yung dalawa and we told Albert to get off the katig

But it was definitely time to go when I felt a jellyfish lightly brush my thighs..."kids, time to go na, naiinis na yata ang jellyfish".. .we learned later that someone from the other boat got a full sting...swerte pa rin, nagparamdam lang ang jellie.

5. We went closer to restricted Gota island and saw the Survivor series camping grounds, but decided not to jump off this tme because the water looked eerie with seaweed- and probably more jellies...pass muna, picture taking na lang ala-survivor.

6. Seeing the La Playa resort getting nearer, we decided to go for one more "jumping-off- the boat" exercise in the nearest coral reef. Everyone jumped off again for the last time, Ivy, Lucy, Eric, Albert and I got so entertained with looking at the fishes and the sprouting of new coral amidst the dead ones that we swam farther and farther away from the boat (our diagnosis? cyanide fishing- kasi intact ang mga very elaborate shapes like dry floral arrangements. ..sayang, but atleast there were new ones cropping up)...the swim back to the boat against the now heavier waves was another EXTREME adventure! Ilan kayang mets yun??? enough to make us all ravenously hungry...we realized our last decent meal was before eleven AM and it was already past 5 pm...no one remembered to ask our tour guide where our "promised" snacks were due to over excitement.

7. Just when we thought dinner would be a peaceful affair...Aileen, Stef, Ivy and Sasa who returned back to the other side of the island to change and shower in our guesthouse farther up the coast (the rest didn't mind being dripping wet while waiting for dinner) had a scary night-time boat ride back to the dining area...sheer darkness, just a small boat, a nervous boatman, 4 even more terrified ladies...and they forgot they had no life vests on board...thoughts: paano kung mas lumakas ang alon? paano kung tumaob ang boat? hindi kami makikita wala kaming vests? mama, bilisan ninyo, baikt ang bagal? glad nothing happened...extreme na naman!

8. After hearing about the terrifying boat ride back to the other guesthouse for the "age-less-than- 40" group...plus the fact that even the boatman refused to be sea-borne, the remaining "kids" decided to just go by land...open cab mini-truck lang ang available, really bad roads, one lane lang, going uphill, no lights around ha?...

Two groups dapat kasi baka ma-flat ang tire in the middle of nowhere, and it's dark- no houses in some parts- we cannot overload (sabi ni Elaine at Aimee)...

ay, dapat magka-hiwalay ng batch si Albert at si Eric para may guy na kasama taga-tulak pag namatay ang engine in the middle of the hill (sabi ni Stef)...parang kaya ni Eric magtulak ha???

But the ride was fun also...one time the engine broke down...akala nga ni Eric in horror ay magtutulak siya, buti na lang nag-start ulit...but the stars were out and beautiful... mag-ghost stories sana ako pero maliwanag naman ang stars (baduy, wala sila sa mood matakot)...and Lucy saw fireflies for the first time...it was surprisingly pleasant.

That's all folks...ang haba na pala...he-he- he

(from the "boring geek" who does know how to have fun...next time we take boat rides...let' s try the deeper water where Ivy and Lucy won't snag their knees on protruding corals..and we'll try doing back flips from the edge of the boat para di pumasok ang salt water sa ilong...right Elaine?)

The TEPI tour was indeed a blast! We've shown to them what's in Naga.

It's actually my very first to do such... I was nervous at first and felt uneasy but as we went through I managed to go with the flow and eventually did it....

We could do more next time.

My uncle who just arrived from Caramoan told me that people from the Shangrila Group of Hotels was in Caramoan the other week to scout for a place to build a 5 star hotel.

Nice to hear that!:banana::banana: Wish it would be pushed thru. However, a clean and very environment-friendly means of development should be observed to avoid the destruction of Caramoan. A thorough study or planning is needed for that matter or else it would surely turn out as another Boracay.

I heard from one of my colleagues that the income being generated by these tourist facilities (CWC/Caramoan) do not reflect in the COA's report as part of the province's income. That's why Gov. LRay has been questioned regarding this matter by COA. Is that true?

Naga City has the highest income among cities in the Bicol Region based on locally generated sources. The city however receives a smaller IRA(International Revenue Allotment) from the National Government. The IRA is based on land area and population. Thus, if in the year 2009 the city income is smaller than 3 million compared to Legazpi then it is because the IRA of Legazpi is bigger otherwise Naga City income is bigger from locally generated sources. This will become even bigger this year with the influx of more business establishments and tourists.

Camarines Sur on the other hand receives almost 1/3 of the total IRA given to Bicol because it is the most populous and the biggest province in terms of land area.
