Lo (The Philippine Star) Updated May 08, 2010 12:00 AM If Francis Padua-Papica had his way, he would like to see the Philippines as a “reading” nation, all 90-million-plus Filipinos, that’s why he chose his eight-year-old Read to Live: Libro Ko Para Sa’yo project as the flagship of the eponymous foundation that he put up 13 years ago. It’s not an impossible dream, is it? A Bicolano from Goa, Camarines Sur, Francis is a corporate lawyer based in California. It’s easy for him to forget about dear old Philippines and enjoy life in America, the recession notwithstanding, but that’s not what he wants. “My dream is to see every Filipino fall in love with books,” said Francis who would come home once or twice a year not so much for vacation but to see what more he can do for his kababayan. “It is such a worthwhile endeavor to be able to read to people and let them know that even in this age of computers, video games and movies, reading a good book transports one to a whole new dimension, a whole new world of adventure, intrigue, suspense and fantasy.” Francis graduated valedictorian in 1985 from St. Paul Academy in Goa where he was the Student Body president and the Corps Commander; cum laude from Syracuse Law School in Syracuse, New York in 1992; and now works as a partner with the law offices of Nordstrom, Steele, Nicolette & Blythe which has five offices in California. He’s the eldest of the three children of Dr. Juan Pinto-Papica (deceased) and Maria Padua-Papica; and the first recipient of the ABS-CBN Gawad Geny Lopez Bayaning Pilipino sa Amerika Award. Two years ago, Francis came home with boxes and boxes of books, more than 100,000 copies which he collected from donors from different parts of California. My friend Raoul Tidalgo and I, together with Rissa Mananquil, readily accepted Francis’ invitation for us to help distribute those books in various schools in Camarines Sur, some of which were located in remote areas. A month before that, the Bicol Region was devastated by a killer typhoon, so aside from the books, we also helped Francis distribute bags of groceries to the victims who lost their homes and their means of livelihood because the typhoon felled coconut trees, too, leaving residents with no products to harvest and sell. At each school, we talked to students about the importance of reading, how it could not only broaden their minds but also how it could, as Francis was saying, transport them to faraway places and introduce them to all kinds of people. The students must have been impressed because as soon as the boxes were opened, they scrambled over one another and eagerly browsed through the books (novels, how-to books, all sorts). Since he put up the Read to Live: Libro Ko Para Sa’yo project, Francis and company have donated tons of books to different schools nationwide. His foundation distributes 100,000 every year. "This is my 'recuerdo' to you," she told Siruma residents Thursday during a visit to their municipality. She gave the order, noting the facility is needed to help enhance the learning experience of Siruma students. Their computer use in school is limited at present. Students worldwide use the Internet as a tool for accessing information needed in their studies. President Arroyo wants Siruma students to have this same opportunity. Cebu came in second after Manila. Cebu had 435,087 tourists while Manila recorded 437,170 during the period. In 2009, Cebu was the top destination while Manila was third. During the first quarter of the year, Manila’s number of tourists increased by 37.10 percent. The DoT credited the growth to more international and local meetings, congresses and conventions, as well as special events organized by major companies and organizations in the capital. The opening of new spots in Manila like the Manila Oceanarium, the Newport Entertainment City, and the visits of more cruise ships at the Manila South Harbor also attracted more tourists. In Cebu, top markets included: Korea, with 28 percent; Japan – 23 percent; United States with 10 percent; and China – six percent. Due to aggressive promotions by the DoT during the Chinese New Year last February, more than 1,950 Chinese visitors arrived in Cebu through 15 charter flights from Shanghai and Nanjing in China. This after the entire Team Naga, headed by its winning tandem, Naga's mayoralty bet Atty. John Bongat and Vice Mayor Gabriel Hidalgo Bordado, along with the full line up of their city councilors were officially declared as winners by Atty. Cinderella Lozano, Naga City Comelec Supervisor in a simple proclamation rite at City Hall yesterday (May 11). Bongat, Mayor Jesse Robredo's anointed successor and protégée garnered a total vote of 32, 231 representing 78 per cent of the city's total votes. Bongat's closest opponent, Atty. Adan Botor, collected a total of 13, 370 votes. Former Congressman and Naga City Mayor Cho Roco, also not successful in his comeback bid, placed third in the mayoralty polls. The wide disparity between Nagueños' choice was also reflected in the scores garnered by the vice mayoral candidates. Incumbent city vice mayor Bordado carted a total of 37, 238 votes, catapulting him back to his old post as vice mayor of the city for the next three years. His closest rival, Benjie Lucena only managed to hurdle with a total of 14, 261 votes. Naga City has a total registered voters of 78, 500, with 101 clustered precincts. Following the same voting pattern, the province of Camarines Sur also voted for Aquino and Roxas based on the official count of the provincial board of canvassers. Leading their rivals in the presidential and vice-presidential races, Aquino garnered 277,328 votes while Roxas got 237,879 votes. Second frontrunner Manuel Villar trailed with 128,426 votes, followed by Joseph Estrada with 112,711 votes and Gilbert Teodoro with 59,342. In the vice-presidential race, Jejomar Binay followed Roxas with 207,578 votes while Loren Legarda only got 94,463. LRay Villafuerte came to the session hall of the provincial legislative building around 9:15 a.m., Wednesday, May 12, to be proclaimed undisputed winner of the gubernatorial race with certificates of canvass (COCs) from five towns not yet submitted and counted. As of proclamation and press time, Gov. Villafuerte was way ahead of adversary Ciriaco “Nancing” Alfelor by 163,037 votes, with only the returns from the towns Pili, Libmanan, San Fernando, Pasacao, and Presentacion not yet counted. The total number of voters in the towns not yet accounted for total to 136,897, thereby the provincial board of canvassers favorably considered a motion of Gov. Villafuerte’s counsel to declare him winner. Upon proclamation, pending receipt of COCs not yet submitted, Gov. Villafuerte has accumulated a total of 328,489 votes against Alfelor’s 165,452, a decisive majority from 546,670 ballots cast from 838,545 registered voters of Camarines Sur, of a voting turnout of 77.91 percent. Even assuming all registered voters in the unaccounted precincts voted, and further assuming they all cast their votes in favor of Alfelor, their votes would still be insufficient to offset Gov. Villafuerte’s commanding lead, the governor’s counsel argued. Moreover, the incumbent governor believes he is quite strong in these areas and his lead could very well increase to even bigger than he posted in his past elections as governor. Gov. Arroyo garnered 69,104 votes against Mabulo who got 26,133 having a lead of 42,971 in the seven-town second district with a total number of 148,451 voters. In the 2007 election, the presidential son ran against the older brother of Fermin Mabulo, who was a third term mayor of San Fernando when he ran against Arroyo. Arroyo won against the older Mabulo in the former first district of Camarines Sur before the reapportionment which added a fifth district in the province. To represent the new second district, the presidential son covers now a smaller area with seven towns from 10 towns in 2007 to 2010. Arroyo was proclaimed 7:00 p.m. Wednesday by the provincial board of canvassers at the Sangguniang Panlalawigan Session Hall. During the campaign, Mabulo had raised the issue of his being a non-Bicolano which was the same issue his older brother raised in 2007. Another is the construction of the Libmanan-Cabusao Dam project which environmental advocates and faction of farmers’ group opposed. But with the overwhelming victory, it seemed that the issues raised against Arroyo’s candidacy did not affect him. San Juan has recently been appointed as new Vice President for Academic Affairs of the Naga College Foundation. Ma’am Meda, as she is usually called, was born in San Ramon, Lagonoy on January 27, 1944. She graduated valedictorian in both her Elementary and Secondary Education at the Lagonoy Central School and the Lagonoy High School, respectively. She graduated Magna Cum Laude at a university in Bicol, where she acquired her Master’s Degree in Arts and Education as well as her Doctorate Degree. She started her career as an Elementary Classroom Teacher in 1964. She then shifted to secondary school teaching at the Camarines Sur National College of Arts in 1971. After six years in secondary teaching, she set off as a College and Vocational Instructor at the Bicol College of Arts and Trades (now known as the Camarines Sur Polytechnic Colleges) from 1978 to 2000. Simultaneously she was also an Instructor and Professor at UNC. Ma’am Meda is truly a committed educator as her efforts granted her the Deanship of the Graduate School of UNC from 2004 until her retirement in 2009. It was then that Dr. San Juan was invited to share her wisdom and expertise as the Dean of the Liberal Arts and Education of the Naga College Foundation. It has been a year since Ma’am Meda came to NCF. She has proven, during her short stint as Dean, that she is indeed a prime addition to the institution. Ma’am Meda introduced various programs and policies in her department, which were all appreciated and welcomed by the faculty and the students. LRay V cited for CamSur’s unprecedented transformation PILI, Camarines Sur --- Philippine Daily Inquirer, a major national daily, attributes in Saturday, May 8 issue, Governor LRay Villafuerte’s imminent clinching his third and last term chiefly due to amazing feat of transforming CamSur from a “bucolic and largely agricultural province into a prime tourism and investment destination.” The PDI cites the province as being listed 39th among the provinces in terms of revenues with only P655 million that has dramatically soared to more than double placing CamSur among the ten richest provinces of the country in terms of assets and net income. Gov. LRay’s success is ascribed to his entrepreneurial skills and “out-of-the-box” management style applied to identifying the province’s competitive advantages and maximizing their exploitation. Among these are a skilled human resource pool resulting from CamSur being the education hub and having the highest literacy rate in the region and tracts of government-owned land that could be made more productive not only for agriculture but also for tourism and business investments. LRay Villafuerte came to the session hall of the provincial legislative building around 9:15 a.m., Wednesday, May 12, to be proclaimed undisputed winner of the gubernatorial race with certificates of canvass (COCs) from five towns not yet submitted and counted. As of proclamation and press time, Gov. Villafuerte was way ahead of adversary Ciriaco “Nancing” Alfelor by 163,037 votes, with only the returns from the towns Pili, Libmanan, San Fernando, Pasacao, and Presentacion not yet counted. The total number of voters in the towns not yet accounted for total to 136,897, thereby the provincial board of canvassers favorably considered a motion of Gov. Villafuerte’s counsel to declare him winner. Upon proclamation, pending receipt of COCs not yet submitted, Gov. Villafuerte has accumulated a total of 328,489 votes against Alfelor’s 165,452, a decisive majority from 546,670 ballots cast from 838,545 registered voters of Camarines Sur, of a voting turnout of 77.91 percent. Even assuming all registered voters in the unaccounted precincts voted, and further assuming they all cast their votes in favor of Alfelor, their votes would still be insufficient to offset Gov. Villafuerte’s commanding lead, the governor’s counsel argued. Moreover, the incumbent governor believes he is quite strong in these areas and his lead could very well increase to even bigger than he posted in his past elections as governor. Gov. Palawan has I think three or four airports due to its land area. CamSur is also big but putting an airport in all key tourism areas might not be very useful. This has been my suggestion before and I will reiterate it. Modernize and expand the WNP. Put up an airstrip in Caramoan. Modernize all national and major road networks and links and public transport in the entire province. With all of these being said, I think all of us won't have a hard time going to and fro from one place to another in CamSur.
