If Francis Padua-Papica had his way, he would like to see the Philippines as a “reading” nation, all 90-million-plus Filipinos, that’s why he chose his eight-year-old Read to Live: Libro Ko Para Sa’yo project as the flagship of the eponymous foundation that he put up 13 years ago.

It’s not an impossible dream, is it?

A Bicolano from Goa, Camarines Sur, Francis is a corporate lawyer based in California. It’s easy for him to forget about dear old Philippines and enjoy life in America, the recession notwithstanding, but that’s not what he wants.

“My dream is to see every Filipino fall in love with books,” said Francis who would come home once or twice a year not so much for vacation but to see what more he can do for his kababayan. “It is such a worthwhile endeavor to be able to read to people and let them know that even in this age of computers, video games and movies, reading a good book transports one to a whole new dimension, a whole new world of adventure, intrigue, suspense and fantasy.”

Francis graduated valedictorian in 1985 from St. Paul Academy in Goa where he was the Student Body president and the Corps Commander; cum laude from Syracuse Law School in Syracuse, New York in 1992; and now works as a partner with the law offices of Nordstrom, Steele, Nicolette & Blythe which has five offices in California. He’s the eldest of the three children of Dr. Juan Pinto-Papica (deceased) and Maria Padua-Papica; and the first recipient of the ABS-CBN Gawad Geny Lopez Bayaning Pilipino sa Amerika Award.

Two years ago, Francis came home with boxes and boxes of books, more than 100,000 copies which he collected from donors from different parts of California. My friend Raoul Tidalgo and I, together with Rissa Mananquil, readily accepted Francis’ invitation for us to help distribute those books in various schools in Camarines Sur, some of which were located in remote areas. A month before that, the Bicol Region was devastated by a killer typhoon, so aside from the books, we also helped Francis distribute bags of groceries to the victims who lost their homes and their means of livelihood because the typhoon felled coconut trees, too, leaving residents with no products to harvest and sell.

At each school, we talked to students about the importance of reading, how it could not only broaden their minds but also how it could, as Francis was saying, transport them to faraway places and introduce them to all kinds of people. The students must have been impressed because as soon as the boxes were opened, they scrambled over one another and eagerly browsed through the books (novels, how-to books, all sorts).

Since he put up the Read to Live: Libro Ko Para Sa’yo project, Francis and company have donated tons of books to different schools nationwide. His foundation distributes 100,000 every year.

Is there any political motive behind it?

“No,” said Francis. “I just want to give back, I just want to help our less fortunate kababayan.”

The Francis Padua-Papica Foundation, Inc. (FPPFI) is also supporting scholars, one of the most prominent being controversial 2010 Bb. Pilipinas-Universe Maria Venus Raj who graduated cum laude with a degree in Journalism from the Bicol University.

Four years ago, the foundation sponsored a nationwide essay-writing contest among elementary and high-school students. The winning pieces have been compiled into a book, titled May Kuwento Po Ako (A Book for Kids by Kids), which should be “must” reading not only for children but adults as well.

Francis put up the foundation, a non-profit public-benefit corporation, to encourage and acknowledge the outstanding individual achievements of young Filipino men and women, and hopes “to educate and empower the Filipino youth to strengthen our nation through community service... guided by three principles: Leadership, Scholarship and Community Service.”

Being a bookworm, I give Francis my all-out support.

That’s why when he asked me to be “Dr. Jose Rizal” in the poster for Read to Live: Libro Ko Para Sa’yo, I said, why not? I am in good company with Boy Abunda as Apolinario Mabini, Vince Hizon and his wife Shai Bermudez-Hizon as Crisostomo Ibarra and Maria Clara, Franco Laurel and his wife Ayen Munji as Rama and Sita, and Francis himself as Lapu-Lapu. We had fun during the pictorial with A-List photographer Jojit Lorenzo. The poster now hangs on the walls of schools throughout the country and I hope it will encourage not only students but all Filipinos to read.

hardwood finished basketball courts are being used in PBA, NBA, FIBA, D League, the Olympics and other international basketball tourneys.

before UNC basketball court is rubber finished (the only one i think in the region) t'was under a Korean construction firm but, comparing between rubber and wood court I would chose the latter.

I looked it up on the Internet and it indeed shows that hardwood is better then rubber finish. My sister also told me that players are easily injured with rubber floors than with hardwood finished courts. :)

PGMA orders Internet access for remote CamSur village

MANILA, May 13 (PNA) -- President Gloria Macapagal Arroyo on Thursday ordered the Department of Education to provide in Camarines Sur province's remote Siruma municipality a satellite broadband facility so schools there can access the Internet.

"This is my 'recuerdo' to you," she told Siruma residents Thursday during a visit to their municipality.

She gave the order, noting the facility is needed to help enhance the learning experience of Siruma students.

Their computer use in school is limited at present.

Students worldwide use the Internet as a tool for accessing information needed in their studies.

President Arroyo wants Siruma students to have this same opportunity.

"A strong education should be backed by a strong backbone in technology," she said.

The Arroyo administration continues promoting spread of information technology nationwide as it believes this will help move the nation forward.

"We musn't stop while there are places like Siruma where technology is needed," the President said.

According to authorities, it takes about six hours to travel by land from Siruma to Naga City, the province's capital.

President Arroyo urged Siruma students to avail of the opportunity for increasing their access to available data.

Such increased access will help boost Siruma students' education so they can improve their lives and become productive citizens later on, the President added. (PNA)

Cebu is 2nd top tourist destination

CEBU CITY (PNA) — Cebu, with only a three percent growth in its tourist arrivals, dropped to second place in the top tourist destinations in the country as of the first quarter of the year, the Department of Tourism’s (DoT’s) quarterly report said.

Cebu came in second after Manila.

Cebu had 435,087 tourists while Manila recorded 437,170 during the period.

In 2009, Cebu was the top destination while Manila was third.

During the first quarter of the year, Manila’s number of tourists increased by 37.10 percent.

The DoT credited the growth to more international and local meetings, congresses and conventions, as well as special events organized by major companies and organizations in the capital.

The opening of new spots in Manila like the Manila Oceanarium, the Newport Entertainment City, and the visits of more cruise ships at the Manila South Harbor also attracted more tourists.

In Cebu, top markets included: Korea, with 28 percent; Japan – 23 percent; United States with 10 percent; and China – six percent.

Due to aggressive promotions by the DoT during the Chinese New Year last February, more than 1,950 Chinese visitors arrived in Cebu through 15 charter flights from Shanghai and Nanjing in China.

But the tourism department is still positive on the growth potential for Cebu with more hotels and resorts opening up in the province.

The DoT said Cebu will see growth in tourist arrivals as more flights are added and entrepreneurs offer more organized island tours and packages.

Innovative young businessmen are also improving existing tour packages like enhancing heritage tours to allow tourists to experience the cultural and historical aspect of the city, the department said.

Other tourist destinations in the country also increased their tourist arrivals for the first three months.

Camarines Sur became the third most frequented destination with 348,139 tourists, the DoT said.
It was learned that American tourists still make up the biggest bulk of the market in Camarines Sur, with a 17.96 percent share.

The number of tourists going to Boracay Island, meanwhile, grew 20 percent to 190,094.

Koreans still remain the major tourists in the island, with a 28 percent share of the market.

Puerto Princesa City, on the other hand, saw a 23 percent increase in foreign tourist arrivals as the DoT and its local government unit promoted the Puerto Princesa Underground River.

The launch of the Puerto Princesa City and Busuanga flight also allowed more tourists between the destinations to visit more attractions in Palawan.

Bohol increased its tourist arrivals by 4.20 percent, with the Chinese
accounting for 19 percent of the market.

NuVali in Laguna is like a Makati CBD, not a mall. It is even bigger than the entire Makati CBD.

The talks between CamSur and Ayala is between them, not Ayala and Naga. Though this thread caters to both Naga and CamSur, it still is a different story in the real world.:)

Sports galore major features of Kaogma Festival 2010
Pili, Camarines Sur (12 May) -- Spectacular sports galore will once again be a major accent of this year's Kaogma Festival to mark the 431st Foundation anniversary of the province of Camarines Sur this May 2010.

In keeping with the vision of Governor LRay Villafuerte to transform Camarines Sur into a model of local governance, an information technology center, an investment hub and a world-class tourism destination as well as an international center for sports, an array of various competitions are lined-up for the entire nine-day celebrations of the Kaogma week come May 22 to May 30.

Heading the list is the Tour of Camarines Sur, to be held this year for the 13th successive year and again expected to be participated in by the top mountain bike racers of the country.

Accredited and supervised by the Integrated Cycling Federation of the Philippines (Philcycling) the race has evolved into a national sports event.

The Motocross Challenge, another event that has consistently drawn participants from outside the province is projected to be an exciting two-day confrontation of expert bikers to be staged at a special course to be constructed near the Lago de Rey.

Another thriller, the 5th Philippine Cable Wake Nationals held at the Camarines Sur Watersports Complex every year since its inception and drawing the attendance of elite riders of the country and from many other countries of the world, will take center stage of the KAOGMA for two-days.

Hundreds of national and international sports personalities are likewise expected to flock to the province for the day-long CamSur Triathlon, now on its second year after the maiden race was staged here last year as a prelude to the Triathlon 70.3 Philippines.

Off-road drivers will also have a chance to test their skills behind the wheel for two whole days of muddy and slippery driving during the 4 x 4 Isarog Challenge also to be staged at a special course near the boat lake.

A burgeoning extreme sports gaining popularity in other places will be held for the first time this year ? Downhill Bike Competition ? at a bike trail on the shoulder of majestic Mt. Isarog.

Amateur pugilists will also have two evenings to show off their talents during the Burontolan in a ring right in front of the Kaogma stage.

Former Electromart? It's too small...

It's OK. Normally Goldilocks stores are the ones like Red Ribbon - selling cakes, breads, pastries, etc. Goldilocks seldom have a store that has dining in it. It normally does though if it's in a mall, especially in SM.:)

there was a small store selling Goldilocks product before just across Plaza Quince Martires. I think its right there on Biggs location now. Also before we get our Goldilocks products at Lindez Hotel.

Naga City (13 May) -- Still working wonders, the "Ubos kung Ubos, Gabos kung Gabos" election battlecry of Naga City pertaining to a landslide win of the administration's candidates, now dubbed as "Team Naga" made waves again and is now a phenomenal part of this city's political history.

This after the entire Team Naga, headed by its winning tandem, Naga's mayoralty bet Atty. John Bongat and Vice Mayor Gabriel Hidalgo Bordado, along with the full line up of their city councilors were officially declared as winners by Atty. Cinderella Lozano, Naga City Comelec Supervisor in a simple proclamation rite at City Hall yesterday (May 11).

Bongat, Mayor Jesse Robredo's anointed successor and protégée garnered a total vote of 32, 231 representing 78 per cent of the city's total votes. Bongat's closest opponent, Atty. Adan Botor, collected a total of 13, 370 votes. Former Congressman and Naga City Mayor Cho Roco, also not successful in his comeback bid, placed third in the mayoralty polls.

The wide disparity between Nagueños' choice was also reflected in the scores garnered by the vice mayoral candidates. Incumbent city vice mayor Bordado carted a total of 37, 238 votes, catapulting him back to his old post as vice mayor of the city for the next three years. His closest rival, Benjie Lucena only managed to hurdle with a total of 14, 261 votes.

Naga City has a total registered voters of 78, 500, with 101 clustered precincts.

All 10 aspiring councillors under the Team Naga ticket were able to make it. Topping the list is Nene De Asis garnering a total vote of 34,000, followed by Atty. Nelson Legacion with 32, 670 votes and Atty. Esteban Abonal who raked in a total of 31,021 votes. Other councillors who will be serving the city council for the next three years were: Nathan Sergio, Babeth Lavadia, Ryan Rentoy, Jose Tuazon, Salvador Del Castillo, Joaquin Perez Jr and Raul Rosales. Naga City (13 May) -- The city government here hurdles Presidential Award, Hall of Fame for Best Child Friendly City, independent categoryfor the year 2009.

With the effort of its leaders who strongly believes in the principles of doing more with less and shared responsibility, the local government's desire to be child-friendly city became a commitment. It became famous for the many innovations that made Naga stand-out as a LGU to emulate.

The city earned the award based on the efforts of the city government under the leadership of Mayor Jesse Robredo on its innovations and sustained programs for the welfare of children.

Using the Millennium Development Goal (MDG) as framework, this city has invested on key initiatives that target on achieving the child-focused millennium goals. It has sustained its efforts particularly in the education sector with the following programs: NEED-Naga Early Education and Development Program, a comprehensive pre-school education that addresses the need for improved access, equity and quality of education, EDU-CARE, the city's education Montessori where 49 of its centers have already been accredited by the DSWD using its new standard tool.

The city's breastfeeding support groups are active in maintaining vegetable and herbal gardens to support their members. Rice allocation and school supplies are provided to less-privileged children through the Sanggawadan Program-Naga City's localized innovation of the Aus-Aid-assisted Street Urban and Working Children Project (SUWCP). Sanggawadan is an effort to wean or drive children away from the streets and ensure school participation.

Naga City's vision for the children is embodied in the 2009 State of the City Report delivered by Mayor Robredo states that "The best indicator that we have defeated oligarch politics in Naga is if our society enables even the poorest young Nagueños - a talented, self-driven child from the ranks of our urban poor family, who is able to finish school with flying colors and who is able to realize his parent's dream of a college degree." Having planted and nurtured the seeds of his dream, Robredo hopes to see this happen as his legacy for the future generation.

Robredo received a plaque and a cash prize of P800,000 from Her Excellency Gloria Macapagal-Arroyo during the awarding ceremony held at Malacañang Palace last April 22, 2010. He was joined by City Councilor Seling Tuazon, DSWD director Remia Tapispisan, Mr. Jim Reblando, the City Social Welfare and Development Officer, Superintendent of City Schools Carlito Boni and Brgy. The search for the Most Child-Friendly City/Municipality which was launched in November 1998 aims to: a) give national recognition to municipalities and cities and are considered "child-friendly, b) to encourage LGUs to prioritize and address issues and concerns affecting/effecting the full realization of the rights of children, c) heighten the awareness of the LGUs on the rights of children, and d) monitor and evaluate the implementation of programs and services for children. Naga City, Camsur gives Noynoy big win
NAGA CITY---This chartered city has truly proven to be a “yellow country” when voters chose Benigno “Noynoy” Aquino III and Manuel Roxas as president and vice-president respectively, including all Liberal Party bets that won the seats for mayor, vice-mayor and all the 10 councilors.

Following the same voting pattern, the province of Camarines Sur also voted for Aquino and Roxas based on the official count of the provincial board of canvassers.

Leading their rivals in the presidential and vice-presidential races, Aquino garnered 277,328 votes while Roxas got 237,879 votes.

Second frontrunner Manuel Villar trailed with 128,426 votes, followed by Joseph Estrada with 112,711 votes and Gilbert Teodoro with 59,342.

In the vice-presidential race, Jejomar Binay followed Roxas with 207,578 votes while Loren Legarda only got 94,463.

In Naga City, in the final consolidated canvass of the Commission on Election and Smartmatic, Aquino’s 39,558 votes left a wide margin over second placer Villar who got only 8,520 votes.

For vice president, Roxas topped with 36,179 votes followed by Jejomar Binay who received 16,769 votes as Legarda and Fernando tailed for the third and fourth position garnering 4,275 votes and 1,608 votes respectively.

From city vice mayor to vice mayor and members of the city council, Naga voted straight for LP.

LRV unsure to support GMA’s bid for speakeship in the House
NAGA CITY---Rep. Luis R. Villafuerte Sr., of the 3rd district of Camarines Sur, an ally of President and newly-elected Pampanga Representative Gloria Macapagal-Arroyo, is not sure he would support the former if she runs for speaker in the House.

“I cannot say that. Everything is open at this point in time,” Villafuerte said, responding to the query if he would support Ms. Arroyo if she will run a speaker of the House.

A close ally of Ms. Arroyo who stood firm against her impeachment in 2004 in the aftermath of the “Hello, Garci” tape, the Camarines Sur solon resigned as chair and member of the Kampi before its merger with the Laka-NUCD in 2009.

He explained that he is already affiliated to another party, the Nationalist People’s Coalition (NPC), which requires him to consult with his colleagues in the party.

“Groups in Manila are already asking me for a meeting because there will be jockeying for positions in the House. There will be no political party that can gain majority,” Villafuerte said.

He said there are 250 regular seats in the House and the party-list seats of 57.

In Camarines Sur, there are three reelected representatives who are allies of Ms. Arroyo including Villafuerte and presidential son Rep. Diosdado Ignacio “Dato” Arroyo and former budget secretary and newly elected representative Rolando Andaya Jr., of the present first district.

Villafuerte got 124,832 votes in his last term as congressman of the third district of Camarines Sur with an overwhelming lead against his rival lawyer Jaime Jacob who got 35,707 votes.

“What was significant is that I got 17,489 votes in Naga City,” he declared.

Gov. LRay posts overwhelming poll win
PILI, Camarines Sur --- A beaming Gov. LRay Villafuerte came to the session hall of the provincial legislative building around 9:15 a.m., Wednesday, May 12, to be proclaimed undisputed winner of the gubernatorial race with certificates of canvass (COCs) from five towns not yet submitted and counted.

As of proclamation and press time, Gov. Villafuerte was way ahead of adversary Ciriaco “Nancing” Alfelor by 163,037 votes, with only the returns from the towns Pili, Libmanan, San Fernando, Pasacao, and Presentacion not yet counted.

The total number of voters in the towns not yet accounted for total to 136,897, thereby the provincial board of canvassers favorably considered a motion of Gov. Villafuerte’s counsel to declare him winner.

Upon proclamation, pending receipt of COCs not yet submitted, Gov. Villafuerte has accumulated a total of 328,489 votes against Alfelor’s 165,452, a decisive majority from 546,670 ballots cast from 838,545 registered voters of Camarines Sur, of a voting turnout of 77.91 percent.

Even assuming all registered voters in the unaccounted precincts voted, and further assuming they all cast their votes in favor of Alfelor, their votes would still be insufficient to offset Gov. Villafuerte’s commanding lead, the governor’s counsel argued.

Moreover, the incumbent governor believes he is quite strong in these areas and his lead could very well increase to even bigger than he posted in his past elections as governor.

Gov. Villafuerte’s vice gubernatorial aspirant Fortunato Peña, with 248,569 vote and way ahead of closest rival Elmo Bombase with 145,149 votes for a lead of 103,420 votes, was included in the motion for early proclamation but was delayed and not able to make it to the proclamation.

In an ambush interview after his proclamation, after thanking all his supporters ,the re-elected governor expressed his elation over the election’s results, particularly with the imminent victory of his running-mate Fortunato Peña as vice-governor, the inevitable election of at least eight members of his line-up to the provincial board and the triumph of no less than a majority of aligned mayoralty aspirants.

The results of the elections all but assure the continuity of the implementation of on-going programs as well as launching of many more projects on the drawing board, commented the victorious governor.

Queried about his plans, Gov. Villafuerte vows to pursue an integrated development blueprint centered on the current thrusts for tourism promotion complemented with focus on agriculture and infrastructure, particularly in isolated marginal inland and coastal areas where constituents should also share and benefit from Camarines Sur’s economic boom and transformation.

Short of going into specifics, as he stressed he would rather deliver than make promises, Gov. Villafuerte simply assures the constituents of many more to come for the benefit of the people.

The governor, however, specifically mentioned pursuing tourism-related projects like the projected modern airport in Caramoan and docking port in San Jose that can very easily multiply tourist arrivals to the province ten times over.

“With what we have accomplished thus far, we are now getting more help from government agencies and non-government organizations,” Gov. Villafuerte added.

Rep. Dato Arroyo gets re-elected
PILI, Camarines Sur --- Presidential son Rep. Diosdado Ignacio “Dato” Arroyo overwhelmingly won against his opponent Fermin Mabulo, incumbent mayor of San Fernando, Camarines Sur, in his reelection bid for a seat in Congress.

Arroyo garnered 69,104 votes against Mabulo who got 26,133 having a lead of 42,971 in the seven-town second district with a total number of 148,451 voters.

In the 2007 election, the presidential son ran against the older brother of Fermin Mabulo, who was a third term mayor of San Fernando when he ran against Arroyo. Arroyo won against the older Mabulo in the former first district of Camarines Sur before the reapportionment which added a fifth district in the province.

To represent the new second district, the presidential son covers now a smaller area with seven towns from 10 towns in 2007 to 2010.

Arroyo was proclaimed 7:00 p.m. Wednesday by the provincial board of canvassers at the Sangguniang Panlalawigan Session Hall.

During the campaign, Mabulo had raised the issue of his being a non-Bicolano which was the same issue his older brother raised in 2007. Another is the construction of the Libmanan-Cabusao Dam project which environmental advocates and faction of farmers’ group opposed.

But with the overwhelming victory, it seemed that the issues raised against Arroyo’s candidacy did not affect him.

In his first three years as congressman, Arroyo brought in at least P1-M project in some 300 villages in the former first district of Camarines Sur. Search for outstanding youth org open
The National Youth Commission invites youth organizations to join the 8th Search for Ten Accomplished Youth Organizations.

The search is open to all groups (school based, parish based and community based youth organizations) composed of at least fifteen (15) members who are 15-30 years old. The basis for judging is the project entry conducted by the organization that shows the efforts of the youth in contributing to the improvement if their community.

Interested youth groups should submit the following requirements in 5 copies: Accomplished Entry Form; List of officers, Certification attesting to the existence and veracity of the information submitted; Application briefer and Three-page project documentation.

A plaque of commendation and cash prize amounting to P 50, 000.00 awaits the winners. The deadline for submission of entry is on July 30, 2010.

Dr. Meda San Juan is NCF's new VP for academic affairs
Dr. Meda D. San Juan has recently been appointed as new Vice President for Academic Affairs of the Naga College Foundation.

Ma’am Meda, as she is usually called, was born in San Ramon, Lagonoy on January 27, 1944. She graduated valedictorian in both her Elementary and Secondary Education at the Lagonoy Central School and the Lagonoy High School, respectively. She graduated Magna Cum Laude at a university in Bicol, where she acquired her Master’s Degree in Arts and Education as well as her Doctorate Degree.

She started her career as an Elementary Classroom Teacher in 1964. She then shifted to secondary school teaching at the Camarines Sur National College of Arts in 1971. After six years in secondary teaching, she set off as a College and Vocational Instructor at the Bicol College of Arts and Trades (now known as the Camarines Sur Polytechnic Colleges) from 1978 to 2000. Simultaneously she was also an Instructor and Professor at UNC. Ma’am Meda is truly a committed educator as her efforts granted her the Deanship of the Graduate School of UNC from 2004 until her retirement in 2009. It was then that Dr. San Juan was invited to share her wisdom and expertise as the Dean of the Liberal Arts and Education of the Naga College Foundation.

It has been a year since Ma’am Meda came to NCF. She has proven, during her short stint as Dean, that she is indeed a prime addition to the institution. Ma’am Meda introduced various programs and policies in her department, which were all appreciated and welcomed by the faculty and the students.

Now that she has been promoted as Vice President for Academic Affairs, a very vital position in the academe, expect more positive changes at NCF.

UNEP offers early enrollees discount
With the classes opening soon this school year, the University of Northeastern Philippines (UNEP) also gears up for the best courses that the university has to offer. On top of it is a ten percent discount to early enrollees and a minimum of One Thousand pesos as enrollment fee.

Gov. LRay V cited for CamSur’s unprecedented transformation

PILI, Camarines Sur --- Philippine Daily Inquirer, a major national daily, attributes in Saturday, May 8 issue, Governor LRay Villafuerte’s imminent clinching his third and last term chiefly due to amazing feat of transforming CamSur from a “bucolic and largely agricultural province into a prime tourism and investment destination.”

The PDI cites the province as being listed 39th among the provinces in terms of revenues with only P655 million that has dramatically soared to more than double placing CamSur among the ten richest provinces of the country in terms of assets and net income.

Gov. LRay’s success is ascribed to his entrepreneurial skills and “out-of-the-box” management style applied to identifying the province’s competitive advantages and maximizing their exploitation.

Among these are a skilled human resource pool resulting from CamSur being the education hub and having the highest literacy rate in the region and tracts of government-owned land that could be made more productive not only for agriculture but also for tourism and business investments. On top of these is the innate industry of its people.

Moreover, Gov. LRay is credited with correctly appraising CamSur’s weaknesses, particularly the dearth of funds, to finance his innovative development programs which he resolved by accessing various loan facilities like the Development Bank of the Philippines’ accommodations that funded the establishment of the CamSur Watersports Complex, the Information Technology Park and large-scale tourism development projects in Caramoan.

These projects paved the way to portion of the Provincial Capitol Complex being declared by PEZA as special economic zones for development of tourism and information technology. The CamSur Infotech Park and Tourism Estate are the first and only such facilities owned and operated by a local government unit.

The CWC has been venue of national and international competitions like the Ironman 70.3 Philippines and triathlon, dragon boat and other extreme sports competitions.

Caramoan tourism thrusts have made the area a favorite outdoor shoot locations for TV and film production like the Koh Lanta: Caramoan, the French version of the reality show Survivor. This was followed by Survivor Israel, Survivor Turkey, Survivor Bulgaria and Survivor Serbia. The second edition of Survivor Israel is on-going in the same locations.

The tourism programs of the province has resulted in CamSur being listed by Top Resa Paris, the largest travel and tourism forum in Europe, as one of the best tourism destinations. Nature magazine has also acclaimed CamSur as the best ecotourism site in the world.

Business process outsourcing (BPO) multinationals like the Sutherland World Services have located the CamSur Infotech Park and now also has a world-class animation studio training globally-competitive local animators for free, foreign language training courses, medical transcription facilities and a computer-based institute.

Short of resting on his laurels, Gov. LRay utilizes income from these projects to fund further development programs including health, education and housing.

Asked how he feels about CamSur’s transformation, “I believe I have worked hard and led the province well. Our record, our performance, speak for itself.”

PILI, Camarines Sur --- A beaming Gov. LRay Villafuerte came to the session hall of the provincial legislative building around 9:15 a.m., Wednesday, May 12, to be proclaimed undisputed winner of the gubernatorial race with certificates of canvass (COCs) from five towns not yet submitted and counted.

As of proclamation and press time, Gov. Villafuerte was way ahead of adversary Ciriaco “Nancing” Alfelor by 163,037 votes, with only the returns from the towns Pili, Libmanan, San Fernando, Pasacao, and Presentacion not yet counted.

The total number of voters in the towns not yet accounted for total to 136,897, thereby the provincial board of canvassers favorably considered a motion of Gov. Villafuerte’s counsel to declare him winner.

Upon proclamation, pending receipt of COCs not yet submitted, Gov. Villafuerte has accumulated a total of 328,489 votes against Alfelor’s 165,452, a decisive majority from 546,670 ballots cast from 838,545 registered voters of Camarines Sur, of a voting turnout of 77.91 percent.

Even assuming all registered voters in the unaccounted precincts voted, and further assuming they all cast their votes in favor of Alfelor, their votes would still be insufficient to offset Gov. Villafuerte’s commanding lead, the governor’s counsel argued.

Moreover, the incumbent governor believes he is quite strong in these areas and his lead could very well increase to even bigger than he posted in his past elections as governor.

Gov. Villafuerte’s vice gubernatorial aspirant Fortunato Peña, with 248,569 vote and way ahead of closest rival Elmo Bombase with 145,149 votes for a lead of 103,420 votes, was included in the motion for early proclamation but was delayed and not able to make it to the proclamation.

In an ambush interview after his proclamation, after thanking all his supporters ,the re-elected governor expressed his elation over the election’s results, particularly with the imminent victory of his running-mate Fortunato Peña as vice-governor, the inevitable election of at least eight members of his line-up to the provincial board and the triumph of no less than a majority of aligned mayoralty aspirants.

The results of the elections all but assure the continuity of the implementation of on-going programs as well as launching of many more projects on the drawing board, commented the victorious governor.

Queried about his plans, Gov. Villafuerte vows to pursue an integrated development blueprint centered on the current thrusts for tourism promotion complemented with focus on agriculture and infrastructure, particularly in isolated marginal inland and coastal areas where constituents should also share and benefit from Camarines Sur’s economic boom and transformation.

Short of going into specifics, as he stressed he would rather deliver than make promises, Gov. Villafuerte simply assures the constituents of many more to come for the benefit of the people.

The governor, however, specifically mentioned pursuing tourism-related projects like the projected modern airport in Caramoan and docking port in San Jose that can very easily multiply tourist arrivals to the province ten times over.

“With what we have accomplished thus far, we are now getting more help from government agencies and non-government organizations,” Gov. Villafuerte added.

In parting, the governor enjoined the continued support of local government units and the people as a whole. “With the prevailing bright prospects, we can very easily double what we have accomplished in the past six years in the next three years of my third and final term,” the governor concluded. How much would it cost? Billions?

I'm happy for that if it happens but I would rather spend these billions for our road infrastructure rather than just to one infra. Why not make our road in the entire province widen and more beautiful....?

It will for an international airport. For a domestic one, be it a major or a minor one, it will cost multi-millions.

Palawan has I think three or four airports due to its land area. CamSur is also big but putting an airport in all key tourism areas might not be very useful.

This has been my suggestion before and I will reiterate it. Modernize and expand the WNP. Put up an airstrip in Caramoan. Modernize all national and major road networks and links and public transport in the entire province. With all of these being said, I think all of us won't have a hard time going to and fro from one place to another in CamSur. CamSur will be indeed then a backpacker friendly tourist area.:okay:

Correction. Palawan has four.

To add, Palawan's land area is a long tapering one so it's needed to have an airport in Puerto Princesa, the capital which is in the mid-section of the province and three in the northern section (Busuanga, Cuyo and El Nido. I'm not sure why there's none in Southern Palawan. Or I just don't know where it is.:D
