You will be surprised. We have those reflectors at the Polangui- Nasisi road that goes to Sabluyon in our hometown in Polangui (My parents are in Napo) and that road passes thru that barrio.

He tops the selection for the new Rivermaya vocalist 2 years ago in a reality-based program simulcast over studio 23. 3 Bicolanos made it to the final cast, 1 from Sorsogon, Kiss Anonas of Naga City (grandson of UNC EVP) and Jason Fernandez of Daet who eventually won the selection as the new vocalist of Rivermaya.

Robredo had good ties with Jejomar Binay if he wins as VP of Noynoy, AFAIK Makati City and Naga City were sister cities during their early terms as mayors. Finally I was able to try the new recipes that are being served at Biggs dinner. :) Extreme burger is something new... actually there's a lot, actually what I did today is just to try the new fast food chains that naga had... a day is not enough for me to try everything... by the end of the day for sure what I have is a big burp. Same with Ilocanos and Kapampangan, Bicolanos are innovative and creative in exploring new taste that is suitable for "Panlasang Bikolnon" ...SIRAM!!!

BPI assures farmers of GMA-Rice seeds
PILI, Camarines Sur, May 17 (PNA) –- The Bureau of Plant Industry (BPI) has assured farmers it would make available at the right place and time rice seeds under the Department of Agriculture’s Ginintuang Masaganang Ani Program for Rice (GMA-Rice).

“We have a directive from DA to this effect and we are strategizing the delivery of seeds from the regions with surplus production to the regions whose productions are perennially low,” BPI Director Larry Lacson said during a recent convention in Naga City of National Seed Quality Control Services (NSQCS) chiefs and regional seeds coordinators from 16 regions of the country.

The gathering was focused on assessing every region’s certified seed production performance during the dry and wet seasons cropping.

Lacson said the GMA-Rice program had sufficient certified seeds, given the fact that the country’s actual area planted from September 2009 to March 2010 is 22,233 hectares, which is nine percent higher than the target area for registered and certified seed production of 20,230 hectares.

In the Bicol region alone, the actual area planted was 1,177 hectares –- 31 percent higher than the 898-hectare target, Lacson said.

In its report during the convention, the NSQCS said a total of 391,248 bags passed seed certification from March-April 2010, surpassing the target by 18 percent.

Total projected seed availability for the months from February to August 2010 is 2,163,482 bags. Available seed stocks of the seed growers as of April 21, 2010 stood at 488,174 bags while the National Food Authority (NFA) has 96,339 bags. The bulk of these seed stocks came from seed growers in Western Visayas or Region 6 which accounted for 95,739 bags, the NSQCS report said.

DA Regional Executive Director for Bicol Marilyn Sta. Catalina said the seed group is a very vital component of the GMA Rice program because of their enormous contribution in the country's rice production.

Another highlight of the gathering was the presentation of the P379-million proposed project for the construction of facilities for seed storage and buffer stocking in different regions which was presented by National Seed Coordinator Dante Fidel.

The group also finalized the guidelines on seed tagging and reviewed the training module/refresher course for inspectors on seed certification to ensure better quality of rice seeds.

In another development, Sta. Catalina said the DA had already turned over the P10-million Greenhouse Vegetable Gardening Project to the Sorsogon Catholic Church leadership put up at the vast Home for the Clergy compound in Sorsogon City.

The project was composed of 17 sets of greenhouses designed to help augment income potentials of local farmers by way of employing greenhouse and organic farming technologies. It was realized in partnership with the DA’s High Value Commercial Crops (DA-HVCC) Program and its attached government-owned National Agribusiness Corporation (NABCOR) and the Sorsogon Social Action Foundation Inc. (SSAFI).

Former DA Secretary Arthur Yap, who approved the project during his term before resigning and running unopposed for congressman of Bohol, was present during the recent turnover rites attended by Sorsogon Bishop Arturo Bastes, according to Sta. Catalina.

Bastes said the project would be managed by the social apostolate arm and the production and income from it shall be shared with the selected 20 landless farmer-beneficiaries.

“This project is a manifestation of an effective partnership and cooperation beteen the state and the Church,” he said.

On his part, Yap said that during his term in the DA, he had approved at least 10 similar projects in 10 dioceses in the entire country.

Naga City bags hall of fame award for Best Child-Friendly City
LEGAZPI CITY, May 17 (PNA) - The city government here bagged the Presidential Award, Hall of Fame for Best Child-Friendly City, independent category for the year 2009.

Department of Social Welfare and Development (DSWD) regional information officer Evelyn Jerusalem said with the effort of its leaders who strongly believes in the principles of doing more with less and shared responsibility, the local government's desire to be child-friendly city became a commitment.

“The city became famous for the many innovations that made Naga stand out as an LGU to emulate,” Jerusalem said.

She noted Naga city earned the award based on the efforts of the city government under the leadership of Mayor Jesse Robredo on its innovations and sustained programs for the welfare of children.

Using the Millennium Development Goal (MDG) as framework, this city has invested on key initiatives that target on achieving the child-focused millennium goals.

It has sustained its efforts particularly in the education sector with the following programs: NEED-Naga Early Education and Development Program, a comprehensive pre-school education that addresses the need for improved access, equity and quality of education, EDU-CARE, the city's education Montessori where 49 of its centers have already been accredited by the DSWD using its new standard tool.

The city's breastfeeding support groups are active in maintaining vegetable and herbal gardens to support their members. Rice allocation and school supplies are provided to less-privileged children through the Sanggawadan Program-Naga City's localized innovation of the Aus-Aid-assisted Street Urban and Working Children Project (SUWCP). Sanggawadan is an effort to wean or drive children away from the streets and ensure school participation.

The search for the Most Child-Friendly City/Municipality which was launched in November 1998 aims to: a) give national recognition to municipalities and cities and are considered "child-friendly, b) to encourage LGUs to prioritize and address issues and concerns affecting/effecting the full realization of the rights of children, c) heighten the awareness of the LGUs on the rights of children, and d) monitor and evaluate the implementation of programs and services for children. Makati City Jejomar Binay, who is leading the vice presidential race, said Monday that he would respect the decision of President-apparent Benigno "Noynoy" Aquino III should the latter decide to appoint Ramon Magsaysay Awardee and Naga City Mayor Jesse Robredo as Department of Interior and Local Government (DILG) secretary, a post the former wishes to occupy if he wins the second highest post in the land.

"That's the prerogative of the President," Binay, the United Opposition (UNO) president, said at a press conference in his office at the Makati City Hall, Monday.

Binay also expressed his willingness to head the DILG under an Aquino administration so he could share his experience in local governance as a longtime mayor of the country's central business district.

He disclosed that Aquino offered him the DILG post last year before he decided to run for vice president and become the running mate of former President Joseph "Erap" Estrada of the Pwersa ng Masang Pilipino (PMP). Aquino during the campaign had admitted that he indeed offered Binay the DILG portfolio but had decided to take back his offer when the Makati City mayor decided to run for vice president, saying he is "no longer confident that the good mayor and himself share a common vision."

Binay, however, is still hoping that he could land a Cabinet post under Aquino's government but then the post should be one that “he loves and knows how to perform.” He said he would support the incoming administration should he win the vice presidential race, adding that he already sent a congratulatory letter to Aquino.

"Let's pray that President Aquino will leave up to the expectations of the Filipino people," he said. He maintained that Aquino is a close friend of his and he would be supportive of his administration.

"In reality, there will be times when we will have differences on issues but at the end of the day in general I will be supportive of President Aquino," Binay said.

He shared that there was a time when he and the late President Corazon Aquino had differences in their position with regard to the extension of the stay of the United States military base in Pampanga. It was recalled that Binay was very close to the late President Aquino as he was her first appointee to become officer-in-charge of Makati after the 1986 EDSA revolution.

Meanwhile, Binay said he would still push for more benefits and privileges for senior citizens despite losing the "elderly vote" to his rival Liberal Party (LP) bet Sen. Mar Roxas during the May 10, 2010 automated polls for one simple reason – he is a "bonafide" member of the organization.

"Oh yes, member yata ako niyan (I'm a member of that organization)," Binay said, when asked if he would still continue his program granting numerous benefits and privileges to elderly Filipinos which include among others a 20 percent discount from all establishments relative to the use of transportation services, hotels and lodging establishments, restaurants and recreation centers, and on purchases of medicines anywhere in the country as well as free admission to movie houses anywhere in the city.

The 67-year-old Binay prides himself for turning Makati City into a "Mecca of Senior Citizens" under his time as mayor of the country's financial capital but ironically an exit poll conducted by TV5-Social Weather Stations showed that he beat Roxas in all age groups, save for those aged 55 and older.

The opposition leader got 46.9 percent in the 18-24-year-old bracket, 42.5 percent in the 25-34 segment, 42.5 percent in the 35-44 bracket and 40.3 percent in the 45-54 segment. In the 55 and above bracket, Roxas got 43.4 percent while Binay had 34.9 percent.

"Maybe some felt they are already benefiting from my program so they thought it would be fine if they will not vote for me anymore," Binay said at a press conference Monday of the about seven million elderly voters whom he had hoped to be on his side during the May 10 polls.(with a report by Czarina Nicole O. Bicol’s Lake Buhi starting to choke

BUHI, Camarines Sur – Lake Buhi in this world-famous Bicol town is choking. It is now “highly polluted’’ and “in the stage of eutrophication,’’ attested a study done by researchers of the Camarines Sur State Agricultural College (CSSAC) in Pili town.

“Eutrophication is an increase in chemical nitrogen or phosphorus compounds in an ecosystem, often resulting in an increase in the ecosystem’s primary productivity (excessive plant growth and decay), in turn leading to lack of oxygen and severe reductions in water quality, fish, and other animal populations).

Titled “Managing and Conserving Lake Buhi: An Agroecosystems Analysis for Sustainable Development,’’ the study was undertaken by researchers Dr. Cely Binoya, Joyce dela Trinidad, Arthur Estrella, Celerino Llesol, and Gloria Oson with the support of the Los Baños-based Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) through its Seed Fund for Research and Training (SFRT).

Government-hosted SEARCA, currently headed by Director Arsenio M. Balicasan, is one of the 15 “centers of excellence’’ of the Southeast Asian Ministers of Education Organization (SEAMEO), an inter-government body founded in 1965 to foster cooperation among Southeast Asian nations in the fields of education, science, and culture.

Lake Buhi, situated about 500 kilometers southeast of Manila, is home to the world’s smallest fish, sinarapan (Mistichthys luzonensis). The 1,707-hectare body of inland water also harbors seven other native fish species.

Surrounded by 10 of Buhi’s 38 barangays, Lake Buhi yields four to five tons of fish per day. In their study, the CSSAC researchers interviewed 237 respondents – 127 fisherfolk and 110 farmers.

They lamented that “a number of commercial swine raisers operate along the lake’s shoreline and drained their wastes into the lake. Likewise, lakeside households drained their septic and other domestic wastes into the lake.’’

They also noted that fish cages now cover most (70-80 percent) of the lake surface. “Fish cage operators tended to overstock their cages, requiring the use of more commercial feeds. Around 2,837.5 tons of feeds are used by almost 15,000 fish cages at present per production cycle, quickly becoming a major source of nutrient loading in the lake,’’ they also said.

Laboratory analysis done by the researchers showed that Lake Buhi’s water now had high total suspended solids (TSS), resulting in turbid waters, shallow depths, low pH (acidic), and high chemical oxygen demand (COD) owing to high organic matter.

“Amoniacal oxygen, nitrate nitrogen, and phosphates were at toxic level,’’ they added. “These results indicate that Lake Buhi is now in the stage of eutrophication.

Similarly, the presence of three polluted water algae and three odor algae confirms that Lake Buhi is now highly polluted. In essence, Lake Buhi’s ecological quality has deteriorated,’’ they averred.

CSSAC Research Paper Wins International Award

The paper entitled, “Agroecosystems Analysis for the Sustainable Development of Lake Buhi”, was adjudged Best Paper (Sustainable Agriculture, Climate Change and Health Category) during the 3rd International Conference on Agriculture Education and Environment. The said conference, with its theme, “ Preparing the Future: Rethinking Higher Agriculture Education and Environment in the Asia Pacific,” was held last November 4- 7, 2007 at the Philippine Carabao Center, Science City of Muñoz, Nueva Ecija.
The selection process of best papers was made through peer evaluation. For each category, all the presenters and other participants who attended the session were made to evaluate the papers presented and the highest pointer was declared the winning paper. There were at least 10 papers presented for each category. Winners were awarded US $200.

Countries represented in the activity convened by the Asia Pacific Association of Educators for Agriculture and Environment (APEAEN) included the Philippines, South Korea, Japan, Thailand, Cambodia, Laos, Iran, USA, Canada, the Netherlands, Pakistan, Samoa, and South Africa.

The research team of the winning paper is comprised of Dr. Cely S. Binoya, Prof. Arthur B. Estrella. Dr. Celerino B. Llesol, Prof. Joyce V. de la Trinidad, and Dr. Gloria B. Osea.
