MANILA, Philippines - Last Sunday, the cast of GMA 7’s Party Pilipinas brought the summer shindig fever to Bicol at the top wakeboarding mecca of Southern Luzon, the CamSur Watersports Complex (CWV).
Mark Bautista led the opening act on a dragon boat cutting through CWC’s man-made lake. Joining him in the background were Sherilyn Reyes, Chris Tan, Joross Gamboa, Jake Flores, Carlene Aguilar and Bianca King, who were wakeboarding under the summer heat.
Akihiro Sato and Fabio Ide, together with JC Tiuseco, Edward George and Marvin Keifer had a sizzling production number with Katrina Halili, Jess Guitan, Michelle Madrigal, Princess Snell and Rich Asuncion.
Glam girls Rhian Ramos, Bianca King, Lovi Poe and Pauleen Luna sizzled in a hot number with MxMVMNT.
Diva Montelaba, Yassi, Wynwin and Sarah Lahbati grooved with the Manuevers. Rocco Nacino, Enzo Pineda and Steven Silva jammed with the Mixed Movement Dancers in a Dance-o-Rama that also featured Pop Girls Sheena Halili, Kris Bernal, Glaiza de Castro, Lovi, Rich, Rhian, Frencheska Farr and the Sexbomb Girls.
Party jocks Rico, Gino Quillamor, Tim Yap, Bela Padilla, and Maria Dolonius were also there.
Music overflowed with Vocalistas Gian Magdangal, Kris Lawrence, Joshua Desiderio and Miguel Escueta; La Diva Jonalyn Viray, Aicelle Santos and Maricris Garcia together with Jay-R, Jaya, Janno Gibbs, Mark, Kyla, Ronnie Liang, Jay Perillo, Geoff Taylor and Jolina Magdangal.
Not to be outdone were Julie Ann San Jose, Elmo Magalona, Dannie Boie, XLR8 and Jennylyn Mercado.

I noticed that the GMA Talents (I mean Party Pilipinas members) are mostly fresh faces and new talents in the industry. The only familiar names (well to me at least) are Kyla, Janno, Jaya, Jolina and the LA Diva girls. Where is Regine and Ogie btw overseas? Kaya parating sinasabi na mas maraming sikat sa ABS CBN (ASAP I mean) keysa sa GMA because of that. Im still glad that they were able to showcase their talents here in Camsur though and were able to entertain a lot of people (Including my nephews and nieces who watched the shows at SM and CWC last weekend).

She has several Mantos donated by various individuals (akala ko konti lang) and each piece has a caretaker assigned to it. Those healed by borrowing these mantos in their own homes eventually donated another piece kaya siya dumadami. Some were even anonymous donors.

The image was returned eventually without ransom money from the church. It was sent back by someone to the Office of Monsignor Yllana at the Catholic Bishops Conference in Intramuros , Manila. Guess what.. in 6 parts (hiwa hiwalay na siya). The image was fixed and was brought back to Naga through a white volks combi as they call it amidst a raging storm. The image reached the Cathedral of Naga at 12 midnight (without any electricity that time due to the storm) and the only thing illuminating the Image were the lights coming from the cars that time. A mass was said that night inside the Cathedral as thanksgiving....

Lray Villafuerte appears headed for a third and last term, it could be because of the fact that he has been able to accomplish what seemed six years ago as highly improbable—turn his bucolic and largely agricultural province into a prime tourism and investment destination.
In a press statement, the governor’s office said when Villafuerte was first elected as governor in 2004, the province was 39th in terms of revenue with only P655 million. It is now the 10th richest province in the country with more than double its 2004 revenue.
Business skills
Having been in business since he was 19 years old, the 32-year-old Lray applied his entrepreneurial skills and “out-of-the-box” management style in identifying what the province’s competitive advantage could be and maximizing it.
Among these are its being Bicol’s educational hub, with the highest literacy rate in the region; vast tracts of government-owned land that could be made productive, aside from agriculture, for sports and ecotourism and business investments; and, it’s most important resource, the innate industriousness of its people.
Productive loans
Getting access to various loan facilities to finance its development program, among them a P2-billion loan from the Development Bank of the Philippines, Villafuerte started with the establishment of the CamSur Watersports Complex (CWC).
The provincial capitol complex has since been declared as a special economic zone for purposes of tourism development.
Since it was established, CWC has hosted prestigious international sporting events such as the World Wakepark Championships. In August last year, it played host to the first Philippine edition of the prestigious Ironman Triathlon, considered as the premiere triathlon event worldwide.
Caramoan
Aside from the CWC, the provincial government has started developing its pristine beaches at Caramoan, the site of the French edition of the Survivor reality TV program, as prime tourist destinations.
These efforts enabled CamSur to surpass perennial tourist favorites Cebu and Boracay.
“More resources translate into better services and more projects,” Villafuerte was quoted in a press statement as saying.
Some of the money that the province earns from the projects, he said, go to scholarships and agricultural productivity programs.
High tech
The province also expanded high-yield investment sites such as the CamSur Information Technology Park, which has attracted top-notch locators such as Sutherland Global Services.
A substantial portion of income from tourism, information technology and industrial development has been used to deliver basic services—health, education and housing.
“I believe I have worked hard and led the province well,” said Villafuerte. “Our record, our performance, speak for itself.”

The Iriga City Hall really looks impressive and very classy which is like a mini-me version of Makati's regal-looking City Hall. I really don't want to compare sana kaya lang I couldn't help thinking about our Legaspi City Hall's dire need for renovation of its premises and its lobby is not really not that refreshing to visitors.
I have not seen the Naga City Hall but I read reports about the efficiencies of the operations of its agencies mainly due to the good leadership of its Mayor :)
Although, I think naman na ang importante talaga is how the local government conducts its business with its people / investors - providing basic services, facilitating the ease of doing business by doing away with red tape, minimizing the cost as incurred by local businesses in doing its business with the city i.e. improving infrastructure, training its workforce, improving quality of education, lowering electricity rates if possible. Hay... siguro man due to budget constraints ang pagpagayun kang sadiring opisina comes in last sa iba :(

WC to SSC CS. Naga City Hall is dire in need of major renovation or most probably construct a new building. The legislative and executive offices are house in one building along with other depatment offices which looks so disorganized. Ventilation and CR's are not properly maintained however, despite of its physical and maintenance inaduquacies still it manage to run its day-to-day smoothly with ease and contentment.
The issue on the illegal settlement of the city hall building within its compound is still unresolved. Maybe, our fellow forumers can enlighten us with the issue. "Mariano vs City Government of Naga."

ADNU has produced many LET topnotchers already since early '90s when it first introduced the course in 1994 if I'm not mistaken. ADNU and UNC are top two producers of LET topnotchers....

Naga City in the province of Camarines Sur in the Bicol peninsula is a mere 40-minute plane ride from Manila. Always the peninsula’s religious and education hub, the city attracts millions of pilgrims from all over the world for the annual feast of Our Lady of Penafrancia in September.
Yet, we were there last weekend, not on a religious pilgrimage, but to cover the last Party Pilipinas remote telecast. On Sunday, the Kapuso stars populating the Sunday noontime show return to the studio.
The Naguenos were stunned to see artists from the Kapuso network. They are used to seeing stars from the other channel making their rounds of provincial gigs to promote their shows. Yet at the SM City Naga, where some of the Kapuso stars went to promote Party Pilipinas that would be held at and telecast from the world-famous CWC (Camarines Sur Watersports Complex) in Pili (the capital town of Camarines Sur) the following day, were surprised to see a four-deep crowd at the shopping center’s Event Center.
Recent Kapuso Mark Bautista got the loudest screams. The singer treated the mall audience to a number of songs (even with a lousy sound system) to the delight of everyone, women specially who took advantage of having their photos taken, thanks to camera phones and digital cameras. The other stars in the group include La Diva (a trio of female singers), Jay Perillo and Geoff Taylor, Francheska Farr and Rich Asuncion were there as well, and also Gian Magdangal, and Kris Lawrence. Tim Yap and Bianca King were the emcees that afternoon.
They weren’t big stars, no, but the Naguenos were polite enough to acknowledge them and give them less-than-an hour of entertainment.
The following day, we went to Pili at the CWC were the Kapuso network had set up a temporary stage beside the man-made lagoon being used by visitors for wakeboarding. The noonday sun was intense, but the crowd seemed unmindful.
Again, the show had Mark Bautista as the centerpiece, the other “big” stars, like Dingdong Dantes and Marian Rivera are away with the show’s other stars—Regine Velasquez and Ogie Alcasid—for a US tour.
Watching Party Pilipinas on the side of the temporary stage gave me a different feeling, completely forgetting what I normally see onscreen. We saw the Kapuso stars trying their very best to give the audience at the CWC and at homes across the Philippines a feeling of having a grand time despite the oppressive heat that Sunday noon. Bare-chested hunks were behind Yap and the other hosts of the show—Akihiro Sato, Victor Aliwalas, JC Tiuseco and Fabio (can’t remember his last name). Aki, Vic, and Fabio did a number during the show with Rochelle Pangilinan.
The opening number looked impressive with Mark Bautista singing in a boat with the local rowers, after which he joined the dancers for the usual number presenting who would be in the show.
We missed Rachel Ann Go, who, Mark said, had a previous engagement with the Ayala Group of Companies, also Dennis Trillo, who according to sources, will no longer be as regular in the show as he used to be.
We were glad to see Geoff Eigenmann doing a dance number, and the StarStruck V —Rocco Nacino, Steven Silva, Enzo Pineda, Sarah Labahti, Nina Kodaka, Diva Montelaba, and Sef Cadayona—in several song-dance numbers.
Old-timers Janno Gibbs and Jaya joined newer members of the show for a number that was highlighted by Mark Bautista’s excellent rendition of an April Boy Regino’s hit.
At the wakeboarding huts, we saw Carlene Aguilar who was with her new squeeze, Joross Gamboa, and Jace Flores in gear ready to jump into the water.
The heat was dehydrating, I suddenly felt thirsty and hungry. A few minutes before the show ended, we had to leave the place and look for a place to eat. We ended up in an Italian restaurant near Avenue Hotel where we were booked for the weekend. The minestrone was good, so was the putanesca…or was I just very hungry? Anyway, if you happen to be in Naga and looking for a decent place to eat, try Grissini, that’s the name of the Italian restaurant we went to.
The flight back to Manila Monday morning was a bit longer, thanks to the air traffic at the NAIA. In summary, Salceda said that after inspecting the results for each region and province in the entire country, there is no more doubt that Albay secured for Noynoy the second highest share of votes for President - 61.77% next to Tarlac.
“Bicol is in the running for same bragging right among the regions. Admittedly, we failed to beat Tarlac by 47,053 votes. Now I realize what old hats in politics call ‘tomar parte,’ Villar and Erap were not at play in Tarlac. No excuses, my classmate wins the challenge even with the best shot I could do in 28 days of gruelling campaign,” Salceda told Bicol Mail.
“Albay submitted the grandest show of support in Bicol even beating the bigger vote-rich Camarines Sur in actual votes for Noynoy - 340,571 versus 315,681. Just like in 2004 when Albay’s margin was second only to Pampanga. Albay, once again in a major showdown, will be second only to Tarlac in terms of percent share of votes with 62 percent versus 73 percent,” he explained.
In the 2004 Presidential elections, Salceda supported the candidacy of Pres. Arroyo though the late senator Raul Roco garnered the highest number of votes in Bicol. Arroyo however got the second biggest number of votes next to Roco.
But due to its sheer size, according to Salceda, it will be Batangas that will deliver the biggest margin in actual votes with 442,077 over Erap compared to Albay’s 274,945. However, in share of votes, Albay beats Batangas’ 60.1 percent.
The Chiz Escudero endorsement worked in Sorsogon beating Erap by 29,000 whereas in 2004, Sorsogon went for FPJ with a big margin over President Gloria Macapagal-Arroyo.
The loss of Noynoy in Catanduanes comes as a surprise although history shows that Roco also lost to Erap there in 1998.
How Noynoy conquered Albay percent-wise, Salceda explained that Noynoy took 62 percent of total votes cast in Albay last May 10 elections. The 20 percent which is higher than his national average is lower than the target of 74 percent or 412,000 versus actual of 340,000 votes secured by Noynoy mainly due to massive blackouts caused by long queues and El Niño as shown by a low turnout at 71 percent versus the projected 85 percent.
“Overall, Albay is in the running in posting the biggest percentage margin for Noynoy with +48% over Villar and +50% over Erap. After shifting to Noynoy on April 11, we worked double time in the next 28 days conducting daily eight to 12 barangays and municipal meetings across the province concentrating on big barangays,” Salceda said.
Ligao City (hometown of winning 3rd District congressional candidate Fernando Gonzalez) submitted the biggest share of votes at 68.9 percent followed by Polangui (hometown of unopposed Governor Salceda) at 66.1% and third was Bacacay 65.8% with sole winning Liberal municipal mayor in Albay, Tobing Betito, fourth was in Camalig town with 64.0% due to the robust campaign of reelected Mayor Caloy Baldo, a well-known governor’s protégé’ who faced an NP rival.
Fifth was Tabaco with 63.5% where the aerial campaign of the Ziga group was augmented by two weeks of groundwork by Salceda’s political operators led by the Berces and Cope families to overcome the vaunted ruling party machinery.
Sixth was Oas at 63.4% where both camps carried Noynoy with the group of reelected Mayor Ricarte, another St. Gregory the Great Seminary sano of the governor, also shifting support to Noynoy. Seventh was Guinobatan at 63.3% where Mayor Garcia, a close ally of Cong. Gonzalez and Gov Salceda, was unopposed and carried Noynoy. Close at eighth was Daraga at 63.2% where come backing Mayor Gerry Jaucian, a first cousin of the governor, was persuaded to carry Noynoy resulting in both camps pushing for Noynoy.
But the town of Libon submitted the lowest share for Noynoy at 54.2% although still 13% higher than Noynoy’s national average but the margin over Erap was close to provincial average as a strong NP mayoral candidate, Goy Samson, was able to secure a huge chunk of votes for Villar.
The second lowest was Sto. Domingo at 54.5% mainly due to the solo effort of come backing Mayor Herbie Aguas, a NoyBi however, and third lowest was Malinao at 55.6% largely through the effort of losing LP mayoral candidate Emily Kare.
The typical pattern in Albay was incumbent mayors even while facing LP or NP rivals throwing their full weight behind the provincial leadership resulting in all competing camps carrying Noynoy.
District-wide, the third district submitted the highest at 62.8%, second was the second district at 61.6% and third was the first district with 60.8%. Ligao and Polangui also submitted the biggest numerical lead for Mar Roxas at 10,729 and 7,957 respectively.
The margin of Mar Roxas in Albay was significantly cut down mainly in Malinao at 7,830 where Vice Mayor Morales (related to Ernesto Mercado) carried Binay and also in Sto Domingo at 5,483 due to the efforts of winning mayor Herbie Aguas and Tiwi at 3,383 as losing mayoral candidate Pat Gutierrez carried Binay.

LEGAZPI CITY --- For delivering the highest percentage of votes to President-elect Noynoy Aquino of the Liberal Party in the concluded May 10 presidential and local polls in the country, Albay governor Joey Salceda is now the key political player in Bicol region and may even boot out the powerful Villafuertes of Camarines Sur.

NAGA CITY—Saying that modern-day culture has created altars from television sets and other electronic gadgets, devotees of Our Lady of Peñafrancia are promoting the “vanishing prayerful culture” in their campaign to raise three million rosaries to mark three centuries of their faith.
The rosaries will be given to young Catholics in Bicol to promote devotion to the region’s patroness, the Nuestra Señora de Peñafrancia or Ina, and propagate the devotion to the Holy Rosary, particularly in public schools, said Fr. Andrew Recepcion, executive secretary of the tercentenary committee of the Archdiocese of Caceres.
“Not many kids in elementary and high school know how to pray the Holy Rosary,” Recepcion said.
“We have to pass on to the young generation the religious tradition of the Catholics that helps us manage to calm our nerves when in difficult state,” he added.
“With the young generation learning the devotion to the Holy Rosary, we hope to bring back the common practice of family praying together amid growing indulgence of many of us to the ‘technological altars.’”
Initiated by the Peñafrancia Association of Manila (PAM), the campaign to raise three million rosaries kicked off on May 9 at Glorietta mall in Makati City on the occasion of Mother’s Day.
The image of Ina, the title given by devotees to the Blessed Virgin Mary, was displayed during the celebration dubbed “She’s My Mama.”
Roots in Spain
The image was copied from a picture of the Virgen de la Peña de Francia image dug up in Salamanca, Spain. It was introduced by a Spanish priest named Miguel Robles de Covarrubias to the natives of Mount Isarog as their patroness in 1710 as a way of signifying their consent to be under the power of the Catholic Church.
Devotees celebrate the Feast of Our Lady of Peñafrancia on the third week of September in Naga City in Camarines Sur.

He said the young beneficiaries would appreciate to bring with them the rosaries because the prayer beads would be in colors that represent the continents where the Holy Rosary is being prayed—white for Europe, red for America, yellow for Asia, green for Africa, and blue for Australia/Oceana.
The rosary is composed of 50 prayer beads in a 10-bead set called “decades” segregated in five sets to represent the subjects of Jesus Christ’s mysteries.
“Like a mantra, the praying of the rosary, which comprises the recitation of Glory Be To God, I Believe In God, Hail Mary and the Holy Mysteries, debunked the notion that it is all about the Blessed Virgin Mother,” Recepcion said.
He said the praying of the rosary deepened the internalization and appreciation of the Church doctrines and beliefs on Christ through the Blessed Virgin Mother with the three-time recitation of Hail Mary, which, he added, stood for the three “theological virtues”—faith, hope and charity.
Recepcion said the praying of the rosary was not an exclusive practice of Catholics but also of Buddhists, Hindus and other members of religious denominations.
Appealing to all Catholics, Recepcion said the PAM was accepting donations in cash or materials for making the rosaries. Each rosary costs at least P50, he said.

t'was a humid afternoon, too hot to go out and spend the lazy afternoon sorting through all ideas and unimaginative proposals for the sake of the group's projects and events...

the SSC meeting converged at Cereza, Magsaysay Avenue dubbed as the "Malate of Bicol" because of the presence of numerous dining and food outlets ready to devour the gastronomic cravings of the Naquenos.
we proceeded at Kopiroti, (a singaporean-based coffee shop) and quench ourselves with coffee jelly and barley drinks. While sipping those cold drinks we surf the net (AFAIK Cereza has 4 ISP) still updating other forumers to come for the meeting. The main treat finally arrived, we were treated with frozen "braso de mercedes" courtesy of Mam Roch and Sir Deo of Brekkie Bakery (many thanks to mam ina) and the delightful taste of healthy cookies also from Brekkie Bakery.
Halfway through the meeting we saw group of foreigners giggly embarking in a tricycle. They gamely pose and alternating while taking pictures infront of the tricycle (for sure the driver got hefty pay for his service). After the photo ops they proceeded at Red Platter. Minutes later, a convoy of cars arrive and a throng of locals emptied almost every corner of the resto at the back of Red Platter.
we then proceeded at our mission "try our luck" for the Whattaburger Challenge" at Angelo's Whattaburger. We ate at our hearts content. It was simply a challenge worth cherishing because of the cheers and hurrays of the group despite of the almost red and plummish face of sir garz, JP and aids :lol: Kudos to sir roonie for the wonderful concept!
a group of koreans or chinese dined at Chef Doys (just beside the whattaburger store). It seems they are ready to devour almost everything as they order humongous menu plate-after-plate.
we left the place at 6pm...burp!:cheers:

MANILA, May 22, 2010-The Bikol Region's patroness, Our Lady of Peñafrancia will visit one of the country's popular malls, SM Mega Mall on Saturday until Sunday as part of its preparatory activities for the 300th anniversary in September this year.
The pilgrim image will be brought by motorcade to the Chapel of the Eucharistic Lord at the Atrium of SM Mega Mall today from St. James Parish in Alabang, Muntinlupa City.
The Bikolano tradition of mantling will be held on Sunday and Monday after the midday Masses. For nearly three centuries, the sick have been cured using the mantle or cape earlier used by the image of Our Lady of Peñafrancia.
It has also been used by Bikolanos whenever they pray for a specific favor at crucial times in their lives.
The pilgrim image celebrated Mother's Day weekend at Glorietta 5 from May 8-9, 2010 where Daet Bishop Emeritus Benjamin J. Almoneda presided over a concelebrated Mass with healing priest Fr. Gerardo Deveza and Rev. Frs. Louie Occiano and Andrew Recepcion from Naga City.
The Mother's Day event coincided with the launching of the Project 3 Million Rosaries of the Archdiocese of Caceres in time for the Tercentenary Celebration on the second and third weeks of September this year.
Three Million Rosaries Project Directress Dr. Agnes Claros said they have already received over a hundred thousand rosaries as of today. With over three months before the festivities, she remains optimistic they will be able to realize the goal.
"We hope to send the three million rosaries to the Bicolano youth for them to devoutly pray the Holy Rosary," Dr. Claros told CBCPNews Friday afternoon. She called on the Catholic faithful to donate their used rosaries or cash to buy new rosaries to the project.

During the burial of the late Quezon Governor Rafael Nantes in Lucena City over the weekend, incoming President Benigno “Noynoy” Aquino sidled up to retired Chief Justice Reynato Puno to ask him to be his secretary of justice. Puno was flattered by the job offer but told Aquino that if ever he would join his administration, it’s merely to serve as consultant, not a full-time Cabinet member.
Although the recruitment try did not materialize, the public was heartened by Aquino’s gesture because it indicated his inclination to tap the services of men of reform orientation and competence. Also, this instantly dispelled the speculation that the justice portfolio is being reserved for Aquino’s election lawyer, Avelino Cruz of the prominent law office known as “The Firm”. The legal community is wary of having anyone from “The Firm” occupying any strategic position in the new administration because this may be used to broaden the influence of the law office and give it undue advantage in handling big cases like it did under the outgoing administration.
While still awaiting the canvassing of votes and his proclamation by Congress, Aquino is being swamped with applications for about 8,000 jobs in the national government and state corporations. He is getting all kinds of solicited and unsolicited advice on the men and women who would run the ramparts of his administration.
To sustain and build on the large amount of trust that the electorate has bestowed on him via the ballot, Aquino should prove to them that he is dead serious about delivering on his campaign promises, which are capsulized in his slogan “kung walang corrupt, walang mahirap” (if nobody is corrupt, nobody will be poor) and the catch phrase hindi ako magnanakaw (I shall not steal) that had set off the tenor of his triumphant campaign.
The best way Aquino can prove during the honeymoon phase of his administration that he will lead by example and keep the thieves off Malacañang is by the choices he will make in forming his Cabinet.
Already, he has created a search committee to screen and recommend aspirants for various positions. Members of the committee, according to an ABS-CBN report, include Aquino’s sisters Balsy Aquino Cruz and Pinky Aquino Abellada, former Civil Service Commission chairman Karina David, Makati Business Club executive director Alberto Lim and Aquino’s chief of staff, Julia Abad, daughter of Liberal Party campaign manager Florencio Abad.
So far, only one name, that of Corazon “Dinky” Soliman, has been announced by Aquino as an incoming member of his Cabinet. Soliman will head the Department of Social Welfare and Development, the same post she held in the Arroyo administration before she, along with other Cabinet members who came to be collectively known as the Hyatt 10, resigned en masse and demanded the resignation of President Gloria Macapagal Arroyo at the height of the “Hello Garci” scandal in July 2005.
Paquito “Jojo” Ochoa, Jr., who has served as Aquino’s legal adviser since his days as a Tarlac congressman, is the talk of the town as the likely executive secretary or “Little President.” But Aquino would not yet confirm this yet.
Other names being floated as prospective members of the Aquino Cabinet are former Agriculture Secretary Leonardo Montemayor, former Health Secretary Jaime Galvez Tan, former Finance Secretary Roberto de Ocampo, former Transportation and Communications Secretary Peter Prado and Naga City Jesse Robredo (as interior and local government secretary).
Tan may be named health secretary but there are reports that Health Secretary Esperanza Cabral may be retained because of her good record.
And so will acting Energy Secretary Jose Ibazeta. There’s now a people’s petition to convince the incoming president to keep Cabral as health secretary. Already, broadcaster Che Che Lazaro and prima ballerina Lisa Macuja Elizalde have signed up.
According to the grapevine, the list of prospective appointees also includes Bong Naguiat as president of the Philippine Amusement and Gaming Corporation, Margie Juico as chairman of the Philippine Charity Sweepstakes Office, Philip Juico as agrarian reform secretary, Cesar Purisima as trade and industry secretary and Butch Abad as education secretary.
Another source added the following names: Rene Almendras, public works and highways secretary; Arben Santos, customs commissioner; and Ramon del Rosario, Jr. foreign affairs secretary.
Aquino has also said he will do away with the many advisers, consultants and non-portfolio positions in the Cabinet, which could save a lot of taxpayers’ money. That will also eliminate the unethical practice of unscrupulous individuals to take advantage of such prestigious positions for influence-peddling and wangling juicy business deals for their own business enterprises.
But perhaps the most applauded of Aquino’s recent announcements is that he will refrain from appointing his relatives to government posts. Maybe he does not wish a reprise in his administration of the meddling of the notorious Kamag-anak Inc. that disgraced to a significant degree the Malacañang stint of his late mother, President Cory Aquino. This early, ordinary Filipinos have been expressing through social networking sites like the Facebook their apprehensions over the return of Kamag-anak Inc. in Malacañang. And many of them have observed, “there are more of them now.”
Indeed, the members of the Kamag-anak Inc., if they will be allowed to hold sway in the incoming administration, are too many to enumerate. During the election campaign, the feuding factions of the Cojuangco clan decided to bury their hatchet and unite in making him win. Cousins Jose “Peping” Cojuangco and Eduardo “Danding” Cojuangco, Jr. who before were bitter political rivals in Tarlac, had reportedly set aside their differences for the young Aquino. Even Tony Boy, Choy and Mikey, who are children of the late Ramon Cojuangco, and Lisa Cojuangco, Danding’s oldest daughter, campaigned for Aquino.
On the Aquino side, Teresita Aquino Oreta, youngest sister of the late Sen. Benigno (Ninoy) Aquino, Jr. (Noynoy’s father), could not be considered close to Cory. But after Cory’s death last year, Oreta patched up her differences with the children of Ninoy and Cory and likewise helped campaign for Noynoy Aquino.
With a larger Kamag-anak Inc. Part 2, we are now hearing of Aquino’s relatives maneuvering to get themselves named to key government posts. How true are talks that Tingting Cojuangco (Peping’s wife) is interested in the interior and local government portfolio and Tessie Oreta is eyeing the education post?
Rather than accommodate his cabal of relatives, Aquino should make good on his earlier declaration to hold them at bay and send the clear message that the dreaded Kamag-anak Inc. Part 2 will neither regroup nor prospect during his watch.
Recall that during the poll campaign, one issue thrown against Aquino by the Manny Villar camp that caught much public attention was the spin that several of his relatives was secretly working for his presidential campaign while stubbornly clinging to their choice positions—bereft of delicadeza—under the Arroyo administration.
Prominently mentioned were Peping Cojuangco, president of the Philippine Olympic Committee; his wife Ting Ting, president of the DILG’s Philippine Public Safety College; Paul Aquino as vice chairman and chief executive officer of the Energy Development Corporation; Tessie Oreta, head of the Early Childhood Care and Development Council; and Lupita Aquino Kashiwahara, presidential image consultant.
Granted that some of these relatives may be qualified to hold positions in government, but for their nephew to appoint them would resurrect the Kamag-anak Inc. issue. Noynoy Aquino may be averse to stealing as he had vowed during the campaign. But if his influential relatives get appointed to choice posts or are allowed to throw their weight around in certain areas of government operations as their “turf,” this may create a contrary impression.
The business sector in particular is intently watching the appointments that Aquino would make as these will show if he is indeed serious in the reforms that he has pledged to carry out, without which foreign investors will continue to be scared of doing business in the country.
Aquino should not erode his hard-earned mandate from the people by committing missteps in his first days in office. First impressions would certainly matter in his case, as he had won the election largely because he had promised to be the opposite of the scandal-ridden Arroyo government. Filipinos would try to discern, through his first major decisions, whether or not he is true to his word.

we proceeded at Kopiroti, (a singaporean-based coffee shop) and quench ourselves with coffee jelly and barley drinks. While sipping those cold drinks we surf the net (AFAIK Cereza has 4 ISP) still updating other forumers to come for the meeting. The main treat finally arrived, we were treated with frozen "braso de mercedes" courtesy of Mam Roch and Sir Deo of Brekkie Bakery (many thanks to mam ina) and the delightful taste of healthy cookies also from Brekkie Bakery.
Halfway through the meeting we saw group of foreigners giggly embarking in a tricycle. They gamely pose and alternating while taking pictures infront of the tricycle (for sure the driver got hefty pay for his service). After the photo ops they proceeded at Red Platter. Minutes later, a convoy of cars arrive and a throng of locals emptied almost every corner of the resto at the back of Red Platter.
we then proceeded at our mission "try our luck" for the Whattaburger Challenge" at Angelo's Whattaburger. We ate at our hearts content. It was simply a challenge worth cherishing because of the cheers and hurrays of the group despite of the almost red and plummish face of sir garz, JP and aids :lol: Kudos to sir roonie for the wonderful concept!
a group of koreans or chinese dined at Chef Doys (just beside the whattaburger store). It seems they are ready to devoured almost everything as they order humongous menu plate-after-plate.
we left the place at 6pm...burp!:cheers:

MANILA, May 22, 2010-The Bikol Region's patroness, Our Lady of Peñafrancia will visit one of the country's popular malls, SM Mega Mall on Saturday until Sunday as part of its preparatory activities for the 300th anniversary in September this year.
The pilgrim image will be brought by motorcade to the Chapel of the Eucharistic Lord at the Atrium of SM Mega Mall today from St. James Parish in Alabang, Muntinlupa City.
The Bikolano tradition of mantling will be held on Sunday and Monday after the midday Masses. For nearly three centuries, the sick have been cured using the mantle or cape earlier used by the image of Our Lady of Peñafrancia.

Philippine elections are a highly emotional affair; always electrically charged. There is never a dull moment. More than in the elections for national posts, however, the heat is more palpable and intense in the other elections —the local levels where political rivalries are more direct and personal. At these levels, partisans willingly put lives and limbs on the line to protect the votes of their candidates. In Antipolo City, for example, supporters of Congressman and mayoralty candidate Angelito Gatlabayan staged protests and held a week-long vigil at the Ynares Stadium to await the public opening of PCOS machines purported to have been used for electoral fraud. In my hometown Cagayan de Oro, similar protests were held when election paraphernalia were found in the city garbage dump. While not prejudging these cases, I urge the authorities to be completely transparent in addressing the issues raised in Antipolo and other similar cases.
Why does local politics elicit more feverish and impassioned response among the people? The answer is simple. Local politicians are the impersonation and tangible manifestation of the State. People from the smallest municipalities to the largest provinces look up to their governor, mayor, vice mayor and councillors for relief in times of need and crisis. Unlike the president in Malacañang who is seen as a distant and impersonal figure, the local politician is closer to the people she/he serves; she/he is the direct dispenser of government services and largesse.
Since its passage almost two decades ago, the Local Government Code of 1991 has resulted in “islands of good governance” all over the Philippines. Many of them have been recognized through the Gantimpalang Panglingkod Pook (Galing Pook), an award-giving program that acknowledges local government units that have excelled in implementing effective, innovative, high impact, participatory and sustainable projects and programs. There is a long list of Galing Pook awardees but to illustrate, the achievements of three cities is worth looking at.
Naga City, also known as Ang Maogmang Lugar (The Happy Place), strengthened the city government’s participatory mechanisms by crafting the Naga City Citizens Charter as a guidebook on the 130 key services being offered by the LGU. The Sangguniang Panlungsod of Naga also passed a local legislation dubbed as the Empowerment Ordinance that led to the formation of the Naga City People’s Council. The said assembly is responsible for the appointment of citizen representatives in the city government’s local special bodies; who in turn participates in the deliberation, conceptualization, implementation and evaluation of the projects, programs and activities of the local government.
Marikina City, which envisions itself to be a “Little Singapore,” engages its public to be more active in ensuring an effective and efficient solid waste management system by imposing strict policies on waste collection and segregation. Households comply with these policies by following the schedule for garbage collection, as well as using separate bags for biodegradable and non-biodegradable wastes, emptying cans and bottles first before disposing them, and wrapping broken glasses in paper before placing them in a separate garbage bag.
Puerto Princesa, which is known as the “Park-Like City”, intensified its campaign against illegal logging and slash-and-burn farming by providing alternative sources of livelihood for upland dwellers. The city government also initiated a massive awareness campaign highlighting the importance of the environment, such as the annual Feast of the Forest, which mobilizes all stakeholders to plant trees within their two watersheds. The drive has been so successful that about two million trees have been planted so far.
Indeed, devolving power to local governments has been good for the Philippines. In an essay “Building on the Basics: Leadership, Local Governance and Nation-Building”, which I co-wrote in 2009 with a brilliant young colleague Professor Joy Aceron and which was published as part of the Sesquicentennial Celebration of the Ateneo de Manila University, we discussed the phenomena of effective local governments as a work in progress. Local governance successes are only a start in reforming the Philippines; they need to be scaled up and connected or else their impact will be limited and isolated. Reforms at the national level are therefore essential to overcome the limits of scattered and decentralized actions in sustaining reforms and expanding impact.
Fortunately, we have a President-apparent who gets the importance of local governance, having served as the Chairman of the Senate Committee on Local Government. And if it is true, as reported in this paper, that Noynoy Aquino’s Executive Secretary will be Atty. Jojo Ochoa, then we could be entering the golden age for local governments where they can truly become the engine for social change needed by the country. The Ateneo has worked with Atty. Ochoa in his capacity as Quezon City Administrator in programs intended to improve education, health and business permitting processes and I can definitely say that he is an effective, efficient and innovative public servant. He gets things done and will be good both for the poor and for the business community. Furthermore, Atty. Ochoa is a person without (or with very little) ego, a quality that will serve him well if he is in fact appointed Executive Secretary.
I also hope that President-apparent Aquino will choose the right person to be at the helm of the Department of Interior and Local Government. It makes sense for that person to belong to the Liberal Party because of the political importance of this post. But the DILG Secretary should also be an experienced and accomplished local government executive. In this regard, outgoing Naga City Mayor Jesse Robredo, who has won the Ramon Magsaysay Award for Government Service for his many innovations as city mayor, seems to be the best person for the job.
In 1953, the great Jesuit historian Horacio dela Costa S.J. concluded a commencement speech at the Ateneo de Davao with these words: “We need national leaders; the best we can get. But make no mistake: it is local and regional community leaders that our people need most of all. Not leaders who reside in some distant capital, out of touch with them, out of their reach, but leaders who are right here with them, who know them and whom they know; who understand their problems, their hopes, their dreams, and who can, because of the education they have received, give substance to these hopes and dreams.” Fifty-seven years later, these words still ring true and that is why the other elections matters.

CEBU, Philippines - Kaogma in Bicolano means “happiness” or “having a good time.” Starting last May 22, Camarines Sur celebrates the Kaogma Festival with 17 events.
The Kaogma marks the foundation day of Camarines Sur as it celebrates its 431st Foundation Anniversary this year. Camarines was founded on May 27, 1569. Camarines is a Spanish word meaning “warehouse.”
“We shall have a celebration as magnificent, if not more dazzling and spectacular that all past Kaogma Festivals,” said reelectionist Governor Luis Ray Villafuerte.
The nine-day festivities this year include the Tour of CamSur mountain bike race, Burontulan, the 5th National Wakeboarding Championships, CamSur Triathlon, 4 x 4 Isarog Challenge, Motocross, and the Downhill Bike Competition.
There will also be a marathon night of music on May 29 where bands like Rivermaya, Itchyworms, DeLara, Pure Vibracion, Philia, Markus Highway and Bloom Brothers will be performing.
When in Naga City, the most preferred place is Avenue Plaza Hotel
