This may not be related to our CamSur thread but I'm posting it here as this photo was taken by a fellow Nagueno.

I believe he took this from our hotel room (as my family and his family) bumped each other during our trip to Guam about a week ago.

Incidentally we stayed in the same hotel, and the same floor offering with a magnificent ocean view of the Pacific Ocean.

I even told Jerry that I don't have to take my own pictures anymore as I would just copy his on his flicker account.

We travel out of the country 2 to three times a year, and I don't know if it is a coincidence that we always bump with a fellow Nagueno almost always during our travels.

During our trip to California few years ago- we bumped into Dr. Lyn Lucena (a neurosurgeon from Albay and already based in Naga City. She's my wife's good friend and we seldom see each other in Naga- but we incidentally met in the US.

During our trip to Kuala Lumpur, we also bumped into Mr. Pete Servano, A very active Rotary President, a marketing specialist and a broadcaster. He was also incidentally visiting Gentling Highlands with his family.

During our trip to Hongkong , we also bumped with Mr. Pete Real (China Bank Naga's manager) and his family while in Disneyland.

Last November in Bangkok, we bumped into with Mrs. Lucia Dy, a businesswoman while visiting a tmeple in Bangkok.

And 2 weeks ago- we bumped into Jerry’s family in Guam.

Jerry's photos have been SSC CamSur's favorite source in our past threads.

Naguenos must be travelling a lot these days.:lol::lol:

Aboitiz Power in supply deal with CASURECO IV (http://www.mb.com.ph/articles/261099/aboitiz-power-supply-deal-with-casureco-iv)
By MYRNA M. VELASCO
June 8, 2010, 3:48pm

A provisional approval of the Energy Regulatory Commission (ERC) is being sought for the power supply agreement (PSA) inked by AP Renewables Inc. (APRI) of the Aboitiz group with that of Camarines Sur Electric Cooperative Inc. (CASURECO IV).

The supply pact requires the power generator to deliver power to CASURECO IV until January 25, 2013 within the prescribed contract energy.

It was stipulated in the deal that “the total minimum contract energy to be supplied by APRI to CASURECO IV for each month of the contract period will range from a low of 2,496,702.55 kilowatt hours to 3,314,899.13 kWh.”

Power supply will come from the Tiwi geothermal plant in Albay, which forms part of the 747-megawatt geothermal facility acquisition of APRI that included the Makiling-Banahaw plants in Laguna.

“APRI shall supply the contract energy at the Tiwi geothermal power plant. Line rental charges and transmission fees for delivery and transmission of the contract energy shall be for the account of CASURECO IV,” the PSA stated.

It has been emphasized that the transmission service agreement (TSA) between CASURECO IV and the National Grid Corporation of the Philippines (NGCP) as well as the TSA between APRI and NGCP are currently being negotiated.

The electric cooperative noted that it selected APRI because of its capacity to supply its power requirements. Three parties have made offers, but the two are reportedly aggregators, hence, they do not own or operate power plants which could have been the ultimate assurance that they can meet the electric coop’s demand.

The PSA further provides that should CASURECO IV decides to reduce its contract energy, “it shall pay APRI a buy-out charge equivalent to P2.00 per kWh multiplied by the foregone contract energy for the remainder of the term of the PSA.”

Based on calculations provided to the ERC, the proposed rates to be charged by APRI to the electric cooperative would be P4.4758 per kWh during Mondays to Saturdays and P2.7284 per kWh on Sundays and holidays.

A comparative analysis also emphasized that if compared to the rates that should have been charged by state-run National Power Corporation (NPC) at P4.8309 per kWh, the APRI charge employing the same formula would be lower at P4.3655 per kWh.

RE: SM expansion

SM Prime Holdings Inc., the country’s top mall chain developer, expects to post a double digit growth in its revenues for the first half of the year on the back of its aggressive expansion program.

Meanwhile, SMPH President Hans Sy said construction has is already ongoing for a new mall in Calamba, which is targeted to open next year as the firm 37th mall.

In an interview, Sy said though that he is not at liberty to disclose the firm’s bottomline but noted that earnings in the second quarter and for the first semester were good.

He disclosed that performance in the second quarter was better than the first three months of the year due to the additional revenues from new malls opened during the period, such as the one in Naga City.

SMPHI also benefited from the economic crisis which helped the firm increase its market share as consumers shifted their buying habits and spent less money in high end commercial centers and opted to shop in SM malls.

Sy said they continue to open new malls all over the country. “We are opening our Las Piñas mall by October 1 and then, by November Rosario,” he said adding that Las Piñas is a new mall, a super center.

SM Prime is allotting P12 billion in capital expenditures this year to finance the continuing construction of new malls in the Philippines and in China.

SM Prime chairman Henry Sy Sr. said they continue to build malls in preparation for the resurgence of the economy and “to be able to harness opportunities that are likely to emerge from the global crisis.”

Hans Sy said this year’s capex will consist of P6.5 billion to P7 billion for the construction of local malls and P5 billion to P5.5 billion for the construction of malls in China.

“We remain positive about the long-term prospects of the Philippines. With this in mind, we are pursuing our expansion plans,” he said adding that they will open new malls in Naga in Camarines Sur, Rosario in Cavite and Pamplona in Las Piñas this year.

Meanwhile, Sy said that while they are not opening any malls in China this year, they are laying the groundwork for new malls in three sites that will be developed over the next three years.

SM Prime is building its fourth mall in Suzhou, with a gross floor area of 73,000 square meters, and expects to open it by next year.

Tourism: Engine of economic growth
TAKIN' CARE OF BUSINESS By Babe Romualdez (The Philippine Star) Updated June 10, 2010 12:00 AM

The current administration has identified the tourism industry as a key engine of economic growth, and has put in a lot of effort to position the Philippines as a global destination of choice through aggressive marketing campaigns and the continued implementation of several infrastructure projects over the years. These include airport projects, ports, roads, and bridges including the P52.44-billion Southrail project, and the roll-on, roll-off (RORO) facilities. A lot of these projects are concentrated in the so-called Central Philippines Tourism Super Region which, according to DOT Secretary Ace Durano, accounts for more than 50 percent of the country’s tourism industry. Despite the global economic slump, the Philippines managed to attract close to four million visitors last year – but this is still a far cry from the 10 to 15 million average of countries such as Malaysia, Singapore
, and Thailand (although the crisis in Thailand has shattered its image as an Asian paradise) while Vietnam and Indonesia attract more than five million tourists per year.

Despite the upgrading of airports and other infrastructure, complaints still come about the difficulty of traveling to prime destinations like Boracay for instance. Max Soliven used to say that going to Boracay is like an obstacle course, with passengers having to go through a torturous boat ride and an equally unpleasant travel by road before they can reach their destinations of choice.

No doubt the tourism industry has so much potential to generate a million jobs and earn billions of dollars in revenues and tourism-related investments into the country. In the Bicol region alone, the DOT reported an uptrend in gross receipts from P443.5 million in 2007 to more than P1 billion in 2009. One sector that shows a lot of promise is medical tourism, with gross revenues estimated at $350 million since the program was launched in 2006 – which is still peanuts when you think about the $3 billion-plus potential earnings of the global medical tourism industry per year. Given our large pool of competent healthcare professionals who speak very good English, the presence of medical institutions and facilities now offering topnotch services at par with the rest of the world, our relatively pleasant climate and the reputation of Filipinos as friendly and caring, individuals, there is no reason why the Philippines cannot become a leading healthcare destination.

Robredo admitted to Stanford fellowship (http://www.bicolmail.com/issue/2010/jun10/xfell.html)

NAGA CITY --- Coming out triumphantly from a pool of no less than 500 applicants, outgoing City Mayor Jesse M. Robredo has been chosen to participate in the Stanford Draper Hills Fellows on Democracy and Development Program that will take place on July 26 to August 13, this year at Stanford University in California, USA.

Larry Diamond and Kathryn Stoner-Weiss, director and deputy director, respectively, of the Center on Democracy, Development, and the Rule of Law at Stanford University, in a letter to Robredo announcing the latter’s selection as one of those to fill up the program’s 25 slots wrote: “It was extremely difficult to reach admissions decisions and we are happy to say that the group of finalists is made up of people with truly remarkable achievements and significant policy-making roles in their countries.”

The mayor who is being vaunted as one of those being eyed by the incoming Noynoy Aquino administration for a Cabinet post said he has accepted the fellowship invitation that would take three weeks, more or less, to complete.

The same letter said the pool of applicants was “extraordinarily competitive,” with more than 500 applicants for the limited 25 slots where all the candidates were known to have outstanding civic records.

Stanford University is a private research university founded in 1891 by the Californian railroad tycoon Leland Stanford. Its alumni have founded the companies Hewlett-Packard, Electronic Arts, Sun Microsystems, Nvidia, Yahoo!, Cisco Systems, Silicon Graphics, SunRun, and Google.

Tourism: Booster of Bicol economy (http://www.bicolmail.com/issue/2010/jun10/xboo.html)
By Mar S. Arguelles

LEGAZPI CITY --- The tourism industry in Bicol continues to post positive growth as it generated P365 million in revenues during the first quarter of this year.

The regional office of the Department of Tourism (DOT) here reported that during the first three months of this year Bicol registered a total of 593,241 tourist arrivals, which is 13 percent higher than the 524,544 tourist arrivals recorded during the same period last year.

Of the total number, 454,016 or 80 percent were domestic tourists while foreign tourists, numbering 139,225 tourist arrivals accounted for the remaining 20 percent.

DOT Regional Director Maria Ravanilla cited the three “icons” of the Bicol tourism industry that mainly contributed to the increasing number of tourists that visited the region as a favored destination: Mayon Volcano in Albay, the watersports complex in Camarines Sur and Butanding (whaleshark) interaction in Donsol, Sorsogon.

Ravanilla said the province of Camarines Sur continued to lead in bringing in more tourists which totaled 348, 139 during the first quarter of the year, generating some P197 million in revenues. It was followed by Albay with 86,518 tourist arrivals and P65 million in revenues; Catanduanes came third with 31,432 tourists arrivals and P35 million in revenues; Sorsogon, fourth, with 31,049 tourist arrivals and P27.5 million in revenues; Masbate, fifth with 49,061 tourist arrivals and P20.2 million in revenues; and, sixth, Camarines Norte with 47,042 tourist arrivals and P19.2 million in revenues.

DOT data reveals that the industry continued to post an uptrend in gross revenue receipts totaling P443.5 million in 2007; it surged to P782 million in 2008 and finally hit the P1 billion- plus mark in 2009.

Comelec en banc: Robredo, Filipino (http://www.bicolmail.com/issue/2010/jun10/xbanc.html)

NAGA CITY --- Sitting en banc, the Commission on Elections has finally declared City Mayor Jesse M. Robredo as a Filipino citizen which affirmed an earlier decision of the poll body’s first division declaring him as such and is therefore qualified to run, and is eligible to assume office and perform the functions as mayor of this city.

Voting 4-3, the Comelec en banc chaired by Jose A.R. Melo said that the Commission finds no cogent reason to depart from the findings of the Commission’s First Special Division earlier promulgated on May 29, 2008 which found Robredo’s father, Jose, a Filipino.

The case against Robredo’s citizenship was filed after the local elections in 2007 by poll rival Jojo L. Villafuerte who accused the former of being a Chinese citizen and, hence, disqualified to run, assume and hold an elective office.

Robredo’s alleged Chinese citizenship has always been an issue every election season.

The en banc’s consolidated resolution was received by Robredo’s counsel, Cadiz and Tabayoyong Law Offices, last June 2, this year. Robredo’s final term of office expires on June 30, this year when newly-elected Mayor and partymate John G. Bongat will take over.

In his argument, Robredo maintains he is very much qualified to run for office because he has all the qualifications and possesses none of the grounds for disqualification.

He told the Commission that he inherited his Filipino citizenship being the legitimate son of spouses Jose Robredo and Marcelina Manalastas who are both Filipino citizens. He also submitted public records to support his claim, which include, among others: his certificate of live birth; death certificate of Juan Robredo indicating he was a Filipino national who died in Naga; and his passport.

The Commission noted with emphasis that in disqualification cases, the burden is upon the petitioner (in this case Jojo Villafuerte) to submit such relevant evidence to support his claim that respondent Robredo lacks or has failed to comply with the qualification requirements for the office sought. “After carefully examining the records of the case, we did not find any document showing there was such a finding or order issued by a court,” the Commission stated. It added “petitioner also failed to adduce relevant and conclusive evidence to support his (Villafuerte’s) allegations and, instead, relied and focused his arguments by casting doubts on the citizenship of respondent’s father and grandfather.”

Those who favorably decided for Robredo were Comelec Chair Jose Melo and Comissioners Rene V. Sarmiento, Lucenito N. Tagle and Armando C. Velasco. Those who dissented were Commissioners Nicodemo T. Ferrer, Elias R. Yusoph and Gregorio Y. Larrazabal.

Naga to unveil new monument (http://www.bicolmail.com/issue/2010/jun10/xunve.html)
RANDY VILLAFLOR

NAGA CITY --- This city will be commemorating its 62nd Charter Anniversary on June 18, Friday, minus the fanfare. By act of Congress, June 18 of each year has been declared a local holiday for the residents to celebrate a special day.

In line with the city government’s policy of simplicity, according to organizers of the event, the charter anniversary will include the oath-taking of newly elected city officials, as well as the unveiling of the new Plaza de Nueva Caceres and the inauguration of the renovated public market.

A 7:00 a.m. mass at the San Francisco Parish church will kick off activities. From there, the newly-elected city councilors, vice mayor-elect Gabriel H. Bordado, Jr. and mayor-elect John G. Bongat will take their oaths of office at The Tent, Avenue Plaza Hotel

Court of Appeals Justice Ramon Cruz, who hails from Naga, will administer the oaths. Justice Cruz is a long-time resident of Naga and went to Ateneo de Naga for high school before finishing law from the University of Nueva Caceres

This year’s charter anniversary will also feature the unveiling of the Oragon monument located at recently completed Plaza de Nueva Caceres. The unveiling, scheduled for 4:00 p.m. will unfold to the public the city’s newest landmark whose monument was commissioned by the city government under Mayor Jesse M. Robredo as part of the city’s cultural renewal program. The monument was crafted by Jose Barcena Jr., the grandson of Federico Barcena, the artist behind the Plaza Quince Martires monument

According to the sculptor, the monument depicts the bravery of the Bicolano in the face of war as well as in times of peace.

From the plaza, city officials will transfer to the adjacent renovated public market for its inauguration. Two major fires gutted the second and third floors of the market last year and recently in January, prompting the city government to overhaul the upper levels

Cultural presentations at Plaza Quezon will cap the celebrations in the evening.

573 triathletes, 30 countries to compete in Ironman 70.3 Phils (http://www.bicolmail.com/issue/2010/jun10/xto.html)

PILI, Camarines Sur – Over 500 elite multi-sport athletes from 30 countries around the world are eyeing reigning champion Terenzo Bozzone of New Zealand as still the man to beat in the upcoming Cobra Energy Drink Ironman 70.3 Philippines slated August 22, 2010 at the Camarines Sur Watersports Complex (CWC) of the Provincial Capitol at barangay Cadlan here.

This year’s Ironman 70.3 is the second edition of the Asian series of the Ironman championships brought to the Philippines for the first time last year principally through the efforts of the Provincial Government under Gov. LRay Villafuerte, Alaska Milk Corporation CEO Wilfred Steven Uytengsu, Jr. who is himself a triathlete, and Asia Brewery headed by vice president Hubert Tan.

Born, reared and trained in New Zealand which has a tropical climate very much like the Philippines, Bozzone is an accomplished multi-sport athlete and thrives well in hot weather, a distinct advantage over protagonists from cold countries just like he exhibited here last year. He has a kilometric string of championships, six of them won in the first five months of 2010.

Also registered to participate is Australian Pete Jacobs, a swimming ace who finished fourth in last year’s Ironman 70.3 Philippines as well as top-notch Hawaiian Bree Wee who also bagged fourth of the women’s professional division last year.

Other big names in the multi-sports registered are Kiwi now living in Austalia, Paul Amey with his cap of colorful duathlon and triathlon triumphs, Fredrick Croneborg of Sweden, another power swimmer who finished sixth in the Men’s Pro category last year and Justin Cole from Australia, Philippine based Wayne Dearing and Erich Felbabel from France.

Rated women triathletes include Rachel Paxton of Australia and Magali Tisseyre of Canada.

Set on giving them a run for the money is the horde of 571 other triathletes including a large number of Filipino triathlon veterans as well as new converts who cropped up after the sensational race last year, aside from triathletes from United States, United Kingdom, Australia, New Zealand, Canada, China, Vietnam, Hongkong, Sweden, Thailand, Malaysia, Brunei Darussalam, Germany, Japan, France, Mexico, Peru, Ireland, Austria, Switzerland, Saudi Arabia, Netherlands, South Africa, Korea, Northern Mariana Islands, Spain, Taiwan, Czech Republic and Singapore,

The local athletes are led by veterans of last year’s race Nonoy Jopson, conceded the number one Filipino Ironman and Heracleo “Leo” Oracion, the first Filipino ever to reach the summit of Mt. Everest.

The Ironman 70.3 is a combination of three sports disciplines – 1.2 miles (almost 2 kilometers) of swimming, 56 miles (over 90 kilometers) of cycling 13.1 miles (over 21 kilometers) of running for a total distance of 70.3 miles of over 113 kilometers.

CamSur was first choice as venue for the first three franchise years mainly because of its ideal facilities, particularly the CamSur Watersports Complex (CWC) which has significantly contributed to the province’s becoming the most visited destination in the country with a growing reputation as an international center for extreme sports. JCI Slippers: Yapak ng Pag-aruga is a project started by the JCI Naga Cariñosa in 2008. The idea behind the project was to raise funds and offer help to a chosen needy community thru selling uniquely JCI-designed slippers. Each pair of sold slippers means another pair to be given to the beneficiary community.

In this project, the chapter was able to achieve three different goals: help out a needy cluster of the community thru the “buy-one give one” concept; raise funds for the continuity of the chapters’ other existing & succeeding projects, and promote the JCI movement thru the unique designs and ‘brand imaging’ on the actual slippers.

The chapter is blessed enough to have re-launched the project in the presence of the organization’s World President who unveiled the the giant slippers which officially marked the project’s re-launch.

The JCI Slippers: Yapak ng Pag-aruga is a regional project by the JCI Naga Cariñosa. The chapter proposes to have it leveled to a JCI National Project, which would mean bigger scope and bigger benefits for the selected beneficiaries.

Choco-pili bars make Bicol brand (http://www.bicolmail.com/issue/2010/jun10/xpili.html)
By Juan Escandor Jr.

NAGA CITY---Depending on the degree of sweetness, this confectionary product of ground cacao with pili nuts makes chocolate bars distinctly a Bicol brand.

Pili nut (Cranarium ovatum) is a distinct product of Bicol with trees abundant and productive in Sorsogon and Albay. Comparable to other regional icons like hot pepper and Mayon Volcano, pili nut trees are native to Bicol.

Rachelle T. Abordo, manager of Sweetven, claims pili nuts make their product distinctly a Bicol brand of chocolate amidst a flood of various chocolate products in the market using almonds, peanuts, macadamia and pecan nuts.

The concept of making a chocolate product distinctly Bicol started as a school project at the Ateneo de Naga University in 2005 under a program of the College of Business Administration.

“At the very moment I was asked by our dean if I could produce chocolate bars using pili nuts as main ingredient, I was excited the product would make its own niche in the market because the main ingredient, pili nuts, have never been mixed with chocolate aside with its Bicol flavor,” Abordo related.

She said she was made to recruit members from the juniors at their college to form a seven-member enterprise comprising herself as the manager together with an assistant manager, and staff for marketing, production, finance, research and documentation and a secretary.

In partnership with the Department of Science and Technology (DOST) and the Department of Trade and Industry (DTI), the project was provided with P120,000 loan by the former and training and technical assistance by the latter.

Abordo recalled they chose Sweetven as the name of the enterprise and the product which is a contraction of “sweet seven” because they were seven in the group project when it was founded in 2005, while she was in senior.

She said the Sweetven did fairly well to sustain itself even as it suffered losses, with the rest of her partners disengaging with the enterprise, one by one, leaving her behind to assume the responsibility of paying back the loans incurred to start the enterprise.

Requesting not to divulge the details why her partners left the enterprise, Abordo said the Sweetven has encountered some financial management problems which caused them to resign from the enterprise.

She claimed the incidents that led to the problems in financial management happened at the time when she delegated many of her functions as general manager of Sweetven after she accepted a teaching job at the Partido State University (PSU).

Abordo said the Ateneo de Naga University informed her of the resignations of her partners in May 2009 which made her decide to salvage Sweetven by resigning from her teaching job at the PSU to concentrate in the enterprise.

She had to assume the responsibility because she said she was the one who represented the enterprise and signed the loan contract with the DOST.

This year, after all her six partners in Sweetven decided to resign from the enterprise, Abordo has renewed the contract with the DOST and Ateneo de Naga University by assuming the enterprise all along as a single proprietor.

After five years, the Sweetven that comes in dark, bittersweet and milk chocolates are now creating their own niche as the only chocolate brand with pili nuts.

Abordo narrated Sweetven had just overcome a variety of internal problems that bugged the enterprise since it was still owned by a seven-member group.

“The Sweetven is still so micro but orders keep coming and the opportunity to establish its own name in confectionary industry is always there,” she enthused.

Abordo said she produces 300 bars of chocolate with pili nuts in a day on lean months and more during peak season.

She said Sweetven maintains five fulltime staff who undertake the production, marketing and daily operation of the enterprise.

Abordo is thankful for the assistance of the Ateneo de Naga University, DTI and DOST and targets to completely pay the loans it incurred to start the enterprise.

With outlets continuously growing with 28 at present and another 25 more waiting to be opened in Manila, she said she has all the reasons to be optimistic.

They just keep on rolling in.

Naga City once again garnered another award after the regional office of the National Economic Development Authority (NEDA) selected its Project Monitoring Committee (PMC) as the most outstanding in Bicol.

Incumbent city councilor and mayor-elect Atty. John Bongat was on hand along with other members of Naga’s PMC during the full council meeting of the Regional Development Council (RDC) for the awarding last May 26. The RDC, headed by Albay Governor Joey Salceda, convened at the NEDA building in Rawis, Legaspi City.

In 2008, Naga was also chosen as the having the most outstanding PMC. The city government placed second the year after before regaining the top spot this year.

According to mayor-elect Bongat, NEDA’s recognition of Naga’s efforts is based on the prevailing culture of transparency and accountability in the city. As the chairman of the PMC and the Appropriations Committee of the City Council, the city councilor has been at the forefront of Naga’s drive to make government projects and contracts more transparent.

Bongat also added that they were not expecting to be declared this year’s most outstanding PMC in the region and only received notice less than two weeks before the awarding.

The establishment of project monitoring committees was enacted through Executive Order 376 during Pres. Corazon Aquino’s term to improve project implementation at the local government level. PMC’s are tasked to coordinate with NGOs and pinpoint problems in the implementation of government projects. They are also required to prepare periodic reports on the status of project implementation.

Proving that they are not pushovers, members of Naga City’s Persons with Disabilities (PWD) sector expressed support for incumbent city councilor David Nathan Casper Sergio, who is running for reelection.

According to Chris Molin, president of Naga’s PWD Association, they have long supported Sergio and his programs for members of their sector. Sergio, who suffers from a limp due to a bout with Polio as a child, has pushed for the empowerment of the PWD sector in Naga. The city councilor recently recommended the creation of a special office that would cater to the specific needs of Naga’s physically handicapped.

Molin and other members of the PWD association have joined the campaign trail as volunteers for Sergio and Team Naga. Despite tiring daily sorties and house to house campaigns, Molin says that it is about time that the differently-abled express their support for public servants like Sergio who understands their situation.

Sergio, who is also the director of Naga’s Sandugo Blood Program, says that even though his campaign for reelection may lack financial resources, the overwhelming support the different sectors, especially the PWD, have shown for him is more than enough.

The city councilor adds that he is amazed at the spirit of volunteerism he has witnessed from the PWD sector.
“To spend hours under the glaring sun as volunteers? It’s just inspiring. It’s something that I cannot just ignore,” quipped Sergio.

Noynoy offers Padaca a gov't post (http://www.abs-cbnnews.com/nation/06/10/10/noynoy-offers-padaca-govt-post)

MANILA, Philippines - President-elect Benigno "Noynoy" Aquino III has reserved a position for losing re-electionist Isabela Governor Grace Padaca.

"Tinanong niya ako, 'What position do you want in my office?' Nagulat ako sa tanong niya. Sabi niya, 'I'm sorry nagulat kita,'" Padaca told ABS-CBN Isabela in an interview.

She said the communication happened right after Congress proclaimed Aquino as the new president on Wednesday afternoon.

She said she only congratulated the new president through a text message, and was surprised that Aquino responded.

Padaca said that when she failed to immediately tell Aquino her preferred position, the president-elect told her to get back to him in days.

"Although one year pa iyong ban, inaayos na nila at pinagpaplanuhan iyong government posts," she said.

Padaca did not disclose her preferred government position.

Meanwhile, Padaca announced that after she leaves the provincial capitol on June 30, she will start hosting a national radio program.

Padaca actively campaigned for Aquino during the elections.

Earlier reports said Padaca's fellow "Kaya Natin! Movement" member, Naga City Mayor Jessie Robredo, is being eyed by the president-elect to head the Department of the Interior and Local Government (DILG).

There were still no reports about the possible role of outgoing Pampanga Gov. Eddie Panlilio in the Aquino administration. The priest-turned-politician is also a member of the movement. He, too, lost in his re-election bid to Lilia Pineda.

Padaca and Panlilio became symbols of hope for new politics when they defeated traditional politicians in previous elections.

Sad for Mar, proud of Binay

Padaca said that while she is celebrating Aquino's victory, she is also sad because Sen. Manual "Mar" Roxas failed to win in his vice presidential bid.

However, she said she is also proud that a fellow Isabelano, Jejomar Binay, won the 2nd highest position in government.

"Kahit hindi si Senator Mar ang pinalad, iginagalang ko pa rin siya dahil kapartido ko siya. Proud ako dahil isang Isabelano ang nanalong vice president, si Mayor Jejomar Binay," she said.

Aquino has announced that Roxas will be given an important role in his administration after the one-year ban on losing candidates being appointed to government lapses.

The president-elect has also confirmed that he is bringing back Corazon "Dinky" Soliman as social welfare secretary, while Quezon City administrator, Paquito "Jojo" Ochoa, will serve as his executive secretary. – Report from Julius Camba, ABS-CBN Isabela

Its alumni have founded the companies Hewlett-Packard, Electronic Arts, Sun Microsystems, Nvidia, Yahoo!, Cisco Systems, Silicon Graphics, SunRun, and Google.

congratulations, mayor jess!

Rural banks might struggle with Basel 1.5 compliance

RURAL BANKS might find it hard to comply with the Bangko Sentral ng Pilipinas’ (BSP) stricter capital standards, which could lead to consolidations in the sector.

“The new capital adequacy framework is good for the banking system, because it is going to strengthen the [rural banking] sector,” Joseph Omar O. Andaya, president of the Rural Bankers Association of the Philippines (RBAP), told reporters at the sidelines of an RBAP convention yesterday.

“But I think some rural banks will have problems in meeting the requirements.”

The BSP last Wednesday said thrift, rural and cooperative banks, which are not units of the big banks, must adopt the Basel 1.5 standards starting on January 2012.

Among the new requirements are:

• a 100% risk weight provision on exposure to foreign currency national government and central bank debt instead of 0%;
• a 150% risk weight assignment to banks’ real and other properties acquired (ROPA) instead of 100%;
• a capital requirement provision for operational risk equivalent to 12% of a bank’s average annual gross income; and
• more transparency in periodic reports.

“At the end of the year, banks’ net income may have to be plowed back [into the banks] instead of being distributed to stockholders.

Some see this as an added burden,” Mr. Andaya said.

Mr. Andaya said the new rules could force rural banks to consolidate.

RBAP Spokesman Tomas S. Gomez IV in a phone interview said the new rules entail “more capital requirements to offset risk, which means less retained earnings or dividends.”

Mr. Gomez said this would be reflected in monthly reports made by banks, including rural banks, to the BSP, where a portion of their retained earnings will be set aside to comply with the new rules.

In a speech at the RBAP convention yesterday, BSP Governor Amando M. Tetangco, Jr. said the new rules are meant to strengthen the banking industry.

“It is important that you see these circulars not as mere issues of compliance undertaken to satisfy the regulator. Rather it is our hope that there is a clear understanding and appreciation on your part that these measures are crucial to your growth and viability as a business,” Mr. Tetangco told the delegation.

“Ultimately this will benefit your customers in terms of stronger social protection, and your shareholders in terms of better returns,” Mr. Tetangco added.

Closures continue to plague the rural banking sector. The BSP has placed nine banks under receivership since the start of the year.

These banks are Apex Rural Bank in Bulacan, Rural Bank of Laoac (Pangasinan) Inc., Cooperative Bank of Nueva Ecija, Cooperative Bank of Camarines Sur, Rural Bank of Ozamiz, BMS Rural Bank, Inc., Bani Rural Bank in Pangasinan, Rural Bank of Ivisan (Capiz), Inc., and EuroCredit Community Bank Inc.

The Philippine Deposit Insurance Corp., the state deposit insurer, has been designated as receiver of these banks.

Under Section 30 of Republic Act No. 7653 or the New Central Bank Act, the central bank places a bank under receivership if it is unable to pay its liabilities, has insufficient realizable assets, is unable to continue conducting business without involving probable losses to depositors or creditors, or has violated a cease and desist order due to fraud or dissipation of assets.

We promised each other we will renew ties once she comes back from Manila. I will just visit her clinic (and yours) when I come back from Buhi also next week (or maybe 2 weeks from now).

Many thanks for the info. :)

Her clinic is just beside mine in Plaza Medica, and she's one of our accredited doctors at the Endolab SM City Naga branch.

5 schools awarded for teaching value of punctuality
By INA HERNANDO-MALIPOT
June 10, 2010, 3:50pm

Five public schools were Thursday named The Outstanding W.A.T.C.H. Schools (TOWS) for 2009-2010 for advocating the significance of time consciousness and instilling the value of honesty among its students.

Four schools from Region XI and one school from Region V were awarded for implementing projects that teach students the value of punctuality as an integral part of the Filipino time.

Magugpo Pilot Central Elementary in Tagum City (Region XI) was awarded first prize followed by Don Manuel H Gutierrez Sr. Elementary School in Davao City (Region XI); Paaralang Elementarya ng Salvacion in Panabo City, Davao del Norte (Region XI); Guihing Central Elementary School in Davao del Sur (Region XI) and Baao National Central School in Camarines Sur (Region V).

These schools, according to DepEd Special Events Unit Head Luz Dela Rosa, were chosen among the 21 schools that submitted entries for the national search. “These schools emerged as the best among hundreds of schools division, districts and regional levels,” she said.

W.A.T.C.H. or We Advocate Time Consciousness and Honesty is a joint values advocacy movement between JCI Senate Philippines in cooperation with the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, Office of the President for Education.

Soraya P. Abubakar, M.D. - PAFP PresidentOn behalf of the National Board of Directors, it is my honor to invite you to the 49th Annual Convention of the Philippine Academy of Family Physicians.

The annual convention is the country’s largest educational meeting for family doctors. Total attendance, including other health care professionals, exhibitors and invited guests is expected to exceed 3,000.

Under the direction of chair Dr. Annie A. Francisco, the organizing committee has planned hectic daily programs. Scientific highlights include plenary lectures, panel discussions and industry-sponsored symposia. Conferment of academic titles (CFP, DFM, & FPAFP) shall be held as part of the pre-convention activities.

The annual convention, started in 1961 is the hallmark annual event of the Academy. The meeting is a testament to the dedication and organizational ability of the PAFP staff and working committees.

Guys ok this is one of the bestsellers of Grissini Ristorante located at Cereza compund, Magsaysay Avenue , Naga City Camsur. Its called Four Cheese Pizza or the Quattro Formaggio (Sir Johhny/ Chef Giovanni i hope i got the name right). About Php 300 only 14" pizza. The other bestselling pizza is the Capriciosa but we finished it even before Aidz was able to take pics ... sorry...gutom na eh...

garz kent is my 7 year old neighbor friend soon to be the youngest ssc camsur member... hes still on OJT on photography with aidz and jo and typing with me......

i find the price quite reasonable kasi for P 300 may one whole pizza na ko... its thin crust by the way...next time maybe during the ssc national meet we can have a get together there again...:cheers:

we treated aidz for lunch last Sunday as his send off party... despedida na nya hes leaving for manila soon...

Pasacao should invest on this tractor like- equipment
which is actually a beachcomber. (See picture blow)

It combs the beaches in Tumon and Tamuning Bay
in Guam every morning to clean them from trash.

It also levels and smoothens
the sand making them pleasing to the eyes.

I've seen the same equipment in Hawaii, Bali and Bondi beach in Syndey
during our past travels.

I don't know if they have one in Boracay.

Every PI seaside town should have at least
one or two of these beachcombers.

Yup, I believe Pasacao needs that...To entice foreign tourists, cleanliness and beauty should be well maintained. However, the question is how much would it cost the government to buy such very rare equipment...

It would be good if it's privately purchased in cooperation with the resorts all over Pasacao....

definitely, Caramoan should have one... but it doesn't seem fit to be there... dunno... but I agree with you doc, the beaches in Pasacao need one... it should already cover all the beaches there in Mangtabid.. another one should be purchased for Pongol...
Mau paman pangbakal doc.hehehe

but the beach comber would not be needed if people will only know how to take care of their surroundings... the people, the visitors should know where to throw their trash...
