Caramoan continues to draw ‘Survivor’ to Camarines Sur

CARAMOAN, Camarines Sur, Philippines -- For the second time around, Survivor Israel will rent the whole of the Gota Village Resort, a local government-operated tourist destination in Ilawod, Caramoan, Camarines Sur, to film two editions of “Hisardot (Survivor).”

Hisardot’s non-celebrity shoot would last 40 days and the celebrity edition, 30 days, excluding the one and a half months allotted for pre-production so equipment, props and sites could be prepared for the show, said Jimmy Binyamini, production manager.

He said Gota Village was the “best place" to shoot Survivor Israel there, citing the "good people" and the "unique sites” the tourist spot offered.

They were here in 2009 in the same month to shoot one edition of Hisardot whose broadcast ended last month via Israeli national television Channel 10.

This time, they will again start shooting on Feb. 28 and end filming sometime in late May or early June.

Aside from promoting the adventure appeal of Caramoan Islands, which will be shown throughout Israel, the Hisardot will employ some 200 local crew to assist their 120-crew production, according to Binyamini.

“Caramoan is a great adventure site ideal to our show, that’s why we are here again,” he said.

Hisardot has two parts, the “reality” part and the game part where the participants’ wits and survivor instincts are tested, according to Binyamini.

Like castaways on an island, the participants of Survivors are made to live in primitive conditions for 40 straight days, followed by a camera 24 hours a day.

Hisardot is actually the second media outfit of Survivor that filmed their editions on the small islands strewn at the northeast of Caramoan facing the island province of Catanduanes.

The French Survivor, Koh-Lanta Caramoan, was the first media outfit that filmed Survivor in 2008, followed by media outfits from Israel, Bulgaria and Serbia in 2009.

Koh-Lanta was shown in Europe with an estimated 12 million viewers.

A top executive of the Camarines Sur provincial government, who asked not be named because the negotiations are still ongoing, revealed that Survivor USA has been considering filming here starting 2011, until 2012.

He said the production crew of Survivor USA has searched many areas in the Philippines and found Caramoan the most ideal place for their filming because of the unique geographical features of the place and the available facilities that meet production standards.

Caramoan has become a favorite place for the Survivor shoot because of the variety in scenery and unique sites that catered to adventurous tourists, said Jovi Villareal, recreational officer of Gota Village Resort.

Ning Villanueva, provincial tourism officer, said the provincial government's hosting of Survivor brought in droves of foreign tourists, making Camarines Sur the most visited destination in 2009.

Citing records from the Bicol regional office of the Department of Tourism, Camarines Sur was the top tourist destination in the Philippines in the first nine months of 2009, with 1,022,092 visitors, of which 206,937 were foreign tourists.

Among the foreign tourists, Israel was the second highest number of arrivals after the US citizens.

Visitors from the United Kingdom, Australia and Japan also arrived in the province.

The regional revenue generated from tourism reached more than P1 billion, of which P0.7 billion was contributed by Camarines Sur.

Villareal said the local government-owned facility is within the 4,000-hectare national park being managed by the provincial government as agreed upon with the Department of Environment and Natural Resources.

Some 2,000 hectares of this park has been declared a protected area being developed for eco-tourism purposes, he added.

He cited many unexplored sites like tiny lakes, subterranean passages and underwater caves in the small limestone islands here that could cater to the more daring and skilled adventurous tourists.

Within the eco-tourism area, small islands are scattered sporadically with plants and weed trees, at the base of which are a number of narrow beaches and coves accessible by boat or kayak, according to him.

On the fringes of the land within the Gota Village Resort, towering vertical limestone walls suitable for rock climbing abound while a newly discovered subterranean river awaits exploration.

The primary attraction of the Gota Village Resort’s tourist area is the scenic view, which is defined by its unique geologic configuration in the middle of a wide coastal marine environment.

According to a 1981 study of the Bureau of Mines and Geosciences, Caramoan exhibits the so-called karst topography.

This means a landscape defined by varied formations of limestone masses which were subjected to geologic processes that created vertical cliffs.

Euphi Peñano, resort manager, said the geologic features of the place highlighted the area’s natural tourism assets.

“As for the Survivor production coming back, they must be profiting from the scenery here that draw television viewers to their show,” he said.

As much as we wanted to visit Caramoan, I believe the peninsula is still not ready for families with small children due to the following reasons:

Aside maybe from Gota beach Resort, (which is always booked due to the never ending Survivor shooting for the past two years- there are no other lodging available with the same standard (correct me if I'm wrong with his notion).

No fast craft that could take us safely to the Islands that follows the highest degree of safety standards.

No family friendly restaurants.

Caramoan however is perfect for backpackers, and the adventurous type of tourists which is its present market.

Otherwise it would still be Boracay (outside Bicol) and Misibis (in Bicol) for my family if we are thinking of a beach side family getaway in the Philippines.

Although my family is not ready for a Caramoan adventure yet, I'm proud the the town had become a top tourist attraction in the PI and in the world.

Powers of local school boards should be reviewed, enhanced'

MANILA, Philippines--The Department of Education (DepEd) will push for revisions in the Local Government Code when the 15th Congress convenes to promote well-organized and empowered local school boards (LSBs).

In a forum attended by school superintendents and local officials this week, DepEd Assistant Secretary for special projects Jonathan Malaya said that the Code has ambiguities that confuse LSBs in carrying administrative functions, in preparing budget proposals, and in disbursing their supplementary funds.

The DepEd, realizing the need to decentralize the powers to the LSBs for the effective delivery of education services, said that having strong LSBs is the key in meeting the Millennium Development Goal of providing education for all.

The Local Government Code of 1991 identified local officials and school officers as part of the LSB, but the law narrowly discussed their responsibilities.

Preliminary findings of an on-going study by DepEd and the Australian Agency for International Development show that most LSBs meet once a year or only as the need arises, contrary to what the law that requires that they should meet at least oonce every quarter. During these meetings, Sangguniang Kabataan (SK) representatives are usually absent.

Under the law, provincial and city school boards should be composed of the local chief executives, councilors, board members, treasurers, school superintendents, SK chair, president of the parent-teacher associations, and non-academic personnel of schools.

Their main duty is to apportion the Special Education Fund (SEF) to “meet the supplementary needs of the public school system.”

Improvement plans disregarded

While the law reserves for the LSBs the power to determine the needed budget for the operations and maintenance of public schools, the study found that there is no uniform procedure in budget preparation.

According to Malaya, some provinces and cities like Cebu pass this responsibility to their local chief executives. The Local Government Code tasks schools superintendents—in a city, province, or municipality—to prepare the allocation of the SEF. The SEF comes from an extra 1% tax collected with the real property dues paid to the local government units.

The schedule of preparing the budget varies among LSBs, since the law is silent about it. Some LSBs plan the budget early quarter of the year; while others make plans from October to December.

Malaya criticized LSBs that disregard the School Improvement Plan (SIP) in preparing the budget. The SIP, a 3- to 5-year education development plan that contains the vision and mission of the school, could guide the LSBs to essential projects where they can concentrate the SEF. The SIP has the profile of the school, including its problems, needs, and targets.

The law should also be clear on the percentage share of cities, provinces, and municipalities, in the SEF. Malaya said that the law has no criteria on how much should be shared to LSBs that cover more than one school district. The Local Government Code doesn’t specify either if component cities are also entitled to receive SEF from their respective provinces, since all their SEF tax collections is retained within their cities.

According to Malaya, LSBs have different interpretations of the allowable expenses or of projects where they can pour the SEF. Since the law only names 3 priorities (school buildings and facilities, extension classes, and sports activities), the LSBs become cautious to finance other projects, which they deem necessary because it is not in the Code.

Prone to corruption

Naga City Mayor Jesse Robredo said that since priorities are confined to infrastructure and sports events, most LSBs fail to address other pressing problems like underperforming LSBs that have been reduced to a mere budget entity for local education funds; weak mechanisms for meaningful parent participation; and weak planning and budgeting practices and processes that contribute to inefficient and ineffective use of local education funds.

“Needs of schools differ in each locality. We should not limit it to maintaining infrastructures or sports activities…. Let the LSBs decide what their priorities are,” Malaya said. Robredo said that unclear rules sometimes allow LSBs to undertake projects, like infrastructures, prone to corruption.

For example, Isulan Mayor Diosdado Pallasigue of Sultan Kudarat said that their P1.8 million SEF in 2009 was equally distributed among Isulan's 4 school districts.

Around 56% of the budget was placed on maintaining and construction of school buildings, while 44% was used to pay local teachers. Each school districts that receives its SEF share, was also obliged to set budget for the activities of the alternative learning system.

The DepEd recommended that the Local Government Code, particularly the terms in the LSBs, should be reviewed for amendments. Other revisions would compel the LSBs to submit financial reports of income statements to the DepEd and the local governments. DepEd would also suggest a uniform procedure in preparation of budget and interpretation of allowable expenditures.

Naga City reengineered the functions of the LSBs, giving them leeway on where to put their SEF instead of focusing on what the law provides. “One school of thought held that the board can only operate within the limits prescribed by the Code. But Naga deliberately embraced the opposite--that what the law does not expressly prohibit, it allows,” Robredo said in his presentation.

In the end, Naga City measures the LSB’s performance through testings in schools, participative planning and budgeting, fair and merit-based selection and hiring of teachers, and transparency in the procurement of goods and services funded under the LSB budget like text book acquisition.

Malaya added that the DepEd and LGUs, together with the LSBs, should be responsible in providing their partners information on the problems and performance of schools. These,he said, would guide LSBs in the proper use of the SEF. - abs-cbnNews.com/Newsbreak

Mangroves bring life back to a deserted shore

CALABANGA, CAMARINES SUR—Coastal residents of Barangay Cagsao here lost their homes to a storm surge spawned by Typhoon “Loleng” (international name: Babs), which swept through the towns fringing San Miguel Bay.

Twelve years after, the shore which the residents left is giving them a new lease on life.

The shore had once been made barren by the storm surge—the rising of seawater resulting from its being pushed by strong winds.

But the shore is now teeming with thousands of young mangroves which can help shield residents from powerful waves whenever there is a typhoon.

Nursery

Mangroves protect shorelines from the damaging effects of storm surges by breaking the waves and reducing the force of water before they strike the coast.

Mangroves are subtropical and tropical species of trees or shrubs adapted to growing in brackish water and seawater.

“As the spawning area of marine life, mangroves serve as the nursery of the sea,” said Gail Cea, chief of the environment, wildlife and coastal zone section of the Department of Environment and Natural Resources (DENR) in Naga City.

Survival

Last year, from Aug. 14 to Sept. 4, Smart Communications provided the seedlings, bamboo markers and other materials to achieve its target of planting 170,000 mangrove propagules for its rehabilitation project for Cagsao’s shorelines.

Barangay secretary Amparo Olalo, 31, one of those who lost a home in 1998, said “there used to be an islet here that protected the coast but it was washed out by the waves. So, after the typhoon (Loleng), this place was almost turned into a wasteland.”

Olalo told visitors how sturdy the mangroves had become from the time these were planted—a good nine months.

High survival rate

The mangroves showed a healthy survival rate of 80 to 90 percent, said Mon Isberto, public affairs and corporate communications head of Philippine Long Distance Telephone Co. (PLDT), who represented Smart Communications at the ceremonial signing of the mangroves rehabilitation project on June 5.

“In our tree-planting projects in other parts of the country, we were happy enough if we could achieve a success rate of 30 to 40 percent,” Isberto said.

The healthy survival rate also helped Smart achieve a substantial portion of its tree-planting target for last year.

“As of 2009, the company had helped plant 350,000 trees. Of this number, 43 percent came from Barangay Cagsao, with the rest coming from its tree-planting partners, such as other communities, the DENR and watershed programs,” said Nova Concepcion, the company’s officer coordinating with Cagsao’s village people for the mangrove-planting project.

Inspiring

Part of the success of the project has something to do with the people’s sincerity in making it work, she said.

Cagsao Barangay Captain Ramon Sta. Ana has a speaking handicap after suffering from three successive strokes but this has not deterred him from mobilizing the caretakers deputized by the municipality to take care of the mangrove propagules, Concepcion said.

The local government unit of Calabanga has agreed to shoulder expenses for the maintenance of the mangrove reforestation site and has set aside honoraria for the six caretakers who spend almost four hours a day, during low tide, to monitor the propagules.

Project expanded

On Nov. 8, 2009, the barangay council led by Sta. Ana passed a resolution ensuring protection of the mangrove seedlings. The council agreed to expand the project by planting additional 50,000 mangrove propagules.

Sta. Ana said the collaborative project was the only mangrove reforestation project he was involved in that became a success.

Sta. Ana noted that 90 percent of the propagules were able to withstand the wrath of Tropical Storms “Ondoy” (Ketsana) and “Pepeng” (Parma) last October and were flourishing along the riverbanks of Cagsao.

Collaboration

Concepcion attributed the project’s success to the strong partnership among the parties involved—the communities, the local government unit headed by Mayor Evelyn Yu and members of the Corporate Network for Disaster Response (CNDR).

CNDR is a network of business groups, associations, corporations and corporate foundations which seek “to rationalize and institutionalize disaster-management efforts of the business community.”

CNDR executive director Hilda Cleofe said the public-private partnership in Cagsao was a “showcase which hopefully could be replicated in other disaster-prone areas.”

Breeding ground

Olalo told the Inquirer that planting mangroves in the area brought the community additional benefits.

“Fish have started breeding in the area, too, although the mangroves are just half a year old. We have seen fingerlings in the area as well as shrimp and crabs. They (marine organisms) are coming back,” Olalo said.

The revival of marine life in the area has been a big boost to fishermen living in one of the poorer areas of the province.

“The mangroves provide a big help. Their roots provide a breeding ground for fish. They let fingerlings grow well. When the fingerlings grow well, they will move out to the sea and we will have more to catch,” said fisherman Samuel Velasco, 45, who was heading home after a day on the sea.

In time, the young mangroves, as village folks hope to happen, would reclaim the shore, bring back the life and let the past disaster be a learning experience rather than a painful memory.

On the second day of making farewell rounds within the military, Armed Forces chief Gen. Delfin Bangit visited a military camp in the Bicol Region to laud soldiers there for their service to the country.

A statement from the military said Bangit went to Camp Elias Angeles in Pili town, Camarines Sur and was escorted by 9th Infantry Division commander Major General Ruperto Pabustan.

Bangit's visit also included ribbon-cutting ceremonies for facilities he supported when he was still commanding general of the Philippine Army.

"Kinakailangang bago ako umalis sa aking panunungkulan sa aking serbisyo, dapat ay magbibigay muna ako ng personal na pasasalamat sa inyong lahat (Before I leave my position, I have to personally thank you first)," Bangit said in his farewell speech.

Early on his military career in the 1980's, Bangit served as a captain who took part in combat operations against communist rebels in Nabua, Camarines Sur.

Last Monday, AFP public information head Lt. Col. Arnulfo Burgos said Bangit is opting for an early retirement, stemming from President-elect Benigno Aquino III's repeated pronouncements that he would pick a new military chief. [See: AFP chief Bangit retiring early, starts farewell rounds]

Burgos added that Bangit would start making farewell rounds in camps that were significant in his military career. On Monday, Bangit started his farewell rounds at Camp Capinpin in Tanay, Rizal, where the Army's 2nd Infantry Division is based.

Bangit's original retirement date falls on July 31, 2011 when he turns 56, the mandatory retirement age for military officers and enlisted men. However, the Commission on Appointments bypassed his nomination as military chief before Congress adjourned last June 4.

Bangit, a member of the Philippine Military Academy (PMA) "Makatarungan" Class of 1978 which has President Gloria Macapagal-Arroyo as honorary member, will be the first AFP chief of staff in recent history to be booted out by a new president. - with Sophia Dedace/RSJ, RJAB Jr., GMANews.TV

You're right! I'm studying at St. Louis College. And the handwoven blankets in Bangar are called "abel", or "inabel". Some of these are exported to other countries. I've watched the way they made those blankets and it's really amazing that they're still using the native, conventional bamboo weavers. Hopefully if i earn i would be able to tour bicol. i'm eager. Bicol, wait for me!!

I like using "inabel" blankets. It's very comfortable. Most of our blankets at home are inabel because my wife is from La Union, specifically, Bangar. We use it as pasalubong for our relatives abroad. :) Glad to see you here hugodiekong in the most active thread in Luzon.

Naga to Celebrate 62nd Charter Anniversary

The City of Naga will be commemorating its 62nd Charter Anniversary on June 18, Friday without much fanfare.

In line with the city government's policy of simplicity, according to organizers of the event, the charter anniversary will include the oath-taking of newly elected city officials, as well as the unveiling
of the new Plaza de Nueva Caceres and inauguration of the renovated public market.
A 7 AM mass at the San Franciso Parish church will kick off activities on June 18. Later the newly-elected city councilors, vice mayor and mayor will take their oaths of office.

Court of Appeals Justice Ramon Cruz, who hails from Naga, will administer the oaths. Justice Cruz is a long-time resident of Naga and went to Ateneo de Naga for high school before finishing law from the University of Nueva Caceres.

This year's charter anniversary will also feature the unveiling of the Oragon monument located at recently completed Plaza de Nueva Caceres. The unveiling, scheduled for 4 PM will reveal the said monument which was commissioned by the city government and was crafted by Jose Barcena Jr., the grandson of Federico Barcena, the artist behind the Quince Martires monument.

According to the sculptor, the monument depicts the bravery of the Bikolano in the face of war as well as in times of peace.

From the plaza, city officials will transfer to the adjacent renovated public market for its inauguration. Two major fires gutted the second and third floors of the market last year and recently in January, prompting the city government to overhaul the upper levels.

Cultural presentations will cap the celebrations in the evening.

I think this news was posted long time ago - Sept. 2006 - when Noli Eala was still the PBA commissioner.

But probably when the city coliseum is completed, we'll really see PBA games in Naga... soon....... :)

one of our young jesuits who entered the novitiate (seminary) last year is an SLC HS (2004) and SLU philosophy graduate (2008).

actually, it's james lee, a schoolmate of xerox. i know xerox because he studied philosophy at the ateneo as a seminarian of san jose seminary. he is teaching in xavier school greenhills.

i think the SSC meet in Naga coincides with the penafrancia celebration.

“With everything in our administration, there will be a carrot side and a stick side. He [Binay] is a politician who obviously will be aiming for another office down the line. When he starts implementing the stick [side], will that hamper his political plans?" Aquino said.

Aquino said he and Binay would discuss the matter in a meeting soon.

“I would rather discuss with him first [the] possible slots in the Cabinet before announcing anything," he said.

Binay was the running-mate of former President Joseph Estrada under the Pwersa ng Masang Pilipino (PMP) banner in the recently concluded elections. Estrada ranked second to Aquino during the canvassing.

Aquino has so far confirmed four appointments to his official family: Corazon "Dinky" Soliman as Social Welfare secretary, Teresita Deles as presidential adviser on the peace process, Edwin Lacierda as presidential spokesman, and Jojo Ochoa Jr. as executive secretary.

MANILA, Philippines—President-elect Benigno Aquino III wants only the best and brightest, which is why he plans to tap Jesse Robredo, the first Filipino mayor to win the Ramon Magsaysay Award, in his Cabinet, possibly as point man in the Department of Interior and Local Government (DILG).

“I am eyeing two positions for the mayor and one of the two is the DILG. He is a multi-awarded executive in Naga and in Naga, they do not talk of theories, they talk of actual accomplishments,” Aquino said in a press conference Tuesday night.

He declined to reveal the other post being eyed for the 52-year-old Robredo.

Robredo, regarded as the country’s youngest mayor at 29 years old when he won in Naga City in 1988, arrived at Aquino’s Times Street residence in Quezon City after lunch Tuesday and stayed for more than six hours.

5 to 7 choices

Emerging at a press conference at 6:45 p.m. with Robredo standing behind him, Aquino said he was considering between five and seven candidates for the DILG post, including career officials and Vice President-elect Jejomar Binay, who has openly coveted the post.

Aquino said that while he wanted to reach a consensus with the people he will work with, including Binay, he reminded the Makati City mayor that their talk should not always focus on the “carrot.”

In an interview with reporters, Robredo said: “I told the President he can assign me to where he believes I can serve more.”

He said there was nothing definite yet about his posting because it was still being discussed.

“I’ve been mayor for 19 years and Naga has been regarded for its good governance not only nationally, but internationally as well,” said Robredo, who won the Ramon Magsaysay Award, Asia’s version of the Nobel Prize, for government service in 2000.

Ex-Luisita lawyer

Aquino also is reportedly considering lawyer Vigor Mendoza, the representative of party-list 1-UTAK, to head the Land Transportation Office.

Mendoza, a former lawyer of the Cojuangco family for Hacienda Luisita affairs, went to Times Street to meet Aquino along with nine other party-list representatives: Aangat Tayo Rep. Daryl Grace Abay-on, Quezon City Councilor and incoming Bagong Henerasyon Rep. Bernadette Herrera-Dy, Butil Rep. Agapito Guanlao, Senior Citizens Rep. Godofredo Arquiza, ABS (Arts, Business, and Science Professionals) Rep. Catalina Leonen-Pizarro, ALIF (Ang Laban ng Indiginong Filipino) party-list Representative Acmad Tomawis, Anad (Alliance for Nationalism and Democracy) Rep. Pastor Alcover, and Agap (Agricultural Sector Alliance of the Philippines) Rep. Nicanor Briones.

These party-list groups are identified with the Arroyo administration and their visit indicates their plan to shift their support to Aquino’s handpicked candidate for Speaker of the House of Representatives, Quezon City Rep. Feliciano Belmonte Jr.

MANILA, Philippines - President-elect Benigno Aquino III is thinking of appointing outgoing Naga City Mayor Jesse Robredo to the Department of the Interior and Local Government (DILG), where his administration can benefit most from his skills.

“He (Robredo) is very qualified. He is a multi-awarded local executive. I’m eyeing two positions for the mayor, one of them is the DILG,” Aquino told reporters staked out in his residence in Times street in Quezon City last night.

Robredo, an official of the Liberal Party (LP) to which Aquino belongs, was a Ramon Magsaysay awardee for public service in 2000, the Asian equivalent of the Nobel Peace Prize.

“In Naga, they don’t talk of theories, they talk of actual accomplishments. They were able to produce job opportunities in Naga. He has already proven himself (in terms of public service),” Aquino stressed.

As to vice president-elect Jejomar Binay, who expressed preference for the DILG portfolio, the incoming president repeated that he has many candidates for the post, and that they are in fact “five to seven of them.”

“I’m a person who builds a consensus, that’s why I have to talk to him first. He has my number and we haven’t talked about it yet,” he said.

At the Department of Agrarian Reform (DAR), Secretary Nasser Pangandaman said goodbye to department employees as well at peasant-based non-government organizations with still 15 days left in his office.

Pangandaman bid farewell in a recently held Mass inside the DAR compound that marked the celebration of the 22nd anniversary of the Comprehensive Agrarian Reform Program (CARP).

The DAR chief, however, clarified that he would stay in office up to June 30 to oversee the smooth transition of his functions to the new leadership. He advised his would-be successor to pursue the program even beyond 2014, until the last hectare of farmland is distributed.

Pangandaman said he is pleased with the accomplishments of his administration in his five-year stint as secretary, during which he raised the agency’s annual land distribution target to 130,000 hectares from 100,000 hectares. “Our record speaks for itself,” he said.

DAR made a big leap in 2008 when the agency distributed 146,274 hectares of farmlands to landless farmers, the highest since the department gave away 210,126 hectares in 1997.

At least a million hectares more of farmlands are up for distribution, and Congress is giving the DAR up to 2014 to complete the task.

“It’s been our position that land reform should continue even beyond 2014 until the last hectare of agricultural land is distributed,” Pangandaman said before more than a hundred farmers and key personalities who figured prominently in the campaign for the passage of Republic Act 9700, better known as the CARP extension with reform (CARPer) Law.

President Arroyo signed the CARPer Law on Aug. 7 last year in Plaridel, Bulacan, extending the program’s land acquisition and distribution for five more years or up to 2014, and providing the same P150-billion budget.

DOT stakeholders: No to Paredes

Meanwhile, tourism stakeholders opposed yesterday the possible appointment of music artist Jim Paredes as secretary of the Department of Tourism (DOT).

Alejandra Clemente, president of the Federation of Tourism Industries in the Philippines, said sources from the camp of president-elect Benigno Aquino III confirmed that Paredes is one of the two personalities being considered as the next DOT chief.

Clemente said that aside from Paredes, lawyer Andy Bautista, chairman and chief executive officer of the Shangri-La Group, is also being eyed for the post.

Earlier, television host and talent manager Boy Abunda was reportedly being groomed as DOT secretary. Paredes, Bautista and Abunda write weekly columns for The STAR.

Clemente said that various tourism industry leaders have expressed their support for Bautista because he has the experience of an executive in a tourism conglomerate.

The last time I taked to someone from SM Admin these are the infromation I got from them.

1. There would be an exapansion for SM City Naga, but they do not know when.

2. The only projects for Bicol that they know are SaveMore Legazpi that opened last May, SaveMore Naga and Sorsogon for the next few months or years.

Otherwise, they are not aware of other incoming projects of SM in Bicol.

Bangit visits Samar, Camarines Sur

Armed Forces of the Philippines (AFP) Chief of Staff, Gen. Delfin Bangit on Tuesday continued to make his farewell rounds of the different units of the AFP, visiting troops in Samar and Camarines Sur.

Bangit shared valuable lessons learned as a young company commander, particularly on the fight against insurgency, which he said cannot be solved by armed combat alone but through good governance.

Last Monday, Bangit began his farewell visits, starting with the 2nd Infantry Division at Camp Capinpin in Tanay, Rizal. On Tuesday, AFP

Chief of Staff went to see the troops at the 9th Infantry “Spear” Division at Camp Elias Angeles, Pili, Camarines Sur and 803rd Brigade of the 8th Infantry “Storm Troopers” Division stationed in Catarman Samar.

At the 9ID, Bangit graced the inauguration and ribbon cutting of the unit’s women quarters and power generation facility after giving a talk to soldiers stationed at Camp Elias Angeles.

Lt. Col. Arnulfo Burgos Jr., AFP spokesman, said the eight-room enlisted women quarters will add to the billeting needs of women soldiers while the power generation facility will cater to the mission accomplishment needs of the 9ID headquarters frequently affected by power failures, especially during typhoons.

Bangit also visited patients confined in the camp’s station hospital.

Bangit was assigned in Nabua, Camarines Sur as a Company Commander when the place was still under the 2nd Infantry “Jungle Fighter” Division which is now under the 9th Infantry Division.

In his speech before the officers, enlisted personnel and civilian employees of 9ID, Bangit said that “insurgency is not about combat. The best antidote against insurgency is to address its root-cause poverty, probably through good governance.”

The AFP Chief told soldiers: "My request for the AFP is to make it more professional. We fight for our country, for our institution, for the people.”

Bicol train service to reopen by June 25

MANILA, Philippines—Philippine National Railways General manager Ower Andal told President Gloria Macapagal-Arroyo the resumption of the Bicol trips would “close the loop” linking the North and South Rail projects. He said that the PNR would resume train operations for Lucena City to the Bicol region by June 25.

The 50-meter San Cristobal Bridge is a vital part of the Northrail-Southrail Linkage Phase II that runs from Calamba to Lucena. Its completion facilitates the reopening of the Bicol train service, then called “Bicol Express,” from Manila to Ligao town in Albay province, according to the PNR.

The railway bridge was destroyed by powerful storms in 2006.

PNR managers also said that new commuter-type coaches would arrive from Japan next month to complement the regular train service from Tutuban in Divisoria, Manila, to Alabang, Muntinlupa City, and 40 to 50 new coaches for long trips to Bicol are expected in November.

After the PNR coach stopped over at its Bicutan station in Taguig City, Ms Arroyo hopped out, and boarded a bus for a “windshield inspection” of the completed elevated toll road between Bicutan and Sucat, a project of the South Metro Manila Skyway Project.

She was joined by businessman Manny V. Pangilinan, officials of Skyway, and developer Citra Metro Manila Tollways Corp. and DM Consunji Inc. TJ Burgonio.

Eton to launch its first leisure-tourism project
Eton Properties Philippines Inc. is planning to launch its first leisure-tourism project within the year since it has already established itself as a residential and office developer.

In an interview, Eton president Danilo Ignacio said their first leisure-tourism project will likely be in the firm’s sprawling Eton City development in Laguna although its options also include properties in Coral Bay in Cebu and Calatagan in Batangas.

“We have so many property in our landbank that can be developed for the leisure and tourism segments,” said Ignacio adding that these projects will have synergy with Century Park Hotel owned by Eton majority shareholder Lucio Tan.

Ignacio said Eton’s leisure-tourism projects will draw inspiration from successful developments overseas and he will soon be going to Malaysia to look at existing developments there that can be adapted to the Philippine setting.

He disclosed that theme parks are not part of their current plans noting that existing theme parks in the country have not been successful and are drawing only a small number of customers.

“One reason is the weather, when it’s the wet season, these parks are no longer attractive,” he said adding that, conversely, when it is the dry season, most Filipinos are not too keen on being exposed to the heat and many prefer to stay out of the sun to keep the complexion light.

There is pressure on the company to put up a leisure component in its Eton City project since the nearby Nuvali of Ayala Land Inc. has been reported to be developing a water sports complex similar the one in Camarines Sur which has been drawing a lot of visitors from Metro Manila and other provinces.http://www.mb.com.ph/articles/261997/eton-launch-its-first-leisuretourism-project

hi doc! i suppose PAL is official carrier by its codeshare agreement with airphilexpress (2P). 2P flights are also designated as PR when WNP tickets are purchased from PAL. and certainly many athletes who prefer jets to Q400/ turboprop fly via LGP.

A GMA News' Flash Report said deputy presidential spokesperson Garry Olivar confirmed that Mrs. Arroyo declared June 30, a Wednesday, a holiday to give way for the inauguration rites of President-elect Benigno Aquino III and Arroyo's last day in office.

Robredo will take DILG post

MANILA, Philippines—Naga City Mayor Jesse Robredo, the first Filipino local official to receive the Ramon Magsaysay Award for Government Service, is ready to accept the interior secretary portfolio, one of two Cabinet posts that President-elect Benigno Aquino III plans to offer to him.

“I’d take whatever post he wants for me. It’s not good to refuse the President. If it’s already there, I will accept it,” said Robredo, who was interviewed at the 56th anniversary celebration of the League of Cities of the Philippines (LCP) in Makati City Wednesday.

Robredo and Vice President-elect and outgoing Makati Mayor Jejomar Binay almost crossed paths at the gathering but Robredo had apparently left when Binay arrived to deliver his speech.

Binay interested

Binay has openly asked to be appointed to head the Department of Interior and Local Government, citing his two-decades-long experience as mayor of Makati.

But Aquino recently said he was thinking of tapping Robredo, the multi-awarded mayor of Naga, Camarines Sur, for the post.

Robredo said he appreciated Aquino’s trust and confidence in him. “My work as mayor has paid off. Trust is more important in public service than skills,” he said.

As a mayor of 19 years, he has been exposed to local government work for several years and was thus qualified to head the DILG, he said.

He said he could bring a developmental point of view to local government administration.

“The DILG before was more [focused] on control and supervision, it does not focus on the development aspect of local government work. That dimension is something that I can bring in,” he said.

The DILG must overhaul its way of “engagement” with the LGUs, he said.

“Everything should be performance-based and decentralization should be calibrated. Assistance to LGUs should be based on need, capacity and performance,” Robredo said.

Cities and towns differ in several ways and should not be treated the same, he said. “Knowing whom to guide and who needs less attention requires experience,” Robredo said.

Robredo, who is a fraternity brother of Binay in the Alpha Phi Omega, was nowhere to be seen when Binay arrived and started shaking hands with the mayors at the conference room.

‘Haven of corruption’

In his speech, Binay said the barangay elections, scheduled for October, should be abolished and the power to appoint barangay officials given to the city and town mayors.

“We should no longer hold barangay elections. If barangay officials are appointed, mayors could replace them because of dismal performance,” he said.

He added that cities and towns do not need barangay councilors. “What will they legislate? Nothing. It’s just an additional expense for the government,” he said.

Binay said the Sanggunian Kabataan, the youth councils, have become a “haven of corruption in the LGUs.”

Emily is surely part of the memories of generations of naguenos of our city. i have fond memories of movies with the family there, the sound and smell of popcorn forever popping, the aquarium & mini waterfall by the wall that stopped flowing at one point, the ticket booth and movie entrance staff who usually where mestizas. :)

Lucio Tan's Eton City like Nuvali of Ayala Land has pockets of water at the center of its development site. Davao has also opened a wakeboarding park but it is getting very terrible reviews. Also similar wakeboarding facilities sprouted up in Clark & Batangas. With the two corporate giants - Lucio Tan group & Ayala probably building a CWC-facilities much nearer to Manila and Legaspi City also having its sight of building a similar facility on its Legaspi Boulevard area, I think we have here a Lechon Manok or Shawarma business mentality - kung ano ang mabenta ay gagayahin ng lahat :nuts:

^^susuportahan na lang natin ang camsur for holding the first national SSC meet knowing they do the initiatives of holding/doing it no if's no but...and it is not an excuse that the place is not that accessible...given that holding it in other venue/place it would be also hard for this people to travel so do to others...what is important here is the unity and camaraderie along all groups in SSC Philippines...unreasonable complains in the end will only defeat the purpose of unifying the faction that we have...:cheers:

Actually, Emily is one of the youngest among the Bichara theaters and the theaters in Naga. The original movie theaters in Naga that I can remember during my younger days (in the late fifties and early sixties) were BICHARA, ALEX and ALBE. Emily was put up by Bichara in the late sixties and was the first aircon theater in Naga. Bichara Theater showed first run movies (about 3 weeks delayed from the Manila run). Alex Theater, also owned by Bichara showed second run movies. Albe showed all Tagalog movies. Diyan ako nagdadalan kan mga FPJ movies. Gabos sinda may ka-double. :) Pag naglaog kang 1pm maluwas ka sa sinehan 5pm. The first aircon theater in Bicol was LOLA Theater which opened in 1965 with The Sound of Music as its opening movie. Lola is now gone and the space is now part of LCC Legazpi. I'm glad Emily is still around and being renovated. Sa Legazpi wara na su gabos na mga lumang sinehan. :ohno:

AFAIK Davao Wakeboard Park or Deca Wakepark is a project or was constructed by Deca Homes which is based here in Bicol, they own a subdivision here in Naga City - Deca Homes Subd.

The Nuvali Wakepark is Gov. Lray project. Its part of his vision to share the enormous attraction to other places in the country.

Casureco II execs dig in for storm
Management converts coop office into fortress

NAGA CITY --- Barbed wires.

This was the response of the management and Board of Directors of Camarines Sur 2 Electric Cooperative (Casureco II) to calls from the public for them to resign from their posts.

Instead of giving way to irate member-consumers, the cooperative’s management is beefing up security by installing barbed wires and stronger gates in anticipation of the thousands of electricity users expected to troop to the main office on Friday, June 11. Ironically, the money spent for the fortification of the said office was taken from the member-consumers’ contributions and electric bills.

Despite massive calls to resign and to explain why the electric cooperative has imposed high power rates, General Manager Jane Barrameda and board president lawyer Perfecto Nixon Tabora defied the will of the people and went head on with the public over the controversial issues.

During general consultation of member-consumers last June 1, members of the consumers’ group drafted a resolution calling on Barrameda and Tabora to resign. During the same assembly, the consumers agreed to demand that the cooperative be more transparent in its transactions. Those in attendance also called for independent audit of the cooperative before heading to Casureco II’s main office to deliver the resolutions.

After being refused entry by security personnel, an estimated 1,000 member-consumers forced open the compound gates before airing their grievances to Barrameda who took refuge inside the main building.

The consumers group, under the leadership of Naga City Mayor Jesse M. Robredo, lawyer Manny Teoxon, and Metro Naga Chamber of Commerce and Industry (MNCCI) president Alberto “Abet” Bercasio then gave the Casureco II until June 11 to act on the 86,000 member-consumers’ demands.

The electric cooperative responded by threatening to file criminal cases against their own member-consumers. Two days before the deadline, lawyer Adan Botor, who ran and lost for the mayoral position of Naga and who is incidentally a member of the cooperative’s Board of Directors, along with Tabora filed a petition for the Temporary Restriction Order (TRO) against the impending assembly and return of irked member-consumers.

In their petition, the two lawyers named Mayor Robredo, mayor-elect John G. Bongat, Vice-mayor Gabriel H. Bordado Jr., as well as other city officials as respondents. The cooperative’s woes started when it was duped into negotiating with IN2POWER after the power supplier approached the latter with the offer of lower rates. According to insider information, IN2POWER withdrew at the last minute, prompting Casureco II management to buy power from the Wholesale Electricity Spot Market (WESM) at a much higher rate.

Aside from the much higher power supply rates from WESM, member-consumers also have to contend with Extended VAT or EVAT because suppliers in WESM use coal or oil to generate electricity. P2.3 million CamSur marathon to lure 20,000 runners

MANILA, Philippines - The Summit Water CamSur Marathon 2010 hopes to attract 20,000 participants, including foreign entries, when it is staged Sept. 26 at the Camsur Watersports Complex in Camarines Sur, Bicol.

“As part of our continued efforts to pursue nation-building, the CamSur Marathon 2010 aims to be the premiere running event in the country to gather 20,000 participants,” said host Camarines Sur Gov. LRay Villafuerte in yesterday’s launch at the Dusit Hotel.

Organizers said Kenya’s John Mutai, Joyce Kandie and Simson Limareng, Ethiopia’s Asbnake Fekadu and Dado Firehiwot and Great Britain’s Harrison Susan are competing in the event, dubbed as “Race to Rebuild the Nation,” at one of the country’s top tourist destinations.

Asia Brewery executive Hubert Tan, Department of Tourism’s Cynthia Carreon, Smart Communication’s Patrick Gregorio and Sen. Pia Cayetano, a noted triathlete, also graced the launch.

The race, presented by DOT, sponsored by Summit Water and Smart Communications and backed by Timex, 100 Plus, Nature Valley and The Philippine STAR, offers a total prize pot of $50,000 (around P2.3 million), also making it one of the richest running events in the land.

“The race will feature elite runners from all over the world amid the setting mountains and greeneries of our beautiful province,” said Villafuerte.

He added that proceeds of the event, which features 3K, 5K, 10K, 21K and 42K, will go to Gawad Kalinga, Organ Donor Card and K.I.D.S. Foundation.

Also joining to spice up the blue-ribbon event are celebrities Derek Ramsey, Drew Arellano, Troy Montero, Aubrey Miles, Iza Calzado and Dyan Castillejo.

The CWC, declared the No. 1 tourist destination in the country last year, also hosted other big events like World and Asian Wakeboarding Championships, Iron Man and International Dragon Boat Festival.

It is also near the world famous Caramoan Islands, venue of franchises from France, Bulgaria, Serbia, Israel, Turkey and Sweden in the long-running reality show, Survivor.

AdNU HS ’09 Alumnus bags top int’l essay tilt prize

Jose Eos Trinidad’s (HS ’09) depiction of the “Fiesta sa City Jail” bagged top prize in the international essay contest sponsored by the prestigious Oakseed International in the announcement made on June 9, 2010.

Trinidad’s “YOUR HEART TODAY: Filipinos’ Fight for Alternatives to Child Imprisonment” bested numerous entries from around the world. His comparative depiction of the plight of the Filipino minors in jails won Honorable Mention in the 18-22 Years Old Category of the contest.

Trinidad receives cash reward for his winning essay. Other winners were: Lucia Douglas - Joliet, Illinois (First Place); John Owen - Mount Jackson, Virginia (Second Place); Hayleigh Phillips -Salem, Virginia (Honorable Mention).

Familiar to all Ateneans, Trinidad started his essay describing what goes on during Atenean’s “Fiesta sa City Jail”, a time when every volunteer Ateneo student sacrifices precious time to celebrate the Lady’s feast day with the inmates in the city jail.

While in high school, Trinidad served as editor in chief of the campus paper, The Blue and Gold. He won various awards in local essay contests. Trinidad now studies at the Ateneo de Manila University and is a Communications major.

Dr. Sioson to Receive OYS Award


The National Academy of Science and Technology (NAST) Philippines has declared Dr. Allan Sioson, the Ateneo de Naga University’s Dean of the College of Computer Sciences, as one of the recipients of the 2010 Outstanding Young Scientist (OYS) award in the field of Computer Science Applications.

Granted the prestigious status of Full Professor in AdNU last year, Dr. Sioson has been actively contributing to his field through numerous special projects (his current project includes the database and systems biology for Mt. Isarog National Park). Dr. Sioson’s works have also appeared in several publications. Aside from serving AdNU as a Dean, he is also the Chair of the University Research Council.

Dr. Sioson, along with 10 other OYS recipients, will attend the awarding ceremony this 15 July 2010 at the Manila Hotel. Aside from receiving a special plaque and cash prize, Dr. Sioson will also receive from the Department of Science and Technology (DOST) a research grant of P500,000 upon the approval of a research or project proposal.

AFAIK Davao Wakeboard Park or Deca Wakepark is a project or was constructed by Deca Homes which is based here in Bicol, they own a subdivision here in Naga City - Deca Homes Subd.

The Nuvali Wakepark is Gov. Lray project. Its part of his vision to share the enormous attraction to other places in the country.

Found this article published in PDI with regards to the Nuvali Water sports facility. The Villafuertes are really going to use their expertise & experience in replicating the success of its CWC to Laguna. It is good to know that Gov Lray has development plans for CWC as the facility will be directly competing with its Nuvali clone for the same market once the latter opens by the end of the year. I believe naman that with the superb facilities in CWC and with other attractions to be developed in the area, maski dakulon pang magsulputan na ibang facilities ay iyo pa man ini giraray ang dudumugon kang mga tawo :)

WAKEBOARDING and wakeskating enthusiasts from Metro Manila may soon enjoy their favorite water sport every day, if they’re inclined to, without having to fly to Camarines Sur.

The same group of investors behind the success of CamSur Watersports Complex, which included a company owned by Lara Villafuerte (wife of CamSur Gov. El-Ray Villafuerte) along with some partners, had signed a lease agreement with the Ayalas on an eight-hectare site in sprawling Nuvali, a mixed-use eco-development spanning Sta. Rosa and Calamba in Laguna.

A large man-made lake will soon be built in Nuvali, replicating the water sports complex facility that had catapulted CamSur into a tourism hotspot. The investor group is now securing government permits and drawing up a master plan for the complex, which is targeted for soft opening by the end of the year.

The forthcoming water sports complex in Nuvali, which is being groomed to be an outdoor destination especially for young people, is seen to complement Nuvali’s existing sanctuary for endemic birds, as well as a 50-kilometer mountain bike trail and hotels which, among others, will soon rise in the 1,840-hectare development.Doris C. Kagagaling ko lang sa lalawigan ng Ifugao noong nakaraang linggo kung saan nakita ko ang napakagandang Banaue Rice Terraces na kilala bilang isa sa mga pinakamagagandang lugar sa buong mundo. Bukod pa rito nagpunta rin ako sa Tappiya Falls at naligo sa malinis at malamig nitong tubig. Kahit na ilang kilometro at oras ang aking nilakad upang maabot ang dalawang lugar na ito, masasabi kong hindi nasayang ang aking pagod. Maganda talaga ang Pilipinas at totoo nga ang sinabi sa akin ng isa kong kaibigang Amerikano na halos taun-taon ay dumadalaw sa ating bayan, dito lamang daw sa Pilipinas makikita ang lahat ng ganda ng kalikasan magmula sa mga magagandang mga beach hanggang sa mga bundok na halos maabot mo na ang langit.

Nakakalungkot lamang isipin na mas nagkakaroon pa ng pagkakataon ang mga dayuhan na makita ang ganda ng Pilipinas kaysa sa mga ordinaryong mga Pilipino. Nakita ko ito sa Banaue kung saan karamihan ng aming mga nakasabay sa paglilibot ay pawang mga dayuhan mula sa Europa.


Sana bigyang prayoridad ng ating susunod na Pangulo ang paglago ng tinatawag nating domestic tourism o ang turismo sa loob ng ating bayan para sa bawat Pilipino. Mangyayari lamang ito kung magiging mura at madali para sa mga ordinaryong Pilipino ang makapunta sa mga lugar tulad ng Banaue Rice Terraces. Isa sa mga paraan ay ang pagsasaayos ng mga daan at paliparan na malalapit sa mga lugar na madalas puntahan ng mga turista. Halimbawa, noong kami ay nagpunta ng Batad Rice Terraces sa Banaue, kailangan pa naming magbayad ng P2,500.00 para kumuha ng jeep na maghahatid sa amin doon. Napakamahal ng aming binayad sapagkat sira-sira at hindi pa kumpleto ang mga daan papunta sa lugar. Isa pang sana matuloy ay ang pagsasaayos ng paliparan sa Bagabag, Nueva Vizcaya na kung matutuloy ay sa halip na halos 9 na oras ang biyahe papuntang Banaue ay magiging wala pang dalawang oras ito. Nakita natin sa karanasan ng Boracay at Baguio na kapag naging malago ang turismo sa ating bayan ay magkakaroon ng pagkakataong magkaroon ng magandang trabaho ang mas maraming Pilipino at mas madaling uunlad ang ating bayan. Naririnig ko na isa sa mga napipisil na maging Kalihim para sa Tu*rismo ay si Jim Paredes na kasamahan ko sa grupong Pinoy Power. Kung si Jim nga ang mapipili, sigurado akong mapapabuti niya ang lagay ng turismo sa ating bayan. Masipag, may malasakit sa bayan at marangal na pinuno si Jim kaya sana ang mga tulad niya ang mapili ni President-elect Noynoy Aquino para sa kanyang gabinete.


At pinag-uusapan na rin ang pagpili ng mga magiging miyembro ng gabinete ni Aquino, natutuwa ang grupo naming Kaya Natin na ang aming kasamahang si Mayor Jesse Robredo ng Naga City ay isa sa mga napipisil na mamuno sa Department of Interior and Local Government (DILG). Sa tingin ko si Robredo na ang pinaka angkop, may karanasan at may kakayahang pamunuan ang DILG. Nakita natin ang nagawa niya para sa Naga kung saan ito na ngayon ang pinakamagandang siyudad sa buong Bicol Region. Bukod pa rito, walang bahid ng corruption ang naging 18 taong panunungkulan ni Robredo bagkus nanatiling payak ang kanyang pamumuhay. Ang Naga rin ang may pinakamaraming parangal na natanggap mula sa iba’t ibang malalaking institus*yon katulad ng World Bank, Asian Institute of Management at Galing Pook Foundation. Kung si Robredo ang ilagay ni Aquino sa DILG, matutulungan niya ang iba pang bayan na makapagbigay ng tapat at tamang mga serbisyo sa kanilang mga mamamayan tulad ng nangyari sa Naga. Kung tapat at tama ang serbisyo ng bawat mayor at gobernador, mas magiging maayos ang pamumuhay ng bawat Pilipino.

Manila-Bicol trains to run anew June 25
NAGA CITY---The Philippine National Railways (PNR) is set to reopen its railways from Manila to Bicol after it was closed down in 2006 due to heavy typhoon damages, according to General Manager Ower Andal.

Andal said the reopening of the railways from Manila to Bicol has been facilitated by the completion of the 50-meter San Cristobal Bridge that he said is a vital part of the Northrail-Southrail Linkage Phase II that runs from Calamba to Lucena.

“Its completion facilitates the reopening of the Bicol train service, then called ‘Bicol Express,’ from Manila to Ligao town in Albay province,” he said.

Andal revealed the reopening of the railways is not a full operation yet of Bicol-Manila-Manila-Bicol route but an inauguration of the completion of the major infrastructural problems that PNR encountered after two super typhoons hit Bicol in 2006.

He said the PNR is waiting for new coaches from Japan which are to be used in the long trips from Bicol-Manila-Manila-Bicol route.

Andal said the full operation of the PNR train coming here and going to Manila is expected to start in September in time for the celebration of the 300-year devotion to the Our Lady of Peñafrancia.

He said the target to link the railways between Bicol and Lucena before Ms. Arroyo’s term ends has been achieved with the completion of the San Cristobal Bridge in Laguna.

At present, the PNR continuously operates its commuter train that plies the railways from Sipocot, Camarines Sur to Ligao, Albay.

The PNR has also expanded its commuter train route to Alabang-Sucat and Tutuban-Alabang, according to Andal.

He said both routes are scheduled to do 36 round trips a day with a 3-coach 680-passenger train capacity.

“Like the light railways loop that has just been completed, the expansion of the services of the PNR is part of the legacy of President Macapagal-Arroyo to expand services of cheaper mass transportation facilities,” Andal declared.

He estimated that the additional two routes would be moving some 1.5 million passengers in a month and more than 17 million cumulative passengers in a year.

Andal said the commuter train routes at present accommodate 120 percent capacity which indicates the growing popularity of the train as mass transportation because the PNR subsidizes fares in favor of the riding public.

He said the present routes comprise the southbound rail which covers Tayuman-Alabang and Tayuman-San Pedro, Laguna and the northbound rail which services Alabang-Tayuman and Calamba-Tayuman. http://www.bicolmail.com/issue/2010/jun17/b-story.html

Patriotism, unity mark CamSur's Independence Day celebration
Employees of the provincial government of Camarines Sur, headed by their respective department and office heads along with provincial officials and the contingent from the PNP Provincial Office, gathered at Plaza Rizal in downtown Naga City last June 12, 2010 for the annual celebration and commemoration of Independence Day.

A simple program was held at the foot of Dr. Jose Rizal’s monument where a special wreath was offered shortly after the singing of the national anthem to honor the memory of the national hero.

Dr. Danilo M. Gerona, the Bikol historian and author of numerous books on Bikol culture, was the guest of honor and among those who gave their speeches in connection with the celebration. In his speech Dr. Gerona, who was also responsible for the determination of the correct date when Camarines Sur was founded as a province, made a comparison of how the occasion is commemorated today and some twenty years ago.

He said the occasion, as he observed, is treated like an ordinary everyday event – a clear deviation from the commemoration some twenty years ago where Philippine flags would be proudly displayed in plazas, residences, public and private transportations and other public places. He attributed the indifference to the occasion to the absence of an actual threat to the nation’s freedom as he goes to elaborate that those who were able to experience to be under the rule of foreign invaders or at least have an understanding of the importance of our regained freedom would definitely have a different appreciation of it.

He also underscored the sacrifices of some of our heroes like Dr. Jose Rizal who had to content himself with a piece of biscuit for a day’s meal for months as he lobbied before the Spanish authorities in behalf of the Filipinos and that of Emilio Jacinto who was a law student despite coming from a lowly descent. Jacinto left his studies as he heeded the call for a revolution against the Spanish government.

In closing, he warned that there is present threat to national freedom but it is not thru arms but thru our economy brought about by this phenomenon called “Globalization.” He admonished that each one must be vigilant to avoid being sucked and absorbed by global trends, losing one’s identity as a Filipino and rendering futile the sacrifices of our heroes.

Docs to provide new trends in medicine
NAGA CITY--- On the 74th annual convention of the Camarines Sur Medical Society (CSMS), doctors from this city and the province of Camarines Sur are to be equipped with new trends in medicine in a series of lectures slated on June 26-27.

Dr. Elna N. Chia, incoming president of the CSMS for the year 2010-2011, told the Bicol Mail the series of lectures highlight the preparation of their group on its diamond foundation anniversary next year that she said would be a bigger event.

“Like a diamond cut, the lectures aim to perfect the art of disease prevention, clinical practice guidelines and multifaceted role of physicians,” Chia said.

She said the doctors in Camarines Sur are to be regaled with the new trends in disease prevention which include new practices regarding newborn care, cord blood stem cell, pre-conceptual care and adult-pedia immunization.

Chia revealed that one of the newest disease prevention involves harvesting of the cord blood stem cell which will be preserved over time for the future use of the baby.

She said the technology is not yet available in the Philippines and the harvested cord blood stem cells are deposited in Singapore where state-of-the-art technology is available.

Chia said the lectures would also dwell on new trends in managing common diseases like hypertension, diabetes and urologic problems.

She said the lectures are to be delivered by specialists with comprehensive grasp and practice in the newest medical trends practiced in more advanced medical environment.

Chia said the pre-diamond celebration of the CSMS coincides with the induction of officers.

With her as the incoming president, the other doctors to be inducted on June 25 at the Avenue Plaza Hotel as officers of the CSMS include Floranie R. Paredes as vice president; Francia E. Balatan, secretary; Christopher P. Daen, assistant secretary; Charissa L. Divinagracia, treasurer; Teresita O. Panday, assistant treasurer; Cecilia C. Del Gallego, auditor; and Felipe O. Pio, public relations officer.

Sumaro Bikolnon had the induction of new officers and a night of music and culture at Lolo's Bar in Avenue Square, Magsaysay Avenue, Naga City on June 12, 2010 at 6:00 in the evening.

Roco told the group that after two years of cultural engagements in Naga City, Sumaro Bikolnon is now ready to get accreditation from the City of Naga, which it tried a year ago but it was short of a SEC registration and a track record.

The new officers for the next two years (2010-2012) are: Ramon O. Olano, Jr., president; Bernard O. Miguel Aguay, Jr., vice-president, Jerome M. Hipolito, secretary, Sheila M. Basbas, treasurer and Gil L. Gregorio, Sr., auditor.

The members of the board are: Hon. David Casper Nathan Sergio; H. Frank V. Peñones, Jr.; Jose Jason L. Chancoco; Irvin P. Sto. Tomas; Jan Kevin P. De Quiroz and Jusan V. Misolas.

The outgoing officers who ran the organization for the past two years (2008-2010) included Jose Fernando P.Obias, president; Ramon O. Olano, Jr., vice-President; Fabiana Arejola, treasurer; Ben Barrameda, secretary; members of the board: David Casper Nathan Sergio; Fr. Wilmer Joseph S. Tria, Carlo Arejola, Jose V. Barrameda. Kristian S. Cordero; Dr. Danilo M. Gerona, Estelito B. Jacob and Gian Paulo Priela.

Included among the accomplishments of Sumaro Bikolnon for the past two years: the registration of Sumaro Bikolnon with the Securities and Exchange Commission (SEC Reg. No. CN 200826167); the setting up of a booth at the Plaza Quince Martires for a Bikol book exhibit during the Peñafrancia week featuring the collections of old novenas, Bikol publications such as the Pasyon Bikol and the Oraculo and old Bikol poems, of its members; participation in the book fair at the Raul S. Roco Library and at the Holy Rosary Minor Seminary; organizing and managing the annual celebration of the foundation of the Milicias Territoriales ni General Ludovico Arejola in barangay Taban, Minalabac, Camarines Sur every 10th day of March; a fact-finding trip to Masbate to inspect the site of an excavation that came up with burial jars in San Jacinto; insights and suggestions on what must be done in the statues in the monument to be set up at the Plaza de Nueva Caceres to make the historical events more expressive and reflective of the times these events happened; the publication of a literary folio, Tambobong, featuring the contributions of young and experienced Bikol poets; the endorsement of two books written by Sumaro Bikolano members to the National Commission on Culture and the Arts.

2-day camp for lady wakeboarders
PILI, Camarines Sur --- Female aficionados of wakeboarding and wake skating now have a chance to further hone their skills with the scheduled two-day Ladies First Wakeboard and Wakeskate Camp at the Camarines Sur Watersports Complex (CWC) on June 24 to 25.

The sport activity is another initiative of Gov. LRay Villafuerte to discover and develop the skills of young female riders in this extreme sport event.

CWC, the venue for the Ladies First Camp is now conceded the best cable park in the world which has contributed immensely in placing the province in a prominent spot of global tourism.

Ladies First offers participants two options to choose from: the one-day or the two-day wakeboard and wakeskate camp. Registration fee for the 1-day camp is pegged at P1, 000.00 while the 2-day training is P1,500.00.

One-day mobile registration of radio transceivers sked in Naga
NAGA CITY --- The regional office of the National Telecommunications Commission based in Legazpi will be conducting a one-day Mobile Registration and Licensing in order to register, legalize and license all unregistered radio transceivers being used and operated by different government and private agencies and individuals, including mobile phone (cellphone) dealers, retailers and service centers in this city and the province of Camarines Sur.

NTC Regional Director Ariel H. Padilla said the one-day registration and licensing will be conducted at the Naga City Youth Center from 9:00 a.m. to 4:00 p.m. on Thursday next week, June 24.

Companies, individuals, radio groups and associations who are operating two-way radio equipment and/or engage in the business of retailing, reselling and repairing of mobile phones are invited to take advantage of the mobile registration.

The NTC will accept and process all applications for license of new/renewal radio communication network and operator certificates, registration and licensing of all types of two-way radio equipment, including mobile phone (cellphone) dealer/retailer/service centers. Nat’l nutrition council names outstanding BNS
NAGA CITY --- The nutrition program and other related services in the barangays of the city government here is remarkably better than other approaches being implemented by other LGUs in the Bicol Region.

Marilou P. Cañete of Barangay Concepcion Grande, here, who got a rating of 96.45% topped the evaluation conducted by the Regional Evaluation Team of the National Nutrition Council (NNC) last April 14, this year to be named 2009 Regional Outstanding Barangay Scholar. She was cited for “her hard work and commitment to serve” her barangay in the effective implementation of the city’s nutrition program.

The award was given after an intensive evaluation that lasted for 10 days by the Regional Evaluation Team of the National Nutrition Council (NNC) last April 14, this year.

Nutrition Program Coordinator Arlene R. Reario said the evaluation results were reviewed and approved by the interagency NNC Technical Working Group.

The regional search was participated in by 12 provincial and city outstanding BNS contenders which include Jimnah Llagas of Barangay Sagrada, Iriga City, second place with her 92.55% rating; and Erma Dacuya of Barangay Oras, Tabaco City, third place, with 92.05% rating.

NNC is the highest policy-making/coordinating body on nutrition in the country. It has a governing board composed of 10 government agencies and three representatives from the private sector who are appointed by the President.

“She ensures an efficient delivery of nutrition and other related services,” Reario said of Cañete in her letter to Naga City Mayor Jesse M. Robredo.

The NNC in the Bicol Region also thanked Mayor Robredo for his “continuing support to the Philippine Plan of Action for Nutrition (PPAN).”

The Philippine Plan of Action for Nutrition is the country’s blueprint for achieving nutritional adequacy for all Filipinos. The implementation of the PPAN is being coordinated by the NNC in collaboration with the local government units, NGOs, the business sector, the international community and the local community.

The city’s programs on PPAN are being undertaken by the Population and Nutrition Office here headed by Teresita A. Del Castillo which also assists the city’s 27 barangays in the implementation of their respective nutrition programs.

In a related development, the city’s nutrition office is now laying down a number of activities highlighting this year’s celebration of the nutrition month in July.

Other than a parade, the office is also planning to conduct a search for healthy baby, poster-making contest and a lecture/seminar on different programs on proper nutrition.

Since 1988, the nutrition office is consistently pursuing the year-round Nutri-Ataman project which aims to rehabilitate the severely malnourished preschoolers, ensure virtual elimination of their micro-nutrient deficiencies, prevent infection and common illnesses and increase the daily intake of calories and protein foods.

AS we go to press, Wednesday night, information reached us that that the Regional Trial Court in Pili, Camarines Sur as of 5:00 p.m. of the same day served a temporary restraining order to the Camarines Sur Electric Cooperative, Inc. (Casureco II) enjoining the power cooperative from implementing its latest jacked up power rate of P12.28 per kilowatt hour.

For the next 20 days at least, the information said, Casureco II should bill its member-consumers on pre-April 2010 rate of P4/kwh, more or less.

THE Ateneo Institute of Literary Arts and Practices (AILAP) with the support of the National Commission for Culture and the Arts (NCCA) is now accepting applicants for the 10th Ateneo National Writers Workshop (ANWW) to be held from Oct. 24-28, 2010 at the Ateneo de Naga University in Naga City.

This year, six (6) slots will be allocated exclusively for writers writing in any of the Bikol languages. The qualifications are: a) a resident of the Bicol region, b) writes in a Bikol language and c) can translate his/her manuscript into Filipino or English. Each applicant must submit a portfolio in triplicate (3 copies) of any of the following: a suite of five (5) poems OR a collection of three (3) short stories written in any Bikol language with a title page bearing the author’s pseudonym and a table of contents. The portfolio must include translations either in Filipino or in English. Entries in the Bikol languages must be addressed and submitted to Kristian S. Iriga, UNEP mark Independence Day
Joining millions of Filipinos all over the world, the local government of Iriga City under the headship of its Chief Executive, Hon. Madelaine Alfelor-Gazmen, celebrated the 112th Philippine Independence Day celebration with a big bang.

One of the event’s highlights, was the participation of the University of Northeastern Philippines ’ Center for Culture and the Arts ((UNEP-CCA) who rendered a soul-warming interpretation of “Lupang Hinirang” through their dance and poignant movements.

The commemoration of this year’s freedom day was marked by the traditional parade around the main thoroughfares of the city and was participated in by the different sectors of the community. This year’s theme, “Kalayaan, Tagumpay ng Bayan,” served as a reminder on how our great grandfathers had risked their lives just to put this glorious date in the map of our history.

Atty. Remelisa Alfelor-Moraleda, UNEP President said that this day indeed marked the fulfilment of every sacrifice that our heroes have done, just to give this precious liberty to the next generations.

“On this day, our first President, Emilio Aguinaldo, proclaimed the freedom of every Filipino. That proclamation also symbolizes our sovereignty and the university would like to impart the importance of this celebration, especially to our students through our active participation in every endeavor related to it,” Moraleda added.

UNEP CCA, under the guidance of its Executive Director, Boboy Pesimo was again invited to join SM City Naga’s celebration in the afternoon of the same date. The group executed an interpretative dance depicting the joy and appreciation of the freedom that every Filipino now proudly savors.

Indeed, there are a lot of reasons to celebrate this day when we, Filipinos have broken the chains of slavery and walked as a freeman.

It was in June 12, 1898 when President Emilio Aguinaldo hoisted the Philippine National Flag while our national anthem was being played. Dubbed as one of the biggest and most anticipated travel and tourism trade shows in the country, the road show will not only showcase enticing travel and tour packages in the region but will also provide a wide array of opportunities for travel operators to closely work with other industry partners.

Phil bamboo industry dev’t council formed
PILI, Camarines Sur --- The pliant bamboo which is often used to symbolize the resiliency of Filipinos because of its ability to adjust and easily recover from all kinds of stress and pressures is now given due recognition and support it deserves with the creation of the Philippine Bamboo Industry Development Council (PBIDC) by President Arroyo thru Executive Order No. 879.

The Executive Order signed by the president on May 14, 2010 mandates the PBIDC to promote the Bamboo Industry Development Project and directs the use of bamboo for at least twenty-five (25%) of the desk and other furniture requirements of public elementary and secondary schools. Likewise, the EO instructs government facilities to prioritize the use of bamboo in furniture, fixtures and other construction requirements and allocate funds thereof and other purposes.

The EO cited that planting and use of bamboo will significantly contribute to the mitigation of climate change and disaster management considering its carbon capture capability and cheaper reforestation cost; and its great potential as a cash crop for farmers and community-based forest management agreement holders thereby alleviating poverty.

The EO also cited that the Philippines has committed to reforest at least 500,000 hectares with bamboo as part of the one (1) million hectares of designated areas as its contribution to the ASEAN commitment of 20 million hectares of new forests by 2020 as part of the efforts to improve the environment.

The PBIDC shall be composed of the secretaries/heads of the Department of Trade and Industry, Department of Environment and Natural Resources, Department of Agriculture, Department of Education, Department of Science and Technology, Department of Labor, Chair of the Executive Committee, League of the Municipalities of the Philippines; two (2) representatives from the NGos and one (1) representative each from two (2) private industry association.

The DA shall identify idle and marginalized agricultural areas suitable for bamboo plantations but without sacrificing areas used for food production. Moreover, DA shall assist in establishing bamboo nurseries and propagation of bamboo shoots. Oikonomia: An Economy of Salvation

I have always believed that everything happens for a purpose. That every circumstance one finds himself or herself in and every person that one encounters is not a per chance thing. It is as it is because it is supposed to be, at the perfect time and neither against the law of the universe nor more especially God’s grand design for His creation.

So I was there in a place that was really too hot for comfort. With my clammy and skin irritating sweat coming out from all the pores of my body and literally flowing from my head, down my back and legs, I stayed glued during the mass that was first in the agenda and heard two good news from Most Rev. Jose R. Rojas, Jr., D. D., Bishop of the Diocese of Libmanan.

The first was the Gospel of Luke about the visit of the Blessed Virgin Mary, the Mother of Jesus Christ to her cousin Elizabeth who was also bearing in her womb John the Baptist. Of Mama Mary staying with Saint Elizabeth for three months to help before going home to her own household. “The words from the Gospel reading fit perfectly the picture of what humble service is,” I reflected. The second good news was about CDL TAP-SKK-SEED. I was intrigued because I saw these letters printed across the white, orange, red and yellow tee-shirts worn by the many women and some men who attended the Holy Mass concelebrated by eight priests of the Diocese.

Curious, I asked some of the old women who were sitting next to me and wearing white tee shirts printed with the same letters what they stood for or meaning but they could not give me a straight answer. As I listened to Bishop Rojas I began to understand. His message was about what each one can do to make lives better, serving and helping one another and how this project would be able to facilitate realization of dreams. What interested me further to stay through the parade and the launching program was the ending of his sermon when he said that “let us all ask the Lord that we be instruments of change…” and there was the blessing of the cards at the end of the mass. I thought: what kind of cards were these that they deserved to be blessed? Much like: “who am I that the Lord of all the earth would care to know my name…”

Under the scorching heat of intense 4 o’clock sun, I saw hopeful and smiling faces of both the young and the old, radiant with silent expectations only their minds know (and maybe radiant too because of the excessive perspiration that turned into oily faces and dehydrated bodies) walking together with their Bishop, priests, partners and their staff.

I intently listened to the inspirational message of Bishop Rojas. What follows are bits of the more important thoughts from what he said in the Bikol language and I hope that nothing was lost in translation. That the people of Libmanan had two things to celebrate: one which maybe considered a small change but has a more bigger and deeper meaning – the change of their name from Prelature of Libmanan Development Foundation Inc (PLDFI) to Caritas Diocese of Libmanan (CDL). The word Caritas means love, he said, “pagkamoot” which should be the foundation of everything that we must do in this life and from where the CDL TAP SKK SEED program took form slowly from a common dream, worked on with solidarity with the patient and tireless efforts of like minded partners – CDL, REACH, MMO, ENCASH, and the Office of the President - and the SKK groups themselves and is now being realized, though still with some limitations.

Ms. Marlyn M. Ortiz, President of MMO Card Corporation, said the program is the first of its kind in the Philippines where only the rich can own an ATM or a credit card to be able to buy without carrying cash. Why? “Because in our society the risks involved in trusting the ordinary citizens with more liabilities than assets are too high.” So the program relies on the basic goodness of each of the SKK members from whom she asked for a commitment toward achieving sustainability and even replication of the program from other parts of the province, the region and even the whole country. According to ENCASH President, Mr. Eric Severino, the technology being used for the program is using a very expensive and highly sophisticated one and for now transactions will only use the closed loop. Later on, with the same technology, they will try to establish link with other institutions with which the people often have to or need to transact with. Mr. Lito Martinez Jr., Chief Operating Officer of MMO Card Corp., thanked the people of Libmanan for the cooperation and their initial show of trust by opening their account with the program’s depository facility, the CDL Oikonomia Plus. He announced that 500 persons will be receiving their Diocesan Multi-Function cards from the MMO staff right after the program.

Former City Councilor of Naga, Mr. Julian C. Lavadia Jr., President of REACH Inc expressed his deepest gratitude for being made part of this quest for better ways of helping the people to have more access to effective means of improving the quality of their lives – empowering them to be partners and not passive observers or beneficiaries in the change they want to happen in their families and communities. That whatever change is desired for must be owned by all who worked for it to happen. It seemed all the speakers’ words were in agreement that everything is possible when God is placed at the center of all human endeavors and achievements.

Looking at the stage, I became more intrigued with the words written on the backdrop across the open stage of St James Square that said, “Welcome to the Grand Launching of CDL TAP-SKK-SEED Oikonomia Plus…” I approached Fr. Granwell Pitapit (fondly called as Fr. Dawe) and asked him what Oikonomia meant. He said that it was a Greek word that briefly meant ‘household management’. My further enlightenment came when, as part of the program, he was called to explain about CDL TAP-SKK-SEED. He said that the letters stood for Caritas Diocese of Libmanan for CDL; Technological Accesses Program for TAP; for an SKK (Samahan ng mga Kristiyanong Komunidad) – Based Sustainable and Empowered Economic Development (SEED). He said that it was a program of the Diocese meant to try to address the expressed hopes of the SKK members that their small Christian communities would not only end in or be about prayers and meetings but moreover also help them in their livelihood concerns and empower them to be participants to the positive change they want to happen in their lives and most of all their families and develop their communities. That all the partners hope the card will be used responsibly and would be an instrument towards an economy of salvation for each household that will own it. Fr. Dawe reminded the SKK members that every CDL Oikonomia Plus-MMO Card can only be used initially to buy their basic household needs.

The launching ceremony was closed with some inspiring words of thanks from Fr. Michael dela Rosa, V.G. who is charged with the SKK spiritual formation.

NAGA CITY --- Just be a Star Music Studio - Naga Branch will have a concert recital on June 20, 2010, 4:00pm at the 3rd Floor, Bichara Theater, this city. The show will feature young Bicolano talents who will showcase their talents in singing and dancing,

The Jas Naga students will be joined by the JAS students of Lopez, Quezon Province. So, expect a jam-packed, cool and hip show! If you want to catch the live performance of JAS students of Quezon, please come at 1:00pm.

P2.3 million CamSur marathon to lure 20,000 runners
The Summit Water CamSur Marathon 2010 hopes to attract 20,000 participants, including foreign entries, when it is staged Sept. 26 at the Camsur Watersports Complex in Camarines Sur, Bicol.

“As part of our continued efforts to pursue nation-building, the CamSur Marathon 2010 aims to be the premiere running event in the country to gather 20,000 participants,” said host Camarines Sur Gov. LRay Villafuerte in yesterday’s launch at the Dusit Hotel.

Organizers said Kenya’s John Mutai, Joyce Kandie and Simson Limareng, Ethiopia’s Asbnake Fekadu and Dado Firehiwot and Great Britain’s Harrison Susan are competing in the event, dubbed as “Race to Rebuild the Nation,” at one of the country’s top tourist destinations.

Asia Brewery executive Hubert Tan, Department of Tourism’s Cynthia Carreon, Smart Communication’s Patrick Gregorio and Sen. Pia Cayetano, a noted triathlete, also graced the launch.

The race, presented by DOT, sponsored by Summit Water and Smart Communications and backed by Timex, 100 Plus, Nature Valley and The Philippine STAR, offers a total prize pot of $50,000 (around P2.3 million), also making it one of the richest running events in the land.

“The race will feature elite runners from all over the world amid the setting mountains and greeneries of our beautiful province,” said Villafuerte.

He added that proceeds of the event, which features 3K, 5K, 10K, 21K and 42K, will go to Gawad Kalinga, Organ Donor Card and K.I.D.S. Foundation.

Also joining to spice up the blue-ribbon event are celebrities Derek Ramsey, Drew Arellano, Troy Montero, Aubrey Miles, Iza Calzado and Dyan Castillejo.

The CWC, declared the No. 1 tourist destination in the country last year, also hosted other big events like World and Asian Wakeboarding Championships, Iron Man and International Dragon Boat Festival.

Bicol has high hopes for Robredo at DILG
NAGA CITY—Local executives throughout Bicol see the possible appointment of Naga City Mayor Jesse Robredo as secretary of the Department of Interior and Local Government (DILG) as a big opportunity for the region.

“It is a great chance for a homegrown leader … At last [the national government] will have a focus on Bicol. It’s a great opportunity for [Bicolanos],” said Tito Sarion, the mayor of Daet, the capital of Camarines Norte.

Sarion is a member of the Liberal Party of President-elect Benigno “Noynoy” Aquino III, who said Robredo was one of several people he was considering for the interior portfolio.

Another high-profile local official in Sarion’s province, Talisay Mayor and Provincial Board Member-elect Rodolfo Gache, said Robredo’s likely appointment would be a great honor for the Bicolanos.

Robredo’s closest associate for years, Naga City Vice Mayor Gabriel H. Bordado, said Robredo “has to share his talents and expertise with the entire nation.”

“Noynoy really needs the best and the brightest to push his agenda for a supposed ‘strong republic’ whose institutions had been virtually wrecked by the previous administration,” said Bordado.

Wilton Kho, mayor of Cataingan, Masbate, said the appointment of Robredo “can help us in a lot of ways.”

“He knows the grievances and the problems of the local governments. Most of all, he knows how to head a local government,” said Kho, who at 24 is considered to be the country’s youngest mayor.

“He will be a very good [interior] secretary. He is a hands-on chief executive and he is not corrupt,” added Masbate Mayor Socrates Tuason.

Iriga Mayor Madeleine Alfelor-Gazmen said Robredo, with his years of experience as mayor, was now an expert on the Local Government Code.

“No one can question his integrity and credibility,” she said.

MANILA, Philippines - Former Education Secretary Florencio "Butch" Abad said on Friday that President-elect Benigno "Noynoy" Aquino's Cabinet is almost complete.

"Halos kumpleto na. Ang iba kasi ay kailangan pagpasyahan pa ng Pangulo kung alin doon sa mga na-nominate ng search committee ang karapat-dapat," Abad told ABS-CBN's Umagang Kay Ganda (UKG).

He said Aquino's priority is to complete the 25 Cabinet portfolios, which Aquino may announce before or right after his inauguration on June 30.

Aquino will hold a Cabinet meeting after his inauguration. He previously said he wants his Cabinet members to review the current state of the nation through their departments.

The president-elect has announced two appointees: Paquito "Jojo" Ochoa as executive secretary and Corazon "Dinky" Soliman as secretary of the Department of Social Welfare and Development (DSWD).

Possible appointments

Reports reaching abs-cbnNEWS.com from the Aquino camp say the next finance chief will be former Finance Secretary Cesar Purisima.

The late former President Cory Aquino's Presidential Security Group (PSG) chief Voltaire Gazmin, also a former Philippine Army chief, will reportedly be the next secretary of the Department of National Defense (DND).

AFAIK Davao Wakeboard Park or Deca Wakepark is a project or was constructed by Deca Homes which is based here in Bicol, they own a subdivision here in Naga City - Deca Homes Subd.

The Nuvali Wakepark is Gov. Lray project. Its part of his vision to share the enormous attraction to other places in the country.

Deca Homes is a project of 8990 Development Corp. a wholly owned company of Luis Yu of Cebu City. Luis is married to a lady from Tabaco City. Deca Homes Naga is joint venture of 8990 and Robert Obiedo of Robertson. Robert owns the lot. Deca Homes Naga is being managed by Raul Rocha, Luis' wife's uncle. 8990 is the now the biggest low cost housing developer in Cebu and Davao with almost 10,000 houses sold.

Deca Wakepark is a long way to go before it reaches the status of CWC. However, what I foresee as a threat to CWC is the wakeboard park planned to be put up by Ayala at its Nuvali project in Sta. Rosa. You know how Ayala works, it will be something that people will look forward to. But if Ayala pushes with its announced investment in CWC, then CWC will continue to lord it over the rest.

Our family purchased a lawn lot at Eternal Gardens Naga only last December due to the rising costs of memorial lots, plans and interment in Manila. Hopefully by 2012, we can transfer the bones of my mom here in Naga from Manila also my dad's from Buhi, Camsur.

We are hoping that Naga City will have its own Arlington or Loyola chapels or something similar to that. Perhaps St.Peter's Chapel ?

Imperial is one of the most prominent Funeral Service that we have here in Naga and in my observation wala pang iba na nakakatapat sa service ninda. Kaya I guess, investors such as St. Peter's and Eternal Gardens myt have considered that.

Some pieces are already on the board, and everybody watches with bated breath: What will be the next major move?

To those steeped in the lore of game, a leader’s moves reveal his depth of character. Will it be clumsy, inept, or worse, redolent of impending disaster?

To the great relief of many observers, after having named his choice of executive secretary as someone about whom little is known, President-elect Benigno “Noynoy” Aquino III’s move to tap Jesse Robredo to head the Department of Interior and Local Government is widely regarded as nothing short of brilliant.

The youngest official in 1988 when he won as mayor of Naga, the recipient of the Ramon Magsaysay Award, is reported to have visited Aquino at the latter’s residence on Times Street in Quezon City. When he emerged, six hours later, he stayed unobtrusively behind P-Noy who declared that he is considering Robredo to be DILG Secretary.

According to Aquino, in Naga where Robredo has been mayor for nine years, “they do not talk of theories, they talk of actual accomplishments.” And accomplishments Robredo has plenty of.

With this, pressure is now on P-Noy to come up with other appointees who will be in the same mold of Robredo. This early, however, if one looks at the pieces reportedly being stroked, Jojo Ochoa and Jesse Robredo may be more the exception than the rule. It is hoped that reports in media about those being considered for Tourism secretary and the Bureau of Customs are merely products of wishful thinking or maneuvering by groups or individuals whose background or record may not jive with, or fall woefully short of, Aquino’s — and the public’s — expectations.

One appears to be highly principled, but to the point that he strikes many as being holier than thou, judging from his statements in his regular column in a broadsheet. At the same time, it will be recalled that a couple of years back, he made a public declaration of his giving up on this country and was, therefore, moving his family to Australia where he set up residence. However, he kept returning to our shores for opportunities that were probably not available to him there.

Then there is another ghost from the Custom’s past who also worked hard for P-noy’s campaign. If media items about him are to be believed, he is a shoo-in for the post. The problem in his case, according to Customs stakeholders, is that this person never really left the BoC as he continues to do business with the agency, and he reportedly has an insider who is on top of the information systems and technology group... a clear case of conflict of interest if he bags his old position once again.

Both figures have labored to put the present dispensation in place, for which they should be thanked. Rewarded? That they have been instrumental in helping P-Noy get to where he is should be the reward. They should now step aside and either bow out in favor of more deserving candidates or wait in silence until the incoming President announces his choice, hopefully using the purported nominee for the DILG post as the standard.

Deca Wakepark is a long way to go before it reaches the status of CWC. However, what I foresee as a threat to CWC is the wakeboard park planned to be put up by Ayala at its Nuvali project in Sta. Rosa. You know how Ayala works, it will be something that people will look forward to. But if Ayala pushes with its announced investment in CWC, then CWC will continue to lord it over the rest.

I just googled Nuvali and was very impressed with its overall masterplan and site development as it is positioning itself as the country’s first fully sustainable large-scale development—a 1,700-hectare mixed-use eco-community committed to nurturing an environmentally, economically and socially healthy, thriving community of the future. Nuvali also brings in more open space, recreational facilities, tree-lined walking and biking trails, and areas for congregation. Key support facilities such as post office, police station, church, hospital, school, retail/commercial establishment are to be incorporated also in the masterplan.

Also located across its Lakeside Evozone, is the future Central Business District and is to be developed by Ayala which has done a very efficient development of the Makati Central Business District.

Taking into account Ayala's vision to be on top always, I am also seeing the Nuvali wakeboard park development as a real threat to CWC. A company owned by the Villafuertes is going to lease and develop this 8-hectare wakeboard park in Nuvali but I believe this has a complementary clause to it as Ayala should also be compelled to put up an investment at CWC to make this a win-win scenario for Ayala Corp & CamSur (although this can prove to be a very profitable venture for the Villafuerte company). A CWC with an Ayala investment will excite visitors alike and its proximity to other Bicol wonders like Caramoan, Mayon Volcano, Calaguas island will prove to be one BIG advantage kaya I am seeing CWC as still the undisputed water entertainment center in Asia :)

Imperial is one of the most prominent Funeral Service that we have here in Naga and in my observation wala pang iba na nakakatapat sa service ninda. Kaya I guess, investors such as St. Peter's and Eternal Gardens myt have considered that.


According to a full page ad at the Philippine Star yesterday, St Peter's has opend its biggest and most modern funeral services and chapel in the Bicol region yesterday in Naga City.

Found this article published in PDI with regards to the Nuvali Water sports facility. The Villafuertes are really going to use their expertise & experience in replicating the success of its CWC to Laguna. It is good to know that Gov Lray has development plans for CWC as the facility will be directly competing with its Nuvali clone for the same market once the latter opens by the end of the year. I believe naman that with the superb facilities in CWC and with other attractions to be developed in the area, maski dakulon pang magsulputan na ibang facilities ay iyo pa man ini giraray ang dudumugon kang mga tawo :)

WAKEBOARDING and wakeskating enthusiasts from Metro Manila may soon enjoy their favorite water sport every day, if they’re inclined to, without having to fly to Camarines Sur.

The same group of investors behind the success of CamSur Watersports Complex, which included a company owned by Lara Villafuerte (wife of CamSur Gov. El-Ray Villafuerte) along with some partners, had signed a lease agreement with the Ayalas on an eight-hectare site in sprawling Nuvali, a mixed-use eco-development spanning Sta. Rosa and Calamba in Laguna.

A large man-made lake will soon be built in Nuvali, replicating the water sports complex facility that had catapulted CamSur into a tourism hotspot. The investor group is now securing government permits and drawing up a master plan for the complex, which is targeted for soft opening by the end of the year.

The forthcoming water sports complex in Nuvali, which is being groomed to be an outdoor destination especially for young people, is seen to complement Nuvali’s existing sanctuary for endemic birds, as well as a 50-kilometer mountain bike trail and hotels which, among others, will soon rise in the 1,840-hectare development.Doris C. This will not be a threat to CWC, IMO... Why would Lray's wife commit on this if this would affect the popularity of CWC...? CamSUr has more to offer than Laguna... Caramoan is one of them and CWC may serve as a jump off point to other places of CamSur and Bicol.

Drivers should make a 5 second full stop (with or without pedestrian crossing) before a pedestrian lane to ensure that no one gets hurt.

IMO Sunday "No Vehicle Day" is feasible.

The traffic re-routing yesterday was effective. A throng of people seem to enjoy the traffic-free street along downtown Naga.

It's kinda like Disneyland.

I lot of Disney parks have opened worldwide. It started in California, then they opened in Florida, Japan, Paris and lately Hong Kong.

Interestingly, I've been to all these parks but nothing beats the original.

Anaheim Disneyland is old and not a glossy as the new ones- but it's a classic. You have not been to the real one if you have not been to the one that started it.

That's the status of CWC in the Philippines and maybe in Asia.

Jesse M. Robredo is the current Mayor of the City of Naga of Bicol. He is the first Filipino Mayor to receive the Ramon Magsaysay Award for Government Service in 2000.

Early Life

Jesse Manalastas Robredo is a second-generation Chinese Filipino, born in Naga City on 27 May 1958, he is the third of five children, two sons and three daughters, of Jose Chan Robredo, Sr. and Marcelina Manalastas.

His paternal grandfather was a full-blooded Chinese named Lim Pay Co who arrived in the Philippines at the turn of the twentieth century. Chinese immigrants who became Christians, it was the custom to adopt the name of their godparents at baptism and Lim Pay Co chose the name of the priest who baptized him; thus, Juan Lim Robredo. Jesse's father acquired the middle name Chan from his mother; it was her maiden surname.

Education

He began his formal education at Naga Parochial School, a private Catholic school, where Jesse started to hone his talent and love for chess. Naga Parochial School was known and had established a record for winning Bicol's annual province-wide chess tournament and Jesse's brother had been among its champion competitors. However, when his turn came to represent his school, Jesse garnered only second place.

In 1970, Jesse entered high school at Ateneo de Naga, the only Catholic high school for boys in the city, it is run by the Society of Jesus and is therefore highly regarded for its emphasis on personal discipline and academic excellence. In September 1972, when Jesse was in the middle of high school, Marcos declared Martial Law. The institution and its administration immediately called for an assembly and warned its students against getting involved in anti-government activities and efforts that this may result to the school's exposure to the risk of closure.

Jesse obtained his undergraduate degrees in Industrial Management Engineering and Mechanical Engineering at the De La Salle University. He was an Edward Mason Fellow and a graduate of Masters in Public Administration at John F. Kennedy School of Government, Harvard University in Cambridge, Massachusetts, in 1999. In 1985, he finished Masters in Business Administration at the University of the Philippines in Diliman as a scholar and was named the Graduate School and Faculty Organization awardee for scholarly excellence.

Career

In 1980, prior to becoming a public servant, Jesse had his first assignment at San Miguel in the Physical Distribution Technical Services department of the General Services Division. Within six months he had hurdled two of the three levels in the division and was then sent to the finance division for another six months. When his immediate superior was moved to Magnolia, the ice cream division of San Miguel, he was invited to come along. He was assigned to logistics planning and concurrently functioned as staff assistant to the physical distribution director.

Coming home to Naga City in 1986, he was hailed Program Director of the Bicol River Basin Development Program, an agency tasked to undertake integrated area development planning in the region's three provinces.

In 1988, he was elected mayor of Naga City, making him the youngest City Mayor of the Philippines at age 29. He was able to transform the city from being dull and lethargic to being one of the "Most Improved Cities in Asia", as cited by Asiaweek Magazine in 1999.

Because of his effective leadership, he was elected President of the League of Cities of the Philippines (the national association of city mayors) in 1995. Since 1995, he also chairs the Metro Naga Development Council. He was also elected Chairman of the Regional Development Council (regional planning and coordinative body of Bicol's six provinces and seven cities) from 1992 to 1998. He is also a member of the Liberal Party of the Philippines.

Awards and Recognitions

In recognition of his outstanding performance in public service, he received 14 major individual awards which includes, the 2000 Ramon Magsaysay Award for Government Service, 1998 Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines, 1996 Outstanding Young Persons of the World (TOYP) Award, 1990 The Outstanding Young Men of the Philippines (TOYM), and the first ever “Dangal ng Bayan ” Award of the Civil Service Commission. Recently, in March 2008, he was conferred an honorary Doctor of Humanities degree by the Far Eastern University in Manila.

He is a trustee of Synergeia Foundation Inc., a coalition of individuals, institutions, and organizations that works together to improve the quality of basic education in the Philippines. It collaborates with local governments, the Department of Education, socio-civic groups, schools, teachers, parents and students to implement systemic programs that will improve the processes, systems and structures of learning and teaching.

Jesse Robredo, together with Isabela Governor Grace Padaca, Pampanga Governor Ed Panlilio spearheaded the Kaya Natin! movement. It started through a meeting facilitated by the Ateneo de Manila University - School of Government on June 2008 and has been regarded as a national movement that seeks to bring genuine change and ethical leadership in the Philippines.

National Nutrition Council names outstanding barangay scholar in Naga City
NAGA CITY, June 16 (PNA) -- The nutrition program and other related services in the barangays of the city government here is remarkably better than other approaches being implemented by other local government units (LGUs) in the Bicol Region.

Marilou P. Cañete of Barangay Concepcion Grande, who got a rating of 96.45 percent topped the evaluation conducted by the Regional Evaluation Team of the National Nutrition Council (NNC) recently, this year.

Named 2009 Regional Outstanding Barangay Scholar, she was cited for “her hard work and commitment to serve” her barangay in the effective implementation of the city’s nutrition program.

The award was given after an intensive evaluation that lasted for 10 days by the Regional Evaluation Team of the National Nutrition Council (NNC) this year.

Nutrition Program Coordinator Arlene R. Reario said the evaluation results were reviewed and approved by the interagency NNC Technical Working Group.

The regional search was participated in by 12 provincial and city outstanding BNS contenders which include Jimnah Llagas of Barangay Sagrada, Iriga City, second place with her 92.55% rating; and Erma Dacuya of Barangay Oras, Tabaco City, third place, with 92.05% rating.

NNC is the highest policy-making/coordinating body on nutrition in the country. It has a governing board composed of 10 government agencies and three representatives from the private sector who are appointed by the President.

“She ensures an efficient delivery of nutrition and other related services,” Reario said of Cañete in her letter to Naga City Mayor Jesse M. Robredo.

The NNC in the Bicol Region also thanked Mayor Robredo for his “continuing support to the Philippine Plan of Action for Nutrition (PPAN).”

The Philippine Plan of Action for Nutrition is the country's blueprint for achieving nutritional adequacy for all Filipinos. The implementation of the PPAN is being coordinated by the NNC, in collaboration with the local government units, NGOs, the business sector, the international community and the local community.

The city’s programs on PPAN are being undertaken by the Population and Nutrition Office here, headed by Teresita A. Del Castillo, which also assists the city’s 27 barangays in the implementation of their respective nutrition programs.

In a related development, the city’s nutrition office is now laying down a number of activities highlighting this year’s celebration of the nutrition month in July.

Other than a parade, the office is also planning to conduct a search for healthy baby, poster-making contest and a lecture/seminar on different programs on proper nutrition.

At present, the nutrition office is consistently pursuing the year-round Nutri-Ataman project which was started in 1988.

The project aims to rehabilitate the severely malnourished preschoolers, ensure virtual elimination of their micro-nutrient deficiencies, prevent infection and common illnesses and increase the daily intake of calories and protein foods.

Goodbye summer, hello rainy days.

With an exciting array of exhibition moves from pro wake boarders and numerous celebrities having a good time at the beach, the 2nd Lago del Rey Summer Aquafest recently bade summer a fitting farewell to welcome the onset of the rainy season.

The Camsur Watersports Complex (CWC) has been picking up prominence in terms of tourism and last year became the most visited destination for both local and foreign tourists. Its Summer Aquafest has become the culmination of what’s best about the province of Camarines Sur.

“The Lago del Rey Summer Aquafest has become a much-anticipated summer event among our celebrity and media friends. So this year, we have made it even more fun, bold, and daring with the lineup of exciting land and water-based competitions. Of course, all these were enjoyed by our guests at the breathtaking Lago del Rey, which is fast-becoming a water sports haven among local and foreign watersports enthusiasts,” said Camarines Sur Gov. LRay Villafuerte.

Definitely Kaogma!

This year’s summer Aquafest coincided with the Kaogma Festival which is celebrated from May 20-28. The Kaogma is a fusion of local culture and various entertainments. Kaogma means happiness and is an appropriate name for the festival especially with the number of festive activities for the week-long celebration.

Included in the activities for the Kaogma Festival was the highly anticipated national cycling competition called Tour of Cam Sur. There was also a 4x4 off-road challenge, motocross competition, lawn tennis tournament, skydiving exhibitions as well as wakeboarding and waterskiing tournaments.

Celebrities under the sun

Serving as the highlight of the 2nd Aquafest are the celebrities taking on the challenges at Lago del Rey. Among the female celebrities who took time out to enjoy a weekend of water fun were Precious Lara Quigaman, Michelle Madrigal, Dyan Castillejo, Ginger Conejero, Isabelle Daza, LJ Moreno, Reema Chanco, Carla Humphries, Rochelle Barrameda, Justine Ferrer, Rich Asuncion, and Alicia Mayer. While celebrity hunks Marc Nelson, Paolo Paraiso, Marco Alcaraz, Jeremy Marquez, JM Rodriguez, Jimwell Stevens, Bobby Yan, Jon Hall, Antonio Aquitania, Ernie Lopez, and VJ Alvin Pulga made their mark in the water games.

The celebrities enjoyed the “survivor” concept of the games that featured the original Survivor France series that was filmed in Caramoan two years ago. Celebrities played land-based physical competitions as well as water games which showcased the player’s stamina and endurance for water sports using inflatable materials.

World-class wake boarding

The celebrity games were held in the 18-hectare manmade lake named Lago del Ray. The lake is right across the fabulous wakeboard park which is now known all over the world.

Governor Villafuerte said: “We have the biggest cable park in the world. Some might say otherwise but it’s the international wake boarders themselves, those from Europe and America, who tell us that we are definitely the biggest and most enjoyable cable park in the world.”

Now only on its third year, the CWC has been receiving an influx of tourists eager to try out the world-class cable park. The world’s top ranking wake boarders from Europe, North America, and Asia have been coming back and forth to the six-hectare cable park. As a result, Camarines Sur has surpassed Cebu as the number one foreign tourist drawer based on the records from the Department of Tourism.

The CWC hosted the World Wakeboarding Championships in 2008 and 2009. The pride of Cam Sur was an easy choice for event organizers for its top-of-the-line technology and obstacles that allow for amazing jumps and tricks from participants.

The premier sports adventure destination

“We have become the premier adventure sports destination. Tourists will usually go to Cebu or Boracay to party, but here, we provide something different, something extreme. Tourists come here to enjoy the thrill of wakeboarding,” said Villafuerte.

He also elaborated on the success of the Cable park saying: “Last year we had more than a million visitors and we want to maintain and stabilize that number. Through events such as the Celebrity Aquafest and further developments, we can assure sustainability for the number of tourists coming into the province.”

Aside from the monthly events at the cable park, tourists have also discovered a new destination within the province that entices them even more to come back to Camarines Sur.

“Before, no one would accept our invites to visit our province, but now everyone is interested to see the events and check out what’s new in CWC. Aside from wakeboarding, tourists have also become very interested in Caramoan Island because of the international attention it has been getting. The island is now home to more than two international Survivor TV shows and everyone wants to see the now famous island,” elaborated Villafuerte.

“We consider ourselves very lucky, not only for the attractions that are embraced by tourists but also for the kind of weather which allows us to hold events for the whole year. In return we want to continue giving the best to our tourists through exciting events such as the Summer Aquafest and promise to become bigger and better each year,” Villafuerte promised.
