Milo Marathon enjoins participants to run for cause

MANILA, Philippines – Organizers of the National MILO Marathon, now on its 34th year, is calling on runners not just to participate in its races beginning July but to do their part in helping the less fortunate as well.

For this year’s Milo Marathon, a portion of the registration fee of every participant will be allotted to its advocacy of providing underprivileged children with running shoes.

This advocacy stemmed from the Milo Marathon team’s observation that a good number of participants who joined previous races were students who did not wear shoes.

Some of the students even won the competition despite not having the proper running shoes.

The money collected from all the runners will be used to purchase running shoes that will be donated to different public schools in areas where the Milo Marathon will take place. The schools will be selected by the Department of Education.

Milo pointed out that they will not just be giving children running shoes for the marathon.

“We’re giving them something that they can wear to school, for sports and other activities. It’s definitely a step to help them reach their true potential and be the best that they can be,” MILO said on a statement. (www.nestle.com.ph/milo/news_championing.html)

The 34th year National MILO Marathon will kick off on July 4 in Manila.

The other elimination races will be held in Dagupan City (July 11), Baguio City (July 18), General Santos City (July 25), Davao City (August 29), Cebu City (September 5), Tagbilaran City (September 12), Dumaguete City (September 19), Iloilo City (September 26), Naga City (October 3), San Pablo City (October 10), Batangas City (October 17), Puerto Princesa (October 31), Tarlac City (November 7), Olongapo City (November 14), Butuan City (November 21) and Cagayan de Oro City (November 28).

Military completes 138 infra projects
Military authorities reported on Saturday the completion of 138 various infrastructure projects under the Kalayaan sa Barangay Program (KBP) with a total cost of P175 million in eight municipalities of Camarines Sur.

Maj. Harold Cabunoc, 9th Infantry Division (9 ID) spokesman, said the projects, completed by Philippine Army engineers, were turned-over to local government officials of Camarines Sur during a simple turn-over rites held at the provincial capitol.

“Our 51st Engineering Brigade has completed various projects including 28 school buildings, 31 water systems, 20 health centers and 41 farm-to-market roads, which were implemented in eight different municipalities in Camsur province” said Cabunoc.

Cabunoc said that one of the village officials, Jinet Delgado of Barangay Palsong in Bula town who came to witness the turn-over ceremony, thanked the soldiers who came to help construct additional classrooms in her village.

“I could not contain my happiness for the help extended to us by the Philippine Army. In the past, some of our school children were having classes under the shades of the trees, due to over-population in our public schools,” Cabunoc quoted Delgado as saying. Goodbye summer, hello rainy days.

With an exciting array of exhibition moves from pro wake boarders and numerous celebrities having a good time at the beach, the 2nd Lago del Rey Summer Aquafest recently bade summer a fitting farewell to welcome the onset of the rainy season.

The Camsur Watersports Complex (CWC) has been picking up prominence in terms of tourism and last year became the most visited destination for both local and foreign tourists. Its Summer Aquafest has become the culmination of what’s best about the province of Camarines Sur.

“The Lago del Rey Summer Aquafest has become a much-anticipated summer event among our celebrity and media friends. So this year, we have made it even more fun, bold, and daring with the lineup of exciting land and water-based competitions. Of course, all these were enjoyed by our guests at the breathtaking Lago del Rey, which is fast-becoming a water sports haven among local and foreign watersports enthusiasts,” said Camarines Sur Gov. LRay Villafuerte.

Definitely Kaogma!

This year’s summer Aquafest coincided with the Kaogma Festival which is celebrated from May 20-28. The Kaogma is a fusion of local culture and various entertainments. Kaogma means happiness and is an appropriate name for the festival especially with the number of festive activities for the week-long celebration.

Included in the activities for the Kaogma Festival was the highly anticipated national cycling competition called Tour of Cam Sur. There was also a 4x4 off-road challenge, motocross competition, lawn tennis tournament, skydiving exhibitions as well as wakeboarding and waterskiing tournaments.

Celebrities under the sun

Serving as the highlight of the 2nd Aquafest are the celebrities taking on the challenges at Lago del Rey. Among the female celebrities who took time out to enjoy a weekend of water fun were Precious Lara Quigaman, Michelle Madrigal, Dyan Castillejo, Ginger Conejero, Isabelle Daza, LJ Moreno, Reema Chanco, Carla Humphries, Rochelle Barrameda, Justine Ferrer, Rich Asuncion, and Alicia Mayer. While celebrity hunks Marc Nelson, Paolo Paraiso, Marco Alcaraz, Jeremy Marquez, JM Rodriguez, Jimwell Stevens, Bobby Yan, Jon Hall, Antonio Aquitania, Ernie Lopez, and VJ Alvin Pulga made their mark in the water games.

The celebrities enjoyed the “survivor” concept of the games that featured the original Survivor France series that was filmed in Caramoan two years ago. Celebrities played land-based physical competitions as well as water games which showcased the player’s stamina and endurance for water sports using inflatable materials.

World-class wake boarding

The celebrity games were held in the 18-hectare manmade lake named Lago del Ray. The lake is right across the fabulous wakeboard park which is now known all over the world.

Governor Villafuerte said: “We have the biggest cable park in the world. Some might say otherwise but it’s the international wake boarders themselves, those from Europe and America, who tell us that we are definitely the biggest and most enjoyable cable park in the world.”

Now only on its third year, the CWC has been receiving an influx of tourists eager to try out the world-class cable park. The world’s top ranking wake boarders from Europe, North America, and Asia have been coming back and forth to the six-hectare cable park. As a result, Camarines Sur has surpassed Cebu as the number one foreign tourist drawer based on the records from the Department of Tourism.

The CWC hosted the World Wakeboarding Championships in 2008 and 2009. The pride of Cam Sur was an easy choice for event organizers for its top-of-the-line technology and obstacles that allow for amazing jumps and tricks from participants.

The premier sports adventure destination

“We have become the premier adventure sports destination. Tourists will usually go to Cebu or Boracay to party, but here, we provide something different, something extreme. Tourists come here to enjoy the thrill of wakeboarding,” said Villafuerte.

He also elaborated on the success of the Cable park saying: “Last year we had more than a million visitors and we want to maintain and stabilize that number. Through events such as the Celebrity Aquafest and further developments, we can assure sustainability for the number of tourists coming into the province.”

Aside from the monthly events at the cable park, tourists have also discovered a new destination within the province that entices them even more to come back to Camarines Sur.

“Before, no one would accept our invites to visit our province, but now everyone is interested to see the events and check out what’s new in CWC. Aside from wakeboarding, tourists have also become very interested in Caramoan Island because of the international attention it has been getting. The island is now home to more than two international Survivor TV shows and everyone wants to see the now famous island,” elaborated Villafuerte.

“We consider ourselves very lucky, not only for the attractions that are embraced by tourists but also for the kind of weather which allows us to hold events for the whole year. Governor Luis Ray "LRay" Villafuerte has a different approach in promoting his province. He doesn't want Camarines Sur—the largest of the six provinces in the Bicol Region—to be just like any other place in the Philippines, where tourists are treated to street dances, food festivals, and other cultural presentations. He would like to market CamSur as the destination for the adventurer, for the "extreme sports" lover.

"Sports tourism is what we'd like to promote here in Camarines Sur," the 41-year-old governor said during the press conference held yesterday, May 27, at the Villa Function Room of the Camsur Watersports Complex (CWC) located within the Provincial Capitol Complex in Cadlan, Pili, Camarines Sur.

"We'd like to be known as the sports and adventure destination in the Philippines. Where people can enjoy Camarines Sur engaging in sports and adventure activities like wakeboarding, 4x4 off-road driving, motocross and mountain bike riding competitions," Gov. Villafuerte enthused.

This year's Kaogma Festival, the annual week-long celebration of the foundation day of Camarines Sur (May 29, 1569), coincides with the 5th Philippine Wakeboard Nationals competition and the Lago del Rey Summer Aquafest. The wakeboard nationals has been drawing cable-pulled wakeboarding enthusiasts from all parts of the globe for five years now, while the Aquafest is an event the young governor started only last year for his friends in showbiz and the press.

"This year, we were supposed to hold the event last February, just like last year. But you know, we had the elections and we are only holding the event just now. But nevertheless, the celebrities have confirmed, thanks to Marilen Nuñez (of Len Plus Inc.), and are ready to take on the Survivor challenges," Gov. LRay said.

The Aquafest was supposed to happen in Caramoan, a municipality in the Caramoan Peninsula, west of Camarines Sur. But currently, there are three international Survivor shows filming in different locations in Caramoan.

"Camarines Sur is known for the various Survivor international series being filmed in Caramoan, and the past series were Survivor France, Israel, Serbia and Turkey. Right now, there are three countries filming in Caramoan... In fact, nag-aagawan sila. Dati kasi, one country per season." But Gov. LRay was not at liberty to disclose the names of the country.

"My commitment to Aquafest is to make it a different experience every year for the participants. And this year, it's gonna be a Survivor theme. While the international participants of the actual Survivor are competing in Caramoan against each other, tayo, we are here just to experience Camsur and have fun."

$50,000 up for grabs in Camsur 42K race
CAMARINES Sur will host another big event, the Camsur Marathon on Sept. 26 around the world-class Camsun Watersports Complex, to further showcase its billing as one of the more prominent sports tourism destinations in the country.

A total cash pot of $50,000, one of the biggest in local marathon history, will be up for grabs in the 42K event that organizers hope would soon rank alongside prestigious races such as the New York and Boston Marathons. Also to be held are 21K, 10K, 5K and 3K side events.

Gov. Luis Raymund Villafuerte Jr., who presided over the launching of the event yesterday at the Dusit Hotel in Makati, said the marathon is intended to spotlight the province’s attractions for local and foreign tourists alike and enhance the country’s image as a sports tourism destination.

The world-class CWC has, in the past, hosted several big international sporting events like the Ironman 70.3, World and Asian Wakeboard Championships, and the International Dragonboat Festival. The Caramoan islands of the province have also hosted the Survivor reality shows of France, Bulgaria, Serbia, Israel, Turkey, and Sweden.

The race, backed by the Department of Tourism and Summit Water, is part of Camarines Sur’s efforts to contribute to nation-building and will benefit Gawad Kalinga, the National Kidney Transplant Institution and the KIDS Foundation.

"With sports tourism, we can rise," Villafuerte stressed, adding the marathon course, set on a fast and flat course spanning the CWC Complex, will feature the mountains and greenery of Camarines Sur.

As of yesterday, at least 10 elite runners have confirmed their participation, mostly Kenyans and Ethiopians, as well as celebrities and weekend warriors.

Race director Rio dela cruz, who designed the course that he described as comparable to international standards, said the marathon "is sure to be a race worthy of international stature."

"After close to a year of preparations, our dream of organizing a bona fide international marathon in the Philippines has finally materialized," said Dela Cruz.

Carrying the theme "Race to Rebuild the Nation," the event will also feature the Bayanihan Run in which teams of 15 persons each will race with a pledge to raise funds to build and improve Gawad Kalinga housing communities around the country.

Villafuerte said the success of the international events held in the past has helped Camarines Sur rebound from being the 39th poorest province in the country in the past to being in the top 10 of the richest provinces nationwide.http://www.malaya.com.ph/06172010/sports3.html

Miss Iriga is ex-‘Pinoy Big Brother’ housemate
LINDA S. Backlund wasn’t lucky when she joined Pinoy Big Brother Teen Edition in the past. She opted to offer herself to Kuya to forcibly evict her in exchange for a chance to visit her father in Norway who came to the Philippines for a short time but couldn’t stay longer.

Linda is back in her hometown in Iriga City, the second biggest city in the province of Camarines Sur (the other one is Naga City), the place where the country’s only superstar, Nora Aunor (nee Nora Cabaltera Villamayor) came from.

Friday last week, Linda bested 23 other candidates for the annual Miss Iriga contest. She was speechless when she got the crown from last year’s winner and the P100 thousand cash prize from Iriga Mayor Madelaine Alfelor-Gazmen.

Two other pretty Bicolanas won separate titles. Princess D. Armillos went home as Miss Rinconada, and Casy Anne E. Austria as Miss Tourism Bicol. Nikki Charmaine B. Alfelor and Micca Jane V. Binas joined the three winners as first and second runners-up respectively.

The pageant was held at the multi-purpose hall beside the old City Hall. It was a big event for many Iriguenos who cheered for their choices as the candidates paraded on the stage wearing identical cocktail dresses, casual outfits, and formal evening gowns.

Miss Iriga pageant had all the trappings of a beauty pageant, except that it had no swimsuit competition. Said Douglas Nierras, who chaired the panel of judges, “No, Mayora doesn’t like that (the swimsuit component) because she wanted to instill among the contestants and the Iriguenos their self esteem and pride that they are from this place.”

Mayor Alfelor-Gazmen told us after the event that the pageant nearly died when she came in as the chief executive of the city four years ago. A mass communication major at the University of the Philippines’ College of Mass Communication whose family runs the city’s biggest learning institution, the University of North Eastern Philippines (UNEP), she immediately brought the pageant back as one of the city’s major events annually.

The theme of last week’s pageant was patriotism and heroism. Well, it might have been too onerous for the candidates to think of answers thrown at them by the members of board of judges at the preliminaries and during the finals later. But the girls, as Nierras said, tried very hard to keep their minds to the questions even if they had already a set that they probably memorized (as in all pageants) and thought that inserting them before and after their answer could give them added points.

Yet, it was a worthwhile exercise for a city trying to emerge from shadows of Naga City and now Pili, the capital town, as the leading destinations in the Camarines provinces.

Arabs offered to 'buy' Venus Raj for $60,000, says mom
MANILA, Philippines – The mom of 2010 Binibining Pilipinas-Universe Maria Venus Raj disclosed that Arab nationals had offered to buy her daughter for $60,000 when she was still an infant.

In an exclusive interview with ABS-CBN News, Aster Bayonito recalled that she was still working in Qatar when the offer was made. Bayonito said she turned it down.

“Inalok ako. Sabi nila bibilhin namin mga $60,000 ‘yong anak mo. Sabi ko, ‘Ang $60,000 makukuha din ‘yon ng anak ko kung dito siya sa akin. Pag-aaralin ko siya kahit kami mahirap lamang,” she said.

The Filipino-Indian beauty lived a very simple and quiet life in Bato, Camarines Sur before she joined the glamorous world of beauty pageants.

Eventually, Bayonito said her family was able to hurdle all the hardships, and she is proud that her daughter achieved her dreams through perseverance.

From international competitions such as Ironman 70.3, World Wakeboard Championships, Asian Wakeboard Championships, and the International Dragon Boat Festival, the local government of CamSur created its own competition dubbed as CamSur Marathon 2010 "Race to Rebuild the Nation," which aims to be an annual popular running event in Asia in the future.

"A lot of you had been in CamSur for the past two year but there's still a lot to experience what's happening in CamSur," said Gov. Villafuerte to the guests who attended the media conference yesterday, June 16, at Dusit Thani Hotel in Makati City.

In his speech, Gov. LRay cited the importance of sports tourism in the growth of his province.

"Because of tourism, CamSur has been transformed," he stated. "From one of the poorest province in the country to now becoming the 10th richest in income as of two years ago. A province known for devastation, typhoons, and tragedies; now, when you talk about CamSur, you talk about sports, Iron Man, marathons, everything positive. I always say that when you Google something before in the Internet, you always read about negative things. Now, mostly positive."

The local leader also mentioned that this effort is not only to uplift CamSur but the whole Bicol region as well.

Gov. LRay said, "I'm advocating sports tourism not just to promote CamSur but also to create awareness in the Bicol region, to inspire people that because of sports tourism, we can rise from being poor to rich."

Although this is the first major marathon that carries the name of CamSur, Gov. Villafuerte keeps a positive outlook that it will be one of the big sports events in Asia.

He declared, "Our goal for the CamSur Marathon is to be the Boston Marathon or the New York Marathon in the next few years. You know, there might be skeptics here. But I think, you know, believe it and it will happen. What we did in CamSur, no one's expected. Soon, CamSur marathon will be the biggest in Asia and will be the elite running event in Asia. With all your support, I assure you that we will continue doing this in the next few years."

With 3K, 5K, 10K, 21K and 42K runs, the marathon is intended to mainly benefit Gawad Kalinga, a nation-building organization that aims to empower poverty-stricken Filipinos through dignity restoration and values transformation. This marathon is also for the benefit of the Organ Donor Card awareness drive and K.I.D.S. Foundation.

CELEBRITIES JOIN CAMSUR MARATHON. At the press conference, some celebrities already expressed their support for the upcoming sports event in CamSur.

Among those who attended were actress Iza Calzado, socialite Tessa Prieto-Valdes, Sports Unlimited hosts Dyan Castillejo and Marc Nelson, running coach Rio dela Cruz, former actress and model Tweetie de Leon, and Senator Pia Cayetano. Award-winning actress Dawn Zulueta also graced the event to represent the Organ Donor Card.

Other local stars who are expected to join this marathon are Derek Ramsay, Drew Arellano, and celebrity couple Aubrey Miles and Troy Montero. Some of the world's best runners are also said to be joining the first CamSur Marathon.

When Sen. Pia Cayetano was called on stage, she encouraged everyone in the room to join the event and keep a healthy lifestyle.

"My work in the Senate is almost useless if people do not go out and take care of their own health. We can pass legislations that lowers the price of medicines, create better hospitals, create a very active doctors in this country or nurses with better pay—all these I have done, and yet if people will not take time to take care of their own health, take time to keep well, take time to exercise...," said the lady senator.

Aside from the five categories, the event will also have a Gawad Kalinga "Bayanihan Run" category. Here, participating groups will race as a team of 15 and pledge to raise funds to build GK communities for the poorest of the poor, with at least minimum of one house to building an entire Legacy Village for a period of three months from June 24 to September 24.

San Pascual, Masbate (PND) -- President Gloria Macapagal Arroyo will inaugurate a new strategically-located RoRo (roll-on-roll-off) port in Bicol when she visits this town for the first time on Thursday (May 27).

The P46.3 million RoRo port here, conceptualized as a “bridge between Luzon and the Visayas,” was completed last year but blessing and inauguration will be held when the President sets foot in this remote town on Thursday.

President Arroyo will be the second president to visit this town, after her father President Diosdado Macapagal, who was here on December 28, 1962.

The port project was supervised by the Philippine Ports Authority under the Strong Republic Nautical Highway program of the President.

San Pascual, is bordered by Camarines Sur in the north, Albay in the east, Bundok Peninsula of Quezon in northwest, and Sibuyan Island of Romblon and Ticao Island of Masbate in the south.

This town, a 3rd class municipality with an income of P63.7 million in 2009, produces copra, cattle, hogs, goats and fish products. The town is located at the northernmost tip of Burias Island, one of the islands that make up Masbate province. It is has 22 barangays with a population of 41,736.

"We are very happy that the President will visit us even if we are just a small municipality in this island of Masbate," San Pascual Mayor Zacarina Lazaro said.

The new port can accommodate bigger cargo and passenger vessels passing through routes to and from Quezon, Masbate, Romblon, Cebu and Davao.

The upgraded port facilities include a (9m x 11m) RoRo ramp, (6m x 7m) trestle deck and two (2) sets of 9-pile breasting dolphin. The port also is a safe docking port for cargo vessels during tropical storms.

With this port's strategic position, Lazaro said trade and commerce in and around the province will be significantly enhanced, with the benefits seen to trickle down directly to the municipality and its people.

"It opens bigger trade market for us as we can now easily bring our products to Camarines Sur, Quezon, Romblon, Cebu, General Santos in Davao and some other provinces in Visayas and Mindanao'" Lazaro said.

At nung nga ako ay naging pangulo at yung potensyal ng PDA. Naalala ko ang kalsadang ito na ininaugurate natin ngayon yan ay merong pautang sana nung hindi pa ako nakaupo kaya lang ang problema yung mga nakaraan pag utang akala nila hindi na kailangan ilagay sa budget pero kailangan pa rin. Kasi ang prinsipyo ng budget doon kung halimbawa one trillion ang budget eh ang pera natin ay P700 billion lamang, P300 billion ay pautang pero kailangan nasa budget pa rin. Kaya dahil ako ay ekonomista nung ako’y umupo bilang pangulo, alam ko yun, na kahit na utang hindi yun over and above the budget kailangan bahagi ng budget, kailangan isama sa budget. Kaya sinama natin ito itong Sagñay-Tiwi Roaddoon sa budget kaya meron kayong kalsada ngayon.

At isang importanteng dahilan din kung bakit importante itong kalsadang ito ay bahagi doon sa tinatawag kong programa ng Super Regions. Yung Super Regions po ay kasi meron tayong 16 regions sa ating bansa pero kung tutuusin mo meron tayong mga limang Super Region na may sariling likas na katangian para yun ang magiging panggagalingan ng kaunlaran. At ang Bicol ay sinasama natin sa Central Philippines Super Region dahil ang kinabukasan ninyo ay ang turismo. Ang gaganda ng inyong mga baybay meron kayong Atulayan dito eh nung araw pa nung anak ko ay estudyante sa Ateneo de Naga pinupuntahan na nila yun. So ibig sabihin wala pang advertisement dinadayo na lalo na kung ituloy sana yung tinatawag nating Super Region para sa ganun yang Atulayan ay maging sanhi ng kaunlaran ng Sagñay at ibang bahagi ng Southern Partido District. Kaya importante itong kalsada, itong kalsadang ay patungo doon sa Atulayan.

Ngayon po importante rin na kung meron tayong economic activity gaya ng turismo kailangan din naman merong mga serbisyo para sa pinakamahihirap. At itong serbisyo na ginawa ng ating pamahalaan ay yung para sa kalusugan yung murang gamot. Nung hinahanda ko ang pagbisita ko dito nalaman ko na wala na pala kayong Botika ng Barangay dito pero meron dati tinayo ng Parish Pastoral Council pero ang nangyari ay nagkakulang ng pondo at dahil una hindi nakakuha ng lisensya sa Department of Health. Bakit hindi nakakuha ng lisensya sa Department of Health? Dahil kailangan para magkaroon ng parmasya dapat may pharmacist, eh wala palang pharmacist so hindi nabigyan ng lisensya. Kaya ngayon ang sabi ko eh kung wala sila ng Botika ng Barangay o Bayan na nagbebenta ng murang gamot maglagay tayo at nalaman nga yung mga problemang yun.

Kaya itong araw na ito pupuhunan natin muli ng panibago -- di ba, Espie itong Botika ng Barangay? -- at bibigyan ng pharmacist. Pero ang pharmacist ay hindi lamang para dito kasi siyempre naman hindi rin makakaya bayaran yung pharmacist baka malugi na naman kayo muli Father kaya ang pharmacist ay magpepwesto sa probinsya bayad ng national government pero nakaupo sa probinsya sa kapitolyo para lumibot sa mga bayan na walang pharmacist para magko-comply sa requirement na may pharmacist kayo.

So, yun sa ekonomiya yung kalsada. Sa pagkalinga yung parmasyang murang gamot.

Kanina sinabi ni Congressman Fuentebella, congratulations sa ating DPWH sa pamumuno ng inyong district engineer. ASAP eyes Cebu as future host of Ironman triathlon
Cebuanos may not have to wait long to witness an Ironman triathlon as the Advertising Services & Promotions (Asap) contemplates of bringing the grueling competition to Cebu.

“A lot of people from Manila have been asking us to hold an Ironman competition here because Cebu is more accessible than Camarines Sur,” said Perl Jacalan, Asap managing director.

Camarines Sur hosted the Philippines' first ironman triathlon dubbed Ironman 70.3 Philippines last year as part of the preliminary series towards the World Triathlon Championship (WTC) Games.

Aside from the locals, the event gathered more than 400 participants including triathletes coming from the USA, Australia, United Kingdom, Japan, New Zealand, Canada, China, Austria, Slovakia, Mexico, Belgium, Norway, Venezuela, South Africa, France, Sweden, Hong Kong, Singapore, Germany, Spain, Korea and Mongolia.

The triathlon is a relatively new sport which combines three disciplines—swimming, biking and running. It was made an Olympic sport in 2000 in Sydney, Australia.

The Ironman 70.3 or otherwise known as the Half Ironman is one of a series of middle-distance triathlon races organized by the WTC.

In a Half Ironman, a participant would have to swim 1.9 kilometers, bike for 90 kms and run for 113 kms. An Ironman Triathlon would have runners complete in a distance of 3.86km swim-180.25km bike and 42.195 km run.

This means then that the venue where an ironman would be held would have to be completely closed off from all kinds of traffic, which Camarines Sur was able to do.

Those who have broached the idea to Jacalan were of the opinion that Cebu has the facilities and the infrastructure to host an Ironman competition.

Holding an ironman here would eliminate a 10-hour bus ride that participants had to take to get to Camarines Sur. Having an international airport in proximity is an added plus.

Philippine triathlon record holder Noynoy Jopson and triathlon events organizer Oscar “Boying” Rodriguez agreed.

However, Jacalan said they have not yet sat down and make concrete plans because it would entail a lot of work and the full support of the local government.

Jopson said Cebu has always been shortlisted as a venue for an Ironman.

“We have a big advantage. Aside from an international airport, we have more accommodations as compared to Camarines Sur, wherein they had to limit the number of participants,” he said.

Jopson said he thinks Mactan Island is the best option where an ironman could be held because of its proximity to the airport and perhaps easier to close-off from traffic.

Rodriguez, on the other hand, thinks the best place to hold an Ironman is at the South Road Properties (SRP).

Coal mining attracts P810-M investment in 16 new projects
DAVAO CITY—Sixteen new projects were awarded to contractors of coal-mining projects in the 2009 Philippine Energy Contracting Round, leaving three more areas open for possible contract, the Department of Energy (DOE) disclosed.

The new contractors have made a total financial commitment of P810,599,950 to start their two-year exploration contract with the government, but which gave them two more years of additional exploration, said Energy UndersecretaryRamon Allan Oca in a presentation before the national convention of the Philippine Society of Mining Engineers (PSEM) held from June 9 to 11 at the Waterfront Insular Hotel in Davao.

His presentation, entitled “Potential of Coal Mining in the Philippines,” was read for him by Nenito Jariel Jr., the DOE chief of the coal division.

Under their contracts, the operators would be given an initial two years to conduct exploration in their respective areas and would be allowed to extend exploration work for another two years.

The contracting investors would be given at least 10 years, and at most 20 years, to develop their concession into production areas, with a series of a maximum of four three-year extensions for a total of 12 years if they desire to continue operating.

The DOE did not name the 16 awarded contractors, but in the presentation, they were given choices of determining their preferred investment sites, from the 26 areas already identified by the government covering eight provinces of Mindanao, four in Luzon and one in the Visayas.

These areas were in the towns of Tagkawayan, General Nakar and Polilio Island in Quezon; Caramoran, Panganiban and Viga of Catanduanes; Rapu-Rapu in Albay; and Gubat of Sorsogon, all in Luzon.

In the Visayas, there were four concentrated in Cebu Island, in the towns of Naga, Asturias, Carmen and Boljoon. In Mindanao, the areas were in the towns of Kitcharao and Gigaquit of Surigao del Norte; Cagwait Marihatag, San Agustin-Lianga and Tandaga-Tago of Surigao del Sur; Banawan, Sibagat and Trento of Agusan del Sur; Manay and Tarragona of Davao Oriental; South Cotabato and Sarangani area; Bagumbayan and Sen. Ninoy Aquino of Sultan Kudarat; Diplahan-Buug, Siay, Payao and Naga of Zamboanga Sibugay; and Godod of Zamboanga del Norte.

The government has offered the areas negotiable bonuses from the line-up of signature incentives for investors, a cost recovery of 90 percent of their gross income, a depreciation that would set in only beginning on the fifth year for capital equipment, exemption from national taxes except income tax and importing equipment, materials and spare parts, and a profit sharing with the government of 70-30 percent of net proceeds in favor of the investors.

With the 16 new investors in the 2009 round of contracting, the country’s coal industry has a total of 62 operating contracts, half of them in exploration stage and the other half in the production stage, as of last April.

The DOE said the full potential of the coal industry has been deterred by the poor social acceptability of coal- mining projects due to the attendant environmental issues in coal mining and utilization.

Aside from these major investors, the government has also granted permits to 81 small-scale operation in Camarines Sur, Catanduanes and Batan Island, Albay in Luzon; Negros Oriental and Cebu in the Visayas; and Zamboanga Sibugay and Surigao del Norte in Mindanao.

The energy sector continued to be the largest consumer of coal, which was in 2009, at 75.24 percent of the annual total domestic and import supply reaching 12,063,778.81 metric tons (MT). The cement industry was by far the second biggest consumer at 2,266,903.22 MT or 18.79 percent, and the industrial and other direct processing activities consumed the rest at 571,679.29 MT, representing 5.96 percent.

Domestic production reached 5,176,212.41MT last year, but only represented 42.9 percent of total demand. The rest, at 7,026,718.16 MT, was being imported from Indonesia (6,381,423.37), China (520,000) and Vietnam (125,294.79).

Aboitiz Power in supply deal with CASURECO IV
A provisional approval of the Energy Regulatory Commission (ERC) is being sought for the power supply agreement (PSA) inked by AP Renewables Inc. (APRI) of the Aboitiz group with that of Camarines Sur Electric Cooperative Inc. (CASURECO IV).

The supply pact requires the power generator to deliver power to CASURECO IV until January 25, 2013 within the prescribed contract energy.

It was stipulated in the deal that "the total minimum contract energy to be supplied by APRI to CASURECO IV for each month of the contract period will range from a low of 2,496,702.55 kilowatt hours to 3,314,899.13 kWh."

Power supply will come from the Tiwi geothermal plant in Albay, which forms part of the 747-megawatt geothermal facility acquisition of APRI that included the Makiling-Banahaw plants in Laguna.

"APRI shall supply the contract energy at the Tiwi geothermal power plant. Line rental charges and transmission fees for delivery and transmission of the contract energy shall be for the account of CASURECO IV," the PSA stated.

It has been emphasized that the transmission service agreement (TSA) between CASURECO IV and the National Grid Corporation of the Philippines (NGCP) as well as the TSA between APRI and NGCP are currently being negotiated.

The electric cooperative noted that it selected APRI because of its capacity to supply its power requirements. Three parties have made offers, but the two are reportedly aggregators, hence, they do not own or operate power plants which could have been the ultimate assurance that they can meet the electric coop's demand.

Mangroves bring life back to a deserted shore

CALABANGA, CAMARINES SUR—Coastal residents of Barangay Cagsao here lost their homes to a storm surge spawned by Typhoon “Loleng” (international name: Babs), which swept through the towns fringing San Miguel Bay.

Twelve years after, the shore which the residents left is giving them a new lease on life.

The shore had once been made barren by the storm surge—the rising of seawater resulting from its being pushed by strong winds.

But the shore is now teeming with thousands of young mangroves which can help shield residents from powerful waves whenever there is a typhoon.

Nursery

Mangroves protect shorelines from the damaging effects of storm surges by breaking the waves and reducing the force of water before they strike the coast.

Mangroves are subtropical and tropical species of trees or shrubs adapted to growing in brackish water and seawater.

“As the spawning area of marine life, mangroves serve as the nursery of the sea,” said Gail Cea, chief of the environment, wildlife and coastal zone section of the Department of Environment and Natural Resources (DENR) in Naga City.

Survival

Last year, from Aug. 14 to Sept. 4, Smart Communications provided the seedlings, bamboo markers and other materials to achieve its target of planting 170,000 mangrove propagules for its rehabilitation project for Cagsao’s shorelines.

Barangay secretary Amparo Olalo, 31, one of those who lost a home in 1998, said “there used to be an islet here that protected the coast but it was washed out by the waves. So, after the typhoon (Loleng), this place was almost turned into a wasteland.”

Olalo told visitors how sturdy the mangroves had become from the time these were planted—a good nine months.

High survival rate

The mangroves showed a healthy survival rate of 80 to 90 percent, said Mon Isberto, public affairs and corporate communications head of Philippine Long Distance Telephone Co. (PLDT), who represented Smart Communications at the ceremonial signing of the mangroves rehabilitation project on June 5.

“In our tree-planting projects in other parts of the country, we were happy enough if we could achieve a success rate of 30 to 40 percent,” Isberto said.

The healthy survival rate also helped Smart achieve a substantial portion of its tree-planting target for last year.

“As of 2009, the company had helped plant 350,000 trees. Of this number, 43 percent came from Barangay Cagsao, with the rest coming from its tree-planting partners, such as other communities, the DENR and watershed programs,” said Nova Concepcion, the company’s officer coordinating with Cagsao’s village people for the mangrove-planting project.

Inspiring

Part of the success of the project has something to do with the people’s sincerity in making it work, she said.

Cagsao Barangay Captain Ramon Sta. Ana has a speaking handicap after suffering from three successive strokes but this has not deterred him from mobilizing the caretakers deputized by the municipality to take care of the mangrove propagules, Concepcion said.

The local government unit of Calabanga has agreed to shoulder expenses for the maintenance of the mangrove reforestation site and has set aside honoraria for the six caretakers who spend almost four hours a day, during low tide, to monitor the propagules.

Project expanded

On Nov. 8, 2009, the barangay council led by Sta. Ana passed a resolution ensuring protection of the mangrove seedlings. The council agreed to expand the project by planting additional 50,000 mangrove propagules.

Sta. Ana said the collaborative project was the only mangrove reforestation project he was involved in that became a success.

Sta. Ana noted that 90 percent of the propagules were able to withstand the wrath of Tropical Storms “Ondoy” (Ketsana) and “Pepeng” (Parma) last October and were flourishing along the riverbanks of Cagsao.

Collaboration

Concepcion attributed the project’s success to the strong partnership among the parties involved—the communities, the local government unit headed by Mayor Evelyn Yu and members of the Corporate Network for Disaster Response (CNDR).

CNDR is a network of business groups, associations, corporations and corporate foundations which seek “to rationalize and institutionalize disaster-management efforts of the business community.”

CNDR executive director Hilda Cleofe said the public-private partnership in Cagsao was a “showcase which hopefully could be replicated in other disaster-prone areas.”

Breeding ground

Olalo told the Inquirer that planting mangroves in the area brought the community additional benefits.

“Fish have started breeding in the area, too, although the mangroves are just half a year old. We have seen fingerlings in the area as well as shrimp and crabs. They (marine organisms) are coming back,” Olalo said.

The revival of marine life in the area has been a big boost to fishermen living in one of the poorer areas of the province.

“The mangroves provide a big help. Their roots provide a breeding ground for fish. They let fingerlings grow well. When the fingerlings grow well, they will move out to the sea and we will have more to catch,” said fisherman Samuel Velasco, 45, who was heading home after a day on the sea.

Sana budget hotels of known international reputation ( their ads reiterate the offer for quality accomodation with the best value and the lowest price possible) i.e. Days Hotel, Microtel and Go Hotel of the Gokongweis will finally invest in Bicol to spruce up the rather lack of hotel rooms required by the tourists and visitors who come to Bicol in big numbers especially during festivals and other events.

One of the requirements man palan for a city to host a big convention is for it to have convenient accommodations for the visitors. Take the case of Subic which has always been chosen for big convention events ta its hotel rooms total 1,662 rooms plus it has 1,876 housing units for the participants in a serene and well-maintained environment. Wara akong nakuang record sa number of hotel rooms either sa Legaspi or Naga pero gari dai ini maabot sa arog kaining number. Legaspi City is planning to construct a budget hotel though (still to be bidded out) adjacent to the ICR convention facility. There is already a big hotel in the CBD 2 area and a sprinkling of other new hotels in Naga but I think budget hotels should still be constructed near Naga Coliseum in anticipation for future big conventions and the still increasing tourist volume coming to CamSur :)

MANILA, Philippines – Organizers of the National MILO Marathon, now on its 34th year, is calling on runners not just to participate in its races beginning July but to do their part in helping the less fortunate as well.

For this year’s Milo Marathon, a portion of the registration fee of every participant will be allotted to its advocacy of providing underprivileged children with running shoes.

This advocacy stemmed from the Milo Marathon team’s observation that a good number of participants who joined previous races were students who did not wear shoes.

Some of the students even won the competition despite not having the proper running shoes.

The money collected from all the runners will be used to purchase running shoes that will be donated to different public schools in areas where the Milo Marathon will take place. The schools will be selected by the Department of Education.

Milo pointed out that they will not just be giving children running shoes for the marathon.

“We’re giving them something that they can wear to school, for sports and other activities. It’s definitely a step to help them reach their true potential and be the best that they can be,” MILO said on a statement. (www.nestle.com.ph/milo/news_championing.html)

The 34th year National MILO Marathon will kick off on July 4 in Manila.

MANILA, Philippines - Microtel Inns & Suites (Pilipinas) is planning to build 10 new branches to further expand its reach.

Jose Mari Del Rosario, president and chief executive officer of Microtel, said the group is looking at Dagupan, Angeles, Dumaguete, Cagayan De Oro, GenSan and Naga as potential sites for future expansion.

These will add to the existing MicroHotel Inns in Puerto Princesa City, Baguio, Tarlac, Batangas, Cavite, Boracay, and Davao.

Under construction is a 150-room Microtel Inn in SM Bay Central in Pasay City. It will be strategically located near the SMX Convention Center and the SM Mall of Asia, one of the biggest malls in Asia.

Del Rosario said construction would usually take 10 months to complete.

A regular branch would normally have 50 to 60 rooms.

Microtel Inns is the Philippine master franchise holder of Microtel Inn & Suites, a US-based economy-hotel chain with more than 260 operating properties worldwide.

The hotels cater to both local and international business and leisure travelers and provide consistently clean, safe and comfortable accommodations at very reasonable rates

Bicol has high hopes for Robredo at DILG

NAGA CITY—Local executives throughout Bicol see the possible appointment of Naga City Mayor Jesse Robredo as secretary of the Department of Interior and Local Government (DILG) as a big opportunity for the region.

“It is a great chance for a homegrown leader … At last [the national government] will have a focus on Bicol. It’s a great opportunity for [Bicolanos],” said Tito Sarion, the mayor of Daet, the capital of Camarines Norte.

Sarion is a member of the Liberal Party of President-elect Benigno “Noynoy” Aquino III, who said Robredo was one of several people he was considering for the interior portfolio.

Another high-profile local official in Sarion’s province, Talisay Mayor and Provincial Board Member-elect Rodolfo Gache, said Robredo’s likely appointment would be a great honor for the Bicolanos.

Robredo’s closest associate for years, Naga City Vice Mayor Gabriel H. Bordado, said Robredo “has to share his talents and expertise with the entire nation.”

“Noynoy really needs the best and the brightest to push his agenda for a supposed ‘strong republic’ whose institutions had been virtually wrecked by the previous administration,” said Bordado.

Wilton Kho, mayor of Cataingan, Masbate, said the appointment of Robredo “can help us in a lot of ways.”

“He knows the grievances and the problems of the local governments. Most of all, he knows how to head a local government,” said Kho, who at 24 is considered to be the country’s youngest mayor.

“He will be a very good [interior] secretary. He is a hands-on chief executive and he is not corrupt,” added Masbate Mayor Socrates Tuason.

Iriga Mayor Madeleine Alfelor-Gazmen said Robredo, with his years of experience as mayor, was now an expert on the Local Government Code.

“No one can question his integrity and credibility,” she said.

Robredo, a Ramon Magsaysay Awardee, said he was willing to accept any position that Aquino would offer him.

I was browsing the net for the amount of budget approriated for the repair of this PNR facility. Php 1.8 billion palan of which Php 500 million had been released na in 2009 and maybe fully released this 2010 (before the elections siguro ta FUNDS are badly needed by politicians. tsk tsk tsk). Hay... I really believe they should investigate this kind of sloppy work ta sigurado ako na may hokus-pokus na naman digdi. Marhay ngani talaga ta pirang aldaw na sana ay mawawara na ang diyablo sa Malacanang.

Philippines: Manila-Bicol train service resumes operation soon

The President came to grace the formal opening of the Private Schools Athletic Association (PRISAA) National Games of 2009.

The President said she was informed by PNR General Manager Manuel Andal that the rehabilitation of the Manila-Bicol-PNR line would be completed before the end of 2009 paving the resumption of the train service between the two points.

She added that PNR has already started fast-tracking the repair and upgrading of stations of the southbound train in March while the rehabilitation of the railroad tracks would start by May.

Last month, Andal stated that some P500 million had already been released to the PNR out of the P1.8 billion budget for the repair works of the Tagkawayan-Bicol stretch.

He said that once the ongoing rehabilitation works of the rail tracks Rail tracks are used on railways (or railroads), which, together with railroad switches (or points), guide trains without the need for steering. Tracks consist of two parallel steel rails, which are laid upon sleepers (or cross ties) that are embedded in ballast to form the from Tagkawayan, QuezonTagkawayan is a 2nd class municipality in the province of Quezon, Philippines. PNR totally stopped its Manila-Bicol-Manila service for more than two years due to heavy damage wrought by super typhoons "Milenyo" and "Reming" to substantial portions of its tracks starting from Calamba City in Laguna up to Legazpi City in Albay.

The President further stressed that the Arroyo administration is committed to modernize infrastructure to spur economic development in the countryside.

The restoration, rehabilitation and modernization of the existing lines of the PNR is envisioned to be the key to the development of Central and Southern Luzon as it is expected to provide effective and efficient means of transportation to and from Metro Manila and the provinces in Northern and Southern Luzon.

When completed, the railway rehabilitation project will lead to the resumption of the long-distance train services between Metro Manila and the Bicol Region up to Matnog in Sorsogon. The line will eventually link Luzon to the Strong Republic Nautical Highway The Strong Republic Nautical Highway (SRNH) in the Philippines is an integrated set of highway segments and vehicular ferry routes which, considered in combination with other road and ferry routes not formally part of the SRNH, forms the backbone of a nationwide System.

Sa totoo lang, wala pa namang pinal na desisyon si PNoy patungkol sa paghirang sa akin bilang kalihim sa DILG, may isa pang posis*yon sa kanyang gabinete na maaari rin daw na ialok sa inyong lingkod.


Ang mahalaga ngayon, handa tayong maglingkod at tumulong kay PNoy sa kung saan mang posisyon niya kakaila*nganin ang ating serbisyo. Malaki ang tiwala ko na mas magiging maayos ang pamahalaan ni PNoy kumpara sa kasalukuyang administrasyon na punung-puno ng katiwalian ngunit dapat ay tulungan natin si PNoy sapagkat sa lawak din ng kanyang minanang mga problema ay hindi niya kakayanin kung siya ay nag-iisa lamang.


Marahil ito rin ang magiging tawag sa mga mabubuti at magagaling nating mga pinuno na sa kasalukuyan ay nasa pribadong sektor.


Kung alam nating may kakayahan naman tayo at maaari nating tulungan si PNoy, sana ay pag-isipan din nating magtrabaho sa kanyang administrasyon.


Totoo ngang maliit ang suweldo sa gobyerno ngunit ma*laki naman ang iyong magagawa para sa ating mga kababa*yang patuloy na naghihikahos sa kasalukuyan.


Nakakalungkot isipin na dahil marami sa atin ang ayaw nang pumasok sa gobyerno, marami tuloy na tiwaling mga pinuno ang siyang nagiging mga opisyal ng ating pamahalaan.


Takot ang marami sa atin na malamon ng corrupt na sistema kaya naman mas ginugusto na lamang na manatili sa pribadong sektor ngunit tandaan natin na taong bayan ang humalal kay PNoy at dahil dito dapat ay ang taong ba*yan din ang siyang tumulong sa kanya para masigurado ang tagumpay ng kanyang administrasyon.


Sana ay maging handa ang mga tapat at may kakayahan nating mga pinuno na magsakripisyo at tumugon sa tawag ng panahon na tulungan si PNoy na maiangat ang ating bayan.


Hindi ito madali ngunit kung sama-sama tayong lahat ay hindi malayo na maabot natin ang minimithi nating magandang kinabukasan para sa bawat Filipino.


Tandaan natin ang isa sa mga kataga ni PNoy noong kampanya na ang Laban na Tapat ay Laban ng Lahat!

this am we remembered my 2 dads who are in heaven na.. my real dad who passed away when i was 3 at dinalaw namn sa buhi kanina (hopefully malipat ko na sya sa naga next year) and my uncle who stood as my second dad when we were growing up who also passed away na...but hes in manila at sana malipat ko na rin sya dito 2 years from now together with my mom...

to both of them... Happy Father's Day Papa and Tatay... kung wala kayo wla kami dito at nagpo post sa ssc heheheh...

character kasi ni jackie chan dun matandang lasenggo kaya he looks old... actually sa original Karate Kid lolo na yung role ng mentor dun played by Pat Morita... Ralph Macchio on the other hand was not really a kid like the son of Will Smith now but a teenager...

One of the requirements man palan for a city to host a big convention is for it to have convenient accommodations for the visitors. Take the case of Subic which has always been chosen for big convention events ta its hotel rooms total 1,662 rooms plus it has 1,876 housing units for the participants in a serene and well-maintained environment. Wara akong nakuang record sa number of hotel rooms either sa Legaspi or Naga pero gari dai ini maabot sa arog kaining number. Legaspi City is planning to construct a budget hotel though (still to be bidded out) adjacent to the ICR convention facility. There is already a big hotel in the CBD 2 area and a sprinkling of other new hotels in Naga but I think budget hotels should still be constructed near Naga Coliseum in anticipation for future big conventions and the still increasing tourist volume coming to CamSur :)

The company running the gaming hub Resorts World Manila is eyeing expansion in other parts of the country on top of development in Pagcor City.

Kingson Sian, Travellers International Hotel Group Inc. president, told a roundtable with reporters and editors of The Manila Times on Thursday that they are interested to invest in “other Philippine islands,” although he declined to elaborate.

Sian said that Travellers International Hotel Group within this year will begin the development of the 31-hectare “Resorts World Bayshore” project.

According to him, this project would cost close to a billion dollars.

Travellers International Hotel Group is a joint venture of Andrew Tan-led Alliance Global Group Inc. and the Malaysian Genting group.

Besides Travellers International Hotel Group, Aruze Corp. of Japan, Enrique Razon-led Bloombury Investments Holdings Inc. and SM Investments Corp. were also granted licenses to establish and operate gaming and entertainment activities at the Bagong Nayong Pilipino Entertainment City complex.

Sian said that their company is optimistic about the domestic tourism sector, adding that the country is blessed with abundant natural resources, and warm and hospitable people.

“There’s no reason why we should not have a thriving tourism industry,” he said.

What makes tourists come back to the Philippines, Sian added, is the efficient service that they experience.

He said that some foreign tourists have the wrong impression that the Philippines is not a safe destination, because Filipinos themselves seem to promote that idea.

In order to keep tourism investments both from locals and foreigners pouring in, Sian suggested that the incoming government put in place a business-friendly climate.

“The ingredients are there, we just need a spark,” he said.

Sian added the eight-hectare Resorts World Manila complex, Travellers International Hotel Group’s flagship project, is nearing completion.

He said that the shopping complex Newport Mall, which open next week, would showcase up to 60 stores of high-end brands such as Dunhill, Gucci and Prada, about 30 restaurants and four cinemas.

This mall would be easily accessible from the already operating luxury hotels Marriott and Maxims.

Sian said that a budget hotel, Remington, is set to open by the middle of next year, as they want to make Resorts World Manila accessible to people from all walks of life.

Also, a 1,500-seat performing arts theater and a by-invitation only lifestyle hub would soon rise within the complex.

Resorts World Manila will also hold a four-day party on November 25 to 28 to promote the integrated entertainment hub.

“There will be concerts, gaming tournaments and fashion shows. We also plan to bring in foreign acts,” Sian said.

“We want Resorts World Manila to be known as ‘the’ entertainment place,” he added.

Sian said that Resorts World Manila is attracting up to 10,000 visitors a day, of which about a fifth are foreigners mostly from neighboring Asian countries.

He added that they expect the number of visitors to shoot up to 20,000 daily once the mall opens.

Sian said that even as Resorts World Manila began operations during the onslaught of the global financial crisis, customers kept coming to their facilities.

“The global recession had no impact on our operations at all,” he noted.

Sian said that there is a market for their world-class products and services here.

He added that Travellers International Hotel Group has invested about $500 million since 2007.

Sian said that the company could infuse as much as $600 million in the development of Resorts World Manila.

At present, the group employs 3,500, up significantly from just 200 last year.

Pacific Mall no more.

Metro Pacific have already divested it's interest in Mall development and have already sold two of its Pacific Malls (Legazpi and Lucena) to Metro Gaisano. The one in Nueva Ecija was sold to its local partner.


Thier 15 hectare lot in Naga? They still own it but no plans on the pipeline yet. They may also sell it or develop it into a subdivision which is what they are concentrating right now.

to my surprise, since continuous showing ang movies except cinema 3, after lunch dumadami na ng dumadami yung nsa Karate Kid, hanggang sa baba puno malapit na sa screen.. :nuts: kulog sana sa mata! :lol:

others were even seated on the floor while waiting for seats to be vacated :lol:

I was a Robinson's Supermarket at E Mall yesterday afternoon to buy asparagus and wallnuts as they were not available at SM Supermarket at that time.

I saw the CDR King- malaki 'yong store nila compared sa SM.

One thing I noticed, E mall and Robinson's Supermarket was full packed. It seems it was not afftected by SM City Naga at all.

The basement parking was also full.

M.Manila should be integrated with Luzon na... Just focus with the three big islands.. Just like what Palaro and Prisaa are doing... If we go to Luzon, we in the vis/min pass by Manila more often than not. Kaya, integrate Manila with Luzon na lng...

good to see many accommodations are now available. i hope they all keep the quality of their services and facilities.

i once worked as a roomboy in a 5-star hotel in manila as part of our early seminary training. the hotel staff did not know we were seminarians. we had to disguise ourselves and keep our identities for 6 wks. it was fun but also backbreaking as i was assigned 1 whole flr with about 12 large rooms to clean, all king-sized beds. i was perspiring in the cold of the aircon rooms! (just imagine what we had to go through during valentines week when rooms were all occupied and turnovers took place several times during the day! :)

we had to clean at times really really dirty stuff, that kind which an innocent provinciano like me never imagined seeing even in my dreams.:nuts::ohno::lol:

but it was both comforting and inspiring to meet co-workers who remained very hardworking and honest in the workplace despite low wages and the temptation-charged atmosphere.

SLU population really rocks! just imagine 27k. we were not even 5k when i was in college at the ateneo de naga. SLU is an excellent school; bilib ako.

the faculty will be divided into groups and i will only facilitate the july 26-28 retreat at mirador jesuit villa atop mirador hill, beyond lourdes grotto. i'm there practically every month in mirador for masses, talks and recos. and ive met many bikolanos, some of them just praying at the grotto. (sabatan, the local resto, is a nice place; great eats!)

aloysius gonzaga was a jesuit. he belonged to nobility. his dad was a marquis and he was being groomed to take his place but he gave up his princely title and inheritance to pursue the vocation.

Another developer needed for landmark hotel

TACLOBAN CITY — Leyte Governor Carlos Jericho “Icot” L. Petilla does not believe that the Singaporean-backed conglomerate LKY Property Holdings could meet the deadline for its rehabilitation work on the landmark MacArthur Park Beach Resort Hotel which has been set for October this year.

The P300-million rehabilitation of the MacArthur Park Beach Resort Hotel has been momentarily stalled.

Petilla says that if the work schedule has been followed, by this time there should already have been villas erected even as construction of the hotel’s main building is started next month to end by September this year.

“As it is I don’t think they have followed the construction schedule and I doubt if they could finish on the date stated in our agreement,” the Leyte Governor said, who pointed out that failure by the developer to finish the job as agreed can be considered as a breach of contract.

Petilla said the two parties, Leyte province and the developer, may have to discuss again the terms of the 25-year contract to rehabilitate and turn the property into a world-class hotel.

Based on reports that had earlier come out, a reason why rehabilitation work on the MacArthur Park Beach Resort Hotel has stalled is because the developer is saddled with other such projects as the rehabilitation of the Mayon Imperial Hotel in Legazpi City, Albay and another project in Camarines Sur.

It was learned that because of this, the province is already scouting for other investors who can turn the property into a world-class hotel.

Pushy applicants turn Aquino off

MANILA, Philippines—President-elect Benigno Aquino III is displeased with aggressive people who mount media campaigns in order to style themselves as the best candidates for Cabinet positions in his administration.

“There are those whom you do not even consider but carry out a media blitz proclaiming themselves as the best candidate for a particular post,” Aquino told reporters Sunday.

Aquino, apparently not wishing to rekindle an earlier controversy, hastened to add, “I am not talking about Vice President-elect (Jejomar) Binay.”

Soon after it became clear that he would win the vice presidency, Binay announced that he wanted to be appointed to head the interior department.

Aquino later shot down any such move and announced that he wanted Naga City Mayor Jesse Robredo, the first Filipino mayor to win the Ramon Magsaysay Award, to be his point man at the Department of Interior and Local Government.

Binay subsequently said that he had not demanded the post, although his spokesperson had declared that it was his “first and only choice.”

“There are others who have organized campaigns to extol their virtues,” Aquino said. “That is a turn-off to me.”

Aquino issued the statement amid continued speculation on who would make up his official family and intense lobbying from some sectors seeking to get the inside track on juicy government positions.

With a little over a week before the start of his administration, Aquino said that he had already filled up a “substantial” number of positions in his Cabinet.

Aside from Robredo, Aquino has hinted that former Finance Secretary Cesar Purisima, a campaign donor, was being considered for the Cabinet, along with lawyer Andres Bautista.

He also announced Sunday that he was turning to his cousin—television director Maria Montelibano—and his top aides in his Senate office in crafting the media strategy of his administration.

“My cousin Maria Montelibano is helping me out in this. Zaldy (de Layola) has been part of my MRO (media relations office) structure and Mar Rodriguez. They are forming what will eventually be or is tentatively being called a communications department,” Aquino said.

Montelibano, who was head of Radio Television Malacañang (RTVM) during President Corazon Aquino’s term, was the point person for media in Aquino’s campaign while de Layola prepared the groundwork for his sorties. Rodriguez handled his external relations.

They’ve got talent

They may not have bagged the first Pilipinas Got Talent title but Maria Jeline Oliva, 13, and Norberto Rayray, 25, possess musical talents that already make both of them winners.

Jeline can play a dozen musical instruments while Norberto is a handicapped pianist. Both wowed and inspired the Filipino audience nonetheless.

She can play 12 instruments but Maria Jeline Oliva does not even know if she is gifted — and that for someone who has mastered playing the violin, piano, drums, beat box, bongos, bandurria, laud, octavina, guitar, piccolo, flute, and triangle — at a very young age.

Jeline who hails from Naga City, started playing the bandurria at the age of six with her mom, a musician, as her first teacher.

“Nasa lahi talaga namin, lahat ng kapatid ng mama ko kumakanta, and sila rin scholars sa Philippine High School of the Arts sa Makiling. ‘Yung isa niyang kapatid nagce-cello, ‘yung isa naman nagva-violin,” shares Jeline whose gift for music doesn’t only come from her mother’s side of the family but her father’s as well. Her father’s family members are also musicians except for her father who is a Physics teacher.

With idols like violinist Vanessa-Mae, classical crossover pianist Maksim Mrvica, and classical violinist David Garrett, Jeline is one true music lover. “I don’t go for sports or dance, hilig ko lang talaga music,” she says. “Nakakawala ng stress ang music kasi lagi akong puyat, nasosobrahan sa practice.”

Jeline admits that she can be too focused on her music that she finds it hard to balance it with her studies. But as difficult it may be for her, she strives to do her best in school and even lands in her class’ top 10 students.

After placing 11th in the PGT grand finals, Jeline goes back to being a first year high school student in Manila. Next on her list will be her voice as she plans on taking up voice lessons, as a preparation for a music course in college that she is eyeing at.

The insinsinspiringiringiringiringiring banand memmemmemberer Twenty five-year old Norberto “Nor” Rayray plays the organ perhaps better than the average musician. But upon closer look, Nor is not average, at least physically. Born with a physical defect, Nor has no left arm and his right arm is underdeveloped, due to indefinite causes.

Amid his condition, Nor plays the organ for the acoustic band Ezra of Davao City, a grand finalist of PGT. Other members include Karen Jade “Kaye” Cal on vocals, Bonjohn Bahala on beat box and Glenn Edward “Jester” Kadusale on guitar.

Through the years, he has devised a system to use whatever he has to help him play different musical instruments. “I also play the guitar, ginagamit ko ‘yung paa ko sa chords tapos kamay ko nagpa-pluck,” he shares.

Nor started playing toy keyboards when he was in third year high school, and it’s not until college when he started playing the real thing.

“Sa dorm ng church namin ako nakatira at doon ako natuto. Everytime walang class, I practiced the keyboard in the church. Pero wala talagang umupo para turuan ako, talagang ako lang,” he recalls.

It was difficult at first, he says, but his determination to learn pushed him and eventually set up the band Ezra, initially a gospel band.

“Inisip namin na puwede kaming bumuo ng banda na puwede mag inspire. Tuwing tumutugtog daw kasi ako, maraming nai-inspire, maraming nae-encourage. So bumuo kami ng banda para maging blessing sa ibang tao, at the same time hindi lang po siya blessing or inspiration, puwede rin po siyang maging way para magka income kami,” he says.

At PGT, the band instantly became the judges and crowd’s favorite. They got through the audition, semi finals and placed fifth in at the grand finals.

Nor holds a degree in Agricultural Economics from the University of Southern Philippines and currently works as an employee at the Department of Labor and Employment. He is the youngest among nine siblings and he is most grateful for the support from his family, especially his parents.

“Since birth, talagang nilabas ako ng pamilya ko sa comfort zone ko, pati na din mga kasama ko sa simbahan kaya naging strong po ako,” he shares.

Nor also places his experience in PGT as part of God’s plan to inspire people. “Para maging encouragement ako siguro. Hindi ko rin mapaliwanag kung bakit pero ang alam ko lang may purpose si God, behind dun sa pangyayari.”

Nor has bigger dreams to reach, to tour professionally around the globe and to inspire people are two of them.

“Walang imposible sa Panginoon, wala ring imposible kahit may kapansanan.Maniwala lang kayo sa sarili ninyo, lahat ng bagay nakakamit kung meron kang pagsisikap at tiwala sa sarili,’’ he ends.

One thing I noticed with E Mall- they have to many stalls and cart stores at the corridor.:ohno::ohno:

They occupy too much space and makes the mall very crowded.

It is unlike SM where event the Carts, and Stalls are well planned and should occupy not more than 10 percent of the open spaces.

Chocolate acquires distinct Bicol taste to it
NAGA CITY – Depending on the degree of sweetness, this confectionery product of ground cacao with pili nuts makes chocolate bars distinctly a Bicol brand.

Pili nut (Cranarium ovatum) is a distinct product of Bicol with trees abundant in Sorsogon and Albay.

Comparable to other regional icons like hot pepper and Mayon Volcano, pili nut trees are native to Bicol.

Rachelle T. Abordo, manager of Sweetven, claims pili nuts make their product distinctly a Bicol brand of chocolate amid a flood of various imported chocolate products in the market using almonds, peanuts, macadamia, and pecan nuts.

The concept of making a chocolate product distinctly Bicol started as a school project at the Ateneo de Naga University in 2005 under a program of the College of Business Administration.

“At the very moment I was asked by our dean if I could produce chocolate bars using pili nuts as main ingredient, I was excited that the product would make its own niche in the market because the main ingredient, pili nuts, has never been mixed with chocolate, with its Bicol flavor,” Abordo relates.

She says she was made to recruit members from the juniors at their college to form a seven-member enterprise, with herself as the manager and the others as assistant manager, and staff for marketing, production, finance, research and documentation, and a secretary.

The Sweetven partnered with the Department of Science and Technology (DoST) and the Department of Trade and Industry (DTI). The DoST provided the project with a P120,000 loan and the DTI gave the training and technical assistance.

Abordo recalls they chose Sweetven as the name of the enterprise and the product, as a contraction of “sweet seven,” because they were seven in the group project when it was founded in 2005. She was then a college senior.

She says the Sweetven did fairly well to sustain itself even as it suffered losses, with the rest of her partners disengaging with the enterprise, one by one, leaving her behind to assume the responsibility of paying back the loans incurred to start the enterprise.

Requesting not to divulge the details why her partners left the enterprise, Abordo says the Sweetven had encountered some financial management problems, which caused them to resign from the enterprise.

She claims the incidents that led to the problems in financial management happened at the time when she delegated many of her functions as general manager of Sweetven after she accepted a teaching job at the Partido State University (PSU).

Abordo says the Ateneo de Naga University informed her of the resignations of her partners in May 2009, which made her decide to salvage Sweetven by resigning from her teaching job at the PSU to concentrate on the enterprise.

She had to assume the responsibility because, she says, she was the one who represented the enterprise and was the signatory in the loan contract with the DoST.

This year, after all her six partners in Sweetven decided to resign from the enterprise, Abordo has renewed the contract with the DoST and Ateneo de Naga University by assuming the enterprise as a single proprietor.

After five years, the Sweetven that comes in dark, bittersweet and milk chocolates is now creating its own niche as the only chocolate brand with pili nuts.

Abordo narrates Sweetven had just overcome a variety of internal problems that bugged the enterprise since it was still owned by a seven-member group.

“The Sweetven is still so micro but orders keep coming and the opportunity to establish its own name in the confectionery industry is always there,” she enthuses.

Abordo says she produces 300 bars of chocolate with pili nuts a day on lean months and more during the peak season.

She says the Sweetven maintains five full-time staff members who undertake the production, marketing and daily operation of the enterprise.

Abordo is thankful for the assistance of the Ateneo de Naga University, DTI and DoST and targets to completely pay the loans it incurred to start the enterprise.

This guy is a very good host.

He once hosted Philippine Idol on TV 5 few years ago and we got hooked.

It was comparable to the US original.

The Pinoy Idol version of GMA 7 with Raymund Gutierrez as a host was a disaster- but still less melodramatic and still a lot better than any of the Filipinized franchised reality shows of ABS CBN.:ohno::ohno::ohno:

I don't understand why ABS CBN TV game show hosts have to scream their lungs out to get their message accross.

TACLOBAN CITY — Leyte Governor Carlos Jericho “Icot” L. Petilla does not believe that the Singaporean-backed conglomerate LKY Property Holdings could meet the deadline for its rehabilitation work on the landmark MacArthur Park Beach Resort Hotel which has been set for October this year.

The P300-million rehabilitation of the MacArthur Park Beach Resort Hotel has been momentarily stalled.

Petilla says that if the work schedule has been followed, by this time there should already have been villas erected even as construction of the hotel’s main building is started next month to end by September this year.

“As it is I don’t think they have followed the construction schedule and I doubt if they could finish on the date stated in our agreement,” the Leyte Governor said, who pointed out that failure by the developer to finish the job as agreed can be considered as a breach of contract.

Petilla said the two parties, Leyte province and the developer, may have to discuss again the terms of the 25-year contract to rehabilitate and turn the property into a world-class hotel.

Based on reports that had earlier come out, a reason why rehabilitation work on the MacArthur Park Beach Resort Hotel has stalled is because the developer is saddled with other such projects as the rehabilitation of the Mayon Imperial Hotel in Legazpi City, Albay and another project in Camarines Sur.

It was learned that because of this, the province is already scouting for other investors who can turn the property into a world-class hotel.

I'm not aware of any LKY project in CamSur.

The last time I talked to an LKY official just few months ago (He used to be connected in Embarcadero and now working in LKY), their group have looked into the surge tourists arrivals in CamSur and believes that hotel establishment would be a very profitable venture here because aside from Avenue Plaza Hotel, there are no other luxury hotels in Naga City.

But what I understand is that they have no projects in CamSur as of the moment.

I will have to talk to him again once I see him regarding this news item.

I heard the the second floor of the Central Bus terminal would be converted onto a budget hotel. With the LKY's experience in developing modern bus terminal (in Legazpi)- it would not be farfetched that they might have taken over this project.

I don't know- just a haunch on my part.

Lapit na ang September..hindi pa naka post ang budget for the meet and rates for the accomodation....

we are now finalizing all the expenses to be incurred. (food, tour, accommodation, prizes, etc..etc)...

this week we shall now be releasing the pre-reg fee and the on-site reg fee plus the final sked and itinerary of the meets.

i was in Manila during the weekend and Batangas two weeks ago.
I feel proud when I see stickers of CWC on private cars. garo gusto ko magkurahaw na "duman yan samu'!" heheheh
most of my friends are planning to visit CamSur on September for the Feast of INA and also visit CWC, Caramoan. Aside from Naga City, I'm planning to bring my friends to Iriga City via PNR train.:cheers:

Kasuhapon na purbaran ko su ECO&GREEN E-JEEP duman sa Araneta Center, from Ali Mall to Gateway v.v. I was thinking that the city goverment should also invest on these E-Jeeps. Aside from it is eco-friendly and much cheaper, it is also perfect for city tours. The E-Jeep will be located in the CBD1. The E-Jeep station will be at Plaza Quince Martires or Plaza Rizal then going to the different land marks in the city (schools, churches, plazas, restos, and business districts). Pero dapat maayos muna ang traffic sa ciudad asin an taripa sa kuryente.:)

CWC/CamSur is very popular everywhere.

When we were in Guam last May,
we rented a Sea Bee
at the Aquatic Center of the Hotel
where we were staying.

The place was teeming with tourists
and we got to talk to some of them.

When they learned that we we're from the Philippines
they were delighted to know
that we were from CamSur.

Out of the about a dozen of costumers
at the Aquatic Center,
nine of them has been to Caramoan and CWC.

One of them even commented-
"you don't spend this much in CamSur, right?"

The reason?
The rate for the Sea Bee (see pic below)
was 30 dollars per hour.:lol::lol:

Last week, the three of us found ourselves together in a meeting at the Civil Service Commission in Batasan Hills, Quezon City.

Like long lost friends, we had quite a long chat and sharing of funny anecdotes as we reminisced our recent past experiences together. Guevarra and Confesor both worked during the administration of former President Fidel V. Ramos. They recalled how I hounded and most often buttonholed them as a nosy reporter waiting for officials as they come out after Cabinet meetings at Malacañang Palace for “ambush” interviews.

But this time, it was their turn to hound me. Short of arm-twisting me, both Guverra and Confesor insisted that I must help them “lobby” through my column for the appointment of a very deserving official who must be recruited to join the new administration of President-elect Benigno “Noynoy” Aquino III. They particularly vouched for Naga City Mayor Jesse Robredo to be appointed as Secretary of the Department of Interior and Local Government (DILG).

They were like in a state of panic after Makati City Mayor Jejomar Binay—the incoming Vice President—publicly expressed his wish to be appointed as DILG Secretary. As far as Guevarra is concerned, Robredo is more capable and fit to become DILG Secretary, with due respect to Vice President-elect Binay.

In fairness to the Vice-President elect, he has not made such demand to be appointed as DILG but merely echoed a preference of a Cabinet post where he could best help the incoming administration.

Who exactly is Jesse M. Robredo, anyway? For those who do not know him that well and are interested to support his appointment as DILG chief, you can visit www.naga.gov.ph. After visiting this website, Guevarra promised, “you will realize what the Philippines can become!”

Robredo is an Edward Mason Fellow and a graduate of Masters in Public Administration at the prestigious John F. Kennedy School of Government, Harvard University, Cambridge, Massachusetts in 1999. He completed his Masters in Business Administration at the University of the Philippines where he ranked number 1 as a scholar. He is an alumnus of the De La Salle University, having obtained undergraduate degrees in Industrial Management Engineering and Mechanical Engineering.

In 1988, he emerged victorious in his mayoralty bid, making him the youngest City Mayor of the Philippines at age 29. He would later serve the city for an unprecedented five three-year terms as local chief executive. Making his mark, Mayor Robredo personally received 14 major individual awards, including the 2000 Ramon Magsaysay Award for Government Service, the 1996 Outstanding Young Persons of the World (TOYP) Award, the Outstanding Young Men of the Philippines (TOYM), 1998 Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines and the first ever “Dangal ng Bayan ” Award of the Civil Service Commission.

When Guevarra was one of the judges in the yearly “Galing Pook” competition for best local government units (LGUs), she recalled having thumbed down the nomination of Mayor Binay and the city government of Makati. This after she found serious discrepancies in the Makati City government’s annual financial report to the Commission on Audit (COA).

Guevarra knows where she was speaking from as a public finance expert. Recognizing her competence and track record of integrity, Guevarra was conferred the 2nd Gawad Haydee Yorac Award for “extraordinary, consistent, and inspiring example of selfless, honest and intelligent public service.” Guevarra is currently the president of Synergeia Foundation.

Synergeia is a foundation that is dedicated in helping every Filipino child to complete at least grade six. They work with local governments to put education at the center of their governance agenda. “This is why I know Jesse Robredo well. He started the reinvention of Local School Boards and travels from Tuguegarao to Tawi Tawi to mentor mayors on how they can provide children with better education,” Guevarra told me. Do you know that in poor areas about 70 percent of children do not finish grade six?

Under Mayor Robredo, she cited, Naga City became a “Hall of Famer” for winning every year a “Galing Pook” award. Guevarra e-mailed to me a literary of her testimonials in support of Mayor Robredo who is ending his third and last term as chief executive of Naga City. She aptly titled her piece “Ten Reasons Why It is Best for the Country to Have Naga City Mayor Jesse Robredo as DILG Secretary.”

1. He leads by example. He is honest, competent and just.

2. He will institute accountability. Measures of performance for local government officials will be defined. Good officials will be rewarded and non-performers will be sanctioned.

3. All the operations of DILG will be made transparent.

4. He will inspire and mentor mayors on how to translate participatory governance from an idea to being real.

5. He is a visionary and thinks outside the box. He has the proven capacity to develop programs to solve red tape and bureaucratic procedures.

6. He will give dignity to every Filipino by defining public services that each resident is entitled to as well the standards within which they should be delivered.

7. He will work with non-governmental organizations, people’s organizations, and civil society in providing oversight on the performance of local government officials and DILG personnel.

8. He is a spendthrift and will see to it that the DILG’s budget will be cost-effective.

9. He has the engineering skills to simplify processes and translate them into computerized processes that will streamline operations and decision-making.

10. He makes us proud of being a Filipino because he is outstanding in every way.

But the most important criteria, perhaps, is the fact that Robredo is politically aligned with the Liberal Party of President-elect Aquino. The two have already met last week and the President-elect confirmed having offered the DILG post to Robredo who reportedly accepted it already.

Regarding the train, medyo maalpog lang in some areas. I already tried riding on the train going to Iriga. Mas ok cya para sakuya compared to bus and van kasi mapresko, maluwag an tukawan asin barato pa, pero kaipuhan magmatang amay ta an hale kan train sa Naga pasiring Iriga ay 8am tapos yan lang ta medyo maalpog pa. Pero an sulosyon dyan sa alpog sarong masiram na karigos sa malipot na tubig kan Masuso Spring Resort.:cheers:

Sometimes spending means investing and with Mayor Robredo's reputation I would be more comfortable that he does the spending rather than somebody else you cannot trust.

I have never given this so much thought
as the fireplace has been a part of
our lives
and of our home.

Yes, we have one in our house...
not in Tagaytay,
not in Baguio

It has real firewood
but only with a faux fire
to serve as a mood light
to set the ambiance
when the
lights are turned off at night

What to do with Jojo Binay?

In 1957, after serving out the remaining months of President Ramon Magsaysay’s term, tragically cut short by his death in a plane crash, President Carlos P. Garcia ran in that year’s presidential election. His running mate was Jose Laurel Jr., the Speaker of the House. Garcia’s rival was Jose Yulo, a former speaker who had served as chief justice of the Supreme Court during the Japanese Occupation. Yulo’s running mate was Diosdado Macapagal, a congressman representing Pampanga and even then known as “The Poor Boy from Lubao.”

The results of that year’s elections were shocking. For the first time since formal democracy was instituted in our shores, the president, Garcia, and the vice president, Macapagal, came from rival parties.

Garcia refused to give Macapagal a Cabinet portfolio, again another break with tradition. Garcia himself had served as secretary of foreign affairs under Magsaysay, a post with a lot of prestige and travel tied to it, but which also kept the “president-in-waiting” a safe distance from the chief executive, wielding little power and influence. But even this Garcia refused to grant Macapagal.

With a lot of free time in his hands, Macapagal spent the next four years traveling around the country, in seemingly perpetual campaign mode. He rebuilt the Liberal Party structure, seemingly left in a shambles in the wake of the massive victory of Magsaysay. When elections came round in 1961 and Garcia ran for re-election, the Boholano President was defeated soundly.

Thus emerged a truism in Philippine politics: It is incumbent upon the president to give his or her vice president a Cabinet-level post. This is to keep the No. 2 office-holder busy, busy enough not to be tempted by mischief or premature ambition.

This is the “tradition” that President-elect Noynoy Aquino is said to have violated when he refused to give Vice President-elect Jojo Binay, who was like Macapagal the running mate of another presidential candidate, the post he hankered for, that of secretary of interior and local government.

If Aquino at this time has another post in mind for Binay, then he isn’t saying. And if Binay thinks his being a former mayor of Makati, an extremely popular mayor at that, makes him ideal for the DILG post, then he must realize that there are other mayors in Aquino’s circle just as qualified and just as popular within their constituencies.

ONE name that has emerged as possible DILG secretary—and I understand Aquino has already hinted so—is that of Naga Mayor Jesse Robredo. Robredo is a stalwart of the Liberal Party.

Robredo, an engineer by training, brings with him experience in the private sector, having worked for San Miguel Corp. after his graduation from De La Salle University. He returned to Naga City when he was appointed program director of the Bicol River Basin Development Program in 1986. He won his first campaign for mayor in 1988 and would serve the city for five three-year terms.

In all those years, he transformed Naga into a dynamic, progressive city, and won for both the city and himself awards and recognition from both domestic and international bodies. Whenever I visited Naga, both residents and local leaders would wax ecstatic about the way things were done in the city, especially about how their mayor was such a “consultative and inclusive” leader, creating councils made up of community leaders and NGO representatives. And unlike other local executives who “allowed” consultative councils to be formed but rarely consulted with them or took them seriously, Robredo used these bodies to shape his agenda and form his priorities.

Unlike Binay, whose own staying power in Makati is attributed to a system of largesse and patronage, a tried-and-tested system that perpetuates dependence, Robredo presents a new model of governance, one that brings to life words such as transparency, accountability and people empowerment.

I think I know what President-elect Noynoy wants to do if he should end up appointing Robredo to the DILG. And that is to use the power of example to transform the way communities are managed and governed, to start the process of change from the ground up.

BINAY has many gifts that could compliment those of Aquino. But this assumes that Binay looks on his mandate as one in step with that of Noynoy. Voters may have been sending a mixed message by voting both of them—and neither of their running mates—into office. But it is a message of two parts: one centered on Noynoy’s promise of renewal beginning with the eradication of corruption, and the other tied to Binay’s identity as a man of the masa, savvy, streetwise and nobody’s fool.

So maybe what the people are saying is that while they believe in change, it is change mainly to benefit the poor, and to be carried out in a way that recognizes the realities of life and realpolitik.

One hopes the former mayor of Makati will use the next six years wisely, whether or not the President gives him a formal job title and real responsibilities. It is possible he may decide that, not being part of the Aquino administration, he could spend his time laying the groundwork for 2016, building a machinery that could win him the presidency, and taking potshots at Aquino whenever he can. This shouldn’t concern Aquino too much—after all, there is no second term to protect. But the prospect of six years of living with a jeering, hectoring vice president could not be pleasant. Most presidents have managed to create a safe niche for their veeps, but even after giving them a sinecure, relations somehow soured. So the question now is: How do you turn a Jojo Binay into a partner instead of an annoyance?

What to do with Jojo Binay?

In 1957, after serving out the remaining months of President Ramon Magsaysay’s term, tragically cut short by his death in a plane crash, President Carlos P. Garcia ran in that year’s presidential election. His running mate was Jose Laurel Jr., the Speaker of the House. Garcia’s rival was Jose Yulo, a former speaker who had served as chief justice of the Supreme Court during the Japanese Occupation. Yulo’s running mate was Diosdado Macapagal, a congressman representing Pampanga and even then known as “The Poor Boy from Lubao.”

The results of that year’s elections were shocking. For the first time since formal democracy was instituted in our shores, the president, Garcia, and the vice president, Macapagal, came from rival parties.

Garcia refused to give Macapagal a Cabinet portfolio, again another break with tradition. Garcia himself had served as secretary of foreign affairs under Magsaysay, a post with a lot of prestige and travel tied to it, but which also kept the “president-in-waiting” a safe distance from the chief executive, wielding little power and influence. But even this Garcia refused to grant Macapagal.

With a lot of free time in his hands, Macapagal spent the next four years traveling around the country, in seemingly perpetual campaign mode. He rebuilt the Liberal Party structure, seemingly left in a shambles in the wake of the massive victory of Magsaysay. When elections came round in 1961 and Garcia ran for re-election, the Boholano President was defeated soundly.

Thus emerged a truism in Philippine politics: It is incumbent upon the president to give his or her vice president a Cabinet-level post. This is to keep the No. 2 office-holder busy, busy enough not to be tempted by mischief or premature ambition.

This is the “tradition” that President-elect Noynoy Aquino is said to have violated when he refused to give Vice President-elect Jojo Binay, who was like Macapagal the running mate of another presidential candidate, the post he hankered for, that of secretary of interior and local government.

If Aquino at this time has another post in mind for Binay, then he isn’t saying. And if Binay thinks his being a former mayor of Makati, an extremely popular mayor at that, makes him ideal for the DILG post, then he must realize that there are other mayors in Aquino’s circle just as qualified and just as popular within their constituencies.

ONE name that has emerged as possible DILG secretary—and I understand Aquino has already hinted so—is that of Naga Mayor Jesse Robredo. Robredo is a stalwart of the Liberal Party.

Robredo, an engineer by training, brings with him experience in the private sector, having worked for San Miguel Corp. after his graduation from De La Salle University. He returned to Naga City when he was appointed program director of the Bicol River Basin Development Program in 1986. He won his first campaign for mayor in 1988 and would serve the city for five three-year terms.

In all those years, he transformed Naga into a dynamic, progressive city, and won for both the city and himself awards and recognition from both domestic and international bodies. Whenever I visited Naga, both residents and local leaders would wax ecstatic about the way things were done in the city, especially about how their mayor was such a “consultative and inclusive” leader, creating councils made up of community leaders and NGO representatives. And unlike other local executives who “allowed” consultative councils to be formed but rarely consulted with them or took them seriously, Robredo used these bodies to shape his agenda and form his priorities.

Unlike Binay, whose own staying power in Makati is attributed to a system of largesse and patronage, a tried-and-tested system that perpetuates dependence, Robredo presents a new model of governance, one that brings to life words such as transparency, accountability and people empowerment.

I think I know what President-elect Noynoy wants to do if he should end up appointing Robredo to the DILG. And that is to use the power of example to transform the way communities are managed and governed, to start the process of change from the ground up.

BINAY has many gifts that could compliment those of Aquino. But this assumes that Binay looks on his mandate as one in step with that of Noynoy. Voters may have been sending a mixed message by voting both of them—and neither of their running mates—into office. Almost all the articles coming out of the newspapers are almost pro-Robredo.

I have yet to read a negative perception against the good Mayor.

I think with all these positive reviews, there's no reason for PNoy not to appoint the Naga City mayor to the DILG post.
