The City of Naga (Bikol: Ciudad nin Naga; Filipino: Lungsod ng Naga) is a city of the Philippines. Located in the Bicol Region, a peninsula on the southeastern tip of the island of Luzon, it is 377 kilometers southeast of Manila, the nation's capital, and about 380 kilometers northeast of Cebu City, Queen City of Southern Philippines.
With a relatively smaller land area compared to other cities in Bicol which accounts for its being the most densely populated city in the region, Naga City is locally known as the "Heart of Bicol". It is the religious and cultural center of the Bicol region. Residents of Naga City are called Nagueños.
Naga City is at the core of Metro Naga, an unofficial designation given to 14 rural municipalities and Naga City, administered by the Metro Naga Development Council. The MNDC covers the entire 2nd district of the province of Camarines Sur, and part of its 1st, 3rd and 4th districts.

Before the coming of Spanish colonizers, Naga was already a flourishing village on the banks of the Naga River. It was an important village with comparatively sophisticated weaponry and surprisingly advanced culture.
For hundreds of years during the Spanish colonial era, what is today Naga was the center of trade, education and culture, and the seat of governmental and ecclesiastical jurisdiction in Bicol.
In 1573, on his second expedition to this region, the conquistador Juan de Salcedo landed in a village and named it "Naga" because of the abundance of Narra trees ("Naga" in Bikol) about the place. In 1575, Captain Pedro de Chávez, the commander of the garrison left behind by Salcedo, founded on the site of the present business center (across the river from the original Naga) a Spanish city which he named la Ciudad de Cáceres, in honor of Francisco de Sande, the governor general and a native of the city of Cáceres in Spain. It was still by this name that it was identified in the papal bull of August 14, 1595 that erected the See of Cáceres (together with those of Cebú and Nueva Segovia) and made it the seat of the new bishopric.
In time, Spanish city and native village merged into one community and became popularly known as Nueva Cáceres, to distinguish it from its namesake in Spain. It had a city government as prescribed by Spanish law, with an ayuntamiento and cabildo of its own. At the beginning of the 17th century, there were only five other ciudades in the Philippines. Nueva Cáceres remained the capital of the Ambos Camarines provinces and later of the Camarines Sur province until the formal creation of the independent chartered city of Naga under the Philippine Republic.
The bishops of Cáceres occupied a unique place in the Philippine Catholic hierarchy during most of the Spanish regime. By virtue of the papal bull of Gregory XIII, ecclesiastical cases originating in the Spanish Indies, which ordinarily were appealable to the Pope, were ordered to be terminated there and no longer elevated to Rome. Decisions of bishops were made appealable to the archbishop and those of the latter to the bishop of the nearest see. Thus, in the Philippines, the decisions of the archbishop of Manila were subject to review by the bishop of Cáceres whose jurisdiction then extended to the province of Tayabas (present-day Quezon). In this sense, bishops of Bikol were delegates of the Pope and could be considered primates of the Church of the Philippines.
This was the reason why bishops of Cáceres and archbishop of Manila were sometimes engaged in interesting controversies in the sensational Naga case and in such issues as canonical visitation and the secularization of the parishes. As papal delegate, Bishop Francisco Gaínza, then concurrently bishop of Cáceres, sat in the special ecclesiastical tribunal which passed upon the civil authorities' petition to divest Fathers Burgos, Gómez, and Zamora of their priestly dignity. Gaínza did not only refuse the petition but also urged their pardon.
With the advent of the American rule, it was reduced to a municipality. In 1919, it lost its Spanish name and became officially known as Naga. It acquired its present city charter in 1948, and its city government was inaugurated on December 15 of the same year by virtue of Republic Act No. 305. Rep. Juan Q. Miranda sponsored this legislative act which put flesh into the city's bid to become among the only few independent component cities in the country.
Situated at the center of the Bikol peninsula and surrounded on all sides by rich agricultural, forest and fishing areas, Naga is also at the confluence of the Naga and Bikol Rivers. Thus, it has always been an ideal place for trade, and as center for schools and church and government offices.

Naga City is the center of education in Bicol due to the presence of numerous institutions of higher learning, including three universities: Jesuit-run Ateneo de Naga University with the highest level of accreditation in the region (Level III - PAASCU); non-sectarian University of Nueva Caceres, the biggest university in Bicol region in terms of enrolment; and Universidad de Santa Isabel, operated by the religious order of Daughters of Charity sisters and also the oldest normal school for girls in the Far East.
A fourth university in the making in Naga City is Naga College Foundation. The Philippine Women's University also has its Career Development and Continuing Education Center in the city, while the University of the Philippines Open University caters to distant-education students. The Bicol College of Arts and Trade (now Camarines Sur Polytechnic Colleges - Naga Campus) has also a large student base in the City.
For those interested in aviation and related education, there is the Aeronautical Academy of the Philippines. AAP offers a unique ladder approach from associate/technical to bachelors degrees. Established in 1998 along Panganiban drive, it is now located in Canaman.
The biggest secondary school in the region is also located in the city. Government-run Camarines Sur National High School has always registered over 10,000 enrollees every school year.
The oldest specialized live-in Christian higher educational institute for clergy in the country is also found in Naga City. Established in the early part of the 18th century, Holy Rosary Seminary (Seminario del Santissimo Rosario), a Roman Catholic seminary run by the Archdiocese of Caceres, has produced 22 bishops, including the first Filipino bishop, Jorge Barlin, and the first Filipino Cardinal to work in the Roman Curia, Jose Cardinal Sanchez. It has richly contributed as well to the national heritage through Jose Ma. Panganiban and Tomas Arejola and 7 of the 15 Bikol Martyrs. On January 29, 1988, the National Historical Institute declared the Holy Rosary Seminary as a National Historical Landmark.
One of the leading maritime schools in the country, Mariners Polytechnic Colleges Foundation, has two campuses in Metro Naga, one along Panganiban Drive and another in Canaman, a suburban town.
The first parochial school accredited by PAASCU in the Philippines can also be found in Naga City, this is the Naga Parochial School which has a big number of alumni priests (63 as of 2007 with 3 bishops). This is an exclusive Catholic school for boys with Most Rev. Leonardo Z. Legaspi, as the chairman of the Board Trustees. Well known personalities such as late Sen. Raul S. Roco, Mayor Jesse M. Robredo, Justice Francis Garchitorena, Gov. Luis R. Villafuerte, Jaime Fabregas, Jonathan Dela Paz Zaens and other leaders of the community are graduates of NPS.
The biggest group of Montessori schools in the Bicol region is also based in Naga City. APMI- Arborvitae Plains Montessori, Inc. (formerly Casa Dei Bambini Montessori), a Montessori school with eleven branches spread all over Camarines Sur, Bacolod, and Masbate, offers preschool (Early Childhood Education), elementary and secondary (Business High School) education according to the Montessori method modified for the Philippine curriculum.
The Village Montessori in San Leandro St. is the only school in the Bicol Region that offers the real Montessori method which follows the continuous progression curriculum of the American Montessori System.
All existing schools in the city, including those already named above, offer computer courses. Specialized computer schools have also mushroomed in the city due to popularity of computer courses, both degree and short-term. AMA, which has two branches in the city, (www.amaes.edu.ph) and STI College are among the more competitive and well-known computer school chains in the country that have established campuses in the city. Other specialized computer schools include Worldtech Resources Institute (WRI), Philippine Computer Foundation College (PCFC) and CCDI.

According to the Department of Tourism arrival statistics in Bicol, Naga City and Camarines Sur combined are the top tourist destination in Region V, outclassing the province of Albay/Legazpi tandem. The province registered a total of 258,608 visitors from January to December 2006 133,604 visitors in Albay/Legazpi on the same period. The Bicol's premier city and province have jointly breached that mark, posting 350,944 tourist arrivals for the period of January to September 2007 alone. A remarkable increase of 114%. Tourist arrivals in Albay and Legazpi combined only recorded a total of 126,897 for the same period or only an 18% improvement from last year's record.
The Camarines Sur and Naga City tandem is without doubt, the new tourist hub in the Bicol Region. Naga City and CamSur was described in the newest edition on Lonely Planet traveller's guide as "Luzon's best kept secret". The regional office of the Department of Tourism attributed the increase to the full operation of the world class Camarines Sur Watersports Complex in the town of Pili and Naga City's sustained tourism intervention program.
Other suggestions for those who would like to have a nature getaway will be the Mini Hydo Hot Springs at Brgy. Panicuason and Magic Splash Resort along Carolina. The City of Naga will be most welcoming to tourists all over the world.

Naga City is home to the two of the biggest hospitals in the Bicol Region. The government owned Bicol Medical Center and the Universidad de Sta. Isabel- Mother Seton Hospital, owned and operated by the Daughters of Charity.
Bicol Medical Center (BMC), used to be called Bicol Regional Training and Teaching Hospital (BRTTH) until it was upgraded by the Department of Health (DOH) into a full medical center in the early 1990’s. Albay Provincial Hospital in Legazpi subsequently became the new BRTTH. Bicol Medical Center is the only training hospital in Bicol offering complete residency training programs accredited by the Philippine Medical Association’s component society in almost all fields of medicine. It offers specialty training in Internal Medicine, Pediatrics, General Surgery, Obstetric and Gynecology, Anesthesiology, Radiology, Ophthalmology, Otolaryngology, Orthopedics and Traumatology. This is also the base hospital of the Helen Keller Foundation where eye specialists all over the country are trained and later assigned in different parts of the Philippines. The hospital is still unmatched in the region on the number of diplomates and fellows with different specializations it produced for the past fifteen years. BMC is the only DOH-certified medical center in the Bicol Region.
Universidad de Sta. Isabel- Mother Seton Hospital (USI - MSH), is the biggest private hospital in the Bicol Region based on the number of admissions, medical equipment facility, number of beds available, physical structure and number of board certified medical consultants. It is the only private hospital in Bicol offering specialty training programs accredited by the Philippine Medical Association’s component society in major fields of Medicine, like in Internal Medicine, Pediatrics, and General Surgery. The Department of Internal Medicine has an impressive record of 100% passing on the diplomate examinations given by the Philippine College of Physicians (PCP) for the past 3 years. It has also produced two world class research papers namely (1) ‘Rapid Urinary Iodide Test (RUIT) as a Diagnostic Tool in Thyroid Dysfunction’ by Drs. Sherryl Ann Galicia, Thelma P. Magsombol and Ramon T. Caceres Jr. This paper was presented on the oral session of the Joint Congress of ASEAN Federation Of Endocrine Societies (AFES) and Asia- Oceania Thyroid Association (AOTA) in Suntec City, Singapore last November 2005. (2) ‘Single Injection, Large Bore Needle, Non Ultrasound Guided Percutaneous Ethanol Injection as a Definitive Management of Cystic Nodular Goiter’ by Drs. Anita Y. Zabaldica, Marie Grace R. Villegas and Ramon T. Caceres Jr., which was presented at the AOTA in February 2007 as a nominee for the Young Investigator’s Award, at the American Association of Clinical Endocrinologists (AACE- PI Chapter), last July 2007 and would again be presented at the AFES in Kuala Lumpur, Malayasia on December 2007 and the Philippine Thyroid Association (PTA) Congress on January 2008 in Manila. This modified treatment method was developed by one of the authors, Dr. Caceres and is being introduced as the Single Injection Technique Ethanol Percutaneous Injection (OS- TEPI) or the Naga Technique, named after the city where it originated.
Naga City is also the home of two unique establishments (Medical Arts) catering to healthcare. 'The Plaza Medica and the St. Louise Center'. Both institutions offer medical facilities not found in other regions like 4-D ultrasound. The Plaza Medica also houses the Naga Endocrine Laboratory (also called the Endolab), a modern specialty laboratory facility and the only hormone laboratory in Southern Luzon. Plaza Medica also houses the Life Plus Inc., which offers the only pain- free mammography in the region.

Nope, the construction of the coliseum is on hold simula ng masira ng bagyo yung roofing ng coliseum. The city government is still looking for funds to finance this huge unending project, remember that this project commenced last 1997 pa so just imagine after a decade still not finished.

NAGA CITY --- Next year, a larger and more spacious building for the branch of Bangko Sentral ng Pilipinas (BSP) in this city shall stand on the 6 000- square meter lot across Roxas Avenue from Robertson Mall in Barangay Triangulo, within this city’s new central business district.
This was confirmed to Bicol Mail by BSP-Naga Branch Manager Danilo Calumag.
The building design is yet to be released by BSP head office but Calumag relayed that the proposed two-storey building shall include a conference room meant for 100 persons, and an adequate space for “voluminous transaction.”
He said that the building site had been bought by BSP earlier. Start of construction was scheduled in 2009.
A smaller BSP building will be constructed also in Legaspi City next year, he further said.
Meanwhile, Calumag told Bicol Mail that the owner of Rural Bank of Nueva Caceres, which has raised alarm on its depositors over insolvency issue, was planning either to sell or to rehabilitate the bank.
He said talks were ongoing between the bank’s owner and BSP head office.
He also assured that the rural bank’s obligation with depositors was being taken care by the Philippine Deposit Insurance Corporation.

Naga City Coliseum: A strategic investment (http://naga.gov.ph/#)
NAGA CITY --- No less than the Metro Naga Chamber of Commerce and Industry and the fiercely independent-minded Naga City People’s Council, backed up by representatives of the private sector, such as businessmen and civic organization executives overwhelmingly pushed for the continued construction of the mothballed Naga City Coliseum even at the cost of borrowing money from the bank to hasten its completion.
During the meeting of the City Development Council here, hotel owner and department store businessman Roberto Obiedo said that the coliseum’s completion is for the higher interest of the city and its residents. “I go for it even if it appears to be competing with my hotel business where I am currently expanding my hotel’s convention halls,” he said referring to the ongoing expansion and rehabilitation of this Villa Caceres Hotel that will put up a large convention hall to accommodate bigger seminars and conferences that the coliseum, once completed can also handle.
City Planning and Development Officer Wilfredo B. Prilles, Jr. said the city stands to gain from the full development of the Naga City Coliseum, which he said is a public good that the private sector in the city cannot provide.
Prilles seems to share the confidence of local businessmen in the city, especially Obiedo, who also said that it was high time for the city to have its own coliseum to boost its promising economy.
A bank manager who also attended the meeting said that Lucena City in Quezon Province has had its own coliseum which has made it ideal venue for conventions and other large events for long. “So why can’t Naga, which is undoubtedly more progressive than [Lucena], have its own fully developed coliseum?”
He further said that he was convinced that the city can cover the financing cost needed to complete the partially complete coliseum owing to an upbeat business environment which can generate revenues to compensate for any shortfall.
Obiedo added that the bank managers’ presence virtually confirmed the viability of completing the coliseum project. “No bank will lend money if it does not see the capability of the borrower to pay back the loan,” he said adding that as a businessman who transacts business with banks he knows what he is saying.
Meanwhile, Prilles said that though it would not automatically produce substantial income within the first years of its completion, the coliseum can rake up initial revenues which can compensate for the cost of its construction including payment for possible bank loan and its annual interest.
He also said that the coliseum project was expected to reach a breakeven stage on the eleventh year from its completion—meaning, the coliseum would start producing revenues with little consideration of its construction cost.
He further said that the city government was also open to the possibility to make the completion of the coliseum a Build-Operate-Transfer (BOT) project in case there were private groups interested in handling the full development of the 10,000-seater structure located within the Central Business District II of the city, adjoining the soon to operate SM City Naga, the first and biggest in Bicol.
But Prilles said the city government was lowering its expectation that private groups would be willing to take the coliseum as a BOT project, apart from the city government’s aspiration to fully develop the coliseum on its own initiative to counter the growth brought by efforts of the private sector in the city.
The coliseum should be on the last phases of its construction—roofing, and finishing touches that include provision of a circumferential road and other required facilities such as sound and electricity generation system.
The City Engineer’s Office through City Engineer Leon Palmiano IV in a cost estimate release said that financing the completion of the coliseum to make it fully-developed would require P116 million.
Earlier, City Mayor Jesse Robredo sought the approval of the city council in letting the city government through him enter into a loan agreement with a government bank who could offer the most agreeable loan conditions to cover the P116 million needed to complete the coliseum, and transform it into a fully-functional structure.
Robredo, in a city development council meeting he called for, said he was confident that the city could pay for the P116 million debts it could incur through the initial revenues that could be produced by the coliseum, the income from vehicle parking fees and stalls rentals, and the expected P30-40 million income that would be generated annually by adjoining SM mall, which is expected to be operational by the first quarter of 2009.
He said he believed that in the coming years, the coliseum would generate income and produce return of investment which would prove beneficial to the city, adding that he originally envisioned the coliseum as an investment that would make Naga City a good venue for conventions and other large events, and in the process, make its environs business-friendly—implying that the coliseum would be the city’s tribute to the collective effort of the private sector in the city, specifically the business sector.
There are other decision point options for the coliseum, however, aside from fully developing it.
One would be to leave it partially completed as it is now, which would mean the city would not spend a single peso for it, and leave it “unfinished, useless, and deteriorating.”
Next better decision point would be to make the coliseum functional at a lesser cost, without the complete amenities a fully-functional coliseum should have.
Arguments however against these two options include increasing economic opportunity cost, as it is expected that a coliseum to handle big events in the city will be much-needed in the near future.
It is also expected that the price of construction materials and other related costs including wages for construction workers in the coming years would skyrocket to all-time highs.
Other option would be for the city government to rely on national government funding. But the City Planning and Development Office conceded that doing this would be tantamount to relying heavily on the outcomes of 2010 and 2016 presidential election results.
The completion of the coliseum has been halted by typhoons, which twisted and rendered unusable its roof trusses in 2006, and by shortage in funds needed to cover its construction and development cost.
But the city government, said Robredo, would push for the completion of the coliseum and its full development, which is fully supported by the city development council, so it would not be a white elephant —or a waste of peoples’ money for that matter.

I was working in a financial institution before.
I was a member of the team that computerized the banking transaction of Quezon to Bicol branch of the said institution.
I still remember how we pass the Labo Mts range during the night time(kaya hindi ko gaano na-appreciate).
My last stop was the Pili branch.
Ang akala ko noon ay itong Lopez-Guinayangan sa Quezon ang boundry ng Quezon-Bikol, hindi pa pala.
Anyway, this is a wonderful experience when I experienced my June 12, outside Metro Manila.

Sabi ni Papa, maganda daw dati ung front portion ng PNB. Ang sosyal daw tignan kasi may mini-park and fountain daw yun. Ngayon ang pangit na. It's just a building now. Wala ng grandeur.

I've seen it as well when I went home last month. Mabagal ang construction for a small building with a few floors. If I'm not mistaken, they've been working on that builging for almost two years already.

You're right. I guess, this kind of project is more needed in Francia-Magsaysay arae than in Panganiban-Magsaysay area.

NAGA CITY---Underscoring reports, officials from the three largest schools in this city confirmed that their respective schools would implement tuition fee increase (TFI) this coming school year, like most of the schools, colleges, and universities in Bicol Region.
Ramon Nonito Ayo, Treasurer of Ateneo de Naga University (AdNU), said however that increases in tuition fee would not take incoming students by surprise since most of the tuition fee raise proposals were the results of consultations done as early as the first quarter of this year.
AdNU had increased its tuition fee in all courses and year levels by five percent down from six percent last school year, while Universidad de Sta. Isabel, which had posted no TFI last school year, announced a five percent raise in tuition fee beginning this June.
Naga College Foundation (NCF), in addition, will have a six percent TFI when classes open next month. This is apart from up to 11 percent increase in some miscellaneous fees, and 15 percent increases in tuition fee in its basic education departments.
An official from NCF said raises in the school’s tuition fee were intended mainly to boost the salaries and benefits of school employees, in compliance with a directive from the Commission on Higher Education (CHED) that says 70 percent of a school’s additional income resulting from TFI should be allocated to additional compensation for school employees.
University of Nueva Caceres, the biggest school in the city, has a pending ten percent tuition fee increase (in all courses, departments, and year levels) application before CHED—the biggest tuition fee increase proposal among schools here. But officials from the university said the ten percent proposed TFI came after almost three years which saw no increase in the school’s tuition fees.
The TFI announcements here came in the wake of President Gloria Macapagal-Arroyo’s order to all state colleges and universities and appeal to all private schools in the country to freeze or suspend tuition fee increases, considering the hard times that had put so much pressure on the parts of parents sending their children to school.

NAGA CITY, May 31 (PNA) -- Bicolanos’ favorite vegetable dish 'natong', more popularly known as "laing", took center stage last Thursday, May 29 in the ongoing 8th ASEAN Inter-University Conference at the Century Park Hotel in Manila.
Judith Balares-Salamat, associate professor of the Camarines Sur State Agricultural College, discussed before participants of the international meeting her paper titled "From Epic to Palate: The Indian Taro in Bicol Literature, History and Culture".
The paper is about "gabi" (Calocasia esculenta L.) leaves, the main ingredient in the famous Bicol cuisine.
Salamat traced the Indian origin of the taro and how it has been "colonized" by Bicolanos with their distinct way of cooking it, interweaving in their literature and culture.
The ASEAN Inter-University Conference is a bi-annual gathering of scholars belonging to ASEAN (Association of Southeast Asian) countries. It started in Malaysia in 1993 and is meant to provide a scholarly forum and inter-school cooperation in general and social development in the region in particular.
ASEAN Secretary-General Dr. Surin Pitsuwan keynoted the meeting slated May 28-31, which is hosted by the Colleges of Mass Communication, and the School of Labor and Industrial Relations of the University of the Philippines, with the support of the Department of Sociology of the National University of Singapore.
Salamat is also invited to present in July this year her paper titled "Blogs and Blogging: Writing in the Diaspora," during the holding of the 8th International Conference on Philippine Studies to be held at the Philippine Social Science Center in Quezon City. (PNA)

It's currently not experiencing any build-up, but it would in the future, especially that it's the intersection of the city's upcoming busy business districts. As for the Francia-Magsaysay-San Felipe Section, there's no space in putting up a fly-over, especially that a fly-over needs to be massive, as in like MASSIVE, unlike in the proposed location of the fly-over, it still has space although not exactly very extensive but the point is there's space for expansion. :D
What I'd suggest for the city government to do is to lessen the public transportation plying the Francia-Magsaysay-San Felipe route and to eliminate tricycles in the area since it's a national road, if I'm not mistaken. It's also feasible that the city create another route to, again, lessen the build-up in the area.

Panganiban Drive is already a four-lane highway but Magsaysay Avenue is just a two-lane thoroughfare. Road expansion in the latter is almost next to impossible because of the existing establishments in the area. Probably it could be done if the expansion is along the residential section of Magsaysay Avenue.

NAGA CITY --- At least two community organizations in this city and eight other groups and individuals from the other provinces in Bicol involved in environment protection and eco-tourism will be given blocks of P50,000 to P100,000 grants when Tourism Secretary Joseph Ace Durano grace this city’s participation in the nationwide celebration of the Philippine’s 110th Independence Day on June 12, 2008 at the historic Plaza Quince Martires here.
Secretary Durano has been chosen as this city’s guest of honor during the simultaneous Independence Day rites which will be beamed by TV networks nationwide. The tourism secretary will also be joined by top officers of the Philippine Convention and Visitor’s Corporation (PCVC) where Durano is also the chairman.
City Mayor Jesse M. Robredo, the city government of Naga, and the regional office of the Department of Tourism under Regional Director Nini Ravanilla have started preparation for the event which will be participated in by the city’s different schools and colleges, war veterans, civic groups, NGOs and people’s organizations, and the general public.
A mass, tolling of the bells, and wreath laying at the monument of Bicol martyrs will usher in a brief program that will pay tribute to the nation’s heroes and martyrs who shed their blood for our freedom.
The grants to be given are being provided through the PCVC’s Grassroots Enterpreneurs for Eco-Tourism (or GREET) program which is geared towards enhancing the livelihood opportunities for promising entrepreneurs who can best explore the inherent tourist drawing potentials of ecotourism sites which can readily be sources of income within their respective protected areas.

A cultural group that shall stand to guard the remaining historical constructions in the city of Naga has been granted its Certificate of Incorporation by the Securities and Exchange Commission (SEC) and is bent to pursue its advocacy with no let up.
Divina Valenciano-Acker, president of newly registered Naga Historical Preservation Society, Inc., intimated to Bicol Mail that her group shall see to it that places and sites as well as monuments that have historical value for the City of Naga must be given due respect and not be used for any business or advertising purposes.
Acker was referring to the Plaza Quince Martires which from time to time is being used for lease by the city government to private business firms where they set up tents to promote their goods and services. She said such activities must be stopped inasmuch as these do not give respect to the plaza which the people in Naga City must hold with reverence. She said such activities are very revealing of the value the city government officials have for the symbols and landmarks of their history and heritage.
“There are places which we, Bikolanos, must hold dear and sacred to our hearts and the Plaza Quince Martires is one of them. Let us give the plaza and what it stands for due respect and never again to let the city government use it for business and for profit as it used to do in the past,” Acker said.
Acker said the ordinance authored by Councilor Nathan A. Sergio, declaring the Plaza Quince Martires a “hallowed” ground was in the right direction. “In the long run in our advocacy, the Plaza Quince Martires will be given the respect that it long deserves. On that day, the plaza will become hollowed ground,” Acker explained.
“If declaring the Plaza Quince Martires a hallowed ground seems strange and odd to our comprehension, it is because we have been exposed too long to seeing the plaza handled with disrespect. In the United States of America and in Europe, historical places and monuments are never places where streamers of business firms and advertisements and promotions are displayed. It is high time that we educate our people to give reverence to that place and its monument which is a tribute by the people of Camarines Sur to our forefathers who gave their life to what they hold so dear as liberty, fraternity and equality,” Acker further explained.
She declared that aside from being proactive guardians of the city’s heritage, the other purposes of the Naga Historical Preservation Society, Inc. include: the identification of key historical sites and constructions in the city and the installation of purposeful markings on them; the establishment of linkages with government and non-government institutions for the passage of legislative measures that will lend support and aid on the proper care, preservation and conservation of these sites and constructions; the promotion of these sites and constructions as items for tourism and for the education of people in Naga as well as for the information of visitors that this ancient city has a glorious past and whose heritage is one that any Nagueño can be proud of.

LIBMANAN, Camarines Sur, -- Some 150 homeless families here will soon have their own dream houses through the joint efforts of the Department of Social Services and Development (DSWD), Habitat for Humanity and the local government unit.
Mayor Rodolfo Jimenez said the housing project is funded by the DSWD under its Core Shelter Assistance Project (CSAP) and Habitat, while the municipal government donated the sites and will shoulder the cost of electrification of the houses.
Libmanan, the biggest town in the 1st district of Camarines Sur, is the sole beneficiary of CSAP in the province.
Of the ongoing construction of 150 units of houses, 34 units are being built in barangay Mambulo Nuevo, 30 units in Mantalisay, 50 units in Bigajo Norte and 36 units more in four other barangays in this town.
Jimenez said each door of the duplex-type concrete houses has a floor area of 20 square meters costing P85,000 or P170,000 per duplex house.
Engineer Elizer Bañares, project manager of the DSWD-Habitat project in Bicol, said 80 percent or P70,000 of the cost of each housing unit is financed by the DSWD, while Habitat shoulders 20 percent or P15,000 as its share of the cost.
Bañares said aside from the 150 core shelter units in Libmanan, 345 similar houses are being constructed in Bacon, Sorsogon, and Guinobatan and Camalig towns in Albay.
“So far, we have completed more than 200 units and the rest of the houses are in various stages of completion,” Bañares said.
Congressman Dato Arroyo, together with 18 members of the House of Representatives from various congressional districts in the country, visited the site of the DSWD-Habitat project in Mambulo Nuevo last Saturday, where he and his colleagues turned over to the home partner association a cash donation of P200,000 as livelihood assistance.
Juliana Asaha, a 55-year-old widow with four children and a beneficiary of the core shelter was teary eyed as Arroyo and his peers turned-over their donation in the form of a facsimile of the P200,000 checks.

That's the San Francisco Parish Church. It really is not done yet. The churhc is still seeking funds for the church to be restored.

That's the San Francisco Parich Church. The St. John Church is the Naga Cathedral. The former is not yet really finished. The Church is still seeking funds for its completion.

Aside from the traditional mass, wreath laying, tolling of the bells, and raising of the flag, this city’s celebration of the 110th Independence Day of the Philippine Republic on June 12 will be marked with a service theme, dubbed “Sentro K3”, for “Kagalingan, Kaisahan at Kalayaan ng Bayan”.
The objective is for Filipinos nationwide to “set aside our differences and work together to celebrate our freedom from want, freedom from hunger and freedom from anger.”
The Naga City celebration has been chosen to simultaneously take place with similar ceremonies in Manila and other regions in the country which will be beamed live by TV networks nationwide. President Gloria Macapagal Arroyo will lead the flag-raising at the Luneta at 7:00 a.m.
Tourism Secretary Joseph Ace Durano, in behalf of the President, will be the city’s guest of honor during ceremonies at Plaza Quince Martires here while other Cabinet secretaries will be assigned to other regions for the synchronized nationwide celebration.
For instance, Vice President Noli de Castro will lead the flag-raising in Kawit, Cavite while Agriculture Secretary Arthur Yap will raise the flag and preside over the program at San Isidro, Nueva Ecija.
Naga’s selection as one of the key cities for the nationwide celebration underscores well its being a historic city. A mass will be held at storied San Francisco Church, where the Spanish captors of the city, then known as Ciudad de Caceres, surrendered and paved the way for the city’s liberation from foreign rule.
Secretary Durano will hoist the Philippine flag along with City Mayor Jesse M. Robredo and City Schools Division Superintendent Evangeline Palencia.
The Naga celebration is being organized here by the city government and the Department of Tourism.
The program will be followed by the formal opening of booths at the centro for the different services to be provided by the regional offices of the Department of Labor and Employment, Department of Tourism, Department of Health, the Department of Trade and Industry, the Commission on Higher Education, and the Department of Education.
These booths will showcase the various services the government is providing its people. The participating agencies will conduct jobs fair and other public services to be provided by the concerned agencies, such as medical missions and immunization and free consultations by the DOH, scholarship programs by CHED and DepEd, and the One Town-One Product (OTOP) that showcases Bicol products from the various towns by the DTI.
Secretary Durano will also award cash grants to Bicolano beneficiaries of the Grassroots Enterpreneurs for Eco-Tourism (GREET) program of the Department of Tourism and the Philippine Convention and Visitors Corporation (PCVC) where the secretary is also its chairman.
The GREET program is geared towards enhancing the livelihood opportunities for promising entrepreneurs who can best explore the inherent tourist drawing potentials of ecotourism sites which can readily be sources of income within their respective protected areas.

JOSEPH G. LOMIBAO, proprietor of J. Emmanuel Pastries of Naga City and Canaman, Camarines Sur, made it to the elite list of this year’s prestigious “50 Men and Women of Science”, or “Top Pinoys of Science.”
The award will be conferred by the Department of Science and Technology (DOST) which is celebrating its golden jubilee this month of June 2008.
Along with the other awardees, Lomibao will be honored during ceremonies in Malacanang on June 11 with President Gloria Macapagal-Arroyo as guest of honor. Joseph and his wife Lydia (nee Perez) started small but dreamed big. In 1999, they began producing and distributing pili tart to offices and pasalubong outlets in Naga City. What started off as a P500 venture became J. Emmanuel Pastries, a celebrated brand based in Jacana Street, R.J. Village, Canaman, Camarines Sur. With technical assistance from the Science and Technology department, the firm’s monthly production swelled from 5,000 to 30,000 per month with annual sales of P3 million. The enterprise’s participation in various international food expositions and fairs brought their products to many Japanese malls and households.
Since then, J. Emmanuel Pastries has become Bicol’s big ticket exporter of pili nut products not only to supermarts in Japan but also to USA and Canada. It is a regular Philippine representative to various international food and beverage expositions in South East Asia, Japan, and China. Late last year, Lomibao was conferred the 2007 Presidential Gawad Saka Award 2007 as Outstanding Food Processor of High Value Commercial Crop for its high quality pastries with Bicol’s pili nut as base product.
The “50 Men and Women of Science” award is DOST’s way of affirming the awardees’ achievements that have brought honor not only to oneself, but also to the Philippine scientific community. This year’s awardees include such luminaries as Emil Q. Javier, former head of the National Science Development Board; the late Joe Burgos, an agriculturist and fearless journalist; and Queena Lee-Chua, the mathematician-cum-science columnist.
The awardees will also be the special guests during the opening of the photo exhibit on the 50 awardees at the UP Theater in Diliman, Quezon City on June 9 and at the “Gabi ng Ginintuang Parangal”, a unique cultural presentation of DOST milestones, which follows the exhibit launch.
DOST Secretary Estrella F. Albastro in a letter to the awardees stressed that “the award becomes especially meaningful as we are conferring it during the DOST’s Golden Jubilee this month of June.”
She added that focusing the spotlight on the country’s men and women of science “will help inspire the youth to pursue science careers as well as instill in the Filipino people an awareness on the pivotal role of science and technology in nation-building.”

A multi-racial team of volunteers who came from Hokkaido International School in Japan are in town to host another Global Village building work from June 2-7, at Maogma Village in Bgy. Balatas, this city.
Leo Borras, Global Village Bicol affiliate coordinator said the latest batch is the 31st in Bicol which has been building simple, decent homes with economically disadvantaged families through the participative labor of home partners and volunteers, using as much donated as possible.
The Maogma Village has been donated by the city government for the construction and hosting of homes intended for the marginalized urban poor where Gawad Kalinga homes and other pro-poor housing projects also rise.
The volunteer house builders from Hokkaido University are composed of 17 students and two teachers. They are either young American, Japanese, Korean, Zambian, Canadian, and Thai.
The Global Village Program is designed to introduce people to the hands-on, grassroots building work at Habitat for Humanity affiliates around the world.
Borras said the presence of a Global Village team in a host country or city helps to raise local awareness and understanding of the significance of global cooperation in addressing problems that hound the poor sector of a community.

NAGA CITY --- Good governance pays. And it did not take long for a rich country from Europe to find a partner-city in Asia to develop a modern solid waste landfill facility that is anchored on the principle of shared capacity in finding solutions to global problems.
Consultants from the Czech Republic led by Director Michal Pastvinsky of the Czech Ministry of Environment and International Development Cooperation Program are coming to this city to formalize finalization of a 10-year ecological solid waste management plan that will pave the way for a modern and efficient sanitary landfill facility that other local government units in the country may replicate.
The program is a partnership initiative between the local government and the International Development Cooperation Program of the Czech Republic.
Already, a memorandum of understanding has been inked between the city government, thru City Mayor Jesse M. Robredo, and Enviros, a consultancy firm commissioned by the Czech Republic, for the implementation of the project dubbed “Improvement of Solid Waste Management in Naga City.
Early last month, Mayor Robredo met with the Czech officials and top officers of Enviros in Prague to discuss important points regarding the agreement. In that meeting, the mayor was assured of a technical assistance in the estimated amount of P8 million.
His trip and accommodation and that of City Environment and Natural Resources Officer Oscar Orozco’s to the northern European country were shouldered by the Czech government.
The mayor said that in meeting with the Czech officials he also pushed for the possible extension of the international cooperation agreement to cover the rehabilitation of the Naga River, in collaboration with the Department of Environment and Natural Resources, for a sustainable environment program.
The mayor added that while the Balatas dumpsite is still capable of sustaining a workable life of three to four more years, the city is already prepared for the partial closure of the Balatas dumpsite effective late this year or in January 2009 to pave the way for the early start of groundworks for the new sanitary landfill.
He disclosed his office has found a buyer for the collected plastic wastes and other recyclable materials that have significantly reduced the volume of wastes unloaded daily by trucks at the dumpsite.
Sanitary landfill
Sanitary landfill is a method of disposing refuse of land without creating nuisances or hazards to public health or safety, by utilizing the principles of engineering to confine the refuse to the smallest volume, and to cover it with a layer of earth at the end of each day’s operation.
The design and construction require that sanitary landfills must be lined with an impermeable layer (either a geo-membrane or soil liner, or a combination of both) to impede the leachate from percolating through the soil strata, and eventually to the groundwater.
Robredo said that once established, the Naga sanitary landfill which is being conceived with the view of accommodating collected wastes not only from Naga but also from other neighboring towns such as Magarao, Camaligan and Gainza will become a model for replication by other cities in the country especially those urban centers that are being hounded by increasing volume of garbage not only from their own boundaries but also from other adjoining towns and cities.
The Czech Republic which will help secure funding for the ambitious project is one of the forty wealthiest countries in the world. It is at the forefront of the new European Union member states which has increased it financial allocation on foreign development cooperation in order to fulfil its international commitments, particularly specific measures to meet the United Nations’ Millennium Development Goals of alleviating global poverty and protecting the environment.
For its part, the Naga city government will provide all necessary resources that it already has and capacities to reach expected achievements. A project steering committee will be established to provide guidelines to and monitor the project.
The other members of the arriving Czech consultants are Enviros Director Jaroslav Vich, Enviros foreign contracts manager Jaroslav Koubal, and team member Jan Pavlik.
City Environment and Natural Resources Officer Oscar Orozco said a series of consultation and technical meetings will be conducted where other local chief executives and stakeholders from interested member-towns of the Metro Naga Development Council will be invited.
The project also involves the location of a new sanitary landfill and treatment plant with the view that the existing dumpsite in Bgy. Balatas here will be closed for operation on or before 2010 as called for by the Ecological Solid Waste Management Act of 2000 or R.A. 9003 which aims to address the escalating problem of solid waste in the country.
Orozco said that while there are several kinds of land filling methods, the most suitable one must be selected depending on the location and topographic conditions of the landfill site, daily landfilled waste volume, as well as daily soil cover so as to improve stabilization of the landfill site, create a physically strong foundation, and improve the usability of the completed landfill. Proper landfill equipment must also be used to sufficiently compact the landfilled wastes.
The Czech Republic focuses it development cooperation assistance to 8 priority countries: Angola, Bosnia and Herzegovina, Moldova, Mongolia, Serbia, Vietnam, Yemen, and Zambia. While the Philippines is not included, Naga City was able to break through an otherwise unexpected partnership with the Czech government where mutual understanding and cooperation has since begun to flourish.

Camarines Sur was first choice as venue chiefly because members, many of whom will be bringing their spouses and families, have heard of Camarines Sur Provincial Capitol Complex’s reputation as a wonderful convention location as well as wanted to see the much-heralded CWC that they have been continually hearing about, convention organizers headed by Engrs. Angel T. Pormalejo and Ledwina P. Chavez told Governor LRay Villafuerte who was also invited and accepted to be their state dinner guest speaker.
Were it not for heavy occupancy spilled over from the Kaoga Festival held the whole of the last week of May, the entire GEP could very easily be accommodated in facilities right within the Provincial Capitol Complex.
Thethree-day national convention will be presaged by a one-day regional convention of Bicol members to be held at Naga City to give members of the regional group the advantage of uninterrupted opportunity to concentrate on GEP concerns with minimum travel, regional president Engr. Josie Columna said.
The GEP national meet is one of a series of significant gatherings being held in Camarines Sur which is increasingly becoming a popular convention center because of its tourism attractions.

DAET, Camarines Norte – Police Chief Inspector Romel Arturo Infante is finding a hard time to convince the Sangguniang Bayan members that the local police is not remiss in the implementation of the municipal traffic ordinance.
This, after the town’s Sangguniang Bayan criticized the presence of the so-called Palanyaggero who are occupying large spaces along the municipality’s major streets, a situation causing downtown traffic jams especially during rush hours.
Muncipal Kagawad Domingo Naing, who is also the chairman of the Sangguniang Bayan’s committee on peace and order, said the apparent inaction by the local police to resolve the matter brought insults to the local officialdom.
He said they were not even formally informed about the presence of Palanyaggero whose operations totally affected the traffic flow in certain downtown areas especially along Felipe Segundo St. – a major thoroughfare.
Infante, who was invited during last Monday’s regular session to brief the Sangguniang Bayan officials regarding the existence of Palanyaggero and provide answers to certain queries, said his office cannot immediately clean up the mess brought about by the presence of these transient sidewalk vendors (Palanyaggero) due to inadequate number of policemen who maintain the peace and order in the area.
In related development, it was learned that no one among the local officials is knowledgeable as to who organized the activity and worked as its coordinator.
It was learned further that even Municipal Administrator Elmer Nagera and Municipal Information Officer Ronel Yu were uninformed about the arrival and operations of the Palanyanggero in this municipality.
Municipal Mayor Tito Sarion was not available for comment when this reporter tried to contact him at his office and residential house as he was reportedly in Manila.

MANILA, Philippines--The Shell National Youth Active Chess Championship unveils its 2008 season this month with another eight-leg circuit spread over key cities nationwide.
The National Capital Region leg on June 21-22 at SM City Manila will kick off the six-month long series, the country's biggest talent-search for chess-playing students and out-of-school youths that will culminate in the grand championship in Manila in November.
Competition will be in the juniors (20 years and below) and the kiddies (14 years and below).
The provincial legs will start in Tuguegarao on July 5-6 for the Northern Luzon regional while the Southern Luzon eliminations will be held in Batangas on July 19-20 and in Naga City on Aug. 2-3.
Cebu takes its turn to host the event on Aug. 23-24 while Iloilo stages the sixth leg on Aug. 30-31 for the Visayas regionals.
The Mindanao legs will be held on Sept. 13-14 (Davao leg) before action winds up at in Zamboanga City on Sept. 27-28.
The top three finishers in both divisions from each leg will converge in the Manila finals on Nov. 8-9 at SM Megamall, with the junior champion getting P30,000 and the kiddie winner P20,000.

NAGA CITY --- Consultants from the Czech Republic led by Director Michal Patsvinsky of the Czech Ministry of Environment and International Development Cooperation Program committed to provide fund and technical assistance to the proposed ten-year ecological solid waste management plan that will be carried out in partnership with the city government.
This announcement was made in the presence of stakeholders and came in the wake of the proposed closure of Balatas open dumpsite in this city, which would be replaced by a sanitary landfill complying with latest environmental standards.
City Mayor Jesse Robredo said Balatas open dumpsite would continue operating until the completion of the new sanitary landfill. By then, a new structure would be built where the dumpsite was, as suggested by Czech consultants when Robredo, along with City Environment and Natural Resources Officer Oscar Orozco, visited the prosperous European country recently.
The proposed sanitary landfill is planned to be constructed in neighboring town of Magarao, Camarines Sur through a program designed as a partnership between the two local government units (Naga City and Magarao town).
Proponents of the solid waste management program including the International Resources Group said the town had the advantage of a good road network ideal for
a sanitary landfill and a water treatment facility, while assuring that town residents would not be burdened by inconveniences once the program is realized.
Proponents said solid waste management facility should not be viewed always as a problem but as an opportunity as well because it could also be an alternative energy source.
The Czech Republic which will help secure the funding for the ambitious project is one of the forty wealthiest countries in the world.
It is at the forefront of the European Union which has increased its financial allocation on foreign development cooperation in order to fulfill its international commitments, particularly specific measures to meet the United Nation’s Millennium Development Goals of alleviating global poverty and protecting the environment.

NAGA CITY --- This provincial city of warm people known for its dynamic legislation and good governance will play host to some 300 to 400 top officers and members of the Philippine Councilors League (PCL) with Senators Mar Roxas and Chiz Escudero as keynote speakers on July 18 and 19, 2008, respectively.
The two day gathering of the country’s local legislators is being hosted by the PCL Bicol chapter, according to Naga City PCL President and Bicol PCL Chairman John Bongat. Main venue of the PCL’s national executive officers and national board meeting is the Avenue Plaza Hotel and the Avenue Convention Plaza with the other major hotels in the city and the Eco-Village at the Camarines Sur provincial capitol grounds as billeting centers.
The PCL national board of which Naga City Councilor Bongat is a member formally approved Naga’s hosting during its meeting at the Great Eastern Hotel in Quezon City last June 1, 2008.
Naga City Mayor Robredo will host the welcome dinner at Avenue Plaza with Sen. Mar Roxas as keynote speaker.
Albay Gov. Joey Salceda, Iriga Mayor Madelaine Alfelor Gazmen, and CamSur 1st Congressman Dato Arroyo have each expressed their willingness to host lunch and snacks for the participating delegate-councilors from all over the country.

CARAMOAN, Camarines Sur---This fourth class municipality’s newfound fame as a tourist destination is yet to create a trickle down effect to its villages which have remained among the poorer places in the province despite the boom that has put the town on the verge of international prominence, thanks to its powdery white sand beaches and green-filled granite cliffs.
In Barangay Paniman, where the famed Gota Beach lies, residents said that they were yet to feel the benefits of development. A barangay official bewailed that until now there was no assurance from the provincial government, which had gained the right to manage and administer the place, that they would ever receive a share from the income generated by economic activities to boost, somehow, their meager local revenue.
In Barangay Ilawod, residents said they were finding it hard to cope with the closure to the public of Gota Beach, which had been their access to the sea. As a result, many of the mostly fishermen residents have to put on hold their fishing activities—at a cost.
According to a barangay councilor who asked that his name be withheld, there was a time when even Mayor Constantino Cordial of this town was prevented from entering Gota Beach, which a local newspaper branded as “forbidden beach.”
Meanwhile, the roads traversing the town’s interior have remained dirt roads, which turn from dusty to muddy depending on the season, according to residents. This gives added burden to residents in the remote villages in transporting their farm products.
But some residents in this town whose visitors before were only devastating typhoons have found a new way of living, so to speak.
In Barangay Paniman for instance, some family have learned how to be “enterprising” but gracious hosts—serving home-cooked meals and providing transportation at a convenient price to tourists who want to have a feel of the town beyond its tropical beaches, such as a trek to Tabgun village where a shrine of the Virging Mary lies atop a lofty hill that overlooks the sometimes treacherous Tabgun Bay.
Despite misgivings, residents said they were still hopeful that someday the surge that their town is experiencing now will finally give them a taste of good life.

LIBMANAN, CamSur— Mayor Rodolfo Jimenez is optimistic that the P35 million peso worth of infrastructure-agricultural investments coming from the office of Congressman Dato Arroyo will contribute an upward trend in the volume of livestock and other farm products of this town in the coming years.
The town’s ongoing infrastructure works include several farm-to-market roads in mountainous barangays, a major road linking two coastal barangays, and new access roads that will enable to establish a network of roads covering the town’s agricultural communities.
He said the completion of these farm-line facilities will provide the municipality with springboard to obtain an enhanced harvest by way of making the town’s agricultural areas highly accessible for agri-related undertakings.
Mayor Jimenez also sent letter-request to Rep. Arroyo for another funding assistance in the amount of more than P6M for the planned construction of 5 small water impounding projects (SWIP) in barangays Sibujo, Beguito Nuevo, Sigamot, Cambalidio and Bagadion.
Municipal Agriculturist Francis Brazal said more than 2,862 hectares of rice-lands are rain-fed, of which they opted to place under the SWIP plan. Once realized, the small water impounding projects which cost approximately P1M each are expected to alleviate drought in rain-fed rice-lands in this municipality.
Other than SWIP, the municipality is planning to put up solar dryers in large rice-producing barangays including Mantalisay and Malansad thru the assistance of the Department of Agriculture’s regional office and the office of the provincial agriculturist.
In Barangay Malinao, Punong Barangay Samuel Talisay and the SB members already sent a resolution to Agriculture Secretary Arthur Yap requesting for appropriate funding the construction of one-kilometer farm-to-market road.

The whole day activity opens with remarks from: Mayor Jesse M. Robredo on “Libraries’ Benefit from Effective Governance”; Mrs. Sonia Malazarte-Roco on “Changing Paradigms of Bikol Libraries”; Director of National Library Prudenciana C. Cruz on “Local History Materials: Its Impact on Bikol Libraries.”
The morning will be capped by the presentation of the Tongues of Fire a book by Conrado de Quiros who will be introduced by Vice Mayor Gabriel H. Bordado, Jr.
The afternoon program proper shall feature three lectures; first, by Dr. Danilo Madrid Gerona, historian, writer and professor of Ateneo de Naga University on “Developing Bikoliana Materials; second, by Cristina Ranche, a genealogist, on “How and Why of Family Research: Prospects of Bikol Genealogy:; thirds, by Edna San Buenaventrura, Ateneo de Naga University librarian, on “The Bikoliana Materials, Redefining the Bibliographic Profile”.
Riko Vinluan, acting city librarian of the Raul S. Roco Library and coordinator of this conference, relayed to Bicol Mail that expected participants are librarians, information specialists, archivists, curators, Sanggunian Members and Chair on Arts and Culture, historians, teachers.
He said this conference seeks to promote the development and organization of the Bikoliana section as the core collection of Bikol libraries, to strengthen local history, and to identify materials found and written in the Bikol region.
He further said that one of the objectives of this conference is the formulation of a uniform and standard bibliographic citations or descriptions for the Bikol materials in Bikol libraries. To this, he added: the highlight on the role of materials on local history in the archives, in other primary sources and in the Bikoliana section in library services and programs, as a major contribution of libraries in the development of the arts, literature and culture across the Bikol region.

Is the closure of Gota Beach due to the filming of the french Survivor? If it was then, the closure must only be temporary. Regardless of this, I'd still like to visit Caramoan someday... It's a beautiful small town and I want to experience living in a very rural but beautiful place such as this... and sana mahanap ko rin mga relatives ko diyan... :)

Lahat mga kapatid ng lolo ko... nag-adventure sila, kami na lang yung natira dito sa Albay... Plus, less than 10 na lang ata ang mga Mapusao (maiden name ni mama) dito sa Albay kasi mostly babae yung ipinapanganak...

Pomp and pageantry celebrating Bicol arts and culture as showcased by various student stage artists, musicians, and brass band players from this city’s three top universities and four more schools and colleges highlighted last Wednesda’s 60th charter anniversary of this city, affirmed as one of the most dynamic cities in the country today.
Altogether, they were some 616 student artists who took center stage at Plaza Quezon here for the “Night of Cultural Presentations” that marked the six decades of Naga’s cityhood.
Earlier in the day, the city folk led by Naga City Mayor Jesse M. Robredo and city hall employees heard mass at historic San Francisco Church, followed by raising of the giant Philippine flag, and the official flags and banners of the city’s 27 barangays.
At nearby Plaza Quince Martires shortly after, the city mayor and members of the Sangguniang Panglunsod headed by Vice Mayor and Presiding Officer Gabriel H. Bordado led the launching of the “i-Serve Privilege and Service Cards” and distributed the first batch of the cards to over 2,000 beneficiaries from the city’s different barangays.
Carrying the theme, “Pagsalingoy … Kita Kaidto Sagkod Ngonian”, the cultural night was a blast, a feast of rhythm and color, lights and sound as student artists (in the order of their appearance) from Mariners Polytechnic Colleges, Naga College Foundation, Camarines Sur National High School, Ateneo de Naga University, University of Nueva Caceres, and Universidad de Sta. Isabel gave their best to make a spectacular show for the city’s charter anniversary. Young members of Teatro Libmaneno of Libmanan, Camarines Sur were guest performers with their costume and dance presentation of the Bicol epic “Handiong.”
Other topbillers are Kabulig Bikol, Teatro Digno, and the famous Kwerdas de Naga, a rondalla ensemble of young students from various schools such as St. Joseph, Ateneo, Naga City Science High School, Naga City Montessori School, and some public schools.
As articulated by City Mayor Jesse M. Robredo, this year’s celebration is a revisit of our past while recognizing our present triumphs and feeling confident to face the future. He said the city is now what it is today because of its people, its past leaders and achievers. The heavily-charged show was capped by the Universidad de Sta. Isabel’s Voyadores street dance, the singing of “Resuene Vibrante”, the hymn for Our Lady of Penafrancia, and a fireworks display.
This year’s guest speaker was J. Anselmo Cadiz, a fellow Nagueno who was former national president of the Integrated Bar of the Philippines. He would soon be leaving the country for masteral studies at the prestigious Harvard University in Boston, Massachusetts, USA.
Honorary Naguena
Within the program, City Mayor Robredo, along with the other city officials, conferred the “Honorary Naguena” title on Sister Ma. Asuncion Evidente, D.C. for her exemplary achievements and dedication as educator, community leader, and patron of Bicol arts and culture and as guiding light in molding the youth through social transformation.
Sister Evidente, or Sister Siony to her friends and peers, was a native of Iloilo City where she finished her Bachelor of Science in Education as Magna Cum Laude. She has diplomas in journalism and creative writing, Gregorian Chant, piano and violincello, public administration, and environmental education. She served as president of the Bicol Foundation for Higher Education.
According to the citation, Sister Evidente, the president and superior of the Universidad de Sta. Isabel, “epitomizes moral grace and admirable leadership” who “has been dearly attached to us not by reason of the affection we showed her but by reason of the services and love that she renders us and our people.
A class act
One of the few original cities established by the Spaniards in the country more than 400 years ago, what was known then as “Ciudad de Nueva Caceres” has finally overcome the traditional resource and geographical constraints to carve its own niche in contemporary Philippine local governance.

If you leave Naga at 6 or 7 you'll arrive in Caramoan at noon, that means the rest of the day will be your tour proper.

Some 300 enthusiasts from at least 25 countries representing the best wakeboard riders in the world are expected to convene at the CWC, dubbed the “best cable wakeboard park in the world” for the three-segment extravaganza jointly sponsored by the World Wakeboard Association and Governor LRay Villafuerte which is the virtual Olympic Games of extreme water-based sports.
The week-long encounter will include Wake Park World Championships which will be the second stop of the 2008 WWA Wakeboard World Series, the 2008 CamSur Rider’s Cup that will see the world’s top professional men riders battle it out for handsome prizes and a separate winch competition at the new winch park recently added to the boat lake designed by rail builder Pat Panakos of the world famous Projects Camp in Florida.
The Wake Park World Championships is open to all international riders with 17 divisions with prizes ranging from valuable sponsor prize packs to as high as $5,000 for the best pro men rider and a total of $50,000 prize purse, to be played at the six-hectare CWC’s world-class six-point cable ski system.
The CamSur Rider’s Cup, a boat-drawn wakeboarding competition, will also be the first stop of the 2008 WWA Wakeboard World Series with a total of $20,000 in prize money will see action at a new boat lake now in the final stages of construction expected to be operational in time for the scheduled competitions.
With all billeting facilities at the Provincial Capitol fully booked since last month, additional cabanas are also being built around the competition areas to accommodate as many of the expected over 1,000 participants, guests, tourists and their families expected to flock to the province for the occasion.

Membership to the House of Representatives could balloon to 250 after the 2010 elections, up by an additional 52 since the legislative chamber was revived in 1987.
This was disclosed yesterday by Speaker Prospero Nograles as he urged the Senate to take positive action on several dozen local bills, including the proposed creation of eight more legislative districts in the country.
Nograles said several bills have already been approved on third and final reading for the creation of additional districts, and have been sent to the Senate for approval. But not included among the pending measure is a proposal to divide Quezon City from the current four to eight legislative districts.
So far, QC’s elected representatives have not filed any bill that would give their constituents a fair share of legislative representation and additional funding from congressional development allocations which reach a minimum of R70 million per congressman.
Local leaders and barangay officials have complained that despite the fact that QC has a land area four times bigger than Manila and has a population nearly double that of the capital city, it remained divided into four districts. Manila has six congressional districts.
Among the approved measures were those "separating Iligan City from the first district of Lanao del Norte," which will later become the "lone district of Iligan City."
It will thus be an additional district, as Lanao del Norte has only two districts.
Apart from this, there will also be the "reapportionment of the legislative districts in the province of Lanao del Norte" – which are currently two – and "in the lone district of Camarines Norte," which will be broken into two.
Cavite will also have four more districts, which will make it seven with the existing three.
A "new legislative district" in the formerly four- district Camarines Sur province will also rise, because there will be "changes in the composition of the first and second districts."
Plans to divide Pasig City into two congressional districts is reportedly being backed by Rep. Roman Romulo. The move was initiated by his predecessor, former Rep. Robert Jaworski Jr.
During the 13th Congress, the House managed to pass and enact several laws that created more districts, which logically increased the number of lawmakers, apart from the party-list representatives, who were entitled to at least a single seat in the chamber.
Among the new districts that mushroomed this 14th Congress are that of Shariff Kabunsuan (which used to be Maguindanao only), Zamboanga Sibugay (from Zamboanga only), the two districts of Marikina (which used to be one), Taguig-Pateros, which now has two legislative districts separating the city, the new San Jose del Monte in Bulacan, an addition to the four-district province, the division of Antipolo City into two, as well as that of Cagayan de Oro, which also has two.
Nograles revealed yesterday that of the 197 local bills they have passed, nine are of local import, like the renaming of schools. "One for the renaming of a public hospital, and one for the renaming of a regional police office," he said.
The speaker said senators should realize that these local bills "are important at revitalizing the countryside and in developing and improving the country’s education system, the environment, public health and in improving local governance."
Out of the 197 local bills, Nograles’ office disclosed that 139 of these "seek to build new national high schools that would address the congestion problem in many of the country’s intermediate schools."
"Some people think that local bills are just for the renaming of government buildings and highways, but this is not entirely true. House legislations that are of local application have long been providing our countryside with many positive changes in the areas of education, environment, public health, and good governance," Nograles said.
The House leader pointed out that local bills often are relegated to the dustbin of obscurity and drowned out by more controversial national issues because of the parochial nature of these measures.
When summed up, however, legislation seeking to create a public high school in every congressional district would also mean huge appropriations towards improving the country’s education system.
"The people must know that these local bills are the actual backbone of national development," Nograles pointed out.
"I am confident our senators will give due course to these local bills."
According to the House leader, "other vital areas of development and their programs are nurtured by individual district representatives in accordance with their respective local needs and social demands."
"The proposed 139 new national high schools nationwide would mean that ten of thousands more of our Filipino youth – especially in the countryside or rural and depressed areas – would have access to free secondary education," Nograles stressed.
These measures don’t include the conversion of a number of existing rural schools into national high schools, as well as agricultural or science high schools.

THINK of coffee and bread and you’ll get KopiRoti. It is because kopi is coffee and roti is bread.
Take a sip from the cup and you are hied off to Singapore where the original concept of an Asian coffee house began many years ago when Kopi Tiams – the Malay word for coffee shop – started catering to a very demanding clientele when the city state was metamorphosing into a boom port town. The locals preferred coffee blended the Oriental way, at a very reasonable cost.
But Nagueños and its visitors need not look far. Along the vibrant strip of Magsaysay Avenue in the dynamic and glittering city of warmth and hospitality is a Kopi Tiam owned and managed by Cherry Lo, the pretty wife of Rotarian businessman Aquiles, who incidentally is also a director of the well-managed Metro Naga Water District.
The coffee shop is a block away from the trendy Avenue Convention Plaza, and is neighbored by a host of food and beer joints that are neon-lighted landmarks along the scintillating avenue that makes Naga alive throughout the night.
At the coffesshop, one can start with coffee or tea, of course, with Singapore breakfast specialties like soft-boiled egg, a kopi bun and French toast. It also has a kaya toast and homemade iced tea.
Cherry always recommends her famous Kopi Bun with its crispy coffee crust on the outside and inside is filled with a hollow opening filled with kaya. The best part, as one blog says, is you can dip the big chunk of the bun in the hot kopi with condensed milk which makes one feel, especially the Bicolano coffee drinker, very much at home. The bun will absorb a good amount of the kopi like a sponge so that one can have enough time to put the kopi bun to his mouth before it drips.
If you haven’t been to Cherry’s KopiRoti, you’ve been missing on one of the best foreign shops that arrived in Manila since Starbucks.
But don’t be mistaken. The price of KopiRoti coffee is about 40% less than Starbucks and yet the quality is comparable. Not fancy, though, like Starbucks which is 70% looks and presentation.
KopiRoti is a must-try for its taste, the freshness of its bread, and its down-home affordability.
When my sisters-in-law came home for a visit last week, we had Cherry keeping us company while we had our caffeine fix and talk shop. It was homey, cordial and cozy while we talked of beautiful things past and how Naga was when we only had restaurants and bakery shops where to get our pandesal and coffee.

In addition, smaller cities were found reforming faster and better compared to major and medium-sized counterparts. Results of the Philippine Cities Competitiveness Ranking Project 2007, launched in Makati City yesterday, showed it was harder for metropolitan areas such as Metro Manila, Metro Cebu, and Metro Davao to institute reforms due to their large population.
"The results showed that small is beautiful. Some of the smaller cities appeared to be doing well than most mid-sized and big cities. This is primarily because bigger cities are harder to manage. Maybe what these small cities had done could be replicated by mid-sized and big cities," AIM Policy Center Executive Director Federico Macaranas said.
The nationwide survey conducted last year was aimed at measuring the competitiveness of 90 cities classified into three categories: small, mid-sized, and metropolitan.
It surveyed 45 cities in Luzon, 21 in Visayas and 24 in Mindanao, or 20 metropolitan, 25 mid-sized, and 45 small cities. It used six drivers to measure competitiveness, namely, cost of doing business, dynamism of local economy, human resources and training, infrastructure, responsiveness of local government units (LGUs) to business needs and quality of life. Respondents were asked to rate these indicators using a 10-point standard scale.
Results showed it was less expensive to do business in smaller cities, or those with a population of 200,000 or less, having scored 8.49 compared with metro cities’ 7.22 and 8.07 in mid-sized cities. Infrastructure or transportation and utility services; responsiveness of local government units to business needs or investment promotion, ease and transparency and city administration; and quality of life or environment, peace and order and health, were also ranked better in smaller cities than mid-sized and metro cities.
Metro and mid-sized cities, meanwhile, ranked above smaller cities in terms of dynamism of economy or firms’ growth and performance, access to financing and voice in LGUs, with a score of 4.16 and 4.34, respectively compared with small cities’ 3.9; and human resources training or available manpower and skills-enhancement program, having scored 7.46 and 7.67, respectively, from 7.26 in small cities.
"Metro cities have the facilities, colleges, universities to train their people. The problem is, the talent does not stay in these cities. Skilled people go abroad to seek better opportunities," Mr. Macaranas said. Twenty-five cities were chosen as top performers — four from the National Capital Region, 11 from Luzon, four from Visayas, and six from Mindanao.

Naga City - Majority of Camarines Congressmen are supporting the bill filed by second district Rep. Luis L. Villafuerte, creating a fifth congressional district.
Rep.Nancing Alfelor of the 4th district said the increase in population of the province to 1.6 million makes it necessary to create another district. The new district will mean an additional P70 million in priority development funds.
The 11 towns in the first district would be divided into three districts. The first congressional district would be composed of the towns of Del Gallego, Ragay, Lupi, Sipocot, and Cabusao. The second district would consist of Libmanan, Pamplona, Pasacao, San Fernando, Minalabac, Gainza and Milaor.
The current second district composed of Naga City, Camaligan, Canaman, Magarao, Bombon, Calabanga, Ocampo and Pili would be the district. The Partido or third district consisting of 10 towns would compose the fourth district.
The current fourth district composed of Iriga City and six towns would be the fifth district.
In the 1970's, the province had only two districts.

There are actually seven attributes that a city needs to pass, but only two or three, I think, were achieved by Legazpi. I forgot where I saw the attributes, but the link was posted here in SSC. Don't worry, it's very probable that Legazpi will make it in next year. :)

Pizza Hut has been closed for a few months already. I do think it's because of the location. If ever it opened in Avenue Square, siguro andun pa siya. Pero baka lumipat siya sa SM.
