Globe, Bayan scrap Bicol interconnection charges
Subscribers of Globe Telecom Inc. and Bayan Telecommunications Inc. in Albay and in Camarines Sur no longer have to pay interconnection charges when calling one network line to another.

Ayala-led Globe and Lopez-owned Bayan signed a deal, which took effect on June 16, scrapping the interconnection charges, Globe said in a statement Tuesday.

The deal with Bayan would allow Globe to sell its landline telephony and broadband internet services to residents in those provinces. Globe is now in the process of rolling out its network services in Albay and in Camarines Sur.

The interconnection deal gives customers of Globe subsidiary Globelines and Bayan "to call one another without any additional fee," Globe regulatory affairs head Froilan Castelo said.

“As these will now be considered local calls, the people in the area stand to benefit by saving on long distance charges that they used to pay before in making calls from one provider to the other. Our Globelines customers can simply dial the seven-digit telephone number to connect with the other service provider," he said.

The Bicol region is one of Bayan's six major markets, apart from Metro Manila, Eastern Visayas and Iloilo, Davao and General Santos, Butuan and Cagayan de Oro.

“Globe is open to negotiations with other telecom service providers including local telephone companies to help bring universal access and a fully integrated telecommunications network to customers nationwide," Castelo said.

Republic Act 7925 gives the National Telecommunications Commission the mandate to order the compulsory interconnection of public telecommunications carriers to create a universally accessible and fully integrated nationwide telecommunications network. http://www.gmanews.tv/story/194104/globe-bayan-scrap-bicol-interconnection-charges

Mommy D guest on Imelda Papin's new album
Nasa Amerika ngayon ang Jukebox Queen na si Imelda Papin para sa kanyang concert sa Ocean City, New Jersey, ngayong June 26. Pero nakatakda itong bumalik sa bansa sa darating na July para sa promotion ng kanyang lalabas na album kung saan may duet sila ng ina ni Manny Pacquiao na si Dionisia "Mommy D" Pacquiao.

Inihahanda na rin ni Imelda ang kanyang concert sa October 16, 2010, sa Aliw Theater na pinamagatang Bakit, The Concert with guest Mommy D pa rin.

HAPPY DESPITE LOSS. Bago umalis si Imelda last week, nakapanayam siya ng PEP (Philippine Entertainment Portal) at sinagot niya ang lahat ng mga tanong sa kanya nang nakangiti at punung-puno ng buhay.

Bungad na tanong ng PEP, parang hindi yata siya naapektuhan ng pagkakatalo niya sa nakaraang eleksyon. Matatandaang tumakbo para sa pagka-senador si Imelda sa ilalim ng partidong Kilusang Bagong Lipunan (KBL).

"Masaya nga ako, 'no! Kasi at least, nakita ko kahit kulang yung time ko at hindi ko nagampanan yung ginagawa ng isang nagkakandidato—you know, yung mga TV ads and radio—mahirap e, yung national position. Pero naniniwala kasi ako na kung sa iyo, sa iyo. Pero siyempre, you have to work hard also. Ang dami kong hindi napuntahan. So, natutuwa ako," pahayag ng beteranong singer na nagpasikat ng mga awiting "Bakit?," "Mahal, Saan Ka Nanggaling Kagabi," at "Isang Linggong Pag-ibig."

Ayon kay Imelda, hindi niya masyadong pinaghandaan ang pagtakbo niya dahil nag-file siya ng kanyang candidacy isang araw bago nagsara ang registration.

Aniya pa, humigit kumulang sa P800 thousand lang ang nagastos niya sa kampanya niya, kumpara sa ibang tumakbo sa eleksyon na hindi rin pinalad.

"Sa akin okey lang, win or lose. Masaya naman ako dahil nakita ko ang mga fans ko all over and they're there. They're very excited about, you know, me going back to politics. Yung hindi pa nakakakita sa akin, natuwa dahil kung hindi pa raw ako kumandidato, hindi pa nila ako makikita nang personal. Maganda ang experience and, God-willing, balik uli ako next election," pagbabalita pa niya pero hindi muna nagdetalye kung anong posisyon naman ang tatakbuhan niya sa susunod na eleksyon.

ABOUT NORA. Dahil parehong mahusay na singer, magkaibigan at magkababayan sa Bicol, natanong kay Imelda kung ano ang reaksyon niya sa balitang nawalan ng boses ang kumare rin niyang si Nora Aunor nang sumailalim ito sa isang beauty enhancement procedure.

"Nagparetoke siya at nawalan ng boses?" pangungumpirmang tanong muna nito sa amin.

Halatang walang masyadong alam si Imelda sa isyu kay Nora kaya tinanong pa nito kung idedemanda ba talaga ni Nora ang doktor at ang aesthetic clinic na nagretoke rito.

"Anong gagawin nila, idedemanda yung doktor? Kung gano'n, ay, oo. Kung talagang nawala yung boses niya, dapat siguro," sabi ni Imelda.

Sa mga kuwento at balitang lumabas, naapektuhan daw ang boses ni Ate Guy nang diumano'y galawin ang kanyang leeg o lalamunan habang sumasailalim ito sa operasyon.

"Siguro, kung talagang nabanat ang kanyang leeg, baka merong nagalaw...baka? Hindi ko alam, e. Iba-iba ang side effect ng nagpapaayos or kahit sinong nagpapagamot. Kahit anong gamot na tini-take mo, iba-ibang effect yun sa katawan ng tao. It's possible," palagay pa ni Imelda.

GOING UNDER THE KNIFE. Pinaghahandaan na rin daw ni Imelda ang pagpapaayos ng kanyang mukha.

"Malapit na... Three years pa, ha-ha-ha-ha! Mag-iingat din ako, no! Pero dapat ganito na ako." Sabay banat ng kanyang mukha.

"Ayoko pa ngayon kasi hinihintay ko pang magkaroon pa ako ng maraming wrinkles. Ano lang siguro yung mga wrinkles lang ang ipapagawa ko." Sabay turo niya sa magkabilang gilid ng kanyang pisngi at bandang dulo ng kanyang magkabilang mata.

Kuwento pa ni Imelda, nagkausap lang sa telepono pero hindi sila nagkita ni Nora sa Las Vegas. Nangyari yun sa huling show niya sa New Orleans Hotel bago siya bumalik ng Pilipinas at sumali sa eleksyon.

Akala raw niya ay pupunta si Nora sa kanyang show, pero hindi raw ito dumating. Pero base sa pag-uusap nila, okey naman daw ang boses nito.

WORKING WITH THE SUPERSTAR. Isa sa mga plano ni Imelda ay ang magsama sila sa isang concert ni Nora.

"Ano kaya yung susunod, kaming dalawa naman? Okey, ako na ang magpu-produce. Paplanuhin ko yung mabuti. Kakausapin ko siya. Pero nasaan ba siya?" tanong ni Imelda. Hindi pala niya alam na nasa Amerika pa ang nasabing kababayang superstar.

Pero may mga usap-usapan na mahirap daw katrabaho si Nora. Hindi nga kaya mahirap siya rito?

"No!" mabilis na pagtatanggol ni Imelda sa kanyang kumare. "Kaya ko naman siya, e. Dahil nung one time sa Los Angeles, inano ako no'ng producer, tinawagan niya ako. Sabi niya, paki naman, kausapin mo naman si Mareng Guy [Nora] kung paano...basta! Sikreto yun. Pero yun, sumunod naman sa akin si Guy," kuwento ni Imelda.

Nililinaw rin ng dating Camarines Sur governor na plano pa lang ang concert project nilang dalawa ni Nora na gusto niyang i-produce kung nagnanais nga raw ang superstar na bumalik ng Pinas.

LAUNCHING MOMMY D'S SINGING CAREER. Balik uli kay Mommy Dionisia, naka-schedule na raw ang paglabas nilang dalawa ng ina ng Pambansang Kamao para sa promo ng kanilang album.

Pero dahil sa kilala na rin ngayon si Mommy D, hindi kaya lumabas na ito ang i-promote at ang singing career nito, imbes na ang mismong album ni Imelda?

"Hindi naman. Kasi siyempre, sasabihin ko kung sino ang nasa album, di ba? Revival ito ng 'Bakit?' kaya dapat may kopya ang bawat Pilipino kasi kasama na rito si Mommy D," aniya pa.

Ano nga ba ang nagtulak kay Imelda para simulan ang singing career ni Mommy D?

"Actually, to be honest, wala akong balak na ilagay ito o ilagay sa album [ang duet nila ni Mommy D], kasi isang oras lang niya ito ni-record, e. Souvenir lang ito, e. Pero napag-usapan namin at napagkatuwaan namin na maganda ang pagkakagawa, kaya yun, inilagay na namin sa CD. Natuwa siya! 'Uy, maganda pala ang boses ko, ha!'" sabi raw ni Mommy D nang mapakinggan nito ang sariling recording ng "Bakit," ang hit song ni Imelda noong 1970s na nagpasikat nang husto at nagbigay ng taguri kay Imelda bilang "Asia's Sentimental Songstress."

Aminado naman si Imelda na kailangan pang magsanay nang husto ni Mommy D kung gusto nitong gawing career ang pagkanta.

"May boses naman talaga," pagpapatunay niya. "Ang ano lang ni Mommy, yung timing dahil nasanay sa videoke. Wala na siyang ibang kinakanta sa video kundi mga kanta ko. Ngayon, pag ang tao nasasanay sa video at binitawan mo sa minus one, nawawala. Maniwala kayo sa akin. Unless, professional singer ka," ani Imelda.

Sa naiisip pa lang ni Imelda na scenario kapag humarap na sa publiko si Mommy D, lalo na sa mga mall shows nila, nakakaramdam na siya ng takot.

MANILA, Philippines—A woman is poised to take on the toughest portfolio in the Cabinet of President-elect Benigno “Noynoy” Aquino III.

Leila de Lima, the outspoken chair of the Commission on Human Rights (CHR), met with Aquino at his Times Street residence shortly before 2 p.m. Tuesday and left an hour later.

“He offered the position, I accepted. He will make the announcement,” De Lima told reporters after the meeting. She did not specify the position but it is widely assumed to be that of the justice secretary.

She said she would have to resign from the CHR where she is in the second year of a 7-year term.

The feisty legal eagle rose to prominence as a tough-talking election lawyer for the Genuine Opposition in 2007. She was appointed CHR chair when President Gloria Macapagal-Arroyo was parrying criticism for the record number of extrajudicial killings in her term.

Aquino had earlier told the Philippine Daily Inquirer that the justice portfolio was very crucial in his fight against corruption. He said his justice secretary would serve as his attack dog in pushing corruption cases against the First Family and its allies, crime syndicates, drug lords and smugglers.

He singled out rice smugglers to the Inquirer.

He had also said his idea of a justice secretary was the legendary American crime fighter Elliot Ness, who went after mob boss Al Capone.

“We will file cases against people who are not small fry.

“[The justice secretary] will be the face of the prosecution. So I will ask [the prospective candidates for the post]: Are you ready? Is your family? There will be a drastic change in your lifestyle; even your children could be at risk,” Aquino had said, adding that he had turned down qualified candidates who were too old to meet his goals.

Many posts filled

On Monday, the President-elect met with the prospective members of his Cabinet, including Executive Secretary-designate Paquito Ochoa, his chief of staff Julia Abad, former Finance Secretary Cesar Purisima, Makati Business Club executive director Alberto Lim (reportedly the incoming tourism secretary), former Bureau of Internal Revenue executive Kim Henares and former Presidential Security Group head Voltaire Gazmin (reportedly, incoming defense chief).

Ochoa, who arrived Tuesday at Times Street after De Lima left, said Aquino had filled a substantial number of posts in his Cabinet and would announce the appointments soon.

It has yet to be decided whether the appointees would be given a free hand in choosing the undersecretaries and other executives in their respective departments, Ochoa said.

Another prospective appointee, Rogelio Singson, also met with Aquino at Times Street.

Singson, the current president of Maynilad Water Services Inc., is reportedly being considered for the public works portfolio. He is a former chair of the Bases Conversion Development Authority and a relative of Ilocos Sur Gov. Luis “Chavit” Singson, an ally of the Arroyos.

Presidential prerogative

Vice President-elect Jejomar Binay has yet to meet with Aquino but will defer to the latter on what his role would be, if any, in the Cabinet.

“We recognize that presidential prerogative extends to whether or not the President would continue the tradition of having the Vice President appointed to a Cabinet position,” Binay’s media officer, Joey Salgado, told the Inquirer.

Salgado had earlier said that Binay wanted to meet with Aquino personally to discuss his role in the new administration “and other important matters.”

On Tuesday he said the coordination meetings between the two camps were continuing.

Line of expertise

“We just want to stress that Vice President-elect Binay never demanded that he be appointed to the Department of Interior and Local Government (DILG),” Salgado said, adding:

“It was just that it was in his line of expertise.”

Binay himself had said that his wish to be appointed interior secretary was just “an offer to render services” on his part.

He had said that he owed his election as Vice President partly to the local government officials who backed him during the campaign.

Aquino, however, has reportedly picked Naga Mayor Jesse Robredo to head the powerful department that supervises local government units and line agencies such as the Philippine National Police, Bureau of Jail Management and Penology and Bureau of Fire Protection.

But the militant groups that opposed Aquino’s candidacy are backing Binay.

“From the dark days of martial law up to the darkest days of the Arroyo administration, we linked arms,” Anakpawis party-list Rep. Rafael Mariano said of the militant groups’ “long and historical political relations” with the Vice President-elect.

Leaders of Anakpawis, Kilusang Magbubukid ng Pilipinas, Kilusang Mayo Uno, Pamalakaya, Amihan, Courage and Kadamay expressed support for Binay during Mariano’s oath-taking, which Binay administered last week.

So far, so good

Even as Aquino is swamped by advice on who and who not to appoint to Cabinet posts, it is his personal decision that will prevail, according to political analyst Mon Casiple.

“I think it will be a personal choice. Meaning, at the end of the day, he will select his Cabinet,” Casiple, chair of the Institute for Political and Electoral Reform, told reporters Tuesday at a forum. “It will depend really on who is Noynoy Aquino, not his group, not his family.”

The independent decision will be both “an advantage and disadvantage” for Aquino as it will reflect how well he knows the post he is about to fill, Casiple said. “It will reflect his choices based on his ideas and platform.”

Asked to assess the selection so far, Casiple said: “So far, so good.

“It seems like he is giving a huge premium on who he says he will get. These are trusted people. Second, they are competent for their jobs.”

Political land mines

Casiple said the effects of change could be felt at least a year down the road because the outgoing Arroyo administration would leave “political land mines,” among them midnight appointments, contracts and policies.

“Expecting changes to happen within the first 100 days is too high. It might take one or one-and-a-half years before we see the fruits of reform that [Aquino] will institute,” he said.

Casiple said he would keep a close watch on the appointments to critical Cabinet positions, among them the secretaries of finance, foreign affairs, interior and trade.

“We will look at the record of the secretaries he will appoint. If we see old faces, we will look for new ideas,” he said.

Casiple said that while members of the Aquino camp might have conflict regarding their candidates for certain posts, such a situation was normal in an administration in transition.

“[But] we have yet to see policy differences,” he said, noting that rifts on policy, if they did crop up, would weaken the new administration.

Fence-sitter

The Union of Foreign Service Officers (Unifors) has pledged support for Aquino but appealed to him not to retain Alberto Romulo as foreign secretary.

In an open letter dated June 19, Unifors president Victoria Bataclan said there was widespread opposition in the Department of Foreign Affairs (DFA) to Romulo’s reappointment, as well as fear of reprisal among those who would like to take a more public stand.

She said that for six years, Romulo was the Arroyo administration’s representative and principal defender to the world, and “remains one major impediment to the [DFA’s] forward movement.”

“While he did come out to voice his support for the Aquino candidacy, he did not do the honorable move of resigning immediately from the Cabinet and instead came out with the confusing mixed message of ‘I am standing by the President until the end of her term and beyond.’ This was fence-sitting of the highest order,” Bataclan said.

She said that on June 1, Romulo paid tribute to Ms Arroyo for her “outstanding performance as chief diplomat [responsible for] the Philippines’ standing in the world community,” and that at the Independence Day vin d’honneur on June 12, he was standing beside the First Couple welcoming the diplomatic corps.

‘Tito Bert’

And then on June 17, she said, Romulo was at the Rockwell Tent in Makati City for the Aquino thanksgiving dinner.

“He has parlayed his status as ‘Tito Bert,’ an intimate of the Aquino family, to imply that he counts in the circle of the new ‘privileged’ and that he is certain of retaining his current portfolio even with the change in government,” Bataclan said.

“From the time he professed loyalty to the Aquinos, he has astutely shifted from one camp to the other, showing that he is a master at navigating two rivers,” she said.

She added that at 77, Romulo was 12 years older than the age (65) career diplomats were required to retire from the DFA. With a report from Cynthia D. Balana

MANILA, Philippines—Prospective members of the Cabinet of President-elect Benigno “Noynoy” Aquino III Monday flocked to his residence on Times Street in Quezon City for a closed-door meeting apparently in preparation for their takeover next week.

Led by designated Executive Secretary Paquito Ochoa Jr., Aquino’s visitors included former Finance and Trade Secretary Cesar Purisima, Makati Business Club executive director Alberto Lim, former Bureau of Internal Revenue (BIR) executive Kim Henares, former Presidential Security Group head Voltaire Gazmin and Aquino’s chief of staff Julia Abad.

Purisima is said to be returning to the finance department, while Lim is reportedly being considered for the tourism portfolio. Purisima and Lim are among Aquino’s campaign donors.

Henares is rumored to be the incoming BIR chief, and Gazmin the next defense secretary.

Abad is said to be the incoming chief of the Presidential Management Staff.

Aquino’s sister, Maria Elena “Ballsy” Cruz, and his political allies—Cavite Rep. Joseph Abaya, Liberal Party secretary general, and Cavite Rep. Erineo “Ayong” Maliksi—were also at the meeting.

The meeting started at around 2 p.m. and wrapped up at close to 6 p.m.

The visitors refused to talk to media staking out the Aquino residence.

The President-elect has been tight-lipped about his Cabinet choices and has refused to acknowledge any of the lists of possible Cabinet members being floated.

Others being mentioned are Leila de Lima (Department of Justice), Juan Santos (ambassador to Washington), Florencio “Butch” Abad (Department of Budget and Management), Nereus Acosta (Department of Environment and Natural Resources after the one-year ban on losing candidates getting government posts), Foreign Secretary Alberto Romulo (Department of Foreign Affairs for one year), Guillermo Parayno Jr. (Bureau of Customs), Jose Rene Almendras (Department of Energy), Gregory Domingo (Department of Interior), Norberto Nazareno (BIR) and Aris Alip (Department of Agriculture).

Naga City Mayor Jesse Robredo was earlier identified as the incoming interior secretary.

Marching orders

An Aquino insider, who asked not to be named because he was not authorized to speak about the meeting, said the prospective Cabinet officials were briefed on their marching orders and directions in governance before they take over their respective departments.

Ochoa, Purisima and Abad are members of Aquino’s transition team.

Sen. Manuel Roxas II, Aquino’s running mate who lost to Jejomar Binay, arrived after the meeting. Roxas is a key member of the transition team.

Aquino will take his oath as the country’s 15th President on June 30.

Beware of Roxas nominees

A spokesperson of Vice President-elect Binay cautioned Aquino against appointing people recommended by his “alter ego,” Roxas, saying the losing Liberal Party candidate does not have the mandate of the electorate.

“The people rejected him when they did not elect him,” lawyer JV Bautista told reporters in a phone patch interview. “If Roxas will be his alter ego, and [will be] granted unlimited access, it will be a big mistake.”

He maintained that Binay did not have any ill feelings against Aquino. “He (Binay) will continue to support the Aquino government… to make it successful and effective,” Bautista said.

With Roxas on the transition team, the Binay camp says the Vice President-elect will have a slim chance of getting a Cabinet portfolio.

Quezon farmers for Alcala

“Even if there’s a chance he would not be appointed, he would continue to serve the people,” Bautista said.

In Quezon province, small farmers and marginalized fisherfolk are pushing for outgoing Quezon Rep. Proceso Alcala to head the Department of Agriculture.

Ramil Barte, a vegetable farmer from Barangay Lutucan Uno in Sariaya town, appealed to Aquino to appoint Alcala to the agriculture department.

“President Noynoy, Congressman Alcala is your man for the job. If he (Alcala) will be appointed as agriculture secretary, the benefits that we’ve been reaping from his projects and programs here will be surely replicated in all parts of the country,” Barte said.

Alcala, 55, a Liberal Party member who spearheaded Aquino’s victory in Quezon, has represented the province’s second district since 2004.

However, in a surprise move, Alcala did not seek reelection for his last term in the May 10 polls. His eldest son Irvin ran instead and won the congressional seat.

In an earlier interview, Alcala disclosed his intention to return to the private sector to manage the family real estate business.

He, however, expressed his willingness to return to government service once the incoming Aquino administration taps him.

“I can’t say no to President Aquino,” he said.

Barte cited one of Alcala’s projects, the Sentrong Pamilihan ng Produktong Agrikultura ng Quezon Foundation Inc. (SPPAQFI) which has been providing farmers with modern and centralized buying, selling and distribution hub for their agricultural products.

He said the economic condition of thousands of farmers in the central part of Quezon dramatically improved due to the assistance they received from the SPPAQFI.

The SPPAQFI is a nonstock, nonprofit and nongovernment group initiated by Alcala in early 2000, through the Progressive Community and Ecological Services Organization (Proceso), when he was still in the private realtor.

Lauro Banag, a fisherman from Barangay Dalahican in Lucena City, also joined the call for Alcala’s appointment to the top DA post.

“If not for his (Alcala’s) protection and rehabilitation programs in Tayabas Bay, small fishers like me will continue to suffer from low catch. But now, with numerous fish sanctuaries that he initiated and the strengthening of ‘bantay-dagats,’ our daily catch is always plenty,” he told the Inquirer. With a report from Delfin T. Im so happy about what is happening to my beloved city "Naga", there are so many developments, new buildings, and new establisments rising and soon to open like the City's newest Coliseum, the only and first in Bicol.
Can't wait for the opening of this!
Hope that before PeñAFRANCIA FIESTA the coliseum will be finished, and ready to use for any events like Miss Bicolandia,PBA tournament and Concerts.

Can't wait for the opening of this!

Naga City (21 June) -- As tourism industry in Bicol continues to soar high by posting positive growth, much as the fervor and spirit of tourism stakeholders as they gear up for the 21st Philippine Travel Mart Road Show set June 19 at the Avenue Plaza Hotel here.

Dubbed one of the biggest and most anticipated travel and tourism trade shows in the Philippines, Travel mart will not only showcase enticing travel and tour packages in the region but will also provide a wide array of opportunities for travel operators to closely work with other industry partners.

Philippine Tour Operators Association (PHILTOA), Inc., in partnership with the Bicol Regional Tourism Council (BRTC) and the Bicol Association of Travel and Tour Operators (BATTO), envisions a strong alliance with tourism-related associations that will work actively to promote domestic and inbound Philippine tourism.

PHILTOA, which led the one-day tourism expo, is an organization of tour operators and allied members actively involved in the advocacy of responsible tourism. Founded on 12 June 1986, non-stock and non-profit organization.

Danny De Leon, BRTC's dynamic Regional Chairman, stated that the event is open to all tourism industry players whose aim runs synonymous with their vision. "We are so privileged that the Philippine Travel Mart Road Show will be done here in Camarines Sur. This will give us a wider edge to showcase how rich Bicol Region is, in terms of resources and tourist destinations."

De Leon also pointed out that there are still a lot of unexplored and hidden destinations here in the Bicol Region waiting to be discovered. "These unseen resources are just behind the lush forests and green mountains, waiting to be unearthed. All we need are responsible caretakers who would develop it, without harming our Mother Nature."

The continuing search for future chess stars resumes this month when the Shell National Youth Active Chess Championship (Shell Active Chess), the nation's longest running, grassroots-based chess tournament, kicks off its 2010 season on June 26-27 with an expanded series, guaranteeing another banner year for the sport and exposure for the country’s leading and rising players.

The Organizer, Pilipinas Shell Petroleum Corporation, has added another leg in Mindanao to accommodate the big number of players from the 20-and-under and 14-and-under age groups in the region, making it an eight-stage circuit, spread over the key cities in the country, culminating in the grand finals in Manila in October.

Deadline for listup is one week before the tournament date for both participants within the city and out-of-towners. However, registration ends when the maximum number of 500 is reached even before the given deadline.

Shell Active Chess kicked off last month when Pilipinas Shell, in partnership with the Department of Education (DepEd), staged the second “An Interaction with the Masters” or AIM wherein 200 participants, including students teachers, coaches, principals, and parents from various public elementary and high schools in Luzon, took part in the clinic conducted by Shell Active Chess graduates International Masters Idel Datu and Oliver Dimakiling, Grandmaster Jayson Gonzales, and International Arbiter Rolly Yutuc.

AIM was in line with the DepEd’s Memorandum No. 1, 2009, which integrates chess into the school curriculum as a way of strengthening the development of higher order thinking skills and values among children enrolled in Grade III-VI and the secondary level as part of Physical Education.

Pilipinas Shell Sustainable Development Manager Ronald Suarez, in his welcome remarks, encouraged school administrators to strengthen their support for young chess players by putting up chess clubs in their respective schools. ”Through the Shell Active Chess programme, which we have been holding annually for 18 years now as part of the company's commitment to Sustainable Development, Pilipinas Shell has helped nurture the skill and talent of the Filipino youth. We also hope that through this programme, we can help our country’s youth inculcate the values that this sport cultivates,” adds Mr. Suarez.

This year’s Shell Active Chess circuit kicks off June 26-27 for the NCR leg at SM Megamall in Mandaluyong with the second stage set July 3-4 for the Northern Luzon stage in Tuguegarao. The third leg will be held July 17-18 for the Southern Luzon elims in Batangas while Naga City will host the fourth leg for the Southern Luzon qualifier on July 31-Aug. 1.

When I was still a kid, I really wanted to join chess tournaments. (kasi dati naniniwala ako dati na I'm a good chess player.hahaha pero marunong pa rin hanggang ngayon)

I missed the old chess center at Plaza Quezon. You will see there the best chess and dama players of Naga. sayang mayo na ngonian.

Sm City branch is always full, the Bichara Theater Mall branch, aside from being always full, there is no parking area available.

I hope the Regent Hotel branch would be bigger and would have enough parking then.

I FEEL ECSTATIC OVER PRESIDENT-ELECT Noynoy Aquino’s victory in the last elections. Just like most Filipinos who voted for him, I feel greatly confident that he can and will do exactly what he promised the nation. In the days ahead, he will certainly find himself in many challenging situations. One of these is having to find the right set of Cabinet officials who will serve with him under his administration in the next six years.

In this regard, I particularly wish to see Naga City Mayor Jesse Robredo in P-Noy’s Cabinet. Mayor Robredo is a multi-awarded local chief executive who has done many a great wonder for the City of Naga. Under his leadership, Naga has transformed itself from a third-class municipality into a first-class city, with a local government that is participatory, transparent and accountable. Today, Naga is one of the more, if not the most, prosperous and developed cities in the entire country. If accolades were a testament to the greatness of this man, Robredo has more than a few to show off, among them the Ramon Magsaysay Award (Asia’s Nobel Prize) for Government Service and the 1996 Outstanding Young Persons of the World award. He was also cited by Asiaweek Magazine in 1999 for transforming Naga City from a lethargic Philippine city into one of the Most Improved Cities in Asia.

The huge political clout of the Department of the Interior and Local Government, which could be used to effectively push for change and development, can be put to good use under Mayor Robredo’s effective and ethical brand of leadership. What he has been able to achieve in Naga is possible in many other parts of the country such as Mindanao, where I come from, where support from the government is much needed to uplift the poor people’s economic condition. His long-time experience in the local government will help him install the much-needed change in the many impoverished and neglected areas in the whole country.

I hope President-elect Aquino makes a good decision on this one.

DOT expects 15 percent growth in tourist arrivals in 2010

CEBU, Philippines – The Department of Tourism (DOT) expects at least a 15 percent growth of tourist arrivals in the top destinations in the country in the year 2010, as domestic and travel movement continues to increase, boosted with the recovering interests of foreign travelers.

In an industry report released recently by DOT, it revealed that anchored on the smooth implementation of Tourism Act or RA 9593, the department foresees the coordinated and integrated efforts of the government and the private sector to expand current capacity, increase tourist demand, enhance tourism revenues, and create more employment opportunities in tourist destinations.

Because of the implementation of the RA 9593, DOT is confident to hit at least 15 percent growth of domestic and tourists’ arrivals to the top destinations in the country.

Cebu has emerged as the number one tourism destination in the Philippines for 2009 with total tourist traffic arrival for the year hit 1.61 million, a 1.2 percent increase compared to figure recorded in the previous year.

The Tourism Act of 2009 seeks to regulate and uplift the standard of tourism services; to strengthen promotional capability of our tourism industry; to create infrastructure such as hotel development and beaches; to encourage private sector participation; to ensure and focus a cooperative approach among various agencies and institutions; and to ensure competitiveness and increase market share.

The new law “declares a national policy for tourism as an engine of investment, employment, growth and national development, and strengthens the DOT and its attached agencies to effectively and efficiently implement that policy.”

The report also underscored that by year-end 2009, the DOT has endorsed 28 new tourism projects worth P 36.3 billion with estimated employment capacity of 15,567 once operational.

The bulk of new investments are in the Tourism Economic Zones amounting to P29 billion. These include the Eagle Entertainment City, Bagong Nayong Pilipino Entertainment City, Embarcadero de Legaspi, Akean Resorts and Ilawod Estate Tourism Economic Zone.

Additional investment in the accommodation sector with total cost of P5.4 billion is projected to employ 2,722 people. This include the Remington Hotel (1,000 rooms) and Microtel Inns and Suites (150 rooms) in Manila, Sheridan Beach Resort (96 rooms) in Puerto Princesa City, Highlander Hotel (76 rooms) in Nueva Vizcaya and Green Canyon EcoPark (75 rooms) in Tarlac.

In connection to this, the airline sector responded to the growth in the tourism sector as Cebu Pacific, Zest Airways and SeaAir have poured investments to acquire new aircrafts to cope with the demand for increased air travel. Total investments of these airlines were valued at P15.9 billion.

Total tourist traffic in the top fourteen (14) destinations in 2009 reached 8.9 million for 14 percent growth. This feat is attributed to the combined efforts of the Department of Tourism, the private sector, local government units and other stakeholders to continually diversify the tourism products, increase accommodation and transport capacities, and upgrade existing tourism services.

Top 10 destinations in the Philippines include; Cebu, Camarines Sur, Metro Manila, Baguio City, Davao City, Boracay Island, Cagayan de Oro City, Zambales, Bohol, Puerto Princesa City, Camiguin, Cagayan Valley, Negros Oriental and Ilocos Norte.

Baguio, Dumaguete added in list of top 10 BPO Next Wave Cities

MANILA, April 15 – Baguio and Dumaguete are the new entrants to the top 10 best outsourcing locations which are projected to generate $ 1.2 billion in revenues for business process outsourcing (BPO), bringing the industry’s total earnings to $ 9 billion in 2010 from $ 7.2 billion last year.

Davao City topped the list as it scored 99 percent in the availability of graduates and workers out of the more than 30 locations assessed, results of Next Wave Cities scorecard revealed.

The talent criterion carries the largest weight of 40 percent in the overall ranking which makes the city the best outsourcing destination in the country so far.

Sta. Rosa, Bacolod, Iloilo, Metro Cavite, Lipa, Cagayan de Oro and Malolos also topped the scorecard ranking of the Business Processing Association of the Philippines (BPAP), Commission on Information and Communications Technology (CICT) and the Department of Trade and Industry (DTI).

In addition to talent, the other factors affecting city ranking are infrastructure, cost and business environment.

In particular, cities are scored for the quality of their roads, access to international and domestic flights, presence of providers of fiber optic networks, reliability of power supply, availability of property sites, cost of labor and office space, vulnerability to natural disturbances, peace and order situation, among others.

In a press briefing, BPAP chief executive officer Oscar Sañez said that in 2010, Metro Clark advanced from Next Wave City status to an established information technology (IT)-BPO hub, joining the ranks of Metro Manila and Metro Cebu.

Sañez attributed this to Metro Clark’s excellent infrastructure with 100-percent rating, proven ability to market itself globally and its ability to provide investor assistance.

Bulacan East and Bulacan West this year were also consolidated into Malolos area.

The two slots earlier occupied by Metro Clark and Bulacan thus were filled up by new entrants Baguio and Dumaguete.

Apart from the top 10 best outsourcing locations, Sañez identified other aspirants as Dagupan, Legazpi, Metro Subic, Metro Naga and General Santos.

Gigi Virata, BPAP’s information and research director, said sites included in the list of Next Wave Cities are the focus of their promotion efforts.

Virata said these cities would have some advantages when they also market themselves to the media and the investors.

For his part, Sañez said the Next Wave Cities program provides a great avenue for local empowerment.

He said these cities will increase talent pool and stem salary and rental inflation in "first-wave" locations.

AYALA-LED GLOBE TELECOM INC. has signed a deal with one of its rivals, the Lopez-led Bayan Telecommunications (BayanTel), which will allow the subscribers of both phone firms in the Bicol provinces of Camarines Sur and Albay to call each other without extra fees.

In a statement, Globe Telecom said it had signed a local interconnection agreement with BayanTel. The deal took effect on June 16, 2010.

With this development, Globe said it would be able to more easily provide its wireline products like landline telephony and broadband Internet and services to the residents of Camarines Sur and Albay, as it pursues its network rollout in these parts of Bicol region.

“The interconnection allows (subsidiary) Globelines and BayanTel landline customers in Camarines Sur and Albay to call one another without any additional fee,” Globe regulatory affairs head Froilan Castelo said.

“As these will now be considered local calls, the people in the area stand to benefit by saving on long distance charges that they used to pay before when making calls from one provider to the other. Our Globelines customers can simply dial the seven-digit telephone number to connect with the other service provider,” he said.

The Bicol region is one of BayanTel’s six major markets. The others are Metro Manila, Eastern Visayas and Iloilo, Davao and General Santos, Butuan and Cagayan de Oro.

The National Telecommunications Commission (NTC) mandates compulsory interconnection of authorized public telecommunications carriers under Republic Act 7925.

This aims to create a universally accessible and fully integrated nationwide telecommunications network to encourage more infrastructure investments from the private sector that would benefit the consumers.

Specifically, this allows the easy entry of smaller phone
firms into the telecommunications industry, therefore improving competition in the sector.

“We continue to comply with the NTC’s policies and we hope to provide local interconnection to all Globelines subscribers, especially those in the provinces with wireline facilities,” Castelo said.

Travellers International Hotel Group Eyes $1 Billion Expansion in the Philippines :banana:

Travellers International Hotel Group Inc., the company running the gaming hub Resorts World Manila, announced that they are interested in expanding their investment to other islands in the country.

In a press conference, Kingson Sian, the company’s president, told reporters that the company will begin the development of the 31-hectar “Resorts World Bayshore” within the following months. Although he declined to elaborate the exact location of the resort, Sian said that the project would cost close to a billion dollars upon completion.

Sian said that the company is optimistic about the tourism industry in the Philippines. He explained that the Asian country has all the ingredients necessary for a successful domestic tourism industry, and only needs a “spark” to get things going.

Travellers International Hotel Group’s flagship project in Pagcor City, the Resorts World Manila complex, is nearing completion. The 8-hectare complex includes features like the Newport Mall, which opens next week, and would showcase up to 60 stores of high-end brands such as Dunhill, Gucci and Prada, about 30 restaurants and four cinemas. The said mall would also be easily accessible from the already-operating luxury hotels Marriott and Maxims near the area.

By mid-next year, Remington, a budget hotel, will be opening its doors to guests in the area. The establishment was developed to allow people from all walks of life to be able to buy into Resorts World Manila’s offerings. Other features set to rise soon within the complex are a 1,500-seat performing arts theater and a by-invitation only lifestyle hub.

Currently, the complex is attracting up to 10,000 visitors a day, of which about a fifth are foreigners mostly from neighboring Asian countries. A rise in number is expected once the mall starts operation. The company is expecting visitor turnout to shoot up to 20,000 daily.

Since 2007, Travellers International Hotel Group has invested about $500 million on the entire project. Sian said that the company could infuse as much as $600 million in the development of Resorts World Manila.

At present, the group employs 3,500 people, a significantly higher number from just 200 last year.

NAGA CITY---The Philippine National Railways (PNR) is set to reopen its railways from Manila to Bicol after it was closed down in 2006 due to heavy typhoon damages, according to General Manager Ower Andal.

Andal said the reopening of the railways from Manila to Bicol has been facilitated by the completion of the 50-meter San Cristobal Bridge that he said is a vital part of the Northrail-Southrail Linkage Phase II that runs from Calamba to Lucena.

“Its completion facilitates the reopening of the Bicol train service, then called ‘Bicol Express,’ from Manila to Ligao town in Albay province,” he said.

Andal revealed the reopening of the railways is not a full operation yet of Bicol-Manila-Manila-Bicol route but an inauguration of the completion of the major infrastructural problems that PNR encountered after two super typhoons hit Bicol in 2006.

He said the PNR is waiting for new coaches from Japan which are to be used in the long trips from Bicol-Manila-Manila-Bicol route.

Andal said the full operation of the PNR train coming here and going to Manila is expected to start in September in time for the celebration of the 300-year devotion to the Our Lady of Peñafrancia.

He said the target to link the railways between Bicol and Lucena before Ms. Arroyo’s term ends has been achieved with the completion of the San Cristobal Bridge in Laguna.

At present, the PNR continuously operates its commuter train that plies the railways from Sipocot, Camarines Sur to Ligao, Albay.

The PNR has also expanded its commuter train route to Alabang-Sucat and Tutuban-Alabang, according to Andal.

He said both routes are scheduled to do 36 round trips a day with a 3-coach 680-passenger train capacity.

“Like the light railways loop that has just been completed, the expansion of the services of the PNR is part of the legacy of President Macapagal-Arroyo to expand services of cheaper mass transportation facilities,” Andal declared.

He estimated that the additional two routes would be moving some 1.5 million passengers in a month and more than 17 million cumulative passengers in a year.

Andal said the commuter train routes at present accommodate 120 percent capacity which indicates the growing popularity of the train as mass transportation because the PNR subsidizes fares in favor of the riding public.

He said the present routes comprise the southbound rail which covers Tayuman-Alabang and Tayuman-San Pedro, Laguna and the northbound rail which services Alabang-Tayuman and Calamba-Tayuman.

A Volcano at Our Door

Compared to Ticao, the island of my birth, Buhi, the hometown of my father, was the least visited site of my childhood. The times we visited the town corresponded with deaths of certain family members, on my father side.
The infrequency of the trip made this town one exotic site, and all the hills and dales and mountains were all spectacle to be taken in. One of these natural forms was a hill in front of my grandparents' home. By the time we had the periodic visits, the hill was about five meters from the door of the house. My father remembered the hill as towering right in front of their window, a grand mass of earth forming a bookend with Lake Buhi at the other side.

Years of visits and deaths saw the hill retreating further. Rains and wind were the minor cause and quarrying the major. There were years when the ridge of the hill held some birds. For many years, the hill also separated that part of Sta. Elena from the rest of the town. The last time I was there, the hill was gone. Those selling soil and rocks won over the Earth.

A geologist whose paper appears in Buhi Online Magazine has an even more exciting story about this hill. Chris Newhall of the University of Washington in Seattle, talks about the eruptions that created massive landslides around Mt. Asog. Engaging is how he fuses folklore and science to explain the world around us. For the folklore, Hall uses the story collected by the late Alejo Arce, Sr. about how days of rains engulfed the whole town. A lake formed on top of it. There were also documents from travelers and historians pointing to a great landslide from the volcano.

How was the lake formed then? The geologist proposes that indeed there was a massive landslide. He describes the process of how huge, stadium to kilometer-size pieces of Mt. Asog had slid down to the foot of the mountain and all the way across the valley to the foot of Mt. Malinao. As these huge blocks were sliding down the side of the volcano at speeds between 50 and 100 km/hr, they were banging against each other and disintegrating. Then, out on the valley floor, the material came to rest as a big blanket of soil and rock that reaches from Tambo (north margin), past Sagrada Familia and Barit, and even past San Antonio, San Vicente, and Sta. Justina. The many small hills ("busay" and "apawan") are characteristic of such landslide deposits. The hills are the surviving parts that didn't get completely crushed, and in some quarries you can still see traces of the original layers of the volcano, even though the layers were partly broken apart as the blocks slid."

Then comes a startling paragraph: "One amazing but now threatened survivor is Busay hill in Bgy. Sta Elena. This was once a little volcano ("cinder cone") high on the slope of Mt. Asog, until it was summarily moved by Mother Nature to its present location. Now it has almost been completely quarried."

Was that hill in front of my grandparents' home a little volcano?

Robredo carves own politics

NAGA CITY---Being a nephew of one of the most influential political figures after EDSA I, the president-elect’s secretary of choice to the Department of Interior and Local Government (DILG), Naga City Mayor Jesse Robredo, was a political protégé first when he entered government service in 1986.

Robredo, 26 years old then, was the political protégé of Luis Robredo Villafuerte, the head of the government reorganization of the revolutionary government under President Corazon Aquino, who asked him to come home here and head the Bicol River Basin Development Program (BRBDP) Office, an Asian Development Bank funded program, according to Jose Barrameda, Villafuerte’s second cousin and local historian.

“He was a political protégé of Luis (Villafuerte) who groomed him to become mayor of Naga City in 1989 after three years in the BRBDP,” Barrameda narrated.

He recalls Robredo was then a promising junior executive of San Miguel Corporation when Villafuerte prodded his nephew to work in the government service.

Robredo was an honor student, graduating second honors in grade six in 1970 at Naga Parochial School and also second honors when he graduated high school in 1974 at the Ateneo de Naga College (now a university). He holds two engineering degrees---one industrial management and the other mechanical---that he earned from De La Salle University, Manila from 1974-1980.

Robredo and Villafuerte, who are into political conflict and rivalry since 1992, belong to a common Chinese ancestry, only that it was divided by two marriages.

Barrameda said that in 1989 at the age of 29 years old, Robredo broke into the local political scene with Villafuerte supporting him to win a very narrow margin against rival Ramon S. Roco, younger brother to the late Raul S. Roco, in the mayoralty race.

Robredo was considered the youngest mayor of the Philippines at that time, who won only 24 percent of the votes and by a margin of less than 1,000 votes.

When Robredo was in his first year as mayor, Villafuerte was appointed acting governor of Camarines Sur. They parted ways in 1992 elections with Villafuerte fielding his sister Pura Luisa Villafuerte-Magtuto, a retired principal, against Robredo.

Robredo has carved his own trail in Naga City politics making him the only political leader here whose handpicked local candidates all won in the elections without let-up since 1992, including the local elections this year, for seven consecutive elections.

“He (Robredo) has learned to use power but not nakedly. He sets certain limits and would not go beyond them,” Barrameda said, describing Robredo’s executive power.

He said Robredo has made a fateful decision in 1992 elections when he supported Fidel Ramos in his presidential bid against Ramon Mitra whom Villafuerte supported.

Ramos won the elections and the presidential blessings were upon Robredo which enabled the latter to further pursue his type of consultative governance and development approach which brought big change to the city.

The mayor was confronted by an array of problems when he assumed his mayoral position with the city coffers empty and strained by overspending, tangled traffic because countless buses and jeepneys held terminal right inside the business district, sluggish economy, deteriorating basic services, proliferation of smut films and lewd shows, rampant illegal gambling and growing number of homeless urban poor population.

According to the nomination write-up for the 2000 Ramon Magsaysay Award for Government Service by Adolfo L. Olivan, Robredo overcame the challenges in Naga City through “confidence-building initiatives” by reorganizing City Hall on the basis of aptitude and competence, aided by bureaucracy-wide skills testing reinforced with better compensation and a transparent system of merit-based hiring and promotion.

Olivan also said that the mayor went after illegal gambling and lewd shows even if it meant parting ways with his “political benefactor,” making Naga the only jueteng and smut-free city in the country.

“All these immediately endeared him to the people of Naga, who saw a refreshing brand of competent, performance-driven leadership at the helm of the city government,” he added.

Despite protestation of terminal operators who filed strings of cases against him, Robredo relocated the bus and jeepney terminals outside the old business district which de-clogged the traffic and accelerated the growth areas in the periphery where terminals were transferred.

Barrameda can still remember clearly the conception of the consultative style of leadership Robredo demonstrated when during his first term as mayor he had to make consultation with his constituents before implementing a road widening project in Bagumbayan Norte where the main road from the towns south of Naga City cuts across.

Barrameda claimed the city mayor upon assumption to office in 1989 launched his mission to clean-up and build-up Naga City which had deteriorated to a third-class category from first-class city.

Ten years later, in 1999, the Asiaweek cited Naga City as one of four most improved cities in Asia in recognition of its participative processes, strong democratic tradition and commitment to excellence.

Also in 1998, the United Nations Center for Human Settlements (UNCHS) and the Municipality of Dubai awarded Naga City for its participative planning initiatives program as one of the world’s ten best practices for improving the living environment.

Robredo is the longest serving mayor of Naga City for 18 years, from 1989-1998, and, from 2001-2010.

Even as he was hounded by citizenship issue which questioned his being a Filipino citizen, Robredo has made a stride to clear doubts about his real citizenship when on June 2, 2010 his lawyers received an en banc decision of the Commission on Elections that affirmed the May 29, 2008 findings of the First Special Division declaring him Filipino citizen.

Voting 4-3, the Comelec en banc, chaired by Jose A.R. Melo, finds “no congent reason to depart from the May 29, 2008 findings which found Robredo’s father Jose, a Filipino, and therefore, he is a Filipino citizen qualified to run and is eligible to assume office and perform functions as mayor of Naga City.”

Those who decided in favor of Robredo were Melo and Commissioners Rene V. Sarmiento, Lucenito N. Tagle and Amando C. Velasco. Those who dissented were Commissioners Nicodemo T. Ferrer, Elias R. Yusoph and Gregorio Y. Larrazabal.

The citizenship case against Robredo was filed after the local elections in 2007 by poll rival Jojo L. Villafuerte, a cousin, who accused the former of being a Chinese citizen and, hence, disqualified to run, assume and hold an elective office. The alleged Chinese citizenship has always been an issue against Robredo every election season.

Malunggay brings good
tidings to a family in Naga

NAGA CITY---Liza Ordas could not forget the slightly bitter taste of a glass of green malunggay (Moringa oeifera) juice their mother would force them to drink at least twice a week when she was just a child.

Now a 40-year-old married mother of two, Ordas claimed the regular doses of malunggay juice she intakes has worked wonders on her health pointing out that never in her lifetime was she ever afflicted with serious illness as far as she remembers.

Ordas’ mother, a native of Tarlac, possesses the folk knowledge that malunggay is very nutritious with medicinal properties which Ilocanos embraced in their cuisine sans coconut milk, as it is prepared here in Bicol, she said.

“The Ilocanos mix malunggay leaves, flowers and young pods in their pakbet, bulanglang and other dishes and the old folks chew and ingest matured seeds to remedy pain and infection,” Ordas claimed.

She said her mother explained that since the leaves are hard to digest she devised a way of extracting the juice by boiling them, then strained and served to them in tall glasses as green liquid.

Malunggay, aside from being considered poor man’s vegetable, is a butt of joke in the locality because its leaves are considered to be indigestible one, remaining intact even after going through the human digestive process.

But in countless researches, Moringa had been acknowledged to possess nutritional value, antioxidant, anti-aging compounds and many more which prompted the World Health Organization to utilize it as cheap health supplement in poverty stricken countries, especially in Africa where it also grows in abundance.

Ordas said she searched far and wide, so to speak, about the Moringa and its products in available reading materials and the internet because she was confident she can make whatever business opportunity awaits her besides providing their family regular supplement to enhance their w ell-being.

The determination to make Moringa work in her favor was non-negotiable as the internet café business was waning and she could not bear to see her capital just in time.

She gathered more information by talking to health experts and met and chatted with a German doctor named Uwe Mueller at moringanews.com about the subject which greatly enhanced his appreciation of the benefits of Moringa. She said Mueller came over here to further promote the benefits of the ‘wonder plant’ as food supplement sometime in 2008.

Ordas, a graduate of Biology and Anthropology courses at the University of the Philippines in Diliman, Quezon City in 1992, discovered that most of the Moringa products she learned from the internet were from India but she noted the products were so limited which made her optimistic that many more could be developed given its properties.

After about three months researching about Moringa, she and her husband Bimboy sold their internet café business and embarked on the production of capsules from dried powder, and experimented on it by making her family the ‘guinea pigs.’

“In the first weeks, we experienced discharging oily compounds which I later confirmed as one of the cleansing effects of malunggay in our bodies by flashing out fats and toxins from our systems,” Ordas said.

She said the malunggay capsules also cleansed her husband of kidney stones and relieved her mother of hypertension and vertigo by regularly taking them thrice a day.

Ordas said her enthusiasm towards developing products from Moringa was so overwhelming after experiencing first hand its health benefits so that there were times she has to get up in the middle of the night just to take down notes that kept on popping in her head.

“I had ideas and concepts inside my head how to process and extract products from malunggay that I wrote down in details which became the prototype of what I am manufacturing now,” she enthused.

Ordas recalled they closed down their internet café in 2007 to concentrate in producing Moringa products which demand started to grow upon participation in trade fairs of the Department of Trade and Industry (DTI) and through direct selling.

“We started commercial production of Moringa capsules in small volume as order came in one at a time which grew over time prompting my husband to approach a childhood friend to pitch in so that we can expand our production because the capital we have from the sale of the internet café could not fund,” she narrated.

Ordas revealed Bimboy shared to his childhood friend all the trade secrets in producing Moringa capsules when they made a partnership agreement that she said never took off.

She said after a month or so her husband’s childhood friend withdrew his investment by reasoning that he lost interest in Moringa and wanted to concentrate in some other business venture.

To their dismay, Ordas and Bimboy discovered later, after her husband’s childhood friend’s withdrawal from their business venture that their supposed partner had already gone solo in producing his own Moringa capsules.

“He (husband’s childhood friend) copied everything from the procedures to product package which really hurt me. But instead of being discouraged by the thought of facing an unfair competition, I was driven further to develop other products aside from Moringa capsules,” she said.

With renewed determination to beat the odds, they put-up their own factory in their yard in Calauag, Naga City and poured in all the money they had and braced to make new products that were already in Ordas’ drawing board.

“It was a painful lesson (partnership with her husband’s friend) I had to learn but I am confident nobody else but me has the idea of the other products that I am going to make. We resorted to borrowing from our friends to continue our venture until it started to thrive,” she said.

Ordas registered her business venture at the Department of Trade and Industry (DTI) under Ordas Kalungay (Bicol word for malunggay) Depot which finally formalized their entry into the manufacturing industry.

She said the DTI has helped them develop their systems from labeling, packaging to marketing with the help of her husband who designed the product presentation.

Ordas explored all avenues to market her products through the internet as her Australian friend gave her free website hosting with the domain name www.kalungaydepot.com aside from posting her Moringa products in e-commerce sites like alibaba.com and sulit.com.ph.

With orders and inquiries about her products streamed in from the internet, she decided to transform her enterprise into a family corporation and registered it with the Securities and Exchange Commission (SEC) as Moringa Green Health International Corp.

Ordas said she is fortunate she has friends who lent her additional capital with very low interest rates which enabled her to expand her factory, upgrade her equipment and better package her products. She was also granted P600,000 worth of packaging equipment by the Department of Science and Technology (DOST).

She said marketing opportunities has come her way now as she was able to sign an agreement with a Korean buyer who initiated wider product exposure in leading newspapers and magazines in Korea and Japan.

Acquiring the green light this year from Food and Drugs Administration (FDA) of her production process and products, Ordas’ Moringa business that now sells by-products like soap, wine, juice, tea and oil, aside from the capsules, are making inroads into the local and international markets, after only three years in business.

At present, Ordas’ family-run and operated business can produce in a day 500 capsules, 500 bottles of 15 ml Moringa green oil, 100 bars of soap, 100 bottles of wine, 200 bottles of concentrated Moringa juice and 20 kilos of tea upon order.

NAGA CITY---Being a nephew of one of the most influential political figures after EDSA I, the president-elect’s secretary of choice to the Department of Interior and Local Government (DILG), Naga City Mayor Jesse Robredo, was a political protégé first when he entered government service in 1986.

Robredo, 26 years old then, was the political protégé of Luis Robredo Villafuerte, the head of the government reorganization of the revolutionary government under President Corazon Aquino, who asked him to come home here and head the Bicol River Basin Development Program (BRBDP) Office, an Asian Development Bank funded program, according to Jose Barrameda, Villafuerte’s second cousin and local historian.

“He was a political protégé of Luis (Villafuerte) who groomed him to become mayor of Naga City in 1989 after three years in the BRBDP,” Barrameda narrated.

He recalls Robredo was then a promising junior executive of San Miguel Corporation when Villafuerte prodded his nephew to work in the government service.

Robredo was an honor student, graduating second honors in grade six in 1970 at Naga Parochial School and also second honors when he graduated high school in 1974 at the Ateneo de Naga College (now a university). He holds two engineering degrees---one industrial management and the other mechanical---that he earned from De La Salle University, Manila from 1974-1980.

Robredo and Villafuerte, who are into political conflict and rivalry since 1992, belong to a common Chinese ancestry, only that it was divided by two marriages.

My first memory of UNC Sports Palace was when my mom earned her masters degree back in the early 90's. 'Till then I always saw banners and streamers which holds the name of the sports palace as the venue and nest for huge events, celebrations and competitions. The sports palace will always be part of Naga's history in creating memories of fun filled interaction and celebration. Local and national artists, sports enthusiast, political figures, educators, professionals, students, Naguenos and Bicolanos from all walks of life... one can always share to the younger generation "I have been to that sports palace", "dyan kadto pirmi ang mga darakulang events kang ciudad".

As we were enjoying our tiresome activity on a Saturday night at the gym, I couldn't help but think of the upcoming City Coliseum. In a few months, the roaring sound will be echoing out from the CBD II area and not anymore in the downtown area.

Due to the changing demands of society, the Sports Palace is now said to be somewhat old and sluggish. But nevertheless, the UNC community, students and employees are still around to enjoy the gymnasium's grandeur.

The UNC Sports Palace had its time to shine and time to dominate the prime time entertainment and sporting events of the city and the province as well. Just as the Hernandez's loved the whole campus from the very soil up to the edifices, building the Sports Palace will always one of their legacies for Naga City.

Close this I REMEMBER HOW IT WAS IN OUR ELEMENtary school. During recess, we would rush off downstairs to the row of toilets at the back of the school and relieve ourselves while looking at the scrawling and drawings on the wall in front of us. The scrawling consisted of the usual profanities, many of them sexual in nature, while the drawings were predominantly that of the male organ depicted to an exaggerated length and volume in a state of agitation (at least as compared to our endowments), and on occasion the same organ buried in a hole. The drawings were crude, lacking anatomical detail and precision, particularly of the hole, which could be attributed to the artist’s lack of visual aid, or experience, with the subject.

A group of us would often congregate around the area to talk about adventurous things that we would rather not discuss within hearing distance of the other kids, who might report us, or a passing teacher. The kids from the higher grades would normally be holding court, and their talk would consist of apprising us, shocked but fascinated, about the specific things they proposed to do, should the opportunity present itself, to the more attractive female teachers in school to deliver them to the garden of earthly delights. The specific things were crude as well, which might be attributed to the proposers’ lack of knowledge of the positions depicted in a famous Indian classic.

By the time we went back to class, many of us would be in a state of, well, agitation.

I remembered this in light of the protests against the Department of Education’s plan to teach sex education as a separate subject to the kids. I’m dismayed that my favorite political party, Kapatiran, should be leading the charge.

Says their lawyer, Jo Imbong: “Are they, especially the grade schoolers, already generally indulging in sex and are promiscuous enough as to warrant HIV/AIDS protection or the use of condoms, IUDs and contraceptive pills? DepEd Memo 261 is unreasonable and arbitrary unless DepEd is candid enough to admit that its real agenda is to transform the sex behavior of our kids towards being sex-obsessed.” And says Kapatiran head Eric Manalang: “Sex education in schools is not the answer. It promotes promiscuity among children... it does not promote the proper values that we want our children to receive in schools and we believe sex education should strictly remain a family affair.”

Surely neither Imbong nor Manalang is too old to remember how it was in their elementary grades? I cannot imagine that we were any more promiscuous than the rest of the boys—and girls—our age in this country at the time we indulged in the, well, pastimes I narrated above. We were a parochial school, called so not because it was narrow-minded (though an argument could be made for the case, as for other Katoliko sarado institutions) but because it was the parish school. We were all boys, the Church belief at the time being that co-education sprang from the mind of the devil, offering temptations not unlike the one the Devil did to Adam and Eve, which drove them out of Eden. That has long since been debunked.

Of course grade schoolers are not generally indulging in sex, but they are generally indulging in talk about sex. They are not generally filled with raging dalliances, but they are generally filled with raging hormones. You are that age and studying in a Catholic school, you cannot imagine why the worst cardinal sin is pride and not lust. It is only when you get a little older that you see the wisdom of that assessment. Lust only screws up a few people, pride screws up a nation.

Sex education is not going to plant the seeds of sexual proclivity in kids, or fan it, it is going to, well, educate it. That proclivity is there, in the biology, fanned every time the kids open the TV, surf the Internet (how can parents who know less about computers than their kids possibly hope to regulate it?), or merely go out in the streets and behold delectable humanity. Unless you mean to lock up your kid, prevent him from switching on the TV or computer, you can’t turn him into a self-denying flagellant. Which will just make him a creep.

Who would you rather the kids turn to to know about the birds and the bees?

The part about making sex education a strictly family affair is astonishing. At the very least that’s so because how many mothers and fathers in this country go on to tell their kids that they were not actually dropped by the stork (or whatever local myth there is) but came from the father inserting his stick into the mother’s hole and squirting a liquid into her that became what he, or she, is? In this country where sex is regarded as taboo, if not in fact a sin (I don’t know that the notion, “Sin, thy name is Woman,” isn’t still embraced) how many of the objectors to sex education can actually claim they learned all there is to know about the subject, and then some, from their mothers and fathers?

At the very most that’s so because it makes out the typical Filipino family as 1950s middle-class Americana. The kind where the father comes home from work every day in early evening, and says “Honey, I’m home,” assuming the wife doesn’t work herself but spends time baking in the oven, and proceeds to spend time with the kids imparting wisdom in the ways of life. In fact, the typical Filipino family is one where both parents are out all day doing backbreaking work, in urban areas steaming in sweatshops, driving buses and jeepneys, selling wares in sidewalks, thieving and whoring, while the kids scavenge the mountains of trash. You want sex education in those conditions to be a strictly family affair?

The point of sex education is the education, not the sex.

GOKONGWEI-LED CEBU PACIFIC is mounting another seat sale targeting Filipino shopping addicts who might want to travel to Kuala Lumpur next month in time for the “Malaysia Mega Sale Carnival.”

In a statement on its website, the country’s leading carrier likewise said it would offer discounted tickets for domestic destinations in a bid to spur travel during the lean months of August and September.

Tickets to any of the airline’s domestic destinations such as Bacolod, Iloilo, Davao, Surigao, and Dipolog from Manila and Cebu will be sold for as low P999 each. Cebu Pacific also flies to popular tourist destinations like Boracay (Caticlan), Bohol (Tagbilaran), Camarines Sur (Naga) and Palawan (Puerto Princesa).

The same low fare is available for those traveling from Manila to Kota Kinabalu, while tickets from Manila to Kuala Lumpur will go for as low as P1,999. Cebu Pacific flies twice a week to Kota Kinabalu and daily to Kuala Lumpur.

The discounted tickets will be sold starting today, June 25, and will be available only until Monday, June 28.

“The seat sale is in time for the Malaysia Mega Sale Carnival, happening from July 24 to Sept. 16, 2010. The mega sale offers great shopping bargains up to 70 percent off,” Cebu Pacific quoted Malaysia’s Tourism Promotion Board overseas director Masrina Bakri as saying.

So far, 786 Deep ang pnaka class na ukayan in Naga with over 6 stalls sa downtown area mismo plus one furniture and novelty shop imported from Thailand and China.. Almost all of their outlets are air-conditioned and amusingly designed well to capture one's attention... This isn't just a plain ukayan na mahihiling mo normally sa ibang lugar.

The owner of this shop as well as the other 5 branches was formerly living in Hongkong for quite sometime and decided to start his business here in Naga City. If you observe the interior design of this shop and the rest, It has a strong influence of Hongkong interior designs with a little influence of Arabic characters too. I find the other 2 branches with a Greco-Roman and one a Thai architectural designs. Mid-night sale because they are renovating the second floor.
The items they sell are mostly signature items with a very slight defect " over-run " coming from Hongkong, Singapore, China and Thailand. Very reasonable prices.
I think this shops are one of favorite commercial spaces in the cities. NO NEED TO GO TO HONGKONG OR BANGKOK FOR SHOPPING. WE HAVE IT ALL ..

Since SM and Bichara are still negotiating. But I can't confirm it at the moment. But one thing for sure, since SM didn't expect the great demand for leasing area , new malls will be sprouting out in Naga City. The demand for leasing area is SO GREAT.

I heard about the plan of Robinson Mall just between the Naga City bus terminal and the Bicol Access. And the Savemore at the back of Robinson didn't push through. Since SM and Bichara are still negotiating. But I can't confirm it at the moment. But one thing for sure, since SM didn't expect the great demand for leasing area , new malls will be sprouting out in Naga City. The demand for leasing area is SO GREAT.

What's the plan of Bicharas? Are they going to establish a mall also in that area?

Yes, I know Cris Daen, he is a Pediatric Cardiologist and also holds his clinic in Plaza Medica. He is also a neighbor at Jardin Real de Naga. You might be referring to Dr. Tony Embestro, he is an anesthesiologist based in Iriga- I have not seen him for a long while.

If you're Cris and Tony's batch mate in FEU (they're ahead of me), I also enrolled for my second course in FEU (AB English / Literature) which I took together with a Pre Med (Med Tech) in a different school.

You might also be a batch mate of a kababayan from Polangui, Dr. Rita Silo (an anesthesiologist, now based in US), which I believe also took her pre- med at FEU.

There are several doctors from FEU whom I believe belongs to the same batch; Dr. Helen Arevalo, Dr. Roy Principe and if I'm not mistaken, Dr. Roy Fernando to name a few.

Doc, I hope you are not rearranging your family trip on my account. I read a lot about Misibis and am sure an overnight stay is not enough to really enjoy the place. I am not sure if Dr. Rene Gonzales is a relative, the one thing that I am truly positive of is that we have relatives all over the world (both literally and figuratively).

SM Savemore Naga update:

The target site of SM Savemore Naga (J. Hernandez Ave.) beside Funeraria Imperial sadly didn't materialized due to some conflict "daw" with the owner(s) of the lot. However, with the sudden closure of Bichara Mall, the management of SM shifted to put their Savemore branch inside the Bichara establishment.:banana:

IMO this move is much feasible compare to constructing another building along a busy road which does not even have a space for parking.:ohno:

AKB partylist representations visits tribal settlement in Iriga
Ako Bicol Partylist Media Relations Officer, Joshua E. Martinez, Jr., accompanied by his staff and an ABS-CBN news team came to visit the Oyango Tribal community in Sta. Teresita, Iriga City, last June 19, 2010 for a fact finding trip.

They came upon instruction of Mr. Elizaldy S. Co, chairman of the board of Ako Bicol Partylist Organization, in response to a news feature aired on ABS-CBN late night report Bandila, focusing on the educational difficulties faced by Agta children in the region.

Jonathan Magistrado, co-host and Executive Producer of Marhay na Aga Kapamilya, a local TV program of the ABS-CBN Regional Network Group based in Naga City, filed the report picked up by the national network. Jonathan is also a news reporter of TV Patrol Bicol.

Ricardo E. Perez, project manager of agtabicol org., and a volunteer worker from the University of Nueva Caceres in Naga City, together with chieftain Pedro Sentillas, received the visitors in behalf of the Oyango Tribal community. Mr. Martinez explained to the community the nature and extent of the educational ministry being currently undertaken by the partylist organization, as he discussed possible areas for complimentary programs that may be introduced to benefit the Oyangos and other tribal settlements as well. He promised to submit his report to his immediate superior about their fact finding trip, with the commitment that they will be back to the community as soon as possible.

Ako Bicol emerged as the leading partylist organization in the Philippines, with the highest number of votes garnered in the recently concluded automated elections on May 10, 2010. The votes they received is testament to its very creditable performance in the field of public service.

PDA-CamSur conducts oral health awareness
The Philippine Dental Association-Camarines Sur Chapter headed by its President, Dr. Lauro Juan H. Ocampo conducted a house building activity and oral health awareness day at Gawad Kalinga village Talisay,San Jose,Cam.Sur last June 9,2010.

The Camarines Sur Dentists together with DepEd Regional Supervising Dentist, Dr. Ma.Rosalia Vivien P. Maninang and DepEd Dental Aides' Association showed spirit of volunteerism and did their best in building a house that will provide shelter and give dignity to the homeless families of Partido district.

The DENTAL TEAM incorporated dental consciousness to the GK beneficiaries like film showing about oral health hygiene, giving toothbrush and toothpaste flouride treatment dental health education, proper toothbrushing drill, handwashing drill and feeding program.

"Dentistry has been good to us and I think it's just right to give back. We are in a position to help others, and we have to realize that we can do something worthwhile to make positive changes." Ocampo said.

Claiming good governance: A citizens’ right
Naga City’s multi-awarded Mayor Jesse M. Robredo, who served for six full terms, once said: “Unless and until the citizens claim good governance from those who vow to serve them, we are not through with the work of participatory governance.”

Challenged by this indicator of success, the empowering leader and an active citizenry engaged each other and forged a partnership institutionalized in 1995 with the passage of Ord. 95-092- popularly called the Empowerment Ordinance. In time, the necessary processes and mechanisms for its implementation were in place. The ordinance paved the way to genuine people participation of the different sectors through their membership in working committees and councils as mandated by the Local Government Code of 1991.

One of the most empowering experiences was the participation of different sectoral representatives in the planning process of the city. Usually, in a three-day workshop, more than 350 people from government offices and the civic society groups came together to draft the City Development Plan.

This practice has put Naga City in the limelight, as other Local Government Units came to see how this was working, studied the empowerment ordinance and designed their own version. The city has received awards for this landmark legislation and numerous civil society groups got interested in forming peoples’ organizations and how the partnership was operative. The Naga People’s Council (NCPC) became a constant source of information and experience in engaging government.

However, the organized sector through the NCPC, after years of initial success, met organizational difficulties, which weakened its capacity to become a collaborative yet critical force in community affairs. The dream that became the opinion-builder and “voice” of the people was slowly changing as the organized sector failed to consolidate common concerns and issues. The forming of Barangay People’s Council was a good project but eventually failed to develop into a growing critical mass.

In time, with growing needs of a land-locked city, the critical eyes of local leaders, and growing taxes, some level of dissatisfaction in spite of the popularity of Naga City’s growth and development started to surface. “The ubos-kung ubos- gabos kung gabos” phenomenon began to be seen as disempowering and a negative factor in the Robredo administration. Some sectors felt that there was lack of fiscalization and transparency.

The well-entrenched “power” was not good for a democratic government that the people desire. Mayor Robredo was staying too long in office.

“WHEN LITTLE PEOPLE, IN MANY LITTLE PLACES…

TAKE MANY LITTLE STEPS…”

Upon coming home after years in Manila (1999), I started a re-integration process into Naga life. Analyzing and discerning with family and colleagues in the development circle, and a handful of City Hall friends, I discovered many concerns which I felt could get into critical levels.

I decided to act on this hunch and explored looking into the implementation of the Productivity and Improvement Ordinance and the People Empowerment Ordinance. I believe that these two landmark ordinances are the foundations of a participatory and empowering governance.

The elections of 2010 presented a right moment to engage the city governance. The city was preparing for a new set of leaders to take on the end of the 18-year Robredo administration.

The basic questions which occupied the citizens’ minds ranged from “Who can sustain the undisputed success of Mayor Robredo?” to “Do you think the next Mayor can be free from the influence of Mayor Robredo?

Many discussions at home, in the coffee shops, in government offices centered around issues raised by local politicians, businessmen, and religious leaders. The past three years were really challenging years. An Maogmang Lugar was slowly looking at itself especially in the light of the centenary celebration of the devotion to our beloved Ina, the Lady of Peñafrancia.

The call for renewal and a discernment process became a personal action point.. I felt the time was ripe for action for renewal of Naga as a source of new life for the Bicol Region. Naga City used to be called “The Heart of Bicol.”

ONE LITTLE STEP AT A TIME…

With a clear agenda and armed with a desire to introduce a discerned renewal process from the center, I started dialogue with key stakeholders of the Naga workforce. I believe that elective officials come and go. However, it is the city employees who stay to do the work of development and growth.

My small yet determined action to engage the city government once more began in August 2009. Received with openness and trust, I wrote down my ideas on the vital role of the workforce especially in the impending change of leadership. The enthusiasm on “preparing ourselves so we can hit the ground running in June 2010” increased. After many meetings among the key personnel, Frank Mendoza, Jun Mongoso, Tess Zapata, Willy Prilles, Gil de la Torre, and consultations with Kag. Salvador Del Castillo, Kag. John Bongat and Vice-Mayor Gabby Bordado, Mayor Robredo issued EO 12 on October 5, 2009, approving the re-visiting the Productivity Improvement Program.

The rest is history. The sustainability of Naga City’s growth and development will not depend only on the new Executive and Legislative bodies. The new path it will take will depend much on how the city hall’s public servants will collaborate with new leadership. The vision of Maogmang Lugar will rest on how the workforce carry the vision to reality with citizen participation and collaboration.

Half of the strategic “little step” is in place. The other half that is, the role of the citizenry needs to be awakened through the Empowerment Ordinance where the mechanisms for genuine participation are laid down.

THE OTHER LITTLE STEP…

I discovered that people participation which is the more important component of a participatory governance is wanting in some areas, sometimes propped up with good packaging and wanting in real, meaningful and creative engagement. The strong and effective governance team had gained the confidence of the governed but stifled community initiative and reduced their capacity and enthusiasm to do their part.

The gains of the Robredo administration need to be sustained. The new “Ubos-kung ubos” team is in power. The eyes of an expectant constituency are upon Atty. John Bongat, an independent- minded leader who takes on the “working shoes” of Jesse M. Robredo and sustain the gains of Naga City in the nextn three years.

Mayor John Bongat will have his own working shoes as he journeys with his people he has vowed to serve.

The time is ripe to claim good governance. The Naga City People’s Council is expected to be the voice of organized PO.s and NGOs. The path is open and fresh…

There is hope in the air and tomorrow is in our hands. Let us claim good governance from those we have chosen to serve the people.

Palace In A Bottle
CEBU, Philippines - One day I walked into a house where time encased it in a bottle. There are furnishings dating back to the 1900s, a century-old piano that still plays so well, bric-a-brac on the walls and bookshelves and cabinets keeping photo albums and cards of more than five decades. Call it ageless.

The Badiola home in San Felipe is a sprawling palace, as people here might call it. It bears nothing of the spires in Medieval England. But it has ornate designs, big rooms and a sprawling garden. Built in the 1970s, not so many in Naga City, Camarines Sur has preserved an ancestral home in a bottle. Though the house does not stand out with an arrogant and imposing finish, like what palaces are expected to be, it is so landscaped with a big, old mango tree in the garden, that somehow it makes you stop on your tracks and look back.

Dwelling in the house puts you back to a time when Girlie and her three sisters once giggled and sang to the music of the 70s. Socialite Adelita and her husband Orestes Badiola — Girlie’s parents — once entertained Naga’s genteel crowd. There is not a dust in the furnishings of the house, some dating back to the 1900s that might even show it has aged.

A piano built in Berlin in 1880 is now 130 years old. The tuning of the piano didn’t seem to change it as it sounded as perfectly tuned as it may have been over a century ago. I communed in the sanctum of my mind as I played on the piano one evening. That night, there was just me, the piano and gentle blowing of the wind from the back terrace. I dabbled on Buencamino’s “Mayon” but as I reached the fourth movement where the volcano is erupting, the clock chimed wonderfully in tandem to my music. I stopped. Then the chimes played the next note for me. The unseen audience sitting on the sofa and wicker rocking chair were dismayed. They grumble and I could hear them want me to start again. It was nice, it was like I’m a pianist performing in chamber music. I nod to my appreciative audience in a simple bow and start again.

Serenade of the past.

SM Savemore Naga update:

The target site of SM Savemore Naga (J. Hernandez Ave.) beside Funeraria Imperial sadly didn't materialized due to some conflicts "saw" with the owner(s) of the lot. However, with the sudden closure of Bichara Mall, the management of SM shifted to put their Savemore branch inside the Bichara establishment.:banana:

IMO this move is much feasible compare to constructing another building along a busy road which does not even have a space for parking.:ohno:
That' still better... But I would prefer a new building to be constructed as it would give a fresher look of that area.

PGMA support to science community recognized
The country’s science community today recognized the steadfast support of President Gloria Macapagal Arroyo to the science and technology sector through a presentation dubbed “Alay Pasasalamat” at Malacanang’s Heroes’ Hall.

The event, organized by the National Academy of Science and Technology, highlighted the accomplishments of the science community that stemmed from the support of the President during her nine-year term.

Among these was the signing into law on March 23, this year of Republic Act 10055, otherwise known as the Technology Transfer Act of 2009, which harmonizes all technology transfer activities in the country and expediting the commercialization of government-funded research.

The President’s efforts, resulted in the accomplishment of five broad tiers of S&T programs that included research and development, human resource development, scientific and technological services, promotion and information services and scientific linkages and international cooperation.

It was also during the Arroyo administration that four new Philippine Science High School campuses were established to provide the environment for the youth to learn and hone their skills to become achievers.

The President’s S&T Undergraduate Scholarship program was able to reach out to deserving students to pursue S&T baccalaureate degrees in selected higher education institutions in the country. Some 34,820 scholars have benefited under the program.

President Arroyo also provided extensive support for graduate S&T scholarship programs through the infusion of more funds. The Accelerated Science and Technology Human Resource Development Program and the Engineering Research and Development Technology Program resulted in a five- fold increase in the number of graduate scholarship opportunities. There are now 1,476 MS and 443 PhD scholars under said programs.

The Arroyo administration allocated the much-needed funds for the improvement of research facilities, and increased the funding for research and development activities for academic scientists and engineers.

National Academy of Science and Technology President Dr. Emil Javier led the science community in expressing their gratitude to the President’s support to S&T.

“In behalf of the Science community of the Philippines, thank you for your recognition of the importance of S&T to our country’s progress and inconsiderable support to improve the Philippines capability, scientific research and development,” Javier said.

Dr. Lourdes Cruz, a National Scientist, pointed out that for the first time in over 30 years, the budget for research and development increased from 0.51 percent of GDP to 2.4 percent in 2007. She expressed hope this will start a “logarithmic growth” of the budget for economic development and cooperation.

For his part, Nestor Acala, a PhD Mathematics scholar at the UP Diliman, said that through the President’s various scholarships in S&T, poor but deserving students like him, was able to realize their dreams as well as paved the way to a brighter future for them.

Glenn Riced Blanco, a Philippine Science High School scholar from Lanao del Norte, thanked the President for her Mindanao Opportunities for Vitalized Education (MOVE) - Upgrading Science Program that has helped him and other students from Mindanao get scholarships in science high schools.

Maria Lydia Lomibao of Camarines Sur said her pili business has been expanding to the markets of the US, Japan, and Canada with the help of advanced technology she has adopted from the Department of Science and Technology. That is what i heard also. I think the whole Bichara building is been negotiated by SM savemore, they will also manage the leasing area. I don't know if the Emily Arcade and the Advent building are included in the negotiation. Anyway the lot at the back of Robertson can be a good prospect for the upcoming Giant Malls.

10th Ateneo Writers Workshop
The Ateneo Institute of Literary Arts and Practices (AILAP) with the support of the National Commission for Culture and the Arts (NCCA) is now accepting applicants for the 10th Ateneo National Writers Workshop (ANWW) to be held from Oct. 24-28, 2010 at the Ateneo de Naga University in Naga City.

This year, six (6) slots will be allocated exclusively for writers writing in any of the Bikol languages. The qualifications are: a) a resident of the Bicol region, b) writes in a Bikol language and c) can translate his/her manuscript into Filipino or English. Each applicant must submit a portfolio in triplicate (3 copies) of any of the following: a suite of five (5) poems OR a collection of three (3) short stories written in any Bikol language with a title page bearing the author's pseudonym and a table of contents. The portfolio must include translations either in Filipino or in English. Entries in the Bikol languages must be addressed and submitted to Kristian S. Cordero, Philosophy Department, Ateneo de Naga University, Naga City 4400.

got the info from the part owner of the supposed lot to be purchased by SM. I think the move of SM to occupy Bichara is feasible and the location is more strategic. With regards to Advent and Emily theaters the best thing for the Bichara's to do is to retain at least one of their cinemas and convert it to a convention center or a theater type viable for musical presentations, min-concerts, conventions and small type gatherings. I remember Happy Cinema (now Triple B) was the venue of Rivermaya concert here in Naga.

Yup, improvement is highly needed for LCC.. Ano kaya kun mag-agi naman jan an ruta kan jeep pa LCC arog kan sa SM na naglalaog talaga an jeep.. Gaya ng mga may ruta sa Concepcion etc..Para na rin dai na ma double ride an mga masakay sa terminal kun sakaling mag-open talaga ini..

went to PNR yesterday to inquire on the Manila - Bicol Trip... the guy I spoke to there told me that the June 25 date in the news is only about brand new engine and coaches to be transported from Manila to bicol... as for the trip, may be September or later... tsk tsk...

The past week, I was getting a license(student permit), my NBI and Police Clearance and applied for an SSS ID (which will be released after 6 or more months..)...

This is in LTO I think...
