Senior House members welcomed Sunday the impending appointment of Commission on Human Rights (CHR) chairman Leila De Lima as justice secretary under the incoming Aquino administration, saying her background makes her qualified for the position.
Rep. Antonio Cerilles (Zamboanga del Sur) said De Lima is highly qualified for the Department of Justice (DoJ) post because of her background as a lawyer and track record as human rights advocate.
“Atty. Leila De Lima is a bar topnotcher and has a good record in public service. She has previously handled electoral cases as secretary of the House of Representatives Electoral Tribunal. She’s one of our few expert election lawyers,” he said.
During her stint as CHR chairperson, the lawmaker said, De Lima has sincerely and seriously fought for the respect of the primacy of human rights in the country.
“We welcome her decision to accept President-elect Noynoy Aquino’s offer to be part of his Cabinet,” he said.
With De Lima at the DoJ helm, Cerilles expressed hope that the various issues concerning rights abuses will be adequately addressed. “We hope that human rights abuses especially against mediamen will now end.”
Re-elected Rep. Ma. Isabelle Climaco (1st District, Zamboanga City) said De Lima’s appointment shows that the Aquino administration recognizes the vital role of women in nationbuilding.
“We hope there will be other female appointees in the Aquino Cabinet since we have a lot of women leaders in the country who can do great service to the people,” she said.
“But for now, we are just too happy to know that Chairman De Lima will continue to serve in the government, this time as DoJ secretary.
She has the expertise and qualification to lead the DoJ in the speedy and fair dispensation of justice in the country,” the solon said.
Rep. Janette Garin (1st District, Iloilo) said De Lima’s appointment to the DoJ post is a laudable move of Aquino.
“Chairman De Lima is a staunch advocate of justice and human rights, and the DoJ is the right place for her to continue such advocacy to help our country. MANILA, Philippines—Naga City Mayor Jesse Robredo, the first Filipino local official to receive the Ramon Magsaysay Award for Government Service, is ready to accept the interior secretary portfolio, one of two Cabinet posts that President-elect Benigno Aquino III plans to offer to him.
“I’d take whatever post he wants for me. It’s not good to refuse the President. If it’s already there, I will accept it,” said Robredo, who was interviewed at the 56th anniversary celebration of the League of Cities of the Philippines (LCP) in Makati City Wednesday.
Robredo and Vice President-elect and outgoing Makati Mayor Jejomar Binay almost crossed paths at the gathering but Robredo had apparently left when Binay arrived to deliver his speech.
Binay interested
Binay has openly asked to be appointed to head the Department of Interior and Local Government, citing his two-decades-long experience as mayor of Makati.
But Aquino recently said he was thinking of tapping Robredo, the multi-awarded mayor of Naga, Camarines Sur, for the post.
Robredo said he appreciated Aquino’s trust and confidence in him. “My work as mayor has paid off. Trust is more important in public service than skills,” he said.
As a mayor of 19 years, he has been exposed to local government work for several years and was thus qualified to head the DILG, he said.
He said he could bring a developmental point of view to local government administration.
“The DILG before was more [focused] on CONTROL and SUPERVISION, it does not focus on the development aspect of local government work. That dimension is something that I can bring in,” he said.
The DILG must overhaul its way of “engagement” with the LGUs, he said.
“Everything should be PERFORMANCE-BASED and DECENTRALIZATION should be calibrated. Assistance to LGUs should be BASED ON NEED, CAPACITY and PERFORMANCE,” Robredo said.
Cities and towns differ in several ways and should not be treated the same, he said. “Knowing whom to guide and who needs less attention requires experience,” Robredo said.
Robredo, who is a fraternity brother of Binay in the Alpha Phi Omega, was nowhere to be seen when Binay arrived and started shaking hands with the mayors at the conference room.
‘Haven of corruption’
In his speech, Binay said the barangay elections, scheduled for October, should be abolished and the power to appoint barangay officials given to the city and town mayors.
“We should no longer hold barangay elections. If barangay officials are appointed, mayors could replace them because of dismal performance,” he said.
He added that cities and towns do not need barangay councilors. “What will they legislate? Nothing. It’s just an additional expense for the government,” he said.
Binay said the Sanggunian Kabataan, the youth councils, have become a “haven of corruption in the LGUs.”

Ayala built three subdivisions thru Avida in Pacol, Naga City I believe in 1998.
San Francisco Villages 1 and 2, San Alfonso Homes and San Ignacio Estates with a small retail center Paseo de San Ignacio.
We were able to acquire a property on the latter but unfortunately, we have already settled a year earlier in our present residence in Jardin Real.
The place has wide roads, open spaces, well maintained landscaping (which is very rare in this part of the world), very nice clubhouse, no overhead tangled wires and a clutter free, environment.
Most of all houses are not imprisoned by tall fences.

The target site of SM Savemore Naga (J. Hernandez Ave.) beside Funeraria Imperial sadly didn't materialized due to some conflict "daw" with the owner(s) of the lot. However, with the sudden closure of Bichara Mall, the management of SM shifted to put their Savemore branch inside the Bichara establishment.:banana:
IMO this move is much feasible compare to constructing another building along a busy road which does not even have a space for parking.:ohno:
We were at Mc Donalds Bichara Theater Mall and the mall was open including all its tenants like Mang Inasal, Greenwhich, Rusty Lopez etc.. save for the theaters.
I even told my wife they should change the name from Bichara Theater Mall to Bichara Theater-less Mall.:lol:
Seriously speaking- with the presence of SM and even Robinson's Supermarket at E mall, upgrading their establishment physically and aesthetically is one thing that local entrepreneurs at the CBD 1 should ponder.
Just like what they are doing with the various Lifestyle Centers in Magsaysay Ave. in Naga and Embarcadero and LKY in Legazpi.

SM City Naga, I think is considered as one of SM City's major branches in the Philippines for the following reasons:
It is one of few SM Malls with Digital 3D Theaters.
It is also one of the few SM Cinemas with Shaker Seats.
It is always included in SM's national theater events like movie premieres, special screenings, like the GMA's Endless Love last Saturday and Eclipse tomorrow to name a few.
Incidentally, GMA 7 featured Greatest South Luzon Fiestas yesterday at 8 AM for their Kapuso Fiesta. These are Lucban's Pahiyas, Lucena's Pasayahan and CamSur's Kaogma Festivals.
I'm glad that the Kaogma is now being recognized as a major Festival. According to the program, Kaogma is unique among Philippine festival because aside from the traditional street dancing parade and beauty contests, it is focused on Extreme Sports like the International Downhill Bike Trail Contests, the National Wakeboarding and Regatta competitions.
CamSur has now two major festival recognized nationally. Penafrancia and Kaogma.
The latter could become an international event because of it's international focus on extreme sports.

the only problem I'm experiencing here is commuting... :ohno:
aside from that... it's really wonderful here... it's very serene. True, there are no walls, rather, only few houses have walls... guards are also on patrol 24/7... :)

CLARK FREEPORT -- Vice Governor Joseller "Yeng" Guiao recently revealed the incoming provincial administration's "secret weapon" seen to propel the province to greater economic growth and alleviate poverty.
Dubbed "Community Business Technology Center" (CBTC), Guiao said the executive and legislative's business and economic centerpiece is a tried and tested brainchild of the Seagate Global and JM Araneta consortium. It will, he said, call for a "sister province" agreement with China's Junan.

"The idea was presented to me by my classmates from De La Salle. And after careful study, we saw that it would fit us in the province because it is very doable and achievable," Guiao said.
The CBTC is an alternative system that teaches new technologies to fisherfolk and farmers. It is aimed at sustaining development by increasing employable skills.
Guiao said that the initial step would be to set up a bank where income and outputs of the agricultural and fisheries sectors are plowed back in using a cycle to create exports.
He identified Seagate Global Consortium as being allied with giants Sinosure, China State Center and Sinomach among others, along with the Foundation for People Development led by Jesus Estanislao, San Miguel Packaging Corporation and other Cojuangco firms.
"This is the right tool for us and the right time to do it," he said, disclosing additionally the plan of Manuel V. Pangilinan's group to build a world-class waterpark at a National Housing Authority property near the Subic-Clark-Tarlac Expressway in Floridablanca in the likes of CamSur (Camarines Sur) where millions of investments and employment have been generated.
"We (Governor-elect Lilia Pineda and Clark International Airport Corporation chairman Nestor Mangio) had met and discussed Manny Pangilinan's plans. It is a very positive development," he said.

Cebu Pacific (CEB) cuts fares to all its domestic destinations and Malaysia by as much as 49% in a seat sale from June 25 to 28, 2010 for travel this August 1 to September 30, 2010.
Passengers can avail of the P999 ‘Go Lite’ seat sale fare when they travel to any of CEB’s domestic destinations, such as Bacolod, Iloilo, Davao, Surigao and Dipolog from Manila and Cebu. Boracay (Caticlan), Bohol (Tagbilaran), Camarines Sur (Naga) and Palawan (Puerto Princesa) flights are also included in this seat sale.

MAYOR Jerry Treñas brought to the global stage the many projects implemented in Iloilo City during the opening day of the 2nd Gawad Kalinga (GK) Global Summit held in Singapore on June 25-27.
Speaking at the Governance Forum, Treñas discussed the city's implementation of the GK pro-poor projects, which help uplift the lives of thousands of homeless urban poor through public-private partnership. He also talked about the effects of providing decent homes by changing the many faces of poverty in his city.

Seriously speaking- with the presence of SM and even Robinson's Supermarket at E mall, upgrading their establishment physically and aesthetically is one thing that local entrepreneurs at the CBD 1 should ponder.
Just like what they are doing with the various Lifestyle Centers in Magsaysay Ave. in Naga and Embarcadero and LKY in Legazpi.

Legazpi City (25 June) -- The Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) in Bicol has maintained that three rivers in the region reported earlier as biologically dead are actually not dead at all, according to the agency's regional official.
Engr. Gilbert Gonzales, DENR-EMB Bicol regional director, recalled that Anayan (Camarines Sur), Malaguit (Camarines Norte) and Panique (Masbate) rivers were earlier reported as biologically dead by media outlets here that prompted uncalled alarm among the residents directly gleaning resources from the rivers.
Gonzales averred the bureau has been conducting surveillance, sampling and monitoring of the rivers to verify their status and environmental quality, consequently found out that these rivers remain in fact being utilized by communities along them.
Paracale and Malaguit rivers are classified as Class C waters while Anayan river is listed in Class D waters as stated in the 2009 annual assessment report pursuant to DAO 34 series of 1990.
"This means that these Class C inland waters could be utilized as fishery water for the propagation and growth of fish and other aquatic resources, recreational water (boating etc.) and industrial water supply for manufacturing processes after treatment, meanwhile Class D waters could be utilized for irrigation, agriculture, livestock watering and industrial water supply for cooling, etc," Gonzales explained.
Though the average dissolve oxygen (DO) level for Anayan River was 6.3 mg/L, Malaguit River - 7.4 mg/L and Panique River - 7.4 mg/L concentration level respectively, however, pH (basicity and acidity of water), temperature (T) and Total Suspended Solids (TSS) were also considered in the classification and assessment. Results concluded that it passed minimum requirement.
The term biologically dead which likely mean lifeless (anaerobic environment) or zero dissolved oxygen is not applicable in these rivers since as per assessment by the EMB, there are various aquatic livelihood undertakings such as fish cages, aquaculture and crab fattening that are predominant in the area.

PILI, CAMARINES SUR - THE Bureau of Fisheries and Aquatic Resources (BFAR) regional office has sent experts to probe a reported "fish kill" after hundreds of dead Tilapia were seen floating the surface of Lake Buhi in Barangays Sta. Elena and San Buena, villages near the town proper for the last three days.
BFAR provincial fishery officer Santiago A. Noblefranca said "we are investigating the report after TV footage on the fish kill was shown in the local news the other day."
Noblefranca remarked however that the local government of Buhi who has administration over the sprawling 1,700 hectares of the lake resources has not made any report on the fish stocks' mortality.
Noblefranca revealed that the BFAR has fears that the lake waters have gradually become polluted in the past decade with newly formulated Tilapia feeds being used in nearly 6,000 fish cages owned by more than a thousand Tilapia growers, now occupying at least 70% of the lake land area.
Reportedly, fish cage operators are now using bigger fish cages measuring 5x10 or 5x5 meters, with as much as 10,000 to 15,000 stocking density of Tilapia fish in every cage.
While daily harvest in Buhi Lake was estimated at five to six tons of Tilapia daily, these were distributed mostly at public markets in Naga City, Sipocot, Daet, Cam.Norte, Lagazpi City, and other town markets in Albay, Noblefranca said.
With the high rate of the stocking density in the fish cages, excess feeds being poured in the Tilapia cages have become pollutants on the lake floor.
In 1998, the incident of the biggest fish kill in Lake Buhi which cost Tilapia growers some P 25- Million in losses was reportedly due to pollution. Other experts nonetheless claimed sulphur emission in the lake still occurs due to its volcanic origins.
In the meantime, it was also reported that the persisting hot temperatures during day-time and partial rains at the start of the rainy season were having an effect on marine life at the lake.
Noblefranca said that recently BFAR Regional Director Dennis del Soccorro has sent fishery representatives to help out the Sangguniang Bayan of Buhi to draft the local Fishery Ordinance with regulatory measures to manage the lake resources from being over populated with fish cages.http://www.voxbikol.com/bikolnews/4631/bfar-probes-buhi-fish-kill

SINGAPORE, JUNE 28, 2010 (STAR) By Helen Flores – Ramon Magsaysay awardee and Gawad Kalinga founder Antonio Meloto called on fellow Asians to help developing countries eradicate poverty.
Meloto, together with representatives from the public and private sector in the Philippines, launched here over the weekend Gawad Kalinga as the Asian model of development against poverty.
“We urge Asians to rise above our divisions and ensure that our economic gains will close the gap between the rich and the poor and ensure that no one gets left behind,” Meloto told participants of the 2nd Global Gawad Kalinga Summit held at the Ngee Ann Polytechnic here.
“This is the GK way: Asians caring for Asians, Asians ending poverty in Asia,” he said.
Meloto said GK’s strategy is to create a template in every town and to replicate this in every village (barangay) with support from the local government units.
In 2006, Meloto received the prestigious Ramon Magsaysay Award for Community Leadership.
Meanwhile, Camarines Sur Gov. Luis Raymond Villafuerte, who was one of the speakers in the summit, has thrown his support to GK in its effort to help other Asian countries in combating poverty.
“Asians ending poverty in Asia starts with Filipinos ending poverty in the Philippines,” Villafuerte said.
Villafuerte said he himself was inspired by GK to eliminate poverty in his province.
“If there is one thing that binds Gawad Kalinga and CamSur, it is our common belief in responsible development. Our projects are not only progress-oriented, they are purpose-driven. Our people are not only conscientious workers, they have the conscience and the compassion for the poor,” he said.
Villafuerte said CamSur has the biggest GK communities in the country.
He said GK homes in his province have been transformed into mini-economic centers that promote local tourism.
“From building homes, we are now re-building lives. From building communities we are now building a sustainable and self-reliant future for our people,” he said.
Villafuerte said CamSur is hosting the biggest marathon in September which aims to benefit various non-government organizations, including Gawad Kalinga.
With this year’s theme “Gawad Kalinga Summit 2010: Icon of Hope against Poverty,” GK honored outstanding Asians, including the late former President Corazon Aquino, who have made heroic sacrifices to grow the GK movement.
It also honored GK village builders from Singapore, particularly students of the National University of Singapore (NUS) and Ngee Ann Polytechnic who have just finished their internship in GK communities in the Philippines this year.
Since 2007, Gawad Kalinga has been providing internship program to students of the NUS and Ngee Ann Polytechnic in its GK communities in the Philippines.
Ngee Ann Polytechnic principal Chia Mia Chiang said the study trips “have transformed our students.”
“As an example, they have learned the importance of finding happiness in simplicity and the value of friendship,” he said.

Outgoing Vice President Noli de Castro will step down from power on June 30 but he vowed to carry on his advocacy to build decent homes for the poor as a private citizen by being an active Gawad Kalinga (GK) volunteer.
De Castro, who was the guest of honor at the opening ceremonies of the 2nd Global Gawad Kalinga Summit at the Ngee Ann Polytechnic Convention Center here, said he looks forward to being an active volunteer of GK as a private individual.
“I will continue to be a supporter of GK. As a private citizen now, I will be active in GK activities and programs. I have been supporting this movement for the past seven years and it’s been a learning and a rewarding experience for me,” De Castro said in his speech last Friday night.
“So now, you can all start calling me ‘Tito Noli,’” De Castro told the audience which included Singaporeans, in reference to the manner GK members address senior volunteers.
The Singaporean government, in partnership with schools like Ngee Ann Polytechnic and National University of Singapore’s Center for Social Entrepreneurship and Philanthropy, hosted and organized this year’s summit.
De Castro said what makes GK a remarkable organization is that it enjoins everyone to participate not just in building homes but also in building the nation.
“It is about partnerships,” he said.
In an earlier interview, De Castro said he would leave his position with dignity, knowing that he did his best as Vice President.
De Castro also chairs the Housing and Urban Development Coordinating Council (HUDCC) and the Home Development Mutual Fund (Pag-IBIG Fund).
In 2009 alone, the Pag-IBIG Fund provided loans amounting to P45.7 billion to some 47,000 members, De Castro said.
De Castro has been working with the GK movement for the last seven years.
He also reportedly intends to go back to his previous job as broadcaster when his term expires this week.
Meloto declines ‘housing czar’ post
Meanwhile, GK founder Antonio Meloto refused the Cabinet position that was offered to him by president-elect Benigno Aquino III, saying he can do more for the country as a private individual.
Meloto, a Ramon Magsaysay 2007 awardee, said the offer to become the country’s housing czar was made through Aquino’s sisters Ballsy and Pinky.
He said he can be more effective in helping the poor gain decent homes if he remains in the private sector.
“I can do more for the country by not being a Cabinet official... because other governments don’t trust our politicians,” Meloto told Filipino reporters here.
Founded in 1995, Gawad Kalinga is a non-profit organization that builds houses for poor communities in the Philippines and other developing countries. It also helps develop livelihood programs for the poor to support their everyday expenses.
To date, there are 2,000 GK communities all over the Philippines, and in Cambodia, Indonesia and Papua New Guinea.

NAGA CITY’S multi-awarded Jesse M. Robredo, who has served six full terms, once said: “Unless and until the citizens claim good governance from those who vow to serve them, we will not [succeed in] the work of participatory governance.”
With that challenge, Robredo and an active citizenry engaged each other and forged a partnership institutionalized in 1995 with the passage of Ordinance 95-092 (popularly called the Empowerment Ordinance), for which Naga has received awards.
The necessary processes and mechanisms for implementation were put in place. The ordinance paved the way for the genuine participation of various sectors through membership in working committees and councils, as mandated by the Local Government Code of 1991.
One of the most empowering experiences was the participation of sectoral representatives in the city’s planning process.
More than 350 people from government offices and civic society groups came together to draft the City Development Plan in a three-day workshop. This practice has put Naga in the limelight, with other local government units coming to study the Empowerment Ordinance, and eventually designing their own version.
The Naga City People’s Council (NCPC) became a constant source of information and experience in engaging government.
But after years of initial success, the NCPC met with organizational difficulties, weakening its capacity to serve as a collaborative yet critical force in community affairs.
The dream that became the opinion-builder and people’s “voice” slowly changed as it failed to consolidate common concerns and issues.
The forming of the Barangay People’s Council was a good project, but it failed to develop into a critical mass.
In time, with the growing needs of a landlocked city, the critical eyes of local leaders and the rising taxes, dissatisfaction began to surface.
The “ubos-kung-ubos, gabos-kung-gabos” phenomenon came to be seen as a negative factor in the Robredo administration. Some sectors complained of a lack of fiscalizing and transparency.
The well-entrenched “power” was not good for the democratic government that the people desired. Mayor Robredo was thought to be staying too long in office.
In 1999, after years of living in Manila, I started a reintegration process into Naga life. Analyzing and discerning with family and colleagues in the development circle, as well as some City Hall friends, I discovered many concerns that, I felt, could reach critical levels.
Acting on this feeling, I looked into the implementation of both the Productivity and Improvement Ordinance and the Empowerment Ordinance – landmark legislation that, I believe, laid the foundations of participatory and empowering governance.
The basic questions that occupied the citizens’ minds ranged from “Who can sustain the undisputed success of Mayor Robredo?” to “Do you think the next mayor can be free from the influence of Mayor Robredo?”
The May 10 elections presented a right moment to engage the city governance.
The past three years were really challenging years. An Maogmang Lugar was slowly looking at itself, especially in the light of the centenary celebration of the devotion to our beloved Ina, the Lady of Peñafrancia.
The call for renewal and a discernment process became a personal action point. I felt the time was ripe for action for the renewal of Naga – once known as “The Heart of Bicol” –as a source of new life for the region.
With a clear agenda and armed with a desire to introduce a renewal process from the center, I started a dialogue with key stakeholders of the Naga workforce.
I believe that elective officials come and go, but it is the city employees who stay to do the work of development and growth.
My small yet determined action to engage the city government began in August 2009. Received with openness and trust, I wrote down my ideas on the vital role of the workforce, especially in the impending change of leadership.
The enthusiasm over “preparing ourselves so we can hit the ground running in June 2010” increased.
On Oct. 5, 2009, after many meetings with key personnel Frank Mendoza, Jun Mongoso, Tess Zapata, Willy Prilles and Gil de la Torre, and consultations with Kagawad Salvador del Castillo, Kagawad John Bongat and Vice Mayor Gabby Bordado, Mayor Robredo issued Executive Order 12 approving the revisiting of the Productivity Improvement Program.
The rest is history. Naga’s sustained growth and development will depend not only on the new executive and legislative bodies but also, and more significantly, on how the public servants will collaborate with new leadership.
Half of the strategic “little step” is in place. The other half – that is, the role of the citizenry – needs to be awakened through the Empowerment Ordinance where the mechanisms for genuine participation are laid down.
I have discovered that people participation – the more important component of participatory governance – is sometimes propped up by good packaging but wanting in meaningful and creative engagement.
The strong and effective governance team had gained the confidence of the governed, but stifled the community’s initiative and reduced its capacity and enthusiasm to do its part.
The gains of the Robredo administration have to be sustained. The new “ubos kung ubos” team is in power. The eyes of an expectant constituency are upon John Bongat, an independent-minded leader who will take on Robredo’s “working shoes.”
The time is ripe to claim good governance from those we have chosen to serve us. The path is open and fresh!
Indeed, when many little people in many little places take many little steps toward freedom and peace, the world will change.

Skydiving in Pampanga, hot-air balloon in Clark, board sailing in Pagudpud, caving in Sagada, surfing in Siargao, wakeboarding in Camarines Sur, mountain climbing in Aurora, and scuba diving in Palawan – gone are the days when Philippine sports is ruled by the testosterone-infused matches of basketball and boxing.
Owing to the country’s natural terrains, sprawling beaches, vast low lands, and foothills, sports tourism has become the latest ‘in thing’ in sports and leisure, a thriving industry that will put the Philippines in the map as an international sports destination.
“Sports tourism is a niche market the Philippines is ideal for,” said newly elected Philippine Tourism Promotion Board Chief Operating Officer and former Undersecretary for Sports and Wellness Tourism Cynthia Carrion.
The Department of Tourism (DoT) recognizes the capability of sports being a worldwide interest, to boost tourism traffic in the country. Also, sports tourism is likely to give foreign and local tourists a reason to visit different destinations in the Philippines which will eventually open more doors for businesses, services, and employment opportunities.
Take for instance hosting national and international sporting events such as the 2005 Southeast Asian Games, the Ironman 70.3 in Camarines Sur, and other competitions in different parts of the country can potentially draw in more tourists including team players, management members, guardians, supporters, and sports fans.
In the past years, a number of local destinations such as Palawan, Subic, CamSur, and even Boracay have successfully developed their natural tourism assets into marketable sporting sites and are well underway to the international sporting circuit.
However, developing sports tourism in the country requires an all-out support from national sport associations, local government units, event organizers, hotel and resort sectors and tour operators.
To further address the huge potential of sports tourism in the country, the DoT in cooperation with Selrahco and MediaTrade Exchange Inc. will gather various players of both tourism industry and sports organizations for the 2010 Sports Tourism Summit on April 26 at the Dusit Thani Hotel in Makati.
“We need to be equipped with the necessary ideas and resources so we can fully develop and strengthen sports tourism in the country,” said Carrion.
On the other hand, Conference Chairman Charles Lim is hopeful that through the Sports and Tourism Summit, tourism stakeholders will be able to focus on developing sports opportunities by investing in infrastructures, facilities, and support network to accommodate major sport events and other sports tourism activities.
During the summit, a panel of guests and speakers from top honchos of sports management, marketing, and tourism will shed light on how we can keep pace with the fast developing sports tourism niche, and will discuss the best strategies and practices in planning, managing, financing, marketing and promoting sports tourism.
Tourism Secretary Joseph Ace Durano and Cynthia Carrion will speak on behalf of the DoT. Other speakers include the South African Ambassador, His Excellency Pieter Vermeulen who will talk on the “South Africa’s Hosting of the 2010 FIFA World Cup and Other International Events”; Patrick Gregorio, Sports Director of Smart Communications, Inc. on “The Role of Corporate Sponsorship in Sports Development”; Princess Galura, Philippine consultant to IMG on “Sports Management & Event Organizing”; Gov. Luis Villafuerte, Jr. of Camarines Sur on “Developing a Top Destination through Sports Tourism”; and Lynelle Seow, Regional Director of Singapore Tourism Board on “The Staging and Impact of the Singapore Grand Prix”.

Naga City (21 June) -- As tourism industry in Bikol continues to soar high by posting positive growth, much as the fervor and spirit of tourism stakeholders as they gear up for the 21st Philippine Travel Mart Road Show set June 19 in this city.
Dubbed one of the biggest and most anticipated travel and tourism trade shows in the Philippines, Travel Mart will not only showcase enticing travel and tour packages in the region but will also provide a wide array of opportunities for travel operators to closely work with other industry partners.
Philippine Tour Operators Association (PHILTOA), Inc., in partnership with the Bicol Regional Tourism Council (BRTC) and the Bicol Association of Travel and Tour Operators (BATTO), envisions a strong alliance with tourism-related associations that will work actively to promote domestic and inbound Philippine tourism.
PHILTOA, which led the one-day tourism expo, is an organization of tour operators and allied members actively involved in the advocacy of responsible tourism. Founded on 12 June 1986, non-stock and non-profit organization.
Danny De Leon, BRTC's dynamic Regional Chairman, stated that the event is open to all tourism industry players whose aim runs synonymous with their vision. "We are so privileged that the Philippine Travel Mart Road Show will be done here in Camarines Sur. This will give us a wider edge to showcase how rich Bikol Region is, in terms of resources and tourist destinations."
De Leon also pointed out that there are still a lot of unexplored and hidden destinations here in the Bikol Region waiting to be discovered. "These unseen resources are just behind the lush forests and green mountains, waiting to be unearthed. All we need are responsible caretakers who would develop it, without harming our Mother Nature."

Congratulations to Germany’s Deutsche Bank, whose December 2009 assets were over 1.5 trillion euros, for recently holding its first-ever public sculpture competition in the Philippines, which was won by multi-awarded artist Juan Sajid Imao.
Of the country’s top 25 talented sculptors who competed, the unanimous choice of the board of judges — and also the “People’s Choice” category by Deutsche Bank Philippines’ 1,900 employees — was Imao’s 10-foot interactive public artwork titled “Diversi-team.” This will be unveiled at the bank’s building in The Fort on June 28 at 6 p.m., along with a sculpture exhibit by Juan Sajid Imao.
The governments that followed the late President Ferdinand Marcos and his First Lady Imelda Romualdez Marcos either largely neglected or failed in promoting the arts; some have even bastardized the National Artist Awards. This writer wishes to point out a mistake in the claim of National Union of Banking Employees (NUBE) president Jose Umali, who said in another newspaper that possible new Labor Secretary Atty. Jose Anselmo “Joel” Cadiz of the Bicol region is the legal counsel of Asiatrust Bank, owned by the Aboitizes.
Asiatrust Bank is actually owned by investors led by the Garcia family and also its president, Dionisio “Diony” Ong, who is a summa cum laude graduate of De La Salle University, and fluent in English, Tagalog, Hokkien and Mandarin. Other top groups who made substantial investments in the bank include Asian Development Bank and the Social Security System (SSS).
If speculations are correct, Naga City and the Bicol region might have two new cabinet secretaries known for being idealistic. Atty. Cadiz is past president of the Integrated Bar of the Philippines (IBP) and former classmate of Ramon Magsaysay Awardee Mayor Jesse Robredo, who is the possible Secretary of the Department of Interior and Local Government (DILG).

STI president Monico Jacob said a new facility will be built in Novaliches and Caloocan which would require investments of P150 million and P300 million, respectively. Under construction is a four-story campus in Naga City which could take in about 5,000 students.
Jacob said the group is also expanding its campus in Fairview, Quezon City, its top school with about 3,000 enrollees. About P100 million has been earmarked for this.
The group’s campus in Dagupan is also undergoing renovation, Jacob said.
He said the expansion is in line with its goal to have a student base of 100,000 in the next four years. The company had around 64,000 enrollees last year.
Jacob noted that enrollment was up four percent in the first semester this year compared with the previous level.
The group has set a P1-billion capital expenditure program over a two-year period beginning last year with the building of a P300-million new facility in Fort Bonifacio Global City.
Jacob said the group continues to be on the lookout for opportunities to further boost its cashflow. “We’re looking at several schools. We’re in talks with one group now. Hopefully, we get to close a deal,” he said.
At present, the company operates a network of 95 tertiary schools which offer information technology, engineering, healthcare, business administration, and hotel management courses.
STI chairman Eusebio Tanco earlier said he might take STI public to fund the expansion of its facilities. The company was originally looking to raise P1 billion to P2 billion from the maiden offering of its shares.
STI was established in 1983 and has since grown through acquisitions. In 2002, STI acquired a majority share in De los Santos College to create the DLS-STI College of Health Professions.
Also, in 2006, the firm purchased a stake in the De Los Santos Medical Center, now known as De Los Santos-STI Medical Center.
Aside from STI and healthcare, Tanco also has interests in life insurance, textiles and chemicals, cargo handling, power distribution, property, stock brokering and investment banking.

RP takes on sports tourism

Skydiving in Pampanga, hot-air balloon in Clark, board sailing in Pagudpud, caving in Sagada, surfing in Siargao, wakeboarding in Camarines Sur, mountain climbing in Aurora, and scuba diving in Palawan – gone are the days when Philippine sports is ruled by the testosterone-infused matches of basketball and boxing.
Owing to the country’s natural terrains, sprawling beaches, vast low lands, and foothills, sports tourism has become the latest ‘in thing’ in sports and leisure, a thriving industry that will put the Philippines in the map as an international sports destination.
“Sports tourism is a niche market the Philippines is ideal for,” said newly elected Philippine Tourism Promotion Board Chief Operating Officer and former Undersecretary for Sports and Wellness Tourism Cynthia Carrion.
The Department of Tourism (DoT) recognizes the capability of sports being a worldwide interest, to boost tourism traffic in the country. Also, sports tourism is likely to give foreign and local tourists a reason to visit different destinations in the Philippines which will eventually open more doors for businesses, services, and employment opportunities.
Take for instance hosting national and international sporting events such as the 2005 Southeast Asian Games, the Ironman 70.3 in Camarines Sur, and other competitions in different parts of the country can potentially draw in more tourists including team players, management members, guardians, supporters, and sports fans.
In the past years, a number of local destinations such as Palawan, Subic, CamSur, and even Boracay have successfully developed their natural tourism assets into marketable sporting sites and are well underway to the international sporting circuit.
However, developing sports tourism in the country requires an all-out support from national sport associations, local government units, event organizers, hotel and resort sectors and tour operators.
To further address the huge potential of sports tourism in the country, the DoT in cooperation with Selrahco and MediaTrade Exchange Inc. will gather various players of both tourism industry and sports organizations for the 2010 Sports Tourism Summit on April 26 at the Dusit Thani Hotel in Makati.
“We need to be equipped with the necessary ideas and resources so we can fully develop and strengthen sports tourism in the country,” said Carrion.
On the other hand, Conference Chairman Charles Lim is hopeful that through the Sports and Tourism Summit, tourism stakeholders will be able to focus on developing sports opportunities by investing in infrastructures, facilities, and support network to accommodate major sport events and other sports tourism activities.
During the summit, a panel of guests and speakers from top honchos of sports management, marketing, and tourism will shed light on how we can keep pace with the fast developing sports tourism niche, and will discuss the best strategies and practices in planning, managing, financing, marketing and promoting sports tourism.
Tourism Secretary Joseph Ace Durano and Cynthia Carrion will speak on behalf of the DoT. Other speakers include the South African Ambassador, His Excellency Pieter Vermeulen who will talk on the “South Africa’s Hosting of the 2010 FIFA World Cup and Other International Events”; Patrick Gregorio, Sports Director of Smart Communications, Inc. on “The Role of Corporate Sponsorship in Sports Development”; Princess Galura, Philippine consultant to IMG on “Sports Management & Event Organizing”; Gov. Luis Villafuerte, Jr. of Camarines Sur on “Developing a Top Destination through Sports Tourism”; and Lynelle Seow, Regional Director of Singapore Tourism Board on “The Staging and Impact of the Singapore Grand Prix”.

26 June 2010—Multi-award winning director Marilou Diaz Abaya visited the Ateneo de Naga University to give a talk on Developing a Catholic Presence in Mass Media. The morning event, held at the Madrigal Amphitheater, was well-attended by students, seminarians, media practitioners, and representatives from various religious congregations.
In her talk, Ms. Abaya discussed a symbolic description of the media (how it equates to fire), how reality is blurred due to its manipulation by commercial-centric parties, and how the audiences are affected by it. She also emphasized that the audience should be more vigilant towards media, that as viewers, they have the right to respond and express their opinions on certain programs and advertisements.
Also discussed in the forum is the Director’s upcoming movie which is a special tribute to Ina, Our Lady of Peñafrancia. She shared with the audience the premise and progress of the film, and asked for the Nagueños’ support for the film’s development.
The special forum was made possible thanks the effort of the Caceres Commission on Communication and the AdNU Media Studies Department.

MANILA, Philippines - The STI group, which operates a nationwide chain of educational institutions, is rolling out two more schools this year, expanding its presence across the country.
STI president Monico Jacob said a new facility will be built in Novaliches and Caloocan which would require investments of P150 million and P300 million, respectively. Under construction is a four-story campus in Naga City which could take in about 5,000 students.
Jacob said the group is also expanding its campus in Fairview, Quezon City, its top school with about 3,000 enrollees. About P100 million has been earmarked for this.
The group’s campus in Dagupan is also undergoing renovation, Jacob said.
He said the expansion is in line with its goal to have a student base of 100,000 in the next four years. The company had around 64,000 enrollees last year.
Jacob noted that enrollment was up four percent in the first semester this year compared with the previous level.
The group has set a P1-billion capital expenditure program over a two-year period beginning last year with the building of a P300-million new facility in Fort Bonifacio Global City.
Jacob said the group continues to be on the lookout for opportunities to further boost its cashflow. “We’re looking at several schools. We’re in talks with one group now. Hopefully, we get to close a deal,” he said.
At present, the company operates a network of 95 tertiary schools which offer information technology, engineering, healthcare, business administration, and hotel management courses.
STI chairman Eusebio Tanco earlier said he might take STI public to fund the expansion of its facilities. The company was originally looking to raise P1 billion to P2 billion from the maiden offering of its shares.
STI was established in 1983 and has since grown through acquisitions. In 2002, STI acquired a majority share in De los Santos College to create the DLS-STI College of Health Professions.
Also, in 2006, the firm purchased a stake in the De Los Santos Medical Center, now known as De Los Santos-STI Medical Center.
Aside from STI and healthcare, Tanco also has interests in life insurance, textiles and chemicals, cargo handling, power distribution, property, stock brokering and investment banking.

I am so happy to see such a vibrant mangrove area in that part of CamSur! These mangroves offer habitat for some fishes and crustaceans, etc and also help in environment conservation (by preventing erosion - some people doubt this) but if not for the first one, it is still valuable to keep it thriving.

I visited your thread a few times and you are right it is on the slow mode! FYI, my wife is from San Juan, La Union. I have been to San fernando, La Union a few times. The last time, however, was in 2002. Although, we are planning to visit next year.

Thanks a lot for keeping us up to date with all those pictures! I am afraid that there is nothing that we can do with those spaghetti wires short of demolishing all the the infrastructures and start all over from scratch. I just hope and pray that it is the case with new developments such as the village wher Doc lives and Avida villages (???)

We will not be expecting too many spaghetti wires in CBD II since most of the big construction wiring will be done underground.
