the danger this chicken feast poses: one might grow feathers and wings somewhere!
other must-eats in WOK: spinach soup (the green soup doesn't look inviting initially but as they say, do not judge soup by its cover because it is not a book); spicy pork ribs, salt and pepper squid, noodles (ask for the house specialty), pata tim, lapulapu.
I miss the cakes from Starmark :ohno:

one thing that made Starmark popular was the variety its menu offered- cakes and pastries, pasta and pizza, chinese chow, coffee, shakes and beer/ harder drinks- all at very affordable rates.

on GAINZA fair: it's a commendable effort to honor the memory of this great figure in Bikol history by way of a trade fair he himself envisioned and began a couple of centuries ago. he surely was a man beyond his time. clearly a progressive, he started many new things in the region, including one of the oldest educational institutions in the country, Colegio de Santa Isabel.
perhaps many of us know him only thru the town named after him. Penafrancia Avenue used to be Via Gainza.
why not name one of Naga's streets after this man, esp as we celebrate the Penafrancia Tricentennary? (He also played a significant role in fostering devotion to INA).

NAGA CITY, June 26 — All systems are go for the 6th Bicol Business Week (BBW)on Sunday, an event hailed here as an “excellent venue for national and multinational companies to explore opportunities in the Bicol Region.”
Alberto R. Bercasio, president of Metro Naga Chamber of Commerce and Industry (MNCCI), said other than showcasing and promoting the best of Bicol trade and commerce, the activity also serves as an update on new investment areas, technologies and other product trends for local traders and entrepreneurs, as well as “outside” investors who wish to do business in Bicol.
This year’s BBW will be attended by the presidents and leaders of all business chambers in Bicol, the vice president for South Luzon, representatives from multinational companies and local government units who want to showcase their new products and innovations.
High-tech devices that facilitate the development of renewable energy and garbage recycling are among the state-of-the–art industries that will be viewed in the trade exhibitions.
Renewable energy comes from natural resources such as sunlight, wind, rain, tides, and geothermal heat.
In 2006, about 18 percent of global final energy consumption came from renewables, with 13 percent of which% coming from traditional biomass that was mainly used for heating, and 3 percent from hydroelectricity.
New renewables (small hydro, modern biomass, wind, solar, geothermal, and bio-fuels) accounted for another 2.4 percent and are growing very rapidly.
The new technologies and products will be presented to the public through the week-long exhibit, which starts Sunday at the outer grounds of the city’s Central Bus Terminal in the Central Business District 2 (CBD 2) here, the city’s newest trading and shopping hub.
At least 75 booths are to be occupied by different Manila-based and local exhibitors.
Magno Conag, this year’s BBW chairman, said that a job's fair will complement the affair.
Manila-based manufacturers, businessmen and exhibitors, including those coming from other parts of the region, will also gain from business-matching opportunities for the duration of the regional business week.
BBW is an investments promotion initiative which has been institutionalized by the MNCCI and the city government of Naga aimed at putting Naga and Bicol in the business map in this part of Luzon.
The event also aims to enlighten the public on environment protection programs and the prospects in green investments.
One of the event’s traditional highlights is the annual search for outstanding Bicolano businessmen/women dubbed as the Halyao Awards. Halyao is a pre-Spanish native word for trader. It pays tribute to enterprising local businessmen who have excelled in their chosen field and contributed in large measure to product enhancement, job generation and nation-building.
It is being undertaken through collaboration with other public and private agencies such as the Department of Trade and Industry (DTI), Department of Science and Technology (DOST), the Department of Agriculture, the Philippine Tourism Authority (PTA), and the different exhibitor companies and local government units.(PNA).

yep Quality Bakery is still around. For me, they have the BEST Chiffon Cake in town. The price (Php 195) will say for itself comparing it to the Chiffon Cakes of the other bakeshops.

Garlic Chicken is one of the best food in Wok restaurant, also the spicy chicken, very similar to Thai chicken adobo. really hooot :nuts: :cheers:

Definitely, Naga is now in the big league.
I like this picture. The trees project clean and fresh surrounding. I hope the CBD 2 streets will be lined by trees and green.:)

what i mean is that if SM City Naga shall transfer its whole supermarket area on a new location and new building (beside MN Coliseum) then we can call it as SM Naga Supermarket which is one classification of SM stores. If that would happen by 2011 Naga would have 3 SM anchors, namely:

Oh i see, the ground floor is a newly renovated interior design, looks spacious and relaxing. I though all the medical equipment is already set-up at the ground floor.It's good we are looking at the state of the art interior designed hospitals and clinic with a HOME BASED atmosphere just like in the states:)

it's a tsokolate with an ah (aguado)

The mild sweetness of sugar raised and glazed donuts are still the best for choco drinks as they are already sweet.
But for the really hot black coffee, donuts with icing and sweet cookies goes well with it as they neutralize the bitter taste of coffee.

My conclusion?
The thickness
was not due to chocolate after all...
it's a tsokolate with an ah (aguado)
but made thicker with

WATER SPORTS AND tons of fun-filled bashes were featured at the 2nd Lago del Rey Summer Aquafest held at the renowned Lago del Rey lakeside of Camsur Watersports Complex (CWC), with sizzling celebrities, dahlings, attending the awesome three-day event.
The Aquafest was bold and daring, with exciting competitions. All these were enjoyed by the guests at the breathtaking Lago del Rey, “which is fast-becoming another water sports haven among local and foreign enthusiasts,” said Camarines Sur Gov. LRay Villafuerte.
Lago del Rey is an 18-hectare manmade lake right across the road from the fabulous wakeboard cable lake of the CWC cable park, now known all over the world for offering the best entertainment facilities in Asia, dahlings. It’s so in line with Governor Villafuerte’s vision of making CamSur the mecca of sports tourists.
The Aquafest was successfully organized by Marilen Nuñez and her rah! rah! rah! team from LenPlus, and supported by Headwear, Hugo Boss, Hawaiian Tropic, Republic, Gov. LRay Villafuerte and the Province of Camarines Sur.
At the end of each day, it was chill-out time at the poolside, with everyone getting that partying feeling till midnight, palanggas.

I got to talk yesterday to the franchisee of Mang Inasal in Naga.
His family owns the franchise of the Mang Inasal in SM Naga, Centro Bichara and the upcoming Regent Branch and if I heard it right, Albay (I'm not sure though if they have a branch in Albay)
He also owns the soon to open Iriga and Tabaco franchises.
The one opening in Pacific Mall apparently was franchised by a doctor from Guinobatan (he could not recall who) and the Embarcadero branch is apparently owned by the mall itself.
They may also open on the New Robertson Mall (now undergoing construction) and Puregold Naga next year.
Truly, Mang Inasal is one of the fastest growing fastfood chain in Bicol and in the Philippines.

Sampaguita Department store was so famous around the late 70's to early 80's. Once a busy and crowded street. Anyway the Dacudao's are doing well in Hotel business. They are originally from Batangas, very successful in Naga, expand around Bicol and other parts of the country.
I remember Sampaguitas in the early eighties. Then we have Sampaguita, Shoppers Mall which was then a single level store, World Plaza and Naga City Bargain House. :)

Mang Inasal serves tasty grilled chicken and other pinoy favorite ulam (sinigang na bangus, sisig, etc) and bottomless rice - i think this contributes much to its growing popularity. namit gid!

PILI, Camarines Sur, July 7 (PNA) -- The Central Bicol State University of Agriculture (CBSUA) has conducted its 23rd R&D Project Review and Information Dissemination (RDPRID) on June 15-16, 2010 at the CN Divinagracia Hall, inside the university campus here.
The two-day activities include a paper presentation with two categories: natural sciences and biodiversity; socio economics and education and a poster competition.
For the Natural Sciences and Biodiversity category, the paper on “Evaluation of IBA, Coconut Water and their Combinations in Grafting Pili” by Dr. Gilda S. de Asis won the first place.
The second place went to the “Promotion of the Nutrient Manager as a Decision Tool for Rice Sufficiency” by Dr. Fe B. Perlas, while the “Comparative Performance of Biofertilizers under Aerobic and Anaerobic Conditions” by Dr. Fe B. Perlas, Prof. Jesus B. Osea and Prof. Russell Rosalinda F. Rastrullo won the third place.
For the Socio Economics and Education category, the following were adjudged winners: 1st Place - “Benefit Monitoring and Evaluation of ischools Project in the Bicol Region: Readiness and Acceptability of ICT Integration among schools Project in Camarines Sur” by Vladimir R. Foronda, Dr. Gloria B. Osea, Charlie P. Nacario, and Ma. Teresa B. Lirag; 2nd Place - “Teaching Practices in Math of Selected Elementary and Secondary Cooperating Schools in Camarines Sur” by Dr. Gloria B. Osea, Dr. Elizabeth L. Laynesa, Dr. Eden C. Paz, and Rowena M. Bayrante; and 3rd Place - “Good Practices in Climate Change Adaptation across Ecosystems” by Dr. Cely S. Binoya.
Winning first place for the Poster Competition was Hanilyn A. Hidalgo for her research titled,“AFNR Human Resource Inventory and Environmental Scanning in Camarines Provinces”.
Dr. Fe B. Perlas was awarded the second place for her poster on “Promotion of the Nutrient Manager as a Decision Tool for Rice Sufficiency.”
Perlas together with Prof. Jesus A. Osea and Prof. Russell Rosalinda F. Rastrullo, garnered the third place for their poster on “Comparative Performance of Biofertilizers under Aerobic and Anaerobic Conditions.”
Meanwhile, the three winning papers during the International Conference on Higher Education Research: Utilization, Experience and Discovery held at the University of Northern Philippines, Vigan, Ilocos Sur on April 28 to May 1, 2010 were also presented as special reports during the in-house review.
The CBSUA’s Research Division held this yearly activity not only to monitor and evaluate the university’s RD projects but also to promote R&D excellence.
It also served as a venue to disseminate new technologies and knowledge to stakeholders, partners and the scientific community.
Winners of the 23rd RDPRID received cash prizes and plaques of recognition. The first placers for each category received P10,000 while the second and third placers won P7,000 and P5,000, respectively.
The Best Poster first placer received P5,000 while the second and third placers were given P4,000 and P2,000 each.
There were 20 completed and 20 on-going R&D papers presented. From among the completed researches, seven papers were recommended for presentation for the BCARRD Regional Symposium on Research and Development Highlights (RSRDH).
These were the six winners of the two categories and the paper of Dr. Dulce J. Mostoles and Prof. Lilia C. Pasiona entitled, “Adaptability of Stingless Bee to Different Hives.”(PNA)

A lawmaker Wednesday called for massive installation of public surveillance cameras in major thoroughfares and key public places to complement the “no-wang-wang” policy of the Aquino administration, to effectively enforce traffic rules and to help address the problem of criminality.
Cavite Rep. Elpidio Barzaga Jr. said the Department of the Interior and Local Government (DILG) should put together a more extensive closed-circuit TV (CCTV) surveillance system in major thoroughfares and key public places, for more effective monitoring.
"Coverage of existing public surveillance cameras is extremely limited. We should have at least one observation camera for every 1,000 persons," he said.
Barzaga said video cameras should compensate for the lack of police officers. The officer-population ratio now stands at 1:700, still a far cry from the ideal 1:500, he pointed out.
"President Aquino's decision to take charge of the DILG is a blessing.
He will directly oversee not just the strengthening of local governments, but also the promotion of peace and order as well as public safety," he said.
"The President enjoys tremendous public support. Cable TV as well as high-speed wireless Internet service providers will surely help spread the use of surveillance cameras, once Malacañang or the DILG invites them to do so," he said.
Internet Protocol-based CCTV video cameras enabled by WiFi zones could supplement the use of cable TV networks in the surveillance activities, Barzaga said.
"In Dasmariñas City, with the help of our private cable TV service provider, we've installed 24-hour surveillance cameras on major roads at no extra cost to taxpayers," said Barzaga, former Dasmariñas mayor for nine years.
A vast surveillance camera system would also give more meaning to the President's pledge to ensure the swift administration of justice, Barzaga said.
"Our streets are slowly being overwhelmed by crimes against persons and property such as road rage, carjacking, bus robbery, hit-and-run, and snatching," he said.
He cited the road rage killing of Renato Ebarle Jr. in Quezon City and the shooting of Jorge Bernas by carjackers in Pasig City. "More than helping law enforcers apprehend offenders after a felony has been committed, we are absolutely convinced a broader video surveillance network will go a long way in deterring crime in our streets," Barzaga said.
He said the use of video cameras to enforce traffic rules would also help raise extra revenues from fines on violators.
This, as the solon brushed aside fears that it could be used to "invasion of privacy." "Video cameras in public places do not bother law-abiding and peace-loving people who hate crimes," he said.
CCTV video surveillance is widespread in the United Kingdom, which has some five million spy camera units, mostly in central London, or a ratio of one unit per 12 residents.
Meanwhile, the National Capital Region Police Office (NCRPO) Wednesday announced that the drive against wang-wang (sirens) is getting positive response from the public because some are voluntarily surrendering them to the police or the Land Transportation Office (LTO).
NCRPO chief, Director Roberto Rosales, said that of the total 148 sirens and blinkers which they have presented last Monday, some were voluntarily surrendered by individuals following the directive issued by President Aquino.
Rosales urged police personnel to follow the directive and remove the wang-wang including the blinkers from private vehicles. (With a report by Jean Fernando)

CCTV cameras in major areas pushed

A lawmaker Wednesday called for massive installation of public surveillance cameras in major thoroughfares and key public places to complement the “no-wang-wang” policy of the Aquino administration, to effectively enforce traffic rules and to help address the problem of criminality.
Cavite Rep. Elpidio Barzaga Jr. said the Department of the Interior and Local Government (DILG) should put together a more extensive closed-circuit TV (CCTV) surveillance system in major thoroughfares and key public places, for more effective monitoring.
"Coverage of existing public surveillance cameras is extremely limited. We should have at least one observation camera for every 1,000 persons," he said.
Barzaga said video cameras should compensate for the lack of police officers. The officer-population ratio now stands at 1:700, still a far cry from the ideal 1:500, he pointed out.
"President Aquino's decision to take charge of the DILG is a blessing.
He will directly oversee not just the strengthening of local governments, but also the promotion of peace and order as well as public safety," he said.

btw when i was in naga last week, i saw the organizing team of Singles for Christ in CWC. they were in town for a few days' visit to do ocular inspection of possible venue for the singles for christ int'l conference (ICon) in camsur feb 18-20. aside from the main venue they are also looking for venues for the simultaneous workshops (at least 10 of them with about 500 - 700 pax each). places considered: CWC, naga city sports complex, naga city coliseum; workshops (ateneo, sta isabel, among others).

25 June 2010: A second-generation Chinese Filipino, Robredo was born in Naga in 1958, to Jose Chan Robredo, Sr. and Marcelina Manalastas. He attended Naga Parochial School, a private Catholic school, and then the Jesuitical Ateneo de Naga, the only Catholic high school for boys in the city. He then studied Industrial Management Engineering and Mechanical Engineering at the Philippines De La Salle University. Later he was Edward Mason Fellow and a graduate of Masters in Public Administration at John F. Kennedy School of Government, Harvard University in Cambridge, Massachusetts in 1999. In 1985 he obtained his Masters in Business Administration at the University of the Philippines in Diliman and was received the Graduate School and Faculty Organization award for scholarly excellence. Jesse Robredo has been shortlisted for the 2010 World Mayor Prize.
In 1980 Robredo joined the San Miguel food and drink corporation in its Physical Distribution Technical Services department of the General Services Division. Within six months he was promoted two grades higher and sent to the finance division for another six months. When his immediate superior was moved to Magnolia, the ice cream division of San Miguel, he was invited to join him. He was assigned to logistics planning and concurrently functioned as staff assistant to the physical distribution director. Returning to Naga City in 1986, he was became Program Director of the Bicol River Basin Development Program, an agency tasked to undertake integrated area development planning in the region's three provinces.
In 1988 he was elected as Liberal mayor of Naga City, making him the youngest City Mayor of the Philippines at age 29. He was able to transform the city from being underperforming to one of the "Most Improved Cities in Asia", as chosen by Asiaweek Magazine in 1999. Hailed for his effective leadership, he was elected President of the League of Cities of the Philippines in 1995. He was also elected Chairman of the Regional Development Council (regional planning and coordinative body of Bicol's six provinces and seven cities) from 1992 to 1998.
Robredo says: “I have been an advocate of local autonomy and I deeply believe that our people can be better served if resources and authority are devolved to local government units. Of course, this should be hand in hand with exacting a system transparency and accountability on our local officials. While it may seem that the “islands of good governance” are few at the moment, they have demonstrated that the quality of service delivery is far more superior when it is handled by local authorities.”
Robredo’s achievements in office include most recently: Most Cost-Effective City in Asia by the United Kingdom's Foreign Direct Investment Magazine (2005); Public Service Awardee for Local e-Governance from the United Nations Department of Public Administration and Finance (2004); Women-Friendly City Award from the UN-Habitat and the UN Development Fund for Women (2004); Model City for Government Procurement from the World Bank and Procurement Watch (2003); CyberCity Awardee for its i-Governance initiatives from the United Nations Development Program (2002); Dubai International Awardee for Improving the Living Environment from UN Habitat (1998). Ten Outstanding Young Persons of the World (1996) and the Ten Outstanding Young Men of the Philippines. He also received the Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines (1998) and the first ever "Dangal ng Bayan" Award of the Civil Service Commission. In 2000, he became the Ramon Magsaysay Awardee for Government Service.
Naga is located 377 km southeast of the capital Manila. Though located in the Bicol Region and its economic centre, Naga City itself enjoys independent status of the surrounding Camarines Sur province. Bicol is seen by many political observers as enjoying largely liberal and left of centre tendencies on account of its estrangement from the main portion of the Luzon island. Inhabitants of Naga are known as Nagueños. Naga is the centre of the Metro Naga area, which consists of the main city and 14 surrounding municipalities, which are administered on an intercommunal basis by the Metro Naga Development Council. Having been established in the early 1990s, the body is seen as an early example of Multi-Level Governance in the developing world by local government academics. NAGA CITY --- To help ensure a historic and memorable celebration of the 300th year of the Bicolanos’ devotion to Our Lady of Peñafrancia in September this year, the city government of Naga led by Naga City Mayor-elect John Bongat has reconstituted a tercentenary executive council with its steering committees to coordinate with the Archdiocese of Caceres in preparating for what is expected to be the grandest fiesta ever.
To be chaired by Bongat himself and co-chaired by Vice Mayor Gabby Bordado with the chair of the SP Committee on Tourism, Culture and Arts and representatives from the Archdiocese, Naga City Peoples Council, Kapisanan ng mga Brodkaster sa Pilipinas, as well as the chairs of the different steering committees as members, the executive council will hold its first meeting at 9:00 a.m. today, Thursday, at the City Mayor’s Office.
Collective efforts are necessary for all sectors concerned to ensure the safety and comfort of all guests, pilgrims and visitors during the 2-weeklong celebration. More visitors and pilgrims are expected to come on this very important event that will include religious dignitaries from Rome, top national officials, and members of various Catholic congregations.
Already, the new city administration is making its hands full to spruce up the city that will include beautification and clean up drives on plazas, thoroughfares and establishments, establishment of pilgrim and visitors’ assistance centers, replacement of lampposts within the Cathedral-USI area, and the inspection of bridges.
“This important milestone in the history of the Bicolanos’ devotion to the Virgin of Peñafrancia whom her devotees dearly refer to as Our Ina, the city government will give its full support to guarantee a meaningful celebration,” the city mayor said.

LEGAZPI CITY --- Five entities consisting of one hospital, a local government unit, a multipartite monitoring team, science high school, and a water district were conferred this year’s Saringaya Awards by the Department of Environment and Natural Resources in Bicol.
The awards were given in a simple ceremony during the culminating program of the Environment Month celebration held recently at the Casablanca Hotel, this city.
This year’s recipients of the Saringaya Awards are: USI-Mother Seton Hospital in Naga City (Small-Scale Industry Category), Municipality of Magarao in Camarines Sur under the able leadership of Mayor Nelson B. Julia (Local Government Unit Category), Bacon-Manito Multipartite Monitoring Team (Special Category), Philippine Science High School – Bicol Region Campus in Tagontong, Goa, Camarines Sur (Academe Category), and Camarines Norte Water District under the able leadership of General Manager Ma. Antonia F. Boma (Special Category).
DENR Regional Executive Director Joselin Marcus Fragada said Saringaya Awards is an annual event organized by the DENR in Region 5 aimed at recognizing the Academe, the LGUs, People’s Organization, other Government organizations, small-medium to large scale industries and individuals whose operations and systems, in a general sense, favor the upkeep of the natural resources and the environment in its entirety. Philippine Science High School – Bicol Region Campus – for its steadfast stewardship of molding the minds of its students by instilling in them excellent understanding of sound environmental practices, forest and mangrove conservation, climate change, solid waste management and other pertinent topics affecting humans as they relate to the environment. Its programs and projects involving the students in tree plantation activities, mangrove plantation establishment, adopt a school and barangay, adopt a mountain and beach clean-up, supportive of the DENR mission and vision, are worth of emulation.
Camarines Norte Water District – for its conscientious implementation of various environmental projects and social development that include integrated watershed management and protected area management, coastal rehabilitation, scholarship to deserving students, livelihood programs, advocacy and trainings on sustainable resources management.

FOUR teachers from the Bicol Region are among the 40 regional finalists in this year’s Metrobank Foundation Search for Outstanding Teachers (SOT).
They are: Conchita A. Ibarondo of San Antonio Elementary School in Iriga City for the elementary category; Judeza S. Puse of Jose Panganiban National High School (Jose Panganiban, Camarines Norte) and Ana E. Miraña of Central Bicol State University of Agriculture (CBSUA) (Pili, Camarines Sur) for the secondary category; and Dr. Guillermo P. Gastelo of Naga College Foundation in Naga City for the higher education category.
Out of the 156 nominations generated nationwide, the regional finalists consist of 8 teachers from the tertiary, 16 from the secondary, and 16 from the elementary levels. They will advance to the semi-final judging phase of the search scheduled from July 7 to 9, 2010 at the Metrobank Plaza, Makati City. The regional finalists will be interviewed by same panels of judges identified for each category and shall conduct teaching demonstrations on their respective fields of specialization.

In Camarines Sur, Raul Rocha, 57, a contractor and a real estate property developer won as outstanding Bicolano Businessman for Camarines Sur for his low cost housing projects in Naga City, a first in the province of Camarines Sur and Naga City. Mr. Rocha originally came from Tabaco, but made Naga City and Camarines Sur as the prime location of his real property businesses.

At 86, Mr. Santos Dee Tanzo, is the oldest “Bicolano Businessperson of the Year” from Labo, Camarines Norte. He started his business in 1971 to support his wife and 10 siblings. Thirty nine years later, he has owned a family conglomerate of hotel, gasoline station, mini mart, copra trading and other businesses which is presently handled by his children. Throughout the years, Mr. Dy Tanzo has pumped P150 million worth of investments in the Province of Camarines Norte. Mr. Dee Tanzo was formerly the President of the Camarines Norte Chamber of Commerce & Industry, Inc. and was active in private-government partnerships during the time of Sorsogon Governor Fajardo.
Motivated by the business of his father who was a contractor, Engr. Alejandro Lim Jr., 41, followed the footsteps of his father by establishing Algimar Construction and Supply in 1992. He was awarded big infrastructure projects extending to as far as Romblon province. Aware of Masbate’s inadequate air transport services, Engr. Lim got the franchise of ZEST AIR , and vastly improved Masbate’s regular air service to Manila and effected improved socio-economic activities in the province like daily newspapers, airlift of medical patients, and facilitated marine products of the province to Manila markets.
The model of a successful micro entrepreneur, Ms.Ana Gotladera , 45, is a midwife and graduated with a degree in Community Health Service. She started out producing organic soaps in 2002 at Matnog, Sorsogon. Then, later on she expanded to subcontracting handicrafts and later became an exporter. Her business is benefiting 620 people and 150 families in 7 barangays of Sorsogon and Albay through her handicraft production business. Analobel Enterprises contributes approximately 9.55% of the provincial export performance of Sorsogon Province. Analobel enterprises practices corporate social responsibility through worker loan assistance, skills training and annual outings to boost workers’ morale.
Among the honored guests during the Halyao Awards Night were Mr. Apolinar E. Aure, Vice President for South Luzon, Philippine Chamber of Commerce & Industry and Hon. John G. Bongat, City Mayor of Naga City. Ofel is a very good friend. One of her daughters is my inaanak.
She used to hold clinic in Naga City when her husband was still undergoing specialty training to become a surgeon in Bicol Medical Center (then BRTTH). When I returned to Bicol and scouting for a place to establish the field in endocrinology, Bicol Medical Center was then a flourishing training hospital and the only one in Bicol accredited by the Philippine College of Physicians and other specialty groups that offer training program for future specialists.
It had a Nephrology, Cardiology, Neurology, Oncology, Pulmonology, Infectious Disease Sections but Endocrinology was something new in Bicol. Mother Seton was not a training Hospital then.
She invited me to be a faculty at Bicol Christian College of Medicine and be a visiting consultant at the hospital.
She's a very good cardiologist.
She went into a full time practice in Legazpi when her husband completed his specialty training in surgery in Naga and when she was recruited by the renowned cardiologist (Dr. Imperial) when her retired from his practice abroad and stayed in Legazpi for good.
Ofel was the first cardiologist with a complete fellowship training to practice in Albay. Together with Dr. Imperial, they established the Bicol Heart Center in a rented space in Estevez hospital. (They were joined by another good friend Dr. Angelo ‘Jack’ Ante).
There are now three board certified cardiologists in Legazpi and on of them has training in interventional cardiology.
She went on solo practice when Dr. Imperial died. Jack remained in Bicol Heart in Estevez. The triumvirate I believe is credited for establishing the specialty practice in Legazpi.
In the 1990’s unlike in Naga where open and institution owned hospital prevails, (the present BRTTH was still the old Albay Provincial Hospital and was then a non- training hospital ) hospitals in Legazpi were then owned by doctors and named after them and function like a doctor’s private backyard industry.
To each his own policy. That changed when Drs. Imperial, Sy and Ante came along .
She later moved out of Ago hospital when she acquired a building (which used to be the Legazpi Shopping Mall) and converted it to Ibalong Medical and Dagnostic Center.
The irony, she from Cam Sur stayed full time in Albay and severed her ties with the medical school and the hospital where she recruited me, and myself who is from Albay, went full time in CamSur and stayed on with the hospital and school where almost no one wants to be associated.
I find it hard to leave something that has been a part of our growing years- and has been a part of your life. I becomes a part of your system.
Incidentally, I’m sad of what is happening to the only medical school in Bicol and with less than 15 students per batch- I don’t know how it is surviving and how long it will survive.
Except for big medical schools like UP, UST. FEU, MCU, Cebu Doctors, UERM and maybe new comers with established names like de La Salle and Ateneo, the same problem is being faced by other provincial medical schools.
No one is enrolling to become a doctor these days.
I don't know why.

FOUR teachers from the Bicol Region are among the 40 regional finalists in this year’s Metrobank Foundation Search for Outstanding Teachers (SOT).
They are: Conchita A. Ibarondo of San Antonio Elementary School in Iriga City for the elementary category; Judeza S. Puse of Jose Panganiban National High School (Jose Panganiban, Camarines Norte) and Ana E. Miraña of Central Bicol State University of Agriculture (CBSUA) (Pili, Camarines Sur) for the secondary category; and Dr. Guillermo P. Gastelo of Naga College Foundation in Naga City for the higher education category.
Out of the 156 nominations generated nationwide, the regional finalists consist of 8 teachers from the tertiary, 16 from the secondary, and 16 from the elementary levels. They will advance to the semi-final judging phase of the search scheduled from July 7 to 9, 2010 at the Metrobank Plaza, Makati City. The regional finalists will be interviewed by same panels of judges identified for each category and shall conduct teaching demonstrations on their respective fields of specialization.
“Out of the qualified and deserving nominees across the country, 40 regional finalists stood out for their dedication to the highest standards of professionalism, competence, integrity, and their commitment to go beyond the four walls of the classroom through projects concerning their respective communities—qualities of outstanding teacher awardees in the making” said Metrobank Foundation president Aniceto M. Sobrepeña.
From these regional finalists, 20 national finalists will be selected, who thereafter will undergo the final selection process by a Final Board of Judges during the third week of July.
This year’s Outstanding Teachers will be conferred with gold medallions. They will also be presented with plaques and cash amounting to P300,000 each during the formal awarding ceremonies at Metrobank Plaza in Makati , which will serve as the highlight of the 48th anniversary celebration of the Metropolitan Bank & Trust Company on September 3, 2010.

Region 12 pride: Outstanding Teacher Ermie Rabara
Koronadal City (4 September) -- Teacher Ermie Escobar Rabara of Midsayap-Dilangalen National High School was region 12's recent pride for making it in the prestigious Ten Outstanding Public School Teachers of the Philippines
Rabara, a Chemistry teacher was adjudged one of the winners of Metrobank Foundation's Outstanding Teachers of the Philippines held last July 2008 after undergoing series of interviews and presenting teacher demonstration to determine her teaching effectiveness.
With other awardees from all over the country, Rabara passed judgment according to personal qualities and character, instructional competence and teaching effectiveness and professional and community involvement.
President Gloria Macapagal Arroyo presented gold medallions to this year's winner of the 10 Outstanding Public School Teacher at Malacañang Rizal Hall last September 1, 2008.
They are grade school teachers Jesusa Antiquiera, Lynn Padillo, Maydelyn Antioquia and Maria Theresse Bagas; high school teachers Ermie Rabara, Rowena Hilbanada, Jeanette Dials and Noei Obcena and Doctors Irma Makalinao and Virginia Cuevas.
President Arroyo shares the same belief with Metrobank and Metrobank Foundation that by recognizing outstanding qualities, accomplishments and contributions of teachers, countless other teachers all over the country can be inspired to achieve excellence in the teaching profession. Peering through half-shattered window glass every morning from my room sure is an everyday blessing as I was given a blissful view of the magnificent Metropolitan Cathedral. Despite of the buzzing sound of vehicles plying around the city's busy intersections the tolling of the Cathedral bells energized one tired soul.
Living near the Cathedral since birth has made me a devoted catholic and servant of God. Growing up singing and serving in the altar from elementary to highschool significantly changes my self. I am a witness of every significant events in the Cathedral as it would only take 5 minutes of briskwalk from our house. Candidly recall how the Cathedral grounds was used as a "Karnabal" before :lol: "malabuyon na marhay na mauran kadtong kapiyestahan." As a kid studying in a catholic school "Parochial" we were taught diligently by our teachers to be God fearing individual, we were all required to attend Sunday masses and the homily of the priest were given as assignments to be discussed on our religion classes the next day (seeing Parokyalistas jotting down notes during mass is nothing new:lol:)

@ Oragon, that Robinson's lot you labeled is apparently owned by Microtel. That area with Microtel label infront of Bicol Access was offered to Robinsons but apparently the available lot was only 2 hectares. They needed a minimum of 3 hectares.
I just talked to a real authority from Robinson's Manila just yesterday and early morning today who happened to be the best man in my wedding.
They are now finalizing the five hectare property they are acquiring in CamSur. I am not in authority to reveal the location and their future plan- but the mall would be located outside Naga City.:)
And it is coming sooner than we think. The location was chosen with the tourism and IT component in mind.
Just watch out for it.
(They would also be visiting Ormoc, Zamboanga and Bulacan next.)

Nice to hear that Doc. If its outside Naga City and they consider the tourism and IT component for sure the only logical place would be at Pili near CWC, Sutherland and Animaion School (Tourism amd IT) and Cam. Sur IT Park is classified by PEZA as tech hub Zone :banana::banana:

Except for big medical schools like UP, UST. FEU, MCU, Cebu Doctors, UERM and maybe new comers with established names like de La Salle and Ateneo, the same problem is being faced by other provincial medical schools.
No one is enrolling to become a doctor these days.
I don't know why.

NAGA CITY --- To help ensure a historic and memorable celebration of the 300th year of the Bicolanos’ devotion to Our Lady of Peñafrancia in September this year, the city government of Naga led by Naga City Mayor-elect John Bongat has reconstituted a tercentenary executive council with its steering committees to coordinate with the Archdiocese of Caceres in preparating for what is expected to be the grandest fiesta ever.
To be chaired by Bongat himself and co-chaired by Vice Mayor Gabby Bordado with the chair of the SP Committee on Tourism, Culture and Arts and representatives from the Archdiocese, Naga City Peoples Council, Kapisanan ng mga Brodkaster sa Pilipinas, as well as the chairs of the different steering committees as members, the executive council will hold its first meeting at 9:00 a.m. today, Thursday, at the City Mayor’s Office.
Collective efforts are necessary for all sectors concerned to ensure the safety and comfort of all guests, pilgrims and visitors during the 2-weeklong celebration. More visitors and pilgrims are expected to come on this very important event that will include religious dignitaries from Rome, top national officials, and members of various Catholic congregations.
Already, the new city administration is making its hands full to spruce up the city that will include beautification and clean up drives on plazas, thoroughfares and establishments, establishment of pilgrim and visitors’ assistance centers, replacement of lampposts within the Cathedral-USI area, and the inspection of bridges.

USI College of Medicine started with 45 as first batch, more than 50 for the second batch and about 60 for the third batch.
It started with great plan and spruced up the Old Mother Seton Hospital Building to become the USI Extension Panagniban Campus just for the College of Medicine.
We we're very happy that they really invested so much for the builidng and made the classrooms fully wired.
But with less that 70 enrolees a year- it is hard to maintain a medical school with good quality education in mind.
You will have to spend for quality education for the expensive faculty training, modern school facilities and there must be a source of income for that.
Sadly the school decided to close on the third year and relocated our students to some of the medical schools in Manila. The school even paid for the board and lodging until they finished.

Should my children decide to take up medicine in the future, I would choose the modern Ateneo curriculum. I understand it has a concomitant MBA degree?
It also teaches the doctors to become entrepreneurs.
Entrepreneurial skill is what is lacking among us and that’s what we need to keep up in today's fast changing world.

THE group of companies controlled Lucio Tan Jr. is in final negotiations to acquire a majority stake in Johnny Air Cargo, a cargo delivery and money transfer company with offices in the US and the Philippines, an individual familiar with the buy-in said.
The BusinessMirror learned on Monday that a final deal could be hammered out within the next few months.
The younger Tan is said to be interested in creating synergies with his father Lucio Tan’s business empire, namely, with flag carrier Philippine Airlines and Philippine National Bank (PNB).
The source, however, did not provide financial details of the transaction, noting that valuations have not been finalized. A possible listing overseas is also being studied.
Established in 1984 by entrepreneur Johnny Valdes in order to tap the gift-giving or “pasalubong” tradition of Filipinos based overseas, Johnny Air became the first door-to-door courier service between the US and the Philippines patronized by Filipino-Americans.
A large portion of Johnny Air’s earnings also depends on the remittance business, another lucrative segment which Tan Jr. is eyeing. The Bangko Sentral ng Pilipinas recently reported that overseas remittances grew 6.6 percent in the first four months to $5.86 billion.
The source said Tan Jr. is eyeing possible tie-ups with PNB for the remittance side and Philippine Airlines for the air cargo business. Johnny Air also has a division handling ocean cargo delivery for “balikbayan box” shipments.
Johnny Air, which Valdes initially started in his residence in Queens, New York, has since expanded into other cities in the US such as in New Jersey, Los Angeles and San Francisco.
Its locations in the Philippines include offices in Makati City, Mandaluyong City, Laoag, Pangasinan, Naga City, Bacolod City, Bohol, Cebu City, Iloilo, Davao and Cagayan de Oro. At present, Johnny Air has over 170 employees and 40 service locations worldwide.
Executives of Johnny Air were not immediately available for comment.
Apart from this latest venture, Tan Jr. is awaiting the final approval from the Philippine Stock Exchange which will facilitate his entry into listed MRC Allied Inc.
The businessman intends to convert MRC Allied into a power generation firm by infusing up to P3.5 billion worth of power plant assets.

:okay: great update Doc. i think Robinson's feasibility study is done by this time and most likely pursuing the second stage(planing) and assuming they chose the town of Pili as their most proximate location it is very probable that they might retain their brands in Naga like Rob.supermarket and Handyman at LCC and Emall

Pili, Camarines Sur – Five batches of social preparation training for the beneficiaries of the “Focused Food Production Assistance to Vulnerable Sector (FPAVAS),” a program funded by the European Union (EU), have recently been conducted in target barangays in the towns of Sagñay, Tigaon, Ocampo and Buhi.
More or less 8,000 CamSur rice, corn and vegetable farmers, livestock raisers and fishermen including indigenous people will benefit from this EU funded project which primarily aims to spur food productivity in the province.
The project jibes well with the thrust of Gov. LRay Villafuerte to spur agricultural productivity as an engine for economic progress and prosperity.
During the social preparation training, the beneficiaries were trained on how to organize and effectively manage community- based organizations.
After the training, the participants organized themselves into an association and elected their own sets of officers.
Organizing themselves into an association was a pre-requisite for the sustainability of the project so that there will be a sense of commitment and cooperation among the beneficiaries.
Some of the significant topics also discussed included Value Formation and Orientation, Dynamics of Team Building and Community Organizing, Organizational Culture and Traits, Farm Planning and Record Keeping, Monitoring and Evaluation Component.
The topic on Value Formation and Orientation focused on developing community action plan, organizational culture and traits.
On Farm Planning and Record Keeping, the participants were taught to work on farm budgeting, preparation of income and expense statement utilizing rice, corn, livestock and aquaculture/fisheries as components. stn – MMEC

NAGA CITY--- Spearheaded by the National Youth Commission in coordination with the Department of Social Welfare and Development (DSWD) recently launched the search for the Ten Accomplished Youth Organization (TAYO) in Bicol held at SM Naga here.
The Ten Accomplished Youth Organization Award is an annual search and recognition program for the outstanding contribution made by a youth and youth serving organizations nationwide.
Apolonio Maleniza III, the Executive Director and Chief, Operation Officer of the National Youth Commission, explained that the TAYO award is given to the Ten Outstanding Filipino Youth Groups in recognition for their exemplary performance in the implementation of any program or project that may help respond to a need or problem in the locality, promote positive changes or employ innovative solutions which the community will benefit.
In 2009, the Pag-Asa Youth Association of the Philippines (PYAP), Municipal Federation of Pamplona, Camarines Sur was cited as one of the TEN TAYO Awardees. The winning entry was dubbed ” Dunong Kwarta sa Bio-Sand Filter Project.” It aims to provide constituents especially the young children with safe drinking water.
Other finalists for Bicol were: “Anduyog” Youth Volunteers of Aquinas University, Legazpi City, College of Commerce and Accountancy Central Council, Mabini College, Daet, Camarines Norte( 2006 finalist),Student Government Council, University of Northeastern Philippines, Iriga City (2004 finalist) and Center for Arts and Bicol Studies, Naga College Foundation (2003).
Meanwhile, Maria Corazon Pitero, DSWD OIC Chief of the Operations Division, said that the DSWD has focused in strengthening the organization of the Pag Asa Youth Association of the Philippines (PYAP) and in the implementation of the youth programs not only by the Local Government Units but with the NGOs who cater for the youth welfare. Pitero assured that as an ardent supporter of the TAYO the DSWD will continue to support youth organizations through technical assistance and partnership with LGUs and other partners.

Robinson along Palestina in Pili will be very viable project and practical. Bigger tracts of land are available at cheaper prices compared to what you can find within the City itself. The 2 hectares in CBD 2 being offered to Robinson can easily be substituted for a 10 hectare property along the highway in Palestina. That means bigger mall, more parking spaces and room for future expansion. Outside Naga yet still Naga due to its proximity to the city proper. So still it will have Naga as its main market with Pili and travellers on the highway providing big boost to its sale and of course the mall crazy Bicolanos. With regular PUJs flying this route and the growing number of taxis in the city will make this location just as accessble. What Robinson will just have to do is to give people good reason to go to their mall. Being in the successful malling business for decades they just know what they need.
When are we going to witness the groundbreaking?:)

Agree Doc. You hit the nail on the head. It should be taught at schools. Most of our students are attending schools with the goal of obtaining degree so that they can find employment later on. Very few are thinking of eventually starting up their own business and employing people rather than being employed themselves.

She used to hold clinic in Naga City when her husband was still undergoing specialty training to become a surgeon in Bicol Medical Center (then BRTTH). When I returned to Bicol and scouting for a place to establish the field in endocrinology, Bicol Medical Center was then a flourishing training hospital and the only one in Bicol accredited by the Philippine College of Physicians and other specialty groups that offer training program for future specialists.
It had a Nephrology, Cardiology, Neurology, Oncology, Pulmonology, Infectious Disease Sections but Endocrinology was something new in Bicol. Mother Seton was not a training Hospital then.
She invited me to be a faculty at Bicol Christian College of Medicine and be a visiting consultant at the hospital.
She's a very good cardiologist.
She went into a full time practice in Legazpi when her husband completed his specialty training in surgery in Naga and when she was recruited by the renowned cardiologist (Dr. Imperial) when her retired from his practice abroad and stayed in Legazpi for good.
Ofel was the first cardiologist with a complete fellowship training to practice in Albay. Together with Dr. Imperial, they established the Bicol Heart Center in a rented space in Estevez hospital. (They were joined by another good friend Dr. Angelo ‘Jack’ Ante).
There are now three board certified cardiologists in Legazpi and on of them has training in interventional cardiology.
She went on solo practice when Dr. Imperial died. Jack remained in Bicol Heart in Estevez. The triumvirate I believe is credited for establishing the specialty practice in Legazpi.
In the 1990’s unlike in Naga where open and institution owned hospital prevails, (the present BRTTH was still the old Albay Provincial Hospital and was then a non- training hospital ) hospitals in Legazpi were then owned by doctors and named after them and function like a doctor’s private backyard industry.
To each his own policy. That changed when Drs. Imperial, Sy and Ante came along .
She later moved out of Ago hospital when she acquired a building (which used to be the Legazpi Shopping Mall) and converted it to Ibalong Medical and Dagnostic Center.
The irony, she from Cam Sur stayed full time in Albay and severed her ties with the medical school and the hospital where she recruited me, and myself who is from Albay, went full time in CamSur and stayed on with the hospital and school where almost no one wants to be associated.
I find it hard to leave something that has been a part of our growing years- and has been a part of your life. I becomes a part of your system.

They have Rufo Tuy, Jr. who was considered as institution sa pagbabareta in the region during those days. I cannot forget his voice which was reverberating every morning at 7:00 in each house I pass by on my way to school. He is my father's favorite and mine too after i was initiated to news listening.
GE's sister station in FM, EB, is also a household favorite.
Are they still on air? Can anybody please post a list of AM and FM stations currently airing in the province. Number of radio stations in a locality is also an indication of the economic condition of that locality.:):):)

But with the rumored plan coming from Robinson's itself (according to Doc), i think it's now time to bring development outside Naga and Pili is the most logical choice to bring that metropolitan feel to Naga. We know the seminal effect of an investment like a giant mall in a particular place. It always anchors development which comes rapidly once human traffic multiplies day by day.
Pili deserves this investment and already ripe to host one.
Naga on the other hand will be spared from the congestive effect of yet another giant mall just a couple of kilometers from a cluster of malls in the CBD. The probable sites of Robinson's in Naga could very well be offered to other investments not necessarily another mall.
By the way, the aggressive entry of this type of business to Naga or at least their active intent to put up one is strongly indicative of the robust economy of our city.

Looks really being fast tracked. But i doubt if it will make it in time for the fiesta. Interior finish surely takes more time due to intricate details and with barely two months to the fiesta, it may just be too close. But for sure it can already be used for some activities less amenities like aircon and wood floor.:)

@ Oragon, that Robinson's lot you labeled is apparently owned by Microtel. That area with Microtel label infront of Bicol Access was offered to Robinsons but apparently the available lot was only 2 hectares. They needed a minimum of 3 hectares.
I just talked to a real authority from Robinson's Manila just yesterday and early morning today who happened to be the best man in my wedding.
They are now finalizing the five hectare property they are acquiring in CamSur. I am not in authority to reveal the location and their future plan- but the mall would be located outside Naga City.:)
And it is coming sooner than we think. The location was chosen with the tourism and IT component in mind.
Just watch out for it.
(They would also be visiting Ormoc, Zamboanga and Bulacan next.)
:okay: great update Doc. i think Robinson's feasibility study is done by this time and most likely pursuing the second stage(planing) and assuming they chose the town of Pili as their most proximate location it is very probable that they might retain their brands in Naga like Rob.supermarket and Handyman at LCC and Emall
and of course this will pave the way for a higher income of PILICITY :)

I would like the mall to be located in the diversion area of Pili as it is the most appropriate location for a new CBD for Pili. It's still empty at the moment but definitely businesses will mushroom in that area once Robinsons operates.

Robredo's appointment papers has been signed by President Benigno Aquino.
He was among several candidates considered by Aquino for the post.
Robredo, a long-time mayor of Naga and a member of the Liberal Party, was the Ramon Magsaysay Awardee for Government Service back in 2000, one of 14 major individual awards he has received for his public service.
Under his watch, Naga City received awards for government transparency. The city has also been hailed as one of the best-managed cities in the country.
In his official biography at the Naga City website, Robredo was cited in 1999 by Asiaweek for transforming the city, "energizing" the bureaucracy.
He was credited for "dramatically improved stakeholdership and people participation in governance, in the process restoring Naga to its preeminent position as premier city of the Bicol Region. Today, Naga is considered a model local government in the country and a laboratory of local government innovation."
Before Robredo was selected, Aquino concurrently held the interior and local government portfolio.
The appointment of the interior and local government secretary became controversial after Vice President Jejomar Binay had said he would like to be of service to the government by heading the DILG.
But later, he announced he would not take any position given to him by the President since his entry into the Cabinet did not sit well with some members of the Liberal Party.
Binay is a member of the PDP-Laban and was the running mate of Aquino's rival, former President Joseph Estrada. However, the Binays and the Aquinos have been close political families ever since the years of the Marcos dictatorship.

A ‘funny’ thing happened when we were asked to choose (one at a time and on a ‘round robin’ basis, starting from the Election Top Notcher, to the 10th elected City Councilor) the Committees we wanted to ‘Chair’. ‘Nene’ De Asis, being the Topnotch Councilor, and the first to ‘bat’, chose the ‘powerful’ and very ‘influential’ Appropriations Committee. Since the Committee on Health would, obviously, fall on my lap, whether I liked it or not, I instead chose the Committee on Tourism, Culture, and the Arts, in the First Round! And lo, and behold! A lot of necks jerked towards me as if I was treading on ‘Hallowed Ground’ and as if being a Doctor of Medicine made Tourism, Culture and the Arts rather abstruse subjects to me! I couldn’t help laughing on the inside as Culture and the Arts are so close to my heart, being an active member of the Loyola Cultural Group in the Ateneo de Manila High School, and having done several Oil Paints which I have been giving out to friends for free ever since (hope they hang on to them. Who knows how much they will cost years from now!).
Tourism, on the other hand, is something I have always wanted to try my hands on ever since my American friend in High School laughed his head off at the Philippine Tourism Ads and flyers then, which depicted our pretty Maria Clara-clad ladies AND men in G-strings! Maybe because he was used to the Malate ‘Women of the Night’ (or G.R.O.s) with their very revealing mini-skirts then, or he really found it incongruous to represent Pinoys in ‘pre-historic’ get-ups (looking like malnourished cavemen)!
After taking up Behavioral Science at the ADEMU, I tried my hand in Advertising and the ‘hidden’ messages and subtle ‘symbolisms’ really caught my fancy; in fact, I added a new hobby, Photography, consonant to Marshall McLuhan’s ‘The Medium is the Message’. So far, the best and only way to promote Tourism is to bring the ‘product’ TO the client or customer. This we can do by way of personal direct ‘selling’ or by way of really good AD Campaigns through very cleverly captioned and vivid pictures, brochures, and ‘seductively’ explained video presentations which will ‘whet’ the potential clients’ appetites and make them WANT to know more about our City by browsing through our Hi-Tech ‘SMILES’ WEBSITE (as cleverly innovated under the auspices of Mayor John Bongat), and ultimately coming to our place ‘Live and In Person’!
Before anything else, though, we really have to make sure we have a really good Peace and Order situation prevailing in the City. This, coupled with an all out Cleanliness Campaign, where even SPITTING IN PUBLIC is considered Littering (just like in Malaysia, Singapore, and almost anywhere else in Asia, America, and Europe) will be the TOP prerequisites which Tourists will be considering BEFORE they plunk their Dollars into our Tourism ‘Kitty’!
Naga City may not have a ‘perfect cone-shaped Volcano’, a white Beach, or a ‘Disneyland’ to ‘brag’ about, BUT, our Geographical location makes us the ‘EPICENTER’ of the rest of Bicol! You cannot travel from Manila to Bicol or even Southern Luzon by Land or vice-versa without passing through ‘Maogmang Naga’, The Heart of Bicol! The various Educational Institutions located all over the City; the scenic, flowing water Resorts and Waterfalls (‘Malabsay Falls’), at the foot of Mt. Isarog, our City’s natural Landmark; the classy Restaurants, Hotels and Hostels mushrooming all over the place; our bustling Malls, as fittingly represented by the SM City (Naga) Mall; the really OLD Churches; and the ‘Retirement Destinations’ (in ‘smog and flood free’ Pacol) creatively conceptualized by Engr. Emeterio ‘Boy’ Aman; all these can be considered part of what will make Naga City one of the must ‘see’, ‘experience’, and ‘live in’ Bicol Tourist Destinations, in line with very energetic and experienced Bicol Regional Tourism Chairman, Danny De Leon’s wide-ranging Tourism Vision for the entire Bicol Region!
In the backdrop of all these, and with the help of our Best Friend Up There, we have no doubt that Naga City will emerge as one of the Region’s, if not the entire Country’s ECONOMIC TIGERS; because, as our hardworking Mayor John, just said, and I quote: ‘Everything is now falling in their rightful place’! Presidential spokesman Edwin Lacierda confirmed the appointment. Robredo's appointment papers were signed earlier in the day.
The announcement of Robredo ended speculations on who would be DILG chief, a post temporarily held by President Benigno Aquino III when he assumed the presidency on June 30.
Vice President Jejomar Binay had earlier said he preferred to be given the DILG portfolio.
Asked why it took a while for Aquino to name Robredo, Lacierda told GMANews.TV over the phone that the president was choosing between Robredo and other candidates. "Merong ibang mga kinoconsider so pinag-aralan lang mabuti ni Noy (There were other candidates being considered so Noy studied it carefully)," he said.
Robredo began his career in public service after he left his executive position at San Miguel Corp. during former President Corazon Aquino's administration to head the Naga Bicol River Basin Development Program in Naga City.
In 1988, he ran for Naga City mayor and has since transformed the city.
Under Robredo's leadership, Naga City became a model first-class city. In 1999, Asiaweek named Naga City the "most improved city in Asia." The next year, Robredo received the Ramon Magsaysay Award for Public Service.
He had been awarded the Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines in 1998 and received other accolades before that.
Robredo, who finished his undergraduate degrees in Industrial Management Engineering and Mechanical Engineering at the De La Salle University, is also an Edward Mason Fellow and a graduate of the Masters in Public Administration at the John F. Kennedy School of Government in Harvard University.
Along with Isabela Governor Grace Padaca and Pampanga Governor Ed Panlilio, Robredo spearheaded the formation of the Kaya Natin! Movement, an organization for good governance and ethical leadership, in 2008.

Before anything else, though, we really have to make sure we have a really good Peace and Order situation prevailing in the City. This, coupled with an all out Cleanliness Campaign, where even SPITTING IN PUBLIC is considered Littering (just like in Malaysia, Singapore, and almost anywhere else in Asia, America, and Europe) will be the TOP prerequisites which Tourists will be considering BEFORE they plunk their Dollars into our Tourism ‘Kitty’!
Naga City may not have a ‘perfect cone-shaped Volcano’, a white Beach, or a ‘Disneyland’ to ‘brag’ about, BUT, our Geographical location makes us the ‘EPICENTER’ of the rest of Bicol! You cannot travel from Manila to Bicol or even Southern Luzon by Land or vice-versa without passing through ‘Maogmang Naga’, The Heart of Bicol! The various Educational Institutions located all over the City; the scenic, flowing water Resorts and Waterfalls (‘Malabsay Falls’), at the foot of Mt. Isarog, our City’s natural Landmark; the classy Restaurants, Hotels and Hostels mushrooming all over the place; our bustling Malls, as fittingly represented by the SM City (Naga) Mall; the really OLD Churches; and the ‘Retirement Destinations’ (in ‘smog and flood free’ Pacol) creatively conceptualized by Engr. MANILA, Philippines—Naga City Mayor Jesse Robredo, the first Filipino local official to receive the Ramon Magsaysay Award for Government Service, is ready to accept the interior secretary portfolio, one of two Cabinet posts that President-elect Benigno Aquino III plans to offer to him.
“I’d take whatever post he wants for me. It’s not good to refuse the President. If it’s already there, I will accept it,” said Robredo, who was interviewed at the 56th anniversary celebration of the League of Cities of the Philippines (LCP) in Makati City Wednesday.
Robredo and Vice President-elect and outgoing Makati Mayor Jejomar Binay almost crossed paths at the gathering but Robredo had apparently left when Binay arrived to deliver his speech.

Binay has openly asked to be appointed to head the Department of Interior and Local Government, citing his two-decades-long experience as mayor of Makati.
But Aquino recently said he was thinking of tapping Robredo, the multi-awarded mayor of Naga, Camarines Sur, for the post.
Robredo said he appreciated Aquino’s trust and confidence in him. “My work as mayor has paid off. Trust is more important in public service than skills,” he said.
As a mayor of 19 years, he has been exposed to local government work for several years and was thus qualified to head the DILG, he said.
He said he could bring a developmental point of view to local government administration.
“The DILG before was more [focused] on control and supervision, it does not focus on the development aspect of local government work. That dimension is something that I can bring in,” he said.
The DILG must overhaul its way of “engagement” with the LGUs, he said.
“Everything should be performance-based and decentralization should be calibrated. Assistance to LGUs should be based on need, capacity and performance,” Robredo said.
Cities and towns differ in several ways and should not be treated the same, he said. “Knowing whom to guide and who needs less attention requires experience,” Robredo said.
Robredo, who is a fraternity brother of Binay in the Alpha Phi Omega, was nowhere to be seen when Binay arrived and started shaking hands with the mayors at the conference room.
‘Haven of corruption’
In his speech, Binay said the barangay elections, scheduled for October, should be abolished and the power to appoint barangay officials given to the city and town mayors.
“We should no longer hold barangay elections. If barangay officials are appointed, mayors could replace them because of dismal performance,” he said.
He added that cities and towns do not need barangay councilors. “What will they legislate? Nothing. It’s just an additional expense for the government,” he said.
Binay said the Sanggunian Kabataan, the youth councils, have become a “haven of corruption in the LGUs.”
I believe with Robredo's experience, the local government goal must be overhaul to a more performance- based and DECENTRALIZATION for an effective and productive local government units. Looking forward to a progressive PHILIPPINES. :banana:

our dean ( dr alran bengzon) and associate dean (dr eufemia yap) both have MBA degrees.
the program also features a strong spirituality/ formation component. each of the students is assigned a mentor/ counselor whom he sees 4-5x a year. this is aside from the academic coach.
During my younger days, DZGE is the no. 1 am station in the city. They have Rufo Tuy, Jr. who was considered as institution sa pagbabareta in the region during those days. I cannot forget his voice which was reverberating every morning at 7:00 in each house I pass by on my way to school. He is my father's favorite and mine too after i was initiated to news listening.

The city of Naga publishes the charter every three years, detailing the city’s responsibilities to the people.
An Interview With Jesse Robredo
A medium-sized city in the Philippines has developed a reputation as a model of good government practice. It is not a reputation earned through a single act or declaration, but through one action after another, month after month, year after year. Naga has served its people consistently and reliably, winning their confidence and trust.
Jesse Robredo has been the elected mayor of the city of Naga for most of the last 20 years. He came into city government with two advanced degrees and experience working in a consumer foods corporation.
Naga has received more than 150 awards — international, national, and regional — for its sound and innovative practices. It has been recognized for cost effectiveness by Foreign Direct Investment magazine and for its excellence in public service by the United Nations. Mayor Robredo governs the city with a 13-member city council, and he talked with eJournal USA managing editor Charlene Porter.
Question: Mr. Mayor, how do you describe the connection between good governance and economic development?
Jesse Robredo: It’s important to us that we demonstrate good governance practices in order to secure the confidence of our constituency and the taxpayers. Confidence will encourage businesses to invest in the city. Confidence will encourage them to pay the necessary taxes so that we can use the money for investing in infrastructure and investing in other activities related to promoting the development of the city.
Good governance means applying the rule of law, being transparent in all the transactions at City Hall, setting metrics in all that we do, and making these metrics known to everyone. We’re making City Hall accountable to certain measurable standards that we have to convey to the residents of the city.
It’s not just saying, “Oh, we practice good governance in Naga.” Instead, we say, “These are the specifics of how we do it. This is what you can expect of the city government. These are the obligations required of us as we serve the people and develop the city.”
Q: Give me some examples of those specifics you mention.
Robredo: Since 2001, we have been issuing what we call a Citizens Charter. We passed a local law requiring City Hall to have the Citizens Charter updated every three years. That charter tells you exactly what the city government is going to do for residents of the city. For instance, issuance of business permits, issuance of building permits, who is responsible, what are the fees, and the like.
All that information is published in a book. The book is distributed to residents of the city so they know exactly what they can expect of their City Hall. This minimizes corruption significantly. When you know the procedures, when you know who is responsible for the procedures, it makes the system transparent and accountable.
We have another local law that compels us to have nongovernmental organizations and representatives present in everything that we do in the city. That law, in fact, establishes what we call the Naga City People’s Council. It is a federation of all nongovernmental organizations in the city. This council nominates their representatives for committees of the city government. In the committee in the city council, they are part of the quorum. They can vote; they can debate with the elected officials. That law was passed sometime in the mid-1990s.
Prior to that, we did the first-ever referendum in the Philippines when people were asked to vote on certain development issues that would have long-term impact on the development of Naga. So we called the vote, and I think it was the first and only time a local government unit asked people to vote on development issues. The citizens were asked, first, whether they would like the city to put up a new commercial district; second, if they would allow the city to borrow money to fund this new district; and third, whether the city should impose what we call a color coding of tricycles [motorcycles with side cars]. These are motorcycle public utility vehicles, and we wanted to color code them to facilitate passenger access and delineation of the different routes. It was a traffic management issue.
When we conducted the referendum on the new commercial district, essentially we were trying to build stakeholdership for that idea among the public. Significant public money was needed to develop it, so that was why we had the vote. After that vote, support for the project was not just from the city council but all throughout the city. We had to ensure continuity of support for the project. When you have that, you promote predictability, stability, and inspire business confidence.
Q: You mention the actions the city took to create transparency in permitting and regulation of businesses. Transparent policies are very attractive to businesses as they consider expanding their operations to new areas. Have these Naga City actions paid off with business investment?
Robredo: The biggest mall operator in the Philippines is Shoemart ,or SM. They set up a mall in the new commercial district, creating 2,000 jobs and an investment worth 1 billion [Philippine] pesos [US $21.3 million]. The reason they were able to do this was because of the referendum that established Central Business District 2. Central Business District 2 was legislated by city government and developed so we can create more space for commercial development in the city. That referendum ensured constituency support.
Mayor Jesse Robredo says, “Good governance means applying the rule of law, being transparent in all the transactions.”
The outcomes really are supported by the processes. When we invest infrastructure money, we always say we need to do more with less, so that we can do more. When you save government money, government is able to do more. So for us, it is a combination of using legislation, engaging the constituencies, and securing support so that we’ll be able to come up with new areas and sites for development. When you do that, and people realize they are getting their money’s worth, you go back to the cycle of collecting taxes.
We raised taxes twice in the last five years. On both occasions, the Chamber of Commerce passed resolutions effectively saying, “City Hall, go ahead, raise property taxes.” This speaks of how we have changed the attitude of city residents. When taxpayers are saying, “Go ahead, raise taxes,” it tells you they are confident about how their money is being spent, they’re involved in the development of city planning, and they are willing to share the burden. That’s the most important aspect of how we do our work in the city.
Q: How big a city is Naga?
Robredo: Around 160,000 live in the city full time, but the daytime population is about 300,000 to 350,000 as people come into the city to work and study. We have three universities, and most of the jobs in the region are in the city. The computation of national government fund transfers to the city is based on the nighttime population, so you might say we’re getting the shorter end of the bargain. But in the bigger view, these people contribute to the economic development of the city, so we don’t mind it.
Q: As you were growing up in the Philippines, Ferdinand Marcos was in power. His era is now recognized as being seriously corrupt. What influence might those years have had on your philosophy about governance?
Robredo: When I was younger, my career path was geared towards working in a private company and moving up the corporate ladder. But when Senator Benigno Aquino was assassinated in 1983, I joined a left-leaning organization, and it dawned on me that there are more important things in life than getting a good corporate job.
I joined the marches in Ayala Avenue in protest of the death of Senator Aquino. After Marcos left, I was asked if I was interested in working in government. I was able to take a one-year leave from my company, and they allowed me to return home to Naga to work in government. After a year of working in the government, people asked me to run for mayor. So I said, “Why not?”
Q: And you were only 29 years old?
Robredo: Yes, when I took over during my first term, I was only 29. I served three terms from 1988 until 1998. Then I was out of office for three years because of term limit laws. Then I was reelected in 2001, and I’ll serve until 2010.
Q: So as the People Power movement forced Marcos out of power, you became a young man with greater visions for his country?
Robredo: That’s correct. And as they say, you better put your money where your mouth is. I was single then; it was a good time for me to work in the government without too much pressure from family and with more time to think about what I could do for the community and the city.
Q: You have received significant recognition and attention for the policies that you have worked to put in place there. What kind of ripple effect are your actions and the attention you have received causing in other cities and communities in the Philippines?
Robredo: We have what we call the People’s Empowerment Law of the city. Now they have passed a similar law in probably five other cities in the country and several more towns. So the concept of sharing power and empowering the constituency is a trend that will continue in the future.
The People’s Empowerment Law recognizes the contribution of organized groups in the city. There’s a people’s council and they have a voice in all the committees of the city. The more difficult challenge is how you engage regular households, where people aren’t interested in policy but are just interested that garbage is collected, street lights are functioning, and roads are paved. The basic services provided. So we said, “Let’s come up with another form of engagement that will allow the regular household to talk to us.” So we passed the I-governance law: “I” stands for information openness, inclusive governance, interactive engagement and innovative management.
The budget of the city is published and is accessible to anyone. These tools are catching on elsewhere in the Philippines. In 2001 we passed the first citizens charter in the Philippines, and now there is a national law that requires everyone to have a citizens charter.
We have another project: Reinventing the City School Board. We are partnering with a nongovernmental organization, the Synergeia Foundation. Basically the focus is improving the quality of public education by enhancing parent participation and empowering the schools. So these are innovations that are more related to governance rather than just bringing in new resources.
I’ve gone to other provinces to advocate and to speak on these issues as a resource person. So we’re competent and confident enough to be a resource city in all of this.

For weeks, anxious Nagueños waited for their multi-awarded former city mayor to get appointed as the secretary of the Department of Interior and Local Government (DILG). Finally, nine days after the inauguration of Noynoy Aquino as new Philippine President, spokesman Edwin Lacierda announced today that, indeed, Jesse M. Robredo is the new DILG secretary. President Aquino signed Robredo's appointment yesterday.
Apparently, for President Aquino, the DILG so important that he deferred the announcement of his final choice to head the department until a thorough vetting process is complete and even concurrently held the portfolio for more than a week.
Few days ago, when his fate was uncertain, Jesse Robredo was texting friends that he was all set to accept a one-year fellowship at the Stanford University. This would have effectively sidelined the talented mayor during the critical first year of the Aquino presidency. And P-Noy would not allow that.
Jesse Robredo spent all his younger years in Naga City, finishing grades school at the Naga Parochial School (batch 1970) and high school at the Ateneo de Naga (batch 1974). During these early years, Jesse Robredo consistently belonged to honor sections and was known as a brilliant chess player.
Robredo later finished his Industrial Management Engineering and Mechanical Engineering courses at the De La Salle University. His post-graduate trainings included courses in management at the University of the Philippines.
After the 1986 People Power Revolution, Robredo returned to Naga to head the Bicol River Basin Development Program, giving up a lucrative job at the San Miguel Corporation.
In the1988 elections, Robredo became the city mayor of Naga at 29. After serving for three straight terms as Mayor and already prohibited by Philippine law to seek re-election, Robredo used the 3-year break in his mayorship to finish his Masters Degree in Public Administration at the John F. Kennedy School of Government in Harvard University.
He returned to Naga to become mayor again and served for another straight three terms that ended just when a new Philippine president is sworn into office.
During the years when Robredo was at the helm, Naga City, by all count a disadvantaged provincial city, lacking in critical infrastructure like robust airport and seaport, experienced progress and development never before seen in the Bicol Region. In 1999, Naga City was Asiaweek's "most improved city in Asia." Robredo was Ramon Magsaysay Awardee for Public Service in 2000. Under Mayor Jesse Robredo, Naga City was forever transformed. The city became a showcase of what good governance can do.
In 1996, Jesse Robredo was among the Ten Outstanding Young People of the Philippines and Ten Outstanding Young People of the World.
Robredo's other recognitions in the area of governance are the Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines in 1998 and the Civil Service Commission's “Dangal ng Bayan ” award. He is also an Edward Mason Fellow.

NAGA CITY --- To help ensure a historic and memorable celebration of the 300th year of the Bicolanos’ devotion to Our Lady of Peñafrancia in September this year, the city government of Naga led by Naga City Mayor-elect John Bongat has reconstituted a tercentenary executive council with its steering committees to coordinate with the Archdiocese of Caceres in preparating for what is expected to be the grandest fiesta ever.
To be chaired by Bongat himself and co-chaired by Vice Mayor Gabby Bordado with the chair of the SP Committee on Tourism, Culture and Arts and representatives from the Archdiocese, Naga City Peoples Council, Kapisanan ng mga Brodkaster sa Pilipinas, as well as the chairs of the different steering committees as members, the executive council will hold its first meeting at 9:00 a.m. today, Thursday, at the City Mayor’s Office.
Collective efforts are necessary for all sectors concerned to ensure the safety and comfort of all guests, pilgrims and visitors during the 2-weeklong celebration. More visitors and pilgrims are expected to come on this very important event that will include religious dignitaries from Rome, top national officials, and members of various Catholic congregations.
Already, the new city administration is making its hands full to spruce up the city that will include beautification and clean up drives on plazas, thoroughfares and establishments, establishment of pilgrim and visitors’ assistance centers, replacement of lampposts within the Cathedral-USI area, and the inspection of bridges.
“This important milestone in the history of the Bicolanos’ devotion to the Virgin of Peñafrancia whom her devotees dearly refer to as Our Ina, the city government will give its full support to guarantee a meaningful celebration,” the city mayor said.
Already, hotels have received advanced bookings this early even as many of them reported their rooms are already fully booked for the grand Peñafrancia celebration.

Throughout the years, Mr. Dy Tanzo has pumped P150 million worth of investments in the Province of Camarines Norte. Mr. Dee Tanzo was formerly the President of the Camarines Norte Chamber of Commerce & Industry, Inc. and was active in private-government partnerships during the time of Sorsogon Governor Fajardo.
Motivated by the business of his father who was a contractor, Engr. Alejandro Lim Jr., 41, followed the footsteps of his father by establishing Algimar Construction and Supply in 1992. Ayon kay Presidential spokesman Edwin Lacierda, pinirmahan ang appointment papers ni Robredo umaga nitong Biyernes.
Pansamantalang pinamunuan ni Pangulong Benigno “Noynoy" Aquino III ang DILG nang hindi kaagad ito makapili ng magiging kalihim ng ahensiya.
Una rito, inihayag ni Vice President Jejomar Binay (dating alkalde ng Makati), ang interes na pamunuan ang DILG.
Nang tanungin ng GMANews.TV si Lacierda kung bakit tila natagalan si Aquino sa paghirang ng kalihim ng DILG, tugon ng tagapagsalita sa panayam sa telepono, “Merong ibang mga kinoconsider so pinag-aralan lang mabuti ni Noy."
Bago nasabak sa pulitika, nagsilbi muna si Robredo bilang opisyal ng San Miguel Corp. noong termino ni dating pangulong Corazon Aquino. Pinamunuan din niya ang Naga Bicol River Basin Development Program sa Naga City.
Taong 1988 nang tumakbo siyang alkalde sa Naga City at nanalo. Sa ilalim ng pamamahala ni Robredo sinasabing umasenso ang lungsod at nahirang na model first-class city. Kinilala ng Asiaweek noong 1999 ang Naga City bilang "most improved city in Asia," at sa sumunod na taon ay tumanggap si Robredo ng pagkilala sa Ramon Magsaysay Award for Public Service.
Kabilang si Robredo sa mga lokal na opisyal na bumuo ng Kaya Natin! Movement, kasama sina dating Isabela Governor Grace Padaca at dating Pampanga Governor Ed Panlilio.

Wow! Thanks. This is my home town. Tinambac is endowed with rich natural resources just like most in the country but the people are languishing in poverty. One of the biggest municipality of the province in terms of land area and population. It's IRA share is the 3rd highest, only after Libmanan and Buhi. But majority of it's 55,000 people are among the poor if not the poorest among them. In the Partido district, it has the biggest population and highest IRA share. However, compared to Goa and Tigaon, it is far behind in terms of economic development.:ohno:

i agree. mahilig kami kang family ko mag roadtrip since i was little and until now. wishful thinking na magkaigwa man kitang parang NLEX or SLEX type na may gasoline station and restaurants along the highway. gayun sana. or kahit kang arog sa Northern Luzon highway na very convenient na maray pag nag ttravel ta may clean comfort rooms and clean restaurants.

Yes, Mamo. It's that winding road between Mangiring and Sibobo. It's really a magnificent view of the San Miguel Bay with Kawit island as the centerpiece when you get to that highest point of the road at Puting Daga. When I was a child its magnificence inspired my wildest dreams.:)

Bataoil also hailed the appointment of Robredo as DILG secretary because “he will be able to influence, motivate and encourage all other public officials to follow his example and his good practices.”
“I have always been an advocate of role models for good governance and quality public service,” he said.
Lawmakers also acknowledged Robredo’s appointment, saying he is known for his “competence, experience and integrity.”
They said because of his qualifications, Robredo can competently supervise local government units, and promote peace and order in the country, which are among the main functions and powers of his department.
Oriental Mindoro Rep. Rodolfo Valencia said the new DILG secretary brings with him a wealth of experience in dealing with LGUs and their concerns, having been a local executive himself.
But Robredo’s best asset, according to Valencia, is his transparency and straightforwardness in dealing with the people. “This is what endeared him to the people. He is well-respected because of these qualities.”
He also cited that Robredo was the first Filipino mayor to receive the Ramon Magsaysay Award for Government Service in 2000. “This is proof of his good and exemplary leadership as local executive.”
Robredo is also currently shortlisted for the World Mayor 2010 award sponsored by City Mayors, an international think tank on urban affairs.
Tarlac Rep. Jeci Lapus said President Aquino’s decision to name Robredo as DILG secretary was based on his trust that the former mayor is familiar with the work of the DILG chief and that he will function well.
“We welcome the appointment of Mayor Robredo whom everyone knows has the experience, competence and integrity to fulfill his challenging task as DILG secretary,” Lapus said.
Robredo, on the other hand, said that the DILG will serve as the showcase of the present administration’s drive against corruption in government.
He said he would organize the LGUs to serve as effective partners of the national government in his first 90 days in office.
He also said that under his helm, the DILG would be a showpiece of the current administration’s drive to weed out corruption in government.
The Kaya Natin! movement for good governance and ethical leadership hailed the appointment of Robredo, who was one of the movement’s covenors. “His appointment is a testament to Aquino’s pronouncements of only selecting the best and the brightest for his Cabinet. Robredo was first elected mayor in 1988, making him the youngest city mayor of the Philippines at 29. His good leadership was acknowledged even abroad as it was during his term that Naga was named one of the “Most Improved Cities in Asia” by Asiaweek Magazine in 1999.
His other awards include: Outstanding Young Men of the Philippines (1990), Outstanding Young Persons of the World (1996), Konrad Adenauer Medal of Excellence as Most Outstanding City Mayor of the Philippines (1998), and the first Dangal ng Bayan Award of the Civil Service Commission.
Lingayen-Dagupan Emeritus Archbishop Oscar Cruz, founder of the Krusadang Bayan Laban sa Sugal (KBLS), also expressed satisfaction over Robredo’s appointment.
Cruz said he was confident that Robredo would strengthen the fight against the numbers’ game jueteng.
“Our advocacy versus jueteng has a valuable ally in his person and conviction,” he said.
The DILG secretary is considered an influential and powerful position because the head would have supervision not only over all the local government officials in the country, but also the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), National Police Commission (Napolcom) and the Philippine Public Safety College (PPSC).
One of those who earlier expressed interest in getting the post was Vice President Jejomar Binay, but he later told President Aquino that he is no longer interested in any Cabinet position.
“He is proven to be competent and an effective executive for a long time as proven with his governance over Naga City.” Cruz added that Robredo also possess unquestionable honesty and integrity.
Robredo finished his undergraduate degrees in Industrial Management Engineering and Mechanical Engineering at the De La Salle University. He obtained his Masters in Public Administration at the John F. Kennedy School of Government in Harvard University in Cambridge, Massachusetts, where he was a fellow of the Edward Mason Program for foreign students.
He completed his Masters in Business Administration at the University of the Philippines in Diliman, Quezon City.
When he returned to Naga City in 1986, he was appointed program director of the Bicol River Basin Program by the late former President Corazon Aquino. In 1995, he was elected president of the League of Cities of the Philippines.

i agree. mahilig kami kang family ko mag roadtrip since i was little and until now. wishful thinking na magkaigwa man kitang parang NLEX or SLEX type na may gasoline station and restaurants along the highway. gayun sana. or kahit kang arog sa Northern Luzon highway na very convenient na maray pag nag ttravel ta may clean comfort rooms and clean restaurants.

i remember SCTEX(Subic Clark Tarlac Expressway) igwang part duman na in between hills/mountains. kaya lng may mga kaakibat na issues which we know na dai naman tlga maiiwasan... sympre si mga masasagasaan just in case magkaigwa man kitang expressway dgdi sa Bicol.
