The center most is the Main Hospital building.

It houses the ICU, Neonatal, ICU, Several operating rooms equipped with Frozen Section and capable of minially incasive surgeries, Pharmacy, Diagnostic Imaging Center, Laboratory and Sub Specialty Centers; from Audiometry, Pulmonary and Lung Center , Oncology and Pain Centers, Gastroenterology. Blood bank, Complete Medical Laboratory CT scanning, Doppler Imaging, Physical Therapy and rehabilitation Center, EEG, Electromyelography to name a few.

The right most buildings are the Canteen, Medical Arts Building. Doctor's offices and the Morgue

To the left are the Chapel, Out Patient Building, Records Section, the Gym, to the back are Residential Quarters and Home for the Aged (Aging Nuns) at the back of the Chapel.

The tallest building at the back is the new hospital wing.

In totality the Mother Seton Hospital is the biggest and most complete health complex in the Bicol Region or even in South Luzon that we are proud of and every Nagueno should be proud of.

The Hospital Complex is comparable to the best hospitals in the Philippines.

hmm... What about a train ride to Iriga... sunduin nyo si Myonee tapos konting paglilibot sa Iriga then balik sa Naga...

AFAIK, Train arrives in Iriga around 9:30 then it heads and arrives in Ligao around 10:00 or 10:30... then trip to Naga from Iriga would be around 11:00 or 11:30...

wow! my favorite house in Jardin. I remember the featured house last night at UZ (Urban Zone),Abs-cbn late night show. They feature a resort type house, somehow it has a resemblance to this one. I wonder if UZ can also feature some of the houses here Jardin Real.:)

yep yep. back view of the PNB Building to be specific. the reflection of the sunset made the building yellowish :D

actually i was off to my class to the DHS Building... i was almost halfway then pagdating ko sa may arch...i saw the almost complete arch of rainbow.. you know what i did? bumalik ako sa office just to get my cam :lol:
just for the sake of adding it to my rainbow collection :banana:

I really admired the Vincentian nuns their excellence in management, requires efficient organization, total dedication, focus, very conservative decision making etc and more than that spirituality... :)

NAGA City, August 1, 2010— As the investigation gets underway, a prelate urged the public to avoid unnecessary speculation on the death of Fr. Baltazar Accompanado Jr., and wait for more information to become available.

Following media speculation that the priest committed suicide, Caceres Archbishop Leonardo Legazpi said people should avoid it as matter of respect for the 35-year old priest.

Accompanado was found dead inside his room at the Pre-College seminary in San Jose town in Camarines Sur last Wednesday with a 38-caliber revolver near his body.

He was laid to rest yesterday at the Resurrection Garden in Naga City, the burial ground for priests of the Archdiocese of Caceres.

Legazpi earlier described Acompanado, rector and vocation director of the Holy Rosary Preparatory Seminary, as “a good and dedicated priest." Acompanado was also Archdiocesan Vocation Director of the Caceres archdiocese.

In his sermon during his regular 6:00 a.m. Sunday Mass at the Naga City Cathedral, the prelate said it would only be a matter of time before the authorities furnish his office the official report of its investigation.

“Sa ngayon, lubhang mahalaga na makita natin ang pagkakaiba ng mga tunay na pangyayari sa mga haka-haka o speculation,” he said.

“Hanggang sa sandaling ito ang kaso ay under investigation,” the senior prelate also said.

He added that the authorities have not released their findings and it is only fitting and proper to wait for them to report on the incident.

“Sa sandaling ipalabas ang findings na iyan, ay aking pag-aaralan, at pagkatapos, sa tamang pagkakataon ay aking ipaaalam sa inyo ang aking kalooban,” he said. (Melo M. Acuna/CBCPNews)

How I Learned Grating Coconut Meat

I ONCE ASKED MOTHER to teach me how to cut the coconut in halves. She said I was too young. My hands were still frail for a firm, strong grip of the bolo. I too, she said, was not yet ready for the impact of the bolo hitting the coconut shell. The cutting, no one taught me; I learned it eventually after a few years.

The first grunts of the wedge against the coconut were giving off irritating, uneven staccatos that made everyone in the kitchen laugh in mockery of me. Learning the process was not easy. Before I knew it, the grunts became rhythmic-gradually, until it steadied and almost metronomic.

The grated coconut is held underneath by a container, usually a basin, where thereafter a cup of warm water would be poured into the grated coconut flesh. Mother does this.

And the cooking begins.

At home, during those years, the task of grating coconut flesh for Mother's cooking was given to me. I did it with zeal, I think. It was an achievement for boys like me then, just like finally crossing the deepest part of the river where water was very still, where our short thin legs could not feel the riverbed so that no one knew what was down there.

Mother always told me that grating coconut for the evening meals should be done before dusk. But she never told me the reason. I kept wondering why.

One morning, before Mother left for school where she taught high school students to read two-syllable words, she told me she would cook ginutaan na manok when she comes home, and reminded uncle to buy a coconut from Tiyang Lucing and thereafter have me grate it. I spent the whole day playing hide-and-seek with friends at the nearby railroad station.

It was already in the afternoon when uncle told me that he had already cut the coconut into halves and that it was ready for grating. But I just went on playing outside.

Mother did not come home early that day. There were supervisors who came over to check on the school. Perhaps, they checked if the floors of the classrooms were clean and shiny like what the supervisors did in our school.

When Mother discovered that I haven't grated yet the coconut uncle prepared, all I got was a pinch on my ear.

It was around six in the evening when I mounted myself on the kudkudan. I started grating while Mother was doing her ranting of my apparent stubbornness, the risk of doing the grating after dusk and her fear of the constables despite one of Father's cousin was assigned in our town. I was starting the second half of the coconut when Mother stopped talking. She signaled her hand to stop me from grating.

After a few moments, she asked me to continue, only to stop me again.

Someone was knocking on our kitchen backdoor. There was a whiff of worry on her face as she slowly walked towards the door.

"Sisay 'yan?" She was almost inaudible.

"Ma'am, puwede po makiinom," it was a soft male voice.

Mother hesitantly opened the door.

"Dante?" Mother knew him.

"Opo, Ma'am, estudyante mo po ako dati," the man, in his twenties, looked worn out.

Mother let him in and without a word gave him a glass of water.

Mother handed him a pack of maligaya bread she brought home that day. The man placed the package in his backpack, thanked Mother, smiled at me, and left.

Lake Buhi is dying

MANILA, Philippines - Soon, internationally known Lake Buhi will be just but a memory – as once home to the world’s smallest extant commercial fish. The sinarapan.

That is, if nothing is done – and fast–to save this 1,707-hectare lake in Pili, Camarines Sur, from its impending “ecological doom.”

Only two weeks ago, for instance, in the aftermath of typhoon “Basyang” which swept across Bicolandia down to Metro Manila, dead fish mantled the now heavily polluted but once pristine waters of the “Pride of Bicol,” as grimly shown by the front page photograph in the July 15 issue of The Philippine STAR.

Sadly, it is now well known that Lake Buhi is dying, but nothing much is being done to save it. And if it finally dies, so will the vaunted sinarapan (scientific name: Mistichthy lugonensis), the world’s smallest extant fish species that has placed the Philippines on the global fisheries map.

Over the past few decades, scientific studies on the lake’s state have been conducted. And, always, its depressing condition surfaced in such researches.

One of the most recent studies, titled “Managing and Conserving Lake Buhi: An Agroecosystem Analysis for Sustainable Development,” was done by researchers of the Camarines Sur State Agricultural College (CSSAC, now Central Bicol State University of Agriculture) in Pili.

The findings of the researchers (Dr. Cely Binoya, Joyce dela Trinidad, Arthur Estrella, Celerino Llosel, and Doris Omon) were grim.

Lake Buhi is now “highly polluted” as a result of the dumping into its waters of septic and domestic wasters of septic and domestic wastes by lakeside families and animal wastes by commercial swine raisers operating along the shorelines.

About 15,000 fish cages now cover 70 to 80 percent of the “choking” lake.

Distressingly, many swine raisers operating along the shorelines and households drained their animal and septic/other domestic wastes into Lake Buhi, noted the CSSAC study.

Laboratory analysis showed that Lake Buhi’s water has high total suspended solids (TSS), resulting in turbid waters, shallow depths, low pN (acidic), and high chemical oxygen demand (COD) owing to high organic matter.

“These results,” the CSSAC researchers averred, “indicate that Lake Buhi is now in the stage of eutrophication.” Eutrophication is an increase in chemical nitrogen or phosphorus compounds in an ecosystem, often resulting in excessive plant growth and decay, in turn leading to lack of oxygen and severe reduction in water quality, fish, and other animal populations.

They also observed that fish operators overstocked their cages, requiring the use of more commercial feeds. Around 2,840 tons of feeds are used by almost 15,000 fish cages at present per production cycle.

Local government units and communities around it have been conducting training activities for environmental appreciation and awareness and legislating appropriate ordinances.

The Sinarapan Sanctuary Management and Development Council was created to help develop and implement programs to ensure the sustainable population of sinarapan.

The SEARCA-supported CSSAC research team also conducted training needs assessment; information, education and communication (IEC) activities; focus group discussions; SWOT (strength, weakness, opportunity, threat) analysis; and environmental awareness advocacy and livelihood training.

38 Days Before the Penafrancia Tercentenary


THE BASILICA MINORE

The Image of Our Lady of Peñafrancia is enshrined in her sanctuary at the Basilica Minore, Balatas Road Naga City.

The Late Archbishop Pedro P Santos noted that the devotees and pilgrims kept increasing through the years. In 1960 he dreamt building a basilica to give honor to Our Lady. Shortly after, through the meditation of the Archbishop Emeritus Teopisto V. Alberto, DD and the Association of Our Lady of Peñafrancia, Mr and Mrs. Macario Mariano donated a three hectare lot at barrio Balatas. Bishop Concordio Sarte initiated the ground work of the construction. Blessing and laying of the cornerstone was held on Easter Sunday, April 18, 1976 having Church dignitaries led by Jaime Cardinal Sin and prominent Bicolano sponsors.

Immediately thereafter, there was a hiatus in the construction. Yet the association continued soliciting contributions and donations. Bishop Sarte was transferred to Sorsogon and Fr. Sofio Balce (later appointed Auxilliary Bishop of Caceres) took over as Parish Priest and Rector of Our Lady of Peñafrancia Parish and Shrine. He reorganized the different committees and launched “Operation Peñafrancia Basilica”. From then on construction continued on an almost fevered pitch until it was finally completed in September 1981. On May 22, 1982 His Eminence Jaime Cardinal Sin officiated the solemn inauguration and dedication, having the late Julio Cardinal Rosales in attendace.

On January 18, 1984, His Grace, Most Rev. Leonardo Z. Legaspi, O.P.,D.D., was installed third Archbishop of Caceres. He sent petition to Romeo to the effect that the title “Basilica” be granted to the newly built church. On May 22, 1985, he received the Decree from the Sacred Congregation for Divino Worship conceding the title of “Basilica Minore” to the “Church of Nuestra Señora de Peña de Francia.” With this concession comes another Basilica Minore in the Philippines granting plenary indulgences under the usual conditions,

1. June 29 – Feast of Saint Peter and Paul
2. August 2 – Feast of the Dedication of the Basilica of Our Lady of the Portiuncula
3. Third Saturday/Sunday of September: Solemnity of Our Lady of Peñafrancia
4. Any day of the year chosen by the faithful.

NAGA City, August 1, 2010— As the investigation gets underway, a prelate urged the public to avoid unnecessary speculation on the death of Fr. Baltazar Accompanado Jr., and wait for more information to become available.

Following media speculation that the priest committed suicide, Caceres Archbishop Leonardo Legazpi said people should avoid it as matter of respect for the 35-year old priest.

Accompanado was found dead inside his room at the Pre-College seminary in San Jose town in Camarines Sur last Wednesday with a 38-caliber revolver near his body.

He was laid to rest yesterday at the Resurrection Garden in Naga City, the burial ground for priests of the Archdiocese of Caceres.

Legazpi earlier described Acompanado, rector and vocation director of the Holy Rosary Preparatory Seminary, as “a good and dedicated priest." Acompanado was also Archdiocesan Vocation Director of the Caceres archdiocese.

In his sermon during his regular 6:00 a.m. Sunday Mass at the Naga City Cathedral, the prelate said it would only be a matter of time before the authorities furnish his office the official report of its investigation.

“Sa ngayon, lubhang mahalaga na makita natin ang pagkakaiba ng mga tunay na pangyayari sa mga haka-haka o speculation,” he said.

“Hanggang sa sandaling ito ang kaso ay under investigation,” the senior prelate also said.

He added that the authorities have not released their findings and it is only fitting and proper to wait for them to report on the incident.

MANILA, Philippines - Richelieu Salcedo III escaped with two draws and a win in the last three rounds then edged Lennon Salgados in the tiebreak to capture the junior division title in the Shell National Youth Active Chess Championship Southern Luzon Leg at SM City Naga’s Event Center in Naga City last Sunday.

Ninth ranked Jose Carlo Castro, on the other hand, stunned top seed Gino Cabual in the eighth round then held No. 3 Carl Perez to a draw in the final round to emerge the solo champion with 8.5 points in the kiddies side of the event which served as the fourth leg of the eight-stage nationwide circuit sponsored by Pilipinas Shell.

Salcedo, the third seeded bet from Rizal Technological Univ., halved the point with Salgados in the sixth round, downed Daniel Collantes in the seventh then wisely went for another draw with Daniel Pesimo in the final round to clinch the crown in the 20-and-under category with a seven-point total.

Salgados also wound up with seven points but settled for runner-up finish and joined Salcedo and third placer Kritz Albelar in the grand finals of the annual event long considered as the spawning ground of chess talents in the country.

Other awardees were top female players Marie Antoinette San Diego (7.5 points-kiddies) and Grace Anne Faith Cain (5 points-juniors), three-year-old Daniel Zamora (youngest player), Peverline Cardama (top 8-year-old), Ma. Athena Legaspi (sportsmanship) and Carolina Elem. School and Ateneo de Naga (most represented schools).

Gracing the awards rites were Ronald Suarez, Pilipinas Shell sustainable development manager, Naga City councilor Babeth Lavadia, Sankie Simbulan, Shell business and corporate communications manager, and Bernie Marco,

Shell Pasacao terminal supervisor.

The top ranked Albelar bounced back with victories over Shiena Galicia, Jeremiah Alfonso and Antonio Chavez Jr. to finish with 6.5 points then nipped James Dacanay and Pesimo in the tiebrak to snatch the third and last berth in the national finals set in October at SM Megamall.

Castro, meanwhile, trounced Virginie Ruaya in the sixth round then upended No. 5 Mary San Diego and Cabual in the next tow before halving the point with Perez to bag the 14-and-under plum in the tournament sanctioned by the National Chess Federation of the Phils.

Two unfancied bets also made it to the grand finals with No. 304 Dave Mar Prado of First Asia Institute of Tech and No. 243 Jhoemar Mendiogarin of Banlic Elem. School scoring eight points and beating two others in the tiebreak for the second and third places, respectively.

This is preposterous. This is calling a dog a cat and trying to convince everyone that it is when it is obvious to them that it is not. This is to the disadvantage of the regular stalls around it especially at the supermarket. 5 to 9 is never too late to be called night in Naga centro.:ohno:

i saw those yellow paintings on the road while driving.. i was really wondering before what's it for? tama naman pala hula ko :rofl: but i didn't guess na so called "night market" pala yan. 5-9pm? hmm 5 is too early for me..

kanino kayang idea talaga yan? it's really evident that you'll see those vendors especially around 6pm or when it's dark already.. commonly situated along Gen. Luna Street malapit sa Robertson, Metrobank, McDonald's

Like in Baguio, may night market pero "ukay ukay" only hehehe

taken last April around 10:30 pm :D
vendors start placing their goods on the road around 7pm. they can extend until 11pm depending upon the crowd. this is what the real "night" market is :D
maybe this is because of the year-round tourists in Baguio, not unlike here in Naga na medyo amay amay pa man daa magturog ang mga tao. haha

^^ exclusively closed around 5-9pm... hmmm actually those vendors are adding to the traffic during rush hours along Gen. Luna and J. Hernandez near Robertson area... kaya cguro parang they centralized all of them in the "short" street para hindi na sila kung saan saan pa.

THis is what is usually happening roughly around 5 to 6 or 7pm...The sidewalks are occupied by those vendors, so instead of the people walking along the sidewalks, they tend to walk along near the main street already..again causing traffic :)

I personally talked to the *b*ll* couple, yesterday (Monday) the owner of the building where Starbucks is located and told me that the target date is to open before the Ironman.

But they doubt if that would be possible.

Camarines Sur, located in the central part of the Bicol Region, south of Metro Manila, is accessible by air and land travel. Air Philippines (www.airphils.com) and Philippine Air Lines (www.philippineairlines.com) have daily flights to Naga Airport in Pili and to Legazpi City respectively.


From Naga Airport in Pili, it takes approximately five minutes to reach CamSur . Upon arrival, tricycles are available going to CamSur for P150. . Please advise the driver that you want to go to the Provincial Capitol Complex where CWC is located. Signs are visible once you enter the gate.( Note: Airport pick up for participants will be arranged, please just inform us of your arrival details)

If you are coming from Legazpi City, you need to rent a service vehicle. Price range of the rentals are from $53 to $55 (P2,500 to P3,000) for the 75-minute ride to the town of Pili. Shuttles are also available from the airport but should be booked ahead of time. While you’re at CamSur, jeepneys and trikes are the best means of transportation . CamSur also offers scooter rentals but are only allowed within the Capital Complex. (Note: Special Arrangements should be made with Organizers if you are coming from Legazpi)

If coming from Manila by land, the travel would take about eight to ten hours using the South Luzon Expressway.

We we're at the Naga Cathedral last Saturday and we were shocked by the ungreening of the cathedral grounds.

Most of the lawns were cemented, the plant boxes at the parking space were knocked down a replaced by smaller cement partitions.

I just hope that they get a very good landscape artist to compensate for the loss of greenery.

That homongous Porta Mariae in my opinion is out of place.

It is not visible from the main street but unfortunately- it blocks the view of the cathedral from the front. The entrance arch should have been bigger and wider or much better, should have been built in a bigger space like the Basilica.

AFAIK it was constructed simultaneously with the rehabilitation of the Aristocrat Hotel. It blocks the view during the Fluvial procession :ohno: much worst it has become a place of drunkards after a drinking spree near the Carolina-Panicuason Terminal.

We we're at the Naga Cathedral last Saturday and we were shocked by the ungreening of the cathedral grounds.

Most of the lawns were cemented, the plant boxes at the parking space were knocked down a replaced by smaller cement partitions.

I just hope that they get a very good landscape artist to compensate for the loss of greenery.

That homongous Porta Mariae in my opinion is out of place.

It is not visible from the main street but unfortunately- it blocks the view of the cathedral from the front. The entrance arch should have been bigger and wider or much better, should have been built in a bigger space like the Basilica.

hope the greens are put back in place. all-concrete surroundings do not refresh the eyes nor the spirit. am sure these greens also draw the morning joggers at the Cathedral.

4 dead, 3 injured in Naga, Bacolod fires

MANILA, Philippines - Four people were killed and three others sustained serious injuries in fires that gutted a two-story house in Naga City, Camarines Sur and a residential building in Bacolod City, authorities said.

Fatalities in the Naga blaze before dawn yesterday were identified as Ma-ria Cristina Reis, 19, a college student, and Aida Ausin, 68, who were both trapped in a room on the second floor of a semi-concrete house in Barangay Peñafrancia.

Three occupants on the ground floor – Geraldine Nelcoma, 18, and couple Jeffrey and Lenea Villagomez – suffered third-degree burns.

In Bacolod City, an unattended lighted cigarette was blamed for the fire that gutted a two-story residential building that left two persons dead, identified as Philip Aldore Martinez, 36, and Adrian Morin, 12.

Meanwhile, authorities were still probing the cause of the fire that gutted the office of the Commission on Elections (Comelec) and the adjoining municipal health center and old town hall in Maasim, Sarangani before dawn yesterday.

The fire, according to reports, started at around 3:30 a.m. yesterday at the Comelec office and quickly spread to the adjacent buildings.

Fire trucks from Kiamba town and General Santos City, 37 kilometers away from the Maasim town center, arrived at around 4:15 a.m., getting help from the Army’s 73rd Infantry Brigade, barangay defense force and civilian auxiliaries.

Destroyed at the old town hall, which was built 38 years old and where several municipal departments still hold office despite the new town hall, were civil service records and documents on the unconsumed leaves for monetization and other earned benefits of municipal employees.

Despite the fire, the municipal employees led by Mayor Jose Zamorro proceeded with the 7:30 a.m. flag-raising ceremony.

“The more we (need to) unite as we are being challenged by this incident,” said Zamorro. – Cet Dematera, Danny Dangcalan, Nonong Baliao and Edith Regalado.

Robredo receives 2009 National Sandugo Award for Outstanding Local Government Executives

The principal author of the Sandugo Ordinance of Naga otherwise known as City Ordinance No. 2009-002, Councilor Nathan Sergio, was happy to know that Hon. Jesse M. Robredo receives the 2009 National Sandugo Award for Outstanding Local Government Executives. Councilor Sergio, who is also the Executive Director of the Blood Program of Naga, attended the awarding ceremony held at the Heritage Hotel in Pasay, Manila last July 28.

Mayor Robredo, who is now the Secretary for Department of Interior and Local Government, is one of the few City Mayors given the said prestigious award. A lot of Municipal Mayors and Barangay Chairmen received the same recognition.

Sandugo is boosting the advocacy for Voluntary Blood Donation. It started on 1994 when President Fidel V. Ramos signed Republic Act 7719. The National Sandugo Awards for Local Government Executives is an initiative of Department of Health to recognize Local Government Executives who give their full support to the National Voluntary Blood Services Program (NVBSP). It aims to motivate Governors, Mayors and Barangay Captains to spearhead and be personally involved and committed to the National Voluntary Blood Services Program.

This year the Sandugo Awards banners the theme “New Blood for the World”. Criteria for this year’s selection of winners are the following: 1. Personal involvement and commitment in the NVBSP; 2. Provision of resources in the promotion of voluntary blood donation; 3. Being instrumental for the high percentage of voluntary blood donation in the jurisdiction which includes blood collected by government and private hospitals, PNRC Blood Center, Local Health Services and NGOs; 4. Exemplary administrative actions in support of NVBSP such as issuances within the last three years (3) at least one of the following: Memorandum Circular, Sanggunian Resolution, Ordinance, Executive Order, Memorandum of Agreement.

Blood collected is at least 1% of the total population. Naga City was able to collect 1.36% blood from its 160,516 population based on the 2007 census. There were 17 mobile blood donation activities done since January 1, 2009 up to December 31, 2009.

Naga City Blood Program on its first year of implementation was able to issue nine (9) pertinent documents such as memorandum circulars, Resolutions, Ordinance, Executive Orders and Memorandum of Agreements.
Mayor John Bongat announces his full support and commitment to the Blood Program of the city during an event attended by the officials of the Department of Health.

We were occupied with activities connected with the first death anniversary of President Corazon C. Aquino on Sunday and Monday.

First was the Sunday mass celebrated by Bishop Soc Villegas and the unveiling of the marker commemorating the role of the St. Benilde Gymnasium at La Salle Green Hills in providing sanctuary to the NAMFREL in the 1986 presidential elections, to freedom loving Filipinos and for being the venue for the wake of the late President Cory.

On Monday, at 8 a.m., we had a tree planting ceremony at Wack Wack Golf and Country Club (WWGCC). Admirers of President Cory, officials and staff of WWGCC and members of the national cycling team planted 76 molave, narra and golden shower trees in the 115-hectare golf course, to commemorate the late President’s 76 years on earth.

At 1 p.m., I joined Nonito Donaire in his call on President Noynoy Aquino. Two hours later, I spoke at a forum at De La Salle on Sen. Ninoy Aquino and President Cory. To round off my day, I appeared on ANC’s Talkback with Tina Monzon-Palma at 7 p.m.

We had an early start and were exhausted by the time we got to ANC. Those two days of remembering two of the world’s greatest democracy icons were truly fulfilling. I don’t mind doing it again...and again and again.

I had an enjoyable conversation with Camarines Sur Governor L-Ray Villafuerte during the birthday celebration of Jayke Joson, close associate of Manny Pacquiao.

I told Villafuerte that Camarines Sur has done a good job of promoting sports-eco(logy) -tourism by simply taking advantage of Bicol’s natural resources and breathtaking beauty.

Later I would find out that Camarines Sur is the venue of the Ironman Camsur (IMCAMSUR) triathlon competition scheduled for Aug. 22. One of the teams in the competitions is Polo Tri. How the Polo Tri team came about is a story by itself. It is a story of combining technology with aesthetics.

Polo Tri, with more than 60 athletes in its lineup, is the Philippines’ first and largest triathlon team. It is sponsored by Oakley, an eyewear company renowned for both cutting edge technology and stylish look. I share the same view. The first time i saw the construction in picture, I was dismayed by the distruction of the unobstructed view of the magnificent cathedral up the other end of Barlin St. The church spends so much in this gargantuan white elephant in front of the Bicol's mother church.

With the obliteration of the green in the patio, this development is a double blow to those who love this place.:ohno:

21 July 2010 - The United Nations Association of the Philippines (UNAP), through its youth arm the United Nations Youth Association of the Philippines (UNYAP), will hold the 11th International Youth Day (IYD) Convention on August 10-12 at the Philippine International Convention Center.

The convention will be held in partnership with the Commission on Human Rights.
With the theme, "Strengthening Peace and Human Rights Education for the Youth: Key to Sustainable Development", the Convention aims to increase the participants' awareness of peace and human rights education practices, issues, challenges and future directions in the Philippines and the world.

It also seeks to increase the participation of the youth sector in the fulfillment of the UN Millennium Development Goals using peace and human rights perspectives.

The three-day event consists of various activities that will cater to the participants' intellectual, cultural, social, and aesthetic expectations and interests, mindful of the following international commemorative events: International Humanitarian Law Day (August 12); International Youth Day (August 12); and the International Year of Youth (2010-2011).

The Convention will equip participants with the necessary skills which they can bring back to their respective localities or institutions and that will help them embark on programs for peace, human rights and sustainable development.

The celebration of an international day of the youth began on 17 December 1999 after the UN General assembly approved resolution 54/120 declaring August 12 as International Youth Day.

The celebration was institutionalized in the Philippines by virtue of Presidential Declaration No. 229 signed on 12 August 2002.

Back-to-back with the 11th IYD celebration will be the launching of the International Year of Youth from 12 August 2010 to 11 August 2011.

Contestants will compete for the much coveted Videoke Next Level, 2010 Edition Grand Champion award, with prizes as much as P25,000 cash for senior category, P20,000 for youth category, and P15,000 for kids category. Gifts from WOF and event sponsors also await the winners.

Out of almost 2,000 contestants registered for all categories, 200 contestants competed in the third elimination and only 30 finalists from Metro Manila, South, Central and North Luzon, Bicol, Western Visayas, Central Visayas and Mindanao were selected to join the finals. Finalists will prepare three songs in different genres to perform during the finals namely contemporary pop, fast and slow songs.

In NCR alone, 60 participants joined the third elimination, four contestants per category stood out during the semi-finals for NCR Division last July 17 at SM City San Lazaro. Qualifiers who won for the kids category were Keith Princess Jover, Shiella Mae Nueva, Mariella Rondina, and Kheene Salas. While for youth category: Alyssa Quijano, Ser Franco de Asis, Claire Borja and Jennylyn Presillas emerged as finalist representing Metro Manila. Jake Christian Portugal, Rudell Ramirez, Aljon Agoncillo and John Leonard Punzalan are the NCR representatives to the senior category.

Last July 10, official finalists who will represent the North and Central Luzon were determined as WOF held its Videoke Next Level, 2010 Edition Elimination 3 at SM City Baliwag. Louie Anne Culala will represent the kids’ category, Lecelle Trinidad for youth category and Harriz Battung for senior category. Same event was held at SM City Naga who named the Bicol Region representatives who happened to be Louie Adrian Galon for kids’ category, Mary Glor Misal for youth category and Roman Estilito for senior category.

Western Visayas also hailed their official Videoke Next Level, 2010 Edition representatives last July 10, at Robinsons Bacolod. Lucky qualifiers were Rhonsben Jonota for kids category, Meryll Reodava for youth category and Vincent Capuyong who happened to be the same Videoke Idol representative of Western Visayas last Videoke Next Level, 2009 competition.

South Luzon finalists were named last July 11 at SM City Lipa and they were Jomari Mores, kids category; Larry John Mercado, youth category and Lorenzo Enriquez for senior category.

While Metro Manila was having its semi-finals last July 17, two other cities were also doing the same event, Cebu City and General Santos City. Cebuano representatives were named at SM City Cebu and they were Knch Lhnn Cabillo for Kids, Gay Nagrama for youth and Kris Jordan Seville for senior categories.

The Tuna Capital of the Philippines was also graced with the following Videoke Idol, 2010 finalists. They were Enrique Pespiñan Jr. for kids’ category, Janine Marie Sacay for youth category and Ryan Roy Obedoza for senior category.

WOF Videoke Idol Search has been the home of young and talented Filipinos since its start in 2006. One of their most successful winners was last year’s Kids Category grand champion, Jude Matthew Servilla from Bacolod City. His winning piece was Stand Up for Love by Destiny’s Child. After winning the Videoke Idol, Servilla joined Eat, Bulaga!’s Birit Baby contest. His heartfelt rendition of Wency Cornejo’s Hanggang gave him the grand prize and became the contest’s grand champion.

A Grade 2 teacher at the San Antonio Elementary School here is one of this year’s recipient of the Metrobank Foundation Search for Outstanding Teachers, Aniceto M. Sobrepena, the president of the Foundation said in a letter to the awardee.

Mrs. Conchita Albino Ibarondo becomes the second teacher from the city given the award considered as the highest recognition for teachers in the country, after Anabelle Catimbang, a Special Education teacher, won it in 2004.
Ibarondo, who was born and lives in barangay Salvacion, finished her BSEED, Magna Cum Laude from the University of Northeastern Philippines in 1970, where she also completed the academic requirements for a Doctor of Education.

A Master Teacher II, she had also been previously named as Outstanding Teacher of the Iriga South District in 2001, and as Outstanding Master Teacher II of the same district in 2007.

Ibarondo, who has taught in the public schools here for the past 39 years said that her teaching strategy “is getting the pupils to talk, believing that when they talk, we give them the chance to be understood. The more we get them to do so, the more chances we have to develop their potentials.”
She, along with the other Outstanding Teachers this year, will receive gold medallions, plaques and cash amounting to P300,000 each during the formal awarding ceremonies at Metrobank Plaza in Makati , coinciding with the 48th anniversary celebration of the Metropolitan Bank & Trust Company on September 3, 2010.

EVER since last month’s successful run of the Isuzu NHR light-duty truck, which traveled a total of 972.4 km from Pagudpud to Naga City in Isuzu Philippines Corp.’s (IPC’s) Furthest Mission Challenge, the event’s website and Facebook account have been experiencing heavy traffic owing to thousands of visitors posting their guesses and comments.

A contestant of the mileage-guessing-game contest, Amelita Sison Fernandez, submitted a guess of 967.9 km, which was the closest figure to the final result. She won a brand-new unit of the Isuzu NHR truck, with taxes fully paid by IPC.

Recently, the second leg of the Challenge featured a Crosswind XL powered by a 2.5-liter 4JA1-L turbodiesel engine, took off from Cauayan City, Isabela, and ventured out on the Maharlika Highway after being flagged off by IPC senior vice president for Art Balmadrid and Isuzu Isabela branch manager Marissa Mijares.

The Crosswind, with its 55-liter fuel tank filled to capacity, was driven by Domingo Escarieses and navigated by Anthony Pegarro, both of the Automobile Association of the Philippines. It traversed Cagayan, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, and Tarlac all the way to Barangay San Isidro, Tagcauayan, Quezon, where it fully exhausted its full tank of Caltex Diesel with Techron D after logging a total of 1,190 km and averaging 21.64 km/l of diesel. IPC has confirmed that one contestant correctly guessed the mileage and won for himself a brand-new Crosswind unit. The result was verified by Rommel Millora, director of both Transport and Traffic Consultants Inc. and the Transportation Science Society of the Philippines. Out of the more than 2,900 participants, who posted their guesses on the Internet, 27-year-old Ryan Dexter Pinpin Dizon from Angeles, Pampanga, was adjudged the winner (he registered his three guesses of 999, 1190 and 1111 on July 5) after the contest ended on July 13 and the results announced on July 16.

“The run proved once again that the Isuzu Crosswind is the most fuel-efficient vehicle in its class,” said IPC President Ryoji Yamazaki. “With the proper driving techniques, the Crosswind is very much capable of yielding such fuel mileage even in real-world driving conditions.” The winner of the contest is a loyal Isuzu customer. Before joining the Isuzu Challenge promo, he had been an owner of a Hi-Lander and only recently bought a new Crosswind Sportivo.

Naga City (5 August) -- The city government here asks the Department of Agriculture to grant the city's corn farmers one Village-type Corn Post-Harvest Processing Center to help the farmers reduce their post harvest losses during rainy season.

In its one-page resolution, the Sangguniang Panlungsod informed Agriculture Secretary Proceso Alcala that the corn farmers were being drawn into deeper penury due to the wet climate, thus giving them difficulties to attain even the P13 per kilo support price of the National Food Authority (NFA).

"Such a price is only possible at 14% moisture content which is difficult to attain in the predominantly wet climate of the city by farmers relying mainly on concrete pavements to dry their harvest given the absence of mechanical dryers," the resolution said.

City Councilor Salvador del Castillo, a farmer, said the situation compels many corn farmers to sell [their products] at a loss just to have money for them to start [planting] all over again.

In his letter to Sangguniang Panlungsod, Mayor John G. Bongat said the Village-type Corn Post-Harvest Processing Center with complete facilities such as corn cob dryer, corn sheller and a re-circulating dryer worth P3M will be used by corn farmers in the city and neighboring corn cluster areas.

A counterpart funding from the city government of Naga in the amount of P1 million will be released for the construction of a building to house the facility and the installation of three-phase electrical connection to power the equipment and related appurtenances.

Naga is one of the corn cluster areas in Camarines Sur with some 470 hectares of its agricultural land devoted to corn crops tilled by about 395 small farmers with an average harvest of 80 tons per hectare.

The city is adjacent to other corn cluster municipalities in the province such as Bombon, Magarao, Calabanga, Camaligan and Pili, all of which have direct access to the city and between them have over 2,000 hectares of corn areas.

Bongat said the national government's corn program aims to alleviate poverty among farmers and attain corn self-sufficiency.
Farmers at their average yield of four tons per hectare need to sell their corn at no lower than P13 a kilo, the support price of NFA, in order to attain such objectives.

The processing center will be set up at the Naga City Nursery, which is strategically located in Barangay Pacol and accessible even to farmers coming from nearby towns of Bombon, Magarao, Calabanga, Pili and Camaligan corn clusters.

Bongat said that the project would benefit the corn farmers who for many years were, and still are, at the mercy of influential traders which pull down prices during bumper harvests, and raises them only when farmers were ready to sell.

"With this facility, which can dry corn to 14% moisture content, our farmers can avail of the NFA support price for corn when the market is depressed, and return to the open market when prices improve," the city mayor said. (PNA Bicol)

Bicol Region’s economy grew by 8.2 percent in 2009, twice its pace in 2008 and much faster than the 1.1 percent growth at the national level. The Industry sector remained the strongest performer with an 18.3 percent expansion. Bicol Region topped all other regions in the country in terms of growth.

The Service sector, which remained the biggest contributor to the region’s output at 41.8 percent, grew at a faster rate of 5.0 percent from 3.8 percent the previous year. Except for Transportation, Communication and Storage, all subsectors recorded accelerated growths. Growth of Transportation, Communication and Storage slipped to 4.2 percent from 4.3 percent in 2008. Trade, on the other hand posted a 2.8 percent growth, a very slight improvement from the 2.7 percent expansion in 2008. Similarly, Finance registered an uptrend at 8.5 percent in 2009 against a 5.7 percent growth a year ago. Growth of Ownership of Dwellings and Real Estate improved to 3.9 percent from 3.1 percent in 2008. Increases in residential building construction and real estate revenues were noted during the year. Private services improved to 7.6 percent, higher than the 5.9 percent growth recorded in 2008. The booming tourism activities in the region were a major contributor to the sustained growth. Government services improved to 7.0 percent from 3.2 percent a year ago.

Growth in the Industry sector surged from 7.4 percent in 2008 to 18.3 percent in 2009. The 64.6 percent growth of the mining sector, brought about by the region’s increased gold and other metallic mineral output, largely accounted for the robust performance of Industry. Manufacturing managed to stay afloat with a 1.0 percent growth, down from 4.6 percent in the previous year. The weak performances of food and beverage manufactures weighed heavily on the subsector’s growth. Construction accelerated to 7.6 percent from 6.7 percent a year ago. Electricity and Water, on the other hand, slumped by 4.2 percent in 2009, a reversal from the robust 16.7 percent expansion in 2008. Shut downs and rehabilitation works hampered the full operation of the region’s power generating units. The improved performance of Industry in 2009 further increased the sector’s share to the total regional economy from 25.9 percent in 2008 to 28.4 percent in 2009.

Great news for Bicol economy as Albay & Camarines Sur are proving to be the big catalysts in the region's drive towards economic greatness :)

Bicol Region's economy grows by 8.2% in 2009, the fastest in the country
Bicol Region’s economy grew by 8.2 percent in 2009, twice its pace in 2008 and much faster than the 1.1 percent growth at the national level. The Industry sector remained the strongest performer with an 18.3 percent expansion. Bicol Region topped all other regions in the country in terms of growth.

The Service sector, which remained the biggest contributor to the region’s output at 41.8 percent, grew at a faster rate of 5.0 percent from 3.8 percent the previous year. Except for Transportation, Communication and Storage, all subsectors recorded accelerated growths. Growth of Transportation, Communication and Storage slipped to 4.2 percent from 4.3 percent in 2008. Trade, on the other hand posted a 2.8 percent growth, a very slight improvement from the 2.7 percent expansion in 2008. Similarly, Finance registered an uptrend at 8.5 percent in 2009 against a 5.7 percent growth a year ago. Growth of Ownership of Dwellings and Real Estate improved to 3.9 percent from 3.1 percent in 2008. Increases in residential building construction and real estate revenues were noted during the year. Private services improved to 7.6 percent, higher than the 5.9 percent growth recorded in 2008. The booming tourism activities in the region were a major contributor to the sustained growth. Government services improved to 7.0 percent from 3.2 percent a year ago.

Growth in the Industry sector surged from 7.4 percent in 2008 to 18.3 percent in 2009. The 64.6 percent growth of the mining sector, brought about by the region’s increased gold and other metallic mineral output, largely accounted for the robust performance of Industry. Manufacturing managed to stay afloat with a 1.0 percent growth, down from 4.6 percent in the previous year. The weak performances of food and beverage manufactures weighed heavily on the subsector’s growth. Construction accelerated to 7.6 percent from 6.7 percent a year ago. Electricity and Water, on the other hand, slumped by 4.2 percent in 2009, a reversal from the robust 16.7 percent expansion in 2008. Shut downs and rehabilitation works hampered the full operation of the region’s power generating units. The improved performance of Industry in 2009 further increased the sector’s share to the total regional economy from 25.9 percent in 2008 to 28.4 percent in 2009.

sana humabol yung 3 other provinces... the way I see it, Catanduanes is not that much affected by the typhoons compared to 10 years ago... there are many many other places to see in Bicol! It will really be wonderful to see the transformation of Bicol into a super region once the other three provinces rise up! :)

I agree with you. pero matibay ang makina ng izuzu and medyo madali ang paghanap ng parts nya. medyo matagtag lang kadikit ang izuzu deisel engines.

Naga unveils 3 Ciudad de Caceres markers

NAGA CITY --- Three historical markers now stand in Naga City commemorating some of the oldest and significant landmarks that shaped the modern metropolis after Mayor John Bongat and his team, together with Naga Historical Preservation Society President Divina V. Acker, unveiled them morning of Tuesday, August 3.

In line with the present administration’s plans of further boosting the tourism potentials and tourist arrivals of Metro Naga, Bongat, with Vice Mayor Gabby Bordado, Arts, Culture and Tourism Chairman Councilor Joaquin ‘Doc Chito’ Perez and City Tourism Officer Salvador Aguilar, led the first historical tour throughout the places that are remnants of old Naga City, the Ciudad de Nueva Caceres.

“We aim to awaken people’s awareness of the historical significance of these locations in Naga City for the promotion of tourism,” Perez told the Bicol Mail.

“We are hoping to put these markers on nine of the places we would identify within this year, but for now, we start with three,” the Councilor added, referring to the Naga City Police Station at Barlin Street, the Valenciano-Abella Residence in front of the Naga City Cathedral and the site where the 19th Century Casino Español used to stand which is now occupied by a McDonald’s Fast Food branch near Plaza Quince Martires.

The Naga City Police Station was identified as the spot where the former Headquarters of the Guardia Civil once stood, according to Danilo M. Gerona, Director of the Institute of Bicol History and Culture of Ateneo de Naga University, who took the opportunity of sharing his knowledge during the tour acting as guide to the gathered media practitioners, local officials and citizens of Naga.

Gerona proceeded to narrate the history of the Valenciano-Abella Residence, which was one of the remaining houses built by the wealthiest Filipino-Spanish families in Naga, and the Casino Español, where the conquistadores used to gamble their money away.

Before unwrapping the markers, Acker addressed the efforts of her organization to both the youth and the officials of the local government which are considered to be the primary stakeholders of the project.

Acker emphasized the importance of commemorating historical sites that help the youth imagine the glorious past of the place where they were born and raised and how much these markers would serve the LGU in promoting the City to tourists.

Perez, then, added that the city government intends to relocate the Naga City Police Office (NCPO) in order to restore the former Headquarters to house the proposed City Museum.

Aguilar promised that Nagueños and tourists alike can expect more developments in the future for the tourism industry of Naga, citing the plan of his office to tap the transportation sector and spearheading a values development training for public utility vehicle drivers. The Sangguniang Panglungsod will conduct a separate seminar to familiarize the same drivers with the historical landmarks of the City.

“All we are asking for now is for private persons to take care of these markers to show their support to their LGU’s efforts,” Aguilar concluded.

Naga poises as South Luzon education hub

NAGA CITY --- With the significant rise in student population in recent years, the local government of Naga City is now aiming to secure the title of educational center for Southern Luzon as offshoot of its program Naga SMILES.

According to the latest data, as provided by the City Mayor’s Office through Executive Assistant Alec Francis Santos, the number of college students in Naga City has gone up to more than 17,000 while the elementary and high school pupils add up to 53,000.

“We intend to concentrate on the college level students because they support many businesses here in Naga. Aside from the educational institutions, they also patronize boarding houses, food chains and transportation,” Santos said.

The Naga SMILES (abbreviation for See, Meet, Invest, Live, Experience and Study in Naga) is set to be launched this August 9, together with the LGU’s new interactive website, as the centerpiece of Mayor John Bongat’s administration which focuses on the livability, tourism industry, academic developments and economic progress of Metro Naga.

“The present administration and this program shall focus on strengthening of services offered to the public and identifying areas overlooked in the past,” added Santos.

Huberto Ursua, head of iGov Team of Naga, stressed that the focus of their own office now is to further augment the present statistics of students residing in the City by advertising on the web its good student-friendly qualities, featuring in its upcoming interactive website its culture and lifestyle that are ideal for learning, raising families and investing on various small and huge businesses.

“Our new website shall be dynamic and interactive because we are trying to invite people to come and live in Naga. We are already famous for our academic institutions and for being a convention center where gatherings of regional and national scope happen,” Ursua told the Bicol Mail.

The website retains the present address www.naga.gov.ph, yet it shall be supplemented with additional wedges starting Aug. 9 that would be updated almost daily. Ursua promises that his team is working on providing a space on it through which the visitor can post comments or suggestions and a media section that will feature links to webpages of various radio and television stations and local newspapers.

“Our main message is that Naga is here to provide service with a smile,” Santos reiterated. “With our student-friendly programs, we aim to be known as the educational center of Southern Luzon and, hopefully in the future, the Philippines.”

NAGA CITY --- The principal author of the Sandugo Ordinance of Naga otherwise known as City Ordinance No. 2009-002, Councilor Nathan Sergio, is happy to know that former Naga City Mayor Jesse M. Robredo has been conferred the 2009 National Sandugo Award for Outstanding Local Government Executives.

City Councilor Sergio, who is also the Executive Director of the Blood Program of Naga, attended the awarding ceremony with Robredo at the Heritage Hotel in Pasay, Manila last July 28.

Mayor Robredo, who is now the Secretary for Department of Interior and Local Government, is one of the few city mayors to receive the said prestigious award. A host of other municipal mayors and barangay chairmen received similar recognition.

Sandugo is an effective tool that boosts the advocacy for voluntary blood donation. It started in 1994 when then President Fidel V. Ramos signed Republic Act 7719. The National Sandugo Awards for Local Government Executives is an initiative of Department of Health to recognize Local Government Executives who give their full support to the National Voluntary Blood Services Program (NVBSP). It aims to motivate governors, mayors and barangay captains to spearhead and be personally involved and committed to the blood service program.

This year the Sandugo Awards banners the theme “New Blood for the World.” Criteria for this year’s selection of winners are the following: 1. Personal involvement and commitment in the NVBSP; 2. Provision of resources in the promotion of voluntary blood donation; 3. Being instrumental for the high percentage of voluntary blood donation in the jurisdiction which includes blood collected by government and private hospitals, PNRC Blood Center, Local Health Services and NGOs; 4. Exemplary administrative actions in support of NVBSP such as issuances within the last three years (3) at least one of the following: Memorandum Circular, Sanggunian Resolution, Ordinance, Executive Order, Memorandum of Agreement.

Blood collected should at least be 1% of the total population. Naga City was able to collect 1.36% blood from its 160,516 population based on the 2007 census. There were 17 mobile blood donation activities done since January 1, 2009 up to December 31, 2009, according to report by Councilor Sergio.

The Naga City Blood Program on its first year of implementation was able to issue nine pertinent documents such as memorandum circulars, Resolutions, Ordinance, Executive Orders and Memorandum of Agreements.

Incumbent Mayor John Bongat pledged his full support and commitment to the blood program of the city during an event attended by the officials of the Department of Health.

CamSur dentists conduct story telling activity

Naga City Mayor John Bongat was the Guest Storyteller last July 31, 2010 at the Naga City Bible Center during the “Storytelling With Street Children” sponsored by the Philippine Dental Association-Cam.Sur Chapter.

“It is the Association’s way of injecting social responsibility in one of our activities, we believe that we can do something extra-ordinary to make positive changes in the lives of marginalized children” according to Dr. Lauro Juan H.Ocampo,president of PDA-Cam.Sur Chapter.

Aside from storytelling, there was toothbrush and toothpaste giving, feeding program, and film showing about oral health care. Sisters from Brahma Kumaris and the staff of PH-435 Pagtalingkas Child Development Center together with the Camarines Sur Dentists participated in the said event.

More volunteers needed: GK to hold "Global Marathon" to raise funds for Cebu project
CEBU, Philippines – The Gawad Kalinga announced that it is looking for 5,000 volunteers for the GK Bayanihan Challenge in Bantayan, Cebu where the group is planning to build another village for the families who were affected by the past typhoon.

Tony Meloto, founder of the GK, is encouraging everyone to "take part in the journey in building Cebu."

"What is important to a human being is a decent home," he said, adding that that there is a need to address the issue of social justice and to regain dignity by ending the "squatting" problem in the Philippines. He said that there is no reason why a Filipino should live a "squatter" in his own country.

An anti-poverty movement, GK builds homes, villages, and brings peace and order in communities. After building houses here, the group is also planning to go into food production.

In fact, GK has already the Bayan-Anihan food sufficiency program which seeks to empower poor families through self-sufficient food production.

Meanwhile, Gov. LRay Villafuerte of Camarines Sur said they will conduct a "Global Marathon" to help the GK Cebu in their GK Bayani Challenge. The money that they will raise from the marathon will be given to the GK Cebu as their help.

Meloto said GK is getting great supports from the governor and mayors in Cebu. He added that poverty could be ended if both the government and the private sectors are working together.

According to him, the main goal of GK is to end poverty and corruption in the Philippines by 2024 and to be able to build 44,000 houses for Filipino families.

He said that they want to see Cebu to really rise and develop and be known in other countries as the province offers a lot of opportunities.

GK in Cebu is run by volunteers who were able to set up 11 villages, one of which is in the town of Dumanjug in the southern part of the province.

In March of 2005, the Garcia family donated a one hectare lot in Barangay Bitoon, Dumanjug for the setting up of a GK village.

sana humabol yung 3 other provinces... the way I see it, Catanduanes is not that much affected by the typhoons compared to 10 years ago... there are many many other places to see in Bicol! It will really be wonderful to see the transformation of Bicol into a super region once the other three provinces rise up! :)

The way I see it, tourism will drive the economies of those four other provinces of Bicol - Catanduanes, Camarines Norte, Masbate and Sorsogon. Catanduanes has lots of good beach sites, waterfalls and is a surfing paradise. Sorsogon has its Butanding interaction & Bulusan Lake and Legaspi City hotels are just as happy that Sorsogon has these wonders:lol:

However, I still am at a loss as to why the local government of Camarines Norte is somewhat inutile on its development and promotion of the Calaguas island which can somehow rival Boracay's white sand beach. Daet is also one of the best surfing sites in the country and the fact that the town is very near Manila should prompt its local government to aggressively promote the place ( I think La Union & Siargao are the most preferred surfing destinations outside Manila for now).

It is sad to note that Masbate has consistently landed among the top 10 poorest provinces in the country and this dire performance is actually dragging down Bicol's overall performance. I think the poor political system in Masbate is what contributed most to its economic downfall over the years:ohno: Sana naman mawara na ini sa listahan kang pinakapobreng lugar sa Pilipinas for a change baga:nuts:

I've heard over RMN that our new Solicitor General is Atty. Cadiz and another Justice Ramon Cruz in the Supreme Court....all from Dayangdang.....

Justice Cruz has just been appointed to the Court of Appeals. I don't think he would get promoted to the SC early on his stint in the appellate court. But if that will happen sooner than i thought, that will be most welcome for the Bicolanos. He is a proud Nagueño and a product of UNC law school. Has there been Bicolano at the high court? Is former justice Irene Cruz a Bicolana?:)

AFAIK Sandiganbayan Justice Francis Grachitorena is from Tigaon. Born in Hongkong but grew up in Tigaon, Camarines Sur and studied at the Ateneo de Naga University and later college of law at the Ateneo Law School Manila.

i am using nativa. supposed to be outlander but out of stock at the time. turned out to be blessing in disguise after all. provides more space for my family needs which could have been a problem if i had outlander. it preceded montero/pajero sports here. i am satisfied with its performance which compensates the price i paid for. it has great power off road. will probably best for Bicol terrain but not on city. and sturdy body as well. had an accident involving hilux. got only small dint in the rear door while the hilux smashed up its front.:)

By the way....the new chairman of the Committee for Bicol Development in the House of Representatives is CamSur 5th District Rep. Salvio B. Fortuno. :cheers:

We have tremendous growth in the tourism industry in recent years bannered by Cam Sur unprecented surge onto the list of top tourist destinations in the country. The credit of course belongs to the governor of the province.

But i hope to see more growth in the next few years especially in the manufacturing sector, in light industries. If you will note, much of the new establishments in Naga are in retailing. Their impact to the local economy is very limited. It will do more good if the products they are selling are Bicol made. That is why there's a great need for government support to the light industry sector in the region so that the products these retailers are selling will be sourced locally.

I am not aware that there is a House Committee for Bicol Development. I hope this committee will be able to develop the framework for a genuine development for Bicol and will have the capacity to muscle out funding support from the national government when needed.:)

The growth in the retail and restaurant industry in CamSur I believe was brought about by the tremendous growth in tourism.

yep! It's going to be tourism! Cam Norte indeed is another surfing destination in the Philippines and thus needs more exposure.

Aside from Bulusan lake and the Butanding, Sorsogon is also home to many wonderful beaches like the beaches in Gubat. :)

Masbate has a lot of hidden wonders... the reason they're hidden is of course the political clans' troubles.

A Filipino couple who left their lucrative jobs in Manila to manage an old and struggling high school in Bohol where they introduced a novel way of teaching science was among the recipients of this year’s prestigious Ramon Magsaysay Awards.

Christopher and Maria Victoria Bernido, both well-respected physicists, surprised their colleagues in the National Institute of Physics at the University of the Philippines in 1999 when they moved to the poor, remote municipality of Jagna to run the Central Visayan Institute Foundation (CVIF) as school president and principal, respectively.

Both Christopher and Maria Victoria were from privileged families who earned their doctorate degrees in physics from the State University of New York, according to the Ramon Magsaysay Award Foundation’s website.

“They knew it was more practical to simply close down the school; but they also glimpsed a challenging opportunity. Running CVIF would force them to come to grips with the problems of basic education in the Philippines," the Foundation said.

CVIF is a small school of only 500, mostly-poor students.

The Foundation said that in 2002, the couple introduced a revolutionary way of teaching science and non-science subjects, which they called CVIF Dynamic Learning Program (DLP).

A cost-effective strategy focused on strong fundamentals, the DLP limits teacher participation by devoting 70 percent of class time to student-driven activities built around clear learning targets, aided by well-designed learning plans and performance-tracking tools.

The program uses locally available teaching aids and a "parallel classes scheme," in which three simultaneous classes are handled by one expert teacher with the help of facilitators.

By designing DLP, the Bernidos “wanted to show that poverty need not be an excuse to compromise on teaching and learning excellence," the Foundation said.

“For us, it has always been the bigger picture, the country. We both wanted to do something for the country," the Foundation quoted Maria Victoria as saying.

The awards announced Monday are considered Asia's equivalent of the Nobel Prize. They are named after a former Philippine president who died in a plane crash in 1957.- KBK, GMANews.TV

AdNU Holds AMB vs Mining Act of 1995 Forum

The Ateneo de Naga University held a forum regarding the Alternative Mining Bill (HB6342) vs the Mining Act of 1995 last 5 August 2010 at the O`Brien Library at 4:30PM.

The Forum, which was attended by invited students, staff, and faculty members, was sponsored by the President’s Office in cooperation with the Institute for Environmental Conservation and Research (INECAR) and the University Library. In the forum, Dr. Lina Regis, Director of the INECAR, discussed and compared the House Bill 6342, also known as the Alternative Mining Bill (refiled by Hon. Erin Tañada III of Quezon Province and originally authored by Rep. Risa Hontiveros-Baraquel), with the Philippine Mining Act of 1995. Dr. Regis explained the destructive results of the Mining Act to the natural environment and how the Alternative Mining Bill should be able to avoid further abuse and environmental damages from mining companies.

At the end of the forum, the Ateneo Community was invited to participate in a signature campaign to further support the Alternative Mining Bill. Suggestions were also raised by the participants in order to improve the House Bill.

PNOC geothermal exploration of Isarog alarms mayor, INECAR

NAGA CITY --- A so-called ‘Mt. Isarog Geothermal Project’ is sending alarm to the city government here and to the Institute for Environmental Conservation and Research (INECAR) of the Ateneo de Naga University.

A press release issued by the Philippine National Oil Company (PNOC)-Renewable Corporation, dated February 23, 2010, said the company “was awarded a geothermal exploration contract by the Department of Energy to develop the Mount Isarog” and “will commence exploration activities for Mt. Isarog in the third quarter of 2010.”

Upon learning of this, City Mayor John Bongat expressed his concern to Engr. Roger V.E. Buendia, president of PNOC-Renewables Corporation, through a letter, dated July 27, 2010.

Bongat said that “activities not consistent with nature preservation therefore alarm us, including exploration for potential geothermal energy sources in the premises of Mt. Isarog, one of the earliest declared national parks in 1938.” He also asked for the copies of all legal documents supporting the project.

In an interview, Emelina G. Regis, director of INECAR, declared that the proposed Mt. Isarog Geothermal Project is impossible according to the present laws.

“There are two laws protecting the Mt. Isarog from this project. One is Proclamation No. 214 declaring the mountain as a natural park. The other is Republic Act No. 7586, otherwise known as NIPAS ACT of 2002,” Regis disclosed.

According to RA 7586, a natural park means “a forest reservation essentially of natural wilderness character which has been withdrawn from settlement, occupancy or any form of exploitation except in conformity with approved management plan and set aside as such exclusively to conserve the area or preserve the scenery, the natural and historic objects, wild animals and plants therein and to provide enjoyment of these features in such areas.”

“It is funny that then Energy Secretary Angelo Reyes issued a certificate to PNOC allowing the company to explore Mt. Isarog, wherein it was President Gloria Macapagal Arroyo who signed Proclamation No. 214,” Regis added.

Mt. Isarog is home to endemic species such as the Isarog shrew mouses, Isarog striped shrew rats, Philippine hawk eagles, serpent eagles, and the Isarog shrew rats, declared as the largest rat in the world by a study of a professor of Chicago University.

Unverified reports also say that there are sightings of the endangered Philippine Eagle, or commonly known as Haribon (meaning King Bird). If this will be confirmed, it will make Mt. Isarog as the fourth mountain in the Philippines where the Haribon can only be found.

The other three natural parks are Northern Sierra Madre National Park in Luzon, Mount Apo and Mount Kitanglad National Parks in Mindanao.

“The ecosystem of the Mt. Isarog is very rich. It is also being used for tourism purposes,” says Alec Santos, executive secretary of Naga City Mayor John Bongat, “I believe it is a must to preserve the flora and fauna in the mountain.”

The mountain also houses the Mt. Isarog Watershed which is the primary source of running water for Camarines Sur.

AS early as Monday morning, Tess Carpio-Bacungan broke the news through our Ateneo/CSI HS72 group email that her younger sister Marivic (Ma.Victoria), together with husband Chris Bernido, won the 2010 Ramon Magsaysay Award, Asia’s equivalent of the prestigious Nobel Prize.

Soon, a flood of congratulatory messages from Tess’ proud classmates and friends rushed through our joint class email. “I just saw the TV Patrol news today about your sis Marivic and hubby Chris who owns a school in Bohol....congratulations and we Pinoys in the United Arab Emirates are proud of such noble achievements,” blurted Gil Herico, a trade attaché in the Middle East.

Bess Cecilio-Uybaretta, a Manila-based architect, exclaimed in her laptop:”WOW!!!! Congratulations to Marivic and Chris! Mana yan sa Ate!”

Editha Valenciano-Oribello, from Canada, had more time to scribble her feelings: “To the most deserving proud ate… you should have the highest honor, the greatest pleasure and the highest prestige for announcing to the world the great achievements of your sis Marivic and bubby Chris. It’s in the blood!! You oughta be really very very proud!!! Congratulations and more power and success in all your endeavors!!”

“By the way, I forwarded your email to my sister, who lives in the US, because Victoria was her classmate in elementary and high school [at then Colegio de Sta. Isabel in Naga City, now a university],” June Pilar Ragragio, a former San Miguel Corp lady exec joined in as she cheered Tess.

From Atenean Jim Macandog who works with Boeing in USA: “Congratulations to your sister and brother-in-law. They are real heroes for sharing the wealth of their knowledge especially to our underprivileged countrymen. Our homeland needs more of them that will forego personal pursuits for the advancement of others. Your parents raised you all very well.”

Marivic becomes the second Nagueno to have won the most coveted award, the first being former Naga City Mayor now DILG Secretary Jesse M. Robredo who happens to be a classmate of Marivic’s older brother, Atty. Boy Carpio, from elementary to high school before they pursued their college studies in separate universities in Manila.

She and husband Chris were UP students who both earned their doctorate degrees in physics from the State University in New York.

The couple headed the National Institute of Physics at the University of the Philippines in the 1980s, and each was university awardes for teaching and research excellence. They stood at the top of their profession and were well respected in the world community of physicists.

Then, in 1999, according to the Ramon Magsaysay Award Foundation, the Bernidos surprised colleagues by moving to the poor, remote municipality of Jagna, in Bohol province, to run an old, struggling high school -- heeding the request of Chris’ aging mother, who owned the school. It was not just filial duty, however, that led Chris and Marivic to devote themselves to the Central Visayan Institute Foundation (CVIF), as the school’s president and principal, respectively. Running CVIF would force them to come to grips with the problems of basic education in the Philippines. Marivic says, “For us, it has always been the bigger picture, the country. It was not an easy transition but they faced the challenge in a determined, methodical way. In 2002, they introduced a revolutionary way of teaching science and non-science subjects, which they called CVIF Dynamic Learning Program (DLP). In designing DLP, the Bernidos wanted to show that poverty need not be an excuse to compromise on teaching and learning excellence.

In 2006, the Bernidos designed the “Learning Physics as One Nation” project, to address the problem of severe shortage of qualified Physics teachers. Launched by the Fund for Assistance to Private Education in 2008, it is now implemented in over two hundred private high schools, on top of the large number of other schools that have independently adopted the DLP model. The program includes a portfolio of learning activities to be individually accomplished by the students, and closely-associated weekly video-based lectures featuring National Expert Teachers. Real-time teacher-expert and student-expert interaction happens through text-messaging and electronic mail. Ma. Victoria, by the way, was conferred the Naga mayoral awards about two years for her exemplary achievements in education and Physics.

i heard that the pilgrim image of INA is in cebu now. (maybe Cebu Cathedral?) the bikolano group of penafrancia devotees is quite active in cebu. they have an annual celebration of penafrancia in early sept. they go to naga for the fiesta days. the president of the bikol association is an svd priest from sorsogon.

one of their favorite meeting places is Family Choice restaurant which serves buffet lunch and dine. it is owned by a bikolano family from sorsogon.

EVER since last month’s successful run of the Isuzu NHR light-duty truck, which traveled a total of 972.4 km from Pagudpud to Naga City in Isuzu Philippines Corp.’s (IPC’s) Furthest Mission Challenge, the event’s website and Facebook account have been experiencing heavy traffic owing to thousands of visitors posting their guesses and comments.

A contestant of the mileage-guessing-game contest, Amelita Sison Fernandez, submitted a guess of 967.9 km, which was the closest figure to the final result. She won a brand-new unit of the Isuzu NHR truck, with taxes fully paid by IPC.

Recently, the second leg of the Challenge featured a Crosswind XL powered by a 2.5-liter 4JA1-L turbodiesel engine, took off from Cauayan City, Isabela, and ventured out on the Maharlika Highway after being flagged off by IPC senior vice president for Art Balmadrid and Isuzu Isabela branch manager Marissa Mijares.

The Crosswind, with its 55-liter fuel tank filled to capacity, was driven by Domingo Escarieses and navigated by Anthony Pegarro, both of the Automobile Association of the Philippines. It traversed Cagayan, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, and Tarlac all the way to Barangay San Isidro, Tagcauayan, Quezon, where it fully exhausted its full tank of Caltex Diesel with Techron D after logging a total of 1,190 km and averaging 21.64 km/l of diesel. IPC has confirmed that one contestant correctly guessed the mileage and won for himself a brand-new Crosswind unit. The result was verified by Rommel Millora, director of both Transport and Traffic Consultants Inc. and the Transportation Science Society of the Philippines. Out of the more than 2,900 participants, who posted their guesses on the Internet, 27-year-old Ryan Dexter Pinpin Dizon from Angeles, Pampanga, was adjudged the winner (he registered his three guesses of 999, 1190 and 1111 on July 5) after the contest ended on July 13 and the results announced on July 16.

“The run proved once again that the Isuzu Crosswind is the most fuel-efficient vehicle in its class,” said IPC President Ryoji Yamazaki. “With the proper driving techniques, the Crosswind is very much capable of yielding such fuel mileage even in real-world driving conditions.” The winner of the contest is a loyal Isuzu customer. Before joining the Isuzu Challenge promo, he had been an owner of a Hi-Lander and only recently bought a new Crosswind Sportivo.

According to Isuzu, the Diesel Mission is backed by a long history of technical expertise. It also claims that each Isuzu engine is equipped with innovative features that spell exceptional durability, reliability, strength and unparalleled performance on any road or weather condition, This is why the Isuzu Diesel Mission involves four major thrusts, which are: 1) The Dura mission, 2) Farthest mission, 3) Eco mission and 4) Dyna mission. Each one is designed with the customer’s key vehicle requirements in mind—power, longevity, dependability and environment awareness.

In its Dura mission, the company says that while others have introduced their new diesel technologies in recent years, it has remained a tried, tested and trusted brand in diesel technology. Generations of satisfied customers are testimonies to this, and it aims to increase this number by maintaining its stance as the diesel authority. we barely sit down, kung magtukaw man.. mga pirang minutes lng tapos pwesto nanaman sa ibang lugar. :lol: tapos ang pag bitbit kang test booklets, answer sheets, scratch sheets ang magabat :lol:

UNC has been handling college admission tests of universities outside Bicol... just like UP, MAAP and PMA for decades already

... pirming matao an mga fastfood resto
... pirming matao an Magsaysay.hehehe
... pirmi matao an banko.

and when they graduate, most of them choose to work and live here in Naga because they already had a taste of happy life in Naga.

Yesterday afternoon I was in Kopiroti and I saw a mestiso old man (baka sarong Abella) nagbaba sa may Clubmate and dakol alalay (garo itong mga "DON" sa pelikula), pinapayungan asin naka-uniform pa an mga nakapayong.hehehe He was checking the construction on the new lifestyle center.

it looks like 24 hours din an patrabaho. sana matapos na agad.hehehe

You're correct father, the DIA course in Ateneo is a student magnet, usually from outside Naga/CamSur. We have a YFC who is from Davao (i think son of one the CFC council there) who opted to study here in Naga for a DIA course in Ateneo. sabi ko sa kanya "an layo ng binayahe mo ah para mag-aral" an simbag nya, "dai man masyado." hehehe taratatao naman magbikol.hehehe

this is my favorite part in centro Naga. The Plaza Quince Martirez and the resto and church surrounds the plaza. It is a sight of Naga's new and old. A mixture of history and culture and the urban living lifestyle. These what makes Naga unique and can be proud of.

When I was still working in Naga, i would usually eat at the carenderia alley beside San Francisco Church after late night drinking spree with office mates. It was also student's favourite since prices there were student friendly.

Are the carenderias still there?:)

they are still there Jardet! like other businesses here in Naga, they are also booming.hehehe

before there was a problem with the sanitation there, i remember it was tag as "SAN FRAN HEPA LINE" hehehe. but i think the city gov't already gave attention to this. I think the last time ate there was summer this year.
I heard before, there was a proposal to transform that place like the one in Cebu. I forgot the name.

I usually eat at the carenderias along Arana St. They have a nice, safer and cleaner(?) place compared to San Fran. and they offer authentic bikolano dishes. from pinangat to gulay na natong, gulay na santol to bicol express, plus the all time favorite carenderia ulam: giniling, menudo, adobo at iba pa... and during snack time they also have kinalas and turon.:nuts: nagutom lugod ako.hehehe

I think last year's winner is a New Zealander.

My former boss here is a New Zealander. He is a marathoner and has been joining international marathon competitions even if not winning. The last time he was in Germany and this time in New York for marathon. I have been telling him about Cam Sur and showing all those pictures i got from this thread about the events there especially last year's Ironman and was prodding him to try this year's version of the event. But he is not yet prepared for this type of event.:):):)

San Francisco Church is historic. It's where the Spaniards formally surrendered to the Bikol revolutionaries in Naga. too bad the old structure has not been preserved. at least the old tower beside the church still stands, providing contrast to neighboring Greenwich et alii.

before there was a problem with the sanitation there, i remember it was tag as "SAN FRAN HEPA LINE" hehehe. but i think the city gov't already gave attention to this. I think the last time ate there was summer this year.
I heard before, there was a proposal to transform that place like the one in Cebu. I forgot the name.

I usually eat at the carenderias along Arana St. They have a nice, safer and cleaner(?) place compared to San Fran. and they offer authentic bikolano dishes. from pinangat to gulay na natong, gulay na santol to bicol express, plus the all time favorite carenderia ulam: giniling, menudo, adobo at iba pa... and during snack time they also have kinalas and turon.:nuts: nagutom lugod ako.hehehe

this karihan by the former BPI branch was our convenient resort for comfort food. i particularly remember the sotanghon soup, ginulay na langka, tinumtuman, bolabola, giniling and chopsuey from this stall (Tropicana?)

where in Arana is this great find? i should visit it when i go home in a few days :banana:

When I was still working in Naga, i would usually eat at the carenderia alley beside San Francisco Church after late night drinking spree with office mates. It was also student's favourite since prices there were student friendly.

I think you mean beside Banco De Oro branch just next to San Francisco church. Yes, It has been serving people 24 hours a day. It has grown bigger, Even the Managers, officers and staff of a number of banks, the personnel of E-mall and other offices are taking orders. It is one of the busiest or most active areas in the City. before they called it " Little Jollibee" at now they called it " SAN FRANCISCO FOOD COURT ":cheers:

Hi Aidz, hope your doing well bro. Yeah, LCC Department store and grocery are very active, many locals has been a " suki ", even a friend of mine in Pili would have her grocery in LCC central mall. They are half way in renovating the flooring, after that they would start on the ceiling. The terminal as i know is already finished, they are just waiting for the go signal from the Local government, maybe before the fiesta. The construction where LCC might be located in the second and third floor of the market are on going. They have the former walls at the third floor demolished to make way for a new structure in both levels.

a good number of LCC loyalists still do their grocery shopping there, my mother among them. not as crowded as the other places. prices are also friendlier compared to some malls.

i hope LCC fully recovers. opening a well-maintained terminal beside it will be a boost.

safe trip, prez! kumusta sa tanan sa sugbu! i will be there myself aug 22-24 for a recollection. if you have time, drop by our jesuit parish, sacred heart church on jakosalem street. one of the asst pastors is fr mon mores,sj, from naga.

i heard that the pilgrim image of INA is in cebu now. (maybe Cebu Cathedral?) the bikolano group of penafrancia devotees is quite active in cebu. they have an annual celebration of penafrancia in early sept. they go to naga for the fiesta days. the president of the bikol association is an svd priest from sorsogon.

one of their favorite meeting places is Family Choice restaurant which serves buffet lunch and dine. it is owned by a bikolano family from sorsogon.

maayong hapon hali digdi sa Bohol!

I will father, galing me kanina Taloto to take pics and visit St. Josephs Cathedral and Bohol Museum. Medyo mainit digdi which is exactly the opposite dyan sa Naga na mauran uran.

Gawad Kalinga founder sees end of poverty in RP by 2024 (http://www.pna.gov.ph/index.php?idn=0&nid=3&rid=293080)

CEBU CITY, Aug. 7 (PNA) –- The founder of a home-grown humanitarian movement that has caught international attention by building homes and communities for the poor envisions the end of poverty in the Philippines by 2024, an effort which, he stressed, should be supported by all sectors.

Tony Meloto, founder of Gawad Kalinga (GK) Community Development Foundation, said the nation-building movement is committed to end poverty by 2024 and needs all sectors to lend a hand.

He said GK has built 50,000 homes across the country with the help of various agencies and private partners.

”We seek to transform the lives of the poor and create a massive community-based platform for productivity,” he said, adding that they do not just build houses but also help attain food security and “restore dignity” among the poor.

Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr., who supported GK projects in every town of the province, said the foundation had helped transform CamSur and the Bicol region.

”Before, what came to people’s minds when they heard of CamSur was that it is a typhoon-prone area and infested with NPAs (New People’s Army), but now, when you Google CamSur, it’s all about tourism,” he said.

Meloto and Villafurte were in Cebu Thursday for the GK Builders’ Night.

In a press conference, Meloto explained he declined a Cabinet position as head of the housing council because he wanted to impress the idea that the government doesn’t hold all the responsibilities or all the answers.

For the Global Bayani Challenge in April, GK will need at least 5,000 volunteers to help rebuild 160 homes wrecked by a storm in Bantayan island.

In his province, Villafuerte said all sectors are involved in GK projects, even the Church which donated five hectares of land to the foundation.

”With GK, we are able to release the poor from the mindset of hopelessness and develop in them an attitude of “Yes, we can,’” he said.

GK Singapore head Aileen Ong, who gave up her 30-year career as a music teacher to become a volunteer of GK, said building villages for the poor has given families hope.

”I had spent four days in a slum in the Philippines and realized Singapore is so blessed. It is a great honor to be able to participate in this movement,” she said.

She said corporations in Singapore are looking for credible partners, and the Philippines could become one of them with the help of GK.

”Addressing poverty should take the bottom-of-the-pyramid approach. Such approach will create sustainability,” she added.

Jerome Awit, head of GK Cebu, called on Cebuanos to join in “journey” of nation-building.

”Everyone should be a part of nation-building,” he said.

Currently, he said, there are 11 GK sites in Cebu, one of which was started in Dumanjug with the help of the J.P. Garcia Foundation.

Beyond providing shelter, Meloto said GK has become a bridge for foreign investments.

”Through our projects, we show that Filipinos can be trusted, because the main problem investors from Singapore, Hong Kong and European countries have with us is trust,” he said.

He said 400 mayors and governors have worked with GK and not one of them has been corrupt in dealing with projects of the foundation.

GK sites, he said, are the “safest” and can also be found in certain territories where the Abu Sayyaf operate.

”When you restore human dignity, you also bring peace and order,” he added.

Villafuerte said he believes GK should be a model for development in the country. He considers it the single biggest investor in CamSur, considering it has built 5,000 homes, estimated at P80,000 per housing unit.

The province rose from being the 39th poorest to 10th richest province, he added.

”GK is good politics. You can’t go wrong with GK,” the third-term governor said.

Meloto said the country is now in a “new season of hope,” with President Benigno Simeon "Noynoy" Aquino III- who has also called for greater public-private partnership amid his record-high trust ratings. “We don’t want to squander the next six years,” he stressed. (PNA ) EB/bh

I am thrilled that the Institute for Solidarity in Asia has chosen our beloved City of Naga as its venue for the Associates Boot Camp. In all honesty, I have been looking forward to this momentous day, knowing that Naga has made good use of the knowledge and experience shared by the ISA over the years.

The City Government, for almost two decades now, has been implementing innovative programs and policies to benefit our constituents. And we understand the ever-growing need to adjust and adapt to changes in how good governance should be practiced. Through the help of international organizations and cooperative partnerships like the ISA, we have constantly updated our policies, allowing us to better assess our constituents’ needs and deliver much-needed services.

It is relatively easy to sit down occasionally, discuss plans, and formulate solutions. The harder part lies with the implementation of governance values essential for genuine development. This is where the pro-active partnerships of different local government units and the ISA step in.

Through the Performance Governance System or PGS, local government officials and employees can evaluate the performance of their various agencies, departments, and offices. In return, this can provide valuable information and insight into how they can improve their programs and policies.

In City Hall, we know that meetings and ideas on their own cannot bear fruit without proper training and capacity-building. This is something that we have ingrained in the minds of all local government officials and employees. We believe that for the City Government’s efforts to fully reach their potential, we need to have tangible measures. And this week’s activities will serve as one of those measures.

It is my hope that your stay here in our fair city can give you a sense of how we can all join hands and move forward in the name of progress and development. After all, we hold in our hands the key to genuine change.

Good evening. Dios marhay na banggi po saindo gabos.

First of all, I would like to thank you for inviting me to this prestigious event. I have always held your cause in high regard because I believe that the spirit of volunteerism has and will always be a vital part of our society.

The Bicol Medical Center’s Blood Program Network has been at the forefront of the National Blood Services Program here in our region. The BMC’s pioneering efforts have made blood-letting activities essential events in ensuring that our towns and cities are well-prepared for diseases, disasters, and calamities.

2009 was the year of the blood donor. Last year, awareness of our country’s national blood program and those at the regional and local level increased among the population, resulting in overwhelming support from volunteers eager to share their time and blood.

Tonight, we also honor volunteer medical workers and health personnel who have unselfishly given their time to this cause. Of course, we also recognize the efforts undertaken by the various blood program coordinators from academic institutions, government agencies, NGOs, and private organizations.

The success of our endeavour lies greatly in the efficient cooperation and partnership of different volunteers and sectors coming together to address a common problem. Proof of our success can be seen tonight as we gather as one, ready to take on the challenges and demands of the future.

I am confident that our blood donors will not tire easily even if they have given so much. And I am also confident that our volunteers - blood donors, coordinators, and health personnel alike, will continue to do their best in fulfilling their missions of becoming our nation’s lifeblood with their spirit of unselfishness.

LP-Bicol stops accepting defectors from other parties
NAGA CITY, Philippines – The Liberal Party in Bicol, through its concurrent regional chair, Interior and Local Government Secretary Jesse Robredo, has declared a moratorium in accepting members at the local level “in order to preserve its integrity.”

Robredo confirmed Saturday night the local initiative to stop, for the meantime, accepting new members from other parties in the local units of LP, LP Camarines Norte chair Gov. Edgar Tallado revealed to the Philippine Daily Inquirer on Sunday.

Tallado said they had to regulate the entry of applicants from other parties to be fair to the members who had been with the LP during the previous elections.

“It will be unfair to those who have sacrificed for the Liberal Party during the elections, but failed to win the electoral contest, to be replaced by new members,” he explained.

Tallado said the LP group in Camarines Norte has emerged as the strongest provincial chapter of the party, because the party has been organized down to the village level in all 12 municipalities of the province.

He said Robredo revealed that recruitment of new members had stopped in the House of Representatives where LP has so far gained 81 new members.

The LP regional chair gave the same message of moratorium at the local level for accepting applicants to the party in a caucus held Saturday morning at the Avenue Plaza Hotel here.

In the news today, DepEd is keen on pushing for 12 years basic education. I hope the government will push this and will not relent on popular pressure based on argument that this is an added cost for parents. They should realize that on top of improving our educational system, students should be given more time for learning and training to prepare themselves for higher studies or at least to fend for themselves outside school if college is not possible. DepEd is right on this one.

CEBU AIR INC., which operates under the trade name Cebu Pacific Air, is living up to its billing as the country’s low-cost carrier by competing for passengers with public buses.

In an apparent effort to dent the market enjoyed by public-utility vehicles, it is enticing bus commuters to use the airline for faster travel at very low budget fare, which starts at P499 per passenger.

“CEB continues with its mission to give opportunities for every Juan to fly. Those who are used to riding the bus, or even ferry, for hours to get to their destinations can appreciate the ease and convenience of traveling by air,” said the airline’s vice president for marketing and distribution Candice Iyog.

“We are also highlighting our low fares to Malaysia, Vietnam and Brunei destinations in this seat sale. Aside from increasing flights to Kota Kinabalu, we are also the only carrier to fly direct from Manila,” she said.

The airline, in a statement, calls the starting fare a P499 ‘Go Lite’ seat sale. It opens its counters to takers from August 10 to 11, 2010 or until seats last. The tickets would be good for travel from October 1 to November 30, 2010.

Passengers from Manila to Cauayan, Laoag, Legazpi, Naga, San Jose, Tuguegarao and vice versa, and from Davao to Cagayan de Oro can avail themselves of the P499 ‘Go Lite’ seat sale.

Cebu Pacific’s fleet of 21 Airbus A320 and eight ATR 72-500 aircraft, services the said routes.

Passengers traveling from Manila to Bacolod, Catarman, Calbayog, Cebu, Iloilo and Kalibo can also avail themselves of P499 ‘Go Lite’ seats, while travelers from Manila to Tacloban, Tagbilaran and Roxas need shell out only P599 ‘Go Lite’ seats.

‘Go Lite’ seats from Manila and Cebu to Boracay (Caticlan), and from Manila to Dumaguete are also available for P899.

International routes included in this seat sale are P999 ‘Go Lite’ seats from Manila to Kota Kinabalu, P1,499 seats from Manila to Brunei and Ho Chi Minh, and P1,999 seats from Manila to Kuala Lumpur.

Those with check-in luggage will just add P100 upon booking. Passengers will then get 15 kilos free-baggage allowance (FBA) on any flight, except Boracay (Caticlan), which only allows for 10 kilos FBA.

Cebu Pacific overtook Philippine Airlines’ passengers in the first quarter of 2010, making it the largest airline in the Philippines.

MANILA, Philippines – The secretary of the Department of Local and Interior Government on Monday said he is eyeing a "holistic" approach to curb the illegal numbers game jueteng.

DILG Secretary Jesse Robredo said the campaign against jueteng should be given the same priority as the fight against illegal drugs.

He said the government is bent on strengthening the small town lottery system (STL) to offer people an alternative to jueteng. "A competitive STL will significantly reduce jueteng. The Philippine Charity Sweepstakes Office is looking at it very seriously," he said in an interview on ANC's "Headstart."

A former mayor of Naga City, Robredo said he backs the current system of local chief executives choosing their police chiefs based on Philippine National Police recommendations.

Under the current system, the PNP endorses a list of competent candidates to the mayor, who then chooses the chief of police.

Robredo said the system of a common choice creates checks and balances because the PNP and the local government units (LGUs) are compelled to choose competent candidates to become police chiefs.

"I think it should be shared authority. We should make the system work and pressure [the PNP and mayors] to agree (on one person). No candidate can be chosen without PNP certification. Mayors can only choose," he said.

He said allowing local chief executives to choose their police chiefs also defuses potential misunderstandings about conflicting choices.

He, however, admitted that jueteng usually proliferates when it is supported by both the mayor and the local police chief. This has led to proposals that the PNP designate local police chiefs instead of the mayors.

"It's bad when the mayors and police chiefs both agree on doing something bad. When that happens, we should remove the police. We should make the system work and not change the whole system (just) because there are exceptions," he said.

Balanced DILG

Robredo said the DILG is trying to strike a balance between strengthening local government units and their respective police forces.

He said the priorities of the department include bringing resources to the local level, and implementing accountability and transparency. To do this, the DILG is encouraging engagement from the various municipal networks and stakeholders.

Robredo said the department is working on establishing an NGO partner for all localities – something he considers a feat in itself.

"Mahilig kami sa mahirap na target (We like difficult targets) because that will push us to excel. Hindi po namin hihingin sa iba ang hindi namin kayang gawin (We will not ask from others what we could not ourselves do)," he said.

Easier business negotiations

Robredo said part of his work as DILG chief is to create an investment-friendly climate among LGUs.

He said he recently signed an agreement with Trade and Industry Secretary Gregory Domingo to streamline the business processes of LGUs, and to take out superfluous safety inspection requirements in commercial buildings.

He said the DILG is pushing for an online-based registration that lasts only 20 minutes, compared to normal registration that takes 2 days. The DILG also wants to cut down on inspections by consolidating inspections for safety and other requirements for a working permit.

"In many parts of the country, you (a businessman) spend P100,000 to P200,000 for registration," Robredo said.

The DILG chief said he will soon post all department finances, budget allocations, and procurements in the DILG website for transparency. Local government units will eventually be required to do the same, he added.

"We want to set the tone and example to all government units in the country. By promoting engagement in the local level, we are making locals aware, and keeping government in its toes. Kailangan ginigitgit siya para maging mahusay (We have to push so we become better)," he added.

Disaster preparedness

Robredo is also sharing a disaster preparedness, awareness and risk management system he put up in Naga, which earned for him the prestigious Ramon Magsaysay Award.

This month, DILG released a study conducted by the Climate Change Commission on the 60 most high-risk local government units.

In the next weeks, the DILG will release a circular requiring all LGUs to prioritize the creation of a disaster committee. This will serve as the local government arm supporting the Disaster Coordinating Councils involved in disaster risk management.

"For me, 90% of local officials will do something if they are properly informed," he said.

first stop upon arrival tomorrow will probably be CWC (bikol pizza and the pasta with sundried tomatoes!) or Red Platter Magsaysay for breakfast.

I'm Chrina and I represent Flippish.com.

Flippish.com is the official partner of SM Cyberzone for The First Nationwide SM Cyberzone Cosplay Tour, which happens this Saturday, August 14, 3:00 pm. This is the first competition for Filipino Cosplayers to be held at all SM Cyberzones all over the country - including SM Naga! - that will be aired live via simultaneous web telecast! In this contest, cosplayers get to compete in all parts of the country during the eliminations, and those who get into the finals have the chance to compete either in SM Davao or in SM North Edsa in Manila!
