MANILA, Philippines – The country’s biggest food retailer is acquiring majority control of a fast-growing barbeque fastfood chain in a continuing bid to beef up its business portfolio.
In a disclosure to the stock exchange, Jollibee Foods Corporation said it is acquiring 70% of Mang Inasal Philippines Inc, the owner and operator of Mang Inasal, a chain of 303 restaurants all over the country serving grilled chicken and other Filipino food.
Of the estimated P3 billion transaction price, Jollibee has paid P200 million to parent firm Injap Investments Inc., which will continue to hold 30% of Mang Inasal.
Ninety-percent of the balance will be paid when the two parties sign a share purchase agreement, which is subject to a 30-day due diligence conducted by PriceWaterhouse Coopers-Isla Lipana & Co. auditing firm and Romulo Mabanta Sayoc De los Angeles law firm, and. The remaining 10% will be paid over 3 years.
Mang Inasal’s network will add about 5% to Jollibee’s worldwide systemwide sales, 5% to its revenues, and 7% to its operating income. Once completed, the deal will also increase Jollibee’s current 1,578 stores in the Philippines and 375 abroad by 16%.
Jollibee has recently sold its stake in Delifrance, a French pastry store that it acquired in 2006 and divested from two businesses in Taiwan and China in line with its thrust to concentrate on larger quick-server restaurant businesses.
Entrepreneurship
Jollibee was the brainchild of Chinese-Filipino entrepreneur Tony Tan Caktiong. His 1975-era ice cream parlor business-turned popular burger chain has become a textbook classic on the how a small local business could surpass a multinational giant, in this case McDonalds, in the Philippine market. Jollibee infused local food preferences in its menu and adapted to the changing business landscape.
Caktiong has since earned his place in global business after Ernst and Young chose him as Entrepreneur of the Year in 2004. A US-based Jollibee branch even appeared on "Glee," a popular American TV show "Glee".
Caktiong has since expanded the business mostly through organic growth and aggressive acquisitions. Other brands now include Chowking, Greenwich, Red Ribbon, Manong Pepe’s, Yonghe King and Hong Zhuang Yuan (China). During the first half of the year, Jollibee posted a net income of P1.43 billion, up 9.8% from P1.3 billion booked in the same perid last year on strong performance of local and foreign stores.
Jollibee’s success story has inspired other entrepreneurs in the country, including the Iloilo-based Sia family who established Mang Inasal in 2003. Edgar Sia II, who has Chinese roots like Caktiong, positioned Mang Inasal as an alternative quick service restaurant among a sea of food chains that have mushroomed all over the country. Mang Inasal serves charcoal-grilled chicken (“Inasal” in Ilongo dialect), wraps its rice in banana leaves sourced from Guimaras island, and uses bamboo sticks sourced from various cooperatives in the province for skewers. It is also known for serving unlimited rice.
Mang Inasal’s owners were going to tap its success story, which has inspired province-based entrepreneurs who aspire to go nationwide, for its plans to tap the stock market in 2010. The additional capital was supposed to fund its plan to have 500 stores by 2012. Currently has a chain of 24 company-owned stores and 279 franchised ones. It has 2 commissaries. It has annual total revenues of P2.6 billion.
Jollibee’s unsolicited offer proved too difficult to refuse, however. Jollibee said it will continue the “expansion of Mang Inasal’s store network, cost improvement on its raw materials, and greater operational efficiency by applying [Jollibee’s] technology and scale."
The Jollibee burger chain also currently offers barbeque chicken

ARCO DI CONSTANTINO OR Arch of Constantine in Rome, Italy
is a triumphal arch in Rome, situated between the Colosseum and the Palatine Hill. It was erected to commemorate Constantine I's victory over Maxentius at the Battle of Milvian Bridge on October 28, 312. Dedicated in 315, it is the latest of the existing triumphal arches in Rome, from which it differs by spolia, the extensive re-use of parts of earlier buildings.
According to chroniclers such as Eusebius of Caesarea and Lactantius, the battle marked the beginning of Constantine's conversion to Christianity. Lactantius recounts that Constantine and his soldiers had a vision that God promised victory if they daubed the sign of the cross on their shields. The Arch of Constantine, erected in celebration of the victory, certainly attributes Constantine's success to divine intervention; however, the monument does not display any overtly Christian.
I always believe that constructing the Arch is base on historical and religious meaning

It's okey, the former owner made a great decision to sell it, This is very common in business. Importante lang dapat ang Jollibee must maintain the quality and price.

http://farm3.static.flickr.com/2688/4513705415_8aa5b023cd.jpg
The name of this island was derived from the term "atol" which in Bicol means snail. From afar the island indeed looks like a snail with slopes and curves extending from the top to the shorelines.
It was 8am in the morning when we reached the wharf where boats are waiting for those who want to go to the Atulayan island. Each boat could be rented for PhP 1,500, which is good for 10 persons. Atulayan is about 30-minute boat ride from Nato.

This island which was once featured in a French/Italian movie "Mutiny in the South Seas" is located a few kilometers off Nato beach. The island is under the Municipality of Sangay in Partido, Camarines Sur.

The island was blessed with white sand even though Mayon volcano was just a few kilometers away from it. The waters are also inviting because it was clean and clear. Fishes are visible near the shore.

According to one of the locals, there were electricity available through solar panels before but since the Philippines is a tropical country, typhoons had destroyed it. Now, the islands source of electricity was through a generator.

The view of Mount Isarog from the island was spectacular. The whole island was not blessed with only pure white sand but also with rocky shorelines.

Cottages are available for the public to rent on for PhP 500, good for the whole day of stay. Cemented toilets are available too with fresh water being supplied for rinsing after taking a dip.

Some of the decors include a dinosaur slides for the pool and life-sized animals like giraffes, elephants and zebras. A cave like structure was also built. It was not like a resort rather it was like a garden because of its landscape. A zen garden was also built near the swimming pool and a Buddha was also placed near the bamboo tree.

The pool was so inviting because of its deep blue tiles which makes you wonder how deep it was. The pool was separated by a bridge, which tells the swimmer that the other half is shallow and the other is 5 feet deep.
According to the tricycle driver who brought us there, renting the whole place was expensive. It would cost you Php 50,000. Day swimming maybe available too.

It's been quite a while that we have not been to Buhi.
We used to go there once a month as my wife is a devotee of the "Lady of Prompt Soccor". All our offices bear the images of the saint.
Mr. Biboy Belleza, our brilliant interior decorator is at present designing a contemplation garden in our backyard with the Lady of Prompt Soccor as a centerpiece.
With a the posts about Buhi in this forum- I believe the "Lady" is calling us for a visit again.
By the way, San Bernanrdino Farms, the agricultural resort in Calabanga will have a soft opening on last week of October. Biboy the resort's interior decorator, promised to reserve us a cabana for the weekend on the opening date.
I'll post pictures here.
hope to visit San Bernardino Farms next time i come home. will wait for your photos in the mean time, doc. pls give my best to biboy.
What I heard from reliable sources, the Naga- Boracay test flights, still without passengers have already started.
This is apparently routinely being done by airline companies before starting it's regular routes.
If this is true, we may see Airphil Express flying from Naga to Caticlan v/v very soon.
i heard it's in the first quarter of 2011.

This is an original and old picture of Archbishop Santiago Caragnan Sancho, the first Filipino, Bikolano and Libmaneno Archbishop who became the First Archbishop of Nueva Segovia whom a friend got from Boletin Ecclesiastico dated October 11, 1951 from the archives of the Holy Rosary Major Seminary, Naga City. this photo was taken during his Episcopal Installation as Archbishop of Nueva Segovia.

the Holy Rosary Minor Seminary has many priceless artifacts and documents. Bishop Barlin's vestments and bishop's chair, among others, are exhibited there.

Sinanglay na tilapia...I indulge on this Bicol delicacy every now and then. I do miss the bicol tilapia (either from Buhi or Bato)!
i think in some areas it is also called PICADILLO. for me Buhi tilapia is still the best. karakanan na kita!

photographs and memories... it's always good to see how things were and how our forebears did things in those times.
the first Jesuits assigned at the Ateneo de Naga were originally from New York. they were led by Fr Francis Burns,S.J, the superior, who is now immortalized in one of the oldest buildings on the Ateneo campus, Burns Hall.
Fr Burns learned to love Bikol and everything Bikolnon. Although he would be recalled to the US, it was always a wish to come back to Naga. It was said that in his later years, when he was confined in the Jesuit infirmary, an Ateneo de Naga alumnus paid him a surprised visit. Upon learning that his visitor was from Naga, the old man broke into tears in a mix of joy and longing.

Still remember the first time Gary V. had a concert here in Naga @ the UNC Sports Palace way back in the early 90's, the organizers construct an extension stage to accommodate his dancers, stage props, additional light effects and to give plenty space for his signatured dance moves and stunts. Additional sound system to beefed up more the party ambiance were also installed.
As a diabetic, backstage foams and paddings were installed to secure Gary V. to any scratches or bruises.
Expect great sound and moves this December sa Maogmang Lugar!

Naga Boy October 19th, 2010, 03:50 PM E-Mall, Naga City
To avoid the crowd
at the on- going 3 day sale in SM City Naga,
off we went to E Mall last Sunday.

The mall is the first and only building
in the Bicol Region
with an underground parking...
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale026.jpg?t=1287492213
...at 10 am, it was surprisingly full
as the mall had just opened...

Naga Boy October 19th, 2010, 06:33 PM Sunday, SM City Naga
It was the last day of the chaotic 3- day Sale.
After the jam- packed first two days,
we returned to SM City Naga late in the afternoon
to monitor our employees at the Endolab,
thinking the crowd has weaned out,
....We we’re wrong.

http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale059.jpg?t=1287504036
The four level parking
was still bursting at the seams.
After driving around for sometime,
we finally found a space to park
at the fourth level- rooftop.

our flower arrangement still looks fresh.

We left at exactly 10 PM
just after the mall closed.
To our surprise, the four level parking
was still overloaded with cars.

http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale013.jpg?t=1287505375
The cars overflowed outside the carpark...
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale014.jpg?t=1287505426
and occupied every single space
at the whole stretch of the mall peripheries,
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale015.jpg?t=1287505488
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale016.jpg?t=1287505545
and spilled over to the roadside.
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale018.jpg?t=1287505590
Late in the evening, my wife had a coffee
with the SM South Luzon Leasing Manager
and the latter apparently complained of the lean crowd during the sale
as compared the last sale four months ago.
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale019.jpg?t=1287505755
She must be kidding, I commented
with all those people around
with to space to park until near midnight?
http://i1009.photobucket.com/albums/af218/rrntcaceres/Sale022.jpg?t=1287505693
Despite the chaos
and what I perceive was a huge horde of shoppers,
the SM manager was serious about her assessment...
Well, who am I to question the experts?
I wonder what the other malls in Bicol would say
if they could attract at least half of that crowd.

sonofignatius October 19th, 2010, 06:53 PM Local Elections
Editorial, VoxBikol
Monday, October 18th, 2010
On October 25 of this year, the nation troops yet again to the polls in order for citizens to choose their barangay executives and youth leaders. But as writer-analyst Benjie Oliveros noted, these elections are viewed to be of lesser-significance than the preceding one last May. This is certainly deplorable.
It is arguable that the bedrock of local autonomy is the barangay LGU. This is where government can most effectively serve its constituents because it is where government immediately and directly encounters them. For unlike national government offices which also directly provide services, the barangay LGU is supposedly embedded in the very community of the each citizen. And yet, it is also here, at this crucial site of interface between government and the public it serves, that the former is less than successful in achieving its aims.
This is largely because too often, barangay officials become beholden to municipal, provincial, and national political leaders, seeing in them the benefactors or patrons to whom they must submit their fealty. Too often also, municipal, provincial, and national-level politicians see and treat barangay officials as pawns in their own machinations of staying in power. As Oliveros puts it, barangay officials "are the ultimate link to communities and therefore, to votes. Having many barangay officials under a political party's control or influence multiplies its network of campaigners and vote-getters."
Compounding the matter is the fact that many citizens perceive the barangay and SK elections as an afterthought to the national polls. As a result, these very local elections frequently turn into an exercise in strategy for these political bigwigs, and not the authentic determination by the local community of their political leaders at the grassroots.
It is lost to many of us that the true significance of the barangay and SK elections is in its embodiment of the principles of local autonomy and political decentralization. The barangay LGU is the venue for people's direct participation in deciding on government's programs and policies, as well as monitoring their implementation. The choice of barangay officials-and to a large extent, of SK leaders-is decisive therefore in this regard.
Ultimately, we can leave these local elections in the hands of crafty and manipulative politicos who have their vested interests; or we can, by taking serious consideration of the barangay and SK polls, affirm and exercise more concretely democracy's hallowed tenet: a government by the people, of the people, and for the people.

Wow! The national passing percentage is unusually high unlike before when it was only 15% when I took the CPA Board years ago and luckily passed naman. Bicol University is also the 3rd best performing school with 50 or more examinees and was also able to snag the number 5 slot in the Top 10 ( last year a BU alumnus was number 1 in the CPA board). Seems like a banner year for Bicol schools with Ateneo de Naga also topping the Nursing Board this year :banana::banana:

When I ‘ m craving for one-
the Big Mac
is the best and the fastest
that I can get,

Naga City has at least five stores
to sate me with that craving.
Oh, make that six
with a new Drive Thru
rising in CBD 2
But in this a city-
it is difficult to look for a burger
that would surpass the Big Mac standard.
Jollibee’s Champ is mayonnaise laden
and your hands get messy when you eat it.
And it tastes like- yes, you guessed it-
…maynonnaise.
Bigg’s Extreme Burgers are great
but the bread gets soggy
as they were not meant for huge patties.
CWC also serves great burgers
but has the same problem
as that of Biggs-
poor quality of hamburger buns.
Mushy Buns.
This is where Mocha Blends
comes to the rescue.

NAGA CITY – In an ironic turn of events, the reigning champion was left behind as the lone
remaining winless team two weeks into the 2010-2011 PBA Philippine Cup.
B-MEG Derby Ace continued to struggle minus injured key players, bowing to Air21, 69-77, in a road
match at the Naga City Coliseum here Saturday night.
Ronjay Buenafe showed up James Yap and the rest of the Express had their contributions as the
Express broke into the win-column after coming up short versus the San Miguel Beermen and the Rain
or Shine Elasto Painters.
Buenafe led all scorers with 21 points while Yap bled for nine in the contest serving as the second
leg of the Phoenix Fuel PBA on Tour.
It was the PBA's first visit in Naga in over two decades, and the Express made it memorable with a
tough job resulting to their first win with celebrated rookies Nonoy Baclao and Rabeh Al-Hussaini in
tow.
Baclao, the top pick, tossed in eight points, including a basket from close range giving Air21 a
73-66 cushion entering the last two minutes of the game.
The Llamados, struggling minus injured big men Kerby Raymundo, Marc Pingris and Rafi Reavis,
suffered a third loss in a row.
Action swings back to the Araneta Coliseum Sunday with four teams with similar 1-1 win-loss records
figuring in an interesting double-header.
Barako Bull and Powerade clash at 4 p.m. then San Miguel Beer and Barangay Ginebra collide at 6:30
p.m.
The Energy Boosters and the Kings have just broken into the win-column.
The Llamados set the pace early on as they cashed in heavily on their domination off the boards.
Derby Ace offset a poor field-goal shooting with a gap of 15 rebounds in the first half, enabling
the Llamados to take the turn at 36-33.
Romel Adducul flexed his muscles early, firing eight points in Derby Ace’s 11-5 opening run.
But the Express started to get into the groove towards the end of the first quarter and had their
first taste of the lead at 20-18 on a jumper then two free throws by Buenafe in the second period.
The former Emilio Aguinaldo College top gun himself provided the initial spark for the Express on
back-to-back triples late in the opening canto.
Derby Ace also started strong in the final half, getting a 46-39 advantage before Baclao, Buenafe
and Matias teamed up in a decisive counterattack pushing Air21 upfront at 57-49.
The Express simply hung tough all the way to the finish. (SB)

Talking about Fish and Chips- the best I've tasted incidentally- was at a Bondi Beach restaruant.
My wife has been craving for that ever since.
Every time we order fish and chips- the Bondi Beach F & C had become our standard. Other F&C should be better or at least comparable to the one we tasted from Down Under.
No, they don't serve Fish and Chips in Mocha Blends. The closest recipe they have for a seafood is the Black Pasta with the Squid Ink Sauce.

aidz October 20th, 2010, 09:50 PM Efren Peñaflorida relinquishes his title as CNN Hero of the Year
PEP - Thursday, October 21 (http://ph.news.yahoo.com/pep/20101020/ten-efren-pe-aflorida-relinquishes-his-t-fb4fa78.html)
"Actually, I was invited by different states for talks.
Based sa experience kasi, I'm hosting yung Ako Mismo [TV5 show], e. So, it's actually parang type ba na CNN Heroes din na looking for ordinary people doing extraordinary things. So, parang ganun.
"So, dito naman [Ako Mismo], ang hinahanap namin yung mga unsung heroes talaga ng bansa natin sa mga sulok ng Pilipinas. We're searching for heroes na talagang magiging inspirasyon sa bayan natin.
KARITON CLASSROOM. Kumusta na ang Kariton Classroom, na siyang naging dahilan para tanghalin siyang CNN Hero of the Year last year?
"Actually, we're building a Learning Center para sa mga bata sa Cavite," banggit ni Efren.
"It's not a formal school. It's actually a tool para tulungan yung mga nasa eskuwelahan, yung mga bata na na-encourage naming pumasok sa school. So, para ma-sustain yung kanilang studies.
"It's actually ongoing na, yung pagbi-build. Kaya nga we're hoping na matapos ito sana by November para by December, operational na. And ngayon, actually we're raising more funds pa."
"It's every Saturday."
Ano na ang pinakamalayo nilang narating?
"Actually, yung pinaka-main namin is in Cavite. Pero yung replication nito, as far as Naga, meron sa Cagayan de Oro. Actually, meron ding nag-e-mail sa amin from Kenya asking if they could replicate the same system."
So, may plano to go abroad ang Kariton Classroom?
"Yes. But hindi na yung group namin ang magma-manage or mag-o-operate. It's actually a different organization na.
"Parang we will allow them to use yung activity, yung tool namin, yung pushcart classroom, kung saang paraan para mas ma-improve yung services nila pagdating sa pagri-reach out dun sa mga youth, dun sa mga less-fortunate kids."
LIFE STORY.
It's not my ano naman."

additional info:
Mr. Obiedo is now in Manila for a negotiation with Ayala's top honchos :) the lot owned by Obiedo @ CBD 2 is 3 hectares.
SM City Naga is always part of their itineraries :D
oragon.com October 21st, 2010, 07:54 AM ^^That's great!
Does it mean Mr. Obiedo will become a partner for Ayala or Ayala will become a partner for the Robertson Mall and become a fully-owned Ayala Mall?
If Robertson becomes an Ayala mall then they should do a remodeling of the present Robertson exterior design...
From what I heard is that Ayala will takeover in construction of the on-going Robertson Mall and convert it into a full-scale Ayala Mall.
garzland October 21st, 2010, 07:59 AM ^^Nice indeed! Will their be changes in the exterior of the mall?
I'm really excited about this!!!
oragon.com October 21st, 2010, 08:04 AM ^^
sir, if you're referring to the old ALDP mall it will be Puregold by March 2011.
The proposed Ayala Mall is the on-going construction just infront of the ALDP Mall which is beside the soon-to-rise Banco Central Naga Office and Convention Center.
william :D October 21st, 2010, 08:12 AM wow cute nung barber shop!!!!!!!^^
wala pa atang ganyan samin sa Bulacan.hehe, galing! :okay:
garzland October 21st, 2010, 08:15 AM ^^I'm referring to Robertson Mall, pres.... As we all know, the design of the mall is not that fascinating unlike SM. However, if Ayala will takeover I would assume that a major changes in the design will be considered.
Most of the Ayala Malls are green and I would want to see the future Ayala mall in Naga to be like that.

I agree!!! nweiz, anybody here can crack the developer of the new subdivision @ Almeda Highway. As we all know, LandCo own a 15-hectare lot @ Almeda. The new subdivison is just near the St. Jude Subdivision. If it will be a project of LandCo, I assume it will have the same grandeur as Punta Fuego, Playa Calatagan, Stonecrest..etc, etc...

bobbymay74 October 21st, 2010, 08:59 AM Mr. Obiedo was interviewed this morning over @ DWNX regarding the construction of the new Robertson Mall and why the project was put to a halt.
Mr. Obiedo revealed that ALI is willing to invest and become partner in the construction of the 1st Ayala Mall here in Bicol :banana:
If this would come into fruition, CBD2 will have 3 BIG malls namely: SM City Naga, Puregold Mall and Ayala Mall.
That's really a good news. Either Mr Obiedo would make it a partnership 50/50, minor share holder or sell it, it's always a " WIN WIN " situation for him. Obiedo's properties would be Robertson CBD II, CBD I, and the Robertson Mall in Sorsogon and Legazpi.
We are looking in the future " probably " a rivalry of Bichara- SM and Obiedo Robertson- Ayala if this would be materialize.

oragon.com October 22nd, 2010, 06:03 AM De Lima, Robredo top StratPOLLS survey of P-Noy cabinet, other execs
MANILA --- Among members of the Aquino Cabinet, two Bicolano secretaries were rated the highest in satisfaction rating, at least in the National Capital Region (NCR), according to a nationwide survey by StratPOLLS.
Justice Secretary Leila de Lima (who hails from Iriga City) was rated the highest with 59.2-percent satisfied and 40.8- percent dissatisfied for a net of +18.4 percent. She was followed by Department of the Interior and Local Government Secretary Jesse Robredo (former mayor of Naga City) with 54.3-percent satisfied and 45.7-percent dissatisfied for a net of +8 percent.
Running third is Education Secretary Armin Luistro (who incidentally traces his roots to Albay) with 53-percent satisfied and 47 percent dissatisfied for a net of +6 percent.
It will be recalled that StratPOLLS predicted with fair accuracy the outcome of the 2009 to 2010 presidential campaign that showed Aquino winning overwhelmingly over former President Joseph Estrada, who overtook NP bet Sen. Manuel Villar for second place in the homestretch.
In the latest StratPOLLS survey conducted right at the end of the first 100 days in office of the Aquino government on October 8, eight out of 10 Filipinos give the thumbs-up sign to the new President.
His net rating was placed at +62.4 percent with 81.2 percent satisfied with his performance in office and 18.8-percent dissatisfied.
“This is a very good benchmark grade for the President and from the layman’s point of view, everything is coming up roses, notwithstanding the botched hostage crisis and all the labor pains of birth for the new government,” said Prof. Alfredo Sureta, executive director of StratPOLLS.
Sureta said the survey results so far made public are still confined to NCR even as data and statistical reports covering Balance Luzon, Visayas and Mindanao are still being completed and will be released as soon as these are available.
Sureta attributed the high mark earned by de Lima in NCR to her public exposure through the media during preliminary investigations last year of the high-profile crime dubbed as the “Maguindanao Massacre” and the marathon hearings conducted by the Incident Investigation and Review Committee, of which she was the chairman, on the botched hostage crisis of August 23, which gave her an “extra mileage” in the media.
Among the members of the Senate, the top three in performance the past 100 days are Senators Bong Revilla, with a net satisfaction rating of +55 percent, Loren Legarda +44 percent, and Bongbong Marcos +41 percent. Bicolano Senator Chiz Escudero, dubbed during the pre-election as presidential timber before he backed out was fourth among the senators, with his +38 percent satisfaction rating.
The poll interviewed 1,210 adult respondents in 32 key cities of the country, between October 9 and 13 using randomized and stratified methods.
The same survey by StratPOLLS also measured public opinion about the economy, self-rated economic well-being and a few questions on access to the computer and membership in social networks the data of which are now being processed and will be released as soon as these are available.
The NCR survey results were first published in the Oct. 19 issue of the Business Mirror.

oragon.com October 22nd, 2010, 06:05 AM Naga biz chamber 3-time best chamber, now Hall of Famer
By Paul John F. Barrosa
http://img831.imageshack.us/img831/5541/xchamber.gif (http://img831.imageshack.us/i/xchamber.gif/)
HALL OF FAME. Top officers of the Metro Naga chamber of Commerce led by President Abet Bercasio (standing, second from left) and incoming President Philip Imperial (standing, third from right) rejoice as they receive their awards during the 36th Philippine Business Conference at the Manila Hotels.
NAGA CITY --- The Metro Naga Chamber of Commerce and Industry (MNCCI) bagged for the third time in a row the Most Outstanding Chamber in the Philippines award and made it through the Hall of Fame of the Philippine Chamber of Commerce and Industry (PCCCI), the largest business organization in the country.
In the recently concluded three day 36th Philippine Business Conference and Exposition (36th PBC&E) held October 13-15 at the historic Manila Hotel, MNCCI outshone other chambers as it took anew the awards as The Most Outstanding Chamber in the Philippines 2010 and The Most Outstanding Chamber of Commerce in Southern Luzon.
A business chamber needs to win three times in five years to be included in the Hall of Fame.
“It is recognition of the things we have accomplished. It’s good that we know we are doing the right thing and that we are doing better,” MNCCI President Alberto Bercasio said.
Bercasio said that they may have won the award because of the strong public private partnership they exhibited with the City Government of Naga and other municipal governments that comprise Metro Naga.
“We tried to be a significant partner of the community. We are in the forefront of issues especially those affecting the business sector,” Bercasio stated.
Bercasio also said that the MNCCI walked the extra mile from the usual functions of the chamber of commerce. He said that their chamber offered business management training and management instructions system to medium and small entrepreneurs.
“The chamber is commonly perceived to be for big businesses only. We made it a point to reach out. There are 11 consultants who offer their technical expertise for free to small and medium entrepreneurs,” Bercasio disclosed.
“We also made one of the officers of the market vendor’s association as an affiliate member. Presidents of municipal business clubs in Metro Naga are also among our members,” Bercasio added.
As a result of the honor received by the chamber, Bercasio revealed that there are already various chambers across the country and other stakeholders who expressed their desire to visit Naga to see the chamber’s practices that earned them their award.
“At least, we have a share in the pie [in Naga’s tourism],” quipped Bercasio.
President Benigno “Noynoy” Aquino III also attended the three day conference and gave a speech on his administration’s accomplishments highlighting the big help of the private sector on building the nation and improving its economy.
Also, in attendance were Vice President Jejomar Binay, Senator Francis Escudero and some members of the Aquino Cabinet – Interior and Local Government Secretary Jesse M. Robredo, Finance Secretary Cesar V. Purisima, Transportation and Communications Secretary Jose P. de Jesus, National Economic and Development Authority Secretary Cayetano W. Paderanga, Tourism Secretary Alberto A. Lim, and Energy Secretary Jose Rene D. Almendras.

oragon.com October 22nd, 2010, 06:07 AM JCI Bicol Oragon, NatCon awardees
Once again, JCI Bicol Region proved to be one of the undefeated region with its dynamic JCI Local Organizations bagging awards during the 62nd National Convention held in Tacloban, Leyte last October 8-10, 2010.
JCI NAGA CARIÑOSA. This lady chapter would always bring home the bacon when it comes to National Awards. And truly, they deserve to be ranked No.2 in the JCI Philippines Efficiency Award (JCIPEA), and being recognized for the achievements of their projects such as:
“2 Teach a Child, + is 2 Change a Life = 4ever”- Best Corporate Social Responsibility Project (Major) This is a project with Chevron called Caltex Mentoring Program which drive towards literacy and upholding volunteerism held at Dominorog Elementary School, Calabanga Camarines Sur on four (4) Saturday sessions. The chosen non-readers were benefited with vibrant mentors from Ateneo de Naga University through Mr. Leo Borras and JCI Mem. Sharon Lobrigo, (Past President, and the Project Chairman). This project is also in cooperation with the Southern Cross Distribution Inc., through Mr. Jojo Castillo, their retailers/partners, the Municipality of Calabanga, Ms. Ana Rosana of Dominorog Elementary School and the Department of Education. CMP seeks to address concerns on the alarming rate of non-readers in elementary schools and the need for balancing the extreme teacher-student ratio per classroom, primarily in helping overload educators to handle the necessary special remedial classes.
“Yule Give Lovin’ While Shoppin Year 3’”- Best Business Development Program (Merit) This is the annual Christmas bazaar on its 3rd year. Last year, the same award was given to JCI Naga Carinosa which means the impact of this project is undeniably remarkable. It has proven that on its 3rd year this project continues to develop and can make greater and “better” improvements on business development projects of the chapter. The advantage of having a Project Chairman who is also a businesswoman, JCI Mem. Marge Sison indeed helped in making this project successful.
JCI Sen. Miel S. Bongon- Outstanding Chapter President, Category 3 (Merit). Of course the achievements of all the awards would not be possible without the one who leads the chapter. JCI Mem. Miel is the 17th President of JCI Naga Cariñosa who showed exemplary performance in continuing the JCI Mission and Vision in her ONE YEAR TO LEAD.
JCI LEGASPI. The active chapter in Albay who ranked No.3 in the JCI Philippines Efficiency Award (JCIPEA) also bagged and awarded to host the 2012 National Convention, a bid they won against JCI Angeles Culiat of Pampanga.
JCI NAGA. Under the leadership of JCI Mem. Vincent N. Lobrigo, JCI Naga landed No.5 in the JCI Philippines Efficiency Award (JCIPEA). Indeed another great leadership has shown with the dynamic members of JCI Naga proved their worth to be one of the best in the National.
JCI LEGAZPI DAWANI. Another lady chapter from Albay under the leadership of JCI Mem. Morena Casim landed No. 9 in the JCI Philippines Efficiency Award (JCIPEA), and an award for JCI Sen. Mellany Loria, as the Outstanding JCI Senator.
The Secret of JCI Bicol Oragon. With the great chapters comes a great leadership from JCI Sen. Greg A. Lipa, the Outstanding Regional Vice President and of our very own JCI Sen. Enrico A. Evangelista, the Outstanding Area Vice President. The success of the Bicol Oragon Chapters were all because of the guidance of these two hardworking leaders of the Region and South Luzon, and indeed deserving to be the outstanding VP’s of JCI Philippines.
The continued success of JCI Bicol Oragon will be spearheaded by the Incoming Regional Vice President for Bicol, JCI Mem. Dohn Corre, Past President of JCI Daet Kabihug and a Parish Priest in Basud, Daet Cam. Norte. Likewise under the new leadership of the 2011 Local Organizations of JCI Daet Bulawan, JCI Daet Kabihug, JCI iriga, JCI Pili Centurion, JCI Tabaco, JCI Daraga, JCI Naga, JCI Naga Cariñosa,JCI Libmanan, JCI Legaspi and JCI Legazpi Dawani will continue to provide development opportunities in creating positive change.

Topic: Ayala Mall Naga City
Last week, I talked to Efren (he worked as a foreman when we built our house before and continue to do so as our regular handyman) and at present working at the Robertson Mall and told me that they removed the mall rendering on display.
I asked why and he said that the new owners did not like the design.
I asked him how come there are new owners? Was the property sold to someone else?
He said he does not know.
It's getting clearer now, he may be referring to the new Ayala partnership.
I'll try to confrim it from Mr. Obiedo if I see him, about the status of the new mall. I have to plan ahead.
If it's Ayala- then that's a big leap for Naga City.
I'll see a bigger third Endolab branch very soon.

oragon.com October 22nd, 2010, 10:37 AM Promoting Sports Tourism
By BERNARDO VILLEGAS
October 21, 2010
MANILA, Philippines – The almost instant success of Camarines Sur as a venue for sports tourism has already become legendary. Thanks to a very proactive and enlightened governor, LRay Villafuerte, Camarines Sur was transformed in just three years from a backwater of the Philippines, registering one of the highest rates of poverty in the past, to a province visited by two million tourists, including some of the world’s leading triathlon athletes who participate in Ironman and similar events. In no time at all, Camsur is already being mentioned almost in the same breath as Hawaii, arguably the world’s center for sports tourism.
Well, Hawaii is composed of only a few islands. With 7,100 islands, the Philippines can – given better infrastructures – readily compete with Hawaii to be the world’s center for sports tourism. One of the persons who can help convert this dream into reality is the very person who helped Governor Villafuerte bring the Ironman events to Camsur, Wilfred Steven Uytengsu Jr., CEO of Alaska Milk Corporation and the man behind the very successful basketball team, the Alaska Aces, that just won their 13th PBA title in 25 years. Mr. Uytengsu just announced the launching of XTERRA Philippines. XTERRA is the premiere international off-road triathlon brand known for the off-road races which include swimming, mountain biking, and trail running. XTERRA also holds the World Championships in Maui, Hawaii, every October.
The launching of this sports event was not the result of an impulsive decision. As a consummate business executive, Mr. Uytengsu looked closely at local conditions to see if the time is ripe for XTERRA in the Philippines. As he said in the launching ceremony last September 9, he sent feelers to various sectors and was overwhelmed by the interest expressed by trail runners, mountain bikers, and traditional triathletes. He realized that the mountain biking community is four to five times larger than the road biking community and they have been looking for more events in which to participate.
With his characteristic enthusiasm for sporting events, Mr. Uytengsu explained this new event: “What makes XTERRA so exciting? Well first of all, XTERRA is many things... not just off-road triathlon, although XTERRA is the hallmark in this category and hosts the World Championships each year in Maui, Hawaii. XTERRA is also trail running, mountain biking, off-road duathlons, open water swims, and now even stand-up paddling. This provides a multitude of opportunities for the active individual to enjoy a variety of disciplines while still being one with nature.
“These events also make it attractive to sponsors who will enjoy their association with our events that will be running virtually all year long. As you will see in the calendar in your press kits, we kick off with an off-road duathlon relay on November 7 in Nuvali and have dubbed this event “Putik Pare.” Let me just explain this very novel event. Although it is a relay, teams of two will be formed. At the starting line, everyone will line up together and when the gun goes off, one part of the team will start an 8-km. trail run. The other part of the team will run to bikes and start an 18-km. mountain bike ride. Both courses bring participants back to the same area and they will switch places. Meaning, the runners will now get on the bike and the bikers will start their own 8-km. trail run. Once both members of the team get back, they will jointly traverse a mud pit. Both team members have to be together as they finish.
As I survey the various regions in the Philippines that have the conditions (security, accessibility, availability of accommodations, etc.) to host XTERRA events, my leading candidates would be the Laguna towns around Caliraya lake; Calapan and other towns in Oriental Mindoro close to the sea or Naujan Lake; Bani, Pangasinan; Antipolo, Rizal; Batangas towns close to the sea: Cebu; Bohol; Dumaguete, Negros Oriental; and hilly towns in Ilocos Norte close to the sea. I am sure there are many others. But this list could be a starting point. Organizers are looking for venues for events scheduled for January, March, June, and November in 2011. Governors or mayors interested in attracting these events to their respective sites may get in touch with Guy Concepcion, e-mail address guy.concepcion@sunriseevents.com.ph. Those who want to participate in the Nuvali event on November 7 may register on-line at www.xterraphil.com. For comments, my email address is bvillegas@uap.edu.ph.

sonofignatius October 22nd, 2010, 11:29 AM Bicol economy to hit 12.4% growth in ‘10
By PAUL JOHN F. BARROSA
PILI, Camarines Sur --- Bicol’s gross domestic product (GDP), a measure of productivity and wealth, will grow by 12.4 percent by the end of 2010, a renowned economist said.
In his rare visit at Camp Elias Angeles, San Jose, here, Albay Gov. Joey Salceda, one of the well-respected economic advisers of former President Gloria Macapagal-Arroyo and two-time chairman of the Bicol Regional Development Council, predicted that by the end of December 2010, Bicol’s GDP will rise by 12.4 percent, outperforming last year’s growth of 8.2 percent.
Salceda also expected that Bicol’s performance will be one of the economic boosters of the country though it will also outshine the country’s cumulative growth, which he predicted to be around 7.9 percent.
In his speech to the attending militiamen of the 9th Infantry Division (Spear) based at Camp Elias Angeles, Salceda cited the job well done by the military officers as one of the causes of Bicol’s growth.
“Let me emphasize that the absence of conflict and the semblance of peace and order is an economic factor with the highest economic returns,” he said.
In an earlier statement, Salceda also acknowledged the aid of Miss Universe 4th runner-up Venus Raj and Nursing Board Exam Top Notcher Ryan Abogado Oliva in giving the Bicol Region additional momentum and popularity.
A well-noted economist, Salceda also believes that marketing the tourist destinations in Bicol will sustain the short to medium term acceleration of the region’s economy.
While agriculture and mining served as key regional growth drivers in the past, tourism would be the growth sector that could help propel the region in 2010 and beyond, Salceda stated.
The president of the multi-awarded Metro Naga Chamber of Commerce and Industry, Alberto Bercasio, also agreed that the region is growing fast.
Bercasio foresaw that in the next three years, the income per capita of the normal citizens of Bicol will likely grow by 30 percent of the current income per capita.
“If we can fast track the infrastructures in Bicol, the region’s economy will boom really big. In three years time, there will be more opportunities and the purchasing power of common Bicolanos will increase tremendously,” Bercasio stated.
Meanwhile, Salceda also expressed his anticipation to the Bicol International Airport in Daraga, Albay which he said will bring more tourists to the region. The said airport is expected to be completed by 2012 as President Benigno “Noynoy” Aquino III allocated P 780 million funds to hasten its construction.
Asked if there are conflicts arising between the province of Albay and Camarines Sur which are actively and separately working to be the tourism hub of Southern Luzon, Salceda answered none.
“If there is any competition, it’s friendly,” he said.

garzland October 22nd, 2010, 11:47 AM ^^It's nice to have friendly competition. Both Albay and CamSur are learning and helping each other. Gov. Salceda admitted that Albay has benefited a lot from CamSur's tourism boom as its hotels are also being utilized once hotels in Naga and CamSur are all fully-booked. This happened during the Penafrancia festival. On the other hand, CamSur has learned a lot from Albay's Disaster risk management.

hakz2007 October 22nd, 2010, 03:02 PM Promoting Sports Tourism
Those who want to participate in the Nuvali event on November 7 may register on-line at www.xterraphil.com. http://www.mb.com.ph/articles/283468/promoting-sports-tourism
hakz2007 October 22nd, 2010, 03:04 PM Naga animators take centerstage in Animahenasyon 2010
NAGA CITY, CAMARINES SUR – After three years, the annual Animahenasyon 2010 will be held in Naga City in an effort to spur budding Filipino animators in the provinces to go into the industry.
The event, organized by the Animation Council of the Philippines, Inc. (ACPI) and the Ateneo De Naga University will also highlight partnerships between the industry and academic institutions to help develop talents in both 2D and 3D animation among students.
The event’s transfer of venue from Manila to Naga also aims to identify independent animation studios in the provinces and consolidate efforts that will strengthen the industry.
In particular, there have been more independent studios from the provinces that submitted entries for this year’s Animahenasyon 2010 competition.
A total of 143 participants have been accepted to be showcased during the event, which will be held from November 23 to 26. Of this number, 71 are from regional studios and schools while 68 are from Manila.
Four other entries from Switzerland, the United Kingdom, Singapore, and Iran also made the cut but all of them are from Filipino-owned studios.
ACPI Executive Director Michael Kho Lim said the number of regional entries proves that more talents are coming out of the provinces and can be tapped by the industry for both outsourcing services and to create original material.
Lim said some of these studios are either independent or commercial, which are also offering outsourced services for foreign markets.
“One great thing about this is that graduates of animation can be hired where they graduated. The concentration of outsourced animation work becomes decentralized.”
Lim also noted that the Philippines is one of the top outsourced animation services hubs in the Asia, after India and South Korea. It has approximately 6,000 to 8,000 animators though the demand for outsourced work has been steadily increasing.
“We’re aiming to have 10,000 to 15,000 animators in the next five years,” Lim said.
Part of this year’s activities includes talks from Filipino animators who have worked in foreign studios, like Jess Española from Starz Film Roman.
There are also speeches from Eric Riewer, a professor from France’s prestigious animation school Gobelins l’ecole de l’image, and use of the latest computer servers for animation by technology firm HP (the company that also provides hardware to Dreamworks Animation).
There will also be a feature on the making of the country’s first full length 3D animation RPG Metanoia by Ambient Media.
A lifetime achievement award will also be given to legendary artist, animator, and short film maker Roque Federizon “Roxlee” Lee.

randism October 22nd, 2010, 03:12 PM Animation sector looking for more talent (http://www.bworldonline.com/main/content.php?id=19835)
THE COUNTRY’S animation industry aims to have as many as 15,000 skilled workers in the next five years in order to support its expected growth, an official of Animation Council of the Philippines (ACPI) told reporters yesterday.

Michael Kho Lim, ACPI executive director, said in a briefing that there are now 6,000-8,000 animators.
"Most of these animators are members of ACPI. We are looking at having 10,000-15,000 animators in the next five years to meet the industry requirement. We are targeting this number because potential clients are always asking first the number of people we have to do the job," he said.
"Most of the local animators are also engaged in [other fields of] business process outsourcing (BPO). As they do projects for other countries, they are also raising funds for their independent endeavors in the animation industry."
ACPI is a non-stock, non-profit organization whose member companies specialize in two-dimensional, three-dimensional and flash animation. It has 52 members that include 30 studio or production offices, 18 educational institutions and four animation studio suppliers.
Mr. Lim said that a full-length or 40-minute three-dimensional animation movie costs at an average of P80 million.
Commission on Information and Communications Technology Commissioner Monchito Ibrahim told reporters in the same event that the increase in number of animators will be also driven by the availability of technology in the market. "Anyone can utilize the resources, unlike before when it took years before our animators finish drawing and producing...a movie," he said.
ACPI yesterday announced the 4th Annual Philippine Animation Festival, dubbed "Animahenasyon," to be held from Nov. 23-25 at Naga City in Camarines Sur.
Mr. Lim said that there are 150 entries for this year’s competition that is co-presented by Ateneo de Naga University.
Mr. Lim said that methods of animation range from traditional medium such as drawing and clay to computer-generated imagery. "Seventy percent of the entries for this year are CGI, while there are 30% who had used the traditional ink and paper," he said. -- A. M. P. Dagcutan

Naga Rivers October 22nd, 2010, 03:24 PM ^^That would be great for Naga! Definitely, Naga will be complete once all of those huge malls materialized in the city...
City officials will need to plan ahead for the future of CBD as traffic will be inevitable if those developments happen.
I agree with you garz, if there's a need for some road widening, it should be done now, not when the the traffic problem already exists. Not when these huge malls are already there where the city has no more other option to ease the traffic but to re-route, re-route and re-route.

Road widening in CBD 1 seems impossible for now as it needs huge chunk of budget and demolition of existing major buildings. However, CBD2 can still be prepared for it as it is on the process of development. Almeda area should also be planned well.

kiasog October 22nd, 2010, 04:45 PM Last week, I talked to Efren (he worked as a foreman when we built our house before and continue to do so as our regular handyman) and at present working at the Robertson Mall and told me that they removed the mall rendering on display.
Doc, will you be hiring a branch manager?

For more about your barangay officials, click here.
4.) ANG MGA KAPANGYARIHAN AT RESPONSIBILIDAD NG MGA BARANGAY OPISYAL
(ayon sa Local Government Code RA 7160)

sonofignatius October 22nd, 2010, 08:05 PM Speak out more, priest urges Christians
Published Date: October 15, 2010

Christians in Asia do not speak out enough about their faith other religions do, a Catholic priest and expert in the missionary field, says.
“Muslims defend their faith strongly while Christians shy away,” said Father Andrew Recepcion, President of the International Association of Catholic Missiologists (IACM).
He adds that proclamation ranks among the Church’s major concerns in Asia, where Christians are a minority in most countries except the Philippines and East Timor.
Father Recepcion spoke regarding IACM’s Church role just ahead of World Mission Sunday, commemorated a week early in Manila on Oct. 17 .
The Mission Director of Caceres archdiocese, Northern Philippines, was elected IACM president during the conference in July in Tagaytay City, south of Manila.
The missiologist added that the group’s mission focuses on inculturation, religious and secular fundamentalism, indigenous peoples and eco-justice.
He also cited proclamation among the lingering concerns after the Asian Mission Congress organized by the Federation of Asian Bishops’ Conferences (FABC) in Chiang Mai, Thailand in 2006.
“It is very controversial because a dialogue on proclamation has been proposed, but the magisterium (Church teaching authority) thinks otherwise,” Father Recepcion said.
In his view, Christians should articulate their faith despite being a minority. “If we do not proclaim our faith in a manner that will be understood, then we will be misinterpreted,” Father Recepcion said.
He adds that those proclaiming should not water down faith to accommodate other religions. “Discussions must focus on Jesus Christ, not just a general God,” he said.
Father Recepcion acknowledges that proclamation in Asia is a “tall order” due to Christian minority.
“It requires courage that comes from deep experience of Jesus,” he said, stressing he is not advocating confrontation.
An interview with Father Recepcion, in which he discusses the way Christians can be better witnesses will be published by ucanews.com on Monday.
Fr Recepcion is originally from Nabua, Cam Sur

Last week, i visited the new site of the Banco Central Naga @ Roxas Avenue and interviewed one of the construction personnel, we were discussing how CBD 2 will look like in the near future (high rise buildings, traffic, drainage, wirings, etc.) and our topic shifted about the plan Puregold acquisition of the ALDP Mall by March 2011.
He was aware of such plan but what confuses me is that when he pointed that the on-going Robertson Mall which was put-to-a-halt as of last week was indeed a project to be undertaken soon by Ayala Corporation. I clarified to him that it is the new Robertson Mall which soon-to-be completed by 1st quarter of 2011 and not an Ayala project. I let go of the topic and continue inquiring about their project...which left me a question...Robertson Mall ba talga o Ayala Mall?
Landbank Naga update:
Estimated floor area of the soon-to-be-constructed Landbank new building @ Roxas Avenue is +/- 1,000 sqmtrs. and it will be a 2-floor building. Target date 2011.
here's more, according to the news, lot owned by the Jaucians along Roxas Avenue is also under the watchful eye of the Robinsons Group of Companies.
What I know is that the lot near Diversion Road owned by the Jaucians have been contracted with Landco for its Pacific Mall Naga. Maybe they have rescinded the contract for Landco's failure to utilize the property after the lapse of some period. Robinsons should be a good alternative. The Jaucian - Martirez property is about 11 hectares.

Naga Boy October 23rd, 2010, 03:11 AM yup. tried looking for Landco's property here in Naga via their webpage but apparently no listing of any land owned by the company as previously discussed in this thread.
According to Ms. Rito Roceo the Landco's accountant for Pacific Mall Legazpi and Lucena, Landco Pacific has already divested its properties and interests in mall development.
Pacific Mall Lucena and Legazpi was already sold to Metro Gaisano, and they now own and operate the mall. She (the the PM Mall Admin) is now working under the Gaisano group and she still assigned at PM Legazpi and Lucena.
Pacific Mall in Nueva Ecija was taken over by its local partner.
So there is no chance of having another Pacific Mall in the future.
Yes according to Edwin of RLC, a property in Almeda Highway is one of those they would be visiting but apparently owned by DMCI.
I have not talked to Mr Obiedo yet, but I talked to Marge, her assistant at the Villa Caceres and confirmed of the Ayala partnership. It would still be better to hear it directly from him though.

In a nutshell, Robinsons and Ayala is serious in putting up their malls here in Naga :)
Re: Puregold update
According to an informant :) a legal dispute still hinders Puregold's mall here in Naga. He mentioned about long overdue unpaid taxes, i'll keep mum regarding this matter...mahirap na..:)

"The report’s mention of “next year” would seem to mean 2011, though “until 2012” doesn’t quite make sense. The same location was used for French, Israeli, Bulgarian, and Serbian versions of the show (it’s where a Bulgarian contestant died last summer), so it already has the infrastructure to support the show, never mind that Caramoan is a visually stunning location. This is one thing i have been wanting to do. This idea came to my mind since I saw the boats moored at the Naga river by the Naga City Supermarket when they were still allowed in the area. I have cruised San Miguel Miguel Bay. I had been asea on a Superferry from Manila to Palawan, Negros Navigation from Manila to Bacolod, fastcraft from Iloilo to Bacolod and Cebu to Ormoc. Ferry transfer from Matnog to Allen and from Leyte to Surigao. I have cruised Palawan subterannean river and the Dubai Creek. Island hop from Abu Dhabi to Lulu island in the UAE with the amazing skyscape of the premier city of Abu Dhabi as a backdraft. The experience is surreal. Bicol River cruise would complete this onwater experience.

speaking of manto, every Saturday at the basilica at 6pm there is a healing mass and a pagmanto for pilgrims and devotees. those ill or those with any other special intentions can attend this religious ritual where Ina's manto (cape) is put on their shoulders as a special blessing is said.

sonofignatius October 23rd, 2010, 10:02 AM Down memory lane:
"It appeared that the preliminary plans for the creation of Naga into a city began in the early months of 1948 in the local municipal council headed by Mayor Faustino Reyes. The guerilla-turned-politiician Congressman Juan Q Miranda apparently had a hand in planning and in its subsequent realization. In an effort to provide wider dissemination and a more enlightened public appreciation of the proposal, an influential lawyer named Patricio Amanse wrote an article in the Bicol Star on the fiscal benefits of the proposed charter. He contended that if a would become a city, "its revenue would be increased by more than twice without increasing the present rate of taxes being paid by its cirizens, especially the merchants and the businessmen. From the projected income of P130,000 which would accrue from July 1947 to June 1948, Amanse estiamted a differential increase of P162,300 which would bring to the coffers of the city a whopping P292,300. The titillating figures themselves aroused favorabel response.
On 18 June 1948, while in the presence of Senator Vicente Madrigal, Secretary Mariano Garchitorena, Representative Juan Q Miranda, Representative Toribio Perez, Reepresentative Tomas Clemente, and lawyer Antonio Ojeda, House Bill No 1255 sponsored by Repersentative Juan Q Miranda was signed by President Elpidio Quirino into law. This came to be known as Republic Act No 305 which formally have Naga its charter.

kevinb October 23rd, 2010, 03:03 PM Families in poverty threshold, more vuilnerable to man-made, natural risks (http://www.pia.gov.ph/?m=12&r=&y=&mo=&fi=p101020.htm&no=81)
by LS Macatangay
Naga City (20 October) -- Among the sectors of the government, families living beyond the poverty threshold are more vulnerable to risks such as illness, death of a family member and catastrophic disasters, whether it is man-made or a natural calamity, disclosed by Joel Campipi, Department of Finance -National Credit Council (DOF-NCC) Technical Staff during a consultation meeting held at Starview Hotel here over the week end.
The event, spearheaded by DOF-NCC in cooperation with the Insurance Commission (IC), was attended by various stakeholders coming from different parts of the region. Most of the attendees are either head of their cooperatives or officers or members of lending institutions.
During the said interfacing, a run through of the road map to literacy on micro insurance was conducted. The result presented was taken from various regional consultations on financial literacy conducted by the aforementioned agencies.
The study revealed that while insurance seems like a good option to prepare oneself from any calamity, it is most often than not neglected either due to lack of awareness and understanding of its nature; low financial literacy level especially among the low-income sector and the negative perception of insurance due to bad experience with other companies or tales of dismay regarding its services.
DOF records show that only 13.92% of the Philippine population has life insurance while insurance penetration of the proportion of the premiums to GDP was only 1.05% in 2008. The result of the study further showed that of the 27.6m poor Filipinos, only about 2.9 have some kind of risk protection, almost half of which is normally provided by various entities.
Campipi said that with the effort that the government is doing, particularly with the national strategy for micro-finance, more and more people will change their opinion on insurance and eventually see its importance in protecting their lives and properties.
"We would like to enhance the awareness and at the same time increase access of the low-income sector to insurance and this is strongly manifested in our vision to have an adequate risk protection for them through a strong insurance culture among the Filipinos."
Some of the stakeholders that the National Strategy for Microfinance have identified are the legislators, for the formulation of laws; government regulatory agencies who shall issue rules, regulations, and guidelines for the mainstreaming of micro-insurance; the national agencies who shall effectively link micro-insurance providers and clients; local government units who shall take the lead in promoting financial literacy and insurance providers who shall take the lead in directly providing micro insurance products and services to the low-income sectors.
The agency is also encouraging private entities such as the brokers and agents or intermediaries who shall facilitate the provision of micro insurance products and services to clients, support institutions, donors and other developmental partners and existing and potential clients or consumers.
