Yes, Actually Yllana family are one of the Spanish settle in Naga City of the late 19th Century. By the 50's to 60's started to raise their family in Metro Manila and Today, about 85 percent of it's family members have settled in states.

I talked personally to a very reliable source but I would not reveal his identity for the reason that I do not have the right to do so.
No name for the new Mall yet but with a possibillty to retain a rebranded Robertson under ALI management.
Major anchor would either be Metro Gaisano or Rustans for the supermarket and deptartment store. But most provincial Ayala malls apparently have Metro Gaisano as a partners so that would be a great possibility in Naga.
But he commented that since Naga City is one of the very few provincial cities that Rustan's has invested (thru Starbucks) there might be a slim chance that it may invest in Naga City considering that their first venture here was doing very well.
As for the design he said that just wait for the new rendering to be posted anytime soon.
I commented that a three hectare lot is rather small for a mall of ALI standard. He said that as for the Bicol's Biggest Malls, SM City Naga is built on a four hectare lot, Landco Business Park complex was built on a five hectare lot with the mall in a 1.5 hectare area. So designing a mall in a three hectare lot according to my source is possible. Sorry for the comparisons but it was a part of the conversation.
For the finality, he said to just wait for the final press release that ALI would do once everything is ironed out.
So for us here in Bicol, let us keep all our fingers crossed that everything would turn out well for the for ALI mall in Naga City.
As I have observed in all Ayala Malls, whether it be provincial or Manila-based, it's always multi-leveled (four floors or more). Although AFAIK the upcoming Ayala Mall will be the smallest, ALI would most likely maximize the mall vertically, following suit with its other malls.
Whatever scheme Ayala and Robertson might come up with, I don't really care. By the mere fact that ALI will tie up with Robertson is a big thing for us as this is hinged on our city's and province's purchasing power.:okay:

MANILA, Philippines – President Benigno S. Aquino III said Sunday that his hope in successful barangay and Sangguniang Kabataan (SK) elections comes with an expectation that the electorate would install leaders supportive of his “straight and narrow path” policy.
Like ordinary voters, Aquino is expected to fall in line and vote in his home province of Tarlac this morning.
“Inaanyayahan ko po ang lahat na makilahok sa darating na Barangay Elections. Isa itong mahalagang pagkakataon upang mapalakas natin ang ating mga barangay, ang sangay ng pamahalaan na unang nakakapagbigay-serbisyo sa ating mga mamamayan.
Gaya ng ating naging tagumpay noong nakaraang halalan, naniniwala akong muli nating maisusulong nang payapa at maayos ang halalang ito (I encourage everyone to participate in the barangay elections. This is an important opportunity to strengthen our barangay, the first unit of government that provides service to our people. Like the recent successful elections, I believe we can pursue peaceful and orderly elections),” a statement issued Saturday night quoted the President as saying.
He expressed hope that the elections Monday would be free from fraud and violence.
“Nawa’y sa inyong pagpapasya at pakikiisa, maihalal natin ang may paninindigang makiisa sa ating pagtahak ng tuwid na landas. Inaasahan ko rin ang inyong pakikiisa para sa isang halalang malaya sa karahasan at pandaraya (In making your decision, I hope we will elect those who have determination to join our pursuit of straight path. I hope your participation in ensuring the elections would be free from violence and cheating),” he added.
This morning, the President will do his civic duty and cast his ballot at precinct 175-A at the Central Azucarera Elementary School in San Miguel, Tarlac.
This was the same precinct where Aquino waited for hours before he voted due to the malfunction of a poll machine during the automated presidential polls last May.
There will be no special treatment for the country’s leader as he would follow procedure and fall in line in his voting precinct, according to his deputy spokeswoman Abigail Valte.
“Going by what I know the President, he will fall in line. Even in the last elections, he fell in line and waited until the poll machines worked,” Valte said Sunday over state-run Radyo ng Bayan.
After voting in the barangay polls, the President is expected to travel back to the Palace for a meeting with Cabinet officials, Valte said.
DILG CHIEF SEES HOPE IN BARANGAYS
Department of Interior and Local Government (DILG) Secretary Jesse Robredo believes that the most significant change in community politics since the creation of the Local Government Code of 1991 is the composition of the barangay council.
The creation of the Code had reshaped the “barrios” into the “barangays” which were placed under the direct supervision of municipal and city governments that, until then, has been the responsibility of Malacañang.
The Code reformed the Kabataang Barangay into the Sangguniang Kabataan (SK) which was given a budget to conduct projects.
“From experience, I think you have generally more progressive barangay captains and barangay officials,” said Robredo.
“They are more educated. They are younger. They are less traditional,” the Secretary said.
ROLE OF BARANGAY IN SUCCESS OF LGU
Since the Code placed the barangay council under the direct supervision of the local government unit (LGU), barangays have become an integral part in the development of local governance, he said.
Robredo, who had been the mayor of Naga City for 19 years, knows only too well role played by barangays.
“The barangay is really the basic foundation of local government. The stronger, the more stable, the more productive a barangay is, the better you (LGU) are,” he explained.
Robredo, who has been a multi-awarded mayor who has won a Ramon Magsaysay Award for Good Governance in 2000, cited that the barangay is not only the implementer of the LGU programs but also the ones delivering the basic services to the community including health, nutrition and even education as well as maintaining peace and order.
The barangay have also become court stand-ins by mediating in local disputes as well as being small legislative bodies creating rules for the community to follow.
ACCOUNTABILITY OF BARANGAYS
Though he would also want barangays to have more power, Robredo prefers that barangays be held more accountable for their actions.
“I think it might be good to make the barangays accountable for certain outcomes. Kung hindi wala rin patutunguhan rin ito (If not it will not lead to anywhere),” he said.
“May mga lugar na maraming pananalapi pero hindi naman nagagamit sa maayos (There are barangay that have large finances but are not being put to good use),” he cited.
ABOLISHING SK
Though the Code, in a way, gave birth to both the barangay and the SK, has the SK proven its worth over the past years?
Last August, Robredo submitted a proposal to Malacañang to pass a bill amending the Code and abolish the SK council since it has not proven itself to be functional and effective in delivering its services under the Local Government Code.
However, he explained that this will not deprive the youth of their voice in the barangay because this will actually strengthen the position of the youth since a youth representative will still be maintained in the barangay council.
“The youth will now have a direct voice in the barangay unlike before when they only sit as an ex-officio member of the barangay council,” he earlier said.
But Robredo feels that most of those comprising the SK have trouble managing their time between school and their duties as public servants.
Some barangay officials even see the SK as a faulty mechanism to introduce the youth into politics, especially with the budget they get for salaries.
“Some of these SK officials who get elected see their posts as a means to receive salaries to augment their school allowances and as an incentive for buckling down to work,” said one elected barangay chairman.

For those moviebuffs, Iriga City is associated with Philippine Cinema's Superstar Nora Aunor who was born and raised there. And if you happen to chat with Irigañon's, they could very well say that the diminutive superstar was their claim to fame.
However, superstars do fade but this City continues to strive and shine in their own way. Known as the City of Springs , this city has more than thirty natural springs providing a rich source of drinking and irrigation waters. Its most prominent natural landmark, Mt. Iriga , is a favorite mountain climbing destination of local moutaineers and hikers.
Too bad I wasn't in a backpack-mode that time that I could only visit some landmarks in passing and most notable of these is the Iriga Church. Locally known as St. Anthony Padua Church, the first church was burned in 1585. The second church was damaged by a typhoon and destroyed by fire. The third church was constructed in 1727 but was also burned in 1841. The present church together with two belfries was constructed shortly afterwards.
More than the facade, the interiors of this church is truly amazing with its decorated ceilings and stained glasses. Moreso, there are several beautiful paintings hanging in the church's walls. And after attending mass, you may want to spend sometime in Tinagba Park located just in front of the church. Here are some photos:

In a quiet little town of Baao in Camarines Sur lies a quaint little church that serves as the historical and cultural icon of the town. Further, the monument of the first Filipino Bishop, Jorge Barlin, stood in front of the church as a tribute to this young priest who was well-respected by his parishioners and Baao political leaders of his time.
The church, under the patronage of St. Bartholomew the Apostle, was constructed in the site where it formerly stood for the second time when still a barrio of Bula in 1664. It was constructed with strong materials but destroyed by a typhoon until 1731 when the town itself was moved to its present site from Binanuaanan and a new church of stone was erected in that year. This church was repaired and painted in 1814. In the early morning of September 6, 1971, a great fire destroyed the church of St. Bartholomew and convent. With the support of many generous parishioners, the gigantic project was completed in spite of so many contradictions and difficulties (Source here).
Baao, although a small town, have its share of famous people. Among them were lawyer and priest Joaquin Bernas, politician Joker Arroyo and Pinoy Big Brother Winner Beatrice Saw. Here are some photos I have taken of Baao:

How to go there? Baao is approximately 480 kilometers south of Metro Manila, 30 kilometers east of Naga City, a close neighbor of Iriga City about 8 kilometers away, and 70 kilometers north of Legazpi City. It is therfore accessible by land transportation from these centers. It is along the main route of the Maharlika Highways and the Philippine National Railways with an average travel time from Manila of 8 to 9 hours.

Yes, Nora Aunor really made Iriga City nationally famous. But for the record there are other famous personalities that come from this little city. To name a few - Eddie Ilarde (radio announcer, TV Host, congressman and senator), Victor Wood (reached superstar status as a singer in the seventies), Ronald Remy (actor, TV host and later evangelist), Zaldy Zhornack (famous action star of the 60s together with FPJ), Rez Cortez and Mila Ocampo (Snooky Serna's mom and also a former actress).

MANILA, Philippines—More than 2,000 barangays across the country on Tuesday held “peaceful” barangay elections, according to the Commission on Elections (Comelec).
Comelec Commissioner Rene Sarmiento said there was no report of any election-related violence during Tuesday’s elections in 2,303 barangays in 21 provinces.
“It went smoothly and there were no reports of election-related violent incidents,” Sarmiento said.
He said the elections were held in barangays in Abra, Apayao, Ifugao, Kalinga, Mountain Province, Pangasinan, Cagayan, Isabela, Nueva Vizcaya, Palawan, Northern Samar, Eastern Samar, Negros Oriental, Negros Occidental, Albay, Catanduanes, Sorsogon, Masbate, Camarines Sur, Camarines Norte and Lanao del Sur.
However, the elections in Donsol, Sorsogon, and in a municipality in Nueva Vizcaya were again postponed on Wednesday.
Elections in the barangays were postponed due to delayed deliveries of voting materials, flooding and other factors.
The holding of elections in the 2,303 barangays renders pointless a presidential proclamation declaring Tuesday a special nonworking holiday in villages that failed to hold elections on October 25.
By the authority of President Aquino who left Tuesday for a weeklong visit to Vietnam, Executive Secretary Paquito Ochoa Jr. signed Proclamation No. 55 that declared the special holiday in 2,418 barangays.
Director Divina Blas-Perez, of the Comelec Election and Barangay Affairs Department, said there were 2,463 barangays—or 5.85 percent of the 42,025—that failed to hold elections on Monday.
As of 11 a.m. Tuesday, 18,836 barangays (or 45.06 percent of the all barangays) had already proclaimed winning candidates, Perez said.
On Wednesday, elections are scheduled to be held in 117 more barangays, she added.
Sarmiento said that these barangays include those in Datu Unsay town, Maguindanao; Dagupan, Pangasinan; Basilan; and seven barangays in Capiz.
Polling precincts opened in San Carlos City and parts of the Cordillera on Tuesday to accommodate voters. Once again the monsters of the House of Representatives are in the news, but anonymously.
Instead of doppelgangers—the evil presences that are sometimes like one’s wicked twins or just the embodiment of evil that assume the looks of an innocent person—we have the Dopplergangers.
These are evil congressmen. Camarines Sur Rep. Rolando Andaya Jr. and Agham party-list’s Rep. Angelo Palmones said last week that these corrupt members of the House delayed the bidding on the Doppler radar systems that should have been acquired by Pagasa—the Philippine Atmospheric, Geophysical and Astronomical Services Administration—as early at least two years ago.
That means at least a year before the rains and floods caused by Ondoy and Pepeng ravaged our country and killed many of our countrymen.
Both Rep. Andaya and Rep. Palmones don’t want to reveal the names of these “honorable” congressmen.
The Philippine Star quoted Rep. Andaya saying in a text message: “Magulo yan, mga congressman ang backers ng bidders kaya natagalan. (That’s a mess, congressmen backed some bidders, that’s why the bidding was delayed).” And that’s why the government could not buy the much-needed Doppler radars and other equipment.
In 2006, when Rep. Andaya was Budget secretary, Pagasa was initiating the bidding process for five Doppler radars. Pagasa is a subsidiary of the Department of Science and Technology (DOST). DOST then asked the procurement service of Mr. Andaya’s Budget and Management department to handle the bidding.
To conduct the bidding, DBM needed to announce to the public what the terms of reference (TOR) were and the various technical details of the Doppler radars and other equipment for which bids were to be invited.
But, said Rep. Andaya, DOST could not provide DBM the TOR and technical details. Why because of the interference of some congressmen who wanted to favor their suppliers.
Two years later, in 2008, DOST could still not supply Andaya’s DBM the necessary TOR. DBM then gave up and the bidding process went back to DOST.
For his part, congressman Palmones told The Star that “at least two congressmen were interested in the contract for five Doppler radars that Pagasa would acquire with a P500-million fund appropriated by Congress in 2005.”
One of the congressmen was “pushing for an American supplier.” The other was backing a Chinese contractor.
Prisco Nilo
He became Pagasa director in 2007 and when the job of conducting bids for the five Doppler radars reverted to DOST, he worked actively for it, knowing how important and urgently needed they were—and 12 other radar systems around the country.
In 2008, a team of experts from the Japan International Cooperation Agency arrived to conduct basic design studies to jumpstart the Japanese government’s P500-million Doppler radar project with Pagasa.
In those days, experts and congressmen in the know were saying that if had the Japanese Doppler radar been in place the M/V Princess of the Stars tragedy (which was in the news) and typhoon-caused deaths a destruction could have been prevented.
The Princess of the Stars, with some 800 passengers and crew, capsized off Sibuyan Island in Romblon at the height of Typhoon Frank. The owners, Sulpicio Lines Inc., sued Pagasa for allegedly giving “inaccurate” weather reports which led to the capsizing of their vessel.
Mr. Nilo said in 2008, when the Japanese team was in town, that the Dopplers would provide “faster and more accurate” weather updates. The Doppler radars would also allow the weather bureau to issue advisory on rainfall volume and wind velocity fast and promptly.
At that time, we learned from Mr. Nilo that 10 Doppler radars were to be installed throughout the archipelago by this year, 2010. But he said he Philippines needs 12 radars.
Alas, these radars are not in place till now.
President Benigno Aquino 3rd fired Mr. Nilo because Pagasa was not giving information about Typhoon Basyang fast and often enough.

Former President and incumbent Pampanga Rep. Gloria Macapagal Arroyo has added her name to the growing list of lawmakers opposing the P21 billion conditional cash transfer program, just a day after grilling the secretary of the Department of Social Welfare and Development which is the lead agency in implementing the program.
Aside from Mrs. Arroyo, her son Camarines Sur Rep. Diosdado “Dato" Arroyo and 13 more lawmakers signed a manifesto against the CCT program, bringing to 52 the number of Lower House signatories.

They questioned the wisdom of allotting such a substantial portion of government’s scarce resources to CCTs, given the grave lack of funds for basic social services and economic services.
“The (CCT is) a costly palliative, an unsustainable program of dole-outs that will perpetuate the politics of patronage and encourage a culture of mendicancy. CCTs cannot take the place of a long-term strategy that addresses the root causes of poverty through asset redistribution and job generation," the lawmakers said.

MANILA, Philippines - Some congressmen had meddled in the procurement of P500 million worth of modern weather radar equipment that could have enabled the weather bureau to make accurate forecasts, which in turn could have saved lives and property.
Camarines Sur Rep. Rolando Andaya Jr. and Rep. Angelo Palmones of the party-list group Agham revealed this yesterday when asked what went wrong with the acquisition by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) of Doppler radar systems during the Arroyo administration.
“Magulo yan, mga congressman ang backers ng bidders kaya natagalan (That’s a mess, congressmen backed some bidders, that's why the bidding was delayed),” Andaya said in a text message.
He was budget secretary of then President Gloria Macapagal-Arroyo in 2006 when PAGASA tried to start the bidding process for five Doppler radars.
He said the Department of Science and Technology (DOST), to which PAGASA is attached, had asked the procurement service of the Department of Budget and Management (DBM) to conduct the bidding.
“But DOST could not provide us the terms of reference (TOR) and technical details due to the interference of some congressmen who wanted to favor their suppliers. The TOR and the technical requirements would come from the DOST because they are the user. We would just conduct the bidding for them,” he said.
Andaya said after two years of waiting in vain, the DBM returned the bidding process to the DOST in 2008.
Palmones told The STAR that the DOST asked the DBM to conduct the bidding after Leoncio Amadore, then Pagasa director, was accused of irregularities “in connection with a radar that could be upgraded to a Doppler system.”
He said he was then part of a non-governmental organization helping Pagasa in its equipment modernization program. He was also then a radio broadcaster. He is a first-term congressman.
Palmones said at least two congressmen were interested in the contract for five Doppler radars that Pagasa would acquire with a P500-million fund appropriated by Congress in 2005.
“One was pushing for an American supplier. The other had a Chinese contractor,” he said.
Like Andaya, Palmones refused to name names.
The Agham representative said it was Prisco Nilo, who became Pagasa director in 2007, who finally pushed for the bidding for the Doppler radars in 2008.
“But none of the five has been installed. Installation of one in Subic and another in Tagaytay City is supposed to be completed this month. The three others are to be located in Virac, Catanduanes, in Cebu and another area in the Bicol region,” he said.
He acknowledged that early installation of the modern radars could have saved lives and property.
Scores of lives and property worth billions of pesos were lost last year when “Ondoy” and “Pepeng” struck the country.
President Aquino recently replaced Nilo for his supposedly inaccurate weather forecasts.
In a text to reporters yesterday, Nilo said when the “funds for the Doppler radar systems were released in 2006, the DOST decided to have the bidding conducted by the procurement service of DBM.”
“Nothing happened for more than two years, so DOST decided to have the bidding done by Pagasa during my time,” he said.
He said the bidding was conducted in the last quarter in 2008.
“The implementation as provided for in the contract is 18 months for each radar,” he added.
The Doppler radar is said to be capable of measuring rainfall, which conventional radar could not predict.
According to Wikipedia, this type of radar “is a specialized radar that makes use of the Doppler effect to produce velocity data about objects at a distance.”
“It does this by beaming a microwave signal towards a desired target and listening for its reflection, then analyzing how the frequency of the returned signal has been altered by the object's motion. This variation gives direct and highly accurate measurements of the radial component of a target’s velocity relative to the radar,” it said.

MANILA, Philippines — Ang Kasangga Party-list Rep. Teodorico Haresco challenged colleagues on Monday in the House of Representatives to publicly disclose the names of lawmakers facing blame for the delay in the acquisition of the P500 million worth of state-of-the-art weather radar equipment.
Haresco said it would be unfair to the innocent to be dragged into the controversy merely because the accusers failed to disclose the identities of the solons who allegedly interfered with the modernization program of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
He said speculations on the identities of those behind the project should be made public to dispel speculations about their true identities.
“With due respect to our peers who are making this claim, I think they should name names so that those who have nothing to do with it will no longer be dragged into this issue. On the other hand, those who are being accused of meddling with PAGASA's modernization program can also explain their side,” Haresco said.

Importation and sale of foreign goods which are banned in the country of origin will be declared illegal and business firms involved will be penalized once a bill filed at the House of Representatives is approved into law.
Rep. Luis Villafuerte (3rd District, Camarines Sur), author of House Bill 1153, said there have been numerous reports that pharmaceutical preparations, insecticides, beauty aid preparations, weight control drugs and varied consumer items have found their way into the domestic market.
“Some cases have been established to have caused injurious effects to human life, livestock and vegetation. These foods have been banned in their country of origin because of the harmful effects of their use and this must be stopped,” Villafuerte said.
Villafuerte said business firms engaged in importation of said goods shall be required to get a clearance certificate from the proper government agency in the country of origin.
The clearance should state that the manufacture, sale or use of the goods covered by the certificate is not prohibited in the country where it came from, Villafuerte said.
Villafuerte said the Philippines should not be made a dumping ground of goods of whatever kind, the manufacture and sale of which is prohibited in the country of origin.
“The well-being of our people and the preservation of our livestock and vegetation against uncontrolled and unscrupulous use of imported goods is the strongest argument for the passage of the bill,” Villafuerte said.
Under the measure, any person, corporation or entity importing goods shall include among its shipping documents, a clearance certificate from the Department of Trade and Industry or equivalent office in the country of origin of the goods that the manufacture, sale or use of the same in that country is not prohibited by law.
Violators shall be penalized with imprisonment of 2 years and a fine of P50,000.

Twenty-two producers from Catanduanes returned home feeling good after an eventful week at the Orgullo Kan Bikol (OKB) Regional Trade Fair held at SM Megamall in Mandaluyong City from October 7 to 10, 2010.
The producers generated a combined sales of P726,113.00, of which P712,513.00 is cash sales while the remaining amount was for booked orders. Again, the biggest contributor to the sales was the furniture sector as Metro Manila residents continue to be mesmerized by the beautiful and intricate narra creations of ETBal Enterprises. Buyers also marveled at the products of OKB first-timer Gloissancraft, which made heads turn with its pretty handmade-paper bags with caragumoy lining inside and flower accents on the outside.
OKB buyers also lined up for the nutritious pancit bato of Elpedes Pancit Factory, the succulent pili nut candies, achara, special polvoron and coco balls of the Virac Pili Processors Association and the yummy peanut butter of Sarilikha Food Products. The Virac Pili Processors Association had five member-microenterprises who joined the fair – Belen’s Pinahamamis na Pili Atbp, JERDMLS, J n’ D, Catanduanes Deli, and Bing’s Special Pilinut Candy, who sold not only pilinut treats but also papaya pickle (achara), tablea de cacao, ginger ale powder (salabat) and coco jam (santan).
These products also received "wow" reactions from walk-in buyers: quilted bags of Nizzach Crafts; native frames & lamps of Fiberart Enterprises; abaca handmade products of Lucky F Abaca Handicraft, Lydia’s Native Products; caragumoy bags of Pandan Women Weavers Association; and the handmade paper bags of Nilda Traquena. The DTI-CARP booth showcased an array of products made by its assisted groups in Buyo, Patagan, Bato, Biong, San Andres, and Calabnigan.
Catanduanes Bazaar joined the OKB for the first time to promote its Catanduanes souvenir shirts and other items. DTI-RuMEPP products also had the first exposure in a major exhibit with its selection of lasa brooms, abaca hammocks, abaca sinamay flowers, abaca Christmas decors and food items. Incidentally, the Rural Micro Enterprise Promotion Programme (RuMEPP), which is IFAD-funded and implemented in only 19 provinces all over the country including 5 in Bicol, was a major sponsor in this year’s OKB event.
This year’s OKB Trade Fair became an exciting experience for the participating producers as Valenzuela Councilor Shalani Soledad who hails from Gigmoto, Catanduanes graced the occasion as its guest of honor. Ms. Shalani led the ribbon-cutting ceremony with no less than the Catanduanes Vice Governor Jose "Bong" Teves, Jr. assisting her, together with DTI Regional Director Jocelyn Blanco and PHILEXPORT official Ms. Leny Abella.
After the ribbon-cutting, Ms. Soledad was ushered by Teves towards the booths of Catanduanes producers. Ms. Shalani exchanged pleasantries with the local producers for a while before being escorted again to view the exhibits from other Bicol provinces. The Catanduanes producers reveled and felt proud to have received the longest attention from Ms. Shalani. All the exhibitors, officials and visitors inside the hall craned their necks to get a glimpse of the beauteous councilor as many converged around her, posing for a snapshot or getting her autograph.
The Catanduanes producers were even further inspired when high officials of the province came to visit the affair on the 2nd day. Governor Joseph Cua came with wife, Ms. Nancy, and their son. PBMs Nel Azansa, Roger Pereyra, Shirley Abundo, Wilfredo Santelices, Edwin Tanael, Raffy Zuniega and ex-officio PBM Lemuel Surtida, and SP Secretary Ursus De Quiroz also stayed for hours at the fair and chatted with some of the producers. Several town officials were also seen – Mayor Leo Rodriguez of Bato and wife, Mayor Odilon Pascua of Bagamanoc, Mayor Obet Fernandez of Panganiban, and Vice Mayor Ninfa Namata of Pandan.
Congressman Cesar Sarmiento, despite being busy in Congress due to budget hearings, took time to visit, coming late in the afternoon with his two daughters and another lawmaker in tow, Rep. Tom Apacible of Batangas.
The Catanduanes producers were grateful for the support of their local officials, with the provincial government subsidizing 50% of the booth fees and part of the expense for hauling the products to Manila. Governor Cua, in his personal capacity, allowed some of the producers to stay at the RSL quarters in Manila, thus minimizing their daily expenses. The municipal government of Virac also gave financial assistance to Virac Pili Processors Association for its participation in the OKB.
Meanwhile, an OKB special event, the Bicol Investment Conference (BICON) on October 8 at the SM Conference Center showcased presentations of the region’s investment potentials and advantages, topics like tourism prospects, mining, renewable energy, transport services, cattle ranching, moringa and pili plantations.
Hon. Joey Salceda was the keynote speaker as Regional Development Council chair for Bicol. Congressman Luis R. Villafuerte of Camarines Sur also gave an inspiring message on booming investment areas, spicing his speech with personal insights and experiences that delighted the audience a lot. The most significant part was the matching of prospective Manila-based investors, who were also invited to the event, with provincial representatives who backed up their project’s potentials and gave further details about their proposed investment areas.
The Catanduanes team was composed of PBMs Zuniega, Asanza, Abundo, Pereyra, Santelices; SP Secretary de Quiroz; DTI provincial director Ireneo Panti, Jr.; FICELCO officer-in-charge Rodolfo Mendoza, Directors Fidelito Soledad and Atty. Greg Sarmiento; Romeo Aquino of the PPDO; and, Eli Peña of the Provincial Agricultural Support Office. Congressman Cesar Sarmiento was represented by his daughters.
Noteworthy were the initial discussions by the team members with some potential investors – Mr. Rodolfo Azanza Jr., Country Head of SN Power Philippines for renewable energy development and sea transport services (from Codon to Caramoan); Mr. Randy Favis of Fortuna Brahmans for cattle ranching project; Mr. Gil Peña of Goldpoint Construction Corp. for crab culture project; and LCC Legaspi for mall construction here. Meantime, Global Green Power PLC Corporation, thru its President Mr. David Montaigne, signified a keen interest to invest in renewable energy anywhere in Bicol.
Other potential investment areas that Catanduanes enrolled in BICon aside from those mentioned above were the Catanduanes Integrated Transport Terminal, Resort Development of Puraran Beach, and Development of Luyang Park. Filipinos in general are shy talking about their achievements. Whenever Pinoys extend hospitality, they almost always start with the disclaimer, “pasensiya na,” even when they offer their best.
Well, Iriga City has had so many feats under its belt in 2010 that Mayor Madelaine Alfelor-Gazmen can’t help but talk about these with pride over lunch in Manila recently.
In March, Mayor Madelaine was bestowed the CEO Excel Award from the International Association of Business Communicators (IABC) for her implementation of award-winning programs in Nature Conservation and Local Governance. She was in the company of outstanding chief executives including Charo-Santos Concio of ABS-CBN; Cynthia Mamon of Enchanted Kingdom; Ernest Cu of Globe Telecom; Mel Tiangco of GMA Kapuso Foundation; and Gilda Pico of Land Bank of the Philippines, among others.
Last September, the mayor was invited by the World Bank to Shanghai, China as a panelist in the Local Leaders’ Roundtable on Economic Transformations and Urban-Rural Relations at the 2010 World Expo.
Other awards Iriga City received this year are the Outstanding Local Government Unit Award given by the Civil Service Commission (CSC) RO5; and the Department of the Interior and Local Government Award for Excellence in Local Government in recognition of the city’s outstanding performance in strengthening LGU capabilities.

But there’s more! Iriguenos who have brought pride to their kababayan are Former Commission on Human Rights Leila de Lima, now appointed Justice Secretary by PNoy; Conchita A. Ibarondo, named the 2010 Most Outstanding Teacher by the Metrobank Foundation and University of Northeastern Philippines (UNEP) alumnus Allan Abasolo, ABS-CBN’s Bayaning Pilipino for teaching poor children in a remote mountain school in Quezon Province.
Iriga’s academic community also made hay in 2010. UNEP was Grand Champion in the Voyodores Festival Street Dance Competition in Naga City as part of the 2010 Penafrancia Celebrations. University of Saint Anthony, meanwhile, won the Overall Championship (ROTC Category) in the Penafrancia Festival Military Parade Competition while Zeferino Arroyo High School of San Agustin, Iriga City won as Overall Champion in CAT-1 Category 2.
And just a few weeks ago, pupils from Iriga Central School won first place in two categories in the nationwide 2010 Palamatasan National Competition held at the University Theater in U.P. Diliman. These triumphs were in the Sabayang Bigkas and Cheerdance categories.
Last but not least, Iriguena beauties Katherine Dominique Lagrimas and Linda Backlund won the Miss Bicolandia title and placed fourth, respectively. Linda, as many know, joined Pinoy Big Brother Teen Edition not too long ago.
By December, the Iriguenos will have another reason to celebrate when their new city market opens. To add to the revelry, Mayor Madelaine has invited topnotch musicians Aiza Seguerra, Noel Cabangon, True Faith, Juris Fernandez and Rivermaya to hold a series of shows near the venue.
Choreographer-dancer par excellance Douglas Nierras says the good mayor succeeds in all fronts because she doesn’t lose sight of her priorities even in activities that are seemingly for fun. When she revived the Miss Iriga pageant, she stood pat that it won’t have a swimsuit competition.
Celebrities who have visited Iriga are all praise for Mayor Madelaine’s hands-on approach. She not only oversees every aspect of every activity, but entertains all the guests, making them feel welcome.
“Ngayon lang po ako nakakilala ng ganun ka down- to-earth na mayor. She is very simple and humble. Maganda ang displina at pamamalakad na na gingagawa niya sa Iriga dahil nakita ko mismo ang mga tao doon. I wish every mayor is like her,” says Jolina Magdangal.
Jolina also says Iriguenos are very warm. “Iriga city is beautiful and clean. I wish I would be able to visit all the tourist spots Ireguenos are proud of because they will most likely be beautiful.”
“She is very warm and accommodating. Iriga is a great progressive city that has maintained its cultural heritage. I loved the hotel we stayed in,” declares Jeffrey Hidalgo.
“Mayor Madel is very nice and intelligent. She loves people. She maintains a low profile and treats people equally.For her, walang mahirap at walang mayaman. We love her,” says Angelica Jones.

The National Telecommunications Commission Regional Office 5 (NTC-RO5) will conduct a special "One Day Mobile Registration and Licensing" activity in Iriga City on December 2, 2010 to be held at the Iriga City Collosseum.
in a letter received by Mayor Madel, NTC-RO5 regional director Engr. Ariel H. Padilla said that the activity will be held in order to register, legalize and license all unregistered radio tranceivers being used and operated by civilian enthusiasts, civic organizations, government agencies and other establishments in Camarines Sur particularly Iriga City and the Rinconada Area.
This is also intended for cellphone dealers/resellers/retailers and service/repair centers which is also required by law to be registered with the NTC.

MANILA, Philippines — Richelieu Salcedo III and Christian Nanola pulled off crucial victories to crown themselves the new juniors and kiddies champions, respectively, in the Shell National Youth Active Chess Championship grand finals Sunday at SM Megamall Event Center in Mandaluyong City.
The fifth-ranked Salcedo, winner of the Naga City leg, stunned fourth seed McDominique Lagula in the sixth round then held No. 2 Sheider Nebato to a draw in the next before beating erstwhile leader Jerwell Andoy and Antonio Chavez Jr. to finish with seven points in the 20-and-under division.
Andoy bounced back from that loss to Salcedo as he beat Diego Perez in the final round to likewise end up with seven points. But the Rizal Technological Univ. bet took the crown worth 30,000 with a higher tiebreak score.
Nebato failed to force a three-way tie on top as he dropped his final round game to Joseph Turqueza and settled for third place after edging Alfred Rapanot and Turqueza in the tiebreak.

Yes, Nora Aunor really made Iriga City nationally famous. But for the record there are other famous personalities that come from this little city. To name a few - Eddie Ilarde (radio announcer, TV Host, congressman and senator), Victor Wood (reached superstar status as a singer in the seventies), Ronald Remy (actor, TV host and later evangelist), Zaldy Zhornack (famous action star of the 60s together with FPJ), Rez Cortez and Mila Ocampo (Snooky Serna's mom and also a former actress).
starry, starry Iriga! Ronald Remy was my father's classmate at the Ateneo de Naga High School together with Francis Garchitorena. i think even in his student days he was already doing a bit of theater.
I think she was discovered in a Singing Contest.

what's sad is that even our very own homegrown restaurants have unconsciously followed this "imperialist" practice. :ohno:

FOURTEEN private emission testing centers face possible closure after the Land Transportation Office found them violating rules allowing non-appearance in conducting smoke emission tests.
In a statement, LTO chief Virginia Torres said the agency’s monitoring team uncovered the violations.
Torres warned other private emission centers throughout the country that engage in non-appearance testing that her campaign will continue until all erring PETCs are closed.
“We will not relent in this drive to clean the roads and streets of smoke-belching vehicles and one of the best ways to stop them is to close emission testing centers that are engaged in non-appearance practice,” Torres said.
Vehicles are required to undergo proper smoke emission testing prior to registration with the LTO.
Torres said she issued a show-cause order to the 14 erring PETCs requiring them to explain in three working days why their authorization to operate should not be cancelled “for having failed to show the integrity of emission testing.”
“The issuance of spurious certificate of emission compliance is a major violation which merits the outright cancellation of PETC authorization at the first instance under the manual of procedure,” Torres said in her order.
The LTO chief said photos uploaded by the erring PETC’s themselves to the LTO showed they violated proper emission testing procedures.
Testing centers are required to have cameras that upload in real time images of the testing procedure to LTO’s information technology network.
“They (erring PETC’s) will be given due process but they should have satisfactory explanation or we will be constrained to cancel their permit to operate,” Torres said.
The LTO identified the erring PETCs as: Net Emission Testing Center in McArthur Highway, Malinta, Valenzuela City; W.RED Emission Testing Center located in Real 1, Bacoor, Cavite; Orange Emission Testing Center in Guagua, Pampanga; Good Morning Emission Testing Center in Meycauayan, Bulacan;
H.R.Eco Clear Emission Testing Center in Sta. Maria, Bulacan; Fernandino’s Emission Testing Center in Cainta, Rizal; EP Emission Testing Center located in Legaspi City, Albay; Environguard Technologies Corp., in Guiguinto, Bulacan; De Jesus Emissions Testing Center in Bacoor, Cavite;
Bearcat Reyes Emission Testing Center in Pequena, Naga City, ASI Emission Testing Center in Sta. Mesa Heights, Quezon City; AMA Smoke Test Center in Sto. Nino, Marikina City; A.M. But Cinderella is not a brand. It is a department store that offer multi- brand products.
This is the reason why they are not allowed to open in most SM Branches (except for their bigger malls) as they offer the same fare as the SM Department Store.
ResToeRun (Now open on Magsaysay Avenue Square), Planet Sports (LCC Mall Naga), and Cinderella (in Embarcadero) are some multi- brand outlets not allowed in most SM Malls since could directly compete with the Department Store.
They may do so in bigger branches like SM Mall of Asia where a single department store is not enough to cater the whole mall.
By the way, SM City Naga is fully occupied and there are no more space for rent.

MANILA, Oct. 26 (PNA) -- The Department of Education (DepEd) with the support of the Government of Spain, through the actions of the Ministry of Education of Spain, Instituto Cervantes and the Agencia Espanola de Cooperacion Internacional Para el Desarollo (AECID), are training select public school teachers from 54 schools nationwide in teaching the Spanish language.
“This is part of the continuing partnership between the Philippine Government and the Government of Spain,” said Education Secretary Armin Luistro. “This time, they will learn about advance methodological content and strategies in teaching the language.”
The 102 teachers are being trained by professors from Universidad de Salamanca provided for by the Ministry of Education of Spain.
Training is being conducted at Instituto Cervantes in Manila and at the Ecotech Center in Cebu until October 29.
Javier Menendez, Education Advisor of the Embassy of Spain in the Philippines wrote, “I am sure our mutual understanding and collaboration shall result in a most beneficial in-service training for the Philippine teachers of Spanish.”
Grants will also be provided later on to allow teachers to attend intensive or summer training and professional development courses organized by Spanish universities.
Of the number of teacher-trainees, 27 teachers from the pilot schools are taking the advance methodological content and strategy at the Instituto Cervantes with another 44 from expansion schools in Luzon taking the methodology course.
Some 31 teachers from Visayas and Mindanao will take the methodology course in Cebu.
Schools are selected based on their achievement levels in English from the National Achievement Test. One or two teachers from each identified schools are sent for training.
Published through DepEd Memorandum number 445 series of 2010 last October 12, the training aims to capacitate the teachers on:
---> linguistic command of Spanish in grammar and vocabulary aspects from functional communicative approach; available resources to integrate culture content in Spanish as a Foreign Language (SFL) class;
---> methodological approaches for teaching-learning SFL and offering patterns for the design and implementation of activities;
--->communicative competence in real contexts of Spanish usage, by consolidating the competencies of each major skill (reading, writing, listening, and speaking);
---> and Spanish culture and civilization, in order to contribute to a better understanding of the country and its people’s way of life.
Some 21 Spanish-speaking countries with economic activities worth USD 4 trillion await the services of the Business Process Outsourcing sectors which demand call center agents that speak Spanish.

Beaming public elementary students proudly display their latest harvest, a product of the city’s Tanuman sa Eskwelahan Program (Backyard School Farming).
this is good practical arts. a wall-less classroom like a gardening class can surely teach our young people to be resourceful, and to be appreciative of the fruits of hard work.
getting their hands dirty once in a while can be a truly enriching experience. can teach them to value more deeply human labor.
It's now being held at CamSur Provincial Capitol as part of the Kaogma Festival every May :okay:

I get to eat it only during fiestas and I have not attended any fiesta for so long.
my grandmother used to make balisoso herself. on weekend visits at her old house in san francisco (near the naga river) she would prepare everything in a flash. bits of tender coco meat (lukadon) made the balisoso even better.

i remembered the Embroidery shop (88 Threads Embroidery Enterprise) in SM that Sir Bob was telling us about.. kaya pala detalyado ang pagka embroidered because they are using a digital machine.. Brother ang brand kang machine and it costs around 275k each. nakaka aliw hilingon :nuts:

FAITH AND FAMILY AT MY CITY, MY SM LAUNCH IN NAGA
The Nagueno’s strong sense of faith and family was highlighted during the recent My City, My SM launch in the city called the Heart of the Bicol Region.
The event, which significantly took place during the Tercentary celebration of the Feast of Our Lady of Penafrancia, showcased the Nagueno’s devotion to the Patroness of Bicol. An arch inspired by the Blessed Mother’s crown welcomed guests, and the décor glowed with a metallic theme – gold, silver, and bronze. Three prominent Naguenos were honored during the event – DILG Secretary Jesse Robredo, a Ramon Magsaysay Awardee who was the city’s mayor for many years; his daughter Jessica, a winner of the Ramon Magsaysay Awards essay competition; and visual artist Pancho Piano, who is known as the Painter of Ina for his magnificent glass paintings of Our Lady of Penafrancia.
Distinguished local officials like Naga City Mayor John Bongat, DOT Regional Director Maria Ranavilla, Department of Trade and Industry Provincial Director Edna Tejada, and Bicolano historian Danny Gerona graced the event. Media friends like Camarines Sur KBP Camarines Sur Chairman Emman Llagas, ABS-CBN Station Manager Amy Villafuerte, GMA 7 Executive Producer Arnel Eclarinal also attended the launch.
Guests had a wonderful time going over the exhibits highlighting the honorees: Secretary Robredo’s Ramon Magsaysay Awards citations, and Pancho Piano’s paintings; as well as a showcase of tourist destinations in and products from the six provinces in the Bicol region.
Bicolano talent was also highlighted in the program featuring Pilipinas Got Talent finalist and violin prodigy Geline Oliva, pianists James and Joseph Reburiano, violinist Mark Oliquiano, the Kwerdes ne Naga kids, and Bicolano composer and singer Henry Turalde. The UNC Glee Club, Mr. Eleazar Fernandez, and the Cultural Art Dancers of the Naga Foundation, who gave a lighthearted performance of Sayaw sa Bangko also delighted the audience.
Guests enjoyed cocktail style versions of Bicolano specialties prepared by Naga City based caterer, Peps Up Food: Laing Pizza, Sinarapan Roll, Pansit Bato Guisado, Bicol Express Canape, Linubak, and Pili Tart. A cake made from Pinangat drew a lot of attention from foodies.
The My City, My SM launch in Naga is the 14th leg of this tourism driven campaign that features the many cities in the Philippines where SM malls and stores are located.
The first, I Left My Heart in San Fernando, honored internationally acclaimed film director Brillante Mendoza and Mutya ng Kapampangan Nicolette Henson. Cebu, Cebu showcased the best of the Queen City of the South through socialite Teresin Mendezona and the Aldeguer brothers – Jay, Michael, and Chris; while Sweet Home Iloilo featured Dr. Josette Biyo and Mang Inasal’s Edgar Sia II.
Just in time for the Panagbenga Festival in February, Baguio on My Mind paid tribute to National Artist Bencab and Binibining Pilipinas Universe 2001 and lawyer Zorayda Ruth Andam. the chapel is about 40 years old but remains well maintained. it used to be one of the favorite wedding places in the city- until the regulation came saying that weddings be limited to parishes (unless special permission is obtained from Church authorities).
AJ graduated from Hope Christian.. pero ang alam ko transferee siya from St. Jo :D Aidz can confirm this one since grad siya ng Hope. si Enchong di ko alam kung Hope Christian din.
i dropped by before going home for lunch.. post ko maya maya. :)
when my sister graduated from high school at st jo, AJ graduated from elementary. st jo is a small school so elem and HS students share the same ceremony :-)
enchong, on the other hand, finished kindergarten that year. they're all in the st jo 1999 year book.
don't know if AJ transferred to Hope but surely enchong did. i guess this was due to conflicts re: their regular swim team rehearsals. AJ went to the ateneo de naga for college and he finished business ad.

The foundress is now up for sainthood. This saintly woman actually visited CamSur for the founding of Sta Monica Academy which is LCC's sister school, along with LCC Daet and St Francis School, Talisay, CamNor.
The De Lima aunt and niece tandem in government service are among LCC's many alums.

simple but elegant. has the dignity of a house of worship. my priest cousin has also been assigned by the Archbishop as the pioneering parish priest of a new parish, St Peregrine Laziosi in the Sto Domingo area of Calabanga.
they are using a small chapel for Masses at the moment but they have broke ground for the new church. St Peregrine, by the way, is the patron of cancer patients and of the terminally ill. healing Masses are held in the parish regularly.

I dunuh if Starview Hotel occupies the entire 6 or 7 floors of the building, just a thought, I think a portion of the building (if there's still vacant space) is ideal for a BPO, the location is right at the heart of the city with numerous restos, cafes, lodging and drugstores present which is on top of the list of an operating BPO's.
The city and its partner business sector is vigorously promoting our city as an ideal BPO hub as what transpired in the LCC webiste www.lcc.com.ph
