Panalo na sya sana kaso apat ang bumoto sa kanya sa kagawad position kya invalid.. I commend yung nakalaban nya and yung parents dahil mabubuot man..

This is one downside of Iriga City.

Despite being clean and neat- they allow huge billboards and signage of all sizes and shapes to be displayed everywhere in the park.

The owner of one of the tarp printing presses in Iriga is the brother of the mayor. Not that it is bad. But that citizen side of me thinks that it is both a personal and a local government unit advantage as well.

I also do not agree on the number as well as the sizes of those tarps around the city park. A tourist would not know it is a PARK until you go through those huge posters. :ohno: And it also dims the whole place. :(



when my sister graduated from high school at st jo, AJ graduated from elementary. st jo is a small school so elem and HS students share the same ceremony :-)

enchong, on the other hand, finished kindergarten that year. they're all in the st jo 1999 year book.

don't know if AJ transferred to Hope but surely enchong did. i guess this was due to conflicts re: their regular swim team rehearsals. AJ went to the ateneo de naga for college and he finished business ad.

the original LCC. long before the one in felix plazo, nabua, iriga, et alii.. it is managed by the Augustinian Sisters of Our Lady of Consolation which was founded in the late 1800s in the Philippines.

The foundress is now up for sainthood. This saintly woman actually visited CamSur for the founding of Sta Monica Academy which is LCC's sister school, along with LCC Daet and St Francis School, Talisay, CamNor.

The De Lima aunt and niece tandem in government service are among LCC's many alums.

I was in 4th year HS while AJ was in first. I did not get to see Enchong at all. Shucks. If i had only known they were in the campus, nagpa picture na ako and nagpa sign! :lol::banana:

LCC in Iriga was originally known as LCA La Consolacion Academy, father right? Not the same with that at Felix Plazo, or Nabua, or Iriga?! :lol:

Comelec to hold special elections in several villages Wednesday
MANILA, Philippines (Xinhua) - President Benigno Aquino III has declared Wednesday as special non-working holiday in 2,418 villages nationwide where local elections failed to push through on Monday.

In a proclamation issued Tuesday, Executive Secretary Paquito Ochoa Jr. said village polls will be held on Wednesday to give the residents in the area the opportunity to exercise their right to vote.

The Commission on Elections (Comelec) failed to hold the polls in those areas Monday due to the delay in the delivery of election paraphernalia, effect of recent Typhoon Megi where some schools, supposedly to be used as precincts, were transformed into evacuation centers, and some isolated instances of election violation.

The 2,418 villages where special elections will be held on Wednesday are in the provinces of Apayao, Abra, Ifugao, Kalinga, Mt. Manila's envi chief urged to scrap magnetite explo
MANILA, Phillippines- Three anti-mining groups in Camarines Sur-- the provincial chapter of the activist fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya), the Lakas ng mga Maliliit na Mangingisda ng Bicol (lambat-Bicol) and the multisectoral environment group Umalpas Ka- Camarines Sur today urged Department of Environment and Natural Resources (DENR) Secretary Ramon Paje to disapprove the application of the US-Korean firm Bogo Mining Resources Corporation.

The mining firm has a pending application for offshore mining for magnetite before the Mines and Geosciences Bureau (MGB) of DENR Region V dated November 20, 2009. The exploration for magnetite will cover more than 17,000 hectares of municipal coastal waters in San Miguel Bay that would encompass five coastal municipalities in Camarines Sur—Sipocot, Cabusao, Calabanga, Tinambac and Siruma.

“This grandmother of destruction must be stopped at all cost. We strongly urge the DENR chief in the national office to reject the application of Bogo Mining Resources and tell the capitalists of this mining firm to get out of San Miguel Bay,” the Pamalakaya leader said in a press statement.

France, along with other officers of Pamalakaya, Lambat-Bicol and Umalpas Ka initially conducted a 10-day preliminary investigation from October 11 to October 21 to determine the possible impact of the magnetite mining which will be conducted inside the 15 kilometer municipal fishing waters in five coastal towns of Camarines Sur province.

The Pamalakaya leader said while waiting for DENR permit for exploration, the technical personnel of Bogo Mining Resources Corporation had started drilling operations in the five coastal municipalities to determine potential of magnetite. France said about 30,000 holes were drilled by mining personnel of Bogo since it applied for permit on November last year.

Pamalakaya said in Cabusao, about 180 hectares of mangrove areas will be uprooted to pave way for offshore magnetite mining and about 3,000 families of small fishermen in the coastal municipality will be affected by the ambitious magnetite exploration.

The group said in Calabanga, about 1,500 families of small fisherfolk will be affected once the exploration started. Pamalakaya, Lambat-Bicol and Umalpas Ka-Camarines Sur are still compiling other data from three other towns as press time.

Pamalakaya blamed the Mining Revitalization Program and the National Mining Policy of the previous administration of President Gloria Macapagal-Arroyo, which it said is currently being carried out by her predecessor- President Benigno Simeon Aquino III. The group said Malacanang is using the anti-people and anti-environment Mining Act of 1995 as principal instrument to justify the sell-out of San Miguel Bay to magnetite mining exploration companies.

Meanwhile, Pamalakaya national chair Fernando Hicap said he would personally talk to all Bicol congressmen and would seek their support against magnetite mining. “Once the Congress resumes its session in the first week of November, we will lobby for a congressional inquiry that will investigate the impact of magnetite mining to fisherfolk livelihood and marine environment,” he said.

Hicap said we will seek audience with the district congressmen of Camarines Norte, Camarines Sur, Albay, Sorsogon, Catanduanes and Masbate and persuade them to sponsor or co-sponsor a resolution urging the House of Representatives to probe the disastrous effect of magnetite mining in Camarines Sur.

So far, Pamalakaya is banking on the support of progressive party list lawmakers in Congress in the fight against magnetite mining in Camarines Sur namely Bayan Muna Reps. Teddy Casino and Atty. Neri Javier Colmenares, Anakpawis party list Rep. Rafael Mariano, Gabriela Women’s Party Reps. Emmy de Jesus and Luzviminda Ilagan, ACT Teachers Party list Rep. DPWH sets "Lakbay Alalay program for Undas"
Legazpi City (27 October) -- In line with the Department of Public Works and Highways' (DPWH) thrust of assisting all motorists in the forthcoming observance of All Saints' Day on November 1, 2010, Secretary Rogelio Singson has directed all regional directors and district engineers to activate a composite team who will aide the traveling public.

In Bicol, DPWH Regional Director Danilo Dequito has ordered the deployment of Motorists' Assistance Centers on strategic locations of the national highway of Bicol. Each District Engineering Office in the region has an existing organized team ready to give free roadside emergency repair assistance to motorists during long holidays. These teams are composed of engineers, car mechanics, equipment operators and other service crews.

This program, dubbed as "Lakbay Alalay" will start at 6:00 a.m. on October 30, 2010 until 12:00 noon of November 3, 2010. This is in coordination with the Land Transportation Office (LTO), the Philippine National Police (PNP) and the Local Government Unit (LGU) officials. These Centers will be installed at the following locations:

Albay province : Basud, Sto. Domingo (DM Jct.-Legazpi-Sto. Domingo-Tabaco-Camarines Sur Bdry. Road); Busay, Daraga, Albay (Daang Maharlika); Paulog, Ligao City (in front of Albay 2nd DEO);

BFAR trains inspectors, stakeholders on hygiene practices in fish trading
Pili, Camarines Sur (27 October) -- The Bureau of Fisheries and Aquatic Resources (BFAR) in Bicol has conducted a three-day training on the Sanitary Code of the Philippines and Requirements of Export Chain on October 7-9, 2010 at the Avenue Plaza Hotel, Naga City.

A total of 30 sanitary inspectors from Albay, Camarines Sur, Sorsogon and Catanduanes and fish traders of fresh/frozen fishery products, talangka and crab meat from Camarines Sur and Sorsogon were trained on Good Hygiene Practices (GHP) as required by the Sanitary Code and Export chains.

The Technical Related Training Assistance (TRTA) Project of the European Union (EU) sponsored the event.

Dr. Christopher Oates, a consultant of the TRTA shared a comprehensive lecture on the first day. He discussed the Food Safety Requirements for Export Markets and Technical Requirements of Inspection.

To apply the knowledge gained, the participants had a mock inspection in the fish processing facilities in Camaligan and Gainza, Camarines Sur on the second day.

The participants also attended a campaign on good hygiene practice on sanitation at Barangay Cagbunga in Gainza which was participated by BFAR Assistant Regional Director Marjurie Grutas, Mayor William Abilay, Barangay Chairman Eriberto Pablo, and the talangka gatherers and pre-processors as well. AKO Bicol files motorcycle anti-overloading bill
Legazpi City (27 October) -- Ako Bikol (AKB) partylist has filed House Bill No. 3360 that will prohibit overloading of motorcycles and limits passengers to those above 12 years old.

The increasing prices of petroleum and traffic congestion led to the increase in the number of motorcycle purchases. Use of motorcycles is found to be a convenient, efficient, and cheaper means to evade traffic.

Admirably, Congress responded to this concern when it passed Republic Act No. 10054 or the "Motorcycle Helmet Act of 2009", which mandates the use of helmets for drivers and passengers.

However, AKB reps also recognize the need to act on the uncontrolled overloading of motorcycles, which, according to the Metro Manila Development Authority, is one of the major causes of motorcycle accidents.

Motorcycles are made to accommodate only two (2) persons - the driver and one passenger. It has become a habit to accommodate more than two persons as in the case of the habal-habal, a popular public utility in the rural areas, which can accommodate around six (6) people.

They also observed the dangerous habit of including infants and children as passengers. Alarming also is the fact that the use of helmets for toddlers and infants is not imposed. This presents a very dangerous situation that endangers the lives of children who ride motorcycles unprotected, usually snuggled between parents or tucked in the arms of a parent.

DA provides Bicol farmers seeds to boost rice production
Pili, Camarines Sur (27 October) -- Farmers in Bicol are now being provided by the Department of Agriculture (DA) with planting seeds in support to the government's Rice Sufficiency Plan (RSP), a nationwide effort for the country to regain self-sufficiency in the staple grain.

This initiative is part of the implementation of the Rapid Seed Supply Financing Project (RaSSFiP) of the DA in tandem with the National Food Authority (NFA) under the Rapid Food Production Enhancement Program (RaFPEP) designed to avert rice price crisis similar to what was experienced by local consumers in 2008.

"This remains an urgent response to prevent an emergency by providing seeds rapidly to increase rice production immediately," Jose Dayao, the regional executive director of the DA for Bicol based at its Regional Field Unit (RFU) in Barangay San Agustin here said on Tuesday.

Dayao said this program, funded through a loan from the International Fund for Agricultural Development (IFAD) and grant assistance from the European Commission, provides for the procurement of certified seeds for distribution to eligible farmers on a subsidized scheme.

Eligible farmers are those who are either landowners, farm tenants, leaseholders and administrators actually tilling the land and whose farms are located in rain-fed areas or lowland irrigated areas with an average yield of less than 3.8 metric tons per hectare.

About 2,000 farmers tilling some 5,000 hectares of rice fields in all the six provinces of Bicol are qualified to the program and Dayao said all they have to do is coordinate with their respective Municipal or City Agriculturist Offices (MAOs/CAO)s) for more details on how to avail of it.

Each of the qualified farmer is entitled to one bag (40 kg) of certified inbred rice seeds per hectare. The DA through the NFA provides seed subsidy amounting to a maximum of P600 and since the subsidy ceiling is P1,200, the other half (P600) is borne by the farmer as equity.

Under the program, the local government units (LGUs) through their Municipal Agriculturist Offices (MAOs) provide the master list of farmers that are qualified to the subsidy.

The MAOs also provide the NFA listings of the farmers who are potential sources of certified seeds that could be procured for distribution to beneficiaries of the subsidy scheme.

The certified seeds that the NFA acquires should pass the testing by the Regional Seed Quality Control Service which requires that the seed should not be more than two months old at the time of purchase and with a germination rate of not less than 85 percent, free from pests.

The RaSSFiP was launched during the dry season in 2009 to support the government's Rice Self -Sufficiency Plan but due to some hitches in its implementing guidelines, it was reviewed and following some fine-tuning and the program pushed through its extension phase starting last September 16 to last until March 15, next year.

According to Marilyn Sta. Catalina, acting regional technical director for Operations and Extension and Regional Rice Program Coordinator, Bicol is among the 10 regions included in this special program.

She said Bicol farmers should take advantage of this opportunity and avail of the certified seed subsidy given that it is the only program of similar benefits under DA's regular programs.

"We wanted to maintain the reputation won by Bicol that ranked it as first among the regions in the entire country in palay production growth rate last year as reported by Bureau of Agricultural Statistics (BAS) that is why we wanted the most number of farmers to avail of this program," Sta. Catalina said.

According to the BAS, the region posted a 17.3 percent palay production growth rate in the first semester of 2009 compared to the first semester of last year, the highest among the rice producing regions.

Camarines Sur, a consistent surplus rice producer, stood out among the provinces of Bicol in terms of volume in palay production which is an immense factor in the region's number one ranking during the period.

Ilocos region ranks second with 13.08 percent growth rate for the same period, followed by Central Luzon which is known as the rice granary of the Philippines which registered a 9.23 percent net production growth.

Rice output in Bicol rose to 1.02 million metric tons in 2009, up 2.56 percent from the 997,581 metric tons in 2008, a separate DA report said adding that 313, 762 hectares were planted to rice in 2009 which represented an increase of 23,044 hectares over 2008.

Local leaders specifically Camarines Sur Governor LRay Villafuerte has placed high premium on agricultural productivity, especially on palay production, because of his firm commitment that it is vital to the economic acceleration of the province.

BFAR Bicol joins "Fish is Life" festival, Fish Conservation Week
Pili, Camarines Sur (27 October) -- The Bureau of Fisheries and Aquatic Resources (BFAR) Bicol joined the Fish is Life Festival in nationwide celebration of the Fish Conservation Week or FISHCON (October 17-23) at the Megatrade Hall 1 in SM Mega Mall B on October 18-20, 2010.

Agriculture Secretary Proceso Alcala graced the observance of the 47th Fish Conservation Week as he opens the 3-day Fish is Life Festival. The festival featured a 3-in-1 show where all the key players of the fishery sector come together to provide the public relevant information and technical know-how about the fisheries industry and to promote quality seafood products at factory prices.

With the theme "Asenso sa pangisdaan makakamit sa sama-samang pagtutulungan," government agencies such as the BFAR including its regional offices and national centers, DTI, DOTC-PCG, DOST-PCAMRD, SEAFDEC-AQD, DA-PFDA, DA-PhilMech, DA-ACPC, NGOs for Fisheries Reform, PAMPANO and other fisherfolk organizations showcased their banner programs under the KAUGNAY AKO agency exhibits.

BFAR-Bicol showcased the capiz shells handicraft of Sorsogon City, which is becoming a profitable livelihood for the red tide-affected fisherfolk and their families, in its booth along with other fishery products from Bicol such as Tiwi, Albay's seaweed noodles.

At least 30 producers of various kinds of fish and fishery products offered their products for sale at reduced prices under the KABALIKAT KAMI Producers Show. There were taste testing, free product samples and other promos for the early birds.

Moreover, the festival also featured lectures and techno-demos on various livelihood opportunities in fisheries including strategies on how to conserve and protect the aquatic resources in the KAYA NATIN Techno-Livelihood Seminar Series.

BFAR Director Malcolm I. Sarmiento Jr. said that the festival aims to provide a one-stop shop that would enable the public to understand the intricacies of the sector as well as to provide them livelihood opportunities that they could venture in especially in their hometown provinces.

Sarmiento stressed that the show was very informative, interactive and fun-filled as the BFAR regional offices showcased their banner programs in fishery production as well as in conservation, while its national training and development featured various technologies in the fishing, farming and processing of fish and fishery products.

Meanwhile, BFAR-Bicol Regional Director Dennis del Socorro has called on the active participation of the Local Government Units (LGUs) to hold their own activities in the celebration of the weeklong event with installation of streamers and media plugging regionwide.

Likewise, the Regional Law Enforcement Coordinating Council (RLECC) Sub Committee on Fishing and Marine Environment Protection composed of various law enforcement and regulatory agencies in Bicol (headed by BFAR) also put up tarpaulins in their respective offices to support the FISHCON.

In Camarines Sur, the LGU of San Fernando will strengthen its CRM Program with the significant participation of BAR and NGO-Bicol Convergence for Development Institution as partners; Inland Fisheries Resource Management; awarding of fishing gears to fisherfolk as livelihood project and tilapia fingerlings dispersal.

In the municipality of Cabusao, the activities are coastal clean-up, tree planting along the shoreline, registration of fisherfolk and fingerlings dispersal to fishpond operators and communal waters. In Barcelonita Fisheries School in Cabusao, the Fish Con Week Celebration will hold skills contest on fish feed formulation, bangus deboning, gill net construction and fishpond lay-outing.

Coastal clean-up activities are scheduled in Ragay and San Jose while tilapia fingerling dispersal is slated in Canaman. The source of fingerlings is the Regional Freshwater Fisheries Center of BFAR-5.

In Catanduanes, the BFAR Provincial Fisheries Office will conduct information dissemination drives to the community and schools.

In Sorsogon City, the LGU conducted a participatory coastal resources assessment, coastal clean-up and created an on-call, 24-hour dive team for the immediate response action for manta rays protection and conservation during its breeding and migration.

DTI shortens business name registration period
The Department of Trade and Industry (DTI) Bicol regional office here has since October 6 implementing the Enhanced Business Name Registration System (EBNRS) based on Department Administrative Order 10-08 series of 2010to further shorten the processing period to only fifteen (15) minutes.

DTI Bicol Regional Director Jocelyn L. B. Blanco said "the new system is one of the government's commitments to facilitate faster and easier registration of single-owned businesses in the country. We, in the department make our clients feel important and needed.

"By doing so, we build a friendly environment and thereby attracting more businessmen to invest in our local communities, " the director added.

The new system has the following salient features:

* Reduced required information in the application form - only seven (7) required fields
* Single Registration per BN, regardless on the number of branches
* Territorial coverage of business name (whether within a barangay, city/municipality, region or national in scope) specified
* Relaxed rules on the prohibition of identical and confusingly similar BNs
* Registration at any DTI Field Office
* No need to personally file your application; if online

Blanco explained that the National Economic Research and Business Assistance Center (NERBAC) places under one roof all government agencies giving permits and licenses. Businessmen need not go around the different offices in getting licenses.

"This way they save on time and transport expenses, thus lessening the cost of doing business in the country," she furthered.

The department is also working on the Philippine Business Registry (PBR), a one-stop-shop facility for businesses that want to get mayor's permit, registrations and licenses from the DTI, SEC and other agencies.

The owner of one of the tarp printing presses in Iriga is the brother of the mayor. Not that it is bad. But that citizen side of me thinks that it is both a personal and a local government unit advantage as well.

JESS Española, the first Filipino to win an Emmy award for his work in the animated series “The Simpsons,” is the guest speaker at the 4th Animahenasyon Philippine Animation Festival to be held on November 23 to 26 at the Ateneo de Naga University.

Española was the assistant director for the episode “Eternal Moonshine of the Simpson Mind,” which won the Outstanding Animated Program award. It aired on December 16, 2007 on Fox TV.

The Pinoy animator was also in the production of “Futurama” by Starz Fil Roman Inc., which likewise produced “The Simpsons.” In the 1980s, he was key animator for Fil-Cartoons Inc., a local subsidiary of Hanna-Barbera, where he worked on shows like “Captain Planet and the Planeteers,” “Bill and Ted’s Excellent Adventures” and “The Flintstone Special.”

“There’s a lot of untapped and unrecognized talent out there, and it’s time for them to be given due recognition and support,” noted Lim, who is also executive director of the Animation Council of the Philippines Inc., producer of Animahenasyon.

Provincial entries

A total of 152 entries were submitted this year, 71 of which came from the provinces, said festival programmer Ricky Orellana.

“We’ve always thought that at some point the number of entries would dip. The slow but steady increase surprised us. The entries from the provinces, especially those from Cebu, were very impressive,” added Orellana. “In terms of quality, most entries are well-written. The stories are witty and crisp. I’m confident that viewers will be able to relate to them.”

Orellana disclosed that his group also received entries from Pinoy animators in Switzerland, United Kingdom and Singapore.

He was also surprised with the submission of two full-length films, “Dayo: Sa Mundo ng Elementalia” by Cutting Edge Productions, and “Kapitan Torpe” by creator PJ Cadiz.

Aside from screenings of competing entries, there will also be a special exhibition program from Japan’s Media Arts Festival and the best works of Gobelins L’ecole de L’image.

“We like to turn the Animahenasyon festival into a global brand,” said Monchito Ibrahim, head of the Commission on Information and Communications Technology (CICT). “In the future, we hope to invite other countries to come over and look at our products. It’s just a matter of creating the right activity for this.”

Award for Roxlee

An exhibit on the life and works of this year’s lifetime achievement awardee is also in place. This year’s recipient is cartoon and independent animation veteran Roque “Roxlee” Lee, known for his long-running comic strip “Cesar Asar.”

Roxlee’s collection of illustrated short stories, titled “Cesar Asar in the Planet of the Noses,” will also be launched and sold during the festival. The book comes in the form of different comic strips, which Roxlee and his brother Monlee worked on.

It also celebrates Roxlee’s contribution to the independent animation industry for over three decades. His first work, “The Great Smoke,” debuted in 1983.

To conclude the three-day event is an awards ceremony to be held on November 26 at the CamSur Watersports Complex.

Roque Federizon Lee, a.k.a. ROXLEE is the godfather of independent and underground cinema in the Philippines. The ultimate Renaissance man and the face of Pinoy indie. A renowned Filipino animator, filmmaker, cartoonist, painter, rock star, and more. The man who created “Cesar Asar” together with his brother Mon Lee. Rox is also the older brother of Romeo Lee, a fellow painter and Ruben Lee, a cinematographer. Apart from this Lee brothers is their nephew Topel Lee, a renowned film, TV and music director of GMA Networks.

Roxlee also a founding member of AniMagination, a group of Filipino animators and SineKalye a group of independent filmmakers, visual artists and musicians who share the passion of spreading the influence of independently produced Filipino art throughout the Philippines, this has one bit by bit by taking films and music out into the streets. He picked up his first Gawad Urian award for Best Short film for “Juan Gapang” on 1989, and Best Short Film for "Tito's Weding" at Metro Manila Film Festival on 1995. His alter ego Akira Brocka is also a member of The Brockas, a rock band composed of fellow filmmakers, writers and artists.

Born in Naga City, Philippines, Roxlee took up high school at Ateneo de Naga and studied Architecture at the National (sic) University of the Philippines. He started as a cartoonist and began making animation and short films in 1983 up to the present. He made around six short super 8 films, six short films in 6mm, one short 35mm film, a full length 35mm feature film entitled “Cesar Asar,” based in his popular comic strip which runs for 15 years in the Philippine's leading newspaper, The Manila Bulletin.

Roxlee was also a staff of the Yamagata International Documentary Film Festival, held every two years in Japan. An artist fellowship grant from the Japan Foundation enabled him to stay in Tokyo from 1992 to 1993. In the late eighties, he was given a retrospective in Hamburg and Berlin. His films were screened at festivals in Hongkong, Singapore, Yamagata, Indonesia, Italy, Rotterdam, Los Angeles,etc.

Roxlee currently finished book entitled “Cesar asar in the Planet of the Noses,” a collection of his cartoons and short stories.

JOKER ARROYO’S staff counsel, Jason Gemanil, wrote an interesting letter (Letters, October 25).

“Conrado de Quiros wrote in his October 14 column that ‘Joker Arroyo has been one of the legislators eager to pass a law that would compel media to print or air their defense every time they are panned by media. That is of course the right of reply bill.’

“De Quiros, the obscurantist, has again falsified facts in his column. The right of reply bill was authored in the Senate by Senators Aquilino Pimentel, Ramon Revilla Jr. and Francis Escudero. It was passed on third and final reading unanimously by 21 senators. No senator voted against the bill nor did any senator abstain. The entire Senate membership without exception voted to pass it; even De Quiros’ benefactor, then-Sen. Noynoy Aquino, and so with Mr. Arroyo.

“Unfortunately, De Quiros has developed a passion for glossing over ‘minor details’ such as the truth. Or sadly perhaps, an inability at comprehension.”

Now let’s see. My Word thesaurus supplies these other words for “eager”: keen, enthusiastic, excited, ready, impatient, fervent, zealous, raring to go. It doesn’t supply anything for “one of” but I suppose its meaning is clear.

I agree, all the senators affixed their signature to the bill. That does not make them eager. That might make them foolish, easy to conscript, willing to make deals. That might even make them eager to get positions in all sorts of committees. That doesn’t make them eager to pass the bill. For that, let’s look at the following “minor details,” such as are the truth.

In February last year, this report came out in the newspapers: “Amid strong objections, seven senators reiterated their support for the controversial right of reply bill. In a joint statement on Friday, Senators Aquilino Pimentel Jr., Joker Arroyo, Juan Miguel Zubiri, Edgardo Angara, Richard Gordon, Gregorio Honasan and Panfilo “Ping” Lacson said Congress should go ahead with the passage of the bill despite apprehensions that this would curtail press freedom in the country.”

That makes only seven senators who were eager to pass the bill at that point. That makes Joker Arroyo “one of the legislators eager to pass the bill.”

There’s more: In March last year, the following report came out in the newspapers: “Sen. Joker Arroyo Sunday slammed President Gloria Macapagal-Arroyo and three senators aspiring to succeed her for ‘buttering up to the media’ when they supported the clamor against the controversial right of reply bill….. He said Senators Loren Legarda, Manuel Roxas II and Francis Escudero’s withdrawal of support for the bill last week was only for media show…. He was particularly critical of Escudero who, he said, was one of the authors of the measure.”

So the ranks of the “eager” were even less eager a month later, some had become positively hostile.

But this is the part that takes the cake, Arroyo’s explanation for his sense of urgency: “If you decriminalize libel and you don’t give the right to reply, what’s the remedy of the offended party? What will happen? They kill. That’s why provincial journalists are being killed.”

What logic: Pass the bill, or be killed!

I agree, I was wrong to have said “Joker Arroyo has been one of the legislators eager to pass (the bill).” I should have said, “Joker Arroyo has been the one legislator atat na atat to pass (the bill).”

I’ve criticized Pimentel for his part there as well. I’ve asked what madness persuaded one of my favorite senators to even think about it, let alone author it. I’ve asked why someone who remained true to his human rights commitment despite his falling in with the Erap camp should want to have anything to do with so patent a transgression on a civil right, let alone be championing it. But he wasn’t one of the senators lecturing media on what to do in the aftermath of the hostage crisis. Juan Ponce Enrile was. Joker was.

Again my Word thesaurus supplies the following words for “benefactor”: sponsor, patron, supporter, backer, angel. I do not know that then Sen. Noynoy Aquino, and now-President P-Noy, is my benefactor. I know I sponsored him in my columns, urging him to run for president after his mother died; I know I patronized his campaign, in the best, and not condescending, sense of the term; I know I supported him and backed him and hovered over him in the same campaign. That should make me his benefactor. Hell, that should make me his angel!

Gemanil got it the other way around. But if he looks around all the way back to himself, he will discover he has a boss who had then, and probably still has now, a benefactor. But to discover presumes an ability to grasp, an ability to understand, an ability to comprehend. If you cannot comprehend “eager,” you will not comprehend “receiver.”

Finally, my Word thesaurus supplies these other words for “obscurantist”: reactionary, conservative, backward-looking, traditionalist, old-fashioned, diehard, hidebound, doctrinaire, illiberal. I have no space left to go through these words and show to whom they apply. Suffice it to say here that if you call yourself a human rights lawyer but spend your time eagerly defending the second biggest human rights violator this country has ever had, you’ve got to be this country’s number one obscurantist. Suffice it to say here that if you call yourself a maverick but spend your time eagerly defending the second biggest crook this country has ever had, you got to be this country’s number one obscurantist.

Suffice it to say here, that if you call yourself serious but eagerly want media to junk their honest-to-goodness news to make way for your dishonest-to-badness utterances, you’ve got to be-well, that’s what I am currently proposing to Thesaurus to include as a meaning of obscurantist:

A Joke.

sometimes even isarog appears to be "smoking". but in such occasions it can just be some wood burning on the slopes :-)

yup St Paul Goa is run by the Sisters of St Paul of Chartres (SPC), a Catholic order of nuns tracing its roots in France like the Daughters of Charity that runs Santa Isabel.

the SPC Sisters run schools, hospitals, charitable institutions, rural missions and other pastoral works worldwide. another SPC ministry in Bikol is that of Bicol Sanitarium in Sipocot where the nuns minister to the lepers and the sick.

September 19, 1929 – established by virtue of Act 1711 of the Philippine Commission and was first called as Bicol Treatment Station. It was initially located at Regan Barracks, Legazpi City.

April 19, 1949 - It was moved to San Pedro, Cabusao, Camarines Sur on and renamed as Bicol Sanitarium.

MANDATE: 450 bed capacity, but with 200-bed actual/implementing
CATEGORY: It is categorized as primary-special hospital, but actually providing tertiary care in the field of leprosy with secondary license for laboratory.

AREA: It is situated in 379.75 hectares of land in San Pedro, Cabusao, Camarines Sur, wherein, only 150 hectares is left for the hospital zone with 229.75 hectares subjected to the Comprehensive Agrarian Reform Program (CARP) of the national government benefiting admitted patients who have been with the facility for quite a long time.

CATCHMENT POPULATION: Its catchments areas include 6 provinces and three cities with estimated five (5) million populations.

PHILHEALTH ACCREDITATION: 30-bed Level-1 (Primary) with Laboratory, X-ray & Pharmacy

PERSONNEL COMPLEMENT: 79 Plantilla Position, of which 73 are filled; 7 Casuals

ADMITTED LEPROSY PATIENTS: TOTAL-152; hospitalized – 13; Barracks – 14 & Community – 125 of 141 Completed treatment and 11 under MDT program.

During the 1960’s, the Cony was a popular mode of transportation for the Iriga-Nabua route. The miniature cars were manufactured by a Japanese company named Aichi Machine Industry that was founded in 1943 and was based in Nagoya, Japan.

In 1965, the company became part of the Nissan group. Its 360 model, which was the one converted as a passenger car, was powered by a 354cc 18hp 2 cylinder engine, making it more fuel-efficient. The small engine also meant the company paid lower taxes.

The rise of the Philippine-manufactured jeeps like the very colorful Sarao and its competitor, the Francisco Motors spelled the eventual demise of this once Little Prince of the Iriga-Nabua Road in the early 1970's.

I really dont know that the demise of Cony was due to its obsolesence or the retirement of Mang Ter or the emergence of Pinoy (not spelled as P-Noy nor PenoyP).

there are fewer cases of leprosy now as it can be treated even right at one's home. the biggest leper colony used to be in CULION, Palawan where there is Culion Sanitarium and General Hospital (est 1900s).

the parish is run by Jesuit priests, one of whom was assigned at the Ateneo de Naga in 2003-2005. beautiful church on top of a hill! the SPC Sisters are also there working with us.

been there in Culion 3x but have not seen any one still with leprosy. a few patients are right at their own homes.

About the Ateneo Golden Cavalry

The Golden Cavalry is Ateneo de Naga University’s premier cheer and dance organization. Under the guidance and support of the College Athletics Department, its purpose is to lead the whole Ateneo community in cheering for the different varsity teams during their games. do visit culion island, hakz. beautiful place! do recommend it to your many contacts and guests. it's just an hour's boat ride from Coron. one takes the USU (busuanga) flight from manila by Z2, 2P or 5J.

our mission school (Loyola College of Culion) is linked with a small hotel there, HOTEL MAYA. guests certainly help give the locals with their livelihood when they patronize the hotel.

Ateneo de Naga has a consortium with the college to offer BS in Tourism Managament. Students study and train in Culion but get an AdNU diploma.

"Mamay thought hard and long about how tho augment our family income to meet our growing expenses. Tlhen one day while she was supervision our palay harvest, she thought of making abaca products.

She first wove and seved abaca slippers for her children. She sent the first crude ones to my brothers in Naga. Then she made abaca hand-bags, wallets, and belts. She experimented with the different dyes and designs and never seemed to be satisfied with waht she had made. Soon her products became objects of beauty and she began to sell them.

Then almost overnight, our house, which was quite big, became an abaca handicraft factory. Our porch became the workshop of Iluminado Fetil, a shoemaker who had worked for years at the Ang Tibay footwear factory, which made the best shoes and slippers many of them custom-built for discriminating buyers. Our sala and dining rooms were crammed full of handlooms and other equepment for weaving. One bedroom became the sewing department. Our kitchen was more oftern used for dying and drying for abaca fibers than for cooking food."

Text was originally published in the maiden issue of the HOMETOWN MAGAZINE of the Buhi Friendship Club, Vol.1 No.1; January - March 1999; pg. 9-12

ALTHOUGH we children called our father - Papa, we called our mother - Mamay, which must have been a corruption of the Spanish Mama and Inay, the Boinen word for mother. Mamay could have been the first Boienen, probably even the first Filipino, to secure a patent from the U.S. Patent Office. I wish to tell why and how she became and inventor.

In the early 1930's we were at the height of the worldwide economic depression that had been triggered by the great stock market collapse some years before. In Buhi, palay was one kilo per caravan and abaca was two centavos per kilo and these were the two main sources of our income.

Carp, which had been recently introduced into our lake and which we Boienens used to call isra nga puti or white fish to distinguish it from isra nga item or talsog or mudfish and other fish previously found in our waters, thrived on the plentiful shellfish and aquatic plants, multiplied rapidly and grew to enormous sizes. One could not sail on our lake without seeing many of them jumping out of the water. Not infrequently , some of them would jump right into the passing bancas.

Such was the capricious whim of people, however, that when catching carp was prohibited at first and it could be sold only surreptitiously at rather high prices, we considered it as delicacy. Later it was relegated to the status of a poor man's food. Yes, we had plenty of fish but in those days before refrigeration, and considering the difficulty of transportation, we did not sell our fish in other towns.

Like many others, my family was a victim of the depression. And our usual easy-going Boienen ways were no help of course. my two older brothers, Abraham and Benjamin, were studying at the Camarines Sur High School in Naga. Papa and Mamay would not think of making their children stop studying after finishing the intermediate grades, unlike most Boienen parents then. We had some rice, abaca and coconut lands, but soon my parents found out that sending uis to school was becoming too much of a strain on their limited resources.

Them Mamay came to the rescue. If I may be excused for saying so myself, I think my mother was a woman of exceptional talents and resourcefullness. She did not have much formal schooling. Yet she knew Spanish fairly well probably because her father, Genaro Azcarraga, had been a town judge at a time when Spanish was the official court language. A fluent speaker, she was often asked to recite Rizal's 'Mi Ultimo Adios' during Rizal Day programs. A friend of hers told that Mamay spoke so eloquently that some of the audience would shed tears of those in the audience. She told us the story of Blanca Nieves before I met it in school as the story of Snow White. She was also fluent in Tagalog and even knew a little Latin. She was one of the first pupils when the American soldiers opened a school in Buhi; so she also knew English.

On the other hand, Papa was the son of a Filipino mother and a full-blooded Chinese who became Jose Claveria after he was baptized as a Catholic with Spaniard named Claveria as his god-father. Papa was handy with tools. He could make articles with his bolo and other simple tools like a true craftsman. He cultivated our rice-field inherited from Lolo Genaro so competently that we always had rice for our meals unlike many families then who had to use rice substitutes suchas as camote, banana and a kind of yam called ngame during the lean month between the palay harvests that came only once a year. But he never had steady employment or a regular income.

Mamay thought hard and long about how tho augment our family income to meet our growing expenses. Tlhen one day while she was supervision our palay harvest, she thought of making abaca products.

She first wove and seved abaca slippers for her children. She sent the first crude ones to my brothers in Naga. Then she made abaca hand-bags, wallets, and belts. She experimented with the different dyes and designs and never seemed to be satisfied with waht she had made. Soon her products became objects of beauty and she began to sell them.

Then almost overnight, our house, which was quite big, became an abaca handicraft factory. Our porch became the workshop of Iluminado Fetil, a shoemaker who had worked for years at the Ang Tibay footwear factory, which made the best shoes and slippers many of them custom-built for discriminating buyers. Our sala and dining rooms were crammed full of handlooms and other equepment for weaving. One bedroom became the sewing department. Our kitchen was more oftern used for dying and drying for abaca fibers that for cooking food.

Mamay was the general manager who looked after everything. But Papa was also indispensable. He took charge of the conststruction and up-keep of the looms and other weaving parphernalia. The sewing department was his special domain, but Mamay oftern had agood laugh at his expense because he was slightly color-blind.

One December, my brother Benjamin, whom we call Bening but is called Ben by most of his friends and co-workers, happened to mention to us that he had an English teacher whom he liked and who liked him very much. He said that she was from Nueva Ecija. Mamay offered to make a special hand-bag for her if he was willing to give it to hear as a Christmas gift. He agreed rather reluctantly being the shy and eccentric fellow he has always been.

He told us later what happened to the gift. Unable to force himself to give it to his teacher personally, he just left it on her table with an appropriate note. Then about a month later, he brought home a copy of their school paper THE ISAROG. Prominently featured in it was a short sotry "Just Fibers" by Maiquita T. Sebastian. The author said that the bag she had received from my brother made her the envy of the other lady teachers in the school. We received many orders forom them. Later on, Mariquita's sister Aurora sent us an order for a dozen bags, the first of many others we received afterwards.

This gave us the idea of giving samples as gifts. Mamay went ot Naga and gave handbags to the wife of Mariano E. Villafuerte, the provincial governor and to some other prominenet ladies there and we received more orders.

Papa also did his share of promoting our products. Accompanied by Municipal President Gregorio P. Penoso, he went to Manila with some specially made bags. Tlhewy went to Malacanang and gave one to President Quezon for Mrs. Aurora Agaagon Quezon. Tlhe President sent them to Director of Commerce, Camelo Balmaceda. The director was much impressed by the product and gequested us to participate in a coming trade fair. All this resulted in may orders. Soon we were ssending shipments not only to cities and town in the Philippines but also to America and Eurpoe. Our little home factory was humming with activity. All the members of the family had to pitch in.

Our basic material was abaca fiber. Papa would go to our abaca paantation in Komagaka on the norteasternt shore of Lake Buhi and select the tallest mature abaca plants to be stipped directly without first removing the soft inner portions. Then he would bring the fiber to the poblacion to be distributed to the different houses of the paratagak who knotted them into strands that must have been several hundred meters long. We paid these knotters fifteen to twenty centavos per kilo of knotted fiber.

My elder brothers had gone on to college in Manila. They were given the chore of buying the dyes, zippers, mirrors, buttons and other accessories and materials we needed from wholesalers there. They also took charge of our participation in the trade fair to which we had been invited by Director Balcaceda. They had to take the time needed for them to do this from their time studying. But they did not complain. This was not done in our family.

I was only in the intermediate grades but someone had to take care of our business correspondence. Without having taken any lesson in typing, I typed the letters on our old rickety Remington. The recipients of my letters must have laughed at my peculiar grammar and style. When I think of what I did then, I cannot understand how I was able to do it. Blut again, in our family it was not our habit to say I do not know how to do it when assigned an unfamiliar task. We managed with what was at hand.

One day a reporter and a photographer from the GRAPHIC, a weekly magazine publishd in Manila came to us here in Buhi. They asked questions, took notes and pictures, and inspected our little factory. Two weeks later we were featured in a long article that was very complimentary. They could not report otherwise, Papa and Mamay had given them free samples of our products. However, the accompanying pictures were not very clear and during the war we lost our only copy of that issue.

Papa and Mamay never stopped trying to improve our products.

We always used the best materials available and we paid our workers well. The daily wage of rice planters then was ten centavos with one cintavo bonus added at the end of the day supposedly for buying face powder for the girls, buyo and tobacco tor the women, and candy for the boys. We paid weavers many of whom used to be rice planters double the amount and gave them better food. According to them they also had the very valuable advantage of not being given a dark complexion by the sun.

As would be expected, it was not long before we had competition. It was no problem at all for them to sell at lower prices, but we kept our old customers and acquired more new ones that they. They could not except the quality of our products. As I have said Papa and Mamay never stopped looking for improvements. I well remember how Mamay introduced a new process of weaving that was a distinct improvement over the old one. She taught this process only to carefully selected weavers she was sure would be loyal to us. And she almost surrounded the looms with curtains to prevent 'speis' from stealing here secret.

So we thought of securing a patent for our product or process. With the help of the Bureau of Commerce, we were introduced to a neputable patent attorney in Washington D.C. , since there was no Philippine Patent Office yet at that time. The attorney made some prelimenary surveys at the U.S. Patent Office to determine whetehr our product or process was patentable. His office sent us sketches and descriptions copied fromthe Patent Office of products or processes previously patented that were similar to ours and told us thy were convinced we could secure a patend and also gave us and estimate of the probale cost of securing the patent.

We thought that the cost was rather high, but concluded that we could manage to procure the needed amount. At that time the equivalent of one U.S. dollar was only two Philippine pesos. What ultimately frustrated our plans was the deteriorating state of Mamay's health and the immenence of war.

Up to the end Mamay was the brains of the family. One day she called all of us to her bedside, except Bening who was sitll in Gainza where he was the principal.

Then she told us her last wishes and gave us some bits of advice. Among them that we should keep her step-mother Antonina Griarte, whom we children called Inay, until Inay died. That my youngest brother, Jaime should go to medical school and become a doctor, which he did. That we should build a big banca because we would need it when war would break out.

I had just given to Papa what remained of the first salary payment I had received as a newly apppointed teacher in Bula with a montlly salary of forty peso. He told me that he would spend it in the acquisition of a big banca in accordance with Mamay's advice. So we got a ginaoran or banca propelled with oars. In fact, Papa also got a sarapan, or small banca that is paddled. AFAIK it is only Ateneo and UNC who has Drum and Cheer Squad among schools in the region. I remember one time watching the Ateneo versus DWCL game @ Sorsogon some students started making faces and we started hearing sarcastic remarks from the crowd na "mariribok daa" hehehe...as in maribok talga!:lol: imagine 3-5 bass drums and 2-3 snares pounded simultaneously.:nuts:

This December, the battle continue as the Provincial PRISAA unfold in the historic UNC Sports Palace.

Hopefully bako na digdi sa Naga an Regional PRISAA para makaribok naman sa ibang lugar! GO NAGA! GO CAM SUR!!!!

BIR BICOL FILES CHARGES AGAINST PDIC EXEC
LEGAZPI CITY— The Bureau of Internal Revenue (BIR) in Bicol has filed a criminal case against the chief liquidator of the Philippine Deposit Insurance Corporation (PDIC) for failure to present for examination the books of accounts and other accounting records of a foreclosed bank, a top regional official of the bureau disclosed.

BIR Revenue Region 10 Director Atty. Diosdado R. Mendoza told PIA News Service that BIR has filed criminal charges against PDIC’s official for failure to obey summons, under Section 5 in relation to Section 266 of the National Internal Revenue Code of 1997, as amended.

Mendoza said the tax bureau has filed the charges last week at the Iriga City Prosecutor’s Office following the failure of the PDIC chief liquidator to comply with BIR’s Subpoena Duces Tecum (SDT), received by the PDIC last December 8, 2009, and despite several follow ups and appeal from the bureau for an audit investigation of the 2007 and 2008 to determine the tax liabilities of the foreclosed G7 Bank.

G7 Bank (also Rural Bank of Nabua, Inc.) was closed for business by PDIC in 2008 due to problems in the banks cash outflow, despite being the biggest rural bank in Bicol with seven branches spread throughout the region and two other branches in the Metro Manila.

The bank was placed first under receivership by the PDIC which took charge of all its assets, records and affairs, subsequently, went through a liquidation process under the supervision of the PDIC to dispose all of its assets and properties.

Mendoza furthered the filing of charges is in line with the directive of BIR Commissioner Kim Henares not only to run after tax evaders but also to file charges against persons obstructing the tax bureau’s effort to collect the right taxes.

Meanwhile, the tax bureau chief said that BIR Bicol’s seven revenue district offices collected a total of P3.2 billion from January to August or 29.29 percent over the same period last. The tax bureau in Bicol has set a tax collection goal of P4.7 billion for 2010.

Mendoza added that BIR Bicol has continually surpassed its tax collection target for the past three consecutive years.http://www.piabikol.blogspot.com/

This beautiful water lilies can be more productive...because from that material we make: bag, slippers, purse, etc..by the way is also a breeding place of fish.

NGAMO: Ang tawag sa Buhinon na diayalekto sa halamang baging na ito. Ang lamang ugat nito ay syang napapakinabangan. Medyo masilan lang ang proseso ng pag harvest nito dahil kung hinde mo alam ay malamang MALASON ka.

Pagkalipas ng ilang araw ay hugasan ang NGAMO much as possible gumamit ng net at hugasan ito sa running water gaya ng batis o ilog hangang halos maging kulay puti na ang hiniwang lamang ugat nito. Malimit na niluluto ito na may kasamang gata ng niyog. Pwede din ibilad at gawing arena ang NGAMO at magagamit ito sa ilang uri ng mga kakanin.
