Ngayon ko lang nalaman na popular pala ang red Ribbon outside the city.
Well, the size of BIGGS maybe bigger compare to the future RED RIBBON, even-though it was divided equally base on the size of the building. BIGGS Plaza just has additional area that was once a parking space of Pizza Hut on the right side.
The on-going construction looks small if your perceiving outside the establishment, But if you get inside BIGGS you can also see the long area going inside. I don't think RED RIBBON is that small. Anyways BIGGS Plaza is presently the largest branch inside Naga City

SM Investments Corp. (SMIC), the listed holding conglomerate of tycoon Henry Sy Sr., has a number of reasons to be cheerful these days despite the challenges brought by global financial crisis.
Its retail business, for instance, is strongly weathering a perceived slowing economy as sales of department stores alone grew 7.05 percent in January to December 7, according to SM senior vice president for operations Jorge T. Mendiola.
“The economy never really suffered a decline. Of course in the first and second quarters we saw a slowdown because of the oil and rice supply crises during those periods but things have stabilized now. [The country’s fundamentals are really] very resilient,” he said in an interview Wednesday.
The group, which has four core businesses, lists retail as its top income contributor this year, alongside the shopping malls. At the end of the nine-month period, retail sales and the malls contributed the bulk of SMIC’s reported net income, accounting for 39 percent and 38.1 percent, respectively. The real-estate business, meanwhile, accounted for 9.5 percent, while the banks contributed 13.4 percent.
The retail group posted a net income of P2.2 billion from P1.8 billion a year earlier as sales revenues grew 6 percent to P79.1 billion. For the year, the retail group has opened a total of 10 stores: one department store, two supermarkets, two hypermarkets and five SaveMore stores. In total, the group now has 93 outlets composed of 32 department stores; 35 supermarkets, 12 of which are SaveMore branches; 11 hypermarkets; and 15 Makro outlets. For the rest of the year,it is scheduled to inaugurate seven more stores consisting of two department stores, two supermarkets, a SaveMore branch and two hypermarkets.
While 2009 is expected by some to be a challenging year, SMIC is still seeing growth although the figures may not be as high as what is projected this year.
Tessie Sy-Coson, vice chairman of SMIC, has earlier admitted they are calibrating their growth according to the global situation.
“We are looking at maybe single-digit growth for the group for both topline and bottomline.
“We don’t know what is going to happen in the future. Having said that, we have to tighten our belt next year and study which areas we can reduce costs,” she said.
But all projects will remain on track, she emphasized.
SMIC ended the first nine months with a 14-percent jump in net profit to P9.6 billion as consolidated revenues grew 17 percent to P97.4 billion.
“The second half of 2008 gives us more reason to be optimistic about meeting our targets.
We have since seen drastic cuts in gasoline and food prices, which combine well with a weak peso as they provide a boost to many of our customers, including families of overseas workers who earn in US dollars. As such, we view the fourth quarter of the year with greater optimism. It’s the time when consumer spending heightens owing to the holiday season,” SMIC president Harley T. Sy said.
In a related development, SM Prime Holdings Inc., owner and operator of all the SM shopping malls, is set to open its 33rd mall on Friday in Baliuag, Bulacan.
SM City Baliuag occupies 93,000 square meters (sq.m.) of land and has a gross floor area of 61,554 sq.m. Its total leasable area is 42,171 sq.m. with two of its anchor tenants—SM Department Store and SM Hypermarket—occupying 18,985 sqm and 9,507 sq.m. of floor space, respectively. It is located approximately 40 kilometers from the Edsa-Balintawak interchange of the North Luzon Expressway.
As in all other SM Prime malls, SM Baliuag features several stores and services for shopping, dining, entertainment, health and wellness. Among its facilities are an 824-sq.m. food court, four cinemas with a combined seating capacity of 1,241, and parking for over 500 vehicles. Other mall tenants include Jollibee, KFC, Gerry’s Grill, SM Appliance, Watsons, National Bookstore, Ace Hardware and Worlds of Fun, among others.
Earlier, SM Prime launched SM City Marikina, the SM Megamall Bridgeway and SM City Rosales in Pangasinan. The Annex at SM City North Edsa is also set to open on December 12. All these increase the total gross floor area of SM malls by 9 percent to 4.3 million sq.m.
For next year, the company may borrow P5 billion for continued expansion and refinancing of debts.
It plans to build three new malls in Naga (Bicol), Pamplona (Las Piñas) and Rosario (Cavite) and expand SM Rosales (Pangasinan) and SM North Edsa. By the end of 2009, the company will have a total of 36 malls under its portfolio with a total gross floor area of 4.5 million sq m.
For China operations, it’s plan is to establish one mall a year, including one next year in Chongquing with two more planned in 2010 and 2011 to be located in Suzhou and Zibo in Guangdong province.

I dunno with PM Legazpi. If I'm not mistaken, GFA is at 32,000sqm. GLA is at 38,000sqm. Hindi ko sure ung sa PM ah.

No one is sure about that yet since no news about it has been disclosed after sometime the news of Landco putting up a mall in Naga went out.

Meron na sila lote sa Almeda but not the entire 12 hectares that they said before. If I remember it right, they only have 3 hectares to date.
They will evaluate first how SM profits. If they see that SM profits well, they might follow.
They will also be evaluating if the purchasing power of Naga and its environs will still be high if an additional mall operator will open in the city.

Anong meron sa PMLucena tol? malakas pareho ang mall na tinayo ng SM At landco sa aming lugar kelan ka ba nakapunta sa Lucena? humina lang ang pacific mall for a month dahil mas nauna syang magbukas kesa sa SM at kahit san naman pag may bago dun muna napunta ang mga tao...sa katunayan may bagong tayo ang La Suerte upang makishare sa tinatamasa ng SM at Pmall ,ang puregold ay susunod na ring maglagay ng sangay sa Lucena...may kakilala ako na nagsabing tatanggap sila ng malaking bonus sa SM dahil sa laging lampas sa kota ang benta nito...sa mga tao pong gingamit ang lucena bilang halimawa mabuti po ay pumunta muna kayo at mamili ahehehe ...

MANILA, Philippines - The Supreme Court has affirmed the ruling of a regional trial court nullifying the search warrant issued against softdrink giant Pepsi Cola Products Phils’ yard in Naga City.
In a 17-page decision, the SC’s Second Division denied the petition filed by Coca-Cola Bottlers Phils. Inc. seeking to indict Pepsi for unfair competition.
Coca-Cola has accused Pepsi of hoarding in its yard more than 6,000 Coke bottles to impair its operation in the region.
The bottles were seized in a raid by police authorities who later filed a complaint before the Office of the City Prosecutor of Naga against two Pepsi officers for allegedly violating the Intellectual Property code.
Named respondents in the complaint were Pepsi regional sales manager Danilo Galicia and its Naga general manager Quintin Gomez Jr.
In its decision, the SC agreed that the crime of hoarding being imputed by Coca-Cola against Pepsi does not fall within Section 168.3 ( c ) of the IP Code, which punishes for unfair competition “any person who shall make any false statement in the course of trade or who shall commit any other act contrary to good faith of a nature calculated to discredit the goods, business or service of another."
“It does not relate to any patent, trademark, trade name or service mark that the respondents have invaded, intruded into or used without proper authority from the petitioner… There could not have been any probable cause to support the issuance of search warrant because no crime in the first place was effectively charged," the high court ruled.
The decision was penned by Associate Justice Arturo Brion, Associate Justices Leonardo Quisumbing, Conchita Carpio Morales, Dante Tinga and Presbitero Velasco Jr.
The Naga City regional trial court had earlier declared null and void the search warrant, issued by Judge Julian Ocampo of the Naga municipal trial court, used by the police authorities in their raid on the Pepsi yard.
The SC further noted that the petitioner also did not allege that Pepsi was engaged in misrepresentation that would confuse the former’s goods with those of the respondents. It said that hoarding is not even an act within the contemplation of the IP Code. GMANews.TV

The three-story SM Mall will occupy a 1.4-hectare lot and have a total floor area of 40,000 square meters. It will be set up in a new central business district of Naga City where the transport terminals are located, Mongoso said.
He said the SM Mall is expected to draw clients from the provinces of Camarines Norte, Albay, Catanduanes and Sorsogon.

Could be the 3rd level is the mechanical floor. Same as PM. The top floor is the mechanical floor, so it is not counted or mentioned at all.

Recently, SM is only putting up two-floor malls, e.g. SM Clark, SM Baluiag, SM Marikina, etc. I think they will do the same with Naga but as per press releases, the mall is provisioned with another level for future expansion.:)

Yeah. It could be the mall's mechanical level. Of course it's not gonna be counted in the mall's GLA since it's not being leased by any tenant. :D

NAGA CITY --- The dizzying maze of tiangge stalls inside Plaza Rizal, which for all seasons has become a nagging eyesore in the heart of the city’s business district, may soon be a thing of the past.
But no thanks to the provincial government of Camarines Sur which operates and manages it.
The Supreme Court in its latest decision has denied with finality the application for land registration of the Province of Camarines Sur of the block of land where Plaza Rizal presently stands.
In his memorandum to City Mayor Jesse M. Robredo, City Legal Officer Angel R. Ojastro III said that with the decision, Camarines Sur can no longer file any other petition to register the plaza in its name because res judicata will set in.
Ojastro said that in essence, an earlier decision of Regional Trial Court Branch 61 was reaffirmed where it says that plazas cannot be the subject matter of land registration as they are beyond the commerce of man.
Both the Naga City Government and the Provincial Capitol are in a tug of war over the ownership and territorial jurisdiction of Plaza Rizal which used to be administered and is still being administered by the provincial government despite Naga’s being declared a chartered city independent of the province and where the provincial government has since transferred its capitol to Pili, Camarines Sur.
In his memorandum, Ojastro averred that insofar as the petition for Declaratory Relief and/or Quieting of Title filed by the city in 1997 against the province are concerned, the case is now submitted for resolution by the Supreme Court as both parties have already submitted their respective pleadings.
Expecting that any time soon, the Supreme Court will render its final judgment, Ojastro said he is “confident that with the decisions of the RTC (Branch 61) and the Court of Appeals, which were both favorable to the city, the Supreme Court will rule in similar fashion.”
Notably, he said, the Court of Appeals, in affirming RTC’s decision, ruled that “When a township or other local territorial division is converted or fused into a municipality all property rights vested in the original territorial organization shall become vested in the government of the municipality” as provided for by Section 2168 of the Administrative Code of the Philippine Islands.
It further stated that, “when Naga was converted from a municipality into a city, all properties under its territorial jurisdiction including Plaza Rizal was vested upon it.”
Verily, the city legal officer informed the city mayor that his office is already preparing a draft complaint for ejectment against the provincial government of Camarines Sur once the Supreme Court finally resolves the issue in favor of Naga City, which, according to Ojastro, may come “between this month and next month.”
He said the draft complaint would be filed “just in case the Province [Camarines Sur] does not voluntarily and civilly vacate Plaza Rizal.”

PILI, Camarines Sur --- Governor LRay Villafuerte discussed with local leaders of the province the significant inroad the province has made especially in the areas of tourism, investment, agriculture, health and nutrition under his administration.
The occasion was the Christmas Party tendered by Gov. Villafuerte for provincial and municipal leaders last Monday, December 15 at Villa Del Rey, Provincial Capitol Complex.
The governor cited the monumental rise of the province to become the 10th richest province throughout the Philippines in terms of net income as of the end of 2007 based on the reports published by the Commission on Audit (COA).
Governor Villafuerte, the only Filipino Awardee included in the 2008 Ten Outstanding Young Persons, said that Camarines Sur Watersports Complex or CWC has contributed a lot in the province’s revenue generation.
The Camarines Sur Information Technology Park is another high-yielding investment that attracted multinational companies to locate here. One such company is Sutherland Global Services, the world’s leading provider of business process outsourcing (BPO) that operates in multiple delivery centers in many countries of the world, now operating here in the province employing 700 call center agents. Sutherland plans to further expand at the IT Park to accommodate a total of 2,000 operators.
The province’s accomplishments in tourism development and information technology that translated into more job opportunities for the constituents have further enhanced the province’s reputation and stature in the international arena.
Just recently, several dignitaries and well-known personalities visited the province attracted by its growing reputation as a tourism Eden and an ideal investment location, some bringing with them packages of assistance for the province.
They include U.S. ambassador to the Philippines Christy Kenney, the New Zealand ambassador Andrew Graeme Matheson, and the United Nations Development Program Country Director Renaud Meyer.
In the agriculture sector, Camarines Sur also achieved a phenomenal feat when it placed 7th among the top rice producing provinces nationwide in terms of incremental palay production.
“We have a lot more potentials that could propel CamSur closer to our vision of transforming it to a world-class globally competitive province, as long as we continue to dream high and get our acts together”, Governor Villafuerte said.
The Christmas Party for barangay officials followed the next day, December 16 at the Camarines Sur Convention Center.

NAGA CITY, Dec. 22 — The projected launch and opening of the Shoemart (SM) Mall by the first quarter of the coming year will generate some 4,000 new job openings for prospective job seekers.
According to Florencio Mongoso, Manager of the Naga City Public Employment Service Office (PESO), they will conduct pre-employment service to process some applicants for some 3,000 jobs for SM Naga City and another 1,000 jobs for locators who will do business inside the mall.
Mongoso said they will start processing applicants to ensure they posses the necessary qualifications and requirements in a jobs fair slated on January 23 to 24 and 30 to 31, next year. The applications will be forwarded to the human resource department of the SM management for final approval.
"In terms of financial infusion into the local economy the city would immediately enjoy some P12-million a month for the salaries of the SM workers on top of the P40-million income for the city government," he added.
Mongoso stressed that the three-storey SM Mall occupies a 1.4 hectares area with a total floor area of 40,000 square meters inside the new Central Business District of this city where the terminals of public utility vehicles are located.
"Big Malls based in other provinces of the region has been alarmed with the SM Mall operation in Naga City and are now contemplating to relocate here for the reason that 48 percent of their direct sales come from Camarines Sur consumers." He added.
The SM Mall is expected to draw clients from the provinces of Camarines Norte, Albay, Catanduanes and Sorsogon. (PNA)

I AM writing in reaction to Manny Ilao’s piece “See you again, Naga” in the Bicol Mail last December 20, 2007. I totally understand his perceptions about Naga and mixed feelings of frustration, glee, disappointment, awe, anger, and hope. There is no doubt about the many things that we wish this city (and this country) can have and should aspire to be. Manoy Manolo is a cousin with whom I have shared many fun conversations and hopes about the city we both love and cherish.

Like Manoy Manolo, I, too, am just a small town guy who has had the chance of living and working in North America. I have had my humble share of the American dream, obtaining graduate degrees at Cornell, enjoying a fellowship at Harvard, and working as a tenure-track professor at the University of Illinois at Urbana-Champaign. In 2000, following a tradition of ensuring suitably fulfilling professions for spouses of university professors, the UIUC did what it could to entice my wife, Helen Arevalo to stay in Illinois—promising a package of benefits such as a post at the University of Illinois Medical School and permanent residency in the U.S. However, she declined the opportunity and opted to continue her medical practice in small town Naga. The thought of not having her afternoon snack of “baduya” and her supply of “pusit” and “sibubog” from Tamban, let alone the billowing snow and wind chills of the Midwest, were few of the simple rules of thumb that made her say: “I just wanna be home.” In her heart, she simply loves being a doctor in Naga, and an in-depth articulation was unnecessary.

In late 2003, I decided to join her in the Philippines. Helen and I had no plans. We simply thought it was worth the adventure of starting from scratch, yet thankful enough for the blessings of good education and years well spent in the grand corridors, lecture halls and libraries of Cornell, Harvard, and UIUC as well as among friends in the international academic and scientific community who have become part of our lives regardless of where we go.
It has been four years hence, and shall I now claim it’s been a walk in the park? Certainly not. My driver is a daily witness to my fury and acerbic tongue as I comment on everything I see and hear. I am beginning to believe he thinks that I’m mentally ill. My personal wish list, socio-psychological struggles, and comparisons just never end. The truth is, even perhaps with glacial changes, Naga will never be as stunning as Vancouver, as pristine as Banff, as lovely as Victoria. Neither will a thousand wars, intermarriages, and conquests produce in this heart of Bicol the splendour and magnificence of Madrid, Siena, Seville, Brugge, Vienna and Paris. Already reeling from the effects of local brain drain, Naga shall not see in the near future the brilliant scientific research institutes of Yale, Beijing, Cornell, Princeton, or Hanoi. It will take maybe a couple of generations before we see the Bicol River reach the thriving level of Chao Phraya of Bangkok or the sophistication of Boat Quay in Singapore.
And then, I look at my wife, Helen. A petite woman of simple joys, hopes, and dreams, she just tries everyday to do what she can. She adores the almond mazapan of Toledo, Spain and thinks she can do better with pili nut mazapans. She relishes the maron glace at Macy’s in New York and the macadamias in Honolulu and believes she can make pili world class. She is convinced that pecan pies are just as exquisite as her mocha pili pies. For Helen, “Everything’s (always) Coming Up Pili!” She goes around the hospitals in Illinois and plans on delivering similar health care in Naga. She collects health bulletins and flyers in the drugstores of Victoria and Vancouver and translates them into the dialect so our Bicolano brothers and sisters may have better information about disease prevention and management. She visits the centuries-old maternity hospital in Siena and believes that its vision is just as true as it is today and that it can be done, albeit within reasonable range—in Naga. She dreams about small-scale actionables but not about replications. For Helen, there is always a context about Naga that is rich and deep enough to be felt, understood, listened to, nurtured, and seen with eyes that pierce beyond the seeming disarray, disorder, and chaos. The only way to love Naga, she thinks, is to let it evolve, and it’s the only way to go home. I am glad that Helen brings me home.
And then, I look at the young leaders—City Mayor Jesse Robredo and Governor LRay Villafuerte who I believe are doing the best they can, within the limits of available resources and confusing context of the country’s intricate politics, to get the city and the province back on track. Without making any apologies for the searing poverty and policies that seem incomprehensible and irrational to many, there is at least some solid evidence that these young leaders are creating new space to cultivate innovation, promote strategic thinking, and inspire productivity and growth. In that sense, Naga and Camarines Sur province are the new frontier, the new and exciting social experiment, and my venturesome spirit and critical mind now bring me home.
And then, I look at the cohorts of the young, bright and talented—recently fifty seven of the city’s best medical doctors (at last count, now sixty two) have organized themselves to form the Bicol AccessHealth Centrum. Holding hands and banging the doors of heaven for help in a solemn groundbreaking last December 10th, they have vowed to establish the region’s primary hub for state-of-the-art health care that pioneers customized health services for all Bicolanos, through the range of socio-economic and geographical spectrum, as well as foreign health care seekers. Investing in the future they do not see and do not have control over, they have placed their life savings and future earnings in a local venture that announces to the world: “We are ready to take on the challenge of addressing rapidly changing needs in health care delivery locally and globally. We will be efficient, effective, strategic, and competitive.” The collective courage, aggressiveness, and generosity of these young souls of Naga are comforting. In that sense, they bring me home.
The cliché goes that “you can never go home again.” Yet in our adolescent years as a nation, it is too early to give up on home or think that we can never go home again. For those of us who have had the chance to experience and appreciate the way things are done in other lands, we should cherish these values and plant them back home without undue expectations. For those of us who already find it difficult to adjust to the way things are done here even if we used to enjoy, understand or even tolerate them in the past, a little forgiveness to the land, culture and people that once nourished our dreams of a better life isn’t too much to ask. For those of us who have chosen to stay home or come back for myriad reasons, let’s have an open mind to the novel ideas and value orientations that our brothers and sisters bring back with them. In the end, it’s all about our own collective and patient process of rediscovery, and it’s the only way for us to come home.

NAGA CITY -- Construction of the 4-storey, multi-million Bicol AccessHealth Centrum at Central Business District II here will start January next year, according to Dr. Napoleon K. Juanillo, Kr., president of AccessHealth, Inc.
He said that the newest landmark once completed after a construction period of one year would serve as the primary hub in health care in the Bicol region.
Groundbreaking rites were held here last Monday, Dec. 10, at the site, which is strategically located near the St. Joseph School and the 4-hectare expanse of the proposed SM City Naga.
The centrum is designed to provide high quality preventive, curative and therapeutic services through key specialty centers, state-of-the-art clinical laboratories, diagnostic radiology and radiotherapy laboratory, mammography, imaging, day surgery and out-patient facilities to ambulatory patients.
The key specialty centers, according to Dr. Juanillo, include medicine, surgery, anesthesiology, pediatrics, obstetric-gynecology, men’s health, ophthalmology, otolaryngology, psychiatry, orthopedic and rehabilitation medicine, all in one roof.
Juanillo added that the health centrum is also designed to be an integral part of a network of national and international health care providers and will be responsive to the rapidly changing needs and challenges in the health care delivery.
Dr. Juanillo also serves as director of the Leadership and Managerial Excellence in Health Systems at the Ateneo Graduate School of Business, Ateneo de Manila University.
AccessHealth, a private corporation, has been organized by some 57 young Naga City-based medical doctors who represent nearly half of the more or less 120 practising medical doctors in the city.
In an interview with Bicol Mail, Dr. Juanillo confided their plan to allocate a space in the fourth floor of the building as a hub for medical transcription and related outsourcing services.
Most Rev. Jose R. Rojas, Jr., Auxiliary Bishop of Caceres, officiated the groundbreaking rites with Naga City Mayor Jesse M. Robredo as the guest of honor.

VISTA Land & Landscapes is aggressively making its presence felt in more cities and municipalities in the country, including Naga City where it recently acquired a 4.5 hectare land for real estate development in Barangay Del Rosario, along the national highway leading to nearby Pili, Camarines Sur and Albay province.
Vista Land is the listed holding firm for most of the real estate assets of Senate President Manuel Villar.
Reports said the company remains bullish on the property sector due to the continued strong demand from overseas Filipino workers (OFWs), low inflation, stable interest rates and an appreciating peso.
Vista Land president Jing Serrano disclosed 60 percent of Vista Land’s sales come from the OFW market.
Naga and Camariner Sur are conceded to have the bigger number of families with their breadwinners as OFWs which saw the mushrooming of subdivision houses in the city.
Vista Land is expanding its regional hold through its Communities Philippines which is currently developing the “Tremezzo” subdivision homes in Naga City. It has its sales office at Avenue Square along Magsaysay Avenue, Naga City.
It has been reported that Vista Land is allotting P12 billion to P13 billion for its capital expenditures where 30 of its 40 new projects are mostly located in the provinces. The company already has a presence in Pangasinan, Pampanga, Bulacan, Batangas, Iloilo, Cebu, Leyte, Cagayan de Oro, and Davao. Plans are also underway in Ilocos Norte and Gen. Santos City.
Nationwide, it has the widest geographical reach with 84 projects covering 1,167 hectares under development in 33 cities and municipalities. For 2008, it lined up 40 new projects with a combined sales value of P50 billion.
Projects in the provinces will focus on the low- to middle-income sector with units priced between P1.5 million to P3.5 million.

NAGA CITY -- When Mayor Jesse Robredo, recipient of 2000 Ramon Magsaysay Award for Government Service, received last week in Switzerland an award for the city government from a Geneva-based rights group Centre for Housing Rights and Evictions (COHRE), he was oblivious of the previous year’s citation the Philippine national government received from the same group.
Receiving the city government’s award for embarking on a housing lot distribution program called Kaantabay sa Kauswagan (Partners in Development) Program, Robredo said he delivered on December 5 before an international crowd an acceptance speech that gave credit to President Gloria Macapagal-Arroyo’s administration for supporting the program that earned them the honor of being awarded as the “2007 Housing Rights Protector”.
“I always project the good image of the country whenever and wherever I receive awards from international groups,” said the longest reigning mayor of Naga City, an opposition member under Liberal Party Roxas Wing, who had been receiving recognitions from international institutions for his governance practices.
The COHRE, an international non-governmental human rights organization founded in 1994 and granted Special Consultative Status by the United Nations Economic and Social Council in 1999, cited the city government’s “exceptional commitment to protection and fulfillment of housing rights”, commending its feat of providing some 6,000 urban poor families with titled housing lots that secure them against evictions.
Robredo was told that the award was last given to Sao-Paulo, Brazil in 2005, and that there was no recipient of the award in 2006 because COHRE during that year could not identify a local government or institution worthy of the recognition.
But it was a big surprise for him, after delivering the acceptance speech crediting the Arroyo administration, that during the press conference, together with certain Undersecretary Basilio of Department of Foreign Affairs and United Nations representatives, a COHRE representative revealed the bad news that Philippine government was actually cited last year as one of the “2006 Housing Rights Violators.”
In a fact sheet posted at htt://www.cohre.org/, the rights group claimed that: “The Philippines continues to evict hundreds of thousands of people in its cities in the name of ‘beautification’ and ‘development’. Landless urban poor are the worst affected by forced evictions throughout the Philippines.”
The COHRE fact sheet went on to conclude that “although housing rights are protected legally by both the Philippines’ Constitution and the Urban Development and Housing Act (UDHA) of 1992, the Government of the Philippines continues to use various strategies such as pressuring residents to relinquish these rights by signing waivers and then ‘voluntarily’ relocating them to sites that are not fit to be lived in.”
Specifically, in earning the title “2006 Housing Rights Violator” together with Greece and Nigeria, the Philippine government was blamed for the eviction since 2005 of more than 145,000 people, or 29,000 families, from their homes in Metro Manila and Bulacan province due to the rehabilitation of the NorthRail Transport System.
In a statement, COHRE’s Deputy Director Jean du Plessis said their research revealed that most of the evictees were moved to relocation sites where living conditions were appalling due to lack of basic services and unsanitary conditions.
Du Plessis cited the relocation site in Southville, Cabuyao where a dengue outbreak in 2006 claimed the lives of 12 infants and children and he added that other shanties were also demolished and occupants forcibly evicted in preparation for the 12th ASEAN summit that the Philippines hosted during that same year.
Naga City is a vibrant city with some 140,000 inhabitants. As a trading hub of the Bicol region, this city grappled in the late 1980s with serious urban housing problems because 25 percent of its population were squatters and most of them resided in slums without legal title to their home lots.
In his attempt to solve the burgeoning problem of squatting, Robredo instituted the Kaantabay program that provides low-cost home lots for the urban poor; facilitates the transfer of land ownership from government and private landowners to those who are currently occupying the land; extends legal assistance and support for the titling or regularization of informal land allotments; and improves living conditions in informal land allotments through the provision of basic amenities, such as clean drinking water, adequate sanitation, and other essential necessities like schools and health centers.
A total of 30 on-site and off-site development projects under the program have assisted 6,046 households (20 percent of Naga’s population) to obtain legal title thereby providing them with security of tenure. Negotiations are ongoing to provide another 2,717 households with security of tenure.
The COHRE also gave recognition this year to an individual, Baseer Naveed, a housing rights advocate from Karachi, Pakistan, with the “ 2007 Housing Rights Defender Award”. Naveed played a key role in negotiating a resettlement plan for some 300,000 people who were affected by the construction of the Lyari Expressway in Karachi, and thereby created a precedent in Pakistan concerning forced evictions.
This year’s Housing Rights Violator Awards, on the other hand, went to Burma, Slovakia, and jointly, to the Municipality of Beijing and the Beijing Organizing Committee of the Olympic Games (BOCOG) “for their abysmal disregard for this basic human right.”
It said Beijing and BOCOG have violated the housing rights of over 1.25 million residents in pursuit of relentless economic growth, including the hosting of showpieces such as the 2008 Olympic Games. “The mass displacements and evictions implemented in Beijing are a clear case of the illegitimate use of evictions as a tool of development, in a bid to transform the city into a world-class metropolis “fit to host the best Olympic Games ever”.
The COHRE reported that the right to housing is one of the most widely violated human rights. Over one billion people are inadequately housed. It cited United Nations estimates that 100 million more people worldwide are without a place to live. It further revealed that about one-third of the world’s population (or more than two billion) live without security of tenure, adequate legal safeguards against forced eviction and without access to clean and affordable drinking water in the home.

kevinb December 23rd, 2008, 03:52 PM Updates on the 12 Components of ‘Maogmang Lugar’
Having laid down our navigating strategy to weather the current economic crisis, allow me now to update you on the progress we made in regard to the 12 components of our “Maogmang Lugar’ vision:
1. Cleaner Naga. We should do a lot more to improve air and water quality, and manage our solid waste, whose volume is growing by the day, more effectively. We need to dramatically increase our waste recycling capacity or get a new sanitary landfill soon.
• The City ENRO, with the help of the planning department, EDP and the DENR regional office, has evaluated five alternative sites for the sanitary landfill.
• We have narrowed down our top choices to a 21-hectare property in Magarao and another one in San Fernando. Both municipal governments are supportive of this initiative – making it an inter-LGU partnership with potential Metro Naga wide impact.
• Side by side, we have signed an extended technical assistance from the Czech Republic towards preparing a closure plan for the existing Balatas controlled dumpsite. An initial public hearing involving the EMB Regional Director and pre-assessment of the site was conducted in preparation for a joint SLF project on waste disposal
• We will jointly develop this facility, together with the MNWD which is also eyeing its own septage facility within the site.
2. Good schools. Our best public schools are as good as our best private schools in the city. And our best public and private schools lead the region, from the elementary up to the tertiary level. But the bigger challenges lie in the middle and bottom half which need to do better. And we also need to address the continuing inability of our school system to ensure that no child is left behind.
• The city maintained its leadership in the Regional Unified Achievement Test, topping the RUAT for the third consecutive year. But results in the Division and National achievement tests barely moved during the last two years, increasing by an average of 1.37 percentage points every year.
• This is a serious concern that the Naga City School Board took note of in a series of meetings with parents, teachers and school heads in the process of crafting its 2008 Budget. In a planning session with DepEd-Naga, we have secured their commitment to improve its performance and targeting. We are hopeful that the city public school system will rise up to this challenge.
• We have also completed the first year of implementing the QUEEN programs, including vital organizing and capacity building activities. In the process, we have made public education more accessible by covering most school fees for 2 of every 3 enrolled students. But as pointed out above, the increase in enrolment has been minimal, and 14% of Grade I students last year failed to proceed to Grade II this year. Obviously, we will need to redouble our efforts in improving enrolment and retention rates.
• The Naga City School Board continues to make the necessary investments in improving the inputs to quality education. This year, it is programmed to hire 128 teaching and non-teaching staff – to which we will add more as need arises. At this level, about 12% of the teaching workforce in Naga are paid by local funds. Moreover, we also built five new public school buildings accommodating 12 new classrooms to meet growing demands of the city public school system.
• Side by side, we have improved the services and capacities of local learning facilities. Our Raul S. Roco Library is now WiFi-ready and has beefed up its catalog – books, research tomes, videos, archives, clippings and a Bikoliana section; expanded and improved its children section; conducted the first ever regional conference for public librarians; and managed the 2nd RSR Youth Awards – in the process earning the Best Community Relations national award from Jollibee Philippines. Our Bicol Science Centrum received a P725,000 Grant-in-Aid from the Department of Science and Technology (DOST) to procure brochures, exhibit panel boards and computers.
3. A decent house to live in. Through our Kaantabay sa Kauswagan program, we have done a massive job of ensuring security of tenure in a scale unmatched by any other Philippine locality. The next step is to look at the bigger picture and build self-contained, vibrant and clean communities that we will be proud to live in.
• With funding support from the World Bank-funded UPSURGE project of Philssa and COPE, we are now implementing a P4-million land development project that will concrete the access road to the GK-Habitat Maogma village. As a result, there are now 52 Habitat and 40 GK houses in Naga.
• In addition to the Enjoy Realty group’s P5 million, the Socialized Housing Counterparting (SHC) scheme has raised another P2.6 from the Tremezzo project of Communities Philippines for area upgrading. In addition, we have also secured around 5 hectares more for socialized housing through the Deca Northfield Estates and the St. Jude Orchard projects.
• We also worked for the acquisition and settlement of another 13,630 sq. meters landholdings for socialized housing in Barangays Carolina (Austria family), Cararayan (Abella family) and Sabang (Ruiz family).
• Finally, have secured Sanggunian authorization to enter into an agreement with the Socialized Housing Finance Corporation to pilot the Localized Community Mortgage Program (LCMP) of the national government’s housing agencies – the last one standing out of the original four or five pilot areas in the country. This will bring in P50 million in fresh funds for the local housing sector.
4. A city of trees. We have maintained our preeminent status as the regional center of trade and services, anchored on a support infrastructure that meets if not exceeds Bicol and Philippine standards. Now, imagine if this urban vitality is enhanced by a verdant city teeming with green trees and landscaped spaces. It is time to beautify Naga!
• We have planted a total of 10,145 seedlings during the year, 8,300 of which are endemic species within the Mt. Isarog National Park in partnership with the Mt. Isarog Guardians (MIG) and the Metro Naga Water District.
• The remaining 1,845 consisted of fruit and shade trees in 18 public schools in the city. These schools, in partnership with the Ladies in Green Foundation, the Rotary Club of Naga and the local media, are serving as our pilot areas for regreening efforts
5. Three meals a day. The nutritional status of our preschool children is unparalled in Bicol, but we begin to have a problem once they enter the public school system. We need to sustain current efforts to address in-school malnutrition all the way – and ensure there is sufficient food on the table for every Nagueño household. A clear food security policy is therefore in order.
• Through the effort of the City Nutrition Office and Vice Mayor Bordado, the city government is scaling up implementation of Nutri-Dunong in all public elementary schools in Naga during this school year. This came after a successful pilot last year in five big public schools with the highest incidence of malnutrition, whose OPT exit results showed a 65% improvement among school children covered.
• In the upland barangays of Panicuason, San Isidro, Carolina and Pacol, we are working with the Land O’Lakes of the Philippines Foundation (LOLPFI) and our dairy farmers belonging to the San Isidro Development Cooperative (SIDECO) in conducting a combination of targeted milk and non-milk school based feeding for undernourished school children.
• We have further reduced the malnutrition rate among preschoolers from 4.8% in 2007 to 4% as of June 2008. Expectedly, Bicol’s most outstanding BNS for this year comes from Naga, and among all Philippine cities, we also garnered top marks in the National Nutrition Council’s Pabasa sa Nutrisyon program..
6. Gainful jobs. Our investment figures have been consistently increasing over the years, indicating solid confidence by the private sector on our strengths and comparative advantages. We started with our “one family, one gainful economic activity” program during our previous term. But side by side, we continue to lose a sizable number of our graduates to Metro Manila.
• As explained above, the local economy remains strong – with registered enterprises increasing by 3.9%, total number of firms (including the unregistered) increasing by 17%, investments by 238%, construction by 46% in number and 50.6% in value, housing investments by 532% over last year. Moreover, they translated to 5,568 new jobs during the period.
• Microlending by our Metro PESO unit increased by 44% in terms of value, and 9% in terms of beneficiaries covered. Regular job fairs attracted 46% more applicants for overseas work, from 707 last year to 1,305, and placed 93% more, from 7 to 100. Local job placement however dipped by about 1%, indicating a tightening local labor market in view of the current crisis.
• During the first quarter of 2008, a brand new hotel opened while two existing ones underwent expansion and rehabilitation. To date, the city’s 23 standard hotels (excluding motels and lodging inns) have a combined capacity of 756 rooms, with 55 more coming to completion.
• The Camarines Sur-Naga combine continues to lead the region in tourism arrivals and receipts, generating 127,202 tourists and grossing P77.7 million in tourism revenues as of first quarter of 2008. In terms of arrivals, Camarines Norte ranked second (35,271) and Albay third (35,157). The entry of the low-cost operator Cebu Pacific Air not only doubled the number of flights but also made air travel more affordable.
• Construction of the SM Naga City Mall at the CBD 2 area is now in full swing. In all, is expected to infuse around P1 billion into the economy and create 3,500 new jobs during construction phase alone.
• Phase 1 of Bicol Access Health Centrum, owned by more than 60 doctors, is already starting at CBD II, adjacent to SM Naga City, in front of St. Joseph School. This is envisioned as an ambulatory facility with world-class amenities and services.
• Finally, local investment promotion efforts focused on developing the local animation industry, culminating in the celebration of Nag-aanim8 2008 on May 9. During that event, we graduated 2D trainors on various advanced modules in 2D animation; inaugurated the Naga City Creative Media Center (NCCMC), a “creative park” which will serve as an incubation, production and continuing education facility; and conducted an investment briefing for prospective locators.
• At present, two 3D firms employing around 10 workers are now being incubated at the NCCMC, with two being eyed to follow suit. The 2D section of the NCCMC has more than 20 artists who are now doing outsourced work from Manila studios, an e-learning project for the Naga City School Board and a Peñafrancia fiesta production.
7. Well-paved roads, working drainage and orderly streets. We have the highest road ratios in Bicol, and we need to maintain and improve them. We also have one of the largest drainage network in the region but we have to maintain them at their highest level of efficiency to mitigate flooding. And we need to put better order in the distribution lines of our utilities and eliminate the unseemly sight of dangling wires.
• Over the last six months, we finalized acquisition of the required road right-of-way (RROW) that will finally connect the city’s inner Circumferential Road. This will open up the Abella-Queborac area to new development possibilities.
• Thanks to the SHC scheme and the WB-funded UPSURGE project, the city government laid down the groundworks for completing the Balatas-Gimenez Subdivision roadlink within 2008.
• Our close to P1 million share from the Road Users Fee will enable the city to rehabilitate the Pacol-Cararayan (via Salonguigui) roadlink within the year.
8. Being able to walk the streets at night unafraid. Our public safety numbers have been improving, indicated by better crime indices reported by the Naga City police force. But our people’s security is not only a matter of numbers; it is also about perception, and our city has had better days, especially during those times when we had the best police station in the entire country. We will strive to bring back those golden years.
• We have already secured substantial autonomy for the Naga PNP, carving it out as an independent district from the province. This clarifies the muddled situation that hampered us in the past, but also clearly puts accountability for peace and order on the local PNP unit and the Public Safety Office (PSO), its complementary support group from the city government.
• These institutional gains have already yielded concrete results: Crime solution efficiency, for instance, went up by 3 percentage points, from 82 to 85%. This year, we raised it up to 85% from 81% the year before, notwithstanding the very strict supervision and policy guidance issued by the Department of Health insofar as coverage of the immunization campaign is concerned.

• The P10-million facelifting at CBD I has started in earnest; it will improve sidewalks and install lampposts within the area to complement the ones in place along Panganiban and Magsaysay avenues.
• We are also beautifying Plaza Quezon by improving its primary and secondary lighting, and its facilities at the back to house a Tourism Office of the Naga City Visitors Center.
• We are developing and investing around P4 million to set up Plaza Nueva Caceres beside the Naga City Public Market. Jose Barcena, Jr., a Davao-based descendant of the late Federico Barcena – who built the monuments at Plazas Rizal and Quince Martires – has prepared the concept for a monument that will anchor this new plaza. On one side, facing Naga River, one will depict the first meeting between the Spanish conquistador Juan de Salcedo and the sovereigns of ancient Naga; on the other, ten-foot figures of Elias Angeles and Felix Plaza will rise, to mark the end of Spanish control over the city.
• Mr. Barcena is also conceptualizing another monument dedicated to the Arejola brothers Luduvico and Tomas, which will rise in front of Advent Theater. Similar to how Plaza Quince Martires was built, we propose that this be a tripartite undertaking – between the city government, the Arejola Foundation and the people of Naga.
• Finally, to anchor the recommended historical walk within CBD I, we will put up markers for historical sites within the old Nueva Caceres, taking on the suggested sites by historian Jose Barrameda. His research on the provenance of these key sites will serve as basis for the content of these markers that will be completed before yearend.
• This puts us in a great position to successfully host the opening of the 4th National Filipino Heritage Festival, which will be held on April 29 and 30 next year. This event opens the month-long celebration of the National Heritage Month in May, built around cultural shows, exhibits and competitions that will not just entertain our people but educate them of our cultural heritage as well.
11. Clean and honest government. Modesty aside, we already have the best governed city in the entire country. But we should not rest on our laurels because there is always a better way and, in partnership with civil society, we will continue to find them.
• Led by the city HRMO, the city government has updated its Performance Pledges and come up with individualized commitments to the city’s Vision and Mission statement under its “Connecting the Dots” initiative. This puts in a place a four-level scorecard for our Public Governance System, down to the individual employees.
• The city’s Project Monitoring Council, quarterbacked by the City Planning and Development Office, was recognized just last week as Bicol’s Most Outstanding PMC, on the strength of its sustained effort to monitor both local and national, infra and non-infra projects being implemented within the city. Unlike the previous year where there were more than 40 awardees, this time, only the Naga PMC made the grade.
12. A place where one can realize his full potentials. The bottomline of all the above is building a city that will allow its citizens to develop their full potentials in the full range of human pursuits.
• To sum up, this remains our dream that drives, guides and binds all efforts of the city government.
• At the institutional level, Naga has demonstrated that it can hold its own and be among the best, even the in the worst of times like the economic crisis we are currently facing. Our continuing challenge is to do the same for every citizen

Having laid down our navigating strategy to weather the current economic crisis, allow me now to update you on the progress we made in regard to the 12 components of our “Maogmang Lugar’ vision:
1. Cleaner Naga. We should do a lot more to improve air and water quality, and manage our solid waste, whose volume is growing by the day, more effectively. We need to dramatically increase our waste recycling capacity or get a new sanitary landfill soon.
• The City ENRO, with the help of the planning department, EDP and the DENR regional office, has evaluated five alternative sites for the sanitary landfill.
• We have narrowed down our top choices to a 21-hectare property in Magarao and another one in San Fernando. Both municipal governments are supportive of this initiative – making it an inter-LGU partnership with potential Metro Naga wide impact.
• Side by side, we have signed an extended technical assistance from the Czech Republic towards preparing a closure plan for the existing Balatas controlled dumpsite. An initial public hearing involving the EMB Regional Director and pre-assessment of the site was conducted in preparation for a joint SLF project on waste disposal
• We will jointly develop this facility, together with the MNWD which is also eyeing its own septage facility within the site.
2. Good schools. Our best public schools are as good as our best private schools in the city. And our best public and private schools lead the region, from the elementary up to the tertiary level. But the bigger challenges lie in the middle and bottom half which need to do better. And we also need to address the continuing inability of our school system to ensure that no child is left behind.
• The city maintained its leadership in the Regional Unified Achievement Test, topping the RUAT for the third consecutive year. But results in the Division and National achievement tests barely moved during the last two years, increasing by an average of 1.37 percentage points every year.
• This is a serious concern that the Naga City School Board took note of in a series of meetings with parents, teachers and school heads in the process of crafting its 2008 Budget. In a planning session with DepEd-Naga, we have secured their commitment to improve its performance and targeting. We are hopeful that the city public school system will rise up to this challenge.
• We have also completed the first year of implementing the QUEEN programs, including vital organizing and capacity building activities. In the process, we have made public education more accessible by covering most school fees for 2 of every 3 enrolled students. But as pointed out above, the increase in enrolment has been minimal, and 14% of Grade I students last year failed to proceed to Grade II this year. Obviously, we will need to redouble our efforts in improving enrolment and retention rates.
• The Naga City School Board continues to make the necessary investments in improving the inputs to quality education. This year, it is programmed to hire 128 teaching and non-teaching staff – to which we will add more as need arises. At this level, about 12% of the teaching workforce in Naga are paid by local funds. Moreover, we also built five new public school buildings accommodating 12 new classrooms to meet growing demands of the city public school system.
• Side by side, we have improved the services and capacities of local learning facilities. Our Raul S. Roco Library is now WiFi-ready and has beefed up its catalog – books, research tomes, videos, archives, clippings and a Bikoliana section; expanded and improved its children section; conducted the first ever regional conference for public librarians; and managed the 2nd RSR Youth Awards – in the process earning the Best Community Relations national award from Jollibee Philippines. Our Bicol Science Centrum received a P725,000 Grant-in-Aid from the Department of Science and Technology (DOST) to procure brochures, exhibit panel boards and computers.
3. A decent house to live in. Through our Kaantabay sa Kauswagan program, we have done a massive job of ensuring security of tenure in a scale unmatched by any other Philippine locality. The next step is to look at the bigger picture and build self-contained, vibrant and clean communities that we will be proud to live in.
• With funding support from the World Bank-funded UPSURGE project of Philssa and COPE, we are now implementing a P4-million land development project that will concrete the access road to the GK-Habitat Maogma village. As a result, there are now 52 Habitat and 40 GK houses in Naga.
• In addition to the Enjoy Realty group’s P5 million, the Socialized Housing Counterparting (SHC) scheme has raised another P2.6 from the Tremezzo project of Communities Philippines for area upgrading. In addition, we have also secured around 5 hectares more for socialized housing through the Deca Northfield Estates and the St. Jude Orchard projects.
• We also worked for the acquisition and settlement of another 13,630 sq. meters landholdings for socialized housing in Barangays Carolina (Austria family), Cararayan (Abella family) and Sabang (Ruiz family).
• Finally, have secured Sanggunian authorization to enter into an agreement with the Socialized Housing Finance Corporation to pilot the Localized Community Mortgage Program (LCMP) of the national government’s housing agencies – the last one standing out of the original four or five pilot areas in the country. This will bring in P50 million in fresh funds for the local housing sector.
4. A city of trees. We have maintained our preeminent status as the regional center of trade and services, anchored on a support infrastructure that meets if not exceeds Bicol and Philippine standards. Now, imagine if this urban vitality is enhanced by a verdant city teeming with green trees and landscaped spaces. It is time to beautify Naga!
• We have planted a total of 10,145 seedlings during the year, 8,300 of which are endemic species within the Mt. Isarog National Park in partnership with the Mt. Isarog Guardians (MIG) and the Metro Naga Water District.
• The remaining 1,845 consisted of fruit and shade trees in 18 public schools in the city. These schools, in partnership with the Ladies in Green Foundation, the Rotary Club of Naga and the local media, are serving as our pilot areas for regreening efforts
5. Three meals a day. The nutritional status of our preschool children is unparalled in Bicol, but we begin to have a problem once they enter the public school system. We need to sustain current efforts to address in-school malnutrition all the way – and ensure there is sufficient food on the table for every Nagueño household. A clear food security policy is therefore in order.
• Through the effort of the City Nutrition Office and Vice Mayor Bordado, the city government is scaling up implementation of Nutri-Dunong in all public elementary schools in Naga during this school year. This came after a successful pilot last year in five big public schools with the highest incidence of malnutrition, whose OPT exit results showed a 65% improvement among school children covered.
• In the upland barangays of Panicuason, San Isidro, Carolina and Pacol, we are working with the Land O’Lakes of the Philippines Foundation (LOLPFI) and our dairy farmers belonging to the San Isidro Development Cooperative (SIDECO) in conducting a combination of targeted milk and non-milk school based feeding for undernourished school children.
• We have further reduced the malnutrition rate among preschoolers from 4.8% in 2007 to 4% as of June 2008. Expectedly, Bicol’s most outstanding BNS for this year comes from Naga, and among all Philippine cities, we also garnered top marks in the National Nutrition Council’s Pabasa sa Nutrisyon program..
6. Gainful jobs. Our investment figures have been consistently increasing over the years, indicating solid confidence by the private sector on our strengths and comparative advantages. We started with our “one family, one gainful economic activity” program during our previous term. But side by side, we continue to lose a sizable number of our graduates to Metro Manila.
• As explained above, the local economy remains strong – with registered enterprises increasing by 3.9%, total number of firms (including the unregistered) increasing by 17%, investments by 238%, construction by 46% in number and 50.6% in value, housing investments by 532% over last year. Moreover, they translated to 5,568 new jobs during the period.
• Microlending by our Metro PESO unit increased by 44% in terms of value, and 9% in terms of beneficiaries covered. Regular job fairs attracted 46% more applicants for overseas work, from 707 last year to 1,305, and placed 93% more, from 7 to 100. Local job placement however dipped by about 1%, indicating a tightening local labor market in view of the current crisis.
• During the first quarter of 2008, a brand new hotel opened while two existing ones underwent expansion and rehabilitation. To date, the city’s 23 standard hotels (excluding motels and lodging inns) have a combined capacity of 756 rooms, with 55 more coming to completion.
• The Camarines Sur-Naga combine continues to lead the region in tourism arrivals and receipts, generating 127,202 tourists and grossing P77.7 million in tourism revenues as of first quarter of 2008. In terms of arrivals, Camarines Norte ranked second (35,271) and Albay third (35,157). The entry of the low-cost operator Cebu Pacific Air not only doubled the number of flights but also made air travel more affordable.
• Construction of the SM Naga City Mall at the CBD 2 area is now in full swing. In all, is expected to infuse around P1 billion into the economy and create 3,500 new jobs during construction phase alone.
• Phase 1 of Bicol Access Health Centrum, owned by more than 60 doctors, is already starting at CBD II, adjacent to SM Naga City, in front of St. Joseph School. This is envisioned as an ambulatory facility with world-class amenities and services.
• Finally, local investment promotion efforts focused on developing the local animation industry, culminating in the celebration of Nag-aanim8 2008 on May 9. During that event, we graduated 2D trainors on various advanced modules in 2D animation; inaugurated the Naga City Creative Media Center (NCCMC), a “creative park” which will serve as an incubation, production and continuing education facility; and conducted an investment briefing for prospective locators.
• At present, two 3D firms employing around 10 workers are now being incubated at the NCCMC, with two being eyed to follow suit. The 2D section of the NCCMC has more than 20 artists who are now doing outsourced work from Manila studios, an e-learning project for the Naga City School Board and a Peñafrancia fiesta production.
7. Well-paved roads, working drainage and orderly streets. We have the highest road ratios in Bicol, and we need to maintain and improve them. We also have one of the largest drainage network in the region but we have to maintain them at their highest level of efficiency to mitigate flooding. And we need to put better order in the distribution lines of our utilities and eliminate the unseemly sight of dangling wires.
• Over the last six months, we finalized acquisition of the required road right-of-way (RROW) that will finally connect the city’s inner Circumferential Road. This will open up the Abella-Queborac area to new development possibilities.
• Thanks to the SHC scheme and the WB-funded UPSURGE project, the city government laid down the groundworks for completing the Balatas-Gimenez Subdivision roadlink within 2008.
• Our close to P1 million share from the Road Users Fee will enable the city to rehabilitate the Pacol-Cararayan (via Salonguigui) roadlink within the year.

But our people’s security is not only a matter of numbers; it is also about perception, and our city has had better days, especially during those times when we had the best police station in the entire country. NAGA CITY --- Representatives of various private schools, colleges and universities in Bicol, including members of the different parallel committees representing the city government, are in full throttle doing the spadework for the upcoming 2009 national meet of the Private Schools Athletic Association (PRISAA) that its local regional chapter and the Naga City Government are jointly hosting on April 19-25, next year.
Dr. Carlos Villanueva, Sr., president of Naga College Foundation and the regional PRISAA Bicol chapter said City Mayor Jesse M. Robredo had assured him of full support from the city government for the successful holding of the biggest annual sports competition among student athletes from the country’s top private schools.
This city won the bid to host next year’s games after Mayor Robredo sent a team to the 2008 PRISAA National Meet in Zamboanga City for the final presentation and appreciation of Naga’s bid by the PRISAA National Executive Board.
Host schools, which include NCF, Universidad de Sta Isabel, Ateneo de Naga University, University of Nueva Caceres, Holy Rosary Seminary, Mariners Polytechnic Colleges, University of Northeastern Philippines, and colleges and universities from the 6 provinces of the Bicol Region, have been meeting in earnest during the past two months to strategize hosting tasks and other concerns which include playing venues and billeting centers. Most of the top universities in Manila have sought the host committee’s assistance in making room reservations with the local hotels here. Some 3,500 to 4,000 athletes from Batanes to Jolo are vying for top honors in various collegiate sports events.
The last time that the national PRISAA meet was held in Bicol, particularly in this city, was in 1958 which saw the construction of the grandstand and oval at the Camarines Sur National High School and the tennis court at the Naga Central School, through the efforts of Dr. Dolores H. Sison, then as now the president of the University of Nueva Caceres who solicited fund assistance for sports facilities from the national government.

NAGA CITY---Propped by efficient tax collection, Naga City’s total income this year is expected to exceed P430 million—combining the P230 million internal revenue allotment (IRA) from the national government and locally sourced revenue.
According to the city treasurer’s office, the total income of the city is still expected to rise as soon as figures representing locally sourced revenue are fully accounted.
Total business tax collection reached P156 million this year while real property tax collection defied expectation and rose to P90 million.
The surge in the annual income of the city was made possible, largely, by the more than 15 percent quarterly increases in real property tax collection efficiency.
This year, the city has topped other local government units in Bicol Region based on overall tax collection efficiency.
Tax collection efficiency rate, which measures a local government unit’s ability to collect taxes, is computed by dividing tax collection by the total revenue within a given period.
The city posted a 97 percent overall tax collection efficiency compared with the cities of Legazpi (75 percent); Tabaco (73 percent); Sorsogon (72 percent); Ligao (72 percent); Iriga (68 percent); and the provinces of Masbate (87 percent); Albay (78 percent); Camarines Sur (70 percent); Sorsogon (67 percent); Camarines Norte (64 percent); and Catanduanes (57 percent).
Naga and Legaspi ranked fourth and seventh, respectively, in the nationwide list of local government units with the highest overall tax collection efficiency rates, according to a report released by the Bureau of Local Government Finance released this year. The report covered 2006 data.
The Department of Finance also cited the city’s decreasing dependence on its IRA.
Without counting the city’s IRA, the total income of the city this year is estimated to surpass P200 million.

MANILA, Philippines - The Archdiocese of Caceres is working to make Naga City in Camarines Sur a "Pilgrim City" as the center of devotion and home of Our Lady of Peñafrancia.
An article on the Catholic Bishops Conference of the Philippines website said an action plan was drawn up after a three-day workshop.
"When they come as devotees, they come to Naga and not to any other place in the Bicol Region or in the country. It is neither the clergy nor the devotees who decided that Naga be the center for this devotion. We believe that, as history would reveal, it is the Patroness herself who wants this city to be her home and therefore we should value the place she has chosen," said Fr. Jay Jacinto, secretary of Caceres Archbishop Leonardo Legazpi.
Jacinto said the workshop included 27 priests from two vicariates in the archdiocese, including the Vicariates of St. John the Evangelist and Our Lady of Peñafrancia.
Participants noted the image of "Ina" is based in Naga and Naga should thus be considered as the venue and center for the devotion to her.
They added millions of devotees who go there to pray and honor her every year congregate in Naga, not only during the September festival but the whole-year round.
Also, they noted that those who go to visit "Ina" at the Basilica Minore of Our Lady of Peñafrancia consider themselves as pilgrims.
The workshop also included finding ways how the devotees can renew their faith in God through "Ina."
"This kind of workshop will also be conducted in other vicariates of the archdiocese with priests, lay leaders and religious organization-members as participants. This is a response to the call of the local church leadership that communal discernment be made to preserve the 300 years old devotion to Our Lady of Peñafrancia," Jacinto said. - GMANews.TV

Robredo met and buckled down to work with some of his top city hall managers at his office yesterday morning, Dec. 24, to fine tune plans and programs lined up for implementation in the coming new year, 2009.
The mayor said that in 2009, the city government will immediately implement, among other undertakings, the following: (1) rehabilitation of the fire-razed Naga City Public Market, (2) continuing upgrading of the old Central Business District, (3) operationalization of a local resource center for the blind, (4) improvements in the city website and upgrading of RPTA and business licensing systems, and (5) revitalization of the city’s agriculture sector.
The city hall managers concerned were asked to discuss their action plans vis-à-vis the said priorities.
Meanwhile, the city mayor has invited National Historical Institute Executive Director Ludovico D. Badoy to conduct a seminar-workshop on conservation of movable and immovable objects in the city.
The mayor suggested coinciding the seminar-workshop with the celebration of the National Arts Month: Bikol Arts Festival 2009 which the city would be hosting for the whole month of February next year.
The 3-day seminar as suggested will include demonstration on the conservation of archival materials, textile, religious items, and the cleaning of monuments and historic masonry walls.

If you're looking for nice places to eat then you can go to Magysaysay Avenue, the entertainment center of the city. You can find there Red Platter, Kopiroti, Beanbag, Coco Leaf, Chicken Bacolod, and the first in the area which is Chilli Peppers. Chilli Peppers is not yet deserted, it's still accomodating large volume of customers. You can also dine at Avenue Square where you can find Maxx's, Coffee Beanery, Shakeys, Lolo's Bar and Restaurant, etc. While Tokyo Tokyo, Mocha Blends, and Steak Avenue are found at The Westpark.
All of the them are found at the entertainment center of the city, Magsaysay Avenue.

NAGA CITY---In addition to topping regional achievement tests for three consecutive years, the Department of Education division (DepEd) in this city under Schools Division Superintendent Evangeline Palencia has lots of reasons to consider the ending year as one of the most successful ever.
Basing from comparative data, the division has fared better this year compared to preceding years in terms of the number of recognitions received by teachers and co-curricular and extra-curricular achievements carried out by learners.
Last September, the Metrobank Foundation recognized Naga Central School teacher Lynn Padillo as among the Ten Most Outstanding Teachers in the country, only two months after Palencia was chosen as one of this year’s Most Outstanding Female Superintendents of the Philippines.
Early this month, Herman E. Bobis was selected as one of the Fifteen Outstanding Physical Facilities Coordinator Awardees “in recognition of his meritorious service and dedicated performance of the planning and engineering functions of the division… [contributing to] the efficient and effective delivery of quality educational facilities for safer and better learning environment.”
Young achievers
Learners from Naga City schools performed well this year.
Jim Franklin Kalaw of Naga City Science High School placed third in the International Mathematics Olympiad held in Beijing, China.
Jenny Funtanar of Naga Central School and Rica Rose Pacardo of Naga City Science High School also won at the 2008 National Press Conference held in Cotabato City.
Estephanie Vargas, a graduate of Camarines Sur National High School, placed seventh nationwide in this year’s Licensure Examination for Teachers.
Camarines Sur National High School (CSNHS) was recognized nationwide as the best implementer of Brigada Eskwela for generating an exemplary contribution to the success of the annual DepEd project.
CNHS also won second place in the 2007 Kusog-Isip Regional Essay Writing Contest, and Rica Gonzales of the same school won the first place in curtain making category of a home economics competition.
Tabuco Central School won first place in the “Right to Food” Regional Poster Making Contest sponsored by the Department of Agriculture. Naga City Special Education center also won third place in the same contest.
Carolina Elementary School placed second in the National Photojournalism Contest during the National Press Conference held in Baguio City.
In the 2008 Regional Press Conference held at Bacacay, Albay, Julian B. Meliton Elementary School and Carolina Elementary School also won, respectively, in feature writing and photojournalism categories.
Aram Garbo, Alfredo Villamor, and Vilma Alano of Sabang High School bagged third place in the Balagtasan category of Panrehiyong Tagisan ng Talino.
Eymart Ronel Napa of Sta. Cruz Elementary School, and Joyce Abugao of Cararayan National High School, meanwhile, won in the 6th National EPP Skills and Development Competition held in Davao City.
Administrative achievements
Thirty teachers started receiving salary differential this year. Funding to the unpaid salaries since 1997 to 2007 was taken from the savings of the division.
The division also was a recipient of various calamity assistance and rehabilitation effort (CARE). According to Palencia, 409 classrooms damaged by super typhoon Reming in 2006 already had been repaired through CARE.
She added that 19 new school buildings were constructed, including a United Nation Children’s Fund (UNICEF) building constructed at Leon Q. Mercado High School.
Initial funds for the construction of the new division office along Roxas Avenue in the city also were released this year.

Yeah, we have to thank Ina and the Lord for that!!! 2008 has been a good year for the city and the region as a whole. Tourists have flocked the city and the province in an unprecedented number which propelled the construction of more hotels in the city. Development has not just been in the city but the whole region as well which is very much evident based on what I've seen here in SSC. I just wish that this would continue for an indefinite period of time.
2009 will be very bright for Naga since lots of projects will be started, opened, and continued. I especially like the continuous beautification of the old business district as this would keep the area vibrant and attractive to tourists.

Maybe, after the beautification of the old business district the government will allot a budget for the beautification of the city hall but not for new construction , I guess. The city has lots of things to prioritize like the Naga City Coliseum which is after a decade still unfinished. Has the problem regarding land ownership been solved?

NAGA CITY---Amid the impending negative effect of the economic crunch expected to hit the country next year, this landlocked small city of 160,000-population would expect jobs boom with the opening soon of the newest Shoe Mart (SM) Mall when some 4,000 workers are taken in the first quarter of 2009.
Florencio Mongoso, manager of the Naga City Public Employment Service Office (Peso), revealed that their office would do the pre-employment service of processing applicants to 3,000 jobs for the SM and another 1,000 jobs for locators inside the mall.
Mongoso said they would start processing applicants, ensuring that they have the required documents, in a Jobs Fair on January 23-24 and 30-31, next year which will be forwarded to the human resource department of the SM management.
He estimated that in terms of financial infusion into the local economy the city would immediately enjoy some P12M a month for the salaries and wages that the SM company would spend for their workers and another P40M for the city government.
Mongoso said that the three-story SM Mall occupies a 1.4-ha area with a total floor area of 40,000 sq.m. inside the new Central Business District of Naga City where the terminals of public utility vehicles are located.
He said that another big mall-chain company based in another Bicol Province has been alarmed with the SM Mall operation in the city and now contemplating of relocating here because as per data 48% of their direct sales come from Camarines Sur consumers.
Mongoso said that the SM Mall is expected to draw clients from Camarines Norte, Albay, Catanduanes and Sorsogon.

It's very apparent that PM Legazpi is the one being referred to in this news article.... I don't think they would relocate. PM Legazpi is very stable. This is evident due to its recent expansion. However, stiff competition would surely be established once SM operates and that would affect surely PM Legazpi but the word relocate is not right. It could be putting up another mall in Naga not relocating.

Look at Lucena, at first small businesses died in its CBD and became like a ghost town but now it's starting to be vibrant again as it was before.

What I perceived," IF IT'S POSSIBLE " that SM will create a massive marketing strategies, that will lure or make a very effective way to encourage many bicolanos go to SM NAGA, for example free rides from the tip of Luzon ( Sorsogon to the boundery of Quezon Province like Tagkawayan or Calaug, Quezon.
I don't think SM will only focus in Naga City itself.
For a short period of time, it will affect the local market in the Bicol region

These tourism and commercial facilities expect to generate some 4,000 jobs for the local workforce.
The nearby Camarines Sur province and its chartered city of Naga also performed exceptionally in terms of revenue generations, agriculture, local investment and tourism during the last two years and both provincial Governor Luis Raymund Villafuerte and city Mayor Jessie Robredo expressed optimism in separate year-end statements.
In 2007, Camarines Sur made a phenomenal leap from the 39th to 10th place in terms of net income among the country’s 80 provinces by posting whopping revenues of P1.6 billion, Villafuerte said.
“That means, we are now the 10th richest province in the country and number one among the six Bicol provinces in terms of revenue,” the governor said, basing his data on the official report of the Commission on Audit (CoA) released last week.
The province’s 2007 earnings rose by 20 percent or nearly P700 million from its 2006 income of P833 million, he said.
From P1.09 billion in 2006, Camarines Sur’s total equity at the same time jumped by 55 percent or almost P2 billion in 2007, making it one of the country’s richest and financially stable provinces.
Local government finance experts note that breaching the billion-peso mark is an accomplishment in itself and a reflection of sound fiscal management and prudent but innovative revenue generating policies of the provincial government.
“The major factors that enable sustainable financial stability and growth for us are clear vision, sound judgment and proper timing.
This means having a clear game plan and knowing how and when to invest your financial resources,” Villafuerte said.
Camarines Sur had chosen to embark on programs and projects that yield substantial profits which also helped change the image of the province from poverty-stricken to progressive, he explained.
“Our investments in sports and eco-tourism particularly the Camarines Sur Watersports Complex (CWC) that now have what is considered the most modern cable wakeboard facility in the world played an integral role in spurring the province’s exceptional economic growth,” the governor said.
DOT records also show that Camarines Sur and Naga City combined for a nearly 40,000 tourist arrivals last year making the province and the city the leading tourist destination among Bicol areas during the period.
It has also resulted in the expansion of high-yielding investments such as the CamSur Information Technology Park that now plays host to the Sutherland Global Services (SGS) call center and offers IT-specific training programs for the province’s constituents.
SGS is the world’s leading provider of business process outsourcing (BPO) that operates in multiple delivery centers worldwide. It would accommodate 2,000 operators.
In the agriculture, Camarines Sur also achieved a phenomenal feat in 2008 when it placed 7th among the top rice producing provinces in terms of incremental palay production nationwide.
For Naga City, Robredo said the city government posted a 97-percent overall tax collection efficiency in 2008 making it exceed the P430-million mark and become the richest city in terms of revenue among the seven in the Bicol region.
“We would be improving in 2009 owing to our more aggressive tourism and investment programs in time with the Tricentennial celebrations of the Feast Day of Our Lady of Peñafrancia, the patroness of Bicol on September,” he said.
The year would also mark the start of the operation of a branch of SM Mall that occupies a 1.4-hectare area within the sprawling Central Business District of the city.
This development would translate to an additional P40 million annual revenue for the city and average of P12 in monthly salaries and wages for the mall’s 4,000 workers sourced from the local workforce, Robredo added. (PNA)

I really missed Red Platter. This is sort of an upscale place along Magsaysay Avenue. I don't think the upcoming manila based Red Ribbon in Centro will have an edge against Red Platter. Red Platter is as good as Red Ribbon in terms of quality.

I read your message again. I understand that you want a nature trekking or mountain climbing of a sort? I know somebody here in Naga, which he can add you as part of the team for 2 or more days camping and trekking.

Its teachers earned more recognition awards and its students reaped more academic and extracurricular achievements for school year 2007-08 than in previous years.
The division is headed by Evangeline Palencia, who was chosen one of 2008 Most Outstanding Female Superintendents of the Philippines, by the Metrobank Foundation in July.

Early this month, a division official, Herman E. Bobis, was selected one of the 15 Outstanding Physical Facilities Coordinator Awardees, “in recognition of his meritorious service and dedicated performance of the planning and engineering functions of the division… for efficient and effective delivery of quality educational facilities for safer and better learning environment.”
Jim Franklin Kalaw, a student of the Naga City Science High School (NCSHS), placed third in the International Mathematics Olympiad held in Beijing, China.
Students Jenny Funtanar of the Naga Central School and Rica Rose Pacardo of the NCSHS won in the 2008 National Press Conference held in Cotabato City.
Estephanie Vargas, a graduate of the Camarines Sur National High School (CSNHS), placed seventh in the board exams for teachers held last year.

MANILA, Philippines -- The Liberal Party is considering two local government officials honored several times for good governance for its senatorial in the 2010 elections: Isabela Governor Grace Padaca and Naga City Mayor Jesse Robredo.
Thus said former Senator Franklin Drilon, himself one of the likely senatorial bets of the party that is grooming Senator Manuel “Mar” Roxas II as its presidential candidate.
In a press conference on Saturday in Quezon City, Drilon named eight politicians being considered for the Senate slate of the party.
The remaining five are former education secretary Florencio “Butch” Abad Jr., Muntinlupa Representative Rufino Biazon, Quezon Rep. Lorenzo Tanada III, former congressman Nereus Acosta, and beauty and fitness expert Cory Quirino.
Padaca, who defeated a political dynasty in Isabela, and Robredo are both recipients of the Ramon Magsaysay Award, dubbed as the Asian equivalent of the Nobel Prize.
Drilon said the party has officially nominated Roxas as its standard bearer for the 2010 elections even if Roxas has remained coy about his political plans.
Drilon also said that the Supreme Court would play a critical role in politics during the months leading to the presidential elections next year.
He said the public will see “in the next 18 months the critical role the Supreme Court will play in the political history of our country.”
Drilon, who served as justice secretary for about five years, said that among the major issues the high court will confront will be the issue of Charter change and the eligibility of former President Joseph Estrada to run for President next year.
He expressed concern, however, echoing the previously published sentiments of many groups, that since seven justices will retire this year and will have to be replaced by President Macapagal-Arroyo, the high court will be dominated by appointees of Arroyo when it confronts these political issues.

Some forumers here always have that tendency to compare Naga and Legazpi and I cannot see the reason why. I also got into another Naga City forum and all that the forumers do there is compare Naga and Legazpi. But I'm also glad that there are also some wise heads in the thread who have been calling the attention of the bashers.
We are both Bicol cities and we should be proud of both our cities. Let's avoid crab mentality, one of the worst characters the Filipinos are known for. Naga has always been a place close to me because my father worked in Naga for more than 20 years. During those years my father used to bring me to Naga during summer vacations and I'm always amazed at the city because Naga has always been commercially advanced compared to Legazpi. Now that Legazpi is fast catching up, Naguenos should be proud because another Bicol city is becoming one of the top performing cities in the country. Naga will always be Naga because it has its own character the same way that Legazpi has its own. I have always been proud of Naga if ever there are new developments in the city. If there are projects implemented in both cities, the project proponents may their own reasons for doing so. For example, why was Legazpi chosen as the government regional center in Bicol? I think the main reason is Legazpi's geographical location in Bicol and not because it is advanced compared to Naga. Imagine if the regional center is in Naga. People from Catanduanes, Sorsogon and Masbate has to pass by Legazpi before going to Naga. So isn't it logical that you put your regional center in Legazpi? In the same manner, why is Naga the educational center in Bicol? It's because the old and tested educational institutions are in Naga, like Sta. Isabel, Ateneo and UNC. Even Legazpenos up to now still go to Naga for their college studies as an alternative to Manila. But we should be proud that Legazpi's educational institutions have been catching up fast. Then, why did Landco chose Legazpi not Naga as the site of the first big time mall in Bicol? Maybe because the Pinedas of Legazpi was wise enough to offer their property first to Landco before the Martirez family of Naga and Baao offered theirs to Landco. In the same manner why did SM chose Naga to be the site of their first mall in Bicol. For me at this point, both Naga and Legazpi are ripe for big time mall like SM City. But if I were SM, I would have done the same thing. I wouldn't build the mall in Legazpi because there are already two big malls in the area. We know for a fact that SM was also looking for a viable site in Legazpi but SM was wise enough to build it first in Naga. Maybe in five years, Landco will proceed with the construction of PM Naga and SM will also contemplate on proceeding with their SM Legazpi. These possibilities are not far fetched. So my dear forumers, let's work together for the advancement of Bicol so we can get away from the abject poverty that has always been associated with our region. We Legazpenos are very proud of what is happening in our city, the same way that we are also proud of what is happening in Naga and the entire Bicol Region.

It doesn't speak highly of people of Naga, nor does it give non-Naguenos any reason why they should.
Garycooper you are right, Legazpi City is Legazpi City in its own way just like Naga City is Naga City. Let's just be proud of both cities regarldless of where we're at. As I stated before in Legazpi forum, I believe that what's good for Legazpi City is good for the whole entire Bicol region, and same goes for Naga City. Yes it isn't bad to compare, but let us be respectful of others.

The conference aims to promote awareness and understanding of climate change through varied journalistic approaches and demonstrate commitment to support programs and advocate for community initiatives to ward off negative effects of climate change through responsible journalism.
Each region is required to send 214 student-delegates to the national press conference.
Participants who will vie for the national competition are (1) the top three regional winners in each of the seven competing categories, elementary and secondary, English and Filipino in Individual Writing Contest; (2) fourteen participants (7 elementary and 7 secondary) and four coaches (2 elementary and 2 secondary) of the radio broadcast and scriptwriting contests from the regional winners.

Well said, garycooper!!! Thanks for waking others up!!! Comparison is actually good but in a good way. It could create stiff competition and struggle to move forward as fast as the city can. In this manner, one would catch-up with the other. I used to be one of those bashers in the other forum but I realized it's not right. Legazpi has suffered so much from devastation of typhoons and to pull down such beautifiul city even in words is not right. I'm glad it's finally catching fast, the fastest in many years. I'm glad with your Embarcadero which will surely attract mnore tourists to your city. I once asked if I were in favor to replicate such structure here but I said there should only be one Embarcadero so as not to have much competition. A different structure would be best to establish an identity different form Legazpi's Embarcadero.
I guess, comparison between two cities started because Legazpi is used to be the queen city of Bicol Region. It's like the benchmark of everything, so whatever is new it has to be compared with Legazpi. It started all there, I guess.

DAET, Camarines Norte --- It’s only a matter of time that all males, especially those of pre-teen age, in this province will all be circumcised, preparing themselves for manhood, at least physically and emotionally, once a proposed provincial ordinance is passed that requires all sons of Adam to undergo the Filipino rite of passage.
The two-page measure, ‘An Ordinance Launching the Annual Operation Tuli in the Province of Camarines Norte’ and to be otherwise known as “Tunay na Ulirang Lalake Ordinance” or TULI, was authored by Provincial Board Member Joeffrey B. Pandi.
He said that the local legislation, which has triumphantly hurdled its second reading the other day, is meant “to enhance the physical well-being of a boy or pre-teen, preparing him for early manhood and as a good citizen of his community.”
Pandi has asked the different civic organizations here, like the Rotary Club, Lions, Jaycees, and the Camarines Norte Medical Society to lend their support in the implementation of the soon-to-be-approved ordinance.
Lady members of the provincial board, while giggling over the deliberations of the proposed measure kidded Pandi if he was directing the intent of the ordinance to some male colleagues. “Wala ka bang pinatatamaan sa Sangguniang Panlalawigan?” they asked.

My Good is all I can Say!
I am not sure about that amount, because when I had the chance to go to Gota when I was in Caramoan to conduct the Philippine Science High School examination. The fee was P300.00, not P150.00. I should know because I was with someone working for the LGU. We got a discount though (P150.00) because my visit was kind of paid for by the local government. I got to talk to some locals and they say they really pay first before going there even though they won't swim at all. They said they used to go to the beach before--for free--and these "developments" have recently banned them from enjoying what they did years ago.

PILI, Camarines Sur, Jan. 18 (PNA) -- The Philippine Center for Entrepreneurship (PCE), in partnership with the Camarines Sur provincial government, kicks off 2009 with the Go Negosyo Bicol caravan Jan. 30-31 at the Capitol convention center here to encourage and promote an optimistic and entrepreneurial mindset among Bicolanos.
This was bared during the press conference Wednesday at the world-class Camarines Sur Watersports Complex (CWC) by PCE’s executive director Ramon Lopez and Gov. LRay Villafuerte, who himself is a member of the Go Negosyo’s Board of Trustees.
Lopez said the Go Negosyo event will have a forum on business' starting, marketing, financing and growing. Go Negosyo will also give awards, 10 each, for the category of most inspiring Bicolano entrepreneurs, and micro entrepreneurs. The awardees will come from the entire Bicol region. They will serve as role models and inspirations not only for their fellow Bicolanos, but to Filipinos in general.
Some 3,000 participants mostly would-be businessmen, members of cooperatives, beneficiaries of micro finance institutions, rural banks, people’s organizations, non government organizations, and students are expected to attend the Go Negosyo conference.
Sec. Cerge Remonde of the Presidential Management Staff, and Joey Concepcion, Go Negosyo founding trustee, who is also the presidential consultant on Entrepreneurship, will lead the guests during the event dubbed “Go Negosyo Goes Bicol Express.”
Other successful entrepreneurs and prominent persons who already confirmed their participation to the two-day regional business gathering include: Vivienne Tan (Entrepreneurship School of Asia); Myla Villanueva (MDI Group of Companies); TV personalities Karen Davila, Rico Hizon and Eco dela Sala.
PCE is a non-stock and non-profit organization that aims to make the Philippines a thriving entrepreneurial nation. It intends to instill among Filipinos a mindset of optimism and a culture of entrepreneurship, turning them into a competitive entre- and intra-preneurs.
PCE sets out to attain this goal through the four core programs of: 1). Communication and advocacy; 2). Capacity building/business assistance through mentoring; 3). Research and idea generation for purposes of database and policy development; and 4). Program partnership with educational institutions and other agencies in the field of entrepreneurship and economic development.
In a statement distributed during the press conference, Concepcion, Go Negosyo’s head, said “We are grateful to be working with Governor Villafuerte, who is also a Go Negosyo champion in this side of the Bicol region. He has done so much for Camarines Sur to transform it to a global tourist, IT and negosyo hub. He is an inspiration to many aspiring entrepreneurs and the youth.”
Villafuerte, who is a successful businessman before he was elected governor of Camarines Sur, is credited for making the province as Bicol’s top tourist destination since 2006. Two of his big projects, the CWC and the Gota Village Resort, are now the favorite spots frequented by foreign and local tourists. (PNA)
