Nabua's red-bricked church is a standout. one can't miss it as /she passes by the town center.

CBD 2 sans the terminal with only earth friendly vehicles plying inside the area plus parks and other recreation facilities would be the ultimate leisure and shoppers haven. Looking at CBD2, it is poised to have the total package from health, sports, education, shopping and transportation.

good idea. the present terminals can still look cleaner and better maintained.

'Noy misunderstood on pronouncements regarding Robredo'

MANILA, Philippines - Malacañang defended President Aquino from criticisms of indecisiveness with regards to his Cabinet members, saying the Chief Executive was misunderstood on his pronouncements regarding Interior and Local Government Secretary Jesse Robredo.

Deputy presidential spokesperson Abigail Valte said over radio station dzRB that the President immediately clarified after his television interview on Thursday that he had no plans to transfer Robredo to another post, even if the latter serves in an acting capacity.

Valte said though the President disclosed he was exploring other possibilities to make use of Robredo’s expertise in dealing with informal settlers, he did not make any conclusion. “There is no need to go into speculation that someone is making decisions for him, the President makes his own decisions,” Valte said.

Mr. Aquino said in his Thursday interview that there would be changes in the interior and the environment departments because those he appointed there were only in acting capacity.

The President said he would replace Environment Secretary Ramon Paje by next year, amid rumors that defeated Liberal Party senatorial bet Neric Acosta would assume the post.

Acosta cannot assume any government post at this time because of a constitutional one-year ban on the appointment of losing candidates.

“The President was sharing his thoughts and he did not make a conclusion. After the entire thing, people came to their own conclusions about what the President said. Maybe if we go back to the transcript, isn’t it clear that (the President) did not make a conclusion? That’s why he was also very quick to make the correction… He said that, you know, I was misunderstood,” Valte said.

opened in Naga City six years ago,
We always had a choice
of either rice or roll.

I have been to so many KFC's
around the world
I cannot remember seeing rice in the menu
or anyone choosing rice
over roll since time immemorial.

opened in Naga City six years ago,

KFC here in Deira does not serve rice either... they serve 3 piece chicken combo with rolls (actually its a hamburger bun) , french fries,coleslaw and drinks... theres no such thing here as a one piece or two piece chicken orders...

CHOWKING here in Karama Dubai is packaged more as a casual dining resto rather than fastfood.. complete with menu and waiters/ waitresses serving the guests...they do offer the Lauriat meals plus more (i.e. Crispy Veggies in sweet and sour sauce -- its has tofu, broccoli and other veggies) which is not offered in Manila...

There seems to be disorientation here. Looking at the map, there can be no way that Ragay, Lupi, etc. can be south of Naga. Towards the east of Naga is Partido district, southward is Rinconada, northward is Bay area, westward is Railroad town.:)

Creating the entire CBD as a real shopping hub with buses and jeepneys having separate routes and these earth friendly vehicles is the only master of the road criss crossing the streets of CBD2.

This was an easy job for the Araneta Group as they own the entire parcel of land. If a route like this will be suggested between LCC and SM, papers and papers and papers to be signed between and FS to be studied, blah, blah, blah. In short, I say it's not feasible pa.:D

I think, they followed the direction of the roads leaving Naga. Going to Calabanga via Bagumbayan, that's North... to Pili via Concepcion, that's East and to Ragay, Pasacao, via Mabulo, that's West...

When I parked my my car infront of Chowking Centro, my two kids (5 and 13 years old) chorused (CNN Hero- Tito Efren) upon the recognition of Efren Penaflorida.

My daughter recognized Jericho Rosales being a very popular but none of us, even my wife was able to identify the rest in the picture.

We should review our Pinoy Pop Culture IQ.:ohno:

The two kids watches nothing on TV but Survivor Philippines, Pepito Manaloto and the Pinoy Idol which they sorely miss.

Better than the Big Mac. (Incidentally McDonalds aso serves a horrible tasting burger called Burger McDo which they shove on every happy meal kit)

It also has a different name and without the messy mayonnaise found in most burgers in the Jollibee stores in the Philippines.

We have not visited a Jollibee store abroad or a long time as the children grew older, they started to enjoy the food from different places we visit.

I'm not aware if they are still serving a better and different fare. These Filipino- owned restaurants serving better food abroad compared to their local storeS are depriving their Filipino costumers of having better tasting and more superior food choices.:ohno:

Better choices comes with better prices doc. See the price difference of Big Mac or even happy meal in other countries like US. The price is double compared with the big mac or happy meal here in the Philippines. But the quality makes the difference. They make it cheaper so that every Filipino can afford it. But its taste is compromised also. Like the burger mcdo, only in the pilipins lng yan, parang puro taba yun patty but cheaper compared to the regular hamburger.

Also, iba pa rin panlasa ng karamihan satin mga pilipino. Most filipinos prefer to eat rice than bread.

Legazpi is lucky for having a home based developer thinking ahead of his time.

He does not think of spending so much, does not think of his personal gain just to bring the first world feel to his kababayans.

It is a difficult and expensive advocacy that needs everybody's support.

right with that! They barely know the CNN hero of the year for 2009. Instead, they're fixed to the teleseryes... haha! how unfortunate though... :ohno:

I know, but this is a wake up call that I need to teach my children more about Filipino Pop Culture.

It would make them less Filipino if they are unaware of what is happening in the PI and if they do not know the people around them.

Both kids prefer to read and watch less TV as they don't understand Tagalog well.

They speak purely in fluent Bicol and English at home as we never taught them how to speak in Tagalog.

I have always believed the Tagalog is distracting them from learning conversational English as everyone understands the former.

Most Filipinos also know how to speak English (but not Bicol). They can communicate using English to understand each other.

This actually develop their skill in speaking the language. Practice makes perfect.


They can speak in English once they get to Manila anyway.:lol:

there's a lot to explore and i'm one of those who haven't visited the places that i'm posting fromm the internet, that's why. :lol: sa ngunyan hanggang hiling hiling na muna hehe

not only that it's good because Bobi Rayala is offering it for free, underneath the discovery of hidden talents in the people of Naga, art is very therapeutic, the touch of paint on one's fingertip will give a different kind of sensation already. after all, beauty in one's masterpiece such as drawings and paintings is relative. you can already see a hint of one's personality in it.

Cebu city should offer ‘more than Sinulog’
ONE insight from the trip to Camarines Sur was that Cebu City should develop a tourism niche other than the Sinulog, Cebu's biggest religious and cultural fiesta, which features a grand parade and street dancing competition every January.

“People want more than visiting the beaches and seeing Magellan's Cross. You want more than that,” said Cebu City Councilor Margot Osmeña, who heads the Cebu City Tourism Commission.

She said Cebu City should offer more options especially those that will appeal to younger people, like wake boarding and water adventure sports in Camarines Sur.

“We do realize that we cannot just sit and ask why are people not coming to Cebu anymore,” Osmeña said.

She said she was amazed by the simplicity of Camarines Sur’s water sports facilities and how well organized they were. Governor Villafuerte is passionate about this, she said.

“They showed us video of what they are offering there. It's not about the governor. It's what his province can offer,” she said.

Osmeña said Cebu City doesn't have to copy Camarines Sur's water sports but should find its own niche.

She noted that many young foreign tourists were attracted by the water adventures sports and that near the water park were air-conditioned container vans converted into affordable living quarters.

“We also want to make visitors comfortable and come to Cebu,” she said, noting that younger travelers would not be interested in coming to Cebu to visit churches and museums.

Osmeña said they stayed in a simple log cabin with a bedroom and modern bathroom.

“I found it very educational without having to try it myself,” she said.

Younger councilors like Eduardo Rama and Alvin Arcilla went water skiing until the evening.

“I was like their mother in the trip. It was nice to see everybody away from work, enjoying themselves,” she said.

Councilors Rodrigo Abellanosa, Edgar Labella and Leah Japson did not join the visit. When I parked my my car infront of Chowking Centro, my two kids (5 and 13 years old) chorused (CNN Hero- Tito Efren) upon the recognition of Efren Penaflorida.

My daughter recognized Jericho Rosales being a very popular but none of us, even my wife was able to identify the rest in the picture.

The two kids watches nothing on TV but Survivor Philippines, Pepito Manaloto and the Pinoy Idol which they sorely miss.

a good working knowledge of our own pop culture is indeed helpful. helps us connect with the young.

what's amazing with our young people today is they pick up and remember all these things quite fast- and all at the same time! (processing the info is another concern, though)

‘LET TOURISTS STAY WITH THE POOR’
Cebu City dad suggests Camsur’s lodging
Inspired by Camarines Sur's successful tourism program, a Cebu City official said visitors to Cebu City should be offered bed-and-breakfast accommodations as an option to pricey hotels.

The twist is to offer the affordable lodging in urban poor homes, not upscale residences.

Barangay Luz is a good choice for a pilot area with its location near malls, said Councilor Alvin Dizon, chairman of the housing committee and one of 13 city councilors who joined the four-day “lakbay aral” tour to Camarines Sur in the Bicol region.

“This is a very good opportunity to boost tourism and at the same time our urban poor residents will have an extra income,” he told Cebu Daily News.

Dizon said Cebu City officials found out that Camarines Sur's bed-and-breakfast project offers local and foreign tourists a place to stay in resettlement areas. He said many tourists prefer the simple lodging, paying only P500 a day instead of P2,000 or more for a hotel room.

Attention on Camaraines Sur was heightened by results of the 2010 Conde Nast Traveler annual survey, reported in Cebu Daily News front page last Monday. Cebu was dropped from the list of Top Island Destinations, and replaced by Luzon in 7th place.

(Cebu, for four years, ranked 7th place in the international travel magazine's reader-based survey and 8th place for two years.)

The slide in ratings puzzled Cebu officials and even rekindled a word war between Rep. Tomas Osmeña and Gov. Gwendolyn Garcia over leadership and priorities of tourism development.

Osmeña praised Camarines Sur Gov. Luis Raymund Villafuerte Jr. for being “very focused” in developing water sports and promoting his province while blaming Garcia for promoting “her face” more than Cebu province.

Governor Garcia, in turn, said Osmeña was spreading “lies” that Cebu was no longer the no. 1 tourist destination, when statistics of the Department of Tourism show otherwise.

DOT official figures show that Camarines Sur drew the biggest number of domestic tourists in the country last year at 1,258,212 with a sharp 140 percent increase in a year's time.

But combining local and foreign visitors, Cebu is still the no. 1 tourist destination in the Philippines drawing in 1,615,982 tourists in 2009. Camarines Sur was close behind with 1,566,447. (See table.)

Councilor Dizon said he'll meet on Monday with the city housing board to discuss his idea of replicating a bed-and-breakfast program by next year.

Dizon was impressed with how Camarines Sur was using tourism revenues for programs to alleviate poverty and develop communities.

“If they can do that, then there is no reason why Cebu City can't do it,” Dizon said.

“This is also a good chance to make the tourists feel the hospitality of Cebuanos.”

He said barangay Luz would be a good pilot area as well as barangay Camputhaw and Mabolo.

Marlyn Paracuelles, president of the Association of Barangay Apas Community Association (ABACA), which has 1,200 urban poor households, said Councilor Dizon called them yesterday about the idea.

“We will welcome the program with open arms. It is another income-generating activity for our urban poor residents,” she told CDN.

Dizon said guidelines can be set with heads of urban poor organizations and City Hall's Division of Welfare of the Urban Poor for the pilot project.

The 13 councilors were expected to arrive to Cebu City last night.

Vice Mayor Augustus Young and Councilor Margot Osmena arrived last Friday.

Those who brought family members paid for their travel. For example, Margot was accompanied by husband Rep. Osmeña and their son Miguel.

Councilor Ritchie Osmeña brought her wife and one child. Councilor Eduardo Rama was accompanied by his wife.

one way of supporting gov's vision for the province is to get involved in sports haha. in my observation, sports specially running is becoming popular among bicolanos. i appreciated gov's move to give public school teachers and pupils free slots in the camsur marathon so that people of camsur would not just become mere expectators.

so far, I have developed a taste for del monte banana ketchup. Other banana ketchups, I don't really like, they use too extenders... I can taste the sweet potato... I like banana ketchup for my pork chop and fried chicken... but for my fries and burger, it's got to be tomato ketchup.

nah! I meant that it's unfortunate for a lot of our countrymen not knowing Efren Peñaflorida, the CNN hero of the year but know every actor/actress appearing on teleseryes... we certainly need more heroes to rise up and take on this country's challenge.

Although, I believe he has a show in TV5, but this young network still needs to have its presence felt in the airwaves of the provinces...

CEBU CITY, Nov. 8 (PNA) -- Two Cebu City officials said the government of Camarines Sur, one of the top tourist destinations in the country, can teach Cebu how to focus on tourism promotions.

Cebu City Vice Mayor Joy Augustus Young said Gov. Luis Raymond Villafuerte Jr. focused on tourism as a come-on, while Councilor Margarita “Margot” Osmeña, chairperson of the committee on tourism, said CamSur focused on a target market.

Both officials visited Camarines Sur recently.

Young said CamSur did well in enticing local tourists through its Water Sports Complex, a popular haven for wakeboarding enthusiasts.

“In Cebu, we have everything. But the Department of Tourism (DOT) is doing the wrong thing because it wants to cater to high-end tourists, not backpackers,” Young said.

Young said Cebu is building five-star hotels when it should be building its own mass of local tourists.

He observed that in CamSur, there are more local tourists even on weekdays. Foreign tourists flock to CamSur on weekends, he said.

Young said Gov. Gwendolyn Garcia should not take it as a criticism when officials say Villafuerte is doing a better job.

“We just want to say, learn from this. We (Cebu City officials) are not washing our hands because we are doing our part. Mike (Cebu City Mayor Michael Rama) and I are doing something to improve the garbage collection in the city,” said Young.

Osmeña also noted the importance of public comfort rooms to attract more tourists.

A Department of Tourism report stated that Cebu, Camarines Sur and Metro Manila, in that order, were the top three tourist destinations in 2009.

Cebu recorded more than 1.61 million tourists, compared to 1.57 million for CamSur. In comparison with tourist arrivals in 2008, however, the same government report showed Cebu’s tourist arrivals grew by 1.24 percent, compared to 117.25 percent for CamSur.

Young said tourism in CamSur is well-managed.

Osmeña said Villafuerte has capitalized on his hobby, wakeboarding, to make CamSur as the wakeboarding capital of the Philippines.

Osmeña said there are many youngsters in CamSur because of the Water Sports Complex and the beer park.

“The operation is very simple, there was nothing high-tech about it but they focused on a target market,” said Osmeña.

The councilor wants to bring this idea to Cebu, but without neglecting the cultural and historical spots that Cebu has been known for, like the Magellan’s Cross.

The Water Sports Complex is a government-run facility.

Another asset for Cebu that CamSur doesn’t have is more flights.

Young said he and the councilors had to leave for Cebu on a Wednesday because the flights for the weekend were booked. Flights to and from CamSur are limited.

Cebu City also has bigger malls, more restaurants and bars.

Whattaburger is still open.

Brekkie Baker is already closed. But I was still able to buy a cake last 22 August 2010 for my Aunt's birthday.

I remember the date and it was a Sunday. They were still open then.

good to see our good Carmelite nuns here, tapping their artistic side. one of their own, St Therese of Lisieux, painted and drew many artworks herself. art is a very good channel for religious expression and worship. one only has to look at the walls and ceilings of our chapels and churches!

among the nuns above are several Ateneo de Naga alumnae, one of them a co-graduate in college who has worked as guidance counselor for years at Naga Parochial. Another has been with World Bank before she enters Carmel. One nun is a Reyes, from the family that owns the Aristocrat and Serye restos (an excellent cook herself!).

the mestiza-looking nun is Mother Margaret Mary Bichara, former prioress- yes, of the Bichara family. How she loved parties and dances in her younger years!

i remember seeing some of their paintings in the exhibits at Avenue Square last Christmas.

anyone who wants some quiet and prayerful time for himself is welcome to spend some time in the sanctuary that is Carmel (Concepcion Heights beside the major seminary). Spending some time in the big, beautiful chapel or sitting down in the well-manicured grounds is a recharging experience.

CommuniTeach
September 1 and 8, 2010, WB KDC AdNU and Naga City Mayor`s Office. A reading-feeding project dubbed as CommuniTeach was presented and forged into a partnership among the Department of Education City Schools Division through Pacol and Triangulo Elementary Schools—as participating beneficiary schools—the College of Education and High School Department of Ateneo de Naga University, the Naga City Local Government Unit, SMART Communications, Inc., and Philippine Business for Social Progress. The community partners in this 3-year program are the Parent-Teacher-Community Associations of participating elementary schools. This is to enhance basic education of initially 80 elementary students.


Marathon
September 26, 2010, San Jose, Pili, Camarines Sur. To perk up support for this AdNU-SMART collaboration, 30 faculty, non-teaching personnel, and college students from the Physical Education Department, Center for Community Development, and other offices of the university joined the 5km marathon together with the thousands of runners at the Camarines Sur Wake board Center.

Supplementary Mentoring Program
October 27 – 29, 2010, KDC- James O `Brien Library, AdNU. Silid Aralan, Inc facilitated a training of volunteers for the supplementary mentoring program for improved learning among public elementary school students under SMART`s CommuniTEACH community service program. This activity outlined the roles and responsibilities of the stakeholders in this project, including that of participating Ateneo de Naga University`s involvement units as learning facilitators and the 2 beneficiary schools. A scheduled signing of memorandum of agreement among stakeholders come November 26, 2010 will highlight the build-up activities of identifying and finalizing the participating student-beneficiaries, orientation among their parents, and mobilizing for improving the program`s learning centers towards the initial conduct of remediation classes in December of this year.

This article pays tribute to the young artists and saw publication on the Art Page of Business Mirror where the author is the resident Art And Media Critic.)

In Ateneo de Naga University, the student photographers of the Department of Media Studies have photographed the Bikol River, or at least its vanishing, dying tributary called the Naga River. In the process, they are discovering what the great photographer of monumental landscapes, Ansel Adams, thinks of photograph as "that instrument of love and revelation."

For a generation identified with frenzied lifestyle and short attention span, the young photographers in the exhibit called "Kasalogan" (literally "Of Rivers): A Tribute in Black-and-White to the Bikol River" manage to slow down a bit. The photographs are studies in languid rhythm, as if the photographers are pondering about the phenomenon they were assigned to document.

Has the body of water, polluted beyond polluted, influenced the senses of the photographers?

We can only assume what was happening in them and with them when these students went on a fieldwork. Their mentor, Prof. Toots Rugeria of Media Studies, shared how the students had to cope with the instruction to shoot in black-and-white. Initially, the students were asked to take a walk along the river and look for subjects. Rugeria noted that, in the succeeding meetings, the students complained about the river being "dead," that nothing was happening at all.

The result was an exhibit, engaging and mature. The idea of environmental stewardship remained unsaid but otherwise significantly present. The concern about the dying Naga/Bikol River occupies a prominent space in the discourse of local leader and environmental advocates, the Ateneo de Naga University included. Even the present Mayor of the city, John G. Bongat, lauded the exhibit, for its focus on the river that has remained an "integral part of our life."

A quiet rush of memory and remembrances suffuses the works. The viewer gets this sense he is looking at scenes slowly fading and never to come back again.

All the photos are time slowed down, except for the one by Frances Joyce Vasquez, which shows three boys leaping from some height. For the student of photography, this shot embodies what the acknowledged master of candid shot and father of modern photojournalism, Henri Cartier Bresson, called
"the decisive moment."

In the other works the theme of non-movement is fused with departures but never with arrivals, as if the waterscape allows only leavings but never returns. This must be part of how we view development. Everyone is leaving this land, and all those who come from outside bring upon the land some measure of gross disrespect for the past.

Two photographs are remarkable for the theme of non-movement: Paghalat-halat ("Waiting") by Marie Trinidad and "Sa Baroto" (On the Boat) by Kristine Gonzales. The first shows men waiting. A witty cropping catches the prow of another boat beside it. In the second photograph, two boys, one hidden and almost unseen by the prow of the boat, are looking at something. The water hyacinths around them make the water placid even as the small boat has caused small swirling around the plants.

In "Pag-irarom Sa Tulay (Going Under the Bridge), the photographer, Sandi Ghannam, composes two distinct lines: the bridge from afar and the aged wooden hull of the boat. The two lines do not have anything to do with each other: the bridge dispassionate and the old boat, with its age attached to the older river. Even when the photographer gives a title of travel, as in Christian Taduran's "Taas-Baba" (Up and Down), the image bears with it fixity. The boat will go up and down but circumscribed within a radius.

Three photographs carry the emblem of hope, for that is really the purpose of this exhibit. One is "Barani" by Sarah Jimeno. The title refers to the body of a banana plant tied together by two boys into a makeshift raft. For the two boys, the river is the widest, perhaps wildest playground for them, unclean now...but hopefully cleaner in the next generation. The two other photographs are "Garo May Subad" (I Think there is a Catch) by Jeanly San Juan and "Hanapbuhay" (Livelihood) by Marc Serapio, two works of amazing clarity and yet imbued with dreamlike quality. In San Juan's photo, the boy has the gaze of one anticipating the fish from the other end of the line. Innocence and subsistence make always painful tandem when the natural world has grown less kind. In Serapio's piece, tranquility and purity are romanced by the young mind catching a man finding life in something that is barely breathing.

Cartier Bresson said, "Photographers deal in things which are continually vanishing and when they have vanished there is no contrivance on earth which can make them come back again. " Years from now - depending on what the city will do to the river - these photographs will not only be valuable artifacts of the past but will be the device or contrivance to bring us back to the lessons of good or bad stewardship.

The exhibit is called "Streaks of Light," a tradition already in the Department of Media Studies of the Ateneo de Naga University and was held last October 2010. Initiated in 2003, the photo exhibit caps the first semester of each school year in the school.

The municipality of Buhi headed by Mayor Rey Lacoste had recently met with a catastrophe in the form of an enormous tilapia fishkill which has been estimated to have reached 100 metric tons. The huge loss this entailed for the tilapia fish cage owners, small fishermen, and local fish vendors is reportedly staggering: Php 80 Million.

In the wake of this unfortunate occurrence, the reconsideration of Lake Buhi's protection becomes palpably paramount not only for the local LGU, but also for the government's Bureau of Fisheries and Aquatic Resources (BFAR). This is an opportune moment to strictly implement the Fisheries Code provision that only 10 percent of the total area of any lake must be occupied by fishpens.

Similarly, the local LGU ought to consider seriously the study made by BFAR's own fisheries expert Aida S. Andayog whose recommendation of reducing the heavy pollutants of the lake entails some tough choices for the municipality.

According to the study, a "skip-feeding system" needs to be implemented by Tilapia fish cage owners in order to cut down on the feeds whose residues now pollute the lake. With "more than 5,000 Tilapia fish cages now occupying 70% of some 1,700 hectares of Buhi's lake area," the volume of feeds and their ensuing waste products being dumped on the lake arguably pose as a serious threat to the lake's eco-system.

What is clearly troubling from the above assessment is the inference that we may reach: the number of fish cages must be limited for the sake of Lake Buhi and all those who benefit from its resources. Since supposedly around 80% of Buhi's inhabitants are engaged (directly or otherwise) in fish farming in the Lake, any decision which would effect a reduction in the number of fish pens would be politically unpopular.

Still, if long-term considerations are taken into account, and following the above appraisal of the situation, then such a difficult decision must be undertaken by the municipality who stands to lose the most when the Lake dies. In other words, Buhi may just have to limit its Tilapia production if only to save its proverbial goose that lays the golden eggs.

Pili, Camarines Sur (27 October) -- The Bureau of Fisheries and Aquatic Resources (BFAR) in Bicol has conducted a three-day training on the Sanitary Code of the Philippines and Requirements of Export Chain on October 7-9, 2010 at the Avenue Plaza Hotel, Naga City.

A total of 30 sanitary inspectors from Albay, Camarines Sur, Sorsogon and Catanduanes and fish traders of fresh/frozen fishery products, talangka and crab meat from Camarines Sur and Sorsogon were trained on Good Hygiene Practices (GHP) as required by the Sanitary Code and Export chains.

The Technical Related Training Assistance (TRTA) Project of the European Union (EU) sponsored the event.

Dr. Christopher Oates, a consultant of the TRTA shared a comprehensive lecture on the first day. He discussed the Food Safety Requirements for Export Markets and Technical Requirements of Inspection.

To apply the knowledge gained, the participants had a mock inspection in the fish processing facilities in Camaligan and Gainza, Camarines Sur on the second day.

The participants also attended a campaign on good hygiene practice on sanitation at Barangay Cagbunga in Gainza which was participated by BFAR Assistant Regional Director Marjurie Grutas, Mayor William Abilay, Barangay Chairman Eriberto Pablo, and the talangka gatherers and pre-processors as well. A press conference followed the campaign to further disseminate the importance of abiding with the sanitary code in the preparation of fishery products. (BFAR V/PIA/mal)

Had a chat with a real estate broker here in Naga and she revealed that with the sudden hype of Business Process Outsourcing here in Naga and Cam Sur, the Avida Land under the Ayala Management is eyeing a BPO Contact Center within the Ayala Subdivision @ Pacol, Naga City.

The location is very ideal as it is very near a prominent academic institution and is just 5 mins drive to the city proper and with the burgeoning residents of the Ayala-owned subdivisions who are part of the affluent residents of Naga who possess an outstanding communication skills it would be feasible to put up a BPO site she added. Further, she noted that Naqueños and Camarinenses are keen on investing on real estates that's why in a very short time Camella already has 2 branches (Del Rosario and Cararayan) and is one of the most sought subdivision competing against Parkview Village of the Aman Engineering.

Lastly, the 9-hole championship golf course in Pacol, Naga City is poised to become another sports landmark in Bicol.

The tickets to the Harry Potter 3D is now pre selliing for the SM Ciinema 3D Digital theater.

I'm glad the Bichara Theather Mall and Emily Theaters renovated their movie houses. These are icons in the Bicol movie history.

They should also consider converting one of their downtown theaters to 3D to compete head on with the SM 3D Cinema.

The city should invest more on real bricks. They are beautiful and would last for centuries. The older real bricks get, thoe more beautiful they become.

Look what happened to the Panganiban sidewalk with similar designn.

As of last week, they dismantled the tile floors and stairs. The just opened ukay ukay section now has a brick style flooring and stairs.

Arroyos file bill to aid environment
MANILA, Philippines — There is a need to institutionalize corporate social responsibility among local and foreign corporations so that the environment would be protected, according to Camarines Sur Rep. Diosdado Arroyo and his mother, Pampanga Rep. Gloria Macapagal Arroyo.

The Arroyos filed House Bill 1224 which seeks to institutionalize corporate social responsibility.

“Their foremost intent is to maximize their respective returns on investment totally disregarding the impact of their activities on customers, employees, shareholders, communities and the environment,” Arroyo said in his bill.

The proposed “Corporate Social Responsibility Act of 2010” mandates corporations to observe its corporate social responsibility or the obligation to consider the interests of society by taking responsibility for the impact of their activities on customers, employees, shareholders, communities and the environment in all aspects of their operations.

The measure also directs companies whether big or small to come up with their own CSR programs and use it as an effective tool in improving their public relations with all concerned stakeholders. (David Cagahastian)

BoC sluggish collections
Despite the holiday season, revenue collections at the ports remained sluggish, contrary to expectations.

The Bureau of Customs (BoC) posted a deficit of P9 billion for its October target, the third month in a row that it failed to reach its goal.

The influx of imports last month was not able to offset in any way the lingering revenue collection shortfall, of which P2.9 billion came from Tax Expenditure Fund (paper revenues from the importation of other agencies), and P6.1 billion for cash collection.

Preliminary figures showed that BoC only collected P18 billion last October as against its target of P27 billion or about 33 percent off its revenue goal.

Of its collection for January to October, the agency had a wider shortfall of P21.43 billion after it only collected P209 billion against a target of P230.65 billion. Some P188.45 billion accounted for cash revenues, while P20.78 billion were from TEF.

“The figures may still change as there are some (uncollected) data from the ports that still need to be consolidated. These are the Ports of Limay and Aparri,” a source said. (Raymund Antonio)

E-Passport mission in Mozambique
The Philippine Embassy in South America undertook the first mobile electronic passport (ePassport) mission to Maputo, Mozambique.

Processing and accepting applications of ePpassport were simultaneously held at the Grandeur International School in Maputo where a “salo-salo” was also held to welcome the Consular team which hosted by the Filipino Community of Mozambique (Filcomoz).

Filcomoz likewise assisted the six-member consular led by Third Secretary and Vice Consul Maria Roseny B. Fangco, in collecting the application forms and organizing the large number of Filipinos in Mozambique, who took advantage of the mobile mission to apply for the new ePassport.

The consular team was able to accept 130 ePassport applications, as well as 11 applications for notarial service.

DOT: Cebu has more to offer to tourists
Cebu's countryside remains a vast untapped resource that should be developed in order to boost tourism in the province.

Regional Director Rowena Montecillo of the Department of Tourism in Central Visayas (DOT-7) said Cebu can remain competitive with new top tourism player Camarines Sur and other tourist spots in the country if new attractions are set up for domestic and foreign visitors.

“There are always new activities in other regions,” Montecillo said.

She said Cebu has its advantages in its international airport, its varied hotel and resort options and efficient and accessible roads.

Montecillo said Camarines Sur's emergence as a top tourism player came as a result of their packaging as a sports adventure destination for younger markets.

Making the province more attractive was its affordable hotels and establishments, she said.

Montecillo said Cebu City Vice Mayor Joy Young's suggestion to have hotels and resorts offer a “bed and breakfast” option to tourist is worth exploring.

Pension houses can also offer similar services but they weren't promoted that much, she said.

Montecillo said they are also promoting the Siquijor healers as part of its tourism campaign for the Holy Week next year.

Naga River Rehabilitation Project

the 5-year 200M River Walk Project of the City is now under the scrutiny of the UNESCO. The UNESCO people recommended to the city to create a program in rehabilitating not only the Naga River but as well as the drainages of the city. They (UNESCO) cited that rehabilitating the river does not premise only on the river itself but as well as the connecting channels which pumps in water to the river. Thus, they urged the city to improve the drainage system first and decontaminate sewerage to avoid polluting the city river.

A city hall official added that if the program comes to reality they (UNESCO) will put a satellite office here in Naga just to monitor the program.

Another thing, if this project materialized, UNESCO will provide the city with a FULL GRANT of the project.

The Camsur model
There is something local officials should learn from Camarines Sur. Unity and focus make a difference.

Bicol’s largest province used to be the country’s 39th poorest province with revenue of about P655 million in 2004. Six years later, it managed to double its revenue to become the 10th richest province of the country.

Although the province is mainly agricultural, its officials were able to position Camsur as a premier tourist destination when it built the CamSur Watersports Complex (CWC) through various loans, including a P2-billion loan from the Development Bank of the Philippines.

The new complex established Camsur as the largest wakeboarding center in Asia. The sprawling facility located within the Provincial Capitol Complex in Pili hosted Ironman 70.3, the first time for the country to host the international triathlon sports event.

Camarines Sur was second to Cebu in terms of tourist arrivals in 2009 although in the first half of that year, it emerged the No. 1 tourist destination in the country, according to the Department of Tourism (DOT) data published in the Inquirer.

Cebu registered 1.61 million in tourist arrivals in 2009 followed by Camarines Sur at 1.5 million and Metro Manila at 1.4 million.

Based on the 2009 annual tourism report, Camarines Sur showed the biggest improvement among the country’s top 14 destinations. Tourist arrivals shot up by 117.2 percent due to international and local sporting events.

Their top markets were Australia, the United Kingdom and the United States whose nationals flocked to Camarines Sur to wakeboard.

The report signed by then Tourism Secretary Joseph “Ace” Durano credited the Camarines Sur provincial government for investing in water sports facilities which “stimulated visitor volume.”

The Department of Tourism said Camarines Sur’s initiative should serve as a model for other local government units in “harnessing tourism potentials and putting into maximum use local resources to create more economic activities.”

But more than that, officials of Camarines Sur do not publicly quarrel with chief executives of towns and cities.

While the CWC was mainly the initiative of Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. , he doesn’t quarrel with the Robredos who control Naga City, the only charter city in the province. The only public spat they had was over territorial jurisdiction of a plaza in Naga City.

Cebu City Rep. Tomas Osmeña has pointed out that Cebu lacks an integrated tourism plan.

“Here, it’s to each his own. There is no interconnection between all these resorts,” he said.

What he didn’t mention out was the similar lack of interconnection among officials of Cebu city and the province in developing Cebu as an island destination.

Cebu officials squabble and criticize each other instead of working together to promote Cebu.

Osmeña should also reflect on Camarines Sur’s relationship with other LGUs and try applying it.

Maybe a harmonious relationship with provincial officials, among them Gov. Gwendolyn Garcia, is the key to finally cement Cebu’s status as the country’s No. 1 tourist destination. Yup! Kev pointed out that most Convergys tie up with Ayala own properties. So, the plan Convergys @ LCC is still much of a hype specially that Ayala will soon be felt here in Naga.

So let's look on its pro's and con's:

Location - A BPO in Avida-Ayala is a bit secluded, only a few transport vehicles ply to and fro Pacol.

Security - a+

Recreation - Naga City Stadium, Carolina Resorts, etc..etc.

I foresee more positive things in putting up a BPO at Avida-Ayala Land.

Saints and Thousand of Armies will join Lake Buhi Clean Up Drive today
Members of the Church of the Latter Day Saints and a battalion of soldiers from the Philippine Army will volunteer and joins the Local Government to clear and hauls water lilies which populated ¾ of Lake Buhi a couple of months ago.

A week ago, some P5 Million worth or 100 metric tons of tilapia has been put to waste after a massive fish kill hit six villages in Lake Buhi which affected 80% of fish cage operators.

According to Lake Buhi Management Office, the presence of large mass of water lilies that block the sunlight and oxygen could be another factor that caused the fish kill aside from sulphur dioxide emission coming from Mt. Asog and the overpopulation and overfeeding of tilapia fish culture.

The clean up drive was initiated by the Local Government a month ago, It is said that a total of P900,000.00 was already disbursed from public funds to pay the workers hauling the lilies at P150.00/day.

Meanwhile, the Church of the Latter Day Saints has already completed a water system project in barangay Iraya worth 1.7 Million and will donate again to LGU Buhi P17 Million for another water system projects in mountain and road sector.http://www.facebook.com/note.php?note_id=167457193283136&id=154477444581188&ref=mf

Cebu's countryside remains a vast untapped resource that should be developed in order to boost tourism in the province.

Regional Director Rowena Montecillo of the Department of Tourism in Central Visayas (DOT-7) said Cebu can remain competitive with new top tourism player Camarines Sur and other tourist spots in the country if new attractions are set up for domestic and foreign visitors.

“There are always new activities in other regions,” Montecillo said.

She said Cebu has its advantages in its international airport, its varied hotel and resort options and efficient and accessible roads.

Montecillo said Camarines Sur's emergence as a top tourism player came as a result of their packaging as a sports adventure destination for younger markets.

Making the province more attractive was its affordable hotels and establishments, she said.

Montecillo said Cebu City Vice Mayor Joy Young's suggestion to have hotels and resorts offer a “bed and breakfast” option to tourist is worth exploring.

Pension houses can also offer similar services but they weren't promoted that much, she said.

Montecillo said they are also promoting the Siquijor healers as part of its tourism campaign for the Holy Week next year.

Camarines Sur gained prominence after it ranked high in the 2010 Conde Nast Travelers Survey for Asia's Island Destinations.


Cond Nast's rating is a big honor for the province and this should end the speculations doubting the tourism statistics released by the DOT.

The answer is plain in simple.

CamSur is topping tourism statistics due to and effective tourism program, good packaging as the ultimate sports destination , affordable accommodation and a visionary governor - all in one.

CamSur created a s trend on sports tourism and different provices in the Philippines are now offering sports related activities. Every place in the country wants to be like CamSur.

It’s a great honor that a progressive city like Cebu envying a small time province like CamSur’s tourism program.

It’s a humbling experience.

What does PINAMUNTUGAN (from Pinamuntugan Bell of Buhi) mean?

Does this equate to "ibinuntog" meaning inihulog or ibinaon? I heard that bell was buried under the Lake Buhi.

Please support the SAVE THE LAKE BUHI movement... if we save the lake... we will also save the ricefields / ancestral lands we have there... sayang naman ang sasarap pa naman ng tilapia namin dun...

STA CRUZ, BUHI... thats where my 82 year old NANAY now lives with all my relatives there in Buhi... she prefers to live and die in this ancestral land of hers... dito na rin kasi sya pinanganak lumaki nagkaisip kaya gusto nya dito na rin mamatay...

We miss Nanay so much...shes fondly called NAY TOYING in Sta Cruz short for VICTORIA...my mom's older sister...

After several occurrences that hit Lake Buhi over the decade, until now, authorities clashed on the real cause of the phenomenon? However, all the declared causes were all allegations and were not supported with scientific discovery. Such contentions were being said by the same authorities again and again and again.

Here are some official statements coming from various publications, authorities and media resources, analyze them and find it yourself the contradiction? Then, uncover if these authorities are doing their job to mitigate such catastrophic losses after the first recorded fish kill in 1998.

1998 Fish Kill
ONLINE JOURNAL - the biggest fish kill in Lake Buhi cost tilapia growers P 25 million in losses reportedly due to pollution. Other experts claimed sulphur emission also caused the fish kill. (Sonny Sales, June 25, 2010)

I also saw this yesterday at Cubao and thought of taking photos of it. Magayon syang hilingon sa Cubao. And there are cues at different sides of the streets for riding these "car/ts" :lol: Not only for Cabs.

Bishop Legaspi Set to Retire Soon

MANILA, Philippines – Nueva Caceres Archbishop Leonardo Legaspi is expected to submit his resignation letter to Pope Benedict XVI on Nov. 25, the day he turns 75 years old.

The Code of Canon Law requires bishops to tender their resignation on their 75th birthday. Other prelates who turned 75 this year are Capiz Archbishop Onesimo Gordoncillo and Pasig Bishop Francisco San Diego.

But even if they reached the retirement age, they will continue to govern their dioceses until the Holy Father appoints a replacement.

Just like in the case of 78-year-old Manila Archbishop Gaudencio Cardinal Rosales who turned 75, August of 2007. Until now, he continues to govern the Manila See.

Aside from Rosales, other prelates who already submitted their letters of resignation to the Pontiff, but not replaced yet are Tuguegarao Archbishop Diosdado Talamayan (78), and Davao Archbishop Fernando Capalla (76). (Leslie Ann Aquino)

The Literature and Languages Studies Department of Ateneo de Naga University will be sponsoring the Bicol Regional Conference on Language and Literature: Engaging New Frontiers in Pedagogy and Research on April 29-30, 2011. Planned to be held in Ateneo de Naga University, the conference will feature three keynote speakers form Metro Manila and will be open to teachers, scholars, and writers in the Bicol Region forthe parallel sessions. The Department expects the attendance of high school and college teachers from different schools in Bicol.

The conference aims to discuss important current issues in pedagogy and research in English language and in literature through lectures, paper presentations, andworkshops. It also aims to organize language and literature teachers of the Bicol Region to initiate a regular gathering of educators for conferences and other important endeavors.

The Philippine Chamber of Commerce and Industry (PCCI) entered into a Memorandum of Agreement (MOA) with the Department of Interior and Local Government (DILG) during the concluding ceremony of the 36th Philippine Business Conference at the Manila Hotel last October 15, 2010.


The MOA was signed by PCCI President Dr. Francis Chua and DILG Secretary Jesse Robredo and was witnessed by PCCI Area Vice Presidents Apolinar Aure (South Luzon), Nelson Yuchongtian (North Luzon), Antonio Keh (NCR) and Edwin Capili (Mindanao).

PCCI-DILG Agreement is a framework to effectively promote good governance-oriented policies and institute administrative reforms for scaling-up national competitiveness. The partnership outlined joint-undertakings in developing local databases, and institutionalizing a forum for regular policy consultations on concerns that affect business and local economic development.


Some highlights of the MOA are streamlining of business permits and licensing systems; review of the Local Government Code, Revised Fire Code of the Philippines 2008, and the Government Procurement Reform Act. These major areas of cooperation are geared towards increasing public trust through observance of transparent and accountable governance and boosting up business confidence for local investments.


PCCI President Dr. Francis Chua welcomed this partnership with DILG that is focused on making the environment more conducive to business and investments. He added that this partnership will be cascaded down to the local level of both organizations to ensure that full implementation of this public-private sector initiative will have positive impact to local economic agenda of both local government units and business.

The city should invest more on real bricks. They are beautiful and would last for centuries. The older real bricks get, thoe more beautiful they become.

Look what happened to the Panganiban sidewalk with similar designn.

And before putting up something in the city, they should consult professional Designers and Landscape architects for the design to conform with the local cityscape.

Look what happened to those multiple colored lamps in the city, which is found in almost all majors cities and towns in the Philippines.

Many were taken aback by the statement of President Noynoy Aquino that Jesse Robredo was on his way out as Secretary of Interior and Local Government. P-Noy had earlier expressed ambivalence in keeping Robredo for long in the DILG, so much so that the President did not submit Robredo’s papers to the Commission on Appointments. Thus Robredo had the status of acting secretary.

People could not understand why P-Noy is uncertain about Robredo, who may have one of the most impressive curriculum vitae among Aquino’s cabinet members. A lot of Aquino supporters also believe that Robredo can tremendously help the administration, especially in its thrust for good and honest governance.

As mayor of Naga city in the Bicol region, Robredo made people’s participation a regular feature in local governance. LGU decisions were made through consultations with the people. Robredo was able to successfully crack down on jueteng in Naga City. That proved Robredo not only had a curriculum vitae, having attended Ateneo de Naga, De la La Salle, the University of the Philippines and Harvard University, but also knows how to put theory and policy into practice.

So why wasn’t Robredo getting the confidence he deserves? Is it because Robredo is not among P-Noy’s favored Ateneo de Manila classmates or Ateneo Law 1984 alumni? Is it because Aquino had a not-so-good experience with Robredo during the campaign?

Fortunately, many were happy with the clarification made by P-Noy that there wont be any cabinet revamp soon. That means Robredo can keep pushing his anti-jueteng drive for now. The worst thing that could happen, Malacañang said, would be to give Robredo a new assignment dealing with informal settlers.

P-Noy hasn’t been effectively using Robredo’s talents. He gave the police portfolio to his good old friend, Undersecretary Rico Puno. People were asking why. Does he not trust Robredo enough? Isn’t Robredo’s CV and sterling record as mayor not enough?

Luckily for P-Noy, Robredo is a good and patient ally who never complained about his situation. Lesser politicians would have done a lot worse. But really, there is no need for P-Noy to transfer Robredo to that yet-to-be-created department. The issue of informal settlers can very well be handled by the DILG. The DILG Secretary can steer the leadership of local government units in settling matters concerning informal settlers.

Simply put, Secretary Robredo’s talent and track record should be put to good use by P-Noy. Definitely, the Bicolano’s talent and experience in local government would go a long way in pushing the administration’s good governance thrust, especially for the urban poor sector.

Aquino said he might put the former mayor of Naga City in charge of the urban poor. Their governance styles differed and Robredo was only acting secretary after all.

But now the President claims that what he meant was that Robredo should stay at the DILG, and that there would be no Cabinet revamp in the meantime.

Regardless of what the President really meant, Robredo, if he had any self-respect, should have realized it was time to resign. If Aquino still refuses to make him a permanent member of the Cabinet, it can only mean that he does not enjoy the President’s trust and confidence. Is Robredo simply waiting to get fired? This is likewise the case with acting Environment Secretary Ramon Paje, who knows that he will be replaced by Liberal Party senatorial bet Nereus Acosta as soon as the one-year ban on the appointment of defeated candidates expires.

That the President split the DILG position into two—Police and Local Governments, with the former being headed by presidential buddy Undersecretary Rico Puno—should have warned Robredo that the President did not have much faith in him.

Of course, Robredo has his own set of admirers. One columnist even said Robredo should be retained because of his impressive curriculum vitae. But that’s not the point. Delicadeza is.

‘Offer new attractions, improve infrastructure’
Local stakeholders should develop new tourism products and improve infrastructure instead of being discouraged by news that Camarines Sur beat Cebu as the country’s top destination for local travelers.

This was the message of Cebu Provincial Board Member Agnes Magpale, chairperson of the PB’s tourism committee at yesterday’s 888 News Forum.

Cebu still has a lot to offer and develop like Aloguinsan town’s Bojo River, Magpale said.

Efren Belarmino, general manager of Plantation Bay Resort and Spa, said road traffic in Cebu should be improved.Disorderly traffic discourages tourists from exploring Cebu’s countryside.

“It’s not about the small roads, I think, it's about implementation of the rules. I see tricycles in highways which weren't there before,” Belarmino said.

“We have traffic enforcers but they are just at the corner blowing their whistles.”

Marco Polo Plaza general manager Hans Hauri said tourists are going to Camarines Sur because there is nothing new in Cebu.

“Aside from a new development in Olango Island by Islands Group, there’s nothing really new here so I think we should do something new.”

Shangri-La’s Mactan Island Resort and Spa general manager Joachim Schutte said that Cebu should improve its infrastructure.

“The Mactan Shrine is not clean enough for the tourists. Some people sell endangered species which doesn’t do us any good,” Schutte said.

Asked if they think the relationship between the provincial and city government has affected the tourism industry of Cebu, the stakeholders said both governments are supporting the industry.

They suggested that the Suroy-suroy Sugb, the countryside tours led by Gov. Gwen Garcia, should be made permanent through an ordinance.

Magpale said there are plans to turn over the program to the private sector.

“Next week’s Suroy-Suroy sa Sugbo is also exclusive for 80 foreign photographers. We are visiting Toledo, Balamban, Aloguinsan and Tuburan.”

BFAR-Bicol, LGUs, stakeholders join “Fish is Life Festival”, Fish Conservation WeekThe Bureau of Fisheries and Aquatic Resources (BFAR) Bicol joined the 1st Fish is Life Festival in nationwide celebration of the 47th Fish Conservation Week or FISHCON (October 17-23) at the Megatrade Hall 1 in SM Mega Mall B on October 18-20, 2010.

The festival featured a 3-in-1 show, namely Kaugnay Ako, Kabalikat Kami and Kaya Natin where all the key players of the fishery sector come together to provide the public relevant information and technical know-how about the fisheries industry and to promote quality seafood products at factory prices.

With the theme “Asenso sa pangisdaan makakamit sa sama-samang pagtutulungan," government agencies such as the BFAR including its regional offices and national centers, other national government agencies, non-government agencies and fisherfolk organizations showcased their banner programs under the KAUGNAY AKO agency exhibits.

Meanwhile, producers of various kinds of fish and fishery products offered their products for sale at reduced prices under the KABALIKAT KAMI Producers Show with free taste testing, free product samples and other promos for the early birds.

BFAR-Bicol showcased the capiz shells handicraft of Sorsogon City which is becoming a profitable livelihood for the red tide-affected fisherfolk and their families along with other fishery products from Bicol such as Tiwi, Albay’s seaweed noodles.

Moreover, the festival also featured lectures and techno-demos on various livelihood opportunities in fisheries including strategies on how to conserve and protect the aquatic resources in the KAYA NATIN Techno-Livelihood Seminar Series.

BFAR Director Malcolm I. Sarmiento Jr. said that the festival aims to provide a one-stop shop that would enable the public to understand the intricacies of the sector as well as to provide them livelihood opportunities that they could venture in especially in their hometown provinces.

Meanwhile, BFAR-Bicol Regional Director Dennis del Socorro has called on the participation of the Local Government Units (LGUs) to hold their own activities in the celebration of the weeklong event along with the BFAR-initiated installation of streamers and media plugging regionwide.

In Sorsogon province, fingerlings dispersals and stocking to communal waters were conducted in the municipalities of Barcelona, Bulan, Casiguran, Castilla, Donsol, Gubat, Juban, Magallanes and Pilar. Seaweed seedlings dispersals were held in Juban and Magallanes. Moreover, coastal clean-up activities were also held in Casiguran, Donsol and Juban. Mangrove planting and reforestation were also done in Casiguran and Prieto Diaz. In the town of Casiguran, other activities were educational tour, visitation of fishponds, symposium, parlor games and contests on fishing activities as well as awarding of the outstanding fisherfolk leader. In the whaleshark town of Donsol, the LGU held information, education and communication (IEC) activities about the Fish Conservation Week in coastal barangays, schools and dissemination through an FM radio station. A hands-on demo on danggit was conducted in Gubat town. In Juban, the LGU sponsored a lecture on tilapia culture, seaweed farming, hands-on demo on bangus deboning, sisig bangus, seaweeds noodles/chips, deboned anchovy and film-showing on fish sanctuary as well as MFARMC meeting. For its part, the City government of Sorsogon conducted participatory coastal resources assessment in coastal barangays, coastal clean-up and created an on-call, 24-hour dive team for the immediate response action for manta rays protection and conservation during its breeding and migration.

In Camarines Sur, the LGU of San Fernando strengthened its CRM Program with the significant participation of BAR and NGO-Bicol Convergence for Development Institution as partners; Inland Fisheries Resource Management; awarded fishing gears to fisherfolk as livelihood project and dispersed tilapia fingerlings. In the municipality of Cabusao, the activities were coastal clean-up, coastal tree planting, registration of fisherfolk and fingerlings dispersal to fishpond operators and communal waters. In Barcelonita Fisheries School in Cabusao, the FishCon Week Celebration held skills contest on fish feed formulation, bangus deboning, gill net construction and fishpond lay-outing. Coastal clean-up activities were scheduled in Ragay and San Jose while tilapia fingerling dispersal was slated in Canaman. The source of fingerlings is the Regional Freshwater Fisheries Center of BFAR-5. In Libmanan, the LGU sponsored coastal cleanup and scubasurero activities on October 22.

In Catanduanes, the BFAR Provincial Fisheries Office conducted information dissemination drives to the community and schools.

Meanwhile in Tabaco City, a fish health management and sustainability of the naturally produced native fish and fingerlings dispersal for upland and coastal barangays was held.

Likewise, the Regional Law Enforcement Coordinating Council (RLECC) Sub Committee on Fishing and Marine Environment Protection composed of various law enforcement and regulatory agencies in Bicol (headed by BFAR) also put up tarpaulins in their respective offices to support the FISHCON. (rcanabe)

President Aquino recently said that he was thinking of another position for Department of Interior and Local Government Secretary Jesses Robredo. Aquino said he might put the former mayor of Naga City in charge of the urban poor. Their governance styles differed and Robredo was only acting secretary after all.

But now the President claims that what he meant was that Robredo should stay at the DILG, and that there would be no Cabinet revamp in the meantime.

Regardless of what the President really meant, Robredo, if he had any self-respect, should have realized it was time to resign. If Aquino still refuses to make him a permanent member of the Cabinet, it can only mean that he does not enjoy the President’s trust and confidence. Is Robredo simply waiting to get fired? This is likewise the case with acting Environment Secretary Ramon Paje, who knows that he will be replaced by Liberal Party senatorial bet Nereus Acosta as soon as the one-year ban on the appointment of defeated candidates expires.

That the President split the DILG position into two—Police and Local Governments, with the former being headed by presidential buddy Undersecretary Rico Puno—should have warned Robredo that the President did not have much faith in him.

Of course, Robredo has his own set of admirers. One columnist even said Robredo should be retained because of his impressive curriculum vitae. But that’s not the point. Delicadeza is.

Robredo should leave Aquino's cabinet for good. He could've accepted any consultancy jobs anywhere in the world.

BFAR trains sanitary inspectors, fish processors and talangka gatherers on good hygiene practices
The Bureau of Fisheries and Aquatic Resources Regional Office No. 5 conducted a three-day training on the Sanitary Code of the Philippines and Requirements of Export Chain on October 7-9, 2010 at the Avenue Plaza Hotel, Naga City. The Technical Related Training Assistance (TRTA) Project of the European Union (EU) sponsored the event.

A total of thirty sanitary inspectors from Albay, Camarines Sur, Sorsogon and Catanduanes and fish traders of fresh/frozen fishery products, talangka and crab meat from Camarines Sur and Sorsogon were trained on Good Hygiene Practices (GHP) as required by the Sanitary Code and Export chains.

Dr. Christopher Oates, a consultant of the TRTA shared a comprehensive lecture on the first day. He discussed the Food Safety Requirements for Export Markets and Technical Requirements of Inspection.

To apply the knowledge gained, the participants had a mock inspection in the fish processing facilities in Camaligan and Gainza, Camarines Sur on the second day.

The participants also attended a campaign on fishery good hygiene practice and sanitation at Barangay Cagbunga in Gainza on October 9 which was participated by BFAR Assistant Regional Director Marjurie Grutas, Mayor William Abilay, Barangay Chairman Eriberto Pablo, and the talangka (shore crab) gatherers and pre-processors of talangka paste as well. Mariculture zones and parks are designed to produce finfishes thru seacage culturs such as bangus, siganids, groupers, red snappers, seaweeds farming, aquasilviculture, mussel culture, searanching of lobsters and seahorses in coral reefs and seagrass areas, and others that may be developed thorugh the continuing research and development program of the Bureau of Fisheries and Aquatic Resources (BFAR) and other institutions.

These zones and/pr parks are community-based marina type project in municipal waters with the involvement of municipal fisherfolk and their organization within the duly designated fishery areas. Mariculture parks are chosen for its diverse and productive environment suitable for commercial mariculture developement; access to existing infrastructure supports, ice plants, and BFAR facilities; and accessibility to input supply and markets.

OBJECTIVES OF THE MARICULTURE ZONE


Promote mariculture as a major livelihood of coastal fishermen
Accelerate socio-economic growth and food security.
Provide infrastructure, equipment and support services that will allow fisherfolk to operate cost-effectively & security
Develop skilled and technically capable fisherfolk to support mariculture industry;
Stimulate a favorable investment climate for the mariculture industry & its ancillary industries in the municipality.

Naga City (9 November) -- Simula na ang pagtatanim ng maiz ngayon buwan na Nobyembre hanggang Enero sa susunod na taon.

Ayun sa Office of the Provincial Agriculturist ng lalawigan ng Camarines Sur, sa umpisa ng taniman sinakong binhi ng maiz ang libreng ibibigay sa mga man-ibat-ibang munsipyo ng Camarines Sur na ang mangingibang nito ay ang mga corn farmers sa loob ng probinsya.

Open Pollinated Variety (OPV) yellow na klaseng pananim na maiz ang ipapamahagi na pangungunahan ng Department of Agriculture sa ilalaim ng Agri-Pinoy Corn Program ng administrasyon Aquino.

Ang ganitong programa ay suportado rin ni Gobernor LRay Villafuerte upang lalong palakasin ang pagtatanim ng maiz upang magkaroon ng sapat na supply na maiz para sa pang konsumo ng mga konstitwentes at bilang ingrediente na panghalo sa mga pagpakain sa hayop.

Ilan sa mga munisipyong makakakuha ng supply na maiz na pangtanim ay ang : Sipocot, Libmanan,Naga City, Pili, Ocampo, Tigaon, Sagñay, Goa, lagonoy, Tinambac, Caramoan, Buhi, Baao, Bula, iriga City at Nabua na aabot sa 540 bags na binhi na OPV Yellow Corn ay ipapamahagi.

Samantala, isang espesyal na session ng Sangguniang Bayan ng Buhi, Camarines Sur ang isinagawa upang talakayin ang fish kill na nangyari sa malaking lawa ng tilapia sa Bikol.

Inimbita ang isang dalubhasa mula sa Bicol University Aqua Culture Department na si Armando de Lima, na nagsabi na hindi asupre ang dahilan ng fish kill.

Ang kanyang ay rekomendasyon ay bawasan ang fish cages at ikontrol ang pagpapakain ng isda.

V. Project Objectives:


The project objectives are culturing freshawater species: Tilapia, carp, indigenous and ornamental fishes. The tilapia fingerlings production mainly culture and produce for dispersal to communal bodies of water, given free from fishpond operators and for sale to private fishpond and cages and for culture.
The project were also designated as pilot for the new-breed of tilapia which are Improved GET Excel, Saline Tilapia and freshwater ornamental and indigenous fishes.

VI. Project Description:

The station is freshwater demonstration farm of the Bureau of Fisheries and Aquatic Resources, Region 5 located at Sta. Clara, Buhi, Camarines Sur. The primary trust of the station is to produce quality fingerlings and marketable size tilapia and other freshwater ornamental and indigenous species. It has a total area of 5.6 hectares with earthen ponds, concrete conditioning tanks, breeding and nursery tanks, rearing ponds, office building, laboratory building and pump houses. There are series of repair/rehabilitation and construction undertaken in the past years of concrete modules (breeding and nursery tanks) that increases farm production. But because of the three consecutive typhoons (Milenyo, Reming and Senyang) that visited the region on the past years, the project facilities needs repair and rehabilitation.

Vll. Methodology of Project Implementation:

Strategy of Implementation:

In coordination with the LGUs, NGOs, Pos, Schools and Universities and fisherfolks different activities will be undertaken:

1. Production and distribution of quality tilapia fingerlings to communal bodies of water, private ....fishpond operators (free of charge), for sale to private fishpond and fishcage operators regionwide.
2. Production of marketable size tilapia in ponds and cages.
3. Broodstocks development of tilapia, ornamental fishes and other indigenous fish species.
4. Conduct research on the breeding and improvement of tilapia, Saline tilapia, ornamental and other ....indigenous freshwater species.
5. Technical assistance to freshwater fishpond and fishcage operators.
6. Serve as demonstration farm and show window for freshwater species.
7. Training ground of On the Job Trainees fro different schools and universities.
8. Assist in the assessment of fish kills in Rinconada Lakes (Buhi, Bato and Baao-Bula).

Production Strategy:

The facility utilized the concrete tank system for breeding and rearing of produced fry to fingerlings size. The project have an existing 1,800 pieces female and 600 pieces male breeders now utilized for fry/fingerlings production. The estimated fry production is 360,000 pieces per cycle at two cycles per month. In support to the BFDFFN increasing target production additional breeders will be source out from the National Broodstock Center of the Bureau of the Fisheries and Aquatic Reseouces, the National Freshwater Fisheries Technology Center, Science City of Munoz, Nueva Ecija.

a. Stocking and care of breeders:
Stocking of breeders are made 7-10 days after conditioning in hapa nets. The stocking density is three females and one male per square meter. Feeding will be made twice daily (AM/PM) at 3% biomass. Tank water depth will be maintained at a range of .5 to .75 meter.

b. Egg and fry collection and stocking:
Two weeks after spawning, post fry and spent breeders are harvested Conditioning Hapas and eggs collected from the mouth of the breeders are place in the Hatching Through. Harvested breeding Tanks are prepared again for the stocking of another batch of breeders.

c. Collecting of breeders:
Spent breeders are separated according to sex and transferred conditioning hapa, where they will be fed and conditioned for about two weeks before being bred again.

d. Fry rearing:
Rearing of fry to fingerlings is for one month. The fish will be fed 3x daily with fry mash. Stocking density is 500 pieces per square meter. Partial water change of at least 20% will be made every two days or gradual flow through system of water management applied.

Naga City (9 November) -- Aabot sa 100 toneladang tilapia sa Lake Buhi ang naapektuhan ng fish kill noong nakaraan mga araw.

Ayun kay Director Dennis Del Socorro ng Bureau of Fish and Aquatic Resources (BFAR) sa Bicol, ang pagbabago ng panahon ang siyang pinakadahilan nito.

Nagkaroon ng sulphur upwailing at thermal stratification na siyang nagiging dahilan na magkaroon ng oxygen deficiency.

Maliban pa sa maraming water lily sa ibabaw ng tubig, hindi makapasok ang liwanag ng araw at nababara din ang kinakailangang oxygen.

Inirerekomenda ng BFAR na pag ganitong mga panahon bawasan muna ang stocking density ng tilapia upang sa ganun kaunti lang ang nangangailangan ng feeds at hindi masyadong malulugi ang mga fish cagers.

1,003 indigents sa Naga nabigyan ng Philhealth ID
Naga City (8 November) -- Umabot sa 1,003 indigents sa lungsod na ito ang nabigyan ng Philhealth ID noong Biyernes (November 5) sa ginanap na registration na ginanap sa City Gymnasium dito.

Ayun kay Ms. Charmaine Nebreja, ang Health, Education Program Officer ng Prov'l Health Office ng Camarines Sur ang nasabing Philhealth Card distribution ay parte rin sa ginawang Philhealth Sabado noong nakaraang October 2, 2010.

Sinabi ni Nebreja na ang Naga City ang may pinaka maraming numero na nakakuha ng Philhealth IDs.

Sa buong lalawigan ng Camarines Sur nagkaroon ng 24,000 IDs na ipamimigay sa mga indigent families na bina-validate ng Department of Social Welfare and Development Office.
