this book by Jesuit Fr Rene Javellana,S.J., associate professor of fine arts at the Ateneo de Manila, an artist and an authority on Philippine Church, came out of the press recently.

among the Bikol churches/ structures featured are the Naga Cathedral, Holy Rosary Seminary, Lagonoy, San Jose and Tigaon churches.

Among Fr Javellana's works are a coffee table book on Penafrancia, the Church of Christ the King at the Ateneo de Naga University and the Church of the Gesu at the Ateneo de Manila.

Send a Child to School for only $100 a Year

Instead of going to school, children of very poor families need to earn a living so they may have food on the table. Parents oblige them to beg, sell sampaquita flowers, or scavenge at the dumpsites.

Responding to their plight, Ina nin Bikol Foundation, in partnership with the Philosophy Department of the Ateneo de Naga University, embarks on a new program: the Send-A-Child-to-School Program. The first adopted community is Balatas dumpsite with close to 100 families.

Your $100 donation will guarantee that a child can attend school for one academic year. Funds will shoulder school uniforms, shoes, school supplies and monetary incentives for the family whose child goes to school regularly.

On special occassions, you will hear from the child you support. We will ensure that he or she sends you letters. When the school year ends, you will get a copy of their report and class cards.

animators animate naga and camsur in less than about a week! as mentioned in a previous article our kababayan Roxlee who happens to be one of local animation's pioneers wishes that Naga become the country's animation capital.

I've read before an animation tilt held in Manila of animation schools in the Philippines and surprisingly (a bit :)) our very own Ateneo ranks on top even surpassing the perennial champion College of St. Benilde La Salle.

General Ludovico Arejola surrenders in Camarines, March 31, 1901

General Ludovico Arejola, commander of Filipino forces in Ambos Camarines (the provinces of Camarines Norte and Camarines Sur) and Catanduanes was convinced to surrender on March 31, 1901 by 1Lt. George Curry, 11th Cavalry USV, and 2Lt. George V.H. Mosely, 9th Cavalry.

The two American officers went unescorted to Arejola's encampment at Bulawag, about 6 miles up the river from Minalabac, and negotiated his surrender. They escorted Arejola to Nueva Caceres (now Naga City) where Arejola formally gave up to Col. Edward Moale, CO of the 15th US Infantry. General Arejola surrendered with 30 officers (1 Colonel, 3 Lt. Colonels, 5 Majors, 21 junior officers) and 800 men. They turned in 43 rifles, 12 revolvers and hundreds of bolos (machete-like bladed weapons).

Arejola was appointed as Coronel de la Milicia Territorial by President Emilio Aguinaldo. He was tasked with organizing the milicias in Ambos Camarines and Catanduanes. He later rose to the rank of General.

In January 1900, the Americans landed in Camarines Sur, not so much to end resistance in the Bicol region, but to open the hemp ports from which flowed the abaca fibers very much in demand in the American market. General Arejola engaged the Americans at Agdangan, Baao town. Afterwards he set up a camp in the mountains of Minalabac. The resistance also included an eight-woman group, called the Damas Benemeritas de la Patria, that tended to the injured and the sick, and brought clothes and provisions to the Bicolano guerillas.

Additional American troops disembarked in Calabanga, Camarines Sur, on Feb. 19, 1900.

Relentless American operations, battle casualties, rampant illness in the ranks, acute lack of firearms and ammunition, and atrocities perpetrated by US soldiers on innocent civilians weighed heavily in the decision of General Arejola to give up the fight.

Balitang Amianan. It was launched while we were in Baguio for the 12th NDC. The program was OK. The news was on Filipino in the said program BTW.

Mrs. Virtus was the winner in 2007. Di na pwede umulit hehe. Taga-Ligao City division ang winner and first runner-up (unfair, sabi kasi only one per division ang pwedeng mag-apply). I might apply next year ulit. Matatanda na yung kalaban ko eh. Hahaha.

Ah. Once in a lifetime mo lang palan pwede makua yang award na yan.. Sana makua mo na next year. Good luck Sir! :D

Irrigation pumps ipinamahagi sa Camarines Sur
Legazpi City (12 November) -- Muling namahagi ng mga irrigation pumps, mga kagamitan sa pangingisda at iba pang agricultural inputs ang pamahalaan local ng Camarines Sur sa mga benepisyaryo ng mga bayan ng Tigaon, Sagñay, Ocampo at Buhi, Camarines Sur.

Noong nakaraang mga araw matagumpay na naisakatuparan ang unang bahagi na ipamigay ang nasabing kagamitan sa pagsasaka at pangingisda sa mga target beneficiaries ng nasabing mga munisipyo upang matugunan ang mga prioridad ng probinsya ng Camarines Sur sa Agricultural productivity na gawing supisyente sa pagkain at ma-improve ang income ng mga konstitwentes sa lalawigan ng Camarines Sur.

Sobra sa 5,000 na magsasaka, mangingisda at indigenous people ang nabiyayaan ng nasabing programa na nagmumula pa sa European Union project sa partnership ng gobyerno probinsyal sa pamumuno ni Gobernor LRay Villafuerte.

Ang mga magsasakang benepisyaryo ng nasabing programa ay nauna ng nagsanay sa social preparation, community-based organizations at capability training kung saan binigyan pa sila ng certified seeds at fertilizers.

Sa iba pang balita, inilunsad kahapon ang programa ng Deped sa Lungsod ng Naga ang Pasiglahin ang Estudyanteng Pinoy (PEP) na ginanap sa Naga City Youth Center.

Ayun kay Dr. Agnes Rubio, nutrition coordinator ng DEpEd Naga City Division, ang nasabing programa ang isang supplemental feeding para sa grades 1 and 2 sa elementarya.

Ipinahayag pa ni Dr. Rubio na ang Lungsod ng Naga ay may 29 elementary schools ngunit 20 elementary schools lamang ang napili na mabibigyan supplemental feeding sa loob ng 120 araw na may pasok.

Army's medical mission benefits 1,500 in Camarines Sur
Camp Elias Angeles, Pili, Camarines Sur (15 November) -- More than a thousand locals has benefited from a medical and dental mission participated in by the Army unit in Bicol held in Naga City last week.

Captain Raul Sasuca, medical officer of the Army's 9th Infantry Division said that a total of 1,555 residents availed of the free medical and dental services during the medical and dental mission participated by the Philippine Army in the past two days (10-11 November 2010) held in SM City Naga City.

Sasuca said that his team has also visited several communities in Camarines Sur providing free medical and medical assistance to poor people.

"We are very glad to be part of this medical mission because this is part of the 9th ID's community service here in the Bicol Region. We have communities in far-flung areas which do not have ready access to health facilities and through this medical mission they can avail of free medical checkup and medicines which many of them cannot afford," said Sasuca.

Ms Tina Sumayao, the Public Relations Officer of the SM City Naga, said that the project was part of the corporate social responsibility of the SM Foundation Inc.

"Aware about the health needs of the poor people in the countryside, we coordinated with various agencies and NGOs to make this project a reality," Sumayao said.

Bicol U is champion in Bicol SCUAA
Legazpi City (15 November) -- After the weeklong sports activities involving at least 128 game matches, Bicol University based in Albay emerged as the overall champion, besting six other Bicol-based tertiary schools, in the 2010 State Colleges and Universities Athletic Association (SCUAA) competition.

Dominating in the swimming and athletic events, and clinching most of the ball and racket games, BU garnered a total of 134 gold, 61 silver, and 42 bronze medals, tailed far second by Central Bicol State University of Agriculture (CBSUA), based in Camarines Sur, with 45 gold, 46 silver and 30 bronze medals; while ranked third was the Camarines Norte State College (CNSC) with medal haul of 14 gold, 40 silver, and 40 bronze.

The SCUAA 2010 was participated by at least 1,600 athletes coming from BU; CBSUA (formerly Camarines Sur State Agricultural College-CSSAC); Partido State University (PSU); Camarines Norte State College (CNSC); Camarines Sur Polytechnic College (CSPC); Catanduanes State Colleges CSC); Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) based in Masbate; and Sorsogon State College (SSC).

This year's competition is geared on the theme "Strengthening Regional Solidarity through Sports". Bicol University (BU) as the host school utilized all of its facilities and resources offering superb and well-prepared services to the participating delegations as spearheaded by its Institute of Physical Education, Sports and Recreation (IPESR).

BU President Dr. Fay Lauraya said that though she was very pleased by the result, she offers their victory to all the participating state universities for their full support and very high display of their athletes' sportsmanship in the weeklong competition.

"BU's victory is ignited by the sports challenges offered by our equally prepared state university and college athletes. This is a triumph for all of us SCUAA participants," Lauraya said.

On Monday's opening ceremony, Albay Gov. Joey Salceda inspired the athletes and challenged them to observe the highest level of sportsmanship, as he also rendered then sumptuous dinner during the "Governor's Night."

"Albay is always supportive to activities promoting sportsmanship and camaraderie believing that they help shape goodness inside every athlete who turns to be a responsible member of the society," Salceda said.

General Ludovico Arejola surrenders in Camarines, March 31, 1901

General Ludovico Arejola, commander of Filipino forces in Ambos Camarines (the provinces of Camarines Norte and Camarines Sur) and Catanduanes was convinced to surrender on March 31, 1901 by 1Lt. George Curry, 11th Cavalry USV, and 2Lt. George V.H. Mosely, 9th Cavalry.

The two American officers went unescorted to Arejola's encampment at Bulawag, about 6 miles up the river from Minalabac, and negotiated his surrender. They escorted Arejola to Nueva Caceres (now Naga City) where Arejola formally gave up to Col. Edward Moale, CO of the 15th US Infantry. General Arejola surrendered with 30 officers (1 Colonel, 3 Lt. Colonels, 5 Majors, 21 junior officers) and 800 men. They turned in 43 rifles, 12 revolvers and hundreds of bolos (machete-like bladed weapons).

Arejola was appointed as Coronel de la Milicia Territorial by President Emilio Aguinaldo. He was tasked with organizing the milicias in Ambos Camarines and Catanduanes. He later rose to the rank of General.

In January 1900, the Americans landed in Camarines Sur, not so much to end resistance in the Bicol region, but to open the hemp ports from which flowed the abaca fibers very much in demand in the American market. General Arejola engaged the Americans at Agdangan, Baao town. Afterwards he set up a camp in the mountains of Minalabac. The resistance also included an eight-woman group, called the Damas Benemeritas de la Patria, that tended to the injured and the sick, and brought clothes and provisions to the Bicolano guerillas.

Additional American troops disembarked in Calabanga, Camarines Sur, on Feb. 19, 1900.

Relentless American operations, battle casualties, rampant illness in the ranks, acute lack of firearms and ammunition, and atrocities perpetrated by US soldiers on innocent civilians weighed heavily in the decision of General Arejola to give up the fight.

Arroyo attacks Aquinos over land
THE Arroyo family has distributed 2,000 hectares on eight haciendas and farmland in Negros Occidental to 836 farmers while the Aquinos have yet to distribute a single hectare of their 4,102-hectare Hacienda Luisita to some 10,000 farmworkers, Camarines Sur Rep. Diosdado Macapagal-Arroyo said Monday.

“While my mother’s [President Gloria Arroyo’s] administration as well as her family had already proven their commitment to genuine land reform, President [Benigno] Aquino [III] himself has kept a hands-off policy with regards his family’s own controversial Hacienda Luisita land dispute in Tarlac,” Arroyo said in a statement.

“Our family has given out 2,000 hectares to the farmers, but how many hectares have Aquino and his family distributed?” Arroyo said.

“More importantly, how about the bloodshed that attended the 43-year-old clamor of their tenants for ownership? Has anybody among the Aquinos answered to that?”

Arroyo said his mother, now Pampanga Rep. Gloria Arroyo, had given away eight haciendas and other landholdings in Negros Occidental since 2001 in line with her promise to pursue land reform when she became President.

He questioned the Aquino administration’s “landgrabbing and confiscation” of 148 hectares on the 157-hectare Hacienda Bacan in Guintublan, Isabela, Negros Occidental, on Oct. 26 for distribution to 68 farmers.

He said Hacienda Bacan was land owned by Rivulet Agro-Industrial Corp., a company led by his Negros Occidental Rep. Ignacio Arroyo, his uncle. Camarines Sur eyes top slot in abaca production
PILI, Camarines Sur, Nov. 16 (PNA) – Camarines Sur is developing its vast area of idle lands into abaca plantations in a bid to capture the country’s top slot in fiber production presently held by its neighboring island province of Catanduanes.

“Under our Upland Development Plan, we are now working on the conversion of at least 93,000 hectares of currently unproductive land within the province into an abaca plantation that upland dwellers could make use as a more stable source of livelihood,” Lovenia Tolosa, the province’s Provincial Planning and Development Office (PPDO) chief on Monday said.

The Fiber Industry Development Authority (FIDA) had a P1-million funding for this abaca revitalization program in the province and provincial Gov. Luis Raymund Villafuerte is tapping international sources for more funds, Tolosa said.

The money would be needed to acquire disease-free planting materials recently developed by the FIDA, Bureau of Agricultural Research (BAR) and the Biotechnology Program Implementation Unit (BPIU) of the Department of Agriculture (DA), she said.

These planting materials are genetically engineered plantlets that are resistant to bunchy-top, mosaic and bract mosaic viruses whose propagation is an ongoing project started last year and would be completed in 2011.

FIDA regional director for Bicol Edith Lomerio said FIDA scientists have been studying the abaca bunchy-top virus since 1997 and are working on isolating genes from the pathogens and inserting them directly into the abaca’s DNA. Once the genes are “expressed” by the abaca, the plant will likely resist infection.

Another method of producing disease-free abaca plantlets is through tissue culture techniques or the growing and propagation of plant cells, tissues, and organs on an artificial medium under sterile and controlled environment.

At least 124,500 virus-free abaca plantlets are produced from 500 suckers. Tissue-cultured plantlets are sold at P4.50, a price that is very much lower than plantlets from conventional breeding method that sell at P8 to P10 apiece, Lomerio said.

It was in Catanduanes that disease-free abaca plantlets have been introduced more than three years ago to replace bunchy-top and mosaic infected plants.

With the 93,000-hectare plantation using disease-resistant planting materials, “we are almost certain of grabbing in the near future from Catanduanes the title as top abaca producer of the country,” Tolosa said.

FIDA records show that the country, as of 2008 had some 136,000 hectares of land planted to abaca. A big part of this area is distributed among various provinces that occupy the top 10 slots in the rate of production named according to ranking as Catanduanes, Southern Leyte, Leyte, Davao Oriental, Northern Samar, Davao del Sur, Surigao del Sur, Samar, Sulu and Sorsogon.

Catanduanes that has consistently held the top producer title since time immemorial had only around 23,600 hectares devoted to growing abaca and some 23,500 farmers that in the first five months of last year produced 8,646.32 metric tons of fiber. That output was 20 percent of the national production, FIDA records said.

Tolosa said Camarines Sur used to be one of the country’s top producers of abaca fiber more popularly known as Manila hemp but its plantations were ravaged by the mosaic and bunchy top and Tolosa said, as part of the components to rehabilitate the ailing abaca industry, the different government agencies have collaborated in eradicating the diseases.

She said a nursery covering about four hectares has been established in Presentacion town for the production of disease-free abaca planting materials. Two more nurseries, each with an area of four hectares are also set to be established in the municipalities of Del Gallego and Caramoan.

Tolosa said the provincial government recognizes the significant contribution of the local abaca industry to the country’s export earnings as well as to the poverty alleviation program of the government.

The abaca industry in the Bicol region remains one of the top abaca producers of the country together with Eastern Visayas and Southern Mindanao.

Available data from the DA showed that in 1999, Bicol region has 47,623 hectares of land area planted to abaca which was 44 percent or the largest of the country’s total.

Some 136,000 hectares nationwide are planted to abaca. Over 82,000 farmers directly subsist on abaca production. Annually, they produce some 70,000 metric tons of fiber, of which about 25 percent is shipped abroad, according to the FIDA.

The DA data source said that over the 10 years period between 1990 and1999, the country generated an average of about US million from exports of raw fiber and processed products like pulp, cordage, yarns and fabric and fibercrafts.

Based on the DA report, the production of abaca fiber in the country during that period averaged 64,863 metric tons (mt) per year with Eastern Visayas accounting for an annual average of 25,239 mt or 39 percent of the total production. Bicol region ranked second with its 21,243 mt or 33 percent share.

During that time, Camarines Sur contributed seven percent to the country’s total area planted to abaca but could only produce four percent of the national total production. It was them that the industry was on its dying stage in the province due to the plant diseases, according to Tolosa.

The low production was also attributed to the lack of interest among farmers to produce given their very meager earnings due to the existence of several layers of traders who pull down the prices at the farm gate.

All the government could do then was watch the industry dying until it completely vanished in Camarines Sur and other parts of the Bicol region. It was only lately that the government, through the FIDA, local government units and other agencies initiated effective moves to provide the industry a new lease on life, she said.

On the part of Camarines Sur, Tolosa said Gov. Villafuerte has been successful in sourcing out funds from outside the government coffers and is set to rehabilitate the abaca industry in the province.

“We will be in partnership with the DA, FIDA, Department of Environment and Natural Resources (DENR), LGUs and the private sectors like non-government organizations (NGOs) and farmer cooperatives in this endeavor,” she said.

Right now, Tolosa said, the establishment of pilot production sites and model farms is underway. “The present provincial administration is confident that it can tackle the problems confronting the abaca industry as it advances its solutions in five fronts-- disease eradication; propagation of disease-free planting materials; provision of basic infrastructures; adoption of suitable technologies; and aggressive marketing and trade promotions.”

However, all these strategies will come to naught if the abaca farmers plight will not be addressed. As a safeguard, in protecting the interests of this sector, their participation in the implementation of the project will be encouraged and given utmost importance, she said.

“The potentials of the abaca industry could never be underestimated. Dried fish production is a thriving industry in Naga
NAGA CITY, CAMARINES SUR— Everyday, hundreds of kilos of dried and smoked fish are delivered to Naga city and other parts of Camarines Sur, making the traditional cottage industry a thriving enterprise.

For almost a year, Ada Dela Cruz, a local of Naga city, has been selling tuyo, daing, and tinapa to Bicolanos who mostly rely on dried fish as one of their primary protein sources, especially during the rainy season.

For starters, drying and smoking fish is a food preservation method practiced by early Filipinos since the pre-Spanish colonial period. As part of the main diet, dried fish provides protein sustenance for Filipinos especially during months when fish catch is lean.

Since Naga City is already highly commercial, Ada says that she gets her supply of dried fish from the nearby fishing towns of Ragay and Calabanga. Pointing to the fish products, Ada said that the fishing towns use a variety of fish species for drying and smoking such as locally available balana, abo, tamban, kanduli, and tikong and the more common tulingan, galunggong, and dilis.

Tuyo and daing are both dried under the sun for several days until the fishes become crispy. Their main difference lies in terms of the cut and the addition of preservatives.

For tuyo, which also happens to be the Tagalog term for “dry,” the fish is salted, then set aside for several minutes. Its innards are not removed before drying them in a bilao (woven basket). The prolonged period of drying shrinks the fish meat to a few centimeters thick.

Daing uses a more complex food preservation method: marinating. By marinating the fish overnight in a mixture of vinegar, salt, pepper and crushed garlic, (sometimes with chopped onion) daing packs more juice and has a much richer flavor compared to its cousin tuyo.

Hardwood is used in smoking Tinapa (innards intact) to give it that brown color and strong flavor.

During the rainy season when there is less fish catch, Ada could sell up to P2,000 since dried fish is a staple food for Bicolanos.

Aside from dried fish, Ada is also selling salted eggs and tomatoes, which are sliced fresh and eaten together as side dish with tuyo, daing or tinapa. She is also selling shrimp paste made of alamang (small shrimps), another staple ingredient for Bicolano dishes and often combined with tinapang kanduli for laing, a dish made of taro leaves, coconut cream and strips of fish meat.

Asked what differentiates the dried fish in Naga from those found in other provinces and even Metro Manila, Ada proudly said it was the freshness of the fish and the cheaper price.

Unlike in other areas where fish is transported from the port to towns for processing, the housewives of fishing villages where the fishes were caught immediately set aside a part of the catch for drying and smoking while the rest of the fresh catch is sold in the market early in the morning.

True enough, while most sari-sari stores or palengke in Manila would sell dried fish by pieces or at a fixed price in pre-packed plastics, Ada and other local vendors sell tinapa, daing and tuyo by kilo. You can even haggle for the price especially if you’re buying a lot. For P35, a one-fourth kilo of tinapa contains about 15 to 20 pieces of fish.

“Sa tingin ko hindi na mawawala ang industriya ng tuyo at daing, saka tinapa dito kasi marami talagang Bikolano na nag-uulam nito o kaya pansahog sa ulam. (I think the industry of dried and smoked fish will remain strong because a lot of Bicolanos eat this as viand or use it as ingredient for local dishes),” Ada said.

A tip to buyers: smell the dried and smoked fish before buying them and for tinapa, look for fishes without maggots inside to make sure they’re fresh. Hi guys, nandito na ako sa Naga City.. Just finished visiting Caramoan. I love Caramoan, grabe sa ganda ang mga islands doon.. also fell in love with the people, sobrang bait ng guide namin. I am also lucky kasi walang Survivor filming ngayon sa Caramoan so nabisita ko lahat ng magagandang islands na previously off limits to tourists like me. I will post my shots of Caramoan later...

Naloka nga pala ako dun sa Sabang.. abay binuhat ako ng porter ng walang kaabiso abiso, hindi ako nakapag-react kundi kumapit ng mahigpit na lang sa buhok nya! :D

glad to know you had a blast in caramoan and you were able to make the most of your stay. do share with us your photos and local contacts and survival tips. i myself am preparing for a group visit to caramoan this summer. the last time i visited was in 1997- when there was nothing and no one there!

now don't leave naga without experiencing most or all this:
- toasted siopao at naga garden or 3N bakery (great pasalubong!)
- cakes and coffee and bikol food at Red Platter
- cheesy burger, chicken, rock n roll iced tea, bikol special at Bigg's
- kinalas and baduya (maruya)
- halohalo at iceblinker
- coffee and pastries at Beanbag, homegrown coffee shop
- the holy rosary minor seminary museum
- visit Ina, the lady of penafrancia, at the Penafrancia Shrine and/or Basilica
- more churches: Naga Cathedral, San Francisco, Carmelite monastery (write down your prayer intentions and the nuns will pray for them)
- bikol dishes at Geewan, Naga Garden, Bob Marlin, Red Platter

if you have more time, drive or trek to mt isarog, about 45 mins from downtown naga
- swim in any of the springwater resorts (penafrancia, casa ofelia etc)
- relax in the hot and cold springs of mini hydro

I am staying in Villa Caceres Hotel right now.. Okay itong new wing nila (Executive Twin Room), medyo high tech ng konti. Very friendly yung staff. So far, I've been to the churches today - Basilica (awesome ito, nakabili ako ng souvenir t-shirts and prayer booklets sa souvenir shop nila) and Naga Cathedral. I will go to San Francisco Church and the Seminary tomorrow afternoon (after my CWC visit). Ate at Biggs and Geewan already. Feeling ko tataba ako sa Naga.. Ang dami nyong restaurant dito! :D

@sonofignatius... thanks man. I stayed at West Pen Inn in Caramoan. Doon nagstay yung Survivor production crew so ang daming iniwan na mga Survivor props doon.. had a blast looking at the various props! Magsu-shooting daw ang Survivor USA this coming January sa Caramoan and the shoot will last for a year according to the locals so baka off limits ulit ang uber ganda na Matukad, Lahus, Honongan, Long Beach islands.. So check before scheduling..

Sarap nung baby back ribs at extreme burger sa Biggs! Kalahati lang yung kinain ko sa extreme burger dahil feeling ko tataba ako. lol. :D

Ay Sabitang Laya is just gorgeous.. Dun naka-based ang isa sa mga tribes ng Survivor. Dun din kami nag-ihaw at nag-lunch (same place as the Survivor guys). Yun nga lang, marami nakitang mga plastic bags na inanod sa seashore dahil umulan ng malakas prior to our arrival.. na-wash in yung mga kalat.. but a good beach clean-up will easily fix the problem.. :D

I also had fun climbing the 500+ steps to the Statue of Our Lady of the Most Holy Rosary at Barangay Tabgon! Good work out! ... napaka-friendly din ng mga bata at mga nakatira sa Tabgon. I even enjoyed taking pictures of a sleeping dog next to my bangko when we purchased water from a sari sari store. Ang ganda ng rural and leisurely lifestyle ng mga Tabgon. I wish I can live like that kahit na ilang linggo lang sa isang taon. lol. :D

MANILA, Philippines — Drug manufacturers who fail to submit annual reports of their marketing expenses to the Department of Health (DoH) will face a fine of P500,000 and revocation of the manufacturer’s or labeler's business permit once a bill is enacted into law.

House Bill 1228 by Camarines Sur Rep. Diosdado “Dato” M. Arroyo and his mother Pampanga Rep. Gloria Macapagal Arroyo seeks to create this policy to curb the costs of medicine believed to be driven up by marketing expenses.

“Congress should be informed of the current level of marketing costs in relation to total production cost of drug manufacturers in order to fill in the information gap in their minds,” Arroyo said.

According to Arroyo the cost of medicines in the Philippines is among the highest in the world.

“Lawmakers in the country are bewildered why certain medicines sold in the Philippines by a multinational pharmaceutical company are priced higher than other countries like India and Pakistan,” Arroyo said.

glad to know you had a blast in caramoan and you were able to make the most of your stay. do share with us your photos and local contacts and survival tips. i myself am preparing for a group visit to caramoan this summer. the last time i visited was in 1997- when there was nothing and no one there!

now don't leave naga without experiencing most or all this:
- toasted siopao at naga garden or 3N bakery (great pasalubong!)
- cakes and coffee and bikol food at Red Platter
- cheesy burger, chicken, rock n roll iced tea, bikol special at Bigg's
- kinalas and baduya (maruya)
- halohalo at iceblinker
- coffee and pastries at Beanbag, homegrown coffee shop
- the holy rosary minor seminary museum
- visit Ina, the lady of penafrancia, at the Penafrancia Shrine and/or Basilica
- more churches: Naga Cathedral, San Francisco, Carmelite monastery (write down your prayer intentions and the nuns will pray for them)
- bikol dishes at Geewan, Naga Garden, Bob Marlin, Red Platter

if you have more time, drive or trek to mt isarog, about 45 mins from downtown naga
- swim in any of the springwater resorts (penafrancia, casa ofelia etc)
- relax in the hot and cold springs of mini hydro

@oragon.com.. Hindi na kami nakapag-meet ni Hakz. Busy ata sya and he had to go Legazpi shortly. Decent crowd sa CWC kanina. May competition tomorrow so nagdadatingan na sila ngayon. Lots of Russians also, they have this Wake and Surf Event at CWC. Yung kasabay namin na nag-wake board sa beginner's end eh mga Russians, pero only because di sila pinayagan dun sa main wake board arena kasi doon nagpapa-practice yung mga contestants for tomorrow's event.

We also met the 3rd placer in the 2010 National Wakeboarding Championship. Sya yung trainor namin kaya mabilis akong natuto. :D

Reef Wakeboard event pala this weekend @ CWC. One of the organizers who is also an SSC forumer based in Manila invited us during the Dragon Boat event @ Lago del Ray.

for the stonehouse, can it be possible na inform ta muna duman na makiki shoot lng kita? i saw in their facebook kasi na they do not accept walk ins for their packages. although ma visit lang kita, pero mas okay garo na magpa aram? ano sa hiling po nindo?

kung maduman sa stonehouse garo mapipiritan ako mag matang amay :lol: medyo alanganin kaya ako morning.. :lol: but just in case sa Bigg's Magsaysay ang lunch, maiba ako :D

Ay Sabitang Laya is just gorgeous.. Dun naka-based ang isa sa mga tribes ng Survivor. Dun din kami nag-ihaw at nag-lunch (same place as the Survivor guys). LEGAZPI CITY ---The Bicol tourism industry has remained bullish despite the adverse travel advisories issued by foreign countries like the United States, Australia, and Canada, Tourism Regional Director Maria Ong Ravanilla said in a telephone interview yesterday.

She said that the hostage crisis that claimed the lives of eight Hong Kong tourists in Manila recently and reports about incidents of violence and disorder in other areas did not deter foreign tourists and Balikbayans from visiting the Bicol region.

In fact, out of curiosity these tourists came to the Bicol region to prove their country’s advisories wrong, Ravanilla said.

She revealed that during the recent Peñafrancia Festival last September some 3 million Marian devotees came to Naga City for the 300th devotion to Ina.

Many of those who had attended the religious festival were Balikbayans and their friends.

Ravanilla said that Camarines Sur and Naga City have remained No.1 in tourist arrivals in the Bicol region posting an improvement of 135 percent over last year’s statistics.

She said that during the 3rd quarter of the year some 768,167 tourists had actually visited Naga and Camarines Sur as tourists, staying in hotels and lodging houses.

Meanwhile, Ravanilla reported that Albay and Legazpi City ranked No. 2 in tourist arrivals. For the 3rd quarter of this year, Albay and Legazpi City posted a total of 73,056 tourist arrivals from 35,105 for the same period last year.

Over all, the Bicol region is No. 2 among the 15 regions when it comes to tourist arrivals.

Ravanilla attributed this growth in the Bicol tourism industry to the concerted efforts of local government units and the private sector who have invested much in putting up hotels, restaurants, and beach resorts.

She also acknowledged the role of the Department of Tourism (DOT) with the help of the media in promoting local tourism nationally and internationally.

deal or no deal?

NAGA CITY --- With all the debate about the impending rental rate increase in the Naga City Public Market reaching a high note, the Naga Market Stallholders Federation (NAMASFED) took it upon themselves to conduct their own feasibility study and finally filed a counter proposal that a 60 percent socialized rental increase may be more justifiable.

Claro Alfonso, president of the Naga Market Stallholders Federation, told Bicol Mail that they conducted their own study and found that the 300 percent increase in rental rates proposed by City Councilor Esteban Abonal, also chairman of Sanggunian Panlungsod Market Affairs Committee, was too high.

Alfonso cited that based on their study, a socialized 60 percent rental increase would be enough to cover the expenditures and payment of loans the city incurred for repairing the Naga City Public Market as well as to generate income from the operation of the market.

Based on the NAMASFED’s financial examination, the public market’s reparation costs amount to P 157,629,756.50. From this amount, they computed the building depreciation costs for 30 years of useful life amounting to P 5,254,325.22 per year.

The NAMASFED also included a six percent annual interest payment of P 5,257,875.39 as the city government of Naga secured a loan amounting to P87,629,765.50 out of the P157,629,756.50 reparation cost.

According to Alfonso, the aforementioned P10M-plus annual depreciation cost and interest payment can be paid out by the increase in the income of the public market brought by a surge in its leasable space as cited by City Development and Planning Officer Wilfredo Prilles Jr. in one of their meetings last August.

Alfonso added that there would still be a P1,102,765.28 net income in 2011 even without an increase in rent and relying only with the increase in leasable spaces.

He said though they are one with the city government in boosting its revenues for the better interest of the city and thus they took the initiative in finding a compromise stand.

“From our records, the city can gain as much as P7M profit from the 30 percent increase of rental rates in 2012 and another P 7M for the subsequent 30 percent increase in 2013. We are calling though that in 2011 there should be no increase so as to give stallholders time to regain their investment and to stabilize their businesses which have been ruptured by the past conflagrations,” Alfonso said.

“If they [the city officials] are currently pressured to generate revenues, it is not correct to focus on rental rates. There are other sources of income like the ad spaces in the vicinity of the public market,” he noted.

Meanwhile, Naga City Mayor John G. Bongat believed that any form of rental increase is not appropriate and is defiant of the true purpose of the public market.

“The purpose of the public market is for the people to have a market where they can buy cheap commodities. If there will be increase in rental rates, businessmen will pass it to the consumers which, in turn, will lead to increase in prices of commodities. It will then defeat the purpose of having a public market,” says Bongat.

Bongat, however, cautioned that he is currently off-hand with the issue as the matter is still in the committee level of the Sanggunian which shall submit its recommendation for the executive department to act on.

NAGA CITY --- Making the competition complete between two leading TV networks here, GMA-7 Naga will be launching on Monday, Nov. 22, its maiden telecast of iSYU Ngonian, a local daily magazine program that will cater to Bicolano audiences.

PICE CamSur fetes CE week

NAGA CITY---For the first time, engineers and engineering students of the University of Nueva Caceres (UNC) celebrated Civil Engineering Week last week, Nov. 9-12, with motorcade, a two-day seminar, exhibits and sporting events.

Engr. Leon Palmiano IV, dean of UNC’s College of Engineering, applauded the initiative of Philippine Institute of Civil Engineers (PICE)-Camarines Sur Chapter for the successful celebration conducted with civil engineering students of the UNC.

Palmiano said the celebration was aimed to advance the knowledge and practice of civil engineering, the professional improvement of PICE’s members, the promotion of good public and private clientele relationship and development and fellowship among civil engineers.

The celebration took off with an 8:00 a.m. Thanksgiving Mass held at the UNC Chapel on Nov. 9 which was followed by a motorcade along major streets of Naga City

In the afternoon of the same day, Engr. Gil Perez, area chairman of the UNC Civil Engineering Department, and Engr. Florida Pangilinan Nuñez, chapter president, led the ribbon-cutting to formally open the exhibits at the UNC Engineering Building which include photos of PICE activities, the chapter’s trophies and awards received, copies of PICE newsletter and journal.

The second day of celebration was dedicated to sports activities where professionals and students competed in different events like “fun run” and “fun walk, ” badminton, darts, bowling and basketball.

Winners of the events include engineering students Eric Bagayawa and Xamela Fajardo who emerged as fastest runners while Engineers Manny Nebreja and Florida Nuñez topped the “fun walk” event.

Other winners of the sports competition between the professionals and students were Engineers Malu Relucano and Lilia Hipolito for badminton doubles while engineering student Romar Tanay clinched the badminton singles.

Darts and chess was ruled by Engr. Tony Laynes while engineering student Euness Barja won the bowling event. The professionals won over the engineering students in basketball, 81-76.

For the last two days of the Civil Engineering Week celebration, the PICE-Cam. Sur Chapter conducted a two-day seminar last Nov. 11-12. Attended by 12 engineering students and 52 professionals, the resource speakers shared information and developments regarding Updates on the National Structural Code of the Philippines 2010 edition at the Villa Caceres Hotel.

The resource speakers of the two-day seminar include Engineers Cesar C. Pabalan, Carlos Villaraza and Anthony Vladimir C. Pimentel and Dr. Romeo A. Estanero.

Nat’l budget explained before Bicol newsmen

NAGA CITY --- Dismissing earlier criticisms of the 2011 budget by two Bicolano lawmakers as inaccurate, Budget Secretary Florencio Abad met members of the local media at Villa Caceres Hotel here Thursday last week to air his side.

Albay 1st District Rep Edcel Lagman had criticized the 2011 budget drafted by the executive department as a blatant violation of R.A. 10011, or the amended Migrant Workers’ Act with its 50 percent budget cut on the legal assistance fund (LAF) for Overseas Filipino Workers (OFWs).

Next year’s budget only allots P27M for LAF compared to this year’s P50M, which according to Lagman should have been P100M as RA 10022 provides, with the following breakdown: P50M from the President’s contingency fund, P30 million from the President’s social fund, and P20 million from the Overseas Workers Welfare Fund.

Abad said there are enough funds from idle sources which can finance the required legal assistance fund.

He noted that there are still unspent amounts in the OFW’s legal assistance fund in 2009 and 2010, an P80B trust fund from the Overseas Workers Welfare Administration (OWWA) and some contributions from OFWs amounting to P14B to P18B which can be used for the LAF.

“The budget does not reflect the true budget for the legal assistance fund. Maraming pera sa tabi-tabi (There are lots of money in the surroundings). It will even exceed the required P100M legal assistance fund,” Abad said.

On Senator Arroyo’s claim that the 2011 budget is just a carbon-copy of the past administration’s National Expenditure Program in 2009, Abad retorted that the current administration’s budget is not prone to corruption and is more dedicated to the poor and vulnerable.

“In this administration, there is no P 65B injected projects with no appropriate funds. Lump-sum portions are given to appropriate agencies ensuring their implementation and evaluation. We allotted a large portion of the budget to the poor and vulnerable which is almost 34 percent of the budget,” he said.

Arroyo branded next year’s P1.645 trillion budget as a “carbon-copy” of the past administration characterized as it was by lump-sum appropriations, conditional cash transfers and pork barrels which he said the present administration had rejected when it was still in the opposition.

“This kind of carbon copy thing, this has not happened in the past,” Arroyo lamented.

2012 budget

Meanwhile, the budget secretary who came as guest of the Area Convention of the Association of Local Budget Officers for Luzon at Villa Caceres Hotel here said that he would call for an early drafting of the 2012 budget immediately after both chambers of Congress approve the 2011 budget next month.

“We are now on the final stages of the 2011 budget. There will be an early call for the 2012 budget and we see it to be released in time for the President’s State of the Nation Address in July next year,” Abad said.

He explained, however, that an earlier drafting of the 2012 budget would not just be for the President’s SONA but also for Congress to have enough time to deliberate on the proposed budget.

“We observed that Congress had some time constraints discussing the 2011 budget. An early release will give them extra month to deliberate [on the budget],” Abad stated.

Abad also said that the Department of Budget and Management (DBM) is also planning to do away with the usual centralized drafting of the country’s annual budget and is preparing to conduct various consultations on different sectors and regions.

“We will encourage sectoral organizations to engage with authorities in airing their concerns. Regional directors of DBM will also submit their output. The drafting of the next budget will be different from the usual. It will have wider and broader consultations,” Abad promised.

The budget secretary hopes that the 2011 budget will be signed sooner than later as the Senate had already conducted their own deliberation even before the House of Representatives completed theirs.

“In the next Senate meeting, I believe we’ll just see some plenary debates on the budget which will mostly tackle policies rather than the budget itself. It will not take a while,” he said.

Asked, however, if the P1.3 trillion 2011 budget which employs the administration’s so-called zero-base budgeting exercise could bring about the eradication of corruption, Abad answered in the negative.

“We don’t guarantee 100 percent that there will be no corruption. What we can guarantee though is that provisions on accountability and transparency have been laid down,” the budget secretary said as he appealed to the media, the local officials concerned, and the general public to help the Aquino administration in seeing to it that projects are being properly implemented.

This morning, according to Ms. Nini Ravanilla DOT Region V Head, in an interview that CamSur's tourist arrivals from January to September 2010 has aleady reached 1.8 million. This is apparently record breaking. It has already exceeded last year's rate.

Camarines Sur had a total 1.56 million for the whole year of 2009 placing second to Cebu 1.61 million.

PILI, Camarines Sur – At least 33 highly-rated wakeboarding pros from various Asian countries as well as a hefty batch of national and locally grown talents are on-site or on their way and raring to go for a stab at wakeboarding glory and handsome prizes of the Reef Asian Wakefest 2010 at the CamSur Watersports Complex (CWC) on November 19 and 20.

This will be the third successive Asian wakeboarding encounter at the CWC since the six-point German-made cable facility was opened and part of a series of water-based sports being promoted by Gov. LRay Villafuerte that are boosting CamSur into a burgeoning international center of extreme sports.

Confirmed to join the skirmishes are 5 Koreans, 2 Singaporeans, Thailanders and 2 Russians from the Asian area not to mention other seeded cable wake riders who will make it to the on-site registration slated the whole day of November 18.

Homegrown wakeboarding talents who only took up the sport since the CWC opened have given the visiting foreign riders a run for the glory in past forays include Ricky Otilla, Edwin Tipones, Marvin Tucio and Tina Rosero.

A total cash prize purse of close to US$8,000 is at stake in Grooms, Girls, Junior Men, Amateur Women, Mens 1, Mens II, Open Women, Wakeskate Women, Wakesakte Men and Pro Men’s categories.

Seeded professionals will compose the panel to judge the competitions – eliminations and semi-final rounds on November 19 and final rounds on November 20 - including Donald Shelbrick, Keith Lidberg and wakeboarder cum disk jockey Brandon Thomas who will also take charge of the sounds during party night.

Another shindig, the Republic Party and a concert will unfold on November 20 at the CWC Never Ending bar after the awarding ceremonies.

Viewing of the competions on both days will be free.

This morning, according to Ms. Nini Ravanilla DOT Region V Head, in an interview that CamSur's tourist arrivals from January to September 2010 has aleady reached 1.8 million. This is apparently record breaking. It has already exceeded last year's rate.

Camarines Sur had a total 1.56 million for the whole year of 2009 placing second to Cebu 1.61 million.

This is one of the reasons why Cebu officials visited CamSur this month :banana::banana::banana:

Naga braces against floods

NAGA CITY --- Facing head-on the perennial problem of flooding in the city especially during the rainy season, the city hall is jump-starting a study that will help its officials understand the ebb and flow of the Naga River and how they affect the city’s water levels.

During last Monday’s regular meeting with members of the local media, City Mayor John Bongat admitted the severity of the problem which affects much of the city’s strategic locations, including commercial and residential centers.

The study will focus on the low and high tide pattern of the Naga River, the amount of rainfall that the city receives each year and the outflow of water that comes down from Mt. Isarog and its bodies of water like the Malabsay falls and its tributaries.

Bongat said he has already instructed the City Engineer’s Office to come up with an updated comprehensive drainage plan based on the result of the study.

“The problem has been one of the main concerns of our LGU. We have already launched a city revitalization project since I assumed office,” Bongat said. “These floods are mainly caused by the ‘vintage’ canals and drainage system that have been there even before World War II.”

Bongat said most of these outdated drainage facilities are found around the barangays of San Felipe, Pacol and the adjacent town of Canaman, which are traditionally prone to flooding. New and bigger storm drainages have begun to be installed/constructed in these areas to divert water flow to the Naga River.

“We are also thinking of digging deeper a natural ‘catch basin’ in Clupa, in Bgy. Calauag, so that more water outflow from the slopes of Mt. Isarog could be contained, thus preventing their overflow to areas surrounding the catch basin,” Bongat said.

The storm drainages are considered part of the Naga River Revitalization Project, otherwise known as ‘Salvar Salog,’ which aims to free the river from pollution and over-flooding. International organizations like the World Bank and UNESCO have pledged financial and technical assistance to improve the city’s drainage system and save the river from pollution and environmental abuse.

NTC sets mobile registration, licensing in Naga

NAGA CITY --- The regional office of the National Telecommunications Commission in Bicol will once again conduct a one day mobile registration and licensing on Nov. 25, 2010 from 9:00 to 4:00 p.m. at the Naga City Youth Center here.

The special activity will facilitate easy access in the registration and licensing of unregistered radio transceivers being used and operated by different government and private agencies or individuals, including mobile phone dealers and retailers and mobile phone service centers in this city and the neighboring municipalities, NTC Regional Director Ariel Padilla explained.

On the date and place mentioned, NTC personnel will accept and process all applications for license of new/renewal radio communication network and operator certificates, registration and licensing of all types of two-way radio equipment, including mobile phone dealer/retailer/service centers where corresponding permits and licenses will be released on the same day.

An orientation seminar on radio laws, rules and regulations, licensing procedures and proper handling/maintenance of radio equipment will also be held on the same day.

The NTC team will also receive applications for blocking/unblocking of SIM card and cell phone, as well as complaints on text scam/illegal/malicious text and text spam.

NAGA CITY ---- Inspired by Manny Pacman’s latest victory and the huge crowd that packed the Naga Coliseum to see the big fight live on screen for free, City Mayor John G. Bongat is open to the idea of developing and promoting this city as a boxing hub in this part of the region.

The mayor believes that his city should have its own boxing promotion outfit to popularize the sport here which he said is one of the most neglected sports in the Bicol Region.

“We have so many potentials here. Aside from tapping these potentials, it will also generate employment and tourism, as well as develop sportsmanship among Bicolanos,” he said.

For the first time, local residents witnessed for free the live telecast of the Pacquiao-Margarito fight. More than 5,000 Bicolanos from this city and outlying towns cheered wildly as they saw their hero bombarding with sharp blows his latest Mexican foe, who is far bigger and taller than the boxing congressman from Saranggani.

Camarines Sur Vice-Governor Fortunato “Ato” Peña, who was spotted jostling his way through the crowd nearest the wide screens, expressed great pride in Pacman’s yet another triumph that made every Filipino proud.

“I am proud of Pacquiao’s win. Wala nang makaka-beat ng record niyang makakuha ng walong titles sa boxing (No one could beat his record of eight titles in boxing),” Peña said. The Vice-Governor apparently just had his Sunday walk before he proceeded to the coliseum which explained his outfit of simple polo shirt, shorts and running shoes.

Mayor Bongat told Bicol Mail that the primary objective of the event is to bring to his fellow Bicolanos, especially those who could not afford the more expensive live screenings inside hotels and restaurants, the experience of seeing Pacman’s fights live on screen.

Bongat thanked LBC, the city government’s partner, in making possible the first-ever live public screening of Pacquiao’s fight here.

“This is part of our company’s social responsibility in celebration of our 60th anniversary. We wish to give back to the people the support they gave us through the years,” explained Angelito Latayan, LBC Southeast Luzon area head.

NAGA CITY---The local government unit (LGU) of Naga City is preparing to offer to any interested private entity the management of the 10,000-seater coliseum here, according to Mayor John Bongat.

“The aim of leasing to a private entity the management of the coliseum is to unburden the city from maintaining the facility and spending for personnel services to avoid from exceeding the limit set by DBM (Department of Budget and Management),” Bongat revealed.

He said the private entity could concentrate on ways on how the coliseum could earn while the Naga City government would be ensured of monthly rental.

Bongat said the city government at present spends for the lights and personnel from the Public Safety Office who are guarding the coliseum.

He said he formed a committee that include Metro Peso Manager Reuel Oliver, Planning chief Willy Prilles, Budget head Frank Mendoza and city administrator Jun Mongoso for the purpose.

Bongat said the committee is tasked with formulating and finalizing the terms of reference after which the offer to private entities for coliseum management will be bidded.

Mendoza noted that the city government has availed of two loan facilities from the Land Bank in the amount of P122M with 8.75 percent annual interest rate and another P42M with an annual interest rate of 5.75 percent.

He said the rentals for the coliseum must approximate the value of the interest rate of the loan to get even with the cost of operation.

Mendoza said the city government has availed of the best loan package without additional charges which are usually hidden in the agreement with the bank.

He said the city government did not utilize the entire P164M loan from the Land Bank for the completion of the coliseum thus enabling it to save some P40M.

LEGAZPI CITY ---The Bicol tourism industry has remained bullish despite the adverse travel advisories issued by foreign countries like the United States, Australia, and Canada, Tourism Regional Director Maria Ong Ravanilla said in a telephone interview yesterday.

She said that the hostage crisis that claimed the lives of eight Hong Kong tourists in Manila recently and reports about incidents of violence and disorder in other areas did not deter foreign tourists and Balikbayans from visiting the Bicol region.

In fact, out of curiosity these tourists came to the Bicol region to prove their country’s advisories wrong, Ravanilla said.

She revealed that during the recent Peñafrancia Festival last September some 3 million Marian devotees came to Naga City for the 300th devotion to Ina.

Many of those who had attended the religious festival were Balikbayans and their friends.

Ravanilla said that Camarines Sur and Naga City have remained No.1 in tourist arrivals in the Bicol region posting an improvement of 135 percent over last year’s statistics.

She said that during the 3rd quarter of the year some 768,167 tourists had actually visited Naga and Camarines Sur as tourists, staying in hotels and lodging houses.

Meanwhile, Ravanilla reported that Albay and Legazpi City ranked No. 2 in tourist arrivals. For the 3rd quarter of this year, Albay and Legazpi City posted a total of 73,056 tourist arrivals from 35,105 for the same period last year.

Over all, the Bicol region is No. 2 among the 15 regions when it comes to tourist arrivals.

Ravanilla attributed this growth in the Bicol tourism industry to the concerted efforts of local government units and the private sector who have invested much in putting up hotels, restaurants, and beach resorts.

She also acknowledged the role of the Department of Tourism (DOT) with the help of the media in promoting local tourism nationally and internationally.

It does not include homestays. We've got visitors last Penafrancia season who opted to stay with their relatives or friends rather than in a hotel.

Fruitful and frisky

By Thursday next week Most Rev. Leonardo Z. Legaspi, O.P. D.D., Archbishop of Caceres, must have filed his resignation letter to the Roman Pontiff, through the Office of the Papal Nuncio to the Philippines. On November 25, the Archbishop marks his 75th birthday, which is the canonical age for retirement in the Catholic Church.

Whether the Roman Pontiff will accept or not the resignation letter of the Archbishop is beyond our information. But this we are certain: he will cede his seat in the Archdiocese and somebody will take over his office, somebody who may be a Bikolnon or not. Equally certain is that he has submitted to the Roman Pontiff the names of those whom he thinks are competent to serve in the office he is vacating.

Whoever this man of God is will be revealed in the days or weeks or months to come.

For the moment, it is worth looking back to the tenure of Archbishop Leonardo Z. Legaspi in the Archdiocese of Caceres for the past 26 years. On the whole, the tenure is fruitful and frisky.

The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to establish a number of new parishes and a new diocese. New parishes have been established, now numbering 81 grouped under 11 vicariates. The idea of establishing new parishes was implemented if only to intensify evangelization and multiply opportunities for the ministration of the sacraments to more people, especially in the barangays. The establishment of the Prelature of Libmanan and eventually its elevation to the status of diocese is a big step towards the evangelization of the people especially in the first and second districts of Camarines Sur. On the whole, the establishment of new parishes is in keeping with the call to evangelize the people in every which way the local church could think of.

The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to bring about a renewal in the devotion to the Virgin of Peñafrancia whose practice is being secularized by commercialism and by profits in tourism, relegating to the sidelines the religious dimension of the devotion. His unwavering campaign to discern the importance of the devotion and his rejection of any civic event that would disturb the pilgrims in their week-long religious devotion as well as his re-organization of the voyadores into a Cofradia de San Jose and Guardias de Maria ---- a body whose task is to give order and solemnity in the devotional practice and procession ----- gave a breathing space for the devotees to see a religious procession not a tourism spectacle.

The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to elevate the missionary spirit among the clergy ---- prompting some to volunteer to work in parishes and dioceses outside Caceres. Also in the last few years of his term, Archbishop Legaspi has stood for his priests like a Good Shepherd that he is. Unlike some of his predecessors who would rather not leave the hundred good sheep in search for the lost one, Archbishop Legaspi has taken his time to look for the welfare of his priests. There may be exceptional cases, but on the whole, the Archbishop has proven that he has his eyes in his company.

For all the scholarships and a high degree of learning that he has attained that could have qualified him undoubtedly to sit in the Archdiocese of Manila or even in the company of cardinals, Archbishop Legaspi chose to stay in Caceres where he experienced endearment with a cure from the very Patroness of the Bikolnon. The cure could not have happened had he been somewhere else.

History will be the judge on the tenure of Archbishop Legaspi in Caceres. As he closes his rule in the Archdiocese, it is not an understatement, if his 26-year old administration is described as fruitful and frisky.

UNEP key executives attend spiritual seminar
The great American writer and author of motivational books Orison Swett Marden once said that “if you do not feel yourself growing in your work and your life broadening and deepening, if your task is not a perpetual tonic to you, you have not found your place.”

Following this thought, the management of the University of Northeastern Philippines (UNEP) under the headship of Atty. Remelisa Alfelor-Moraleda, university president, invited UNEP’s top officials in a soul-enriching seminar held at the Caritas Christi Prayer and Renewal Center on November 9 and 10. It was conducted by Mr. Rodolfo C. Menguita, Training Director of D.M. Consunji.

Dubbed as “Quality of Worklife Seminar,” the two-day activity was also attended by UNEP Vice President for Finance, Mrs. Deli Alfelor-Tibi; Vice President for Academic Affairs, together with Mrs.Eleonor Osea and various UNEP Department heads.

The occasion also served as a venue for other key personnel of the university to have a chance to get to know each other and share their experiences. All the attendees came up with an optimistic realization that understanding oneself could lead to a better perception of one’s work and appreciation of one’s worth.

“While we have this desire to maintain and continuously uplift the quality of education here at the university, I believe that it is also imperative that we create a package where we can build a room for self improvement. Eventually, this will result to a harmonious relationship and happy co existence between and amongst the university staff,” Moraleda said in an interview.

Ms. Tibi also fully supports endeavors like this. “We work to earn a living but you should not miss the main purpose of why we are here. All of us, at some point in our lives have to realize that there are things higher than ourselves and we have to realize that HE wants us to live and co-exist harmoniously.”

Two years of great Pinoy fusion food

Last Sunday Nov 14 was the birthday of Chef Doy Sto. Domingo and the second anniversary of the resto named after him, Chef Doy’s Gourmet Restaurant. An intimate group of Chef Doy’s and his wife Che’s friends came to celebrate the twin occasions complete with a band on a real stage (courtesy of Allan Cu’s Avenue Square, an ardent supporter of the resto).

I consider Chef Doy’s as the most successful food service concept in the city lately. Not only because the good Chef Doy is very talented or because he is my friend but because it’s true. Chef Doy’s has become a buzzword in Naga City and tourists never fail to drop by to taste the sumptuous Pinoy fusion food in the resto in Cereza along Magsaysay Avenue. Hidden it may be inside the restaurant complex, many have already “found” the yummy yummy batang-batang pusit, kare-kare, pininyahang manok, ginataang puso ng saging, ibos-ibos, etc etc etc.

Bloggers from Manila have come to write rave reviews about Chef Doy’s. National magazines and TV shows have featured the fusion place. Even Aga Muhlach has celebrated his birthday at Chef Doy’s (and sister resto Grissini Ristorante) with 60 of his closest friends and family members. Those who came continue to come back for more.

Che and Doy Sto. Domingo extend their heartfelt gratitude to all their well wishers and loyal customers for making Chef Doy’s last two years a great time to celebrate excellent Filipino cuisine. PICE CamSur fetes CE week
NAGA CITY---For the first time, engineers and engineering students of the University of Nueva Caceres (UNC) celebrated Civil Engineering Week last week, Nov. 9-12, with motorcade, a two-day seminar, exhibits and sporting events.

Engr. Leon Palmiano IV, dean of UNC’s College of Engineering, applauded the initiative of Philippine Institute of Civil Engineers (PICE)-Camarines Sur Chapter for the successful celebration conducted with civil engineering students of the UNC.

Palmiano said the celebration was aimed to advance the knowledge and practice of civil engineering, the professional improvement of PICE’s members, the promotion of good public and private clientele relationship and development and fellowship among civil engineers.

The celebration took off with an 8:00 a.m. Thanksgiving Mass held at the UNC Chapel on Nov. 9 which was followed by a motorcade along major streets of Naga City

In the afternoon of the same day, Engr. Gil Perez, area chairman of the UNC Civil Engineering Department, and Engr. Florida Pangilinan Nuñez, chapter president, led the ribbon-cutting to formally open the exhibits at the UNC Engineering Building which include photos of PICE activities, the chapter’s trophies and awards received, copies of PICE newsletter and journal.

The second day of celebration was dedicated to sports activities where professionals and students competed in different events like “fun run” and “fun walk, ” badminton, darts, bowling and basketball.

Winners of the events include engineering students Eric Bagayawa and Xamela Fajardo who emerged as fastest runners while Engineers Manny Nebreja and Florida Nuñez topped the “fun walk” event.

Other winners of the sports competition between the professionals and students were Engineers Malu Relucano and Lilia Hipolito for badminton doubles while engineering student Romar Tanay clinched the badminton singles.

Darts and chess was ruled by Engr. Tony Laynes while engineering student Euness Barja won the bowling event. The professionals won over the engineering students in basketball, 81-76.

For the last two days of the Civil Engineering Week celebration, the PICE-Cam. Sur Chapter conducted a two-day seminar last Nov. 11-12. Attended by 12 engineering students and 52 professionals, the resource speakers shared information and developments regarding Updates on the National Structural Code of the Philippines 2010 edition at the Villa Caceres Hotel.

Tilapia sales down in Naga
NAGA CITY --- The local government here has cautioned its residents to temporarily steer clear of tilapia being sold at the local market following reports of widespread tilapia fish kill in Lake Buhi, in Buhi, Camarines Sur during the past two weeks.

Naga City Mayor John G. Bongat warned the public, through the local media, against buying tilapia because the LGU has no way of knowing where these fishes came from.

“Although we are not against the selling of ‘tilapia’ here in the city, we still strongly suggest that our consumers should be careful in buying this kind of fish that as we know are cultured abundantly in Lake Buhi where widespread fish kill has been reported,” Bongat said during his regular meeting with the local media Monday morning.

For almost two weeks now, the lake has been plagued by recurring fish kill which to date affected more than 80 percent of its commercial fish cages and other types of fish including the ‘sinarapan’ (Mistichthys luzonensis), the smallest commercially harvested fish in the world, that grow abundantly in the lake. Fish kills have been reported in more than 20,000 fish cages within the lake, leaving an estimated P80 million loss to the industry.

Widespread fishkill started in October 29. Buhi Mayor Rey Lacoste blamed the volcanic sulfur that ran down from the slopes of nearby Mount Asug as the cause of the fish kill.

The Bureau of Fisheries and Aquatic Resources (BFAR) provincial office in Camarines Sur, meanwhile pointed to unconsumed fish food strewn in the lake, high ammonium nitrate content and the presence of other pollutants associated with fish farming as the major culprit. Aside from these, BFAR also noted the uncontrolled growth of water hyacinths which contributed to the low oxygen-content of the lake that resulted to fish deaths.

Because of the reported fish kill, more consumers have avoided buying tilapia, which subsequently affected the source of income of tilapia fishermen and traders, including fish farmers from nearby Lake Bato, in Bato, Camarines Sur, another tilapia-producing municipality in Bicol.

“We do not know yet whether such ‘tilapia’ products would affect our constituents’ health, but it is better to be careful,” cautioned Bongat.

Sales of fresh tilapia in the city public market here and in satellite markets have been reported low since the fish kill incidents. Meanwhile, the Bureau of Fisheries and Aquatic Resources on Monday said that based on the water quality survey results Lake Buhi has very low dissolved oxygen content and very high ammonia nitrogen concentration as compared to the optimum ranges set by the South East Asian Fisheries Development Center (SEAFDEC). This critical water condition of the lake probably led to the massive fish kill, BFAR said.

Low dissolved oxygen (or low volumes of oxygen in the water) occurs when water temperature rises and stratification occurs during respiration of plants and fish and during aerobic decomposition of organic matter. Under low dissolved oxygen, fishes will have poor growth, be prone to diseases or even die.

It was also noted that about one-fourth of the lake is covered by water hyacinth which contributed to the depletion of dissolved oxygen by blocking the sources of oxygen such as photosynthetic activity by phytoplankton and wind aeration.

The study further showed that the decomposed organic matters like unconsumed feeds and fertilizers, industrial and domestic wastes and decomposition of phytoplankton produced a highly toxic substance that kills fishes.

These results were presented by Irma Mora, BFAR regional fish health officer, to the municipal officials of Buhi during a meeting held at the town’s session hall.

The 2007 data of the local government of Buhi showed that there were 15,597 registered fish cages that occupy 226 hectares of the 1,707- hectare lake.

Lake Development Officer Ronilo Leal said the number may be greater because of the growing number of unregistered fish cages.

Fish cages in the lake produce 9 to 10 tons of tilapia daily. About 100 tons of tilapia and other fish stocks were lost due to the recent fish kill whose economic value has been estimated at P80 million.

The Philippine Fisheries Code limits aquaculture activities such as fish cages and fish pens in lakes to only 10% of the lake’s surface area. Ideally, the allowable percentage specified by law for fish cage culture in Lake Buhi should not exceed 170 hectares.

Municipal Councilor Zaldy Arcilla admitted that up to ninety percent of the lake has been occupied by fish cages contrary to the prescribed ten percent.

He commented that the implementation of this national law can have more teeth once the municipal fishery ordinance which is now on its second reading is approved.

He added though that the other lake resource users such as the National Power Corporation’s Hydro Electric Plant and the National Irrigation Administration’s controlled structure in Tabao River complicates the problem of increasing siltation of the lake by blocking the lake’s outlet that would have washed out sediments and water hyacinth.

Municipal Administrator Beethoven Nachor proposed a stakeholders conference to be attended by fish cage operators and marginal fisher folk with BFAR officials and other researchers as resource speakers.http://www.bicolmail.com/issue/2010/nov18/xtilapia.html
