Two years of great Pinoy fusion food
Last Sunday Nov 14 was the birthday of Chef Doy Sto. Domingo and the second anniversary of the resto named after him, Chef Doy’s Gourmet Restaurant. An intimate group of Chef Doy’s and his wife Che’s friends came to celebrate the twin occasions complete with a band on a real stage (courtesy of Allan Cu’s Avenue Square, an ardent supporter of the resto).
I consider Chef Doy’s as the most successful food service concept in the city lately. Not only because the good Chef Doy is very talented or because he is my friend but because it’s true. Chef Doy’s has become a buzzword in Naga City and tourists never fail to drop by to taste the sumptuous Pinoy fusion food in the resto in Cereza along Magsaysay Avenue. Hidden it may be inside the restaurant complex, many have already “found” the yummy yummy batang-batang pusit, kare-kare, pininyahang manok, ginataang puso ng saging, ibos-ibos, etc etc etc.
Bloggers from Manila have come to write rave reviews about Chef Doy’s. National magazines and TV shows have featured the fusion place. Even Aga Muhlach has celebrated his birthday at Chef Doy’s (and sister resto Grissini Ristorante) with 60 of his closest friends and family members. Those who came continue to come back for more.
Che and Doy Sto. Domingo extend their heartfelt gratitude to all their well wishers and loyal customers for making Chef Doy’s last two years a great time to celebrate excellent Filipino cuisine. Congrats to the whole Chef Doy’s team including Johnny and Marian Casilang, partners. May you be blessed even more and may we have more reasons to celebrate in the years to come of fine local fusion dining.
Dine at Chef Doy’s Gourmet Restaurant and you will find all the fusion, flares and twists of Filipino cooking. All Filipino. All good.
Accumulated cash receipts amounting to 3,000 can win you a special prize in December.

hakz2007 November 18th, 2010, 10:44 PM Tilapia sales down in Naga
NAGA CITY --- The local government here has cautioned its residents to temporarily steer clear of tilapia being sold at the local market following reports of widespread tilapia fish kill in Lake Buhi, in Buhi, Camarines Sur during the past two weeks.
Naga City Mayor John G. Bongat warned the public, through the local media, against buying tilapia because the LGU has no way of knowing where these fishes came from.
“Although we are not against the selling of ‘tilapia’ here in the city, we still strongly suggest that our consumers should be careful in buying this kind of fish that as we know are cultured abundantly in Lake Buhi where widespread fish kill has been reported,” Bongat said during his regular meeting with the local media Monday morning.
For almost two weeks now, the lake has been plagued by recurring fish kill which to date affected more than 80 percent of its commercial fish cages and other types of fish including the ‘sinarapan’ (Mistichthys luzonensis), the smallest commercially harvested fish in the world, that grow abundantly in the lake. Fish kills have been reported in more than 20,000 fish cages within the lake, leaving an estimated P80 million loss to the industry.
Widespread fishkill started in October 29. Buhi Mayor Rey Lacoste blamed the volcanic sulfur that ran down from the slopes of nearby Mount Asug as the cause of the fish kill.
The Bureau of Fisheries and Aquatic Resources (BFAR) provincial office in Camarines Sur, meanwhile pointed to unconsumed fish food strewn in the lake, high ammonium nitrate content and the presence of other pollutants associated with fish farming as the major culprit. Aside from these, BFAR also noted the uncontrolled growth of water hyacinths which contributed to the low oxygen-content of the lake that resulted to fish deaths.
Because of the reported fish kill, more consumers have avoided buying tilapia, which subsequently affected the source of income of tilapia fishermen and traders, including fish farmers from nearby Lake Bato, in Bato, Camarines Sur, another tilapia-producing municipality in Bicol.
“We do not know yet whether such ‘tilapia’ products would affect our constituents’ health, but it is better to be careful,” cautioned Bongat.
Sales of fresh tilapia in the city public market here and in satellite markets have been reported low since the fish kill incidents. Meanwhile, the Bureau of Fisheries and Aquatic Resources on Monday said that based on the water quality survey results Lake Buhi has very low dissolved oxygen content and very high ammonia nitrogen concentration as compared to the optimum ranges set by the South East Asian Fisheries Development Center (SEAFDEC). This critical water condition of the lake probably led to the massive fish kill, BFAR said.
Low dissolved oxygen (or low volumes of oxygen in the water) occurs when water temperature rises and stratification occurs during respiration of plants and fish and during aerobic decomposition of organic matter. Under low dissolved oxygen, fishes will have poor growth, be prone to diseases or even die.
It was also noted that about one-fourth of the lake is covered by water hyacinth which contributed to the depletion of dissolved oxygen by blocking the sources of oxygen such as photosynthetic activity by phytoplankton and wind aeration.
The study further showed that the decomposed organic matters like unconsumed feeds and fertilizers, industrial and domestic wastes and decomposition of phytoplankton produced a highly toxic substance that kills fishes.
These results were presented by Irma Mora, BFAR regional fish health officer, to the municipal officials of Buhi during a meeting held at the town’s session hall.
The 2007 data of the local government of Buhi showed that there were 15,597 registered fish cages that occupy 226 hectares of the 1,707- hectare lake.
Lake Development Officer Ronilo Leal said the number may be greater because of the growing number of unregistered fish cages.
Fish cages in the lake produce 9 to 10 tons of tilapia daily. About 100 tons of tilapia and other fish stocks were lost due to the recent fish kill whose economic value has been estimated at P80 million.
The Philippine Fisheries Code limits aquaculture activities such as fish cages and fish pens in lakes to only 10% of the lake’s surface area. Ideally, the allowable percentage specified by law for fish cage culture in Lake Buhi should not exceed 170 hectares.
Municipal Councilor Zaldy Arcilla admitted that up to ninety percent of the lake has been occupied by fish cages contrary to the prescribed ten percent.
He commented that the implementation of this national law can have more teeth once the municipal fishery ordinance which is now on its second reading is approved.
He added though that the other lake resource users such as the National Power Corporation’s Hydro Electric Plant and the National Irrigation Administration’s controlled structure in Tabao River complicates the problem of increasing siltation of the lake by blocking the lake’s outlet that would have washed out sediments and water hyacinth.
Municipal Administrator Beethoven Nachor proposed a stakeholders conference to be attended by fish cage operators and marginal fisher folk with BFAR officials and other researchers as resource speakers.http://www.bicolmail.com/issue/2010/nov18/xtilapia.html
hakz2007 November 18th, 2010, 10:58 PM Take good care of your ear
Do you know that you can be damaging your ears without you knowing it? Noise can damage your hearing and you don’t realize it until it’s too late. Most people are unaware that seemingly background noise such as those near airports and freeways can contribute to hearing loss. Furthermore, the fad by young people of listening to iPods for more that 3 hours a day and playing it loudly can already cause irreparable damage to the hair cells of the ears. If this abuse persists, the patient can experience hearing loss in 8 years and most likely will be hard of hearing. It is very unfortunate to be deaf while still in one’s productive years.
The Deafness Awareness Week aims to enlighten the public about the common causes of hearing loss. The goal is to educate the public on how to protect their hearing thru lay forums, lectures and free ear examinations. This is done yearly in the month of November. Across the archipelago, ENT doctors and others who are hearing advocates hold a weeklong observation.
This Nov. 18, 2010, the ENT doctors of the Bicol AccessHealth Centrum together with that of the Bicol Medical Center will hold lectures on “How Loud is Too Loud” and “Hearing in the Newborns” by Dr. Neil Peñaflor and Dr. DiosdadoUy, respectively. Nurses, high school students and deaf students of SPED were invited. The topics were selected because of the rampant habit of young people in listening to music thru ear phones turned on loudly. In addition, the lecture on Newborn Hearing is also appropriate because very few people know that congenital hearing loss, which is the MOST common congenital disorder, can be detected at birth and must be detected before 6 months of age. Early intervention program for deaf babies is very beneficial in terms of their language and speech skills development as well as intelligence. Unfortunately, deaf children are diagnosed after age 3 years. Most of these children were ignored by parents and pediatricians as “Tinatamadl ang magsalitayan!” to the detriment of their personal development.
In the morning of Nov. 18, 2010, the ENT Center and staff of the Bicol AccessHealth Centrum will examine the ears of the pupils of the Triangulo Elementary School. With the permission and knowledge of Mrs. Loida Nidea, OIC Dep Ed Superintendent, Dr. Tess Imperial and Mrs. Fe Hermosura, principal, the ENT Center has committed to check the ears of all the pupils from pre-school to grade 6 of the said school. The SPED students of Mrs. Girlie Maristaza will be examined in the afternoon. Children with overzealous mothers are often afflicted with impacted earwax and this can contribute to hearing loss and poor school performance. Common in children from low-income level is otitis media or bulbog. Most mothers even think it is a normal occurrence and rarely bring their children to the doctors because they believe it will just go away when the child matures. Unbeknownst to them, the infection spreads and erodes the surrounding bones. Given enough years, the ear infection spreads to the brain and this is usually fatal. If the child is lucky, the infection is contained but leaves behind a perforated eardrum. Most children from this income level dreams of working abroad as a seaman and they are rejected in their physical examination because of perforated eardrums. We believe that we can help prevent these through routinely checking the ears of our children. The Dep Ed doctors and nurses are overwhelm with so many children for check up that we, fellows of the Philippine Society of Otolaryngology hope to help unburden them by conducting free ear examinations. The children who will be missed out on Nov. 18 will be checked in the subsequent weeks to come.
We wish to reach to as many people (adults and children) as possible. We encourage other doctors to join us in our advocacy for hearing preservation and deafness prevention. There is much work ahead and workers are needed. We are thankful to the Bicol Mail editorial staff for allowing us to share our advocacy in their issuehttp://www.bicolmail.com/issue/2010/nov18/xgood.html

hakz2007 November 18th, 2010, 11:22 PM Nat’l budget explained before Bicol newsmen
NAGA CITY --- Dismissing earlier criticisms of the 2011 budget by two Bicolano lawmakers as inaccurate, Budget Secretary Florencio Abad met members of the local media at Villa Caceres Hotel here Thursday last week to air his side.
Albay 1st District Rep Edcel Lagman had criticized the 2011 budget drafted by the executive department as a blatant violation of R.A. 10011, or the amended Migrant Workers’ Act with its 50 percent budget cut on the legal assistance fund (LAF) for Overseas Filipino Workers (OFWs).
Next year’s budget only allots P27M for LAF compared to this year’s P50M, which according to Lagman should have been P100M as RA 10022 provides, with the following breakdown: P50M from the President’s contingency fund, P30 million from the President’s social fund, and P20 million from the Overseas Workers Welfare Fund.
Abad said there are enough funds from idle sources which can finance the required legal assistance fund.
He noted that there are still unspent amounts in the OFW’s legal assistance fund in 2009 and 2010, an P80B trust fund from the Overseas Workers Welfare Administration (OWWA) and some contributions from OFWs amounting to P14B to P18B which can be used for the LAF.
“The budget does not reflect the true budget for the legal assistance fund. Maraming pera sa tabi-tabi (There are lots of money in the surroundings). It will even exceed the required P100M legal assistance fund,” Abad said.
On Senator Arroyo’s claim that the 2011 budget is just a carbon-copy of the past administration’s National Expenditure Program in 2009, Abad retorted that the current administration’s budget is not prone to corruption and is more dedicated to the poor and vulnerable.
“In this administration, there is no P 65B injected projects with no appropriate funds. Lump-sum portions are given to appropriate agencies ensuring their implementation and evaluation. We allotted a large portion of the budget to the poor and vulnerable which is almost 34 percent of the budget,” he said.
Arroyo branded next year’s P1.645 trillion budget as a “carbon-copy” of the past administration characterized as it was by lump-sum appropriations, conditional cash transfers and pork barrels which he said the present administration had rejected when it was still in the opposition.
“This kind of carbon copy thing, this has not happened in the past,” Arroyo lamented.
2012 budget
Meanwhile, the budget secretary who came as guest of the Area Convention of the Association of Local Budget Officers for Luzon at Villa Caceres Hotel here said that he would call for an early drafting of the 2012 budget immediately after both chambers of Congress approve the 2011 budget next month.
“We are now on the final stages of the 2011 budget. There will be an early call for the 2012 budget and we see it to be released in time for the President’s State of the Nation Address in July next year,” Abad said.
He explained, however, that an earlier drafting of the 2012 budget would not just be for the President’s SONA but also for Congress to have enough time to deliberate on the proposed budget.
“We observed that Congress had some time constraints discussing the 2011 budget. An early release will give them extra month to deliberate [on the budget],” Abad stated.
Abad also said that the Department of Budget and Management (DBM) is also planning to do away with the usual centralized drafting of the country’s annual budget and is preparing to conduct various consultations on different sectors and regions.
“We will encourage sectoral organizations to engage with authorities in airing their concerns. Regional directors of DBM will also submit their output. The drafting of the next budget will be different from the usual. It will have wider and broader consultations,” Abad promised.
The budget secretary hopes that the 2011 budget will be signed sooner than later as the Senate had already conducted their own deliberation even before the House of Representatives completed theirs.
“In the next Senate meeting, I believe we’ll just see some plenary debates on the budget which will mostly tackle policies rather than the budget itself. It will not take a while,” he said.
Asked, however, if the P1.3 trillion 2011 budget which employs the administration’s so-called zero-base budgeting exercise could bring about the eradication of corruption, Abad answered in the negative.
“We don’t guarantee 100 percent that there will be no corruption. What we can guarantee though is that provisions on accountability and transparency have been laid down,” the budget secretary said as he appealed to the media, the local officials concerned, and the general public to help the Aquino administration in seeing to it that projects are being properly implementedhttp://www.bicolmail.com/issue/2010/nov18/xbud.html

hakz2007 November 18th, 2010, 11:29 PM SP CamSur holds joint session to save Lake Buhi
CAMARINES SUR --- Heedful of the plight of over 600 tilapia fish cage operators and marginal fishermen in Lake Buhi reeling from the dire effects of the massive “fish kill” valued at around PhP80 million in losses, Vice Gov. Fortunato Peña led the Sangguniang Panlalawigan to the Municipality of Buhi to address the cause of this catastrophe that has become a major concern for both the stakeholders and consumers in the entire province during a joint session with the Sangguniang Bayan of Buhi held here, November 15.
Environment Disaster Management and Emergency Response Office (EDMERO) and the environment protection team of the Provincial Government, Bureau of Fisheries and Natural Resources, (BFAR), Department of Agriculture (DA), Buhi Committee on Lake Development, and other agencies submitted their consolidated reports before the august body, eyeing a number of tentative solutions to avoid a recurrence of the “fish kill” brought about by the decline in the amount of dissolved oxygen content in the water, contamination caused by excessive dumping of fish feeds, proliferation of water hyacinth, and some other natural causes. Soil samples gathered from various portions of the lakebed also revealed varying amounts of sedimentation, indicative of accumulation of waste in the waters of the lake.
Among the recommendations made by the team which outlines the actions to be made by the Local Government of Buhi involves the prohibition for the grant of new licenses and permit to build new fish cages, review of the permits of existing fish cage operators, massive cleanup drive and removal of water hyacinth in the lake, a drastic moratorium on fishing that will last 1-3 years, review of the existing agreement between LGU-Buhi, the NAPOCOR, and the National Irrigation Administration (NIA).
EDMERO Chief Luzena Bermeo stated that the final recommendation with respect to the social component of the study will be submitted anytime soon pending the results of their study pertaining to the impact to the community of their recommendations after they have concluded consultations with various sectors of the local community in Buhi.
The vice governor has signified his support to the course of action that the Local Government of Buhi will undertake as part of his unwavering commitment for the betterment of every municipality in the province, attuned with his advocacy of promoting Christian Innovative Leadership as a vehicle for progress to strengthen Gov. LRay Villafuerte’s efforts for the development of every community in CamSur. http://www.bicolmail.com/issue/2010/nov18/xsp.html

By Paul John F. Barrosa and Shiena M. Barrameda
NAGA CITY ---- Inspired by Manny Pacman’s latest victory and the huge crowd that packed the Naga Coliseum to see the big fight live on screen for free, City Mayor John G. Bongat is open to the idea of developing and promoting this city as a boxing hub in this part of the region.
Before, Naga was a favorite venue of various sporting events, Mr. Philippines (body building event) was held before @ the UNC SP, the now defunct Marlboro Tour and locally organized boxing events held @ UNC SP.
Naga pushes for private management of coliseum
By Juan Escandor Jr.
NAGA CITY---The local government unit (LGU) of Naga City is preparing to offer to any interested private entity the management of the 10,000-seater coliseum here, according to Mayor John Bongat.
“The aim of leasing to a private entity the management of the coliseum is to unburden the city from maintaining the facility and spending for personnel services to avoid from exceeding the limit set by DBM (Department of Budget and Management),” Bongat revealed.
As mentioned by the contractor the city is offering the privatization of the coliseum to 2 firms; SM and another one from Dumaguete.

aidz November 19th, 2010, 01:33 AM I'm rather confused about how the get this tourism statistics.
This morning, Ravanilla was interviewed by Jonathan Magistrado and mentioned a 1.8 million arrivals in Cam Sur.
And here she is again declaring 3 million visitors during the Penafrancia fiesta and a total of 768,167 tourists visiting the province.:ohno:
How do they define a tourist?
So only those who stay at the hotels are considered tourists...
It does not include homestays. We've got visitors last Penafrancia season who opted to stay with their relatives or friends rather than in a hotel.
Funny.
But anyway, no matter how they count the tourist arrivals- I'm glad the CamSur is doing very, very well, catapulting Bicol to #2 destinaton in the Philippines.
Yeah. More exciting adventures to come in CamSur, more thrilling escapades to experience...All-in-one in CamSur :okay:
which is which really!?
none the less, it's great that we're being frequented by tourists
Aside from Ateneo's animation courses, Camarines Sur Province also conducts animation training at the provincial capitol complex. They even had "Dayo" as entry to the Metro Manila Film Festival few years back.

Naga Boy November 19th, 2010, 01:58 AM Controversial Logo
Source:http://www.abs-cbnnews.com/lifestyle/11/18/10/pilipinas-kay-ganda-logo-lifted-poland-logo
http://www.abs-cbnnews.com/sites/default/files/a_images/people/others/111810_polska1.jpg
While everyone is saying that the new logo and the new promo would not effective- in enticing tourists, with the controversy it is creating, I would say otherwise.
Everyone- I mean everyone is talking about it.
It has succeeded on catching everyone’s attention (at least)in the Philippines.
But personally- I like the new Promo- it is in Tagalog. It’s okay to promte our country in our own language as it is okay for us to describe Mayon Volcano as Magayon, and Bicolanos as Oragons. It would boil down to marketing. Kay Ganda would stand up to the generic English translation.
Pilipinas brand would add a little bit of curiosity and a new name to the tarnished reputation of the Philippines.
LRay during a tourism forum when asked how his secret in promoting the province to international tourists, he sadly answered he promotes CamSur as a direct destination as it is hard to sell the whole Philippines.
Pilipinas would give us a new hope and probably with the new administration- a better reputation abroad.
Let's give the new promo a chance.
I like the fine line translation at the bottom.
And it would stimulate someone’s of inquisitiveness to the mysterious.
As for the similarity to the Poland Logo, I don’t think it would be a problem. The logo fits well with the sunny Philippines but for the European Poland? I don’t think so
As long as Island Cove is not complaining- it’s okay to use to the coconuts.

hakz2007 November 19th, 2010, 04:46 AM Bicol RDC supports P-Noy open skies: Salceda
LEGAZPI CITY, Nov. 19 (PNA)-- The Bicol Regional Development Council (RDC) expressed full support with President Benigno Aquino III announcement liberalizing its civil aviation industry, as it also prepares the operationalization of Southern Luzon International Airport (SLIA) in Albay.
Albay Gov. Joey Salceda, concurrent RDC chairperson said the council will officially endorse to President Aquino as well as national air transport authorities the application of selective open skies for the SLIA upon its completion in 2013.
Salceda said the President open sky policy would indeed perk up the civil aviation industry designed to boost tourist arrivals in the country.
Salceda cited the experience of Clark where international traffic virtually flew from 7,880 to 600,000 after open skies was applied in 2004.
"An open skies should equalize the opportunities for regional destinations vis-a-vis the more developed incumbents like Manila, Cebu and Davao,” he said
An open skies in Daraga" should further accelerate the tourism growth of Bicol which Tourism Sec. Lim acknowledged as one of the fastest growing destinations for foreign tourists with Legazpi serving as the gateway to a well-diversified portfolio that includes Misibis, Caramoan, Mayon, CWC and Donsol .
The synchrornized pursuit of regional industrial policy laser-focused on tourism by the provincial governments of Albay, Camarines Sur and Sorsogon utilizing their organic budgets should be complemented by the national government investment in Bicol Int'l Airport and further afforded a more conducive policy framework of an open skies policy.
The Department of Tourism (DOT) in Bicol recently announced that tourist arrivals in Albay has posted a remarkable surge by 109 percent with 73,056 local and foreign visitors during the third quarter of this year making the province the third fastest tourist hub in the country.
Salceda quoting the DOT report, said tourist arrivals in Albay posted from July to September 73,056 foreign and domestic tourists, a surge that boosts Bicol’s new title as the “third fastest growing tourist destination” of the Philippines .
Salceda said with the open sky policy Albay is finally actualizing its tourism potential both for hosting an international airport and iconic endowments’ making its role as gateway to Bicol’s emerging tourist destinations.
Aquino on Thursday announced the government’s open skies policy at the opening of the public-private partnerships and infrastructure conference attended by foreign and local business leaders held in Manila.
Aquino said his administration will pursue the full implementation of E.O. 219 (the liberalization of air travel industry) in international aviation.
He said Executive Order No. 219 provided the framework for liberalizing the country’s air policy as early as 1995.
Aquino said the country’s national development requires promoting an open and competitive international aviation sector that enables Philippine and foreign air carriers to expand their operations, maintain a strong Philippine-based aviation industry, and ensure international connectivity in order to allow Philippine and foreign air carriers to plan and make long-term investments in the Philippine market.
The liberalize air travel in international aviation would bridge the gap and bring in many foreign tourist and increase the opportunity to use air cargo services.
The President said the government already liberalized telecommunications, trade and foreign investments.
Secretary Lim in his recent visit here said he wants a speedy completion of the Southern Luzon International Airport(SLIA) in Barangay Alobo in Daraga, Albay to make Bicol a top tourist destinations in the country as well as support DOT’s target to double the number of foreign tourist arrivals.
Lim said "Bicol is now third fastest growing tourism destination in the country today second only to Cebu and Boracay with new tourism come-ons like Camarines Sur Water Sports Complex,Caramoan Peninsula, Misibis Bay Resort and Donsol, Sorsogon".
With the new international airport, tourists anywhere in the world can fly easily to Albay to enjoy their time with less travel time in commuting.
“Our target is to double the number of foreign tourist coming to the country in 2016,” said Lim who lamented that the country is now ranked sixth compared to Malaysia,Thailand, Singapore,Indonesia and Vietnam.
The DOT said country’s annual foreign tourist arrivals is just three million despite its bid as a tourism destination since the `70s.
For his part, Salceda said the government has already bought 82 percent of the private agricultural lands in Alobo and neighboring barangays for the 3.4-billion Southern Luzon International Airport (SLIA)in Barangay Alobo.
Salceda said 32 percent of the construction of the runway and offices under Phase I has already been completed including 35 percent of Phase II has also been completed.
Salceda said P780 has already been released by the DOTC September this year for the on-going construction.
“This new, modern international airport can boost tourism which is Bicol’s biggest potential where it enjoys comparative advantages,” Salceda said.
To be viable, Salceda the SLIA is now connected by a road network to and commercial centers and tourist destinations as far as Donsol.
He said that more than 80 percent of the road network including bridges around the international airport has already been completed.
The international airport sits on a 300-hectare land area and is slated for completion two years from now. (PNA)http://www.pna.gov.ph/index.php?idn=6&sid=&nid=6&rid=313961

hakz2007 November 19th, 2010, 05:24 AM DENR wants gov’t-owned steel factory to save on importation
http://www.pna.gov.ph/images/iron%20ore.jpg
LEGAZPI CITY, Nov. 17 (PNA) – The Department of Environment and Natural Resources (DENR) is conducting an assessment of the country’s iron ore deposits to determine if it could sustain as raw material feed to an integrated iron and steel facility that the government is planning to establish in the country.
Reynulfo Juan, Bicol’s regional director of the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) said Environment and Natural Resources Secretary Ramon Paje has instructed all MGB regional offices in the country to conduct assessments of local mineral deposits for that purpose.
Juan said Paje’s plan of establishing a state-owned iron and steel facility will enable the government to save millions of dollars in the importation of semi-finished steel raw materials.
MGB study showed that the current iron ore consumption of the country's steel industry is approximately four million tons per year and is expected to double and even reach 10 million tons annually.
The study also showed that steel imports, mostly in the form of semi-finished materials, represent the second highest amount of importation of the country, next to oil and petroleum products.
“We are tasked not only to evaluate the quantity of local iron ore reserve but also to determine if the grade of the iron deposits is sufficient for the production of steel in an integrated iron and steel facility," Juan said.
MGB metallurgical study revealed that iron ores must have a grade of at least 60 percent iron (Fe) in order to be eligible as raw material for the production of steel.
As to the volume of iron ore deposits, Juan said Bicol accounts for the largest, qualifying the region to become the principal source of raw materials for the proposed manufacturing facility.
As of 2009, according to records of the MGB, the country's iron reserve was placed at 493.5 million metric tons (MT) and 318.6 million MT of it, the biggest among regions, belong to Bicol.
Other regions’ iron ore deposits based on MGB records are: 6.07 million MT in Ilocos; 25.1 million MT in Cagayan Valley; 15.23 million MT in Central Luzon and; 44.99 million MT in Southern Luzon.
For the Visayas and Mindanao regions, the areas with iron ore deposits are in Western Visayas, 44.19 million MT; Central Visayas, 17.9 million MT; Eastern Visayas, 44.4 million MT; Zamboanga Peninsula, 309.31 million MT; SOCCSKSARGEN, four million MT and Caraga Region, 17.04 million MT.
Most known among Bicol’s iron ore sites are in Larap, Camarines Norte; the vast coastal areas surrounding San Miguel Bay in Camarines Sur; the mountainous terrain of Matnog, Sorsogon; and several other unexplored sites in Albay, Juan said.
Other deposits in Camarines Norte are the Nakalaya Iron, four million MT; Pinagbirayan Iron Lump Ore, 451,376 MT; Napaod Iron Lump Ore, 100,000 MT; Mt. Cadig Iron in laterite, 83,129,840 MT and; Mataqui Iron Lump Ore in Capalonga town, 1,171,620 MT, Juan said.
These deposits, he said, are part of the Jose Panganiban-Paracale mineral district characterized by andesite and sedimentary sequences probably of Eocene age intruded by Paracale granodiorite during the Miocene Orogeny.
The granodiorite brought about the gold mineralization localized around the periphery of this intrusive surrounded by gneiss, schist, peridotite and other metamorphic derivations. The granodiorite intrusive possibly influences the northwest trend of the primary grain of the district.
Some 2.5 kilometers south of the Paracale gold zone is the 25 km. long arcuate iron belt localized within the contact of the sedimentary rocks and the Larap volcanics. Such iron belt is theorized as a contact metamorphic type of deposit.
The belt is a southeast to east trending zone starting from Larap region going southeast towards the direction of the foot of Mt. Bagacay at Labo, Camarines Norte.
South of the iron belt is a base metal zone of mineralization with some gold silver association of potential commercial importance. The base metal mineralization is localized in the andesite and sedimentary rock units.
Iron ore minerals within the mineralized district consist of Pyrite, Chalcopyrite, Magnetite and Hematite. Occurrences of base metals such as lead and zinc could also be encountered in the ore as sulfide minerals.
The Larap iron ore reserves measured at 12,589,974 MT is of no doubt a good source of raw materials for the proposed iron and steel facility of the government as it was even considered by the Taiwan-based China Steel Corporation for a multi-million dollar investment way back in 2005.
There is no specific Taiwanese investment in Larap yet but initial plans revealed that China Steel may just mine the Larap iron ore, export the raw material to Taiwan and bring in the semi-processed material back to the Philippines for further use by the downstream steel industry.
Right now, there is no active big iron ore mining operations in the Philippines as the former National Steel Corp. (NSC), now Global Steelworks International Inc., did not really go into iron ore mine development but imported iron slabs, intermediate raw material, for further processing. hakz2007 November 19th, 2010, 05:55 AM City hall, police tighten war against drugs in ‘Isla Sison’
NAGA CITY --- More police outposts and checkpoints will be put up near and around the vicinity of a notorious haven for drug dealers and users in this city after the city government and the Naga City Police Office (NCPO) agreed to launch a more aggressive war against illegal drugs and their perpetrators.
Vice-Mayor Gabby Bordado said that the still flourishing illegal drug operation in Sitio Sagrada Familia (formerly Sitio Isla Sison) in Barangay Peñafrancia is a big challenge for the leadership of the newly-installed NCPO Chief-of-Police P/Sr. Supt. Vert Chavez.
“The situation in Sagrada Familia is a challenge to our new PNP police chief,” Bordado said. “I challenge our police force to do something more about this because I myself cannot understand why we are still not yet done with this despite the efforts shown by the NCPO.”
The vice mayor also asked the NCPO to expedite resolution and prevention of drug-related cases since the number of police manpower in the city has since been augmented by the deployment here of a significant number of additional personnel during the past months.
The city government is mulling to put up a police sub-station within Sitio Sagrada Familia in order to better respond to the problem. Regular checkpoints will also be put up in strategic corners.
Naga City Mayor John Bongat confirmed that the NCPO has recently installed CCTV cameras around portions of Sagrada Familia, especially in spots where drug transactions were reportedly used to be consummated. “All we need is the sustainability of operations against drugs in Sagrada Familia,” Bongat stressed. “Maybe in time, we will be able to overcome this problem.”
Sitio Isla Sison, before it became Sagrada Familia, in Bgy. Penafrancia, has been known as a notorious haven for syndicates and dealers involving illegal drugs and other substances, including transient drug suppliers who are non-residents of the city. During the past years, supplies of shabu and marijuana had been confiscated from suspected drug dealers and pushers that made the sitio as their base of operations.

hakz2007 November 19th, 2010, 05:59 AM 43 erring stores charged
LEGAZPI CITY --- At least 43 commercial establishments across the region are facing charges of violation of RA 4109, otherwise known as the products standards law, the Department of Trade and Industry (DTI) said Monday.
The DTI said that with the advent of the Christmas holidays, the agency is closely monitoring establishments and traders selling products that do not pass DTI product quality standards that so far resulted to the identification of at least 43 establishments throughout the region found to have violated the product standards law.
DTI Regional Director Jocelyn L.B. Blanco explained that these establishments were found to be selling uncertified products that do not have the required Product Standard (PS) and Imported Commodity Clearance (ICC) marks.
Products confiscated include monobloc chairs, angle bars, ceramic tiles, flat irons, lighters, and electric stoves.
These products were seized for proper disposition while others were destroyed in order to raise consumer awareness on unsafe and cheap products.
Blanco appealed to the public to be discriminating when purchasing goods and commodities in order to get best value for their hard-earned money.
“Each buyer or consumer should be cautious and must look for the appropriate markings particularly on the mandatory products,” she said.
Blanco likewise directed her field units to strictly enforce the fair trade law and other related laws.http://www.bicolmail.com/issue/2010/nov18/xerring.html

rhyzrockerz November 19th, 2010, 06:12 AM NAGA CITY --- Facing head-on the perennial problem of flooding in the city especially during the rainy season, the city hall is jump-starting a study that will help its officials understand the ebb and flow of the Naga River and how they affect the city’s water levels.
During last Monday’s regular meeting with members of the local media, City Mayor John Bongat admitted the severity of the problem which affects much of the city’s strategic locations, including commercial and residential centers.
The study will focus on the low and high tide pattern of the Naga River, the amount of rainfall that the city receives each year and the outflow of water that comes down from Mt. Isarog and its bodies of water like the Malabsay falls and its tributaries.
Bongat said he has already instructed the City Engineer’s Office to come up with an updated comprehensive drainage plan based on the result of the study.
“The problem has been one of the main concerns of our LGU. We have already launched a city revitalization project since I assumed office,” Bongat said. “These floods are mainly caused by the ‘vintage’ canals and drainage system that have been there even before World War II.”
Bongat said most of these outdated drainage facilities are found around the barangays of San Felipe, Pacol and the adjacent town of Canaman, which are traditionally prone to flooding. New and bigger storm drainages have begun to be installed/constructed in these areas to divert water flow to the Naga River.
“We are also thinking of digging deeper a natural ‘catch basin’ in Clupa, in Bgy. Calauag, so that more water outflow from the slopes of Mt. Isarog could be contained, thus preventing their overflow to areas surrounding the catch basin,” Bongat said.
The storm drainages are considered part of the Naga River Revitalization Project, otherwise known as ‘Salvar Salog,’ which aims to free the river from pollution and over-flooding. International organizations like the World Bank and UNESCO have pledged financial and technical assistance to improve the city’s drainage system and save the river from pollution and environmental abuse.

Naga Boy November 19th, 2010, 06:22 AM Editorial
Fruitful and frisky
By Thursday next week Most Rev. Leonardo Z. Legaspi, O.P. D.D., Archbishop of Caceres, must have filed his resignation letter to the Roman Pontiff, through the Office of the Papal Nuncio to the Philippines. On November 25, the Archbishop marks his 75th birthday, which is the canonical age for retirement in the Catholic Church.
Whether the Roman Pontiff will accept or not the resignation letter of the Archbishop is beyond our information. But this we are certain: he will cede his seat in the Archdiocese and somebody will take over his office, somebody who may be a Bikolnon or not. Equally certain is that he has submitted to the Roman Pontiff the names of those whom he thinks are competent to serve in the office he is vacating.
Whoever this man of God is will be revealed in the days or weeks or months to come.
For the moment, it is worth looking back to the tenure of Archbishop Leonardo Z. Legaspi in the Archdiocese of Caceres for the past 26 years. On the whole, the tenure is fruitful and frisky.
The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to establish a number of new parishes and a new diocese. New parishes have been established, now numbering 81 grouped under 11 vicariates. The idea of establishing new parishes was implemented if only to intensify evangelization and multiply opportunities for the ministration of the sacraments to more people, especially in the barangays. The establishment of the Prelature of Libmanan and eventually its elevation to the status of diocese is a big step towards the evangelization of the people especially in the first and second districts of Camarines Sur. On the whole, the establishment of new parishes is in keeping with the call to evangelize the people in every which way the local church could think of.
The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to bring about a renewal in the devotion to the Virgin of Peñafrancia whose practice is being secularized by commercialism and by profits in tourism, relegating to the sidelines the religious dimension of the devotion. His unwavering campaign to discern the importance of the devotion and his rejection of any civic event that would disturb the pilgrims in their week-long religious devotion as well as his re-organization of the voyadores into a Cofradia de San Jose and Guardias de Maria ---- a body whose task is to give order and solemnity in the devotional practice and procession ----- gave a breathing space for the devotees to see a religious procession not a tourism spectacle.
The Archdiocese of Caceres, under the care of Archbishop Legaspi, is able to elevate the missionary spirit among the clergy ---- prompting some to volunteer to work in parishes and dioceses outside Caceres. Also in the last few years of his term, Archbishop Legaspi has stood for his priests like a Good Shepherd that he is. Unlike some of his predecessors who would rather not leave the hundred good sheep in search for the lost one, Archbishop Legaspi has taken his time to look for the welfare of his priests. There may be exceptional cases, but on the whole, the Archbishop has proven that he has his eyes in his company.
For all the scholarships and a high degree of learning that he has attained that could have qualified him undoubtedly to sit in the Archdiocese of Manila or even in the company of cardinals, Archbishop Legaspi chose to stay in Caceres where he experienced endearment with a cure from the very Patroness of the Bikolnon. The cure could not have happened had he been somewhere else.
History will be the judge on the tenure of Archbishop Legaspi in Caceres. As he closes his rule in the Archdiocese, it is not an understatement, if his 26-year old administration is described as fruitful and frisky.
www.bicolmail.com
Truly, the good Archbishop will be missed by the Naguenos.
Incidentally, he is the Ninong of my son Timothy.
We will also miss him.

aidz November 19th, 2010, 06:23 AM Controversial Logo
Source:http://www.abs-cbnnews.com/lifestyle/11/18/10/pilipinas-kay-ganda-logo-lifted-poland-logo

Using Pilipinas instead of the Philippines, yes, but I would disagree with the "kay ganda."
LRay used "Come South, Cam Sur.." it's catchy... "Pilipinas, Kay Ganda" isn't that catchy, may be because we're too used to hearing that... I don't know about the foreigners though...
The font they used in the logo is the same... the theme and the style, almost the same, Polska in the tropics, that's how it looks to me... if we want to be set apart, if we want to rise above... we better do something different.

One of the reasons these islands and the Caramoan islands were hidden and protected from development for decades is because storms ravaged these parts of Bicol... and there is difficulty accessing the islands. :)
In developing the area, the environment must be highly taken into account.

Naga Boy November 19th, 2010, 08:11 AM HAPPY THREAD 41 TO ALL!!!
my 2 cents worth on the new logo... i agree that logos for tourism's sake should be globally acceptable and understandable must be catchy , attractive and original... i asked my friend here whos a foreigner and all he said was "What is Kay Ganda?" and i said "Philippines the Beautiful" literally and he said "True... just like you maganda!"
well what more can i say... :)
See?
I told you guys- it was a catchy phrase.
It's about time to make Kay Ganda an internationally accepted word.
Who knows by using it would contribute to other Filipino words at the Oxford and Webster’s Dictionaries like boondocks (from bundok; mountains); imeldific (from Imelda Marcos; ostentatious extravagance), and last but the least- being most notorious and degrading:ohno:, Filipina (house maid).

totally agree!
In the micro perspective of promoting tourism such concept is widely being used, lets take for example our city, Naga City uses Bicol words such as "Maogmang Lugar", "Dagus Kamu" etc. which creates curiosity which later equates to interest and also reflect the city true identity and pride but, lately the city started using abbreviations to spell out its particular vision eg. VIVA Naga and the latest Naga City SMILES.

sonofignatius November 19th, 2010, 09:53 AM happy 41, everyone!
Truly, the good Archbishop will be missed by the Naguenos.
Incidentally, he is the Ninong of my son Timothy.
We will also miss him.

indeed he will be sorely missed. he has been a pillar of stability for the Church of Caceres in the last 20+ years. he was the ordaining prelate at my diaconate ordination in sept 2007 :-)
the Pope can extend his term, though, for a few more years if he so wishes. the submission of the retirement letter is SOP but the pope has the prerogative to accept it or not. afaik he has extended the terms of the current Archbishop of Manila, and that of the Archb of Tuguegarao, Cagayan after the submission of the customary letters.
Wow! Philippines, pang International Market ; "Pilipinas kay Ganda" pang lokal - DOT Bikol
http://bomboradyo.com/index.php/news/regional-news/bicolano-news/28597-wow-philippines-pang-international-market--qpilipinas-kay-gandaq-pang-lokal-dot-bikol
the proposed brand is clearly generating a lot of reactions- and this is good. aside from the fact that this is publicity, as doc observes, it is also a good way to get feedback from the public. consider both negative and positive reviews and move from there to see what can be done.
but since the tag's/ brand's intended market is not we locals but other countries then it has to be tested well in that market, too. one can also say that precisely the "different' (non-English) term will draw attention and arouse curiosity.
i remember that japan's tourist brochures and magazines in 2005 carried YOKOSO JAPAN (yokoso: welcome). saw them in their literature at the World Expo in Nagoya that year.
ang sakuya lang: get as much feedback for both sides. we need critical minds to bring out creativity.
but certainly i agree that the slogan design (font, color, other elements) has to be reworked. with all the creative minds this country has in advertising and marketing i am sure we can get much more than that. the country deserves much more than that.
i also read and article criticizing the new website. havent seen it myself but the review isn't positive. looks elementary daa. but the article says that with the bad reviews tinanggal tolos si mga makanos sa website. (then feedback has worked!)
Naappreciate na maray ni christmartin saka ni sister nya ining grotto, kaso naraot lang kan duwang tower na ini..:ohno:
I think the Caramoan Administration should dismantle the communication towers behind the monument.:ohno:
It riuns the otherwise beautiful view of Virgin Mary.
I have no idea who manage the Mt. Caglago Island,.

This is the old Statue in Mt. Caglago, you can notice that mayo man su duwang tower. and looking at this pic garo recent sana man ini..
my first and only caramoan visit was in 1997 (sorry jo, dai ko na mahanap si mga retrato; hilingon ko na lang giraray pagpuli ko sa pasko). there was nothing there in the islands. there was only the original statue, the stairway and a hut/ rest area for the pilgrims.
i, too, did not like what i saw when i looked at the pic with the towers (not just 1 but 2!). the towers are simply out of place- both from the aesthetic and spiritual viewpoints.
i hope with all the pilgrims and tourists trooping to caramoan the trees and greens are preserved- the natural habitat of indigenous insects and animals. i hope the firefly-filled trees at night can still be seen as one makes his way to the hilltop of caglago at night: this was simply breathtaking in that summer 1997 climb.

sonofignatius November 19th, 2010, 10:13 AM One of the reasons these islands and the Caramoan islands were hidden and protected from development for decades is because storms ravaged these parts of Bicol... and there is difficulty accessing the islands. :)
In developing the area, the environment must be highly taken into account.
keen observation, aidz. the very geography (its inaccessibility) has naturally shielded and preserved it from human harm.
we all must be vigilant in safeguarding the natural beauty of caramoan and other natural gems in the region. the waste materials (left by picnickers, i guess) that chris saw are not a good indication. strict rules (with strict penalties) must be enforced.

i wonder how many actual leper patients are still confined in the Bicol Sanitarium.
in Culion, Palawan's (national) leprosarium one practically doesn't see any lepers anymore. the few remaining lepers are in home care. the leprosarium has been made into a general hospital which is much more equipped that the main island's hospital (Coron, Palawan). patients that need more special medical attention from Coron are, in fact, taken to Coron by boat. :)

my visit was just a trip with friends. my cousin (now an ordained priest of Caceres assigned in the new parish of St Peregrine in Sto Domingo, Calabanga) was assigned in Tabgon parish at that time and he invited us to come over.
i was with two newly assigned Jesuits in Naga and i wanted to show them around - this was always my my yearly task then. i also wanted the trip as my last adventure/ pilgrimage before i entered the Jesuit seminary a week later in May 1997. the evening climb uphill was a soul-filling experience. it was cool up there and the view of the night sky spectacular. the glorious sun rising from the calm blue sea capped the experience.
it was late May, though, and the winds and waves were strong. so you can imagine i had an "emptied" stomach when we reached port- while all the fish along the way had their fill :nuts::nuts::lol::lol::lol: (if you know what i mean hehehe)

Word of Thanks
“This is the day the Lord has made; let us rejoice and be glad”.
Yes, TODAY, we who are gathered here have every reason to rejoice as we celebrate the feast of our University Patroness, ST. ELIZABETH OF HUNGARY.
To her we lovingly dedicate this University Chapel-fruit of our common labors, a dream come true, and a promise we made to God, to Archbishop, and to ourselves – a promise happily fulfilled-after three long years of praying, acting, hoping and waiting (yes, at times, the wait seemed like eternity!) Thanks to our beloved Archbishop, who gave us the initial inspiration, the much-needed push and challenge: the challenge to construct a more ‘decent’ dwelling place for God at the very heart of our University campus, so that He may truly become the Center of our lives. A challenge, indeed, which we readily passed on to our alumni, the entire USI family and to our friends. A challenge well-taken and responded to. Thank you, beloved Archbishop, for your trust and fatherly support and for believing that we could act on our dreams – despite the seeming odds and difficulties. Your being here with us today, despite your hectic and demanding schedule, is a tangible proof of your fatherly concern for us all. We are truly grateful. We promise to continue praying for your good health and for more fruitful years ahead as we join you in celebrating this year of your Golden Sacerdotal Anniversary.
At this juncture allow me to digress a bit and to share with you all some unique features of this chapel. As we know, it is dedicated to our University Patroness, ST. ELIZABETH OF HUNGARY, whose life of Christian piety, detachment from worldly pomp and riches, and charitable service to the poor is depicted by the threefold symbol of the CROSS, CROWN and ROSES, which are prominently displayed at the top dome of our chapel roof, and reflected in our main altar design and altar pews.
The main altar’s “piece de resistance” is the towering figure of the RISEN CHRIST, transcendent in glory. Considered a masterpiece of art, it is described by the artist himself as: “the Risen Jesus on His journey home to the Father, representing our own earthly life - pilgrimage which should be characterized by a gradual detachment from our own earthly ‘cloths of burial’ as we prepare for our final ascent to the Father”.
This year, we commemorate two important events. For us in the Vincentian Family, this year marks the 350th Death anniversary of our two founders, St. Vincent de Paul and St. Louise de Marillac. The two stained glass windows at the upper left and right side of the main altar are dedicated to our Founders, reflecting their lives and mission of Charity to the Poor.
At the upper middle section by the entrance of the Chapel we see the image of our Lady of Peñafrancia and the tricentennial commemorative logo depicting the 300th Anniversary of our Devotion to Ina. The USI seal, representative of the USI Family, stands beside the tricentennial logo to show our solidarity with the church of Caceres and the Bicolano people in giving honor to Our Lady of Peñafrancia on the occasion of this tercentenary year celebration.
The Miraculous Medal statue and stained glass logo at the left side of the altar is a reminder of Mary’s predilect love for all her children through the Miraculous Medal which she entrusted to a Daughter of Charity, St. Catherine Laboure. We are all called to live Marian lives. Like Mary, the closest disciple of Christ, we are reminded to follow Him closely and to participate in His own Paschal mystery, as a sign of our devotion to Our Lady of the Miraculous Medal, and to make miracles of love, through Mary’s intercession, happen in our daily lives.
At the right side of the altar is the statue of our University Patroness, Saint Elizabeth of Hungary, Queen of Charity and Lover of the Poor. The statue depicts the miracle of the bread turned to roses - an apt reminder of our Lord’s special love for those who serve Him with selfless charity in the least of his brethren. The Vincentian logo appearing at the right side of the upper stained glass window with the Vincentian motto: “The Charity of Christ Crucified Urges Us” is also a fitting reminder of the Charity-Mission that must characterize our own lives.
On this occasion, allow me, in behalf of the entire USI Family to extend our thanks once again to our beloved Archbishop the Most Rev. Leonardo Z. Legaspi, O.P.,D.D. for all his giftness to us and for continuing to be our devoted father and pastor through the years. We also thank our concelebrating Monsignori and priests whose gift of presence on this happy occasion is a true sign of their support and friendship. God bless you all dearly.
We cannot forget to mention the people behind this project. We acknowledge with gratitude the generous services rendered by our Project Architect, Arch. Luis Titus Aguirre, our Construction Engineer, Engr. Henrico De los Santos, our Electrical Engineer, Engr. Miles Evora, and sound system thru the generosity of Mr. Edgar Villegas, Home Speak Marketing. We acknowledge the contribution of our gifted artists, Bong Barcena (the genius behind the Risen Christ) and the sculptor-artist of the SEH statue, our very own USI pride Mr. Paul Robosa. Of course, this chapel would not have been completed without the sacrificial efforts of all our construction workers and our maintenance personnel who labored day and night, rain or shine. Saindo gabos, Dios Mabalos.
We are deeply grateful to all our chapel BENEFACTORS, SPONSORS, PATRONS AND DONORS, specially our USI ALUMNI of the various Batches. They truly deserve God’s hundredfold reward for their generous assistance and support. Without them our dream would not have been realized.
Thank you to all those who assisted in the preparation of this afternoon’s blessing and liturgical celebration and made it truly meaningful: our Chapel and CM-Re Team, the Deacons and Seminarians of OLRMS together with the altar servers. Thank you for all your help and abiding support, Msgr. Peter and Fr. Benedict. Thank you to all those who provided the beautiful music: the BM chorale headed by Mrs. Titan Avila and Mr. James Reburiano, our organist. Thank you too to the University Band headed by Mr. Alexi Dato. To our commentator, lectors, cantor, soloist, offerers, and usherettes, Thank You.
Thank you for the gift of presence of everyone, of friends from the various communities of consecrated life of men and women in Caceres, headed by our DC communities here in Bicol. Thank you to all the members of our USI family: Sisters, administrators, faculty, non-teaching personnel, the Chairs and members of the working committees for this afternoon’s event. Through your best efforts this affair has become a smooth and happy success.
To all those whom I may have inadvertently omitted to mention or acknowledge, we beg your indulgence but God knows the generosity and goodness of your hearts and will reward you a hundredfold.
Gratitude is indeed a memory of the heart. We shall remember today, and keep its memory alive in our hearts, for THIS IS THE DAY the Lord has made, and so we lift our hearts in rejoicing …let it be the first day of the rest of our Eucharistic lives - lives truly centered in Him Who alone is the reason and cause for this newly – completed chapel. To HIM be all the honor and glory! DIOS MABALOS SAINDO GABOS!

sonofignatius November 19th, 2010, 10:49 AM Congratulations, LEA,
LET Topnotcher from NCF!
Have you read the book The Power of Simplicity by Jack Trout? One of his quotes is "Keep it simple and good things will happen"
indeed true especially so for LEA, an NCean & a simple Lagonoyan who emerged 4th National Placer in the September Licensure Examination for Teachers (LET). Proudly, she is the only placer in Bicol for Secondary Education.
A number of the NCF Community have already anticipated this good news; yet as simple and humble Lea is, she kept everything tacit and was even unmoved when one of her friends called her up to congratulate her on one of the biggest feats of her life. The only time she accepted the fact of her being indeed a topnotcher was when her Ate Irene confirmed everything
and the rest, as they say, is history
Maria Cecelia Arel Rodriguez is born third in a simple family in Lagonoy, Camarines Sur. Her father died while she was only 1 month old; hence her mother, Mrs. Francia Rodriguez, had difficulty making ends meet for all her children. So when a scholarship opportunity came at her alumni high school, she grabbed the chance hopeful to fulfill her dream of being a respectable Lawyer someday. Her alumni high school had a program which involved their alumni providing scholarships to deserving students. Luckily, she was considered and taken in by Ms. Irene F. Acantilado, an alumna of her high school and Head Cashier of the Naga College Foundation, as her own scholar. The Acantilados - her Kuya Mike and Ate Irene fondly call her LEA and have always been there to support, protect and act as second parents to her. She remembers her Kuya Mike exerting efforts to coach her in complicated subjects consequently acting as her mentor throughout her college life. Lea made Education her pre-law course; not knowing that she would eventually fall in-love with teaching. Now, a topnotcher in her own right
in a profession she learned to enjoy, Lea plans to take-up a Masters Degree also in Naga College Foundation to further enhance her career.
Lea, who will be celebrating her birthday on November 27, considers this huge blessing an early Birthday and Christmas present rolled into one from God. With the entire buzz of her new found fame, Lea still keeps it simple. She is still her old self a wide reader, a movie enthusiast and a simple NCean, who is now an inspiration to the many students of the Liberal Arts Department and especially so to those humble students who dream of making it big someday.

I talked to Mr. A, the owner of the Piazza and informed me that Biggs Magsaysay is already operating but the soft opening would still be on first week of December.
I asked him about Pancake House- he said, "Malapit na".
I still have to follow- up the Robertson Ayala deal from Mr Obiedo. I have not talked to him yet after our last conversation about a week ago.

aidz November 19th, 2010, 02:16 PM Just learned that, last Oct, my cousin met an accident. He was diving in Sarangani, around 80ft when a giant tuna got tangled in his harness and dragged him to 300ft... he ran out of air and surfaced quickly, which caused him decompression sickness... He's in Cebu now still recovering...
that news was posted in Manila Bulletin but we weren't able to catch it... :(
anyway, he's doing well now...
matt&abby November 19th, 2010, 02:33 PM how sad naman aidz... well at least he is still in one piece... kita mo naman si Raissa Laurel lost her leg sa bomb blast but started sturdying now...

He's recovering now and he's ok... he's now posting in FB...that's why I've just learned of it today because of FB...
About Raissa, yes, but she didn't lose hope, because all her hope, she has already placed in GOD...
I like to watch her interviews... and how she says this..

As for Raissa, yep! truly admirable... not something you'll see from someone who just lost both legs... Someone went to visit her in the hospital to give her encouragement, but it turned out, he's the one who got the encouragement... :D

Cebu vies to make it into a sports paradise

Filed Under: Tourism, Philippines - Regions
CEBU CITY, Philippines—As Cebu tourism stakeholders look at ways to bring back Cebu on the list of Top Island destinations cited by international magazine Conde Nast Traveler
, the Lapu-Lapu City government has intensified efforts to promote the city as a sports tourism destination.
“We envision to become the new hotspot of international sports tourism as international sports federation have begun taking notice that we have what it takes to host these prestigious international sports competitions,” Lapu-Lapu City Mayor Paz Radaza says in a statement sent to Inquirer.
Radaza discloses that the city will be hosting the games between the Philippines and Japan in the Davis Cup Asia/Oceania Zone group, which will be held on March 4-6, 2011.
“The event is one of the results of our continued effort to put the name of Lapu-Lapu City in the international tourism market. In 2009, we launched our sports tourism program with the creation of the Lapu Lapu Sports and Events Bureau. Now we are about to witness the development of our sports tourism,” Radaza says.
She notes that Lapu-Lapu City has a strategic location in Asia-Pacific, with all major cities just three to four hours away, and an international airport surrounded by world-class hotels and resorts.
In the wake of the Quirino Grandstand hostage crisis, Lapu-Lapu City also introduced the Island City Experience where tourism establishments were encouraged to develop more competitive attractions to attract local and foreign tourists.
Part of the campaign was to offer 50-percent discount to locals who check in at hotels and resorts from September 20 to December 15.
Meanwhile, in a forum held Tuesday, Hans Hauri, general manager of Marco Polo Plaza
, says Cebu’s losing out to Luzon should be taken as a challenge by tourism players to work harder in promoting its destinations.
“It is time to check what has been done in Cebu City, Lapu-Lapu and Mandaue to attract more tourists so they will come back because they’ve been going to CamSur. CamSur is offering them something new, wakeboarding. It’s a no-brainer then that CamSur will overtake Cebu soon,” says Hauri.
Shangri-La Mactan general manager Joachim Schutte stresses the need for Cebu to be included again on Conde Nast’s top resorts list.
“The magazine has 25,000 readers but these are highly experienced travelers who know about the best hotels and resorts around the world. People talk about this. We have to get Cebu back (to the list),” Schutte says.
Shangri-La Mactan Island Resort and Spa and another Mactan-based resort, Plantation Bay Resort, have landed on Top Resorts in the World list.
---------------------
Overwhelming.
Despite accusations from other people and unfortunately from fellow Bicolanos that the numbers are padded, the attention and the concern that a big league city like Cebu is giving to CamSur’s success in the field of tourism despite all the odds is truly humbling.
Come to think of it, while we envy Cebu’s economic growth and success- here they are, trying to be like our province and making it as their model in tourism development.

Unfortunately for me, my family has never been to Caramoan. Correct me if I'm wrong, I still have this impression that they still do not have a resort with child friendly facility. We hope to visit the place when my son is a little older.
Together with Misibis, Caramoan is one of the top attractions in Bicol.
Incidentally, together the other Bicolano Thomasian Endcrinologists, we will be having an overnight meet at Misibis tomorrow.
The kids are excited but I had to defer my attendance due to a very a busy Saturday appointment. My secretary failed to block that date.
Baad forgetful and pregnant secretary:ohno:. (I don't know if this is a pregnancy season- we have three pregnant employees- my wife's secretary and my son's yaya)
The meet will have to go on without us. Since our stay has been pre- paid, we are arranging to have our stay re- scheduled to a later date. They agreed under the condition that it should not fall on a peak season.
Were requesting to have it moved on December 23. I hope the agent would be able to arrange it so we could look forward for a Christmas by the bay.
One can never get enough of the fabulous Misibis Bay.
Lucky Albay and lucky for us in Bicol for having one luxurious resort very near our backyard.
No plane tickets needed.

chrismartin November 19th, 2010, 10:25 PM @aidz.. You're welcome. Maganda ang Naga at CamSur. I am very much impressed with your natural and man-made wonders. When I go back to Qatar, recommend ko sa mga office mates ko na bumisita din sila. :D
@sonofignatius.. hello. Naku, marami na ding ice yung drink eh. tsaka dilute mo man, if you drink the entire thing, nandun pa din yung calories. Moderation talaga kailangan kasi kung hindi tataba ako ng mabilis sa Bicol. Ang sarap ng mga pagkain nyo dito eh. :D
@Naga Boy.. Marami kaming nakitang mga tourists sa Caramoan na kasama yung mga maliliit nilang anak (even bringing their children during island hopping). I guess yung travel from Sabang to Guijalo ang hindi child friendly.. Biased ako kasi ako ay naloka nung binuhat ako ng porter na mas maliit pa sa akin.
@Matt&Abby.. Villa Caceres Hotel was excellent. We stayed at their New Wing (Executive Twin Room). Wala naman akong complaint. Lahat ng requests namin, madali nilang naiibigay. I even used their gym (small but will do, enough yung equipment nila for a good workout). I love their complimentary breakfast -- buffet sya so kailangang magpigil na naman ako! lol.
Maganda din location ng Villa Caceres. Highly recommended sa mga taong gustong gumimik sa gabi!
More pics...
I love trees and this shot of a beautiful tree on the side of St. Michael's Church in Caramoan is my favorite.

PILI,Camarines Sur — The Department of Agriculture (DA) regional office here in tandem with the National Food Authority (NFA) is now implementing the Extension Phase of the Rapid Seed Supply Financing Project (RaSSFIP) under the Rapid Food Production Enhancement Program (RaFPEP) to support the Rice Self-Sufficiency Plan nationwide effort to regain self-sufficiency in rice production and to respond to the rice price crisis in 2008.
Marilyn V. Sta. Catalina, acting regional technical director for Operations and Extension and Regional Rice Program, said that it is an urgent response to prevent an emergency by providing seeds rapidly to increase rice production immediately.
Catalina added that the program funded through a loan from the International Fund for Agricultural Development (IFAD) and grant assistance from the European Commission provides funds for the procurement of certified seeds for distribution to eligible farmers on a subsidized scheme.
Eligible farmers are those who are landowners, farm tenants, leaseholders and administrators who are actually tilling the land and whose farms are located in rainfed areas and lowland irrigated areas with an average yield of less than 3.8 metric tons per hectare.
Catalina explained that eligible farmers will be entitled to one bag (40 kg) of certified inbred rice seeds per hectare. The DA through the NFA will provide seed subsidy of P600, while the other half (P600) shall be borne by the farmers as their equity.
The LGUs through DA, according to her, shall also provide the NFA the volume and variety of palay seeds to be procured and distributed and the latter implements the procurement and distribution based on the masterlist of farmers provided by the Municipal/City Agriculturists’ Office.
She explained that the certified seeds to be procured by the NFA should have passed the testing by the Regional Seed Quality Control Service which requires that the seed should not be more than two months old at the time of purchase and with a germination rate of not less than 85%, free from pests and with tags as proof that the seeds passed the standards.
The RaSSFIP was launched dry season in 2009 to support the government’s Rice Self-Sufficiency Plan but due to some problems in the implementation the guidelines were reviewed and the program is again implemented in its extension phase starting last September 16 till March 15, 2011.
Catalina furthered that icol Region is among the 10 regions included in this special program. She encourages Bicol farmers to seize the opportunity and avail of the certified seed subsidy as there are no more similar scheme under DA’s regular programs. http://piabikol.blogspot.com/
hakz2007 November 20th, 2010, 01:15 AM totally agree!
VIVA Naga and the latest Naga City SMILES.
the proposed brand is clearly generating a lot of reactions- and this is good. aside from the fact that this is publicity, as doc observes, it is also a good way to get feedback from the public. consider both negative and positive reviews and move from there to see what can be done.
but since the tag's/ brand's intended market is not we locals but other countries then it has to be tested well in that market, too. one can also say that precisely the "different' (non-English) term will draw attention and arouse curiosity.
i remember that japan's tourist brochures and magazines in 2005 carried YOKOSO JAPAN (yokoso: welcome). saw them in their literature at the World Expo in Nagoya that year.
ang sakuya lang: get as much feedback for both sides. we need critical minds to bring out creativity.
but certainly i agree that the slogan design (font, color, other elements) has to be reworked. with all the creative minds this country has in advertising and marketing i am sure we can get much more than that. the country deserves much more than that.
i also read and article criticizing the new website. havent seen it myself but the review isn't positive. looks elementary daa. but the article says that with the bad reviews tinanggal tolos si mga makanos sa website. (then feedback has worked!)

@aidz..
