Yung taxi cab driver na nakuha namin pabalik sa Naga from CWC, sabi sa amin eh kagagaling lang nya from Legazpi. Hinire daw sya ng isang pamilyang Ruso na mag-tour sa Albay. :D Sa Legazpi, we hired a private car to take us around Legazpi and Sorsogon. Ang charge sa amin kapag provincial tour lang ng Albay ay P2,500 (whole day na yun). Yung trip naman sa Sorsogon, they charged us P3,500 plus gasoline expenses. Sabi nung driver, madami din na nagha-hire sa kanila para sa trip to CWC and CamSur. So I guess, lahat sa Bicolandia nagbe-benefit sa mga foreign and domestic tourists like me. Lahat nabibiyayaan. Ivan John Uy, Chairman of the Commission on Information and Communications Technology, was also present to share with the crowd the good news of our thriving animation industry and its critical contribution to our national economy. Lifetime Achievement Award It was also during this opening that Ricky Orellana, Festival Programmer, introduced to the crowd this year`s Lifetime Achievement awardee, Roque Federizon Lee (popularly known as “Roxlee”), who is a distinguished Filipino artist from Naga City. Known for his famous comic strip Cesar Asar, Roxlee is also a skilled animator (he is, in fact, a local pioneer of independent film animation) and painter. His works are currently displayed in an exhibit titled “Planet of the Noses” at the Arrupe Convention Hall. Depth and Imagination Fr. Joel Tabora, SJ, University President, reiterated the importance of depth and imagination in his Welcoming Speech, citing the challenge addressed by Fr. General Adolfo Nicolas regarding the “globalization of superficiality.” He also thanked the Animation Council of the Philippines (ACP) for their continuing support and promotion of our local animation industry. About Animahenasyon* Animahenasyon is an annual Filipino animation festival that features the different animation works of both aspiring and professional animators in the country through a competition. They are: Angeline Rose Alferez, BSBA Computer Management and Accounting; Maria Christina Gumba, AB Political Science; Romuel Imperial, BS Electronics and Communications Engineering; Monica Palomares,AB Development Communications; and Arcci Relloso, BSBA Business Management Honors Program. This year’s number of ADNU delegates in the NYP is the highest recorded so far. ADNU has had five delegates in previous Parliaments combined. Indeed – from nothing – rose a beautiful reality: the new University chapel. Correction, it was not from nothing, it was from a dream of the USI President, Sr. Ma. Asuncion G. Evidente, DC that the new University chapel now stands. From the first peso, sustained by a strong faith, dogged perseverance, thankful support (at times economically painful) of friends, benefactors, generous alumni, the USI community, the USI President slowly but surely enfleshed her dream. Truly, USI is lucky to have a visionary, daring a cornucopia of odds, tenaciously pursuing her goals. Archbishop Leonardo Z. Legazpi, O.P., D.D., who planted the seeds of the dream, blessed the chapel and said the first mass with the attending Monsigñori and priests. Much like the ones seen in several parts in Manila. I was intrigued with riding one than taking the usual bus or jeepney or even the taxi which takes passengers to the wakeboarding venue for P250. But I was informed beforehand: be adviced that you might pay a premium, when asking to be taken to Pili. From the downtown area, I rode a jeepney and went down Concepcion where one can board the skates. P100, the driver told me for a trip to Barangay Catmon, Miloar, the drop off point where I can get a motor to the venue which is less than a kilometer away. I obliged. Never mind the rather steep cost but it was something to look forward to. The trip took me around 45 minutes but the rural views were a great change from the usual highways and drab structures along the way and evading the many vehicles. We passed fields made golden by ripening rice and power pylons lording the paddies. Impressive views of Mt. Isarog looming in the background. Just stunning. Whenever we encounter another skate, there’s even a protocol being followed: the one with the lowest capacity should give way. Giving way means going down, carting the skate to the side and when the other passed, put back again and board. Simple life! The route seemed endless with the rails stretching to the horizon. I wasn’t complaining. I enjoyed taking in the landscape, smiling and shooting. Never mind if it drizzled a little bit but I was just feeling free and happy. Vista, garnering 84.40 percent, two (2) points short from the topnotcher's score, was among the successful examinees who made it on the top ten. Vista landed 5th place. Other UNEP Education graduates who made it on the list as new elementary teachers include Dahlia R. Galvan, Rechel M. Gulpe, Melanie O. Mamano, Jovie R. Prades, Lilian C. Rosalinas and Anthony C. It is one part of an animal that I avoid and kinalas is said to contain this organ. Kailangan hot na hot (with chillies) para tumulo talaga pawis mo. (It should be with chillies so that you will really perspire) I got curious, though, as Jojo, a friend’s friend was enthusiastic, raving is probably the proper term, of bringing us there during one gastronomic trip around the city. Off we went to one eatery reputed to be the best in this part of the region. Kinalas refers to the meat which is removed (thus, kalas) from skinned and boiled pork’s head cut in half. It is laman (meat) stripped from that part. It has the typical noodles used in mami, a popular dish that is found around the country. The broth is made from boiled pig bones and shoulder meat with scallions added into the bowl. Diners can have optional one boiled egg or crushed chicharon, crispy pork rind. And the brain? Luckily in Kinalas Twin, the place we visited, has it optional. Those who would want it can just get from another bowl. One other defining ingredient is the brown gravy that is doused on top before being served. You always eat this with Coke, because you burp, Jojo said. Home cooking at its best. While into my last spoonful of broth and bits of noodles and meat, I can’t just help but rave and praise it. It’s no wonder that people really come to this place. Eating kinalas at Kinalas Twin is an experience. A memorable one. One that can leave you asking for more. With the ibos-ibos, these were two most memorable food experiences I had in Naga City. As I had my fill that night, sated and happy, I came back early the next morning to eat there again. It’s that good. Kinalas Twin (+63 906 5021781) is located along Dayangdang St. in Barangay Dayangdang. From the downtown area, hail a tricycle and tell the driver to take you to the place which is quite famous. I was overwhelmed with its taste. A distantly familiar flavor exploding inside my mouth that I just have to close my eyes and revel in gustatory ecstasy. Ibos-ibos, a fusion rice concoction of a Filipino native delicacy at Chef Doy’s was one of two unforgettable food experiences I had in Naga City, Camarines Sur. The familiar ibus is suman, sticky rice wrapped in strips of young coconut leaves and cooked in coconut extract. It is often seen in markets and outside churches on a Sunday in Metro Manila and in the Southern Tagalog region bundled up together and dangling from a vendor’s hand. Jojo, a friend of my painter friend, Jon Ching, treated us to some food places that are a must when visiting Naga City and he was raving about Chef Doy (Leandro “Doy” Sto. Domingo), a langyaw who found his niche in this city. We were there for dinner to sample their menu and had batang batang pusit, baby squid cooked in olive oil; pininyahang manok, chicken cooked with pinapple and other dishes. Hands down. But it was the ibos-ibos that just blew me away. It stood out from the rest because of its delicate and creamy flavor. The subtle hint of gata gives it character. It reminded me of home in Cebu, of early morning breakfasts of puto and sweet, ripe mangoes downed with sikwate, a thick cocoa drink. That rice dish was just unforgettable. So unforgettable that I had to visit the following day for late lunch. An ibos-ibos dish also includes laing, trademark bicolano fare of dried taro leaves cooked in gata with chili. Slices of tomatoes and hard boiled egg at the side. The latter got me curious as I was expecting it to be salted eggs, which is more familiar. The ibos-ibos doesn’t compete with the stronger flavors of the laing and pork adobo. It complements, delighting my palate. Hinire daw sya ng isang pamilyang Ruso na mag-tour sa Albay. :D Sa Legazpi, we hired a private car to take us around Legazpi and Sorsogon. Ang charge sa amin kapag provincial tour lang ng Albay ay P2,500 (whole day na yun). Yung trip naman sa Sorsogon, they charged us P3,500 plus gasoline expenses. Sabi nung driver, madami din na nagha-hire sa kanila para sa trip to CWC and CamSur. So I guess, lahat sa Bicolandia nagbe-benefit sa mga foreign and domestic tourists like me. Lahat nabibiyayaan. A Fun Walk/Run was held on a pleasantly cool and foggy morning to open the games. The 900 plus employees of the city government were divided into four clusters and were designated the colors green, orange, red and blue. The four clusters battled it out in basketball, volleyball, table tennis and darts. Mayor Madel, insisting that the games was purely for the fun and recreation of the employees, introduced an innovation in basketball and volleyball wherein the winner of the first match will combine with the loser of the second match and compete with the winner of the second match and the loser of the first match for the Championship. On the second day of the event, parlor games were played to the amusement of the crowd and joy of the participants as prizes were given out. In addition to the sports events, cash prizes were raffled off in between the games and during halftime. To cap off the exciting two days, a bingo social was played where baskets of groceries and sacks of rice was won by lucky players. The grand prize of 20,000.00 pesos was won by a lucky player from the red team. She is my mother, a public school teacher. She was not my teacher in the sense of us sitting at her feet and listening to tales and lessons. I do not remember learning my alphabets from her. But my mother taught us by being a public school teacher. My mother’s first assignment was a distant barrio (as barangays were known then) called Ipil in the town of San Fernando, Island of Ticao in Masbate. There were no cars in those years and the luxury for the teachers then was either taking the carabao sled over humps and canals and soft, muddy cowpaths. Sometimes, they would ride carabaos and horses in a sidesaddle manner. Some of the young teachers in her group came from as far as Ilocos and the Tagalog area. Together with the headteacher, my mother and her friends would leave the town of San Fernando early morning of Monday and come back during Fridays. When there were meetings in the town, they were allowed to leave early during the week. On their way to that barrio and back, they had to cross streams and rivers. They avoided going home at night because the river was dangerous to cross when it was dark. They were also careful to cross the river when there were flashfloods brought by the rain. Even now, she recalls vividly the time they crossed a swollen river and almost got carried by the surge. When they got home, the entire neighborhood was already frantic about the “young teachers caught in the storm.” Even in those days, the news travelled fast, and always told with such dramatic flair. When my father started working in Naga City, my mother sought a transfer to the nearest assignment. She was detailed in Pili, some 12 kilometers from our city. As there was no vacancy then for the lower grade she was used to handling, she was asked to handle a Grade 6 class. We always looked at the photographs of that class and we often wondered why they all looked like they were in high school. Apparently, the students would miss their class session years back and soon would find themselves repeating the grade. It was a class of repeaters but again I never heard my mother complain. If there was a problem, it was because she did not know how to teach Music. This was easily resolved with another teacher coming in to teach Music. Soon, my mother was back to teaching Grade 1. Again, we remembered the photos of her pupils and we wondered why they looked like they should be in higher grades. We lived then in an old rambling house along Ateneo Avenue. That home had a wide, stable roof that doubled as awning. On that roof, my brothers (our sister was a baby then) would wait for her to arrive. She always arrived at 5pm and she would carry with her ricecakes from Pili. She carried a lunchbox sometimes. My mother, like all public school teachers, had simple needs and taste. She did not need jewelry and when she was gifted with something that looked like jewelry, she was very happy. I remember giving her a really handsome ring, not real but dashing enough to fool the uninitiated eye. She cried upon seeing it because she said she had never received something like that. I felt guilty and soon found myself the next week buying the “real thing,” which shocked her altogether. During Christmas, my mother would choose one pupil from her class and she would take him to our home. There, the boy would spend the holidays with us. It was never explained why there was this extra child in our home. The only thing I remembered was when she told us some children never really experienced Christmas. My mother retired early because of the onset of arthritis. She stayed at home and we enjoyed her company. I do not know if she missed teaching but, one time, an NGO, was looking for a teacher for adult education. She taught once more but that time the pupils’ age ranged from 50 to 60. Five years ago, my father passed away. My mother was disconsolate. Each day, we would see her alone in the porch, in that space she had shared with my father. From that day also of my father’s passing on, she never stopped wearing black in public. We asked her why and the explanation was very simple: when my father was still alive, they talked about what would happen if one of them was gone. My father promised he would visit her grave every day. My mother vowed never to stop wearing a black mourning dress when she stepped out of the house. A few months after my father’s death, we came up with a project called Project Lily, with her name “L.I.L.Y” standing for “Little Angels Learning and Yearning for Knowledge.” We did not seek any funding but used our little surpluses. The project was a response to what we saw outside the boundaries of our subdivision: little children going to formal education without the benefit of a functional pre-school. We broached the idea to her, and she was quite excited about the prospect of being a teacher again. We walked with her through the village outside our neighborhood and chose on the spot families with a child from 4 to 5 years. We limited the number to 10 because that was what our small porch could carry. We provide the kids with bags and school supplies. A cousin, Dr. Jessie Badillo-Snyder, based in the United States and who founded a foundation meant to help selected sites in Bicol, including her home province, Masbate, is helping us with school supplies, art materials, books, and nutritious crackers through her KissRoot Foundation. My nieces and nephews in the house help in the storytelling. The other nieces and my two sisters-in-law who are nurses assist in the health education program. Before we send home the children, we feed them. Most of the time, that snack is the only food intake of some children for that day. We have many ideas about this little project but, in the end, it is my mother who runs this tiny school. I do not know if her thought about my father’s loss is ever consoled by these little kids. If there is something significant about this project is that she listened to our plea not to wear black when she teaches. Before her little angels, she opts for black and white. One afternoon, I overheard her telling the small kids how to call her. Call me “Ma’am Lily, not “Lola Lily.”As the tiniest kid was about to leave the gate, he turned and said: Goodbye, Lola Lily. It is the 5th anniversary of our school. My mother is all of 84 years of age now. She walks unassisted. She tends to her plants and the small collection of orchids. She still teaches. She is my mother, my first teacher. She did not teach me how to write. She did not teach me how to draw. She taught me great things by being that, a true public school teacher. For this school, she has only one request from the parents of her pupils, and that is for them to plant malunggay or moringa. That is their tuition fee. During graduation, the parents also take care of decorating the small stage in our subdivision. Leonardo Z. Legaspi turns 75 years old, the signal age for any prelate in the Roman Catholic Church --- except the Pope ----- to retire. However his tenure in the Archdiocese of Caceres may be extended for some months or even years to give the Vatican the time to choose whom to appoint in the Archdiocese. Who will succeed Archbishop Leonardo Z. Legaspi? In an interview, a member of the Caceres clergy preferred to have a non-Bikolnon as a fitting successor of Archbishop Legaspi. On one hand, a non-Bikolnon Archbishop in Caceres has all the necessary impartiality in dealing with the native clergy. He has neither favor nor fear for any member of the local clergy. He can have his own agenda in running the Archdiocese in any which way that he is empowered by Canon Law. He can discipline the clergy with resoluteness. On the other hand, a Bikolnon Archbishop in Caceres may bring with him his prejudices when he assumes his office. His long association with the native clergy and the impressions he has on them may bring about restrictions in his fellowship with them. In another interview, a member of the laity expressed preference in having a Bikolnon succeed Archbishop Legaspi. For him, another Bikolnon prelate can do a lot of good for the Archdiocese since the long line of Bikolnon bishops who had ruled the see has proven to be favorable for the local church. It is high time that another Bikolnon shall now sit in the Archdiocese, if only to give a break to the local clergy who have had enough ---- 26 long years ----- under the rule of a non-Bikolnon. Who will succeed Archbishop Leonardo Z. Legaspi ---- a Bikolnon or a non-Bikolnon? Some names --- from the circle of Bikolnon prelates --- have been floated. Some say Bishop of Tagum Wilfredo D. Manlapaz, born in Paracale, Camarines Norte, who used to be the Rector of the Holy Rosary Minor Seminary will make a good successor of Archbishop Legaspi. Besides the appointment will be an elevation for him --- from being a bishop for the past 29 years to being an Archbishop. He is only 69. Others say Virac Bishop Manolo A. de los Santos, born in Basud, Camarines Norte, is also a good choice for the Archdiocese of Caceres. He has been in the Bicol region for a long time and is conversant with the affairs in the Archdiocese, particularly with the development plans for Caramoan and its neighboring islands which are in the national agenda. He used to handle propitiously the responsibilities of the Rector of the Peñafrancia Basilica and of the Chancellor of the Archdiocese of Caceres --- two very sensitive positions he had held in the Archdiocese. It will also be an elevation for him, having stayed in Bicol as one of its prelates for the past 16 years. He is only 63. Whoever is named by the Vatican to be the Archbishop of Caceres will be good for the Archdiocese --- for the clergy as well as for the faithful. The new Archbishop of Caceres is expected to have the courage to draw the line between what is sacred and what is profane. He will not be so political as to encourage political incursions into the church or so popish as to set a cordon sanitaire between him and the local clergy and the faithful. That will be good for the Archdiocese. The new Archbishop of Caceres is expected to be an archbishop in the true sense of the word --- a good shepherd who knows the voice of his flock and who has his eyes in the company of his priests--- ready to leave the 99 good ones if only to search for the one lost sheep. For an aging observer of Camarines Sur’s political drama, the spectacle immediately sends an easy to fathom message. This early, Fortuno is already gunning for the gubernatorial post. The move is not at all a surprise. It is in fact an astute one. And being a veteran of the province’s political game, Sal may just be putting into action an old yet reliable saying “The early bird catches the worm.” Already on his third and last successive term, Governor Luis Raymund Villafuerte will have no choice but to abandon the Capitol by 2012 and either aspire for another position like being a congressman of the third district or senator, or even as mayor of Naga City. He could even aspire for an appointive position. That therefore leaves the gubernatorial post up for grabs. At least two veteran traditional moguls however may also be interested in the governorship. Third district representative Luis R. Villafuerte, father of L- Ray Villafuerte, might decide to go back to the Capitol. Deputy Speaker Arnulfo “Noli” Fuentebella of the fourth district might give it a try for the province’s top position. Both have almost identical predicament. Louie is definitely aging. No matter how Noli denies it obviously he is suffering from a lingering illness. Cong. Villafuerte might just simply fade away from active politics and be a king- maker. The same is true with the fourth district solon whose political clout provincewide is not so impressive, compared to their family’s hold in the Partido Area where at least two of the family members are town executives. His wife Evelyn is Sagnay mayor. Their son Arni, is Tigaon’s chief executive. There are even talks that another family member will be fielded for the mayoralty race in San Jose, Camarines Sur. A wily move. The fourth district solon does not have to worry about the sources of livelihood of his family members and make local governments an employment agency. Besides, by making his children run for elective positions instead of putting up non- relative candidates, he is able to save a lot. In effect, Congressman Fuentebella is shooting several birds, err, votes, with one bullet (make it fat dirty envelope). There is such a thing as boomerang though. Three members of the Fuentebella clan namely, Jose Pepito Fuentebella, Wimpy Fuentebella and Emmanuel Fuentebella Llaguno, all lost in their vice- gubernatorial aspirations. The late Gov. Felix A. Fuentebella held the governorship during abnormal times. Even Noli, who held the speakership the shortest time in history perhaps, lost his bid for membership of the Batasan Pambansa against the rag-tag team of the so -called “Apat na Agila “composed of Luis R. Villafuerte, Edmundo Cea, Ciriaco “Boboy” Alfelor and Rolando R. Andaya, who had a clean sweep of the provincewide election against the formidable and well-oiled pro- dictatorship team led by Fuentebella in 1984. As to the Alfelor’s, the family being practical might just concentrate their finances and machinery to regain control of the Rinconada Area. Note that Sal posted a very slim majority over his opponent Manny Alfelor in the 2010 congressional fight. With Nancing Alfelor’s crashing defeat in the gubernatorial race, he will have to entertain a very serious thought –whether to try again for the third time for the gubernatorial race. On the other hand, Fortuno’s gubernatorial aspirations, may just open wide the congressional slot in the fifth district. As a consequence, Fortuno will find a practical ally in the Alfelor’s. As to the Villafuerte’s , note that Sal’s most effective weapon as a politician is his being a yes man. As the late Senator Genaro Magsaysay put it “ more talk, more mistake, less talk, less mistake, no talk, no mistake, “. Fortuno has mastered this attitude. He used the same approach in forging for several times a united Sangguniang Panlalawigan during his vice governorship. His being a political butterfly has also been a very big asset to his political career. As to Congressman Rolando Andaya of the first district, he missed the boat in the last gubernatorial battle. Congressman Dato Arroyo of the second district will find it very difficult to aspire for governor. He might even find a hard time for re- election, with his mother no longer president. Of course, Fortuno will reap negative comments. One of them is the absence or lack of performance as a congressman. But the same holds true to all members of the House. Remove the pork barrel and all of them, with a few exceptions, are on equal footing. What counts most is whether the money earmarked for their districts is spent wisely and honestly. On this score, Fortuno’s record is beyond reproach so far. More importantly, Sal’s experience is mostly managerial. He is therefore more fit as an executive than a legislator. Understandably, Fortuno may not like this piece for fear of the repercussion of courting the ire of the Villafuerte’s. That is his look out anyway. Besides, there is also a possibility that the two most durable politicians of Camarines Sur will meet head- on come 2012 for the gubernatorial race. Congressman Villafuerte, who has often been rumored to be intermittently collapsing in the campaign trail, may not find it very practical to go back to the Capitol. Congressman Fuentebella, who is also fast becoming old, might find his hands full because of the political aspirations of the other members of the family. But politicians like boxers do not find it very easy to retire unless knocked out successively. This may be particularly true in the case of Congressman Villafuerte, who has tasted only one defeat in his entire political career. As to Fuentebella, he has no choice but either to retire and manage the political career of his family or run for governor. NOTE: The fifth district solon called up to explain that the installation of his giant billboard at the old San Jose, Pili Bridge was not for any province-wide political motive. Rather, he said he did not find a more strategic site right within his very own district. Well, let us see.
