Good job Iriga! Nice to see the city develops fast under Mayor Madeline Alfelor. She has leveled up the city's commercial status.

Nice updates, pres! :okay:
So, it's no longer in Pili that Robinsons plans to be established. I don't want Robinsons to be consrtucted in CBD2. It will create more congestion in the area. Why not in Almeda instead....
7 branches in the city for 7 eleven, is it right, pres? That's too many...

MANILA, Philippines – Singer and dancer Gary Valenciano let loose pure energy at the Naga City Coliseum Thursday night as a very large crowd trooped to the venue for his "Soul in Motion" concert.
For his opening number, Valenciano wowed the crowd with a different style of dancing which amazed all the attendees.
He also sang a number of his own songs which became soundtracks of popular local movies.
Valenciano’s children, Gabriel and Paulo, were also there to perform. The proud dad could not hide his delight as he performed alongside Paulo and Gabriel while the two sang and danced.
Mr. Pure Energy also dished out several new wave songs from the 80s, which was his initial trademark before he started to become famous.
The jam-packed concert, which lasted for 3 hours, definitely made the Bicolanos ecstatic. - Report from Kate Delovieres, ABS-CBN Naga

MANILA, Philippines - Activist groups in Bicol launched different protest activities to mark International Human Rights Day, including burning of a replica of the Philippine president’s seal and effigies of former president Gloria Macapagal-Arroyo and US president Barack Obama.
In Naga City, activists first marched on the streets towards the city center.
At Plaza Quezon, a protest rally highlighted the cut in the 2011 budgets of state universities and colleges and farmers’ concerns.
While the activists said they welcome the decision on Friday morning of President Benigno Aquino III to order the justice department to drop charges against the “Morong 43”, they said this was not enough since there are activists in Bicol who are still detained and facing cases filed against them.
The activists cited the “Bicol 8” or detained activist leaders facing charges filed by the military. They also mentioned the “Daet 4” or leaders of activist groups in Camarines Norte who are facing charges of illegal possession of explosives and inciting to sedition.
They said the filing of charges against the activist leaders are examples of political repression and are part of the military’s Oplan Bantay Laya campaign. They said the military campaign is supported by Aquino.
They also condemned the increasing cases of extra-judicial killings in the region, which, they said, has already numbered 214. Majority of these cases, they said, were during the Arroyo administration, but they also noted 9 cases during the Aquino administration.
The rally culminated with the burning of the seal of the Office of the President and the effigies of Arroyo and Obama. The activists have often alleged that the US supported the purported political repression implemented by the Philippine government.
Protests in Legazpi City
Meanwhile in Legazpi City, members of activist groups also marched to condemn the continuing rise in the number of human rights violations in the region.
They stopped and held a program in front of Camp Gen. Simeon Ola, provincial headquarters of the Philippine National Police.
They also proceeded to the offices of the Albay Electric Cooperative where they also held a protest. They protested the continuous increase in power rates, which, they said, was a violation of the people’s economic rights.
A program was also held in front of the Albay Capitol building, where they voiced their demand for concrete solutions from government to address the continuing human rights violations in the region. From reports of Jonathan Magistrado, ABS-CBN Naga and Lyn Niebla, ABS-CBN Legazpi

sonofignatius December 13th, 2010, 02:56 AM Meteor shower, malabong makita dahil sa 2 low pressure - Pagasa
Monday, 13 December 2010 08:28

Naga City Deck December 13th, 2010, 03:47 AM We were also at LCC yesterday after hearing Mass. I agree with Doc that it's really hot inside.. The center isle looks good with the lowered ceiling. The supermarket was literally compressed
As for the food court, i dunno why they put only two cashiers at the rear end of along those three choices (Kusina Ni Pay, Tad's Sizzlers, Lcc Food Express).
If one orders from Kusina ni Pay, he has to wait a long line to reach the cashier and what if some people have just ordred in from Tad's Sizzler and Lcc Food Express
It's not nice to keep hungry people from waiting and waiting in a long line. :ohno:
With that kind of set up we opted to eat at SM instead. Haha
But yes, good crowd at LCC this holiday season.

and found out that it is undergoing a major overhaul.
http://i1009.photobucket.com/albums/af218/rrntcaceres/newlcc029.jpg?t=1292203142
There was a decent number of crowd.
The kids were complaining of the heat
so off we left to look for a restaurant…
and do the shopping somewhere else.

They have a real nice Christmas decoration though…
and they have improved aesthetically…:)
it's good that LCC is getting revived. but i hope they sustain the crowds (attn: aircon and other shopping comforts).

Yes.
It's twelve days to go before Christmas.
This year we opted to have

Christmas Tree.
To compensate for the light,

We (Brian, Jo, Kevin, Sean, RJ) had a small talk last Dec. 9 at SB about our upcoming SSC Christmas Party, Outreach and Projects. Although the lineup of activities are very appealing, our schedules might be a little caught up by next week knowing that we are all busy people tied up to different institutions, businesses and of course family gatherings.
Some of us might be able to come either in the afternoon activity or dinner . If we will have the whole afternoon with those projects, tendency is, at the end of the day we’re all tired already for the dinner. :D The question now is, who is available during the whole afternoon session or evening or both? If many can still join the afternoon activity then pwede pa naman i-push through yang mga projects.

oragon.com December 13th, 2010, 09:23 AM Hadlow tops kiteboard jam
By Joey Villar (The Philippine Star) December 13, 2010
PILI, Camarines Sur, Philippines – Five-time world kiteboarding champion Aaron Hadlow of the United Kingdom dominated a stellar field to rule the inaugural Wind or No Wind Kiteboard Jam at the Camsur Watersports Complex here yesterday.
The 22-year-old Hadlow finished second in the wakeboarding division and then showed his mastery of the kiteboarding event to emerge the winner of this weeklong event that attracted the best of the kiteboarding competition, now beginning to get international recognition.
“I’m a very competitive person so when I come up against like 20 of the best guys in the world, it just made me step up, I just went out there and want to impress everybody,” said Hadlow during the rain-drenched awards rites Saturday night.
“There was nothing in particular, but just me being myself wanting to ride and having the motivation to push it.”
“The whole time I’ve been so motivated I’ve been looking forward to this event,” he added.
The London-based Hadlow said he is looking forward to taking a break before plunging back into the waters for the Triple S, a strong international competition for kiteboarders, in June next year.
“I’ll probably go back home in London and then spend the holidays with my parents who are living in South Africa,” he said.
Brazilian Mauricio Abreau, who organized the event with help from host Camarines Sur Gov. L-Ray Villafuerte, said there was no doubt that Hadlow would win the event.
“He (Aaron) didn’t have one session where he wasn’t the one of the main guys on the spotlight. If the wind was horrible or the sliders were off angle, he’ll draw a trick. He was always present on the top,” said Abreau.
“He’s always been consistent. He’s five-time world champion not because he’s lucky. His consistency level is amazing,” he added.
American Brandon Schied, who finished second overall after topping the wakeboarding challenge and finishing third in kiteboarding, and England’s Tom Light, who wound up third overall after ending up in the top three in both wake and kiteboarding events, also wowed the crowd, including Abreau, who gathered 22 other judges to vote for the winners.
“Brandon impressed me a lot. He didn’t have much experience on cable. But he came here and felt right at home. He adapted so fast that I have yet to see somebody to step it up so fast. The tricks were pretty amazing,” said Abreau.
“Sam stepped it up before he even got here. Everyone was saying he’s killing it. He actually stepped up above and beyond,” he added.
Scheid and Light said they were just happy to be in the competition.
“I’ve never been this side of the globe and just to get out here and experience it, it’s amazing, I was like a kid in the candy park. I don’t get a chance to ride cable very much. I’ve ridden six times before this,” said Scheid.
“The best and the brightest of kiteboarding in the world are having a blast in the Wind or No Wind Kiteboard Jam at the CamSur Watersports Complex,” he added.
“There’s not one particular highlight, it’s the whole event really,” Light said.
Aside from Hadlow, Scheid and Light, the United States’ Davey Blair, Greg Norman, Jr., Chad Worrall and Jason Slezak, England’s Tom Court, Chris Burke and James Boulding, Dominican Republic’s Susi Mai, Tahiti’s Moehau Goold and the Netherland’s Ruben Lenten took part in the meet.
Abreau said all 22 participants will sit together and judge for themselves the winner of this weeklong event backed by Camarines Sur Gov. L-Ray Villafuerte, CWC, Rupibl1c, O’Neill, Liquid Force, Skull Candy, Slingshot Sports, Rebootizer, Team Duke and Hinaho Tahiti.

the girls had a presentation for us. very talented singers and dancers.
it's very true that the eyes are the windows to the soul.. even though they are happily performing, you can sense the sadness and pain in their eyes... them, being victims of abuse :ohno: we showered some candies for them and had lunch with them. as we go and part ways, they all hugged us goodbye and you can really feel that they appreciated our presence. but for me it's the other way around.. that experience was food for my soul..

Afternoon Activity 12:00 – 5:00
1. myonee - 4pm onwards in time for the outreach activity
2.
3.
Dinner / Gathering 6 or 7 pm onwards
1. Sean
2. NCD
12:00 to 7:00 PM
1. rhyz
2. Kuya Pao
3. dandy - exit daw si sir dandy around 6pm :D
3.
We can probably try Music Box or Nikko’s Ark’s KTV Room, or Bigg’s Magsaysay because they have place there where we can occupy or Mocha Blends again or any other place.
One suggestion is have the afternoon activities or have the dinner alone just like last year. 12pm to 7pm onwards is a bit taxing and I think not all us will be available 7 hours or more... 9 days to go before Dec. 23. Give your suggestions/comments na guys.. please do not say “kahit arin or kahit ano” it’s quite difficult to set a gathering kapag arog kayan.
and ano po ba meaning ng abstain? hehe not going to vote and undecided yet if joining or not? or not going to vote and not joining the activity? :D :D ribong kami ni Kuya Pao
maski arin na oras po jan pwede ako.:D:D

matt&abby December 13th, 2010, 08:20 PM According the organizers- only 6 thousand tickets were printed- and almost all were sold out.
The coliseum could accommodate 8, 000 up to a maximum of 10 thousand people if the basketball court area will be used (which they did) and if additional seats would be added to the bleachers at the back.
The Php 2,500 and 1,500 ticket seats was almost all occupied. So basically only the basketball court areas and the lower bleachers were targeted by the organizers and judging at the vacant seats- the concert was sold out.
I watched the concert. Gary V is very talented and energetic. But where I was seated the audience was apathetic and sooo very well behaved.:ohno:
It’s a pity has he has not been very active lately. The major TV stations should offer him a job- say in ASAP or Party Pilipinas.
Talent like him should never go to waste.
ITS GOOD TO KNOW THAT GARY V's CONCERT IN NAGA WAS A SUCCESS. SAYANG I WASNT THERE TO WITNESS IT. MODESTY ASIDE THE LAST TIME WE SHARED THE STAGE WITH HIM WAS SOME 15 YEARS AGO PA WHEN OUR GROUP WAY BACK OUR FAR EAST BANK DAYS DID A FRONT ACT FOR HIM DURING THE BANK'S ANNUAL CHRISTMAS PARTY. GARY IS REALLY A VERY DOWN TO EARTH PERSON DESPITE HIS SUCCESS. ITS SAD AS I ONLY GET TO SEE HIM IN ASAP XV NOWADAYS BUT VERY SELDOM.
I WISH MORE BIG STARS WILL DO CONCERTS IN NAGA IN THE FUTURE...

Hablondawani Counseling Center has been around since the 90s, ministering to women and children in crisis (victims of violence and abuse, unwanted pregnancy etc). the Good Shepherd (RGS) Sisters have been helping a lot of women and children in this ministry, even fighting for, and following through their cases in court.
the RGS nuns also run St Bridget School in Buhi, Maryridge in Tagaytay and Good Shepherd Convent in Baguio. The last two are famous for ube jam, pastries and other products whose proceeds help housewives and college scholars.

the RGS nuns are quite progressive in their work. one of their nuns, the late Sr Christine Tan,RGS, was the first religious sister in the country to live among informal settlers. She put up a convent in the slums in the 70s and was active in the anti-Marcos campaign. She was one of the members of the 1986 Constitutional Commission. Her life helped inspire the award-winning movie Sister Stella L.

sonofignatius December 14th, 2010, 12:29 AM our kababayan Conrado de Quiros's commentary on the Supreme Court's not-so-supreme decisions:
Truth
Conrado de Quiros
Philippine Daily Inquirer
December 12, 2010
IN THE six months that Renato Corona has presided over the Supreme Court, the Supreme Court has done the following:
One, it has made sure that Merceditas Gutierrez, the Ombudsman who has coddled the most corrupt people on earth all these years, chief of them Gloria Macapagal-Arroyo, is kept in office. Two, it has made sure that Mariano del Castillo, the justice who stole a legal luminary’s words to argue the very opposite of what he meant, is kept in office—indeed it has made sure the UP professors, who exposed the contemptible deed, are cited for contempt. Three, it has made sure that the trial of the Ampatuans, which would expose to the world GMA’s role in turning the cutthroats into the lords of Maguindanao, is not televised. Four, it has now made sure that the truth about GMA’s lies is never known by trying to make sure the Truth Commission does not live to tell the tale.
In short, in the six months that Renato Corona has presided over the Supreme Court, the Supreme Court, the highest law of the land, the protector of truth and justice, the champion of decency and morality, has distinguished itself only for supreme stupidity. Or supreme dedication to perpetuating GMA’s legacy.
In the six months that Renato Corona has presided over the Supreme Court, all he has done is lay a corona, or wreath, at the feet of democracy.
P-Noy is perfectly justified in using strong language to criticize the perfidy. As is the rest of an outraged community in using stronger language to damn the deed. What makes it particularly remarkable is that the Supreme Court has been a beacon of hope in a sea of tyranny over the past six years, under the watch of Artemio Panganiban and Reynato Puno, the first distinguishing himself for blocking the effort to extend GMA’s term by Charter Change and the second for making the writ of amparo a permanent feature of our lives. That the same Supreme Court should be a bastion of benightedness in a land now teeming with hope, it is supreme irony.
But I’m not particularly surprised that Corona has turned out to be GMA’s biggest defender in this time and place. I did say some months ago when he became Chief Justice despite being a twilight appointee that his supreme value for GMA lay in the fact that he would be the last person to want to find GMA guilty of usurpation. Or he would be the last person to want to resurrect the “Hello Garci” case. If GMA is proven to have been illegitimate, then none of her appointments after 2004 would be deemed legitimate. All of GMA’s appointees have long vanished from view—except the twilight ones. You can expect the Supreme Court to defend the twilight appointees to the death. The fate of its Chief Justice rests on it.
But two things I find dismaying about the reaction, official and unofficial, to the Supreme Court’s attempt to kill the Truth Commission:
One is that the criticism of the Supreme Court has consisted solely of saying that the Court seems determined to shield GMA from corruption charges. That suggests that government itself, quite apart from its supporters, hasn’t grasped the point about a Truth Commission. A Truth Commission is not an ordinary anti-graft body. If it were so, then Joker Arroyo and company are right to say it merely duplicates the function of the Ombudsman and other anti-graft bodies, making it superfluous, unconstitutional and a thoroughgoing waste of money. The notion that it is needed simply to get around Gutierrez doesn’t cut it. If Gutierrez is the problem, then get her out by any means possible. Not least by People Power. And make a real ombudsman do his work.
A Truth Commission is there to ferret out the truth about tyranny. If it deals with corruption at all, it deals with corruption in a far larger sense, on a far larger scale, in the sense and scale of the corruption of everything a people hold dear. In GMA’s case, that corruption has to do not with the NBN but with such things as the theft of the vote, the propping up of the Ampatuans, the slaughter of hundreds of political activists, all of which have poisoned this country in a way that no graft, however monumental, has or can.
That is the Supreme Court’s crime, preventing the truth of those things from being known. For which it deserves the nation’s fury.
Just as well, I don’t know why government should feel powerless to do anything about the Court’s shenanigans, short of expressing its displeasure and appealing to its better sense. P-Noy has always had a power he hasn’t used, which can be frustrating for those who have such high hopes for him. That is People Power. The last survey alone should show he has the people behind him. All he needs do is unleash their power.
There is a legal and moral basis for it. Most other countries have four coequal branches of government, the fourth being the media, also called the Fourth Estate because it is regarded as so. We have a fifth by virtue of history and tradition, which are the firmest foundations of law. That is People Power. That is the people expressing themselves directly and forcefully in matters of life and death to the nation. Among those five branches of government, I’d say the last is first, the primus inter pares, the first among equals. Vox populi, vox Dei, and you can’t hear God speaking through the people more than in this way. That isn’t just true of elections, that is true of everyday life.
I’ve always argued that P-Noy should make that a permanent feature of his governance. I’ve always said he should institutionalize it. Now is a good time to start. Gutierrez is the problem, People Power is the solution. Corona is the problem, People Power is the solution. GMA is the problem, People Power is the solution.
That is one truth the Supreme Court cannot kill.

sonofignatius December 14th, 2010, 12:31 AM one more, from another kababayan, Jesuit priest-lawyer Joaquin Bernas, pride of Baao.
The SC and the Truth Commission
Fr. Joaquin G. Bernas, S.J.
Philippine Daily Inquirer
December 12, 2010
UPON READING the various opinions condemning the Truth Commission, I was reminded of a line from “Hamlet”: “The lady doth protest too much, methinks.”
Collectively, the justices threw everything, including the kitchen sink, against the Executive. One concurring opinion already sees in the title “Truth Commission” a violation of due process because, he says, its version of the truth will mislead the public (as if the public were a gullible lot), will sap the credibility of the Ombudsman (as if it needed more sapping), violate the right of those of who are touched by the telling of truth (as if current investigators do not publish their version of truth), and thus deny them a fair trial. Wow! Amazing how a treasure trove of unconstitutionality can be mined in a mere title!
The ponencia of Justice Mendoza, however, is fairly straightforward and is summarized by Justice Nachura thus:
“1. Petitioners have legal standing to file the instant petitions; petitioner Biraogo only because of the transcendental importance of the issues involved, while petitioner Members of the House of Representatives have standing to question the validity of any official action which allegedly infringes on their prerogatives as legislators;
“2. The creation of the Truth Commission by EO No. 1 is not a valid exercise of the President’s power to reorganize under the Administrative Code of 1987;
“3. However, the President’s power to create the herein assailed Truth Commission is justified under Section 17,[1] Article VII of the Constitution, albeit what may be created is merely an ad hoc Commission;
“4. The Truth Commission does not supplant the Ombudsman or the Department of Justice (DOJ) nor erode their respective powers; and
“5. Nonetheless, EO No. 1 is unconstitutional because it transgresses the equal protection clause enshrined in Section 1, Article III of the Constitution.”
Of course, to taste the full flavor of the opinions, one must read them in full. Nevertheless, within the limited space of a column, let me just discuss two points raised in the Mendoza ponencia.
First, reliance on the “faithful execution of law clause” found in Article VII, Section 17, is also affirmed by Nachura, Carpio and implicitly by Carpio-Morales, Sereno, Abad and, I assume, by the three justices who concurred with the ponencia but did not write separate opinions (Velasco, Del Castillo and Villarama). Thus I would count nine as possibly defending the position that the President could create the Truth Commission at least by authority of the “faithful execution clause.”
I myself would agree with that position, but on the understanding that the Commission is merely an investigatory and recommendatory body without power to punish for contempt (as also affirmed by Carpio).
Second, violation of the equal protection clause is affirmed by a majority of the justices. I find this difficult to understand in the light of the four jurisprudential requirements needed to make classification reasonable. These are well known to law students.
First, the EO’s classification is based on substantial distinction. The past administrations (from Aguinaldo to Estrada) are distinct either because they have already been investigated by their successors or because including all past administrations would mean including offenses whose prescriptive periods have already lapsed.
Second, the classification is germane to the purpose of the law. The purpose of the EO is to achieve success in identifying corruption and this would be severely impeded if the scope of the investigation must cover 111 years of presidential history.
Third, the classification applies not only to present conditions but also to future conditions. Section 17 of the EO can include the future. The “under-inclusiveness of remedial measures is not unconstitutional, especially when the purpose can be attained through inclusive future legislation or regulation.”
Fourth, the classification includes everyone belonging to the class. The classification of the previous administration as a class by itself is a recognition of “the reality that unlike with administrations long gone, the current administration will most likely bear the immediate consequence of the policies of the previous administration” and of the “reality that the evidence of possible criminal activity, the evidence that could lead to recovery of public monies illegally dissipated, the policy lessons to be learned to ensure that anti-corruption laws are faithfully executed, are more easily established in the regime that immediately precede the current administration.”
For the validity of classification all that is required is reasonableness.
Finally, the concluding words of Justice Carpio are worth noting: “Neither the Constitution nor any existing law prevents the incumbent President from redeeming his campaign pledge to the Filipino people. In fact, the incumbent President’s campaign pledge is merely a reiteration of the basic State policy, enshrined in Section 27, Article II of the Constitution, that: ‘The State shall maintain honesty and integrity in the public service and take positive and effective measures against graft and corruption.’”

hakz2007 December 14th, 2010, 06:26 AM House concurs with Aquino's amnesty grant
Voting 213-7 with two abstentions, the House of Representatives on Monday concurred with President Benigno Aquino III’s Proclamation 75 granting amnesty to soldiers and policemen linked to attempts to overthrow the Arroyo administration.
Those who were not in favor of the amnesty grant were ANAD Rep. Pastor Alcover Jr, Agusan del Norte Rep. Jose Aquino II, Arroyo's son Camarines Sur Rep. Diosdado 'Dato' Arroyo, Arroyo's brother-in-law Negros Occidental Rep. Ignacio Arroyo Jr., Davao del Sur Rep. Marc Douglas Cagas IV, Siquijor Rep. Orlando Fua, and Lanao del Norte Rep. Imelda Dimaporo.
Lanao del Sur Rep. Hussein Pangandaman and Bukidnon Rep. Jose Ma. Zubiri III abstained from voting.
But despite voting in favor of the resolution, some lawmakers insisted that the grant of amnesty should not come without remorse on the part of the beneficiary.
“In order not to embolden future adventurism in attempting to illegally seize political power under the pretense of addressing grievances against the government, affording amnesty must be sparing," House minority leader Edcel Lagman said in explaining his vote.
Zambales Rep. Ma Milagros Magsaysay said she had reservations in voting in favor of the resolution, but added that she voted for it for the sake of peace and reconciliation.
“By voting for the resolution, it does not mean I condone the acts they did nor give them license to do it again. They have to apply for the amnesty, admit their guilt as far as their participation on the incident," she said.
Nueva Ecija Rep. Rodolfo Antonino expressed hope that the members of the Armed Forces will now fully realize the meaning of the clause “to protect the people."
“They should remember that the military is under the civilian authority," he said.
The Senate concurred with Proclamation 75 Tuesday last week, but the House failed to do so due to lack of quorum. The proclamation will only be effective upon concurrence by both houses of Congress.
Last week, in a press statement, Pampanga Rep. Gloria Macapagal-Arroyo, whose nine-year presidency was rocked by several coup attempts, warned against the inclusion of recidivists and unrepentant offenders in the amnesty grant.
Among those who stand to benefit from the amnesty grant is Sen. Antonio Trillanes IV, a former Navy official who is facing coup d’etat charges before the Makati Regional Trial Court (RTC) branch 148 and rebellion charges before the Makati RTC branch 150.
Some 300 other suspected mutineers are also expected to benefit from the amnesty grant.
Covered by the amnesty proclamation were those who participated in:
# Oakwood mutiny — occurred on July 27, 2003 when 321 armed soldiers, who called themselves "Bagong Katipuneros" (New Katipuneros) took over the Oakwood Premier Ayala Center (now Ascott Makati) serviced apartment tower in Makati City. Led by Army Capt. Gerardo Gambala and then Lt. Senior Grade and now Senator Antonio Trillanes IV, the mutineers protested against the alleged corruption of the Gloria Macapagal-Arroyo administration;
# Manila Peninsula incident — On November 29, 2007, Trillanes, Brig. Gen. Danilo Lim, Capt. Nicanor Faeldon and other Magdalo officials walked out of their trial and marched through the streets of Makati City, calling for the ouster of Arroyo. They then headed to The Peninsula Manila Hotel along Ayala Avenue in Makati City and seized its second floor;
# February 2006 Marine stand-off — The Philippines was placed under a state of emergency on February 24, 2006 after the government foiled an alleged coup d'état attempt; Arroyo lifted the state of emergency on March 3, 2006. http://www.gmanews.tv/story/208233/house-concurs-with-aquinos-amnesty-grant

hakz2007 December 14th, 2010, 06:31 AM More tourist cops to be deployed
MANILA, Philippines – The Philippine National Police (PNP) is eyeing the deployment of more policemen in the top 14 tourist destinations in the country, saying making the foreigners feel safe and secured would encourage more tourists to visit the Philippines.
But unlike ordinary policemen, Director General Raul Bacalzo, PNP chief, said the additional deployment will have an extensive training on securing both local and foreign tourists under the Tourist-Oriented Police for Community Order and Protection (TOP-COP).
So far, a total of 185 policemen have already finished their training under the program sponsored by the Department of Tourism (DoT) and all of them will be initially deployed in the National Capital Region and in the province of Cebu.
Aside from Metro Manila and Cebu, other deployment priorities based on the top tourist destination list of the DoT are Camarines Sur, Baguio City, Davao City, Boracay in Aklan, Cagayan de Oro, Zambales, Bohol, Puerto Princesa City in Palawan, Camiguin, Cagayan Valley, Negros Oriental and Ilocos Norte. hakz2007 December 14th, 2010, 06:34 AM Pacquiao, 'jejemon' top Filipino searches on Google in 2010
MANILA, Philippines - World boxing champion Manny Pacquiao and pop culture phenomenon “jejemon” topped online searches by Filipinos on Google in 2010, according to the annual 2010 Yearend Zeitgeist released by Google recently.
Google’s annual zeitgeist offers a unique perspective on the year’s major events and hottest trends based on global searches, as well as searches conducted on Google.com.ph.
“This year’s zeitgeist for the Philippines highlights the triumphs of many Filipinos, from the success of the 2010 automated elections to Manny Pacquiao’s back-to-back victories with Joshua Clottey and Antonio Margarito. As expected, the Filipino champion boxer is the top online newsmaker, followed by Venus Raj and Benigno Aquino III, who shared the victories of being crowned fourth runner-up in the Miss Universe 2010 pageant and being elected the Philippine president, respectively,” Google said in the zeitgeist.
However, it is the uniquely Filipino urban slang “jejemon,” which became a trend in the mobile and online world around middle of the year, that is the most searched term in Google for the year.
As expected, search volume on the result of the first automated elections was high, making it the top news issue for 2010.
But the topics and terms that really dominated the searches were from entertainment, sports and lifestyle, with a healthy dose of queries on gadgets, gaming, and technology tools for learning.
Terms included in the top 10 searches were lyrics for Charice’s song “Pyramid,” Facebook emoticons, singing sensation Justin Bieber, mobile phone game “Plants vs Zombies,” the US teen musical “Glee,” blogsite Tumblr, multi-player adventure game Crossfire, and Google Chrome download.
Pinoys, as usual, showed their passion for celebrities and personalities. Aside from Pacquiao, Aquino, and Raj, Filipino celebrities mostly searched included Jason Ivler, presidential candidate Gilberto “Gibo” Teodoro, Sen. Manny Villar, and controversial TV hosts Willie Revillame and Kris Aquino.
Meanwhile, most-searched local artists include Charice, Sarah Geronimo, Anne Curtis, Jovit Baldovino, Mocha Uson, Francis Magalona, Elmo Magalona, Lea Salonga, Up Dharma Down, Carol Banawa, and Urbandub.
In movies, the remake of the 1988 comedy film “Petrang Kabayo,” which stars Vice Ganda, drove local interest, according to Google. Other local movies that drove Filipinos to search online were “Sa Yo Lamang,” “In Your Eyes,” “Paano na Kaya,” “I Do,” “In My Life,” “Noy the Movie,” “Watawat,” “Dayo,” “Panday,” and “Tambayan ng Bayan.”
The most-searched local TV shows, on the other hand, were the usual mix of entertainment and sports offerings — “Agua Bendita,” “Pilipinas Got Talent,” “MYX Philippines,” “PBB Teen Clash,” UAAP Season 73, PBA, PBB Double Up, “ASAP XV,” “Wowowee,” and Rubi.
If online searches were any indication that many Filipinos are taking to travel more, the sites and island destinations of Cebu were the top-searched travel destination in the Philippines.
Sports, according to Google, also became a very popular hook for local tourism, with Filipinos scouring the Web for search results related to Camarines Sur, which hosts the Camsur Watersports Complex where tourists can wakeboard and wakeskate.
“Perennial favorite Boracay again tops the list but perhaps for an additional reason this time: data from Google Insights for Search this year show that searches for Boracay peaked in March, coincidentally the same time that actress Anne Curtis experienced a wardrobe malfunction on the beach during the Sunday noontime show ASAP,” Google said.
Other most-searched local travel destinations also include Bohol, Puerto Galera, Camarines Sur, Davao, Anawangin Cove, Puerto Princesa, Batangas, and Villa Escudero. Meanwhile, urban hangouts SM Cinema, Enchanted Kingdom, Club Manila East, Manila Ocean Park, Robinsons Movieworld, Greenhills Shopping Center, Araneta Coliseum, Mall Of Asia, Greenhills, and Resorts World Manila also fascinated local searchers.
On the technology side, Apple’s tablet computer, the iPad, which was launched in May in the United States but has yet to be made available locally, topped the searches.
However, what dominated the technology searches were smartphone brands with integrated social networking capabilities as Nokia C3, HTC Desire, iPhone 4, Nokia 2690, Nokia 5233, Nokia C6, Nokia C8, Samsung Champ, Samsung Galaxy, and Samsung Wave.
As a tool for learning Filipino students showed that geography is a key subject for learning, with “mapa” as the fastest-rising homework-related term. This was followed by searches for “Ekonomiks,” “Tula,” “Lipunan,” “Pabula,” “Kasaysayan,” “Panghalip,” “Epiko,” “Likas na Yaman,” and “Jose Rizal.”
Google Insights for Search, a publicly available tool at www.google.com.ph/insights/search, provides deeper insights into the year’s significant issues and events.

hakz2007 December 14th, 2010, 06:38 AM PNP, DoT ink pact for creation of special tourist police units
MANILA, Philippines – In an effort to provide better security to tourists visiting the country, the Philippine National Police on Monday announced the creation of a special police unit that will focus on providing safety to foreigners.
The creation of "Top Cop" (Tourist-Oriented Police for Community Order and Protection) was made through the signing of a memorandum of agreement by both the PNP and the Tourism Department on Monday's flag ceremony at Camp Crame.
This special unit will be composed of young and athletic police officers who are well-conversed in English to communicate effectively with tourists.
Members of this special unit should be between 25 to 45 years old, at least 5'8" in height and ability to speak other foreign languages will be an advantage.
Members of the unit will also be made to undergo training on tourism awareness, cultural sensitivity seminar, emergency response and lifesaving, crisis management, and other tourist-oriented activities.
PNP Director General Raul Bacalzo identified 14 local destinations that will serve as pilot areas for the new unit. These are: Cebu, Camarines Sur, Metro Manila, Baguio City, Davao City, Boracay, Cagayan de Oro, Zambales, Bohol, Puerto Princesa City, Camiguin, Cagayan Valley, Negros Oriental and Ilocos Norte.
Bacalzo said the PNP will be deploying more policemen in these travel destinations for security.
"In coordination with tourism authorities, the PNP is fielding more police personnel to man these Special Tourist Protection Units as pre-emptive measure against crime syndicates that prey on foreign and local tourists," he added

hakz2007 December 14th, 2010, 06:40 AM Kiteboarding takes a glide in CamSur
http://img836.imageshack.us/img836/6657/spo7hires.jpg
PILI, Camarines Sur, Philippines -- The best and the brightest of kiteboarding the world over are having a blast in the Wind or No Wind Kiteboard Jam at the CamSur Watersports Complex.
Five-time world kiteboarding champion Aaron Hadlow and world No. 11 Tom Court of England banner a stellar cast of world-class riders having fun here competing and spreading the word that there is such a sport as kiteboarding.
“This is the first time we’re bringing in the top riders in the world. We have invited some of the 12 most influential riders who are here not just to compete but also to help promote consciousness about kiteboarding,” said Brazilian Mauricio Abreau, who made this rare event possible.
“A lot of these riders are on tour on different parts of the world, some don’t compete at all and do only videos or photos. To bring everyone together in an event like this is unheard of,” Abreau also said.
Aside from Hadlow and Court, the United States’ Brandon Schied, Davey Blair, Greg Norman, Jr., Chad Worrall and Jason Slezak, England’s Chris Burke, James Boulding and Sam Light, Dominican Republic’s Susi Mai, Tahiti’s Moehau Goold and the Netherland’s Ruben Lenten have joined the fun and should contend for awards like Best Overall Performance, Cable Rider and Kite Rider.
“We get together and we see what happens. We’ll see who comes out on top. We all judge each other, we all have fun, we all see who’s better than us. It’s the best way to judge a competition in an evolving sport,” Abreau said.
“I can get riders or judges to sit down and score, but I know better how difficult it is to do a trick. When I see a better one, I know what to give him. We have 22 competitors, so we have 22 judges.
“The champion is the guy who we all like in the water the most. It’s a different concept,” he added.
Court, who is itching to visit Boracay this week before going home to London, said he already has an idea who is going to emerge as the best performer in this world-class tilt.
“There are really great riders here. Aaron (Hadlow), Sam Light, Brandon (Scheid) are doing well. It’s hard to tell who’s going to win it. We’ll see,” said Court.
“Throughout the event we’re watching each other, see how we improve. At the end of the event we get a piece of paper and we write down who we thought has improved the most and who’s doing the best stuff.
“It’s quite a fair way to judge it, really because we’re all looking at each other. There’s not a strict criteria, but there are certain things you look for like the technical variations and the tricks,” he added.
Villafuerte, for his part, was happy to disclose that 30 participants from Hong Kong ignored the travel ban issued by their country to be here.
“We had an issue with Hong Kong but 30 people from Hong Kong came so it took kiteboarding for them to come despite the travel ban,” said Villafuerte, whose vision has led the CWC to be one of the best, if not the best, watersports destinations in the world today.
Villafuerte expects some local kiteboarders to come out in the near future.
“It’s a relatively new sport in the Philippines. It’s very good. We can be a top destination for kiteboarding. Any time of the year we have good wind. We have a couple of good riders, like Ken Nacor (from Boracay). There’s a lot of potential here,” he said.
Paula Rosales, the lone Filipina participant in this event, agrees.
“When I started kiteboarding three years ago, we were less than 10. Then it exploded. Before it was really slow. But since Gov (Villafuerte) got interested in kiteboarding, it’s faster now. You know him, he has a vision and a target,” said Rosales, who works in a kite school and manages Cabrinha kite shop in Boracay on the side.
The 25-year-old Rosales also gushed at the thought of competing against the best of the best in kiteboarding.
“The foreigners here are the best riders in the world. That’s one of the

hakz2007 December 14th, 2010, 06:43 AM Hadlow tops kiteboard jam
L-Ray Villafuerte, CWC, Rupibl1c, O’Neill, Liquid Force, Skull Candy, Slingshot Sports, Rebootizer, Team Duke and Hinaho Tahiti.http://www.philstar.com/Article.aspx?articleId=638807&publicationSubCategoryId=69

Meteor shower, malabong makita dahil sa 2 low pressure - Pagasa
Monday, 13 December 2010 08:28

hakz2007 December 14th, 2010, 06:50 AM Smart, WWF push energy education
MANILA, Philippines—A collaborative project aimed at educating students on energy efficiency and conservation as well as renewable energy technologies was recently launched by Smart Communications Inc. and World Wide Fund for Nature (WWF)-Philippines.
Under Project Connect: Linking Environment, Education and Technology, students from grade school to college will take part in workshops/seminars that will include interactive video and slide presentations, environmental games and exhibits, and arts and crafts, among others.
Smart and WWF are implementing Project Connect in three pilot sites—Palawan State University, Camarines Sur National High School, and Peñablanca East Central School in Tuguegarao City.
The three schools are among the winners of the 2009 National Search for Sustainable and Eco-Friendly Schools, a joint activity of the Department of Environment and Natural Resources through the Environmental Management Bureau, the Department of Education, the Commission on Higher Education, and Smart, which recognizes schools that promote and implement earth-friendly programs.
Recently, Smart received an Environment Leadership Award for Project Connect by WWF during its Partners Night.
Smart is also an active supporter of Earth Hour, the worldwide event calling for action on climate change, led by WWF-Philippines.
The Smart-WWF partnership is part of the company’s corporate social responsibility and community service program Kabalikat.http://newsinfo.inquirer.net/inquirerheadlines/nation/view/20101212-308477/Smart-WWF-push-energy-education

perhaps our local entrepreneurs can even develop a cooler/ drink/ shake that makes use of pili (the flesh and/ or nuts) and santan. the santan cooler perhaps needs to blended due to its consistency.

catchy name. pinoy na pinoy.
asong kalye ("as"-"kal") speaks of our penchant for wordplay and wordcraft. creativity even in simple things like vocabulary!
street dogs are street smart and strong, born to survive and can be self-sustaining. they can adapt to unfamiliar environments quite easily and can be good and faithful creatures, too, ready to stand their ground and defend their territory!
askals are lowly, to begin with (and perhaps one would want to be a labrador or a cute japanese spitz rather than be an askal), but with the glorious performance of Aly and Team, am sure everyone won't mind being an askal!
the pinoy players will certainly add glory and pride to the term "askal".

Dear All,
It has been brought to my attention about certain concerns and grumblings about the cost of Ironman 70.3 Philippines and the quick sell out of rooms at Camsur. I am not on Facebook but some friends alerted me about the situation.
Allow me to clarify some misconceptions. First of all, bringing Ironman to the Philippines has been a long time goal of mine and it took several years of negotiations. It also takes a quarter of a million dollars! We work with sponsors to defray as much of the costs as possible and registration fees are in line with other 70.3 events around the world. Some ask “why do we have to pay more in the Philippines than other local triathlons”? The simple answer is because it is a better event and it is an official Ironman race! Why do you pay more for a Rolex versus a Swatch? They both tell time. We are cognizant of the financial burden on triathletes and also try to keep costs down for transport and food. (Most races don’t even arrange these details). Hopefully you will agree that the service and quality are better than most other events. WTC thinks so. Furthermore competing locally defrays the cost of airfare.
With respect to hotels, there is a shortage in CWC simply because so many people want to stay there. So as soon as registration opened, CWC rooms were filled up in 72 hours. There are some rooms reserved for sponsors but these are less than 20. At the Awards Banquet this year, Gov. Lray promised to build an additional 100 rooms. He is working on this but we are not in a position to offer these until they are confirmed. So for those who were not able to get in to CWC, I would suggest that you book another hotel and once the CWC rooms open up, it will be posted on the event website. I can tell you that in Kona, ALL hotels jack up their rates and require a minimum of a one week stay.
Registrations are far ahead of where they were last year. I expect we will sell out well ahead of schedule. We are seeing great interest from abroad because of the word of mouth support from those who attended last year. One group from Hawaii is bringing 15 triathletes and is also doing a charitable mission. So aside from promoting sports tourism, they are giving back to a community they have never visited before. This is something we can be proud of and encourage others to do. Additionally the sport is growing and we will have alot of first timers in 2011.
WTC Managing Director, Murphy Reinshreiber told me that Ironman 70.3 Philippines is one of the better races around and was the best inaugural race he had ever attended. Sure there are many areas for improvement but we are off to a good start. We are not tooting our own horn but simply trying to reinforce that we can hold world class events in the Philippines. By doing so we not only grow the sport but help with sports tourism. This is a free country and with Facebook and the internet we have seen a growing democratization of free speech.
I would have hoped to hear how many Filipino triathletes are proud of our very own 70.3. Instead, it is disappointing to see some of these complaints are typical of the crab mentality which negatively impacts our country. It is quite easy to try and drag someone down when they are trying to do well. I’d hope that more people would focus on trying to be part of the solution rather than part of the problem. It is even more disappointing to read words like “boycott” coming from Filipino triathletes. You do have a choice and hopefully it is an informed choice. I trust the aforementioned has clarified any misconceptions and if you see fit, we’d like to see you at the finish line.”
Merry Christmas.

hakz2007 December 14th, 2010, 02:23 PM 4Ps aids 85,000 families in Bicol
LEGAZPI CITY, Dec. 13 (PNA) – The Department of Social Welfare and Development (DSWD) has so far placed 85,395 poor families in Bicol under the coverage of the Pantawid Pamilyang Pilipino Program (4Ps), a multi-billion peso poverty reduction program of the government, since its inception two years ago.
Next year, over 200,000 more families are being targeted for coverage by the program now named Conditional Cash Transfer (CCT) whose nationwide implementation was given a P21-billion appropriation under the government’s 2011 national budget, Remia Tapispisan, the regional director of the DSWD for Bicol on Monday said.
“This target may be still a small figure compared to the total number of families in the region that are considered poor but reducing poverty by that number will already create a good impact,” the DSWD regional chief said.
Based on the 2007 figures of the National Census and Statistics (NCSO), Bicol had a population of over 5.1 million divided among 1.024 million households, 422,278 of them representing 2.6 million or over half of the total number of regional population classified as poor.
The National Economic Development Authority (NEDA) said that Bicol is the second poorest among the 16 regions of the country.
A recent report of the News Service of the Philippine Information Agency regional office here said that since the beginning of its implementation in August 2008, the 4Ps had already covered 59 municipalities or 571 barangays of Bicol.
The 85,395 families that benefited from the 4Ps in Bicol are in the provinces of Albay with 11,869 families; Camarines Sur, 9,078; Masbate, 52,309; Camarines Norte, 2,026; Catanduanes 1,387 and; Sorsogon, 8,726, it said.
This scope of coverage it said will certainly be expanded next year with the approval of the P21 billion budget for the program now being one of the center piece programs of the administration of President Benigno Aquino III.
Tapispisan said that the 4Ps has so far paid out a total of P717,855,762.00 to Bicolano beneficiaries as of September 30, this year.
Each beneficiary family that complied with the requirements set by the program received a maximum of P21,000 in yearly cash assistance representing P6,000 a year or P500 per month for health and nutrition and P3,000 for one school year of 10 months or P300 per month per child for a maximum of three children or a total of P1,400 per month or P15,000 yearly.
The 4Ps beneficiaries are the poorest families identified through the use of the Eligibility Check (EC), a statistical formula that estimates household income through the use of proxy variables indicated in the household survey forms, Tapispisan said.
She added that the 4Ps is designed to hit the goals set in the Millennium Development Goals (MDG) in the areas of poverty reduction, achieving universal primary education, reducing child mortality, improving maternal health and promoting gender equality and empowering women.
The CCT program provides that the beneficiaries comply with certain conditions to be able to maintain and receive the monthly allowance, Tapispisan said.
These requirements are as follows: Pregnant mother must avail of pre- and post-natal care and be attended during child birth by a trained health professional; Parents must attend responsible parenthood sessions, mother classes and parent effectiveness seminars;
Three to five years old children must attend day care classes or pre-school classes 85 percent of the time; 6-14 years old children must attend elementary and high school classes at least 85 percent of the time and; 6-14 years old children must receive de-worming treatments twice a year, Tapispisan said.
Compliance with the requirements of the beneficiaries so far, she added could be rated as satisfactory given that fact that attendances of pregnant mothers to rural health services and responsible parenthood seminars conducted in their respective barangays have been reported to have increased significantly, Tapispisan said.
Enrolments in elementary and secondary schools have also increased and the rate of dropouts reduced to very remarkable proportions, she added. http://www.pna.gov.ph/index.php?idn=0&nid=2&rid=318400
hakz2007 December 14th, 2010, 02:24 PM Smart links Bicol school with energy technologies
LEGAZPI CITY, Dec 13 (PNA) – A premier secondary school in Bicol is now capable of providing interactive learning processes on technologies involving renewable energies for its students, personnel and surrounding communities via the facilities provided by Smart Communications, Inc.
This undertaking, which is in cooperation with the World Wide Fund for Nature (WWF)-Philippines, is under the “Project Connect: Linking Environment, Education and Technology”, an advocacy program on environment being spearheaded by the giant communications firm.
In full support of this endeavor are the Department of Education (DepEd), the Commission on Higher Education (CHED) and the Department of Environment and Natural Resources (DENR) thru the Environment Management Bureau (EMB).
Smart-WWF Project Connect, launched at the CSNHS pavilion here over the week, is a collaborative project which aims to educate elementary, high school and college students on energy efficiency and conservation and renewable energy technologies via interactive workshops, said Marieson Dychinco-Regondola, SMART Communications' Community Care area manager for Bicol.
The workshops include interactive video and slide presentations, environmental games, arts and crafts and environmental presentations, among others.
Regondola said the project was geared towards raising the awareness of students, teachers, non-teaching staff and even the communities where the Camarines Sur National High school (CSNHS) sits here, in better understanding of their roles as caretakers of the environment.
“With climate change's negative effects taking its toll on our environment, today, while it is not completely late becomes an opportune time to start efforts to save it, and starting it off with the school and students is one surefire way to keep the ball of change rolling,” Regondola said.
“This is also part of Smart’s environment advocacy for schools in line with its corporate social responsibility thru the company’s community service program dubbed Kabalikat sa Kalikasan."
CSNHS was chosen as venue for this project in recognition of its being one of the recipients of the 2009 National Search for Sustainable and Eco-Friendly Schools pursuant to Republic Act 9512, the Act to Promote Environmental Awareness thru Environmental Education.
The law requires all public and private schools to integrate environmental education in their curricula.
The awarding to the winners in the yearly Search held last Nov. 19 at the SM City North EDSA in Manila was part of the activities for the observance of the National Clean Air Month and the National Environment Awareness Month being held every month of November.
CSNHS was among the three pilot sites in the Philippines, where SMART chose to implement Project Connect. The other two schools were the Palawan State University in Puerto Princesa, Palawan and Peñablanca East Central School in Tuguegarao.
All three schools were winners of the 2009 Search, a joint activity of the EMB-DENR, DepEd, CHED and Smart that aims to recognize schools that promote and implement earth-friendly programs.
Regondola said that highlighting of school programs in partly complying with the mandates of RA 9512 will serve as an inspiration for the kids and the students to implement the same in their own homes.
"The teachers, being looked up also by these students as their second parents, could serve as their role model in safeguarding the wealth of our environment," she added.
School principal Nely Abad said CSNHS, the oldest, biggest and most populated secondary school institution in Camarines Sur with a current student population of about 7,000, won the award for its successful implementation of policies toward safe, clean and orderly environment.
“In here, we obtain knowledge, form desirable attitudes and imbibe moral and spiritual values for understanding the nature and purpose of a human person,” Abad said.
CSNHS whose sprawling campus is located at the heart of this prime Bicol city which is the Religious Capital of the region was established by the Thomasites in July 1902. http://www.pna.gov.ph/index.php?idn=0&nid=13&rid=318470

mr uytengsu said it well. we really need to be more proactive than reactive. we need to learn to celebrate even our small victories, and build up what is best and brilliant.
while we may be vocal and critical our credibility lies much in the concrete contributions we make to the combined efforts that everyone puts in.
Go, Go, IronMan!

(PIA)

Naga Boy December 15th, 2010, 01:00 AM PNP, DoT ink pact for creation of special tourist police units
ANILA, Philippines – In an effort to provide better security to tourists visiting the country, the Philippine National Police on Monday announced the creation of a special police unit that will focus on providing safety to foreigners.
"In coordination with tourism authorities, the PNP is fielding more police personnel to man these Special Tourist Protection Units as pre-emptive measure against crime syndicates that prey on foreign and local tourists," he added

we need this.
Last week a British national was robbed of his expensive camera while watching a concerts at Plaza Quezon.
there a re also lots of foreign tourists roaming around the city these days and we really need English speaking cops.
At the Olympia Gym where we workout three times a week, is always full of foreign nationals.
On the other hand they also need do discipline drunk tourists like what happened in Avenue Square (I forgot the month it was reported in DWNX) where two or three male tourists apparently got wild and naked after a night out.
The security guard could not stop them- the reason? Nasupog- as they could not speak English well.

Naga Boy December 15th, 2010, 02:39 AM I would like to share
my grade 6 daughter's reflections
about her love for reading.
Nicole's piece came out of
Smart Tykes Special Reading Issue
this December.
It sometimes amazes us on the degree of maturity
of the children's outlook in life and education these days...
http://sphotos.ak.fbcdn.net/hphotos-ak-ash2/hs045.ash2/35630_177679065590654_100000456861838_483883_4368902_n.jpg
I think myonee would also have a copy
of Smart Tyke's December Reading Issue.
Naga Boy December 15th, 2010, 03:19 AM I was about to go home earlier tonight, when I passed by Plaza Rizal..i could not help but say "wow" i was amazed by the Christmas lights.
once every Christmas Tree is up.. then saka nadin lang ako ma take pics, especially night pics :D
The Plaza Rizal has a more coherent design.
The Plaza Quince Martirez is inconsistent.
It was made by different people with different ideas and tastes and wanted to put everything in.
But anyway- Christmas is not about the beauty and grandeur of the decorations.
It’s about celebrating the spirit of Christmas the best way we can.

This is one of the major factor why there is a massive fish kill in Lake Buhi, aside kan kadakul dakul na fish cages mahibug na ang water lily kaya mayo na ning proper cycle of oxygen.. this should be addressed by the LGU to prevent further damage.. :ohno:

Avenue Plaza is a 4 star hotel- they did not qualify as 5 star since they have fewer rooms than the required number of rooms.

Yes. It is also McDonald's.
Imagine having about 6 McDonalds in Naga City?
3 in Centro- Bichara, Plaza, EMall (all existing)
1 in SM City (existing)
1 in Magsaysay (existing- to be upgraded to a drive thru)
1 in CBD (next year)
That would out number the Filipino- owned Jollibee.

 We were reaching almost 10k likes in less than a few months from the first time it was created, then unfortunately, a soul reported the page to have violated the terms and conditions of Facebook. FB's message was not specific as to what Terms and Conditions have been violated. So we got so clueless and got totally dismayed as to what happened.
akosijamir and I tried very hard to revive the page by writing to FB's admin, however there was no single reply and it's a rare case when blocked sites are given back the access. So there, we opted to start all over again from scratch. Although we can still access the page, the difference is we cannot post new updates, all we can do is post comments on previous posts.
After the frustration, we uploaded pics, albums and infos again and made it even more organized this time.
i know that we were careful in posting anything. akosijamir on the first few months of updating it alone did the same. but memories about that page is now gone. sabi mi ngani kayan ni Sean. naka get over na kami sa tragedy na to.

garzland December 15th, 2010, 03:36 PM  We were reaching almost 10k likes in less than a few months from the first time it was created, then unfortunately, a soul reported the page to have violated the terms and conditions of Facebook.
After the frustration, we uploaded pics, albums and infos again and made it even more organized this time.
i know that we were careful in posting anything. akosijamir on the first few months of updating it alone did the same. but memories about that page is now gone. sabi mi ngani kayan ni Sean. naka get over na kami sa tragedy na to.
let's look on the brighter side, our efforts are now being recognized by the city government little by little
plus i have some latest news from the sec. of our Mayor. naka sabay ko kaya pag uli ngunyan na banggui.. stay tuned for updates.. our sources from the government is growing and has become more reliable than ever
Hope the sec. of the mayor gets very active in updating us on the city's upcoming projects, investments, etc...

hakz2007 December 15th, 2010, 03:53 PM OWWA Bicol to open satellite office in Naga City
LEGAZPI CITY, Dec, 14 (PIA) -- In consonance with the 22-point agenda of the Aquino administration and through the initiatives of Naga City Mayor John G. Bongat, the Overseas Workers Employment Administration (OWWA) in Bicol will open its satellite office in Naga City on December 15, this year to directly serve more than 25,000 overseas Filipino workers (OFWs) and their families in Camarines provinces.
OWWA Bicol director Jocelyn Hapal said the agency will field three personnel at the new office Mondays thru Thursdays at 9:00am-5:00pm and provide the whole range of OWWA programs in time for the peak season of OFW arrivals for the holidays.
Naga City has the highest number of OFWs in the Bicol region.
“We are more than happy to host the OWWA operation. It is our way of recognizing the contributions of the Filipino workers abroad to the development not only of the City of Naga but of the whole Region as well.”, Mayor John Bongat of Naga City said.
OWWA administrator Carmelita S. Dimzon said that she hopes to make the satellite office in the immediate future a one-stop shop by inviting in PhilHealth, Pag-Ibig, and SSS and make their programs and services accessible to most OFWs and their families.
OFWs who are on vacation can now secure the overseas employment certificates (OEC) or exit permit at the satellite office, instead of going to OWWA in Legazpi City or to POEA in Manila.
According to Hapal, the satellite office will bring about the following benefits: immediate action on complaints and request for assistance of OFWs and their families, including monitoring of illegal recruitment and trafficking incidences; increased and faster processing of program availment;
Faster and less costly processing of OECs and OWWA membership for vacationing OFWs and name hires; continuity and holistic benefit from integrated community and LGU-based support; and more active participation in organized OFW family circles/associations.
The OWWA Naga satellite ffice is located at the 3rd floor of the R.S. Roco Library in Naga City Hall Complex. http://www.pia.gov.ph/?m=7&r=r05&id=8083
hakz2007 December 15th, 2010, 03:55 PM Conceptual base for info tech pushed
IRIGA CITY (PIA) — Innovations in communications are not only limited within the four corners of the classroom, neither are these only accessible in offices or digital workplace, but it can also be found even in our own university libraries.
The University of Northeastern Philippines (UNEP) digitization program makes sure that technological innovations doesn’t only stop in their computer laboratories but also spread in other areas. This is also in line with their mission to provide the latest innovations in technology and communications to its faculty and students.
In line with this, the university spearheaded a one-day seminar on Information Literacy and Technology on December 3 at the UNEP mini theater, participated in by book buffs, students, librarians, and library users.
Under the theme “Sharing our Future”, the activity shared the importance of providing relevant and current information to the participants.
Hermie H. Salazar, UNEP university librarian, said that an endeavor like this is a welcome opportunity for every participant to have easy access to information and find ways to easily retrieve information materials using new methods of research.
“This seminar will surely provide us with personal, economic and cultural advancement, while we are also given an opportunity to use it in dealing with our clients and improve the delivery of our services,” said a participant.
Lecturers included Dr. Ellen C. Cutiongco, a retired UP professor and 2009 MetroBank awardee for Continuing Excellence and Services (ACES); Edgardo B. Quiros, IT professor and head of the National Library of the Philippines, and Walditrudes R. Mesias, a retired associate professor from Bicol University.
Atty. Remelisa Alfelor-Moraleda, UNEP president believes that this endeavor will help the librarians and other participants in appreciating what modern technology can do to improve their craft, most specifically their service to the library users.
She said,“There is a parallel need to develop a conceptual base for the effective and widespread use of Information Technology. We can make use of this learning to make us as “wise information consumers” and a well-motivated life long learner of information literacy.”
The UNEP library is already adopting the On line Public Access (OPAC) which facilitates library work, making the faculty's and students’ access to references now a lot easier.
Book collections, including recent editions, were also added to the library. Easy retrieval of information utilizing free library software called LIBRO System is now being use by the library.http://www.pia.gov.ph/?m=7&r=r05&id=7738

hakz2007 December 15th, 2010, 03:59 PM Project Connect launched in CamSur
NAGA CITY (PIA) — Smart Communications, Inc., in cooperation with World Wide Fund for Nature Philippines (WWF-Philippines), spearheaded the launching of an advocacy program on environment dubbed “Project Connect: Linking Environment, Education and Technology”.The launch was held at Camarines Sur National High School Pavillon on December 2.
Marieson Dychinco-Regondola, SMART Communications’ Community Care/area manager for Bicol, said that the event is geared towards raising the awareness of its stakeholders in better understanding of our role as caretakers of our environment.
“With climate change’s negative effects taking their toll in our environment, there is no opportune time to start saving it but now, and starting it off with the school and our students is one surefire way to keep the ball of change rolling. This is also part of our own environment advocacy for schools in line with our corporate social responsibility thru our community service program, Kabalikat sa Kalikasan.”
The event was also in recognition of Camarines Sur National High School (CSNHS) as one of the lucky recipients of the 2009 National Search for Sustainable and Eco-Friendly Schools pursuant to Republic Act 9512 or commonly known as an Act to Promote Environmental Awareness thru Environmental Education.
The law requires all public and private schools to integrate environmental education in their curricula. CSNHS was among the three pilot sites in the Philippines which SMART chose to implement Project Connect. The other two schools are Palawan State University in Puerto Princesa, and Peñablanca East Central School in Tuguegarao.
In full support of this endeavor are the Department of Education (DepEd) ,the Commission on Higher Education (CHED), and the Department of Environment and Natural Resources (DENR) thru the Environment Management Bureau (EMB).
Regondola believes that highlighting the school’s programs will serve as an inspiration to the kids and the students to implement the same in their own homes.
“The teachers could serve as their role model in safeguarding the wealth of our environment. ” The activity is being observed yearly in observance of National Clean Air Month and the National Environment Awareness Month held every month of November. http://www.pia.gov.ph/?m=7&r=r05&id=7740

DILG chief to local officials: Refrain from using IRA for gifts, bonuses
Department of Interior and Local Government (DILG) Secretary Jesse Robredo asked provincial governors, city and municipal mayors on Monday to refrain from using their internal revenue allotment (IRA) for gifts and bonuses, stressing that such IRA should be utilized for developmental projects.
In a memorandum circular, Robredo said the IRA should not be used for “administrative expenses such as cash gifts, bonuses, uniforms, supplies, meetings, communications, water and light, petroleum products, salaries, and the like; wages or overtime pay, and traveling expenses, whether domestic or foreign.”
Likewise, the fund must not be spent for registration or participation fees in training, seminars, conferences or conventions; construction, repair or refinishing of administrative offices; purchase of administrative office furniture, fixtures, equipment or appliances; and purchase, maintenance or repair of motor vehicles or motorcycles, except for ambulances.
Robredo asked local authorities to allocate their IRA to beneficial programs such as on livelihood and employment, school buildings, hospitals, health centers, and other projects that will improve the lives of their constituents.
Citing Section 287 of the Local Government Code of 1991, he said that every local government unit is mandated to appropriate in its annual budget no less than 20 percent of its annual revenue allotment to finance worthwhile initiatives.http://www.zamboangatoday.ph/index.php/news/13-top-stories/2106-dilg-chief-to-local-officials-refrain-from-using-ira-for-gifts-bonuses-
sonofignatius December 15th, 2010, 04:11 PM UNEP Gains PACUCOA Nod Anew
ARTICLE | DECEMBER 14, 2010 - 12:56AM | BY LIZEL MACATANGAY
Clearly setting its own mark of distinction, the University of Northeastern Philippines has proven once again its place as one of the best learning institutions in the region. This after the Philippine Association of College and Universities Commission on Accreditation (PACUCOA) cited the university as this year’s recipient of yet another academic distinction.
In a letter addressed to UNEP President Atty. Remelisa Alfelor-Moraleda, PACUCOA’s Awards Committee, headed by its Chairman, Dr. Rosita L. Navarro confirmed that the university will be the recipient of two major awards in recognition of its dedication to further enhance its courses offerings.
UNEP will receive the honor as an Institution with the Highest number of Candidate programs, not just in the Bicol Region but in the Philippines. Aside from the numerous courses offering, UNEP will also receive the distinction as an Institution with the highest number of accredited programs in the Bicol Region [i.e., for PACUCOA schools].
Moraleda said that the continuous support of their faculty to enhance themselves and willingly pursue the university’s vision and ideals are just few of the key factors why UNEP keeps on occupying the prestigious slots allotted by PACUCOA for deserving learning institutions.
“UNEP is like a family with its members pursuing a different endeavor but all leading to the same goal and direction. The variety of courses offerings that we have is a result of careful studies and deliberation while keeping in mind that at the end of the day, what matters is what benefit it would give to our beloved students after finishing their courses.”
UNEP offers Doctoral Programs in Philosophy (Major in Human Resource Development), Public Management, Business Management and Education (Major in Educational Management). Its Masteral Program also offers degree in Education (MaEd), Business Administration (MBA) and Public Administration (MPA).
It also offers a wide array of Under Graduate Degree Programs and Undergraduate Non-degree Programs, suiting every student’s choice in creating and pursuing their respective career paths in the future.
UNEP is also full of pride with their accredited programs now all in full swing at the university: Liberal Arts, Bachelor of Elementary Education, Bachelor of Secondary Education, Business Administration, High School, Criminology, Doctor of Education, Master of Arts in Education, Master of Business Administration and Master of Public Administration.
The awarding ceremony is set to take place at the Diamond Hotel in Manila on December 10, 2010, coinciding with PACUCOA’s celebration of its 37th Founding Anniversary and 21st Annual General Assembly. (Lizel S. Macatangay)

Poisoned Fruit
ARTICLE | DECEMBER 13, 2010 - 5:05PM | BY EDITOR
Last December 10, on International Human Rights’ Day, President Benigno Aquino III ordered the Department of Justice (DOJ) which is led by Sec. Leila de Lima to withdraw the criminal charges made against the Morong 43. The said withdrawal of criminal charges by the government’s prosecuting body reportedly resulted from the DOJ’s review of the case which yielded that supposed evidences against the Morong 43 were “fruit of the poisoned tree.” Specifically, the evidences obtained against them were “through the improper service of a search warrant.”
What this clearly indicates, at the very least, is that the 43 individuals who constituted the now famous Morong 43 were wrongfully arrested because the authorities (the military in this case) did not follow the correct procedures.
While the President’s order seemed to excuse the military’s “mistake” from any legal liability (and to leave unaddressed the question of whether the Morong 43 were indeed members of the New People’s Army), this “mistake” which is obviously not the first one which the military committed, serves to highlight how terribly facile it is for law enforcement agencies to arrest, detain, and even torture civilians in a post-Marcos and post-Gloria Arroyo period. It seemed, at least as the Morong 43 case showed, that the operating procedure of “arrest first, ask questions later” (or worse, “shoot first, sort them out later”) remain in effect in President Aquino’s daang matuwid.
Still, it is a tribute to the new Justice Secretary that such “mistakes” are revealed and corrected. She should also be commended for submitting her review and recommendations on the case as early as she could possibly do this which was last October. The high regard of the public and more particularly, the confidence accorded her by the families of the Morong 43 as well as the victims of the Ampatuan Massacre are testaments not only to her ability, but more importantly, to her disposition to effect justice.
The Aquino government’s withdrawal of the criminal charges against the Morong 43 shows that Sec. de Lima—unlike her other predecessors—is not keen on accepting “poisoned fruits.”

sonofignatius December 15th, 2010, 04:16 PM Let it Snow, Let it Snow (Ode to My Colonial Childhood)
ARTICLE | DECEMBER 14, 2010 - 7:43AM | BY TITO GENOVA VALIENTE
Long before the City of Baguio invited everyone to witness snow in the Philippine highlands, we had snow in our home. My aunts would spend the whole afternoon after the celebration of the Immaculate Conception to whisk a drum-full of snow. I do not know the recipe for that snow; all I recall is that the main element was soap named Perla, and some salt. My aunts were good snowmakers. They made real good snow. We would place it around the bare twigs that would be set up as Christmas Tree. All throughout the season, that white “thing” stayed there on the tree in the sala, complementing the posters and calendars of snow-capped mountains.
All over the wall we would pin with tucks Christmas Cards, with glitters simulating silvery snow. Little churches alone and sad stood on small hills in towns that were draped in white ice. Christmas had to be cold and, given the fact that global warming was a teeny-weeny bit of a warning in those years, the Decembers of those years, I recall, were chilly, by Filipino standard.
I always loved the sound of the word “Yuletide” and it helped that there was always a “Happy Yuletide” sign somewhere in our home. No one really cared what it meant, not even if it referred to a pagan winter festival ascribed to Germanic tribes. There was a relish that came easily when you say “Yule”, as if you are hailing a friend or some elemental. The word sounded wintry, even if we only saw winter in photos.
Then came the Christmas Carols. I had favorites, and these choices were carried on to my adult life. Christmas songs are always recall tools, a lilt there and a poignant melody in minor key there are enough to bring rushing back memories of childhood, of innocence, when the world was cool and carefree and no one had the humorless life to deconstruct Christmas.
Christmas was never a concept. There was no post-colonial discourse to trigger a questioning. Christmas was almost neutral in those days, long before call centers aimed for accent-free or neutral English.
Then – and even now perhaps – it was never kitsch to sing a song like “Winter Wonderland”: Sleigh bells are you listening/In the lane, snow is glistening. It becomes even mystical: In the meadow we can build a snowman/And pretend he’s Parson Brown.” Capping this colonial experience, it calls that Later on, we’ll conspire/As we dream by the fire.” A fireplace!
I do not remember if we did build a fireplace. I guessed the kitchen with its open oven more than made up for this cozy scenario.

sonofignatius December 15th, 2010, 04:43 PM Tanguli is honey?
I thought it is made from sugar cane syrup.
tanguli is honey. i think you are referring to sangkaka (panocha), doc. the latter usually comes in brown mounds wrapped in dried banana leaves. when melted in coconut milk and mixed with pili nuts, the result is santan (coco jam).
sonofignatius December 15th, 2010, 04:50 PM Yes.
Naga is a McDonald's country.:)
the Golden Arches will dot the city.
compared to Jollibee, McDo has a better ambiance, i think. lighter, relaxed, comfortable interiors.

hakz2007 December 16th, 2010, 01:41 AM Globe, BayanTel now 100% interconnected
MANILA, Philippines – The networks of Globe Telecom and Bayan Telecommunications (BayanTel) are now 100% interconnected in all areas both companies serve in the Philippines, following their link-up in Northern and Western Samar.
The commercial activation of local interconnection between Globelines, Globe’s wireline service and Bayantel for Northern and Western Samar took effect last week (December 10, 2010). This means that their subscribers can now call each other locally without having to pay long-distance rates.
The two telcos have common operation areas in the National Capital Region and the provinces of Iloilo, Cebu, Eastern Samar, Negros Occidental, Leyte, Southern Leyte, Misamis Oriental, Agusan del Norte, Davao del Sur, South Cotabato, Albay, Camarines Norte, Camarines Sur and Sorsogon.
“We are happy to be fully interconnected with another telecom firm for the good of residents and businesses,” remarked Melvin Santos, Head for National Carrier Relations of Globe Telecom. “Even industry competitors can work together to serve public interest and spur the domestic economy with cost-effective services.”
Earlier, Globe declared it wants more interconnection agreements with rival phone firms to reach more subscribers and spur development in key growth areas outside the National Capital Region.
The National Telecommunications Commission (NTC) mandates compulsory interconnection of authorized public carriers under Republic Act 7925. The objective is to create a universally accessible and fully integrated nationwide network to encourage more infrastructure investments from the private sector to benefit consumers. hakz2007 December 16th, 2010, 01:45 AM LAKE BUHI NEEDS CAPACITY MANAGEMENT
A call for capacity management for Lake Buhi in Camarines Sur is necessary for its sustainable use. The Bureau of Fisheries and Aquatic Resources (BFAR) in Bicol estimates the fish kill that started on October 29, 2010 costs P10M in revenue and 100MT production losses.
Based on BFAR Fish Health Section monitoring records that commenced in 1998, there are 192 cases of fish kills with almost half of the causes being attributed to aquaculture. (BFAR-PHILMINAQ, 2007)
Five fish kill incidents were observed in 1998 with the most significant being the Lake Buhi case which was caused by overstocking of tilapia in fish cages and estimated to cost P33M. Bad aquaculture practices such as overcapacity, overstocking and overfeeding resulted in the negative impacts in the environment and the stocks itself. Overcapacity refers to the establishment of structures such as cages and pens beyond the carrying capacity of the lake, river or coastal area. Too many pens and cages that obstruct the free flow of water and physical congestion are signs of overcapacity. Overstocking, similar to overcapacity but limited to the confines of a cage, pen or pond unit, means that the number of fish stocked is beyond the recommended number. Overstocking ultimately results to higher demand for feed, higher wastage and increased demand for oxygen and nutrients from the water.
Overfeeding, either too much feeds or use of inefficient feed low-quality binders, is usually done to hasten growth and result in bigger sizes.
Aquaculture produces wastes in the form of particulate (mainly the uneaten food and feces) and soluble substances (excreta) which increase biochemical oxygen demand, nitrates and phosphates in receiving waters. The risk of negative impacts of aquaculture wastes is greatest in enclosed waters like the Lake Buhi where there is a poor rate of water exchange. In these conditions, aquaculture production can lead to a build-up of organic sediments and addition of nutrients to the water column which, in turn, could lead to secondary effects like eutrophication, water hyacinth bloom and very low dissolved oxygen levels. These factors contributed to the recent fish kill incident in Lake Buhi.
Based on the water quality monitoring of Lake Buhi by BFAR-Bicol personnel on November 2 and 4, 2010, the lake’s dissolved oxygen was very low; the ammonia nitrogen level was very high in eleven stations monitored in the lake and high toxic traces of hydrogen sulfide were detected in five stations as compared to the optimum ranges set by the South East Asian Fisheries Development Center (SEAFDEC). This critical water condition of the lake probably led to the massive fish kill in Lake Buhi.
BFAR-Bicol Regional Director Dennis V. del Socorro appeals to the Local Government Unit of Buhi for a lake capacity management. He said that the bureau is very much willing to provide technical assistance on managing inland aquaculture and its impacts following the fisheries laws and regulations. Ideally, lake’s carrying capacity is only 10% of its total area. At present, Lake Buhi’s fish cage culture system utilizes about 70-90% of its total 1,707-hectare surface area. Lake Buhi is in its brink of unsustainable use. Thus, to hash out issues, advocacy on good aquaculture management practices must be undertaken.
Accordingly, Mayor Rey Lacoste cited that fish kill happens annually, the latest being the worst affecting 80% of Lake Buhi’s fish cage operation. LGU-Buhi plans to implement strategic actions to help mitigate fish kill incidents and at the same time support the affected artisanal fisherfolk by way of clean-up activities and intensify alternative livelihood sustainable for the fisherfolk, among others.http://www.bfar.da.gov.ph/news/lakebuhineedscapmgt_27Nov10.html
