MAYOR MADEL GIVES HOLIDAY CHEERS TO IRIGA KIDS
http://www.iriga.gov.ph/uploadimages/mag_kids.jpg

Around 1,200 pre-school children from 36 Barangay Daycare centers and Special Education students were given an early Christmas treat by Mayor Madelaine Alfelor-Gazmen during the gift-giving program held at the Iriga City Coloseum on December 9, 2010.

The children were treated to Clown Acts, Mascots, Parlour Games, Jolibee meals and were given gift packs containing school supplies.

With Mayor Madel are some Sangguniang Panlungsod members and LGU Department Heads.
Every kid`s face in the crowd has a wide, happy smile of contentment as they enjoyed the treats, programs and gifts.

The program was organized by the Iriga City Social Welfare Office headed by Mrs. Teresita Talaguit.

A Kris-mas Story
CONVERSATIONS With Ricky Lo
(The Philippine Star) Updated December 19, 2010 12:00 AM Comments (11)

excerpt:
.....................
Is it true that First Sister Kris Aquino is called Queen of Horror because she can maybe unwittingly make horrible revelations that can send chills down the public spine, not excluding her Kuya Noy, the country’s Pres. Benigno Simeon “P-Noy” Cojuangco Aquino III no less, who “ordered” her to “shut up already” when he suspected her of “meddling” in his love life?

What are your plans for 2011?

“Tito Ricky, I don’t mean to age you, but we met when I was only 16 and on Feb. 14, 2011 I’ll be 40 years old! By then, The Price Is Right, my new game show, will be on air in my home network, ABS-CBN.

“For my birthday we’ll be doing medical missions, particularly cervical cancer vaccination and children’s immunization in three provinces namely Tarlac, Batangas and Leyte.

“Pilipinas Got Talent resumes taping our nationwide auditions on Jan. 13. Every week we’ll be going first to Davao, followed by Naga, then Cebu; then first week of February for three days in Manila.

CBCP to launch website for OFWs' holiday greetings
By Evelyn Macairan (The Philippine Star) Updated December 19, 2010 12:00 AM Comments (1)

MANILA, Philippines - Filipinos living abroad can now shout their Christmas greetings to their countrymen via a website created by the Catholic Bishops’ Conference of the Philippines’ (CBCP) Media Office.

CBCP Media Office director Monsignor Pedro Quitorio III said they have started a website called Paskong Pilipino sa Mundo (www.cbcpmedia.com/pasko) to help overseas Filipino workers relay their Christmas greetings through audio or video.

“We would encourage all the Filipinos to greet the Filipino people either in the form of video or audio,” he said. “They could send it to us and we screen it and would post them in the site.”

Quitorio said the video must not exceed five minutes, while audio would not have a time limit.

Messages to families are discouraged since these may be considered too personal.

The website could be accessed or viewed by the public.

Quitorio said it would lessen the loneliness of OFWs and help spread the Christmas cheer to Filipinos all over the world.

About nine million to 11 million Filipinos are living in almost 200 countries.

Quitorio said the website would primarily cater to OFWs spending the holidays out at sea or in countries where they are prohibited from observing Christian traditions.

OFWs could also listen to the reflections of selected priests through the website, he added. Quitorio said they have also posted homilies for the four Sundays of Advent, Christmas and New Year.

“If they cannot hear Mass, we would be uploading homilies and reflections until Christmas and New Year,” he said.

However, listening to homilies and reflections through the website do not exempt the faithful, who have access to Catholic churches and can freely practice their religion, from attending Mass, Quitorio said.

Campus debates regain foothold, popularity (http://www.bicolmail.com/issue/2010/dec16/xdebates.html)
By Paul John F. Barrosa

NAGA CITY --- Following the success of the 4th Raul Roco Cup: Bicolwide British Parliamentary Debate Tournament last December 4-7, students and mentors alike are now gearing up to make Bicol as a center for budding debaters and public speakers.

According to Silvestre Caoili, moderator of USI Debate Society which sponsored the 4th Raul Roco Cup, since the birth of the competition in 2007, more and more schools have been encouraged to put up their own debate teams and engage in friendly competitions.

“The 1st Raul Roco Cup had seen only secondary schools from Naga City and tertiary schools from Camarines Sur, Camarines Norte, and Albay. In the 2nd Raul Roco Cup, participation stretched to as far as Albay for the secondary level and Masbate and Sorsogon for the tertiary level. This year, we saw more participants that made the competition longer,” Caoili gladly stated.

He lamented though that at present debate is one of the neglected intellectual activities in Bicol with only few local leaders interested in sponsoring such activities. He, however, showed a gleam of hope as other universities across the region have already manifested to organize their own debate contests, with some wishing to expand the coverage up to the whole of Southern Luzon.

“Next year, ADNU is mulling to sponsor a so-called Xavier Cup. They are planning to open it to schools outside Bicol. The Sorsogon State College also said they are now preparing to have a local debate competition to be called Sorsogon Cup,” Caoili disclosed.

“We do not mind if they set up their own competitions. The more there are in the region, the better the Bicolanos will be in terms of debating. The students will have more preparation for national competitions,” he said. “We really hope that in the future, Bicol will be a center for debate in the Philippines”

Around 100 students from high schools and universities in the Bicol will test their mettle, wit and and eloquence as they clash in friendly debates with each other. Debaters from the Ateneo de Naga University (ADNU) High School and from Sorsogon State College bagged the Best Debate Team for high school and college categories, respectively, during the latest debate tournament here.

Jesha Aina of ADNU A was also awarded as the Best Speaker for the high school category, while John Edward Evano of the SSC was recognized as Best Speaker for college level.

“More than the opportunity to sharpen our skills in debating and adjudicating, it gives us a chance to harness our leadership, competitiveness, teamwork, and sportsmanship,” says Christine Carol Falabi, a 4th year college student and the head coordinator of the event.

***

Xavier Cup is on its second year on 2011 as a South Luzon Intervarsity. It's not it's on it's first year as what Mr. Caoili said.

And Edward was the best speaker only in the final round. Arcci Relloso is the best speaker for the entire college level.

From kites to wakes: CWC soars, Wind or No Wind
By Bryan B. Garcia
December 19, 2010,

http://www.mb.com.ph/sites/default/files/CWC.jpg
Kites soar as riders harness the wind to carve CWC’s Lago del Rey (photo by RUDY LIWANAG)

MANILA, Philippines – What do you do on a particularly windy day? Do you take a nice nap and feel the howl of the wind or do you go out and hang your laundry to dry? From a gentle breeze to a gusty wind, the air’s current certainly has an effect on the way a day flows.

While lesser beings hibernate and shelter from the wind, some cherish the good sensations brought by the breeze, opting to stay out and absorb its glory. Others, on the other hand, take it to the extreme and harness the wind’s power to feed the need to go fast and soar high.

This is the concept behind the fast growing sport of kiteboarding. With oversized and specially designed inflatable kites, riders sail over the water on a board carving out waves and nailing mind blowing aerial tricks at a whim. Strapped into this humongous kite, riders manipulate the wind through a specialized handle bar designed to tame this harsh and unforgiving power of nature.

Where better to pick up this overblown childhood pastime than the biggest water sports playground, CamSur Watersports Complex (CWC). From December 3 to 12, this extreme sports haven harnessed this same power by introducing this dynamic sport to their already growing repertoire of board sports. With the Wind or No Wind Kiteboard Jam, CWC introduced a revolutionary approach on kiteboarding events.

The sport is largely dependent on wind availability. Because of this event, set-ups are unpredictable because of unforeseen shifts in nature’s behavior. “They organize big events in the kite board industry. But when kite boarders go there and there’s no wind, they just hangout instead. In this case, wind or no wind we’re going to have fun,” says CamSur Governor Lray Villafuerte.

The event’s theme revolves around the concept of weather conditions and how best to utilize its shifting behavior. When the wind picked up, the riders let their kites go and jam at CWC’s Lago del Rey. However, riders also showed off their board skills at the CWC cable park even if there was no wind present. Having wakeboarding as a backup plan for kite events work because the style and the technicality involved in both sports is pretty much similar.

“This is the first time in the history of kiteboarding that an event like this takes place. I really felt that this place has a great potential to eliminate the possibility of failure for events. There’s literally no place in the world that this could take place except here in CWC,” event mastermind and kiteboarding godfather Mauricio Abreu said.

The 10-day event played host to some of the top foreign and local board riders as they let loose and engaged in what CWC has to offer. “All the foreigners who have been invited are the best rail riders in the world. That’s one of the criteria for you to be invited, you have to wakeboard you have to kiteboard and you have to do rails,” local wake and kiteboard rider Paula Rosales said.

During the months of December until February, prevailing northeastern monsoon winds also known as “amihan” travel to the province of Camarines producing rolling winds ideal for kiteboarding. Although sparse due to the land locked position of Lago del Ray, the winds that come in produces challenging factors, which makes CWC a seasonal destination for top level kiteboard riders.

“The lake and the sea are different scenarios. The lake is landlocked and in the middle of the CWC complex, so the wind has to travel a lot over land and it shifts a lot. For advanced riders, part of the challenge is to make the wind work and have a lot of fun. But for the average rider it’s a bit challenging,” Abreu shares. Also adding to the technicality of the course are the obstacles designed by Abreu and kiteboard rail master Andre Philip.

The experience was not only a milestone in terms of kiteboarding events set-up but also a huge step to the progression of the sport in terms of technicality and the riders’ individual improvements. “I’ve been dreaming of coming to CWC and riding for three years now and ride their cable. Wind or no wind I’ve been able to do it and having the whole crew over here along with the best riders with the best attitudes,” Wind or No Wind Best Overall Performance winner and five-time Professional Kiteboard Riders Association (PKRA) World Champion Aaron Hadlow said. “Everybody has been stepping it up the past few weeks. This will certainly take kite boarding to the next level,” Hadlow added.

The sport of kiteboarding is relatively new to the country. However, with 7,107 islands, it will not be difficult to find locations that have the potential to be developed into a kiteboarding destination. “At any given time the Philippines is an excellent destination for kiteboarding. All we have to do is let people experience what we have to offer. If we find the right wind and the right spot, everything else will follow,” Governor Villafuerte said.

Wind or No Wind #3

December 6th, 2010 § 0

Not much riding today as we shot into Naga to check out the other side of Philippine life. We jumped on a local train type thingy called a skate, which is basically a platform with wheels and a go kart engine. Its small enough that you can lift it off with two people if you come across another skate going the other way. To say these things are sketchy is a massive understatement… About 5 mins before our skate arrived a freight train came bowling through at about 100KPH. Basically if you are on the tracks when one comes past and don’t get off in time you are toast! After a genuinely scenic ride into Naga, where we passed through railside shanty towns and villages we went to the famous “Bob Marlin” rasta fish restaurant. Here we sampled some of the local cuisine and dined in style under a giant picture of the man himself Bob Marley. The food here is pretty interesting and we had swordfish and catfish, along with deepfried bits of pig skin and ox tails…Yum!

http://www.nzwakeboard.com/wordpress/wp-content/uploads/2010/12/IMG_3821.jpg

From here we cruised back to CWC, stopping to watch some cock fights on the way. This was brutal viewing and almost hard to watch, but the spectacle of it keeps you looking. The cocks have their claws sharpened and have giant razor blades attached to their feet, so at least the death is usually a quick one. After about three fights we had had enough and cruised back to the relative sanity of the CWC complex in our air conditioned bus.

http://www.nzwakeboard.com/wordpress/wp-content/uploads/2010/12/IMG_3522.jpg

Once back at CWC we had a photoshoop booked for the low light, and this continued into the darkness, with ace photgrapher Jason Wilcock capturing some amazing shots off the kicker and Republic rail.
Out.

Jamie Barrow – Wind or no Wind continues

December 16th, 2010 § 0

Day 4 started as every day in CWC did with a quick breakfast followed by the first rounds of the day on the cable (usually followed by stomach cramps). By this stage I was getting into the groove of CWC life and my broken muscles from the first few days of riding where starting to harden up to all the riding. We had a nice morning session on the cable, and then shot over to the boat lake to have a ride behind the Mastercraft (still no wind at this stage). Unfortunately the X Star was broken, and no one could get hold of the Gov to ask if we could borrow the X80 so we ended up riding behind the Pro Star ski boat they have. Unfortunately there was not much in the way of ballast in the Pro Star, so we loaded it the old fashion way with about 15 people plus rider. Even with this many people the boats wake was small, but super fun to ride behind. I rode 2nd after UK Ripper Tom Court who acted as guinea pig so we could sort out line lengths/speed etc and had a blast. I was stoked to land a couple of good moves for the camera and even stole a crow mobe from the tiny wake. Sam light was after me and showed why he is one of the best wake style kiters in the world – not only does this kid KILL it behind a kite, he throws some tech ass moves behind both the boat and the cable. Davie Blair also had a ride and won himself a beer after I bet that he couldn’t LAND a raley behind the mini wake. Pretty cool to what what was almost an air raley thrown so big with a LOT of commitment.

http://www.nzwakeboard.com/wordpress/wp-content/uploads/2010/12/greg-norman-jr.jpg

After my ride I jumped in to the CWC Helicopter to get some pics from the air, and video of the other guys riding. 5X World Champ Aaron Hadlow had a turn and domiated as usual, and Slingshot ripper Mike Ennon also went out and showed everyone how its done despite the wake being the “Smallest he had ever ridden in 15 years”…

http://www.nzwakeboard.com/wordpress/wp-content/uploads/2010/12/tom-court.jpg

fter the boat riding we had a team obstacle course in Lago Del Ray (the boat lake), which involved running a bottle of beer around the course and over all the obstacles and passing the beer from team mate to team mate. My team was made up of Mikey Ennon, Ruben Lenton, myself and Joby Cook, and we killed it round the course. What we lacked in speed or skill we made up for in battle tactics, and brute force. Go team Moonshine!

http://www.nzwakeboard.com/wordpress/wp-content/uploads/2010/12/night.jpg

Day 5 started as they all did with a bit of Cable to wake up, but this time we all piled in 2 busses with our kite gear and headed to the beach to check for wind. The Journey was about an hour and our bus kept braking down along the way, making it more like and hour and a half. Once there though it was obvious that the trip was well worth it! CWC had gone to the trouble of setting up a system 2.0 in the water next to the beach, with its own dock, flat bar slider and kicker (just in case it didn’t blow). Well as you can imagine we had a ball and pretty much no one bothered to try for wind, apart from a couple of crazy wake skaters who did manage to get it done in the 15-20 knot dead off shore breeze. At the end of the day I scored a ride back to CWC in the chopper and took some more pics from the air, before arriving back to an EMPTY cable park. James Boulding and I scored a good hour of free riding at the park whilst everyone made their way back to HQ in the busses.

Sutherland Global commits to expand operations in Phl
http://img3.imageshack.us/img3/6397/net3hirest.jpg
Signing the MOU in New York City are Trade and Industry Secretary Greg Domingo (seated, left) and Sutherland’s chairman and CEO Dilip Vellodi. Standing, from left, are Finance Secretary Cesar Purisima, President Aquino, Sutherland’s global head of operations KS Kumar, and Energy Secretary Rene Almendras.

MANILA, Philippines - Sutherland Global Services’ chairman and CEO Dilip Vellodi, along with its global head of operations KS Kumar, recently met with President Aquino and key members of his Cabinet in New York City and discussed Sutherland’s ongoing expansion of its Philippine operations as well as the company’s long-term investment plans in the country.

The meeting proved to be a good venue for both the government and Sutherland Global Services to reaffirm their commitment to continue fostering economic cooperation and partnership in the business process outsourcing (BPO) sector in a concerted effort to further improve the Philippine business environment and provide more employment opportunities for Filipinos.

Vellodi signed a memorandum of understanding with Trade and Industry Secretary Greg Domingo, committing to hire additional employees for Sutherland in an effort to help the government lessen unemployment and eradicate poverty.

Sutherland selected the Philippines as the best location to serve as hub for the ASEAN markets five years ago for its intended expansion to more than 15,000 employees by 2012.

The project, which is expected to materialize within the next two to three years, is a reflection of the company’s continued confidence in the talent, creativity and passion of the Filipino people.

Aside from being a trailblazer in establishing sites in the Philippines’ Tier 2 locations such as Tarlac, Camarines Sur, and Davao, the expansion project guarantees a more than 50 percent increase to its already 10,000-strong workforce.

Sutherland is a pioneer of integrated BPO, a seamless blending of customer lifecycle and back-office management processes that maximize the client’s business lifecycle value.

In the hope that Sutherland will continue to leverage on the Filipino talent, the government has reassured the company of its strong commitment to accord the necessary support and assistance within the scope of the laws and rules and regulations of the Philippines.

Sutherland Global Services was founded in 1986 as a global BPO and technology-enabled services company offering an integrated set of back-office and customer facing front-office services that support the entire customer lifecycle. It is one of the largest, independent global BPO companies.

Headquartered in the United States, Sutherland employs over 29,000 professionals and has 32 global delivery centers in the Philippines, Canada, Bulgaria, Egypt, India, Mexico, Colombia, the United Arab Emirates, the United Kingdom, and the United States.

In the Philippines, Sutherland set up its first facility in mid-2005 and has now expanded to six locations in the country with over 10,000 employees providing integrated BPO services to the company’s Fortune 1000 Global clients.

Sutherland’s expansion in the Philippines has been fuelled by continued growth in the company’s existing outsourcing engagements as well as the addition of new major clients.http://www.philstar.com/Article.aspx?articleId=640820&publicationSubCategoryId=71

I hope, as everyone does, this will be the start of the resurgence of soccer in the country. During those days, soccer was popular than basketball. Many of our basketball stars in the fifties and sixties started as football players like the great Edgardo Ocampo of the Ateneo Blue Eagles and later of the Yco Painters in the defunct MICAA which was converted as the professional PBA.

The schools in Bicol should initiate tournaments for football. Many of our schools have football fields like Aquinas University and BU. I'm sure Ateneo de Naga and UNC have their own soccer fields. During my elementary days, football was always the last event contested during the Provincial Meets and the Bicol Meet. Football was always the closing event. It was always a toss up between perennial rivals Albay and Camarines Sur in the Bicol Meet.

Tama ka Sir garycooper. The publicity generated by the Azkals road to the semis in the Suzuki Cup has ignited the Pinoys curiousity towards football which is a very good thing as we certainly can excel in this sport. Sana to beef up local talents, there should be a regular inter-Bicol football tournaments with the big universities e.g. Aquinas, BU, UNC, Ateneo fielding their respective teams. Iriga used to be so sleepy. It's one of the oldest cities in Bicol but it has been stagnant for more than two decades. What made it a city was mainly due to the presence of the headquarters of Alatco since the old transportation company paid its taxes in Iriga. It also hosted two universities.

But I'm amazed. Over the last two years huge changes just kept happening in the city. I guess it can be attributed to the aggressiveness and dynamism of its lady mayor. Congratulations is in order for Mayor Gazmen and to all Iriguenos. It just goes to show that when a political leader is honest in performing his tasks, a lot of things can be done.

Mayor Gazmen (although she belongs to an old political family) belongs to the new breed of political leaders, just like Mayor Robredo of Naga and Mayor Rosal of Legazpi. Sorsogon should follow suit. The last time I went to Sorsogon, I was not impressed at all of the current developments. There were some improvement but were not enough to make someone get awed.

Actually, the Philippine Footbal Federation has four member associations from Bicol, namely; Camarines Norte Football Asociation, Legazpi City-Albay Federated F.A., F.A. of Masbate, and Naga City-Camarines Sur F.A.

But I haven't heard or seen their presence here in Bicol as to what activities and competitions they are sponsoring.

in our high school days at the ateneo we had a Spanish-Filipino Jesuit priest, Fr Juan Sanz,SJ, who formed a boys' (high school) team and a men's (college) team. he regularly trained them and worked well with other football teams in the region. he would take the boys around (to as far as albay and sorsogon and cam norte) and organize friendly matches with other schools. it surely was a good training/ exposure.

local games then found excellent playing field at UNC, the seminary (fronting the Cathdral before it was turned concrete!) and the ateneo. i guess the Naga City Sports Complex in Pacol, the Freedom Stadium in Pili and the old field near Cam High (where carnivals used to be put up - is this still around?) are also great alternatives. Pacol and Pili are big.

i understand there is a Fr Juan Sanz Cup now, organized by his boys to honor his memory.

:banana::banana::banana::banana::banana:

iriga is pulsating with life and activity and much movement. all this construction work speaks much of a city surging from its quiet, laidback past.

dagos-dagos man logod ang pag-uswag, pagrambong asin pagtalubo!

Mayor freezes permit renewal in Lake Buhi
BUHI, Camarines Sur – To save the Buhi lake ecology, Mayor Rey Lacoste ordered the freezing of permits of some 600 tilapia fishcage operators in the 1,618-hectare lake area.

Sources at the local government office here said Lacoste’s action was among the extreme measures proposed by an inter-agency group which studied the lake’s pollution level after the fishkill last November which devastated 80 percent of the tilapia fish stocks in the lake.

Earlier, the Buhi Lake Development office said they are still determining how many of 600 fishcage operators have permits from the local government.

In a recent report titled, “Lake Buhi Needs Capacity Management” by the Bureau of Fishieries and Aquatic Resources Region-5, Nonie P. Enolva, chief of monitoring and evaluation section, said since the devastating fishkill in 1998 with some P33 million in losses, tilapia growers in Buhi wer following “bad aquaculture practices” such as overstocking and overfeeding which resulted in negative impacts on the lake’s environment.

BFAR Bicol director Dennis V. del Rosario also urged the Buhi municipal government to strictly implement a lake capacity management system to limit fishcage occupancy to only 10 percent for the commercial fish production.

It was also noted that overcapacity in the fishcages obstructed the free flow of lake waters and the excessive aquaculture practices resulted in overcrowding of water hyacinth, and causing very low oxygen levels jeopardizing aqualife in the lake.

At the Sangguniang Panlalawigan session this week, Camarines Sur Vice Gov. Fortunato Peña said the provincial board will support whatever action the town council of Buhi will undertake to preserve the ecology of the lake.

Peña said they have asked the help of Rinconada District Rep. Salvio Fortuno to pursue a previously proposed Lake Authority Bill for lakes Buhi and Bato which was marred with conflicting political views among previous local officials and congressmen.

The bill seeks to protect the ecology of the two lakes and limit their commercial use and an annual budget will be earmarked by the national government for their sustainability and preservation. http://www.journal.com.ph/index.php/provincial/24566-mayor-freezes-permit-renewal-in-lake-buhi.html

Mindoro hybrid rice farmers receive cash, other awards
MANILA, Philippines - The name of a rice farmer from Calapan, Oriental Mindoro was added to the long list of SL Agritech Corp.’s successful hybrid rice farmers who have scored unprecedented records in rice production.

Cathy Galura, SL Agritech vice president for operations, said 52-year-old Leandro Cantos of Calapan, Oriental Mindoro, was selected by her firm as this year’s highest hybrid rice yielder for his production record this wet cropping season of 270 cavans per hectare.

Cantos, who received P30,000 cash award from SL Agritech Corp., topped five other farmers in the province who participated in the hybrid rice production contest being sponsored nationwide by the seed firm.

Second placer was Ronnie Cayabyab of Bgy. Cabunang, Bulalacao, with a harvest of 243 cavans per hectare; Casiano Melgar of Bgy. Canubing, Calapan City, 235 cavans/hec.; Bernabe Malicsi of Brgy. Roma Mansalay, 226 cavans/hec; and Conrado Balmes, Brgy. Tinkan, Naujan, 211 cavans/hec. They also received cash prizes from SL Agritech, the country’s top producer of hybrid rice seeds.

The awarding ceremony was held at the Department of Agriculture (DA-ATI) office in Naujan, Oriental Mindoro, with provincial agriculturist Pedro Dimailig as special guest.

Joh Dungca, SL Agritech promotions manager, said Cantos’ harvest when he first started to plant hybrid rice in 2005, was only 120 cavans per hectare.

Cantos used to harvest only 60 to 70 cavans per hectare when he was planting the inbred rice variety. So, when he harvested 120 cavans, Cantos was immediately convinced to go into hybrid rice farming which, according to him, has tremendously increased his yearly production which now averages 250 cavans per hectare.

Still number one in the SL Agritech’s list of top hybrid rice farmers is Severino Payumo, a 69-year-old farmer of Barangay Biliran in Cabanatuan, Nueva Ecija, with a record harvest of 345.6 cavans per hectare. Next to him is lady farmer Aida Badong of San Nicolas, Camarines Sur, with 345 cavans per hectare; and Fernando Gabuyo, also of Nueva Ecija, with 335 cavans per hectare.

The rest are rice farmers from Ilocos Norte, Cagayuan, Isabela, Pangasinan, Tarlac, Zamboanga del Sur, North Cotabato, Camarines Sur and Oriental and Occidental Mindoro. Their average production per hectare using the SL-8H hybrid rice seeds is 250 cavans.http://www.philstar.com/Article.aspx?articleId=640516&publicationSubCategoryId=77

in our high school days at the ateneo we had a Spanish-Filipino Jesuit priest, Fr Juan Sanz,SJ, who formed a boys' (high school) team and a men's (college) team. he regularly trained them and worked well with other football teams in the region. he would take the boys around (to as far as albay and sorsogon and cam norte) and organize friendly matches with other schools. it surely was a good training/ exposure.

local games then found excellent playing field at UNC, the seminary (fronting the Cathdral before it was turned concrete!) and the ateneo. i guess the Naga City Sports Complex in Pacol, the Freedom Stadium in Pili and the old field near Cam High (where carnivals used to be put up - is this still around?) are also great alternatives. Pacol and Pili are big.

i understand there is a Fr Juan Sanz Cup now, organized by his boys to honor his memory.

that's right father XLO... I remember the time when we would travel to Legazpi and Tabaco to play with other football teams.
and in Naga we would play teams from Minor Seminary, BCAT (now CSPC), and CamHigh (CSNHS).
the old football field is the one where the church now stands, and the other bigger field is the one near the gym and Santos hall.. we would jog around the field for 15, 20, 25 times every afternoon after classes... and Fr. Sanz was strict in the training.

I hope Bicol will be represented in the forthcoming World Debate Championship which will be held in Manila in December 2010 to be hosted by DLSU. Preparations are now on-going. My daughter is a member of the organizing committee although she is just now an alumni having graduated last year.

Kevin, you should be able to initiate Bicol's participation.:banana::banana:

I really wanted to join @Gary. However my finances constraint me. The registration fee of PhP25K is a killer!

But I think it's worth it. Anyway the DLSU Worlds will be using the Sofitel Phil Plaza grand ballroom for its opening and closing ceremonies. It'll even use DLSU's largest auditorium for about 9 days. The reg fee includes tours, hotel as well as food expenses.

Two of our senior members expressed intentions of joining. I just dunno if they'll push with it as both are graduating come March or April. Sorsogon State College said they wanted to join as well. I just dunno with USI. Definitely Manila and other well-off provincial schools might join.

Poetry not for the weak-hearted (http://www.gmanews.tv/story/208490/poetry-is-not-for-the-weak-hearted)
By J.I.E. TEODORO
12/16/2010 | 03:14 PM

http://blogs.gmanews.tv/kapuso-mo-jessica-soho/wp-content/uploads/2010/12/pusuanon.jpg

PUSUANON is the Bicolano word for “courageous." Ang Pusuanon: Mga Bersong Bikol of the enfant terrible of cotemporary Bikol writing, Kristian Sendon Cordero, is all about celebrating the life of a poet with a brave heart.

This book was reprinted this year by Ateneo de Naga University Press. It was first published by Goldprint Publishing House of Naga City in 2007 and was declared finalist in the 27th National Book Award of the Manila Critics Circle and the National Book Development Board.

Not yet 30, this is already Cordero’s third collection of poetry. The first one, Mga Tulang Tulala was published in 2004 and was awarded the Madrigal-Gonzalez Best First Book Award for 2006. The second one is Santigwar: Mga Rawitdawit sa Filipino asin Bikol (Santigwar: Poetry in Filipino and Bicol) that came out in 2006 and won the Tomas Arejola Award for Bicol Literature.

As a poet, Cordero has mastered the use of ironic humor. In his poem that utilizes the metaphor beautifully, Kansyon (Song, page 104), the persona likened sorrow to a malicious insect: “Nag-agi an kamundoan / na garo malisyosong insekto. / Daing pakpak, alagad naglalayog / gamit an sampulong sungoy. / Aatamanon ko ini / kaya dinakop ko tanganing sana ako / kagaton sangkod kalinturahon." (Sorrow passed by / like a malicious insect. / Wing-less it flew / by its ten horns. / I caught it to make it my pet, / so it would sting me / and make me feverish. – Translation by M.L. Kilates)

But the insect weakens when it bites the persona, who decides to set it free and maliciously prays that it will visit his beloved. “Ngonyan bubutasan ko na / an sakuyang kamundoan--/ kun magdyan ini saimo / ta nagsusungko, / bahugon mo man. / Puso mo gayod / an pigsususog kanini." (Now I must let go / of my sorrow--/ if it pays you a visit, / would you feed it, please. / It must have found its way / to your heart.)

Reading this piece I cannot help but recite in my mind the poem “The Flea" by John Donne. Cordero’s use of the image of the insect reminded me of how Donne employs the image of the flea that bites the male persona in his poem; it bites the beloved of the persona and so the poem concludes that they are already married inside the body of the tiny flea, for their blood have mixed there. Critics call this an extended metaphor or the “conceit" of metaphysical poets such as Donne.

Kristian Cordero is not named “Christian" and a “lamb" for nothing. His latest collection, just like his two earlier books, are filled with Biblical allusions. An example is his poem Paghukom (Judgment Day, page 119). It opens with an epigraph from the mystic poet St. John of the Cross: “At the end of your life, you will be judged on the basis of love." Love, of course, is the first and the last theme of a poet, according to National Artist Rolando S. Tinio.

Theologians speak of two kinds of love: “agape" or heavenly love, and “eros" or romantic love. When we speak of mystic poetry, it should be about agape. But what if the delineation between agape and eros is blurred in poetry? This is the Kristian Cordero brand of poetry!

Or maybe Kristian is simply following the tradition of the mystics. When we read the poems of St. John of the Cross, St. Therese of Avila, and even the Muslim poet Rumi, their verses celebrating their love for God or Allah, whom they call the “beloved," borders on eroticism. Perhaps both agape and eros in their purest form is one and the same thing.

Let us listen to the first stanza of Paghukom: Minamawot kong matapos na an kinaban ngonyan mismo / tanganing matapos naman an pagkamoot ko saimo. / Hukoman na ako, sukulon kun maninigo akong maglabog / sa disyertong pano nin palmeras o sa bukid na niyebe an alituktok. (I long for the world to end right now / so my love for you would end too. Judge me now, / measure me if I am worthy to enter the desert / lush with palms, or climb the mountains topped with snow. Trans. M.L. Kilates)

Is the persona, or Kristian Cordero the mystic, addressing a supreme lover or an earthly one? Why is the poem talking about ending everything and ending love? Or maybe the persona is speaking in “tongues of fire," just like the prophets in Biblical times who were inspired by God. The second and third stanzas are talking about “rain of fire burning the brain to a crisp," of “water flooding and drowning the mountains and the heart."

The poem ends with these two lines: Ta tibaad sa pagtapos, mahihiling mong daing ibang maninigo / sa pagpadangat na ini, ta kun bako ika, marhay pang mayo. (So perhaps in the end you will know no one else / is worth this love, that, if not you, better none at all.) Here we will conclude that indeed, the persona is talking about heavenly love and is addressing the Christian God. It is but fitting that “Paghukom" closes this collection of poems.

Pusuanon is a very good collection of poetry. It is not only for people with brave hearts, but also for readers with sharp minds. - YA, GMANews.TV

Coming soon: Filipino film on Blessed Mother (http://www.pia.gov.ph/?m=1&t=1&id=8707)

NAGA CITY, Dec.21 (PIA) -- In line with the celebration of 300 years of devotion to our Lady of Penafrancia, a movie depicting faith, hope, and love will soon find its way in big theaters nationwide.

Entitled “Ikaw ang Pag-Ibig”, veteran writer and director Marilou Diaz-Abaya has produced a film in her aspiration to bring the devotion to our Blessed Mother and her child Jesus to the hearts of the Virgen’s devotees not just here in the Philippines but also in different nooks and corners of the world.

Fr. Louie Occiano, chairman of Caceres Commission on Communications (CCCom), said that the movie will offer a fresh perspective of the Roman Catholic church’s teachings to a lot of Marian devotees.

The story will portray a young professional, Vangie (Ina Feleo) whose faith will be put to test upon learning that his brother, a newly ordained priest in the person of Fr. Johnny (Marvin Agustin)is diagnosed with acute myeloid leukemia (AML). Being the nearest relative and sibling, she is asked to be a donor for her brother’s bone marrow transplant.

Because of an abortion she went through when she was still young, she is traumatized by any medical procedure hence her dilemma as to go through with the transplant or not.

The story centers on the family’s struggle to cope with a family member’s illness and how they are drawn to INA (Mother) to beg for her intercession. Expectedly, their unwavering faith creates a miracle.

The movie does not only highlight Fr. Johnny’s healing but also the process of miraculous cure made possible through the grace of conversion, love, forgiveness, reconciliation, and hope.

The movie’s world gala premier was held on December 17 at the Universidad de Santa Isabel Auditorium, Naga City. (LIZEL S. MACATANGAY/PIA CAMARINES SUR)

I think Coca-Cola occassionally sponsored a national football tournament usually held in the Bacolod area and Masbate used to represent Bicol in this tournament.
couldn't agree more! we can do it here in Bicol! :D

I'm feeling better friends. And I thank God for that. Grabe kasuogma, and the night before, akala ko mayo na ako sa kulog.

2 surgeries were scheduled for me yesterday. But late last night, one surgery was deferred and the other major surgery was put on hold until i decide on it. Pinag pray ko na sya, mahagad na lang akong second opinion.
Please continue praying for me. If makaluwas na ako tonight, i will try very hard to be there as planned sa outreach and sa party tomorrow with a driver. Dai ko pa garo kaya mag long drive ta baka atakihon kang pain naman.
Thanks SSC friends! Thanks for the love and care you have been showing me since yesterday. :)

See the difference on the bricks?

In my previous post I lamented of some of the Bicolano engineers' penchant of making the bricks look shiny and well polished.

The gloss ruins the rawness of the stones as it was meant to look natural and rugged.

The unfinished look on Ateneo retained its natural look while the glossy fire station in Iriga looked artificial and synthetic.

Sayang.:ohno::ohno:

Anyway- it' is still the best looking fire station in Bicol.

PLDT eyes 'next-wave' cities for growth
MANILA, Philippines – Philippine Long Distance Telephone Co. (PLDT) is speeding up its expansion and hauling in more high-bandwidth customers in the “next-wave” cities in Central and Western Visayas and Bicol region, particularly those in the Business Process Outsourcing industry.

The Business Processing Association of the Philippines (BPA/P), Commission on Information and Communications Technology, and the Department of Trade and Industry has identified Next-wave cities as the next growth areas in outsourcing.

After recently completing the P2.8-billion expansion of its Domestic Fiber Optic Network (DFON), PLDT is confident to meet the growing demands of the BPO industry in these areas, according to Senior Vice President for Customer Sales and Marketing Group Eric R. Alberto.

The completion of the DFON Loop 4 Third Leg has added 1,300 kilometers of terrestrial and submarine fiber optic cables to PLDT DFON, bringing the total to 10,050 kilometers connecting 68 nodes and equipped with a total network bandwidth capacity of 1.56 Terabytes.

The expansion has added three new nodes located in Calauag, Quezon; Naga, Camarines Sur; and Masbate, Masbate. It uses the latest Automatic Switching Optical Network – Sub Network Control Protocol technology, assuring uninterrupted rerouting in case of any cable disruption or failure.

Specifically, the project expanded the telco’s coverage in the provinces of Quezon, Camarines Norte, Camarines Sur, Sorsogon, Masbate, Capiz, Iloilo, Negros Occidental, Negros Oriental, and Cebu.

“This improvement assures businesses of a smooth and reliable connection for all their data connectivity needs. PLDT’s fiber optic enhancement will add resiliency even in the event of multiple link failures within the main loop,” the SVP noted.

The added redundancy in PLDT’s DFON allows businesses, especially BPOs with massive bandwidth needs, to benefit from a dependable communications infrastructure, overcoming geographic, time, and cost barriers. This will also benefit other industries such as banking and tourism which also require reliable communications to conduct their business.

“PLDT has focused on laying out the much-needed facilities that provide the country’s BPO industry the fertile groundwork to flourish and grow. This has placed us in a competitive position to become one of the world’s leading BPO destinations,” Alberto pointed out.

With some cities in the Visayas and Mindanao areas already identified as next-wave BPO centers in the country by BPA/P, the flourishing industry in these regions as well as established BPO companies in others are assured of a reliable bandwidth over a highly-resilient telecommunications network.http://www.mb.com.ph/articles/294177/pldt-eyes-nextwave-cities-growth

Two races expected to boost Cebu’s tourism
CEBU’S tourism is expected to get a boost as Danao City Councilor and sportsman Oscar Boying Rodriguez plans to bring in the Philippine Cycling National Open and the Philippine Leg of the X-Terra Triathlon here next year.

Rodriguez said he suggested to sports moguls such as Fred Uytengsu, the head of the prestigious Iron Man Triathlon, to have new triathlon venues aside from Camarines Sur. He said all of those he offered this idea to agreed, especially Cebu Governor Gwen Garcia.

With this, athletes from abroad and different parts of the country are expected to converge in Cebu on March 6, 2011, boosting local tourism in the process, particularly in the municipality of Liloan, northern Cebu.

The race could bring in 800 foreign and local tri-athletes.

The X-Terra Off road triathlon race will cover a 30-kilometer bike, 1k swim and 10k run in a rugged off-road trail in Liloan.

The race was previously held in Novale, Laguna and Honolulu, Hawaii.

On the other hand, the countrys premier cycling organizations already praised Rodriguez for the holding of the Philippine Cycling National Open, set after the Sinulog festival. http://globalnation.inquirer.net/cebudailynews/sports/view/20101221-310168/Two-races-expected-to-boost-Cebus-tourism

2011 budget signed Dec. 27 - Belmonte

MANILA, Philippines - President Aquino is set to sign the Congress-approved P1.645-trillion 2011 national budget next Monday.

Speaker Feliciano Belmonte Jr. told reporters yesterday that Budget Secretary Florencio Abad has informed him of the Dec. 27 signing, which will be held in Malacañang, though he proposed that it be done two days earlier, on Christmas Day.

He said the expeditious approval by Congress of Aquino’s first budget reflects “our vote of confidence” on the President’s leadership.

“We fully support the President’s determination to promote good governance but, at the same time, we call on the executive branch to spend the budget for the right purposes at the right time so it will have greater impact on the lives of our people,” he said.

He said lawmakers “will be watching very carefully how the budget will be spent.”

The P1.645-trillion budget for next year is President Aquino’s first spending proposal. It was one of the earliest to be approved by senators and congressmen.

During most of President Gloria Macapagal-Arroyo’s nine-year presidency, the government either ran on a reenacted budget or congressional approval of Malacañang’s spending proposal was late.

Aquino and leaders of Congress have vowed early passage of the President’s spending proposal so they wouldn’t have to resort to reenacting this year’s budget at the start of 2011.

“This is the earliest budget approval. And I congratulate the executive department and all my colleagues in the House and the Senate as well for the early passage of the annual budget. You know, this is also my first time to sign a proposed GAA (general appropriations act),” Belmonte said.

He said unlike the budgets for this and previous years, the 2011 outlay is devoid of “congressional insertions,” funds in the billions that both senators and congressmen routinely inserted in the annual spending programs as part of their pork barrel.

“There are no insertions. Nothing like the P65-billion insertions in the 2010 budget, nothing like that here,” he said.

He was referring to the P65 billion in debt payments that the previous Congress has diverted to its pork barrel. Of that amount, Arroyo had released P16.5 billion mostly to her congressmen-allies before the synchronized elections last May 10.

After the elections, Arroyo released more than P200 million to the second district of Camarines Sur, which her son Diosdado or Dato represents in the House, and more than P300 million in river dredging funds to the lone district of Antique.

According to Abad, the releases have further bloated this year’s budget deficit, which is projected to hit a record P325 billion.

The diversion of debt payments to the congressional pork barrel has prompted Aquino to no longer include debt funds in the annual budget so lawmakers could not touch them.

Under a Marcos-era decree, Malacañang is authorized to automatically appropriate debt payments.http://www.philstar.com/Article.aspx?articleId=641542&publicationSubCategoryId=63

International agencies launch health project in Bicol
NAGA CITY, Dec. 22 (PIA) — The Philippine Red Cross local chapter here, in cooperation with the Agencia Española Cooperacion Internacional para el Desarollo (AECID), Spanish Red Cross, and Australian Red Cross, has recently launched a new project in the province of Camarines Sur to reduce the vulnerabilities of communities to health risks and natural disasters.

The project, dubbed as Convenio 10-C01-033 is a community-based health development and disaster risk reduction project, will soon be implemented in selected communities in the province to reinforce the capacity of the communities and local structures to improve their basic health management. Aside from the project’s health component, it also aspires to strengthen the community’s capacity in disaster preparedness.

Target areas for project implementation are the municipalities of Siruma, Lagonoy, and Garchitorena. The municipalities of Buhi and Iriga were also added but the direct beneficiaries would be the Indigenous People in its respective selected barangays.
IPs in the two aforementioned municipalities are considered the most vulnerable and tagged as marginalized communities as they live along the slopes of Mount Asog and its many tributaries.

Nanette Rodrigazo, PRC Camarines Sur chapter administrator, said that the province is indeed lucky for having been chosen as the recipient of several projects funded by AECID, particularly the Spanish Red Cross.

“The Spanish Red Cross in particular, and of course AECID and now the Australian Red Cross have been our constant ally in alleviating and uplifting the condition of our constituents here in Camarines Sur, particularly those communities which we consider vulnerable and prone to natural disasters. We are indeed thankful that they never grow tired in supporting our chapter’s endeavors.”

The project will have the following components: capacity building for the staff, volunteers and local special bodies, organization, training and mobilization of volunteers on Health, disaster, water and sanitation , provision of equipment and supplies to health and disaster volunteers, repair and rehabilitation of health and water facilities including the provision of basic medical equipment to BEMONC (Basic Emergency Maternal, Obstetric and Neonatal Care) including establishment of Botika ng Barangay.

Information-education-communication campaigns, drills and collaboration meetings with key stakeholders and other project partners and the development of mechanisms for project monitoring, evaluation, and reporting will also be undertaken.

The project is a partnership between the provincial government, the LGUs of the municipalities aforementioned, the Philippine Red Cross-Camarines Sur chapter, Spanish Red Cross, and Australian Red Cross. http://www.pia.gov.ph/?m=7&r=r05&id=8779

that's right father XLO... I remember the time when we would travel to Legazpi and Tabaco to play with other football teams.
and in Naga we would play teams from Minor Seminary, BCAT (now CSPC), and CamHigh (CSNHS).
the old football field is the one where the church now stands, and the other bigger field is the one near the gym and Santos hall.. we would jog around the field for 15, 20, 25 times every afternoon after classes... and Fr. Sanz was strict in the training.

memories of fr johnny sanz,sj complete with shades and whistle and wearing sneakers. i understand it broke his heart when the bigger football field near Santos Hall had to give way to the construction of Phelan Hall.

i hope a special screening is offered this May for the summertime penafrancia celebration.

Merry Christmas!

ARTICLE | DECEMBER 21, 2010 - 1:43PM | BY CHE CARPIO
“Simbang Gabi, simula ng Pasko sa puso ng lahing Pilipino,” thus goes a favorite carol, which resonates the joyous experience of Christmas in our country.

Indeed, we greet each other “Merry Christmas.” Not ““Happy Holidays.” For with Simbang Gabi, it is back to the Church where we look for and find the true spirit of Christmas: the baby Jesus who was born in a manger. Everything else is just to help remind us of that inexplicable great mystery of God who became Man, like each one of us.

And when my daughter was asking me about Simbang Gabi, I also related a point I got from Fr. James Reuter. Other than the Easter Vigil, the one time of the year when great grace flows to humanity is Christmas Eve, that is, God’s coming into the world as Man to save us from sin and death.

Growing up as a child, I remember a small stampita of John’s most quoted words that Papa would put up with our Belen at home. "For God so loved the world, that he gave us his only begotten Son, that whosoever believes in him should not perish, but have everlasting life." (John 3:16)

Notably, we are also completing the first decade of the 21st century that has also brought to us even greater achievements in science and technology. Take a look, for example, at the various toys and gadgets now in our shopping list. But even then, I believe we would always find ourselves drawn back to the simplicity of Christmas that holds far greater wisdom than all the knowledge that humanity has gained.

“[S]cientific activity ultimately benefits from the recognition of man’s spiritual dimension and his quest for ultimate answers that allow for the acknowledgement of a world existing independently from us, which we do not fully understand and which we can only comprehend in so far as we grasp its inherent logic,” so our Holy Father, Pope Benedict XVI, exhorted in his recent address to the Pontifical Academy of Sciences.

“Scientists do not create the world; they learn about it and attempt to imitate it, following the laws and intelligibility that nature manifests to us. The scientist’s experience as a human being is therefore that of perceiving a constant, a law, a logos that he has not created but that he has instead observed: in fact, it leads us to admit the existence of an all-powerful Reason, which is other than that of man, and which sustains the world. This is the meeting point between the natural sciences and religion. As a result, science becomes a place of dialogue, a meeting between man and nature and, potentially, even between man and his Creator,” the Pope continued.

For sure, we are all scientists, too, striving for meaning in a world so vastly different and rapidly changing. Christmas is always there for us. And Simbang Gabi even deepens that encounter—Emmanuel. God with us!

NAGA CITY — Despite continuing recession and economic crisis that the entire globe, and the Philippines, is going through, a significant rise in the number of housing loans was seen by housing authorities here in the City of Naga.

According to the data released by Pag-IBIG Mutual Fund for calendar year 2010, the Housing Development Monetary Fund (HDMF) has given housing loans in this city which totaled 2,731, equivalent to P814.18 million.

This figure eclipsed the variables put forth by the rest of Camarines Sur province and Camarines Norte.
Apparently, Cam. Sur has 1,854 (P323.45 M) while Cam. Norte has 2,246 (P348.104 M) housing accounts.

The office of Naga Mayor John Bongat said that this is an indication that more and more residents of Naga are now able to afford to have their own houses. CMO took it as positive news for all Nagueños as it means that people from other places in the Philippines and other countries find Naga City an ideal place to live in and raise their families. It promises more investments for Naga, additional job opportunities for its constituents and neighboring municipalities and a better economy in the future.

The data also indicated that 20 more were added to the 58 subdivisions here in the city since year 2009.
This means that residential areas here now occupy 693.32 hectares composed of 25,990 lots.

The main players in housing development in this city are Laguna Properties of AyalaLand Group of Companies, Enjoy Realty and Fil-Estate Properties with AyalaLand leading the lot with 8 housing projects containing 1,630 lots that occupy 47.40 hectares of land.

PNR posts 220% growth in ridership
MANILA, Dec. 21 (PNA) -- The ridership of the Philippine National Railways (PNR) commuter train, which runs from Tutuban, Manila, to Alabang, has increased by 220 percent.

In January, the PNR commuter train has a total ridership of 325,591 passengers. It increased to about 220 percent in November this year to 1,052,715 passengers.

In January 2010, an average of 325,591 passengers per month.

In March, 555,791 passengers; in July, 953,389 passengers; and in November, it reached to total average of 1,052,715 passengers.

Secretary Jose De Jesus said the increase of 220 percent is attributed to the improved services and the rehabilitation and modernization of the commuter rail line.

The PNR Commuter Train, from Tutuban to Alabang, has been operational since 2007.

For the PNR’s main line south, which runs from Alabang all the way to Legaspi City, the section from Sipocot, Camarines Sur to Naga, Camarines Sur up to Ligao, Albay, is operational as a commuter line with an estimated ridership of 1,000 passengers per day.

De Jesus disclosed that the DOTC plans to rehabilitate the remaining sections from Alabang all the way to Legaspi and privatize the Operation and Management.http://www.pna.gov.ph/index.php?idn=0&nid=3&rid=319863

DOT bullish about reaching 3.3M year-end target
MANILA, Dec. 21 (PNA) -- The Department of Tourism (DOT) is optimistic that its 3.3 million visitor arrival target for the year will be met as January-October figures totalled 2.84 million, registering a 15.85 percent increase over the same period last year.

DOT Secretary Alberto A. Lim remarked, “Growth in some markets boosted the performance vis-a-vis last year’s. We are looking at roughly an additional 455,000 tourists which November and December as traditional peak months can deliver.”

The statistical report recorded increases for all 10 months with spikes in January, March, May, July and August of volumes between 280,000 to 325,000.

The DOT remains upbeat about more visitor traffic for the two remaining months and the year to come as it sustains its promotional efforts in the primary international markets through participation in the major institutional travel and consumer fairs as well as through the conduct of sales missions and travel trade and media invitational programs.

Among these are the China Incentive, Business and Meetings Travel Mart, Otdlykh Leisure Fair in Russia, JATA World Tourism Congress and Travel Fair in Japan, World Travel Mart in the United Kingdom and sales missions to various market sources.

The Philippine Pavilion at the Expo Shanghai 2010 gained maximum exposure as it recorded more than eight million visitors from different parts of the world.

In November, the Grand Pinoy Homecoming program was initially launched in the United States, and soon in other areas, to attract a bulk of the 3.9 million overseas Filipinos permanently residing abroad.

Product development and enhancement efforts will include not only perfecting the quality of experience through improved access, service delivery and value-for-money tour packages featuring new attractions and facilities but also improving safety and security measures, one of which is the fielding of more tourist police.

In partnership with the Philippine National Police (PNP), the TOPCOP (Tourism-Oriented Police for Community Order and Protection) program involves training and deployment of police to high traffic destinations to improve visibility to deter crimes against local and foreign tourists as well as to attend to tourist-related crimes or complaints with haste and efficacy.

The formal signing of a Memorandum of Understanding (MOU) took take place at the PNP Headquarters in Camp Crame last December 13.

DOT Undersecretary Ma. Victoria V. Jasmin added that, “The goal is to see a 2,000-strong tourist police force by 2011 to be responsible for the safety and security requirements in the top 14 destinations, namely: Manila, Cebu, Zambales, Baguio City, Davao City, Boracay Islands, Puerto Princesa City, Bohol, Ilocos Norte, Negros Oriental, Camarines Sur, Cagayan de Oro City, Camiguin and Cagayan Valley.

Proposed to the Supreme Court, the institutionalization of a 24-hour Tourist Court will step up resolution of cases especially for short-stay visitors.”

These measures have likewise been conveyed to the Hong Kong government in a recent “goodwill mission” led by Secretary Lim.

HK Chief Executive Donald Tsang, acknowledged the gesture and said, “We hope that your visit will go a long way in moving our relations forward." http://www.pna.gov.ph/index.php?idn=0&nid=6&rid=319864

International agencies launch health project in Bicol (http://www.pia.gov.ph/?m=1&t=1&id=8779)

PNRC Naga, INT’L. RED CROSS, AECID LAUNCH COMMUNITY-BASED HEALTH DEVT., DRR PROJECT IN CAMSUR

NAGA CITY, Dec. 22 (PIA) — The Philippine Red Cross local chapter here, in cooperation with the Agencia Española Cooperacion Internacional para el Desarollo (AECID), Spanish Red Cross, and Australian Red Cross, has recently launched a new project in the province of Camarines Sur to reduce the vulnerabilities of communities to health risks and natural disasters

(LSMacatangay, PIA CamSur/MAL)

Philippines optimistic of meeting 3.3 million visitor arrival this year
MANILA, Philippines (Xinhua) -- The Department of Tourism is optimistic that its 3.3 million visitor arrival target for 2010 will be met.

Visitor arrival between January and October hit 2.84 million, a 15.85 percent increase over the same period last year.

"Growth in some markets boosted the performance vis-a-vis last year's. We are looking at roughly an additional 455,000 tourists which November and December as traditional peak months can deliver," Tourism Secretary Alberto Lim said today.

Lim said they're upbeat about more visitor traffic for the two remaining months given their continued promotion of the Philippines as a key tourism destination. Tourism officials market the Philippines in major institutional travel and consumer fairs and regularly conduct sales missions overseas.

At the same time, to ensure the safety of the tourists, Tourism Undersecretary Ma. Victoria V. Jasmin said the goal is to see a 2, 000-strong tourist police force by 2011. The tourist police force will be responsible for the safety and security requirements in the top 14 tourist destinations: Manila, Cebu, Zambales, Baguio City, Davao City, Boracay Islands, Puerto Princesa City, Bohol, Ilocos Norte, Negros Oriental, Camarines Sur, Cagayan de Oro City, Camiguin and Cagayan Valley.http://www.philstar.com/Article.aspx?articleId=641769&publicationSubCategoryId=200

Venus Raj fulfills longtime wish: a house for her mother
MANILA, Philippines - She’d long dreamt of becoming a beauty queen—something that became a reality when she was crowned Bb. Pilipinas-Universe and eventually competed in the Miss Universe 2010, where she emerged as the 4th runner-up. But if there’s another dream Venus Raj has kept close to her heart, it’s to be able to have a house built for her mother and siblings.

In an interview with PEP, she was quoted as saying, "Isa ito sa matagal ko nang ipinagdarasal kay God… na mabigyan ko ng magandang bahay ang aking ina at mga kapatid.”

As Raj reaped the success borne out of her persistence and perseverance, she was finally able to buy the vacant lot beside their existing lot in Bato, Camarines Sur. As such, Raj was able to have a bigger and better house built beside their “bahay kubo”—something for which said a prayer of thanks every single day.

Despite the brand new abode, Raj nevertheless refused to tear down the old nipa hut, calling it a reminder of their simple life, a humble beginning fraught with a lot of hardships and determination.

"Doon sa bahay-kubo na 'yon ako nagsimulang mangarap at buuin lahat ng mga pangarap ko sa buhay," Venus said in the PEP interview.

Insisting there is no shame in their lowly beginnings, Raj said she wanted the old house to also be a reminder to her siblings, a representation of all the hard-work that went with their better life now.

In some small way, Raj also pointed out that her keeping the “bahay kubo” proved to be an attraction for her hometown of Bato. Apparently, some people would also come by and visit to get their pictures taken there.

Meanwhile, in a previous interview with GMA, uploaded on GMANews.tv on Dec. 19, Raj also revealed her Christmas gift to herself—a car that she has nicknamed “Sanjo.”

Black and “super tinted,” as she described, Raj acquired the previously-owned vehicle at a reasonable price but in very good condition. She said she would drive it herself, and would alternate with her best friend when she got tired.

Although she initially had trouble driving and parking—admitting the car already has its dents and scratches—Raj nevertheless gushed, “Ang sarap pala ng pakiramdam. Minsan ‘pag nagda-drive ako, iniisip ko parang dati pangarap ko lang ito. Pero ngayon totoo na pala.”

But more than anything, to Raj, this Christmas is probably the most special yet as this would be the first time their entire family would be complete. In the same GMA interview, she said her family would be coming in to Manila from Bicol, including quite a number of nieces and nephews.

And despite being single this holiday season, Raj pointed out, “Ang love life, dadating at dadating ‘yan. Antayin mo lang.” She smiled beautifully and added, “I’m always in love every day.”http://www.mb.com.ph/articles/293898/venus-raj-fulfills-longtime-wish-a-house-her-mother

DENR Warns LGUs: Comply or be Penalized
15 December 2010 -- The Department of Environment and Natural Resources (DENR) yesterday issued a stern warning to local governments in Bikol Region to comply with Republic Act 9003 or the Ecological Solid W aste Management Act of 2000 lest, face class suit for failure to obey the mandate of the law.

DENR Executive Director Joselin Marcus Fragada ordered the Environmental Management Bureau V to continue implementing the “Three-Strike-Policy” on local government units that persist to comply with RA 9003; the NSWMC issued the Three-Strike Policy in May 2008.

Fragada said that the department understands that small municipalities lack funds to establish their sanitary land fill (SLF), nevertheless it continues to provide technical assistance to them on alternative means of implementing eco-waste management. “We have to inculcate to the LGUs that they have to comply with the solid waste management law,” Fragada pointed out.

EMB Regional Director Fernando Quililan admitted the widespread problem on solid waste management. He revealed that in Bikol, only 50% of local governments complied with the law on solid waste management.

"It is high time for LGUs to implement a honest-to-goodness program on solid waste management," Quililan stressed.

Quililan said two erring local governments—San Fernando and Mandaon in Masbate—were already indorsed to the National Solid Waste Management Commission for filing of class suit due to their failure to act on final notice issued by EMB.

Based on EMB records, sixty-nine LGUs in Bikol were issued with the first strike notice for non-compliance with Section 37 of RA 9003 last August 27, 2008. With continued non-compliance, three towns in Masbate (San Fernando, Mandaon, Palanas) were issued with final notice on January 26, 2010.

Quililan clarified that out of the three municipalities, only Palanas initiated closure of dumpsite, while the other two were elevated to the NSWMC for appropriate filing of cases.

Yesterday, Engr. Nanet Tidon, chief of the Bureau’s Ecological Solid Waste Management Section said 114 LGUs are starting to comply with the eco-waste management law on segregation at source, segregated collection, establishment of materials recovery facilities (MRF), closure/rehabilitation of open/controlled dumpsites and establishment of SLF.

According to Tidon, based on EMB regional compliance survey, there are 152 barangays with MRF, one operational SLF in Legazpi City, two SLF under construction in Bato, Camarines Sur and Bato, Catanduanes, 83 open dumpsites, and seven controlled dumps.http://www.voxbikol.com/article/denr-warns-lgus-comply-or-be-penalized

‘Animahenasyon’ hails new generation of Pinoy animators
"Animahenasyon 2010 4th Philippine Animation Festival" featured an impressive roster of young animators in a definite boost for the emerging local animation industry.

Held for the first time outside Metro Manila, this year’s "Animahenasyon" in Naga City, Camarines Sur garnered a record number of more than a hundred entries from both aspiring and professional Filipino animators across the country.

A flagship project of the Animation Council of the Philippines, Inc. (ACPI), "Animahenasyon" seeks to build an audience base, increase people’s awareness, and showcase original Filipino animated works through a multi-category competition for both aspiring and professional animators in the country.

Brown horizons, violence, poverty and dirty streets. That is how animator Wesley Tan sees contemporary urban life. He bravely takes us along his point of view in his first animated piece, "When Alma Died." His work was hailed as the Grand Prize winner in the recently concluded festival.

"Frankly speaking, it would be easy to do a happy story with a happy ending but there aren’t really a lot of happy stories in the Philippines today so I thought maybe I can help by showing people how I see my world and in turn, create an awareness that would hopefully lead to action," 20-year-old Wesley shares.

"Kapitan Torpe," a debut full-length animated feature of Los Baños-based 28-year old animator, TJ Cadiz struck gold, beating mainstream animation film "Dayo" in one of the biggest triumphs of indie animation in recent years.

When asked about his reaction upon his first recognition as an animator, TJ responded, "I knew ‘Kapitan Torpe’ was funnier and had more sense of humor than ‘Dayo.’ My work is not for everybody so I felt very honored to have competed and won. I was shaking when I stood up and walked upstage to claim the award!"

Other winners included:

"Smog" by Jerome Alcordo – Best Professional Animation Short (1-5 minutes)

"Mga Damgo" (Dreams) by Remton Siega – Best Professional Animation Short (6-20 minutes) and Hero TV’s Choice Award

"Pasintabi" OBB by Jeff Capili – Best Professional TVC/OBB/demo reel

"The Mystery of the 24th" by Julian Carmelo Santiago – Best Student Animation Short (6-20 minutes)

"Upuan" by Mavreen Anne Romero – Best Student Animation Music Video

"Close-up Toothpaste" by Marcelo William Munoz – Best Student TVC/OBB/demo reel and Audience Choice Award

"Wasteland" by Eleanor Ramos in cooperation with Sarimanok News Network, Inc. – Special Jury Prize

"Sulundon" (Hero) by Jerome Alcordo and Ionone Bangcas of BouncingBall, Inc. of Cebu – Best Regional Entry.http://www.malaya.com.ph/12232010/ent4.html
