Arguelles LEGAZPI CITY, Feb. 15 (PNA) -- The Regional Development Council (RDC) for the Bicol region has endorsed to the National Economic and Develoment Authority (NEDA) in Manila the proposed construction of a super dam in Camarines Sur province. Albay Gov. Joey Salceda, concurrent RDC chairman, said the endorsement came during the RDC meeting held recently at the NEDA office here where the Libmanan-Cabusao Dam Project was submitted for funding by the NEDA Infrastructure Coordinating Committee (ICC). Salceda said the project will be implemented in 2010 with a total project cost of P1.9 billion. The project involves the construction of a run-of-river dam measuring 11.3 meters in height and 150 meters in width at Barangay Malaguico, Sipocot town in Camarines Sur. The dam will replace the existing generator-set pumps operating the irrigation systems in the area. The dam will also rehabilitate a 4,000-hectare service area in 16 villages of Libmanan and Cabusao towns in the first district of Camarines Sur. The National Irrigation Administration (NIA) in Bicol said the project is a component of the Bicol River Basin and Watershed Management Project (BRBWMP) as it complements the Libmanan-Cabusao flood embankment. The project is supportive to the objectives of the irrigation sector in the Bicol Medium-Term Regional Development Plan (MTRDP) in increasing the productivity of agricultural lands through sustained irrigation development. NIA said the Libmanan-Cabusao Dam Project will improve the existing coverage areas through repair, rehabilitation and improvement of their operation and maintenance. It will also promote integrated water resources management by optimizing the use of water and will contribute to the rice and food sufficiency of the region. All project documents have been submitted to the ICC, including the Feasibility Study (FS), Salceda said. He also said that the project was presented to President Gloria Macapagal-Arroyo during the Local Peace and Development Forum held on May 6, last year, in Masbate. And I am a school paper adviser so I am friends with some coaches especially those from Albay. They chide me for not making it this year. The English supervisor of Cam Sur also invited me to go tomorrow. Medyo alarming lang talaga yung sistema this year. I never experienced being billeted in a hotel, kahit nung sa Baguio schools ang nag-house samin. I hope there will be enough rooms. Four thousand is a big number. The 87,959.38-sqm measurement is the gross leasable area while the 46,000-sqm one is for floor or lot area. The gross leasable area is the entire area leased by tenants. The Nepalese doctors will undergo their residency training for four years, but will not be allowed to practice privately in the Philippines. They will pay about 3,000 dollars each for a chance to train with Filipino doctors in a hospital system largely molded on the US model, it said. Ruben Penafrel, officer in charge at the hospital, said some of the Nepalese doctors may be asked to extend their stay to help solve "the severe shortage of doctors at government hospitals". Ordinance 2008-068 authored by Councilor John Bongat provides for stiffer penalties for motorcycles and bicycles caught parking outside their designated areas. For a long time, motorcycles have caused annoyance and inconvenience among private car owners as they swarm spaces otherwise allotted for four-wheeled sedans and vehicles. According to Lito del Rosario, executive officer of the Public Safety Office, his office and the PNP have initially identified eight areas in downtown district that are deemed appropriate for motorcycle and bicycle parking. “The space may be limited so we are now in the process of identifying other areas to be recommended to the Sangguniang Panglunsod to be properly designated as parking areas for the two-wheeled vehicles,” he said. Seattle's Best, Starbucks, Mocha Blends, Kopi Roti and The Coffee Beanery are high end coffee shops. These are signs that there is a growing upscale market in the city. It could also be due to the thriving tourism in Cam Sur as coffee shops are part of the Western Culture. I have never seen so much foriegn tourists in any place in the PI as shown by earlier CWC posts. Congrats Naga and CamSur. Undoubtedly, tourists contribute so much of the growing upscale market in the city. Before, we only have Starmark but now a number of coffee shops are sprouting around the city.Unfortunately, I haven't been to those coffee shops... Gonna try that at the end of the month. Anyway, I was there. I didn't take pictures kasi I had lots of stuff with me. Ang konti nung Bicol delegation during the parade, may away-way daw dun sa quarters. Medyo saddening kasi tayo ang host pero ganun pa ang nangyari--a rift between some coaches and the organizers. The opening program was fine, but I wanted to see more, hear more, kasi parang dull. I kind of pitied the delegates who joined in the parade and when they got to the venue for the opening program, almost all were standing. I thought CSNHS Pavilion would be the venue--I wonder, in this case, why the private schools didn't cooperate in the sense that they should have lent their gyms. Anyway, I was kind of amused when someone from the capitol addressed Mayor Robredo as Senator. I was laughing but clapping heartily. I want him to be there, although I think he has another term as Mayor. Did anyone happen to watch Friday's Deal or No Deal where Noynoy Aquino and James Yap were the players and Robredo was one of the members of the "family", most of whom wore yellow shirts. In the audience was Isabela governor Grace Padaca. I think the group included some of those running for senator. With his presence there, Mayor Robredo kind of confirmed hearsays about him running for senator. Good luck to him! Bicol will have another senator! Bongga! It will house both the newly renovated Chili Peppers and Coco Leaf Restaurants. Two confirmed tenants are opening. A Pizza Restaurant- Yellow Cab but not Pizza Hut. (Yellow Cab is scheduled to open on March). Another is an International coffee shop Starbucks and not Seattle's Best Coffee. Starbucks would have two branches in Naga City by the end of the year (another in SM City). Another tenant- although not have finalized yet is Kitaro. Vicente Lao, the chairman of the Mindanao Business Council and project director of the Mindanao Coalition for Transparent Accountable Governance (TAG) said the project is a grant from the United States Agency for International Development (USAID), under the auspices of the Asia Foundation, which hopes to help facilitate economic development in the Philippines, characterized by an increase in investments and improvement in governance systems and in the delivery of basic services. It will house both the newly renovated Chili Peppers and Coco Leaf Restaurants. Two confirmed tenants are opening. A Pizza Restaurant- Yellow Cab but not Pizza Hut. (Yellow Cab is scheduled to open on March). Another is an International coffee shop Starbucks and not Seattle's Best Coffee. Starbucks would have two branches in Naga City by the end of the year (another in SM City). Another tenant- although not have finalized yet is Kitaro. Ang konti nung Bicol delegation during the parade, may away-way daw dun sa quarters. Medyo saddening kasi tayo ang host pero ganun pa ang nangyari--a rift between some coaches and the organizers. The opening program was fine, but I wanted to see more, hear more, kasi parang dull. I kind of pitied the delegates who joined in the parade and when they got to the venue for the opening program, almost all were standing. I thought CSNHS Pavilion would be the venue--I wonder, in this case, why the private schools didn't cooperate in the sense that they should have lent their gyms. Yellow Cab and Kitaro originally planned to open at SM City but the Pizza and Japanese restaurant was cut down to three and two slots respectively to avoid very overcrowding and stiff competition among locators offering similar businesses. Pizza Hut, Greenwich and Shakey's which are SM anchor Stores were favored by the Management; while Tokyo Tokyo and Teriyaki Boy were also favored as they were also SM Anchor stores. Gatdula Updated February 23, 2009 12:00 AM MANILA, Philippines - One of the country’s taipans is planning to invest over $700 million to put up hydro power facilities in Luzon and Mindanao, well-placed industry sources said. “A group of investors, including a taipan, is putting up hydro power plants in several locations in Luzon and Mindanao,” the sources said yesterday. They said the consortium is now in the process of conducting land surveys in preparation for the construction of a 332-megawatt (MW) hydro power facility in Luzon. This capacity, the sources said, could be expanded up to another 300 MW. According to sources, the taipan really wants to take an active role in the government’s effort to develop renewable energy (RE) sources. “Hydro power is clean and renewable,” the sources said, when asked why the taipan chose to build a hydro power facility. There are over 40 indicative hydro power projects that are listed in the Department of Energy’s Philippine Energy Plan (PEP) which will generate 1,025 MW. The Metro Luzon Urban Beltway and Mindanao regions host the bulk of the potential projects with a total capacity of 368 MW and 369.8 MW, respectively. The biggest indicative project based on the PEP is the 360 MW expansion of CBK Power of the Kalayaan Pumped Power Storage in Laguna which is expected to be completed in 2011. Another huge hydro power project expected to be completed in 2011 is the Salug Daku hydro power plant in Saguiaran, Lanao del Norte. The PEP indicated that there are already 14 hydro power projects with feasibility studies all over the country. These projects are estimated to provide an additional 255.2 MW to the country’s hydro power capacity. The projects are being undertaken by various developers. These are: Solutions Using Renewable Energy (SURE); Province of Biliran; PNOC-EDC/Soluziona, Chase Makros Management Inc. (CMMI); Benguet Power Resources Development Corp.’ First Gen Visayas Hydro Power Corp.; and the Sta. Clara Power Corp. The DOE noted that two of these projects will proceed to the construction phase. These are: Colasi in Mercedez, Camarines Norte; and Sipangpang in Cantilan, Surigao del Sur projects with a potential capacity of 1 MW each. And the people are very amiable. And speaking of that trip, I was literally in the whole of Camarines Sur on Sunday. When we woke up from the JS prom tiredness, our group had to go to Pasacao (first district) to return some borrowed things; after an hour, we went back to Naga (second district) for snacks at a friend's house on Bagumbayan Ave. Then before lunch we were back in Goa (third district) to return school property used during the prom at Villa Caceres (lovelier than ever!). And then I took another ride for Nabua (fourth district), where I took off for another ride going to Albay. I had a nice Sunday night's sleep. DENR-Bicol Regional Executive Director Joselin Marcus Fragada denied The Manila Times story on “ghost reforestation project” in the Bicol Region saying that the three-year project was just started in November 2008. In the story published last Monday, Mayors Evelyn Yu of Calabanga town and Romy San Luis of Pili town in Camarines Sur claimed that the DENR reforestation projects worth P162 million were non-existent. Fragada explained that the first budget allotted is P33 million for the project but the money was not completely released in late 2007, and the remaining fund was given to the Regional office in middle of 2008. Fragada stepped in as regional executive director for Region 5 last March 2008. “Supposedly, the fund will be a World Bank loan but since the process will take longer, the DENR has allocated a budget, from the annual budget of the department, to start the project,” Fragada further explained referring to the first budget allotted for the project. Moreover, Fragada said that only P38 million was release to the contractors from the P54 million released by the Department of Budget and Management (DBM). The project has generated jobs to some 2,134 individuals in the Bicol region. Fragada explained that the P54 million is part of the P129-million additional budget allotted for the reforestation project in the Bicol region and the remaining P75 million is still with the DBM. “The 38 million was released to people’s organization, NGOs and contractors for their mobilization fund and payment per accomplishment submitted,” Fragada explained in a phone interview adding that the regional office does not pay the contractors without submitting an accomplishment report. Do we have photos of the interior of SM? Anyway, I have recently came back home last September '08 and I would say I am really glad to see INA during traslacion and fluvial. I've also had the chance to go to Caramoan and it was really awesome as compare to the sceneries here in Uk and the rest of Europe. As they say its always gloomy, cold wet and grey here. The only the thing that I noticed was the transportation, it needs to be improved, if I'm not mistaken the only way you can board the fast craft is when you book the package tour which I would say really quite expensive from my point of view who is from Naga. Why can the provincial capitol provide improved luxury like pump boats like the ones their using in Cebu? My experience when we were going to Caramoan was a mixture of everything. Travel was really hard going,the sceneries is simply breath taking and service in Gota Village is good enough until, when we did island hoping they didn't bother to advice us how long it would take or arrange any food and refreshments, so we ended up with only 1 bottle of H20 for the 8 of us. Good thing the sights really worth it. Anyhow, I really enjoyed it and Caramoan has lots of potential. It will house both the newly renovated Chili Peppers and Coco Leaf Restaurants. Two confirmed tenants are opening. A Pizza Restaurant- Yellow Cab but not Pizza Hut. (Yellow Cab is scheduled to open on March). Another is an International coffee shop Starbucks and not Seattle's Best Coffee. Naga City And The Independent Component City Classification Posted by myty555 at 11/19/2008 A Highly Urbanized City (HUC) in the Philippines is politically and financially independent of the province where they nominally belong, if ever. Among the HUCs in the Philippines are: Manila, Quezon City, Makati, Caloocan, Pasig, Marikina, Taguig, Mandaluyong, San Juan, Pasay, Paranaque, Las Pinas, Muntinlupa, Malabon, Navotas, Valenzuela in the NCR; Cebu City, Mandaue and Lapu-lapu City in Metro Cebu; Baguio, Angeles, Olongapo, Lucena in Luzon; Puerto Princesa in Palawan; Iloilo, Bacolod and Tacloban (upon approval in a referendum) in the Visayas; and Davao, General Santos, Butuan, Cagayan de Oro, Iligan and Zamboanga City in Mindanao for a total of 33. Twenty-one of these cities have their own representation in Congress and some have more than one representative. Being independent, the HUC's legislation is no longer subject to review by the Provincial Board and it stops sharing its revenue with the province. Hence, HUCs are first-class divisions like provinces though for cartographic convenience they are not depicted separate in most maps. HUC residents cannot vote nor run for provincial offices. However four or five HUCs have still political rights in the provinces where they nominally belong. This is so because the Local Government Code guarantees that cities converted to HUC after 1987 will have their charters still operational. So Lucena and Mandaue residents can still vote and run for provincial elections. Tacloban, a newly-declared HUC will probably belong to this category if the residents agree to the conversion. Lapu-lapu and Puerto Princesa residents, however, can only vote in the provincial elections. On the other hand, most cities in the Philippines are Component Cities. Politically they are not yet independent of the province since its residents can still vote and run for provincial elections. Though its source of the Internal Revenue Allotment (IRA) is different from that of the province's, it still shares part of its revenue with its province. In between the two classes are the Independent Component Cities (ICC). Only four cities clearly belong to this category: Santiago in Isabela, Dagupan in Pangasinan, Ormoc in Leyte and Naga City. They are partly independent of the city where they nominally belong but the exact terms are set by their respective city charters. Santiago and Ormoc residents cannot run and vote in provincial elections while Dagupan and Naga residents can run but but not vote in provincial elections. Still, ICCs are legally and financially independent of the province they nominally belong to. Being big urban centers HUCs host the intellectual, artistic, academic, political and financial cream of the province where they nominally belong. Even the media and religious is centered in the HUCs. Banning them from running for provincial offices severely depletes the talent pool available and the level of debate. Whatever the railings of the city's cream against the province's leadership it won't matter at the provincial level because anyway they don't vote nor do they contribute to the provincial coffers. And this is the reason why some provincial governments get away with inanities and its residents have to be "content" with second-rate and not-so upright administrators and politicians. In many instances people will see that the city councilors are even superior to the provincial board members and the city mayor is head and shoulder above the governor. Dagupan and Naga residents can share its political talent with the province but being unable to vote it practically dooms the chances of its best sons and daughters. This practically guarantees second-rate-ism. There have been soundings to convert Naga City back into a Component City. All is needed for this is a congressional amendment to the city charter to enable city residents to vote in the provincial elections. This has to be followed by a plebiscite. I wonder if the incumbent congressman will do this. And it is the normal custom in Congress that another congressman will not table a bill that concerns the turf of his colleague. It is my long-held belief that independent HUCs and ICCs are an unnecessary evil in a provincial setting. It is just alright in the National Capital Region (NCR). But in a provincial setting it simply disenfranchises the best talents of the province. Some of my favorite channels that were retained like ETC and 2nd Avenue were relegated to higher channel numbers because they compete with Velvet and Lifestyle Channels which are also owned by Sky. It's good that the cable provider in my apartment in Makati - Global Cable - is much better so I get to watch FOX during weekdays. But weekends, I had to make do with CNN only. Everytime I go home to Legazpi, I noticed that the independent local providers are I think much better because they offer much more in terms of channel availability. Do you also have independent cable providers in Naga as an alternative to Skycable? I think the advantage of the small cable companies is that they are not limited because they do not have their own channels which compete with the rest. The tendency of Sky is to prohibit the showing of channels that directly compete with their own. The Neda cited the provincial government of Camarines Sur and the city governments of Naga and Legazpi that show positive economic prospects in 2009. But Romeo Escandor, Neda regional director, noted that the figures they cited in the report are not official yet and that these were based on interviews and media reports. “We prepare this only to give a quick economic situationer for the region while we are waiting for the official data from the concerned offices,” the regional director explained. “Camarines Sur and Naga City performed exceptionally in terms of revenue generation, agriculture, local investment and tourism during the last two years and both Gov. Luis Raymund Villafuerte and city Mayor Jesse Robredo expressed optimism in separate year-end statements,” the report reads. It cited one report wherein Villafuerte declared Camarines Sur to have “made a phenomenal leap from 39th to 10th place in terms of net income among the country’s 80 provinces by posting a whopping revenue of P1.6 billion. “That means, we are now the 10th richest province in the country and number one among the six Bicol provinces in terms of revenue,” the governor said, basing data on the official report of the Commission on Audit (COA) released last December 2008. Villafuerte added the earnings of Camarines Sur province rose by 20 percent or nearly P1.6B from its 2006 income of P833 million. From P1.09 billion in 2006, Camarines Sur’s total equity at the same time jumped by 55 percent or almost P2 billion in 2007, making it one of the country’s richest and financially stable provinces. Local government finance experts noted that breaching the billion-peso mark is an accomplishment in itself and a reflection of sound fiscal management and prudence but innovative revenue generating policies of the provincial government. “Our investments in sports and eco-tourism particularly the CamSur Watersports Complex (CWC) that now have what is considered the most modern cable wakeboard facility in the world played an integral role in spurring the province’s exceptional growth,” Villafuerte said. The records of the Department of Tourism (DoT) showed that there were nearly 40,000 foreign tourists that visited Camarines Sur and Naga City last year, making them the top tourist destination that period. Citing high-yielding investments, the Neda named the CamSur Information Technology Park that now plays host to the Sutherland Global Services (SGS) call center that operates with a total of 2,000 operators. Camarines Sur province also achieved “a phenomenal feat in 2008 when it placed 7th among the top rice producing provinces in terms of incremental palay production nationwide. For Naga City, Robredo said the city government posted a 97 percent overall tax collection efficiency in 2008, making it exceed the P430-million mark and become the richest city in terms of revenue among the seven cities in Bicol. “We would be improving in 2009 owing to our more aggressive tourism and investment programs in time with the tri-centennial celebrations of the Feast Day of Our Lady of Peñafrancia, the patroness of Bicol in September,” the mayor said. Participated in by over 3,500 elementary and secondary students and their coaches from 17 regions in the country, this year’s NSPC has been declared as the most successful and colorful, as well as the biggest ever held in a provincial city since it was first established in 1992 pursuant to Sec. 1 Rule IX of RA 7079, also known as Campus Journalism Act of 1991. For the first time, Bicol ruled the conference in the elementary division as over-all champion, followed by the National Capital Region (NCR) in second place, and CARAGA Region in third place. The rest of the ranking: Region 3 (Central Luzon), 4th place; Region 12, 5th place; Region 6, 6th place, and; Calabarzon (Cavite-Laguna-Batangas-Rizal-Quezon), 7th place. First is a privately owned mid rise condominium clusters at the back of Robertson's Mall at the Diversion Road. It already had a groundbreaking ceremony two years ago but the project was delayed because of an ongoing court case between the developer and a bank which claims ownership of the land. According to a press statement by the developer at a DWNX program, the case was already been resolved by the Supreme Court just this month. The condo project would be re- launched and start construction very soon. The second is government- owned to be built beside the NHA Regional Office in Del Rosario, Naga City. It also broke ground about a year ago with no less than Vice President Noli de Castro as the guest of honor. The project is set to start anytime this year. Scattered across this picturesque archipelago are undiscovered pockets of Eden that have become some of the best-kept secrets of backpackers, nature trippers and adventure seekers. With pristine beaches, powdery white sand, and verdant forests to boast of, Caramoan, located at the lower eastern portion of Camarines Sur, Bicol, is every adventurer’s idea of paradise—bucolic, tranquil and, yes, untouched by the usual tourist trappings. And for the longest time, it was kept on the down and low, known only to locals and a smattering of visitors. But obviously, some secrets can never be kept hidden for long. Especially if they’re really good. So, when a high-profile visit by no less than the President (who hied off to the town for a short working holiday with her Cabinet) blew the cover off this little-known hamlet, no one was really surprised. Just immensely pleased. Talk about being “outed” in a big way. The thing about secrets is that when revealed, they sometimes lose their appeal. Not so with this fourth-class municipality, which has been reaping the benefits of its “exposure” ever since, showing up on more and more trip lists, and well on its way toward becoming a “must-try” destination for adventurous tourists. And no one is more thrilled about this development than Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. “When I first became governor in 2004, the first item on my agenda for development was Caramoan. Why? Because in my opinion, Caramoan is one of the most beautiful areas in the Philippines, but it’s really untapped, because of lack of infrastructure. We always hear of Cebu, Bohol and Palawan, but I’ve always thought Caramoan is just as nice or even nicer [than these destinations] because it has its own character,” said the governor. Pleasant surprise The provincial executive was visibly proud, and rightfully so, having staked his reputation, not to mention a big chunk of his provincial coffers, on a gamble that is already beginning to pay off. “It was a gamble for me [to push through with this project]. I had to, kasi kung wala kang development, hindi ka naman susuportahan ng national government, which is also understandable because the government has to make sure your project has potential before it can support you. We’re fortunate that [Tourism Secretary] Ace Durano saw the potential in the project and endorsed it to the President.” As a result, he now has a P200-million budget to develop Caramoan, as well as the other islets in the peninsula. This includes building an airport, setting up a water treatment system, etc. For his part, the tourism chief, expressed satisfaction with the way the provincial government is developing the peninsula. “I was pleasantly surprised [when I saw the setup in Gota Beach],” he said. “It was nice, all modular. Every cabin had a filter system. I was surprised that it was like that. I thought it would even be more basic.” Gota Beach, where the town of Caramoan is located, is the gateway to the rest of the islets in the peninsula. As part of its initial development, the provincial government set up 75 wood cabanas, imported from China. The cabanas, while simple, did not lack for creature comforts: fully air conditioned, with colored TVs, an enclosed and modern shower stall and water closet. The whole resort is also equipped with cable TV and wi-fi. The whole facility was set up in three months, fast tracked as a result of a foreign project that is expected to catapult the budding destination into a global celebrity (but that’s another story). However, the whole master plan took all of four years to complete, to ensure that development did not get out of hand. “We didn’t want what happened to Boracay [which is now suffering from overdevelopment and sewage problems] to happen to us,” Villafuerte disclosed. “So we hired a master planner to create a design for Caramoan. For instance, we have a load capacity so we don’t intend to build two-story buildings. We have a water treatment system. Our waste water would be used for garden water.” As it is, 75 cabanas is the optimum number to be maintained on Gota Beach. There are, however, plans to expand facilities on other islands such as Hunungan, where the government is already building 14 huts for medium to higher end travellers. If you build it, they would come Caramoan, however, is not for the faint of heart, and delicate flowers will have to rethink their options, if they intend to embrace the whole experience. First of all, getting there is an adventure itself. From the Camarines Sur provincial capital (Pili), one has to take an hour-long drive down to the pier, and from there a one-and-a-half hour boat ride to the peninsula. Another 45-minute drive over really rough roads and you’re there. Fortunately for us (Ivy Mendoza, of Manila Bulletin, Verna Buensuceso, head of DoT’s Team Europe, and I) things were a bit more comfortable, thanks to the altruism of Kathy Moran (of Philippine Star), who generously drove us around (on land and on water.) “Our main problem is accessibility,” said Villafuerte. “I’m talking to Hollywood companies and they said, ‘Build an airport, we’ll be there.’ So now our goal is to build an airport. Fortunately, Secretary Durano endorsed it and the President gave money.” Durano, himself, is confident that tourists will flock to the peninsula despite the lack of direct transportation. “For the type of tourist Caramoan is expecting to attract, accessibility will not be a constraint. We’re really attracting the adventure types, not necessarily the backpackers, because the facilities in Caramoan are probably higher than a backpacker’s budget. But there are a lot of tourists willing to pay a premium to experience such a rustic environment,” he said. The rustic appeal of the peninsula, six of whose islands (Lahuy, Cotivas, Guinahuan, Luksuhin, Malibagon, and Masag) have recently been declared tourism zones, coincides with DoT’s current thrust toward adventure tourism, which according to travel experts is the current trend among tourists. As such, the Camsur government intends to market Caramoan as part of its adventure package, which includes wakeboarding and other water sports. “We’re really getting into adventure tourism right now. In fact, the only reason we got Hong Kong back is because of adventure. In the case of Caramoan, we went to the different islands and discovered there are a lot of things to do there. For example there is a bigger island where you can go trekking, there was another where you can do caving... a lot of things that can be done when it comes to exploration,” said the tourism czar. “The challenge now is to package it not just as a pristine resort but as a whole experience. They can even include the poblacion, to assimilate the experience of a small town... I’m really happy about the way they are developing it. They have a plan for it. It allays my fear that it would be overdeveloped.” Villafuerte echoes his sentiments, saying: “We aim to create a niche. We want the younger crowd, maybe from 18 to 45. Unlike before, when tourists would travel to an island and just read a book, relax, or have a massage, tourists now want something more experiential. They go to an island to hike, bike, wakeboard, to kayak. So we’re going to promote water sports—kayak, wakeboard. We’re developing bike trails in Hunungan, things like those,” said Villafuerte. Plus, he says, it has a 4,000-hectare limestone park that really is magnificent. Life saver More importantly, these recent developments have done a lot to improve the economy of the municipality, which is one of the poorest in the province, and have even managed to curtail unsavory fishing practices that have been destroying the marine resources in the area. “This is a poor town. The project will cost P24 million, including the construction of a new building, perimeter development and beautification. On Tuesday during the Sanggunian Panglunsod regular session here, officers of the Isarog Garden Society presented their case and requested the city government’s assistance in funding the said project. Accompanied by Mayor Jesse M. Robredo, members of the society presented their plans and proposals for the new facility. Initial plans called for an open pavilion costing around P1M. The initial estimate would call for a 70-30 share between the city and the Isarog Garden Society. The city would provide P700,000 in assistance while the society would raise P300,000 as their counterpart. Mayor Robredo, however, offered a new proposal to the group and suggested that the pavilion be upgraded. New plans now call for the pavilion to be enclosed and air-conditioned for the convenience of guests and visitors frequenting the park. The new estimated cost of the facility, P1.8M, will be shouldered by both the city and the society. P1.3M would come from the city’s infrastructure funding while the society would provide the remaining P500,000. Mayor Robredo then asked the members of the city council to authorize him to transfer funding directly to the Isarog Garden Society to facilitate the immediate start of the project given that the target date set by the society is May 17, which falls on its 30th anniversary this year. But city councilor Del Castillo expressed concern over the mayor’s proposal, saying that it was not that easy to transfer the funds directly. He proposed that the plan be referred to the Committee on Appropriations. Del Castillo’s suggestion was echoed by Vice Mayor Gabriel Bordado. Councilor John Bongat then said that it would be proper that an ordinance be passed, appropriating the amount of P1.3M from the city’s infrastructure plan as financial assistance. Councilor Nathan Sergio also asked the officers of the Isarog Garden Society about the dimensions and location of the planned facility. The members of the society then proceeded to explain that the pavilion would encompass around 120m2 and that it would not affect the existing cottages in the park. After all inquiries were satisfactorily answered, Vice Mayor Bordado and several members of the city council requested the Isarog Garden Society to submit a draft Memorandum of Agreement to be signed by both parties. Robredo disclosed that on March 16, this year, consultants from the Czech Republic will be coming once more to this city to finally present to him and the concerned city hall project managers and stakeholders the design and financial analysis of the proposed wastewater treatment facilities for both the Naga City Public Market and the City Abattoir as well as the Metro Naga Sanitary Landfill. Last Tuesday, Director Abet Bercasio of the Metro Naga Water District left for Dumaguete City to discuss with top consultants of the United States Assistance for International Development (USAID) on the proposed septage management facility for the city that will see its implementation effective this year, in accordance with the intents of the Clean Water Act that require the proper handling and dislodging of liquid and solid wastes and other pollutants emanating from households and business establishments. Bercasio said the general plan and design for the septage management facility will be laid out during the meeting that will also set the timetable for project implementation, as well as the project’s funding requirements. The project calls for the regular dislodging of waste deposits accumulated by household and business establishments’ septic tanks and drainage systems for wastewater treatment in an offsite plant before they are discharged to the river and other bodies of water. The solid wastes collected, on the other hand, will be processed or transformed into organic fertilizers. City Environment and Natural Resources Officer Oscar Orozco said that painstaking effort has been pursued during the past three or four years through partnerships with various stakeholder groups and concerned NGOs and barangay councils in the preservation and protection of the Naga River. He said the time has now come to construct water treatment plants based on the project studies completed after due consultation and dialogues with pro-environment experts, technical engineers and the stakeholders themselves. “This is not a project done overnight, but a vision borne out of a comprehensive master plan for the city’s infrastructure, utilities maintenance and general engineering development,” City Mayor Robredo was quoted as saying. He explained the twin projects, involving water treatment and septage management, are a product of long, diligent and comprehensive feasibility study, dovetailed as they are by numerous infra and socially-relevant programs whose success have been recognized and lauded by various NGOs and international financial and development institutions, such as the USAID and World Bank. While the drawing boards of the city environment office, the city planning office and the city engineer’s office have been busy honing the city’s waste water and drainage master plan, two private water treatment plants in the city, without much fanfare, had already been put up and continue to operate as early as 2006, under the guidance and encouragement of the city government. These are the upgraded P6 million water treatment plant of Mother Seton Hospital and the P3 million treatment plant of E-Mall. As a result, only clean, treated liquid wastes from these big establishments are discharged, or drained into the river. The same will happen when both the city public market and the city abattoir have completed their respective waste water treatment plants that will not take more than a year to complete. Indeed, the increasing economic activity in the city has placed a great strain on the city’s water resources and put the health of its residents at risk, a study shows. On the average, before the disastrous fire that hit its second and third floors last year, stallholders and the buying public at the city public market consumed a monthly total of 9,450 cubic meters of water, generating approximately 8,033 cubic meters of wastewater. This represented 85% of the water consumed. It is estimated that the volume of wastewater is expected to increase to 11,700 cubic meters in five years. The project aims to serve 100% of the current and the projected wastewater volume that a rehabilitated public market will require. The proposed wastewater treatment plant will be located adjacent to the city’s public market that will cover some 384 square meters. It will mainly treat the wastewater generated from toilets and the wet section of the market. The proposed wastewater treatment system for the abattoir, on the other hand, will be located within its plant at Bgy. del Rosario. At present, the city abattoir has a waste stabilization pond that is not fully functional due to ponds that are undercapacity. Moreover, the pond can no longer efficiently treat the big volume of effluent generated by the growing number of animals being slaughtered everyday. The average number of livestock slaughtered daily is 165 hogs and 26 large cattle. This translates to 9,706 kilograms of meat daily or 291,200 kg per month. Orozco said wastewater volume is placed at 70 to 100 cubic meters daily. Of the livestock kept and slaughtered at the abattoir, about 1.5 to 2 tons of solid wastes are estimated to be discharged daily, which volume -- if converted into methane gas as renewal energy -- will be enough to energize the light and power needs of the plant. The proposed wastewater treatment plant will be located adjacent to the city’s public market that will cover some 384 square meters. It will mainly treat the wastewater generated from toilets and the wet section of the market. At present, the city abattoir has a waste stabilization pond that is not fully functional due to ponds that are undercapacity. Moreover, the pond can no longer efficiently treat the big volume of effluent generated by the growing number of animals being slaughtered everyday. The average number of livestock slaughtered daily is 165 hogs and 26 large cattle. This translates to 9,706 kilograms of meat daily or 291,200 kg per month. Orozco said wastewater volume is placed at 70 to 100 cubic meters daily. Of the livestock kept and slaughtered at the abattoir, about 1.5 to 2 tons of solid wastes are estimated to be discharged daily, which volume -- if converted into methane gas as renewal energy -- will be enough to energize the light and power needs of the plant.
