Gov. Luis Raymund Villafuerte declared officially open Friday Lago del Rey, an 18-ha, P20-M manmade lake carved beside the 6-ha wakeboarding park that opened in 2005, saying the additional facility will boost the tourism industry in the province. Villafuerte said the province of Camarines Sur has earned a name in tourism with its specialization on watersports which catapulted it as the number one tourist destination in Bicol for the past three years with some 40,000 foreign tourist arrivals last year. He said the Lago del Rey, that utilizes recycled and treated water, is a wholesome family oriented facility where swimming, boating and kite boarding could be enjoyed by tourists. Villafuerte announced that the new venture would bring additional revenue to the province as the first watersports facility, the wakeboarding park which has become a world renown to wakeboarding enthusiasts all over the world, has already recouped its P120-M investment. “Last year alone we have generated a net income of P80 million from the CamSur Watersports Complex (CWC) of which we were able to provide some 300,000 scholarship assistance to elementary and high school kids all over the province,” he said. :banana::banana: Villafuerte revealed the tourism development of Camarines Sur provincial government has attracted foreign tourists and filmmakers and at present another episode of Survivor reality show is in progress in Caramoan where the French survivor edition Koh Lanta had been successfully filmed last year garnering 35 percent viewership in Europe. Naga City Mayor Jesse M. Robredo disclosed that on March 16, this year, consultants from the Czech Republic will be coming once more to this city to finally present to him and the concerned city hall project managers and stakeholders the design and financial analysis of the proposed wastewater treatment facilities for both the Naga City Public Market and the City Abattoir as well as the Metro Naga Sanitary Landfill. Last Tuesday, Director Abet Bercasio of the Metro Naga Water District left for Dumaguete City to discuss with top consultants of the United States Assistance for International Development (USAID) on the proposed septage management facility for the city that will see its implementation effective this year, in accordance with the intents of the Clean Water Act that require the proper handling and dislodging of liquid and solid wastes and other pollutants emanating from households and business establishments. Bercasio said the general plan and design for the septage management facility will be laid out during the meeting that will also set the timetable for project implementation, as well as the project’s funding requirements. The project calls for the regular dislodging of waste deposits accumulated by household and business establishments’ septic tanks and drainage systems for wastewater treatment in an offsite plant before they are discharged to the river and other bodies of water. The solid wastes collected, on the other hand, will be processed or transformed into organic fertilizers. City Environment and Natural Resources Officer Oscar Orozco said that painstaking effort has been pursued during the past three or four years through partnerships with various stakeholder groups and concerned NGOs and barangay councils in the preservation and protection of the Naga River. He said the time has now come to construct water treatment plants based on the project studies completed after due consultation and dialogues with pro-environment experts, technical engineers and the stakeholders themselves. “This is not a project done overnight, but a vision borne out of a comprehensive master plan for the city’s infrastructure, utilities maintenance and general engineering development,” City Mayor Robredo was quoted as saying. He explained the twin projects, involving water treatment and septage management, are a product of long, diligent and comprehensive feasibility study, dovetailed as they are by numerous infra and socially-relevant programs whose success have been recognized and lauded by various NGOs and international financial and development institutions, such as the USAID and World Bank. While the drawing boards of the city environment office, the city planning office and the city engineer’s office have been busy honing the city’s waste water and drainage master plan, two private water treatment plants in the city, without much fanfare, had already been put up and continue to operate as early as 2006, under the guidance and encouragement of the city government. These are the upgraded P6 million water treatment plant of Mother Seton Hospital and the P3 million treatment plant of E-Mall. As a result, only clean, treated liquid wastes from these big establishments are discharged, or drained into the river. The same will happen when both the city public market and the city abattoir have completed their respective waste water treatment plants that will not take more than a year to complete. Indeed, the increasing economic activity in the city has placed a great strain on the city’s water resources and put the health of its residents at risk, a study shows. On the average, before the disastrous fire that hit its second and third floors last year, stallholders and the buying public at the city public market consumed a monthly total of 9,450 cubic meters of water, generating approximately 8,033 cubic meters of wastewater. This represented 85% of the water consumed. It is estimated that the volume of wastewater is expected to increase to 11,700 cubic meters in five years. The project aims to serve 100% of the current and the projected wastewater volume that a rehabilitated public market will require. The proposed wastewater treatment plant will be located adjacent to the city’s public market that will cover some 384 square meters. It will mainly treat the wastewater generated from toilets and the wet section of the market. The proposed wastewater treatment system for the abattoir, on the other hand, will be located within its plant at Bgy. del Rosario. At present, the city abattoir has a waste stabilization pond that is not fully functional due to ponds that are undercapacity. Moreover, the pond can no longer efficiently treat the big volume of effluent generated by the growing number of animals being slaughtered everyday. The average number of livestock slaughtered daily is 165 hogs and 26 large cattle. This translates to 9,706 kilograms of meat daily or 291,200 kg per month. Orozco said wastewater volume is placed at 70 to 100 cubic meters daily. Of the livestock kept and slaughtered at the abattoir, about 1.5 to 2 tons of solid wastes are estimated to be discharged daily, which volume -- if converted into methane gas as renewal energy -- will be enough to energize the light and power needs of the plant. At the end of the day, I even got to try wakeboarding under the tutelage of Gov. LRay Villafuerte himself! I was a bit jittery, but with the kind and reassuring words of my Aussie wake mate Reuben, I was able to stand and deliver — on the third try! Bas Editor in Chief No less than 31 cities in the Philippines and 55 national institutions are models of good governance, judging by their compliance with the requirements of the Institute of Solidarity in Asia’s Public Government System under which the quality of their governance is assessed. This should give those Filipinos who are losing hope that we will ever reach “First- World” socioeconomic and developmental status some day. The good-governance assessment is made by the Institute of Solidarity for Asia, an independent body headed by Dr. Jesus P. Estanislao, the Cory Aquino presidency’s Finance Secretary and an internationally respected management and development-strategy. ISA works with the Asian Institute of Management among more than two dozen institutional partners, including the League of Cities of the Philippines. ISA also works with sectoral leaders in raising the standards of professional and ethical practice, and social responsibility, in their respective sectors. When it started 10 years ago, ISA’s focus was on basic good governance methods and introducing best practices to corporations and economic sectors. In its latest Public Governance Forum, held in August, progress was clearly seen as the work of improving public governance has advanced beyond the fundamental virtues of probity and transparency in city hall and unity with the various sectors of the community. In the August forum, the focus was on how good governance in the model cities has led banks and investors to see them as ideal locations to put their capital in. (See related article by Dr. Estanislao “Good governance attracts investments.”) ‘Kaya Natin’ new politics The ISA’s work with its “Dream Cities” partners that are working to achieve their ideal state of development step-by-step, according to a time-bound program, appears to shy away from politics. A new good-governance promotion movement, started by the Ateneo de Manila University’s School of Government, was recently launched. Its good governance aim is to make honest nontraditional politicians become the models throughout the land and create an impact in the 2010 election. Among the six non-trapo local government executives involved in the “Kaya Natin” movement is Naga City’s Jesse Robredo, one of the key figures and achievers in the ISA’s Public Governance System program. :banana::banana:(See related article “Kaya Natin: Ateneo U’s grassroots movement to promote effective, ethical LGU leadership.”) ISA’s Governance Pathway The Governance Pathway specifies concrete steps a city or an organization can take towards institutionalizing the Public Governance System. The highest status of a city is “PGS Institutionalized” which means there the best practices of public governance are totally in place. A city’s arrival at a status level is verified by monitors and an audit. The next lower level is the “PGS-Proficient status”. It is granted to a partner that has begun tracking and reporting its strategic performance using the PGS scorecard infrastructure. An Office of Strategy Management in charge of strategy execution is expected to have been set up at this stage. The cities and institutions that have reached “PGS-Proficient status” are Marikina, San Fernando in Pampanga, Tagbilaran, Iloilo, the Institute of Corporate Directors and the Philippine Military Academy. Below “Proficient” is “PGS-Compliant.” PGS-Compliant status is granted to an ISA partner that has formally organized its internal and external stakeholders to be part of the governance process with clear deliverables and accountabilities that are captured in “scorecards” developed to monitor the institution’s journey towards its vision. The partner has at this stage also begun using its strategy map in planning and budgeting. The cities graded “PGS Compliant” are Bayawan, Calbayog, Iriga, Naga, San Fernando in La Union, Sorsogon, Tagaytay, and the Accounting profession, the Nursing profession, the National Electrification Administration, the Philippine National Police Academy and the Philex Mining Corporation. The entry level is “PGS-Initiated.” This is granted to a partner who has crafted a long-term reform agenda anchored on a time-bound vision and a strategy road map. Moreover, the partner has translated its strategy into a set of measurable targets for learning and growth, operational efficiency, financial viability and social impact on the constituency. PGS-Initiated cities and LGUs are Balanga, Cebu, Dagupan, Dapitan, Escalante, Island Garden City of Samal, Ligao, Panabo, Sagay, Santiago, Sorsogon Province, Tacurong, Tangub, Toledo, Tuguegarao, the Architecture profession, Cebu Leads Foundation, the Dental profession, the Philippine National Police Academy Foundations for People Development, the Medical Profession and the Philippine Navy. US-based CIPE’s evaluation One of ISA’s supporters is the US-based Center for International Private Enterprise (CIPE). The following are excerpts of CIPE’s April 1, 2007 to June 30, 2008 “Final Evaluation Report” of ISA’s public good-governance efforts. “During this period, 13 out of the 29 [the cities have increased to 31 since this evaluation was written] local government unit [LGU] partners of ISA and 38 out of the 55 sectoral associations/national public institutions complied with the requirements of either aligning resources with strategy or setting up an office for strategy management, enabling them to move up the next stage of the governance pathway. “LGUs that moved up the pathway have organized their external stakeholders into a coalition that co-owns the Public Governance System with clear deliverables and accountabilities embodied in sectoral scorecards.” “Four PGS-Proficient partners have created offices charged with strategy execution. These offices are expected to take on the functions of a governance and leadership center with outreach programs intended to influence the governance of neighboring communities. “The scorecards of the first three PGS-Proficient cities show noteworthy financial metrics: Marikina breached the billion mark by collecting P1.4 billion in taxes in 2007. San Fernando, Pampanga increased its business tax collection from P60 million in 2004 to Php 84 million in 2007. Tagbilaran increased its tax and revenue base by 83 percent. “Eight PGS cities were recognized by the Department of Trade and Industry and the National Competitiveness Council as business-friendly given their streamlined internal processes. Robredo made formal this month his invitation to the country’s two top automakers to set up their respective Bicol sales and service center in the city. While Mitsubishi, Nissan,Hyundai, Ford, Suzuki and only recently, Kia, have put up their own sales and service centers in Naga, both Toyota and Honda have yet to put up their own branches for the Bicol market. Robredo pointed out to David Go of Toyota and Takashi Hasegawa of Honda, that because of its strategic location, Naga’s immediate market includes a large population of nearly 5 million scattered in the 6 provinces and 7 cities of the Bicol region. He added that Naga City is a significant market by itself which is evidenced by the growing number of new business and investments that affirms Naga’s hold as the center of trade and commerce in the region. Compared to other places, the average family income in Naga is 42% higher than the national average, and even 126% higher than the Bicol average, the mayor stressed.:banana::banana::banana: Local motorists have lamented that while Toyota and Honda are reputedly the country’s top automakers as shown by their dominant presence on Bicol roads, the two automakers have yet to establish their own sales and service center in region. Honda car owners, for instance, have to go to Manila for parts and maintenance check-up. Meanwhile, Mayor Robredo made a similar strong bid to Makro Enterprises to put up its American-style wholesale shopping facility for local consumers.:banana::banana::banana: He told Efren Rueda, Makro president, that Makro’s presence here will very well fit into the picture of Naga’s bustling economy. Given the city residents’ higher disposable income and strong spending power, Naga still needs a third modern shopping mall to cater to Metro Naga’s vibrant consumer market. After posting a surplus of P40.17 million through sound fiscal management covering the six-month period. Through fiscal prudence, Robredo was able to steer the city government on-course. “We were able to do more with less,” Robredo said, after explaining to today that the city’s Internal Revenue Allotment (IRA) was also slashed this year by more than P25 million. “We walked the extra mile, we worked hard.” Despite this, Robredo was optimistic that brighter things are coming to Naga as compared to other cities in the Bicol Region. “Because of our unique position in the market, beefed up by our reputation as a model for efficient governance, Naga City easily becomes the launching pad for new enterprises that hope to make their presence felt in the region,” Robredo said. He added that “we have the Nissan, Mitsubishi,Suzuki, Hyundai, Ford and Kia sales and service centers which market spans the whole of the Bicol Region. I had formally invited Toyota and Honda Motors to put up their sales and service centers in Naga City. Sooner or later, two of the popular Manila-based shopping malls will be branching out here because of our vibrant economy and the high spending power of our local consumers.” Naga City has a higher spending power compared to other Bicol cities and provinces. Almost 50 percent of total investments registered in the entire province of Camarines Sur are generated by the city. “Our high fast food chain-to-population ratio is another indicator of our economic dynamism. We have more telephone lines than our counterpart in other areas of the country. Our telephone-to-household density is far ahead of the national average. As another indicator of our competitiveness, the annual growth rate in Internet connections in the city is 91 percent, one of the highest in the country surpassing even some of the highly urbanized cities,” Robredo stressed. The mayor also said Naga City has made significant investments in information technology. The city government’s own website has been cited by the National Computer Center as one of the most impressive among local government units, and has been nominated for CyberCity Award in the Asia Pacific Region. Because of its strategic location, Naga City’s immediate market includes a fast-growing population of nearly five million scattered in the six provinces and seven cities of the Bicol Region. Robredo said the city is a significant market by itself. What I really want to see Naga is, with side walks or pavements that are free from any kind of obstructions like paratinda or cars that aren't supposed to park there in the first place. I do appreciate what the city government is doing right now but it shouldn't be rushed like those lamp posts they have erected along palacio and cathedral, I agree it looks very trendy but I guess it doesn't match the history and architecture of the place. I would go for a contemporary design of lamp posts in the area. I think what we need in Naga are considerable size side walks that are well lighted in the night, clean enough, free from obstructions, disable friendly and you can stroll around the city on it without jumping off a open sewage or climbing up stairs and down. I don't mean to bore you guys with my lamentations, I just love to see my place of birth not only as a bustling progressive city but also as a relax and wonderful place to mosey around. Anyway, does anyone have a photo of the interior of SM Naga please? I just watched the Matanglawin in the internet, I felt really proud to see it. There were loads of balikbayans, mostly FilAms. The city is now beginning to realize the importance of these things that's why they have actually planned to make Centro a livelier, friendlier, and more beautiful thru its uniformed and widened sidewalks. With regard to the lamp posts, contemporary designed lamp posts would do a lot since our city is considered as a historical city but having such modern lamp posts would suffice my needs of having well-lighted streets free from any misfortune. Yu NAGA CITY, March 10 (PNA) --- The private sector-led Multi-Sectoral Committee (MSC) that will undertake rapid appraisal of various projects under the multi-million peso Bicol River Basin & Watershed Management Project (BRBWMP) elected Fortunato Mendoza as its chairman during the organizational meeting on Saturday at the Naga Regent Hotel, here. Aside from Mendoza, a Rotarian, who is also the chairman of the Board of Directors of the Metro Naga Water District (MNWD), other MSC officers elected were: lawyer Carlito Villanueva Jr. (vice chairman); Joanah Ramores (secretary); Nono Aquino (director for civic groups); Teodilio Regachuelo (director for Peoples Organization); Merly Rentoria (director for Women sector); and Shiena Pagsuyuin (director for Youth sector). The creation of the MSC was initiated by the BRBWMP Project Management Office (PMO) headed by Assistant Secretary Tomasito Monzon, who is its concurrent project director, for purposes of ensuring transparency in the implementation of BRBWMP projects. The MSC is composed of representatives from civic, non government organizations, peoples organizations, religious groups, women and youth sectors, and academic institutions. Prior to the election of the MSC officers, the private sector-led monitoring group conducted its initial project rapid appraisal activities last February 17 in two watershed management projects of the Department of Environment and Natural Resources (DENR) in Canaman and Calabanga, Camarines Sur. In its report to Monzon, the MSC based on its physical appraisal of the DENR projects cited the following major observations: the ecoblocks installation in San Nicolas, Canaman, is on-going, contrary to the claim of DENR that it was already completed; slopes and elevation of the ecoblocks is substandard as it should be limited only to about 45 degrees from the bottom to prevent the soil to be washed downstream; the barangay council was not consulted in the project. In the same report, the MSC, among others, recommended to the BRBWMP PMO and the DENR that the: installations of the ecoblocks be put on hold or they should be reinstalled by observing the proper specifications/sloping/elevation; program of works and other pertinent documents be provided the MSC to facilitate comprehensive evaluation of the project; that the PMO should build the capacities of the barangay in terms of project vigilance. Everyone quickly learned that wakeboarding is not as easy as it looks. “You need a good sense of balance and a good set of strong arms to keep on going and going for several minutes. It looks easy but the cable really pulls hard on your arms,” Estrada said. For the celebrity challenge aquafest, the group was divided into five color teams. Governor Villafuerte was in the Blue team with Gary Estrada as captain. They won first prize—for each member, free accommodations and wakeboard lessons. With the launch of Lago del Rey he is optimistic tourism arrivals will rise by at least 50 percent. “With the addition of Lago del Rey, we’re making CWC the water entertainment center of Asia,” he said. Now on its third year in the watersports industry, Villafuerte said the region is already reaping the profit of their P100-million investment. On its first year alone, CWC earned a gross profit of $70 million; last year it made $60 million. Once named among the poorest provinces in the country, Camarines Sur is now the 10th richest province in terms of income, thanks mostly to the construction of the CWC. Naga City Mayor Jesse M. Robredo disclosed that on March 16, this year, consultants from the Czech Republic will be coming once more to this city to finally present to him and the concerned city hall project managers and stakeholders the design and financial analysis of the proposed wastewater treatment facilities for both the Naga City Public Market and the City Abattoir as well as the Metro Naga Sanitary Landfill. Last Tuesday, Director Abet Bercasio of the Metro Naga Water District left for Dumaguete City to discuss with top consultants of the United States Assistance for International Development (USAID) on the proposed septage management facility for the city that will see its implementation effective this year, in accordance with the intents of the Clean Water Act that require the proper handling and dislodging of liquid and solid wastes and other pollutants emanating from households and business establishments. Bercasio said the general plan and design for the septage management facility will be laid out during the meeting that will also set the timetable for project implementation, as well as the project’s funding requirements. The project calls for the regular dislodging of waste deposits accumulated by household and business establishments’ septic tanks and drainage systems for wastewater treatment in an offsite plant before they are discharged to the river and other bodies of water. The solid wastes collected, on the other hand, will be processed or transformed into organic fertilizers. City Environment and Natural Resources Officer Oscar Orozco said that painstaking effort has been pursued during the past three or four years through partnerships with various stakeholder groups and concerned NGOs and barangay councils in the preservation and protection of the Naga River. He said the time has now come to construct water treatment plants based on the project studies completed after due consultation and dialogues with pro-environment experts, technical engineers and the stakeholders themselves. “This is not a project done overnight, but a vision borne out of a comprehensive master plan for the city’s infrastructure, utilities maintenance and general engineering development,” City Mayor Robredo was quoted as saying. He explained the twin projects, involving water treatment and septage management, are a product of long, diligent and comprehensive feasibility study, dovetailed as they are by numerous infra and socially-relevant programs whose success have been recognized and lauded by various NGOs and international financial and development institutions, such as the USAID and World Bank. While the drawing boards of the city environment office, the city planning office and the city engineer’s office have been busy honing the city’s waste water and drainage master plan, two private water treatment plants in the city, without much fanfare, had already been put up and continue to operate as early as 2006, under the guidance and encouragement of the city government. These are the upgraded P6 million water treatment plant of Mother Seton Hospital and the P3 million treatment plant of E-Mall. As a result, only clean, treated liquid wastes from these big establishments are discharged, or drained into the river. The same will happen when both the city public market and the city abattoir have completed their respective waste water treatment plants that will not take more than a year to complete. Indeed, the increasing economic activity in the city has placed a great strain on the city’s water resources and put the health of its residents at risk, a study shows. On the average, before the disastrous fire that hit its second and third floors last year, stallholders and the buying public at the city public market consumed a monthly total of 9,450 cubic meters of water, generating approximately 8,033 cubic meters of wastewater. This represented 85% of the water consumed. It is estimated that the volume of wastewater is expected to increase to 11,700 cubic meters in five years. The project aims to serve 100% of the current and the projected wastewater volume that a rehabilitated public market will require. The proposed wastewater treatment plant will be located adjacent to the city’s public market that will cover some 384 square meters. It will mainly treat the wastewater generated from toilets and the wet section of the market. The proposed wastewater treatment system for the abattoir, on the other hand, will be located within its plant at Bgy. del Rosario. At present, the city abattoir has a waste stabilization pond that is not fully functional due to ponds that are undercapacity. Moreover, the pond can no longer efficiently treat the big volume of effluent generated by the growing number of animals being slaughtered everyday. The average number of livestock slaughtered daily is 165 hogs and 26 large cattle. This translates to 9,706 kilograms of meat daily or 291,200 kg per month. Orozco said wastewater volume is placed at 70 to 100 cubic meters daily. Of the livestock kept and slaughtered at the abattoir, about 1.5 to 2 tons of solid wastes are estimated to be discharged daily, which volume -- if converted into methane gas as renewal energy -- will be enough to energize the light and power needs of the plant. Hence, Orozco said, the slaughterhouse wastewater treatment plant project would be maximized to include utilization of cheap renewable energy. But the fourth-class municipality is expected to achieve celebrity status soon enough, with foreign productions completing filming and development projects in place. Even now it is being touted as the next Boracay. About 10 million TV viewers in Europe and Canada are expected to watch the French edition of “Survivor,” which was shot entirely on Caramoan’s white-sand beaches. http://images.inquirer.net/media/showbizandstyle/entertainment/entertainment/images/pic-05080457190735.jpg The eighth season of “Survivor-France” will be aired in France and other French-speaking nations like Switzerland, Belgium and Canada from July to September, their summer season. “Survivor,” a popular reality game show that isolates its contestants in the wilderness to compete for cash and prizes, is known to choose locations in exotic environments. Gota beach, the gateway to Caramoan’s other beaches and islets, was rented for exclusive use by the French production outfit starting late February until early this month. According to “Survivor-France” TV director Corinne Vaillant, the powdery sand, the coconuts on Gota beach and the neighboring islets are a “dream” for the French people. “We chose Caramoan because it’s really wide. It’s necessary that contestants don’t see anything other than nature for them to believe that they’re really lost in the wilds,” Vaillant told the Philippine Daily Inquirer (parent company of INQUIRER.net). With the filming completed, members of the production crew prepared to leave Gota beach Wednesday. Overnight stay President Gloria Macapagal-Arroyo, some Cabinet officials and congressmen visited Caramoan on Monday and stayed overnight at Gota beach. Tourism Secretary Joseph Ace Durano, who was in Ms Arroyo’s party, said the wide viewership of “Survivor” would surely boost tourism in Caramoan. Durano said it was the first time in the TV show’s history that two seasons were consecutively shot in one country. 2 Hollywood films? He said the seventh season of “Survivor-France” was filmed in Palawan last year, and that after it was aired, the number of tourists arriving in the province from France alone was up by 23 percent. While the Department of Tourism, which brought “Survivor-France” to Caramoan, shouldered the fuel cost to keep the location powered with electricity, the provincial government took care of the development of the site. There are now 73 foldaway cabanas at Gota beach, imported from China and worth P60,000 each, said a source who asked not to be named for lack of authority to speak to the media. A total of 20 regular-sized cabanas can be assembled by two teams in a day. Ms Arroyo stayed in one of the largest cabanas during her overnight stay, the source said. Filipinos in crew One of 10 Filipinos hired as production assistants in “Survivor-France” told the Inquirer that the work was a demanding and challenging experience. “We also had to hop with the whole production team from one beach or islet to another,” said the man, who spoke on condition of anonymity because he was bound by a confidentiality agreement. He said Gota beach was tightly guarded to keep kibitzers away, and that the production assistants were among the few who were able to see the contestants being filmed. “Survivor-France” also hired more than 120 laborers and visual artists, the source said. He said the laborers were paid P250 a day; the visual artists, as much as P800 a day; and the production assistants, at least P1,000 a day. P20M to prov’l gov’t A source close to Camarines Sur Gov. Luis Raymund “LRay” Villafuerte Jr. said “Survivor-France” reportedly paid the provincial government P20 million for the exclusive use of Caramoan’s beaches. The memorandum of agreement to develop and manage Gota beach was signed between the Department of Environment and Natural Resources and the provincial government, and the municipal government apparently does not have a share in the revenue. The provincial government gained the right to manage and administer the Caramoan National Park, specifically Gota beach, which covers about 298 hectares, at the signing of the MOA on March 16, 2005, according to a copy of the agreement furnished the Inquirer. The signatories were then Environment Secretary Michael Defensor (for the DENR-Protected Area Management Board) and Villafuerte (for Camarines Sur). Durano thinks there is nothing wrong with the agreement. “Well, the municipality is under the province, right? So the local leaders here and the provincial government would just have to talk about it.” In a phone interview late last month, Villafuerte said Caramoan residents stood to benefit from the development of Gota beach in terms of employment opportunities and infrastructure. He said the provincial government was implementing a P200-million development plan in Caramoan, which included road networking and the construction of an airport. The governor also said “two Hollywood films were in the works for possible shooting” on Caramoan’s beaches. With no filming contracts in the meantime, he said Gota beach would be reopened to the public in June. Rumors There’s a chance that the American edition of “Survivor” will be filmed next in Caramoan, according to an employee of the provincial government who was at Gota beach preparing for Ms Arroyo’s visit on Monday. But the employee, who refused to give her name, said nothing had been finalized. As for talk of Hollywood stars, reportedly including California Gov. Arnold Schwarzenegger, coming to shoot, a ranking officer of Gota beach could only flash a noncommittal smile. Villafuerte had earlier said that Caramoan could be the next Boracay, with a difference: Development projects would be carefully planned so it would not become like the now world-famous resort—“overloaded” and plagued with sewage problems. Don’t overdevelop But Durano said it would not do justice to Caramoan if it would be viewed only from the Boracay perspective. “We should always improve on what we have based on what we’ve learned from [tourist] destinations. Maybe we should say that this will be better than Boracay,” he said. Durano also said it was important that development be done slowly. “Since nature is the main asset and attraction here, it must be preserved. Rumors of Hollywood stars being filmed on the peninsula’s beaches of powdery white sand are told by word of mouth and in entertainment teasers, blind items, blogs and online discussion boards. “It’s ‘Survivor,’” the locals say quickly, even if many of them might not have seen a single episode of this famous reality game show. “Survivor,” which isolates its contestants in the wilderness to compete for cash and prizes, and is known to choose exotic environments as its location, has been taping its French version’s next season here for 28 days now. Tourism and provincial government officials are tight-lipped about the taping of “Survivor-France” in Caramoan because of a confidentiality agreement signed with its producers. And the location shoot has been closed off to keep kibitzers away. Gota beach in Caramoan’s northeastern coast is the jump-off point to islets of limestone, granite and volcanic rocks scattered by the bay near the Philippine sea. It is an easy 30-minute tricycle ride from the poblacion (town proper), and it used to be a public place. But since the onset of summer, a billboard announcing that the area is “temporarily closed” has been prominently displayed at the entrance to the beach in Barangay Ilawod, at least four kilometers away from the town proper. The billboard says the “massive developments” accompanying the Camarines Sur government’s construction of resort facilities and amenities are underway, and that the closure is for the “safety and security of everybody.” Hired for exclusive use Gov. Luis Raymund “LRay” Villafuerte Jr. said Gota beach was off-limits for three months because it was being rented for exclusive use for filming and to make way for the construction activities. He said the target reopening date was in June, and that the media would be sent invitations to visit in May. “How can you open it to the public now when there is filming and construction? Paano kung may makaapak ng pako (What if somebody steps on a nail)?” Villafuerte said in exasperation. According to the governor, the amenities provided for the production team at the beach are to ensure that they will have a pleasant experience during their stay, “para bumalik (so they will return).” He said the Caramoan government would benefit much from the development projects in terms of investors and jobs. “What we’re trying to show here is that with such limited funds, we can earn much through ecotourism,” he said. 2 Hollywood films Villafuerte confirmed that two Hollywood films are in the works for possible shooting on Caramoan’s picturesque beaches. (The rumor is that one of these stars is California Gov. Arnold Schwarzenegger, but Villafuerte neither confirmed nor denied this.) Sneak peek Early this month, an 18-year-old in a yellow shirt who was about to report for housekeeping duties at 7 a.m. managed to give kibitzers a peek of what’s happening in Gota. According to the teenager, who begged not to be named for fear of losing her job, French guests are occupying 73 newly built cabanas on the beach. She said she was hired from Naga City and was part of a 30-member housekeeping staff hired as contractual employees by the provincial government to serve the guests. “I have been working there for more than two months now and my contract will end in a week’s time (or on April 15). But there will be a housekeeping staff here until the ‘Survivor’ taping is over,” she said. A printed schedule—shown to the Philippine Daily Inquirer (parent company of INQUIRER.net) by an employee of the municipal government of Caramoan on condition of anonymity—states that the duration of the shoot is from March 26 to May 3. Edwin Remodo, administrator of the municipal government, said a memorandum of agreement (MOA) justifying the building of tourism-related infrastructure in Gota was signed between the Department of Environment and Natural Resources-Protected Area Management Board and Camarines Sur during the term of then Caramoan Mayor Francis Benimerito. The provincial government gained the right to manage and administer the Caramoan National Park, specifically Gota beach, which covers around 298 hectares, at the signing of the MOA on March 16, 2005, according to a copy of the agreement furnished the Inquirer. Mum’s the word Caramoan Mayor Constantino Cordial was on an official trip when the Inquirer visited his office to seek his comments on the closure of Gota beach. He refused to issue a statement even on his mobile phone, saying he would rather speak with reporters personally. In the poblacion, no one could describe the magnitude of the purported “massive developments” at Gota beach. There is a gag imposed on anyone privy to the activities in the closed-off area, starting with the civilian security men at the outpost near the billboard. A youthful guard, who said he had come from Naga for the job, expressed the hope that visitors would understand that he was under instructions to disclose nothing, particularly to media people. A tall man in a red shirt living in one of the huts near the security outpost said some of the residents were opposed to the closure of what used to be a public space. But the man, who was hired as an occasional laborer for the construction work inside, said he was cooperating because he was optimistic that the developments would benefit the townsfolk themselves. Vincent Balmaceda, a graduating accountancy student of Ateneo de Naga University who spends each summer vacation in Caramoan with his family, is annoyed that the beach is suddenly off-limits. But like most other poblacion folk, the 21-year-old knows that the closure is meant to ensure the unhampered filming of “Survivor.” Reopening in June Apparently aware of the brickbats generated by the closure of Gota beach, Villafuerte said the beaches in Caramoan were there even before he became governor and that the town had been known as one of the poorer places in the Philippines. “The problem is now that there are developments ongoing, marami nang nagsusulsol (many tongues are wagging),” he said on the phone. The model for development in Caramoan is the CamSur Watersports Complex (CWC), which is enjoyed by rich and poor, Villafuerte said, adding that it should be “maganda (beautiful), accessible and affordable.” In mid-2006, the provincial government put up the CWC, an extreme-sports facility in a six-ha cable park complex with a 4.5-ha oval artificial lake around a mounted island. Located in the 118-ha provincial capitol complex, the cable park is second in the country but the first one owned by a local government unit. P200-M development plan Villafuerte said the provincial government was “implementing a P200-million development plan” in Caramoan. “We are working to make the place more accessible by land, air and sea so that it can become a tourist destination,” he said. He pointed out that Caramoan could be the next Boracay, with the difference that development projects were being carefully planned so it would not become like the latter—“overloaded” and plagued with sewage problems. He said that in the future, he intends to address the road network and airport facility to make travel easy for visitors. Other tourist spots in the country are featured like Mayon Volcano in Bicol, the Banaue Rice Terraces, Chocolate Hills in Bohol, and Donsol, which is promoting itself as the butanding (whale shark) capital of the world. Caramoan has been getting a lot of attention since the French edition of “Survivor” started airing in the first week of July. Already, tour packages to the peninsula’s white sand beaches and pristine islands, have proliferated on the Net. YouTube user “TomFRules” has listed 10 of the peninsula’s best islands and beaches in his clip titled “10 reasons to go to Caramoan.” Internet-savvy Kristina Gadaingan, who hails from Bicol but works in Manila, has already seen some episodes of the latest season of “Survivor-France” on YouTube. 10M viewers She is excited to see the show because it was shot entirely in Caramoan, touted as the next Boracay. “I’ve always wanted to go to places like Boracay or Palawan. I never knew there’s such a beautiful place close to home,” says Gadaingan of Legazpi City. “Koh-Lanta Caramoan” started airing this month in French-speaking countries across Europe and in Canada. At least 10 million people are expected to watch “Survivor-France.” Filipinos, who may not be able to see the French edition of the reality game show, are turning to the Internet to access what they can through the popular video-sharing site, YouTube. Early post A quick search of YouTube listed several interesting videos—some are trailers of the French reality game show while others are clips from actual episodes. One of the earliest clips which was posted by user “kohlanta20081,” a week after the pilot episode aired in the first week of July, has been suspended, probably due to copyright infringement. Another user, “kohlanta20083,” has posted two 30-second teasers of the latest episodes last Tuesday. No one knows, however, how long this could evade copyright watchdogs. Poor town hopeful With all the exposure Caramoan has been getting, Mayor Constantino Cordial Jr. says he foresees his fourth-class municipality achieving second-class status within five to 10 years. According to Cordial, Caramoan residents are also looking forward to the P320-million infrastructure projects pledged by President Macapagal-Arroyo through the Camarines Sur provincial government. According to the mayor, the amount will cover expenses for the road networking, seaport repair and airport construction. “We are in favor of all the development projects. But we have only one plea—that nature be preserved at its best,” says Cordial in a mobile phone interview. Gota beach, which was closed to the public by the provincial government last summer because of the “Survivor” taping, has been reopened to the public. However, Caramoan residents are now charged an entrance fee of P150 and tourists, P300. Cordial says the amount is quite expensive especially for the locals. Camarines Sur Gov. Luis Raymund Villafuerte has said that once development projects are in place, the entrance to Gota beach may not always be free. He also says Caramoan residents will benefit from the development of Gota beach in terms of employment opportunities. Second time Tourism Secretary Ace Durano, during his visit to Caramoan on May, said this was the second time “Survivor-France” chose the Philippines for its location. “Survivor,” a popular TV reality game show produced in many countries, isolates its contestants in the wilderness to compete for cash and prizes. They are divided into tribes and they vote off other contestants until only one is left. The show is known to choose locations in exotic environments. Last year, “Survivor-France” was shot in Palawan and after it was aired, the number of French tourists arriving in Palawan increased by 23 percent, Durano said. garycooper March 12th, 2009, 11:20 AM Me, either... I only hear Makro just now.... Makro is a multinational wholesale membership supermarket but more on lower end goods. The local franchise is owned by the SM group. It has several stores in Metro Manila, in Cebu and in Davao I think. It's concept is similar to PriceMart and Costco in the US. Also similar to S&R in the Philippines its just that S&R is a bit high end. Neola NAGA CITY, March 13 (PNA) -- The city government here earned brownie points on local project implementation as visiting Bank World officials urged its city officials to borrow more to fund more development projects. World Bank Country Director Bert Hofman was in the city last Tuesday, March 10, to do ocular inspection of World Bank-funded projects and discuss important issues with the stakeholders and city officials. Hofman’s group proceeded to inspect the drainage system along Diversion road here funded by the international organization. There, Naga City Mayor Jesse M. Robredo joined Hofman and company for an on-site discussion about the drainage system’s effectiveness in flood prevention, especially in surrounding barangays and the Central Business District II (CBD II). They were also joined by the engineers responsible for the construction of the said system. The group then proceeded to the Triangulo multi-purpose learning center, another World Bank-funded project, to discuss matters regarding urban poor housing and the city’s social services with several barangay councilors and residents joining the dialogue. During the hour-long discussion, the World Bank officials shared their concerns with Mayor Robredo as the latter explained the city’s programs for the urban poor. Hofman expressed his concern over the perception that the city government has few financial resources to continue its socialized housing programs. The mayor replied, saying that with the construction of SM City Naga and other commercial ventures in CBD II, the city is set to collect additional income for the improvement of its programs. Based on the local government’s computation, the city is expected to collect P30 million in taxes from SM alone. The World Bank executives also showed keen interest in the city government’s fiscal policies, even suggesting that the city borrow more from development institutions. Mayor Robredo then explained that despite the Landbank’s P359-million credit ceiling for the city, the local government has only borrowed P130 million to finance its programs. He also emphasized the role of a strong informal sector, referring to the urban poor constituents, saying that they are the assets of the city. The World Bank officials also recommended micro-financing as an alternative and expressed concern over Naga’s economy in the face of a global financial crisis. Mayor Robredo assured them by saying that “It’s a matter of attitude.” The group then left the center and proceeded to the City Hall to discuss in detail the city’s existing programs and future projects. Vice Mayor Gabriel Bordado and City Planning and Development Officer Willy Prilles attended the informal discussion. During the one-and-a-half hour long meeting, city and World Bank officials discussed a wide range of topics, from financial concerns to the assessment of the concerns identified in the 2003 World Bank City Development Strategy. Prilles briefed the officials on the status of the programs initiated through the organization’s reports and brought up the issue of the Naga river’s rehabilitation. According to the city planning manager, most of the goals identified in the 2003 report have been achieved except for some projects which require substantial capital from a development and financial institution such as the World Bank. Interfacing with the city officials, particularly Mayor Robredo, on the city’s governance policies, Hofman compared the city’s 12 indicators of progress to the World Bank’s own 11 specific goals. He lauded the city government’s active consultation with NGOs, people’s organizations, and civic groups which is an important element in the pursuance of development projects. The World Bank country director also asked about the city government’s policies on setting priorities on planning projects. The mayor responded by pointing out that the local government prioritizes social services over non-essential services. As an example, he invited the officials to inspect the main city hall building which is modest in its Spartan look, adding that the city is known for it’s frugality. After lunch at a restaurant along Magsaysay Avenue, the World Bank officials proceeded to meet the officers and members of the Metro Naga Chamber of Commerce and Industry. They then traveled by car to Legazpi City to visit other World Bank-funded projects in the province of Albay. Neola NAGA CITY, March 13 (PNA) --- A multifaceted approach to fire safety, prevention and firefighting is being undertaken here by personnel of the Bureau of Fire Protection (BFP) to institutionalize proactive community participation against fire and other emergency situations. The approach seeks to empower the community – including children – by enabling them to take appropriate action at first sight during emergency incidents. City Fire Marshal Chief Inspector Achilles M. Santiago, M.M. said the bureau’s fire safety educators and fire prevention inspectors are now initiating a series of school and barangay-based activities which include inspections, fora, training-seminars, fire drills and organization of groups as partners in its campaign on fire safety and prevention. Along with these activities is “Operation: Sunburn (OS),” which aims to store and update the database of the local Bureau of Fire Protection with important community facts and information from the city’s 27 barangays. The agency is also conducting company inspections in different establishments for any violation of the Fire Code of the Philippines. OS is conducted by way of gathering relevant information direct from the community like the number and measurement of streets, number and types of houses, availability of functional firefighting units/facilities in a specific area such as water tank, public faucets and fire hydrants and other data that may be useful in the conduct of firefighting operations. Mayor Jesse M. Robredo requested City Fire Marshal Santiago to treat as priority in the data gathering the barangays identified as fire-prone or the barangays with fire-prone areas like Tabuco, Mabolo, Triangulo, Lerma, Bagumbayan Sur and Bagumbayan Norte. Santiago said other than the formation of Kiddy/Junior Fire Marshals [K/JFM], his personnel are also organizing volunteer groups in the barangays whose main concern is to coordinate with the city government and BFP the installation of firefighting fighting units and facilities in their respective areas. Like any other approaches, the creation of the K/JFM in the city is also expected to broaden the knowledge of the public on fire safety and prevention and strengthen the capability of the community to minimize the damage of fire. Santiago said K/JFM is a city-wide organization of elementary pupils and high school students coming from public and private schools who wish to take part in the campaign. As part of the city’s observance of Fire Prevention Month which officially began last March 3, Santiago said they spearheaded the holding of different activities recommended by the Office of the Regional Director, such as, walk for a cause, thanksgiving mass, opening program, motorcade and the one minute blowing of horn. They can't and won't compete with SM. Based on the article, Makro is in a different scale of shopping that caters to a different kind of shoppers. It's a supermarket, so it's far different from SM. PM has 4 floors and SM has only 2 floors. So, if PM would be made into 2 floors I think it would just look like a 2-storey SM. But in GFA, no question about that, SM definitely has a larger GFA compared to PM. (I don't mean to compare the two but I want to get only the precise information regarding the two malls. This is not to flaunt whatsoever because it doesn't actually matter which is which. I have shopped in PM and I'm gonna shop in SM soon so as a shopper I have the right to know any information about the two biggest malls in the region. If someone views this as a comparison then comparing with others is good because you would know how fast or how slow you are in every way therefore you'll have the urge to catch up with the others as fast as you can. You would probably imitate or emulate what he does, his practices for you to catch up with him. If you're going to compare yourself on your own basis then you might be left out. You have to look at the bigger picture.) garzland March 13th, 2009, 04:27 AM Salvar Salog to be Relaunched (www.naga.gov.ph) NAGA CITY --- The city government here, thru the city environment and natural resources office and other participating groups, is relaunching ‘Salvar Salog’, a save the Naga river project, on March 21, with an eye to keep the storied river clean and livable at all times. Mayor Jesse M. Robredo said the city government has forged a stronger partnership with other government agencies and the private sector to sustain a no-nonsense drive to save the river. The ceremonial relaunching, which will be held along Magsaysay Bridge at 6:00 a.m. will be witnessed by volunteers from the Tupad Project of the Department of Labor and Employment, Isko Basurero of the Naga Philippine National Police Office, the 45th Ready Reserve Air Group of the Philippine Air Force, and the Naga City Council for Women. The Naga River is the traditional route of the Penafrancia fluvial procession which is the highlight of the annual regional fiesta. This once pristine body of water divided the old native settlement of Naga and the then Spanish city known as Ciudad de Nueva Caceres. It served as a navigable waterway and a fishing ground for both sides of the two settlements until they became one to be the ecclesiastical seat of the Bishopric of Caceres in the Indies. Also expected to attend the relaunching ceremonies are students from different colleges and universities in the city, the Ladies in Green, and the Association of Barangay Captains. The ceremony will be highlighted by a report on the status of the river and the corresponding measures and approaches being implemented for the river’s protection and environmental enhancement. In 1997, the Department of Environment and Natural Resources had placed the river’s water quality at “E”, and was upgraded to “C”, attesting to its livability for freshwater fish and other aquatic resources. A study showed that increasing economic activities have placed a strain on the city’s water resources, including the Naga River and put the health of its residents at risk. There is undoubtedly an urgent need to mitigate the negative impacts being caused by the polluted effluent from the residential homes along the river and the public market for which the city would soon put up a wastewater treatment plant. Former Barangay Chairman Ramon Antonio of Dinaga said almost 1.5 tons of wastes and garbage are being fished out daily from the river by the combined crew of river “sweepers” from the six barangays that span the river. Last Tuesday, at least two residents were apprehended after they were caught in the act of throwing waste into the river. City Environment Officer Oscar Orozco said city ordinances prohibit the throwing of garbage into the river, the setting up of pig pens along the river banks and the construction of structures that encroach the river easement and cause erosion thereat. Neola NAGA CITY, March 13 (PNA) -- The city government here earned brownie points on local project implementation as visiting Bank World officials urged its city officials to borrow more to fund more development projects. World Bank Country Director Bert Hofman was in the city last Tuesday, March 10, to do ocular inspection of World Bank-funded projects and discuss important issues with the stakeholders and city officials. Hofman’s group proceeded to inspect the drainage system along Diversion road here funded by the international organization. There, Naga City Mayor Jesse M. Robredo joined Hofman and company for an on-site discussion about the drainage system’s effectiveness in flood prevention, especially in surrounding barangays and the Central Business District II (CBD II). They were also joined by the engineers responsible for the construction of the said system. The group then proceeded to the Triangulo multi-purpose learning center, another World Bank-funded project, to discuss matters regarding urban poor housing and the city’s social services with several barangay councilors and residents joining the dialogue. During the hour-long discussion, the World Bank officials shared their concerns with Mayor Robredo as the latter explained the city’s programs for the urban poor. Hofman expressed his concern over the perception that the city government has few financial resources to continue its socialized housing programs. The mayor replied, saying that with the construction of SM City Naga and other commercial ventures in CBD II, the city is set to collect additional income for the improvement of its programs. Based on the local government’s computation, the city is expected to collect P30 million in taxes from SM alone. The World Bank executives also showed keen interest in the city government’s fiscal policies, even suggesting that the city borrow more from development institutions. Mayor Robredo then explained that despite the Landbank’s P359-million credit ceiling for the city, the local government has only borrowed P130 million to finance its programs. He also emphasized the role of a strong informal sector, referring to the urban poor constituents, saying that they are the assets of the city. The World Bank officials also recommended micro-financing as an alternative and expressed concern over Naga’s economy in the face of a global financial crisis. Mayor Robredo assured them by saying that “It’s a matter of attitude.” The group then left the center and proceeded to the City Hall to discuss in detail the city’s existing programs and future projects. Vice Mayor Gabriel Bordado and City Planning and Development Officer Willy Prilles attended the informal discussion. During the one-and-a-half hour long meeting, city and World Bank officials discussed a wide range of topics, from financial concerns to the assessment of the concerns identified in the 2003 World Bank City Development Strategy. Prilles briefed the officials on the status of the programs initiated through the organization’s reports and brought up the issue of the Naga river’s rehabilitation. According to the city planning manager, most of the goals identified in the 2003 report have been achieved except for some projects which require substantial capital from a development and financial institution such as the World Bank. If the riverbank project would be patterned with Marikina's it would need a lot of area and that is not possible because most of the area are already developed except of those residential areas which can easily be displaced. PM has 4 floors and SM has only 2 floors. So, if PM would be made into 2 floors I think it would just look like a 2-storey SM. But in GFA, no question about that, SM definitely has a larger GFA compared to PM. (I don't mean to compare the two but I want to get only the precise information regarding the two malls. This is not to flaunt whatsoever because it doesn't actually matter which is which. I have shopped in PM and I'm gonna shop in SM soon so as a shopper I have the right to know any information about the two biggest malls in the region. If someone views this as a comparison then comparing with others is good because you would know how fast or how slow you are in every way therefore you'll have the urge to catch up with the others as fast as you can. You would probably imitate or emulate what he does, his practices for you to catch up with him. If you're going to compare yourself on your own basis then you might be left out. With its retro 60s signature look, Biggs’s store design easily stands out at the central business district of this city where fastfood chain outlets like KFC, Jollibee, McDonalds, Greenwich and other restaurants crowd to grab attention. It's not due to the population of Naga alone but also other areas surrounding Naga like Camaligan, Canaman, Magarao, Milaor, Bombon, and Calabanga 'coz if you're going to look at the population of the city it has only 160,000 which means it could not support such establishments. However, high purchasing power of the city residents are also highly attributed to this. From Naga to Caramoan it takes 5-6 hours by land. I suggest, take the route via Sabang San Jose. From Naga - Sabang it takes 1.5 hours by land and from there 3 hours to Guijalo port by sea then from Guijalo to Caramoan proper for less than 30 minutes. I suggest ask a favor from the natives there or officials where you can park your vehicle. From Naga to Donsol it would take 3 - 4 hours. From Naga to (Mayon)Legazpi, it takes 2 - 3 hours. If the riverbank project would be patterned with Marikina's it would need a lot of area and that is not possible because most of the area are already developed except of those residential areas which can easily be displaced. You have to go back to your jump off point which is Naga or Legaspi.If you are driving it takes about 1.5 - 2 hrs drive from Naga to Mayon and another 1.5- 2.5 hrs drive to Donsol. You won't regret on both going to these places though. It already had a groundbreaking ceremony two years ago but the project was delayed because of an ongoing court case between the developer and a bank which claims ownership of the land. According to a press statement by the developer at a DWNX program, the case was already been resolved by the Supreme Court just this month. The condo project would be re- launched and start construction very soon. The second is government- owned to be built beside the NHA Regional Office in Del Rosario, Naga City. Guys, I'm just surprised how we always want to compare and contrast things about Naga and Legazpi, Albay and CamSur. among others. Size of malls doesn't matter. What matters is how these malls perform and how they help in the further establishment of their respective city's local economy. PM and Landco has helped propel Legazpi's economy. Local patronage and expansion are concrete pieces of proof to that. For Naga, SM is yet to start but we have other key indicators that tell how Naga's economy is performing. I need not elaborate. We know what these things are by heart. Comparing and contrasting is good but overdoing it manifests bitterness, immaturity and crab mentality. What matters is how these malls perform and how they help in the further establishment of their respective city's local economy. PM and Landco has helped propel Legazpi's economy. Local patronage and expansion are concrete pieces of proof to that. For Naga, SM is yet to start but we have other key indicators that tell how Naga's economy is performing. I need not elaborate. We know what these things are by heart. Comparing and contrasting is good but overdoing it manifests bitterness, immaturity and crab mentality. Competition is OK as long as it's healthy. What Naga City needs now is employment for the newly grads. Although SM offers employment but Managerial/Supervisor position is not available for the locals (sabi daa kan mga nag aapply sa SM, an mga boss daa haling Manila bako man daa makua digdi sa Naga) . BPO would be a good source of employment in CamSur. Sutherland offers low compensation or provincial rate salary because they don't have competitors here in Naga, CamSur. If more BPO/call center will open here in the province, it will give more employment and good compensation as well. It will boost the purchasing power of the people here and because of that it will also a benefit to the establishments here in Naga. Nabua is the mother town of Iriga City, Buhi, Bato and Balatan and some present barangays of Bula and Baao in Camarines Sur. Nabua has five districts: Antacudos, Binoyoan, Caobnan, Lupa and Sabang. Economy Primary Products Agriculture contributes a major role to the economy of the municipality of Nabua given its vast alluvial plains. Its agricultural contribution consists of crop production , livestock and fishery. The independent players (including SEAOIL) account for only 5% share of the Philippine petroleum market. Some parts however are personal conclusions. It was the Naguenos entrepreneurial flair that made the city’s business very active. Bicol’s home grown business like Biggs (Bicol’s biggest food chain, Graceland Baker’s Plaza (Bicol’s second biggest food chain), South Star Drug- now considered a big player in drugstore business next to Mercury) all originated from Naga. Magsaysay Avenue was used to be desolated, but boomed with the entrepreneurial sprit of the Abella’s. They opened up Chili Peppers and now grown to five branches- one in Legazpi, and two in Makati City and one in Eastwood City. The Avenue Square was built with the upscale market as a target. No locators invested for the belief that Naga was not yet ready for an expensive lifestyle center. The owners franchised the first Max’s restaurant and the first The Coffee Beanery in Bicol. Other upscale Manila based restaurants followed suit like Peaberry and Little Asia. Shakey’s moved in from the Centro. It has also attracted upscale brands like Crocs, Havaianas and Ipenama. When the Westpark opened there were also no locators. The Cabral family franchised the Mocha Blends and Tokyo Tokyo. Other upscale restaurants followed suit. The Lo Family also franchised an international brand, Kopi Roti when they opened Cereza. Other locators followed. Magsaysay Avenue is now an established market for upscale restaurants. The Abella’s are now building another facility. The locators this time, are all company owned (like Yellow Cab and Starbucks). Other investors are fighting for every available space in Magsaysay Ave. Thanks to city zoning; regular fast-food chains are discouraged in the area as it would smother the upscale competitors with their value meals. If I am not mistaken there are now more than 30 restaurants in that strip. CWC is also a grand entrepreneurial idea of Gov LRay. Look what happened to the Cam Sur Tourism. Because of the active entrepreneurial spirit in Naga City, even E- Mall was able to attract Robinsons Supermarket as its anchor store which our Embarcadero is finding difficult to recruit. These are the reasons why more banks, more upscale land developers, even upscale Memorial Park developers, Manila based Cable Companies started pouring in. It is the people that make the city. Naga City is lucky for having brave entrepreneurs. Legazpi is also lucky for having Elizalde Cu who bravely invested in Legazpi despite all odds. As in my previous post, I am happy that he partnered with LCC as its anchor Supermaket. LCC is the original Bicolano Mall that made both Albay and Camsur business very active in the past. With all the giant competitors pouring in n Bicol- LCC needs all the support of all Bicolanos to survive. Once the Legazpenos’ entrepreneurial spirit wakes up, we will catch up. Embarcadero being unique development could attract big time investors once it operates. One observation, EM is marketed as an upscale development- but does not have the focus of Avenue Square of accepting only upscale tenants. Re- launching EM to a different target market would help it take off. Invited by Bicol governor, Lray Villafuerte, it was a three- day sabbatical of fun in the sun and surf as we vied for the top spot of the intense competition at Lago Del Rey. Out of the 5 groups, I was part of the White Team led by Sports Unlimited hosts Marc Nelson and Dyan Castillejo. http://www.mb.com.ph/sites/default/files/cam-sur.jpg Stars which served as team captains for the other contingents were John Estrada (Red Team), Reema Chanco (Maroon Team), Gary Estrada (Sky Blue Team), and Bobby Yan (Navy Blue Team). Other celebrities present at the event included: Joey Marquez, Drew Arellano, Raymond Gutierrez, Denise Laurel, Nadia Montenegro, Ketchup Eusebio, Cheska Litton, Jordan Herrera, Claudine Trillo, and many more. We were given a hands-on tour of CWC’s world-class amenities. Of course, on the top of our list was the world famous man-made wakeboard cable lake. Some also got a taste of the other family-oriented activities there like water volleyball, kayaking, giant water slides, skiing, dragon boating, as well as boat racing on the newly constructed CWC boat lake. Each night of the competition was accompanied by parties with overflowing drinks and music by the likes of Sinosikat and Truefaith. The nightlife at Lago Del Rey during the festivities was truly fit for a king (or queen, for that matter)! I’d like to give special thanks to ace photographer Raul Teehankee for sharing his snapshots with me, as my digicam got soaked during the weekend splash-fest. The stars were given uniforms and gear before the formal competition which included Republic beachwear, Skull Candy headphones, and rations of the regional delicacies including pili nut snacks. The first leg of competition was a water volleyball tournament which proved very difficult for some teams. Those with the taller players had an obvious advantage as others struggled to keep their heads above water. Glare from the sun did not make the game any easier. Next was a kayaking adventure of sorts where the stars had to paddle about the boat lake and collect floating plastic balls for points. The final part of the competition was a grueling floating obstacle course that included challenges like wall-climbing, trampoline jumping, a giant waterslide, and good old fashioned swimming races. The poolside of the Cam Sur Villas served as the stage for the final evening’s awards ceremonies. Taking home the top honors for this year’s Lago Del Rey Aquafest was the Sky Blue Team with the Red Team coming in at a very close second place. My team, the White Contingent rounded off the top 3 rankings. After the awarding where teams received prizes like return trips to CWC, Hawaiian Tropic gift packs, Hugo Boss perfumes, and more, it was an all-night revelry. Celebrities were thrown into the pool left and right while club DJ’s spinned at the turn tables until early morning. All in all, our weekend in Cam Sur was one to remember and a wonderful experience of what CWC has to offer. Red Now the no. 1 tourist destination in the Bicol Region, Camarines Sur, or just CamSur as Gov. LRay Villafuerea wants his province to be known, welcomes guests to its new water sports complex called Lago del Rey (the king’s lake in English). The 18-hectare manmade lagoon lies just a several meters across the wakeboarding lagoon that have made Camsur Watersports Complex (CWC) the first world-class watersports complex in the Philippines and the best cable park in the world. We flew to Pili recently for the launch of Lago del Rey. While I am from the neighboring province of Albay, I have never been to CWC since it was built and launched some three years ago. My curiosity to see the development in the once sleepy town of Pili had me packing some clothes for a two-day visit to the tourist facility. The complex is a short ride from the Pili (Naga to air travelers) airport and is actually located in a land that the province owns. The capitol building is nearby, so is the governor’s mansion. Lago del Rey is the latest facility in the complex and was being unveiled to guests via the Summer Aquafest. A celebrity challenge at the lagoon (not wakeboarding this time) was going to be highlight of the aquafest. “We’re staying true to our commitment of bringing only the best and most complete water sports park here in the Philippines and all over the world. With Lago del Rey, families, friends and kids can truly enjoy an unforgettable getaway in a place which caters to whatever watersports they prefer,” said Gov. Villafuerte during a press conference at the restaurant fronting the wakeboarding lagoon. “My opponents said that if I lose, they’d turn this into fish pond,” Villafuerte said, controlling laughter. “But I won, so we decided to build another lagoon so we can offer more activities to our guests.” The manmade lagoon was awesome in its construction. Yet, the governor was determined to build it and it became a reality in less than a year. Remember that this is right in the middle of a land that was formerly planted with rice. Water source is from underneath the ground. Now, CWC with Lago del Rey as another attraction offers very affordable wholesome family water sports entertainment. At one end of the lake, there’s giant water slides, aqua wall climbing, water polo, water volleyball, kayaking, aqua obstacle course, paddle surfing, boat-towed wakeboarding and skiing, dragonboating, and of course, pure and simple swimming. The Lago del Rey also has a Kids’ Activity Center providing suitable water-oriented sports and entertainment for children. The celebrities and media invited by the governor enjoyed a weekend of fun water-based competitions, which also became a fitting celebration to welcome the summer. They also tried the exciting amenities offered by the Lago del Rey, where they got to unwind and experience simple yet fun water sports activities. A White Party was also held to welcome the guests who enjoyed a sunset cocktails gathering amid on the southeastern shore of the lagoon. The governor and wife Lara had a grand time with the guests that included Joey Marquez, John Estrada, Gary Estrada, Raymond Gutierrez, Ryan Yllana, Tim Yap, and JM Rodriguez and a host of starlets and stars wannabes. A jazz-rock band (my memory seems to fail me) played music till the wee hours. The following day, more celebrities planed in, some from as far as Legazpi. Drew Arellano came right in time for the Celebrity Challenge… he was with the White team along with new arrivals Marc Nelson and Dyan Castillejo, Ronnie Henares and wife Ida Ramos. The games lasted till sundown, after which the governor and wife hosted a dinner party as most of the guests would be flying out of Pili early morning the following day. Sky Blue team with Gary Estrada as team captain and Gov. LRay as one of the members were declared champion with a mild protest from John Estrada’s Navy Blue team… all for fun of course. The CamSur WaterSports Complex is the only government-owned and -run tourism complex in the country that is making money for itself. “It is self-sustaining,” Villafuerte said. “With the income from the wakeboarding alone, we are able to send many children to school, all under the provincial government’s sponsorship.” If reelected in 2010, it will be LRay’s last term as governor. He has many things on his planning board…. the development of Caramoan, where another episode of Survivor (French edition) is being shot when we were there, and the development of Mt. Isarog as a biker’s trail. He hopes that whoever takes the governor’s seat after his term is over would continue what he had started and reap the benefits from it.
