this area has less traffic during night time there would be no problem if will close the inner roads to vehicles for the night market.

Thirty students gear up for AmCham’s summer leadership program

(Manila, Philippines) – Thirty student leaders from various universities nationwide were selected to join this year’s Business Orientation Program (BOP) of the American Chamber of Commerce (AmCham) on April 2-9. In the course of this week, the students will be exposed to the “real world” of business and have the opportunity to discuss business and economic topics with the country’s top CEOs.

The 30 successful AmCham BOP participants were among the 145 applicants for the program this year. The applicants underwent qualification tests and personal interviews by AmCham’s BOP committee members.

Among the schools represented by the participating students are UP Diliman, De La Salle University, Ateneo de Manila, Enderun Colleges, Far Eastern University, University of Asia and the Pacific, San Beda College, University of the East, Centro Escolar University, St. Paul University - Quezon City, Polythecnic University of the Philippines, Ateneo de Naga University, Holy Angel University, UP Cebu, University of Baguio, University of Cordilleras, University of San Jose Recoletos-Cebu, Silliman University, Mindanao University, Ateneo de Zamboanga University, Xavier University-Ateneo de Cagayan de Oro, and Ateneo de Davao University.

Now on its ninth year, AmCham continues to provide business college students skills enhancement and career opportunities. The program, which consists of a week-long schedule of activities, gives qualified college students opportunities to understand key international business and economic issues through site tours in multinational companies, in-depth discussions with management professionals, and project analysis and presentation.

Activities of the program include site tours in American multinational companies, seminars from AmCham member firms, business projects, and opportunity to interact with BOP alumni, US Embassy officers, AmCham Board of Directors and other AmCham members during a pre-program cocktail reception and the closing awards dinner at the end of the week.

Aside from exposing future corporate leaders to the “real world” of business and commerce, AmCham BOP, due to the participation of students from different backgrounds, also helps to enhance mutual understanding, cooperation, and communication skills – all valuable tools for their future in the business world.

“The American Chamber is really proud to have initiated this program for the benefit of tomorrow’s leaders, and is committed to continue providing this educational experience to support and contribute to the Philippine business community,” AmCham BOP Chair Leslie Murray said.

yes nice idea. btw is the sunday market at magsaysay (the covered walk near avenue square) still on? perhaps a sunday night market can also be done, fridays and saturdays, a smaller version of mercato centrale at the fort.

if naga were to have its own version of the night cafe (fridays and saturdays), we just have to properly and efficiently install enough comfort rooms in the right places. i was still in cdo when the cafe began and initially this was the problem. the next day, the area (particularly the gate area of xavier university where i was then based) always reeked with urine. :ohno:

but surely it was and remains a good place to relax with family and friends, with very affordable food items that ordinary people can afford -- a lot of grilled food, esp.

yup, Banchetto... ok din yun...

i wish that the city night market idea would be repackage into something like the CDO night market and cafe or the Banchetto in Ortigas or much better night market for all Naguenos and guests. Partnered with the Naga River rehabilitation project, that area of the city will be alive even at night.

the last time we had this, it was like an oridnary tiangge.

i remember, there were plans to closed that part of the city (near Plaza de Nueva Caceres) to vehicles. i don't know if the city will still pursue it. I think it was part of the revitalization project for CBD 1.:cheers:

this neighborhood has three "sides": the religious, the residential, the commercial.

with Sa Harong ("barbecue, gallery, cafe") the neighborhood woke up and it became a destination for good eats. i just hope Sa Harong will come alive again, whether in Barlin or somewhere else. think good barbecue, dinuguan and java rice- long, long lines for the heavenly barbecue at the height of Sa Harong's smokingly glorious days.

Naga City, (April 28 2011) – The creation of the 4th legislative district of Camarines Sur as a new province redounds to the benefit of the constituents of the district, but the national government, now taking on a crippling budget deficit, may not have the capability nor the willingness to support the clamor.

This is the opinion of lawyer Norberto Manlangit, an expert on Local Government Code of the Philippines (LGC) and a constituent of the 4th district, also known as the Partido Area.

Manlangit acts as the facilitator of an incoming summit, scheduled in Naga City on May 21 this year, tackling the creation of a new province.

When created, the new province is entitled to an automatic Internal Revenue Allotment releases from the national government. But the Aquino administration may not be too eager to stretch its finances. “Our administration may not support this move even if the 4th district has met all qualifications for its creation as a new province because of the financial crisis”, Manlangit admitted.

According to Manlangit, Camarines Sur with 35 municipalities and 1 component city spread accross a huge area (5,266.8 square kilometers) is now hard to manage. Dividing Camarines Sur into two smaller provinces results in easier governance, Manlangit adds.

Meanwhile, 4th district Congressman Noli Fuentebella who promised to file a bill creating the province of Camarines Oriental (or Nueva Camarines) when congress resumes sessions in May, appears to be doing his homeworks. Second distric Congressman Dato Arroyo admits that Cong. Fuentebella has asked for his support but he prefers to make a final decision on the issue after consulting with his constituents. Another prospective supporter, first district Congressman Rolando Andaya, Jr. has yet to make a pronouncement on the matter.

I'm also against with the creation of another province... These proponents are taking advantage on the province's popularity... They should have done that long time ago if they were really serious enough to fast propel the development of the place...Governor has worked hard so much to make Caramoan a tourist destination and now here they are.......:ohno:

^^ I think it's not about Caramoan's popularity. It's the eligibility of their area to be a separate province and have its own IRA. But what's weird is, after all L-Ray did to popularize Caramoan and other places in Partido, they will secede from CamSur. :ohno:

all our new SJ assignments officially take effect every May 15 (i.e, everyone has to be in the new place/ post not later than this day). He will be in Naga by May 10 for some transition work before the outgoing leaves May 12.

GMA7 skeds Naga, CamSur TV shoot

NAGA CITY --- A production crew from GMA Network, Inc, one of the leading TV networks in the country, will be in town on the first week of May, next month, to shoot favorite tourist destinations in this city and the province of Camarines Sur for its newest feature program on GMA News Channel, dubbed “Weekend Getaway,” a travel show.

GMA Network’s Program Researcher Aubrey Sangalang wrote to inform CamSur Gov. LRay Villafuerte and Naga City Mayor John Bongat that their crew intends to visit and shoot footages at the CamSur Watersports Complex (CWC), Caramoan, Mt. Isarog and Malabsay Falls in Naga City, and other interesting sites in the city and province.

Hosted by two-time best travel show host Drew Arellano, the show features and promotes tourist destinations in the country and Asia. The show also delves and further exposes diverse culture and traditions in these places, Sangalang stated.

CamSur gears up for Kaogma fest


PILI, Camarines Sur --- This year, the province will mark once again its founding anniversary with an array of colorful and scintillating activities designed to provide entertainment and enjoyment.

On its 432nd Foundation Anniversary, the celebration kicks off on its actual foundation date, May 27 with the Holy Mass, followed by the colorful opening ceremony slated to be led by Gov. LRay Villafuerte.

Naga joins LGUs in adopting CBMS

NAGA CITY --- This city is the latest local government unit (LGU) that has adopted and implemented a unique database system that allows policymakers to keep track of their economic reforms.

This developed as the city recently conducted an orientation and training on the implementation of the Community Based Monitoring System (CBMS) in the whole city.

DILG Secretary Jesse Robredo, who was the guest speaker during the opening ceremony, lauded Naga’s involvement in the implementation of the CBMS, which he said, will tell the LGU “if what they’re doing is right.”

“CBMS would guide LGUs to focus their plans on the basic and essential needs of the community,” Robredo added.

For his part, Naga City Vice Mayor Gabriel Bordado said that CBMS will serve as their baseline in monitoring and determining the impact of the city government’s programs and services.

“This system will also help us which economic areas we should focus on to better serve our people,” Bordado added.

Developed in the early 1990s, the CBMS now has a unique feature which uses information technology to protect the data from natural and man-made calamities and the confidentiality of the data gathered to provide policymakers and program implementer with a good information base for tracking the impact of various economic reforms on the vulnerable groups in the society.

Current applications and uses of CBMS are on local planning and budgeting, design of poverty reduction and related development programs, focused targeting, localizing the Millennium Development Goals, and program-impact assessment.

Participants included 114 enumerators and encoders from 27 barangays, composed mostly of Barangay Nutrition Scholars, Barangay Health Workers, Brgy. Secretaries, students, barangay officials and 3 guest participants from the municipality of Bula, Camarines Sur. Also present during the seminar were BLGD Director Manuel Q. Gotis, CBMS Network Team Leader Dr. Celia Reyes and DILG Region V Director Blandino Maceda.

April 29, May 1 at CWC

PILI, Camarines Sur – Saturday, April 30 will determine who are the best long distance runners hereabouts as Gov. LRay Villafuerte stages from the CamSur Watersports Complex this year’s edition of the North Face 100 that will see the participation of thousands of the best runners from the Southeast Asia and Pacific region compete in tough, trail long distance runs including a lung-busting 100-kilometer marathon that could last more than half a day long.

More than twice the regular Olympic marathon that measures only 26 miles and 386 yards equivalent to only 42.1195 kilometers, the North Face will traverse selected mountain and back trails of several towns at the foothills of Mt. Isarog and Mt. Iriga that will test the mettle, endurance and stamina of the most highly trained and seasoned runner.

Thus, the North Face 100 that will kick off from and wind up at the CWC at 3:00 o’clock a.m. of Saturday, April 30 has been dubbed the ultra marathon to break all barriers.

For the less daring, there are choices of shorter distances: a 50-kilometer run also set to start simultaneous with 100 km. from the Bamboo Farm in Ocampo and finish also at the CWC; and two more shorter distance runs on the next day, Sunday, May 1, of 22 kilometers starting from Kuta Elias Angeles of the 9ID at Tinangis, Pili also at 5:30 a.m. and an 11 kilometer run from the CWC at 6:00 a.m. that will both finish at the CWC.

All distances are open to both men and women.

This is only the second time the North Face 100 will be held in the Philippines, the first was last year along the chilly mountain trails of Benguet and Baguio. The organizers opted to transfer the venue to CamSur with its simmering tropical summer weather to give the runners a greater challenge.

The North Face 100 Philippines is this year’s second stop of the TNF 100 Asia-Pacific series that includes skirmishes around the region played in Taiwan last April 9 with the next hops here on April 30 and May 1, in China May 7 and 8, in Australia May 14 and 15, Singapore October 15 and in Japan November 6. A race in Thailand is mulled to be added next year.

“We’ve moved the course to CamSur where the scorching summer heat and taxing terrain will challenge our trail runners to break all boundaries,” said The North Face division manager Jundel Llagas.

“We only choose the most challenging, picturesque and unspoiled landscape for our courses in keeping with our TNF spirit, Never Stop Exploring, added race director Neville Manaois.

expand Naga City Youth Center

NAGA CITY --- The City Government of Naga is set to expand services to the city’s youth with the proposed construction of the Youth Center Annex at the Civic Center.

Bayan Muna Rep. Teddy Casiño was in Naga April 15 as the guest of honor during groundbreaking ceremony for the planned annex, which includes provisions for a fitness gym and office space for government agencies catering to the youth.

Mayor John G. Bongat and City Councilor Nathan Sergio welcomed Casiño to Naga and expressed gratitude over the partylist representative’s generosity. Casiño explains that the P 4 million slated for the construction of the two-story building was sourced thru the efforts of Bayan Muna and Kabataan Partylist. He also expressed elation over the city’s plan to establish a fitness gym at the said building. Casiño and boxing champion Rep. Manny Pacquiao are co-authors of a bill calling for the creation of fitness gyms in the country’s LGUs.

The proposed structure will house the office of the City’s Sangguniang Kabataan Federation, according to Mayor Bongat. He says that there is also a plan to invite the National Youth Commission to transfer their provincial office to the said building. In addition, the City Government has also secured a donation of several computer sets for a low-cost internet cafe housed at the Youth Center. The mayor explains that the cafe will cater to Naga’s youth.

Also present during the groundbreaking ceremony were Sangguniang Federation President Dan Paolo Morales and City Youth Mayor Jenny Orpia. Both youth leaders said that the expansion of the present youth center will greatly help Naga’s youth. Bayan Muna members, City Youth Officials, SK Federation officers, and youth representatives from Bicol Habitat were also present during the event. Meanwhile, Mayor Bongat believes that the youth center should really be for the youth’s benefit and not only in name.

“Our youth is our nation’s greatest resource and we have the supreme obligation to ensure that they have a better and brighter future,” says the Mayor.

Both Mayor Bongat and Rep. Casiño believe that the proposed building will be finished before the year ends.

By any other name

That which we call a rose, by any other name, would smell as sweet. This often quoted Shakespearean statement is in fact an understatement of what is important in having a name associated with culture and significant in history. In the City of Naga, a number of historical and cultural structures were given new names that virtually drained these structures of the values they stand for.

Take the case of what used to be Calle Padian, now re-named Caceres street. This strip of land in the very heart of Central Business District 1 was once the site of the decrepit structure of the diocesan seminary. The structure was of light materials even as the town builders in the fledgling Spanish government did not yet know then the technology in the manufacture and use of bricks. This old calle was referred to as the place where those who were studying for the priesthood were schooled and trained. Hence the name of “padi,” the dialect for priest, was associated to the street. Another piece of historical information about this calle was that the area was designated for Chinese merchants to ply their trade --- a location outside the perimeter of the native settlement, separated by the river, and done for security reasons. Hence the use of the name “parian,” referring to the Chinese merchants.

But somebody thought of changing the name with “Caceres” --- perhaps to endear himself with the local clergy of the Archdiocese of Caceres ---- not aware of the fact that the very name “padian” has a historical value for the local church and under the guidelines of the National Historical Commission of the Philippines (NHCP), formerly the National Historical Institute, should not have been changed.

(Where are the pesetas now? How much has been poured into the city’s coffers?) The honor of naming a bridge after, given by this generation to, Governor Claveria freshens up old wounds that bespeak of tyranny against culture and burns down any trace we could have of our ancestors.

Take the case of naming the old Naga City Public Market --- the largest public market in Asia even until now --- with the more contemporary “People’s Mall.” All features considered, this structure does not come up with the basic items found in malls, such as a spacious car park with security guards, several escalators servicing the people from the ground to the deck floor, centralized air-conditioning unit, sanitized comfort rooms, well polished floors, an activity center, uniformed customer service crew and salesgirls, a lotto betting station, and a lot of other amenities. The SM City Naga is a mall. The “People’s Mall” is a blasphemy to the name “mall” even as it does not have such amenities. It is a haven for jueteng bettors and collectors.

But somebody thought that changing the name of that half a century old “Naga City Public Market” could give the market a fairy godmother’s gift of elegance and sophistication. To all intents and purposes, the hands of the clock in that public market are fixed at twelve o’clock midnight. Evidently, former Congressman Ramon Felipe and Mayor Vicente Sibulo are, to say the least, disturbed by the christening even as this is a deliberate deletion of their name in the history of that market, for which they had labored furiously to erect within their term. Being a structure that made the City of Naga rise from the ashes of World War II, the structure and its old name are part of history and, under the guidelines of the National Historical Commission of the Philippines, cannot be changed at will, much less by anybody who gives no importance and value to history.

What is in a name? There are lots of history and value in a name. By any other name it will not smell as sweet.

Why God invented Mothers

A famous saying states that “God could not be everywhere and so He invented mothers.”

I will probably never understand what this means because I will never be a mother. But if there is God-like in what mothers do, it is their unconditional love for their children. They will sacrifice everything for them. They will make sure that their children are protected, safe and happy. Mothers may be upset or hurt by their children, but at the end, they love them no matter what. Always forgiving, mothers usually support their children all the way, without expecting anything in return. The children’s happiness is a mother’s happiness.

Admittedly, when I was growing up and even as an adult, I never had the chance to share my feelings with my mother. In fact, I never really thanked her for everything she did for me. Not that I did not want to. But I just did not feel the need to express it. It’s as if I was socialized to keep my feelings to myself, part of the cultural stereotype of the heroic male – independent, self-reliant and macho. But I never was emotionally distant from her. Deep inside me I was grateful for her support, advice, concern, sacrifices, and love.

Sometimes in my quiet moments, I ask myself if it would have made a big difference if my mother, even for once, heard me thank her for everything she did. I don’t know what the answer is. She would probably appreciate and feel good about it. But she would not make an issue out of it, if it were not to happen. And this is what strikes me about my mother – she always understands. When all is well, she puts all her children before anything else.

I often get a twinge of sadness when Mother’s Day approaches because I miss my mother. She died more than eleven years ago. There are many things I miss about her. But what I miss the most is telling her that her love for me and my siblings lives on in her grandchildren.

I was reminded of this the other day when I received an email from Laya, my eldest daughter, asking her younger sister, Mutya, what they would give their mom this coming Mother’s Day. I know that their love for Lynn, their mother, is overflowing and this will translate to their own love for their children when they themselves become mothers.

My mother would be proud to know that when Laya and Mutya give us cards on special occasions such as birthdays and Christmas, they never fail to acknowledge and thank us for supporting and loving them. How I wish I could pick up the phone and call my mother in the great beyond to tell her that her love for me now lives in her granddaughters and their mother. She would probably be happy.

Describing a mother’s love is virtually difficult. There is no word to really describe it. If there are words to describe it, they are never enough. Most people do not understand the feelings that a mother has for her children unless they become mothers themselves. A mother’s love can only be understood by those who experience motherhood. One has to be a mother to give this kind of love.

In hindsight, now I know why my mother wanted very much to have a daughter. She wanted someone who will grow up to become a mother like herself and experience the joy, meaning and wonders of motherhood. But fate was not on her side. She had four boys instead. But fate has a strange way of making one’s desire come true.

This Mother’s Day I will finally be able to pick up that phone and tell my mother that the love she gave me now lives on in her granddaughters.

Where were you during Martial Law?

Thank God I had a lot of time to meditate on a lot of things during the Holy Week! I prayed for my Mom and Dad, my dearly departed relatives, friends, and acquaintances, and most of all, I tried to discern what God has in store for me, for the rest of my Earthly Life.

In the course of my ‘in house’ personal Lenten Retreat I thought about that ‘cold’ and ‘stale’ request to have the other ‘half’ of the ‘Conjugal Dictators’, former President Ferdinand E. Marcos, finally buried in the ‘Libingan ng mga Bayani’. Of course, everyone has the right to be buried where his or her Family desires. But Ferdinand Marcos’ ‘carcass’ which, by now, must be made up of mostly WAX and bones, after lying in a state of ‘Suspended Decomposition’ for 22 years; all because of this bizarre desire to bury an alleged notorious Dictator and Plunderer (who, even if he was not Tried and Convicted, has allegedly been Encyclopaedically labelled a ‘THIEF’), in a ‘HEROES CEMETERY’! ‘Sosmaryosep!’ Aside from F.M.’s alleged ‘FAKE’ Post-War Medals of Valour, can anyone give us some really good and believable reasons that would make us forget all the atrocities and alleged TORTURES committed on more than 10,000 Filipinos during Martial Law? Can the terrifying memory of that ‘bloody’ Reign of Terror (when countless ‘victims’ vanished in the dead of night, never to be seen again!) be erased by even one ‘Heroic Act’ and allow Mr. Marcos to be buried in the Heroes Cemetery? The much bruited about ‘Visual Progress’ then, was, allegedly, not without a ‘payback’ in the form of Millions of Dollars in COMMISSIONS given to ‘dummies’ with documented Swiss Bank accounts!

Of course, our Post Martial Law babies may no longer remember the Reign of the ‘Conjugal Dictators’ and what they did to our Country’s Economy, AND to our National PSYCHE! How our Modern Day Historians failed to document this horrifying Tyrannical Rule in our school books, just like the Spanish, Japanese, and American Occupations, really is something that must be looked into! The ‘Marcos Occupation’ lasted a lot longer than the Japanese, and it might’ve ‘traumatized’ us a whole lot more than their ‘Kempetais’ did! It institutionalized a ‘Culture of Corruption,’ not only in the Bureaucracy, but, as just recently revealed, more so in the Military Establishment (which just had to be kept happy and ‘satisfied’ in exchange for a ‘Coup-less’ Reign!). Most Presidents, except, perhaps, President Cory Aquino (who allegedly ‘survived’ about 7 Military Coups!), have had to be propped-up by a ‘Sea of Bayonets’ ever since, thanks and no thanks to the ‘CODDLING’ System seemingly instituted by these Conjugal Dictators!

Most of the ‘PRO’ Marcos ‘hero’ advocates now seem to be arguing for his burial at the ‘Libingan’ AS IF Martial Law was just a ‘Bad Dream’ or ‘Nightmare’ that did not happen; AS IF the thousands of Torture and ‘Kidnap’ Victims were lying through their teeth; and AS IF EDSA 1 was just an elaborate Political ‘CONSPIRACY’ designed to wrest Power from the Marcoses, who were doing ‘GOOD’ in running the Country, for their own benefit and that of their ‘Cronies’ who comprised roughly 10% of the entire population!

Come on! IF F.M. was a ‘hero’ how come he had to make that ‘Great Escape’, at the HEIGHT of the People Power Revolt, from Malacanang to Hawaii (not Paoay), after U.S. Senator Richard Lugar advised him to: ‘Cut, and cut clean’? Was it not said that FLIGHT is an undeniable indication of GUILT? Even if it might be too late in the day, I would like to suggest that our Congressmen legislate into Law the need to revise our Philippine History Books in order to ‘VIVIDLY’ include this sad and loathsome Chapter in our Country’s Past! Ignorance of the Past might lead some ‘nincompoops’ to repeat it! Besides, ‘nincompoops’ with a PRICE on their ‘balls’ are just so dangerous they might even try to ‘resurrect’ Marcos from this air-conditioned ‘crypt’!

Indeed, the mere fact that Marcos is even being considered to be buried at the Nation’s ‘Heroes Cemetery’ could be an indication that, after all is said and done, our Justice System, and even the entire Country itself, has not only gone to the ‘dogs’, but that it is now ‘ably’ run by ‘NINCONPOOPS’ who are now on top of everything! To those who still insist on burying an internationally acknowledged DICTATOR at the ‘Libingan ng mga Bayani’, I just have one more question: on which side of the ‘fence’ were you during ‘Martial Law’?

IBP Governorship

The Lenten season is over and we are back to the old grind while at the
same time looking forward to the long, hot summer season. Indeed, how time flies!

And how time changes! There used to be times in the past when the Lenten season is observed with great solemnity and reverence. Most people stay home in prayerful mood or in churches in observance of the passion and death of Jesus. While some still opt to observe the season in the silence of their hearts with the whole family either at home or in churches, many has find the occasion as an opportunity for frolicking, or going to nearby beach resorts to bit the summer heat. In fact, some has observed that along Magsaysay Avenue in Naga City, there were videoke bars which were opened and catering to the public last Good Friday.

As I write this column, the campaign for governorship of the Integrated Bar of the Philippines (IBP) in the different provinces of the region is heating up. In the Bicol Region (Region V) my former colleague in the bench, retired RTC judge Leonor Gerona-Romeo of Sorsogon invited me and some incumbent and retired RTC judges for fellowship dinner at a local restaurant along Magsaysay Avenue with the incumbent president of the IBP Camarines Sur Chapter to solicit support for her bid for IBP governor for Bicol. Camarines Sur chapter has two voting delegates composed of IBP president Bong Rivero and his Vice-president Lucy Torres.

Retired judge Leonor Gerona-Romeo is the elder sister of incumbent RTC Judge Milagros G. Quijano of Iriga City and daughter of the late Fernando Gerona Jr. Who was at one time IBP Governor for Bicolandia. With her work experience, educational background and awards of judicial excellence behind her, she deserves the governorship for Bicolandia of the IBP. The elections for governor is scheduled in Catanduanes this coming May 7.

The country will celebrate Labor day on May 1. As usual, the labor sector’s needs will be highlighted on this day. While Malacañang has previously rejected the suggested P125.00 increase in daily wage, it would seem that president Pnoy’s economic advisers are coming up with recommendation for other economic measures to uplift the daily earnings of the labor sector.

Indeed, with the rising prices of goods and commodities, the daily earnings of the rank-in-file employees are barely enough to meet their daily needs.

LRV’S Achievements

I am not much a fan of Camarines Sur 3rd district representative Luis R. Villafuerte and to be blunt I have never voted for him in all his gubernatorial and congressional candidacies. The only time that I gave him my full support was when he ran as an assemblyman during the elections in 1984 when he, together with Senator Edmundo B. Cea, Congressman Ceriaco ‘’Boboy’’ Alfelor , Congressman Rolando R. Andaya ( who are now all deceased), as opposition candidates, with their group indentified as ‘’APAT NA AGUILA.’’

My disdain for the 3rd district solon hinges primarily on his abrasive practices as a politician. I remember very well what happened to former Mayor Vicente P. Sibulo of Naga City whose candidacy was practically sabotaged by the opposing camp which a few days before elections put up another Sibulo just to ensure that votes cast in favor of Enting Sibulo were considered stray ballots. So many other dirty tricks have been employed by the legislator which to me are indicative of one’s character. At that time LRV was a staunch disciple of the Marcos dictatorship which had absolute control of the Comelec.

Be that as it may, the performance of Congressman Villafuerte in terms of infrastructure projects cannot be overlooked. We cannot simply close our eyes to achievements visually proven. A lot of roads connecting the different towns in LRV’S district have either been finished or initiated during his 1st and 2nd terms. No other congressman within the whole Bicol Region can match his performance, I dare say. Even 2nd district congressman Dato Arroyo cannot question this assertion. Besides, Dato’s infrastructure performance may be principally attributed to his being then a presidential son.

In the case of Villafuerte he was able to squeeze funds from the national government which are beyond his congressional allocation. This notwithstanding the fact that his party affiliation has been in serious question on several occasions.

To cite an example of LRV’s outstanding infrastructure performance, the massive concreting of road projects in the Municipality of Calabanga is a clear proof. I should know this owing to the fact that sometime in the late 1990s I acquired a modest piece of land at Binannuaanan Grande.

When I ventured to develop the land I encountered so much difficulty due to either dilapidated or yet to be constructed roads. No water facilities either for drinking or washing purposes were obtaining that is why I had to spend much for the erection of an electrically driven water pump.

Sometime last year three routes were opened from the mainline (between Calabanga and Tinambac) towards the mountainous barangays of Calabanga. Now partially finished is the road from Manguiring, via Kamuning to the junction of Binannuaanan Grande and Binannuaanan Pequeno. The other route that branches out from the mainline turning right at Paolbo is now partially concreted. A 3rd route from the mainline that turns right somewhere along Barangay Belen and eventually leads to the junction of Binannuaanan Grande (near Binannuaanan Grande Elementary School) has been opened.

Such roads have been of significant contribution to the farmers’ efforts in food production.

Just recently, drinking water facilities have been opened, connecting the water pipes between Binannuaanan Pequeno and Binannuaanan Grande.

To me this is a monumental development I have seen the pitiful sight of children in those barangays fetching water from far flung springs. They had no choice because no artesian wells were available then.

That is why I cannot help but express my admiration to Villafuerte. What previous elective officials have failed to do for so many years have been realized by him.

Of course the local officialdom of Calabanga, including some barangay officials concerned deserve to be commended for their concerted efforts. They have been very patient in following up to realization these projects particularly the potable water system.

Certain quarters will surely point out that the execution of these projects are marked with anomalies. But that is another question. Meantime, give credit where credit I due.

In a world gripped with so much materialism, civil strifes, calamities and even famine, the pompous wedding of United Kingdom’s Prince William and would--be Princess Catherine Middleton, a commoner, comes as a welcome respite. It temporarily diverts the world’s preoccupation on negative events that sap humanity’s capacity for positive attitude. At least romance can hopefully be a breather to a weary mankind.

Definitely, the William—Kate wedding affair will only have a temporary anesthetic effect and just like any other wedding it will encounter troubles along the way.

The fate of Princess Diana’s publicity—hounded marriage with Prince Charles will certainly be very fresh in the memory of UK’s heir apparent. In the final analysis, with all the pomp and gaiety of a wedding celebration the royal couple will have to settle with reality, minus all the royal trimmings. In plain, they have to live up with day-to-day developments as ordinary humans capable of loving to the fullest but also an open prey to the pitfalls of marital discords, as ordinary humans. This happened to Charles and Diana, whose relationship ended up not only tragically but also scandalously.

At least romance is present even in troubled times.

That which we call a rose, by any other name, would smell as sweet. This often quoted Shakespearean statement is in fact an understatement of what is important in having a name associated with culture and significant in history. In the City of Naga, a number of historical and cultural structures were given new names that virtually drained these structures of the values they stand for.

Take the case of what used to be Calle Padian, now re-named Caceres street. This strip of land in the very heart of Central Business District 1 was once the site of the decrepit structure of the diocesan seminary. The structure was of light materials even as the town builders in the fledgling Spanish government did not yet know then the technology in the manufacture and use of bricks. This old calle was referred to as the place where those who were studying for the priesthood were schooled and trained. Hence the name of “padi,” the dialect for priest, was associated to the street. Another piece of historical information about this calle was that the area was designated for Chinese merchants to ply their trade --- a location outside the perimeter of the native settlement, separated by the river, and done for security reasons. Hence the use of the name “parian,” referring to the Chinese merchants.

NAGA CITY---Even as the Court of Appeals (CA) has ruled in their favor with modifications on the ejectment order against the Naga City government, the Mariano heirs were not satisfied, so they filed a motion for reconsideration that essentially retains the decision of the Regional Trial Court Branch 26.

Danilo David Mariano, one of the heirs of the five-hectare property co-owned by Don Macario Mariano which the RTC Branch 26 ordered returned to them after decades of occupancy by the Naga City government and other government agencies, revealed that they wanted the decision of Judge Felimon Montenegro retained.

Modified decision

In a modified decision, the CA has affirmed the “ejectment order” issued by Montengro that ordered Naga City government and other government offices to “immediately vacate” the five-hectare property the heirs of Don Macario Mariano claim.

But the 25-page CA decision promulgated on March 7 modified the monthly rent Montenegro ordered paid to Mariano heirs from P2.5M to P250,000, citing co-ownership of the contested property with Jose Gimenez.

Co-owned by Mariano and Jose Gimenez, the CA set P500,000 as monthly rent to the five-hectare being claimed by Mariano heirs from the P2.5M Montenegro has set in his decision.

“It should not therefore, be burdened too much in the computation of the monthly rental when it has contributed in a major way in making the area an upscale one. Thus this Court submits that the monthly rental of Php500,000 is just and equitable under the circumstances,” the CA ruled.

In the motion for reconsideration filed by Mariano heirs, it is argued that the standard basis of computation of reasonable rental set by the Supreme Court was based on the “evidence presented by the party during the trial of the case.”

The Mariano heirs find the CA took judicial notice based on the appreciation of the place and the surrounding areas which they see did not follow the so-called standard in computing reasonable rental.

The CA has reduced the rental set during the trial at the lower court from P50/square meter to P10/square meter.

“Record will show that respondents presented and offered in evidence during the trial of the present case, a contract of lease to establish the reasonable compensation for the use of the disputed property in the surrounding area of the disputed property. With the presentation of the aforesaid documentary evidence that established the rental of the leased premises surrounding the area of the disputed property, a determination to fix the reasonable compensation for the use of the disputed property was passed upon by the court a quo, based on the evidence presented, as required by our Supreme Court,” according to the motion for reconsideration.

Bikolano War Veterans hold their annual assembly in Naga City on Saturday, April 30, 2011.

According to Commander Lope Rili, Sr., Vice President for Bikol of the Veterans Federation of the Philippines, an estimated 300 veterans coming from the six provinces and seven cities of Region 5 shall attend the one-day assembly at Champagne Garden Reception Center in Taal Avenue, Naga City.

The theme for the event is "Mga Beteranos kampi sa katuninongan & hustisya, pero laban sa pangungurakot!" (Veterans for peace and justice but against corruption)

Francisco San Miguel, VFP Executive Vice President/Secretary General shall be the guest of honor.

Also attending are Former Congressman Eddie Pilapil, First President of Sons & Daughters of Veterans; Hon. Estrella 'Beth' Santos of Veterans Party List & Naga Mayor John Bongat who shall welcome the veterans visiting the city.

According to Commander Rili, the war veterans will make an appeal to the government and to President Noynoy Aquino to grant immediately the additional 1,700 pesos to every veteran's monthly pension as dictated by Republic Act 7696.

RA 7696 was passed into law in 1994 but the additional pension is yet to be implemented.

Naga City (April 29 2011) – At a press conference with the Bikol media held at the Avenue Plaza Hotel yesterday, Will Graham, the 36 year old American evangelist, said that the only message that he would like to bring to the Filipinos is that God loves us all.

The preacher is in Naga City for a four-day "Celebration of Hope" concert that kicked off yesterday at the Freedom Stadium at San Jose, Pili Camarines Sur before a crowd of thousands.

The concert lasts until May 1 and is admission-free to everyone. Famous movie stars and singers are expected to join Graham.

Before going to Bicol, Will Graham paid a courtesy call to P-Noy at Malacañang.

Gamely revealing some of his thoughts to the local media, Graham says that if the Reproductive Health Bill will help the people, it is our duty to pray for divine enlightenment for the President and the members of the Philippine congress.

On Catholicism, he says that he admires the leadership of the Pope.

Asked about the beatification of John Paul II on May 1, he confesses he is ignorant about the process.

On the royal wedding of William and Kate that takes place today in the United Kingdom, Graham admits that he is more interested in the fight of Manny Pacquiao on May 8.

The Naga City Government was honest and transparent to inform us that there was a decline of about 8.58% in the amount of new investments in the city from 2009 to 2010 (State of the City Report, 2011).

The value of new investments in 2009 was P1511 million and only P1382 million in 2010.

Expectedly, the level of employment in the same period also decreased by 17.38% from 6690 individuals employed in 2009 to only 5527 in 2010.

These figures were taken as opportunities, not threats, by the current administration of the City under Mayor John Bongat. Moreover, the Mayor's vision was not only confined within the boundaries of Naga. He inspired the entire Metro Naga Development Council, composed of 13 local government units, to work toward a tourism-led growth.

The MNDC Tourism Board was formed to implement a three-year plan where each member-municipality will develop attractions that are unique to their own community and people.

This tourism-driven economic development, which aims for balanced growth in the MNDC area, hopes to establish a level playing field among stakeholders.

The plan is anchored on President Noynoy's philosophy of strengthening public-private partnerships. Local businesses will infuse investments in tourism like tour packages and accommodations, including the establishment of food enterprises, transport services, and promotion/sale of local products.

The public sector, on the other hand, will take charge of regulations and security. For instance, the City's Tourism Act of 2009 institutionalized an accreditation program to ensure that tourism-related businesses comply with high level of standards. Moreover, LGUs are expected to put up Tourist Assistance Centers.

In the Philippines and all around the globe, particularly in developing countries, tourism has become the major tool toward development.

But consciously or unconsciously, each country, province or city carry a different philosophy on tourism. In Naga for instance, do we first and foremost protect the cultural fabric of our own society or openly adopt new cultural values brought by foreign visitors? Do we strengthen our own values and practices as a community or do we alter popular beliefs to accommodate tourists? Do we welcome change in mentalities and adopt new concepts particularly that we view work and human relationships differently from those in foreign countries? Do we prioritize economic income over protecion of our social and cultural environment? Do we accommodate tourists' need for entertainment like bars, discos and other forms of leisure or do we safeguard our traditional way of living?

I would have wanted to see industry distribution of this new investment. In recent years, i think it was mainly in the service, retail and housing sectors. I hope to see more growth in the manufacturing sector. This is where the impact to the local economy is greater especially if it creates opportunities for exports.

Last year's performance is not bad though considering the continuing economic difficulties across the globe. Metro Naga council has yet to this day to show concrete achievement in terms of elevating the standard of living across lgu members.:):):)

Reportedly, Perez was reacting to the information that the Provincial Government of Camarines Sur plans to put up an entertainment center for tourists at the Provincial Capitol ground.

Taking note that the Provincial Government has already an established dollar earner in the CAMSUR Watersports Complex (CWC), Peraz insists that Naga City must not lag behind. “We like some of those tourist dollars to be spent in this city so that our economic growth can be sustained,” Perez said.

Naga City (April 30, 2011) - Bikol’s Regional Tripartite Wages and Productivity Board (RTWPB) will not grant Labor Day salary hike to the private sector workers because no labor group petitioned for it. This was confirmed by RTWPB employers representative Edgardo Navarroza.

The Aquino administration had called for granting salary increase to private sector laborers and Navarroza said that the RTWPB seriously considered the proposal even without any petition from labor groups. “Prices of everything is getting out of reach by ordinary workers and they need salary increases for survival,” Navarroza added.

On the other hand, the absence of aggressive demand for salary increases from labor is a boon to industrial peace in the region. “The economic situation in Bikol cannot even sustain profit for investors. It’s an additional burden for the employers to support any salary hike,” Navarroza said.

One of the highly noted plan discussed by the executive secretary of Mayor JB is the transfer of the flower vendors at the Plaza Rizal once the proper turn over takes place sometime this June. Such brilliant idea would certainly make our City Plaza more vibrant and worth spending those leisure times.

many of us may like the new name -- from "market" to "mall"-- but i still cringe at the idea. imo, it is a disconnect. i agree with the point raised by the bicolmail editorial - not only the point of posterity (sense of history) but also that of propriety (is it really a mall?). as a teacher and student of history, i share an appreciation for names. they enshrine and preserve what we cherish most. they serve as symbol for what we are, how we see ourselves, what we hope to be.

while in other cities we see a movement to re-claim what has been lost, a return to the old/ traditional -- "sunday markets" in the village, "weekend markets", "night markets", "Tiendesitas", in our own yard we are doing a away with tradition (tradere: passing on) lured by what seems and sounds modern.

with the sweeping changes in our city i still hope things are not swept away easily. moving forward is certainly the way to go but this doesn't mean leaving behind what we ought to keep.

just sharing some thoughts. dios marhay na aga po sa gabos! :)

CamSur Airport Update:

According to reliable sources and also on a news item in Bikol Reporter, a new CamSur Airport will rise in San Jose town in Partido.

It has already been approved and an initial 20 million has already been released for the project and work had already started.

It is not a international airport but of international standards and would accomodate bigger and modern planes.

It is apparently a BOT project by Chinese Investors that would utilze to fly ther planes directly to Bicol thru the Partido route.

I'll post the news item on this thread tonight.

Outgoing USI President, Sr. Ma. Asuncion G. Evidente, DC, was the star of the Easter Sunday musical extravaganza staged at the University Auditorium at 7:00 pm. A highly accomplished pianist, talented cellist, and patron of the arts, Sister Sony – in a very rare public performance – wowed friends inside and outside USI with beautiful and complicated piano pieces, delighting these lovers of fine music.

Sister Sony certainly signaled that fine music is alive and well at USI and the Naga community. To wit:

After the Invocation performed in dance by the USI Ambassadors of Culture and Arts, and the Philippine National Anthem, a string ensemble (Rodolfo Cornejo) “Caprice on a Filipino Air” was rendered by Christian Tejero (violinist), Timothy Marlowe Hidalgo (violinist), Pat Calisura (violinist), and Joseph Villaber (pianist). Sr. Virginia Nacional, DC was soloist (“Holy City” by Stephen Adams) with Sister Sony on the piano. There were choral renditions by the BM Chorus Class of “Bicolano Ako” (Ferdinand Dimadura) and “Tagalog Songs Medley” (May Palacio) with Mr. Paul Padillo as accompanist and Director. On Piano I was Mrs. Teresita Hidalgo and Piano II was Ruth Mercado as they played the “Planting Rice” ensemble (Lorna C. Abejo and Bievenida O. Tapia). A Family Trio of “Philippine Medley 2” (Lucio San Pedro) was the offering of Venrich Kenosis Hermogeno (banduria), Kazel Marae Hermogeno (marimba), and Cossette Hermogeno (contrabass) accompanied by Mrs. Teresita Hidalgo on the piano.

“Ikaw” (Bicol lyrics by Conggressman Luis Villafuerte) was performed by the Stradivarius Strings, Paula Guevarra, soloist. “Kulintang” (traditional Maguindanao music) was rendered by Pat Calisura on the kulintang, with visual execution by the USI Ambassadors of Culture and the Arts. The USI Symphonic Band with Alixe Dato conducting, did “Poet and Peasant Overture” (Rossini).

CLG Conducts Forum on Replicable Practices in Local Governance

The Center for Local Governance (CLG) in coordination with the Department of the Interior and Local Government held the Forum on Replicable Practices in Local Governance on April 27, 2011 at the CLG Training Room, Ateneo de Naga University. The said activty aims to present and discuss the best practices in local governance of the Local Government Units (LGUs) that have earned recognition for their remarkable results and which can be considered for replication. Further it also intends to assist other LGUs in enhancing their capacities for improved local governance considering the innovative and sustainable programs presented for possible adoption.

The Local Government Unit of Placer, Masbate,through Dr. George S. Galindez, the Municipal Heath Officer presented their best practice on Basic Emergency Obstetric and Neonatal-Care Center (BEMON-C). In the presentation, he covered the various challenges faced by a rural health officer and at the same time the initiatives of the Center and the LGU to promote proper health and sanitation in their locality. Ms. Lorna B. Hayag, the Provincial Human Resource Management Officer/Public Employment Service Office(PESO) Manager of the Provincial Governemnet of Sorsogon, presented the best practice exhibited by their province in achieving the 2010 National Best PESO Award for 2nd Class Province Category. Ms. Hayag stressed out the importance of public service, especially the programs for the poor and deserving students and that the PESO should and always be apolitical. And lastly, the Local Government Unit of Sto. Domingo, Albay, through its Local Chief Executive, Hon. Herbie B. Aguas, presented the best practice of their LGU in achieving the Best Housekeeping Award. Some pieces of advice as to how to replicate the best practices exhibited by the organizations, was thoroughly shared and discussed by that presenters with the participants during the Open Forum.

Various representatives coming from the six provinces of the Bicol Region were present during the said activity. The Forum on Replicable Practices has been a regular offering of the Center to cater and to present the excellent programs of various localities, ready for replication.

this is the main church of iriga, right? this has special meaning for our family since a granduncle, the late msgr pedro lanuza, who was once parish priest here, did some part in the renovation/ construction of the church during his term.

he was buried in this church but recently his remains were exhumed and transferred to the priests' cemetery at the Major Seminary in concepcion in view of the archdiocese's current practice.

If I'm not mistaken, USI will bid for next year's National Debate Championship (NDC). This year, it will be hosted by Xavier University in CDO.

Just a trivia, AdNU hosted the 5th NDC. It was the very first time when NDC was bid out. For the first four years, AdMU hosted the event. Mayo man.:D

Naga City, (May 2, 2011) – Naga Mayor John Bongat has ordered PNP City Director Vert T. Chavez to stop all kinds of gambling within the city's jurisdiction.

According to Mayor Bongat, his administration does not tolerate any kind of illegal gambling, consistent with the main thrust of his administration.

Mayor Bongat said no permit has been issued to any gambling operation in the city, so any collection of betting inside the city is dermed illegal.

On May 4, 2011, the Naga City Council’s Committee on Games and Amusement, presided by Committee Chairman, lawyer Badong del Castillo, shall hear pending applications on operation of Small Town Lottery, Loterya ng Bayan, Virtual games and Casino.

Del Castillo is still mum on the identities of the applicants of the said gambling operations. He even refuses to comment on gambling in general to avoid preempting his committee’s decision.

i've noticed, too, the improvements being made along santonja road, along the sidewalk on the USI side about 3 wks ago. they look like plant boxes. part of the beautification drive, perhaps.

Mayon can really be developed to complement Magsaysay. after all both avenues are close to each other. also, eating places/ gimik spots have begun sprouting in Mayon many years ago, even when Magsaysay wasn't as alive yet.

Remember Capuccino? There was Capuccino Mayon and Capuccino Pen (penafrancia) at one point. i remember the chicken and green rice meal :-)

and of course, there;s the original Triboo Grill.

What's good with the plant boxes is that they are made of bricks, the one used in Plaza Nueva Caceres.

The original triboo grill is located in Mayon pala and now they have branches in CBD2.

pigsundo ko sinda sa terminal Friday early morning.. they stayed at CWC. but they were out the whole day with me, i toured them around siyempre. Her younger brother was a 100 km finisher :applause: first time ninda sa Bicol except for Ryan

these were just few of their comments and observations about Naga, CamSur
1. we have a big and spacious terminal
2. they were not expecting that Naga is that urbanized
3. garo man lang daa Araneta ang CBD II ta
4. our city have huge churches, (binirisita mi kaya gabos)
5. our streets are very wide daw compared to Baguio na medyo sadit talaga especially downtown and main highway. (dai lang ninda narisa na dikit ang parking space hehe)
6. we have very delicious foods. the spicyness adds flavor to everything :lol:
7. our market is so big (nagbakal sinda pasalubong)
8. CWC is really something big for CamSur. naging well known daa because of it and because of Caramoan.

for Albay naman..
as expected. they were so amazed with the beauty of Mayon.. it's so different daw with the one in Nayong Filipino.. siyempre naman :banana:

very limited time lang si visit ninda sa Bicol..
April 29 was Naga City Tour, (dikit lang ngani nadumanan mi) Bisita Iglesia, Pasalubong at Market, Dinner at Bigg's Magsaysay, Nag full tank sa Caltex Diversion (:lol: kaiba sa tour ang Caltex ano Mommy Myonee? :D ) originally, my plan was to tour them pa sa museums ta digdi sa Naga kaso kulang na time, tapos balak ko pa kuta sinda darahon sa The Village kaso dai na tlaga kaya)

May 1 A Dip at Panicuason Hot Spring Resort

according to them... "it's true that there's a happy ending in CamSur" she saw this slogan at the Happy Ending Bar."
BUT, dai nagtatapos dyan.. they will still go back sometime summer next year.. by that time daw madara na sinda car so that they can buy plenty of pasalubong and madumanan pa si mga dai pa nadumanan.

Both the Beginer's Lake and the Big Lake at CWC has been fully booked this summer.

CWC is teeming with both local and foriegn tourists.

My 13 year old daughter who wakeboards has always been waitlisted.

We finally decided to buy her wakeboarding equipment at Billabong SM City Naga so she could go wakeboard anytime.

No waiting this time, except for at the long queue on the big lake.

Also, welcome Puregold management! May 1 I think was the management turn-over and June 15 is the official opening of Puregold Naga.

Regarding the Drive-thru Mcdo at CBD2, I've talk to the person-in-charge that for the meantime the lot will be rented for a car wash business, no Mcdo drive thru yet @ CBD2.

Also, a construction is set to happen at the original proposed site for Mcdo drive thru at Almeda highway. Sir Randism mentioned something about a proposed TV network on the said site (paging sir randism :))

The upper floor of that building is apprently a budget hotel.

I got the info from the interior designer of the said hotel and building.

If the McDonald's on the Go at Shell Magsasay would not close this would be the strore's sixth outlet in Naga City.

1. McDonalds Bichara (open 24 hoyrs)
2. McDonalds Centro (open 24 hours)
3. SM City Naga
4. E- Mall
5. Shell Magsaysay (I doubt if they would retain this- once the Magsaysay branch is open)

Yes, I heard that it was McDonalds earlier this year but was not confirmed.

But with the on going construction of McDonald's Magsaysay, I didn't expect that the Almeda/Diversion would push thru.

And McDonald's opened on the nearby new building beside Beanbag.

The last time I talked to the owners, the last available space would be occupied either by Conti's and Pancake House.

Let us just wait and see what kind of surprise would turn out next in our city.:)

By, let's say 5 years time, Magsaysay will most likely have more restaurants than we could imagine.

Pancake House's pancakes are a little bit pricey for a small city like ours but their serving is huge! A plate has about 4-6 pancakes and their taste is superb!:eat:

I'd love to see a TGI Friday's at Magsaysay. Only problem is that this one's the more expensive one. Sadit pa ang serving. But still, TGIF's colors are very nice and Magsaysay will look much better to have one. Talk about aesthetics.:lol:

The tower appears as if it was inside the fence and very close to the road.

NAGA CITY, May 4 (PIA) --- To promote accessible and reasonable equitable renal health care program of the government, the Department of Health (DOH, through the National Kidney and Transplant Institute (NKTI) will hold a lay forum at the Bicol Medical Center Auditorium here on May 5, 2011.

This endeavor will center its campaign on the Philippine Organ Donation Program (PODP) of the health department which aims to boost public awareness on organ donation and renal disease affecting thousands of Filipinos all over the country for the past few years.

The program which has the following components: Policy and Program Standards, Advocacy/Information Education Campaign, Systems Development, Research and Monitoring, set its sight on informing the public on some frequently asked questions with regards to kidney disease.

The Philippine Information Agency (PIA) , under the Office of the Presidential Communications Operations Office (PCOO), will also assist the DOH-NKTI in its info-dissemination campaign.

The forum also seeks to answer why there is a need to transplant patients even though they are already treated, what is the government doing to promote deceased program organ donation, and what is the success rate if transplant from deceased donors, among others.

Transplant remains to be a practical alternative among patients who are inflected with serious case of kidney disease. Yet in the past years, there was a recorded decline of donations and transplants since the government imposed a clampdown on living non related donors.

Also as collated by the Philippine Renal Disease Registry (PRDR), there are more or less 9,980 patients who have undergone dialysis treatment in 2010. This number is more likely to increase if the disease goes untreated and if right information will not be disseminated to the public.

Invited to attend the event as discussants and to shed light on the aforementioned queries are Dr. Antonio R. Paraiso,PODP Program Manager for Operations, Dr. Reynaldo Lesaca, REDCOP Consultant for Advocacy , Dr. Rosalia Teleg, and Dr. Rizalina Ramos, Adult Nephrology Consultant.

What is sure Kevin is that there is a new McDonald's rising at the new building beside Beanbag in Magsaysay Ave.

The upper floor of that building is apprently a budget hotel.
I got the info from the interior designer of the said hotel and building.

If the McDonald's on the Go at Shell Magsasay would not close this would be the strore's sixth outlet in Naga City.

I'd love to see a TGI Friday's at Magsaysay. Only problem is that this one's the more expensive one. Sadit pa ang serving. But still, TGIF's colors are very nice and Magsaysay will look much better to have one. Talk about aesthetics.:lol:

more names and brands in Magsaysay won't really be a surprise. many people i know are excited about Conti's which is always a crowd drawer/ pleaser. imagine all the cakes and pastries, pastas and desserts, even takeaway meals.

Partition of CAMSUR Up at Sectoral Summit

Private sector powers up voice on province partition

Naga City (May 4, 2011) - The Ateneo de Naga University Institute of Politics through its director, Renne F. Gumba, has formally joined forces with Masscom Arts and Affairs in organizing the First Sectoral Summit on the proposed partition of the province of Camarines Sur into two.

This was disclosed to mediamen by Emil S. Saavedra, the secretary general of the Sectoral Summit.

Director Gumba thus becomes the co-chairman of the summit plenary sessions. Lawyer Gualberto C. Manlagnit is the Summit chairman, Saavedra explained.

The summit organizers are now on the first phase of laying out the groundwork for the unprecedented event which seeks a broader participation of the private sector in drawing up general consensus on the controversial issue.

The Summit takes place at the Madrigal Hall of the Ateneo de Naga University, Naga City on May 21, 2011.

A total of 9 speakers from various sectors shall present views from the business sector, economic experts, youth and the academe--- vis-à-vis taxation, the IRA and investments, the possible effects on the cultural, social, and religious aspects, effects on public services, such as the agricultural sector, the trade and commerce, the labor, transport, and industrial aspects.

Saavedra emphasized that the whole-day event is a purely private sector initiative and may come as a surprise to contending politicians supporting either side of the issue.

“Let us allow the taxpayers this time represented by the participants in the summit to voice out their stand on whether to proceed or to desist from dividing the province of Camarines Sur into two. And since the taxpayers this time will speak out, it thus becomes the obligation of top public servants hereabouts to take heed,” Saavedra added.

The organizers see not just mere political convenience of the politicians involved, but also some significant and striking socio-economic aspects of the issue. So no stone shall be left unturned during the discussions, with focus on the possible advantages and disadvantageous to taxpayers and the people in general.

Summit officers have begun sending out invitations to participants representing various private establishments and institutions. They expect a minimum of 100 up to 130 delegates coming from all over the province.

A registration fee of P500 will be collected from each participant to cover the food the hall rental and other administrative expenses.

The convenor group includes private corporations and non-government institutions, like the National Youth Commission, the Heart of Bikol Foundation, the Camarines Sur Chamber of Fisheries and Marine Industry, and the Pacific Coastal Coco-Coir Manufacturers Corporation.

Naga City (May 2, 2011) — Metro Naga Chamber of Commerce and Industry fully supports the current move to organize and mount a sectoral summit that seeks broader private sector deliberations on the issues involved in the proposed partition of the province of Camarines Sur into two.

Private sector leaders, alongside the Ateneo de Naga Institute of Politics and the Masscom Arts and Affairs spearhead the summit that takes place at the Madrigal Hall of the Ateneo de Naga University on May 21, 2011.

Philip Imperial, Metro Naga Chamber president said he sees nothing wrong with the move of some quarters that draws up public opinion and consensus directly from taxpayers themselves and the general public who we believe shall directly suffer from, or benefit from the proposed partition.

“The objectives of the summit to invoke active and broad private sector participation in governance jibes perfectly with the MNCCI own objectives and policy advocacies,” Imperial added.

“The Chamber members who are leading decision makers and business executives cannot afford to be mere fencesitters and stare blankly at some people partitioning their courtyards and backyards where their business operations and enterprises are taking place. In fact, I have commended the people who have undertaken this initiative, and readily accepted their invitation for the Chamber to participate in the summit,” Imperial further elaborated.

Several other Metro Naga Chamber members, including MNCCI past president Antonio Y. Concepcion, Beda Priela, and Nilo Aureus, have already registered their attendance with the summit secretariat.

Aureus, owner of Goldprint Publishing House and publisher of The Bicol Mail, has enlisted his firms as cooperating agencies and has donated five giant tarpaulins for the summit full gala promo.

Imperial shall be one of the summit speakers representing not only the Metro Naga Chamber but the Central-River-Bay areas of the province. He will speak on the effects of the proposed partition on trade, commerce and industry, investments and the real estate development. He said he is conducting an exhaustive research in order to match the summit objective of “making this activity of significant sociopolitical value for the general good, especially for the generations to come.”

Baao and Marikina Now Sister LGUs

Marikina City (May 2, 2011) - Baao, Camarines Sur and Marikina City are now sister local government units. The formal signing of the Sisters Town and City agreement between the two LGUs took place at the Marikina Sports Center last night, May 1, 2011.

Mayor Mel Gaite of Baao and Mayor Del de Guzman of Marikina City signed the sisterhood agreement.

When interviewed by Vox Bikol, Marikina Vice Mayor Fabian Imperial Cadiz, a Baao native and younger brother of Solicitor General Joel Cadiz, revealed that two busloads of Baaoeños came all the way from Bikol to accompany Mayor Gaite and Vice Mayor Cheri Sapugay for the signing ceremonies and the sports competition and public dance that follow.

According to Vice Mayor Cadiz, the best practices of Marikina which are cleanliness and good governance are to be adopted in Baao and the religiosity of the people in Baao shall be adopted in Marikina.

Vice Mayor Cadiz shall soon be on homecoming visit to Baao on May 28, 2011 as guest of honor and speaker of Baao Bar and Board, an organization of professionals.

Camarines Sur SP Session Strictly Paperless Today

Sanggunian Panlalawigan, Cadlan, Pili, Cam. Sur (May 2, 2011) – Today marks the first time the provincial board of Camarines Sur go paperless in its legislative sessions.

The provincial vice governor and the 13 board members shall be provided laptop computers that are pre-loaded with digital documents, including agenda, journal and minutes that they will need during deliberations.

To keep the legislators at ease in this trial session, no guest is invited nor mission-critical issue discussed.

Many curious observers, however, are expected to come to see for themselves how Camarines Sur legislators conduct a paperless session.

The problem, according to Board Member Dominggo Briones of the League of Barangays, is that many of them are not yet computer proficient.

Who are they? If you like to know, come and watch the session this afternoon.

According to the Provincial Secretary, lawyer Joselito Figuracion, this historic session begins at exactly 3PM.

It is not known as yet whether all sessions of the Sanggunian Panlalawigan of Camarines Sur shall be paperless henceforth.

“Create another district, and not divide the province of Camarines Sur.” That’s the firm stand of Congressman Sal Fortuno of the 5th District of Camarines Sur or widely known as Rinconada Area during his interview with Vox Bikol on March 2, the eve of the town fiesta of Nabua, Camarines Sur.

“From the existing five districts, create a sixth one based on the constitution in order to add another congressional representation,” he said further.

“To date”, according to the congressman, “Camarines Sur has 1.5 million population, the biggest in Bikol region. If the province will be divided, the population for each will become small. But if a new district is created, with at least a 250,000 population, instead of dividing the IRA between two small provinces, an additional 70 million worth of projects each year will go to the province coming from the pork barrel for the new district.”

For months now, the partition of the province has been a hot issue in Camarines Sur.

Gov L-Ray Villafuerte is against the move to create another province and most provincial board members echo his opposition to the plan. According to some provincial legislators, the move is untimely because Camarines Sur right now is experiencing a tourism boom and one of the top ten income earners in the whole country.

Four out of five congressmen of Camarines Sur did not sign the bill authored by Cong. Noli Fuentebella who plans to submit it when congress opens on Monday, May 9, 2011.
