Saka pangit na naggo-grow ang CBD2 tapos puro grasslands ang nasa atubangan saka gilid ng coliseum. O kaya duman sa may STI or Bicol Access. Sana mag-allot na ning lote for sale to companies/businesses tapos mag-allot ning lote para sa landscaped parks/gardens para dai dry hilingon ang CBD2. :okay:

Had I known about this seminar earlier than today, which is being held just right outside our subdivision, I could have signed up. :( I saw this activity earlier this afternoon with a Honda Jazz kicking it's ass on the dirt. Coolness!

When I got back near the site to take a photo, there's no one driving around and the sun was scourging hot that I had to go back home.

Just talked to Mr. EFM, (my friend who'se name I revealed in my previous posts- who used to be in a pharmaceutical company) from RLC few minutes ago.

The acquisition of their Naga Property has been finalized.

So there- we will just wait for the official announcement coming from them.

Here comes Robinson's Place Naga.

They are also looking for a 4 hactare in Daet, Camarines Norte for their next Bicol expansion. I'll give you his number if you're interested to offer a property.

This would be the third Samaguita Hotel in the City.

A hotel in Magsaysay Ave. together with McDonald's Magsaysay are also being built.

CamSur Airport Update:

According to reliable sources and also on a news item in Bikol Reporter, a new CamSur Airport will rise in San Jose town in Partido.

It has already been approved and an initial 20 million has already been released for the project and work had already started.

It is not a international airport but of international standards and would accomodate bigger and modern planes.

It is apparently a BOT project by Chinese Investors that would utilze to fly ther planes directly to Bicol thru the Partido route.

I'll post the news item on this thread tonight.

LUNGSOD NG LEGAZPI, Mayo 13 (PIA) --- Sa 21 aplikanteng kolehiyo sa Bicol na nagbalak na magtaas ng tuition fee, 14 lamang ang naaprubahan ng Commission on Higher Educatuon o CHED.

Ang 14 na eskwelahang ito ay siya lamang nakapagcomply ng mga requirements ng CHED at siayng nakapagsumite 15 araw bago ang nakatakdang konsultasyon.

Ang pagtataas ng tuition fee ng 14 na eskwelahan ay dahil sa una na ang pagddemand ng mga faculty at staffs ng eskwelahan na magkaroon ng umento sa kanilang sahod.

Pangalawa ang pagddemand din ng mga estudyante na ma-improve ang kanilang mga facilities at equipments na ginagamit sa pagaaral.

At pangatlo na lamang dito ang Return of Investment ng eskwelahan.

Kabilang sa 14 na eskwelahan na magtataas ng tuition fee ngayong darating na pasukan ay La Consolacion College, Daet Cam Norte - 10%,Ateneo de Naga University - 5%, Liceo de Masbate - 10%,Cam Norte College - 10%, Tiwi Community College - 50%, Partido College - 12%' La Consolacion College, Iriga City - 8%, Catanduanes College - 10%, St. Louise de Marillac College of Sorsogon - 10%, University of Saint Anthony - 6.67%, Our Lady of Lourdes College - 18.53%, Southern Bicol Colleges - 20%, Libon Community College - 128.57%, Masbate Colleges - 10%.

Ang pitong eskwelahan naman na hindi naaprubahan ng CHED sa balak nitong tuition fee increase at ang 1. UNC 2. STI Legazpi 3. Mariners Polytechnic College, Rawis 4. Peña, Tabacco 5. St. Peter de Baptist College 6. STI Naga 7. OAS Community College.

I'm still recuperating from high blood kuno...My lab test showed that my cholesterol is .01 higher than the normal level....

Nagtutumar ngani ako ki tolong klaseng bolong, su saro for 1 month maintenance then after 5 days mabalik ako sa duktor para maaraman kung talagang high blood ako.....su BP ko 140 over 110....:)

bedridden ako for nearly 3 weeks (since last week of April), marhay ngani ta okay na ko ngonian :cheers:

DBP bags international award for CamSur project
State-owned Development Bank of the Philippines’ support for the local growth and development of Camarines Sur bagged the award for local economic development during the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP) Development Awards held on April 20 at the Acapulco Hotel in Kyrenia, North Cyprus.

The award recognizes DBP’s collaboration with the provincial government of Camarines Sur, particularly its credit support to finance various infrastructure projects designed to boost tourism, trade, and community services in the province.

Accepting the award in behalf of the bank, DBP chief operating officer Edgardo F. Garcia said: “CamSur, as it is more commonly known, has gone a long way from being one of the Philippines’ poorest provinces to become the top tourist destination that it is today. And we take pride in being part of that success story.”

Garcia added that the DBP credit facility supported other projects such as public school buildings, the construction of concrete roads, bridges and public facilities like barangay halls, day care centers, public
markets, drainage and water systems.

Garcia emphasized: “CamSur’s success story continues to unfold as we see it; and DBP hopes to continue being one with its local government in its pursuit of more community growth prospects. In the long term, we envision to replicate this success in other Philippine provinces and communities.”

DOT expects more than 3.75M tourists in 2011
MANILA, Philippines - The Department of Tourism is expecting more than 3. 75 million tourists this year, with a significant increase in domestic travel.

In an interview on ANC's “Dateline Philippines Weekend,” Tourism Assistant Secretary Chicoy Enerio said his office is working with other agencies to have more access to various destinations by developing more domestic airports and attracting more airline investors.

Statistics showed that there were at least 3.5 million visitors in 2010, with Boracay, Camarines Sur, Cagayan de Oro, Camiguin and Vigan as top destinations.

Enerio, however, said the country is still lagging behind its neighboring countries.

He is urging local government units to manage their respective tourism industries well.

Saving beach culture
As you’re reading this, I’m in Boracay enjoying the many wonderful things the island has to offer. Going to the beach is a yearly thing for me, especially during summer, and I can safely say that it’s a tradition many other Filipinos. Beaching is a culture all by itself in Philippine islands as we have a lot of breathtaking beaches. And that’s one of the perks of living in the tropics.

Beach culture is a diverse concept. It crosses social classes and lifestyles. We all have different expectations of what makes a trip to the beach perfect. Some like it isolated and peaceful; others prefer seeing familiar faces in parties as if everybody’s left the city and migrated to the beach. And we have every destination to cater to both those whims and everything else in between.

Boracay, being the island of choice to every seaside party, has plenty of accommodation options to suit all budgets. Rates are as low as P500 per night off-peak and as high as P30,000-plus when demand is high. The entire coastline of the island is developed and lined with resorts and boat stations. The main beach, where all the happenings are, is almost just like the city with food stalls, retailers, restaurants and resorts.

In fact, all this development is putting the island at risk of losing all its sand due to erosion and illegal exportation of the sand by tourists. Recently, smoking and building big sand castles have been banned on the areas near the water to help in waste management and to prevent people, especially locals who ask for money when tourists pose by their sand castles to take pictures, from digging up big holes on the beach. This enactment by the mayor’s office was met with criticism by some tourists who consider the sand castles as an important attraction.

And that’s the problem with a highly commercialized natural destination. As with any other place on Earth, an influx of visitors bring more harm than good. Take Puerto Galera, for example—once named one of the world’s most beautiful bays. It’s often called the poor man’s Boracay with its very economical food and lodging options. Being near Metro Manila, you don’t need to fly to get there. This equates to a lot of tourists. This also equates to a lot of trash. During Holy Week, there’s almost no room to walk around as the whole white beach area is filled with people. Swimming is also not as enjoyable anymore because of all the boats and the fact that the water can cause itchiness at times.

Those are two of the country’s most famous beaches and there are more:

Siargao, which gets very busy in September because of an annual international surfing competition, is easier to manage because it’s very far from the city and it only gets really crowded during the competition itself and not during other seasons. The beaches of the Caramoan peninsula in Camarines Sur is getting a lot of publicity because of the local government’s efforts to position it as a destination of choice. Palawan is among the world’s most photographed places because of its picturesque sceneries and seemingly untouched resources, both underwater and on land. Potipot Island used to be a secret until it was discovered and now flocked by backpacking tourists. Then, there’s Batangas, Panglao, Guimaras and many other nooks and crannies in these 7,107 islands.

There used to be plenty of beaches that fall under the category of “off the beaten path.” Today, we’re left with an endangered few. We take great pride in our beaches and our thriving beach culture. It’s one of the top, if not the top, tourism lures that we have and capitalize on. But what are we doing to preserve these utterly precious natural wonders? Many of us have marveled at the famous Boracay sunset. We’re a lucky generation. Miguel Luis Villafuerte seeks Sarah Geronimo's affection, sends her flowers
Camarines Sur governor Luis Raymond 'LRay' Villafuerte's eldest son, Miguel Luis Villafuerte, has reportedly pursued in courting the PopStar Princess, Sarah Geronimo. He continues to send the singer-actress flowers, reports on Sunday said.

It was in late March when Miguel first became a favorite subject of articles in entertainment websites and print media.

Talk show host and talent manager Boy Abunda in his program, “The Buzz,” confirmed then that Miguel sent the Pop Star Princess a bouquet of flowers during the premiere night of her hit movie “Catch Me... I'm In Love.”

Reports said Miguel first met Sarah at her concert in CamSur almost two years ago when the latter helped the province promote its tourism campaign.

MANILA, Philippiness -- At age 19, these lovers already knew their search for a lifetime partner was over.

Still, somewhere along the way, they decided to call it quits.

Just a few months after the breakup, though, LRay Villafuerte brought his lady love, Lara to their special place—the helipad at Susana Heights—where he popped the question in a very unromantic fashion: “You wanna get married?” which Lara answered with a very casual, “yes.”

Using their personal savings of P60,000, they had, according to now CamSur Governor LRay, a very beautiful garden wedding at the then Philippine Plaza attended by 300 guests.

Coming from an illustrious family of politicians (his grandfather and his dad, Luis Villafuerte, Sr. both served as governors of CamSur), one would have expected a grand, lavish wedding celebration.

But Gov. LRay and Lara opted to have it their way especially when there was opposition from their families for them to get married so young.

Gov. LRay sees young love and marrying young from a different perspective:

“The problem with most people is that they keep on looking, searching endlessly for the right partner. But most of the time, that person is right in front of them. But they hardly notice this person because they’re always searching for someone better. So they waste a lot of time and effort in their crazy pursuit and eventually, they realize, they’ve run out of choices or it’s already too late,” the governor says.

So, the governor says, if you feel you’re already with “the one,” go for it!

“Even if I was still young then, I knew it was a major decision and it was really a good one,” LRay smiles.

Trying to prove to their families that they made the right decision, the young Villafuerte couple started their married life in a small rented apartment. But they were steadfast. After all, the entrepreneurial spirit of both Lray and Lara are very strong.

LRay and Lara were classmates at the De La Salle University and eventually became blockmates.

“We were friends first. We were not interested in each other then,” Lara admits.

It was their business acumen that actually brought them closer together.

In college, LRay used to sell shoes and UAAP shirts to augment his allowance.

Lara put up her own toys and novelty store, which at its peak, had 3,000 workers and was heavy on exportation.

LRay and Lara both have adventuruous spirits, too, and are ready to take on the challenge of a new restaurant offering something they’ve never experienced before.

As a testament to their adventurous spirit, LRay, as everybody know loves wakeboarding, one of the reasons that gave birth to the globally-popular CamSur Watersports Complex (CWC), one of his many brilliant projects for his beloved province.

Lara, on her 40th birthday, had a tattoo on her ankle.

“But, my kids didn’t like it,” she said matter-of-factly.

LRay and Lara are cool parents to Miguel Luis, Julio Mari, Gabriella and Vincenzo Renato Luigi, whom they all describe as really wonderful kids with great money sense .

“Their friends are also our friends at Facebook,” Lara proudly states.

“And their friends love to hang out at home and just party here rather than go out ,” LRay adds.

The kids also inherited their parents’ business spirit and money sense.

“I was surprised when I asked my sons who were studying in the States what car they want to have. Both chose second hand cars, saying a nice car is not a necessity for them,” the proud dad states.

LRay says that for him and Lara, “family always comes first.”

Saturdays and Sundays, he says, are always dedicated to his family.

“I’m proud to say that in all the special events of my children’s lives, I was always there,” LRay says.

And as for his wife, Lara LRay only has the best compliments: “She makes me a better person. She knows how to pump me up or slow me down.”

Confessing that he is a risk taker, LRay points to Lara as the one who tells him to slow down when need be.

Of course, how could you write about LRay without mentioning the many wonderful transformations he has done for CamSur.

The CWC is world-class and was instrumental in making the province the number one tourist destinationin the country right now.

They have their own global animation studio which gives free training plus allowance.

CamSur is the base of Sutherland, one of the top 10 call centers in the country and has since churned out 3,000 English proficiency graduates.

CamSur boasts of its own IT park providing hundreds of employment opportunities to CamSur residents.

In short, Gov. LRay could lay claim to the fact that CamSur, from being among the poorest provinces has leapt to being 10th of the richest under his stewardship,

And, that’s not all.

Gov. LRay’s ambitious El Verde project which aims to have 12 million trees by 2012 broke the Guinness Book of World Records for planting the most number of trees at the same time. Last February 23, 2011, 64,906 trees were planted simultaneously at Siruma. This is part of Gov. LRay’s vision of making CamSur greener, and the environment a healthier place to live in.

One full day would not be enough to hear out all of Gov. LRay’s “crazy” ideas.

But these “crazy ideas” are exactly the ones that catapulted CamSur to what it is today.

Health mission featured at San Jose Town Fiesta
San Jose, Cam. Sur – The local government unit (LGU) under Mayor Antonio B. Chavez will conduct a “Medical, Dental and Oplan Linaw Mata” on Sunday, May 15, 2011 at San Jose Cultural center, here.

This health mission, which will start at 8:00 o’clock in the morning until 5:00 o’clock in the afternoon, is part of various activities prepared by the municipal government in connection with the forthcoming San Jose Town Fiesta on May 18-19 this year.

According to Mayor Chavez, the free medical and dental treatment to be conducted, as well as the Oplan Linaw Mata fittings, is in line with his program on health which is geared towards the promotion of a healthy, vigorous and happy citizenry.

The Mayor explained that the “Linaw Mata” program is a joint project of this LGU and the provincial government unit under Gov. L-Ray Villafuerte for the people of San Jose concerning the correction of defective eyesights thru the use of eyeglasses.

He said that proper communications have been sent to all barangay officials concerned in connection with the coming health activities urging them to inform their constituents about the coming important events.

Mayor Chavez added that the scheduled activities prepared by the LGU starting on May 12 until May 19, 2011 for the recreation and enjoyment of everyone are as follows:

As a preliminary entertainment, the Inter-Barangay Dance Craze will be presented at the BEST Expo 2011 site starting at 7:00 P.M on May 12. The next day, May 13, the San Jose LGU, in coordination with the Department of Labor and Employment (DOLE), will open the 2-day “Jobs Fair” at 8:00 A.M until 5:00 P.M. and will continue at the same time on the next day, May 14. The Jobs Fair will be held at the San Jose Cultural Center.

At 7:00 P.M on May 13, the talent competition of the Little Miss San Jose will be conducted. It is expected that the children-contestants will delight spectators with their acting/singing talents during the program.

After the conclusion of the Jobs Fair on May 14 follows the Bb. San Jose talent show wherein candidates will vie for the numerous prizes prepared for the occasion. The next day, May 15 is the Medical, Dental and Oplan Linaw Mata day. Simultaneously, the Airsoft Competition will be held at the San Jose Central School from 8:00 A.M to 5:00 P.M. On the evening of the same day follows the selection and coronation of the winners in the Little Miss San Jose pageant at the San Jose Cultural Center.

On May 16, starting at 8:00 A.M., padyak, or pedaled pedicab enthusiasts will be given their day to show their experience and stamina when they tangled with each other in the “Padyak Race” around the Poblacion streets. Afterwards, at 7:00 o’clock in the evening, selection and coronation of the winners in the Miss Gay Partido 2011 will be held at the San Jose Cultural Center.

The next day, May 17, the public will witness the “Carabao Race and Sangkayaw Competition” in the morning, to be followed at 7:00 P.M. by the Bb. San Jose Beauty Pageant at the same Cultural Center.

On the eve of the town fiesta, May 18th, a “Fun Run” at 5:30 A.M. will usher in the Civic Parade that will start at 7:00 o’clock in the morning featuring the “Best Float Competition” and the “Barangay Street Dancing Contest”. Mayor Chavez pursues justice; black propagandas arise as counter attack
While the new waves in technology offer a significant contribution to the Local Government Unit of San Jose in terms of practicing transparency in governance and disseminating information to its constituents, the LGU however was not spared from bogus persons who use the now popular social networking site Facebook for public defamations.

In a statement recently affirmed by Mayor Antonio B. Chavez, he warned the public against individuals who created fictitious Facebook account to spread allegations without basis and confuse the minds of the people.

Mayor Chavez learned that the missing properties of LGU such as desktop computers, laptops, printers, scanners and other equipment are used by few persons in making black propagandas against the present administration.

He said, aside from the missing various equipment from the Commission on Information and Communications Technology (CICT) amounting to P473,500.00 which were received by the previous administration under former Mayor Gilmar S. Pacamarra, represented by Diosdado P. Valencia, former Municipal Administrator based on the record, 11 laptops purchased by the previous administration are also nowhere to be found.

The missing properties are allegedly under the custody of the previous officials, former administrator and some LGU employees. According to Mayor Chavez, Pacamarra even admitted to him that one unit laptop is in his custody but refused to return the said item.

The Mayor said despite of the several demand letters sent to the concerned individuals, they still refuse to turn-over the properties and this prompted Mayor Chavez to take necessary legal actions regarding the matter. At least 3 of the notorious beerhouses operating within the vicinity of Poblacion area of San Jose have been ordered for closure by Mayor Antonio B. Chavez yesterday, May 2, 2011.

Mayor Chavez personally nailed the closure sign boards in front of the establishments with the presence of San Jose PNP personnel and his legal staff.

Included in the foreclosed beerhouses were Daijir Bistro Bar, popularly known to its customers as Camarin, located at Sitio Bilog, Danlog this town; Zutil KTV Bar at Brgy. Sta. Cruz and Pamalitan Videoke Bar in Sitio Bilog, of Brgy. Palale.

Based on the recommendation report submitted by Mun. Treasurer’s Office and Rural Health Unit at the office of the Mayor, the said businesses have not secured nor paid Mayor’s Permit for the current year and did not complied with the requirements for Health and Sanitary purposes since January of 2011.

DBP to open 10 branches
STATE-RUN Development Bank of the Philippines (DBP) plans to open 10 more branches this year, a bank official said yesterday.

“DBP will open 10 more branches this year as part of our plan to expand our wholesale and retail lending businesses and our deposit-taking business,” DBP First Vice-President for Corporate Affairs Leonora A. Fernandez told BusinessWorld in an interview yesterday.

There are currently 81 DBP branches nationwide.

The bank’s move, Ms. Fernandez said, would allow the bank to extend its services to the countryside.

“By putting up more branches in various municipalities, we can offer retail loans to individuals and wholesale loans to other institutions or MFIs (micro finance institutions) or rural banks and cooperatives,” she said.

Before it can apply for licenses with the Bangko Sentral ng Pilipinas for succeeding branches, DBP will have to open its branch in Taguig first.

“We will open the Taguig branch some time in May, then we will apply for licenses of the next five branches,” Ms. Fernandez said.

The planned locations for the next five branches are Catanduanes, Batangas City, Sta. Cruz in Laguna, Carcar in Cebu City and San Jose in Del Monte, Bulacan.

Once the five branches are opened, DBP will then apply for another five branch licenses with the central bank. The next five branches will be located in Valencia in Bukidnon, Iriga City in Bicol, Cabarroguis in Quirino province, Santiago in Isabela City and Toledo in Cebu City.

By the end of next year, DBP targets to have 121 branches operating nationwide.

Town keeps weaving tradition alive, well
BUHI, Camarines Sur, Philippines—No one can actually remember when the weaving tradition began in this Bicol town but the “One Town, One Product” (Otop) thrust of the local government unit (LGU) and the Department of Trade and Industry (DTI) has kept it alive, providing additional income to farming and fishing families.

Adopting woven products as the town’s “one product” would set Buhi apart from other Camarines Sur towns, said Salvador Espiritu, the local Otop development officer.

This meant reviving the weaving tradition in seven of 38 villages in Buhi, a first-class town that thrives on farming and fishing.

Aside from threads traditionally used for hand loom weaving here, the water hyacinth emerged as a raw material for weaving when the Otop program started seven years ago.

Espiritu said people found that aside from its other uses in handicraft, the plant (Eichornia crassipes) proved to be a suitable and practical material for weaving fabrics.

Water hyacinth is abundant in Lake Buhi, known as the habitat of sinarapan, the smallest commercial fish in the world.

Water hyacinth stalks harvested from the lake are air dried and processed for at least a month for weaving.

Espiritu said water hyacinth has been successfully used as material for clothes. It made a debut on the catwalk here in September 2009 with Venus Raj as model, a year before she lost her bid to become Ms Universe in 2010.

Clarita Noble, 44, said her grandparents and parents were into hand loom weaving for as long as she could remember, a tradition she continued.

Noble became full-time weaver in 2004, producing blankets and scarves that she sold in fiestas and other special occasions.

Noble now produces knapsacks, sling bags, coin purses, neckties, women’s bags, cell phone pouches and slippers.

These are displayed for walk-in clients in her home, which doubles as her workshop.

However, her production has been hampered by limited capital and lack of equipment that could help her mass produce. Nonetheless, the rewards came in other ways.

Hand loom weaving has also become a source of school allowance for Noel Castro, 19, a third year nursing student in Iriga City, who earns an average of P100 a day for his work.

During school vacations and non-school days, Castro would work from 8 a.m. to 5 p.m.

“It’s a big help to me. Instead of asking from my parents for my daily allowance, I can now provide for myself,” he said.

We were there yesterday and found out that it was damaged by the typhoon and is under repair.

It was okay for us as we are from Naga.

But a lot of tourists were disappointed as they only found out about the on- going repairs when they were in Bicol already.

DA assures Bicol farmers, fishermen of fuel subsidy
PILI, Camarines Sur, May 16 (PNA) - The Department of Agriculture (DA) regional office in Bicol has assured farmers and fishermen in the region of fuel subsidy to help them cushion the impacts of the staggering cost of petroleum products.

Qualified to receive the subsidy are farmers using mechanical farm equipment such as tractors, palay threshers and dryers and marginalized fishermen using motorized fishing boats, Jose Dayao, the DA’s regional executive director on Monday said.

“We are just preparing the list of the would be recipients of this assistance that would be based on the application forms and inventory of farm machineries and motorized fishing boats we have distributed to all the six provinces of Bicol and as soon as it is ready and validation is completed, the distribution of the fuel subsidy will immediately be done,” Dayao said.

He said it is not the first time that the DA will be giving out fuel subsidy to farmers and fishermen in the region as it was also implemented during a fuel oil crisis situation affected by the Iraq war several years back.

Meanwhile, the DA opened on Monday at its Regional Field Office (RFU) complex in Barangay San Agustin here the two-day Barangay Food Terminal (BFT) Summit dubbed “Tiangge sa DA” that offered for sale different kinds of agricultural and fishery products from all the provinces of the region.

Delegations to the affair are hundreds of farmers, fishermen and agricultural traders involved in the operation of BFT supported by the DA in their respective localities under its Agribusiness and Supporting Services Program implemented in selected barangays in the region.

Dayao said the summit also serves as an avenue for the delegations to acquire new technologies and knowledge in farming, fishing, crops processing and marketing through exchange of ideas among each other, lectures provided by experts and audio-visuals produced by the DA.

In a related development, the Albay Provincial Agricultural Services Office (PASO) over the weekend convened in Legazpi City hundreds of farmers from all over the province for the ninth year celebration of the Provincial Agri-Fiesta in connection with the yearly Farmers and Fisherfolks Week festivity.

CARAMOAN, CAMARINES SUR – It’s not exactly located near the beach but Sea Porch aims to compliment their seafood specialties with the appropriate ambiance.

Its owner Caramoan native Myrna Nuñez really intended for their restaurant to have a seaside dining ambiance, according to resident cook Joy Eboña.

The restaurant indeed has a “native” feel to it but like a modern beach house. It was as if a lighthouse was perched somewhere outside but in reality, it was just tucked in a small area, fenced by wooden planks and enveloped in garden plants.

Joy says the owner is well-traveled and her taste greatly influenced the restaurant’s design.

But the biggest draw at Sea Porch is their seafood, particularly the inihaw na pusit (grilled squid) – relatively cheap at P270 for 600 grams. Joy tells me it comes with a “secret” dressing.

You’ll be surprised how far your P500 will go at Sea Porch. The Sinigang na Malasugui (Blue Marlin in sour broth) is already good for 2-3 people at P80.

A generous serving of Bihon Guisado costs P65. Joy tends her own organic farm right behind the restaurant. I would not recommend the Bicol Express because it simply isn’t spicy enough contrary to what I expected.

What I would definitely recommend is the Tuna Sisig (P80) – thick and savory tuna flakes that tastes good despite the lack of spice. Tuna tends to become soggy when cooked improperly but not this one.

I could not help but commend Joy for their inexpensive food. She says the owners wanted for the benefit locals like her. She says the price remains the same since they opened a year ago but the number of employees has grown.

She is hoping more tourists will come in and keep this humble family-owned business alive so it can employ more locals like her.

West Peninsula Villas in Caramoan is the house that Survivor built

CARAMOAN, CAMARINES SUR – West Peninsula Villas owes much of its success to the reality TV show “Survivor”.

Owned by Caramoan native Jeffrey Sancho, it has thrived since the French edition of Survivor was shot in this remote Bicol town in 2008.

West Peninsula (or West Pen) has grown since, providing lodging for the foreign and local film crew and production staff every time there’s a Survivor shoot in Caramoan.

From just one cabana, it currently has 16 cabanas. Often, these provide shelter as “reward” for Survivor contestants, often complimented with a hearty meal and a massage.

Gina Alcantara, who’s been working for West Pen since it opened, said Survivor has contributed to the lives of the locals residing near the villa. (Survivor Denmark, Norway and Sweden are currently filming in Caramoan, handled by a single production outfit.)

The show’s production hires local craftsmen and some of the props used in previous shoots are on display at West Pen. Gina herself says she gets acquainted with the European crew members and learns a lot about their culture.

West Pen accepts tourists as long as there are vacancies. At P1,200 to P1,500 per night, it is a far better rate considering the cabanas can rival beach resorts in Palawan or Boracay Island.

After entering a wooden gate, I was surprised to see a sprawling set of cabanas with a dining area in the center. There is a small pool table for recreation and a bar.

Crabs and prawns are abundant in Caramoan and West Pen’s restaurant let us sample their seafood specialties. The huge prawns, in particular, are to die for, sauteed in garlic and lemon butter sauce.

West Pen definitely stands out from among several resorts in Caramoan, thanks in part to its affinity with Survivor. With its remoteness and relatively unspoiled beauty, Caramoan is becoming one of the favorite tourist spots in the Philippines. The surrounding islands with isolated coves have attracted droves of foreign and local tourists.

But the popularity of Caramoan soared to new heights about three years ago when producers of the popular reality television show “Survivor” decided to use some of surrounding islands for the show.

During peak seasons, visitors often encounter difficulties securing accommodations.

“Home stay” accommodations provides tourists an alternative to staying in the few hotels and inns found on the island. In a home stay arrangement, residents often rent out rooms in their houses for tourists.

Regalado Emernciana, or Reling, says he’s been offering home stay lodgings to tourists since 2009, when the boom on tourism in Caramoan started.

On a trip to Caramoan, loQal.ph was able to secure a room from Reling for P1,000 a night. Although the amenities are very basic, the rooms are very clean, well-kept, and have air-conditioning. Extra mattresses are beddings are available upon request and use of the kitchen and living room area is free.

“The use of the kitchen and living room is already included in the room rental,” Reling says.

Reling says home stay providers in Caramoan have agreed to charge a uniform rate for tourists. He adds that the local government has implemented this simple rate scheme for home stay providers.

Reling says while home stay providers do not need to register to the local tourism office, the rooms and accommodation are still inspected by the tourism officers.

“This is to make sure that the rooms are okay for tourists,” he says.

He shares that his home stay business helps him and his wife provide for their two children currently studying in Naga City. Reling and his wife are teachers in a nearby secondary school in Caramoan.

The two rooms in his house in Brgy. Solnopan are rented for least 20 days in a year, Reling says. He shares that there are now some 38 families offering home stay accommodations in his barangay alone. Competition is not a problem, and there are a lot of tourists coming particularly during the peak season.

In fact, Reling shares that after accommodating the loQal.ph team, another group of visitors have already reserved his house.

He says his home stay business is not a full-time venture and the modest amount from the small business often goes directly to the school needs of his children, or for the maintenance the rooms and the house.

Camarines Sur native builds bigger boat to help improve livelihood of local fishermen

SAN JOSE, CAMARINES SUR – By building a bigger fishing vessel, retired naval officer Ramon Galicia hopes to help improve the livelihood of fishermen in his hometown.

Ramon is currently building what he claims to be the first taksay in the small fishing community of San Jose.

He was inspired to build one after seeing a number of these fishing vessels in Infanta (Quezon) and how these contributed greatly to the town’s flourishing fishing industry.

Ramon gathered 30 skilled fishermen – some of them from the nearby province of Albay – to build the giant fishing boat, which stands 18 feet high and 78 feet in length.

Once completed, he expects the vessel to haul in at least 200 banyeras of fish each time it sets out in the Pacific Ocean.

Fishermen in San Jose still practice the old fishing method of palakaya, using small boats that limit their fishing only at Caramoan gulf. Also, these much smaller boats can only carry so much catch.

Ramon, meanwhile, plans to make use of his vast nautical experience in detecting weather patterns each time his taksay sets out to sea.

Two years before his retirement, Ramon was assigned to Legazpi and Tabaco (both in Albay). It was when he also realized that fishermen in San Jose are using old methods that do not take advantage of the town’s marine resources.

As a result of the limited catch, it’s not surprising to find out that the price per kilo of fish in San Jose are as expensive as in wet markets in Manila.

Ramon believes the potential for a fish market in San Jose is high considering that it is the most accessible fishing port in the Bicol area.

With enough support from the local government, Ramon is hoping this will help fund the construction of more taksays. By his estimates, it would cost him P3 million to build his boat.

CARAMOAN, CAMARINES SUR – It began as a hobby for Diezebel Morano until more and more tourists began asking to buy her unique bottled souvenirs.

Diezebel, a housewife with two kids, recycles discarded bottles and fills them with sand taken from Matukad Beach in Caramoan. Matukad, in particular, is popular for its powdery white sand.

After laying the sand to dry completely under the sun, she uses ordinary dyes to give each bottle streaks of color and decorates the bottles with beads, trinkets and other local materials.

I saw these colorful bottles on display by chance when stopped by her sari-sari store.

“I started making these (bottled souvenirs) about three years ago. I thought of unique souvenirs that tourists can bring home with them instead of the usual T-shirts and keychains,” she says.

The bottles sell for P150 to P200 depending on the size. Each bottle takes her an hour to make, which she does on her spare time often while tending to her small store, located in the main road in Barangay Tawog.

Half a sack of sand can already fill several bottles. Boatmen also sell her discarded bottles, sometimes picked up from the islands. Thus, her small enterprise somehow helps clean up the beaches from debris often left by tourists.

Diezebel also makes and sells other items like necklaces made of sea shells and other decorative displays. But the bottled sand souvenirs remain her best sellers.

“I sell a lot of these during our town fiesta (every May) and during the entire summer which brings a lot of visitors here. There are also foreigners who buy these. NAGA CITY, May 16 (PIA) --- In line with the government’s initiative to assist the transport sector in the course of the unprecedented rise of fuel prices, the Department of Interior and Local Government (DILG), together with the local government of Naga, formally launched the Public Transport Assistance Program (PTAP) on May 14.

Under the said program, 1, 514 legitimate tricycle franchise holders in this city will benefit from the cash assistance of P150.00 each. The cash incentive, given to 174 tricycle drivers who attended the orientation will form part of the series of assistance that will be given by the government as a temporary relief to mitigate the impact of the oil price hike.

DILG Secretary Jesse M. Robredo personally graced the occasion together with Naga City Mayor John Bongat, Vice Mayor Gabriel Bordado, DILG Naga City Director Fatima Penino and members of the Sangguniang Panlunsod in compliance of DILG Memorandum Circular 2011-63 pushing among others, the granting of financial assistance to the most vulnerable sectors being affected by the fuel crisis.

Bongat said that the city government is in full support of this endeavor which is also being spearheaded by the Department of Energy (DOE).

“The city, aside from the P150.00 that we have distributed will still appropriate a counterpart fund to assist the transport sector. Those who were not able to able of the cash incentive last Saturday can still claim it at the City Treasurer’s Office anytime during office hours. Claimants will just have to present the Motorized Trimobile Operators Franchise, valid Identification card and 2011 Community tax Certificate.”

Robredo also conveyed the support of the national government to the transport sector, that they are heeding their call and is doing its best effort to give the best and efficient form of intervention to take the edge of the fuel hike off their shoulders.

“The amount may seem small but think of more than 900,000 tricycle operators all over the country who will benefit from this assistance. The government would like them to feel that they hear their plea and is doing something about it, “ Robredo said in an interview.

Aside from the cash assistance, the government has already started the distribution of pantawid pasada cards in Metro Manila in line with the Pantawid Pasada Program of the government, otherwise known as 3Ps.

3Ps is a poverty reduction and social development strategy of the National government that aims to provide financial assistance to the public transport sector through cash grants to reduce the impact of the riding and consuming public. PILI, Camarines Sur, May 16 (PIA) --- Camarines Sur has registered more than 75,000 beneficiaries of the Pantawid Pamilyang Pillipino Program or 4Ps since the Department of Social Welfare and Development (DSWD) in Bicol has implemented the program.

In a media briefing held in Naga City over the weekend, DSWD Bicol assistant regional director Evelyn Lontoc disclosed that 4Ps recipients are now enjoying the remuneration that goes with the package of services that their agency provides.

“Basically the purpose of President Aquino for pursuing this program is to help the poorest families to meet their needs and alleviate their economic condition,” Lontoc said.

Lontoc also made mention of the Philippine’s commitment to achieve the Millennium Development Goal by 2015 which is aimed at reducing, if not totally eliminating poverty by 2015.

In Camarines Sur, beneficiaries were from the towns of Pasacao, Siruma, Tinambac, Caramoan, Ragay. Del Gallego, Sangay, Presentacion, Minalabac, Libmanan, Lupi, Bula, Pamplona , San Jose and Naga City .

The beneficiaries are considered as the poorest household as ascertained by the use of the Proxy Means Test or PMT. This is a statistical formula which was used by the enumerators to estimate the household income through the use of proxy valuables which are part of the household survey form.

Amid some concerns regarding the use of the cash grant that the DSWD is giving, Lontoc said that their agency has a way of checking if indeed the financial assistance is being used apart from where it should be directed.
“We see to it that the money goes where it should be allocated. We are checking if our beneficiaries if they are following the conditions hat we have set in exchange of the cash grant,” she said.

The beneficiaries have to follow various stipulations for them to continuously enjoy the services of the program: pregnant women must avail of pre- and post-natal care and be attended to during childbirth by skilled attendant; parents must attend responsible parenthood sessions; 0-5 year-old children must receive regular preventive check-ups and vaccines; 3-5 year-old children must attend day care or pre-school classes at least 85% of the time; 6-14 year old must be enrolled in elementary and high school at least 85% of the time, and; 0-5 year-old must receive deworming twice a year. Naga City (March 15, 2011) – High electricity bills are inevitable and forthcoming and Jane Barrameda, OIC Manager of the Camarines Sur II Electric Cooperative (CASURECO II), urges member-consumers to implement their own energy-saving measures to render the power hike tolerable.

Barrameda says the the higher cost of power that the cooperative has started buying from its fallback source, the Wholesale Electricity Spot Market (WESM), shall now be passed on to the consumers and will start showing in June electric bills.

The Therma Luzon Incorporated (TLI) that used to sell electricity at much lower price has stopped supplying electricity to CASURECO II because of the cooperative’s failure to pay its indebtedness for March. CASURECO II now owes TLI over 60 million pesos.

According to Barrameda, the electric cooperative has been troubled by low collection rate. Earlier, she denounced some big consumers who stall off the cooperative by tying it to prolonged litigation, instead of just simply paying their bills.

Barrameda advices the consumers to use electricity sparingly during peak hours from 9:00 AM. to 2:00 P.M. when the rate per kilowatt-hour hovers in the range of 21 to 58 pesos.

For now, we cannot do anything about the high cost of power but to consume less electricity, Barrameda concludes.

NAGA City -- Interior and Local Government Secretary Jesse Robredo told barangay and city officials that the Government is losing nearly a billion pesos a month instead of getting it from the Small Town Lottery (STL) operations.

“Unfortunately, the government is shortchanged by P900 million, and loses billions of pesos more because the operation has been used to coverup for jueteng,” Robredo said during a visit to a village fiesta here last Saturday.

He stressed that only 10 percent of STL earnings is actually remitted to the government when potential revenues should be about P10 billion.

Earlier last week, the DILG secretary told local chief executives and officers of the Police Regional Office 5 at the “Tapatan Roadshow Consultative Conference” in Legazpi City about his disappointment in the STL operations in Bicol.

Last March, an executive of the Philippine Charity Sweepstakes Office based in Bicol said they have suspended the franchises of all STL operators in the region as the illegal numbers game continues to flourish in Sorsogon, Camarines Sur and Albay.

Pili, Camarines Sur (May 14, 2011) – The provincial government shall pay the contributions that used to be collected from the students of public elementary and high schools in the province of Camarines Sur. In addition, thirty million pesos will be allocated to subsidize fees for insurance, student publication and student organization.

Yesterday, the Sanggunian Panlalawigan (SP), the province's legislative body, passed a resolution,sponsored by Provincial Board Member Warren Señar of the 1st District, that allows Gov. LRay Villafuerte to enter a Memorandum of Agreement (MOA) with the Department of Education and each of the organizations that are allowed by law to collect fees from students of public schools, like the Boy Scouts of the Philippines (BSP), Girl Scouts of the Philippines (GSP), Red Cross, and the Anti-TB Society.

The signing of the MOAs takes place at the Capitol Convention Center in Cadlan Pili, Camarines Sur at 9 A.M. on Tuesday, May 17.

Department of Education Secretary Bro. Armin Luistro and Vice-President Jejomar Binay, concurrent BSP National President, are expected to attend the event.

Three thousand public school teachers and principals shall witness the MOA signing.

Meanwhile, Gov. LRay Villafuerte went to Balatan town yesterday to visit and aid the victims of Typhoon Bebeng, especially those that were affected by landslides and floods.

Relief and rehabilitation operations continue in typhoon-ravaged towns of Camarines Sur.

Balatan, Camarines Sur (May 13, 2011) – Camarines Sur Governor Luis Ray Villafuerte will distribute relief goods and provide other assistance as he visits his constituents in towns affected by flood and landslides caused by recent typhoon, Bebeng.

The governor will be accompanied by the LRay entertainers who will give joy to the grieving communities.

According to Jimi Letada of the Provincial Capitol, the governor will visit Barangay Luluwasan in Balatan at 2pm on May 13. Four people died in this Barangay because of landslide that buried their house at the height of the typhoon. Balatan is one of the municipalities that suffered the most damage.

A Chinese television network has asked permission to cover the relief operations in Camarines Sur. This show of international attention is not surprising because the province recorded 11 of the 24 deaths caused by typhoon Bebeng, based on a national count released by the National Disaster Risk Reduction and Management Council (NDRRMC).

The whole Bicol region reported 16 Bebeng-related fatalities.

In the municipality of Milaor, Governor L-Ray’s relief operations started on May 12, to last until May 14. Four (4) barangays were taken care of on the first day. The relief group in this town is headed by BMS Mulo Hernandez, Boboy Nopra and Ernie Verdadero.

In the same occassion, Rev. Fr. Victor P. Atanacio is installed as its first parish priest who shall minister to around 15,000 parishioners from the barangays of Bagacay, Buyo, Caaluan, Cawaynan, Bulao-Balite, Canayonan, Mananao and Cawayan.

Another parish has been added to the Archdiocese of Caceres last May 9, 2011 (Monday) as Fr. Pedro Edgardo dela Rosa was installed as the pioneering Parish Priest of the Parish of St. Francis of Assisi, Himaao, Pili, Camarines Sur.


The installation rite started at ten o’clock in the morning and was presided over by Most Rev. Leonardo Legaspi, O.P. D.D., Archbishop of Caceres. The new parish has two barangays under its jurisdiction, namely Himaao, Pili, Camarines Sur and Ayugan, Ocampo, Camarines Sur. Prior to his new assignment, Fr. dela Rosa served as a formator at the Holy Rosary Preparatory Seminary.

The Parish of St. Francis of Assisi at Himaao, Pili stands as the 88th Parish of the Archdiocese of Caceres.

Bagacay, Tinambac, Camarines Sur (May 14, 2011) – Most Rev. Leonardo Z. Legazpi, Archbishop of the Diocese of Caceres, opens today the third and newest parish in the town of Tinambac in an elaborate ceremony called canonical erection and solemn installation of Parish of Saint Peter the Apostle.

In the same occassion, Rev. Fr. Victor P. Atanacio is installed as its first parish priest who shall minister to around 15,000 parishioners from the barangays of Bagacay, Buyo, Caaluan, Cawaynan, Bulao-Balite, Canayonan, Mananao and Cawayan.

Five thousand of these parishioners regularly go to the mother parish of Saint Pascual Baylon, Tinambac, and three thousand (3) to the nearby parish of Manguiring, Calabanga.

one important legacy of our good Archbishop has been the opening of many more parishes in the Archdiocese. when he began his term in 1983, Naga, for example, only had 4 parishes (Penafrancia; St John the Evangelist/ Cathedral; Immaculate Conception; and Holy Cross). Today there are no less than 10, to include: Mt Carmel Carolina; San Francisco; St Jude; Prompt Succour; Mater Salutis Cararayan; Lorenzo Ruiz Abella)

There was a concern before that later on these parishes will close down because of lack of priests to serve them due to dwindling interest among youth to enter the priesthood. I do not know if stil it is true today.

NAGA CITY, CAMARINES SUR— For Bicolanos, Bigg’s Diner is at par, and perhaps even better than the biggest fastfood joints found in the Philippines.
This diner has an interesting backstory. The story goes that in 1983, three Bicolanas decided to start their own food business after trying out a few business ventures.
The three owners, Nena Bichara, Nienie Buenaflor, and Maricar Manjon, pooled their resources together to start the diner, which eventually became one of the handful of homegrown companies in Bicol to be successful in the highly-competitive food industry.
Before it became Bigg’s Diner, the fastfood joint was called “Mang Donald’s” and “Carl’s Diner,” which both enjoyed modest success. The owners finally settled to use the name “Bigg,” which stands for “beautiful, intelligent, gorgeous, and God-fearing.”
On a trip to Bicol, loQal.ph had the opportunity to try out Bigg’s in Naga City. We immediately noticed the 1960s motif that Bigg’s has but this is not unique, and diners with this theme are fairly common.
Bigg’s menu is also quite extensive, but not too different from what fastfood joints usually offer.
However, we were pleasantly surprised with the fairly attentive staff and the fast food service, which was actually what dining in a fastfood is all about.
We ordered some of the house specialties including the ‘Crispy Chicken” and “Crispy Cajun” chicken, as recommended by the staff, along with spaghetti and “pizza bread.”
The chicken was well-cooked inside and the skin was crispy. What is more interesting is the spicy and distinct cajun taste. You can actually see the deep red spices on the chicken skin, even after the chicken was deep-fried. The batter or extender for the chicken and the spices offer an interesting combination for your taste buds.
The spaghetti and pizza bread merely balance the chicken. To cap the hearty lunch, we had carrot cake for dessert, which was also fairly tasty.
Overall, Bigg’s Diner may not be that different from your neighborhood fastfood joint. What is more interesting and perhaps noteworthy is how it was able to build its brand and gain the loyalty of locals despite facing steep competition.

Naga City (May 17, 2011) – The local government of Naga City has started distributing cash aids to 1,500 tricycle franchisees following the guidelines of President Aquino’s Pantawid Pampasada program.

According to Mayor John Bongat, the city government has released P150 to each tricycle franchisee in the city following the order of the president to implement the Pantawid Pampasada program that aims to attenuate, at least temporarily, the ill effects of uncontrolled oil price increases.

The releases at this time represent cash aids that are coursed through to the city by the national government.

But according to Mayor Bongat the City Council will also allocate additional P150 pesos to each of the 1,500 tricycle franchisees as city government’s counterpart to the amount already given by the national government.

Under the Pantawid Pampasada program, a local government unit may increase the assistance to tricycle drivers by way of counterpart assistance.

Mayor Bongat is optimistic that the additional cash aid shall be approved by the city council as a show of support to the Aquino administration’s effort to ease the plight of poor tricycle drivers in the face of spiraling fuel cost.

Bicol Farmers, Fishermen Assured of Fuel Subsidy

PILI, Camarines Sur, May 16 (PNA) - The Department of Agriculture (DA) regional office in Bicol has assured farmers and fishermen in the region of fuel subsidy to help them cushion the impacts of the staggering cost of petroleum products.

Qualified to receive the subsidy are farmers using mechanical farm equipment such as tractors, palay threshers and dryers and marginalized fishermen using motorized fishing boats, Jose Dayao, the DA’s regional executive director on Monday said.

“We are just preparing the list of the would be recipients of this assistance that would be based on the application forms and inventory of farm machineries and motorized fishing boats we have distributed to all the six provinces of Bicol and as soon as it is ready and validation is completed, the distribution of the fuel subsidy will immediately be done,” Dayao said.

He said it is not the first time that the DA will be giving out fuel subsidy to farmers and fishermen in the region as it was also implemented during a fuel oil crisis situation affected by the Iraq war several years back.

Meanwhile, the DA opened on Monday at its Regional Field Office (RFU) complex in Barangay San Agustin here the two-day Barangay Food Terminal (BFT) Summit dubbed “Tiangge sa DA” that offered for sale different kinds of agricultural and fishery products from all the provinces of the region.

Delegations to the affair are hundreds of farmers, fishermen and agricultural traders involved in the operation of BFT supported by the DA in their respective localities under its Agribusiness and Supporting Services Program implemented in selected barangays in the region.

Dayao said the summit also serves as an avenue for the delegations to acquire new technologies and knowledge in farming, fishing, crops processing and marketing through exchange of ideas among each other, lectures provided by experts and audio-visuals produced by the DA.

In a related development, the Albay Provincial Agricultural Services Office (PASO) over the weekend convened in Legazpi City hundreds of farmers from all over the province for the ninth year celebration of the Provincial Agri-Fiesta in connection with the yearly Farmers and Fisherfolks Week festivity.

The week-long affair themed "Bracing for a More Climate Proof Farming: Agri-Fiesta in the Next Level", honored the outstanding farmers for their big contributions in agriculture and to showcase farm products in the province. (PNA)

4P Benefits More Than 75,000 CAMSUR Indigents

PILI, Camarines Sur, May 16 2011 --- Camarines Sur has registered more than 75,000 beneficiaries of the Pantawid Pamilyang Pillipino Program or 4P since the Department of Social Welfare and Development (DSWD) in Bicol has implemented the program.

In a media briefing held in Naga City over the weekend, DSWD Bicol assistant regional director Evelyn Lontoc disclosed that 4Ps recipients are now enjoying the remuneration that goes with the package of services that their agency provides.

“Basically the purpose of President Aquino for pursuing this program is to help the poorest families to meet their needs and alleviate their economic condition,” Lontoc said.

Lontoc also made mention of the Philippine’s commitment to achieve the Millennium Development Goal by 2015 which is aimed at reducing, if not totally eliminating poverty by 2015.

In Camarines Sur, beneficiaries were from the towns of Pasacao, Siruma, Tinambac, Caramoan, Ragay. Del Gallego, Sangay, Presentacion, Minalabac, Libmanan, Lupi, Bula, Pamplona , San Jose and Naga City .

The beneficiaries are considered as the poorest household as ascertained by the use of the Proxy Means Test or PMT. This is a statistical formula which was used by the enumerators to estimate the household income through the use of proxy valuables which are part of the household survey form.

Amid some concerns regarding the use of the cash grant that the DSWD is giving, Lontoc said that their agency has a way of checking if indeed the financial assistance is being used apart from where it should be directed.

“We see to it that the money goes where it should be allocated. We are checking if our beneficiaries if they are following the conditions hat we have set in exchange of the cash grant,” she said.

The beneficiaries have to follow various stipulations for them to continuously enjoy the services of the program: pregnant women must avail of pre- and post-natal care and be attended to during childbirth by skilled attendant; parents must attend responsible parenthood sessions; 0-5 year-old children must receive regular preventive check-ups and vaccines; 3-5 year-old children must attend day care or pre-school classes at least 85% of the time; 6-14 year old must be enrolled in elementary and high school at least 85% of the time, and; 0-5 year-old must receive deworming twice a year. Pili, Camarines Sur (May 17, 2011) – At least 400,000 students in public elementary and high schools in the 35 towns of Camarines Sur stand to benefit from a 30 million-peso scholarship program of the provincial government, as Governor L-Ray Villafuerte and Department of Education Secretary Armi Luistro sign today the Memorandum of Agreement (MOA) pertaining to the said grant.

In his speech, Gov. Villafuerte said that this scholarship program is a serious undertaking that the provincial government will see through full implementation.

Gov. Villafuerte explained that the province shall shoulder all miscellaneous fees that used to be collected from students in public primary and secondary schools in the province.

Villafuerte added that this subsidy program is part of the general easy education access thrust of the provincial government.

The signing ceremonies took place at the Capitol Convention Center, Cadlan, Pili, Camarines Sur at 9:00 A.M. today.

Earlier, the Sanggunian Panlalawigan (SP), the province's legislative body, had authorized Villafuerte through an enabling resolution to proceed with the MOA signing.

The bankers enjoyed friendly competitions in basketball, volleyball, track and field and tug-of-war.

Naga College Foundation beams with pride as Mr. David Michael V. Padua, head of the NCF-Typhoon Preparedness Center, was awarded the “Bulawang Bikolnon Service To Bikol Award” last March 26, 2011 during the Ateneo de Naga University’s 61st Commencement Exercises.

Mr. Padua was honored to acknowledge his service and selfless work in rendering updates, trainings and awareness in weather & climate conditions. His major feat to date was during the height of Typhoon Unding in 2004 and Super Typhoon Reming in 2006. Bikolanos still remember when Mr. Padua solely and bravely appealed to PAGASA to raise the storm signal over Camarines Sur to #3 to prepare for the ‘return’ of Typhoon Unding. Fortunately the local government units heeded his call and thus readily faced ‘Unding’. Two years after, Mr. Padua was again commended on his updates when the province was hit by Super Typhoon Reming. He provided information that is believed to have lessened fatalities of that unfortunate occurrence.

In line with NCF’s social responsiveness, Mr. David Michael V. Padua heads the Naga College Foundation – Typhoon Preparedness Center since its establishment in 2009. The center aims to increase the awareness and alertness of Bikolanos through seminars, trainings, weather tracking charts and hourly weather updates. Hand in hand with the institution he represents – the Naga College Foundation, Mr. Padua aspires to reduce casualties and property losses within the region through his dedicated efforts. The invitation cover had a title of "Kasalan sa Cagsaua" was edited by Mr. Malanyaon of Calabanga to "Karasalan sa Cagsaua" during the final printing.

He explained that "Kasalan" could be interpreted as a "sin" rather than a "wedding".:lol:

Karasalan was the right word.

Doc, "Kasalan" is perfectly correct. That's how we say it in Bicol vernacular. Like bunyagan, istoryahan, etc. The reason i think is not that it is wrong but rather to avoid unintended pun. On the other hand, "karasalan" indicates more than an ordinary "kasalan". May mean more than one pair is involved or the event is occurred for some other reason or simply for emphasis. :)

The Tournament

First in the Philippines, in Naga City, a futsal tournament will be conducted to cater football promotion and knowledge about the game. Futsal, from its Spanish term Futbol (football) de Sala(indoor), is a type of football game where it is played indoors. It is a 5v5 format, which means 5 versus 5 players, where players will wear rubber shoes since it will be played not on the field but rather on a cemented/wooden floor. Special rules will apply for this type of football and a ball different from the regular football type will also be used, a more smaller (size 4) and less bouncy ball. every light material built near the hot spring, including the cottages were washed away during the recent typhoon. the water current was very strong according to one of the staff. they usually build it every summer time to accommodate excursionist and would remove them before the rainy season, nababawi man daa kaya ang expenses. but this time, dai pa nabawi si gastos dahil ki Bebeng.

Doc, "Kasalan" is perfectly correct. That's how we say it in Bicol vernacular. Like bunyagan, istoryahan, etc. The reason i think is not that it is wrong but rather to avoid unintended pun. On the other hand, "karasalan" indicates more than an ordinary "kasalan". May mean more than one pair is involved or the event is occurred for some other reason or simply for emphasis. :)


Right... It's like kasalan is singular and karasalan is plural... Kasalan is the right word since there is only one pair intended to be wed.

i agree, jardet and garzland. kasalan (like bunyagan), is singular- referring to just one couple. karasalan (like the forms burunyagan/ karakanan/ suruntukan) suggests plurality of couples.

The Tournament

First in the Philippines, in Naga City, a futsal tournament will be conducted to cater football promotion and knowledge about the game. Futsal, from its Spanish term Futbol (football) de Sala(indoor), is a type of football game where it is played indoors. It is a 5v5 format, which means 5 versus 5 players, where players will wear rubber shoes since it will be played not on the field but rather on a cemented/wooden floor. Special rules will apply for this type of football and a ball different from the regular football type will also be used, a more smaller (size 4) and less bouncy ball. Participants of tournament will come from the 27 Baranggays that composes the City of Naga. The tournament will be available for Men and Women with the following age brackets: Under13, Under19, and Open.

The tournament will be held at LCC Naga located in Baranggay Sabang, Naga City- a one-ride away from Centro. The tournament will commence on the 23rd of May 2011 and is projected to end on June 4, 2011, every 3:00PM until 8:00PM from Monday to Saturday.

ABC Gives Kids a Fun-filled Basketball Summer

A total of 75 kids ranging from 4 to 16 years old successfully completed the month-long Ateneo Basketball Camp (ABC) held last April 4 to May 6, 2011 at the Ateneo Covered Courts and Gymnasium.

This is the fourth time that the Ateneo Basketball Program has organized the project which aims to teach kids basketball and some useful life`s lessons found in the sport.

The activity was highlighted by the Camp Skills and Games Day held last May 6 where campers, parents, and relatives participated in several exciting and challenging activities. Ken Barracoso, former member of Ateneo Blue Eagles and UAAP Juniors MVP, was the special guest during the ABC graduation held on the same day.

Selected campers also went to Sorsogon City last May 14 and 15 for the first ever ABC out-of-town game. The group played against another basketball camp based in Sorsogon.

Coach Noli Ayo, ABC founder and director, supervised the entire activity with the assistance of Coach Peter Barcelon, Coach Gabriel Catolico, and the members of the Ateneo men`s basketball team.

The ABC was made possible through the support of the corporate partners of the Ateneo Basketball Program - Ink All You Can and GSM-Magnolia.

Got to talk from two reliable sources from Robinsons yesterday while I was in Legazpi.

One from Mr. EFM of RLC (thru phone) and Ms. RR of Pacific Mall whose former boss (Pacific Mall Manager) is now the AVP for Robinson's Malls.

Naga City will have Robinson's Place in two years or less.

Ms. RR expressed her delight that they (in Gaisano who took over Pacific Mall's operation) would not have a tough competitor in the years to come. She was apperently invited by her former boss to join them in Robinson's Naga

She jested that she's thinking about the option. She said it would be a very stressful job considering that there is SM City Naga and Puregold Mall nearby.

I'm posting this as the info is coming literally from the horse's mouth.

NB: there s a new and bigger Robinson's Bank in Centro.

I believe this is their second bank in Naga. Any photos?

Yes, Hope I can join with the group on the 25th. The ground floor will be Cabral's furniture and maybe appliances. the upper level tenants like YMCA will be leaving before the year end, as well as the laundry shop. The badminton court will be retain.

So it was the Cabral's who bought the building.

It was being sold for a bargain price of 15 million.

My wife and I was able to visit the building few months ago (We were offered to buy it- of course we could not afford it:lol:. Akala ng ibang broker mayaman kami :ohno::ohno: as we are always being offered prime properties for sale).

I'ts an old moviehouse that would really need massive renovation.

Naga City (May 19 2011) – A retired Regional Trial Court judge has come to within striking distance of becoming the next Ombudsman as he becomes the sole Bikolano nominee, thus far, to the position Merceditas Gutierrez only grudgingly let go.

Judge Alfredo Agawa , 72 , is now in line for interview by the Judicial and Bar Council that is tasked to provide a short-list of candidates from which President Aquino will select the next Ombudsman.

Yesterday Judge Agawa was elated to hear Palace spokesman say that P-Noy is pleased with the field of nominees to the coveted position.

Agawa retired as the RTC judge of Iriga City and had worked also as the provincial election officer of Camarines Sur before heading Naga City’s Prosecutor’s Office.

Personally believing that he is fit for the position of Ombudsman, Agawa is a known crusader against corruption.

“I think I can impose changes in the system of Ombudsman if I will be given the chance to head the said office”, he said.

Outright, Agawa points to the huge backlog of cases that he likes to see reduced by imposing a mandatory resolution of a case within a maximum of 2 years of its filing.

Agawa said one cannot underestimate the ill effect of justice that is delayed or denied. It can kill people, he explained, pointing as example the fate that befell dismissed police officer Rolando Mendoza who met a tragic end after he held several Hongkong nationals hostage in what is now called the infamous August 2010 Manila Hostage crisis that also saw several of his victims getting killed.

Hostage-taker Mendoza was a multi-awarded model policeman who was dismissed by the Office of the Ombudsman in January last year and his prompt motion for reconsideration that should have been acted upon in 5 days in accordance with the Ombudsman’s Rules and Procedure languished in someone’s desk for 9 months—in spite of the absence of opposition to his appeal.

At the height of the hostage crisis, shortly before he was killed in the ensuing rescue operation, Mendoza was accusing Deputy Ombudsman Emilio Gonzalez III of extorting 150,000 pesos from him in exchange for favorable decision.

Last Friday, the Office of the President axed Deputy Ombudsman Emilio Gonzalez for gross neglect of duty and gross misconduct, the Palace and the investigators apparently giving credence to Mendoza’s extortion claim.

It is against the backdrop of massive corruption in the anti-graft body that the country now awaits its next Ombudsman. While keeping his fingers crossed, Judge Alfredo Agawa feels he has been ripened by lifetime experiences and he is prepared to take on the dark forces that pervade the office that he likes to head.

Garo sa lugar na ini kulang ang interest kan mga investors. The current state of the buildings around it shows. Recent investments in the area do not seem to stimulate growth. :)

Aquaculture brings toxin, fish kill to Lake Buhi

NAGA CITY --- A study conducted in Lake Buhi last November 2, 2010 by a technical team of the provincial government of Camarines Sur showed that “depletion of oxygen, pollutant toxins, natural toxins and diseases” are “directly and indirectly derived from aquaculture activities.”

The samples for water quality analysis were taken from different areas of the lake where fish kill occurred from Oct. 31 to Nov. 1, of that year, with losses in wasted fish catch revenue estimate at P80M.

The level of ammonia, pH, nitrite oxygen and alkalinity were beyond the tolerable level that triggered massive fish kill from October 31 to November 1 in 2010, affecting some 90 percent of the total number of tilapia raised in thousands of cages within the lake.

At present, the Lake Buhi Development Office (LBDO), headed by Ronelo Leal markets inventoried 1,037 fish-cage operators owning 13,319 fish cages that occupy at least 1,120 hectares of the 1,600-hectare lake.

Leal said the peak tilapia production record has been noted by the LBDO in the years 2008 and 2009 wherein Lake Buhi produced an average of 10 tons of tilapia everyday.

He said the total tilapia enterprise in those years was churning out P18M in monthly sales in the markets of Bicol, Quezon province and Metro Manila.

Despite the scale of the tilapia enterprise in this town, the LGU’s municipal coffers stood to gain only P201,146 and P93,034 in revenues, in 2008 and 2009, respectively.

The LGU collects annually P0.50 per square-meter use of lake water for fish-cage operation and P200 fee per operator of fish cages.

The turning point of the exploitation for commercial aquaculture production came in 2010 with the occurrence of the fish kill which affected 90 percent of the fish cages in Lake Buhi.

Agriculture-based economy

Buhi town is a first class, agriculture-based economy powered by production of rice and corn, aquaculture and fisheries including handicraft items. Its local revenues stood at P5.52M and its internal revenue allotment was pegged at P87.95M in 2009.

Leal said there are three barangays along Lake Buhi where majority of families are dependent on tilapia industry as fish operators, workers and vendors.

Basilio Sabinorio, 61, owner of 60 fish cages along the lake’s navigational area said he is ready to dismantle his fish cages if the local government finally orders him to do so.

Sabinorio said he heeded the mayor’s latest order against restocking fish cages with fingerlings but confessed still having tilapia in his fish cages awaiting harvest on the last week of May, this year.

He said he raised tilapia for 10 months, wherein the fingerlings were left to survive on natural food in the lake on the first six months, while artificial feeds were provided for another four months before harvest.

NAGA CITY —- City Councilor Joseling Tuason has disclosed recently that he has accepted the invitation to attend the First Sectoral Summit on the Partition of Cam Sur on May 21 this year at the Madrigal Hall at Ateneo de Naga University in the city of Naga.

He commented that “more than the political concessions that might be accorded those public figures who are pursuing or resisting the partition, there are grave social and economic restructuring of the entire setup and existing status of Camarines Sur if any changes occur. The city of Naga will certainly be affected once trade and commerce are drawn up and shifted by the forces of new marketing channels and directions,” Tuason added.

Tuason commended the organizers particularly, Masscom Arts & Affairs and the Ateneo de Naga Institute of Politics, for seizing the initiative of the private sector in mounting to the top, precisely to the summit, the voice of the taxpayers on this most crucial issue on whether to divide Camarines Sur or not.

“With the leadership of the group and those who are extending assistance and support of the unprecedented event, we have come to realize, and hence we should bear in mind, that the proposal to partition the premier province of the Bicol Region has ceased to become a political issue, but most significantly it has spawned as an immensely socioeconomic hypothesis and premise,” Councilor Tuason explained.

“That was why when Mr. Emil Saavedra, a longtime friend and associate, formally invited me to the Summit as a voting delegate representing the City Government of Naga, I did not hesitate to accept the invitation,” the former Naga City Chief of Police and two-term City Councilor added.

The city councilor has urged all those concerned to shift more attention to the socioeconomic issues and effects in dividing the province, rather than just keep an eye on the realignment of political forces. “Let us find out the private sector consensus on the issue, because the summit will bring out the voice of the taxpayers themselves from the various sectors of the community,” Tuason said.

In the meantime, Philip T. Imperial, president of Metro Naga Chamber Commerce and Industry said he sees nothing wrong with the move of some quarters that draws up public opinion and consensus directly from taxpayers themselves and the general public who we believe shall directly suffer from, or benefit from the proposed partition. “The objectives of the summit to invoke active and broad private sector participation in governance do not contravene with the MNCCI own objectives and policy advocacies,” Imperial added.

“The Chamber members who are leading decision makers and business executives cannot afford to be mere fencesitters and stare blankly at some people partitioning their courtyards and backyards where their business operations and enterprises are taking place. In fact, I have commended the people who have undertaken this initiative, and readily accepted their invitation for the Chamber to participate in the summit,” Imperial further elaborated.

Several other Metro Naga Chamber members have already registered with the summit secretariat for their attendance, including MNCCI past president Antonio Y. Concepcion, Beda Priela, and Nilo Aureus.

Aureus, who is owner of Goldprint Publishing House and Publisher of The Bicol Mail, has enlisted as cooperating agency, and has donated five giant tarpaulins for the Summit full gala promo.

Aside from Tuason, the organizers have invited Naga City Mayor John G. Bongat as one of its guests, and who is scheduled to deliver the welcome address. Another city official invited is City Prosecutor Brix M. Cledera, who is slated as one on the main Summit Speakers. Cledera is the only speaker invited to represent government at the forum.

Imperial is slated as one of the Summit speakers representing the Central-River-Bay areas of the province. He will speak on the effects of the proposed partition on trade, commerce and industry, on investments and the real estate development. He said he is conducting an exhaustive research in order to match the summit objective of “making this activity of significant sociopolitical value for the general good, especially for the generations to come.”

The ADFIAP annual awards are given to honor and recognize member-banks that have undertaken or assisted projects that have created a development impact in their respective countries by implementing or enhancing outstanding and innovative development projects.

DBP’s supportive stance easily and ideally dovetailed with Gov. Villafuerte’s unorthodox entrepreneurial brand of local governance along which the province of CamSur launched a comprehensive development blueprint that included novel long-term economic enterprises founded on eco- and sports tourism promotion, information technology development as well as diverse growth essentials like construction of school buildings, bridges, farm to market roads, irrigation and other basic infrastructure.

“CamSur, as it is more commonly known, has gone a long way from being one of the Philippines’ poorest provinces to become the top tourist destination that it is today. And we take pride in being part of that success story,” SEVP Garcia declared as he accepted DBP’s citation.

The DBP-CamSur partnership stands to continue and expand a few more years at the very least, particularly with the avowed declaration of Gov. Villafuerte, who is on his third and final term as provincial executive, that he will double in the next three years what he has accomplished in the past six years.

“CamSur’s success story continues to unfold as we see it; and DBP hopes to continue being one with its local government in its pursuit of more community prospects.” Garcia added.

DA holds 1st food terminal summit

SAN AGUSTIN, Pili, Camarines Sur --- As one of the highlights of the Farmers’ and Fisherfolk Month celebration, the Department of Agriculture regional office conducted the 1st Barangay Food Terminal (BFT) Summit on May 16-17 at the regional office grounds here. The activity spearheaded by the Agribusiness and Marketing Assistance Division also aimed to showcase the products of the different BFTs in the region and to provide a venue for sharing the good practices and success stories of the BFT operators and for establishing linkages and partnership among the BFTs and other institutions.

The summit which adopted the theme: “BFT on the Go” featured, a mini-fair with selling booths or “tiangge” and a sharing sessions on good practices and lessons learned, a workshop to determine the strengths, and weaknesses, opportunities and threats of the BFTs and other issues and concerns and identify strategies to further strengthen the BFTS. Mayor Edna R. Bernal of San Miguel, Catanduanes shared the success story and experiences of the LGU- operated BFT in their municipality which was adjudged Gawad Saka Outstanding Barangay Bagsakan for 2010. Nicolas Beda Priela, business consultant and former chairperson of the Camarines Sur Chamber of Commerce and Industry shared also some tips on “Doing Successful Business.” A fellowship night capped the 1st day of the summit at the RIARS training center to foster camaraderie among the BFT operators and stakeholders

DA Regional Director Jose V. Dayao explained that Barangay Food Terminals (formerly known Bagsakan Centers) are barangay –based food depot and distribution system offering affordable , safe and quality food products like meat, poultry, fish, vegetables, rice and basic commodities. The BFTs also help farmers and fishermen sell their products at a very reasonable price without the usual middlemen.

Dayao acknowledged the efforts of the farmers and fisherfolk and attributed to them the 4.1% growth in the agriculture sector in the first quarter of 2011. He urged everyone to continue supporting the agricultural programs of the government and to establish and strengthen linkages with other sectors.

There are at present 82 BFTs in the region managed or operated by cooperatives, barangay or municipal councils, and other rural based organizations. Under the memorandum of agreement, the proponent or BFT applicant will provide the site and the building or structure while the DA provides the equipment which include 2 chest freezers, 2 chillers as cold storage, 25 pieces plastic crates, 5 weighing scales; styrofoam boxes and calculators. Financial assistance is also provided to enhance BFTs operation.

The 1st day of the summit also coincided with the culmination of the nine-day novena held at the DA chapel in honor of St. Isidore, the patron saint of the farmers. The occasion was graced by Ms. Lenny Pecson, executive assistant who represented Engineer Leandro A. Gazmin, director of the DA Agribusiness and Marketing Assistance Services. With her was Jocelyn Palisada , also of AMAS. Also present were the two DA regional technical directors: D. Elena B. de los Santos, for Operations and Extension and Dr. Edgar Madrid for Research and Regulatory, BFAR regional director Dennis del Socorro, Maria Elvira Martinez, assistant regional director of the National Food Authority and some members of the local media.

The province of Catanduanes recorded the highest sales during the 2-day “tiangge” in the amount of P32,363.00. Meanwhile, the booth of the Albay delegation was adjudged best booth.

An airport in Partido is a good news as it could actually replace the undersized Naga Airport in Pili.

The distance and travel time is much shorter that going to Albay. The airport is apparently a BOT project from Chinese Investors.

I agree that we need a new, bigger and modern airport.

But a New Camarines Province?

Absolutely no.

MANILA, Philippines — Local and international cyclists race in pursuit of a whopping P5-million in total purse as they hit the roads of Manila all the way toCamarines Sur via Southern Luzon's scenic routes in the eight-stage Tour of CamSur 2011 starting Saturday (May 21).

The tour of CamSur, a brainchild of Camsur Gov. Lray Villafuerte, will fire off at the SM Mall of Asia, testing riders to a gruelling 1,000-kilometer, point-to-point race through Southern Luzon's world-renowned trails and coastline ending at the Camsur Watersports Complexon May 29.

According to Villafuerte, this year's edition not only offers the richest purse in cycling today but also affords both local and international participants a stunning view of Southern Luzon's tourist hotspots.

For the first time in the event's 13-year history, cyclists will traverse from the starting point in Manila the Southern Luzon regions of Lipa, Batangas, Lucena, Calauag, Daet, Sipocot, Naga, Pili, Iriga, Ligao, and Tabaco before finally reaching the finish line at CWC.
