Why Naga City is booming

This was taken from the findings of our recent joint studies together with a local franchising company. Some parts however are personal conclusions.

It was the Naguenos entrepreneurial flair that made the city’s business very active.

Bicol’s home grown business like Biggs (Bicol’s biggest food chain, Graceland Baker’s Plaza (Bicol’s second biggest food chain), South Star Drug- now considered a big player in drugstore business next to Mercury) all originated from Naga.

Magsaysay Avenue was used to be desolated, but boomed with the entrepreneurial sprit of the Abella’s. They opened up Chili Peppers and now grown to five branches- one in Legazpi, and two in Makati City and one in Eastwood City.

The Avenue Square was built with the upscale market as a target. No locators invested for the belief that Naga was not yet ready for an expensive lifestyle center. The owners franchised the first Max’s restaurant and the first The Coffee Beanery in Bicol. Other upscale Manila based restaurants followed suit like Peaberry and Little Asia. Shakey’s moved in from the Centro. It has also attracted upscale brands like Crocs, Havaianas and Ipenama.

When the Westpark opened there were also no locators. The Cabral family franchised the Mocha Blends and Tokyo Tokyo. Other upscale restaurants followed suit.

The Lo Family also franchised an international brand, Kopi Roti when they opened Cereza. Other locators followed.

Magsaysay Avenue is now an established market for upscale restaurants. The Abella’s are now building another facility. The locators this time, are all company owned (like Yellow Cab and Starbucks). Other investors are fighting for every available space in Magsaysay Ave. Thanks to city zoning; regular fast-food chains are discouraged in the area as it would smother the upscale competitors with their value meals.

If I am not mistaken there are now more than 30 restaurants in that strip.

CWC is also a grand entrepreneurial idea of Gov LRay. Look what happened to the Cam Sur Tourism.

Because of the active entrepreneurial spirit in Naga City, even E- Mall was able to attract Robinsons Supermarket as its anchor store which our Embarcadero is finding difficult to recruit.

These are the reasons why more banks, more upscale land developers, even upscale Memorial Park developers, Manila based Cable Companies started pouring in.

It is the people that make the city. Naga City is lucky for having brave entrepreneurs.

Legazpi is also lucky for having Elizalde Cu who bravely invested in Legazpi despite all odds. As in my previous post, I am happy that he partnered with LCC as its anchor Supermaket. LCC is the original Bicolano Mall that made both Albay and Camsur business very active in the past. With all the giant competitors pouring in n Bicol- LCC needs all the support of all Bicolanos to survive.

Once the Legazpenos’ entrepreneurial spirit wakes up, we will catch up. Embarcadero being unique development could attract big time investors once it operates.

One observation, EM is marketed as an upscale development- but does not have the focus of Avenue Square of accepting only upscale tenants. Re- launching EM to a different target market would help it take off.

i'd like to comment on this.

while it is true that entrepreneurial flair adds to the economy of one place, i believe that it's not the biggest factor. For me, it is still the geographical position and the geological composition of the place.

geological composition - this is the foremost important factor (for me) that contribute to an area's economy. the geological composition determines what kinds of natural resources will be abundant in the area. California became an economic success upon Gold Rush of 1849, Kuwait of the discovery of oil in 1930s, etc. For Naga's case, it would be the fertile plains that surround the city center. Agriculture is the dominant sector in the history of Naga's economic success. Agriculture then fostered the mercantile element in Naga's economy in later periods. For Legazpi, in the south, I believe it's the soil that was suitable for abaca trees that were soon harvested by Bicolanos and exported in other nations. History showed that the spur in export activities in the late 19th century in Legazpi is strongly correlated with the sudden boom in this city's economy. Legazpi was not existent til the mid 1800s. Then it became a city under Bacerra Law in 1892. It was during this period when abaca exporting industry grew in a rapid manner. Legazpi's downfall could be well attributed to the suffering Abaca export industry. This industry slowed down in the 20th century. However, Legazpi's economy remains robust due to the other factor below.

geographical position - when a place is located strategically (like near a river, a sea, or merely on the crossroads between key cities), that place will progress economically. in naga's case, it is traversed by bicol river (probably the biggest river in the entire peninsula) and other rivers and rivulets. For this, people from different places find naga city a strategic location. People (specifically farmers) living in the fertile plains nearby found the area (that was traversed by the rivers) as a strategic place for trading. Rivers make transportation easier (as opposed to land). You do recall that the earliest civilizations that were born in this da*n world are located near key rivers - Mesopotamia, Italy's Rome, Eqypt, etc. On the other hand, Legazpi became a success under the same circumstance:location. Abaca trees grow abundantly in the southern half of the peninsula. These trees are most abundant in Albay and Sorsogon. But it turns out that Legazpi is centrally located. Plus, it is bounded by the sea as well. When abaca exports fell during the later part of the 20th century, Legazpi's economy remained robust. It turns out that this city is also located centrally in the whole region. Plus, it became the administrative center.

In short:

Naga = agricultural economy that can sustain and is still sustaining the city and the environs.
Legazpi = exporting industry was the main reason why it became a city. exports bring in the dollars but as the exporting industry slowed down in the 20th century, so did the economy. one historian even noted that albay was one of the richest provinces in the country in 1920s when abaca industry was at its peak. agriculture is also good in the city and its neighbors but Naga's agricultural sector is undoubtedly stronger.

Additional Flavoring: tourism. however, this flavor is something people can live without. it became a factor in an area's economy in later periods of time. besides, tourism's grassroots might just be the two factors mentioned above.

where is entrepreneurial flair? to be honest, it's not one of the factors that i consider. why? this can be drawn from people. and people transfer from place to place depending on where they can gather the most available wealth (this is constrained, however by other factors like availability of chances). this is why, people transfer from rural areas (where there is little room for growth) to urban areas (where businesses can be initiated, thus the livelihood!). Preferred places may not always be the urban areas. These can be places where people can start up a business (due to strategic location), work as employees, etc. etc. In short, people go to where opportunities arise. If a city's economy declines, history shows that people would usually transfer to other places/cities. Along with this, entrepreneurial flair in that city would also vanish.

To wrap this message up, for a city to grow, it needs either or both the two factors I mentioned: geological composition that could grow "in demand" products and strategic geographic position. After these two, entrepreneurial flair would just follow suit.

It can be drawn from my realizations that LGU administrators have to focus on what can make the economy strong. Strengthening the businesses, particularly the agricultural ones, is a strong start. Agriculture can sustain an economy. Exporting and tourism can bring in the dollars. But as world economy is at crisis, it is best to focus on the grassroots source of livelihood.

Revival of ‘Save Naga River’ set

NAGA CITY, March 17 (PNA) -- The city government of Naga in partnership with other private groups is reviving the “Salvar Salog,” a save the Naga River project aimed at keeping the Naga River clean, through a relaunching activities slated March 21.

Mayor Jesse M. Robredo said the city government has forged a stronger partnership with other government agencies and the private sector to sustain a no-nonsense drive to save the river.

The ceremonial relaunching, which will be held along Magsaysay Bridge at 6:00 a.m. will be witnessed by volunteers from the Tupad Project of the Department of Labor and Employment(DOLE, Isko Basurero of the Naga Philippine National Police Office, the 45th Ready Reserve Air Group of the Philippine Air Force, and the Naga City Council for Women.

The Naga River is the traditional route of the Penafrancia fluvial procession which is the highlight of the annual regional fiesta. This once pristine body of water divided the old native settlement of Naga and the then Spanish city known as Ciudad de Nueva Caceres. It served as a navigable waterway and a fishing ground for both sides of the two settlements until they became one to be the ecclesiastical seat of the Bishopric of Caceres in the Indies.

Expected to attend the relaunching ceremonies are students from different colleges and universities in the city, the Ladies in Green, and the Association of Barangay Captains.

The ceremony will be highlighted by a report on the status of the river and the corresponding measures and approaches being implemented for the river’s protection and environmental enhancement.

In 1997, the Department of Environment and Natural Resources had placed the river’s water quality at “E”, and was upgraded to “C”, attesting to its livability for freshwater fish and other aquatic resources.

A study showed that increasing economic activities have placed a strain on the city’s water resources, including the Naga River and put the health of its residents at risk. There is undoubtedly an urgent need to mitigate the negative impacts being caused by the polluted effluent from the residential homes along the river and the public market for which the city would soon put up a wastewater treatment plant.

Former barangay chairman Ramon Antonio of Dinaga said almost 1.5 tons of wastes and garbage are being fished out daily from the river by the combined crew of river “sweepers” from the six barangays that span the river.

City Environment Officer Oscar Orozco said city ordinances prohibit the throwing of garbage into the river, the setting up of pig pens along the river banks and the construction of structures that encroach the river easement and cause erosion thereat.

Aside from making the river clean, Salvar Salog participants will plant trees, vegetables and ornamental plants along the river banks and identify erosive portions of the river easement for the immediate construction of concrete embankment. (PNA)

to date, how many LCC Malls are there in the Philippines?

There's 4. One in Tabaco, one in Legazpi, one in Naga and one in Sorsogon. If I'm not mistaken, the Supermarket and Department Store in Sorsogon have been renovated to be a full LCC Mall. And another one in Daraga is about to be constructed.

That figure is for the entire space of the mall being leased by tenants, like the boutiques, restaurants, cinemas, supermarkets and department stores. That figure doesn't include idle spaces like the mall's atrium.

Anyway, whatever happened to Iriga? I can't believe the figures. Or it might be due to overspending. Or is it just me?

I keep on asking myself that same question. What happened to Iriga? It was the third municipality in Bicol to be proclaimed city yet it is the poorest city in the region to date. Could it be it's overshadowed by Naga or could it be the local government?

There is also a medium concentration of Jesus Miracle Crusade International Ministry in the City in Nearby Towns and Cities (Pili, Tigaon, Goa, Ragay, Iriga, Sipocot etc.)

JIL Church, ADD and the Iglesia Ni Cristo (INC) whose imposing church is a landmark itself along Panganiban Drive and other Towns ..!!

Regarding the sister cities, I can't find any source but as far as I know Naga and Parañaque are sister cities too.

From what I know, the building was demolished because it breached certain rules in building an edifice in the city. If some of you were able to see the building then, it was leaning. To prevent further damage, the City decided to demolish it instead.

Nabua soon to be the third 1st class municipality after Libmanan and Pili in Camarines Sur.

Currently being constructed are the Rinconada Medical Center in Sta. Elena and the LCC Mall in front of the municipal building.

The municipal hall of Nabua is presently renovated.

The first mobile Land Transportation Office in the Bicol Region is in Nabua beside the Veteran's Memorial Plaza.

Cool name Hakz. Although "Hakam" apparently is more of a referee, and "Hakim" is a judge, or someone of higher authority that can make important decisions. I'm guessing the word "Hukom" is of Arabic origin.

I think geographical position and geological composition of a place are certainly important factors. However, how do you take advantage of such key factors if there is no entrepreneurial flair? You can have the most fertile land for an agricultural economy, but you can't sustain it if you don't know what to do with it. Naga City is vibrant because of great ideas that caters to that need of its citizens. Yes we need agriculture and ought to be invested in because other people rely on it for livelihood, but what can you do with goods or products if you can't sell it? Economy run on exchange of goods and services, but without entrepreneurial flair I think your goods and services will be left to rot.

4. Ligao - 276.746 million (96th nationwide)
5. Masbate - 241.023 million (105th nationwide)
6. Tabaco - 240.427 million (106th nationwide)
7. Iriga - 236.661 million (111th nationwide)

FYI: The Philippines has 136 cities pending final decision of the Supreme Court nullifying the creation of 16 cities last 2007.

Congress is the lone legislative entity that can incorporate cities. However, provincial and municipal councils can pass resolutions indicating a desire to have a certain area (usually an already-existing municipality or a cluster of barangays) declared a city after the requirements for becoming a city are met. As per Republic Act 9009, these requirements include:[5]

locally generated income of at least PHP 100 million (based on constant prices in the year 2000) for the last two consecutive years, as certified by the Department of Finance, AND
a population of 150,000 or more, as certified by the National Statistics Office (NSO); OR a contiguous territory of 100 square kilometers, as certified by the Land Management Bureau, with contiguity not being a requisite for areas that are on two or more islands.

I think geographical position and geological composition of a place are certainly important factors. However, how do you take advantage of such key factors if there is no entrepreneurial flair? You can have the most fertile land for an agricultural economy, but you can't sustain it if you don't know what to do with it. Naga City is vibrant because of great ideas that caters to that need of its citizens. Yes we need agriculture and ought to be invested in because other people rely on it for livelihood, but what can you do with goods or products if you can't sell it? Economy run on exchange of goods and services, but without entrepreneurial flair I think your goods and services will be left to rot.

Yes, I also agree to that, without the entrepreneurial flair of the people of a certain place like Naga, resources would be nothing but useless. In text book economics it always follow a model that one economy has to develop the agriculture sector in order to sustain the industry which is absolutely true like what happened to all developed countries now. However, we have gone passed that stage and the question now is how to make use of those resources. Good envisioning and creativity of the locales are some of the reasons why Nagas economy is on a steady trend towards growth.

In a bid to improve and update the Naga City website’s photo gallery, the local government is calling on all amateur and professional photographers to submit their pictures for inclusion in the online gallery and in future publications.

Recognizing the need for people participation, the city government is encouraging its citizens as well as non-residents to submit their best shots and help in preserving the history of Naga for future generations.

Those interested can submit pictures of landmarks, places of interest, as well as human-interest shots. Submitted pictures will be selected and classified according to subject and theme. Photographers will also be given credit for their work. Their names will be cited whenever their shots will be used. Creative captioning is also a plus.

The city government is hoping that Nagueño pride will come through and manifest itself in the people’s participation.

Interested photographers can send their photos by email to nagapics@yahoo.com. Submitted pictures should be accompanied by the photographer’s complete name and a short description of the shots.

Naga River clean and green soon - DOLE

Naga City (19 March) -- Balete River in this city, pathway of the world renowned Peñafrancia Festival "Traslacion" river procession, will become clean and green soon. This was assured by Department of Labor and Employment (DOLE) Bicol Regional Director Ernesto C. Bihis during a radio interview Monday morning.

Following the release of a P500,000 emergency employment grant under the "Tulong Panghanapbuhay sa Ating Disadvantaged Workers" (TUPAD) program last week, DOLE provincial office Camarines Sur headed by Ms. Ana Christine Soriano and Naga City mayor Jesus Robredo said that the cleaning program shall commence at 7:30 a.m. on March 21.

Some 30 workers, displaced by the global challenges (GC), will be employed by the clean-up program for one month. "They will receive the minimum wage specified under Wage Order No. 13," Bihis said.

The cleaning will start at the river side of the Naga Bridge at the city up to the end of procession point in Basilica. "This program will not only help the displaced workers but the entire devotees of the Peñafrancia Festival. When the riverside is cleaned people can easily spot 'Ina' during traslacion," Bihis, a Marian devotee, stressed.

The TUPAD program was conceptualized by DOLE Sec. Marianito D. Roque to counter effects of the GC and provide emergency employment to displaced workers for at least one month. "It is not a permanent program but it will give a leeway to the workers to look for opportunities after they were displaced," Bihis ended. (DOLE/PIA)

NAGA CITY—The World Bank (WB) has offered more loans to this city after its top country official was satisfied by the way projects funded by the bank were implement by the local government.

WB country director Bert Hofman said he was impressed by the social impact of the projects and manner the city government has implemented them. He encouraged city officials to take out more loans from the bank, as well as other development institutions.

Hofman was here to inspect various projects undertaken by the city government.

One of these projects is the multimillion-peso drainage system along the diversion road that has proved effective in addressing the city’s problems with flooding, particularly in urban barangays and the Central Business District II (CBD II).

Hofman also inspected the multi-purpose learning center in barangay Triangulo that offers social services to the urban poor who benefit from the city government’s ongoing housing program.

He was, however, concerned by the perception that the city government’s financial resources are insufficient to complete its socialized-housing program, and said the WB is open to the city’s funding needs.

City Mayor Jesse Robredo declined the offer and told Hofman the soon-to-open SM City Naga and other large commercial establishments in the CBD II would generate more revenue for the city.

From SM City alone, Robredo said, the local government expects to collect some P40 million in taxes.

Borrowing is not the city’s immediate answer to the lack of funds. Despite the Land Bank of the Philippines’ credit ceiling of P359 million for the city, it only borrowed P130 million to finance some of its programs.

The mayor emphasized the role of a strong informal sector, referring to the urban poor as an asset of the city.

On the WB’s recommendation to use microfinancing as an alternative to protect the city’s economy in the face of the global financial crisis, Robredo assured Hofman that his administration is ready to face it, saying, “It’s a matter of attitude”.

It has been an attitude of his administration to consult with non-government organizations, people’s organizations and the civic sector that is an important element in the pursuit of development projects, the mayor said.

Robredo said most of the city’s development goals identified in its 10-year development plan that was formulated in 2003 have already been achieved, except for some projects that await funding.

“We can achieve the rest through sound financial management and cooperation of the private sector.”

The city government’s priorities are social services over non-essential services and the administration is known for its frugality, Robredo added.

Does anyone have any update(s) regarding the prosposed Plaza de Nueva Caceres that is supposedly going to be put up in front of the Naga City public market?

I think I read it somewhere, (if my mind serves me correctly) that it should be finish before the 4th National Filipino Heritage Festival which will be held this coming April or May.

PILI, Camarines Sur – Camarines Sur will once again take center stage in the extreme sports limelight when Governor LRay Villafuerte partners with the World Wakeboard Association (WWA) to stage the five-day WWA Wake Park World Championships at the Camarines Sur Watersports Complex (CWC) on March 25 to 29.

This will be the second consecutive year Camarines Sur hosts the competitions, unprecedented in the history of the WWA World Championships which have never been played anywhere else outside the United States except last year.

Camarines Sur’s successive selection as venue of this year’s world wakeboard games all the more confirms the reputation of CamSur Watersports Complex (CWC) as the best cable wakeboard park in the world.

No less than a total contingent of foreigners, 300 to 500 of the top riders from all over the world will attend the competitions, the event actually a triple-contest and dubbed by the WWA as the “largest collective wakeboarding event to date”.

Alongside with the 2009 WWA Wake Park World Championship pulled behind the cable, Gov. Villafuerte will again open host the first stop of the WWA Wakeboard World Series during the week and the Cam Sur Riders’ Cup will kick off the World Series behind the boat, with all the world’s top riders expected from some 25 countries competing for a chance to become the WWA Wakeboard World Series champion at the end of the season.

With the added Rail Park at the CWC, the five-day event will also include one of the most highly anticipated contests behind the revolutionary Sesitec System 2.0 with three professional and three amateur divisions.

Professional Men Wakeboarders will be collecting points to determine an overall winner of the entire event. The divisions that will be included for the Pro Men Wakeboard category will be the Pro Men Wakeboard division during the Cam Sur Riders’ Cup (boat), the Pro Men divion in the WWA Wake Park World Championships (cable), the Obstacles Only division during the WWA WakePark World Championships (cable) and the Pro Men Wakeboard division of the CWC Rail Park Contest (System 2.0).

There will also be a similar cumulative race during the week for Professional Wakeskaters as well. Naga charts 10-yr. solid waste management plan (http://www.bicolmail.com/issue/2009/march19/x10.html)

NAGA CITY --- A 10-year integrated action plan addressing in detail all possible weak points and challenges in achieving an “environment that is ecologically balanced with emphasis on sound solid waste management” was presented here Tuesday to different stakeholders for final evaluation.

The plan’s executive summary stated that with the growing population and increasing volume of solid waste, which is expected to bloat up to 101.49 tons/day in the next 5 years and 119.29 tons/day in 2017, garbage disposal will seriously become an alarming issue.

The plan which was drafted by Manila-based International Resources Group (IRG) is now being readied for submission after several inputs, changes and concerns were made during the presentation and finalization.

The document which contained comprehensive approaches for the implementation of the garbage disposal system will be submitted several weeks from now to the city government which will call for a public consultation or hearing to determine the implementation of the solid waste management agenda.

Basic ideas in the plan were obtained thru stakeholders’ participatory effort and by the members of the City Solid Waste Management Board who actively participated in the different levels of preparations such as gathering of data, leveling off on the understanding of the current situation, setting of targets and identification of strategies to meet the targets, site visitations, and workshops.

Engr. Jessie Todoc, a consultant of Manila-based International Resources Group, said the city’s solid waste management plan was outlined within the framework of Republic Act 9003, otherwise known as ecological solid waste management act of 2001.

He said the plan’s mission is to promote and implement the law particularly its provisions on cleanliness, orderliness, waste reduction and waste diversion.

Waste reduction is the minimization of solid waste before it enters the solid waste stream by methods such as materials substitution, materials reuse and packaging restrictions while waste diversion involves waste disposal through reuse, recycling and composting activities.

Through these and other initiatives include segregation at source, the plan is seen to become an effective facility in solving the garbage problem via consolidated programs that are expected to deliver optimum results at the least cost possible while conserving and restoring the city’s natural resources.

IRG which is working in synergy with the Czech-based Enviros. City executives and planners assured the multi-sector forum that the plan will promote ways that will help sustain the cleanliness of the city and reduce its waste in ways that are made easy for the public to participate.

Mayor Jesse M. Robredo said the study and the production of the plan was financed by the Ministry of Environment of Czech Republic as part of the foreign country’s technical assistance to the city.

Containing a comprehensive and top-to-bottom method on garbage collection and disposal, the city’s 10-year solid waste management plan aims to: provide adequate collection services to the city’s 27 barangays, keep garbage trucks/vehicles roadworthy, divert at least 40% of waste by 2017, rehabilitate the Balatas Controlled Dumpsite in accordance with the law, improve the organization in-charge of solid waste management, provide continuing capability-building opportunities to solid waste management personnel, institutionalize the implementation of Promotion, Information, Communication and Education components and actively enforce the regulations on solid waste management.

The Rinconada Medical Center at Sta. Elena (Baras) near by the Iriga boundary.

Close by the Rinconada Medical Center, there's a farmland being covered with dirt (soil) (it's large or spacious, i just don't know how many hectares). It was bought by Ortega. It is said they'll put up an Ice Plant but it is not confirmed. Still clueless.

Next to the Rinconada Medical Center buing built, is a Wishy Washy Laundry Shop.

Close to it is the DWAS Radio Station.

At Dalan-Dalan, there is Mangoes as well as KiKay's KTV Bar. For those who wants to chill, just go there.

Considering that Bicol-Naga is essentially the "lengua franca" of Camarines Sur, it is therefore widely used and spoken by many. By the fact that Naga City and its sorrounding towns speak Bicol-Naga, and the fact that Naga City is the commercial, educational, and religious center of Camarines Sur; Bicol-Naga thus is of greater importance, more so, and as compare to if you would speak Rinconada.

For non-rinconada speaker, there isn't any greater need to learn the Rinconanda dialect. Most don't necessarily go to Nabua or Iriga to go to school, or church, or shop, or what have you...on a regular basis.

That's why I think Pili is unique, because it is able to converge both world into one. I think this is the place I know of where you can actually speak Bicol-Naga and Rinconada interchangeably.

Also, considering that both Camarines Sur and Albay are the most populous provinces in Bicol, it isn't surprising that anyone else coming somewhere else in Bicol beside these two would automatically assume the dialect of Bicol-Naga or Bicol-Albay.

I think geographical position and geological composition of a place are certainly important factors. However, how do you take advantage of such key factors if there is no entrepreneurial flair? You can have the most fertile land for an agricultural economy, but you can't sustain it if you don't know what to do with it. Naga City is vibrant because of great ideas that caters to that need of its citizens. Yes we need agriculture and ought to be invested in because other people rely on it for livelihood, but what can you do with goods or products if you can't sell it? Economy run on exchange of goods and services, but without entrepreneurial flair I think your goods and services will be left to rot.

NAGA CITY --- Local officials and chief executives from various local government units are trooping their way to this city to equip themselves with basic knowledge and know-how preparatory to the implementation of the basic provisions of Republic Act No. 9485, or the Anti-Red Tape Act of 2007, otherwise known as “An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing graft and Corruption, and Providing Penalties Thereof”.

The Act was signed by Pres. Gloria Macapagal Arroyo on June 2, 2007 and LGUs are now pressured to craft their own Citizens Charters and other anti-Red Tape mechanisms before the end of the third quarter of this year.

As provided for by the law, government offices and agencies are required to set up service standards to be known as Citizen’s Charter to ensure quick and quality service to the public that this city, under the stewardship of City Mayor Jesse M. Robredo, pioneered as early as 2002 which since then have become a model formula and document for LGUs and other agencies throughout the country.

Last March 11, week, members of the Sangguniang Bayan of Mendez, Cavite, led by Vice Mayor Frederick Vida and a 3-member team from the Technology Application and Promotion Institute of the Department of Science and Technology interfaced with top officials of Naga City Hall to discuss good governance programs and strategies.

The following day, March 12, a 27-member team from Tagudin, Ilocos Sur led by its Municipal Mayor Roque S. Verzosa were treated to a whole day orientation seminar on Naga’s best practices that they hope to benchmark and draw inspiration from.

Writing Mayor Robredo to allow his personnel to conduct an exposure trip in Naga City, DOST Undersecretary Fortunato de la Pena said: “We have learned from the Development Academy of the Philippines that your office is a model agency when it comes to the implementation of the [Citizens] Charter.”

Yesterday, March 18, a 26-team from Caba, La Union led by Vice Mayor Erlinda Wenceslao was personally received by the city mayor for an overview of the city government’s programs and operations before undergoing an orientation/exposure seminar conducted by Naga City Planning Officer Willy Prilles.

On Friday, March 20, another delegation composed of 25 department heads from the City of Sta. Rosa will be heading to this city for a similar exposure visit.

Sta. Rosa City is a model LGU for Region IV-A with regards to the implementation of the Anti-Red Tape Act in the province of Laguna.

“However, experiential learnings are deemed more effective in order to achieve deeper understanding of the strategies used by successful implementors (such as the City of Naga)”, Sta. Rosa City Director Tirso Lavina told Mayor Robredo in a fax message, explaining that direct exchange of ideas will enlarge their knowledge and make them more responsive in the delivery of services to their respective constituents.

Proximity? That means distance, and as far as I know, Lagonoy is about 60 kilometers from Naga, because Goa is 52 kms from Naga.

Anyway, Lagonoy is a very pleasant place. I love the provincial aura. And yes, the zoning is superb, I honestly wonder why Naga's zoning (according to my student from Laguna who came to Naga for a seminar) is "confusing". We go to Lagonoy once in a while for revelry in popular bar called VDS.

Got to talk to the PNB Iriga manager and confirmed the opening of PNB Magsaysay. Not yet very sure of the Allied Bank as it will merge with the PNB anytime soon.

They are also do not know yet if after the merger, Allied bank would take PNB's name. But they would be opening another branch in Panagniban Drive- either PNB or Allied Bank whichever would be retained.

One Memorable Day with “ El Kapitan ”

LAST Saturday morning of March 14, 2009, I was among a handful of key personnel of the University of Nueva Caceres at the Naga Airport Tarmac in Cadlan, Pili, eagerly anticipating the arrival of a very special guest of the Educational institution.

What I hope to be a quiet welcome for Dr. Lucio Tan, our invited guest speaker, for the 61st college graduation ceremony, turned into an instant mini fiesta atmosphere, when known local business personalities from the Chinese community, led by Mr. Robert Obiedo of Villa Caceres and Robertson Mall, and other officers of the Chinese Chamber of Commerce, with their wives, turned up in mass, complete with their own welcome streamer.

Not to be outdone, and perhaps with even more reason to manifest their presence, was the welcoming committee from the Provincial Government of Camarines Sur, led by Vice Governor Salvio B. Fortuno, supported by the Provincial Cultural group and its band which emerged from the Airport Terminal building, and took up position adjacent to the Chinese Chamber delegation.

The Airport security has its hands full, trying to put order into the crowd as the specially chartered Air Philippines jet touched down and maneuvered into position along side the waiting crowd. Airline personnel who knew the official purpose for the visit of Dr. Lucio Tan, conducted our group, led by Board of Trustees Chairman, Felicito Payumo and Dr. Eduardo H. Sison at the stairwell of the plane, to welcome our guest, Dr. Tan and his wife and almost hundred other visitors who were part of the official entourage of Dr. Lucio Tan.

A team of photographers hired by the Chinese Community jostled for position, shooting from every conceivable angle to capture the whole drama of the arrival, while the dancers from the province perform their choreographed number, which definitely attracted the attention of the Chairman of the Philippine Airlines and other leading businesses in the Philippines.

The ceremony was quick and the guests were escorted to two air conditioned buses waiting at the sidelines while Dr. Tan and his beautiful wife boarded a car that will take them and his party to the famous Camarines Water Sports Complex at the Provincial Capitol, for a luncheon hosted by Gov. Lray Villafuerte of the Province of Camarines Sur.

We hurried back to the University and completed our final preparations for what we felt would be the biggest and the most exciting graduation program for our school. Promptly, at three in the afternoon, Dr. Tan and his party arrived at the Campus and took a guided tour at the University Museum, the First privately run repository of arts, history and culture in the Bicol Region.

Dr. Tan expressed interest in the exhibits, especially about Dr. Jaime Hernandez, the founder of the university, and a similar exhibit on Dr. Dolores H. Sison, the university president. Both exhibits are housed in two separate rooms at the third floor of AMS Building. The party then moved to the Administration building where the University President was waiting. The photographers had a field day outdoing each other for a good shot of Dr. Lucio Tan and Dr. Dolores H. Sison on their very first handshake.

It was during a quiet moment later, in the relative privacy at the office of the President of UNC, that Dr. Lucio Tan showed an uncanny interest and curiosity at my “little invention”. Knowing the difficult condition and situations, in instances where only a single cameraman or photographer maybe allowed access, I devised a contraption that would allow me to single handedly shoot video and take photographs at the same time, with the same field of view, using two separate equipment, arranged one on top of the other.

I was truly flattered at the attention given to my invention by Dr. Lucio Tan, as he took the time to inspect the gadget and I answered some questions he posed, and explained how I go about doing my work. If there is one shining moment in my life that I would forever treasure, and be truly proud about, in meeting such a Distinguished Gentleman and Accomplished Individual, it was that moment.

The short nod of his head, the twinkle in his eyes, a simple smile, and the one word he uttered, spoken from the heart, truly defines what makes Dr. Lucio Tan the Leader and the man that he is. Turning to his aide beside him he said “Professional”, referring both to the person and to the simple equipment I had. Such a complementary word, spoken by such a man of his stature, to my mind, truly made my day.

It was the best and the most memorable moment with the person, many of his people, in the Lucio Tan Group of companies, would very respectfully address as” El Kapitan”. I thought that nothing more could top this personal exhilaration I felt. I was wrong. During his short, softly spoken message to the assembled thousand gathered to watch him, and after having been publicly honored by the University of Nueva Caceres, with a truly appropriate honorary title of Doctor of Technology, he said:

“I’d like to share some thoughts to our young graduates. As you know or read in the papers, people call me a lot of names, Taipan, Tycoon, and Industrialist. But who I am and what I have become was molded here in the streets, the alleys and busy market places of Naga…

“No matter where life may take you, never forget your roots. Always find your way home - here in our city, as I have. Always remember, where you come from, is not a hindrance or weakness; it is your greatest strength.”

His words brought back a flood of memories and I can suddenly relate to his message. Ten years earlier, in 1999, my wife and I, made a sentimental journey to Guangdong. China, with my wife’s other sisters. I married a Chinese mestiza by the name of Goyhan Loo, Cuarto, and on our 25th wedding anniversary, my brother-in-law, Cecilio Mulleda and his wife, Goychi, as a gift, arranged an all expenses paid trip for us to visit with them the birthplace of my late Father-in-law, Gregorio Ahkim Loo, to go back to his roots and search for other surviving relatives.

The four sisters, Goye, Goychi, Goyliaw and Goyhan, together with Cecilio and myself boarded a hydrofoil boat for a three hour ride along the Pearl River Delta,after securing permission from the Chinese Authorities in Hong Kong. Mrs. Goye Wong, the eldest in the family, was our interpreter and guide. For the first time in my life, I set foot into Rural China, entered the village and the very house where my father –in-law used to live, saw the economic condition of the community where he came from. It brought me to tears.

For the first time in my life, I gained a much deeper respect and admiration for what some locals would use to disparagingly call, “ ugaling Intsik”, referring to Chinese work attitude and ethics. Listening to Dr. Lucio Tan expressed those thoughts, with such sincerity and experiencing personally, a manifestation of his character trait, I have absolutely no doubt that Dr. Tan exemplified the very best of the Filipino-Chinese character we should all emulate.

May “El Kapitan” continue to be a source of inspiration and hope for our young graduates and the rest of our youth today. I salute you Sir, and pray that you continue to soar through the stormy skies and sail the rough seas of our challenging economy. May your steadfast resolve to help our country, steady your hands as a captain of that ship, powered by the engine of development and technology, and fueled by a sense of service to your fellowmen.

Thank you for reminding us of the importance of our roots.

Tomorrow, March 23, 2009, Pupunta ako ng Bureau of Local Government and Finance, an attached agency of the Department of Finance. Meron po akong courtesy call doon at para matutunan kung anong latest updates sa local government financial management and procedures.

Kukuha na rin ako ng updates (kung meron na) tungkol sa income classification ng iba't ibang municipalities and cities sa Bicol. Sila kasi ang nagkaclassify ng mga LGUs based on annual income lalong lalo na ang Nabua.

Tomorrow, March 23, 2009, Pupunta ako ng Bureau of Local Government and Finance, an attached agency of the Department of Finance. Meron po akong courtesy call doon at para matutunan kung anong latest updates sa local government financial management and procedures.

Kukuha na rin ako ng updates (kung meron na) tungkol sa income classification ng iba't ibang municipalities and cities sa Bicol. Sila kasi ang nagkaclassify ng mga LGUs based on annual income lalong lalo na ang Nabua.

My sked this week:

March 23 - Department of Finance, Manila Ocean Park, Philippine Trade and Training Center and SM Mall of Asia

March 24 - Central Bank and Courtesy Call at Malolos City Hall

March 25 - Courtesy Call at Vigan City Hall and visitation of Livelihood Projects being implemented there. Baluarte, Hidden Garden, Crisologo Museum

March 26 - Courtesy Call at Laoag City Hall. Visit to Marcos Mausoleum, Fort Ilocandia, Malacanang of the North

March 27 - Back to Bicol

With their average annual income (in millions) from 2004-2007, the following 1st class municipalities are;

1. Libmanan - 81.753
2. Pili - 69.218
3. Calabanga - 64.192
4. Buhi - 63.039
5. Nabua - 62.864
6. Sipocot - 60.027
7. Tinambac - 58.831
8. Ragay - 57.383

Pursuant to Section 2 of Department Order No.23-08 dated July 29, 2008, the classification of municipalities shall be based on the income brackets, as follows:

First Class - Php55 million or more

Second Class - 45 million or more but less than 55 million

Third Class - 35 million or more but less than 45 million

Fourth Class - 25 million or more but less than 35 million

Fifth Class - 15 million or more but less than 25 million

Sixth Class - Below 15 million

Note: I will be posting the full results for the entire Bicol region this weekend!

Hint: 7 fiirst class municipalities in Albay, 2 in Camarines Norte, 1 in Catanduanes, 2 in Masbate and 2 in Sorsogon.

There are no 1st class cities in the Bicol Region.

Hello, thanks for these figures. I really can't believe about Tinambac. I wonder why Goa is not there; it is the most pulsating town in Partido, with six banks, two South Star Drugs stores, a branch of Bigg's, and agriculturally, Goa is fine. Bitter ako for Goa. Huhuhuhu!

Hakz, correct me if I am wrong. The income for every year does not include the expenses incurred for projects. If that's the case, Goa's income, if the expenses for projects are included, could surpass that of Tinambac.

I can't wait for Albay's figures! Seven? That's almost half of 15 towns! I'll make a guess. Daraga (syempre!), Guinobatan, Polangui, Bacacay, Tiwi, Oas, and Camalig. I think Libon could also be one of them. Yey!

Nothing has changed much for Camarines Norte. I believe they're Daet and Labo. Sorsogon now has two first class towns? I am sure one of them is Bulan. I hope Pilar is the other first class town. Virac for Catanduanes. Masbate's, I think, are Aroroy and Milagros.

Definitely it would be Bulan & Pilar since Gubat, Sorsogon has P51 Million only compared to Bulan which has P87 M something & Pilar-P57 M

There is a huge signage of SM Ctiy Naga at the main entrance located at the other side of th mall not seen in the picture). That view is actually a side entrance near the Bus Terminal.

The main entrance is located at the side of Panganiban Drive, it is a little recessed way in and not seen in the picture. I hope someone would take a picture of the main entrance side.

I was wondering why Libmanan has the highest rating. If you visit the capital. it's a "sleepy" town or almost a Ghost town.
I think, they base it on the agricultural income through tax. Noting that Libmanan is the largest town of Camarines Sur. Libmanan is also the largest rice producer of Camanrines Sur or even Bicol itself.

Close this MANILA, Philippines -- MALL DEVELOPER AND OPERATOR SM Prime Holdings will open three more malls this year and expand two existing ones despite the tough business environment caused by the global economic crisis.

SM Prime will open this year SM City Naga in Camarines Sur, SM City Rosario in Cavite and SM City Pamplona in Las Piñas City. It will also open the Sky Garden at the newly expanded SM City North Edsa and will expand SM City Rosales in Pangasinan, according to a regulatory filing by parent firm SM Investments Corp.

The company earlier estimated that its 2009 expansion program would entail a capital outlay of at least P10 billion.

“By the end of the year, SM Prime will have 36 malls nationwide and three malls in China, with an estimated gross floor area of 4.9 million square meters,” SMIC said, referring to the total space it could rent out to mall lessors.

Once completed, this year’s expansion would mark a 14-percent increase in SM Prime’s leasable floor area, which stood at 4.3 million square meters at the end of 2008.

Despite the deepening economic crisis, the company’s mall expansion program this year is even faster than the 9-percent expansion it implemented last year when it added only 353,000 square meters to its total selling space.

The expansion plan is part of the company’s thrust of opening smaller malls in more geographic locations nationwide, as opposed to its original thrust of building large malls in selected metropolitan areas.

Last year, SM Prime opened SM City Marikina, SM City Baliwag and the SM Supercenter Rosales, while it expanded The Annex in SM City North Edsa—making it the third-biggest mall in the world—and The Atrium in SM Megamall.

SM Prime operates 33 malls around the country as well as three malls in Xiamen, Jinjiang and Chengdu, China.

At the same time, SMIC added that its supermarket unit was planning to add 16 more outlets and five “hypermarkets” in 2009 as part of its expansion plan.

Again, this pace is faster than that set in 2008 which saw SM supermarkets open in Edsa Pasay, Parkmall Cebu, Nagtahan, Marikina, Tanay, North Edsa 2 and Cubao, in addition to two hypermarkets.

The total selling area of SM supermarkets and hypermarkets stands at 256,007 and 142,316 square meters, respectively.

SMIC also owns the “Makro” warehouse club chain -- which currently has 14 stores -- through its parent holding company Rappel Holdings Inc. The total net selling area of Makro is 107,555 square meters

Guys i did'nt know that there were still calesa in Naga Street ..!?

Tinambac has Barangay Tamban which contributes a huge chunk to the town's income that's why it has surpassed Goa in terms of income. Tamban has a port and a very vibrant commercial area; it is even more progressive than Siruma.

Impressive Naga Boy.

Our local contact's count on the restaurants on Magsaysay Strip was only a little over 30. I think they did not do their homework well. That 52 restaurants are those found in Magsaysay Avenue only.

I cannot imagine how many restaurants and fast food outlets are there in the whole city.

There must be hundreds.

I'll try to summarize our 1999 to 2000 feasibility study done between Naga and Legazpi for an American Fast-food chain. The said study was the basis why they intend put up three free standing stores in Naga (two already existing) not counting the mall based stores, a free standing store in Daraga (which I beleive is set to open), but only mall based store in Legazpi City and no free standing store. The same research is considered a landmark study and at present widely used by most food chain investors in Bicol.

Another American based Fried Chicken Store might invest in Daraga anytime soon because of that study.

I hope no one would not get offended those posts as comparison is inevitable. Whenever we get commissioned to a feasibility study we get the head- on research questions and subjects from our clients, (Like Lucena vs. San Pablo; Dumaguete vs. Tagbilaran and likewise Naga vs. Legazpi). We have done similar pioneering studies in other parts in the Philippines and in Asia Pacific.

Such head on research works are normal and not meant to sow bias and to put down one city from the other. We learn from the said direct comparisons.

Comparison is really inevitable. That's good that the two are being compared 'coz that means they are the 2 most progressive cities in Bicol. I would be sad if the comparison would suddenly be Legazpi and Sorsogon.

If you go downtown Naga, you will see more restaurants and food chains than in Magsaysay but these are for the masses. Nagueños are fond of eating in restaurants and food chains.

Why Naga City is booming

This was taken from the findings of our recent joint studies together with a local franchising company. Some parts however are personal conclusions.

It was the Naguenos entrepreneurial flair that made the city’s business very active.

Bicol’s home grown business like Biggs (Bicol’s biggest food chain, Graceland Baker’s Plaza (Bicol’s second biggest food chain), South Star Drug- now considered a big player in drugstore business next to Mercury) all originated from Naga.

Magsaysay Avenue was used to be desolated, but boomed with the entrepreneurial sprit of the Abella’s. They opened up Chili Peppers and now grown to five branches- one in Legazpi, and two in Makati City and one in Eastwood City.

The Avenue Square was built with the upscale market as a target. No locators invested for the belief that Naga was not yet ready for an expensive lifestyle center. The owners franchised the first Max’s restaurant and the first The Coffee Beanery in Bicol. Other upscale Manila based restaurants followed suit like Peaberry and Little Asia. Shakey’s moved in from the Centro. It has also attracted upscale brands like Crocs, Havaianas and Ipenama.

When the Westpark opened there were also no locators. The Cabral family franchised the Mocha Blends and Tokyo Tokyo. Other upscale restaurants followed suit.

The Lo Family also franchised an international brand, Kopi Roti when they opened Cereza. Other locators followed.

Magsaysay Avenue is now an established market for upscale restaurants. The Abella’s are now building another facility. The locators this time, are all company owned (like Yellow Cab and Starbucks). Other investors are fighting for every available space in Magsaysay Ave. Thanks to city zoning; regular fast-food chains are discouraged in the area as it would smother the upscale competitors with their value meals.

If I am not mistaken there are now more than 30 restaurants in that strip.

CWC is also a grand entrepreneurial idea of Gov LRay. Look what happened to the Cam Sur Tourism.

Because of the active entrepreneurial spirit in Naga City, even E- Mall was able to attract Robinsons Supermarket as its anchor store which our Embarcadero is finding difficult to recruit.

These are the reasons why more banks, more upscale land developers, even upscale Memorial Park developers, Manila based Cable Companies started pouring in.

It is the people that make the city. Naga City is lucky for having brave entrepreneurs.

Legazpi is also lucky for having Elizalde Cu who bravely invested in Legazpi despite all odds. As in my previous post, I am happy that he partnered with LCC as its anchor Supermaket. LCC is the original Bicolano Mall that made both Albay and Camsur business very active in the past. With all the giant competitors pouring in n Bicol- LCC needs all the support of all Bicolanos to survive.

Once the Legazpenos’ entrepreneurial spirit wakes up, we will catch up. Embarcadero being unique development could attract big time investors once it operates.

One observation, EM is marketed as an upscale development- but does not have the focus of Avenue Square of accepting only upscale tenants. Re- launching EM to a different target market would help it take off.

Thanks to the booming tourism industry in the province. They also contributed a lot to this.

OCAMPO, Camarines Sur—Forest protection volunteers here have asked Malacañang to suspend new reforestation activities in Mt. Isarog in the wake of reported irregularities involving the P162-million tree planting projects of the Bicol River Basin and Watershed Management Project (BRBWMP).

In a letter recently sent to President Gloria Macapagal-Arroyo, the Mt. Isarog Guardians (MIG), a group of over 200 volunteers from 23 barangays within the government-protected Mt. Isarog Natural Park (MINP) told the President going ahead with new projects would mean wasting millions of pesos in public funds.

MINP is one of 78 protected areas in the Philippines and covers 10,112 hectares of 1.97 million hectare of protected lands.

Executive regional director for Bicol Joselyn Marcus Fragada of the Department of Environment and Natural Resources (DENR) dismissed these claims and said records of his office will bare him out.

“Our records are open for those who wanted to find out the truth regarding the implementation of these projects,” Fragada earlier told the BusinessMirror, adding that he was open to any investigation.

Assistant Secretary Chito Monzon, presidential assistant for the Bicol Development and head of the BRBWMP Project Management Office said he is creating a multisectoral group to look into the reforestation projects.

“We do not want to become the cause of any delay for the reforestation projects, however, we will not tolerate wrong doings that cost the Philippine government millions of pesos which eventually will be wasted,” MIG said in the letter signed by its members and federation president Jose Tejares.

The group pointed to a new 400-hectare reforestation project to be implemented by the DENR in barangay del Rosario of this upland municipality on the slopes of Mt. Isarog.

“Implementing a new reforestation project in the midst of so many controversies related to the previous projects would not solve the issue. In fact, this could be only used as a cover-up for the many anomalies we have monitored,” MIG said in the letter.

The group claimed that earlier reforestation projects reported as complete were actually unfinished projects based on their on-site monitoring.

All these projects the group has alleged were part of two reforestation projects worth P129 million and P33 million both implemented by the DENR for the BRBWMP last year, it said.

The Camarines Sur chapter of the League of Municipalities of the Philippines on the other hand had passed a resolution to decentralize all reforestation and agro-forestry projects in the area from the DENR to the 33 municipalities covered by the BRBWMP, based on the Local Government Code.

MANILA, Philippines — Two-day job search training camps will be held in various parts of the country to help prepare new college graduates look for jobs, Sen. Mar Roxas said on Tuesday.

Called ‘The Mar Roxas Job-Seekers Training Camps," the boot camps would be open to university graduates who wish to polish their job search skills for better and easy presentation of themselves to prospective employers. It would also help the graduates with the packaging of their credentials.

“When I was a new graduate, I discovered that it was important that I create a good impression on the interviewer, I have a good resumé, and I dress well when I face my future boss. I hope the boot camp helps new graduates especially now that jobs are scare to find," Roxas said in a press statement.

He noted that an estimated 490,000 university graduates are expected to join the already crowded employment market in the next two months when the local economy is flat and jobs are scarce due to companies closing or downsizing because of the global financial crisis.

The training camps are scheduled in different dates in 30 cities nationwide, with each camp corridor accommodating 1,000 new graduates.

Trainers of companies from the Business Processing Association of the Philippines would talk on issues such as job search hints and strategies, curriculum vitae/bio-date writing and packaging, presentation of skills (oral and visual), dress and appearance, how to answer interview questions, tips on Business English grammar, how to write letters of introduction and tips in building self-confidence.

The boot camps would be held in Malolos, Bulacan (March 25-26); Baguio City (April 2-3); Cabanatuan, Nueva Ecija (April 16-17); Dagupan, Pangasinan (April 23-24), and Tuguegarao, Cagayan (April 29-30).

There will also be training camps in Bacolod March 25-26); Iloilo City (April 1-2); Cebu City (April 15-16); Dumaguete, NBegros Oriental (April 29-30); and Tacloban, Leryte (May 6-7).

In Mindanao, the camps will be held in Ozamiz (March 27-28); Cagayan de Oro (April 3-4); Iligan (April 17-18); Zamboanga City (April 24-25); Butuan (April 229-30); General Santos City (March 24-25); Digos, Davao del Sur (April 3-4); Tagum, Davao del Norte (April 17-18); Davao City (April 23-24) and Cotabato City (April 29-30).

The training camps in Metro Manila and in Southern Luzon will be held in Mandaluyong (March 31-April 1); University Belt (April 14-15); Taguig (April 21-22) Quezon City (April 28-29); Naga City in Camarines Sur (March 24-25); Legazpi in Albay (April 1-2); Batangas City (April 14-15); Lucena in Quezon (April 22-23) and Dasmariňas, Cavite (April 29-30).

Hey guys, buhay pa ba and Moderna bakery? Nothing beats their PAN BONETE. I remember it's only available at night because we use to buy it for our midnight snacks when we were staying in Naga when I was that small. My father also used to treat us to New China Restaurant along General Luna. :)

Hello, thanks for these figures. I really can't believe about Tinambac. I wonder why Goa is not there; it is the most pulsating town in Partido, with six banks, two South Star Drugs stores, a branch of Bigg's, and agriculturally, Goa is fine. Bitter ako for Goa. Huhuhuhu!

Hakz, correct me if I am wrong. The income for every year does not include the expenses incurred for projects. If that's the case, Goa's income, if the expenses for projects are included, could surpass that of Tinambac.

I can't wait for Albay's figures! Seven? That's almost half of 15 towns! I'll make a guess. Daraga (syempre!), Guinobatan, Polangui, Bacacay, Tiwi, Oas, and Camalig. I think Libon could also be one of them. Yey!

Nothing has changed much for Camarines Norte. I believe they're Daet and Labo. Sorsogon now has two first class towns? I am sure one of them is Bulan. I hope Pilar is the other first class town. Virac for Catanduanes. Masbate's, I think, are Aroroy and Milagros.


In Camarines Sur, there are four 2nd class municipalities with their average annuak income from 2004-2007, namely;

1. Bula - 54.257
2. Lagonoy - 53.311
3. Goa - 52.686
4. Caramoan - 45.671

Note: Bula and Lagonoy is from 3rd to 2nd class municipality while Goa remains at the same classidication as 2nd class.

The first class municipalities of Albay are Camalig, Daraga, Guinobatan, Libon, Oas, Polangui and Tiwi.

In CamNorte, Daet and Labo are first class municipalities, Pilar and Bulan in Sorsogon, Virac in Catanduanes, Aroroy and Milagros in Masbate.

I was there this morning to witness the beginning of the 2009 World Wakeboarding Championships. Lots of foreign participants and tourists as well there. I was just hesitant to take photos of them. Some women are in bikinis :nuts:.

Camarines Sur hosts 2009 WWA Wake Park world championships

Pili, Camarines Sur (25 March) -- Camarines Sur will once again take center stage in the extreme sports limelight when Governor LRay Villafuerte partners with the World Wakeboard Association (WWA) to stage the five-day WWA Wake Park World Championships at the Camarines Sur Watersports Complex (CWC) on March 25-29 this year.

This will be the second consecutive year Camarines Sur hosts the competitions, unprecedented in the history of the WWA World Championships which have never been played anywhere else outside the United States except last year.

Camarines Sur's successive selection as venue of this year's world wakeboard games all the more confirms the reputation of CamSur Watersports Complex (CWC) as the best cable wakeboard park in the world.

No less than a total contingent of foreigners, 300 to 500 of the top riders from all over the world will attend the competitions, the event actually a triple-contest and dubbed by the WWA as the "largest collective wakeboarding event to date".

Alongside the 2009 WWA Wake Park World Championship pulled behind the cable, Governor Villafuerte will again open host the first stop of the WWA Wakeboard World Series during the week and the Cam Sur Riders' Cup will kick off the World Series behind the boat, with all the world's top riders expected from some 25 countries competing for a chance to become the WWA Wakeboard World Series champion at the end of the season.

With the added Rail Park at the CWC, the five-day event will also include one of the most highly anticipated contests behind the revolutionary Sesitec System 2.0 with three professional and three amateur divisions.

Professional Men Wakeboarders will be collecting points to determine an overall winner of the entire event. The divisions that will be included for the Pro Men Wakeboard category will be the Pro Men Wakeboard division during the Cam Sur Riders' Cup (boat), the Pro Men division in the WWA Wake Park World Championships (cable), the Obstacles Only division during the WWA WakePark World Championships (cable) and the Pro Men Wakeboard division of the CWC Rail Park Contest (System 2.0).

The rider with the most cumulative points in these four divisions at the end of the event stands to collect US$8,000.

There will also be a similar cumulative race during the week for Professional Wakeskaters as well. They will compete in three divisions to crown an overall winner in the wakeskate category including the Pro Wakeskate division during the CamSur Riders' Cup (boat), the WWA Wake Park World Championships (cable), and the CWC Rail Park Contest (System 2.0). NAGA CITY, March 26 (PNA) - The province of Camarines Sur remains the undisputed No. 1 tourist destination in the Bicol region, registering some 721,024 tourists or 55.1 percent of the total tourist arrivals in the region in 2008, the Department of Tourism (DOT) said.

Based on the DOT report, out of the 721,024 tourists that came to CamSur, 523,580 were domestic tourists and 197,444 were foreign tourists.

Foreign tourist arrivals in the province, the highest among the six Bicol provinces, represent 79.21 percent of the total of 249,237 foreign visitors to the region.

Maria Ong Ravanilla, DOT Bicol regional director, said CamSur's phenomenal growth in tourist arrivals can be attributed to its heavy investment on tourism facilities like the world famous Camarines Sur Water Sports Complex (CWC) inside the provincial capitol compound, the world class Gota Beach Resort in Caramoan town and the newly-opened Lago del Rey, an 18-hectare man-made lake beside the CWC, which is expected to attract more tourists to the province this year.

Regionwide, a total of 1,306,792 tourists vacationed in Bicol last year, which is 409,292 more compared to the number of visitors in 2007.

Of the 1.3 million tourists that went to Bicol, 1,057,735 were local tourists while 249,237 were foreigners, Ravanilla said.

She said total gross receipts generated by Bicol’s tourism industry jumped to P782 million last year, up by 56.72 percent from previous year's P443.5 million.

As a result of the rise in tourist arrivals, some 499,336 jobs were created or 181,462 more compared to 2007.

The DOT report shows that in terms of tourist arrivals, Albay posted the second place in terms of tourist arrivals with 173,959; Masbate, third with 166,784; Camarines Norte, fourth with 105,051; Sorsogon is fifth with 83,541; and Catanduanes, sixth with 56,613. (PNA)

One forumer used to say that the international airport must really be built in Albay due to the number of tourists visiting that province but now that Camarines Sur has dethroned Albay for 4 consecutive years then havingan international airport in this province is more feasible. More and more airlines are establishing direct flights to Pili Airport. Just recently, a direct flight from Boracay was made, Cebu is planning to have one and also Incheon in Korea. This was disclosed by the governor himself during his recent interview in DWNX. He said that tourists don't want to have a stop over in Manila, thereby, establishing direct flights to this airport must be established.

Nope, due to its short runway. It has only more than a kilometer runway. More than 2 kilometers are needed to accommodate large aircraft.

Establishing an airport just because of number of tourist in a certain area is trivial. I agree in a sense that it should have been planned to build the airport somewhere between Legazpi & Naga. This is the most ideal location to benefit the whole region plus benefits tremendously both major cities. We must keep in mind the WHOLE REGION. Now unfortunately, that ideal location that will be central to the whole region will be in the direct path of Mayon's fury when it is errupting due to the prevailing winds in our region is East-West & West-East. Now you don't want a plane landing with ash clouds on the path of the plane. Plus Mayon will hamper landing approach visibility when the plane lands from the east when prevailing winds are west-east.

Now, because of this problem. Either the airport should be built North of Mayon or South of Mayon. The experts decided to build it South of Mayon... which I guess the reasoning behind is because it will benefit more Provinces since Albay geographically is the center of the WHOLE REGION. Building it north of mayon away from any damaging effects of mayon will only benefit 3 provinces namely CamSur, CamNorte, Albay. Now how about Sorsogon, Masbate, Catanduanes? Our situation is rather unfortunate because of our Peninsular Configuration. Its Damned if you don't and Damned if you do. I am not bias just because I am from Albay, I am all for it to build the airport between the 2 major cities if not for mayon. Need I also mention that the flat lands of the Rinconada area is very prone to heavy flooding. While Brgy. Alobo in Daraga where the new airport will be built in a plateau so all the more reason it be built there. It even won over to the other proposal to build it on one of the southern barangays of Legazpi.

Remember, it is the RDC (Regional Development Council) I repeat, REGIONAL... and not CamSur Development Council if there is one that approved and endorsed this to the national government. Just because Joey Salceda is now the head doesn't mean that he was the lone person who decided this. It is Regional Development Council anyway... that means people of interest from every province had a say about this before it was decided. Also this project was planned a long time ago, nasa pinas pa ako naririnig ko na to. And I believe during that time a CamSur peep was heading the RDC, so why didn't he counter this proposal, assuming that he was bias and wants to build it in CamSur. Thanks for all the reasons you've brought out. But Legazpi airport has been there for so many years and even there were calamities, it did not experience any major damage or hamper airplanes in landing to the airport for a longer period of time. It is already at par with international standards.Thus, servicing other provinces in the region is still highly-doable even without the international airport in Albay.

I mean, here's Pili Airport which is receiving more and more passengers especially foreign tourists everyday but look at it, it has short runways, couldn't accommodate large aircraft though large airlines want to land their aircraft there. Passengers get scared as the airplane lands on the runway of the airport.

Plans are plans and it can be changed. It is inevitable especially of what is happening right now. Yeah, it's RDC's decision but of course Salceda has the capacity to influence. I'm happy that it is now slowly taking into existence. I'm happy that it is being built there in Albay, no question about that. I just have only one question in mind, instead of building it in Albay, why don't they build somewhere which badly needs it or yes build it there but did they ever think that Pili Airport should be upgraded so as to accommodate large aircraft? I guess not.

But you know, it's already there. I can't do something. They're building it and actually nothing against it. Rest my case!

-----> True... actually it has been studied to just expand the airport to accomodate future bigger planes. I for one would rather opt for this option caoz its chreaper to implement. But the fact is the current airport was envisioned only for a capacity a little over what it can handle now. In a few years the demand will already outgrow what this airport can accept. Also during the time the airport was built, the urban sprawl in Legazpi and daraga was virtually none existent. Expansion of the terminal can be easily done but extending the runway is now impossible since each end of the runway in already a population area. Now it actually poses danger to the local population and I believe this airport will be closed down once the new one is operational. This gives the city of legazpi to provide a badly need room for expansion of city urban developments.

I mean, here's Pili Airport which is receiving more and more passengers especially foreign tourists everyday but look at it, it has short runways, couldn't accommodate large aircraft though large airlines want to land their aircraft there. Passengers get scared as the airplane lands on the runway of the airport.

Plans are plans and it can be changed. It is inevitable especially of what is happening right now. Yeah, it's RDC's decision but of course Salceda has the capacity to influence. I'm happy that it is now slowly taking into existence. I'm happy that it is being built there in Albay, no question about that. I just have only one question in mind, instead of building it in Albay, why don't they build somewhere which badly needs it or yes build it there but did they ever think that Pili Airport should be upgraded so as to accommodate large aircraft? I guess not.
---> Now I guess this boils down to the political will of CamSur officials. It is very obvious that Pili really needs to be expanded once again I feel your pain. Matagal ng reklamo yan. I guess i you keep on knocking at the national government eventually they will hear you. Let's just hope that with the exponential growth of CamSurs tourist arrival that politicians won't wait until a mishap happens before they fix the issue of pili airport. Look at what happened to LGP... the airport is now catering to flights virtually from 6am-6pm daily and because of this buziness muntik ng magkaron ng collision between a Van crossing the runway and CebPac flight during landing. Although this was due to abuse of power.

But you know, it's already there. I can't do something. They're building it and actually nothing against it. Rest my case!

One or two things can actually happen in the next decade.
1. BIA finally built. then connected via rail. (refer to my pic VVV)
2. Close down LGP
3. WNP could be closed down too for commercial op.

If it'z already build, what would happened to Legazpi and Naga Airport? Do they close it ..!!

Now that there is a choosen place (which is in Albay) .. Better we focus in other project like access roads connecting the International Airport to CamSur and other provinces ..!! to the Ease the driving time, a good hi-way, well personally tourist will not care about that development they will just arrive here and find the best place and destination ..!!

gawin nila eh ...pagandahin nila ang hi-way ..!! kapag existing na ang Int. airport gumawa sila ng shuttle services direct to their destination ..!! explore Bicol, after all lahat tayo makikinabang dyan ..!!

Cam Sur : 721,024 or 55.1 % of the total

Catanduanes : 56,613

Whoa! Four years of tourism superiority. That’s for the record. The total number of tourists in other provinces is even less than the total foriegn tourists arrivals in Camsur?

And the government is building the international airport in Albay? I believe it is another Joey Salceda’s folly. Remember the Pantao International Port that is now lying idle like a while elephant in Libon?

People of Camarines Sur- wake up and be heard. We deserve more than the diminutive airport we have in Pili.

Once BIA is finished, they should built not just a rail link to the said airport but an expressway from Naga to BIA also. I think this will be similar to SCTEx, NLEx, and Northrail.

This is a virtual world so its easy to say here that you are from a certain place when in fact you are not. I remember his lost laptop in Europe lol, his stint at the NUS, marketing study between Naga and Legazpi and many more.I dont believe in those things.He claimed to have resided in New Jersey so that he can gain confidence from Olineil.He was very clever in deceiving us to the point of getting the Legazpi thread locked. I really have to speak up because I want this CVC thing be stopped.

Now, how did I come to conclude that Nagaboy and Johnjames are just one and the same person? I based my conclusion from what they post (happy reading to all the newbies here :lol:)

Its not really important if they are indeed one and the same person. What Im just saying is that these two persons are fond of initiating CVC discussions.And they must be stopped.
