NAGA City -- A public forum dubbed “Private sector summit on: Partition Camarines Sur, Yes or No?” illicited mix reactions from public officials.

The forum held at the Ateneo de Naga University was strongly opposed by provincial government officials which urged to stop the private sector consultations.

Convenors of the summit, Emil S. Saavedra, secretary general of the group, and its chairman, Atty. Gualberto Cea Manlangit, stressed that the initiative is based on the 1991 Local Government Code which empowers the private sector to participate in governance.

The convenors said the summit will also be held in the coming months in Iriga City and the towns of Goa, Libmanan and Sipocot.

Saavedra said that in 2008, no consultations were undertaken when the bill creating five Congressional districts of CamSur was filed.

“But this time, it is different. We have to get the pulse of the public and make recommendations during the series of summits, if the private sector is in favor or not in apportioning the province,” he said.

Former Tigaon Mayor Elmo Bombase said the proponents are led by 5th district Rep. Arnulfo Fuentebella and four other Bicol congressmen.

Integrated Bar of the Philippines-chapter officer Atty. Manuel Teoxon said a timetable is set by the proponents to conclude the deliberations in both houses of Congress by the last quarter of this year, and the holding of the plebiscite in January 2012.

The proposed new province will be composed of the towns in the Partido and Rinconada districts.

Proponents said they proposed the division of the province because the third and fourth districts have been neglected by the provincial government. Basic social services and deplorable road conditions that isolate some towns to the national government seat are some of these problems.

CamSur, the biggest of the six Bicol provinces, has an area of 526,682 hectares, a population of 1.6 million, 1,063 barangays, 35 towns, one component city and one chartered city.

Gov. Luis Raymond Villafuerte belittled the proposal. Vice Gov. Fortunato Peña and the provincial board opposed it but said they will instead support a creation of a sixth district.

Mayor Gil Basmayor of Minlabac, Camarines Sur
Naga City (May 24, 2011)—“Let us wait for the bill before we talk about it!” This was the neutral stand of Minalabac Mayor Gil Basmayor regarding the proposed partitioning of Camarines Sur.

This is a typical noncommital reaction among a group of Camarines Sur politicians who like to see the talking points on the province's proposed partition established before presenting their public stand.

Congressman Noli Fuentabella of the 4th district is reportedly set to file this month a bill for creating a new provice, Nueva Camarines, out of his legislative district.

It is not clear as yet whether or not Fuentebella plans to include the 5th district - the Rinconada area - in the proposed province.

The proposal has reportedly gone through consultations in different municipalities and has received mostly favorable responses.

According to Mayor Basmayor, before Fuentebella files his bill at the House of Representatives the partition proposal remains a rumor not worth debating about.

“I heard a rumor that there was a proposal to divide Camarines Sur but Why would we bother to talk about it if there was no bill filed in Congress yet,” he said.

Mayor Basmayor said that Mayor Arni Fuentabella of Tigaon already talked to him and mentioned Cong. Fuentebella’s proposal. But he is yet to see even a draft of the bill that backs the proposal.

Congressman Luis Villafuerte of the 3rd district is reportedly planning to co-author the said bill, which as reports go is also supported by many mayors in Camarines Sur and by 1st district Congressman Rolando Andaya Jr. and 2nd district Congressman Dato Arryo.

Cong. Sal Fortuno of the 5th district and Governor Luis Raymond Villafuerte Jr. strongly oppose the idea of partitioning Camarines Sur.

Hi NCD! Thanks for welcoming me! I am based in Daet. But I frequently visit Naga and Buhi in a weekly basis because of my work. I grew up in Buhi, I studied in Ateneo, and I got married in Naga, so Naga City is really close to my heart. In few years time, me and my husband are planning to transfer to Naga for good. Gov’t cites outstanding volunteers
MANILA, May 25 (PNA) – Retired Justice Leonor Ines-Luciano and civic leader Esther Asuncion-Vibal headed the list of 10 awardees cited by the government for their volunteer works.

The awarding ceremony, sponsored by the Philippine National Volunteer Service Coordinating Agency (PNVSCA) and the National Volunteer Month (NVM) Steering Committee in Manila Hotel Tuesday, recognized the contribution of six individuals and four groups in uplifting the lives of people through volunteerism.

Luciano, a staunch advocate of women empowerment and the one who pushed for the establishment of juvenile offenders center in Quezon City, Molave Youth Home; and Vibal, owner of the Vibal Publishing House, Inc., were conferred the Volunteer Lifetime Achievement Award while 24-year-old education graduate Ira Sheena Howard, who helped educate indigenous people known as Tabangons in Pili, Camarines Sur; Cordillera-based organic farming advocate Marcelo Abela, and Cagayan de Oro City-based vocational-technical skills trainor Romeo De Asis were conferred with the National Outstanding Volunteer Award (NOVA).

Also, a posthumous award was given to Gabriel Canizares, a teacher for 12 years and was named acting Principal of Kan-ague Primary School in Patikul, Sulu, who was singled-out from among the passengers of a public vehicle and beheaded by suspected Abu Sayyaf members in November 2009 after his family failed to raise the P2 million ransom.

Helping Hands, Healing Hearts Ministries Philippines, Inc (HHM) and Xavier University’s Year of Service (YOS) Program were given awards under the non-profit category while Metrobank’s Purple Hearts Club and Pfizer’s Engage program were cited under the corporate category.

Ms. Pinky Aquino-Abellada, who represented President Benigno Aquino III, said the awardees’ contribution to society is really exceptional because amidst all the help they are extending to other people they do not expect anything in return.

“Dedication of a volunteer is really hard to match,” she pointed out.

Abellada said among the priorities of the President is poverty alleviation but admits that he cannot do this alone and needs the aid of persons and groups like this year’s National Outstanding Volunteers.

She vowed to suggest to the President to support volunteer groups to further ensure that people whose lives are badly needing help would get the necessary support they need.

Maaari umanong magsilbing coordinator si Acosta sa lahat ng mga ahensyang may kaugnayan sa environmental at ecological protection.

Layon umano nitong maging malinaw at epektibo ang implementasyon ng mga programa sa pangangalaga ng kalikasan.

NAGA City – The Philippine National Railways will launch the Manila-Bicol train run on June 29, signaling the start of the regular train trips from Manila to Naga City.

PNR conducted three test runs since last year, the latest in January and May this year.

New PNR manager Junio “Jun” Ragrario said President Benigno Aquino ordered him to start the operations of the Bicol line this year.

Ragrario said one-third of the Manila-Bicol railway was rehabilitated by the previous administration. The repairs focused mostly on critical railtracks, bridges and embankments destroyed by calamities.

The PNR chief said under his term, the train engines have been reconditioned to run for at least nine and a half hours for its regular trips from Tutuban to Naga City Central Station.

The Bicol train run was originally set in July this year but new workforce and contracts for Quezon-Bicol railtracks, including the completion of the Cristobal Bridge in Laguna, sped up repairs.

The PNR will employ at least a thousand new workers including new linemen and security men called, “Railway Police” which will man major PNR stations and junctions from Manila to Bicol.

The most important assistance granted to PNR by foreign donors is the 80 decommissioned train coaches from a Japanese Railway firm.

Aquino ordered the release of P250 million for the freight cost of the Japanese donated rail-cars which is expected to arrive this year.

These ukay ukays renting on the major buildings in centro are 786 Ali Avenue and then ones from Baguio and Cordillera.
Those who are at the market are locally based here. Observation ko lang.

Si mga newly opened ukay ukay's place were the former big stores before hahayy yun nga medyo eyesore.

As for the China made goods, they are situated along Elias Angeles going to P. Caceres St / Padian.

This is another indicator of the current state of our economy. This means people are cash strap and need affordable basic necessities like clothing. Just like pawnshops and loansharks, they are supposed to be shortt-term investments as our economy should improve eventually and people will soon get jobs which will financially empower them again but apparently, due to sheer incompetence and corruption, we are still stucked in this massive quagmire of despicable poverty.

Few years ago, Indonesia was in the same economic state as ours and had even bleaker forecasts from economists. But look at it now, Indonesia is fast recovering and poising to challenge Malaysia and Thailand for regional economic powerhouse. What more, after Malaysia, even Thailand is also becoming a destination for our job seekers to find works, legally or illegally, even as domestic helpers for a minimal income of P6,000.00.

What i heard from them, that the Advent theater building and its extension ( like Didith's parlor) was bought around P30M from Bichara, The new owner had increase the rental of all tenant including Bigg's , Which they (Bigg's) didn't agree with the new rate- grabeng mahal daa. That's why the Ukay ukay from Bagiuo had taken it from around P160K or 180k .. :nuts: But the first inquirer of the space is a universal bank- they would make a final decision before next year and in-case they will push through, it will open next year. Right now the UKay ukay is a temporary tenant.

Ukay ukay business is a growing business here, Yes it's also a sore eye because they don't want to invest in interior designing, , but if you can visit the Ali Avenue ( it's also an Ukay ukay store ) it is well design base on a Hongkong interior style. and they also have a big furniture shop in Barlin area.

^^It's a long trip.. Not actually stop over... From legaspi baba ka ng Anayan, Pili dun ka na sakay ulit ng bus papuntang sabang.. Pero kung mula sa naga mas mabilis ang van kasi dirediretso.. You have to leave early at 6 am and arrive by 8 at Sabang... The passenger boats bound for caramoan are available only before noon beyond that means you have to rent boat which will cost you too much...

^^Caramoan is not an island, it's part of the mainland. It's just that it's easier to reach that place by sea as the roads from Lagonoy to Caramoan are not yet fully-done... Sabang is approximately 2-3 kms from San Jose town. If you're going to take the bus, you have to get off at San Jose town then take a motorcycle ride (just ask people there) bound for Sabang.

Naga to Sabang - 1.5 hours
Sabang to Guijalo Port - 2-3 hours
Guijalo Port - Caramoan proper - 15-20 minutes

Camarines Sur envisions AIDS, STD-free province
PILI, Camarines Sur, May 26 (PNA) -– The provincial government of Camarines Sur wanted the threats of Acquired Immune Deficiency Syndrome (AIDS) and any kind of sexually-transmitted disease (STD) eliminated from the province as it created on Tuesday a council composed of various government and non-government organizations (NGOs) to address the lingering social malady.

Created was the Provincial AIDS Awareness, Prevention and Control Council that, apart from concurring to the constitutional provision that mandates the protection and promotion of the right to health of the people, also aims to establish for the tourist–favorite province an AIDS and STD-free image and reputation, Gov. Luis Raymund Villafuerte on Wednesday said.

Supported by the provincial legislative board through a resolution adopting the creation of the council and instituting measures in pursuit of its goals, the move is also in compliance with Republic Act 8504 or the Philippine AIDS Prevention and Control Act of 1998 that mandates all local government units (LGUs) in the country to conduct an educational and information campaign on HIV/AIDS.

Under the same Act, LGUs are also pressed into coordinating and cooperating with concerned government agencies, non-government organizations, persons with HIV/AIDS and groups most at risk of HIV infections and providing community-based prevention and care services.

The Department of the Interior and Local Government (DILG), Department of Health (DOH) and the Department of Social Welfare and Development (DSWD), meanwhile, have jointly issued a memorandum circular providing guidelines in the formation of Regional AIDS Assistance Teams (RAATs) and strengthening the interface and coordination among their offices in the complementation of their campaign against the killer disease.

Dr. Alan Lucañas, the regional STI/HIV AIDS coordinator of the DOH for Bicol said here during a recent conference with members of the provincial AIDS council that 48 cases of the disease were recorded in the region, 21 of them came from Camarines Sur.

Members of the council are representatives from various government agencies that include, among others, the DOH, DILG and Provincial Health Office (PHO).

The DOH is tasked to lead the health care and support service committee of the council while the PHO would take charge of the monitoring and surveillance committee. DILG would be responsible over the coordination and networking committee.

Citing latest reports from the National Epidemiology Center, Lucañas said that out of that 48 cases, seven were full blown AIDS and six of them have already died while the remaining one is still battling the disease.

The council intends to mitigate the spread of HIV/AIDS and raise the awareness of the populace on how to prevent the occurrence of new cases of infections by ensuring access to HIV Treatment and accurate information, according to Villafuerte.

P5-M await winners in tour of Camarines Sur
PILI, Camarines Sur, May 25 (PNA) -– Some P5 million in cash prizes are at stake in the nine-day Tour of Camarines Sur that fired its starting gun at the SM Mall of Asia in Pasay City last Friday, organizers of the event on Tuesday said.

The cycling tour being participated in by over a hundred professional local and international cyclists will cover a distance of 1,000 kilometers divided into nine laps passing through Lipa City in Batangas; Lucena City down to Calauag in Quezon Province; Daet, Camarines; Sipocot, Naga and Iriga Cities of Camarines Sur; and up to Tabaco City in Albay.

On reaching Tabaco City, the cyclists will pedal their way back to the finish line at the world-renowned Camarines Sur Watersports Complex at this capital town on May 29 in time for the culmination activities of the week-long celebration of the 432nd Foundation Day of the province dubbed Kaogma Festival which opened last May 20.

Kaogma means “very happy” and the festival is a fusion of local culture, various entertainments and sports events like skydiving, wakeboard and waterskiing competitions, 4x4 off-road challenge and the expanded Tour of Camarines Sur that now covers a longer distance and offers millions in cash prizes to the winners.

The tour would pass along the long stretch of scenic beaches, negotiate the high, winding road through the thickly forested Quezon National Park or the 3Ms Zigzag in Atimonan, Quezon, then "Bitukang-Manok" zigzag inside the forest reservation of the Bicol National Park before proceeding to Albay passing along the foot of Mt. Mayon in Tabaco City.

It is sponsored by the provincial government of Camarines Sur and its governor, Luis Raymund Villafuerte said the event is another boost to regional tourism and attract more tourists particularly those that are sports enthusiasts into Bicol.

Villafuerte said that Governors Vilma Santos-Recto of Batangas, Jay-Jay Suarez of Quezon and Edgardo Tallado of Camarines Norte, are in full support to the event by way of hosting to the cyclists and tour officials during their stop-over in their respective areas between laps.

The province has been a leading tourist destination in the country owing to Villafuerte’s aggressive programs in promoting the local tourism industry starting with the putting up here of the CWC some six years ago that since then had catered to various national and international water-based sports events.

Another attraction in the province apart from the yearly fiesta of Our Lady of Peñafrancia, the patroness of Bicol, that draws thousands of tourists and devotees, is the Gota Village Resort, an eco-tourism destination nestled at a serene and exciting island property in Caramoan town developed by the provincial government three years ago.

This diner has an interesting backstory. The story goes that in 1983, three Bicolanas decided to start their own food business after trying out a few business ventures.
The three owners, Nena Bichara, Nienie Buenaflor, and Maricar Manjon, pooled their resources together to start the diner, which eventually became one of the handful of homegrown companies in Bicol to be successful in the highly-competitive food industry.
Before it became Bigg’s Diner, the fastfood joint was called “Mang Donald’s” and “Carl’s Diner,” which both enjoyed modest success. The owners finally settled to use the name “Bigg,” which stands for “beautiful, intelligent, gorgeous, and God-fearing.”
On a trip to Bicol, loQal.ph had the opportunity to try out Bigg’s in Naga City. We immediately noticed the 1960s motif that Bigg’s has but this is not unique, and diners with this theme are fairly common.
Bigg’s menu is also quite extensive, but not too different from what fastfood joints usually offer.
However, we were pleasantly surprised with the fairly attentive staff and the fast food service, which was actually what dining in a fastfood is all about.
We ordered some of the house specialties including the ‘Crispy Chicken” and “Crispy Cajun” chicken, as recommended by the staff, along with spaghetti and “pizza bread.”
The chicken was well-cooked inside and the skin was crispy. What is more interesting is the spicy and distinct cajun taste. You can actually see the deep red spices on the chicken skin, even after the chicken was deep-fried. The batter or extender for the chicken and the spices offer an interesting combination for your taste buds.
The spaghetti and pizza bread merely balance the chicken. To cap the hearty lunch, we had carrot cake for dessert, which was also fairly tasty.
Overall, Bigg’s Diner may not be that different from your neighborhood fastfood joint. What is more interesting and perhaps noteworthy is how it was able to build its brand and gain the loyalty of locals despite facing steep competition.

Naga City, Philippines – The “Bicol Express” arrives in Yellow! Irish Valenzuela, a native of Tabaco, Albay arrived at the finish line uncontested as far as the Yellow Jersey was concerned. Finishing 6th place behind stage winner Sergey Kudenston (EHBS), Irish “the Bicol Express” Valenzuela (7-11/RTS Racing) sealed the championship in the Tour of Camsur. This also made 7-Eleven/RTS Racing the winner in the Team Classification.

It was a tricky route with an interesting final 700 meters to finish line, with many twist and turns for the peloton to follow as they entered the Camsur Watersports Complex for the final sprint. At the last bend with 200 meters remaining, Lloyd Lucien Reynante (7-11) came clear, and at his tail were Jerry Aquino Jr. (Schick) and Sergey Kudenston (EBHS). Within the last 50 meters Kudenston passes Aquino, and put stage 8 in-the-bag for EHBS, forcing Reynante to settle for third. Coming in with the same time were Ericson Obosa, Irish Valenzuela and nine other riders.

Earlier in the race, it was high time for Valenzuela, leading in the Individual Classification with only 29 seconds against Baler Ravina; Valenzuela and the 7-11 squad needed to shutdown all the attacks made by major rivals. At one point the 7-11 team were forced to fizzle out an attack made by Ravina, the closest to rival the GC. Other attempts at a breakaway were made by some of the major contenders in the GC, but they didn't take legs. As the peloton entered the city of Tabaco, they were treated to the beautiful vistas around Mayon Volcano and passing beside the scenic Albay Gulf. They were also duly awarded with lots of climbing! It’s a long haul up and a tired peloton seemed to be settled into their respective standings in the GC, as there were no big attack from anyone.

After a fast downhill going to the flat roads, a lone rider from Sorsogon Team made a solo break but was also reeled back in as the peloton neared the final kilometers.

As all of this unfolded, Kudenston was sitting at the back of the peloton and was almost dropped on the climbs, but managed to get back in as the road descended - this behaviour is typical of a sprinter like him. After the climbs it was still a long flat road going back to the finish line, which give him space to recover and eventually win the stage.

IT WAS announced in the papers that the next Ad Congress will be held in CAMSUR!

CAMSUR? When I had my geography classes, it was Camarines Sur. How did it now possess such a catchy name?

That's what marketing ingenuity does!

We had the privilege of visiting Camsur Watersports Complex, CWC for short, when our family went on a trip to the Bicol province two weeks ago. While we were originally scheduled just to pass thru the place, and just have a "look-and-see", we decided to cut short our Naga City trip by a day, so we could stay overnight at the complex.

We made the right decision!

It made me feel proud to know that we had another tourist destination in the Philippines. Of course, it provided another option to local tourists that compete directly with Baguio's tourism industry.

While everything there, including the huge lake for wake-boarding was man-made, it blended so well with the natural environment.

What makes it especially worth writing about is the fact that the entire complex was put up with government money. How viable it is as a business venture, by itself, I do not know. But it certainly has brought in lots of tourism revenue for the entire province, and has put CAMSUR on the tourism map!

Aside from having over two hundred cabins, they had ingeniously refurbished old container vans as lodging options for budget conscious travelers.

They also had a clubhouse with great food that was manned by well-trained, courteous, and efficient staff. When I asked them if the restaurant was run by a concessionaire, I was very surprised to be told that it was run by the government! While I have reservations about government dipping its fingers into ventures where the private sector can usually do better, I have to admit that their restaurant operations appeared to be functioning well.

At the time we visited the complex, the wakeboarding facilities were not operational due to some technical problems. We had to be content with their big swimming pool, and their water park which had huge floatation devices.

In the course of my conversations with some of their staff, the disadvantages of a "business" being run by the government became obvious. Repairs and maintenance of rooms had a lot to be desired. Supplies of linen, towels, and amenities were a bit insufficient. Approval of requests, I was told, took some time. This was to be expected due to government purchasing procedures.

In spite of some shortcomings, I can only have good words for the entrepreneurial skills of their energetic governor running the show. However, I do wonder what would happen when internal controls become lax and/or when someone with less managerial skills or dubious integrity takes over the project.

Overall, we had a pleasant one-day experience at CAMSUR!

My Dearest Co-Filipinos,

Enjoy our country! We have lots of naturally beautiful places to go to in our country. We have plenty to be grateful for. God has blessed the Philippines with abundant resources. We are a rich country. Sadly, it has not been managed well nor have we been governed well in the past.

Still, I am hopeful that if we take care of our tourist spots, maintain our surroundings well, and have peace and order, the tourism industry will continue to be a major source of income and a provider of jobs for many people.

This will allow our Hotel and Restaurant Management graduates and skilled workers in the hospitality and related industries more domestic options to put their skills into practice.

While we have been blessed with plenty, may we always keep in mind what is written in Psalm 24:1, "The world and all that is in it belongs to the Lord. The earth and all who live on it are His."

Camsur native promotes 'wakeskating' for women
PILI, CAMARINES SUR – If you've already done wakeboarding, how about trying out wakeskating for your next challenge?

Wakeskating is a relatively new sport in the country. While the dynamics of the sport is derived from wakeboarding, wakeskating is considered more challenging.

Compared to wakeboarding, a wakeskate does not have bindings and has a grip tape like that of a skate board.

Ordinary skate shoes are likewise used by wakeskaters (not bulky shoes used in wakeboarding) that allows for a free and more flexible ride. More importantly, it allows for more complex tricks than wakeboarding.

Camsur native Tynna Rosero encourages women like her to push their physical limits with this new watersport. The 29-year-old Bicolano took up wakeboarding before she got hooked on wakeskating around three years ago.

“Wake skating is definitely more fun because it’s an entirely fresh scene here in the Philippines especially among women. When I realized that I could actually excel in it, I just couldn’t let it go.”

She has proven that big things come in small packages. She was crowned champion in the 2010 Asian Wake Park Tour in Thailand, winning over male participants.

Earlier this year, she placed second runner-up in the 4th West Side Jam in Singapore, wherein she was the sole female competitor. She also won local events held in wake parks in Batangas and Camarines Sur.

At the Camsur Watersports Complex (CWC), where she regularly rides, Tynna urges regular and first-time visitors to give wakeskating a try, especially women.

“I'd say that people specially guys look up to women who can do something else more than just painting their faces to look attractive. Through wakeskating, I've earned respect from loads of people from different parts of the world.”

The legendary “Bicol Express,” the train service that can run to Bicol's capital city of Naga from Manila in under ten hours, is poised to make a grand return within the next few months, according to a report by the Philippine Daily Inquirer.

Philippine National Railways (PNR) conducted a test-run for a new set of Japan-donated “sleeper coaches” to test their travel-worthiness. According to PNR general manager Junio Ragragrio, “the Bicol test-run we conducted was 95% successful.” The journey covered more than 400 miles, and set the timetable for the train line's re-opening within the next few months.

The new trains are set to come with reclining easy chairs, LCD TVs, high-tech sound systems, and other luxuries to ensure a comfortable journey for all passengers.

PNR's efforts have been geared towards the rehabilitation of the badly-deteriorated Manila-Naga line since the start of President Aquino's administration. A budget of P1.8 billion had been alloted to this effect, with another P200 million going to the purchase of additional trains and repairs for the ones still in service.

The project aims to promote tourism in the Bicol area to boost the region's economy.

“The PNR would like to be among the major catalysts and a partner in the further development of the country connecting provinces via a comprehensive railway system,” said Ragagrio, who is from Naga City himself. “The railways system during the early growth of this nation during the Spanish and American times was the very backbone of social and economic progress. It was done before and it can be done again.”

Bicol is one of the most popular tourist destinations in the country. Among its many attractions, the most famous is the highly volatile Mayon Volcano. The other De Lima breaks MAP’s sex barrier
That businessman Ramon R. del Rosario Jr. was named Management Man of the Year for 2010 by the Management Association of the Philippines (MAP) was no surprise to the people who follow developments on the local business scene.

After all, “Boy Blue,” as his friends call the man, has been at the helm of Phinma Inc. for many years now. And he managed to turn around the fortunes of one of the country’s oldest and most established industrial houses after the 1997 East Asian financial crisis.

He is also known as a patriot who led the Makati Business Club for many years outside the previous administration’s circle of influence, having called, unsuccessfully, for then President Gloria Macapagal-Arroyo to step down in the wake of the “Hello Garci” election fraud scandal.

No, it was hardly surprising that Del Rosario was chosen for the prestigious award.

What was a surprise—in the most pleasant sense—was the MAP’s decision to name Lilia B. de Lima, the director general of the Philippine Economic Zone Authority (Peza), as the other Management Man of the Year for 2010.

With the upper echelons of Philippine business remaining largely male-dominated, it was the first time in its history that the MAP bestowed the honor on a woman.

Proof in numbers

By all accounts, De Lima’s award is well-deserved. And the numbers speak for themselves.

At present, there are some 2,400 companies doing business in the special economic zones nationwide, employing close to 800,000 highly skilled Filipino workers. Indirectly, another 4.4 million jobs are being created and sustained because of the business generated by these Peza locators.

With De Lima at the helm, Peza has also brought an estimated P1.7 trillion worth of foreign investments onto local shores since 1995, and remitted close to P13 billion to the government over the agency’s lifetime.

At the same time, the environment in the various economic zones has become so conducive to business that about 86 percent of the country’s manufactured exports are now made in Peza sites, cumulatively worth over $387 billion to date.

It is perhaps because of these numbers that De Lima has kept her job as director general of Peza under four presidents—itself an achievement in a country where most agency heads are changed along with the appointments and policies of the outgoing administration.

‘Non-Stop Shop’

De Lima is apparently not one to rest on her already impressive laurels, as she strives to push her team to excel in its work every day.

Her formula for success is strikingly simple, yet difficult to achieve in a local setting.

“Over the years we have built what is now known in the Peza community as the Peza brand of service—no graft, no corruption, no red tape, only red-carpet treatment for our valued investors and stakeholders,” De Lima said during the annual recognition event hosted on May 25 by the Philippine Daily Inquirer for the MAP awardees.

“Peza is a ‘One-Stop Shop,’” she said. “Import and export permits, now all automated, are processed or preprocessed by Peza, as building permits, visas, environmental compliance certificates and others are processed at Peza through memoranda of understanding with other government agencies.”

De Lima also made a revelation about the work ethic at Peza under her leadership, one that is certain to elicit head-shaking among employees of other government agencies: “Peza is not just a ‘One-Stop Shop.’ It is also a ‘Non-Stop Shop’ because in the zones, especially the manufacturing zones, we render service 24 hours a day, seven days a week, including Sundays and holidays.”

“When I go on investment promotions abroad, I tell them that if any agency here or abroad can beat this service, I’ll be very sad,” De Lima said, adding that Peza personnel took a break from their duties only once a year—on Good Friday.

First Peza head

De Lima is the aunt and godparent of Justice Secretary Leila de Lima, whose name is often confused with hers.

She was appointed Peza’s first—and so far only—head by President Fidel V. Ramos in 1995.

Born in San Agustin, Iriga City, De Lima is the youngest of 11 children born to the late Agapito de Lima and Felicisima Bagaporo.

She received an associate in arts degree from the Centro Escolar University, was a law scholar at the Manuel L. Quezon University, and was a fellow at the Academy of American and International Law, studying at the Southwestern Legal Foundation, Southern Methodist University in Dallas, Texas.

One of her early stints as a public servant was as an elected delegate to the constitutional convention, representing the second district of Camarines Sur.

She has served in various government agencies and on the board of private corporations.

Courage, etc.

The MAP honored De Lima’s dedication to duty during the formal awarding ceremonies late last year.

It said that she deserved the Management Man of the Year Award for, among others, “her leadership role in Peza’s substantial contribution to national development in terms of job generation and income opportunities for various sectors of the economy.”

She was cited “for her courage, professionalism and ability to transcend politics and resist pressures” throughout four presidencies while “consistently preserving Peza’s integrity as an institution.”

The MAP also cited De Lima’s “contribution to reshaping national values by upholding integrity, excellence, firmness and fairness in her management career.”

De Lima and Del Rosario are now among the Philippines’ leading lights in business and management—a roster that includes the likes of Washington SyCip (the first awardee in 1967), Cesar Virata (1981), brothers Cesar and Rafael Buenaventura (1985 and 2004), father and son Jaime Zobel de Ayala and Jaime Augusto Zobel de Ayala (1987 and 2006), and Del Rosario’s father, Ramon Sr. (1988).

Her ‘men’

For all that, De Lima has retained at least two key traits of successful managers—humility and generosity in sharing credit—as shown in her speech during last week’s recognition event.

She thanked the “men” behind her: “my three deputy directors general—Mary Harriet Abordo for operations, Justo Porfirio Yusingco for administration and finance, and Tereso Panga for policy and planning; our promotions group manager Elmer San Pascual; and my executive assistant Lita Malicdan.”

College of Education Hosts INSET for Private Schools in Bicol

Over 575 teachers from the ESC/EVS schools in the Bicol Region have participated in this summer`s In-Service Training (INSET) for English, Mathematics, Biology, Filipino and Araling Panlipunan from 24-26 May 2011.

The 3-day seminar-workshop sponsored by the Fund for Assistance to Private Education (FAPE) in coordination with the Department of Education (DepEd) and through the Bureau of Secondary Education is designed to enhance and strengthen their knowledge, understanding, and skills in their own discipline and to update themselves on innovative teaching-learning practices.

The event aimed to provide teachers with an overview of the content standards and requirements of the 2010 Secondary Education Curriculum for Sophomore level; discuss what teaching for understanding means by pointing out the need for developing understanding in students; to explain and demonstrate how the UbD framework facilitates understanding; describe the stages in the FAPE learning package (LP) which reflect teaching for understanding using the Understanding by Design (UbD) framework, and, write a draft of a learning package for the second year curriculum content and performance standards.

This year`s event was made possible through the efforts of Dr. Arnulfo Aaron R. Reganit, Regional FAPE Program Coordinator, the secretariat work were Mrs. Benilda Carmen Espeso, Mrs. Ma. Veronica Jallores, and Mrs. Cornelia Lurcha.

That area is small for a round about unless the government is willing and has money to expropriate the adjacent properties. More ideal and would be more efficient in regulating vehicular traffic flow is a traffic light.

With the current available right of way, i think there could only be two lanes around for traffic. Thus, the prohibition for big trucks. Eventually, with the phase by which Naga is growing in no time the rotunda will be obsoleted. They should look ahead now to contructing a fly-over in that area in the near future.:)

Simultaneous renovation @ ALDP soon-to-be Puregold Mall this June 15 and Robertson Mall @ Centro.

Pink cloth covers part of the ALDP Mall department and grocery section where on-going renovation is happening. Robertson Mall added extra space on the entrance portion, ceiling under repair and the it seems that the escalator will be restored after decades of hiatus. :)

The huge Central bank building is already visible at the Shell Station. This may be our last chance to take photos of the almost completed building without the walls and security cameras yet.

This may not be related to naga thread anymore but worth sharing.

Last night I gathered the kids to watch Amaya.

The show is a feast of the senses and a virtual history lesson for the kids. It may be fictional but it gives them how our ancestors lived in the past.

This generation is lucky for have a producer that thought of giving the Filipinos a different fare on TV aside the usual melodramas.

Kudos to GMA 7 for this historical feat on TV.

I hope this would be the start of changing the Pinoy's preference on TV habits and taste.

From what I heard (although not coming from a central bank official) one of the two buildings is a convention center and the other one is Central Bank Naga. I don't know which is which- as seen on the two buildings on the rendering. The two buildings would apparently have separate entrance gate.

With Puregold that started it's renovation on the ALDP Building, Naga Doctor's Hospital being built, Ayala Land inking a pact with Robertson's Mr. Obiedo and Robinson's Place Naga acquiring a property in the same area- Roxas Avenue has finally boomed.

The last time I talked with Mr. O of Robertson, he already had a preliminary talk with Ayala.

Let us just wait for thier offical statement on whatever deal they finally agreed.

The last time I texted him is that the vacant lot that was offered to Ayala waas borrowed by Central Bank where they could keep the extra construction materials for their building.

Don't worry Kevin, with the Ayala Land having four subdivsions in Naga City- it is not far fetched that they really decide to invest here in the near future.

The radio commercial of Robertson goes like this:

"Malipat na an Robertson Mall sa Sorsogon gabos na Items on Sale Samo"

The commercial gives a impression that the Mall would be moved to Sorsogon.

Maybe Roberstson Centro is just undergoing renovation.

clearing and expansion is underway for Robertson @ Centro. An employee of Landbank mentioned that their near transfer @ the corner of Panganiban-Magsaysay will paved the way for an expansion of Robertson, I foresee food stalls and restos on that part of the building.

This may not be related to naga thread anymore but worth sharing.

Last night I gathered the kids to watch Amaya.

The show is a feast of the senses and a virtual history lesson for the kids. It may be fictional but it gives them how our ancestors lived in the past.

This generation is lucky for have a producer that thought of giving the Filipinos a different fare on TV aside the usual melodramas.

Kudos to GMA 7 for this historical feat on TV.

I hope this would be the start of changing the Pinoy's preference on TV habits and taste.

From what I heard (although not coming from a central bank official) one of the two buildings is a convention center and the other one is Central Bank Naga. I don't know which is which- as seen on the two buildings on the rendering. The two buildings would apparently have separate entrance gate.

MANILA, Philippines—Local beer giant San Miguel Brewery is opening up four new bottling plants in Laguna, Isabela, Bicol and Cayagan de Oro worth about $100 million this year, thereby expanding its bottling capacity by 30 percent.

It also plans to set up brewery plants in Laos and Cambodia, SMB chairman Ramon S. Ang told reporters at the sidelines of the beer brewery’s annual stockholders’ meeting.

SMB is also in talks with Kirin to dilute their combined stake in order to comply with the 10 percent minimum public float required by the PSE. A public offering shall be conducted to expand public float by November this year, Ang said.

Anthony also understands that his role is more than just feeding his family three times a day. This is why he juggles three jobs: catching fish in the morning, operating outrigger boats in the afternoon, and, when the weather allows it, farming seaweed.

Anthony started his venture in seaweeds just recently but it has already been part of the thriving aquaculture industry in Bicol for the past 15 years.

The past decade and a half was solidified by joint efforts of fishermen like Anthony and the municipal government of Caramoan to promote seaweed farming as an alternative source of livelihood for coastal communities like Barangay Bical.

Anthony is one of the more fortunate fishermen in his town who can afford the relatively high costs of investing and maintaining a seaweed farm. The materials needed to start a seaweed farm are sourced from Barangay Canlong and transporting the materials can be expensive.

Anthony shares that tending seaweeds is very tedious from the individual knotting of the seaweed, submerging, and drying.

Depending on weather conditions, he says it takes two weeks before he could start cutting and harvesting from his farm. Normally, Anthony would expect his seaweed talay to double after the period. He earns at least P5,000 come harvest time.

An epidemic affected the quality of Anthony’s farm last year and his produce became hairy and developed a repulsive smell and can no longer be sold to suppliers. The two months when he didn’t earn from his farm devastated Anthony and that he hopes that this epidemic won’t happen again.

However, another challenge for seaweed farmers is decreasing demand for seaweed which lowered the price of each kilo from P90 last year down to P48 this year.

To cope with this, Anthony supplies seaweed to bulk distributors who in turn transport the seaweed to wet markets in Cubao and Malabon.

Anthony says fishermen and seaweed farmers like him are constantly facing these challenges but he believes that through perseverance and hard work, these challenges can be overcome.

CARAMOAN, CAMARINES SUR- For many residents here, turning their houses into “home stay” accommodations provides them an alternative livelihood particularly during the summer months.

With its remoteness and relatively unspoiled beauty, Caramoan is becoming one of the favorite tourist spots in the Philippines. The surrounding islands with isolated coves have attracted droves of foreign and local tourists.

But the popularity of Caramoan soared to new heights about three years ago when producers of the popular reality television show “Survivor” decided to use some of surrounding islands for the show.

During peak seasons, visitors often encounter difficulties securing accommodations.

“Home stay” accommodations provides tourists an alternative to staying in the few hotels and inns found on the island. In a home stay arrangement, residents often rent out rooms in their houses for tourists.

Regalado Emernciana, or Reling, says he’s been offering home stay lodgings to tourists since 2009, when the boom on tourism in Caramoan started.

On a trip to Caramoan, loQal.ph was able to secure a room from Reling for P1,000 a night. Although the amenities are very basic, the rooms are very clean, well-kept, and have air-conditioning. Extra mattresses are beddings are available upon request and use of the kitchen and living room area is free.

“The use of the kitchen and living room is already included in the room rental,” Reling says.

Reling says home stay providers in Caramoan have agreed to charge a uniform rate for tourists. He adds that the local government has implemented this simple rate scheme for home stay providers.

Reling says while home stay providers do not need to register to the local tourism office, the rooms and accommodation are still inspected by the tourism officers.

“This is to make sure that the rooms are okay for tourists,” he says.

He shares that his home stay business helps him and his wife provide for their two children currently studying in Naga City. Reling and his wife are teachers in a nearby secondary school in Caramoan.

The two rooms in his house in Brgy. Solnopan are rented for least 20 days in a year, Reling says. He shares that there are now some 38 families offering home stay accommodations in his barangay alone. Competition is not a problem, and there are a lot of tourists coming particularly during the peak season.

In fact, Reling shares that after accommodating the loQal.ph team, another group of visitors have already reserved his house.

He says his home stay business is not a full-time venture and the modest amount from the small business often goes directly to the school needs of his children, or for the maintenance the rooms and the house.

I believe NCD is right...commemorative plates normally last for a year. If you go to the LTO, they should be able to give you a list of valid commemorative plates.

CARAMOAN, CAMARINES SUR- For many residents here, turning their houses into “home stay” accommodations provides them an alternative livelihood particularly during the summer months.

With its remoteness and relatively unspoiled beauty, Caramoan is becoming one of the favorite tourist spots in the Philippines. The surrounding islands with isolated coves have attracted droves of foreign and local tourists.

But the popularity of Caramoan soared to new heights about three years ago when producers of the popular reality television show “Survivor” decided to use some of surrounding islands for the show.

During peak seasons, visitors often encounter difficulties securing accommodations.

“Home stay” accommodations provides tourists an alternative to staying in the few hotels and inns found on the island. In a home stay arrangement, residents often rent out rooms in their houses for tourists.

Regalado Emernciana, or Reling, says he’s been offering home stay lodgings to tourists since 2009, when the boom on tourism in Caramoan started.

On a trip to Caramoan, loQal.ph was able to secure a room from Reling for P1,000 a night. Although the amenities are very basic, the rooms are very clean, well-kept, and have air-conditioning. Extra mattresses are beddings are available upon request and use of the kitchen and living room area is free.

“The use of the kitchen and living room is already included in the room rental,” Reling says.

Reling says home stay providers in Caramoan have agreed to charge a uniform rate for tourists. He adds that the local government has implemented this simple rate scheme for home stay providers.

Reling says while home stay providers do not need to register to the local tourism office, the rooms and accommodation are still inspected by the tourism officers.

“This is to make sure that the rooms are okay for tourists,” he says.

He shares that his home stay business helps him and his wife provide for their two children currently studying in Naga City. Reling and his wife are teachers in a nearby secondary school in Caramoan.

The two rooms in his house in Brgy. Solnopan are rented for least 20 days in a year, Reling says. He shares that there are now some 38 families offering home stay accommodations in his barangay alone. Competition is not a problem, and there are a lot of tourists coming particularly during the peak season.

In fact, Reling shares that after accommodating the loQal.ph team, another group of visitors have already reserved his house.

He says his home stay business is not a full-time venture and the modest amount from the small business often goes directly to the school needs of his children, or for the maintenance the rooms and the house.

CARAMOAN, CAMARINES SUR – It began as a hobby for Diezebel Morano until more and more tourists began asking to buy her unique bottled souvenirs.

Diezebel, a housewife with two kids, recycles discarded bottles and fills them with sand taken from Matukad Beach in Caramoan. Matukad, in particular, is popular for its powdery white sand.

After laying the sand to dry completely under the sun, she uses ordinary dyes to give each bottle streaks of color and decorates the bottles with beads, trinkets and other local materials.

I saw these colorful bottles on display by chance when stopped by her sari-sari store.

“I started making these (bottled souvenirs) about three years ago. I thought of unique souvenirs that tourists can bring home with them instead of the usual T-shirts and keychains,” she says.

The bottles sell for P150 to P200 depending on the size. Each bottle takes her an hour to make, which she does on her spare time often while tending to her small store, located in the main road in Barangay Tawog.

Half a sack of sand can already fill several bottles. Boatmen also sell her discarded bottles, sometimes picked up from the islands. Thus, her small enterprise somehow helps clean up the beaches from debris often left by tourists.

Diezebel also makes and sells other items like necklaces made of sea shells and other decorative displays. But the bottled sand souvenirs remain her best sellers.

CARAMOAN, CAMARINES SUR – Milagros Sancha believes even small-time vendors like her can contribute to the livelihood of farmers in her barangay who depend on gabi or taro leaves for a living.

A resident of Barangay Ili, she sells dried gabi leaves, the main ingredient in laing, a popular dish all over Bicol.

While most vegetables are best prepared fresh, dried and wilted gabi leaves are ideal for preparing laing.

Despite the onslaught of Typhoon Bebeng, which coincided with the Caramoan town fiesta last weekend, her store remained adorned with gabi leaves.

Milagros laments the irregular supply from farmers who scour the mountains in Caramoan to harvest gabi leaves, often having to sneak some from privately-owned tracts of land, whose owners supply gabi leaves outside of Caramoan.

“Most of the farmers do not have their own land. Even if they wish to plant gabi so they can have a steady supply,” she says in Filipino, adding she buys “stolen” leaves so she can at least help these farmers.

Meanwhile, her small business provide a living for her family of six children. She sells gabi leaves for seven pesos a bind. If she’s lucky, in a day she sells P50 worth of gabi leaves to local carinderias or eateries. But due to the irregular supply, not too many vendors in Caramoan sell gabi leaves.

“I don’t earn much from selling gabi leaves but if I don’t sell it, who will?”

CARAMOAN, CAMARINES SUR – It’s not exactly located near the beach but Sea Porch aims to compliment their seafood specialties with the appropriate ambiance.

Its owner Caramoan native Myrna Nuñez really intended for their restaurant to have a seaside dining ambiance, according to resident cook Joy Eboña.

The restaurant indeed has a “native” feel to it but like a modern beach house. It was as if a lighthouse was perched somewhere outside but in reality, it was just tucked in a small area, fenced by wooden planks and enveloped in garden plants.

Joy says the owner is well-traveled and her taste greatly influenced the restaurant’s design.

But the biggest draw at Sea Porch is their seafood, particularly the inihaw na pusit (grilled squid) – relatively cheap at P270 for 600 grams. Joy tells me it comes with a “secret” dressing.

You’ll be surprised how far your P500 will go at Sea Porch. The Sinigang na Malasugui (Blue Marlin in sour broth) is already good for 2-3 people at P80.

A generous serving of Bihon Guisado costs P65. Joy tends her own organic farm right behind the restaurant. I would not recommend the Bicol Express because it simply isn’t spicy enough contrary to what I expected.

What I would definitely recommend is the Tuna Sisig (P80) – thick and savory tuna flakes that tastes good despite the lack of spice. Tuna tends to become soggy when cooked improperly but not this one.

I could not help but commend Joy for their inexpensive food. She says the owners wanted for the benefit locals like her. She says the price remains the same since they opened a year ago but the number of employees has grown.

She is hoping more tourists will come in and keep this humble family-owned business alive so it can employ more locals like her.

“Sea Porch is like our second home and we want our guests feel the same way.”

CAMSUR Partition Bill Filed, Opposed
Naga City (June 1 2011) – In May 24, 2011, 4th district Representative Noli Fuentebella, true to his word, filed House Bill 4782 creating a new province, Nueva Camarines, out of the Partido (4th district) and Rinconada (5th district) areas of Camarines Sur.

Fuentebella is the sole sponsor and author of the bill as other congressmen in the province are yet to give their stands on the issue.

The controversial bill is expected to run into tough opposition and shall be subject of discussions heceforth.

Dividing the province is not the solution to poor economic condition of the province. Instead, it will add burden to the national government.

This was the statement of Charles Capricho, national president of Pambansang Samahan ng mga Malilit na Mangingisda (PAMPANO) and a Camarines Sur resident.

Capricho said the parition of the province of Camarines Sur will not bring progress to his poor constituents. Instead the national government will have to spend billions of pesos to create a new local government.

13 hurt as vessel catches fire off Camarines Sur
MANILA, Philippines – Thirteen crew members of a cargo vessel were hurt after their ship caught fire off the coast of Camarines Sur late last night.

In a report aired over radio DZBB today, the ship was cruising off the coast of Pasacao town when the fire broke in its engine room.

The vessel came from Sibuyan Island and was carrying marble shipment.

Following a distress call, authorities responded quickly to prevent the burning vessel from getting near an oil depot in the area.

Naga City (June 1 2011) – Today the Commission on Election (COMELEC) served to Siruma town Mayor Sandy Ondis an order annulling his proclamation as the winning mayoral candidate in the May 2010 elections.

The order issued by COMELEC en banc paves the way to holding of special elections in at least four precincts that are under protest.

A special task force was created to serve the said order. It is headed by Provincial COMELEC Officer lawyer Noriel Badiola, with Police Provincial Director Senior Superintendent Victor Deona and Provincial Local Government Officer Arnel Medredeo as members.

Amid protests by Ondis supporters, Provincial Comelec Officer Noriel Badiola served the order and DILG Officer Arnel Medradeo mandated Vice Mayor Carina Polinga to act as Mayor until the winner of the special elections is proclaimed.

In November 24, 2010, COMELEC en banc granted the petition of losing candidate, former Mayor Nonito Vier, to declare null and void the proclamation of incumbent Mayor Sandy Ondis as the winner in the May 10 elections, citing irregularities in at least four precincts.

In January 11, 2011, the COMELEC made the November order final and executory and the poll body issued entry of judgment on January 14, 2011 three days after the finality date of the annulment order.

The contested 247 ballots coming from clustered precincts 11A, 12A, 13A and 14A of Butawanan Island were not counted in the day of the elections in May 2010 because of machine malfunction.

Vier lost by less than a hundred votes in the incomplete count, prompting him to file an election protest after Ondis was declared the winner.

The Board of Election Inspectors could not reconvene to count the votes because the ballot box containing the contested ballots went missing.

Naga City (June 2 2011) - Three award-winning Bicol writers will launch a a book titled Sinaraysay: Halo-Halong Blog nin Buhay, a compilation of articles selected from the writers' columns in the Naga-based weekly newspaper, Bikol Reporter.

Sinaraysay will be launched on June 4, 2011 at 2:00 p.m. at the STA Auditorium of the Naga City College Foundation, the main sponsor.

An apt description of the book, Sinaraysay is a term coined from the combination of the Bikol words sinurat (written), sinaray (compiled) and sinaysay (narrated).

It gathers in a single book the writings of H. Francisco V. Peñones Jr. (Halo-Halo), Rizaldy M. Manrique (Bikol Blogger) and Judith Balares-Salamat (Hinghing nin Buhay). The columns of the three writers alternately appear in a common space in the print edition of the weekly newspaper.

Their columns feature reportage and discussions on the contemporary Bikol cultural scene viewed through the lenses of the respective academic disciplines of the three writers who are friends and share similar literary and educational backgrounds.

Peñones finished his MA in Teaching Literature from the De La Salle University and his MFA in Creative Writing from the San Jose State University.

Manrique, on the other hand, has an AB-English (Creative Writing) degree from the University of the Philippines (U.P.) and MA in English from the University of Nueva Caceres.

Judith Balares Salamat has a PhD in Comparative Literature from U.P. and M.A. (Honours) English in Post-Colonial Literatures from the University of Wollongong in New South Wales, Australia.

All three have also won their respective recognitions and awards for their writing from the likes of Palanca and the Premio Tomas Arejola.

NCF President Michelle Marguerite Padua-Hornby will welcome the authors and their guests during the launch, which will include readings of column samples and their stage interpretation, review of the book by Willie B. Prilles, head of the City Planning and Development Office of Naga City.

Random Drug Tests for City Employees
Naga City (June 1 2011) - The random drug tests for employees, officials, policemen and barangay officials of this city shall start this month after the city council approved the budget for the said project.

City councilor Raoul Rosales, head of the Naga City Dangerous Drugs Board (NCDDB), has confirmed to Vox Bikol that the random drug test aims to clear the doubt that some city employees of the city government are using illegal drugs.

According to Rosales, a computer software shall randomly select names from the city's database in batches of ten until all employees are tested.

NAGA CITY (May 30, 2011) – GMA 7 Kapuso star Richard Gutierrez, together with the cast of the Captain Barbell primetime action-adventure series, Michelle Madrigal, TJ Trinidad and Ervic Vijandre met their fans and the press in Naga City and joined the Kaogma Festival last Sunday, May 29, 2011.

The stars greeted their fans during the Kapuso Mall Show at SM City Naga Event Center at 3:00 pm.

The mall show was followed by a dinner and interview with the local press at Red Platter, Magsaysay Avenue.

Richard Gutierrez and Captain Barbell’s Edge

Richard Gutierrez has already visited Bicol a couple of times. “I have so many unforgettable experiences in Bicol. One is the first time I visited Bicol with my friends to see the volcano and try wakeboarding,” Gutierrez said.

According to Gutierrez, the return of the primetime action-adventure series, Captain Barbell (CB), has a lot of ‘new’ things to offer to its viewers. There are new characters – super villains and super heroes. Before, CB was just ran on a small town story line, now the plots revolves around Metro Manila settings. Whereas previously, the challenges to the lead characters were just school based types, now there is a sense of maturity among the characters.

“Each show has its own edge. As for Captain Barbell, it offers inspiration to a lot of kids and it has a different story. I’m proud to say that in Captain Barbell we are using advance computer generated outputs. Our government and law enforcers go high=tech,” Richard Gutierrez said.

Gutierrez has done many fantaserye projects like Mulawin, Zorro, and Capatin Barbell, but he is now considering more mature roles.

“I’m thinking of moving out from fantaserye characters after this (Captain Barbell). I’m looking forward to more mature roles,” Guitierrez said.

Michelle Madrigal’s Goals

Unlike Richard who comes to Bicol for leisure, Michelle always goes to Bicol for work. The last time she was in Bicol, they got stranded in Caramoan because of a forthcoming typhoon. Aside from this unforgettable experience, Michelle definitely loves laing pizza and wakeboarding at CWC.

Michelle would want to visit Bicol, especially CWC to spend more time practicing skateboarding. “Since we arrived early yesterday, I practiced wakeboarding. I envy those little kids who are good at it. I told myself, if these kids can do it, why can’t I? Local Politicians to Give Robredo Tough Time at CA
Naga City (May 30 2011) - For all his national popularity and the “good performance” that President Aquino see in acting Department of the Interior and Local Government (DILG) Secretary Jesse Robredo, it may not be easy sailing for the secretary-nominee when the president puts up his appointment for confirmation at the Commission on Appointments (CA).

Last week, President Aquino said he would appoint DILG Secretary Jesse Robredo and another Bikolano, Environment Secretary Ramon Paje, as permanent members of his cabinet and he would soon be forwarding their nomination papers to the CA.

But at least two fellow Bikolano politicians take exception on the multi-term former Naga City mayor and appear set to prevent Robredo from becoming the permanent DILG Secretary.

Former Naga City councillor Luis Ortega has filed with the CA a written opposition to Robredo’s confirmation arguing that Robredo has many pending graft cases and that the former Naga City mayor is not qualified to hold position in the Aquino administration.

“He faces plenty of graft cases in the Ombudsman and he should have not been given any position in the government,” Ortega said.

Ortega is known to have filed unexplained wealth and graft charges against Robredo during the latter’s term as Naga City mayor.

Earlier, Camarines Sur 3rd district congressman Luis Villafuerte said the DILG Secretary should explain to the CA some of the cases he faces at the Ombudsman. Robredo can also be asked about the mysterious disappearance of former councilor Emilio Aguinaldo who had also filed plenty of cases against the former mayor, Villafuerte added.

Sa pahayag naman ni Rosita Imperial ang regional High Value Crops Development Program (HVCDP) coordinator ng DA ,na ang pili nursery project ay flagship commodity sa Bicol na ang magiging produkto nito ay nangunguna na pang export sa ibang bansa.

Ayun pa kay Imperial na 80% ng total production ng pili sa ating bansa ay nagmumula pa sa Bicol region.

DENR backs 2011 Freedom Climb
LEGAZPI CITY, June 1 (PIA) -- In support of the National Greening Program (NGP) the Department of Environment and Natural Resources (DENR) is espousing the 2011 Freedom Climb aims to set a new Guinness World Record largest ascent on a mountain (multiple locations) on June 11–12, 2011 in time for the Philippine Independence Day celebration.

DENR Undersecretary Ernesto Adobo directed the Regional Executive Directors of different regions save the National Capital Region, IX, XIII to support the event through the provision of the necessary seedlings, designation of a focal person for each site to coordinate, validate and sign the needed certification of the organizers, close coordination by the concerned PENROs with the Department of Interior and Local Government (DILG) and local governments and submission of progress report of compliance and coordination.

DENR personnel will require all registered participants to sign a waiver citing among others their strict adherence to the rules of event particularly their active participation in the tree-planting and garbage cleanup activities.

“All participants must adhere to the mountaineering principle of “LEAVE NO TRACE”.

In the Bicol region, four provinces will be hosting the Freedom Climb with six mountains to summit. DENR Regional Executive Director Joselin Marcus Fragada urged Bicolano mountaineers to join the Annual Freedom Climb. “We will be having simultaneous ascent at Mt. Mayon and Mt. Malinao in Albay; Mt. Labo in Camarines Norte; Mt. Iriga/Asog and Mt. Isarog in Camarines Sur and Mt. Howayon/Owayon in Catanduanes” he said.

Director Fragada advised the mountaineers to contact Emon Reginaldo of the Phil. National Red Cross if they are joining this momentous event.

The event conducted a pre-registration period which started last March 15, 2011 and is still open for interested backpackers. Certificate of Achievement will only be given to registrants authorized by Guinness World Records.

Pinoy Global Mountaineering

Ten countries outside the Philippines will be joining in this year’s freedom climb with overseas Filipino workers (OFWs) taking the lead to show solidarity in honoring Independence Day and its heroes.

Filipino climbers overseas will be summiting mountains in United States of America (USA), United Kingdom (UK), Canada, Malaysia, United Arab Emirates (UAE), Japan, Papua New Guinea, China, New Zealand and South Korea.

The current Guinness World Record for the largest number of people climbing mountains at the same time was snatched during the "Big Event" on September 10, 2000 when 600 people simultaneously made an ascent to 112 mountains in the United Kingdom and Ireland in a day period.

According to FIMOinc’s media release, the organization and its partners is drawing the final touches for the ANNUAL FREEDOM CLIMB where mountaineers from all over the country and some parts of the world will attempt to set a new world record (documented, adjudicated & certified by the Guinness World Records & other media affiliates) as the most number of mountaineers to summit within a 24 hour period (domestic and international).

FIMOinc is optimistic that through this massive undertaking they will be able to achieve their goals to set a new world record of the most number of mountaineers summiting within a 24 hour period; planting as many trees as possible on most climb destinations; promoting tourism through mountaineering; uplifting the Filipino spirit and inspire people to achieve, believe, and to be proud; celebrating Philippine Independence and to honor national heroes; and uniting the mountaineering community through synergism.

Organized by the Alliance of Filipino Mountaineers Inc. one time, i was also taking cebu pacific to naga and we had to wait a loooong time because of weather situation in pili daa. and then we learned that the Airphil flight to Naga had just taken off! (and my mother was telling me the weather was okay and the skies were clear!)

it happened, too, to two of my colleagues.

kaya, unless there is no other choice, prefer Airphil. faster flight pa. :)

hehehe. iwa-white list mo, hakz? hehe... surely cebu pac deserves much credit for lowering airfares and making air travel more available to all. but they certainly have to improve in the quality of their customer service. nangyayari budget airline kaya budget customer treatment :ohno:

many of the ground personnel (those at the counters, ticketing etc) are also outsourced kaya they themselves aren't trained well in customer care, esp in handling difficult situations. :)

“Linaw Mata” beneficiaries may claim free eyeglasses at Mayor’s Office
San Jose, Cam. Sur- Residents of this town who joined the Oplan Linaw Mata program and submitted to eye-examination and fittings last May 15, 2011, may now claim their free eye-glasses at the Office of the Mayor, LGU San Jose, this province, anytime during office hours, this was announced by Mayor Antonio B. Chavez today, June 2, this year, here.

According to the Mayor, a total of 340 pairs of eyeglasses were delivered to his office early this morning from the Office of the Governor of Camarines Sur.

He explained that Oplan Linaw Mata is a joint project of the Provincial government under Gov. L-Ray Villafuerte and the local government unit (LGU) of San Jose under his leadership for the protection and/or treatment of persons with defective eyesight.

Another batch of eye patients who will also be given free eyeglasses under Oplan Linaw Mata will be held later next month after due examination and evaluation, Mayor Chavez further revealed.

How does one get to Caramoan from Naga City? Has the provincial government improved the road to get there considering that tourism is booming in that part of the province?

I think yes.. There has been a massive road construction in Partido area as evident in Tamban-Tinambac road and Tinambac-Siruma... Tamban-Tinambac road is already 95% concrete and construction is still on-going.

You have to bound for Brgy. Sabang in San Jose town by van or bus (leave as early as 6:00 am in Naga) then take a boat ride to Guijalo Port in Caramoan then take a jeepney ride to Caramoan town....

NAGA CITY --- Once again, Camarines Sur and this city topped the regional distribution of incoming travelers for the year 2010, according to the latest data released by the regional office of the Department of Tourism based in Legazpi City.

By an overwhelming margin, Camarines Sur and Naga City posted a total of 2,330,116 domestic and foreign tourist arrivals for the period January to December 2010. This is 48.75 percent higher than previous year’s performance of 1,566,447.

On foreign travelers, Camarines Sur and Naga City churned out a total of 461,053 arrivals for 2010, a figure that is four times over than what Albay/Legazpi City produced during the same year which stood at 116,011. The regional total in foreign tourist arrivals for 2010 was posted at 681,134, which was 36.49 percent higher or 233,493 more than the previous year’s 447,641.

Camarines Sur/Naga’s combined tourist arrivals, as in previous three years, represent more than two-thirds of the Bicol regional total, which for this year was pegged at 3,122,156, the highest so far since tourism was given a serious look as a major industry in Bicol.

Albay and Legazpi City combined placed second in the ranking of tourist arrivals with a total of 299,363 for both domestic and foreign tourists, and a 27 percent growth rate over previous year’s 235,857.

On third place is the island province of Masbate with 160,584 tourist arrivals. Unfortunately, the figure is 7 percent lower than what the province registered in the previous year which was better at 172,242.

Camarines Norte placed fourth with a total of 138,151 tourist arrivals for 2010, a 15.56 percent improvement over its 2009 performance of 119,542 tourist arrivals. Fifth is Sorsogon which mustered a total of 101,799 tourist arrivals, a 21.00 percent growth over previous year’s 84,354.

The island province of Catanduanes, which is at the bottom of the regional ladder, suffered a 15 percent decrease in tourist arrivals in 2010, with only 92,143 tourist arrivals compared to previous year’s 108,923.

According to Tourism Regional Director Nini Ravanilla, the region’s banner tourist attractions, which she dubbed as Bicol’s tourism icons, remain to be Camarines Sur’s Watersports Complex and the Caramoan peninsula, Naga City’s Peñafrancia Festival, Albay’s Mayon Volcano, and Sorsogon’s Butanding interaction.

The comparative data for the regional distribution of travelers are based on figures submitted by accommodation establishments, such as hotels, inns, beach resorts, and other billeting facilities where their stay are accordingly recorded in the establishment’s logbook.
