Tigaon Camarines Sur (June 15 2011) - Early this week, Department of Public Works and Highways (DPWH) Secretary Rogelio Singson did an on-site inspection of the Tinambac-Siruma secondary national road and the Goa-Tinambac Road in the Partido district (4th district) and found the road conditions 'deplorable.'

DPWH Camarines Sur 3rd engineering district assistant district engineer Gemma Timbang said on Monday (June 13) that Singson has pledged the initial release of P 80-Million earmarked for concreting works at the 39-kilometer all weather road upon the request of Camarines Sur 4th district Representative Arnulfo “Noli”Fuentebella.

Sources here said that currently only 6.8 kms. Of the Tinambac-Siruma Road are paved and a long 34-kilometer stretch remains “all weather road” patched only by gravels just to make it passable.More: http://www.voxbikol.com/article/dpwh-secretary-siruma-road-condition-deplorable

Migz: Representing our country during competitions; meeting new friends; the feeling of pushing your limits and getting a positive experience out of it.

What are the requirements/essentials to get involved in the sport?

Gov LRay: All you need to have when you want to wakeboard is the heart, willingness to learn and to never give up. It’s a sport where everyone can learn. The youngest girl wakeboarder ever was a 4-year-old, and the oldest was a 76-year-old woman. Both of them were in CWC. If a 4-year-old girl and a 76-year-old woman can do it, anybody can!

Migz: Wakeboard, bindings, helmet, vest. You can get it at Republ1c (the family-owned store).

Wakeboarding is a very active sport. Do wakeboarders have a specific diet?

Gov LRay: Eating a lot of carbohydrates before riding will give you a lot of energy. Coconut juice is great, especially when riding under the sun for a long period.

Julio: Carbs, veggies and fruits.

What is the most important value you want to teach your children?
No matter what, family should always stick together. Of course, I taught all of my kids to love, to care and to share.

Are you strict about family day/family time? How do you keep the family together?
Every day is family day for us. My kids always look forward in being together. We all love to hang out because we enjoy doing the same things, we share common interests, passions and love for life. That’s what keeps us together.

What advice would you give other fathers or fathers-to-be?
Never play favorites. Always treat your children the same regardless of age. Always inspire and motivate your children. Always tell them that in this world, nothing is impossible.

LEGAZPI CITY, June 15 – Air-conditioned coaches with reclining chairs, tourist class accommodations provided with wide screen LCD televisions with video players, state-of-the- art sound system, sleeper coaches for a family or group of six, executive class for passengers who would want extra privacy and dining cars with an ambiance of first class restaurants.

These are the new features that await train passengers when the Philippine National Railways (PNR) resumes very soon its regular “Bicol Express” trips to be able to offer highly viable travel alternatives between Manila and Bicol.

Initially, only the Manila-Naga City trips would be resumed and each trip would last for only nine hours, one hour shorter than the 10-hour bus trips, PNR General Manager Junio Ragrario Jr. said in a statement here over the week.

“We still have to determine the worthiness of the 90-kilometer railway between Naga and Legazpi City before we could go ahead with the Manila-Legazpi trips,” Ragrario said adding that some vital sections of this route were damaged by floods and landslides triggered by typhoons in 2006 but have been recently restored.

One of these sections is the Travesia Bridge in Guinobatan, Albay which used up a total of P24.70 million to be fixed, he said.

The worthiness meanwhile of the Japan-donated sleeper coaches had already been tested during a recent dry run and the locally refurbished passenger coaches with reclining seats comparable to imported train cars could compete against air-conditioned buses plying the Bicol-Manila route, Ragrario said.

Train stations along the 500-kilometer Manila-Laguna-Quezon-Camarines Sur-Albay route that used to be hubs of commercial activities but have now been neglected would be refurbished to their top conditions while railways connections to Batangas, Camarines Norte and Sorsogon are likewise on the drawing board, according to Ragrario.

The Manila-Bicol railway system used to be the backbone of social and economic progress in the Southern Luzon areas during the Spanish and American times. It can still be done during the present times to help Bicol maximize its immense potential for economic growth, the PNR chief said.

This is one reason why somehow the partition of the province gains some ground in this part of the province. It is also the proponents main argument for pushing separation. LRey's excuse that this is a national road and a lookout of the congressman of the district is not totally acceptable to the people. As chief executive of the province, he is primarily responsible to look after the needs of his constituents. The congressman's primary responsibility is legislative although in the context of Philippine politics, he is also a 'parasakdo nin pundo'.

Currently, Tinambac, Siruma, North Lagonoy and Garchitorena are not well connected to Goa, the growth center of the district. If they will be carved out of Cam Sur to be part of Nueva Camarines, people in these municipalities will have difficulty accessing government service of their new province. I am not sure of the road network condition between rinconada and partido but i gues they are not much better.:ohno::ohno::ohno:

I believe, naming the street along which the city government center and important national government offices are located is significant recognition of his contribution to Naga's political history. Who we may have forgotten is Sen. Madrigal, the bill's sponsor at the Senate.:)

indeed. and along with this, organized package tours that include a taste of the old, historic churches in the province (they can be clustered according to proximity).

hopefully these old churches (the parish priest and his pastoral team) will organize themselves. the churches will have to be spruced up a bit, tour guides be properly trained, etc

Yeah, aram ko talaga Rotonda ( round about ) are design mostly for right hand drive, Since we are using the American system of left hand drive we are used to Cross road or Crossing . Round abouts very common in any British commonwealth countries and Japan.

A Spanish professor is suggesting to Deputy Speaker Noli Fuentebella that the proposed new province be named Novo Camarines or Camarines Novo instead of Nueva Camarines or Camarines Nueva. He said that “Nueva” is effeminate. Incidentally, the creation of the proposed new province composed of the eleven (11) municipalities of Partido area and the City of Iriga has also created certain peripheral issues which need be addressed such as: (1) will there be special election for the municipal officials of the new municipalities from the mayor, vice-mayor down to the municipal councillors or will they be appointed by President Benigno Aquino III? If they would be appointed who would nominate the names and make the recommendation to the President for their appointment? Similar concern goes to other municipal officials like the heads of offices. Are these matters provided in the bill filed in Congress proposing the creation? If they are not, I think this will be a crucial issue which may be ventilated during the plebiscite.

I would love to see a picture also. Driving through a round about is a challenge to new drivers especially if there is a huge volume of traffic. I should know because i got my first real driving experience in a place where tens or maybe a hundred of round abouts of different sizes scattered around the city. It is more effective in regulating traffic on intersections when traffic lights are not available. Simple traffic rule applies, give way to traffic from left. When driver fails to observe this basic driving coutesy, accidents happen.

It appears that the stage is set for the roundabout. Whatever the winning design, already at this time the city government and/or department of public highways (or whoever has jurisdiction over this structure) should already be educating pedestrians and the driving public. I am not very familiar with the road etiquette dealing with roundabouts except to yielding to traffic that is already in the roundabout. I found this primer published by the city of Lacey, Washington. Seems like a good educational tool that they can adapt for the project.

Singson inspects CamSur bad roads
TIGAON, Camarines Sur -- Public Works and Highways (DPWH) Secretary Rogelio Singson inspected the deplorable sections of the Tinambac-Siruma secondary national road and the Goa-Tinambac Road in Partido (4th) district early last week.

DPWH CamSur 3rd Engineering District assistant district engineer Gemma Timbang said Singson pledged to initially release P80 million for concreting of the 39-kilometer all-weather road on the request of Rep. Arnulfo “Noli” Fuentebella.

Other sources here said that currently, only 6.8 kms. of the Tinambac-Siruma Road have been paved while the remaining 34 kms. were patched with gravel to make it passable.

Only 1.7 of the 17.9 kms. of the Goa-Tinambac Road, however, remained unpaved.

A local TV footage last year showed Siruma-bound passenger jeepneys via the Tinambac- Siruma Road being towed by carabaos in knee-deep-mud. Siruma Mayor Sandy Ondis complained early this year of the difficulty transporting relief goods for calamity victims.

Tinambac Mayor Ruel Villarde said the local government had exerted efforts to make the road to Siruma passable to commuters even during the rainy season.

Solon pushes measure on CamSur
MANILA, Philippines — A Bicolano lawmaker has sought a reconsideration of the second reading approval of Lower House bill that would divide Camarines Sur into two provinces, saying that the move can be considered a case of gerrymandering.

Rep. Salvio Fortuno, who represents the fifth district of Camarines Sur, called for the holding of public hearings on the issue, saying that the House committee on local government has apparently failed to consider the objection of majority of local leaders in the province before it endorsed the measure.

Fortuno said provincial and barangay leaders have also assailed as suspicious the dispatch by which the Lower House acted on House Bill 4820.

Authored by Deputy Speaker Arnulfo Puentebella and Rep. Dato Arroyo (Lakas-Kampi, Camarines Sur) HB 4820 seeks to divide Camarines Sur into two provinces by creating the Nueva Camarines.

“This could be the first time in Philippine lawmaking history that interparliamentary courtesy was ignored. I have never been consulted yet I represent a district that will be detached from our province,” Fortuno said.

According to him, 184 out of 229 barangay chairmen affected by the bill have signed a petition vehemently objecting to the measure.

Philippine province may be among the world's top tourist destinations

MANILA, Philippines -- The province of Catanduanes is poised to become the next tourist destination in the Bicol region as almost P700 million in infrastructure projects geared to improving access there rolls off and roars on.

In particular, Gotta beach, in Caramoan town aims to rival the island paradise of Boracay, considered one of the top beaches in the world. Gotta beach was put on the world tourism map with the filming of the international franchise ‘Survivor’ TV series by several countries.

The Department of Public Works and Highways (DPWH) said P682.73 million worth of infrastructure projects have been allotted to Catanduanes this year that seeks to address the access problems there.

“The province has a lot of potential in terms of tourist destinations. They have beautiful and unspoiled beaches which are now gaining popularity for aqua sports such as surfing, scuba diving and sports fishing,” said DPWH 5 Regional Director Danilo Dequito following inspection of the completed Codon Rockcauseway in the municipality of San Andres.

The completion of the Codon Rockcauseway, financed to the tune of P48.2 million, provides a gateway to Gotta Beach. The Port of Codon is just a 30-minute boat ride to Gotta beach, which has become the favorite location shooting of the international reality television show Survivors.

In 2009, Caramoan was introduced to Europe when the Serbian, Bulgarian and Swedish versions of the Survivor series were filmed there.

The place also hosted French version of the series where television director Corinne Valiant gushed at the “powdery sand” and the “wild” natural atmosphere.

In June this year, the Poland edition is set to be shot also in Caramoan.

Dequito said the DPWH project is like hitting two birds in one stone.

“We developed Catanduanes and at the same time opened a convenient gateway to Caramoan peninsula where the future Boracay waits,” Dequito said

Father, son collide on new province
NAGA CITY—A move seeking to carve out a new province from Camarines Sur has again brought Camarines Sur’s third district Rep. Luis R. Villafuerte Sr. and his son, Gov. Luis Raymund “LRay” Villafuerte Jr., on a collision course.

The elder Villafuerte is pushing for approval of House Bill No. 4728 that will name the new province as “Nueva Camarines” but his son is opposing the move.

Father and son have been on different sides of the political fence since the 2007 elections when the elder Villafuerte fielded a candidate against his son for the top post in the province.

Authored by fourth district Rep. Deputy Speaker Arnulfo Fuentebella, the bill creating a new province is coauthored by Villafuerte Sr. and second district Rep. Diosdado “Dato” Arroyo.

The proposed new province will combine the 10-town fourth district and the six-town and one-city fifth district of the 35-town and two-city Camarines Sur province.

HB 4728 seeks to declare as part of “Nueva Camarines,” the towns of Caramoan, Garchitorena, Lagonoy, Presentacion, San Jose, Siruma, Tinambac, Goa, Tigaon and Sangay of the fourth district and the towns of Baao, Balatan, Bato, Bula, Buhi, Nabua and Iriga City of the fifth district.

Villafuerte Sr. said the measure is gaining support. He said he expects the bill to be brought to plenary debate in July.

Villafuerte Sr., who declared he will return as governor in 2013, said Camarines Sur has become too big to manage.

His son, however, said there was no need to divide the province. “There is no clamor from our people. There is no support. There is no urgency and certainly no necessity,” said the younger Villafuerte.

He said the move to divide Camarine Sur would delay development that he has set into motion, citing as example the emergence of Caramoan town as a tourist destination.

Existing law

The governor said if the intention was really to bring development, a law that created the Partido Development Administration would be the answer.

Partido is the name given to the fourth district of Camarines Sur which is composed of 10 towns and is believed to be the political stronghold of the Fuentebella clan.

Bicol historian Danilo Gerona said Camarines province has been partitioned and rejoined several times during the Spanish period until 1919 when it was separated by virtue of a law that created Camarines Sur and Camarines Norte.

MANILA, Philippines - “Stevia has great potential in the foreign market,” according to Dr. Maria Elena Quimio of the Bicolandia Greenfields Development Organization (BIGFIS) during a project monitoring visit conducted by the Bureau of Agricultural Research (BAR) in the Bicol Region.

Stevia is a natural sweetener made from the stevia plant (Stevia rebaudiana). Native to tropical and subtropical regions in North and South America particularly in Paraguay, it is mainly grown for its leaves as a sweetener and sugar substitute. In the Philippines, some farmers drawn to the herbal medicine trend have started planting stevia in small areas.

That's my initial concern on this project. Two-lane round about will not help much in easing congestion in this area. I thought the initial plan was a fly over.

The main author of the flyover was Rep Villafuerte. I wasn't at all surprised to know that the project didn't materialize since Rep Villafuerte has had grudges with the city since time immemorial.:ohno:

Hhmmm. Looking at these photos, I'd say the DPWH has a point. Di ba sabi ninda kung idadagos ang rotunda, ibabawal ang big trucks and buses to pass? Sa hiling ko mahihirapan mag-maneuver ang mga auto na darakula jan.

Agree Manay Jo na mas saradit pa si ibang rotunda sa Baguio pero dai na kita kaito. It's much better to have bigger rotundas especially on an intersection that's being used mainly by buses and trucks. Sana magka-road widening project jan if possible.

No turn-over happened last June 18 according to Mayor JB. They are still coordinating with the provincial govt for the formal hand-over. 2 months is the timetable for the renovation of the Plaza Rizal.

Has anyone already seen Daet plaza? The park located in its centro is sort of "invisible" to pedestrians as it is sitting atop a commercial building built by the local government to provide additional income to the town. This really defeats the concept of a park as parks should be teeming with trees devoid of much concrete and should provide as an alternative lungs to the locality and where families can go picknicking or children can safely play.

The Naga park has so much history to tell and the very few times I had been to Naga, I always feel at awe with the place. I hope that any improvements to be made to the park will further enhance the greenery that is already present on it. It should not go the way of Penaranda Park in Legaspi where there a BIG concrete structure was placed at the center of the park :(

you hit the nail on the head, jhid. parks and monuments are to immortalize the spirit of the hero (or heroine). they defeat their purpose if they do not stand out among the concrete jungle, or the familiar cityscape. by standing out, they call attention. by standing out, they "disturb" us and remind us to look at directions we do not often see. :)

any physical improvements in the park should only be to ENHANCE the place, not to outstage it nor distract the public's view.

Went to Buhi yesterday with our boarders to welcome their school year while staying at our boarding house

Sinagpan Spring Resort was our destination.. the place is quite far but the greenery will always freshen you up especially if you live in a city.

Robertson Mall's Supermarket and Department Store have closed. Puregold is now renovating the mall. Oter tenants like Hypertech, DIY, Aljossh Cafe remained in operation.

I believe they well remain tenants of Puregold.

Right, this is the last day ( June 21 ) of the operation of ALDP ( Robertson ) Mall, the family where also busy preparing the things to pull out and a number of sale items sold. No taking pics allowed inside. Most tenants will remain, not sure if DIY will have to transfer within that area .

Camalig Pinangat in Camalig, Albay is iconic and very popular. It is a must for anyone who visits Bicol to taste and visit.

In Naga City, Pinangat is readly available in Geewan and Red Platter, both of which specialize in Bicolano Dishes.

Geewan is a modifed Turo- turo, in Naga Centro, and in SM City Naga Foodcourt. Red Platter is a Bicolano Fine Dining Restaurant in Magsaysay Avenue.

Both restaurants are owned by Graceland Food Corporation, owners of a huge Bicolano fastfood chain Graceland Baker's Plaza.

Chef Doy's is also a must try. It is also a Bicolano Fusion Fine Dining Restaurant in Magsaysay Avenue.

here's the initial plan for the Plaze Rizal. Nweiz, the design is still subject for alteration. It was presented to the Sanguniang Panglungsod yesterday. Somehow our Plaza will look like this :)

The design will also include a coordinating center for both Naga and Cam. Sur. aslo, it was mentioned that instead of using tarps and billboards for public announcements a LED board will installed. The elevated portion will be the amphitheater, the back portion will be occupied by para-mani, bulastog vendor, flower and fruit vendor, etc.

Also, a fountain will be installed at the entrance portion which I assumed will replace the Freedom monument installed (the bronze monument) to commemorate the EDSA revolution. The fountain feature as discussed will showcase illuminating colors.

Kung anghang ang hanap mo sa Bicol Express, Sa bandang Renconada area, tunay ang anghang ng Bicol express. Sa Bato may kainan dun along the highway na masarap ang Bicol Express nila, tunay ang anghang..

The design same that of an obelisk but incorporating the rich Bicol history which include the use of sawali design, the kalasag, the itak blade, the niyog, the andas ni Ina, volcanic material to represent Mayon Volcano, marble as the base and illuminating fountains.

dios marhay na aga, makatiprime, i also highly recommend this pinangat homecooked in Magarao, two towns away from CamSur. Just contact Malyn 0927-7141891.

she delivers for bulk orders only. the pinangat i take to manila for pasalubong is always from her.

btw, pinangat in naga & camsur is different from pinangat in camalig. naga pinangat has filling of chopped half-mature coconut, freshwater shrimps, spices. (this is called tinuktok elsewhere)

other pinangat sources in naga but i haven't tried them:

Also, the winning design for the Rotunda contest was the one submitted by Arch. Oliver Gulapa, architecture prof of the University of Nueva Caceres. The design same that of an obelisk but incorporating the rich Bicol history which include the use of sawali design, the kalasag, the itak blade, the niyog, the andas ni Ina, volcanic material to represent Mayon Volcano, marble as the base and illuminating fountains.

That's been the perennial problem of Robertson. First they had their flagship store in Legazpi but closed due to the entry of Pacific Mall Legazpi. They transferred to Naga after that. Now, due to SM's close proximity to Robertson Mall (ALDP), they decided to close and decided to transfer to Sorsogon. A few years from now, should SM, Robinsons or any big mall developer put up shop in Sorsogon, will Robertson decide to close again and transfer to another Bicol city? Robertson should prep itself up in order to gain momentum even with much bigger competitors. LCC stood even with PM in Legazpi and SM in Naga. E-Mall, who is just a very young retail company in the city, managed to not close. Robertson should really, really, really do the same.

sm sorsogon was scheduled to open this 2012 but due to political intervention of tchiz escudero's father sm has backed out the siad land. i don't know what will happen next to robertsons if sm will build a mall after chiz father's term.

Geewan is a modifed Turo- turo, in Naga Centro, and in SM City Naga Foodcourt. Red Platter is a Bicolano Fine Dining Restaurant in Magsaysay Avenue.

Both restaurants are owned by Graceland Food Corporation, owners of a huge Bicolano fastfood chain Graceland Baker's Plaza.

Chef Doy's is also a must try. It is also a Bicolano Fusion Fine Dining Restaurant in Magsaysay Avenue.

Fired up by heat of enthusiasm, members of the Golden Knight Battalion of the Ateneo de Naga High School joined the military parade for commemorating the 63rd Charter Anniversary of Naga City on June 18, 2011.

Having been out of the street parade scene for two years, the officers had a chance to march, though out of the highly controversial parade competition of the Penafrancia festivities.

The officers composing two platoons joined the other city schools. The Golden Knights were led by the Corps Commander Lt. Col. Jonel Guadalupe. Mr. Jose de los Trino is the Commandant.

The street parade snaked through the major streets of the downtown Naga city and ended up the reviewing stand at the Plaza Quezon.

Civil servants in various public offices and local government officials joined in the celebration. June 18 is the reset date for remembering the birth of the city as a separate local government unit from the province of Camarines Sur. December 16 was the old date for the Charter Anniversary.

meljohn continues to teach at the Ateneo High. yes, i, too, share the sentiments of many alumni who miss the ateneo's participation in the penafrancia parade. it's a beautiful tradition, i believe. in our time-- i belong to class 1991 -- we even spent an overnight spiritual vigil in preparation for the parade, much like what Ignatius of Loyola did when he had his vigil-at-arms in the shrine of Our Lady of Montserrat.

keep coming back and posting. much to learn, discover and see here. i, too, surprise my family and friends in naga many times with the info that i gather here. naeenotan ko pa sindang makaaram dakul na beses :)

CamSur to host 20th SOLABC in August

THE Camarines Sur Chamber of Commerce and Industry, in cooperation with the provincial government of Camarines Sur, will be hosting this year’s 20th South Luzon Area Business Conference (SOLABC) on August 26-27, at the Convention Center, Capitol Complex, Pill, Camarines Sur.

Ro-Ro service to Caramoan opens

SAGÑAY, Camarines Sur---Enhancing accessibility of the tourist town of Caramoan, the roll-on, roll-off (Ro-Ro) service to this world-renowned tourist destination formally opened June 15, according to a coast guard here.

Petty Officer 2 Lope S. Abonal, officer-in-charge of the Nato Port here, said the Ro-Ro service of MV Calixta III has brought additional means for tourists to reach this town famous for its island-hopping experience.

Abonal said the Ro-Ro service had provided passengers a bigger facility to enjoy a 2-3-hour ride from Nato Port here to Guijalo Port, the major entry point to the coastal town of Caramoan.

“Before the operation of the Ro-Ro here, tourists have only the 25-seater motorboats in Sabang, San Jose, Camarines Sur to rely on for their water transportation service. Now, they have the option to avail of a more comfortable facility,” he revealed.

Teresita S. Metas, a resident of Caramoan, expressed satisfaction of the Ro-Ro service saying it has enough space for normal movement while inside the ship for a matter of paying P30 more than the usual motorboat fare of P120 per passenger.

Metas said she intentionally rode MV Calixta III to know and feel firsthand the service and she liked it alhough she lamented there was only one trip in a day.

Abonal said the MV Calixta III is a small ship capable of carrying 275 passengers, two buses and 14 four-wheel vehicles (like cars, vans, jeeps, light truck).

He said the vessel has an air-con accommodation and ordinary one with regular fare of P200 per head and P150 per head and children’s fare of P100 and P75, respectively. For big vehicles like buses and trucks the vehicle owner pays P3,338 for one unit; light truck, P2,338; Kia Pride, P1,690; jeeps, multi-cabs, cars—P932.

Abonal revealed Catanduanes Gov. Joseph Cua owns MV Calixta III and the operation of the Ro-Ro service had been sealed by an agreement between Cua, the Philippine Ports Authority (PPA), the Local Government Unit of Sagñay and the Partido Development Administration (PDA).

The PDA is an agency created in 1994 by Republic Act 7820 with the main goal of accelerating development in the 10-town fourth district of Camarines Sur, where this town and Caramoan belong.

Mariano G. San Felipe, administrator of LGU Sagñay, disclosed PPA imposes port’s fee outside of the fares paid to MV Calixta III by passengers and vehicle owners.

San Felipe said the PPA gets 10 percent and the PDA the remaining 90 percent of the total income from port’s fee collection.

He said the PPA collects port’s fee of a uniform of P10 per person and for light vehicles it collects P258 per vehicle and P516 for heavy vehicles like a 10-wheeler truck.

Abonal said the full operation of the Ro-Ro service in Nato Port extends to the coastal town of Codon in the island province of Catanduanes, facing the fourth district of Camarines Sur.

“So, the Ro-Ro service here also serves as an alternative route going to Catanduanes. Instead of going to Tabaco Port in Tabaco City, the buses from Manila can detour to Partido and make Nato Port their jump off point to reach the island province,” he explained.

Abonal said the planned schedule of Ro-Ro trips from Nato Port to Guijalo Port and then to Codon, Catanduanes would take about four hours and another four hours going back here.

Local dish gives hope to ‘backyard’ business

NAGA CITY --- The most popular local dish endemic in this city was given its very own annual festival in order to celebrate its unique origin and give more hope to ‘backyard’ or household businesses.

The first “Kinalas” Festival, launched in honor of the tasty and saucy dish that goes by the same name, was celebrated last June 17, Friday, by the local government under the leadership of Mayor John G. Bongat with the help of Nagueño small businessmen engaged in the production of “kinalas” and toasted siopao.

Alec Francis Santos, City Tourism Officer, said that the main purpose of the efforts of the local government is to promote the native dish and eventually elevate it to the same popularity status that other Filipino foods like La Paz Batchoy and Sisig enjoy nationwide.

A native dish that is described as a “common man’s meal” due to its inexpensive recipe consists of unusual ingredients like beef bulalo and the skin of a pig’s head or cow’s gradually boiled in beef broth until extremely soft and syrupy. Local historians ascribe to it as one of the oldest cooking practices of ancient Bikolnons.

The festival was meant not only to celebrate the decades of existence of the native noodle soup, which was an innovation brought about by the hard times during the 1970s when Martial Law was still at its height, and even earlier, Santos stressed. The festival coincides with the celebration of Naga as one of the municipalities of the province of Camarines Sur until its declaration as an independent chartered city of the Philippines in June 18, 1948.

Bongat said that other than a cultural event, Kinalas Festival is also meant to enhance the economic potential of all local dishes like the toasted siopao and pili nuts which could help small ‘backyard’ businesses usually run by housewives to grow.

Toasted siopao, like kinalas, is an innovation by Nagueños from the ordinary steamed siopao or Chinese meat buns. The toasted version has a longer shelf life compared to the steamed ones. Although a variation of siopao, it has a different kind of dough which can be described as creamy, as well as crunchy.

Both the kinalas and toasted siopao are sold in small “carinderias” (canteens) or “turo-turo” around Naga City at low prices ranging from seven pesos to fifteen pesos per piece or bowl.

Leandro “Chef Doy” Sto. Domingo, an international chef and owner of a local high-end restaurant in Naga, said that kinalas is incomparable to other Filipino dishes due to its exotic ingredients that might seem revolting to other people.

“The main ingredient of kinalas, which is the skin of a boar’s head or sometimes the brain of a pig or cow, is often met with disbelief by other Filipinos, and most especially the foreigners,” Chef Doy said. “I am not locally from Naga so I can say how Manileños like me would feel when they learn about what’s in the bowl of a kinalas. But now that I have been living here for five years now and have already acquainted myself with the dish, all I can say is that it is the richest tasting native food we ever had.”

Bongat added that as the most popular native food of Naga, kinalas reflects the character of the common Nagueño who is innovative and resourceful with the drive to rise above his simple beginnings toward a better life.

A Brief History of
Camarines Sur Medical Society
(First Medical Society in Bicol)

In the summer of 1934, Dr. Pablo B. Tordilla, who was then a medical intern, attended a scientific meeting of the Manila Medical Society. He was so impressed by its activities and the idea of founding a similar society in Camarines Sur was born.

A year later (July 15, 1935) barely three days after taking his oath as a physician, he apprised Dr. Domingo Abella and Dr. Pedro Villafuerte regarding his plan to organize the Camarines Sur Medical Society. The two doctors received the idea with enthusiasm and the triumvirate initiated the first step to give substance to the idea. At first the majority of the physicians, specially the older practitioners, were reluctant to join them. Finally, however, they fully understood the advantages and benefits of membership in the proposed society. They agreed to attend the preliminary meeting.

The organizational meeting was held on the later part of December 1935 in the house of Dr. Francisco Gomez, who was then the district health officer for Camarines Sur. He was so cooperative that he required all presidents of the different sanitary divisions to attend the meeting. He, eventually, was unanimously elected as the first president of the Camarines Sur Medical Society. The inaugural ball and induction of officers were held on January 19, 1936. It was the first formal ball ever held in the City of Naga, which started the traditional formal annual medical ball.

The following year, Dr. Domingo Abella, the hardworking and energetic Secretary-Treasurer, was elected as the second president of the society. During his incumbency the members of the society were brought closer together by the spirit of camaraderie and mutual respect. This was due in large measure to the frequent business and scientific meetings. Scientific meetings were also held in Iriga and Tigaon with almost perfect attendance. This beautiful fraternal relationship between brother physicians was maintained even during the outbreak of World War II.

In 1940, during the incumbency of the late Dr. Mirardo Obias, the Camarines Sur Medical Society for the first time had medical specialists from Manila as scientific speakers during its annual convention. Dr. Miguel Cañizares together with Dr. Carmelo Jacinto spoke on the latest trends in the diagnosis and treatment of tuberculosis.

The war years have interrupted the activities of the society. However, just after liberation, Dr. Domingo Abella who was the moving spirit behind the pre-war activities activated the Camarines Sur Medical Society with his usual zeal and enthusiasm. The first post-war convention was held on the later part of 1946. Dr Jose Florentino, the district health officer during and after the Japanese occupation was the first post-war president. Health Secretary Villarama was the guest scientific speaker.

The years that followed 1947 up to the present have been years of varied activities for the society. The women auxiliary to the Camarines Sur Medical Society was organized in 1951 with Mrs. Virginia Perez as the first president. After a decade, the Camarines Sur Women Medical Society was established in 1961 with Dr. VisitacionSibulo-Santiago as the charter president. Both organizations supplement the society’s activities.

This brief history will not be complete if nothing is mentioned about the Constitutions and By-Laws, which was originally drafted by Dr. Domingo Abella during his incumbency and which was later revised in 1939. The pre-war constitution underwent another revision in 1947 with Dr. Abella as chairman and Dr. Andres Hernandez and Dr. Jose Florentino as members of the revision committee. Amendments were made in 1954. Through the efforts of Dr. Pedro Villafuerte, the first and only lawyer-physician of the society, it acquired a legal personality when it was incorporated in 1962.

During the term of President DiosdadoMacapagal, the society was honored to have one of its members become Secretary of Health, Dr. Floro Dabu. He is an EENT specialist who became the president of CSMS in the year 1955-1966.

April 24, 1963, Drs. Juan Amanse, SalvacionTria, Pedro Villafuerte, Antonio Sibulo and SevillanoOlaño grouped together and formed a private corporation and registered the same to the Securities and Exchange Commission under the name, The Camarines Sur Medical Society Inc. At that time, there were about 95 doctors practicing in Camarines Sur.

Several years later, the membership to the society increased tremendously. Trained specialists from Manila and abroad from different fields like Surgery, Pediatrics, OB-GYN, Anesthesia, and Internal Medicine came over to practice in our province.

Succeeding presidents had their own community projects, scientific meetings to update the knowledge of the members (later called Continuing Medical Education) and various specialty societies then have their own local chapters but continued to be members of the Camarines Sur Medical Society.

Preskohon hilingon kan terminal and the CBD backdrop. It's now very noticeable that the bus terminal is running out of space for more buses. Time now to look for bigger space somewhere like Almeda highway. It has served its purpose and we can say a job well done.

Malaya gets CA nod

The Congressional Commission on Appointments on Tuesday, May 31, 2011, gave its nod to Assistant Secretary J. Eduardo Malaya, the spokesperson of the Department of Foreign Affairs as the Philippine Ambassador to Malaysia.

The body approved in plenary the appointments of Foreign Secretary Del Rosario, 21 Ambassadors and 39 foreign officers.

J Eduardo Malaya of Iriga City achieved a milestone when his appointment as a career diplomat, new Ambassador to Malaysia by President Benigno Aquino III was confirmed by the Congressional Commission on Appointments.

Among the few from Camarines Sur who attained the rank of career Ambassador through the years include former Ambassador to Argentina Sime Hidalgo and former Ambassador to Iran Rodrigo Aragon, both from Naga and now retired from the service. Shulan Primavera of Lagonoy served as Ambassador to Indonesia. Two from Camarines Sur also became non-career Ambassadors namely former Ambassador to Canada Ramon Diaz, from Naga, and the late Jose Fuentebella from Tigaon, who was once Ambassador to Indonesia.

Atty. Malaya is currently the spokesman of the Department of Foreign Affairs, which carries the rank of Assistant Secretary. Among his previous designations at DFA were as Assistant Secretary for Strategic Planning and as Executive Director for Legal Affairs. He also served in the Philippine mission in New York, Brussels, Chicago and San Francisco.

Malaya, who is known to friends as “Ed” is the son of Corazon E. Malaya, Ed.D former Schools Division Superintendent of Camarines Sur and Iriga City and the Founding Manager of the Camarines Sur Teachers and Employees Multi-Purpose Cooperative, and the late RTC Judge Angel S. Malaya. He is married to Rena Cristina Koa, a medical doctor. He has three children –Mark Edward, Jana Ariana and Adrian Edward.

He holds economics (cum laude) and law degrees from the University of the Philippines. He had his elementary studies at Iriga’s then La Consolacion Academy and High School at St. Paul’s Academy in Goa.

Malaya served for four years in the Office of the President of the Philippines President Fidel V. Ramos conferred on him in 1998 a Presidential Citation for highly meritorious service. Ed co-authored with his younger brother Jonathan, Consultant of Senator Chiz Escudero, the book “So help Us God: the Presidents of the Philippines and their Inaugural Addresses,” (Anvil Publishing, 2004)

NAGA CITY --- Following the proposal for a hero’s burial for former President Ferdinand E. Marcos, the Solicitor General of the Republic of the Philippines called for the Bicol media to take a strong stand against the proposed move in support of President Benigno “P-Noy” Aquino’s position on the issue.

Solicitor General Jose Anselmo Cadiz, who is a native son of this city, said that the local media should mount its own protest against the proposal as an act of honoring the Bicolano media men and youth who fought against Martial Law and the Marcos regime.

Cadiz stressed that among the people involved in the opposition against Martial Law, it was the Bicolanos who stood out among revolutionary groups for the liberation of the country from the dictator’s oppressive rule.

“It is such a shame if the sacrifices and contributions of the Bicolano media men of that era would be put aside so that Marcos could take a place among our national heroes,” Cadiz said. “Only 25 years have passed and here they are, asking for a hero’s burial for a dictator, no less.”

He said that Bicolanos should remember their martyrs and start mounting their own opposition to the proposal that would place Marcos among the company of heroes.

The Libingan, according to Cadiz, is a sacred ground for heroes of Philippine history who had done things that made life better for Filipinos, not a place for a former dictator who brought hardships and shame to his fellow Filipinos.

Cadiz pointed out that among the victims of Martial Law, it was the members of the Bicol media and Bicolano youth leaders who suffered the brunt of unimaginable tortures and forced disappearances during the Marcos era.

He added that as public servants, he and P-Noy, recognize the influence and importance of media in disseminating information vital to nation-building. He said that it is through the service of the media that the right of the public to free information and expression is manifested; therefore, the government must do its part to protect the integrity of the media for the best interest of the taxpayer.

On the other hand, Kapisanan ng mga Broadkaster ng Pilipinas (KBP) Camarines Sur Chairman Emman Llagas said that it is already in the hands of the government whether or not Marcos’ remains should be buried at the Libingan ng mga Bayani.

Llagas, however, said that he would rather have no comment on the involvement of the media on the matter since the issue is already being discussed at the level of Malacañang.

Recently, P-Noy announced to the national media that he is thinking of inhibiting himself from the review of the proposal since his family’s involvement in the circumstances that led to the end of the Marcos regime thru the People Power Uprising in EDSA in 1986 would make other people question the final judgment on the issue.

Naga City Hall hires 107 locally-funded teachers

NAGA CITY --- To help address the lack of teachers in the Division of City Schools this school year, the city government of Naga hired 107 teachers and assigned them to the different public elementary and secondary schools in the city.

Last year, Naga’s public schools enrolment totaled 39,115 and is expected to increase in the succeeding years.

Each year, teachers for local funding are recruited, evaluated and appointed before the start of the school year. From January to April, teacher applicants take examinations and proficiency tests and conduct teaching demonstrations and interviews before they are recommended by principals to the division. So that teachers could prepare the lessons on time for the school year, they are appointed prior to the opening of classes. This also prevents backlogs in competencies that should be achieved in the classes.

According to DepEd Naga Schools Division Superintendent Diosdado M. San Antonio, hiring of locally funded teachers is one of his priorities. Not only because principals request for more teachers for their students, hiring of new teachers is a must, as per DepEd’s mandate and the localization law, Supt. San Antonio said.

Conceived under the Local Government Code, the Naga City School Board (NCSB) draws 1% from the income derived from real property taxes to support the local education system.

Its P50-million annual allocation does not only allow NCSB to provide for locally funded teachers. It also finances the conduct of teacher enhancement programs and provide support funds for student development projects, classrooms, IT equipment and additional books and learning resources. NSCB likewise caters to special projects like feeding, alternative learning, summer enrichment programs.

The Board is composed of two private school principals, the president of the Metro Naga Chamber of Commerce and Industry, the chairman of the Naga City Peoples’ Council and the eight official members representing the community’s various sectors.

Bikol “Adios” in Plaza Rizal

The birthdate of Dr. Jose Rizal came and went with the usual simple program and the usual laying of wreath on its monument in the City of Naga, which has succeeded in its insistence that the city has administrative rights and jurisdiction over that piece of land.

While in other centers of commerce and powers in the country, the day was too significant to just be given the usual rites, in the City of Naga the day came and went with the usual simple program and the usual laying of wreath, ceremonies done for the past twenty years or more.

The day --- June 19, 2011 --- the 150th birthday of Dr. Jose Rizal is perceived to deserve more than just a usual ceremony. It even moved Malacañang to proclaim the next day, a Monday, a holiday.

In the National Capital Region the day came with a lot of cultural inputs, not to mention the sale of T-shirts and other items that made Rizal’s birthday a profitable venture for commerce.

In the print media, there was an outpouring of articles worth keeping for their insights about the national hero.

Here are some of the articles that graced the pages of the broadsheets days before and on the very day of Jose Rizal’s birth anniversary: Maricris Irene V. Tamolang writes about “How Sisa got her name” in Rizal’s novel. An editorial in the Philippine Daily Inquirer harps on Rizal as “ever heroic and always relevant.” A column of Ambeth R. Ocampo reveals how Josephine Bracken --- Rizal’s common-law wife in Dapitan ---- sued his mother, Teodora Alonso. Ramon Farolan has an article on Rizal as “The Greatest Filipino.” Queena N. Lee-Chua has a story on “Rizal, the Atenean.” An article by Dexter R. Matilla is about the declaration of Dapitan, Rizal’s place of exile, as a heritage zone. Ramon M. Roda has a story on how “Heidelberg celebrates Jose Rizal’s birthday,” and Ambeth Ocampo has come up with a “Rizal A-B-C.”

Such a fuss among writers in commemorating the 150th birthday of Jose Rizal is well accepted since such a year comes only once and some of them might not be around when another jubilee for the national hero comes up. If the day were just another ordinary day, the celebration would not be given much ado.

But for the City of Naga, which is administering that piece of property called Plaza Rizal, the day was not raring for a special celebration. Nothing new, nothing extraordinary, nothing reinvented was done in Plaza Rizal. One could even say that the administration of Plaza Rizal did not change hands.

The monument in Plaza Rizal has remained as white as it was a decade ago. The present administrator of this plaza must have been as apathetic as the former one.

It is obvious that the monument needs a makeover, which may be done if only to impress on people that the new administration of Plaza Rizal is bent on making it a zone of peace, recreation, culture and freedom.

The monument has its four sides empty, which could be embedded with brass plates on which the Adios, Patria adorada of the national hero could be inscribed.

At the foot of the Rizal monument in Luneta, the poem translated in various languages/dialects is inscribed in plates. Why not do it here in Naga’s Plaza Rizal?

Adios, Patria adorada in Bikol ---- not in the Bikol na pigcompuso kan broadcast media --- but the translation of Bikol emeritus Luis G. Dato can still do justice to Naga’s usual handling of the 150th birthyear of Rizal. It will at the same time show to the common man and strum the strings in his heart for the beauty of the Bikol language.

I attended a meeting with the Suth's HR Team together with other universities here in Bicol some time 2nd week of June and the Site Director of SGS CamSur wrote a letter to L-Ray Gov requesting for another building... and he is positive that CamSur will again build another building for Suth to rent.. AND people from Suth CamSur are aware of other BPO Companies coming over in Bicol.. they are prepared for that :lol:

The initial plan disclosed to us from the City is that a Manila-based hotel will occupy the second floor of the terminal, as to the management, AFAIK, it is still under the city's jurisdiction.

Jose Rizal’s 150th birthday
15,000 join ‘Run for Education’

NAGA CITY --- To commemorate the 150th birthday of national hero, Dr. Jose Rizal, the Naga Division of City Schools headed by Dr. Diosdado San Antonio, Director III and Schools Division Superintendent, led the Run for Education last June 19, 2011 in this city.

Around 6:00 a.m. of Sunday, some 15,000 participants—composed of high school students, elementary pupils, teachers, schools administrative personnel, parents, LGUs and NGOs and major stakeholders converged in the starting line at Plaza Quezon here. Some 2,000 private school students also joined the group of runners.

At the firing shot, runners began negotiating the 2.5 km route from Elias Angeles Street to Bagumbayan Sur to Liboton Street to Peñafrancia Avenue straight to Plaza Quezon.

For parents who did not run, the organizers led the Hataw dance exercise at the Plaza Quezon where all participants and runners converged at around 8:00 a.m.

Parents, teachers and students were satisfied with the whole endeavor, as perhaps shown in the overwhelming number of participants.

According to Francisco Leo Damasig, division sports coordinator assigned by the superintendent, DepEd Naga spent almost three weeks planning for the event. Damasig and his personnel tapped the participation of the local government units (LGUs), the Philippine National Police (PNP), and the Public Safety Office (PSO) and other public and private organizations to solicit support and encourage more participation from the community.

Damasig said he had to promptly update the various organizations and offices who committed to take part in the fun run campaign.

Besides the health benefits rendered to its participants, the fun run likewise allowed the community composed of pupils, students, teachers and parents to develop camaraderie and inspire enthusiasm in everyone. This is in accordance with the thrust of the Division to achieve quality education through integration of physical fitness and values education.

Under the Department of Education (DepEd) Memorandum No. 90, DepEd’s Run for Education was launched nationwide not only to celebrate the anniversary of the national hero but also to raise awareness that education is for all and “no Filipino child should be left behind.”

The national initiative also aimed to provide opportunities to community stakeholders to unite and manifest love for country through concern for education.

327 shed blood to
mark 113th Independence Day

NAGA CITY --- Some 327 Nagueños shed blood for the “Dugo Para sa Bayan” at the People’s Hall located inside the City Hall Compound last June 10, this year.

The bloodletting activity was a prelude to the city government’s celebration of the 113th Philippine Independence Day and the World Blood Donor Day on June 12 and 14, respectively.

City Councilor Nathan Sergio said around 500 volunteers arrived at the bloodletting venue but only 327 were found eligible to donate after undergoing thorough screening.

“The figure had exceeded the 300 we were targeting,” said Sergio, who is also the director of the Naga City Blood Program.

All the 327 volunteer-donors were enlisted by the Philippine National Red Cross (PNRC)-Camarines Sur Chapter as recipients of one-year accident and hospitalization insurance coverage.

In his brief message, Mayor John Bongat thanked the activity’s organizers and participants for their continuous effort to raise public awareness on voluntary blood donation and safe blood transfusion.

DILG Secretary Jesse Robredo, City Legal Officer Perfecto Bragais III, and a British national were among those spotted in the jam-packed hall donating blood.

The event was spearheaded by the office of Councilor Nathan A. Sergio, in partnership with the Bicol Medical Center, the BMC’s Blood Bank & Transfusion Service and the Philippine National Red Cross (PNRC)-Camarines Sur Chapter.

Other groups that supported and sponsored the event are Kapisanan ng mga Brodkaster sa Pilipinas (KBP) – Camarines Sur Chapter, Liga ng mga Barangay, NACILGEA, Barangay Health Workers (BHW), SM City Naga, Naga City Police Office (NCPO), The Biogenics and MultiTeknika.

Bad roads still holding back growth in Sirumay

SIRUMA, Camarines Sur --- Deplorable road condition has kept Siruma poor and isolated despite its strategic location and abundant natural resources.

The fourth class municipality (annual income: P20 to 30 million) of 17, 000 people lies where the waters of the Pacific Ocean and San Miguel Bay merge, one of the richest fishing grounds in this province.

Located in the northernmost point of Camarines Sur, about 80 kilometers northeast of Naga City, the town boasts of white-sand beaches that could rival the world-famous beaches of Caramoan, also in this province.

It also has a fine natural harbor located in Barangay Tandoc that could accommodate large sea vessels.

In spite of these advantages, the town is still languishing in poverty and virtual isolation from the rest of the province especially during inclement weather.



Little change

With the new municipal administration, little has changed. The road is still in a state of disrepair.

“The provincial government has provided to us all the assistance it can give, including infrastructure projects and use of heavy equipment,” says Mayor Sandy Ondis.

Ondis says Siruma needs the support of the national government.

“It [national government] should provide enough fund for the rehabilitation and paving of the road in the soonest possible time,” he says.

He says the poor condition of the road has caused so much poverty to their town.



Tinambac-Siruma Road

He is referring to the Tinambac-Siruma Road, which connects his town to the neighboring but more affluent Tinambac town.

The 40-kilometer road of gulleys and potholes traverses the villages of Poblacion, Nalayahan, La Purisima and Fundado in Siruma, and San Vicente, Magsaysay (Camp 4), La Medalla (Mile-9), Sagrada (Camp 6), San Ramon (Camp 7), San Roque, Salvacion, Camagong, and Binalay in Tinambac.

Former Vice Mayor Herson Martirez once said that road would resemble an array of rice paddies during the rainy season.

“Some portions become very muddy and silty,” Martirez said.

Ondis’ predecessor, former Mayor Nonito Vier also had blamed Siruma’s plight to the terrible condition of the town’s only access road to its neighbors.

“During the rainy season, the Tinambac-Siruma Road becomes impassable. The only other way of reaching our town is by motorboat plying the San Miguel Bay. So when the road becomes impassable and the sea is rough, we become isolated,” said Vier.



Road maintenance

In March 2009, the Department of Public Works and Highways (DPWH) said that the maintenance and repair of the Tinambac-Siruma Road could not be fully implemented because of continuous rains.

“Last January and February [2009], whenever weather conditions allowed it, the district office of DPWH-Camarines Sur would do spot re-graveling on critical sections of the road,” said Elizabeth Pilorin of the Public Information Division of the DPWH in 2009.

She said a budget of P20 million was approved for the rehabilitation or improvement of the Tinambac-Siruma Road.

“This road section will be fully rehabilitated soon after the release of this allocation.”

The third engineering district of the Department of Public Works and Highways said Public Works and Highways Secretary Rogelio Singson pledged to allocate P80 for the concreting of the “critical portions” of Tinambac-Siruma Road.

Assistant District Engineer Gemma Timbang said the concreting could be started before the end of this year. “We are still preparing the program of works. The P80 million budget would be used to pave approximately a 6-kilometer non-contiguous portion of the road,” Timbang told the Bicol Mail.

With delay in the rehabilitation of the arterial road, the municipal government has another plan on how to alleviate the situation of the town.



Tourism Potential

Residents agree that tourism will do what the Tinambac-Siruma Road has not done to their town.

“Our place has so much potential. This has been hampered by the lack of good roads,” says Elena Bonete, 37.

Bonete’s family owns 6.9 hectares of land along the 1 kilometer stretch of white-sand beach in Barangay Poblacion.

“My brothers and sister seem to have lost interest on this property, because they have been discouraged by the slow march to progress of our town.”

Bonete says she is planning to lease the property to interested investors who might want to develop the beachfront land into a resort.

“I am planning to market this place by posting photos of our ‘paradise’ on Facebook. My daughter is starting a fan page.”

She says she is inspired by the success of Caramoan and the Camarines Sur Watersports Complex, which attained international recognition partly through the Internet.



Seaside villas

The municipal government has started constructing villas in the government land beside Amuris Beach, with the hope that the beach would lure tourists, spark up tourism, and boost the town’s failing economy.

“Our town needs all the help it can get,” says Francisco Angeles, chair of Barangay Sulpa.

Sulpa is poor coastal village beside the San Miguel Bay.

Angeles admits that there is so much poverty in their town especially in his barangay.

“But we could not rely too much on our municipal government. How can it help us when it also needs help?” says Angeles.

The municipal government believes that the town’s fame as a tourist destination, once established, will finally convince if not pressure the national government to prioritize and invest on the Tinambac-Siruma Road.

It hopes that tourism boom, most importantly, will provide jobs to the people of Siruma.

“We need good roads. Our people need jobs. If these won’t be provided, the poor people in our town will get poorer. Only those engaged in business will get better and better,” says Angeles.

Ondis says that cooperation among those who are ready and willing to help is needed for Siruma to prosper.

Stranding of marine mammals, whale
sharks unusually high in 2011--BFAR

PILI, Camarines Sur --- Officers of the Bureau of Fisheries and Aquatic Resources (BFAR) here expressed alarm over the unusually high number of marine mammals and whale sharks stranded along the coastal municipalities of Bicol.

In a recent partial study documented by Nonie Enolva, head of BFAR’s Fisheries Regional Emergency Stranding Response Team (FIRST) Bicol, there are already a total of nine reported marmans (marine mammals) and eight whale sharks stranded in the Bicol peninsula within the months of February to June for the year 2011.

Enolva confirmed that four of the marman cases died while four of the stranded whale sharks were also found dead. The last cases to be added to these figures were the female common whale or balyena (Bryde’s whale) and female pup whale shark (Rhyncodon typus), locally known as butanding. They were found dead in Camarines Sur towns of Calabanga and Sipocot, last June 3 and 5, respectively.

Enolva disclosed that at least five of the marmans and four of the whale sharks were able to survive after being released back to the sea by BFAR personnel.

Enolva explained that marmans include dolphins, turtles, rays and common whales. Since whale sharks are classified as fish, butanding stranding cases are recorded separately.

Most of the marman cases occurred in Sorsogon (4), Albay (2), CamSur (1) and Catanduanes (1) while whale shark strandings happened in Albay (3), CamSur (4) and Sorsogon (1). These cases in CamSur often occurred along the San Miguel Bay area.

Enolva said that the figures for this year were quite alarming compared to records from 2003-2005 when there was barely no stranding reported. She added that during 2002-2009, 35 marman, 11 whale sharks and only 4 manta rays were reported stranded. There are at least a few months between each case through these years.

Enolva stressed that the figures now happened almost weekly.

“We are trying to get our superiors now to allow us to conduct in depth studies on these occurrences,” Enolva said. “We want to know the root causes and factors why these are happening now.”

Most of the cases involved causes like low oxygen content or salinity of the water, entanglement on man-made traps or fishnets or fish cages and aimless wandering. Some cases were due to human cruelty or even accidents involving motor boats.

Ronald Canabe, spokesman of BFAR Bicol, said that the study is yet to be approved by Regional Director Dennis del Soccoro.

Both Canabe and Enolva agreed that climate change could be a factor in the increase of the stranding cases but such theory remains to be proven.

CamSur, Naga City, all set for 22nd Ad Congress
PILI, Camarines Sur, June 23 (PIA) -- Its all ‘systems go” for the local government of Camarines Sur as organizers gear up for the holding of the 22nd Advertising Congress here, the first time ever for the province of Camarines Sur and Naga City to host the event.

Nabua holds a special place in Bikol history and culture. It is one of the earliest settlements in the region, existing even before the coming of the colonizers.

Milo Marathon earns IAAF, AIMS certification
For the first time in more than three decades, the 35th National MILO Marathon this year will be certified by the Association of International Marathons (AIMS) and the International Association of Athletics Federation (IAAF).

"This will bring a new dimension in the country’s biggest and longest-running footrace," said Rio dela Cruz, whose RunRio company will be managing all the 17 elimination races and the national finals set on December 11.

Last Tuesday afternoon, I went to DIY at the Robertson Mall (now undergoing renovation as Puregold Naga) and these are what I learned from the employees of DIY and Hypertech Computers.

Hypertech Computers have also undergone renovation will stay.

DIY will move infront of the mall and occupy the present Nissi Petshop.

They mentioned three fastfood chains rumored to open (Jollibee, Mang Inasal and he was not sure of the third one).

The target opening of Puregold Naga is on November to December 2011.

A lot of work would still have to be done considering the huge size of the mall.

the "founding" of nabua simply means the date the colonizers arrived to start a settlement there, much like the "founding" of the naga, or of manila, or even the "discovery" of the philippines. there surely were settlers inhabiting the area even before the colonizers came, as these colonizers themselves noted.

when we were kids we would even call the place "Bonete". there was practically nothing in Magsaysay except Mariano Village Subd which then was considered far from downtown. the only landmark in the area was Bonete Apartments at the corner of kayanga road and magsaysay.

Bicol Express completes final test run

MANILA, Philippines (June 24, 2011) – Bicol Express has completed its final test run this morning when a 6-coach assembly carrying a 157-member contingent arrived at the Tutuban station at 8:45 A.M. from its overnight return trip from Naga City.

This completes a round-trip test run that started in Manila on Wednesday (June 22) evening. The passengers that included Philippine National Railways (PNR) General Manager Junio Ragragio, Jr. arrived at 9:00 A.M. yesterday morning, 4 hours beyond schedule, and stayed in Naga for around 9 hours before the return trip to Manila last night.

Manager Ragragio meet with the members of the local media in Naga City yesterday afternoon.

In both trips the train cut through night rains brought by tropical storm 'Falcon' that hovered east of Luzon, often slowing down and its familiar horn frequently filling the air because curious onlookers who are no longer used to trains coming their way gather along the rail track.

But the passengers inside felt comfortable and were in fact having fun, even as the coaches tilt occasionally because of still uneven tracks in some portions.

A total of 4 test runs have prepared Bicol Express for its historic comeback since PNR canceled its commercial operations in 2006 following the devastation caused by typhoons Milenyo and Reming.

The 'mock' passengers that included members of the media, PNR employees, independent bloggers, transportation officials, and joy riders were able to test the amenities that shall become fixtures in all future travels with the Bicol Express.

On top of its Tourist, Family, Executive and Dining Coaches, travelers also enjoyed uninterrupted Wi-Fi Internet connectivity, huge LCD television screens, and real-time Global Postitioning System (GPS) monitoring of the train’s actual locations.

In an on-board interview with philstar.com, Manager Ragragio said the successful trip signaled the readiness of the new PNR in reviving its long-stalled trip to Bicol region.

“Yes, we are ready for commercial operation. I think we need to start it already pero soft-run lang muna,” he said, while reiterating the need to have more trains to ply the Manila-Bicol route.

The PNR chief said that currently only two trains, with six coaches each, are ready for commercial operation while the PNR waits for 50 more coaches to arrive from Japan.

Ragragio said the PNR is now flooded with inquiries on train schedules and fares and noting this travelers' enthusiasm, he said: “I think we need that commercial operation (to Bicol) already.”

On its final test-run, he cited the need to strengthen the train tracks and to clear illegal settlers along the railways. He also highlighted the need for more manpower that will cater to the needs of local commuters and tourists.

SLB Task Force Noah: Cotabato

The number of families and individuals in the evacuation sites in Cotabato City is not decreasing despite the decrease in rainfall. The piling up of the water hyacinths covering an area of estimated 10 hectares clogged all tributaries of the watershed and thus flood level remains almost the same for the past seven days. The local government is trying to clear Rio Grande de Mindanao from water hyacinths, but the massive volume of hyacinths will require two (2) full weeks. With another threat of tropical cyclone passing our territory the next 24 hours bringing heavy rains in Mindanao according to PAGASA, the evacuees will have to bear the ordeal much longer. The situation in the various evacuation sites visited by our personnel is getting worse. More kids are getting sick, food shortage is common, potable water supply is unpredictable, sanitation is a major concern. Very few organizations are helping in the relief operations.

Our brothers and sisters are waiting for our urgent assistance. The Archbishop of Cotabato, Most Rev. Orlando Quevedo, OMI, DD has sent an appeal for assistance through the Social Action Center of the archdiocese. We appeal for the generosity of every Filipino out there to extend financial assistance and help our evacuees cope with the crisis. The evacuees are in need of the following:

1. Food and water supply.
2. Medical personnel and medicines.

My kids love to go to McDo not for food but for toys. At least they are happy to have them as a substitute for more expensive ones at toys stores when daddy says he has no money for them.


magsaysay and roxas avenues then will form a long strip of eating, entertainment and shopping places.


The trend is towards that direction. I just note that most part of the road shoulders along Magsaysay are not paved. Maybe the city can encourage property or business owners along the avenue to pave the road shoulders abutting their property with specified or uniformed bricks in exchange for tax incentives. This can go along with beautification initiatives that would see re-greening and cleanliness.


when we were kids we would even call the place "Bonete". there was practically nothing in Magsaysay except Mariano Village Subd which then was considered far from downtown. the only landmark in the area was Bonete Apartments at the corner of kayanga road and magsaysay.


The jeepney route by then I think is known as Centro-Francia-Bonete because it ends at Bonete Apartment.


the good thing is that both our cities can enjoy Puregold. thanks for always visiting us here, jocuatro!

Really like looking at the building from CBD2. I think its the prep school building of St. Jo. Appeals to children. I wonder if there is a significant increase of enrollment in prep and KGs after this is completed.

Puregold Update:

Last Tuesday afternoon, I went to DIY at the Robertson Mall (now undergoing renovation as Puregold Naga) and these are what I learned from the employees of DIY and Hypertech Computers.

Hypertech Computers have also undergone renovation will stay.

DIY will move infront of the mall and occupy the present Nissi Petshop.

They mentioned three fastfood chains rumored to open (Jollibee, Mang Inasal and he was not sure of the third one).

The target opening of Puregold Naga is on November to December 2011.

A lot of work would still have to be done considering the huge size of the mall.

I think Puregold Calamba has fastfood restos in it such as Mang Inasal, Mcdo, to name a few.

84 schools in Bicol to receive computer sets, IT equipment from DTI
LEGAZPI CITY, June 25 (PIA) -- A total of 924 desktop computer sets, 84 printers and wireless broadband routers will be distributed to 84 public high schools throughout the Bicol region under the Personal Computer for Public Schools (PCPS) of the Department of Trade and Industry.

DTI V information officer Jocelyn Berango said the computer equipment will be distributed to public schools in Albay, with 12 beneficiaires; Camarines Norte, 5; Camarines Sur, 38; Catanduanes, 6; Masbate, 10; and Sorsogon, 13.
