Or they can always put an annex of each offices in the north so as to have a fair share. It is bicol and it would always be divided into two because of it's geography. After all, we don't really need to DECENTRALIZE our regional office in Legazpi. but a sort of extention or maybe we can call it Camarines Regional office. that will serve the bast majority of Camarines Provinces which is the largest of all the provinces. and Albay- Legazpi serving the southern provinces.

olineil May 11th, 2009, 04:00 PM Pasacao Port, IMO, is the best option for Northern Masbate in getting to Cam. Sur and Libon Port, IMO, thru GMA Highway could also serve Southern Masbate.
Legazpi should have been their center as it was in the best location to serve other provinces, as you have pointed before in other cases and later just put distribution centers in other provinces. They can easily distribute their products well to different parts of the region if it situated there. But, why is that? It, therefore, somehow, shows that location could not be a better option in terms of everything, olineil.:)
Just to clarify my post. I stated a timeline which was 60's or 70's... During those times Bicol was still a very depressed region. Catanduanes, Masbate, & sorsogon was worse. So the cost of transporting goods specially to catanduanes and Masbate was last priority. The demand was just not there to justify shipping bulks of to them. So during those times, priority for business distribution I am specilating was camsur, albay, and cam norte at the most sorsogon. Now that its already there I don't really see the economic gain of building another plant or moving it to albay when billions have already been poured in naga. If you remove Masbate and catanduanes out of the business picture, then naga will be the PENINSULAR center of Bicol.
Also this businesses are distribution based the products come to the people not the other way. While people need come to government edifice to avail services. You know the best way to solve goverment services dilema? Internet. Make most if not all goverment services available online. This way travelling will only be needed when absolutely necessary. Again unfortunately many of our kababayans still don't have access to computers more so the Internet.

It's good to have an international airport but I think it's still premature and impractical. Legazpi has a decent airport of international standards already and putting up an international airport in daraga to replace the decent airport of legazpi is rather insulting to the camarinenses and masbatenyos; and a waste of money having said that the one in legazpi is still in good condition.
Reasoning out that the new airport in daraga would serve the whole region is not even good enough because of the absence of superior highways in the region.
IMO Reorienting the naga airport, rehabilitating the masbate airport and acquiring of new instruments to the present airports of Bicol is the most practical thing to do. as much as possible, no new airport. RDC can build one, when the infrastracture of Bicol is already in good and proper condition.
However, the thing (daraga airport) is already at hand and let's just support the project in any way we can. Let's just hope that these two airports (naga and masbate) would also receive the same priority that has been given by the RDC to the albay airport.
If that's the case, they must have been carefully studied as to what the priorities are.....
I really hope that RDC will do that. If they would do that, then I would salute RDC for that and would finally conclude that he treats other provinces the same as his own place.

fil07 May 12th, 2009, 03:03 AM ^^Visit Magsaysay Avenue. It's the entertainment center of the city where you can find restos and bars. If you're into disco then Bistro Roberto is the best for you located at Villa Caceres Hotel along Magsaysay Avenue.
CWC does not have office here in Naga. I think, the best that you could do is for you to contact CWC as you can arrange time and query for rates on those villas as well as vans.

3. Catanduanes has direct port link to Albay.

This were built during the 60's 70's? not sure. But I am guessing their decision to do this was it was more economically viable to service the immediate PENINSULAR bicol (which Naga would be the Center) then use the distribution center in Legazpi to service Catanduanes and Masbate
Some rejoinders on the recent posts on the Regional Center and 2 international airport issues:
A. A Regional Center may not necessarily be the business center of the region. I think the main rationale for assigning a regional center is its location or proximity to the rest of the provinces. In the fifties and sixties, most of the regional offices were in Naga. But people from Sorsogon, Masbate and Catanduanes were complaining of the long travel to Naga so the move to transfer the Regional Center to Legazpi was implemented in the seventies. This was the time that that place in front of Aquinas University was designated as the Regional Center area.
During the fifties, (I think I already mentioned this in my previous posts) when the Coca Cola and Pepsi plants were established in Bicol the first choice was Legazpi not only because of its proximity to the other provinces but also because it has a port for the delivery of raw materials and it has an operational airport (Pili airport was not around then). The Manila South Road was non-existent then. However, Legazpi lot owners were making it difficult for the investors so they decided to go to Naga where lots were very abundant in the Concepcion Pequena area. As a result, no doubt Naga established itself as the regional and business center of Bicol. But in the seventies and eighties, due to the transfer of the regional offices, it helped in improving Legazpi's economy.
B. I am in agreement with some of the forumers who are saying that instead of putting up a new international airport, maybe upgrading the present airports of Legazpi and Naga would be the cheapest alternative. For me, the expansion of the Naga airport will just be a case of political will of the powers that be in CamSur. There will always be protesters to such high profile projects. Sometimes these protesters are even paid hackers of political rivals. LRay should be able to utilize his political clout to move in improving the Pili airport.
C. The case however of the Legazpi airport is different. There is no more space available for expansion. At one end of the runway is Daraga proper and at the other end is Yawa river and Aquinas Universtiy and the highway going to Tabaco. Also, I think there are also other problems that pertains to visibility issues during bad weather and during Mayon eruptions. So transfering the airport to Daraga was decided upon.
D. As I pointed out earlier in the Legazpi thread, traveling one hour to one and a half hour from Naga or Sorsogon to Daraga for a flight to HongKong is heaven compared to the number of hours people from Quezon City or Marikina or Caloocan travel, just to go to NAIA for their flight. Much more, travelers from as far as Baguio, Pangasinan, Ilocos, Cagayan Valley, travel 5 to 10 hours to go to NAIA just to be able to get a flight to Cebu. See? We are so blessed with the BIA in Daraga!

Obviously I was referring the word selfishness to both provinces when I mentioned of having two international airports and that is only a personal opinion of mine because I myself don’t want to have 2 international airports in the region. Airports in naga and legazpi of international standards will do at the moment.
Also, what I mean when I said that concentrating on the majority at the expense of others is when you put ALL the regional offices in the south, which by the way, has not yet happened because some office like the NIA 5 and the DA 5 are still located in the north. (No one is accusing the albayanos here. The idea alone of putting ALL the offices in the south is selfishness not the albayanos)

Cam Sur’s geopgraphy is very different from albay and sorsogon where every town is accessible to the national road. Just imagine the people from the far flung areas of siruma, garchitorena and other northern towns, buti man lang if there is a legazpi route to their places, they would have to go to naga just to reach legazpi. Also, the towns of caramoan and presentacion would have to use “Banca” just to reach the cam sur mainland, and there’s not even a legazpi route in the lagonoy-san jose area, so people in this area would also have the same fate as daet because they would have to stop in Pili just to catch a ride going to legazpi.
I’m not even saying that the regional center be placed in cam sur, my idea was a matter of ratio and proportion. Make albay the regional center of bicol but be sure to place even just a small tiny bit slice:) of the regional offices in the north in order to have balance. Again, People from cam norte and some towns of cam sur cannot just suffer the burden at all times
Anyway, it's not even worthy now to have a debate on where the regional offices should be sitituated. By the time Pantao has opened and a masbate-Libon route has been introduced, polangui area would then be the geographical center of Bicol taking into consideration the transportation, thus it would be an ideal place to have the regional center with all the regional offices in it.

There is already a well paved road from the areas you mentioned that directly link them to Albay. This is via Tiwi and Tabaco. I personally know businessmen from Tigaon who do their banking transactions in either Legazpi or Tabaco saying it is more convenient for them to go to Albay than to Naga via Pili. This is particularly for the abaca and copra businessmen. They take the Tiwi route via Joroan. I myself have not gone to this route in CamSur because the farthest I've been to is Joroan.

Yes I'm aware of that road, but as far as i know even up to now, there's no available public transportation of partido(lagonoy peninsula area)-legazpi route in the eastern cam sur, and this is the one I'm emphasizing. most of the people would have to go to sagnay-tigaon area to catch a jeepney/bus ride or a bus ride from naga going to tabaco via the sagnay-tiwi road. so many stop overs.

Development Bank of the Philippines Regional Office occupies the 2nd floor of the DBP Building in Naga City...I think it was transferred last February from Legazpi to Naga.....

Sinabi ni Health Secretary Francisco Duque III na wala silang nakikitang indikasyon na positibo sa influenza virus ang apat.
Una nang pinauwi ng DOH ang labing-siyam na una nang pinaghinalaan na may a/H1N1 virus.
Samantala , isang apat na taong gulang na balikbayan sa Naga City , Camarines Sur ang ino-obserbahan ngayon sa R.I.T.M matapos makitaan ng mga sintomas ng influenza virus.
Ang naturang bata ay mula sa San Diego, California at nilagnat ito dalawang araw mula nang dumating sa Naga City.

I heard that over the radio this morning. The results of the test is set to be released at 2 PM. I wish it's negative.

It was a mere coincidence that we checked in at the hotel for my son's birthday, that was then when you texted me that you were barhopping at Magsaysay.

Our cottage was in an excellent position to see wakeboarders but it was such unfortunate as there was a problem with the CWC cable so we just proceeded at Winchpark to see some beautiful ladies out there.

IRIGA CITY, May 12 (PNA) - Some 500 members of the Philippine Association of General Services Officers (PAGSO) from the 79 provinces in the country are expected to attend the organizations national convention here from May 13-17, the city government's tourism office said.
City Mayor Madelaine Alfelor-Gazmen has already mobilized all the departments of the local government to ensure the success of the event.
Gazmen said the convention's theme for this year is "PAGSO's Response to Global Challenges in the midst of Climate Change."
The national convention will be held at the City Plaza Hotel, which was the old Ibalon Hotel. A modern convention hall is being constructed right in front of the Our Lady of Lourdes Grotto and expected to be finished just in time for the event's opening on May 13.
The city government has already briefed hotels, restaurants and other business establishments owners on the upcoming event as the city expects more than 500 delegates from 79 provinces comprising the 17 regions of the country.
Some of the hotels and resorts here are already fully booked for the PAGSO gathering.
Previous PAGSO conventions were held in Quezon City, Palawan and Cebu City.
Expected to attend the affair are Senator Manny Villar, Gov. Joey Salceda of Albay, Mayor Jessie Robredo of Naga City, Ombudsman Merceditas Gutierrez, and former Budget Secretary Emilia Boncodin.(PNA)

Kung naiintindihan lamang ng mga kinauukulan ang kahalagahan ng ating airport di sana nabigyan na ito ng pansin bago ang lahat. Dapat iprioritize ito ng mga kinauukulan! E, yun kung may malasakit sila sa lugar natin...
Legazpi,on the other hand, has tremendously increased its foreign tourists by 50%.

Before, I thought it couldn't be upgraded for some reasons...With the realization of that airport, whenever it will be, expect more tourists, expect more investors, and expect more good things to happen. We deserve that one.... We must be rewarded as the province has withstood despite of everything that has happened.
With regard to Bicol Business Week, it would have been better if they chose Plaza Rizal as their location. People can really see the displays just by passing by.

Hi Garz, I did ask the lady in the picture, but as we know, it's only the owner can answer that question. Kabayaan Hotel, a sister company of Legend Hotels International Corp. has been advertising for around 5 years now in our City.
We just hope and pray things will be better for Camarines Provinces or as a whole Region.
Yes, It's true most tenants did question the site of the trade fair. It would be better if they held it at the Plaza Quezon. But because of the upcoming 18th South Luzon Area Business Conference, which will be held at Avenue Convention Plaza that will start May 15-16, the venue of the trade fair will be transfer at the front of Avenue Square Arcade.

Investing in hotel industry here in the city is very much feasible as the province gets more tourists each day. I just wish that one of those future investors would be Legend Hotels International Corporation. Hotel Industry is booming... Villa Caceres has just opened recently its new building to customers and now they are renovating the other building. This is the best time to invest in the city and province.....

Dato is also a blessing...Many projects have been poured in the first district especially in far-flung areas. I wish Dato Arroyo were the Congressman of the third district. He could have made the infrastructure in that area a better one, especially from Lagonoy to Garchitorena and Caramoan. From there, it takes 5 hours just to get here in Naga, imagine that!

Upgrading Naga Airport is very practical and less expensive, but the hard part are the farmers living in the area, are they willing to sell it ? How much are they asking? This issue has been too long, anybody knows, what happen to this issue?
Skyway, not like the Manila type of Skyway that is too high. I believe it is possible unless the government has the money to build it. the problem is even the Quirino highway takes too long to repair and most of our national hi-ways are too narrow what more can we relay to the national Government to build one. I don't think it will possible as of now.
I believe the government can build bridges connecting to Canaman-Cabusao- Libmanan. It saves time, money and fuel energy.

That's basically the problem. So, how can the upgrading be materialized if that's the case? This could be the reason why there is an airport planned to be built in another area which is in Libmanan.
Skyway, not like the Manila type of Skyway that is too high. I believe it is possible unless the government has the money to build it. the problem is even the Quirino highway takes too long to repair and most of our national hi-ways are too narrow what more can we relay to the national Government to build one. I don't think it will possible as of now.
I believe the government can build bridges connecting to Canaman-Cabusao- Libmanan. It saves time, money and fuel energy.

That's basically the problem. So, how can the upgrading be materialized if that's the case? This could be the reason why there is an airport planned to be built in another area which is in Libmanan.

LEGAZPI CITY, May 13 (PNA) - Comprehensive regional measures are now in place in Bicol to cushion the impact of the global financial crunch, help reduce inflation and spur the region’s economy until 2010.
Part of these measures is the P10-million allocation provided by the provincial government of Camarines Sur as start-up capital for micro-lending in the province.
The fund is intended for small businesses that would benefit about 20,000 micro-entrepreneurs of 60,000 families, Camarines Sur Gov. Luis Raymund Villafuerte said in a statement over the weekend.
“We want these families to engage themselves in micro-entrepreneurship, taking advantage of the favorable business climate of the province brought about by its booming tourism industry, fast growing commerce and stable economy,” Villafuerte said.
Bicol’s tourism industry last year registered tourist arrivals of over 1.3 million to generate P782 million in gross receipts and created at least 499,336 jobs.
Those figures represent the entire tourism industry performance of the region’s six provinces and Camarines Sur owns the credit for almost half of them owing to the province’s heavy investment in sports and eco-tourism.
A financial statement of the Commission on Audit (COA) for the fiscal year 2007 classified the province as the 10th richest of the country’s 80 provinces by posting revenues amounting to a whopping P1.56 billion during the year.
The classification showed that Camarines Sur made a phenomenal leap from 39th place in 2006 in terms of net income, the COA statement shows.
The major factors that enable sustainable financial stability and growth for the province are a clear vision, sound judgment and timing. This means having a clear game plan and knowing how and when to invest your financial resources,” Villafuerte said.
The provincial government has chosen to embark on programs and projects that yield substantial profits which also help change the image of the province from poverty-stricken to progressive, he added.
Another part of the comprehensive measures is the Department of Agrarian Reform’s (DAR) P8.6-billion allotment to develop agrarian reform communities (ARCs) in Bicol provinces with high incidence of poverty.
The fund that would benefit at least 152 ARCs in Sorsogon, Camarines Norte, Masbate and Catanduanes came from the Asian Development Fund and the OPEC Fund for International Development (OFID), according to Romeo Escandor, regional director of the National Economic and Development Authority (NEDA).
At the same time, Escandor who is co-chairman of the Regional Development Council (RDC), said the Spanish government, through the Agencia Espanol de Cooperacion International para el Desarrollo (AECID), turned over P110 million worth of infrastructure projects to Albay province.
These projects of socio-economic values are of great help in the recovery process of Albay from the disaster left by the two super typhoons that ravaged the province in 2006, Escandor said.
The Department of Public Works and Highways (DPWH) on the other hand had already bidded out a total of P2.923 billion pump-priming projects as part of the stimulus package which is the response of the government to the hard times brought about by the global financial crisis in Bicol, he said.
The amount covers the implementation of a total of 87 job-generating projects in the six provinces of the region, the NEDA regional chief added.
Meanwhile, Albay Governor and RDC chairman Joey Salceda announced during a full council meeting of the Council last Wednesday that President Gloria Macapagal-Arroyo has issued Executive Order No. 779, amending Executive Order 634, citing that the Bicol Calamity Assistance and Rehabilitation Effort Committee (B-CARE) needs more time to complete its mandate after enduring some setbacks causing inevitable spillover until June 2010.
Out of this development, Salceda said the RDC has endorsed to the NEDA central office for funding by the national government a P16.3-billion worth of socio-economic and infrastructure projects in the region for the year 2010.
There is still much to recover especially that according to the Department of Agriculture (DA), more than P80 million worth of potential rice yield in the provinces of Catanduanes, Camarines Sur, Catanduanes and Sorsogon was lost due to continuous rains and floods in the past several weeks of January 2009, Salceda said.
To be added to these are the enormous agricultural and infrastructure losses to the floods and landslides that hit the region at the height of typhoon Dante last week reaching about P1 billion, he said.
“We are also disturbed by the inflation rate in the region and we wanted this addressed,” Salceda said.
Annual inflation rate in the Bicol continued to accelerate in April as it surged by 1.1 percentage points, the National Statistical Coordination Board (NSCB) reported.
The year-on-year inflation rate in region that month was recorded at 7.8 percent, the highest since January 2005 when inflation hit 8.5 percent. Compared to the same period last year, inflation rate for the month was 4.6 percentage points higher — though much less than the 39-month-high 8.3 percent national average last month, the NSCB report added. The Boao Forum for Asia (BFA) is a non-government, non-profit international annual forum for government leaders in Asia and other continents to share pressing issues in the region and the world.
Intended to promote regional economic integration and bring Asian countries closer to their development goals, the BFA was organized in February 2001 with 26 founding country-members presently chaired by former Fidel V. Ramos who was elected to the post in 2002.
The only Filipino local government official to attend this year’s forum with the theme “Asia: Managing Beyond Crisis”, Gov. Villafuerte captured the keen interest of the conference with Camarines Sur’s success story, how the province manage to cope and overcome poverty in the midst of global recession.
“CamSur is now in the world tourism map of extreme sports and adventure but more importantly, we are being watched by our foreign neighbors who see us not only as a destination but as a shining example of transformation.”
Gov. Villafuerte, together with some of Asia’s renowned industry leaders, was part of the Young Leader Roundtable that discussed the subject “Leadership in a Time of Crisis”.
The governor also had the chance to meet China’s Premier Wen Jiabao in an exclusive gathering for forum participants.
Among the forum’s distinguished participants were Robin Li of Baidu, Inc. which is China’s largest search engine even bigger than Google; Pully Sau of Saatchi and Saatchi; Australia’s minister for agriculture, fisheries and forestry Tony Burke; Nielsen China’s managing director Chris Morley; Asia Pacific Man Investments managing director Tim Rainsford; 21st Century Business Herald editor Zhouwei Liu; Alibaba CEO David Wei and Microsoft corporate vice president Ya-Qin Chang.

NAGA CITY --- Nagueños will have another novel opportunity to speed up business transactions with the local government and other agencies. This, after the local government’s Innovative Service & Value Entitlement (i-Serve) program becomes operational following its formal public launching on May 17, at 2 o’clock in the afternoon, at the Naga City Gymnasium here.
The program, which falls under the innovative management component of the city government’s i-Governance initiative, will make governance processes and delivery of services more expeditious by maximizing the potentials of Information and Communications Technology (ICT).
Naga City, dubbed as the most multi-awarded local government unit for its innovative governance, has been a recipient of the 2004 United Nations Public Service Awards, for its commendable application of Information and Technology in Local Government. The award was conferred by the UN-Department of Economic and Social Affairs on June 23, 2004. It is also a Hall of Famer after being cited thrice in a row by the National Computer Center as the local government unit with the best city website in 2004, 2005, and 2006.
Mayor Robredo stressed that the city’s i-Governance is a platform that seeks to advocate transparency, encourage meaningful participation by bringing the current partnership-and-participation-driven model of Naga governance to the level of the individual to ensure that all citizens have a voice in government decision-making and maximize the capabilities of ICT currently available to the local government as a “people tool,” enabling the city to expand is engagement with its constituency.
The i-Serve program is an innovation of the present procedures under the i-Governance which is being implemented by individual city agencies. It is a system change from recording on logbooks or forms to a unified computerized information system, which can facilitate immediate report generation and service improvement.
Consequently, the web-based i-Serve program also serves as a performance assessment tool for service quality and quantity evaluation of the individual agencies concerned and a continuing service innovation with the assistance of the i-Serve Information and Action Center.
Robredo said the program is also a service quality assurance project of the city government that will put into work a unified information system addressing problems in services integration, convergence and delivery.
It is also designed to record, monitor, and evaluate the delivery of basic services through the use of a computerized system which accounts and reports all service transactions utilizing the city website, www.naga.gov.ph.
The program will facilitate the availment of benefits and privileges by the target beneficiaries of the Naga City Privilege Card who are at least 18 years old, a registered voter of the city, have filled up the i-Serve membership form and have digital picture taken at the Electronic Data Processing Unit of the city.
Project Coordinator Nicolas C. Motos Jr. said i-Serve cards will be distributed during the launching day to the residents coming from barangays Abella, Dinaga, Igualdad, Sabang, San Francisco, and Sta. Cruz who underwent interviews during the data profiling last year.
Meanwhile, MMO Card Corporation President Marlyn Monte-Ortiz (of Naga City and Milaor, Camarines Sur) said her company will activate at least one card per household for it to be used as credit card in buying retail products at the Naga City Public Market.
She said the idea is being pushed through independently by MMO Card Corporation under its own venture called MMO’s Public Market Technology Development Project (PMTDP).
The Manila-based private company opens to qualified i-Serve cardholders the enrolment/membership in PMTDP which will also be launched along with the i-Serve program on May 17.
MMO is the city government’s partner in i-Serve program which collaborated in the series of data gathering/profiling activities in the city and the production of the Naga City Privilege Cards.

Yep, just yesterday. I and my family are currently staying at Naga City for our summer vacation since our relatives also live here. So that means I'm partly bicolano. :cheers:
I was amazed to see flocks of foreigners in CWC. No doubt it's one of the best tourist drawers in the Bicol region.

It took me two days to convince NW/Delta to give a discount for re- booking fee for 5 tickets when the Swine Flu Advisory scared us to death on proceeding with our trip to Texas- which is just at the Mexican Border.
They finally agreed to charge the fee to my Mileage Card.
I'm amazed how fast this thread is going.
Way to go guys.

Mid/Late 90s: Some politicians in Albay initiated contemplation about building an international airport in the province. Reason? Probably, the governor then, Bichara, was planning to make Albay more internationally-renowned to tourists. His focus then, as implied by his actions, was to focus on tourism. The international airport, as it seems, was just part of his tourism program. During those times, Albay became the top tourist drawer in the region. That was partly because of his efforts and partly because of Albay's natural beauty. But I reiterate, the biggest reason is to make Albay and the rest of the region more accessible to tourists. This isn't a short-term or a mid-term plan. Obviously, the fact that there aren't much tourists then as now, the plan was more of a LONG-TERM nature.
around 2000 - experts came in to find the right location. Places considered: one in Legazpi, one in Daraga, one in Polangui, one in Cam Sur. If I'm not mistaken, a portion in Ligao was also considered. Daraga was considered the most favorable. Studies have already been conducted. and this was done by no mere ordinary individuals. They were experts.
2001-04 - I don't know what happened during these years. I guess they were looking for funds but were unable to do so. This needs a lot of political connection considering the fact that we have a semi-arbitrary president.
2004 - end of Bichara's term as governor.
2006 - CWC opened. During the same year, budget was already allocated for the project (courtesy of Joey Salceda). This was also the first year when Cam Sur has overtaken Albay when it comes to tourist arrivals. Note, it was 5/6 years prior when Daraga was already chosen as a site.
2007 - GMA's son was elected. Rumors are now spread that the airport would be in Libmanan. This needs an FS first considering that Daraga (amongst other contingents) was already chosen.
2009 (now) - some people are saying that we need the airport to be located in Cam Sur because it is now the current top tourist drawer. I beg to differ. Here are my reasons:
1. The reason why Albay politicians back in the 90s initiated contemplating about putting up an international airport in Albay is not because it is the top tourist drawer. Albay has plans to improve tourism then and part of the plan is to put up an international airport, w/c is not a short term project. Rather, a LONG-TERM one. That's why even if some people believe that putting up an international airport is not warranted, the politicians think the other way around because their perspective is a much "farther future" than ordinary folks may think. Change in politics is probably the biggest reason why Albay trailed to Cam Sur these days.
2. Location. Albay has undeniably the best location in the region. Albay, being the choice for regional offices has cut down travel time for folks coming from the majority of the region.
3. Cam Sur may be the top tourist drawer NOW. But considering the volatility of times, Cam Sur is not a logical site. The reason why Cam Sur is the top tourist drawer is ADVERTISING and MARKETING. Before Villafuerte, Cam Sur trailed. So, this just means, to benefit the whole region just in case TIMES CHANGE, Albay is the most logical site because of its proximity to the other provinces of the region. Take note, Quezon and Cam Norte do not need an airport just as much as Catanduanes, Masbate, Sorsogon, and Northern Samar do. The latter provinces are simply farther from Manila than the others. Furthermore, an island known as Biri, Northern Samar can attract as much tourists as Caramoan does. Biri is actually more unique for it doesn't look like any other island in the world. Caramoan looks like Coron. It just needs ADVERTISING and MARKETING. The same goes for other destinations in the Bicol Region.
4. Taking advantage of what's already there. If we put the int'l airport in Cam Sur, only fewer buses, vans and jeepneys would be benefited (considering if most of the tourists still prefer Caramoan and CWC). Putting it in Albay creates more effective economic catalyst. Considering that the routes would be longer, more buses, vans and jeepneys would be benefited. Don't underestimate what this could mean! Money coming from these businesses would be bigger. Thus, more benefits.
5. Don't underestimate the beauty of Mayon. According to many I've encountered, especially the first-time tourists, they consider Mayon as the most beautiful volcano they've ever seen. Mayon will continue as an attraction.
As a whole, putting up the int'l airport in Albay is more beneficial than putting it up in Cam Sur. But, of course, most of you are from Cam Sur, so you might be covered in prejudice in reading this one. However, if I have my way, here's what I want to happen:
1. Transfer airport from Legazpi to Daraga. Upgrade it into an international one.
2. Improve/upgrade Naga airport for the convenience of Naga's people.
So, there you have it.

You are right on this point.
Every Governor has the right to have a gameplan plan his own province. Albay has always been the top tourist drawer Bicol in the past and planning to build an international airport there has never been a problem for the people in Camarines Sur.
It’s okay- Albay being the regional and tourism center needs an aiport upgrade so be it.
But time changed.
For the past six years, CamSur’s tourism has overtaken that of Albay by leaps and bounds. It is the right of Camsur to have an upgraded airport of its own.
What’s the problem with that. If Albay is secured of it’s a long term tourism plan so why go against having another airport in CamSur when it truly deserves one. It is on the top 5 destinations in the Philippines- way up ahead of Bohol and they are building an international airport in Panglao.
With or without an airport- CamSur managed to be on top of tourism ladder. Imagine what would happen to Camsur tourism with an international airport to boot?

2. It is the center of commerce and industry in the Bicol Region and we would like to maintain it. (Multinationals like Unilab, PNB, Central Bank, SMC. Coca Cola, Pepsi Cola, La Germania, RLC, Ayala Land, FilEstate, Asia Brewery, SMPrimeholdings, CDO, Zest O, Purefoods, Selecta, Toyota, Nissan, Ford, Mitsubishi, B Meg to name a few are all based in the city).
3. Yes its true that politics is the biggest reason why Albay trailed to CamSur and we are lucky to have politicians like LRay and Robredo and we would like to take advantage of it.
4. Still politicking is the main reason why CamSur lacks government support because the two are oppositionists still we prevailed.

What’s wrong to advertise? That’s the biggest mistake of Albay officials. Legazpi is a magnificent city gifted with rich, natural attractions, despite having a bigger airport and more flights and being the regional center- it trails behind CamSur when it comes to tourism and economy. You should ask your officials- why?
You are being boorish and unfair to Caramoan. It is now considered as one of the best beaches in the world. After the French Survivor, Israel is being shot and three other countries (Belguim, Argentina, and US) are lined up to shoot their own episodes in the next two years. Caramoan is now being marketed and advertised by these shows abroad and the best thing is that they’re paying the province to do so. Not even Palawan attracted several episodes of this show.
Biri… what? It may be unique but where is it? Who knows about it?
Go on and market the island. CamSur is a marketing miracle. I would like to hear Albay to be the next. Imagine having two provinces in one region on the top 5? Honestly- I would love that.
But at present, you sound like you’re sourgraping.

Jeepneys as the mode of transportation of the future and of an international airport? And you would like the route to be longer while most international airports are thinking ways to shorten the travel time? You must be kidding- that is not tourist friendly.
The reason why we are not progressing is because of our jeepney mentality. While most countries in the world have invested heavily on mass transportation- the Philippines failed to do so.
While Hong Kong transport system evolved from trishaws to subways, the same thing with most countries, the Philippines did the opposite. From the modern trams of Escolta in the past we have regressed to buses, jeeps, trikes and lately padjaks.
While people in other countries catches for the trains and buses at a certain period of time and at a specific places (like Bus Stops and Train Stations that are non existent in the PI) the opposite is happening in our country. The buses in the Philippines are the once catching the passengers. On a smaller scale the jeeps and padjaks are doing the same.
Unless we teach ourselves that we cannot get in and out of the buses and jeeps anytime and anywhere we want, we would never progress. It is about time that we put our jeepneys and tricycles to our museums or just promote them to tourists as a novelty attraction- a part of our history just like the trishaws in HK.
They’re the reasons why we have the worst traffic in the world.

We never underestimate the beauty of Mayon. It is one of the most beautiful volcanoes in the world. It would forever be the symbol of Bicol no matter what happens and I’m very proud of it. You people from Albay are lucky as its beauty is the one that greets you when you wake up in the morning.
But come to think of it, why is Mt. Agung in Bali, (which is less majestic than Mayon) is attracting more tourists? Ask your officials again and stop berating CamSur’s achievement.

But haven’t you noticed of the top five tourist destinations in the PI (Cebu, Boracay, Zambales Camsur and Bohol), only Camsur has not been prioritized to have an international airport . Cebu and Zambales both have international airports and they are building one each for Bohol and Boracay.

PILI, CamSur – The Camarines Sur Dragon Boat Team sponsored by Gov. LRay Villafuerte triumphantly flexed its brawny paddling muscles once more to bag the championship in four of the six race categories of the 3rd Boracay International Dragon Boat Festival held May 1 and 2, 2009.
The home-grown team convincingly romped away with the trophies in Men’s and Mixed events of both the 500 meters and 300 meters to sustain an unbroken winning streak in all major races entered this year.
This is a good omen, a sign that the team will do very well in the forthcoming 1st CamSur Dragon Boat Festival slated this coming May 8 to 10 right at the Lago del Rey of the Camarines Sur Watersports Complex here.
The Men’s 500 team won with a time of 1.minute 59.75 seconds, close to four seconds ahead of the Guardians at 2:01.96, followed by Gaud Ilonggo at 2:04.27 and BCG Stormy at 2:05.40.
In the Mixed event the team finished the finals heat in 1 minute and 56.92 seconds trailed by archrival Philippine National Police which clocked in at 2:03.22, followed by the Singapore Paddlers Club-B at 2:05.06 and Bugsay Boracay at 2:07.65.
In the 300 meter race the Camarines Sur Men’s team nosing past and crossing the line in 1 minute and 6.94 almost three seconds Boracay All Star which clocked in at 1:09.82, trailed by another Boracay teams, the Guardians at 1:10.28 and Ati Bugsay at 1:10.41.
The 300 meter Mixed finals race was much closer, Camarines Sur clocking in at 1:09.64 barely half a second ahead of Bugsay Boracay at 1:10.11, followed by Philippine National Police at 1:13.05 and Boracay All Stars at a:12.91.
Most of the participating teams, particularly the Philippine National Police, the Philippine Navy and at least four Boracay-based teams have registered their intention to come to Camarines Sur for the 1st CamSur Dragon Boat Festival for a stab at dethroning Camarines Sur at its own home turf. The SM magic
The inauguration on April 30 of SM City Naga, 450 km south of Manila, ran true to form. The blessing started on time, VIPs were in attendance, and the mall was 85-percent occupied by locators.
On May 1, the formal opening day to the public, roads leading to the mall heaved with vehicles and had to be closed because there was no more parking space. The same day, the weather bureau declared Signal No. 1 because of, not just one, but two, tropical depressions in the Bicol region.
Conspicuously absent on blessing and opening day was Henry Sy Sr., SM’s legendary founder and chairman of his holding company, SM Investments Corp.
His two sons, Hans, who builds the SM malls, and Herbert, who builds the SM supermarkets, managed to take the first Manila-Naga private flight on April 30. However, when the plane came back to fetch Henry Sr. and eldest child Tessie Sy, the CEO of his Banco de Oro Unibank, it was not allowed to take off again because the weather had worsened.
Tatang Henry had no reason to sulk though. Crowds thronged to SM City Naga, his 34th in 52 years, on the day the storm arrived, which flooded half of Camarines Sur province.
Why would Bicolanos brave stormy weather just to go malling? It was, to quote a cliché, to taste the SM mall experience. Though an ancient city (it was founded 1575), Naga has had no SM, until now.
Sy, 85, had perfected retailing into an art with such élan and style that a mall in a distant place like Naga (you should experience the rutted roads in 100 of the 400 km going to the CamSur capital from Manila) creates such a commanding presence one must be in it and experience the lifestyle change. His compelling rags-to-riches story has made Henry a folk hero of millions of Filipinos.
The SM retailing monolith is unstoppable. Henry Sr. sees explosive growth and does not seem to have heard of a recession that is sweeping through two-thirds of the globe.
“There is really nothing wrong with the economy,” notes his son, Hans Sy, the president of SM Prime. “Remittances remain big, at $16.5 billion. Consumption remains strong.”
It helps that the Philippines is no longer a poor country, but middle class, with per capita income of more than $2,000.
This year, SMIC has budgeted P31 billion in capital spending—P25 billion for its Philippine operations and P6 billion in China where it has three malls.
The three China malls—in Xiamen and Jinjang in southern China, and Chengdu in central China— were incorporated in 2007 into the SM group “to gain a foothold in China’s fast-growing economy and use this as platform for long-term growth outside the Philippines,” explains SMIC President Harley Sy.
Henry Sr.’s malls—the 33 in 2008 and the 34th in Naga, have a total floor area of nearly 5 million square meters. In 2008, SMIC chalked up record revenues of P147.5 billion, up 19.1 percent, and net profit of P14 billion, up 15.6 percent. This was in a down market, what Lance Gokongwei calls “a challenging environment.”
The P14 billion is certainly far better than Ayala Corp.’s P8.1 billion which is down 50.25 percent, and JG Summit’s P694 million loss, a turnaround from 2007’s P11.37 billion profit.
SMIC’s margins are healthy, 14.7 percent on operating income, and 9.5 percent on profits. Return on equity even improved, 13 percent in 2008 from 12 percent in 2007. With robust profits, SMIC ended up with more cash, P28.1 billion in 2008, higher than the P25.5 billion in 2007.
In terms of profits, SMIC makes more money from rentals of mall space, P6.4 billion than from merchandising or the selling of shoes, clothes, appliances and other things, P3.4 billion.
SMIC plans to open ten department stores—three in 2009 and seven in 2010 to bring the total to 43 in two years. Sixteen supermarkets will be opened in 2009—14 SaveMore (for people who buy for their daily needs) and two regular supermarkets, to bring the total number of supermarkets to 53, from the present 37—13 SaveMore and 24 supermarkets.
Four hypermarkets—the one-stop household shopping convenience—will be opened to bring their number to 17, from the present 13. The 14 Makro or wholesale outlets will be integrated as part of the hypermarket chain. Apparently, wholesale shopping thru membership is no longer cool.
Summing up, expansion plans for 2009 include the opening of two department stores, 16 supermarkets and five hypermarkets.
In addition to SM Naga, SM Prime is opening in 2009, SM City Rosario in Cavite, SM City Pamplona in Las Piñas, and the Sky Garden at SM City North Edsa.
By the end of the year, SM Prime will have 36 malls nationwide and three malls in China, with an estimated GFA, ground floor area, of 4.9 million square meters.

SM City Naga literally got it all when it managed to assemble an “ all-star cast” during the formal blessing and inauguration of the mall the other day (from left) Camarines Sur Rep. Luis Robredo Villafuerte, Naga City Mayor Jesse Manalastas Robredo, Archbishop of Caceres Leonardo Z. Legaspi, Naga City Vice Mayor Gabriel H. Bordado Jr., and Camarines Sur Vice Governor Sal Fortuno. At the back of Mayor Robredo is SM President Hans Sy.
I guess the last time LRV, Robredo and Legazpi were present together in an event was during the launching of Ina (the coffeetable book). That was in 2002. Any Roco present during the SM opening?

SIARGAO ISLAND, Surigao del Norte—State-owned Development Bank of the Philippines (DBP) has approved the deployment of a total of P9.59 billion for projects under its Road Roll-On, Roll-Off Terminal System (RRTS), president and chief executive officer Reynaldo David said on Thursday.
The RRTS is a major component of the DBP’s Sustainable Logistics Development Program (SLDP) that is aimed at modernizing the country’s infrastructure and logistics system for the efficient transport of passengers and basic commodities.
The bank said another 41 projects totaling P5.86 billion were under evaluation.
Of the 20 new or missionary roll, on-roll off (Roro) routes identified by DBP, nine have been made operational through DBP financing, David said. The government aims to establish 49 Roro routes under its Strong Republic Nautical Highway project.
Most notable of these connections is a new route connecting the town of Pasacao in Camarines Sur to the provinces of Masbate and Romblon. The said route, which will be made operational this month, will connect Romblon to the Pan Philippine Highway.
David also said DBP is working on the acquisition of a Roro vessel that will ply the Calbayog, Northern Samar–Kawayan, Biliran, route. This will cut down travel time to Cebu City from Calbayog by more than two hours.
Other pipeline projects under the SLDP include shipyards in General Santos City and Cebu capable of handling 5,000 DWT (deadweight tonnage) and 2,500 DWT vessels, respectively, for a total project cost of P380 million. These shipyards will boost the local shipping industry’s capacity to construct and repair vessels, David said.
David and other key officials of the bank were in Siargao for the kick-off ceremonies for the annual “Ready, Set, Roro!” DBP interisland race, which runs from May 15 to 20.
Now on its fourth year, this outdoor adventure is part of DBP’s efforts to promote greater public awareness on the use of the Roro terminal system.
The event features 10 teams, with each team composed of two members and a celebrity participant battling it out for the P1-million grand prize.
This year’s race will feature hot summer destinations in 11 locations over six days—Siargao, Surigao del Norte, Leyte, Camotes Island, Cebu, Negros Occidental, Iloilo, Aklan, Oriental Mindoro, Batangas and Manila.
“With this activity, we want to show how the Roro has helped small and medium entrepreneurs in the transport of their commodities. We will also show how the tourism sector has benefited from the cheap cost of traveling via the Roro,” David said.
The teams will compete in a series of challenges at specific points along the race route.
After each leg, the team that incurred the lowest score or was last to finish a task will be eliminated, except on predetermined non-elimination legs. Only four teams will advance to the finals that will be held in Manila.

I was so priviledged to have been able to set foot at Gota Village last April 29, 2009 even though the waves at Gota is super strong (access was almost impossible). Don't get me wrong! Gota Village is still not accessible for tourists, I was just so lucky because my guests had special permit to access the beach.
Gota Village was so quiet when I arrived, the reason - Survivor Israel left a few days ago. Their filming ended last April 20, 2009. When I asked the Officer-In-Charge of Gota Village if the place will soon be open to the public - this is his answer, "After Survivor Israel is Survivor Bulagaria".
In fact, last April 29 was the arrival of the first batch of the Survivor Bulagaria staff and crew. They will be there to prepare everything for the actual filming of the famous international series. I again asked if the filming would end by July 2009. His answer, "With the arrival of the the 3rd "Survivor" filming, Gota will again be closed to public until maybe August to Septermber 2009".
First it was Survivor France, then Survivor Israel, now Survivor Bulgaria! They are invading Caramoan - what are you waiting for?? Don't be the last to see Philippines' Secret Paradise!

While people in other countries catches for the trains and buses at a certain period of time and at a specific places (like Bus Stops and Train Stations that are non existent in the PI) the opposite is happening in our country. The buses in the Philippines are the once catching the passengers. On a smaller scale the jeeps and padjaks are doing the same.
Unless we teach ourselves that we cannot get in and out of the buses and jeeps anytime and anywhere we want, we would never progress. It is about time that we put our jeepneys and tricycles to our museums or just promote them to tourists as a novelty attraction- a part of our history just like the trishaws in HK.
They’re the reasons why we have the worst traffic in the world.
I always dream of a mass transportation in our city. It's about time to promote this, as Nagaboy said " we cannot get in and out of the jeep anytime and anywhere we want. If we can get out of this Jeepney mentality" it will be a step to progress. Coz it promotes self discipline "always on time". then we will be like any other progressive asian countries.

Jeepneys are the king of the road. That's why we have the worst traffic!
Using them as the mode transportation for tourists is not a good idea. It would just prolong the travel which is in contrary of our aim to shorten the travel time. Imagine if we continue using them for tourists, we will have tired and grumbling tourists.
Speaking of mass transportation, thank God PNR is being rehabilitated. It would, somehow, serve foreign tourists in getting here fast. Unfortunately, it's not connected to the airport.

GOTA BEACH SA Caramoan Island sa Camarines Sur ang favorite destination ngayon ng Survivor franchise.
Last year, maghu-Holy Week din, dalawang artistang nagtatago ng kanilang relasyon ang nabunyag ng hindi sila nakapasok sa Gota Beach dahil nagti-taping noon ang Survivor France. The episode must have been a hit dahil this year, maghu-Holy Week din, sarado ang Gota Beach since last January hanggang July dahil tatlong franchises ang nag-book sa pamosong beach resort sa CamSur ng tig-tatlong buwan.
Nagti-taping na ngayon ang Survivor Israel sa Gota Beach. Susundan sila ng Survivor Turkey at pangatlo ang Survivor Bulgaria. We heard, pero hindi pa raw nagku-confirm, na naka-schedule ding mag-taping ang Survivor Sweden sa Gota Beach. Sayang nga at hindi puwede roon ang Survivor Philippines na nagsisimula na ring magpa-audition around the country. May ruling kasi ang Survivor franchise na hindi puwedeng mag-tape sa sariling bansa ang local franchise.

Just one ATM Machine operated by a pawnshop (if i'm not mistaken). Any atm card can withdraw. The charge i guess is 80 pesos per transaction...

The SM magic
The inauguration on April 30 of SM City Naga, 450 km south of Manila, ran true to form. The blessing started on time, VIPs were in attendance, and the mall was 85-percent occupied by locators.
On May 1, the formal opening day to the public, roads leading to the mall heaved with vehicles and had to be closed because there was no more parking space. The same day, the weather bureau declared Signal No. 1 because of, not just one, but two, tropical depressions in the Bicol region.
Conspicuously absent on blessing and opening day was Henry Sy Sr., SM’s legendary founder and chairman of his holding company, SM Investments Corp.
His two sons, Hans, who builds the SM malls, and Herbert, who builds the SM supermarkets, managed to take the first Manila-Naga private flight on April 30. However, when the plane came back to fetch Henry Sr. and eldest child Tessie Sy, the CEO of his Banco de Oro Unibank, it was not allowed to take off again because the weather had worsened.
Tatang Henry had no reason to sulk though. Crowds thronged to SM City Naga, his 34th in 52 years, on the day the storm arrived, which flooded half of Camarines Sur province.
Why would Bicolanos brave stormy weather just to go malling? It was, to quote a cliché, to taste the SM mall experience. Though an ancient city (it was founded 1575), Naga has had no SM, until now.
Sy, 85, had perfected retailing into an art with such élan and style that a mall in a distant place like Naga (you should experience the rutted roads in 100 of the 400 km going to the CamSur capital from Manila) creates such a commanding presence one must be in it and experience the lifestyle change. His compelling rags-to-riches story has made Henry a folk hero of millions of Filipinos.
The SM retailing monolith is unstoppable. Henry Sr. sees explosive growth and does not seem to have heard of a recession that is sweeping through two-thirds of the globe.
“There is really nothing wrong with the economy,” notes his son, Hans Sy, the president of SM Prime. “Remittances remain big, at $16.5 billion. Consumption remains strong.”
It helps that the Philippines is no longer a poor country, but middle class, with per capita income of more than $2,000.
This year, SMIC has budgeted P31 billion in capital spending—P25 billion for its Philippine operations and P6 billion in China where it has three malls.
The three China malls—in Xiamen and Jinjang in southern China, and Chengdu in central China— were incorporated in 2007 into the SM group “to gain a foothold in China’s fast-growing economy and use this as platform for long-term growth outside the Philippines,” explains SMIC President Harley Sy.
Henry Sr.’s malls—the 33 in 2008 and the 34th in Naga, have a total floor area of nearly 5 million square meters. In 2008, SMIC chalked up record revenues of P147.5 billion, up 19.1 percent, and net profit of P14 billion, up 15.6 percent. This was in a down market, what Lance Gokongwei calls “a challenging environment.”
The P14 billion is certainly far better than Ayala Corp.’s P8.1 billion which is down 50.25 percent, and JG Summit’s P694 million loss, a turnaround from 2007’s P11.37 billion profit.
SMIC’s margins are healthy, 14.7 percent on operating income, and 9.5 percent on profits. Return on equity even improved, 13 percent in 2008 from 12 percent in 2007. With robust profits, SMIC ended up with more cash, P28.1 billion in 2008, higher than the P25.5 billion in 2007.
In terms of profits, SMIC makes more money from rentals of mall space, P6.4 billion than from merchandising or the selling of shoes, clothes, appliances and other things, P3.4 billion.
SMIC plans to open ten department stores—three in 2009 and seven in 2010 to bring the total to 43 in two years. Sixteen supermarkets will be opened in 2009—14 SaveMore (for people who buy for their daily needs) and two regular supermarkets, to bring the total number of supermarkets to 53, from the present 37—13 SaveMore and 24 supermarkets.
Four hypermarkets—the one-stop household shopping convenience—will be opened to bring their number to 17, from the present 13. The 14 Makro or wholesale outlets will be integrated as part of the hypermarket chain. Apparently, wholesale shopping thru membership is no longer cool.
Summing up, expansion plans for 2009 include the opening of two department stores, 16 supermarkets and five hypermarkets.
In addition to SM Naga, SM Prime is opening in 2009, SM City Rosario in Cavite, SM City Pamplona in Las Piñas, and the Sky Garden at SM City North Edsa.
By the end of the year, SM Prime will have 36 malls nationwide and three malls in China, with an estimated GFA, ground floor area, of 4.9 million square meters.

That's SM Magic! We have waited for this for a long time. SM used to be found only in Manila but now it's within our backyard. No need to go to Manila to shop at this most popular mall chain in the country. All places in the region were awed by this mall during its opening day. Imagine, some of them went here just to visit the mall. A jeepney loaded with family members ate their lunch in their jeepney and immediately thereafter they proceeded to tour around the mall. Wow!
I guess the last time LRV, Robredo and Legazpi were present together in an event was during the launching of Ina (the coffeetable book). That was in 2002. Any Roco present during the SM opening?
I guess, none. At least, they're united even at this kind of event. SM can really unite us well. :lol:

around 2000 - experts came in to find the right location. Places considered: one in Legazpi, one in Daraga, one in Polangui, one in Cam Sur. If I'm not mistaken, a portion in Ligao was also considered. Daraga was considered the most favorable. Studies have already been conducted. and this was done by no mere ordinary individuals. They were experts.
2001-04 - I don't know what happened during these years. I guess they were looking for funds but were unable to do so. This needs a lot of political connection considering the fact that we have a semi-arbitrary president.
2004 - end of Bichara's term as governor.
2006 - CWC opened. During the same year, budget was already allocated for the project (courtesy of Joey Salceda). This was also the first year when Cam Sur has overtaken Albay when it comes to tourist arrivals. Note, it was 5/6 years prior when Daraga was already chosen as a site.
2007 - GMA's son was elected. Rumors are now spread that the airport would be in Libmanan. This needs an FS first considering that Daraga (amongst other contingents) was already chosen.
2009 (now) - some people are saying that we need the airport to be located in Cam Sur because it is now the current top tourist drawer.
You are right on this point.
Every Governor has the right to have a gameplan plan his own province. Albay has always been the top tourist drawer Bicol in the past and planning to build an international airport there has never been a problem for the people in Camarines Sur.
It’s okay- Albay being the regional and tourism center needs an aiport upgrade so be it.
But time changed.
For the past six years, CamSur’s tourism has overtaken that of Albay by leaps and bounds. It is the right of Camsur to have an upgraded airport of its own.
What’s the problem with that. If Albay is secured of it’s a long term tourism plan so why go against having another airport in CamSur when it truly deserves one. It is on the top 5 destinations in the Philippines- way up ahead of Bohol and they are building an international airport in Panglao.
With or without an airport- CamSur managed to be on top of tourism ladder. Imagine what would happen to Camsur tourism with an international airport to boot?
I beg to differ. Here are my reasons:
1. The reason why Albay politicians back in the 90s initiated contemplating about putting up an international airport in Albay is not because it is the top tourist drawer. Albay has plans to improve tourism then and part of the plan is to put up an international airport, w/c is not a short term project. Rather, a LONG-TERM one. That's why even if some people believe that putting up an international airport is not warranted, the politicians think the other way around because their perspective is a much "farther future" than ordinary folks may think. Change in politics is probably the biggest reason why Albay trailed to Cam Sur these days.
The reason why we want to have an international airport is to sustain the CamSur tourism industry. The reasons why we want to put up an airport because of the following reasons:
1. It is on the top 5 tourist drawers in the Philippines and we need to sustain it.
2. It is the center of commerce and industry in the Bicol Region and we would like to maintain it. (Multinationals like Unilab, PNB, Central Bank, SMC. Coca Cola, Pepsi Cola, La Germania, RLC, Ayala Land, FilEstate, Asia Brewery, SMPrimeholdings, CDO, Zest O, Purefoods, Selecta, Toyota, Nissan, Ford, Mitsubishi, B Meg to name a few are all based in the city).
3. Yes its true that politics is the biggest reason why Albay trailed to CamSur and we are lucky to have politicians like LRay and Robredo and we would like to take advantage of it.
4. Still politicking is the main reason why CamSur lacks government support because the two are oppositionists still we prevailed.
2. Location. Albay has undeniably the best location in the region. Albay, being the choice for regional offices has cut down travel time for folks coming from the majority of the region.
It is true but people from Masbate, Catanduanes, Sorsogon, Camsur and Norte does not need to take Northwest airlines to go to the regional offices Legazpi.
3. Cam Sur may be the top tourist drawer NOW. But considering the volatility of times, Cam Sur is not a logical site. The reason why Cam Sur is the top tourist drawer is ADVERTISING and MARKETING. Before Villafuerte, Cam Sur trailed. So, this just means, to benefit the whole region just in case TIMES CHANGE, Albay is the most logical site because of its proximity to the other provinces of the region. Take note, Quezon and Cam Norte do not need an airport just as much as Catanduanes, Masbate, Sorsogon, and Northern Samar do. The latter provinces are simply farther from Manila than the others. Furthermore, an island known as Biri, Northern Samar can attract as much tourists as Caramoan does. Biri is actually more unique for it doesn't look like any other island in the world. Caramoan looks like Coron. It just needs ADVERTISING and MARKETING. The same goes for other destinations in the Bicol Region.
Please do not underestimate the power of Marketing.
What’s wrong to advertise? That’s the biggest mistake of Albay officials. Legazpi is a magnificent city gifted with rich, natural attractions, despite having a bigger airport and more flights and being the regional center- it trails behind CamSur when it comes to tourism and economy. You should ask your officials- why?
You are being boorish and unfair to Caramoan. It is now considered as one of the best beaches in the world. After the French Survivor, Israel is being shot and three other countries (Belguim, Argentina, and US) are lined up to shoot their own episodes in the next two years. Caramoan is now being marketed and advertised by these shows abroad and the best thing is that they’re paying the province to do so. Not even Palawan attracted several episodes of this show.
Biri… what? It may be unique but where is it? Who knows about it?
Go on and market the island. CamSur is a marketing miracle. I would like to hear Albay to be the next. Imagine having two provinces in one region on the top 5? Honestly- I would love that.
But at present, you sound like you’re sourgraping.
4. Taking advantage of what's already there. If we put the int'l airport in Cam Sur, only fewer buses, vans and jeepneys would be benefited (considering if most of the tourists still prefer Caramoan and CWC). Putting it in Albay creates more effective economic catalyst. Considering that the routes would be longer, more buses, vans and jeepneys would be benefited. Don't underestimate what this could mean! Money coming from these businesses would be bigger. Thus, more benefits.
Jeepneys as the mode of transportation of the future and of an international airport? And you would like the route to be longer while most international airports are thinking ways to shorten the travel time? You must be kidding- that is not tourist friendly.
The reason why we are not progressing is because of our jeepney mentality. While most countries in the world have invested heavily on mass transportation- the Philippines failed to do so.
While Hong Kong transport system evolved from trishaws to subways, the same thing with most countries, the Philippines did the opposite. From the modern trams of Escolta in the past we have regressed to buses, jeeps, trikes and lately padjaks.
While people in other countries catches for the trains and buses at a certain period of time and at a specific places (like Bus Stops and Train Stations that are non existent in the PI) the opposite is happening in our country. The buses in the Philippines are the once catching the passengers. On a smaller scale the jeeps and padjaks are doing the same.
Unless we teach ourselves that we cannot get in and out of the buses and jeeps anytime and anywhere we want, we would never progress. It is about time that we put our jeepneys and tricycles to our museums or just promote them to tourists as a novelty attraction- a part of our history just like the trishaws in HK.
They’re the reasons why we have the worst traffic in the world.
5. Don't underestimate the beauty of Mayon. According to many I've encountered, especially the first-time tourists, they consider Mayon as the most beautiful volcano they've ever seen. Mayon will continue as an attraction.
We never underestimate the beauty of Mayon. It is one of the most beautiful volcanoes in the world. It would forever be the symbol of Bicol no matter what happens and I’m very proud of it. You people from Albay are lucky as its beauty is the one that greets you when you wake up in the morning.
But come to think of it, why is Mt. Agung in Bali, (which is less majestic than Mayon) is attracting more tourists? Ask your officials again and stop berating CamSur’s achievement.
As a whole, putting up the int'l airport in Albay is more beneficial than putting it up in Cam Sur. But, of course, most of you are from Cam Sur, so you might be covered in prejudice in reading this one. However, if I have my way, here's what I want to happen:
1. Transfer airport from Legazpi to Daraga. Upgrade it into an international one.
2. Improve/upgrade Naga airport for the convenience of Naga's people.
So, there you have it.
No problem of having an international Airport in Albay. So be it.
But haven’t you noticed of the top five tourist destinations in the PI (Cebu, Boracay, Zambales Camsur and Bohol), only Camsur has not been prioritized to have an international airport . Cebu and Zambales both have international airports and they are building one each for Bohol and Boracay.
After all the hard work don’t you think we deserve one?

MR AYAWU reiterate at his recent post that they really need a new airport development ,As their present airport is very near to their CBD and that they need new one for them to have "more available space for commercial development" despite of the fact that it is capable to handle big aircrafts for international flights with its latest upgrade by DOTC. :) to cause the government with about 3billion to just have another one airport for this purpose WoW pretty amazing!!! the rest of bicol suffering landslide (sorsogon),high poverty incidence,and probably low literacy rate(masbate)and flash flood in rinconada area(maybe because of poor watershed in northern part of albay)

Agree, location could be a great factor but looking at the other tourist destinations in the country, mentioned by Sir Nagaboy, all of those are not actually located in central location but merely because they are one of the top tourist destinations. And despite the fact that the present Legazpi airport is very much capable of handling big aircraft, still it's been chosen to host the new one. Then, it will just be shut down once the new airport opens. Three billion could have been spent to a more important thing.
Anyway, all have been said and done. Let's move forward for a brighter future, randism!

All of those are in the top 5 tourist destinations in the country. Cam Sur is not even being prioritized to have one. CamSur, as one of the top ten, must have its own international airport, if not, even an airport of international standards.

DAET, Camarines Norte, May 15 (PNA) -- The livelihood roadshow have generated an investment of almost P2 million that provided employment opportunities to hundreds of people in this province, the Department of Trade and Industry (DTI) provincial office said Friday.
The DTI has recently conducted the 2nd Provincial Livelihood Road Show for agrarian reform beneficiaries and displaced workers under the Comprehensive Livelihood Employment Program (CLEEP) of President Gloria Macapagal Arroyo in the wake of the present global economic crisis.
DTI provincial director Ernesto R. Pardo said that the recent road show was a follow up of the first one though held almost three year ago, with encouraging positive results.
He bared that the Dalandan Juice Processing Center and the Coffee Processing and Buying Station in Sta. Elena and San Lorenzo Ruiz towns, respectively, were the offshoots of the first staging of the livelihood road show.
The two establishments combined have generated an investment of almost P2 million and provided a direct and indirect employment opportunities for 37 individuals. Its combined sales for two years reached some P411,723.
In this year’s provincial road show, the participants were introduced to different livelihood opportunities, business concepts and ideas, and familiarization with the local financing requirements in establishing business.
Pardo said that the livelihood road show provided inputs and honed their skills in processing of food and non-food products, catering services, identifying risks and opportunities on off season vegetables, and microfinance programs of rural and cooperative banks.
The one-day caravan was made possible in cooperation with the Department of Agrarian Reform (DAR) and Overseas Welfare and Welfare Association (OWWA). (PNA)

I have observe that the furnitures looks more American-countryside designed but flavor with a contemporary atmosphere. Somewhat similar with Country Waffle in it's concept.
RED PLATTER formerly located at the CBD 1 but transfer in Magsaysay Ave. , It has also change it's interior design from Modern to a American contemporary design.

I would want him to be a respectable governor rather than a law maker. We have many laws already but are not properly implemented. So, I would assume, that if ever he were a congressman, the laws the he enacted could just be put into waste. On the other hand, if he were a governor, he could change the province to a new level of development.

Minalabac Mayor Gil Basmayor Jr., one of the supporters of the redistricting bill filed by second district Rep. Luis R. Villafuerte, revealed they were invited in the joint hearing of the Senate and House committees to support the arguments in favor of the redistricting of Camarines Sur.
Basmayor said Villafuerte would be the major proponent of the redistricting bill while Sen. Joker Arroyo would do the Senate counterpart to endorse the bill for approval; afterwhich the bill would be approved in the plenary session, and transmitted to Malacanang for the President’s signature.
Basmayor said that except for San Fernando (Camarines Sur) Mayor Fermin Mabulo, all the mayors in the first and second districts, have expressed their support for the creation of a fifth congressional district.
He said that once the bill has been passed, the erstwhile second and first districts would be entitled to receive P210 million in congressional funds covering the same number of municipalities from P140 million for only two districts.
The fifth district would be comprised by the towns of Ragay (Budget Secretary Rolando Andaya’s hometown), Del Gallego, Lupi, Sipocot and Cabusao with a combined population of 190,000 residents. The first district would be composed of the towns of Libmanan (Arroyo’s adopted town), Pamplona, Pasacao, San Fernando, Minalabac and the second district towns of Milaor and Gainza.
The second district represented by Villafuerte, the author of the House bill, would therefore be comprised of the city of Naga and the towns of Canaman, Magarao, Bombon, Calabanga, Ocampo, Pili and Bula.
Camarines Sur’s third district, which is dominated by the Fuentebella political clan, will maintain its original geographical composition which include the towns of Tigaon, Sangay, San Jose, Goa, Presentacion, Caramoan, Garchitorina, Tinambac and Siruma.
The fourth district would also be untouched with its composition of the City of Iriga and the towns of Buhi, Nabua, Baao, Balatan and Bato.

MINALABAC, Camarines Sur --- The final congressional process to divide Camarines Sur into five districts, with the fifth district carved out from the first and second districts of the province with combined 20 municipalities has been set for Wednesday, a local official here said Tuesday.

Amazing! It's the best hotel in Naga, if not in the region. I haven't seen one of its kind in other places. The lobby is such an eye candy, I love the arrangement, especially the piano.

NAGA CITY--- The traffic volume has increased 35-40 percent on the route around the vicinity of the newly opened SM Mall here which also ushered in additional market clients from the provinces of Camarines Norte, Albay and Sorsogon, according to local officials here Wednesday.
Joselito SA. Del Rosario, executive officer of the Public Safety Office (PSO), revealed Tuesday the increased volume of public utilities plying the vicinity of the mall in addition to some 2,200 public units plying the Panganiban Avenue, the main road to the SM City Naga, has congested the traffic.
Del Rosario said the PSO is employing the rerouting traffic scheme that requires some vehicles to take specific routes in minor city streets and follow number coding to ensure the traffic flow even as he said the rerouting is still on its experimental stage.
Del Rosario said the effect of the opening of SM, which occupies a 4.6-hectare lot at the 27-hectare Central Business District II (CBD II) in the northwest portion of the city, has yet to change when classes open in June with the additional foot traffic expected to increase in the area.
Dominating the landscape with an imposing 87,959 sq. m., two-story structure, the SM City Mall has also drawn a market of its own that comes from the provinces of Sorsogon, Albay and Camarines Norte that according to Florencio Mongoso Jr., chief of the Naga City Public Employment Office, is an add-on to the existing traditional market patronizing the city’s trade and commerce.
Mongoso said that so far the SM City Mall has employed 1,880 workers of which 1,050 came from places outside Naga City and 800 of them are residents of this city while its operation here would bring in revenue to the city coffers P40-million every year in taxes and fees.
Mongoso noted, however, that there were some 40 percent reduction of foot traffic at the CBD I, which has served as the old central business district since the Spanish times along the edge of the Naga River, where a hyper mart and homegrown department stores and restaurants are located.
But he said there are no indications yet of the negative effects to establishments’ viability offering services similar to the services offered in the SM City Mall like restaurants and food outlets and merchandising establishments and movie houses.
The SM City Mall that opened May 1 has four movie houses with a total seating capacity of 1,400, food court and restaurants, mostly Bicol-based brands, SM department store, SM Supermarket, SM Appliance Center, ACE Hardware, Watsons and hosts of other business joints, from IT stores to real estate property offices.

NAGA CITY---When City Mayor Jesse Robredo, the longest reigning local chief executive of this city for 17 years now, fielded his wife Leni in the mayoralty race in 2007 elections as a response to the action of the Commission on Election (Comelec) on his citizenship case, he said it was the best option.
In an interview Monday, Robredo recalled his decision to field his wife for the mayoral post under the Aksyon Demokratiko after the Comelec’s First Division issued a “quo warranto” order against him, 11 days before the elections on May 14, 2007. “Iyo an pinakamaray na kalaban si Leni (She is the best bet),” he quipped.
But Robredo reiterated his position against political dynasty and brushed off talks that he would be fielding his wife Leni when his term ends in 2010 elections.
He said the possibility of his wife running in the mayoralty race in Naga City comes 2010 “is very nil.”
Leni, a lawyer by profession, has been tapped in the commercial spot of a branded medicine which is broadcast in the local television station that fueled rumors and talks in the local radio stations raising the possibility that she might be running for the mayoral post in 2010 elections.
“If you will ask us in the family, we would not want her to run,” the mayor said.
Robredo said he has not decided yet whether to throw his towel in the senatorial race even as the Liberal Party enlisted him as one of the potential candidates for senator of the opposition party.
He said that if he would not enter politics after his 18-year service as the mayor of Naga City he would prefer to be in the civil society, in a non-government organization.
Early this year, Robredo together with governors Grace Padaca of Isabela and Eddie Panlilio of Pampanga formed the so-called “Kaya Natin” movement which they said espouses good governance and ethical leadership.
Joined by Mayor Sonia Lorenzo of San Isidro, Isabela and Ifugao Gov. Teodoro Baguilat Jr., the “Kaya Nation” movement is headed by executive director Harvey Keh.

hakz2007 May 16th, 2009, 01:22 AM Naga City (13 May) -- The National Youth Commission (NYC) invites youth organizations to join the 7th Search for Ten Accomplished Youth Organizations.
The search is open to all groups (school-based, parish-based and community-based youth organizations) composed of at least 15 members who are 15-30 years old. The basis for judging is the project entry conducted by the organization that shows the efforts of the youth in contributing to the improvement of their community.
Interested youth groups should submit the following requirements in five copies: Accomplished Entry Form, List of Officers, Certification attesting to the existence and veracity of the information submitted, Application briefer and three-page project documentation.
A plaque of commendation and cash prize amounting to P50,000 awaits the winners. The deadline for submission of entry is on July 15, 2009. Join the search and be recognized.
Entry forms and the application briefer format are available for download through the TAYO Awards Foundation website (www.tayoawards.net) and the National Youth Commission website (www.youth.net.ph). hakz2007 May 16th, 2009, 01:23 AM Daet, Camarines Norte (13 May) -- The Department of Trade and Industry (DTI) provincial office here conducted the 2nd Provincial Livelihood Road Show for agrarian reform beneficiaries and displaced workers under the Comprehensive Livelihood Employment Program (CLEEP) of President Gloria Macapagal Arroyo in the wake of the present global economic crisis.
DTI provincial director Ernesto R. Pardo said that the recent road show was a follow through of the first one though held almost three year ago, with encouraging positive results.
He bared that the Dalandan Juice Processing Center and the Coffee Processing and Buying Station in Sta. Elena and San Lorenzo Ruiz towns, respectively, were the offshoots of the first staging of the livelihood road show.
The two establishments combined have generated an investment of almost P2 million and provided a direct and indirect employment opportunities for 37 individuals. Its combined sales for two years reached some P411,723.
In this year's provincial road show, the participants were introduced to different livelihood opportunities, business concepts and ideas, and familiarization with the local financing requirements in establishing business..
Pardo said that the livelihood road show provided inputs and honed their skills in processing of food and non-food products, catering services, identifying risks and opportunities on off season vegetables, and microfinance programs of rural and cooperative banks.
The one-day caravan was made possible in cooperation with the Department of Agrarian Reform (DAR) and Overseas Welfare and Welfare Association (OWWA). (PIA Cam. Norte)

NAGA CITY---When City Mayor Jesse Robredo, the longest reigning local chief executive of this city for 17 years now, fielded his wife Leni in the mayoralty race in 2007 elections as a response to the action of the Commission on Election (Comelec) on his citizenship case, he said it was the best option.
In an interview Monday, Robredo recalled his decision to field his wife for the mayoral post under the Aksyon Demokratiko after the Comelec’s First Division issued a “quo warranto” order against him, 11 days before the elections on May 14, 2007. “Iyo an pinakamaray na kalaban si Leni (She is the best bet),” he quipped.
But Robredo reiterated his position against political dynasty and brushed off talks that he would be fielding his wife Leni when his term ends in 2010 elections.
He said the possibility of his wife running in the mayoralty race in Naga City comes 2010 “is very nil.”
Leni, a lawyer by profession, has been tapped in the commercial spot of a branded medicine which is broadcast in the local television station that fueled rumors and talks in the local radio stations raising the possibility that she might be running for the mayoral post in 2010 elections.
“If you will ask us in the family, we would not want her to run,” the mayor said.
Robredo said he has not decided yet whether to throw his towel in the senatorial race even as the Liberal Party enlisted him as one of the potential candidates for senator of the opposition party.
He said that if he would not enter politics after his 18-year service as the mayor of Naga City he would prefer to be in the civil society, in a non-government organization.
Early this year, Robredo together with governors Grace Padaca of Isabela and Eddie Panlilio of Pampanga formed the so-called “Kaya Natin” movement which they said espouses good governance and ethical leadership.
Joined by Mayor Sonia Lorenzo of San Isidro, Isabela and Ifugao Gov. Teodoro Baguilat Jr., the “Kaya Nation” movement is headed by executive director Harvey Keh.

The 4th National Convention of the Philippine Association of General Services Officers (PAGSO) will be hosted by Iriga City on May 13-17, 2009. The convention’s theme for this year is “PAGSO’s Response to Global Challenges in the midst of Climate Change”
Mayor Madelaine Alfelor-Gazmen welcomed the challenges involved in an undertaking of this magnitude as she mobilized all the department’s of the city government to ensure the success of the gathering. All hotels, restaurants and other business establishments were also briefed on the upcoming event as the city expects more than 500 delegates from 79 provinces composing the 17 regions of the Philippines. Previous conventions were held in the premiere locations of Quezon City, Palawan and Cebu City.
Invited for the affair are Senator Manny Villar, Congressman Felix “Nancing” Alfelor, Gov. Joey Salceda of Albay, Mayor Jessie Robredo of Naga City, Ombudsman Merceditas Gutierrez and former DBM Secretary Emilia Boncodin.
The convention will be held at the City Plaza Hotel which was the old Ibalon Hotel. A modern convention hall is being constructed right in front of the Our Lady of Lourdes Grotto and expected to be finished just in time for the event’s opening on May 13.
The PAGSO secretariat praised the local government for its cooperation and unwavering commitment as evidenced by the enthusiasm of Mayor Madel and her department heads during the initial conferences between the PAGSO National Secretariat and their local counterparts.

olineil May 16th, 2009, 02:43 AM ^^I had a terrible experience there in Tokyo Tokyo....:lol: I could not forget that embarrassing moment. The first time I tasted sushi I choked and spit it out in the toilet. The food itself is good; however, I might not used to raw food that's why.
Hehehe...thats funny garz. Did you use wasabi paste + light soy sauce and pickled ginger to kill the fishy after taste? There is a technique in eating sushi and that is mixing wasabi and light soy sauce as a dip. The wasabi should be just enough to help kill the fishy smell cause if you mix too much then it will be too strong and would make your eyes well up with tears. I would usually add pickled ginger slices to every sushi that I put in my mouth. Oh and make sure to eat the sushi as a whole and not bite it little by little. Yumm!!!:cheers:
