In February 1948 Dr. Jaime Hernandez invited prominent Bicolanos to join him as incorporators. May 9, 1948 among those who signed the incorporation papers in were: Dr Jaime Hernandez, Atty. Jaime Reyes, Ambassador Jose Fuentebella, Atty. Edmundo Cea, Atty. Buenaventura Blancaflor, Atty. Juan F. Trivino, Atty. Antonio M. Sison, Dr. Manuel Abella and Dr. Domingo Abella. The Securities and Exchange Commission approved the incorporators on May 18, 1948.

Thus the school officially started its operation on July 1, 1948 as the Nueva Caceres Colleges. The initial courses offered by the college were Liberal Arts, Commerce, Education and High School with a total enrolment of 958.

In the ensuing years, additional courses were opened: Elementary (1949), Graduate School (1953), Law (1951), Engineering (1949), Nursing (defunct since 1955 until 2005), Secretarial (1955) and kindergarten (1993). The students of the newly opened Nueva Caceres Colleges in 1948 held their classes in the rented Flordeliza Building fronting the public kiosk (now Plaza Quezon) and the Governor Andres Hernandez residence along Burgos Street (now Grand Imperial Plaza).

In September 1951, the university administration headed by Dr. Jaime Hernandez took the first giant step since its foundation. It acquired the Rey property first across the old school site and transformed it from a marshland to its present site. By early 1952 almost half of the site was filled up and buildings began to rise. Most Rev. Pedro P. Santos blessed the new campus and the first two buildings, the original Dato hall and Alba Hall on July 11, 1952. Other buildings were soon built to address the needs of a growing student population. At present, under the leadership of University President, Dr. Dolores H. Sison, there is an on-going multi-million infrastructure program to further modernize the institution.

The success of a school can be always measured by the success of its alumni. The University is one of the very few schools outside Metro Manila whose graduates have not only hurdled various government examinations but have emerged as topnotchers in the bar and board examinations. Many of its alumni are now leaders in business, industry, education, politics, in the bar and bench and other fields. Many have chosen to contribute their share for the regions' progress and development. Many have likewise migrated to foreign lands and are doing just as well. Wherever these alumni are, they can always look back with pride at the University of Nueva Caceres, their Alma Mater.

The university probe once more its academic excellence when the result of the June 2007 Nursing Board Exam was released. The newly opened College got 60% passing rate (much higher than the required national passing rate) and get the second (2) spot as to the top performing school in the Bicol Region in the field of Nursing. The University produce 72 board passer and is currently the number one school in Naga City for Nursing (Base on PRC Result of the June 2007 Nursing board Exam.)

I've posted in our previous thread that a soil testing was conducted at the approx 4 hectare lot owned by Obiedo fronting STI Naga. And our school guard confirmed that it is a mall after asking the personnel taking pics of the site. Aside from the lot acquired by Robinsons along Almeda, we haven't heard of any land acquisition of another mall to operate here in Naga. Is it safe to conclude that Starmall Naga will soon rise at the busy CBD2 just across SM City Naga and fronting Puregold Mall?

Also, Bicol Access Health Centrum is now ready for expansion. Saw steel bars which is apparently use for "pelote".

There are many options, like the small type family run lodge or mini-hotels. That would be good for the local business to grow.

Indonesia could face a suspension from all FIFA sanctioned tournaments unless the official league and the breakaway football league would merge together. Pag naayos ang gusot, thn they won't be slapped with suspension.

I think the sister-in-law told me that, when they were preparing to transfer there items from ALPD to Sorsogon. She told me that Ayala-Obiedo talks didn't push through with the 60-40 share, masaydo daw mababa sa part nila.

What could be their criteria why 7-eleven invests so much like that for a small city as compared to cebu? Cebu needs probably 5o stores, if I were the investor.


Naga is by population density not a small city. It's the highest in the region (although not the biggest) and much higher than other "big" cities. In the period of 10 years from 2000-2010, it grew by 37,000. Judging by it's growth rate, by 2015, Naga will be the biggest in the region with around 200,000 inhabitants. If it occurs, Naga will by then be qualified to be an HUC.:)

^^To be an HUC, a city should have at least 250,000 population :okay:

This piece is based on a legend on one of the scenic islands of Caramoan in the Bicol Region of the Philippines. Pristine white beaches, ancient caves, breathtaking diving spots and overwhelming land masses. In the island called Matukad, there can be found a beautiful lagoon but you can't see it unless you climb a steep wall of jagged rocks. The story goes:

"According to the locals, once upon a time there were 2 giant milkfish, each about 2 feet long, that were residing on the hidden Lagoon inside the island. These 2 milkfish were considered sacred by the locals and were believed to be guardians of the place. One day, a fisherman went to the Lagoon, caught one and brought it home for his family to eat. Right after eating, everyone in that house who ate the fish died. Since then no one dared to go near the remaining giant milkfish." (courtesy The Backpack Chronicles

I was lucky enough to see the lone fish in the mysterious lagoon and wondered what went on its mind, now that it is the last guardian of Matukad. And hence I wrote:

"Am I to swim these waters forever alone? The shadow of my being, cast against the basin floor by the high noon sun constantly reminds me of you. But my shadow pales in comparison to you, for it can never mimic the grace and fluid elegance of you movements as we danced the mystical dance. I am mere words and thoughts, but you were poetry in motion... I am creation embodied, but you were inspiration personified... I construct the world around us, but you enhanced it beyond imagination... I am just strong, but you endured... until that fateful moment the mortal captured and consumed your sanctity. It is bliss to live in these magical waters with you by my side, but with you gone forever? It has become eternal hell. Nature has lost its balance and this lagoon that we have been destined to protect together will no longer be hidden. I must endure but I will diminish... The sadness of losing the innocent beauty of our world is great, but I am willing to accept it, if it means that we will be together again... reunited in a time and world where men will never ever seek and destroy us..."

yes. and the bed-and-breakfast type of accommodation is certainly a good option, too, esp for guests who want the cozier, more home-y feel. san felipe, pacol, cararayan are good locations for this- the cool breeze coming from Isarog plus the farmland feel are an added feature :cheers:

afaik, YES. but the new owner has decided to keep the name- and this is a good move, i believe, as branding is quite important. Isarog is an established name in our side of the country- while Victory is a brand associated with, and popular in the North.

THE Department of Justice (DOJ) has upheld the power of the Sangguniang Panlalawigan to adopt Joint Venture Ordinances in the province of Camarines Sur.

In her four-page legal opinion, Justice Secretary Leila de Lima stressed that the Joint Venture
Ordinance was in the exercise of the power of the Sangguniang Panlalawigan.

However, De Lima said her office does not want to dip its fingers on the legality of unsolicited proposals for joint ventures to pursue infrastructure and development projects in Camarines Sur. (http://www.camsurinc.com/)

De Lima declined to render the opinion sought by Governor Luis Raymund Villafuerte Jr. asking for “confirmation or affirmation of, or note without objection, the opinion issued by the Office of the Executive Secretary (OES) on the legality of the proposals…through Public-Private Partnerships (PPP).”

Villafuerte had told De Lima via his request that EOS opined that there is no legal impediment to such a procedure since that is consistent with Sections 15 and 22 of the 1991 Local Government Code and Articles 62 and 66 of its Implementing Rules and Regulations.

“At the outset, we have to decline to render the opinion requested since to act on your request could be construed as ruling upon the legality and/or validity of Ordinance No. 03…adopted by the Sangguniang Panlalawigan of Camarines Sur,” De Lima said.

She said “the secretary of justice does not pass upon the validity or constitutionality of a duly enacted ordinance since said matter properly belongs to the courts.”

De Lima said she is authorized “to act only on appeals questioning the constitutionality or legality of a tax ordinance or revenue measure filed within thirty (30) days from (its) effectivity.”

She further said that should she grant the request, the DOJ “cannot for the simple reason that the grant…would likewise require us to pass upon issues that have already been the subject of the opinion and/or official position advanced by the OES, an office beyond the authority of this department.”

PRODUCTION of unmilled rice in the first quarter is expected to have been only slightly up from the same period the previous year, according to latest estimates of the Agriculture department.

Citing data from the Bureau of Agricultural Statistics (BAS), Dante S. Delima, department assistant secretary and concurrent coordinator of the National Rice Program, told reporters late last Monday that palay production for the first three months of this year may reach 4.025 million metric tons (MT), up just 0.4% from the 4.009 million MT actually produced the previous year.

A copy of a BAS report, dated April 10, which Mr. Delima gave reporters attributed the slight increase to ample water supply in some rice-producing provinces.

The updated forecast, said the official, was based on monitoring as of the start of February.

The report also said 743,000 hectares have been planted with the grain. "This data reflects just about 80% of our planting intentions for the quarter," Mr. Delima said.

The official also said that palay yield is expected to have risen 0.5% to 3.74 MT per hectare.

BAS said production gains are expected in Tarlac, Laguna and Camarines Sur due to sufficient water supply in these provinces, while losses are expected in Compostela Valley, Agusan del Norte and Zamboanga del Sur due to damage from floods early this year.

The bureau’s report also showed that corn production in the first quarter was estimated at some 1.905 million MT, about 1.5% more than the 1.877 million MT recorded in the same period last year.

Still, it noted that "frequent rains in Quezon, Camarines Sur and Negros Oriental adversely affected the standing crop", while Misamis Oriental experienced strong winds and flashfloods in the same period.

The report added that these provinces could see their combined production decrease by a total of 6,200 MT.

Officials of the National Corn Program could not be immediately reached for comment.

According to the BAS Web site, the actual palay and corn production figures for the first quarter will be released on May 13. -- BFVR

while getting the HUC status is something to look forward to and be proud of, i also think that it should not be rushed nor given prematurely.

we may have the population in the not too distant future, and all kinds of infrastructure and services flourishing and businesses booming these days but we should fulfill the tag HIGHLY URBANIZED (not just urbanized) -- perhaps bigger, wider roads, far better transport system, good housing, excellent quality of life of the people (good job opportunities, low poverty incidence etc)

i hope we don't settle with "pwede na". i was recently at this airport which is considered "international" and the word "international" in fact is displayed prominently both along the highway and the terminal bldg. the airport is a very busy one, with flights to and from regional (asian) destinations. the presence of foreign tourists is clearly seen and felt. but the facilities and services are far from international standards. nakakasupog na inaapod na international (just because there are flights to and from other countries); garo makaalanganon sa mga bisitang hale sa ibang nasyon :ohno:

BIR-Naga aims for P1.3-B target collection

NAGA CITY, May 8 (PIA) -- The Bureau of Internal Revenue (BIR) Revenue District Office (RDO) Number 65 - Naga City has already collected a total amount of P328,036,497.63, which is equal to 23.57 percent of its collection goal of P1.392 billion for 2012.

Revenue District Officer Socorro R. Lafuente said for the current year, BIR RDO 65 – Naga City is bent on achieving P1.392 biilion as it inched forward to reach its target collection before the end of 2012.

La Fuente is confident that they will be able to get hold of the said amount as they impose stricter measures to collect taxes due from the taxpayers.

The Tax Compliance Verification Drive, OPLAN Pasilip, and OPLAN Kandado are some of the programs that the bureau is implementing to ensure that they will be able to reach their goal collection every year.

In 2011, the revenue district office was able to collect a total of P1.258 billon as tax collection. It is significant to note that if the actual collection for the first quarter of 2012 versus 2011 are compared, which is 328,904,497.96 and 301, 915, 377.38, respectively, there is an increase of 26,989,120.58 or 8.98 percent.

It has a McCafe coffee shop.

Target completion of building is June 1, opening by July.

It is a franchised branch (as what bobbymay) posted earlier. Same franchisee of Legazpi and Daraga.

Same contractor would be renovating McDonald's at Bichara Theater Mall by July once the one in Magsaysay opens.

I talked to the contractor of McDonald's Magsaysay and these are what I learned straight from the horse's mouth:

It has a drive- thru.

It has a McCafe coffee shop.

Target completion of building is June 1, opening by July.
It is a franchised branch (as what bobbymay) posted earlier. Same franchisee of Legazpi and Daraga.

Same contractor would be renovating McDonald's at Bichara Theater Mall by July once the one in Magsaysay opens.

BIR-Naga aims for P1.3-B target collection

NAGA CITY, May 8 (PIA) -- The Bureau of Internal Revenue (BIR) Revenue District Office (RDO) Number 65 - Naga City has already collected a total amount of P328,036,497.63, which is equal to 23.57 percent of its collection goal of P1.392 billion for 2012.

Revenue District Officer Socorro R. Lafuente said for the current year, BIR RDO 65 – Naga City is bent on achieving P1.392 biilion as it inched forward to reach its target collection before the end of 2012.

La Fuente is confident that they will be able to get hold of the said amount as they impose stricter measures to collect taxes due from the taxpayers.

The Tax Compliance Verification Drive, OPLAN Pasilip, and OPLAN Kandado are some of the programs that the bureau is implementing to ensure that they will be able to reach their goal collection every year.

In 2011, the revenue district office was able to collect a total of P1.258 billon as tax collection. It is significant to note that if the actual collection for the first quarter of 2012 versus 2011 are compared, which is 328,904,497.96 and 301, 915, 377.38, respectively, there is an increase of 26,989,120.58 or 8.98 percent.
