Royalty of the City of Naga

Monday and Tuesday this week are culture-heavy, the best time of the year to remind paupers of this earth that they have jewels in their rags.

Monday reminded us of our local gains as a community, Tuesday of our dream as a nation.

The Monday commemoration of the Charters enacted on June 18, 1948 for the Cities of Naga and Legazpi is an affirmation that at least there are people in the City of Naga who still remember and feel good in having a charter of their own.

The charter signed by then President Elpidio Quirino is not just a piece of paper but the embodiment of the desires and dreams of a community rising from the rubbles of war and desirous of the good things life can ever give.

The charter given to the City of Naga could have been generated by the impression that Naga was one of the three Spanish cities that once flourished above the waters of the Pacific. That given a charter of its own, the sense of royalty might flourish again. Established in 1575 on order of Spanish Governor-General Francisco de Sande, Naga, then named Ciudad de Caceres, earned its status as a Spanish royal city in the Philippine islands, after Cebu and Manila.

The charter given to Naga in 1948 —- after 373 years of basking in Philippine annals as a city that has been reduced to a town under American hands — was a push for that city to regain its status of royalty in the company of cities that have made their own advances towards nobility.

The form, however, was there —- the substance nowhere.

After 64 years of having a charter of its own, what has the City of Naga become? A reed shaken by the wind of politics. A city that is no more than a royal city that it once claimed to be.

Is there royalty when the powers-that-be in this city sits on a site whose ownership is being contested?

Is there royalty when the city has not established a pantheon of heroes from its own roster of worthy citizens, a source of inspiration that makes everyone proud of being a Naganon?

Is there royalty when the city has been losing its identity as the center of culture and commerce, of religion and education in these parts of the region?

Is there royalty when the city is being run for years by run-of-the-mill politicians or by those who would not give chance to others or by those na may nalingawan sa City Hall asin mawot balik-balikan?

Is there royalty in a kind of governance that has contracted loans which have not been settled for decades?

Royalty may be indicated by the values that are treasured and the character that is developed by leaders of a community. But so is tyranny. Why, one may smile and smile like a king, yet may remain a tyrant. Shakespeare once made this observation. He must have politicians in his mind.

Royalty is a task not of one man standing and smiling, not of one man who influences decision-making in City Hall. Royalty of the City of Naga is attributed to the level of dignity, magnanimity and prerogatives of its citizens.

If the City of Naga has not become a royal city that it was once — when it had a chance to be one, given a charter of its own — then it truly deserves its downtrodden status. Through the years the City has laid the task of royalty on lesser mortals in City Hall.

TIGSIK
Ni Leticia A. Imperial

Tigsik ko mga may ukay-ukay nangad,
Halos nakakuriyat sa satong ciudad;
Dai pag ismidan suking nagtatawad,
Ta iyo man sana ang kwarta na sukat.

Tigsik ko man lugod ining parabakal,
Hala sige, hataw sa pag ukay-ukay;
Bakalon tulos kung gusto asin angay,
Pag-abot sa harong labahan na marhay.

Tigsik ko man daw ining si manay kaday,
Kung maangot, nguso baga nang sagmawan;
Paano kaya ang mister abang pasaway,
Aro-aldaw galgal digdi, lablab duman.

Tigsik lugod ang bakong parainom,
Pirming umaw kan saiyang agom;
Pero kidaw ka ini sarong maimon,
Hanap-hanap si misis bago magdiklom.

Tigsik ko man ang nasa LTFRB.
Mangnohon mga bus na biyaheng Legazpi;
Ang laog mabata, kurtina maati,
Maluya ang aircon, standing parati.

Tigsik ko daw ining ibang drivers sa bus,
Ang maagihan gustong isakay gabos;
Kung pwede pa ngani sa istribo isuksok,
Tolong oras nangad bago makaabot.

Tigsik ko an may maluyang mga mata,
Matanglay na tabay, pati na abaga,
Wrinkles sa pisngi, sa salming hilingon ta,
Sabay na sabihon “naggugurang ka na.”

Milo Marathon kicks off July 1; local division up
By Romina S. Austria
Philippine Daily Inquirer
12:23 am | Friday, June 22nd, 2012
Local runners can look forward to more incentives after organizers of the Milo Marathon revised its rules for the 36th edition of the annual footrace which fires off on July 1 in Baguio City.

A new category has been added to the National Finals where only Filipinos are eligible to win. In case of a top-three finish in the Open division, the local runner forfeits his placing in the local category.

The Open category will dangle P300,000, P250,000 and P200,000 to the podium finishers while the top three placers in the local division will earn P150,000, P100,000 and P75,000.
The other elimination legs: Dagupan, Tarlac, Angeles and Manila in the four Sundays of July; Naga on Aug. 19; San Pablo, Lipa, Puerto Princesa and Tagbilaran in September; Cebu, Bacolod and Iloilo in October; and Gen. Santos City, Davao, Butuan and Cagayan de Oro in November.

Clavecilla: Nowhere to go but up
by BONG PEDRALVEZ
June 22, 2012

AS the newest commissioner of the Philippine Sports Commission, Iggy Clavecilla hopes to bring “a sense of urgency” to the government sports agency.

“We have hit rock-bottom and the Philippines has a lot of catching up to do with our Southeast Asian neighbors,” Clavecilla, referring to the country’s worst finish in last year’s Indonesia SEA Games, said on his first day of duty yesterday.

“But we don’t have to reinvent the wheel and don’t have to look far to look at successful sports models and adapt what they are doing,” added Clavecilla, who is known for his colorful wardrobe on the golf course but reported in a low-key pink-and-white striped polo shirt and khaki slacks yesterday.

A native of Caramonan, Camarines Sur, Clavecilla, who made his mark as an executive in the telecommunications industry, bared he earlier had second thoughts on accepting the appointment “because I believe there were more other candidates more deserving than me, kaya ang sabi ko sa sarili ‘sila na lang.”

Our understanding of urban planning is closely connected to an assumption of ongoing
demographic and economic growth. Its concept of planning is above all a result of accelerated
urbanization associated with industrialization and its demand for adequate urban solutions.
Growth had to be controlled and designed in the interest of society. Since then, urban planning
has had a causal relationship with urban growth. Its methods, visions, and values, only
become justified through the assumption of continuous growth.

However, economic and demographic indicators, in particular Naga city, are clearly
signaling that the epoch of stable and continuous growth.

Two New Airlines Ply Philippines-Malaysia Route
Thursday, 21 June 2012 07:44

21 June 2012-The Philippine Embassy in Kuala Lumpur welcomed the entry of two new airlines plying the Philippines-Malaysia route, which will further boost two-way tourism between the two countries.

AirPhilExpress, which commences flights on June 21, will fly the Kuala Lumpur-Manila route every Tuesday, Thursday and Sunday, from the Ninoy Aquino International Airport (NAIA) Terminal 3 to the Kuala Lumpur Low Cost Carrier Terminal (LCCT) and back.

Earlier, AirAsia Philippines launched its inaugural flight from the Diosdado Macapagal International Airport in Clark Airport, Pampanga to the LCCT last June 9, and now flies daily.

"The entry of these two airlines creates more opportunities for Filipinos and Malaysians to visit each other's country and discover the beauty and richness of the other's tourism destinations, cuisine, culture, shopping and the innate hospitality of our two peoples. For the Philippines, it is another avenue for our Malaysian neighbors and friends to discover why, as our tourism slogan would say, 'it's more fun in the Philippines'," Philippine Ambassador to Malaysia J. Eduardo Malaya said.

Philippine tourism destinations include the world-famous beaches of Boracay, Palawan and the Caramoan peninsula in the Bicol region, unique indigenous people's culture of Sagada, the Chocolate Hills in Bohol, and world-class shopping in Manila.

Father son, these pictures of the shells found in Caramoan disturb me a lot. I know that Caramoan’s marine flora and fauna is very rich and diverse as attested by these photos but the fact that these are out of the water is telling me that its continued growth and proliferation is now stymied. Indiscriminate (flagrant) harvesting of these marine resources for tourist trade will decimate its population that took years to accomplish. Sure hope, that some form of control is instituted before it is too late…

Very interesting! These mushrooms do not look edible though...

In general, the colorful mushrooms are poisonous. The shelf mushroom is actually edible. Some species are commonly known as sulphur shelf, chicken of the woods, the chicken mushroom, or the chicken fungus because many think they taste like chicken! Although I have not tried it yet. I am not sure it the umbrella one is.

some policies can perhaps be enforced to regulate the gathering of these shells for commercial purposes.

but surely this should not be allowed for CORALS as the destruction of corals will have far greater adverse effects

DOTC allots P157.5M for CamSur airport’s night operations
Philippine Daily Inquirer
8:24 pm | Sunday, June 24th, 2012
NAGA CITY—The Department of Transportation and Communications (DOTC) has alloted P157.5 million for the upgrade of Naga Airport in Pili, Camarines Sur.

The upgrade would involve the purchase and installation of equipment and facilities that would enable Naga Airport capable of night-time take-off and landing of airplanes, said Camarines Sur Gov. Luis Raymund Villafuerte Jr. in a statement Sunday.

He said DOTC Undersecretary Efren Moncupa informed him in an April 11 letter that the P157.5-million allotment through the Civil Aviation Authority of the Philippines was just for “the partial modernization of Naga Airport.”

Villafuerte said the fund would be used for an airfield lighting system (P50 million), a traffic console (P15 million), rapid intervention fire trucks (P50 million), new communication equipment (P20 million), improvement and expansion of passenger terminal building (P16 million) and construction of an administrative building (P4.5 million).

He said Capitol was grateful to the DOTC, particularly Secretary Mar Roxas and Moncupa, for promptly acting on their request to upgrade the operational capability of the Naga Airport.

“This will be a big boost to our tourism industry in particular and the province’s economy in general,” he said. Juan Escandor Jr., Inquirer Southern Luzon

EDITORIAL - Why Cebu is losing its clout
The Freeman | Updated June 24, 2012 12:00 AM

http://imageshack.us/a/img404/6202/freetoonhiresh.gif

A recent report said Camarines Sur still holds the most number of tourists among all provinces in the country. This is because of its water sports complex that has turned into a premier destination, especially among the youth.

That huge sports complex has already gained international attraction because of CamSur officials’ acute marketing strategy. Imagine, from a relatively unknown water tournament site, it evolved into an important venue for international triathlon tournaments, among others.

While Cebu officials may dispute CamSur’s claim as the number one tourist destination, we just cannot help but admire such an unprecedented accomplishment of a province that is not used to be a key player in the tourism industry.

Okay, CamSur has fine beaches that could rival those in Cebu, and it is blessed to be near a cone-shaped volcano regarded as the world’s most beautiful. But they are not the reason why that Bicol region province is what it is today.

This is not to say Cebu should duplicate such a rare achievement by constructing its own complex to draw thousands of sports aficionados. We should remember that Cebu is already an established name in the tourism industry.

But just because Cebu has already established a niche does not mean it can no longer have the ability to strive for supremacy in the industry. As we see it, our local tourism leaders are too complacent, thinking that the province has everything that satisfies the eyes of every tourist.

CamSur may only have a water complex to count on, but it is drawing hundreds of thousands of visitors a year because it is wisely marketed as an ultimate haven for local and foreign sports enthusiasts.

While Cebu can boast of countless attractions – from old churches to first-class resorts and hotels – the fact that it is starting to lose clout in the industry has something to do with the lack of proper marketing strategy.

Cebu has what it takes to be a premier tourist destination in this part of the world. All it needs is to step up otherwise it will be left behind in the dog-eat-dog competition.

City ordinance that prohibits corporal punishment for children pushed (http://www.pia.gov.ph/news/index.php?article=861340353464)
By Analiza S. Macatangay
Monday 25th of June 2012

NAGA CITY, June 25 (PIA) -- City Councilor Ray-an Cydrick G. Rentoy recently filed a resolution pushing among others, the prohibition of corporal punishment for children. In the proposed regulation dubbed as an ordinance promoting positive discipline of children, Rentoy reiterated the city's mandate to safeguard the foregoing rights of a child as a legitimate member of society under the general welfare clause of the Local Government Code.

Just recently, Rentoy, together with his co-proponents, Councilors Cecilia De Asis and Dan Paulo Morales, invited members of the local media and the city’s constituents for a public hearing that aims to get the pulse of the public regarding the impact of the said ordinance.

The dialogue was also attended by panelists from Naga City community-based advocacy and monitoring group (CBAMG) for positive discipline comprised of various representatives coming from the Sangguniang Kabataan Federation (SKF0), Ateneo de Naga University, and the Positive Discipline Media Relations and Campaign Coordinator of PLAN International.

Rentoy said that saying no to corporal punishment also means prohibiting other forms of degrading and humiliating punishment for children.

“I firmly support the policy of Naga City to guarantee unto our children an environment where he or she may grow up in an atmosphere of love, respect and understanding and to protect the child against circumstances and conditions that threatens the full development of his or her well-being while with persons entrusted with his or her care and custody, taking into consideration that every child has the right to be equally protected under the law,” Rentoy added.

The proposed ordinance is also pursuant to Republic Act 7610, otherwise known as Special Protection of Children against Abuse, exploitation and Discrimination act which declares that the state shall intervene on behalf of the child. This rule applies even if their perpetrators are their very own parent, guardian, teacher, or anybody who has children under their custody.

Airah Alindogan of Plan International said that the measure is crucial to end the culture of violence and corporal punishment in our society. She added that there is a need to institutionalize the practice of positive and non-violent discipline in every home, schools, and other settings that caters to the needs of every child.

In a study commissioned by the European Union and Plan Germany for the project, “Strengthening Civil Society in Eliminating Violence against children in the Philippines,” it came out that three out of four or 75 percent of parents use corporal punishment to discipline their children. The study also shows that children aged five to 11 who received the said castigation have lowered self-esteem, and fear and confused about their parent’s love for them.

The Naga City Council for the Welfare and Protection of Children (NCCWPC) and the Barangay Council for the Protection of Children (BCPC) shall support this endeavor by taking the lead in the campaign of the realization of the said ordinance. (LSM-PIA 5, Camarines Sur)

NAGA CITY—The National Electrification Administration (NEA) has designated an officer to supervise the operations of the troubled Camarines Sur Electric Cooperative II (Casureco II), amid clamor from city officials and a consumers’ group for its officers to be removed over allegations of mismanagement.

Eddie A. Adlao, project supervisor sent by NEA, arrived here Wednesday, a day after a group of consumers and city officials held a rally demanding a change of management in Casureco II, the biggest power cooperative in the province providing electricity to this city and nine towns.

NEA Administrator Edita S. Bueno, in a letter on June 18, said Adlao’s designation as Casureco II’s project supervisor was “effective immediately.”

Adlao was tasked with overseeing the cooperative’s operations “to ensure reliable power supply.”

Adlao declined to be interviewed and instead immediately held a closed door meeting with Casureco II’s board of directors, general manager Jane Barrameda and spokesperson Emmanuel Rojo.

On June 11 and 12, Casureco II consumers here and the towns of Minalabac and Milaor were incensed over an outage that lasted for 36 hours and was followed by seven-hour daily brownouts until June 17.

If you look closer at the bricks on the ARC wall, it is already dark reddish compare to the lighter red bricks above. The dark reddish bricks are actually eroding, little by little small particles is falling due to air pollution and climate change, in the future it will be totally damage. :ohno:

There must be a law protecting Historical sites or preservation of Historical sites in Bicol.

Morning Mail: Ex-Giant Jeff Kent to compete on Survivor?
By Rick Chandler
NBC Sports
Jun 25, 2012, 9:00 AM EDT

http://nbcoutofbounds.files.wordpress.com/2012/06/jeffkentsurvivor.jpg?w=320

Is Survivor about to get its first player who has his own bobblehead doll? According to the site Survivor Fever, Jeff Kent will be among the contestants when the venerable game show kicks off its 25th season (over 12 years) in September. Also on board, according to Survivior Fever, will be Miss Teen USA 2010 Angelia Layton and (the big news) Lisa Welchel — better known as Blair from The Facts of Life. The gang will be in the Caramoan Islands, the Philippines this time.

Kent, 44, was the National League MVP in 2000 and played in the 2002 World Series for the Giants. But more importantly he was a contestant on Superstars in 2009, so there’s the athletic game show background. He also came out against gay marriage in the Prop. 8 debate in 2008, which also must have been very attractive to the Survivor producers. They love stirring the pot by cramming the island with a bunch of divergent viewpoints.

As for me, my unblemished record of never seeing an entire episode of Survivor is expected to continue. The only way to break it is if they had both Kent and Barry Bonds on the same season.

2 nawawalang mangingisda mula CamSur, nasagip sa Babuyan Is.
By dzmm.com.ph | 10:08 AM 06/26/2012

Report from Noel Alamar, Radyo Patrol 38

IRONMAN 70.3. Only 44 days are left before the grandest sporting event this 2012 starts at the Shangri-La in Mactan.

This fight between Camsur and Cebu? On who has the largest number of tourists? Wait for the figures after this year and, no doubt, a substantial drop awaits Camsur. Why? Because the Ironman 70.3 in Camarines Sur—there from 2009 to 2011—was their Super Bowl/Wimbledon/World Cup of an event. It was their No.1 crowd-drawer.

Was.

Because Cebu—thanks to Mactan’s open-sea beachfront and our abundance of hotels and our international MCIAA and our central/tourist-friendly setting—has snatched the Ironman from Camsur.

Xterra in Liloan, Ironman 70.3 in Lapu-Lapu City. These are two of the most sought-after triathlon events in our archipelago. No wonder hundreds of runners have been pedaling bikes; swimmers now strut running shoes; bikers don Speedo trunks.

Nine new ant species discovered in the Philippines

The new species were discovered on a private reforestation project on the fringe of a single protected area, the Mt. Isarog Natural Park, on Luzon Island. The site has been deforested recently by poachers and the captive samples of the new genera may be all that are left of some extremely specialized ant populations. DOTC allots P157.5M for CamSur airport’s night operations

Read more (http://newsinfo.inquirer.net/217951/dotc-allots-p157-5m-for-camsur-airport%E2%80%99s-night-operations)

^^

What is a Biosphere Reserve?

These nature preserves balance biological and cultural diversity with economic development.

A biosphere reserve is a voluntary, cooperative, conservation reserve created to protect the biological and cultural diversity of a region while promoting sustainable economic development. It is a place of cooperation, education and experimentation, where scientists and managers can share research data to better understand man's impact on nature, and where local communities, environmental groups, and economic interests can work collaboratively on conservation and development issues.

Biosphere reserves are established under the auspices of United Nations Educational, Scientific, and Cultural Organization (UNESCO) Programme on Man and the Biosphere (MAB). The mission of the MAB Programme, as established in 1974, is to achieve a sustainable balance between the sometimes-conflicting goals of conserving biological diversity, promoting economic development, and maintaining cultural values. Biosphere reserves are the sites where this objective is tested, refined, demonstrated and implemented.

In order to be designated a biosphere reserve, a candidate ecosystem must be nominated by a national government and approved by the UNESCO's Man and Biosphere Programme. In order to satisfy UNESCO's program requirements, each biosphere reserve must contain three elements:

Core Areas: These areas are securely protected sites for conserving biological diversity, monitoring minimally disturbed ecosystems, and undertaking non-destructive research and other low-impact uses (such as education).

Buffer Zones: These areas must be clearly identified, and usually surround or adjoin the Core Areas. Buffer Zones may be used for cooperative activities compatible with sound ecological practices, including environmental education, recreation, ecotourism and applied and basic research.

Transition, or Cooperation, Zones: These areas may contain towns, farms, fisheries, and other human activities and are the areas where local communities, management agencies, scientists, non-governmental organizations, cultural groups, economic interests, and other stakeholders work together to manage and sustainably develop the area's resources.

The zone concept is designed to be flexible and may be implemented in a variety of ways in order to address local needs and conditions. In the United States, most of the 47 biosphere reserves (the most in any one country) include a national park or other federally protected land as a core area, surrounded by the necessary managed buffer zone and transition zone. Biosphere reserves in the United States include Yellowstone National Park, Glacier National Park (which adjoins Canada's Waterton National Park, itself part of the biosphere reserve), the Everglades, the New Jersey Pinelands, and the Mojave and Colorado Deserts. Worldwide, there are 368 biosphere reserves in 91 countries. source - http://www.nrdc.org/land/wilderness/fbios.asp

Mt. Isarog
Camarines Sur

Towering 1,976 meters above sea level and covering 10, 112 hectares, it is the haven of indigenous flora and fauna. Most of the rare exotic of orchids, medicinal and flowering plants, wild boars, deers, squirrels, monkeys and untamed rodents are found on the base of the slopes of the mountain. It is now the last Rainforest Mountain in Southern Luzon. Hundreds of waterfalls both known unknown, an unforgettable sigh to behold. The Protected Area Management Board has identified Malabay Falls (Naga City), Curry (Pili) Consocep (Tigaon), Hiwacloy (Goa|) as tourism areas within the mountain.
