What is the required population to form a new district?

So why just one additional district when people of Camarines Sur deserve 6 representatives? Naga City is desperate to have a separate district from Villafuerte's kaya ngani hugop-hupop kan "merger"/absorption of Gainza-Camaligan (and Naga).

I will definitely campaign for the disapproval of the bill if Naga merges with Gainza and Camaligan just to have separate district!

It certainly violates our constitution and if you sum up the population of Naga together with Gainza and Camaligan and even if you add the population of Canaman and Milaor, still it doesn't meet the requirement of 250,000 population to create such new district.

This is plain dreaming...a thrash bill...waste of money and time...

Every proposed bill has a budget in Congress (both in Upper and Lower Houses). I think 1 million is not enough (that's for Lower House only and if you add another 1 million for its deliberation and approval in the Senate that's 2 million already)...if I'm not mistaken...So if these congressmen file such thrash bills....Just wasting the people's money..It could be used for something worthy projects or programs...

I still believe Naga City residents are intelligent enough to understand the law.

And I think those adjacent municipalities won't allow the merger with Naga.

^^Yeah, why is that? If the population is the main basis in creation for a new district, the province is very much qualified. We have a population 1,693,821 divide that to 250,000 we would have even 6.7 district or just make it 6 districts to be exact. What other factors affect the redistricting of districts?

The problem is the distribution of population per municipality and I hope even if it's not a requirement, the proponent should consider the road network.

The only requirement, so that means improper distribution of population is not a hindrance in creating a new district as long as it is composed of such population.

I will definitely campaign for the disapproval of the bill if Naga merges with Gainza and Camaligan just to have separate district!

Merging Gainza and Milaor with Naga to form a new district is very beneficial to the residents of these municipaltities. Naga is losing spaces for development; thus, those places, if merged, could experience rapid growth under the excellent leadership of the mayor. At present, considering these two municipalities' proximity to Naga, still they remain stagnant.

Is it accumulated or there is a requirement per municipality population?

Accumulated.

To merge with other adjacent municipalities because Naga is losing spaces for development isn't valid reason. Whimsical and pixyish. I still believe Mayor Robredo is wise and intelligent enough.

That's why Metro Naga Development Council was formed in 1993 i guess to help one another member LGUs.

Canaman, Camaligan, Gainza, Milaor are all members of MNDC. Why not help them?

Agree, but unfortunately there's a failure in this Council. It failed to uplift the status of the poorer municipalities, IMO. MNDC does not function well. Who is the chairman of MNDC?

So why just one additional district when people of Camarines Sur deserve 6 representatives? Naga City is desperate to have a separate district from Villafuerte's kaya ngani hugop-hupop kan "merger"/absoption of Gainza-Camaligan (and Naga).

I read this last night, but i haven't time to comment on this. Good thing you did mention.

I beg to disagree. Once we heard this issue in the news, about Cityhall interest, but they never push through or has the desire to do it. Mayor Jessie Robredo and the council has no intention at all.

1.In-case it happens, definitely the small towns like Gainza or Camaligan will tend to be second priority. which they will not agree on.

2. Like Camaligan is the influence of Prado, an OLD Villafuerte ally. it will be hard for Naga City to convince them.

3. Gainza needs a tremendous budget for irrigation to Drainage, Incase Naga City, Gainza and Camaligan will become a sole District. It's an additional burden to pour it's budget on this specific public services.

Development Roles for the LGUs: Practicing the mere essence of partnership and
participation, the Council has assigned development roles to the LGUs taking
into consideration the available resources, capacities and potentials. These roles
were also accepted and approved by the other member LGU of the Council. This
strategy was aimed to provide complementary and balanced growth among
LGUs. The specific development roles are as follows:
a. Naga City: Business, education and cultural center
b. Pili: Secondary Trading center and agro-industrial development
c. Pamplona: Industrial estate and development
d. Canaman: Expansion area for middle class housing and
e. Milaor: Warehousing and bulk storage center and source of potable water

The remaining member LGUs were assigned to serve as the primary food bowl of the province.

In reference to Mayor Jess Robredo. The MNDC was a major Success, but once the political atmosphere change and the OLD VILLAFUERTE get into his position again, he have a substantial influence on the members of MNDC, until they separate ways. and again, a number of this municipalities under the alliance of the OLD Villafuerte says they never received any benefits, but the good Mayor has the proof they do received it," very wise indeed".

Naga targets 1,500 donors
on World Blood Donor Day
By Juan Escandor Jr.

NAGA CITY---On June 14, World Blood Donor Day, the local government here targets a record number of 1,500 donors to participate in blood donation activity with equivalent number of 450-ml. units of donated blood to be collected to add the stock of the government-operated blood bank here, a local official said Wednesday.

City councilor Nathan Sergio, point person of the World Blood Donor Day in Naga City, said they hope to achieve the number of volunteer donors to surpass last year’s record in Calabanga, Camarines Sur when the celebration of the same occasion was held there.

Sergio said he has coordinated with the radio groups, government agencies, private agencies, individuals and barangay officials regarding the mobilization of grassroots donor.

Sergio, the author of the Sandugo Ordinance of Naga City that established voluntary blood donation program of the local government unit (LGU) here, has also introduced this year the blood donation campaign among the players of the city basketball summer tournament.

He said they were able to gather 59 units of donated blood from the players equivalent to the daily requirement of the Bicol Medical Center (BMC).

Sergio revealed he would institutionalize the blood donation activity into the yearly basketball summer tournament targeting players.

He said the idea of collecting blood from players in the basketball tournament was similar to the earlier idea he institutionalized into an ordinance wherein erring drivers are fined through blood donation.

Sergio explained that instead of entry fee for the basketball tournament sponsored by the City Hall, the tournament organizers collected blood donation for the registration of the teams that he said was approved by the barangay chairmen.

Elenito Bastasa, 18, basketball player, did not mind 450 ml. of blood was taken from him as he was one of the three players in their team in Calauag volunteered to donate blood as a payment of “entry fee."

Bastasa said he did not feel any side effect and he was happy he was able to help those who needs blood transfusion.

He said the city government through the barangay officials could well generate the requirements of its constituents in terms of blood supply for patients in need with different ways now of collecting blood intended to be deposited in the blood bank.

Sergio said the rationale of the Sandugo Ordinance provides that the primary aim of the program is to promote and encourage blood donation in the entire Naga City and instill public consciousness that blood donation is a humanitarian act.

He added that since blood donation is a humanitarian act the provision of blood for transfusion must not be sold to the needy.

Sergio said the stocking of donated blood in the BMC assures residents of this city of available blood for transfusion in any given time.

He bared some incentives to donors to further increase participation of people in stocking the blood bank with donated blood like a day-off for the donors who are employees of the city hall, tokens, gift certificates or discount cards.

From: http://www.scribd.com/doc/7393695/The-Feasibility-of-Merging-Naga-Camaligan-and-Gainza

"The long-term objective of the proposal is to enable Naga to qualify for a highly-urbanized city (HUC) status that will accord it the right of its own representation in Congress."

Absorption, not merger, is the right term.

"If the objective however is to secure better representation for Naga, the Sanggunian may seriously consider supporting the redistricting of Camarines Sur, in view of the 2007 Census Results that place it's population at 1.69 million."

Few possible configurations for a district with Naga

- Gainza, Milaor, Naga City, Minalabac, San Fernando
- Naga City, Pili, Ocampo
- Camaligan, Canaman, Gainza, Naga City, Magarao, Milaor

It is not the people of Naga who are desperate but the people behind the proposal.

Your configurations are not possible...far from reality...not in accordance with the law. Why?

While it is highly applaudable that your groupings of those LGus mentioned above constitute the minimum population requirement of 250,000 but you have to consider also the population of its mother district where they previously belong.

And I'm not gonna vote for those candidates driving "padyak" or cementing roads just to get sympathy votes from the poor. Their advertisements aren't so realistic.

I would not vote for trapos or the one who built the C5 road extension leading to his subdivision businesses. And I won't even vote for "that candidate" who is currently preparing for his wedding with his fiancee who is a news anchor of a late night news program just to be the talk of the town and immediately be popular in the land. Traditional politician it is...Pure gimmick...

UNEP 49ers attend 60th alumni homecoming (http://www.bicolmail.com/issue/2009/may21/xunep.html)

With Ms. Deli Alfelor-Tibi at the helm, the 1949 UNEP High School Batch bunched up for a memorable tete-a-tete on April 26, 2009 at MCM Restaurant in Iriga City. Attendees were batch president Antonio Dimabayao and members; Dr. Tecla Dimabayao, Barangay Councilor Lourdes Turiano, Eutiquio Lagdaan, Vicente Zervas, Corazon Monte , Alfonso Lagdaan, Eulalia Lagdaan Briñas and UNEP Vice President for Finance, Ms. Deli A. Tibi.

Formerly Mabini Memorial High School, the University of Northeastern Philippines (UNEP) takes its pride over the accomplishment of its graduates. Truly the home of Bicol Achievers, UNEP has produced a hefty number of professionals and successful alumni, now making waves in their respective chosen careers.

Tracing back its humble beginnings, the University was born out of a young lawyer’s sheer dream of building an educational institution that will serve the people of Rinconada Area. The late Governor Felix Ordas-Alfelor Sr. started to realize his aspiration in a small rented building at the heart of Iriga City with his young teacher and loving wife, Dr. Remedies Rigoroso-Alfelor supporting his noble intentions.

Shortly after its formal opening, a complete High School day and night classes was established, giving opportunities to hundreds of students to avail of affordable, quality education at their most convenient time.

The school personnel’s efforts thru the headship of the late Timoteo F. Panga, Sr. who served as the school’s principal from school years 1948 to 1987 had greatly contributed in the significant increase of enrollees during the next semesters.

In 1988, the Secondary Education Development Program (SEDP) was implemented. Its direction was geared towards the enhancement of the department’s programs content, values improvement, productivity and technology geared towards the growth and development of its students.

Today, the UNEP High School Department continuously responds to the country’s need for globally competitive students. The implementation of BEC 2002, the Basic Education Curriculum and the use of the state of the art media technology had also greatly enhanced the students and faculty’s know -how on the current media trends.

From 2005 to date, the said department under the stewardship of OIC Mrs. Maria P. Dela Vega, continues to adopt the RBEC 2004 and the modified Dynamic Learning Program (MDLP), giving its students greater edge for learning and improvement.

Then that's good news... July will be the concert but there's no exact date yet. I heard that at RMN-DWNX just this morning. MNSC is so far the best facility that can handle a huge crowd.

Nakakatakot naman diyan pag-akyat. Meron ba kayong mga safety gears pag-inaakyat niyo iyan?

we have our own sample ballot circulated all over the country (JMC's outreaches) 2 months before the election .. We vote as bloc .. we listen and obey our dearly beloved Evang. but of course sir we are in a democratic country bahala ang iba ... we actually join campaigning the bet candidates.

We did it starting from Pres. Ramos, Spkr. De Venecia (lost to Estrada) & the incumbent Pres. GMA ..
That's good! At least, those who prefer and vote for other candidates are not penalized.

i don't really believe in solid voting during elections...

Me either...

To quote the author:

This is really heart-warming.:)[/QUOTE

WE made the journey one day to fulfill a dream. Dream in the sense of seeing things when asleep, when the consciousness unreels to allow the stream of longing.

My mother had not recovered from the passing of my father. Nights and sleep that was brief had allowed her to dream, at least. One dream kept recurring: a trip to be made, a travel that should have been made, a journey that could have been done had my father recovered.

“Your father was saying I should make the trip. Let’s fulfill his wish.”

http://img199.imageshack.us/img199/3572/46215555.jpg

Buhi is not that far from our place, Naga City. Some 52 kilometers separate the town from us and a thousand miles from our imagination. There is always something about interior towns—they are not that far but they always make you feel they are hidden by natural walls and curtains that are drawn to keep them away from those who are not connected to them. Buhi does that to you and more.

The town has kept itself to itself. Language is one reason: among the many difficult languages and dialects in the region, the Buhi dialect has stood above the throng as one that is quaint, fitted with varied lilts waiting to be conquered by the indomitable speaker. For the uninitiated, the words sound even funny. When we attempted to speak the words, they came out terribly funny beyond belief. That fear separated us from the place in some ways.

That day, in the van we had borrowed, we were missing the sound of words. Malauyay, or “beautiful”—you speak the word with your tongue pushing something imaginary out of your mouth, but in the process you press your jaw and raise the lower lip to hit that difficult tone that is both soft and gritty. That was how we imagined the way to speak the dialect. We were not sure. We had lost our mentors. The major ones—aunts, uncles, etc., who spoke the language were all gone, in fact.

http://img199.imageshack.us/img199/8892/58785973.jpg

The grandfather who brought us sacks of the sweetest santol had long ago died. He introduced us to a fruit called kamagong. It was one of those fruits—with a velvety and hairy skin—that served us our first lessons about the forest and ecology. The fruit comes from the ebony family, that group of hardwood known for its beautifully grained black timber. I do not know when they became endangered. I do not know if the kamagong trees are still there in our grandfather’s farm. What we knew was that our Lolo Amboy never cut trees. From those huge trees, he just brought sacks and sacks of santol and kamagong for us, enough to make our stomach ache the whole day, and the cabinet to have that strong succulent smell that would linger and linger for weeks.

There were so many things then about Buhi that were not found in other places in Bicol. There was the sinarapan (Mistichthys luzonensis). A kind of goby, the sinarapan, or tabios, is the world’s smallest commercially harvested fish found only in the Philippines, and endemic in the Lake Buhi and other areas. Sources claim that there are tabios in other places, but the fish vendor more than the Buhinon would tell you that the ones in Buhi are the most delectable.

http://img198.imageshack.us/img198/4915/37170049.jpg

The sinarapan was part among the reasons why we were making that visit to Buhi. We wanted to see if it was true they were back again. There were many reasons why they disappeared. One was due to overfishing. The sadder reason was that some fishing experts released a variety of freshwater shrimps, which then fed on the tiny fish.

The International Union of Nature and Natural Resources, the world’s main authority on the conservation status of species, has declared the sinarapan as threatened. When we visited the town, we believed the sinarapan was more than threatened, they were disappearing. Nothing could assuage us, not the rumor that there were still sinarapan, and that a huge stock of them was being kept at the edge of the lake, where the water met the dead volcano. Not the merchandise we were holding—smartly packaged dried sinarapan ready for deep-frying.

Many things were disappearing in the town. The huge hill that separated our grandparents’ home from the center of the town had been eaten away by contractors for their building needs. At the back of the old home, the lake appeared like it had receded. That tiny rock-island, called La Roca Encantada, could still be seen. The Enchanted Rock, as it was simply known, was a site of taboos. “Do not point to the lovely bird or butterfly, do not be noisy or else you might be fancied upon by enchanted beings.”

http://img268.imageshack.us/img268/1783/48311893.jpg

Some of my grandmothers were weavers. They wove out of that loom in the living room. The device could turn out swaths with limited width. They needed two to form a bigger blanket. The designs were patterns of tiny, light-green leaves of three from which sprung always a bloom. Where the sheet was in beige, the flowers looked like they were about to be blown by the wind. Aged, the flowers became part of the sheet. No one remembers now how the weaving stopped. No one can recall where the loom went. Someone said they were dismantled, and the parts soon disappeared.

The town of Buhi is old. People there will tell you the town is more than 400 years old. That dating is very much related to the coming of the Spanish conquistadores. A church with a massive tower is a proof of the ancient Spanish presence. The town, however, is much, much older than the Spanish reference. The collapsed crater of Mount Asog, said to have given birth to the lake, embraces the edges of this settlement. When the sun is out and the caldera of the extinct volcano is displayed, the town is the hand of the giant mountain splayed out. The day of our visit, the rains shrouded the crater.

On our way into the town, we passed through gullies and ravines. We looked down and saw stream rushing over volcanic rocks, canopied by leaves of big trees. At the entrance to the town, statues formed a tableau depicting the peopling of Buhi, when the eruption of Mount Mayon sent some people scampering for safety. The people were nakabuhi, or “let loose.”

Before we left town, we passed by the town market to look for sinarapan. The lake was quiet, except for the sound of the flatboats ferrying people to the other side, where farms and settlements laced the hills. In the rains, the bands and slashes of colors on the boats were the patterns on blankets woven by the women a long time ago. One of those weavers once told us we could only speak the difficult Buhi dialect if we ate a lot of sinarapan. We did not find a lot of them that day. We told ourselves we would never be able to speak Buhinon. Never mind, assuring ourselves, we made the journey, and we could always visit again.

All pictures you posted here, hakz, about Buhi convinced me that it is indeed a first class municipality. I would like to see it as the next commercial center in Rinconada along with Iriga and Nabua - Nabua-Iriga-Buhi Growth Areas. Despite its proximity to Nabua and Iriga, it has able to grow and develop into what it's today. If you look at Buhi's geographical location, it's isolated, there's no other places depend much on this municipality in every aspect. It does not have universities, historical structures, and other things, except Lake Buhi, that can be used as a catalyst of economic boom but it has able to stand out despite of that.

Congratulations Buhi and thanks Hakz!

Thank God, almost all provincial roads in CamSur are beginning to be asphalted. From Naga to Calabanga is also being done... In partido, from Tigaon to San Jose is also aphalted, and the road from Ocampo is being repaired now.

Sometimes...

Sometimes Allah breaks our spirit...

To save our soul!

Sometimes He breaks our heart...

To make us whole!

Sometimes Allah allows pain...

So we can be stronger!

Sometimes Allah sends us failure...

So we can be humble!

Sometimes Allah allows illness...

So we can take better care of ourselves!

Sometimes Allah takes,,
everything away from us...

So we can learn the value,,
of everything He gave us!

Make plans, butunderstand, ,

that we live...

By Allah's grace!

And whatever of blessings andgood things you have, it is from Allâh.
Then, whenharm touches you, unto Him you cry aloud for help.

The Baroque churches of the Philippines History:

They had the appearance of a fortress. Spain sought to protect itself from the native peoples (who had killed Ferdinand Magellan) and from the Muslims in the south. The formidable appearance outside the Church buildings hide the remarkable beauty and spirituality inside. The Spanish faced another challenge constructing huge Churches in the Philippines; earthquakes. Situated in the same Circle of Fire as Japan, the Philippines suffers from catastrophic earthquakes. The Spanish church architects allowed for them by creating a strong buttress design. The prominent buttresses helped to protect the massive church buildings. Spanish culture and civilization played a major role in shaping culture in the Philippines during the sixteenth through the nineteenth centuries. The Baroque Churches of the Philippines stand as a testimony of that influence.

SM Foundation set to launch farmers’ training in CamSur (http://www.bicolmail.com/issue/2009/may21/xset.html)

CAMARINES SUR will be one of the havens for the 13th batch of SM Foundation’s Kabalikat sa Kabuhayan Farmer’s Training Program.

In coordination with Harbest Agribusiness Corporation and the Department of Agriculture, the farmers’ training program will be launched on May 22 at the Bicol Integrated Agricultural Research Center in San Agustin, Pili, Camarines Sur.

SM Foundation is the social responsibility arm of SM Group of Companies.

First launched in 2007, the program’s conceptual approach is that of the Farmer’s Field School integrating theories and methods of agro-technology, experiential education and community development.

The three-month training course consists of a once-a-week lecture module and actual field practice. One feature is the “training the trainers” component ensuring the program’s sustainability and extendability by giving farmers-turned-trainers extensive daily practice. It also equips farmers with the technology to produce vegetables ready for commercial use as it covers a wide array of topics including site selection, land preparation, seed handling and seed culture, crop management, fertilization, irrigation, pest and disease control, fruit selection, harvesting, post-harvest handling, and marketing. By enhancing backyard farming, it encourages the unemployed to venture into farming and provides marginal farmers better livelihood opportunities.

After the training program, SM Foundation organizes a harvest festival with the aim of distributing the produce in SM Supermalls where SM suppliers participate in purchasing the products. Prime fruits and vegetables include cantaloupe, watermelon, honeydew, papaya, cherry tomato, eggplant and squash, among others.

The training has since produced a total of 814 graduates in various KSK sites including Bacolod City in Negros Occidental, Sta Rita in Pampanga, Marilog in Davao City, Pagbilao in Quezon, Sta. Rosa in Laguna, and Rosales in Pangasinan.

Department of Agriculture Undersecretary Berna Romulo-Puyat has extended her thanks to SM Foundation and Harbest Agribusiness for their partnership. “The assistance given to the farmers cannot be translated into money. What they learned will certainly increase their produce and grow better quality fruits and vegetables.” She says.

From the side of the SM Foundation, Project Director Ms. Christie Angeles says: “We, at SM Foundation, are very happy because through this project, we are able to educate and empower the farmers to help them achieve profitability and sustainability.”

This year, the KSK Farmer’s Training program will also be conducted in Cavite, Batangas, Cebu, Davao, Bacolod, Pampanga and Laguna.

That is a noble think to do. Congrats SM

Agree! Yeah, and I'm sure that there's deeper reason than that just budget. If we are to depend on political alliances then sprouting new developments are very impossible unless otherwise you're good enough to manage on your own.

Vinzons
The Chosen One!

Vinzons is located in the province of Camarines Norte, Philippines. According to the 2007 census, it has a population of 39,653 people in 7,407 households.

The first recorded name of Vinzons was Tacboan and was later changed to Indan. The town was renamed "Vinzons" in honor of Wenceslao Q. Vinzons, a former governor of the province. He was the youngest delegate to the Philippine Constitutional Convention of 1935, and a guerilla leader martyred by the Japanese during World War II.

The town was established in 1581 by the Franciscan Fathers without a patron saint and without a church. It was not until 1611 that the Church was built with Saint Peter as its Patron Saint. Vinzons is known for the religiosity of its inhabitants, contributing priests and nuns to the Catholic Church more than any other town in the province.

http://img43.imageshack.us/img43/3232/65069582.jpg

Curiously, the town has always been known as the town of politicians, having had more provincial elective officials than in any other town in the province. There was a time, in fact, when all three candidates for governor hailed from Vinzons as when Dominador Asis, Fernando V. Pajarillo, and Wenceslao G. Vinzons, Jr. ran for governor in the elections of 1964. Before that, majority of the provincial governors came from Vinzons: Carlos Balce (1928-1931) Wenceslao Q. Vinzons (1937-1940), Carlos Ascutia (1944-1946), Regino Z. Guinto (1946-1947), Cayetano Vinzons (1958), Dominador Asis (1959-1963), Wenceslao G. Vinzons, Jr. (1964-1968), Fernando V. Pajarillo,(who died while in office).

Education is likewise valued by the inhabitants in that every family would attempt to send their children to study in Manila despite the prohibitive costs of lodging and tuition. It is the only town where in a single year, four lawyers passed the Bar examinations in 1978: Oscar G. Raro, Fernando Saludes, Dominador Ferrer, Jr., and Joseph Balce.

http://img505.imageshack.us/img505/1379/41106628.jpg

On the political side only one Mayor in this town has accomplished to finish the three (3) terms making him the greatest and most beloved municipal mayor in this town, he is Buding Segundo. Buding Segundo is actually Jose Tacalan Segundo, is also the only Municipal Mayor in this town who is actually from a rural Barangay, which is Barangay Sabang.

^^Isn't it the first Rizal Monument shown above is located in Daet?

Yup...

The 1st Rizal Monument

Daet, Camarines Norte

The 15-foot-tall stone pylon named after the national hero is bereft of intricate design, but is in every way special because it is the first-ever Rizal memorial marker in the country.

Situated in a river park, construction of the memorial began on Dec. 30, 1898 in compliance with a decree of Gen. Emilio Aguinaldo, president of the revolutionary government, to observe Dec. 30 as a national holiday in the “Free Philippines.”

http://img38.imageshack.us/img38/6334/48094101.jpg

It was completed in February 1899, shortly after the outbreak of the Filipino-American War, antedating by about 14 years the monument in Luneta, which was inaugurated only in 1912.

By virtue of this act, Camarines Norte became the first province to celebrate Rizal Day.

The monument was built through the financial contributions of the townsfolk of Camarines Norte and the Bicol region, with Lt. Colonels Antonio Sanz and Ildefonso Alegre of the Revolutionary Army leading its construction.

Designed by Sanz, the monument is a three-tiered stone pylon, its square base surmounted by a two-level triangle, the last one tapering off to a point.

The front face contains a black metal slab from the National Historical Commission when it was declared as a historical landmark in 1961.

Inscribed on the square podium are Rizal’s popular novels—Noli Me Tangere, El Filibusterismo, and Morga, a tribute to Antonio de Morga, author of Sucesos de las islas Filipinas in 1609, an important book on the early history of the Spanish colonization.

On both sides of the topmost triangle is an eight-rayed sun, a five-pointed star and the phrase “A Jose Rizal” (To Jose Rizal).

However, unlike other monuments, it does not bear any of his sculptured images.

According to oral accounts, the base contains a time capsule containing the list of contributors to the construction of the monument.

It is also a widely accepted belief that Masons played an important role in putting up the pylon because of its pronounced Masonic elements. Add to this the fact that Aguinaldo and Sanz were Masons.

Masonic historian Reynold Fajardo wrote in the bimonthly periodical Cabletow, “the monument is unquestionably Masonic, the squared base is surmounted by a triangle; on the sides of the triangle is a five-pointed star and the all-seeing eye at the top.”

“The First Rizal Monument is a source of pride, not only for the townsfolk but also for all Bicolanos. It also attests to the people’s reverence for Rizal and his ideals,” says Daet Mayor Tito Sarion.

He said Daet and the Provincial Government of Camarines Norte hold colorful Dec. 30 rites including a street theater reenacting Rizal’s martyrdom, which concludes at the Monument. There’s also a host of special events such as essay-writing and oratorical contests, socio-civic activities and wreath laying.

Sarion said Rizal’s life and ideals inspired Daet’s political leaders and citizenry to declare the municipality as a “character town” in 2002.

In recognition of the landmark’s historic value, the National Historical Institute (NHI) recently declared a national monument by virtue of NHI Resolution No. 12.

“Today, the monument is not only a reminder of the greatness of the Great Malayan, but also the top tourist drawer of Camarines Norte. Failure to visit it when in Daet would be a tragedy of monumental proportions,” he said.

At last, Bicolandia will have its first batch of taxis...

Calaguas Islands

http://img199.imageshack.us/img199/7645/66569134.jpg

On the northernmost part of Bicolandia is an unknown paradise that can rival the white sand beach of Boracay and the serenity of Pagudpud, still virgin and unspoiled- the beautiful and enchanting islands of Calaguas.

Calaguas is a group of islands in the Pacific under the jurisdiction of the town of Vinzons, Province of Camarines Norte, a merely two hour boat ride from the mainland. It boasts of powdery white sand beaches, crystal-clear waters, and unspoiled natural resources, a place where you can truly relax while enjoying the beauty and serenity of the place.

http://img41.imageshack.us/img41/7494/64923312.jpg

The main island, named Mahabang Buhangin (Long Beach) by the locals, is a picture perfect paradise with its long stretch of white sand beach, the place is the most frequented camping and swimming site by tourists.

Discover Calaguas Islands, swim on its turquoise water, sit on its white sand, enjoy its magnificent view of sunset, explore its beauty… you’ll definitely find a reason to be happy.

How to Get There:

Daet, the capital of Camarines Norte is the jumpoff point to Calaguas Islands. From there catch a jeeney to Vinzons and get off at the fishport (pandawan). There’s a boat going to Barangay Banocboc daily, it departs the fishport at 11 AM, from Banocboc you can hire a banca to take you to Calaguas Islands for as low as P500.00 or even lower depending on your haggling skill. The return trip to Vinzons fishport leaves Banocboc at 6AM the next day.

http://img42.imageshack.us/img42/8334/73103976.jpg

Alternatively, you can hire a banca from Vinzons fishport to Calaguas Islands, price depends on the capacity of the boat. It is a two hour boat ride from the port.

Going to Daet from Manila, you have two options:

By Land

Philtranco, Amihan (Contact No: 3871792) and Superlines buses offers Manila to Daet for an approximately 7-8 hours travel time. Fare cost differs, but ranging from P450.00(~$10) to P750.00(~$17)

By Air

SEA Air has seasonal trip to Daet, but Naga in Camarines Sur would be the closest airport with regular commercial flights via Air Philippines, Cebu Pacific and Zest Air. From Naga, Daet is around two hours drive. There are vans to Daet located in Naga Van Terminal, the earliest departs at 5AM and the last trip is around 7PM.

http://img41.imageshack.us/img41/7494/64923312.jpg

Where to Stay

There are no commercial establishment in the island, so bring your tent (plus foods and drinking water) with you as most tourist spend the night in the island camping along the beach.

Activities

Calaguas is the best place to relax and unwind if you are not the party goer type or if you are a fan of a quiet beach scene. Just sit on the sand, swim in the water, explore the island, bond with your friends during a bonfire night, and you will definitely appreciate the place.

The Philippines on Sunday reported its second confirmed case of Influenza A(H1N1) virus infection.

In a press briefing at the Lung Center of the Philippines in Quezon City, Health Secretary Francisco Duque III said the patient this time was a 50-year-old patient who arrived in the country from the United States last May 20.

He said the patient, whose identity was withheld, sought a doctor after noticing mild symptoms of
the dreaded flu, including coughs and fever.

Duque said the patient is currently under observation at the Research Institute of Tropical Medicine (RITM) in Manila.

Last Thursday, the Department of Health (DOH) reported the first case of the dreaded flu virus, which has caused more than 80 deaths worldwide, most of them in Mexico.

Duque assured that there “is no community level outbreak" and asked the public to be vigilant.

Meanwhile, the A(H1N1) problem has prompted several Catholic churches in the country to distribute communion by hand during Sunday mass.

In several churches in Metro Manila, an announcement was made before the Holy Communion that the hosts were to be distributed only by hand. The Church however did not advise families against holding hands during the "Ama Namin (Our Father)."

The policy was reminiscent of the policy adopted by the Church to distribute hosts by hand in 2003, as a precaution against Severe Acute Respiratory Syndrome (SARS).

On Saturday, the CBCP threw its full support behind the DOH in preventing the spread of A(H1N1).

CBCP President Angel Lagdameo exhorted the faithful to follow the advisories of the DOH in preventing the spread of A(H1N1).

“Komo hindi tayo duktor o nurse kinakailangan tayo maging observant at susundin ang payo ng duktor sa ating maysakit [We are not doctors or nurses. We need to be observant and follow the advice of doctors]," Lagdameo said in an interview on dzXL radio.

He also pointed out the CBCP already issued a pastoral exhortation as early as May 2, urging people to heed advisories from the DOH. - GMANews.TV

Woman, child from RP positive for H1N1 in Taiwan

A 30-year-old Taiwanese woman and her five-year-old daughter who traveled in the Philippines for five days has tested positive for influenza A(H1N1) virus in Taiwan, officials said Friday.

The two were among the four new confirmed cases of the virus in Taiwan, the Center for Disease Control (CDC) said. Taiwan now has six H1N1 cases.

"She was feeling unwell while in Manila. She went to a clinic on Thursday after she developed a fever. Her daughter was also screened after she too was running a fever," said CDC spokesman Shih Wen-yi.

The CDC said the woman travelled in Manila from May 16 to 20 for a yoga convention with three relatives.

Authorities also decided to shut down the kindergarten the child attended in Taipei county for one week to prevent a possible outbreak.

The other three new cases were two sisters who returned from short-term studies in San Francisco on Thursday.

DOH to investigate

The Department of Health (DOH) said that it is looking into the report by Taiwan.

"The Philippine Department of Health has started investigating the matter. We are coordinating with the Taiwanese authorities and trying to contact the organisers to be able to trace all the attendants of the (yoga) event," the statement said.

About 100 or more people from the United States, Canada and Australia attended the yoga workshop, the department said.

It was not clear how the woman was infected, health department officials said.

Taiwan authorities are also tracing people who had contact with the woman and her daughter.

The department said it was "on top of the situation and we are closely monitoring this new development."

DOH-National Epidemiology Center chief Dr. Eric Tayag, in an interview on ANC's Prime News Saturday, also called on participants of the yoga convention to contact the DOH.

He asked the participants, as well as the organizers, to get in touch with the DOH at telephone number (02) 711 1001.

Tayag also said they have not yet determined whether the Taiwanese contracted the virus from foreigners who joined the yoga convention.

RP's first case

On Thursday night, the Philippines confirmed that a 10-year-old girl, who arrived from United States on May 18, tested positive for the virus. The girl was the first confirmed H1N1 case in the Philippines.

In a press conference on Friday, Health Undersecretary Mario Villaverde announced that the girl's mother, the person who has been in close contact with the girl, has tested negative for H1N1. He said the girl is "recovering well," but was still suffering from sore throat.

Dr. Mavic Vasquez, medical officer of the Department of Health (DOH), said they have obtained the manifest of the flight taken by the girl. Passengers who were seated around six feet or three rows in front, beside, and at the back of the girl have been identified.

These 17 passengers who sat closest to the girl are being traced so they can be notified and told to be vigilant about their health condition.

These people should immediately inform health authorities if they develop flu-like symptoms so they can be quarantined, Marquez said.

Home in 5 days

Dr. Eric Tayag, chief of the DOH-National Epidemiology Center, said the girl can go home in five days if her condition continues to improve.

"Sa tinaggap naming ulat, bumubuti ang lagay ng bata. Limang araw mula ngayon maari nang umuwi sa tahanan. Maganda dito, nang nilagnat siya, nagpatingin agad at tinawag sa amin. Napadala agad sa RITM (Research Institute for Tropical Medicine) kaya hindi kumalat sa kanilang tahanan, parang na-restrain natin (Reports were received said the girl is recovering. She can go home five days from now. The good thing here we were immediately informed about her condition. She was immediately brought to the RITM, [the virus] was restrained])," Tayag said.

The girl came home with her parents on May 18. After her arrival, she suffered from fever, cough, and sore throat, and was immediately rushed to the hospital on May 19.

The RITM got hold of the tissue samples from the patient last May 20 and confirmed Thursday night that she tested positive for the H1N1 virus.

The DOH has advised the girl's family to undergo home quarantine. The DOH is sending another team to the girl's house for a "more thorough assessment."

The swine flu virus has claimed 86 lives worldwide with 11,168 infections confirmed, according to the World Health Organization.

Camarines Sur Redistricting Opposed
Governor Villafuerte contests passage of elder Villafuerte's bill (http://www.voxbikol.com/bikolnews/709/camarines-sur-redistricting-opposed)
Sonny Sales
24.05.2009

NAGA CITY -- A bill filed by Camarines Sur Second District Congressman Luis R. Villafuerte creating five congressional districts for the province is still facing opposition, now in its last leg of deliberation in the Senate.

Reportedly, the Senate will be voting for the passage of the bill in a plenary session set before the end of the month, a mayor from Cam. Sur's first district revealed.

In the latest deliberation of the bill at the Senate Committee on Local Government, chaired by Senator Benigno "Nonoy" Aquino III, the Congressman's son, Camarines Sur Governor Luis Raymund Villafuerte had opposed the passage of the bill, citing a resolution passed by the Camarines Sur Sangguniang Panlalawigan and other resolutions allegedly by the Cam. Sur League of Municipalities and Barangay officials.

However, First District Minalabac town Mayor Gil Basmayor contradicted Gov. Villafuerte's claim, saying the recent meetings of the League of Mayors did not endorse any resolution opposing the bill.

Reportedly, the prime objection of the governor, as earlier cited by his allies in the provincial board, is the alleged required number of population, at 250,000 to create a congressional district.

Meanwhile Basmayor also noted that in the first and second districts, only San Fernando Mayor Fermin Mabulo did not support the bill, while all the other mayors supported it.

Earlier, 4th district of Cam. Sur representative Felix "Nancing" Alfelor Jr. cited that it was about time to create another district in Cam. Sur with the population of the province growing by more than 1.6-Million; he added that the new district will receive another P 70-Million in priority development fund.

In the proposed redistricting bill, the remaining towns in the new first and second districts affected by the created fifth district will receive a total of P 210-Million from a previously allotted P 140-Million in congressional funds, Basmayor also said.

The new first district would be comprised by the towns of Ragay (Budget Sec. Andaya's hometown), Del Gallego, Lupi, Sipocot, and Cabusao with a total population of some 190,000; the second district would be composed by the towns of Libmanan, Pamplona, Pasacao, San Fernando, Minalabac, Milaor and Gainza.

While the new 3rd district, represented by Congressman Villafuerte, will be Naga City, Canaman, Magarao, Bombon, Calabanga, Ocampo, Pili and Bula towns.

The composition of the towns in the new fourth and fifth districts will be retained with both districts respectively represented by Congressman Arnulfo Fuentebella and Congressman Alfelor.

fil07
May 24th, 2009, 09:13 AM
Libmanan should remain in the first district in order to meet the required population. But Andaya will go against Arroyo if this happens. This could be the reason why Libmanan and Ragay are in separate districts. Cabusao remains in the the first district which becomes a practical exclave of the 1st district.

The population of the 2nd district would still meet the required population even without Milaor and Gainza. So why include Bula?

What else can you expect? It's common for a public comfort room. That's one thing we Filipinos tend to forget - the cleanliness of our surroundings. We consider ourselves as one of the cleanest people on earth but when it comes to the environment it's the other way around. That saddens me! If you notice, more and more public comfort rooms are becoming less public because you will have to pay 2 pesos just to use the CR. And where will the 2-peso coin go, it's for the maintenance and cleanliness of the CR...:ohno:
