Carlos didn’t speak English when he moved from Naga City to the US at age 5. His first words were “McDonald’s” and “cheeseburger”. Two years later he found a hobby when he swung a club for the first time at Tony Lema Golf Course in San Leandro. “At first, I didn’t like golf – you have to think a lot,” he said. “But then I kept playing and started to like it a little. I just get hooked.” Briones learned the game nearly as quickly as the new language. He told his story March 8 at Harding Park, holding a large crystal bowl signifying his victory. Brinoes earned his place alongside Gary Vanier, Ken Venturi and George Archer on the long list of city winners. Joselito SA. Del Rosario, executive officer of the Public Safety Office (PSO), revealed Tuesday the increased volume of public utilities plying the vicinity of the mall in addition to some 2,200 public units plying the Panganiban Avenue, the main road to the SM City Naga, has congested the traffic. Del Rosario said the PSO is employing the rerouting traffic scheme that requires some vehicles to take specific routes in minor city streets and follow number coding to ensure the traffic flow even as he said the rerouting is still on its experimental stage. Del Rosario said the effect of the opening of SM, which occupies a 4.6-hectare lot at the 27-hectare Central Business District II (CBD II) in the northwest portion of the city, has yet to change when classes open in June with the additional foot traffic expected to increase in the area. Dominating the landscape with an imposing 87,959 sq. m., two-story structure, the SM Mall has also drawn a market of its own that comes from the provinces of Sorsogon, Albay and Camarines Norte that according to Florencio Mongoso Jr., chief of the Naga City Public Employment Office, is an add-on to the existing traditional market patronizing the city’s trade and commerce. Mongoso said that so far the SM Mall has employed 1,880 workers of which 1,050 came from places outside Naga City and 800 of them are residents of this city while its operation here would bring in revenue to the city coffers P40-million every year in taxes and fees. Mongoso noted, however, that there were some 40 percent reduction of foot traffic at the CBD I, which has served as the old central business district since the Spanish time along the edge of the Naga River, where a hyper mart and homegrown department stores and restaurants are located. But he said there are no indications yet of the negative effects to establishments’ viability offering services similar to the services offered in the SM Mall like restaurants and food outlets and merchandising establishments and movie houses. History July 1, 1914: a young enterprising American serviceman Albert Louise Ammen together with another American, Max Blouse organized a small transportation company in Iriga, Camarines Sur, with an initial fleet of one (1) auto-truck. He called the company ALATCO or the A.L. Ammen Transport Co., Inc. Its first route was Iriga-Naga. Mr. Ammen's venture into the transport business had become so successful that soon he expanded his fleet to service the other towns of Camarines Sur, Camarines Norte, Albay and Sorsogon. ALATCO became the principal carrier in the Bicol region, inaugurating highway travel that was to open remote villages in the Bicolandia, to the mainstream of economic and social development. 1942: World War II aborted expansion of the transport company. When it resumed operations in 1945 with surplus US Navy trucks bought from the United States Commercial Company, the company was faced with ruinous competition and beset with problems of maintaining its efficiency and safety as a result of her expanded size and nature of operations. 1949: The Heirs of Don Nicasio Tuazon of Manila took over ownership of ALATCO, and, with infusion of new capital, embarked on an ambitious program of expansion and rehabilitation. One important development at this time was the company's "dieselization" Program that converted its gas-powered trucks to diesel. 1952: ALATCO operated four hundred (400) units in its fleet, and it centered its fleet in Iriga. It also maintained subsidiary shops in Daet and Labo, Camarines Norte; Naga City, Camarines Sur; Ligao, Tabaco, and Legaspi in Albay; and Sorsogon and Irosin in Sorsogon. 1953: ALATCO ventured to Quezon province by consolidating into local and express bus operations from three small bus companies servicing the area. It operated under the umbrella of the Eastern Tayabas Bus Co. (ETBCO) headed by Mr. Ramón Soler. EBTCO later entered into a 5-year lease contract with the Laguna Tayabas Bus Company (LTBCO). 1971: ALATCO and ETBCO were sold to the Mantrade Group that formally amalgamated the operations of the two firms into one company. It was named the Pantranco South Express, Inc. (PSEI) to differentiate it from its northern counterpart, which the group then already owned. 1973: Compounded by global crises and steep escalation of fuel costs, PSEI nearly collapsed. Adding a star is highly opposed by the NHI. Why? The reason why only eight stars were placed is because those were the FIRST eight provinces to have revolted against the Spaniards. Adding another star would mean there were NINE provinces not eight. Today, the Naga City Ecology Park, or simply Ecopark, is one of the top tourist drawers. It is two kilometers from the city hub in Barangay San Felipe. The Isarog Garden Society Foundation Inc. (IGSFI) had been relentless in lobbying to develop the four-hectare property into a showcase of some 100 different plant species in dedication to ecology, recalls Johnny Las, its president. Heeding the call, the city government entered into a memorandum of agreement with the IGSFI in 1999, which guaranteed a P300,000 yearly allotment for the group to exclusively manage and operate the Ecopark for 25 years. Another property in Balatas was bought by the city government under Mayor Jesse Robredo’s relocation project for squatters occupying lots around the central business district. “All is well that ends well with regard to our opposition against the relocation site because of the trees. The urban poor dwellers are better in their own places in Balatas, which is nearer the centro, while we achieve also our dream of showcasing what the garden enthusiasts of Naga City could do to help improve the environment and the landscape,” Las explains. From a patch of trees with cogon grass, the property has become a unique composition of trees, different palm varieties, hedges, blooms and greenery carpeting the slightly rolling terrain. On the average, 279,960 people visit the Ecopark every year. The place has carved its own distinct appeal to tourists because of its wide array of ornamental plants, palms, blooms and trees that are categorized by species and bloom color, Las says. “To capture the religiosity and devotion of the Bicolanos, the Ecopark has a special garden dedicated to Marian devotion with statues of Our Lady of Fatima, Nuestra Señora del Salvacion, Nuestra Señora de Peñafrancia, Our Lady of Miraculous Medal and Our Lady of Guadalupe,” he says. Dolly Chavez, the administrator, says the park is also a favorite destination of educational and group tours to Naga. Its thematic garden plants and trees are tagged with common and scientific names, like those found in botanical gardens, she says. Las, an agriculturist and rural bank owner, says the Ecopark is the product of a partnership between civil society and the city government. I do appreciate every bit of information of what is new and what is happening in Naga and Bicol. I am overseas-based. I was in Naga in December and I was awed with how much our dear city has progressed over the years. For 2 and a half years that i did not see Naga, lots of businesses, big and small and of all sorts, sprouted accross the city. Business is no longer concentrated around the old CBD. And with the entry of SM, shopping experience among Bicolanos is brought to a new level. I heard so much about the tourism miracle that L-Ray Villafuerte brought to Cam Sur. And I believe, Camarinenses should continue to support him in as much as he is doing very well in provincial governance the same way that Naga has been supporting Robredo. I think this young man has still so much bright ideas about development in the province to further fortify and sustain economic growth in the province but efforts should range accross all economic spectrum and not just be concentrated in one industry. Tourism is very well on the right tract and needs to be sustained but I hope to see more growth along other economic sectors like manufacturing which will create more jobs and bring more money to our local economy. Agree, manufacturing is a must-have in the province. Pili, Gainza, Milaor and Ocampo are the right places for this. IT is also a great boost for the economy. Radisson Hotel Cebu, which will have a "soft" opening in October and fully operate in December, will get P2.5 billion while the planned SMX Convention Center Cebu will get P400 million to P500 million. A boutique hotel for travellers, one among 15 planned throughout the country, will also be put up near the SM mall here, said Jose T. Sio, SM Investments executive vice-president and chief financial officer. Mr. Sio said a total of P2 billion would be allotted for the construction of these budget hotels over the next 10 years. The first will be built starting late this year in Bacolod, where he said "there’s a need for a good, small hotel for travellers." Aside from those in Cebu and Bacolod, budget hotels will also be built next to SM malls in Iloilo, Baguio and Naga, among others. The convention center project near the existing SM City Cebu mall and Radisson Hotel Cebu is in the design stage. Construction is expected to start next year, with the center opening in 2011. Other projects that will be financed by the bond issue are the Two E-Com Center, a sports arena, a Radisson Hotel as well as the expansion of the SMX Convention Center, all within the Mall of Asia complex in Pasay. Eduardo V. Francisco, president of BDO Capital and Investments Corp., said demand for both the five-year and seven-year fixed-rate domestic retail bonds has been very strong. "Demand is very strong so that it is no longer a question of whether we can raise P5 billion, but whether it’s going to be P9 billion or P10 billion," he said. The Securities and Exchange Commission had approved a P5-billion fixed-rate bond issue, with an option to sell P5 billion more in case of oversubscription. Pricing will be set today and the bonds will be offered from June 8 to June 18, or eight business days. This is the first retail bond issue of SM Investments, the listed holding company of the SM group with businesses in retail merchandising, mall operations, banking and finance, property development, and hotel and entertainment. These vegetables usually grown in the highland farms of Baguio City and the Mountain Province, he said command high prices in the local market being excellent sources of Vitamins A, C, B1, B2, foliate, manganese and chromium. As insecticide, he prepared oriental herbal nutrient, indigenous microorganisms and citronella leaves which he sprayed on the plants. As follow-up fertilizer, Norte used extracts from fish amino acid which he sprayed into the leaves. “Experimenting and testing new technologies are challenging,” he told the Philippines News Agency over the week. He said he made some research on how to grow organic vegetables and how to produce organic fertilizer to avoid overspending on commercial fertilizer. Regala Florenio Pinili Regala is the 2nd of the 7 children of Alejandro Villaluz Regala of Nabua, Camarines Sur and Clara Pangilinan Pinili of Cavite City (both deceased). The family evacuated to Nabua, Camarines Sur, when Sangley Point, a U. S. Navy base in Cavite City, was bombed by the Japanese in the opening days of World War II. He grew up in the “camaren” and worked as a busboy and helper in their family karehan, "Carenderia Cavitena". During his off days, he sold “sinapot” around town and worked as a shoe-shine boy in his young age, learning the business of making money. He graduated 1st Honorable Mention from Nabua National High School graduating Class of ’56 and top of the Class ’59 at the Camarines Sur National School of Arts and Trades with a major in Electrical Technology. At the lab-shop he was the only student who made a radio in his own ingenuity. Calleja LEGAZPI CITY, June 9 (PNA) –- The National Economic and Development Authority (NEDA) has identified seven key areas in the Bicol region declared by the Philippine Economic Zones Authority (PEZA) as Special Economic Zones for developments worth a total of about P4.5 billion. Two of these economic zones located in the province of Albay are the 33.13-hectare Legazpi City Special Economic Zone in Barangay Banquerohan here and the 31.3-hectare Tiwi Ecozone in Barangay Bagumbayan, Tiwi town. The Legazpi ecozone with an estimated project cost of P206 million is being developed by the city government to become site of various investment such as food and beverage processing, light metal industry, electronics and appliance manufacturing and furniture and fixture making, NEDA regional director Romeo Escandor said on Tuesday. Factories for garments, textiles, gift items, toys, housewares, organic chemicals and ceramics and non-metallic mineral processing plants are several other preferred industries in the complex, Escandor said. City Mayor Noel Rosal here said the site will be provided with all the amenities of a world-class industrial zone like stable supply of water and electricity, good access roads and security. The city is also host to the Embarcadero de Legazpi, a P1.8-billion economic tourism hub being developed by the Sunwest Group of Companies within a 5.1-hectare bay front commercial complex. It is slated to start operations before the end of this year. Being developed by the Tiwi Ecozone Corporation at the cost of P98.8 million, the Tiwi site would prefer factories for electronics and computer peripherals, garments, ready-to-wear apparels and wood-based products, Escandor said. Tiwi is also host town to the vast geothermal energy complex being operated by Chevron and producing some 300 megawatts of electricity for the Luzon Power Grid of the National Power Corporation. Albay had another special economic zone in the island town of Rapu-rapu which was developed into a gold mining complex by the Australian-owned Lafayette Phils. Inc. for some P46.3 million three years ago. The mining operations were taken over by a Korean firm early this year after it was given up by Lafayette upon declaring bankruptcy in the wake of controversies drawn by its one year operations that violated Philippine laws on environmental protection and conservation. In Camarines Norte, the ecozone is the 30-hectare Global Industrial and Maritime Complex in Larap, a coastal village of Jose Panganiban town with an estimated cost of development worth P1.1 billion. Escandor said, this site is intended for agribusiness, electronic industries and manufacturing of military supplies and armaments. The rest of these seven prospected investment areas are the Bicol Industrial Park (BIP), Isarog Heights Special Economic Zone (IHSEZ), Naga Agro-Industrial Center (NAIC) and Sta. Rita Industrial Park (SRIP), all within the province of Camarines Sur. BIP has a 100-hectare site located in Barangay San Jose, Bula town being developed by the FPI Industrial Park, Inc. for P620 million to host food processing, wood products, ceramics, textiles, wearing apparels and electronics factories, Escandor said. IHSEZ is an over 124-hectare development site located in Barangay Cadlan, Pili town being developed by the Manubay Agro-Industrial and Development Corporation for a cost estimated at about P800 million, Escandor said. This area will accommodate manufacturing and food processing plants, he said. The SRIP being developed by the Sta. Rita Ecozone Corporation for at least P1.4 billion that sits within a 219-hectare covering Barangays San Jose and Sagurong also in Pili town. It will be intended for manufacturers of IT and IT-related products such as computer motherboards, telephone sets, CD ROM units, and electronics equipment and peripherals, Escandor said. NAIC on the other hand is a 105-hectare industrial complex located in Barangay Pacol, Naga City being developed by the Pacol Industrial Development Corporation for some P515.9 million. Naga is a chartered city within the province Camarines Sur. The NEDA regional director said this site prefers light to medium non-polluting industries like electronics, electrical, agro-based plants, food manufacturing, wood products, ceramics and textiles. These investment facilities when put into full operations will certainly uplift the economic situation of Bicol that is presently considered as the second poorest among the 16 regions of the country, Escandor said. Bicol badly needed these investment opportunities for more jobs, business prospects and food production considering the fact that the region’s population had already breached the five million mark based on the latest census that placed it at 5,109,798 as of Aug. 1, 2007, he said. The National Statistics Office (NSO) said this population figure shows an annual growth rate of 1.23 percent between 2000 and 2007 that roughly translates into an additional 48,153 metric tons in rice requirement based on the average that a Bicolano consumes 110.7 kilograms of the staple food annually as reported by the Bureau of Agricultural Statistics (BAS) in 2000. The Bicol population increase also means an additional 4,615 metric tons of pork, 861 metric tons of beef and 1,944 metric tons of chicken meat requirement from the 2000 levels to satisfy per capita consumption of 10.61 kilograms of pork, 1.98 kilograms of beef and 4.47 kilograms of chicken meat based on the food consumption survey of the BAS. Having this in foresight, I hope the City Government of Naga is very much on hand in the development of the area to ensure that all infra development are in harmony towards developing a modern business center. :ohno: Let the Central Bus Terminal not spoil the ambiance of this modernity. Having in existence for a number of years now, the Terminal I believe needs some refurbishment to match the ongoing development around it and not just remain a spoiler. Not only that. The terminal is the first thing that greets our visitors who opted to take bus to Naga and they get their first taste of what and how is Naga at this terminal. And if we believe the cliché, first impression lasts, the City Government should better consider now transforming the CBT into a first class terminal. Businessman Pablo "Jungie" Roco, a resident of San Felipe village here, was jogging with his wife in front of the Basilica Minore of Our Lady of Peñafrancia along Balatas Road when attacked at about 5:15 a.m. "I heard two bangs. It was only later when I realized that the gunshots were directed at my husband," Roco's wife said, adding that she was about 50 meters away from him when the killing happened. The victim, who sustained gunshot wounds in his chest, was brought to the Mother Seton Hospital in this city where he later died. Roco reportedly just turned 44 on Wednesday. Police said motive for the killing remains unclear and an investigation is underway. In the wake of the latest shooting, the city government through peace and order committee chairman Councilor Jose Tuason proposed detailing more policemen in the area, which has now been deemed a "killing field." Vice Mayor Gabriel Bordado said that after the killing, he immediately met with Senior Superintendent Edwin Jose Nemenzo, Naga City police director, on the matter. "Two heavily armed police troopers usually guarded Balatas Road but no police personnel were there [at the time of the killing}." It is the nucleus of transport service in Quezon and nearby provinces unlike ours which caters only to buses. Right now and in few more years, this bus terminal is still needed in this area while development there is not yet complete. But the Department of Health stressed that almost one-third of these patients have since recovered from the ailment. Health Secretary Francisco Duque III made the announcement at a regular briefing at the Department of Health (DOH) office. He said the latest batch of confirmed cases were all Filipinos, 10 males and five females, and all are mild ones. He said four of the new cases have a history of traveling to the United States, Mexico, Japan and Singapore — countries that also have confirmed cases. “We stress that there is still no community level transmission, that is why we are still in the containment stage," he said. DOH briefings have been trimmed down from daily to just twice a week to prevent public fear from escalating further. The department is preparing for the next stage in preventing the spread of the disease – the mitigation process where early detection is given more priority than contact tracing. “During mitigation, however, the government will work closely with the World Health Organization to exchange information about the virus in our country to help us understand how the virus is evolving," Duque said. The DOH has yet to confirm a case involving a student from the Elena Elementary School in Nueva Ecija. Classes at the school were suspended Thursday. Duque appealed to all schools nationwide to continue coordinating with their respective local governments in case they receive reports of students developing flu-like symptoms. Since May 1, the DOH has tested 698 people (classified as cases under observation or CUO) for the virus. A total of 562 tested negative and were sent home.
