Senado ‘nabiyak” sa panukalang hatiin ang CamSur
MISTULANG nabiyak ang Seando sa panukalang hatiin ang lalawigan ng Camarines Sur na pinagtatalunan ng mag-amang sina Camarines Sur Gov. El-Rey Villafuerte at Rep. Luis Villafuerte matapos magtalo sa plenaryo ang dalawang senador.

Sa araw ng paglilibing kay yumaong Interior and Local Government Secretary Jesse Robredo, nagkaroon naman ng mainitang debate ang ilang senador sa pangunguna ni Senador Ferdinand “Bongbong” Marcos Jr.

May panukala ang nakatatandang Villafuerte na hatiin ang CamSur at lumikha ng Nueva Camarines na mahigpit na tinututulan ng ilang senador na kaalyado ni Sen. Manny Villar.

Bukod kasi sa ginawang report ni Senador Miriam Defensor Santiago, chair ng senate committee on constitutional amendments, revision of codes and laws, hinggil sa House Bill No. 4820 ni Rep. Villafuerte na naglalayong likhain ang lalawigan ng Nueva Camarines, may balak naman si Marcos na gumawa ng sariling committee report.

Nais ni Santiago na talakayin na sa plenaryo ng Senado ang kanyang committee report upang mapagbotohan sa mga darating na araw, pero hinarang ito ni Marcos matapos na magpadala ng liham kay Senate Majority Leader Vicente “Tito” Sotto III para ipaalam na maglalabas siya ng report hinggil sa naturang panukala.

Ayon kay Sotto, dahil sa naging desisyon ni Marcos na maglabas ng committee report, awtomatikong itatabi muna ang report ni Santiago.

Pinaliwanag ni Sotto na ang komite ni Marcos ang siyang “lead committee” habang ang komite ni Santiago ang “secondary committee” kung kayat ang lead committee ang bibigyan ng prayoridad kung ano ang rekomendasyon sa panukala sa paghati ng CamSur.

Nilagdaan ng pitong senador ang report ng senate committee on constitutional amendments, revision of codes and laws, hinggil sa House Bill No. 4820 ni Camarines Sur Rep. Luis Villafuerte na naglalayong likhain ang lalawigan ng Nueva Camarines.

Kabilang sa lumagda ay si Senador Miriam Defensor Santiago, chair ng komite at ang vice-chairman nitong si Senador Edgardo Angara, mga miyembrong sina Senador Franklin Drilon, Francis “Kiko” Pangilinan, Lito Lapid at ex-officio members na sina Senador Jinggoy Estrada at Vicente “Tito” Sotto III.

Hindi naman lumagda sina Senador Manny Villar, Panfilo Lacson, Marcos Jr., Antonio Trillanes IV, Aquilino Pimentel III at Alan Peter Cayetano.

Nauna nang bumuo ng posisyon ang Nacionalista Party (NP) na kinabibilangan nina Villar, Trillanes, Marcos at Cayetano kontra sa paghati ng Camarines Sur.

'What has Robredo done?' Villafuerte scion asks
MANILA, Philippines - A scion of the influential Villafuerte political clan wonders what is all the fuss about the death and legacy of late Naga City mayor and Interior Secretary Jesse Robredo.

Julio Villafuerte, son of Camarines Sur Governor LRay Villafuerte and grandson of Rep. Luis R. Villafuerte, Sr., used social networking site Twitter to question the long national mourning for Robredo.

"Been reading Jess Robredo tweets for weeks now. Someone please inform me of any major accomplishments Jess has done, coz I don't know any," the young Villafuerte said.

"Neil Armstrong's name was all over twitter for 2 days when he died. Jess Robredo's name has been on for weeks when he died. #whatsupwiththat," he said in another tweet.

He later deleted the tweets but Netizens saved screencaps of Villafuerte's posts.

He has not replied to ABS-CBNNews.com's questions regarding the tweets.

In contrast to the young Villafuerte's tweets, his father LRay has been gracious and mournful in reaction to the death of Robredo, who is a political rival of their clan.

"We commend and appreciate PNoy , sec mar Roxas for being w/ sec Jesse all the way, not letting go til the end. Bicolanos salute both of you!" he said.

The oldest of the Villafuertes, Luis Sr., was earlier accused of being one of the reasons why the Ramon Magsaysay awardee for government service was not confirmed as interior secretary before he died.

A brother of the late interior secretary also said they were maligned by Luis Sr. while Robredo was still alive.

The Camarines Sur lawmaker has denied the allegations.

Bicolanos, Nagaueños react

The tweets of his grandson, meanwhile, have drawn flak from Bicolanos and Naga residents.

I just don't see the economic advantage of splitting them up...
economically, it should go the other way.. unlike Metro Manila.. it should just be one big city with just one central administration.

instead of making smaller regional economies, the country should promote provinces to have "economies of bigger scales."

For a small country, we have too much number of provinces. I guess politicians wants their own "territories". Dapat iniintegrate mismo yung mga magkakapangalan at pinagkaiba yung mga -del/sur, 'del/norte', oriental, occidental. At least kung ganun, mas maypag-asang maredistribute ang mga incomes. Tapos kung puede yung Cordillera gawin ulit isang probinsya. Total, iilan lang naman populasyon nila.

Joker opposes division of CamSur; says split to serve political families
Sen. Joker Arroyo on Tuesday opposed House Bill 4820 which seeks to divide Camarines Sur into two provinces, and creating the new province of Nueva Camarines.

"This is a case of gerrymandering and the Senate has a duty to see to it or to inquire whether there is gerrymandering," he said.

"[The bill will] provide feuding families in the province [with] the solution [that] instead of an election they will resolve [their feuds] by partitioning the province and assigning each other sections," he added.

But aside from this, Arroyo said he opposes the division of the Camarines Sur because it would reduce the province to a second class province.

"It is number 11 in the ranking in the Philippines. If we divide it, it will drop to 20, 21, 22. For someone who is a native of the province of course I'd...reject... the bill," he said. "No province in Luzon has ever been divided, this is a first," he added.

Senator Antonio Trillanes IV had also earlier said that there is no compelling reason to do divide Camarines Sur. He said it was an "unwise and risky move" which might set a "bad precedent" for future lawmakers.

HB 4820 was to be considered on the Senate floor on Tuesday after the committee on constitutional amendments, revision of codes and laws submitted its report on the measure.

But Senate local government committee chair Senator Ferdinand “Bongbong” Marcos Jr. blocked its consideration, saying his panel was the primary committee hearing the bill.

"It is not a simple matter to just recommend to the floor. We would like also make presentation of our findings," he said, adding that they will be ready with their report in six weeks.

Backers

In previous interviews, Camarines Sur Governor Luis Raymond “LRay” Villafuerte Jr. had likewise said that the attempt at manipulating the boundaries of the province was a political maneuver meant to ensure the poll victories of the its backers.

One of the “backers” is Gov. Villafuerte's father, Rep. Luis R. Villafuerte Sr. of Cam Sur's third district.

Rep. Villafuerte has said that he plans on running as governor in their province. But if CamSur is divided, he wouldn't have to run against his son. Rep. Villafuerte is on his third term as a congressman.

The main proponent of the bill in the House of Representatives is Arnulfo Fuentebella of Cam Sur's fourth district. The district would be part of Nueva Camarines if HB 4820 is passed into law.

Also supportive of the bill are Camarines Sur representatives Diosdado “Dato” Arroyo of the second district and Rolando Andaya Jr. of the first district.

Both Arroyo and Andaya had benefited from the creation of an additional district in Camarines Sur in 2010 as they were supposed to run against the other in a single district.

GMA Network, Inc. stockholders are in talks with interested buyer Philippine Long Distance Telephone Co., which is keen to acquire content producers to complement the telco’s move away from traditional call and text offerings and toward data services. -- AFP

GMA Network is looking to spend more than P200 million to establish two more originating stations in the Eastern seacoast of Luzon and in Mindanao, after already recently launching facilities in Ilocos Sur and Naga City this year.

These new satellite offices that are capable of mounting live shows will allow the broadcaster “to grow viewership levels, and grow revenues from those areas,” GMA Network President Gilberto R. Duavit told reporters in a briefing.

GMA Chairman Felipe L. Gozon, referring to ongoing talks for a possible sale to PLDT, said: “If you were in our place and you are not sure that the deal will push through, are you not going to the same?”
“Why make the future dependent on the buyer?” he added.

The official kapuso home in Bicol was inaugurated and blessed on Aug. 10 at barangay Concepion Pequena in Naga City. With a floor area of 1,000 sqm, the two-storey structure boasts state of the art facility, says AVP for Regional TV Oliver Amoroso.

From its lone studio on the ground floor will broadcast, starting on Sept. 17, GMA Bicol region's very first local newscast, "Baretang Bicol." The program will be an expansion of "Isyu," a two-year-old, locally produced public affairs program hosted by Elmer Caseles. It is envisioned to raise awareness of news emanating from the region as well as addressing the serbisyong totoo offered by the network to its local public.

WIDER REACH: GMA Naga is currently being seen on channel 7 but with the setting up of an originating station in Naga, GMA Bicol can now be seen in other areas of Legazpi, Albay, Camarines Sur, Catanduanes, Masbate and Sorsogon via GMA TV channel 12.

Network chairman Atty. Felipe Gozon estimates that with this expansion move, the network can now reach a total of more than 520,000 households within the region.

GMA has originating stations in Dagupan, Cebu, Iloilo, Davao. Opened in June 2012 is the originating station in Ilocos, based in San Vicente, Ilocos Sur.

VP for Regional TV Rikki Escudero hints that two more originating stations, one in Luzon, another in Mindanao, will be inaugurated within the year. These will be in addition to the existing satellite stations operating out of Bacolod, Cagayan de Oro and Gen. Santos cities.

VP for Regional Engineering Elvis Ancheta said that building GMA Bicol has a capital expenditure of 100 million pesos poured over, among others, microwave and satellite facilities. The station will also have its own ENG van to deliver news as it happens live.

The opening of GMA Bicol TV was highlighted by a Venice-inspired dinner party at Avenue Hotel in Naga on the same night. The event, attended by city officials and local businessmen, was made more momentous by performances from GMA artists Mark Herras, Rochelle Pangilinan, La Diva, and Rachelle Ann Go.

Naga City eyes August 18 as 'Jesse M. Robredo Day'
The late Interior Secretary Jesse Robredo may soon be commemorated in his native Naga City every August 18, the day of his death in a plane crash, if a proposed city ordinance is passed.

Naga City Mayor John Bongat said they are taking up an ordinance that would declare the date "Jesse M. Robredo Day," radio dzBB reported Wednesday.

Robredo died on August 18 when the plane carrying him crashed into the sea off Masbate. The crash also killed the plane's pilot and co-pilot.

Bongat was also quoted in the report as saying the city is planning other prospective ordinances include renaming the Naga City Coliseum to the Jesse M. Robredo Memorial Coliseum, the report said.

Robredo was cremated Tuesday following a state funeral led by President Benigno Aquino III in Naga City.

For a small country, we have too much number of provinces. I guess politicians wants their own "territories". Dapat iniintegrate mismo yung mga magkakapangalan at pinagkaiba yung mga -del/sur, 'del/norte', oriental, occidental. At least kung ganun, mas maypag-asang maredistribute ang mga incomes. Tapos kung puede yung Cordillera gawin ulit isang probinsya. Total, iilan lang naman populasyon nila.

The controversy over House Bill 4820, which seeks to create the new province of Nueva Camarines, also prompted a warning from Senator Joker Arroyo against creating another “headache” and worsening the animosity between the Villafuertes.

The Senate row was sparked by Santiago’s filing the report of the committee on constitutional amendments, which she chairs, on HB 4820 ahead of the primary body tackling the measure, Mrcos’ committee on local government and urban planning.

Santiago’s bid to have her committee’s report included in the official business of the Senate, which would have led to deliberation and voting on the bill, was immediately opposed by Marcos.

“How can a secondary committee file a committee report ahead of the primary committee?” Marcos asked.

Senate Majority Leader Vicente Sotto nipped the tiff in the bud by ruling, on behalf of the committee on rules, which he chairs, to set aside Santiago’s report.

He said the notice Marcos served in a letter, that he would be filing a separate committee report on HB 4820, made the setting aside of Santiago’s report “automatic.”

There was also no opposition to Sotto’s motion to prioritize the recommendation of Marcos’ committee on the bill proposing the creation of Nueva Camarines.

Arroyo, who also opposed Santiago’s move, said: “May I remind this chamber that the only result in approving the measure is creating a deeper division among the members of the feuding family over the proposed bill.”

He also cautioned the Senate against gerrymandering, or the manipulation of the geographical boundaries of an electoral constituency to give the political advantage to a particular party.

Aside from Santiago, those who signed her report were committee vice chairman, Senator Edgardo Angara, Senators Franklin Drilon, Francis Pangilinan, Manuel Lapid, and ex-officio members Sotto and Senate President Pro-Tempore Jose Estrada.

Those who refused to sign the report were Senators Manny Villar, Panfilo Lacson, Antonio Trillanes IV, Aquilino Pimentel III, Alan Peter Cayetano and Marcos.

While "labi" is both Bikol and Tagalog to refer to lip, they are pronounced differently. Bikol "labi" is accented in "i" while in Tagalog it is not.:)

It is indeed very ironic that our beloved Joker is preaching the senate on gerrymandering which few years back he conveniently disregarded and spurned in pushing for the creation of a new district in the province to favor the son of the sitting president. Now he finds himself on the other side of the fence and suddenly remembered that there is such a thing as gerrymandering. :ohno:

Crucify these feuding family in the next local elections. They are feuding because of putting their personal interest ahead that of the people. :bash:

Robredo tomb in Naga visited by family, residents
Family members and residents visited Wednesday morning the tomb of the late Interior Secretary Jesse Robredo, a day after laying him to rest at a memorial park in Naga City.

Robredo's widow and three daughters visited the tomb at the Eternal Gardens Memorial Park at 10 a.m. and stayed for 20 minutes, radio dzBB reported.

Robredo nearly quit after Manila hostage crisis

MANILA, Philippines - A close ally revealed the late Interior and Local Government Secretary Jesse Robredo nearly quit after the 2010 Manila hostage crisis that killed 8 people at Rizal Park.

Speaking to ANC, Naga City Vice Mayor Gabriel Bordado Jr. said Robredo was traumatized by the incident since he had just been appointed to the Department of the Interior and Local Government.

"The darkest moment in the public service of Secretary Jesse was the time in the aftermath of the tragic hostage-taking incident in Luneta. Talagang masamang-masama ang loob ni Secretary Jesse nung panahong iyon," he said.

"Napakasakit po sa kanya...He was contemplating on resigning. I was telling him 'That would be the honorable thing to do.' But I also said 'How will you recover? Paano mo maipapakita sa buong Pilipinas at sa buong mundo na talagang magaling ka?'"

Robredo had just been appointed DILG Secretary when the Manila hostage crisis took place on Aug. 23, 2010. In the incident, a dismissed police officer took hostage a bus full of tourists and demanded that he be reinstated. He later shot at his hostages before he was gunned down by government authorities.

An investigation later showed that Robredo was not in charge of the police since control was placed on his subordinate, DILG Undersecretary Rico Puno.

In the interview, Bordado said the people of Naga City did not believe that Robredo was responsible for the failed rescue attempt on the bus hostages.

He said that if Robredo were given the chance, "he would have gone onboard the bus and negotiated with the hostage-taker" in the same way that he reassured his constituents in Naga City during times of disaster.

"Halos lumuha po si Secretary nung nag-uusap kami sa vehicle. Sabi ko 'lumaban tayo. He said: 'Oo, Gab. We'll do it, we'll do it,'" he recalled.

The vice-mayor said Robredo consulted his family and other close friends before deciding that he would stay at the DILG despite being blamed for the Manila hostage crisis.

"He plodded on, without caring what he was hearing. His working relationship with PNoy bloomed because he was able to show that he is good at his work," he said.

"He managed to recover from the trauma of the hostage-taking. He was telling the public he was really out of the loop. Ironically, after 2 years, everybody wants to be in Jesse's loop," he added.

Robredo and 2 pilots died in a plane crash last August 18

Bicolano senator says bill dividing province benefits only political clans
A senator has called for an investigation of what he said were gerrymandering tactics that he said were seen in a bill dividing Camarines Sur into two provinces.

Sen. Joker Arroyo, a native of Camarines Sur, asked the Senate to investigate whether the bill seeking to divide the province into two and create a Nueva Camarines was just an attempt to gerrymander the province, or create new political districts to benefit the bill’s proponents.

Arroyo and Sen. Franklin Drilon raised questions on the inclusion of the bill in the Senate’s calendar last Tuesday which surprised them since the senator in charge of the calendar, Vicente Sotto III, had announced that Tuesday would be the day he delivers a privilege speech to counter charges that he plagiarized material he used in a previous speech against the reproductive health bill.

“This is a case of gerrymandering and therefore the Senate has a duty to see to it or to inquire whether there is gerrymandering,” Arroyo said.

“To provide feuding families in the province the solution [to their conflict], instead of [settling it in] an election, [they] resolve it by partitioning the province and assigning … sections to families,” the Bicolano senator said.

Sen. Ferdinand Marcos Jr., chair of the local government committee, said he has prepared a committee report but is now drafting a new one because of the new inputs he received from camps pushing for and opposed to the bill.

He said he foresees lengthy debate on the Nueva Camarines bill.

Arroyo said the move to insert the bill in the Senate agenda without completing requirements was an attempt to “impair” Senate rules.

Arroyo warned that previous attempts to divide “big” provinces in Luzon may have succeeded in Congress but were rejected by the people in plebiscites.

He said splitting Camarines Sur could further drag the province down the list of progressive provinces.

Senate President Juan Ponce Enrile had dismissed the brouhaha over the Nueva Camarines bill saying the Senate’s job to pass it was just “ministerial.”

Marcos, however, said he needed to study the bill closely because of the strong reactions it elicited from people who would be affected by it.

Under the rules, a local bill emanates from the House and needs the concurrence of the Senate before the President signs it into law.

Once given Malacañang’s nod, the law would be subjected to a plebiscite where the people of Camarines Sur would be asked whether they agree to carve the area to be called Nueva Camarines from the existing Camarines Sur. I heard in the radio this morning that there are some who are pushing for the Naga City Coliseum to be Jesse M. Robredo Memorial Coliseum. What do u think guys?

I prefer the City Hall administrative building, as Sec. Jess is kown for good governance. The building itself symbolizes governance and the fact that it houses the 2 decades of Sec. Jess fruitful service to the Naquenos.

What was originally intended as a morale booster has become a farewell letter to troops of the Philippine National Police urging them to take the straight path, or daang matuwid, outlined by the Commander in Chief.

“Gone are the days of secondhand helicopters and irregular repairs of V150s which led to the loss of millions of pesos that were supposed to improve the welfare of policemen,” said a letter written by Interior Secretary Jesse Robredo before he died in a tragic plane crash on August 18 off Masbate.

“We are stricter now because it is time for ordinary policemen to get the funds intended for them,” said the letter to P/Insp. Joie Lubrido Alcasarin, who was assigned in San Miguel, Zamboanga del Sur.

Stricter rules

“You should have had more bullets, new uniforms and shoes, and vehicles if there was no corruption. You should have benefited from these funds which were really intended for you and your office.”

A copy of the letter in Filipino signed by Robredo under the Department of the Interior and Local Government (DILG) letterhead was sent by fax to the Philippine Daily Inquirer Wednesday.

It is indeed very ironic that our beloved Joker is preaching the senate on gerrymandering which few years back he conveniently disregarded and spurned in pushing for the creation of a new district in the province to favor the son of the sitting president. Now he finds himself on the other side of the fence and suddenly remembered that there is such a thing as gerrymandering. :ohno:

Crucify these feuding family in the next local elections. They are feuding because of putting their personal interest ahead that of the people. :bash:

I am not up to date with CamSur politics but Joker's support for an additional district was not bad for CamSur. That the district was a gift to the Arroyos was bad. But CamSur having an additional weight in Congress is good.

What?! Impair the senate rules? Senator Joker must again be joking. It's happening in the Senate everyday. The brouhaha in the senate about this bill is that Nationalista party is taking side in support of their embattled member who is the encumbent governor of the province. Not because of principles but of politics. The senators should listen to their Senate President. Enrile is correct. The Senate approval on this issue is only ministerial. I wonder when was the last time the Senate took special interest and spent time and resources deliberating on a bill of local application. :ohno:

So, do not be surprised if the Senate eventually pass this measure. What is good in what's happening in the Senate is it is delaying the process and subverting political timelines of the Fuentebellas.

That Naga City is maintained free of jueteng and other forms of illegal gamblings.

That Naga City is free from illegal drugs and bawdy houses.

That the Naga City police are enforcing laws and maintaining order in the city.

That City Government officials are not engaged in any form of corruptions.

That every Nagueno is showing his concern and actively participating in local governance and voting wisely in every election.

That every Nagueno is engaged only in lawful activities and observing simple traffic rules and obeying city ordinances.

These should be the MONUMENTS we should build and maintain in Naga more than physical structures if we really honor Jess's legacy. Certainly, Jess will not like these monuments and buildings and roads named after him if he were alive. He even prohibited local officials and DILG staff to spend money for tarps and signs bearing his name when he visit. :)

Camarines Sur Governor Luis Raymund (LRay) Villafuerte, who has filed graft charges against key provincial officials, now finds himself facing plunder charges.

Former Camarines Sur Vice Governor Mariano Trinidad on Monday filed plunder and other charges against Villafuerte, his wife and two sons, and six others with the Ombudsman for allegedly defrauding the provincial government of some P104 million.

“It’s my duty as a citizen to expose graft in government,’’ the 80-year-old Trinidad, who served as vice governor from 1968 to 1972, said in an interview. He maintained that he was acting alone, and was not a dummy for Villafuerte’s rivals.

Trinidad alleged that Villafuerte used his position to amass wealth and, in connivance with other officials, defrauded the government of P104,500,000.

Also named respondents were Villafuerte’s wife Lara Maria, sons Miguel Luis and Julio Mari, provincial treasurer Leticia Aliorde, budget officer Mario Alicaway, provincial accountant Teresita Genova, Vida Reyes, Ann Tiongco and Kris Daniel Reyes.

In his complaint, Trinidad alleged the provincial government transferred in 2006 at least P18.9 million to a tourism foundation, the Camsur Kaogma Foundation Inc., of which the governor, Aliorde, Alicaway and other officials were incorporators.

The amount, remuneration to the Kaogma Foundation for the holding of the Kaogma festival, was not liquidated because it benefited a foundation, he said in the interview.

“While the amounts involved in these transactions are already mind-boggling, the circumstances surrounding the foundation and its dealings with the provincial government would prove to be more offensive to the sensibilities of Camarines Sur,’’ he said in the complaint.

In 2008, the government paid Post Ad Ventures P8.9 million, and Fookien Times P4.2 million to promote the Koagma Festival without conducting a “preprocurement conference” in view of the steep fees demanded by the two promoters, Trinidad said.

He added that the provincial government also contracted Post Ad Ventures for a fee of P9 million to be a consultant for the 2008 World Wakepark Championship without a project procurement management plan and a public bidding, among other things.

Trinidad also alleged that the provincial government purchased a 50-foot passenger ferry from Propmech Corp. for P15.9 million in 2006, but it turned out that its engine was not brand new.

Propmech replaced the engine. He said the provincial government issued an advance payment of P7.9 million to Propmech despite its display of bad faith.

personal na motibo yka nga, ako dati ng habo ki Villafuerte, kaso isay man iba pang bobotohan, tama ka sir garz, he did something for CamSur, but then side by side he kept his own pockets full and even overflowing.

Let the JMR in each and every Camarinesense rule!!! So that CamSur will be free from TRAPOS!

MANILA, Philippines - The Senate leadership is in a quandary on what to do with a bill proposing to split Camarines Sur into 2 provinces.

"Mas masakit ang ulo ko sa CamSur bill kaysa [Reproductive Health Bill]. RH bill maliwanag stand ko eh pero yung Camsur, mabigat. There are opposing sides and Senate President [Juan Ponce Enrile] and I are caught between the devil and deep blue sea. I'm not saying which is which," Senate Majority Leader Vicente Sotto III said.

House Bill 4820 proposes the creation of a new province called Nueva Camarines out of Camarines Sur. The proposal has caused a rift between CamSur 3rd District Rep. Luis Villafuerte and his son, CamSur Governor LRay Villafuerte.

At least one senator, Antonio Trillanes, has opposed the measure, saying there is no compelling reason to split the province.

Sotto said the Senate committee on constitutional amendments and revision of laws, headed by Sen. Miriam Defensor Santiago, has already filed its report on the measure.

Tsinelas (rubber slippers) or flip-flops (zori, thongs) is a simple type of open-toed footwear typically worn in casual situations, outside or at the beach. They consist of a flat sole held loosely on the foot by a Y-shaped strap that passes between the first and second toes and around either side of the foot. Inevitably, there is a band between the big toe and the other toes.

The name “flip-flop” originated from the sound that is made by slapping between the sole of the foot and the ground when walking. They became popular in casual settings during the 1960s, 1990s, and 2000s, and some branded varieties like Sanuk®, Havaianas®, and Crocs® have even found their way among high-end users.

In Naga City, the Tsinelas or what I will refer to as the grassroots politics was effectively practiced by then mayor Jesse M. Robredo for almost two decades. It is not uncommon for Jess to visit the far-flung barangays, attend official functions, and hold office in tsinelas. He was not only comfortable with this footwear, but it also made the ordinary folks relate to him. His simple ways and being accessible to the masses endeared him to his constituents.

Let me characterize the tsinelas or grassroots politics by the following description of the tsinelas in the preceding paragraphs which are in bold letters: “simple” “open” “a band between” “slapping between the sole of the foot and the ground when walking.”

Jess mastered these basic principles on governance, and walk the talk while in public service. His treading the “Matuwid na Daan” of the PNoy government is exemplified with his simple lifestyle. He is honest, transparent, and prudent in spending public funds because of he is morally upright and has integrity.

This morning, we passed Ordinance No. 2012-043 naming the city coliseum as the Jesse M. Robredo Coliseum. Last night, Mayor John Bongat and I conferred with Atty. Leni Gerona-Robredo regarding the establishment at the City Hall of the official repository of Sec. Jesse's memorabilia and the re-naming of the Naga City Governance Institute into the Jesse Robredo Governance Institute.

Mar Roxas is DILG chief, sources say

MANILA, Philippines - President Aquino is set to appoint Transportation and Communications Secretary Manuel Roxas II as the next chief of the Department of the Interior and Local Government (DILG), replacing Jesse Robredo who died in a plane crash last Aug. 18, reliable sources said yesterday.

To take over Roxas’ post at the Department of Transportation and Communications (DOTC) is Liberal Party colleague Cavite Rep. Joseph Emilio Abaya, sources also said.

The sources said the President himself called Roxas yesterday morning to tell him about his decision.

They said Roxas had been Aquino’s first choice all along as Robredo’s replacement.

Abaya had also been informed of Aquino’s decision but had not yet met with the President as of press time yesterday.

According to sources, the President wants Roxas to take over Robredo’s post because the DOTC chief has the capability and integrity to continue the reforms in the DILG.

But as Sec. Jess said "hindi kailangang matino ka lang, kailangang magaling ka rin". Sec. Roxas has only integrity but does not have capability to handle DILG.

Joseph Emilio Abaya
Education:Jun finished his elementary education from the De La Salle University in 1979. During his secondary schoolyears, he was a consistent honor student at the Philippine Science High School that he became a University and College scholar of the University of the Philippines where he took his engineering studies. While in UP, Jun took and topped the entrance examination for the Philippine Military Academy that he was sent by the government to the US Naval Academy (USNA) in Annapolis, Maryland, USA where he earned his Bachelor of Science degree in Mathematics (1988) with distinction of being a consistent Dean's Lister in all the semesters he was there. Jun then proceeded to Cornell University in Ithaca, New York, USA and completed Master's degree in Electrical Engineering (1989 - he was also a fellowship awardee).
He thought it fit to prepare himself further as a lawmaker that he studied law. He received his Juris Doctor degree from the Ateneo de Manila University, School of Law in April 2005. He was admitted to the Philippine Bar in 2007.

3 senators oppose bill splitting CamSur province—Sotto

MANILA, Philippines—Senate majority leader Tito Sotto on Thursday claimed that three senators have indicated plans to oppose the bill carving Nueva Camarines province from the existing Camarines Sur.

Sotto named these colleagues as Senators Sergio Osmeña III, Antonio Trillanes IV and Joker Arroyo, a native of Camarines Sur.

While the Senate awaits the report to be submitted by local government chairman Ferdinand Marcos Jr., Sotto said he was already gearing for a “difficult” period of interpellation that would follow once Marcos delivers his sponsorship speech.

At the weekly Kapihan sa Senado, Sotto said that Trillanes had already expressed “displeasure” over the aggressive lobbying of Camarines Sur Representative Luis Villafuerte to have the bill approved.

Sotto said Trillanes questioned Villafuerte’s presence in an all-senator caucus called by Senate President Juan Ponce Enrile earlier this month where the Nueva Camarines bill was on the agenda.

While Sotto explained Villafuerte’s presence as “a matter of parliamentary courtesy,” Senate insiders noted that outsiders are not allowed in these meetings.

Shortly after the caucus, Trillanes’ office released a press statement citing various experts and organizations opposed to the division of Camarines Sur.

Arroyo earlier questioned the inclusion of the Nueva Camarines bill in the Senate session agenda last Tuesday.

Arroyo and Sen. Franklin Drilon warned then that Marcos’ committee, as primary panel in charge of studying the division of Camarines Sur, had yet to submit his report.

Marcos, in an ambush interview, complained of “pressure” from proponents either supportive or opposed to the measure.

Marcos would not categorically state whether he would endorse the bill but noted that studies commissioned by his committee revealed that the two new provinces would face varied economic and infrastructure challenges if Camarines Sur is sliced in two.

“We cannot force Senator Marcos to fastbreak the report,” Sotto stressed.

“The CamSur issue actually gives me a bigger headache than the reproductive health bill. Because of the opposing sides, the Senate President and I are caught between the devil and the deep blue sea,” Sotto admitted to reporters.

Sotto as majority leader has the authority to schedule debates on Senate bills.

He was supposed to deliver the last of a series of speeches against the RH bill Tuesday but gave way to the discussion of the Nueva Camarines bill, which was eventually thwarted by Arroyo and Drilon.

Sotto warned that time constraints are bearing down on the Senate and Nueva Camarines lobbyists.

Congress has nine session days left until mid-September before it goes on a two-week break.

Villafuerte and other lobbyists want the Senate to pass the bill before the break so that politicians wishing to run for public office in the two provinces could register as candidates from October 1 to 5 as set by the Commission on Elections.

But before they can register, the Nueva Camarines bill still has to be signed into law by the President. A plebiscite must also be set before October to allow the people of Camarines Sur to decide whether they want the province divided.

No, this is not about the movie “Troy” and Brad Pitt’s famous line after quickly dispatching the champion of an opponent’s army. This is a question thrown out there, in the hope of finding a worthy replacement for the fallen DILG Sec. Jesse Robredo. I offer this challenge. Can you count with the fingers of both your hands, mayors all over the country that could approximate that of a Jesse Robredo? A mayor who was able to turn around his city from third class to first class in a span of only two years in office! An amazing feat by any standard! After just five years into his second term, around ten thousand families became owners of their own land, and were even helped to build their own homes! Naga City’s revenues rose to four hundred million in the eighteen years that Robredo was in office! All barangays in Naga have their own pre-school day care centers to care and educate the young, thereby allowing the mothers to work and augment the family income!

The less fortunate have always been close to Jesse Robredo’s heart. He once said that if the poor were to become more self-sufficient, the economy would be a lot more vibrant, and the rich would even become richer. Such was his vision. Something good for everyone. He also catered to the needs of the small businesses and entrepreneurs, by removing the red tape that is so prevalent, even commonplace in city halls all over the country. He advises those applying for business permits that if they were being solicited from by any of his employees, they should report them to him right away! This is the reason businesses prospered in Naga City. Naga almost looks like any other major city in the country, even Metro Manila!

From the looks of it, Jesse Robredo had no intentions of enriching himself while in public office. He lives with his family in a modest three-story apartment with a very small living room. If they had to entertain more than four visitors, they would have to do it outdoors! They were planning to have a small room built at the ground floor, to serve as their retirement home!

Jesse Robredo also pioneered the Citizen’s Charter, a book given to almost ever household and business establishment in Naga. The book shows all the procedures and requirements a citizen should need from City Hall. All the steps are outlined, all the requirements printed. Should one need a business permit, all he has to do is consult the Charter and everything is there. Even the length of time a particular step takes is outlined. If it’s taking too long, you can already complain! Even the concerned persons are listed, depending on your need! No more red tape! Every year, a new edition of the Charter comes out! All this, he implemented on his own. Amazing!

In the eulogies delivered by the different members of President Aquino’s cabinet, all of them extolled Jesse Robredo’s traits and how everyone in public office should emulate him. A person with no intentions of enriching himself, nor crave for power while in public office. Those with dark and malignant intentions were probably choking on their own spit as they were listening to the praises and accolades for Robredo!

So I challenge you. Assess your mayor or governor. Did he somehow become richer while in office? Is he arrogant, only becoming “human” in times of elections or when media is covering him? Did life become better under his term? Is he or she free from any investigation of anomalies, especially those concerning public funds? How are the services in your city hall? How is the garbage collection? Crime rate? Have businesses flourished?

These are the standards set by Jesse Robredo. He did not set the bar high. He just followed what is right. Which is more than I can say for some incumbent officials, who are nothing but arrogant, self-serving, corrupt and so full of themselves, drunk by the powers that their offices have given them.

So I say again, is there no one else?

A dog swimming in the waters! The waters that seem to have carried the wreckage of the plane that had Jesse Robredo closer and closer to the coastline! So goes talk by local folk.

That is easy to dismiss if one is not familiar with miracle tales of Our Lady of Peñafrancia in Naga. One of them, about a dog. In the 1700s, when the first diocesan priest ordained in Naga, Padre Miguel, sought to build a chapel in her honor by the sea, he traveled high and low to involve the natives—their choicest nipa and strongest bamboo, their artisan’s artful woodcarving skills and to his surprise, a dog to represent all animals who help them in the mountains, the farms and the seacoast.

How could he have done all that? Old folks remember stories passed through generations that Padre Miguel had shared to the natives how he and his family prayed fervently before Our Lady’s image so that he may be healed from a terminal illness, and so he was. So he wanted to share Our Lady with them by building a chapel with her blessed image so they, too, may be healed if they pray fervently. Then, when the chapel was almost done, and Our Lady of Peñafrancia carved on wood, with hundreds of natives keeping watch, to this priest’s shock, they brought in a dog wagging his tail, slit the dog’s throat in one swift swoop, and then used the animal’s fresh blood to paint the robe of Our Lady. Then they threw what they all thought was a carcass of a dog to the sea. But lo and behold, the dog started swimming in the water—alive! And even to this day when there are accidents during fluvial parades, some say they see the dog swimming the waters where there are those rescued alive and those whose remains are brought to their loved ones, starting a process of healing.

So what did this 18th century dog see? Did the dog see anything like what Malcolm Gladwell’s dog saw? Remember Gladwell’s account of Cesar Millan, the dog whisperer, was sought out to turn their monster-dogs to loving pets. He was one to put the dog in his/her place in the vast sea of humanity. “Enough of dogs attacking humans and humans not really blocking them.” And what about the August 21, 2012 dog that some old folks saw swimming near the wreckage that was washed to the coast, carrying a servant leader—lifeless in body, yet fully alive in memory? What did that dog see? A prayerful man at peace with his God, “ready to go anytime?” And Our Lady of Peñafrancia who intercedes for the living he has left behind to endure the ravages of nature and of the heart? This dog was nothing like the dogs of Malcolm Gladwell.

As the Catholic world prepares for the 50th anniversary of the Second Vatican Council, Pope Benedict XVI would say all Catholics with a capital C need to make a renewed effort to be catholic with a small c. The better to mingle with the natives and the dogs in economies ravaged by nature and misplaced nurture. In the International Forum of Catholic Action last week, the Holy Father did say: “Co-responsibility requires a change of mentality, particularly regarding the role in the church of the laity, who should not be considered ‘collaborators’ of the clergy, but people who truly are co-responsible for the being and action of the church.” The church of the laity is what we dogs of war saw in Naga and hope to see more of.

After all, Catholic laity have a “style” of engaging people of all persuasions and nature: in Lumen Gentium, this “style” of the church is “familial.” Pope Benedict XVI describes this further as “mature and committed laity, able to make its specific contribution to the mission of the church to bring hope to the world…[through their] prayer, study, active participation in ecclesial life, [and] with an attentive and positive gaze upon the world in a continuous search for the signs of the times.”

Faster Cebu Development Moves Sought

CEBU CITY (PNA) — Cebu needs to move fast in planning and implementing projects, otherwise it will be overtaken by other key cities in the country, a top business leader said.

Cebu Business Club president Gordon Allan Joseph said Cebu needs to know that other key cities in the country are growing fast.

“Everyone wants to compete with Cebu,” said Joseph.

He identified Bohol and Camarines Sur as Cebu’s closest competitors in terms of tourism.

He also cited other cities like Naga, Makati and Quezon and the Calabarzon region as areas undergoing improvements in terms of transparency and good governance.

Joseph stressed the need to double the effort in transforming Cebu into a “mega city” to sustain its footing as an ideal place to live and do business in.

Joseph, who is also a private sector representative to the Metro Cebu Development Coordinating Board (MCD-CB), said they are currently working on the flood drainage masterplan for Cebu.

SA buong Pilipinas, mabibilang kaya sa mga daliri ang mga mayor na singtapat ni Robredo? Mayor na sa loob lamang ng dalawang taong panunungkulan ay naiangat na ang estado ng kanyang siyudad mula 3rd class city sa 1st class city! Halos di kapani-paniwala! Pagkatapos lamang ng limang taon sa kanyang ikalawang termino ay halos 10,000 pamilya ang nabigyan ng sariling lupa at natulungan na magtayo ng sarili nilang bahay. Ang kinikita ng Naga City ay umakyat ng P400 milyon dagdag sa loob ng 18 taon na siya’y mayor. Lahat ng barangay sa Naga City ay may pre-school day care center na angat ang kalidad ng pagtuturo sa mga bata. Para nga naman makapagtrabaho ang mga nanay at makaambag sa kinikita ng pamilya. Mahalaga kay Robredo ang mga mahihirap. Ang sabi nga niya ay kung aangat sa buhay ang mga mahihirap, mas marami rin ang yayaman at yung mayayaman ay lalo pang yayaman. Kaya nga raw kailangang magsimula ang tulong mula sa pinaka-ibaba. Balita ko may nagtanong nga raw diyan, na nataon ay heredero ng kalaban sa pulitika ni Jesse Robredo, kung ano ang nagawa niya’t laman daw ng halos lahat ng balita! Anong masasabi mo ngayon?

Kahit sa maliliit na negosyante, malaki ang nagawa ni Robredo. Mahal siya ng mga negosyante sa Naga. Ang unang sasabihin daw ni Robredo sa lahat ng nag-aapply ng business permit doon ay ‘‘Walang lagayan dito. Kung may magpapahirap sa inyo dito sabihin ninyo kaagad sa akin”. Kaya lumago ang negosyo roon. Kapag lumibot ka ng Naga ay para ka na ring naglibot sa Sta. Rosa sa Laguna o kahit Quezon City. Di malayo sa Metro Manila ang itsura. Halos lahat ng gusali sa Magsaysay Avenue ay may malalaking tarpaulin na nagbibigay pugay, pasasalamat at pagpaalam kay Robredo.

Tila talaga pumasok si Jesse sa pulitika na walang kabalak-balak magpayaman. Ang tinitirhan nila ay isang tatlong palapag na apartment na maliit ang sala. Ang balak pa nga raw ng mag-asawa ay magpagawa ng maliit na kuwarto sa ibaba bilang paghahanda sa kanilang pagtanda. (Itutuloy)

Bongat’s EOs to boost Naga’s business-friendly atmosphere

NAGA City Mayor John G. Bongat has issued last July 27, this year, Executive Orders 2012-016 and 2012-017 with a view to reduce bureaucratic red tape in the delivery of services to the constituents and to make such services more efficient and graft-free.

The twin orders are expected to pave the way for enhanced business registration procedures and effective operations by a combined team to inspect business enterprises operating in the city.

In issuing EO 2012-16, Bongat cited the lack of personnel and coordination and the conduct of separate and uncoordinated inspections by different regulatory offices involved in the regulation of business establishments that “unduly cause delay in the processing/renewal of business permits/licenses.”

He observed that “such delays do not only create an unfriendly environment for business operators but show an unsystematic and inefficient delivery of service” on the part of the government which therefore opens opportunities for graft and corruption.

eGov Awards named in honor of Robredo; ‘Search’ extended

The National ICT Confederation of the Philippines (NICP) is adopting the “Jesse Robredo Award of Excellence in ICT for Good Governance” as the official name for the 1st eGov Awards for Local Government Units 2012.

E. Daniel A. De Leon, president of ICT @ Bicol Council, said the idea is one way of giving honor to the late Interior and Local Government Secretary who introduced various IT-based governance programs and innovations when he was the city mayor of Naga.

During the awarding ceremony on November 23 this year, NICP intends to pay tribute to Robredo, for being an exemplary mayor of this city who championed the use of information and communications technology (ICT) to enhance the delivery of services to the public and to ensure efficiency, transparency, and accountability.

NICP chair Jocelle Batapa-Sigue said Robredo’s strong support for the project as head of DILG made it possible for NICP and Cyber City Teleservices Philippines to launch it with the goal of obtaining equal number of awardees from Luzon, Visayas, and Mindanao.

Robredo has been in the forefront of encouraging local government units across the country to participate in eGov Awards.

Top anti-crime crusader tells about JMR, ghost towns, and kidnappings

NAGA CITY — Anti-crime crusader Teresita Ang-See couldn’t help but recall triumphant moments with the late Secretary Jesse Robredo of the Dept. of Interior and Local Government who was a “staunch supporter” of the Movement for Restoration of Peace and Order (MRPO).

Ang-See, founding chairperson of the civil society’s leading anti-crime group, first met the secretary when he was the mayor of this city, with whom she had coordinated for the release of a kidnap victim here.

In an exclusive interview, Ang-See recalled how accessible and accommodating Robredo was apart from being a hands-on government official, giving personal attention to or taking personal control on matters that demand immediate and thorough actions.

She said Robredo reported the incident to the police, closely monitored the progress of the case, and made his presence always felt by the victim’s family whom he consoled and gave advice to.

Ang-See was in this city last week along with MRPO Chairman Ka Kuen Chua to pay their last respects to the Secretary who passed away August 18, this year, in a plane crash.

“One day is not enough to recollect our wonderful experiences with him,” said the 63-year-old anti-crime crusader. Robredo, she pointed out, was instrumental in the release of a kidnap victim in Cotabato City two weeks before his death.

Funeral fit for a hero

NAGA CITY — Lea Marcelo, a teacher from Pili, Camarines Sur who lined up with thousands more of people as the bier of the late Interior Secretary Jesse M. Robredo moved out of the compound of the Basilica Minore, saw the funeral a phenomenal one fit for a hero.

“This is a manifestation of the greatest love to our Secretary,” she told the Bicol Mail as the cortege moved in slow cadence even as the 19-gun salute boomed in the background at 12:23 noon Tuesday.

She viewed that the love for Robredo were seen through some melancholic expression, some controlled and some demonstrative of the people who came and paid their last respects to the late secretary.

“We can’t help but shed tears yet only God knows the reason for such a great loss of a real man and hero,” Marcelo said.

As Robredo’s bier mounted on an open truck decked with white and yellow flowers passed by, people waved their hands and shouted goodbye to the well-loved son of Naga City.

7 senators endorse New Camarines bill

NAGA CITY—With 242 amendments, Sen. Miriam Defensor Santiago, who chairs the Senate Committee on Constitutional Amendments, Revisions of Codes and Laws, and six other senators have recommended for approval on Aug. 16, 2012 House Bill (HB) 4820 that carves out the Nueva Camarines province from the two-city, 35-town Camarines Sur province.

Posted on the Senate website on Aug. 22, 2012, Santiago and vice chairperson Edgardo Angara and regular committee members Senators Franklin Drilon, Manuel “Lito” M. Lapid, and Francis Pangilinan had affixed their signatures to the approval of HB 4820 with amendments.

But of the six regular members of the Committee on Constitutional Amendments, Revisions of Codes and Laws, four of them did not affix their signatures including Senators Ferdinand Marcos Jr., Panfilo Lacson, Antonio F. Trillanes IV, and Aquilino Pimentel III.

Unified Peñafrancia task force reconvened

NAGA CITY — The Archbishop of Caceres, Most Rev. Leonardo Z. Legaspi, Naga City Mayor John G. Bongat, and representatives of various law enforcement agencies, including the local media and services/support groups, including major public utility agencies such as the DPWH, Casureco II, and the Metro Naga Water District yesterday, August 29, formally signed the memorandum of agreement reactivating the Unified Command Center (or Joint Operations Center, or JOC), in preparation for this year’s celebration of the Peñafrancia fiesta.

The MOA also enumerates the corresponding tasks, duties and responsibilities that the participating agencies will carry out to ensure peaceful, orderly, and memorable celebration of the fiesta.

Held every September, the fiesta is an enduring festive tradition for devotees and pilgrims to honor Our Lady of Peñafrancia which incidentally this year also commemorates the 130th year of the devotion to the Divino Rostro (the Holy Face of Jesus) and anticipates the celebration of the Year of the faith this October 2012.

After having written all and extolled all that ought to eulogize the death of a man whose worth was compulsive to recall and to remembering, the government led by President Aquino staged a State Funeral for the interment of the late Jesse M. Robredo, 54, on August 28, 2012. The President at the same time granted the Secretary of the Department of Interior and Local Governments a posthumous Presidential Legion of Honor, the nation’s most prestigious award for Filipinos who served well the ideals and aspirations of the country and people. All the rave review this government can afford to garnish the dead with a banner funeral service and lasting departure from this world had thus been accomplished.

Malacanang officials and the Military even went to the extent of transferring to the Palace—some 500 kilometers distance from Naga City—the Robredo remains for two days, last August 24 to 25, in order to give Metro-Manila residents and other government officials their last glimpse of the remains of Jesse Robredo. To our memory, very seldom indeed, or maybe, it is just now that a Bicolano public official who died in the service had been accorded with such nationwide consciousness and concern. The other Bicolano big names who died years ago that drew national focus were the late Executive Secretary Ramon Diaz of Naga City, the late Budget Secretary and later Senator Dominador Aytona of Albay, the late Wenceslao Vinzons, Jr., of Camarines Norte, and most recently the late Agriculture Secretary and later Congressman Sonny Escudero of Sorsogon, the father of Senator Chiz Escudero.
