Wow! I did not realize we have these much choices for dining in Naga from turo-turo to fastfood to fine dining. Nobody should worry to get hungry while in the city.
If Bicol has no Dining Capital yet, definitely Naga should be it.

The Bicol Association of Catholic Schools (BACS) has issued a statement declaring its opposition to the scheduling of the traditional Military Parade during the days of the Peñafrancia novena.
The BACS' statement was a result of the meeting of BACS representatives last June 18 in Naga; the meeting was part of the Catholic schools' efforts "to discern ways and means to preserve and enhance the devotion to Ina."
In their statement, the signatory schools were unanimous in declaring "that a Military Parade has relevance neither to the celebration nor to the enhancement of the Devotion to Our Lady of Peñafrancia."
They added that because of the above, the Military Parade "should not be scheduled within the Novena to Our Lady of Peñafrancia."
The BACS schools further urged that "the Military Parade be scheduled outside of the Novena on such a civic holiday as Naga Charter Day or on Philippine Independence Day."
The schools also stated that should the Military Parade be scheduled during the Peñafrancia Fiesta week, they would boycott it.
Similarly, the said schools also disapproved of plans to maintain a beauty pageant during the week of the Novena. For several years already, a prestigious beauty pageant like the Military Parade had been held during the Fiesta week as part of the civic celebration of the said religious feast.
The BACS signatories were led by its president, Fr. Joel Tabora, S.J., who is also the president of the Ateneo de Naga University.
The Universidad de Santa Isabel (USI), Sta. Monica Academy in Baao, La Consolacion College of Daet, La Consolacion College of Iriga, St. Andrew Academy of Sagñay, Dominican School of Calabanga, Pili Parochial School, and St. Louise de Marillac of Pili were the other members of BACS who opposed the Military Parade during Fiesta.
The largest association of Catholic schools in the region, BACS is part of the wider network of the Catholic Educational Association of the Philippines or CEAP.

Generally, Bicolanos refer to the 4th congressional district of Camarines Sur comprising the towns of Baao, Balatan, Bato, Buhi, Bula, Nabua, and the city of Iriga as Rinconada.
Why Rinconada? Rinconada ,as referred to in the olden times, was used to describe the geographical location of the district.
In Spanish, rinconada means corner. If you look at the provincial map of Cam Sur, by tracing the outer boundaries of the district, one forms the 3 corners of a triangle hence Rinconada.
In the present, Rinconada refers to the unique language spoken among the residents of the 6 municipalities mentioned, and the lone city of Iriga. In Buhi, both Buhi-non (dialect of Bicol Albay which is prevalent among most residents) and Rinconada dialects are spoken. Thus Rinconada language is distinct from the Bicol language generally spoken in most parts of the Bicol region.
The 4th district of Cam Sur represents a quarter of the population of the province, with Iriga City, Nabua, and Buhi within the Top 5 most populous cities and municipalities of Cam. Sur (the 2 others are Naga City and Libmanan). The district is blessed with a well-balanced topography of a rich agricultural land both plain and hilly, several natural lakes, varied flora, coastline which it shares with the Ragay gulf, natural springs, beautiful waterfalls, Mt. Iriga, and of course its people. Owing to several universities, and technical schools in the area, Rinconada has a pool of service, technical, maritime, and IT-skilled manpower, and white-collar professionals (nurses, engineers, architects, lawyers, etc) who join the job pool every year.
Despite these, the district is not able to take advantage of these God-given opportunities,and not enough development interventions are made. Job-creating industries are absent, and livelihood opportunities are very much limited. Thus the district seems to lag behind in development when compared with other cities and municipalities of the other districts in Cam Sur and neighboring Albay.
With these resources, Rinconada's economy can very well leapfrog assuming a comprehensive district-wide development plan is put into place by various stakeholders mainly the local government, and complemented by private entities, and non-governmental organizations.
The task at hand is to pump prime the district's economy by promoting SME’s (Small Medium Enterprise) as engines of growth, creating industries to generate jobs and livelihood, maximizing the agro-livestock industry by infusing modern technology, harnessing the development of a sustainable environment-friendly eco-tourism, and marketing the district as a viable alternative overall for investments in manufacturing, energy, trading, and service industries, in particular the booming business process outsourcing industry.
But for this to happen, there is an urgent need for a credible, competent, responsible,and vision-oriented political leadership in the district who can lead, drive and execute a pro-Rinconada Long-Term Development Plan. A political leadership with a solid experience in both leadership and management who possesses the ability, and the capability to harmonize local executives and various interest-groups, who is able to harness available resources, and bring in investments from business entities – shall transform Rinconada into a dynamic and economically progressive district at par with the others in the country today.
With only superficial changes on the surface, and without these elements in place as the foundation, the district shall continue to lag behind, and miss out on development opportunities.
Today, the most viable alternative calls for Rinconada to correct the mistakes of the past and willingly embrace positive change in the journey towards development and progress.

The end of summer is here and fiery Camarines Sur gives its last hurrah with the Kaogma Festival. Spearheaded by the dynamic Governor LRay Villafuerte, who made CamSur hip and who has put Camarines Sur in the local and global map with his vast accomplishments for the province including Camsur Watersports Complex or CWC, the country’s premiere water sports park that has made waves in the local and international wakeboarding and wake skating scene and Caramoan Islands, the number 3 top beach vacation destination in the country where the hit reality TV show, Survivor France was filmed, this year’s Kaogma Festival is hotter than ever. Dubbed as “The World’s Hottest Festival,” the nine-day festivity was packed with exhilarating activities that any summer bunny shouldn’t have missed!
The Kaogma (meaning “happiness” in Bikolano) Festival is the biggest and most colorful festival in the Bicol Region. Using the chilli pepper or “sili” as its handle, the occasion commemorates the founding of Camarines Sur and the hot, spicy, and flavorful cuisine of the province. These were translated to a series of colorful and exciting events that draw sports enthusiasts, party denizens, and music aficionados every year to Camarines Sur.
Kicking off the festivity was the colorful Kaogma Opening Parade participated in by the Philippine Army 5th Infantry Division Band and Contingent, float trucks with the Hotkids, Dalan sa Kalangitan and Ms.Kaogma finalists, marching bands from Ateneo de Naga and Camsur State Agricultural College, and street dancing exhibitions of Bamboo Fest from Bula, Bua Bua Fest from Nabua, and Harana Festival from San Jose, Camarines Sur. Extreme sports representatives also joined the parade including some of the country’s most seasoned cyclists, airsoft shooters, skateboarders, wakeboarders, boxers, motocross and 4x4 off road drivers. The parade led everyone to the Kaogma main stage where Governor LRay Villafuerte welcomed everyone to this year’s Kaogma Festival while zipping to the stage. A vibrant fireworks display lit up the night sky as singing sensation Sarah Geronimo entered the stage to everyone’s delight. Joining her were Mark Herras, Mark Bautista and Sonny Wood who also lent their dance moves and vocals to usher in the Kaogma Festival.
The highly anticipated sports events started on the second day with the Tour of Camsur- a popular national cycling competition which takes cyclists around the scenic terrains of Camarines Sur. At the grounds of the infamous Camsur Watersports Complex (CWC), extreme sports-lovers including motorcross drivers and practical and airsoft shooters got their gear on and took the field for a series of competitions. Battling it out for the win, they showcased their love for the sport and skill leading to the sought-after Extreme Sports awards. The Bicol Jam fittingly capped the night off with performances from popular local bands and artists.
In a true spectacle of celebration that is the Kaogma, CamSur has once again spread its festive spirit to the whole country.

I felt sad about this development.
I agree on the reason advanced but why only now. The Military Parade has been there on the same slot for decades already. They have been active participants all those times even maybe from the start. Why oppose it only now. Bikolanos have been so used to this activity and this is widely anticipated annually. The traditional time slot for the military parade is so advantageous for participants and expectators as well as for the Marian devotees who have grown fond of this annual activity. This is two bird in one shot to most of them. And moving it on another date further from the actual fiesta day would be anachronic.
Going by this line of reasoning, and to be radical about our faith, let us shun all those other activities not religious in nature for not being contributory to our devotions. Let us send home those merchants who will come to Naga to sell wares during the fiesta and tell them that they are not needed as they do not contribute to the solemnity of the fiesta. Let us not allow sports activities, other shows and carnivals to operate on the same reason. Let similar fiestas accross the country do this that their fiestas too would be more solemn and enhance their spirituality. In our present time, with how we have been so accustomed to these fiestas, I could only imagine the atmosphere of fiesta without these usual funfairs.

i remember it was the owner of High Grade hardware, who's the contractor of the on going rehabilitation of PNR station here in naga.

Yep... that was the pioneer branch. Gasthof is owned by the family of Daraga's very own Melody Gersbach. Pretty pleased that they opened branches in Legazpi and Naga.

Sa latest weather bulletin ng Pagasa, huling namataan ang bagyo may 100 kilometro sa silangan ng Borongan, Eastern Samar.
Kumikilos umano ito palapit sa Eastern Samar dala ang lakas ng hangin na umaabot sa 65 kilometro kada oras malapit sa gitna at pagbugso na umaabot ng 80 kilometro bawat oras sa bilis na 22 kilometro kada oras.
Ngayong hapon ay maglalandfall umano ito sa Eastern Samar at bukas ay inaasahang nasa layong 100 kilometro na ng Tayabas, Quezon.

Ako lang po, Hakz. I was sent by the school there to administer the Pisay entrance exam. Nag-request kasi yung LGU na magkaroon ng testing center dun para hindi na sila punta ng Naga. I did not spend anything. Even my hotel expenses were shouldered by the Mayor's office. My transpo was shouldered by the DOST.

MANILA, June 23 (PNA) -- The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) urged the provinces in eastern Visayas and Bicol region to brace for inclement weather as tropical storm Feria makes a landfall and hit these areas in the coming days.
"Feria has intensified into a Tropical Storm and signal number 2 has been raised over Masbate, the nearby Ticao Island, Sorsogon and Albay," latest weather advisory issued by the state weather bureau stated.
As of 10 am Tuesday, the eye of Feria was spotted 100 kms East of Borongan, Samar packing winds of 65 kph near the center and gustiness of up to 80 kph. It is forecast to move West Northwest at 22 kph.
Feria continues to move closer to Eastern Visayas. It is seen to make a landfall over Eastern Samar this afternoon.
Signal number 2 is also hoisted over Samar Provinces, Leyte and Biliran Island.
The Pagasa reiterated its warnings to people living around the slopes of Mayon Volcano in Albay and of Bulusan Volcano in Sorsogon - especially along the areas where possible lahar flows are located - to be alert due on possible landslides and flashfloods due to to heavy rains in the coming days, the Pagasa said.
In 2006, typhoon Reming incurred more than 1,000 fatalities due to lahar flow from Mount Mayon, part of the government's effort to mitigate disasters is to alert people of effects of imminent dangers caused by natural disasters.
Feria was spotted as an active low pressure area Monday afternoon. It moved rapidly and intensified into a tropical depression overnight.
Signal number 1 is raised over Camarines Provinces, Southern Quezon, Catanduanes, Burias Island, Romblon, Marinduque, Southern Leyte, Camotes Is., Cebu, Bohol Northern Negros, Capiz, Iloilo, Aklan, Dinagat Is. Siargao, Surigao del Norte and Camiguin.
Feria is expected to reach 100 kms Southeast of Tayabas, Quezon Wednesday morning; and about 200 kms Northwest of Iba, Zambales Thursday morning. (PNA)

MANILA, Philippines — Bad weather forced the helicopter carrying Senator Francis Pangilinan to make an emergency landing in Daet, Camarines Norte, a statement from the senator's office said Tuesday.
The statement said Pangilinan and his unidentified companions were on their way to Naga City in Camarines Sur to promote the senator's Register and Vote campaign.
But instead of landing in Naga City, the chopper diverted its route and eventually landed in an open field in Daet. Pangilinan and companions were all reported to be safe.
In March, Pangilinan admitted harboring ambitions to seek the vice presidency in the coming 2010 national elections. He is a member of the Liberal Party.
The emergency landing came on the same day the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) placed seven areas under Storm Signal No. 2 as tropical depression "Feria" intensified into a storm.
Placed under Storm Signal No. 2 were Masbate, Ticao Island, Sorsgon, Albay, Samar, Leyte provinces, and Biliran.

Patuloy pa rin ang pagtaas ang bilang ng mga na stranded na pasahero sa ilang bahagi ng Visayas at Bicol Region bunsod pananalasa ng bagyong si Feria.
Sa panayam ng Bombo Radyo ngayong umaga kay Philippine Coast Guard (PCG) spokesman Commander Nimrod Enriquez, sinabi nito na umabot na sa 3,462 ang kabuuang bilang ng mga stranded na pasahero mula sa Iloilo, Bacolod, Roxas, Cebu, Catbalugan, Tagbilaran, Ormoc, Domaguete, Tacloban, Matnog at ilan pang lugar sa Bicol kasama na ang Lucena, Kalapan, at Romblon.
Maliban sa napaulat na pagtaob ng bangka sa karagatan ng Cebu, ay wala ng natanggap na ulat ang Coast Guard na may naganap na trahedya sa karagatan bunsod ng bagyong Feria.
Kasabay nito ay ipinagbabawal na rin ni PCG Commandant Admiral Wilfredo Tamayo ang paglalayag ng lahat ng uri ng barko sa mga lugar na nakapaloob sa signal number 2 kabilang na dito ang Metro Manila, Masbate, Ticao Island, Sorsogon Albay, Camarines Provinces, Marinduque, Romblon, Burias Is., Southern Quezon, Mindoro Provinces, Lubang Is., Batangas, Laguna. Cavite, Bataan at Rizal.

Patuloy pa rin ang pagtaas ang bilang ng mga na stranded na pasahero sa ilang bahagi ng Visayas at Bicol Region bunsod pananalasa ng bagyong si Feria.
Sa panayam ng Bombo Radyo ngayong umaga kay Philippine Coast Guard (PCG) spokesman Commander Nimrod Enriquez, sinabi nito na umabot na sa 3,462 ang kabuuang bilang ng mga stranded na pasahero mula sa Iloilo, Bacolod, Roxas, Cebu, Catbalugan, Tagbilaran, Ormoc, Domaguete, Tacloban, Matnog at ilan pang lugar sa Bicol kasama na ang Lucena, Kalapan, at Romblon.
Maliban sa napaulat na pagtaob ng bangka sa karagatan ng Cebu, ay wala ng natanggap na ulat ang Coast Guard na may naganap na trahedya sa karagatan bunsod ng bagyong Feria.
Kasabay nito ay ipinagbabawal na rin ni PCG Commandant Admiral Wilfredo Tamayo ang paglalayag ng lahat ng uri ng barko sa mga lugar na nakapaloob sa signal number 2 kabilang na dito ang Metro Manila, Masbate, Ticao Island, Sorsogon Albay, Camarines Provinces, Marinduque, Romblon, Burias Is., Southern Quezon, Mindoro Provinces, Lubang Is., Batangas, Laguna. Cavite, Bataan at Rizal.

MANILA, Philippines - Tropical storm "Feria" (codenamed Nangka) maintained its strength as it moved closer toward Batangas and Mindoro provinces in south Luzon Wednesday morning, state weather forecasters said.
In its 11 a.m. advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said at least 11 areas were under Storm Signal 2.
As of 10 a.m., Pagasa said Feria was 60 km southeast of Calapan City or 80 km northwest of Romblon province, packing maximum sustained winds of 75 kph near the center and gustiness of up to 90 kph.
Feria was moving northwest at 17 kph and is expected to be 70 km west of Iba in Zambales province Thursday morning; It will be 140 km northwest of Laoag City Friday morning; and 210 km northwest of Basco in Batanes by Saturday morning.
Under Storm Signal No. 2 are Marinduque, Romblon, Southern Quezon, Mindoro, Lubang Island, Batangas, Laguna, Cavite, Bataan, Rizal, and Metro Manila.
Under Storm Signal No. 1 are the Calamian Group of Islands, Cuyo Island, Masbate, Ticao Island, Burias Island, Sorsogon, Albay, Camarines Provinces, rest of Quezon, Polillo Island, Bulacan, Nueva Ecija, Tarlac, Pampanga, Zambales, Pangasinan, Aklan, Iloilo and Antique.
Pagasa warned residents living in low-lying, mountainous, and coastal areas under Storm Signals 1 and 2 against possible flash floods, landslides and storm surges. - GMANews.TV

Dante Jimenez of the Volunteers Against Crime and Corruption (VACC) is pushing for the amendment of the 1987 Constitution not for term extensions but for an autonomous Bicol region.
In a press conference at the PNRC Catanduanes Chapter headquarters, Jimenez said Bicol is rich in natural resources but its people are poor due to the fact that power is centralized in Metro Manila.
"We have to manage our own resources," he told the local media, in calling for the amendment of Sections 15 and 20, Article 10 of the Constitution. He described the Con-Ass being pushed by the House of Representatives as "personality-oriented" although he agrees that the existing Constitution has many defects.
He said that his advocacy group, the Bicol Autonomy Team, has already finished explaining the draft proposal to four provinces and will hold a forum on the matter in Catanduanes this July 2 and Camarines Norte on an undisclosed date.
The Catanduanes forum at the Catanduanes Colleges will have Jimenez as lead convenor, with newspaper columnist Carmen Pedrosa, noted constitutionalist Jose Abueva and Atty. Leonard de Vera as speakers.
Commodore Jimenez, who is the district director for Bicol of the Coast Guard Auxiliary District, was the charging officers during the induction of new members of the Philippine Coast Guard Auxiliary’s 905th Auxiliary Squadron in Catanduanes last June 11. With him during the 1st year anniversary of the 905th squadron were DOTC Assistant Secretary Cesar V. Sarmiento, PCG Bicol district commander Capt. Elson Hermogino and Vice Governor Alfred M. Aquino.
Governor Joseph Cua, whose message was read by Vice Gov. Aquino, described the PCGA as one of the associations the provincial government could depend on for quality public service, especially during the economic recession.
Assec. Sarmiento also paid tribute to the PCGA for linking up with other groups in the locality and assured his continued support for the squadron’s projects. On the other hand, Cmdr. Harold Wolf, PCGA national director for international affairs, told PCGA officers and members headed by Capt. Efren Rodriguez that he will coordinate with Flotilla 14 of the US Coast Guard Auxiliary in Hawaii for the donation of 200 life vests to the chapter.
Aside from inducting new members, the 905th squadron also awarded ribbons to its officers and members with outstanding accomplishments and gave awards to its partners in the community, including the three fishermen who rescued the 19 persons on board a distressed motorized banca that went adrift on June 2.

NPA rebels burn bulldozer, back hoe in Camarines Sur

June 24 (PNA) -- Suspected New People's Army (NPA) communist rebels burned two heavy equipment Tuesday at a construction site in a village in Bula town in Camarines Sur.
Reports from Philippine Army 9th Infantry Division based in Pili, Camarines Sur, said a band of NPA cadres attacked a road construction site in Bgy. Umbao, Bula.
The NPA raiders burned a bulldozer and a backhoe.
They set on fire the heavy machines because of the failure of a Meggay firm to give in to the demands of the cadres.
The project involves a road opening towards the 20 hectare private land owned by a certain Ibasco family, at barangay Umbao, Bula, Camarines Sur.
The attack was the second incident involving the burning of heavy equipment owned by the Meggay construction firm. The first incident took place last May this year where five heavy equipment machineries were torched by the rebels.
The rebels were demanding for a P14 million extortion money, military reports said.(PNA)

Historian Jose V. Barrameda, Jr. led this year’s awardees who were conferred by City Mayor Jesse M. Robredo during formal rites at the convention hall of Villa Caceres Hotel at 7:00 p.m. Friday here, June 19, where Commissioner James S. Jacob of the Presidential Anti-Graft Commission was the guest of honor and speaker.
Barrameda receive a medallion and plaque for coveting the Distinguished Mayoral Award, the highest mayoral award, for his exemplary achievements as historian and journalist.
The second highest award, the Special Mayoral Award, was conferred on former City Schools Division Superintendent Nenita L. Ramos. Under her watch, the students of Naga City excelled in the major subjects of English, Science and Mathematics in the Bicol Regional Achievement Test until her retirement in 2006.
Barrameda took up journalism in the University of Santo Tomas, joined a course in applied sociology and anthropology, and studied film making in California, USA. He began his professional career in the Naga Times, and then soon wrote for Weekly Graphic and later on the Asia-Philippine Leader under National Artist Nick Joaquin.
In 1981, he was offered a Fulbright senior fellowship by the cultural affairs of the US Embassy, He declined the offer, since an independent research he was doing on the resistance movement in Bicol during World War II had its primary sources in the Philippines.
For bringing honor, recognition and positive impact to Naga City by their exemplary acts of civic duty, professional excellence, leadership and character, the following will be conferred mayoral recognitions:
Emeterio L. Aman. For developing new technology in house construction, anchored on global competitive standards, thus providing premium yet affordable lifestyle to a large number of Bicolano homeowners.
Vicente S. Avila. For his volunteerism and dedicated social involvement whose exemplary service has been affirmed by his election as National President of the Fraternal Order of Philippine Eagles.
Ira Sheena C. Howard. Honored as one of the Ten Outstanding Students of the Philippines in 2008, she launched two innovative programs that helped make education in private schools more affordable to poor but deserving students.
Dr. Rufino L. Ramos III. For being chosen one of the 51 international scholars and the only Filipino delegate to the Young Scientists Program of the International Congress of Psychology in Berlin, Germany.
Tito G. Valiente. A Bicolano anthropolist, lecturer, film critic and national paper columnist, he was recently named a member of the prestigious Manunuri ng Pelikulang Pilipino (Urian), the country’s premier film critics group.
AMS Press. For sustaining its leadership in quality printing business in Bicol and South Luzon since 1956. The company is also known for having the lowest labor turn-over rate because of its excellent labor-management relations. For introducing to the city and the Bicol region what quality food,

johnnylance June 25th, 2009, 04:36 PM BAGUIO CITY --- Naga City Councilor Nathan has been invited by the DOH National Center for Health Facility Development to attend the 3rd National Blood Summit held here last Tuesday, June 16, to share strategies being undertaken by Naga City in promoting voluntary blood donation.
As the city’s director of Blood Program, he was invited by the DOH National Center for Health Facility Development to share the strategies being undertaken by the city to promote voluntary blood donation.
The DOH invitation dated May 27, 2009 and signed by Dr. Andres Bonifacio of the Philippine Blood Center, have cited the city’s program as “one of the best practices in effective donor education, recruitment, retention and care”.
As director of Naga’s blood program, Councilor Sergio presented a paper entitled “Voluntary Blood Donation: The Naga City Approach”. He was assisted by Dr. Ray Ibarrientos and Mr. Mario Chavez, both of the Bicol Medical Center Blood Bank and Transfusion Service.
The paper introduced the city’s Program, its rationale and its various innovative strategies it employs to sell to the public the idea of voluntary blood donation, and make them buy and embrace the idea.
It zeroes in on the city’s recently concluded 2009 World Blood Donor Day celebration. Salient results and highlights of the city’s WBDD event were emphasized.
Councilor Sergio said that the city’s new approach to WBDD celebration, which is basically citywide, multi-sectoral and inter-faith, got the attention of the DOH. The results of the celebration have confirmed DOH’s positive impression on Naga’s program.
City Mayor Jesse Robredo was elated, too. He expressed his desire to finally include the Blood Program in the long list of the Naga City’s innovative programs. Said program was only started last January, this year.

Daet, Camarines Norte (24 June) -- A total of 150 student-beneficiaries were awarded with the Pangulong Gloria Scholarship Program (PGSP) during the 111th Independence Day, (June 12) here.
Technical Education Skills Development and Authority (TESDA) awarded the certificates to 100 scholars at the provincial capitol compound, while the 50 others were distributed in a similar ceremony in Labo town.
Elizabeth L. Bornas, TESDA Camarines Norte provincial director, said the 100 scholars are now enrolled in different TESDA accredited schools across the province and the 50 others signed up at TESDA Training Center in Labo.
She noted the scholarship program is being distributed to all barangays in the province.
She said the PGSP has since started in 2006, and for this year's programs or courses included those in demand not only for employment locally but also for job overseas.
She added after finishing the technical-vocational courses, scholars will go through skills assessment. If they passed, the will be given the National Certificate Level II making them eligible to work in the Asia Pacific region.
The Provincial Government meanwhile lead several activities marking the celebration of the Freedom Day more productive and meaningful, commencing with a Holy Mass, flag raising ceremony, civic parade, and poster-making contest, among others.
The PIA provincial office here, led by ICM Rose Manlangit, also spearheaded a series of radio guestings and radio program dubbed "Ugnayang Camarines Norte" expounding on the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal Arroyo in the wake of the present global economic meltdown.

Pili, Camarines Sur (24 June) -- Governor LRay Villafuerte joined the "prime movers and shakers" who graced the unveiling of the Gawad Kalinga's 2024 vision held in Boston, Massachusetts, USA, last June 12, in time for the celebration of the Philippine 111th Philippine Independence Day.
The vision presented by GK founder Tony Meloto at the Boston summit focused on putting an end to poverty some 5 million poorest Filipino families are going through, furthermore, building a First World Philippines.
"Our target is to take the Philippines out of the third world status by 2024. We want to share the GK way with like-minded global citizens to help expand our work," Meloto explained.
Gawad Kalinga ("to give care"), organized in 1995 by Meloto with the help of Couples For Christ (CFC) volunteers initially to make life better for slum dwellers and now diversified into education, livelihood and other development ventures, is conceded to be the biggest nation-building volunteer movement in the Philippines nowadays.
Meloto said GK selected Camarines Sur way back October 2008 as the country's first "designer province' and cited Villafuerte recognizing the broad-based community development activities initiated by the province's chief executive among GK communities.
He added there is at least one GK village in every town of the province.
During the Boston summit, Meloto urged everyone not only to put their stakes in reducing poverty incidence among Filipinos but also to build a first-world Philippines
In a related development, GK earned another world recognition as a genuine model of poverty alleviation vehicle when an article about GK and Meloto published by Jeepney magazine recently won the Best Interview category at the 2nd Annual International Street Paper awards in Bergen, Norway.
The International Network of Street Papers is a global network addressing poverty, unemployment and homelessness by connecting 101 street papers from 37 countries worldwide.
"We will showcase the best practices of GK in the Philippines and abroad recognizing partners from the government, business and civil society. Outstanding governors and mayors will present their development plans to build trust, attract grants and investments, and encourage tourism in their respective areas," Meloto said. June 25 (PNA) – The Department of Agriculture has approved 102 new and continuing projects for its Community-based Participatory Action Research (CPAR) program that is now benefiting over 7,000 farmers all over the country, the DA Regional Field Office (RFU) for Bicol announced Thursday.
CPAR is a location-specific research cum extension that deals with improved farming systems technologies for specific micro agro-climatic environment within a province or a municipality, DA regional executive director for Bicol said in a statement.
It is a downstream research method that is focused on technology verification and adaptation in the community. It also involves extension activities on the technology needs identified by the community, Dayao said.
This development strategy was strengthened through the leadership of Agriculture Secretary Arthur C. Yap as part of his initiatives to boost the agriculture sector through increased production and farmers' incomes, he said.
It was designed to encourage and enhance the development of enterprises and agribusiness ventures in the farming and fishing communities with the Bureau of Agricultural Research (BAR) instituting and implementing an innovative approach to Research, Development and Extension (RD&E).
Through this program, BAR enjoins the communities to be responsive, dynamic and systematic in their management of production.
It is also the objective of the BAR to encourage communities to maximize the application of information-based decision-making to ensure organized product management system towards the development of agribusiness enterprises and contribute to community empowerment and self reliance, motivating them to develop productive and profitable enterprises, Dayao said.
Too expedite the program, BAR is implementing policy guidelines in availing of CPAR grants which is being implemented by the DA-Regional Field Units (RFUs) through the Regional Integrated Agricultural Research Centers (RIARCs) and the Regional Fisheries Research and Development Centers (RFRDCs).
Its implementation is also in partnership with local government units (LGUs) and organized agriculture and fisheries groups like cooperatives, farmer’s organizations and non-government organizations (NGOs), he said.
To avail of the grant, the project must cover at least two barangay and that a common technology must be identified for the area, hence the "one project, one technology" approach. Likewise, the proponent must be willing to provide counterpart funds and the LGUs and NGO partners willing to provide resources in cash or in kind, Dayao said.
BAR is providing funds to support project activities for a maximum of two years. The proponent together with the partner institutions will make the necessary plan and mechanisms to sustain and expand the project beyond this period, he said.
To maximize the impact of the project, site pre-selection is recommended based on a set of criteria to ensure that the necessary support systems are in place and that partner institutions will be supportive of the project.
The Participatory Rural Appraisal (PRA) is done to ensure that the project addresses the existing needs of the community and recognizes the resources of the areas, the Bicol DA chief said.
During the PRA, a community plan is formulated and the CPAR Action Plan is prepared taking into consideration the identification and selection of technology options for optimum utility, presentation and validation of technology options and relevant information to stakeholders, and agreement and packaging of CPAR projects that will include research and extension activities.
Dayao said that upon approval of the project, the CPAR team with the participation of the community will organize its project management system to facilitate project implementation and coordination.
Final approval of the CPAR project proposal is based on the guidelines set in the Community Research Grant (CRG) Manual and the existing needs and priorities of the area and in line with the thrusts and goals of DA, he said.
So far, CPAR had 89 continuing projects being implemented in 299 barangays of the country’s 16 regions, over a dozen of them in Bicol that are proving successful, Dayao said.
The region was also given a substantial share in the 102 new projects recently approved for implementation this year, he added. (PNA)

Good to hear from you. Hope your back in Cam Sur. Well, what i believe in talagang dae na puede mga occasion like military parade and other event under the period of religious activity from traslacion until the Fiesta in respect to the Catholic religious activities. But if the news (na hahaleon na ang Military Parade and competition) removing the Military Parade and Competition... i don't think so, The local Government will just have to MOVE that occasion outside the religious activity which has no relevance at all.
If it is "true" that they say.. diit lang ang Catholic schools and colleges and assuming it is true compare to order public schools. I'm pretty sure more than 90% are Catholics around Bicol. Somewhere around 95-97% are Catholics in Naga based on the survey would that be more visible.

This was Gov. LRay Villafuerte’s inspiring message during the Gawad Kalinga Global Summit held at Marriot Cambridge, Boston, Massachusetts last June 12 .
The Governor was among the speakers during the 3-day gathering that also included GK founder, Tony Meloto, Vice President Noli de Castro, Senators, Kiko Pangilinan and Miguel Zubiri, Gov. Sally Lee of Sorsogon, Mayors Sigfrido Tinga of Taguig, Sonia Lorenzo of San Isidro, Nueva Ecija, Tito Sarion of Daet, Jojo Binay of Makati and Rico Rentuza of Guinsaugon, Leyte.
Camarines Sur was recently chosen as the first Designer Province, in the country by Gawad Kalinga. This remarkable feat was the result of Gov. Villafuerte’s initiatives in the area of resettlement where all the 35 municipalities and the two cities in the province now have at least one GK village.
The governor also established the first Bed and Breakfast Inns of Gawad Kalinga sites here to provide visitors a place to stay and feel the simple life of Bicolano families who are by nature hospitable and amiable. The concept of Bed and Breakfast is for GK members to provide a sort of accommodation for guests or tourists right at their homes similar to a hotel or an inn.
In fact, four of these fully furnished structures have already been completed in two GK sites—two in the City of Iriga and another two in the town of Libmanan. Construction of another Bed and Breakfast Inn in the GK village in the town of Del Gallego is now on going.
About 800 delegates attended the three-day Summit to discuss the details of GK’s Vision 2024, which aims to eradicate homelessness, hunger and poverty for millions of impoverished Filipinos in the homeland.
It was also the target of GK to transform the Philippines from a status of third world nation into a First Class, First World country by 2024.

NAGA CITY --- A team of specialists from the Czech Republic returned to this city this month to assist in the implementation of the city government’s 10-year solid waste plan.
Jan Pavlik, the team’s project manager, was accompanied by technical experts Jaroslav Jakubes, Jiri Klicpera, Jaroslav Koubal, and Ivo Pospisil. The experts conducted several inspections and engaged in dialogues with some city officials during their week-long stay.
The team arrived in Naga in the morning of June 15 and met with City Environment and Natural Resources Officer Oscar Orozco to discuss recent developments of the proposed sanitary landfill to be created in the adjacent municipality of Magarao, Camarines Sur.
According to Orozco, the city’s 10-year solid waste plan is nearing completion and will be ready for presentation to the solid waste management board and the city council before being considered for approval by City Mayor Jesse Robredo. The CENRO officer believes that the whole process will take about two months.
The Czech specialists also conferred with city officials about the final closure of the open controlled dumpsite in Barangay Balatas. Orozco estimates that the landfill can be decommissioned by 2011.
A proposed alternate sanitary landfill is set to rise in Magarao with the city still seeking for the municipal government’s approval.Public consultation was also done during the experts’ visit. Orozco says that while not all residents of Magarao are in favor of the proposed new site, many of the concerns aired during the consultation dwelled on technical issues like the possibility of groundwater contamination and the risk of leaching.
The city environment officer says that the questions raised were well appreciated and will be addressed by the city and the experts when the specialists return in August, this year.. He also added that unlike open controlled dumpsites, there is virtually no risk of contamination from sanitary landfills like the one proposed.
The planned 12.7- hectare landfill is set to be one of the most advanced solid waste facilities in the country with the capability to harness methane gas from decaying garbage for conversion into renewable energy.
A series of expanding, clothe-like barriers and rubberized plastic barriers lining the bottom of the landfill will prevent any harmful materials from seeping into the groundwater, says Orozco. Drainage and methane-collecting pipes will also gather methane from decomposing garbage material and will be collected in storage tanks. The gas can be used to produce electricity.
Orozco hopes that in about thirty to forty years, the then-decommissioned Naga City landfill in Barangay Balatas can be converted into an open park, much like the old landfills in the Czech Republic. He adds that the 50-hectare garbage facility in the European country can produce around 600 KVA of electricity with continuous methane production. The proposed sanitary landfill in Magarao is expected to be in service for at least thirty years.

Good to hear from you. Hope your back in Cam Sur. Well, what i believe in talagang dae na puede mga occasion like military parade and other event under the period of religious activity from traslacion until the Fiesta in respect to the Catholic religious activities. But if the news (na hahaleon na ang Military Parade and competition) removing the Military Parade and Competition... i don't think so, The local Government will just have to MOVE that occasion outside the religious activity which has no relevance at all.
If it is "true" that they say.. diit lang ang Catholic schools and colleges and assuming it is true compare to order public schools. I'm pretty sure more than 90% are Catholics around Bicol. Somewhere around 95-97% are Catholics in Naga based on the survey would that be more visible.
Actually, this morning I monitored the programs of DWNX from 8 a.m. to 11:00 a.m because this was the topic. Among invited are representatives from the Bicol Association of Catholic Schools (BACS). The spokesperson of BACS reiterated and maintained their position not to joined the Regional Military Parade and Competition because it doesn't enhance the devotion to Penafrancia. However, the radio announcers pointed out that this activity is being held in honor of the patroness of Bicolandia.
To further boosts the opposition of scrapping the military parade, several listeners have made comments including this one, which I found the most realistic and intellectual one and I quote;
"Ang simbahan ay dapat di maningil ng bayad sa binyag, kasal, libing, misa at iba pa dahil ang mga gawaing ito ay hindi maituturing na debosyon kundi negosyo."

A mother of a student from a member school of BACS also commented that the Church should also look on the effects of not letting the students from participating in the military parade as it would bring psychological, mental and emotional effects to them. The parent further stressed that his child have done rigorous training and preparation for the event so why not participate?

Daet, Camarines Norte (26 June) -- The Department of Trade and Industry (DTI) provincial office here has conducted Basic Skills Training on Pineapple Juice Wine and Vinegar Making in San Lorenzo Ruiz town.
DTI Provincial Director Ernesto Pardo said the training program supports the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal-Arroyo.
He said some 40 participants from the Women’s Matacong Empowement Now and Women’s Incorporated of San Lorenzo Ruiz, Caayunan Multi-Purpose Cooperative of Basud, Labo Multi-Purpose Cooperative of Labo and 3 starting entrepreneurs of Daet town participated to the training.
Resource speakers and training specialists were provided by the Department of Science and Technology (DOST) Bicol.
Pardo said DTI has since January 2009 conducted at least 41 trainings on different livelihood programs and technology transfer benefiting some 271 locals who are now engaged in small enterprise.
Seven displaced overseas Filipino workers (OFWs) also underwent training on Basic Business Planning," he said. (PIA CamNorte)

(26 June) -- Some 1,440 hectares of uplands within the Bicol River Basin area are now planted with trees.
This was gleaned from a report (as of June 12, 2009) of the Department of Environment and Natural Resources (DENR) Bicol regional office, a copy of which was sent to Presidential Assistant Tomasito B. Monzon, Project Manager of the Bicol River Basin and Watershed Management Project (BRBWMP) based in Naga City.
The upland reforestation projects were carried out in 13 different areas in Camarines Sur, including barangays Tible, San Rafael Norte, Buenasuerte, Sooc and Napolidan in Lupi town; Panoytayan, Cabadisan and Samay in Ragay; Tigman in Sipocot; Del Socorro in Minalabac; Tanag and Bagamelon in Libmanan; Pamplona; and Minalabac.
Seven of these projects will be implemented within a year, while the rest will be carried out for a period of three years.
According to the same report, the 1,440 hectares planted comprised 90 percent of the target 1,608 hectares.
The upland reforestation project has a total allocation amounting to P37,679,730.90. Some P20,401,886.80 or 54 percent of the total fund has already been utilized.
DENR handles the watershed management and development component (WMD) of the BRBWMP. Other components, like irrigation modernization, flood and hazard mitigation and institutional development, are being implemented by the National Irrigation Administration (NIA), Department of Public Works and Highways (DPWH), and Project Management Office.
Under the WMD component, there are also two components, such as plantation and infrastructure. Under plantation, there are six activities, namely, upland reforestation, agro-forestry, bamboo riverbank stabilization, mangrove rehabilitation, assisted natural regeneration (ANR), and protection and maintenance. Under infrastructure, the activities are gabion check dams, SWIS or (small water impounding system), and eco-blocks construction.
For agro-forestry areas, 186 hectares have already been planted with forest trees, fruit bearing trees and other agricultural crops, the DENR report said.
It entails 77 percent of the target area of 243 hectares has already been accomplished. The project cost some P3,288,200.00 wherein 74 percent of the total fund, amounting to P2,429,691.00, were already utilized.
The five agro-forestry projects are located in barangays Tible in Sipocot; San Ramon in Pamplona; Del Socorro in Minalabac; Sigamot in Libmanan; and San Ramon in Pamplona, all in Camarines Sur.
Other activities included riverbank stabilization covering a 32 kilometer stretch in Lupi, Sipocot and Libmanan towns, mangrove forest rehabilitation covering 45 hectares in barangays Biong, Pandan and Barcelonita in Cabusao.
DENR Bicol also assisted natural regeneration activities within the 50 hectares area in barangay Alana, Lupi; protection and maintenance of the 250 hectares of forests in Napolidan, Lupi; and Tanag, Libmanan.
Under infrastructure component, the report states the following accomplishments:
1. Setting up of gabion check dams with a total of 382 cubic meters in Pag-oring, Libmanan; Bulawan Sr., Kabutagan and Tapi in Lupi; Lubigan in Sipocot; Del Socorro, Minalabac; and another area in Minalabac.
2. Construction of seven (7) units of SWIS in Tible, Sipocot; San Ramon, Pamplona; Bagong Sikat, Lupi; Pag-oring, Libmanan; Irayang Sulong, Minalabac; and two other areas in San Ramon, Pamplona.
3. Construction of 500 linear meters of ecoblocks in Barangays San Felipe, Santiago and Del Carmen in Minalabac, Camarines Sur.
All activities under the watershed component of the BRBWMP are intended to restore, sustain and enhance the productive potentials of Alienable and Disposable (A&D) and timber lands, and to enhance the protection functions of the watershed of the Bicol River Basin towards the ultimate goal of reducing poverty. As the city’s director of Blood Program, he was invited by the DOH National Center for Health Facility Development to share the strategies being undertaken by the city to promote voluntary blood donation.
The DOH invitation dated May 27, 2009 and signed by Dr. Andres Bonifacio of the Philippine Blood Center, have cited the city’s program as “one of the best practices in effective donor education, recruitment, retention and care”.
As director of Naga’s blood program, Councilor Sergio presented a paper entitled “Voluntary Blood Donation: The Naga City Approach”. He was assisted by Dr. Ray Ibarrientos and Mr. Mario Chavez, both of the Bicol Medical Center Blood Bank and Transfusion Service.
The paper introduced the city’s Program, its rationale and its various innovative strategies it employs to sell to the public the idea of voluntary blood donation, and make them buy and embrace the idea.
It zeroes in on the city’s recently concluded 2009 World Blood Donor Day celebration. Salient results and highlights of the city’s WBDD event were emphasized.
Councilor Sergio said that the city’s new approach to WBDD celebration, which is basically citywide, multi-sectoral and inter-faith, got the attention of the DOH. The results of the celebration have confirmed DOH’s positive impression on Naga’s program.
City Mayor Jesse Robredo was elated, too. He expressed his desire to finally include the Blood Program in the long list of the Naga City’s innovative programs. Said program was only started last January, this year.

A solemn mass and an offering of healing on June 22 momentously marked the 33rd birthday celebration of UNEP President Atty. Remelisa Alfelor-Moraleda with no less than the Mission Director of the SVD Mission Philippines, Rev. Fr. Algerico "Jerry" M. Orbos as the main celebrant. On that red- letter day, UNEP faculty members, students and well-wishers gathered at the University of Northeastern Philippines' gymnasium to offer their own little wishes and prayers.
The entrance song "Let the Fire Fall" performed by UNEP band greeted the crowd. It was followed by the reflective dance of UNEP's Center for Culture and the Art (UNEP -CCA), depicting the seven (7) gifts of the Holy Spirit. It was indeed a celebration of life and healing all wrapped up in one memorable occasion.
Aside from Fr. Orbos, Iriga Parish Priest Msgr. Loiuse Jonie Aguilar was also present to personally join the celebrant on her unforgettable day.
Fr. Orbos, also dubbed as the "healing priest", is popularly known for his active campaign in promoting mission awareness all over the world. He takes care of the Filipino SVD missionaries working in other parts of the country. Aside from preaching, he also writes songs of praise, shares his experiences thru his regular column in the Philippine Daily Inquirer and conducts media apostolate. He spreads the message of God and conveys the message of hope, love and healing thru his words and healing sessions.
The mass offering was both for healing and also as a tribute to Atty. Moraleda on her birthday. It was one of the most most attended occasions in the university. World class performers UNEP Chorale rendered a a birthday song while the High School Department expressed their greetings thru a powerpoint presentation. The USG also presented the university's achievements during Atty. Peachy's term. Classes in both elementary and secondary level were suspended in the afternoon.
Atty. Moraleda, being dubbed as perhaps the youngest university president in the academic arena, had already proven how hard work, dedication and perseverance works. She believes that as long as you continue to inspire other people through good example and sheer commitment, everything else will fall into place. Her unending drive for excellence will bring UNEP further to where it should go-building a stronger community thru globally-competitive students. Considered as one of the best universities, UNEP will continue to soar high and aim high as it settles its name as one of the top universities in the region.

A Challenge to Reflect on Actual Values Involved in a Military Parade During the Peñafrancia Novena

On 19 June 2009 members of the Bicol Association of Catholic Schools (BACS) who had joined the military parade in the past came together in the spirit of discernment and reflection on the conduct of the Peñafrancia Fiesta. Our Archbishop Leonardo Z. Legaspi, O.P., D.D., had called the discernment and reflection forth. In the wake of many secularized and commercialized fiesta activities, which tended to draw people away from true devotion to Ina, he challenged not only our schools but all devotees of Ina to a more authentically devout celebration of the fiesta.
Not seeing any intrinsic relevance between a military parade and the devotion to Ina, the BACS schools urgently requested the organizers of the Fiesta not to schedule the Military Parade within the nine days of novena - that is, on any of the days after the Traslacion and before the Fluvial Procession. Believing that these days should be devoted to activities more relevant to the renewal of the devotion, the BACS schools declared that should the military parade nevertheless be scheduled within the nine days, they would not participate in it.
Meanwhile, a press release dated 22 June, 2009 has been issued by the Archbishop of Caceres and the Mayor of Naga announcing the Traslacion on September 11 and the Thanksgiving and Fluvial procession on September 19. These Peñafrancia Fiesta days are to be kept "free from undue distraction." A Perdon Procession is scheduled for Wednesday (16 September); the Voyadores Festival on Thursday (17 September); and, remarkably, the military parade on Friday (18 December).
The BACS schools regret that the military parade could not have been scheduled outside of the novena days which are to be kept "free from undue distraction." Even as the press release itself characterizes the military parade as "a voluntary demonstration of discipline by those undergoing military training," there is no explanation of how this demonstration of military discipline is to enhance the devotion; indeed considering the intense preparation, time, expense, hype, fanfare that is focused on pure military discipline and related fanfare alone, it is difficult not to see the military parade within the Novena precisely as a distraction.
As the participation in the military parade was never compulsory, we take the joint statement to be an invitation to reflect anew on the actual values involved in conducting a military parade during the novena to Ina, and as a challenge to voluntarily decide whether these values promote the devotion to Ina or distract from it. The trophies and plaques won for a school or won for a school contingent through our students' precise martial marching in military dress uniform while carrying mock rifles may be thrilling, but very far from honor brought to Ina through catechetical activities, tutoring the academically needy, caring for the sick, or serving the community. Similarly, the quality of the discipline instilled in martial marching units, whose context is war and killing, may be very different from the quality of discipline of one who in the context of day-to-day devotion to Ina must learn to pray regularly, serve generously, and love selflessly. Because we believe we must do far better in the fiesta on the day before the Fluvial Procession than simply "display military discipline," we have decided collectively and voluntarily not to contribute to the distraction.
In other words, through the joint press release we are being reminded that joining a military parade during a novena to Ina should be nothing automatic; we are being asked ourselves to reflect on why spending millions to have our youth from all over Bikol compete with one another in special military uniforms on Naga's streets during the Novena enhances the devotion to Ina. We are being asked to reflect on whether there might be better ways of forming the youth to be sons and daughters of Ina in Bikol than in having them parade Naga's streets in martial uniforms the day before the Fluvial Procession.
If you and your school are convinced, as we in BACS are convinced, that the military parade is better scheduled outside the Peñafrancia Novena on such civic holidays as Independence Day or Naga Foundation Day, then we invite and encourage you also to volunteer not to join the military parade for as long as it is scheduled within the Novena. If you also believe that there is no relevance of an expensive display of military discipline within the week of celebration of the devotion to Ina, then please express your mind to the City officials, to representatives of the Church, or to ourselves here at BACS. As the 300th anniversary of the devotion to Our Lady of Peñafrancia approaches, we wish to be united in activities that bind us in her together, and not that divide us.
Because it helps that like-minded people join hands in shared resolve to restore the fiesta to Ina to activities that truly promote the devotion, we join hands in prayer for our City and our Church under the patronage of Ina.

Bicol Association of Catholic Schools' (BACS) president, Fr. Joel Tabora, S.J., expressed the view that the joint statement recently released by the Naga City government and the Archdiocese of Caceres is an invitation to further discern the relevance of the military parade to the celebration of the Peñafrancia Fiesta.
Earlier, the BACS had issued its statement opposing activities which do not have relevance or do not enhance the religious feast's celebration, among them the Military Parade.
The new statement of BACS through its president underscored that "as the participation in the military parade was never compulsory ... the joint statement [serves as] an invitation to reflect anew on the actual values involved in conducting a military parade during the novena to Ina, and as a challenge to voluntarily decide whether these values promote the devotion to Ina or distract from it."
Commenting further on the agreement entered into by Archbishop Leonardo Legaspi with Mayor Jesse Robredo regarding civic and business activities to be permitted by the Naga City government, the BACS statement explained that the association's decision to come up with a discerned position was in keeping with the Archbishop's call for reflection.
Instead of contradicting the said agreement, the BACS statement pointed out that through "the joint press release we are being reminded that joining a military parade during a novena to Ina should be nothing automatic."
It added that through the joint statement of the Archbishop and the Mayor, BACS argued, "we are being asked ourselves to reflect on why spending millions to have our youth from all over Bikol compete with one another in special military uniforms on Naga's streets during the Novena enhances the devotion to Ina. We are being asked to reflect on whether there might be better ways of forming the youth to be sons and daughters of Ina in Bikol than in having them parade Naga's streets in martial uniforms the day before the Fluvial Procession."
Reiterating its conviction that "the Military parade is better scheduled outside the Peñafrancia Novena," the BACS invited "like-minded" schools to volunteer in not participating in the Military Parade "as long as it is scheduled within the Novena [week]."

MANILA, June 25, 2009-Street parties and beauty pageants will no longer be allowed starting this year's celebration of the Peñafrancia Festival in Naga City.
The Catholic Church in Bikol and local government authorities agreed to ban the fiesta's civic components to avoid diverting the public's attention from the church's celebration.
The agreement was reached recently between Caceres Archbishop Leonardo Legaspi and Naga City Mayor Jesse Robredo.
Significant points in the deal include the banning of "Bicolandia Beauty Pageant" within the fiesta days that start with the "Traslacion procession" which is scheduled on September 11 this year.
"Street parties and beer plazas are no longer features of the Peñafrancia fiesta," said Fr Jay Jacinto, spokesman of the Archdiocese of Caceres.
The Naga City council also agreed with Archbishop Legaspi to make efforts in keeping the Peñafrancia Novena days "free from undue distractions."
Jacinto said the agreement caps the series of dialogue between the church and the city officials to avoid commercialization mess of the Peñafrancia Festival.
"These arrangements are deemed in keeping with the celebration for the tercentenary of Peñafrancia devotion,' Jacinto said.
Other activities agreed upon by both parties include the holding of a Perdon Procession on Sept. 16; the Voyadores Festival on Sept. 17; the Military Parade on Sept.18; and the Thanksgiving and Fluvial Procession on Sept.19.
Archbishop Legaspi had been chiding the local authorities for the commercialization mess that marred last year's celebration of the Peñafrancia festival.
He lamented that some activities approved by the city government deviated from the occasion.
The prelate stressed that the essence of the event is the renewal of faith and understanding of the devotion to Mary.
The commercialism that happened in recent years, he added, has tarnished the religiosity of the country's only regional fiesta.
With this recent agreement, the priest said, the church is looking forward to a suitable celebration of the tercentenary of the Peñafrancia devotion.

Meanwhile, the agreement came a week after the association of Catholic schools in Bikol stated their opposition to events which have no relevance to the celebration of the Fiesta of Our Lady of Peñafrancia, particularly the Military Parade and beauty pageants.
Nine catholic schools in Bikol said that they would not be joining the traditional annual military parade, sponsored by the city government, if it would be done again within the Fiesta week.
The schools include Ateneo de Naga University, Universidad de Sta. Isabel , Sta. Monica Academy (Baao, Camarines Sur) La Consolacion College of Daet, La Consolacion College of Iriga, St. Andrew Academy (Sagñay,Camarines Sur), Dominican School of Calabanga, Pili Parochial School, and St. Louise de Marillac School(Pili,Camarines Sur).
All are members of Bicol Association of Catholic Schools (BACS), and have participated in the military parade during the Fiesta in the past.
The schools said in a statement that while preparing for the celebration of the 300th anniversary of the devotion to Our Lady of Peñafrancia, they been led to reflect on the various activities normally held during the Fiesta, "hoping to discern ways and means to preserve and enhance the devotion to Ina."
They were unanimous in saying that a military parade has no relevance to either the celebration or the enhancement of the devotion to Our Lady of Peñafrancia so it should not be scheduled within the Novena to Our Lady of Peñafrancia.
They urged that the military parade be scheduled outside the Fiesta week on civic holidays as Naga Charter Day or Philippine Independence Day.
No BACS school would participate in the parade should it (parade) still be scheduled within the Fiesta week, they said.
They also expressed strong disapproval to beauty pageants within the Fiesta week.
According to Bikol historian Danilo Gerona, military parade during the Peñafrancia Fiesta started only in 1940, following the mandate of the Philippine Commonwealth Government executed by Gen. Douglas McArthur.
"There was urgency at that time. The commonwealth government called for the country to prepare for war," said Gerona.
He said it was clear that there was no military component in the Peñafrancia before 1940. "It was never introduced by any of the bishops of Caceres as an essential constitution of Marian devotion."
The military parade has been conducted in Naga City every Thursday of Peñafrancia Fiesta week. Over 100 contingents from schools all over Bikol would participate annually in the daylong parade. (with reports from Jonas Soltes)

Daet, Camarines Norte (24 June) -- A total of 150 student-beneficiaries were awarded with the Pangulong Gloria Scholarship Program (PGSP) during the 111th Independence Day, (June 12) here.
Technical Education Skills Development and Authority (TESDA) awarded the certificates to 100 scholars at the provincial capitol compound, while the 50 others were distributed in a similar ceremony in Labo town.
Elizabeth L. Bornas, TESDA Camarines Norte provincial director, said the 100 scholars are now enrolled in different TESDA accredited schools across the province and the 50 others signed up at TESDA Training Center in Labo.
She noted the scholarship program is being distributed to all barangays in the province.
She said the PGSP has since started in 2006, and for this year's programs or courses included those in demand not only for employment locally but also for job overseas.
She added after finishing the technical-vocational courses, scholars will go through skills assessment. If they passed, the will be given the National Certificate Level II making them eligible to work in the Asia Pacific region.
The Provincial Government meanwhile lead several activities marking the celebration of the Freedom Day more productive and meaningful, commencing with a Holy Mass, flag raising ceremony, civic parade, and poster-making contest, among others.
The PIA provincial office here, led by ICM Rose Manlangit, also spearheaded a series of radio guestings and radio program dubbed "Ugnayang Camarines Norte" expounding on the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of President Gloria Macapagal Arroyo in the wake of the present global economic meltdown.
DTI Provincial Director Ernesto Pardo, Engr. Rodrigo Z. Jalimao and Engr. Efren Regondola of DPWH District Office and Eliseo O. Gabalfin of TESDA also joined the media promotion activities. (PIA CamNorte)

I'm saddened by this news. Military Parade has been there for so many years and it's already a part of the celebration. They could have rescheduled it... Many other activities are actually do not have relevance to the celebration such as regatta and many other sports events and yet only one of the most anticipated event is excluded from this year's celebration.

yeah, it's 110 pesos. a special ticket will be issued to you...
you have to be inside the theater 15 minutes before the playtime. Because whether you've entered the theater early or late, you'll be kicked out of the theater after the movie was shown. Another batch will watch inside!

Tarnsformers is being shown on Cinemas 2, 3 and 4 while the movie Amateur on Cinema1.
You can choose any available time on Cinemas 2, 3 and 4.

Hi Hakz, How are you? I was reading some of the articles that you post. I really like to answer this specific question. Which i find has an historical importance last 2 years ago and the reason why the Church had spoken only now.
I believe it started 2 years ago, it was an occasion of the fiesta that the City approve a number of Rock or Hard Rock concerts that was held at the middle of the road of Magsaysay Avenue which not only cause traffic to the religious devotees going to the Basilica but anger many residence near the area by the noise of the hard rock band concert. After the Fiesta there was an uproar through the city, province, Bicol region and the rest of the country. That the City hall was heavily criticize in every newspaper. Last Year Archbishop Legazpi made an OPEN LETTER to Mayor Robredo about the essence of this occasion.

There's a town in the island republic of Fiji named Nabua which is famous for its beautiful beaches and resorts!

Proper zoning boosts the image of Naga City as a model of good governance worldwide. With the establishment this month of the Naga City Governance Institute makes the city as the best governed local government unit in the country.

No, not actually, When i say Malate is a nightlife of fun like the one in Magsaysay Avenue. I do understand that Malate St. was once a red light district and still now in a few area. Those Red light area where gone when Lim became the Mayor of Manila and turn into a wholesome area.

Btw, duplexes at Panganiban have been there for 2 decades already I think. Panganiban Avenue is a nice location for high-rise buildings only if permitted by the DENR.
