Proper zoning boosts the image of Naga City as a model of good governance worldwide. With the establishment this month of the Naga City Governance Institute makes the city as the best governed local government unit in the country.
Kudos to the mayor.

No, not actually, When i say Malate is a nightlife of fun like the one in Magsaysay Avenue. I do understand that Malate St. was once a red light district and still now in a few area. Those Red light area where gone when Lim became the Mayor of Manila and turn into a wholesome area.

There fast expansion is when they set up SME which is now GEEWAN and formerly GRACELAND.
GRACELAND , is named after GRACE DY. But it is a family business.

Yes, i think from upper part of Panganiban St. to the Concepcion area is good for High rise buildings.

There are still clubs in Malate near the Paco Park. When I'm passing by there, chicks would ask me if I want a hot sexy babe. I just shrugged my shoulders off coz I dont wanna be infected with dreaded diseases.

I think the land here in Bicol is not suitable for high rise buildings due to liquefaction.

basta not at the area of CBD I and II. ALMEDA, CONCEPTION GRANDE, DEL ROSARIO, CARARAYAN and CAROLINA which are upland and possible for high rise. I think DENR should have it very specific.

I think DENR had done the major testing CBD area only and find it unsuitable because of the soil, but not the upland area which is still available for a high rise building but comprise of agriculture or unused lot. DENR make a general statement that Naga is not suitable for high rise building referring to all area in Naga.

By the way, the newly-opened OTOP Pasalubong Center is just beside the DTI Provincial office in Naga. It showcases the OTOP products of the different municipalities in Camarines Sur.

Yes, even below sea level. maybe around 1 meter as they said. and that's the reason why the soil is not good for high rise buildings. Like the former hotel before Starmart hotel is situated tends to lean because the soil is sandy as they said it.

The city government should paint the Panganiban bridge and put several deco lamps there just like the Nagtahan Bridge in Manila.

I don't know what happen actually, if they are going to continue it. I think not, since the public market is the priority.

BTW, the flood control gate it's original plan is for the INA traslacion, when the river is low, they will need to close to rise the river of water. then later the City used it when times of typhoon. they close and later open when the water is already high. :)

The 12th National Dairy Congress was held in Naga City, hosted by the Bicol Alliance of Dairy Producers on May 14th and 16th. Over 500 dairy farmers and their national and international supporters attended, including Senators Juan Ponce Enrile, Francis Escudero, and Richard Gordon, and Congressman Edcel Lagman who have all sponsored legislation to increase the capitalization of the dairy industry. From the diplomatic corps, the USDA sent Agriculture Counselor Emiko Purdy and Agricultural Attachê David Wolfe. The Thai embassy sent an authority from Thailand to explain Thailand’s Dairy Breeding Strategy, and the Netherlands, which has helped local dairy farmers master the art of cheese making, was also represented.
The national dairy industry has come a long way in the past decade, yet the volume of milk produced locally barely keeps up with the population increase and supplies only about one percent of dairy needs. In 2008, the Philippines imported $712 million in milk products. After the scare over melamine-tainted imported milk, sales of local milk shot up. But despite the development of dairy zones and production of milk from cows, carabao, and goats, the Philippines badly needs more animals to meet the country’s goal of self-sufficiency in milk. “We have stock farms,” explained Dairy Conference Chairman Danilo Fausto. “What we need are breeding animals.”
Yet the Dairy Confederation maintains its ambitious goal of creating self-sufficiency in milk by 2013. This would require two million heads of dairy animals and currently the Philippines has only 31,000 dairy animals.
The Department of Agriculture has signed up to import 4,814 dairy cattle by 2011, with the first batch of crossbreed Holstein cows from New Zealand due to arrive within the next two months. The National Dairy Authority will bring in 2,000 milk buffaloes and 4,000 dairy goats this year. The animals will be dispersed to the dairy zones across the country.
The Dairy Confederation also plans a P5 billion bond issue through the Islamic Investment Bank of the Philippines. A feasibility study is being carried out by the Carabao Center and will be presented to the Department of Agriculture for approval. Those funds will be used to buy dairy cows, goats, and carabao for breeding.
At the Dairy Congress, different groups shared their success stories. Five years ago, the Fazenda farm in Masbate produced only two liters of milk per day. Today, the dairy produces over 100 liters of fresh milk to supply the local community. Mountain High Dairy Cooperative of Baguio produced 40 liters of milk last year, but today is selling over 200 liters of fresh milk each day. The KKMI in Laguna made over P1 million from its 2008 operations.
As a long-time advocate of the development of the dairy industry in the Philippines, I recently received a letter from a farmer, Rey Velasquez, in Bulacan who thanked me for articles in the 1980s which inspired him to get a cow to supply fresh milk for his eight children who are now grown, with children of their own. All of his children, he wrote, excelled in their classes and enjoyed good health which he attributes to the nourishing values of fresh milk. He now shares his supply with his neighbors children who could not otherwise afford to buy milk. “I learned from you about the important of fresh milk especially for growing children.” He concludes, by asking, “Can’t we revive once more your White Revolution?”
I agree its high time, and the dairy farmers are optimistic about the possibility. If giant India can be self-sufficient in milk, why can’t the Philippines?

NAGA CITY, Philippines -- The Naga City Council has passed a resolution strongly opposing a House bill seeking to amend the Local Government Code of 1991 (Republic Act 7160) to allow several municipalities to become cities by exempting them from income requirement.
In the resolution, passed on June 16, the council said it was joining the League of Cities of the Philippines (LCP) in opposing the bill which it said discriminates against other local government units in favor the 16 municipalities that recently lost in the case “LCP versus the Commission on Election.”
In the case, the 16 municipalities argued that they should be exempted from the minimum income requirement to be a city because their charters had been approved by Congress before the Supreme Court nullified their elevation to the category of city in November last year.
The Naga City Council said the proposed amendment would violate the “equal protection clause under the 1987 Constitution” and would be a retroactive implementation of a law, which is in violation of Section 450 of Republic Act 7160.
It also noted that the 16 municipalities must comply first with the requirements provided under Section 450 of Republic act 7160 which states that to become a city, a municipality should have an annual income of at least P100 million.
It said that when the decision of the Supreme Court in the LCP vs Comelec case became final, Naga City, for instance, was notified that it was going to receive an IRA adjustment amounting to P42 million.
The cities reverted back to being municipalities and call themselves the "League of 16", which include Baybay (Leyte province), Bogo, Naga and Carcar (Cebu), Catbalogan and Borongan (Samar), Tandag (Surigao del Sur), Lamitan (Basilan), Tayabas (Quezon), Tabuk (Kalinga), Bayugan (Agusan del Sur), Batac (Ilocos Norte), Guihulngan (Negros Oriental), Cabadbaran (Agusan del Norte), El Salvador (Misamis Oriental), and Mati (Davao Oriental).

DAET, Philippines--Wind and rain greeted us even while we were on our way to this capital of Camarines Norte. On the Seair flight from Manila we could glimpse raindrops lashing the windows and even the windshield of the cockpit, and just a few minutes after takeoff, the plane began to rise and fall through air pockets, setting off squeals of fright not from the toddler and babies on board but from their mothers.
Typhoon "Frank" (international code name: Fengshen) led the news in TV broadcasts the night before and we had in fact wondered if this trip was pushing through. But greeting us at the airport was no less than Daet Mayor Tito Sarion, telling us that typhoon or no typhoon, the "Pinyasan Festival" was pushing through.
The Festival, scheduled Sunday, is in honor of one of the province's fabled products, the Formosa pineapple, smaller than the standard-size pineapple, bright yellow and very sweet. I told Mayor Sarion that I had tasted such sweet, small pineapples many years ago in Ormoc City in Leyte, so sweet that they only needed to put slices through a juicer and serve the drink straight up, no need for sugar or other additives. "Yes, I know about the pineapples in Ormoc," the mayor said, smiling. "In fact, we're still disputing which of our pineapples is sweeter."
We had the chance to taste Daet's pineapples ourselves over lunch at Kusina ni Angel, a short drive from the airport. While I was disappointed that they didn't serve fresh pineapple juice, they did serve the fruit as dessert, the sunny yellow slices brightening up the table. The small spears were sweet, succulent and juicy, and soon we each had quite a pile of cores on our plates. Truly, a product worth naming a festival for!

TOURISM, said Mayor Sarion, is a thrust of his administration, recalling how he had long wondered why Camarines Norte was little known internationally, and even nationally. His thrust has been to put Daet and the province "on the map," in the same way neighboring Camarines Sur now draws hordes of local and foreign tourists for wakeboarding, particularly in its many islands and beaches, so much so that CamSur has now been dubbed "the next Boracay."
Daet's hopes for attracting the surfer crowd center on Bagasbas Beach, its swells--so the more knowledgeable among our media group say--ideal for beginners. At the same time, the city government is in talks with a surfing entrepreneur by the name of Mike Gambrill whose shop for surfing, kite surfing and skim boarding was one of the first in Boracay, to bring in similar equipment and turn Daet into a major surfing destination.
The city tourism office has also initiated plans for new infrastructure, particularly lodging houses and restaurants, in the area of Bagasbas Beach, to give tourists and surfers other reasons not just to visit but to stay and enjoy the sights of Daet.
We had a chance to see Bagasbas Beach ourselves the evening of our arrival Friday. Standing on the esplanade off the beach, filled with eateries and bars, we glimpsed dark sand (actually, light, fine gray sand) and the white caps of high swells crashing ashore. The next day, the mayor promised, we would all be treated to a course in "Surfing 101."

THERE'S more to Daet than just the beach, of course.
One of the prime attractions is the country's first Rizal Monument, which may sound unremarkable today with monuments to the national hero dotting every town plaza and school yard around the country. But the monument--a simple structure consisting of a stone pylon topped off by a short obelisk tapering off to a point--is historic given the context of its construction. The cornerstone of the monument to Rizal was laid in 1898, two years after Rizal's death and shortly after the cessation of hostilities in the revolution against Spain. Imagine how much daring it took to pay homage to a man who had been executed by the colonizers, long before Jose Rizal had gained "official" recognition as the national hero.
The late great Fernando Amorsolo, the country's first National Artist, while not born in Daet, spent much of his childhood in this capital town and indeed many of his relatives still live here. As a boy, said Mayor Sarion, he would gaze up at the ceiling frescoes which, so his elders said, had been painted by no less than Amorsolo himself. "But we didn't know any better then, and after the church was renovated, the ceiling paintings disappeared." Still, Daet is determined to pay homage to its adopted son, with the construction of an Amorsolo Museum.

SURELY a big boost to Daet's tourism program is the resumption of flights to the province, via twice-weekly (Tuesday and Friday) Seair flights of the LET 410, a 19-seater plane ideal for short runways, such as that in Daet.
Mayor Sarion, ever in search of "brag points" about the town, says the Daet airport is actually the oldest airport in the Philippines, outside of Manila. The airport, he said, was established here for planes loading gold and other minerals from the famous Paracale mines. But with the decline of the mines, the airport was used less and less frequently until it was shut down 15 years ago.
Today, the Seair flights ferry mainly returning residents who do not wish to go through the approximately seven-hour land trip, such as the families with babies who joined us on our flight. One surfer, recalls Pia de Villa of Seair, boarded the small plane for Daet and his surfboard had to be laid on the aisle, its tip intruding into the cockpit.
The Daet route is just one of four new destinations opened by Seair--including Basco (Batanes), Baler (Quezon) and Tablas (Romblon)--to bring more exotic and exciting locales within reach of the curious and adventurous.

NAGA CITY --- Rabble rousers, detractors and charlatans may now step aside and pause for a moment of discernment.
The Archdiocese of Caceres, through Archbishop Leonardo Z. Legaspi, and the city government of Naga, through Mayor Jesse Robredo have finally found agreement on what, how and when the activities are to be conducted in the upcoming 2009 Peñafrancia Festival and the subsequent Tercentenary celebration on September 2010.
In a statement released by the Archdiocese, Church officials have cited the completion of dialogues geared towards the cooperation and coordination of all religious and civic activities for the annual celebration.
“The agreement caps the series of joint meetings between the church and city for a suitable celebration of the tercentenary of the Penafrancia devotion,” the statement released by the Office
of the Archbishop and dated June 22, 2009 said.
The Tercenary Council, a special body created by both the Archdiocese of Caceres and Mayor Robredo, convened regularly in the past two months to finalize the schedule of different activities for the festival. “It is a result of a dialogue for which the city is known for under an atmosphere of amity, objectivity, and cooperation,” Vice-Mayor Gabby Bordado, chair of the city government panel in the talks stresses.
The vice mayor also underscores that contrary to intrigues and innuendos being peddled by detractors that the city and the church are at loggerheads over how the fiesta should be celebrated, the offices of both the city mayor and the archbishop continue to maintain an open line communication or dialogue to ensure a successful Peñafrancia festival, with an eye to make it even more meaningful when the tercentenary anniversary finally unfolds in 2010.
And he adds: “The fact that we have panels from both the city and the church that have been talking with each other for the past two months negates all the insinuations that tried, albeit unsuccessfully, to create a wedge between the mayor and the church.”
As a result of the series of dialogues, the Church and city government have both agreed not to include the annual Miss Bicolandia beauty pageant in the week between the Traslacion and the Fluvial processions. It will be held instead before or after the fiesta proper.
This year’s Traslacion and Fluvial processions will be on September 11 and 19, respectively.
A ‘Perdon’ procession will also take place on Wednesday, Sept. 16. It will then be followed by the Voyadores Festival the next day, Sept. 17, and the traditional Military Parade on Friday, Sept. 18.
Street parties and beer plazas will no longer be allowed during the duration of the Peñafrancia Festival celebration.
According to the joint agreement, the new arrangements are necessary for the celebration of the Peñafrancia devotion. The Perdon procession during the fiesta proper will cater to the sick and the handicapped, as well as the nation’s needs, the Archdiocese adds.
The Civic Parade, one of the traditional activities conducted yearly, has also been removed. Instead, members of civic organizations will be encouraged to join the different processions in honor of Ina.
The Basilica Minore, Peñafrancia Shrine, and the Naga Metropolitan Cathedral, will be closed to vehicles and instead be open only for pedestrian traffic to create “an atmosphere conducive for prayers and religious activities.” Religious schools and communities are also expected to lead various socio-cultural presentations. Members of different barangay-based groups like Bankat and Barangay Tanods are also encouraged to join the cofradia of voyadores undergoing training, says the press release.
Additional civic and religious activities will be presented at a later time, pending discussion of their nature and relevance.
The church panel is represented by Frs. Gary Adversario and Jay Jacinto while the city panel is headed by the vice mayor and other concerned department heads of the city government.

NAGA CITY --- Whether ignorant of or trying to grab the spotlight out of the on-going dialogue between the Archdiocese of Caceres and the city government of Naga, Fr. Joel Tabora, S.J., president of both the Ateneo de Naga University and the Bicol Association of Catholic Schools (BACS) last June 19 issued a statement threatening to boycott the annual military parade and the Ms. Bicolandia beauty pageant if they were to be held within the celebration of the Peñafrancia fiesta.
The statement, signed by Fr. Tabora and allegedly in representation of nine other Catholic schools in Naga and Camarines Sur said “All these schools were unanimous in a shared conviction that a Military Parade has relevance neither to the celebration nor to the enhancement of the Devotion to Our Lady of Peñafrancia and should not be scheduled within the Novena to our Lady of Peñafrancia.”
Tabora’s statement suggested instead that the military parade be scheduled on such civic holiday as Naga Charter Day or on Philippine Independence Day. Unfortunately, observers noted, both events fall in the month of June when classes have barely opened.
“Doesn’t Fr. Tabora know that the Peñafancia military parade is a regional parade which invites contingents from all over Bicol that have nothing to do with the Naga charter day?” a school ROTC commandant wondered aloud.
Conspicuously not represented in the Tabora statement is the Holy Rosary Seminary which is a BACS member and has its own military training as part of the curriculum.
Last June 22, however, the Archdiocese of Caceres issued a statement stating that both the church and the city have come to an agreement on the celebration of the fiesta that include the holding of the military parade on September 18, within the fiesta, but that the beauty pageant should not be held within the fiesta days that begin with the Traslacion on Sept. 11 (Please see related story in this issue).
By not discarding the military parade during the fiesta celebration, the statement released by the archdiocese pointed out that “(t)he military parade is a voluntary demonstration of discipline by those undergoing military training.”
The same statement by the archbishop also encourages religious schools and communities to lead socio-cultural presentations during the fiesta. “Ina who cares for everyone calls upon each one to share the best one can [offer] for everyone,” the statement said.
Meanwhile, a paragraph in the Tabora statement elicited both jeers and laughter from those who got hold of the copy. A paragraph in the Tabora statement says: “In the same meeting, the BACS schools expressed strong disapproval to rumored plans to maintain a beauty pageant within the nine days of the Novena (underscoring ours).” To which, a keen observer quipped: “Ini talaga si Fr. Tabora, mahilig magtubod sa tsismis!”

PILI, Camarines Sur --- Four municipalities of the province were selected as model sites of the program dubbed Location Specific Demo Trial sponsored by PhilRice in coordination with the Department of Agriculture, Regional Field Unit 5 (DA-RFU 5) and the provincial government.
Implementation of the demo farms in the identified project sites located in the towns of Libmanan, Ocampo, and Pili will follow soon as the project has already been launched in Calabanga.
Among the components of the program is the application of the new technologies developed by PhilRice focused at increasing the yields of the farmers, including the utilization of a variety of fertilizers that will be suitable to the farmlands here.
Agriculture, specifically rice production, is one of the priorities of Gov. LRay Villafuerte because he believes that this will contribute immensely in the quest for progress and prosperity of the province.
PhilRice is a government agency involved in research and production of high quality seeds along the thrust of the government to attain rice sufficiency in the country.
During the implementation of the Location Specific Demo Trial, PhilRice will distribute registered seeds and fertilizers to identified beneficiaries of the program. The LGUs will take charge in identifying the rice lands to be used as demo farms with at least an area of 5,000 square meters.
PhilRice in cooperation with the Office of the Provincial Agriculturist (OPA), and LGUs concerned will monitor the implementation of the program.

NAGA CITY---Some 1,500 youths in this city have called for an “electoral revolt,” by registering and voting against traditional politicians for the country to progress, during the “Rock the Vote” concert held Monday night at Plaza Quezon here.
“Rock the Vote,” an all-out campaign aimed at drawing around 5 to 9 million Filipino voters to register and vote, was launched here by opposition legislators Sen. Francisco Pangilinan and Reps. Teodoro Casiño and Riza Hontiveros and Nereus Acosta, former congressman and the secretary general of the Council of Asian Liberals and Democrats (Cald). They arrived here from Albay for its fourth leg campaign tour.
Reading a unity statement to express their trust on the electoral process, Ray-an Cydrick G. Rentoy, Sangguniang Kabatan federation president here, enjoined the youth sector to join the “electoral revolt” to achieve “real change.”
Delivering the unity statement, witnessed by Mayor Jesse Robredo and the opposition leaders amid lighted candles, Rentoy said the youth, together with 9 million more first-time voters, must go against the tide to vote “genuine leaders” over traditional politicians to start the so-called “electoral revolt.”
Pangilinan told the Bicol Mail before the ceremonies that the “Rock the Vote” with similar acronym to “Register and Vote” is an out-of-the-box approach the convenors thought of to present the issue and encourage the youth to respond, by drawing them to concerts in selected urban centers nationwide.
Acosta told the crowd that the moves to stop the elections in 2010 through the continuing attempt of President Macapagal-Arroyo’s allies in Congress to ram Charter change as an urgent issue must be stopped at all cost.
He said everyone has a stake in the electoral process to change a corrupt system by electing responsible elective officials.
Hontiveros , on her part, slammed the moves to convene Congress as a constituent assembly saying it is illegal and pitched in to highlight the importance of registering and voting in order to “bring light to the dark political landscape.”
Casiño talked about a change the youth could bring if they all register and vote even though it may be limited that he said could bring in to the government responsible leaders who could make a difference.
The “Rock the Vote” campaign left for Camarines Norte Tuesday to conduct the same activity in other parts of the country until the deadline of registration on Oct. 31, 2009.

And tomorrow we are leaving for Manila and soon after to Naga followed by Caramoan.

PILI, Camarines Sur --- Four municipalities of the province were selected as model sites of the program dubbed Location Specific Demo Trial sponsored by PhilRice in coordination with the Department of Agriculture, Regional Field Unit 5 (DA-RFU 5) and the provincial government.
Implementation of the demo farms in the identified project sites located in the towns of Libmanan, Ocampo, and Pili will follow soon as the project has already been launched in Calabanga.
Among the components of the program is the application of the new technologies developed by PhilRice focused at increasing the yields of the farmers, including the utilization of a variety of fertilizers that will be suitable to the farmlands here.
Agriculture, specifically rice production, is one of the priorities of Gov. LRay Villafuerte because he believes that this will contribute immensely in the quest for progress and prosperity of the province.
PhilRice is a government agency involved in research and production of high quality seeds along the thrust of the government to attain rice sufficiency in the country.
During the implementation of the Location Specific Demo Trial, PhilRice will distribute registered seeds and fertilizers to identified beneficiaries of the program. The LGUs will take charge in identifying the rice lands to be used as demo farms with at least an area of 5,000 square meters.
PhilRice in cooperation with the Office of the Provincial Agriculturist (OPA), and LGUs concerned will monitor the implementation of the program.

Yes, it's done already. I talk to one of the employee of GMA 7. They will transfer from DMG building to the new station this year, i just forget the exact date but it will not be that long. One of the Host of the local program is Melody M. Gersbach, as he told me.

Bicol River which is much wider is on the other side.
Sabang is the confluence of these two rivers.
I remember then Senator Roco initiated planting of bamboo along Naga river. I think the plan was to have both sides of the river planted with bamboo to prevent soil erosion and save the river from pollutants.
What i hope to see in the future is the residents along the river be relocated and both sides of the river be developed as parks just like in Marikina. If this will be, government and private sectors should start to act now before it become a humongous problem just like what happened to Pasig River.
The Carolina-Pacol-Panicuason terminal should be removed from Dinaga as it also contibutes pollution to Naga River. It must be relocated somewhere in Liboton or San Felipe or CBD 2 via Magsaysay and Panganiban or Diversion. The city officials might be taking political harakiri to do this but it needs to be done for future generation.

THE TRUTH is, in many respects, Camarines Sur is just like any rice-producing province with decent beaches and mountainous landscapes. Most foreign visitors will opt to visit Boracay, Bohol or Cebu before considering this little-known province in the southern tip of Luzon.
But when the name is shortened, suddenly Camsur rocks!
What’s all the fuss about Camsur? It seems one dynamic man has put his province on the world map of wakeboarding. Camsur Governor LRay Villafuerte built the Camsur Watersports Complex, the world’s most modern, six-point cable ski system designed for wakeboarding, wakeskating and waterskiing – and things have not been the same.
Coupled with restaurants, sand bars, a spa, pro-shop, watersports park and a new skateboard park, Camsur is now among our Top 10 local tourist destinations. CWC offers wakeboarding for beginner riders to professional wakeboarders who come from all over the world. Riders can even enjoy the park at night, thanks to bright spotlights that keep the action going until late.
One of my summer highlights was joining the Tour of Hope Bike Festival’s last leg in Camsur. To raise awareness for cervical cancer, I completed the 90K bike tour around the different cities of Camarines Sur, ending in CWC with a shower of flowers from family and supporters.
Since my kids were invited to check out the new skateboard park at CWC, we timed our vacation to coincide with the bike tour. We took PAL Express from the new Naia 3 terminal, so even the flight started off as a pleasant experience. PAL Express’ Marivic Agustin was very helpful in finding an additional seat for my nephew Francis Fernandez, since the flight was quite full.
Governor LRay was also with us on the flight, so we got the fiesta welcome once we landed. A stream of banners, including one for me, was on display at the entrance of CWC.
The park was alive with activity because of the week-long Kaogma Festival. After settling in, the young boys went to the skateboard park while the rest headed to Lago del Rey, a giant, manmade lake with wholesome family watersports entertainment including giant water slides, aqua wall climbing, water polo, water volleyball, kayaking, aqua obstacle course, paddle surfing, boat-towed wakeboarding and skiing, dragon boating and, of course, pure and simple swimming.
And when the kids are done with the water, there’s WiFi to keep them connected.
Fun park, fun ride
The ultra-fun water park was the perfect relaxation activity before my 90-K bike tour, using my new, custom-made, pink bike that Bike Town Cyclery made for me. With generous pledges that totaled over P200,000, I was determined to finish the fun bike ride in my signature pink tutu. The ride was organized by Bravehearts and Cervical Cancer Prevention Network Alliance of the Philippines (Cecap).
Tour of Hope 2009 spanned 500 kilometers from Muntinlupa to Camarines Sur. This year’s theme is “XXX: Dare to Be Bold.” The triple X has nothing to do with the sex, lies and videotape scandal. It stands for “Xpose the truth, Xceed your Limit and Xclaim Your Right to Life.”
Major sponsors were GlaxoSmithKline, Bravehearts, SM, Maldita, David’s Salon, Personi-fi, Cecap, Cancer Institute Foundation (CIF), Creative Juice, Campaigns PR and Gold’s Gym.
I was more focused on the lens of master photographer Jun de Leon. He was covering from the start with his hunk nephew Miguel de Leon, who charmed all the lady bikers including Veron Medina of GSK.
Photo exhibit
Jun de Leon’s exhibit, “Hope for the Flowers,” will showcase the photos he took throughout the tour and of some cancer survivors. The opening will be this July 15 at the SM Mall of Asia. Do try to catch the exhibit, which runs until July 20.
My biking skills are totally mediocre, so David Charlton was helpful enough to allow me to draft behind him. Since it was not a race, we took breaks for photo sessions and regrouping.
The locals were so friendly cheering us on. Some even recognized me from “Celebrity Duets.” We passed some beautiful old churches and beaches. The views were quite panoramic, like an Amorsolo painting.
At the awarding party, Doctor Cecilia Llave, program director of Cecap, thanked all who participated and invited them for next year. She stated the many women who benefited through the five-day workshops and clinics.

Governor LRay also invited me to be a judge at the Miss Kaogma beauty pageant, where we selected Miss Camsur. The contestants were not only gorgeous but also quite intelligent. Maybe the First Lady of Camsur, Lara Villafuerte, helped polish the contestants’ skills.
I was so impressed with the beautiful gowns by their local designers. After the pageant, I purchased the second runner-up’s gown, a winning pink, voluminous number by Rommel del Valle of Iriga City.
Just when we had our fill of Bicol’s specialty, laing, we were headed back home. We brought home loads of candied sesame seeds, pili nuts, abaca bags and frozen laing. Aside from all the activities inside CWC, we will surely go back to visit the deer farm and hot water springs.
Ironman competition
That return trip is just around the corner, as the Cobra Ironman 70.3K is being held at the CWC on Aug. 23. Sponsored by Cobra Energy Drink, Timex, Oakley, Globe and the Department of Tourism, the event is causing great buzz among local triathletes.
Over 300 participants from 20 countries are expected to try and finish the 1.9K swim, 90K bike and 21K run, the first full-fledged, half-Ironman to be held in our country.
Local heartthrob Fred Uytengsu, who is CEO of Alaska in his spare time, will be leading the charge for the locals. My hubby Dennis and I will be joining, too. I’m already deep in training for the event, while poor hubby doesn’t have a bike or running shoes, so he will just do the swim leg among 25 teams joined in the team competition.
But the real names to watch out for are international tri stars like Chris McCormick of Australia and Lisa Bentley of Canada. Those are the guys who will put Camsur on the Ironman world map.

Hi guys
That is Naga River.
Bicol River which is much wider is on the other side.
Sabang is the confluence of these two rivers.
I remember then Senator Roco initiated planting of bamboo along Naga river. I think the plan was to have both sides of the river planted with bamboo to prevent soil erosion and save the river from pollutants.
What i hope to see in the future is the residents along the river be relocated and both sides of the river be developed as parks just like in Marikina. If this will be, government and private sectors should start to act now before it become a humongous problem just like what happened to Pasig River.
The Carolina-Pacol-Panicuason terminal should be removed from Dinaga as it also contibutes pollution to Naga River. It must be relocated somewhere in Liboton or San Felipe or CBD 2 via Magsaysay and Panganiban or Diversion. The city officials might be taking political harakiri to do this but it needs to be done for future generation.

On June 20, the Naga City Government launched its self-styled "Governance Institute." It is reportedly supported by World Bank money, so I will not quarrel with its establishment for now. Hence, I will only dare the institute to immediately look into the string of violations of Commission on Audit rules and regulations like unliquidated cash advances or unpaid dole-out loans that the city government has callously committed over the years of Robredo's administration and without proper accountability of those directly involved.
Lest we forget, the essence of good governance is accountability for as enshrined in our Constitution and the laws, public office is a public trust and public officials and employees must be accountable to THE people at all times.
Given our limited space, allow me to cite just one, which I had actually raised a few months back and which I wish to re-publish in full below:

P2,085,000.00 Election-timed 1998 Loan
to an NGO - Unpaid and Illegal
In early 1998, as Mayor Robredo "blessed" and campaigned for his interim successor Cho Roco, his administration released a P2,085,000.00 loan to Sabang Puro Urban Kabisig Organization, Inc. (SPUKOI). This, the COA questioned in 2002:
"Sabang Puro Urban Kabisig Organization Inc., a non-government organization, was granted a P2,085,000.00 loan on February 17, 1998 by the city government which was charged to continuing appropriation. This amount was intended for the payment of lots under the agency's socialized housing program. The transaction was not in consonance with Section 4(1) of PD 1445 which states that no money shall be paid out of any public treasury except in pursuance of an appropriation law or other specific statutory authority. The audit further disclosed that no payment was ever made by any member of the above organization."
Obviously, during his term from 1998 to 2001, Roco failed to collect a single centavo from SPUKOI. Neither did Robredo as mayor again in 2001 onward.
COA's 2003 audit revealed continued failure to collect and produce any specific appropriation. COA's next reports for 2004, 2005, and 2006 indicated partial action only in that collection efforts were being pursued and the loan was allegedly part of a continuing appropriation for socialized housing. Then, COA's latest 2007 report did not make any update as yet.
However, SPUKOI's relevant SEC Financial Statement (FS) for Jan. 1, 1999 to Dec. 31, 1999 (no FS filed for 1998) made no mention at all, much less, include this P2,085,000.00 for repayment. It only showed funds of P13,640.00 and P13,640.00 expenses. Even SPUKOI's latest FS for Jan. 1, 2003 to Aug. 31, 2003, reported funds of P5,874.50 only and expenses of P5,874.50.
No payment from SPUKOI can be expected after all.
Genuine transparency demands a full accounting.
More importantly, the loan, which was granted on February 17, 1998, appears illegal as there was no city ordinance providing for the appropriation required by law. The city's explanation is a "continuing appropriation" for socialized housing. But, Sections 36 and 37 of Ordinance No. 98-033 known as "The Kaantabay sa Kauswagan Ordinance of 1997" making a continuing appropriation for socialized housing was approved only on March 11, 1998. There is no other earlier appropriation as the Naga "Transparency at Work" website shows. And if the P2,085,000.00 were part of the 1998 approved budget, then it should have been readily cited. In short, the loan was unauthorized.
This then calls for an Ombudsman investigation for graft and corruption of all responsible officials.
The Sanggunian and the Naga City People's Council should likewise investigate this loan posthaste, acting not by blind loyalty to Robredo, but by their solemn OATH to our People.
Lest we forget, if this P2,085,000.00 is fully repaid, plus interest, it could then be used for development projects or for others in need like people living at the Balatas garbage dump, street-children, and watch-your-car-boys.

NAGA CITY,June 30 (PNA) -- The construction of the P1.3 billion skyway bridge project that will connect the 2nd District town of Canaman and Libmanan municipality in the 1st District of Camarines Sur is scheduled to start in October this year, the Department of Public Works and Highways (DPWH) said to PNA Tuesday.
District Engineer Gilbert Olfindo of the DPWH Camarines Sur 1st Engineering District Office said the opening of bids for the project is set on August 23, 2009 at the DPWH central office in Manila.
The P1.3-billion Libmanan-Canaman skyway bridge project is under the Bicol River Basin and Watershed Management Project and part of the "Tubig-Kalsada-Oportunidad" (TKO) development thrust of Rep. Dato Arroyo of 1st District, Camarines Sur.
The new bridge, when finished, will significantly reduce travel time from Libmanan to Naga City and neighboring towns, vice-versa. Travel time from Naga City to Metro Manila is expected to be reduced by 40 minutes, while Naga City to Libmanan will only be a 10-minute ride from the usual 30 to 40 minutes.
Olfindo said the project consists of two bridges. The first bridge, on Libmanan side has a total length of 300 linear meters, will lay anchor on an islet at barangay Iquin in Canaman town, while the other on Canaman side has a span of about 100 linear meters. A 100-meter concrete road that separates the two bridges will also be constructed.
He said the skyway bridge project is categorized as design and built, which means that the winning contractor will make his own design then construct the bridge that will cross through vast rice land and two major Bicol River channels. Earlier this June, engineers and workers of A.M. Oreta Co. officially started the construction of the P712.3-million dam component of the Libmanan-Cabusao Dam Project (LCDP). Initially, the dam contractor already completed the 1.96-kilometer access road leading to the dam site last June 11.
LCDP, another major project under the BRBWMP, is also an initiative of Congressman Arroyo, which will benefit some 4,000 hectares of rice lands in Libmanan and Cabusao towns.
Work on the Libmanan-Cabusao Dam, an 11.3-meters high and 150-meters wide concrete diversion structure located in barangay Malaguico, Sipocot, Camarines Sur, is expected to be finished in 18 months.
Assistant Secretary Tomasito Monzon, presidential assistant for Bicol and concurrent BRBWMP project director, said NIA Administrator Carlos Salazar was instructed to order the contractor to work on the dam project on a round-the-clock schedule.
President Arroyo might come anytime to see for herself the progress of works on the dam, Monzon said.
The LCDP, a priority project of President Arroyo and his son, Rep. Arroyo also covers the constructions of the two other components: a 10.20-kilometers main canal that will convey the water from the dam to the existing canal of the Libmanan-Cabusao Pump Irrigation System (LCPIS), including a 10.75-kilometer service road; and construction and repair of new and existing irrigation and drainage structures and facilities of the Libmanan-Cabusao Pump Irrigation System.
Monzon said the project has a total cost of P1.9-billion and forms part of the irrigation modernization component of the BRBWMP. The other components of the comprehensive river basin project include flood mitigation, watershed management, and institutional development.
The BRBWMP chief said LCDP would increase the number of beneficiaries of the LCPIS from the present 1,686 farmers to 3,005 farmers. It will also expand the irrigation service of existing pump irrigation systems in Libmanan and Cabusao towns from 2,900 hectares to 4,000 hectares of ricelands.
The completion of LCDP will increase the annual net production value of the farmer-beneficiaries from P207.5 million to P593.6 million, Monzon said.
The dam will replace the four units of 250-horsepower engines and pumps that presently irrigate some 2,195 hectares of ricelands in the towns of Libmanan and Cabusao. NIA spends some P7 million annually just for the fuel and oil of the pump engines.
The planning for the LCDP came about June 27, 2007 when President Arroyo visited Libmanan town during the oath-taking of his son, Dato, who lives there. The President upon the request of farmers ordered NIA to conduct a feasibility study on the construction of the dam.
On Feb. 13, 2008 during another visit of the President in Camarines Sur, NIA Bicol Regional Director William Ragodon informed her that the dam project is technically feasible based on the result of the feasibility study. The President told NIA to fast track the detailed engineering of the project and prioritize the allocation of funds for the construction of the dam.
In Sept. 4, 2008 during a presidential visit in Iriga City, President Arroyo ordered NIA to speed up the project‘s implementation. Sometime in September 2008, NIA central office conducted the bidding for the dam component of the LCDP, where A.M. Oreta Co. Inc. won the bidding.(PNA)

NAGA CITY, June 30 (PNA) --- The Philippine National Railways (PNR) Tagkawayan-Naga stretch will soon be operational in time for the forthcoming Peñafrancia fiesta here.
The assurance came from Naga City-based PNR consultant Nicolas Beda Priela who told media practitioners that the rehabilitation works in the area are being rushed for the celebration of the regional fiesta in September this year.
President Arroyo, in her latest visit to Naga, said “by the time of Peñafrancia fiesta in September, this year, commuter train travel between Iriga City, Camarines Sur and Tagkawayan, Quezon will already be in place.”
The upgrading of the PNR facilities in the area is an integral part of the larger Tagkawayan (Quezon)-Guinobatan (Albay) South-rail rehabilitation program amounting to P1.8 billion.
He said the P500 million Tagkawayan-Naga City rehabilitation works are expected to be completed in August this year, while the Naga-Guinobatan componen before the end of 2009.
According to Priela, the route will initially be served by two units of PNR three-coach commuters train now also undergoing test runs within the area of PNR Naga Central Station.
“Commuters will initially serve the Tagkawayan-Naga stretch next month to augment the number of transport facilities which will shuttle passengers to and from the city during the Peñafrancia fiesta,” Priela said.
In an interview, PNR General Manager Manuel Andal said the upgrading works of southbound PNR stations and the rehabilitation of railroad tracks from Tagkawayan to Guinobatan are also being fast-tracked to meet the 2009 completion deadline.
PNR ceased operations after super typhoons Milenyo and Reming wrought havoc in different parts of the country rendering heavy damages on its facilities, especially those in the coverage area of Calamba (Laguna) and Legazpi City (Albay).
Priela said among the important facilities that were badly damaged by the super typhoons include San Cristobal Bridge in Calamba, Laguna that links Tagkawayan and other municipalities in Quezon province to Metro Manila.
The administration of President Arroyo is bent on modernizing the operations of the government-owned railway company to spur economic development. It is estimated that around 20,000 passengers daily will benefit from the resumption of PNR operations in south Luzon area.
The rehabilitation of PNR’s existing lines and other facilities is seen as a tool in bringing development in Central and Southern Luzon provinces by providing the public with effective and efficient transport services.
After 2009, it is expected that long-distance train services from Metro Manila to the provinces of Camarines Sur, Albay and Sorsogon in the Bicol Region and vice versa will help boost the economy since “the movement of many passengers and commodities will further strengthen the economic ties of Manila to production centers of the South.”
The rehabilitation of the PNR Naga station was allocated with P24 million while P17 million has been earmarked for the repair of the Travesia Bridge in Guinobatan, Albay.
The Tagkawayan-Naga commuters will be ran by two diesel locomotives now being readied for travel at the PNR Naga Central Station.
Right now, repair and rehabilitation works in the entire coverage of Manila-Bicol area are focused on the rehabilitation of coaches, engines and reinforcement of railroad embankments by replacing their ballasts and the wooden ties with concrete ones.(PNA)

THE TRUTH is, in many respects, Camarines Sur is just like any rice-producing province with decent beaches and mountainous landscapes. Most foreign visitors will opt to visit Boracay, Bohol or Cebu before considering this little-known province in the southern tip of Luzon.
But when the name is shortened, suddenly Camsur rocks!
What’s all the fuss about Camsur? It seems one dynamic man has put his province on the world map of wakeboarding. Camsur Governor LRay Villafuerte built the Camsur Watersports Complex, the world’s most modern, six-point cable ski system designed for wakeboarding, wakeskating and waterskiing – and things have not been the same.
Coupled with restaurants, sand bars, a spa, pro-shop, watersports park and a new skateboard park, Camsur is now among our Top 10 local tourist destinations. CWC offers wakeboarding for beginner riders to professional wakeboarders who come from all over the world. Riders can even enjoy the park at night, thanks to bright spotlights that keep the action going until late.
One of my summer highlights was joining the Tour of Hope Bike Festival’s last leg in Camsur. To raise awareness for cervical cancer, I completed the 90K bike tour around the different cities of Camarines Sur, ending in CWC with a shower of flowers from family and supporters.
Since my kids were invited to check out the new skateboard park at CWC, we timed our vacation to coincide with the bike tour. We took PAL Express from the new Naia 3 terminal, so even the flight started off as a pleasant experience. PAL Express’ Marivic Agustin was very helpful in finding an additional seat for my nephew Francis Fernandez, since the flight was quite full.
Governor LRay was also with us on the flight, so we got the fiesta welcome once we landed. A stream of banners, including one for me, was on display at the entrance of CWC.
The park was alive with activity because of the week-long Kaogma Festival. After settling in, the young boys went to the skateboard park while the rest headed to Lago del Rey, a giant, manmade lake with wholesome family watersports entertainment including giant water slides, aqua wall climbing, water polo, water volleyball, kayaking, aqua obstacle course, paddle surfing, boat-towed wakeboarding and skiing, dragon boating and, of course, pure and simple swimming.
And when the kids are done with the water, there’s WiFi to keep them connected.
Fun park, fun ride
The ultra-fun water park was the perfect relaxation activity before my 90-K bike tour, using my new, custom-made, pink bike that Bike Town Cyclery made for me. With generous pledges that totaled over P200,000, I was determined to finish the fun bike ride in my signature pink tutu. The ride was organized by Bravehearts and Cervical Cancer Prevention Network Alliance of the Philippines (Cecap).
Tour of Hope 2009 spanned 500 kilometers from Muntinlupa to Camarines Sur. This year’s theme is “XXX: Dare to Be Bold.” The triple X has nothing to do with the sex, lies and videotape scandal. It stands for “Xpose the truth, Xceed your Limit and Xclaim Your Right to Life.”
Major sponsors were GlaxoSmithKline, Bravehearts, SM, Maldita, David’s Salon, Personi-fi, Cecap, Cancer Institute Foundation (CIF), Creative Juice, Campaigns PR and Gold’s Gym.
I was more focused on the lens of master photographer Jun de Leon. He was covering from the start with his hunk nephew Miguel de Leon, who charmed all the lady bikers including Veron Medina of GSK.
Photo exhibit
Jun de Leon’s exhibit, “Hope for the Flowers,” will showcase the photos he took throughout the tour and of some cancer survivors. The opening will be this July 15 at the SM Mall of Asia. Do try to catch the exhibit, which runs until July 20.
My biking skills are totally mediocre, so David Charlton was helpful enough to allow me to draft behind him. Since it was not a race, we took breaks for photo sessions and regrouping.
The locals were so friendly cheering us on. Some even recognized me from “Celebrity Duets.” We passed some beautiful old churches and beaches. The views were quite panoramic, like an Amorsolo painting.
At the awarding party, Doctor Cecilia Llave, program director of Cecap, thanked all who participated and invited them for next year. She stated the many women who benefited through the five-day workshops and clinics.

Governor LRay also invited me to be a judge at the Miss Kaogma beauty pageant, where we selected Miss Camsur. The contestants were not only gorgeous but also quite intelligent. Maybe the First Lady of Camsur, Lara Villafuerte, helped polish the contestants’ skills.
I was so impressed with the beautiful gowns by their local designers. After the pageant, I purchased the second runner-up’s gown, a winning pink, voluminous number by Rommel del Valle of Iriga City.
Just when we had our fill of Bicol’s specialty, laing, we were headed back home. We brought home loads of candied sesame seeds, pili nuts, abaca bags and frozen laing. Aside from all the activities inside CWC, we will surely go back to visit the deer farm and hot water springs.
Ironman competition
That return trip is just around the corner, as the Cobra Ironman 70.3K is being held at the CWC on Aug. 23. Sponsored by Cobra Energy Drink, Timex, Oakley, Globe and the Department of Tourism, the event is causing great buzz among local triathletes.
Over 300 participants from 20 countries are expected to try and finish the 1.9K swim, 90K bike and 21K run, the first full-fledged, half-Ironman to be held in our country.
Local heartthrob Fred Uytengsu, who is CEO of Alaska in his spare time, will be leading the charge for the locals. My hubby Dennis and I will be joining, too. I’m already deep in training for the event, while poor hubby doesn’t have a bike or running shoes, so he will just do the swim leg among 25 teams joined in the team competition.
But the real names to watch out for are international tri stars like Chris McCormick of Australia and Lisa Bentley of Canada. Those are the guys who will put Camsur on the Ironman world map.

Sorry, but I do not see the wisdom of making this skyway a priority project. What is this a skyway on top of farmlands? What is the value of the reduced travel time from 30 mins to 10 minutes in a provincial setting? The P1.3 Billion money to be spent here can be used for other more important priority projects in Camsur like the expansion of the Pili Airport or the rehabilitation of the Quirino Highway. If the travel time from Manila to Naga is reduced by an hour after the rehab of Quirino highway that will have a huge value added and is immediately recognizable. Same thing with an expanded Pili Airport so bigger Airbuses can now be used there. Visitors of CWC and Caramoan will no longer have to pass thru Legazpi. But a skyway in Libmanan and Naga? Is this the much publicized gift of GMA to Dato?
The irrigation project is great, I have no quarel with it. Anyway you look at it, it's top priority. But a skyway in the farmlands? My foot!:bash:

NAGA CITY,June 30 (PNA) -- The construction of the P1.3 billion skyway bridge project that will connect the 2nd District town of Canaman and Libmanan municipality in the 1st District of Camarines Sur is scheduled to start in October this year, the Department of Public Works and Highways (DPWH) said to PNA Tuesday.
District Engineer Gilbert Olfindo of the DPWH Camarines Sur 1st Engineering District Office said the opening of bids for the project is set on August 23, 2009 at the DPWH central office in Manila.
The P1.3-billion Libmanan-Canaman skyway bridge project is under the Bicol River Basin and Watershed Management Project and part of the "Tubig-Kalsada-Oportunidad" (TKO) development thrust of Rep. Dato Arroyo of 1st District, Camarines Sur.
The new bridge, when finished, will significantly reduce travel time from Libmanan to Naga City and neighboring towns, vice-versa. Travel time from Naga City to Metro Manila is expected to be reduced by 40 minutes, while Naga City to Libmanan will only be a 10-minute ride from the usual 30 to 40 minutes.
Olfindo said the project consists of two bridges. The first bridge, on Libmanan side has a total length of 300 linear meters, will lay anchor on an islet at barangay Iquin in Canaman town, while the other on Canaman side has a span of about 100 linear meters. A 100-meter concrete road that separates the two bridges will also be constructed.
He said the skyway bridge project is categorized as design and built, which means that the winning contractor will make his own design then construct the bridge that will cross through vast rice land and two major Bicol River channels. Included in the project is the construction of a 26-kilometer concrete road with asphalt overlay.
Report said President Gloria Macapagal Arroyo has instructed DPWH Secretary Hermogenes Ebdane Jr. to finish the skyway bridge in 2010.
Earlier this June, engineers and workers of A.M. Oreta Co. officially started the construction of the P712.3-million dam component of the Libmanan-Cabusao Dam Project (LCDP). Initially, the dam contractor already completed the 1.96-kilometer access road leading to the dam site last June 11.
LCDP, another major project under the BRBWMP, is also an initiative of Congressman Arroyo, which will benefit some 4,000 hectares of rice lands in Libmanan and Cabusao towns.
Work on the Libmanan-Cabusao Dam, an 11.3-meters high and 150-meters wide concrete diversion structure located in barangay Malaguico, Sipocot, Camarines Sur, is expected to be finished in 18 months.
Assistant Secretary Tomasito Monzon, presidential assistant for Bicol and concurrent BRBWMP project director, said NIA Administrator Carlos Salazar was instructed to order the contractor to work on the dam project on a round-the-clock schedule.
President Arroyo might come anytime to see for herself the progress of works on the dam, Monzon said.
The LCDP, a priority project of President Arroyo and his son, Rep. Arroyo also covers the constructions of the two other components: a 10.20-kilometers main canal that will convey the water from the dam to the existing canal of the Libmanan-Cabusao Pump Irrigation System (LCPIS), including a 10.75-kilometer service road; and construction and repair of new and existing irrigation and drainage structures and facilities of the Libmanan-Cabusao Pump Irrigation System.
Monzon said the project has a total cost of P1.9-billion and forms part of the irrigation modernization component of the BRBWMP. The other components of the comprehensive river basin project include flood mitigation, watershed management, and institutional development.
The BRBWMP chief said LCDP would increase the number of beneficiaries of the LCPIS from the present 1,686 farmers to 3,005 farmers. It will also expand the irrigation service of existing pump irrigation systems in Libmanan and Cabusao towns from 2,900 hectares to 4,000 hectares of ricelands.
The completion of LCDP will increase the annual net production value of the farmer-beneficiaries from P207.5 million to P593.6 million, Monzon said.
The dam will replace the four units of 250-horsepower engines and pumps that presently irrigate some 2,195 hectares of ricelands in the towns of Libmanan and Cabusao. NIA spends some P7 million annually just for the fuel and oil of the pump engines.
The planning for the LCDP came about June 27, 2007 when President Arroyo visited Libmanan town during the oath-taking of his son, Dato, who lives there. The President upon the request of farmers ordered NIA to conduct a feasibility study on the construction of the dam.
On Feb. 13, 2008 during another visit of the President in Camarines Sur, NIA Bicol Regional Director William Ragodon informed her that the dam project is technically feasible based on the result of the feasibility study. The President told NIA to fast track the detailed engineering of the project and prioritize the allocation of funds for the construction of the dam.
In Sept. 4, 2008 during a presidential visit in Iriga City, President Arroyo ordered NIA to speed up the project‘s implementation. Sometime in September 2008, NIA central office conducted the bidding for the dam component of the LCDP, where A.M. Oreta Co. Inc. won the bidding.(PNA)
This is really great, other than saving time and energy from Libmanan to Naga ( farm to market road).
For me, It is very important, when there are calamities like floods, the skyway bridge will serves to safe guard our agri-products and people. Plus this will be the next step for the upcoming Libmanan International Airport
With this project Libmanan will move quickly to improve and develop more it's status in the Bicol Region :banana:

I used to spend my summer vacation in Libmanan with my relatives (my mother is from Libmanan) when I was still a kid. The river is really clean. We used to travel by motorized board (lantsa) from Naga near the supermarket going to Libmanan when the Bulaong bridge was not yet constructed. Sometimes we would take the train.

I’ve met Randism once at SM City with his baby and got several text messages from Rhyz and aside from short conversations, I never got enough time to talk with them. My wife and I have gotten so busy with non- stop appointments and meetings with SM People.
Finally we were awarded the contract to open our business’ SM City Naga Branch at the second floor and we would be constructing soon. We were given a month to construct but our contractor said it would take longer as we would be building a second level mezzanine to maximize the space.
We just had an orientation seminar together with other incoming tenants (TwinFrost; Onessimus; Nails and Prints). SM leasing had already labeled our location (it’s beside Fresh up at the second level)- near the entrance of the 3rd level parking.
Just updates of new businesses that opened recently in Naga.

2. Yellow Cab, Magsaysay (Formal blessing just two weeks ago- although it opened last May)

It specializes in human hormone assays (eg. thyroid hormones, growth hormone, estrogen, testoserone (repoductive hormones), cortisol (steroid hormone assays) to name a few.
It caters endocrine diagnostics.

Yes to many, Camarines Sur is just like any rice-producing province. But even before CWC, there was already the pristine beaches of Caramoan. But when one day the world opened its eyes at Caramoan, it was awed by its magnificence that people all over the world are starting to come to experience it. It would be ideal if we have deeper, wider and cleaner water. Embankment on both sides of the river should also provide comely view that people will be encouraged to take a leisure cruise along the river.:ohno:

hakz2007 July 1st, 2009, 11:41 AM Sorry, but I do not see the wisdom of making this skyway a priority project. What is this a skyway on top of farmlands? What is the value of the reduced travel time from 30 mins to 10 minutes in a provincial setting? The P1.3 Billion money to be spent here can be used for other more important priority projects in Camsur like the expansion of the Pili Airport or the rehabilitation of the Quirino Highway. If the travel time from Manila to Naga is reduced by an hour after the rehab of Quirino highway that will have a huge value added and is immediately recognizable. Same thing with an expanded Pili Airport so bigger Airbuses can now be used there. Visitors of CWC and Caramoan will no longer have to pass thru Legazpi. But a skyway in Libmanan and Naga? Is this the much publicized gift of GMA to Dato?
The irrigation project is great, I have no quarel with it. Anyway you look at it, it's top priority. But a skyway in the farmlands? My foot!:bash:

DAGUPAN CITY — A signature-gathering campaign urging Opposition Sen. Francis “Chiz” Escudero to join the presidential race in 2010 was launched here last Saturday.
Senator Escudero, who is 39 years old, said that he will decide on his political plan upon reaching the age of 40 in October, this year.
The objective of the signature-gathering campaign is to help him decide on his desire of becoming the President.
Likewise, the campaign’s objective is to gather one-million signatures in Region I to assure him of the people’s support for his presidential bid.
It was learned that Senator Escudero met with different groups in this city led by Engineer Rosendo O. So, president of the Eastern Pangasinan Filipino Chinese Chamber of Commerce.
So said that Senator Escudero has shown a dedicated leadership necessary to catapult him to the presidency.
“Ang signature campaign na ito ay kagustuhan at inilunsad ng iba’t ibang sector para tulungan si Senator Chiz na magdesisyon … bilang kandidato natin na Presidente, at malaki and tiwala at respeto sa kanya ng mga tao,” So said.

DAET, Camarines Norte — Multi-sectoral leaders in this province, including a Ten Outstanding Young Men awardee, have called on the Supreme Court “to act with dispatch and resolve the governorship row in their province.”
The call by civic leaders, including Rex Bernardo, a 2008 TOYM awardee for community service, came after the camp of sitting Camarines Norte Gov. Jesus Typoco filed with the SC a petition for certiorari that sought to nullify an earlier ruling of the Commission on Elections declaring his opponent, Edgardo Tallado, as the winner in the 2007 elections.
Earlier, Tallado filed an election protest against Typoco over what he described as manifest errors in the statement of votes by precinct (SOVP) in Labo town in the 2007 gubernatorial contest. After a thorough review, the Comelec 1st Division declared Tallado as the real winner with a margin of 65 votes. But Typoco filed a motion for reconsideration with the Comelec en banc whcih subsequently upheld the ruling of the 1st Division in February, this year.

The fish processing industry in Pasacao should be given the highest priority by the local government of Pasacao since it is the bread and butter by most residents there especially in coastal areas.
We went there for a baseline study and invited those fish processors for a focus group discussion with the DTI Provincial Director on a later date to know and assess their problems encountered, what help could be given to them by the Rural MicroEntrepreneurship Promotion Programme (RUMMEP) which will be implemented by the Department of Trade and Industry.

Last week of August or first week of Septmber and targeted opening. I'll send you invitations. It's located at the second level beside Fresh Up Spa and Dr. Milante's (of Legazpi Eye Center) Optical Shop. Nilagyan na ng the Endolab Marker ng SM Leasing.
That Libmanan Skyway was originally planned for the International airport. My father is from that little barrio called Malbogon dadaanan ng skyway.
If I'm not mistaken, the Japanese investors wanted that bridge to be built for easy accessability of the aiport to Naga. Less that 30 minutes ang maginging travel time.
To qoute one of the Libmanan officials I talked to in the past, the Japanese investors apparently requested to build a skyway and they'll build the airport. No expenses for the Camsur Government. It's a build operate transfer scheme.
I'll e- mail Eddie if he still has the feasiblity study (which he was a part) done for this Japanese Group the past. I"ll also try to summarize Eddie's group feasibllty study on the healthcare status in Naga which was comissioned by the Medical City and Ateneo de Naga University Hospital three years ago for the planned Ateneo de Naga University Hospital.
Baka the skyway is in preparation for the airport. Masyadong grand 'yan for a farm to market road.

The Lorenzo-owned restaurant chain Pancake House Inc. is setting aside P70 million this year for the continued expansion of its store network as it seeks to further boost income more than 50 percent by the end of 2008.
At the sidelines of the company’s stockholders’ meeting yesterday, Pancake House chairman and president Martin Lorenzo said the group is looking at building 23 to 25 stores for the year, about a third of which will be company owned while the rest will be franchised. Last year, it opened 20 new stores, bringing its total branch network to 138 as of end 2007.
Aside from its flagship Pancake House, the group also owns and operates Dencio’s, which specializes in Filipino grilled menu items; Teriyaki Boy, which offers Japanese cuisine; Singkit, which specializes in Chinese food for delivery; Sizzlin’ Pepper Steak; and its recently-acquired Le Coeur De France, a chain of French bakery shops.
But Lorenzo said the company is putting its planned acquisitions on hold this year amid the prevailing difficult business environment. “I don’t think now is the right time to acquire. We want to focus on further growing our existing businesses,” he said.
Nevertheless, Lorenzo expressed confidence the group can sustain its net income and sales growth this year with net earnings seen rising to nearly P100 million compared from P63 million in 2007, driven by new store openings.
Sales are likewise forecast to grow from P1.8 billion to P2.1 billion while system-wide sales are seen to increase as much as 24 percent to P2.6 billion.
From the 73 outlets as of end-2007, Pancake House is planning to expand its store network to 82 by yearend and is looking at other key cities and provinces like Bulacan, Baguio, Subic, Bacolod, Naga, Laguna, Cagayan de Oro, Cebu and Davao.
Pancake House also intends to further beef up its presence overseas following the successful launch of its first branch in Kuala Lumpur, Malaysia. Plans are underway for the opening of three more outlets before the company opens for franchising to several interested parties.
For its Filipino-owned grill unit, Dencio’s intends to expand its branches to 35 from the existing 26 in the next two years.
Teriyaki Boy, currently the leading Japanese brand in the casual dining industry in the country, will expand its restaurant operations to 39 stores by end-2008 from 34 as of last year.

This would be great. I usually had my breakfast in Pancake house or Country Waffle in Manila. Pancake house offers great food. with a lovely color red interiors.

Pili, Camarines Sur (1 July) -- The Basic Solid Waste Management Training (BSWMT) program is now an option that students may enlist, particularly those in Camarines Sur, in lieu of the ROTC and other training courses under the National Service Training Program (NSTP) as provided under Republic Act 9163.
RA 9163 mandates that students, male and female, of any baccalaureate degree course or of at least two (2) year technical vocational courses in public and private educational institutions shall complete at least one (1) of the NSTP components as requisite for graduation, namely the Reserved Officers Training Corps (ROTC), Literacy Training Service and Civic Welfare Training Service.
Along this line, Gov. LRay Villafuerte wants waste management to be an integral part of NSTP course under its Civic Welfare Training Service component, in furtherance of its advocacy towards Solid Waste Management Program (SWMP) within its jurisdiction particularly inside the provincial capitol complex.
The SWM technical working group, in collaboration with the Camarines Sur Information Technology Center (CSITC) - the educational arm of the provincial government - has submitted the BSWMT course outline to TESDA, consequently, was approved as an NSTP course.
Camarines Sur now is the very first province integrating the course in its school curricula.
BSWMT has since been implemented this semester as an official NSTP course at the CSITC and would afford students a more meaningful use of the time allotted for said course in learning invaluable knowledge and skills.
The training is conducted every Saturday and will last for two semesters. (PIA Camarines Sur)

The Lorenzo-owned restaurant chain Pancake House Inc. is setting aside P70 million this year for the continued expansion of its store network as it seeks to further boost income more than 50 percent by the end of 2008.
At the sidelines of the company’s stockholders’ meeting yesterday, Pancake House chairman and president Martin Lorenzo said the group is looking at building 23 to 25 stores for the year, about a third of which will be company owned while the rest will be franchised. Last year, it opened 20 new stores, bringing its total branch network to 138 as of end 2007.
Aside from its flagship Pancake House, the group also owns and operates Dencio’s, which specializes in Filipino grilled menu items; Teriyaki Boy, which offers Japanese cuisine; Singkit, which specializes in Chinese food for delivery; Sizzlin’ Pepper Steak; and its recently-acquired Le Coeur De France, a chain of French bakery shops.
But Lorenzo said the company is putting its planned acquisitions on hold this year amid the prevailing difficult business environment. “I don’t think now is the right time to acquire. We want to focus on further growing our existing businesses,” he said.
Nevertheless, Lorenzo expressed confidence the group can sustain its net income and sales growth this year with net earnings seen rising to nearly P100 million compared from P63 million in 2007, driven by new store openings.
Sales are likewise forecast to grow from P1.8 billion to P2.1 billion while system-wide sales are seen to increase as much as 24 percent to P2.6 billion.
From the 73 outlets as of end-2007, Pancake House is planning to expand its store network to 82 by yearend and is looking at other key cities and provinces like Bulacan, Baguio, Subic, Bacolod, Naga, Laguna, Cagayan de Oro, Cebu and Davao.
Pancake House also intends to further beef up its presence overseas following the successful launch of its first branch in Kuala Lumpur, Malaysia. Plans are underway for the opening of three more outlets before the company opens for franchising to several interested parties.
For its Filipino-owned grill unit, Dencio’s intends to expand its branches to 35 from the existing 26 in the next two years.
Teriyaki Boy, currently the leading Japanese brand in the casual dining industry in the country, will expand its restaurant operations to 39 stores by end-2008 from 34 as of last year.

Here's my two cents worth about building the international airport in Libmanan. If the government will be spending P5B to P6B to construct this airport, I would rather spend just P3B to expand the existing Pili Airport. Let's say you use P500M to P1B to relocate the present occupants of the area to be used for the expansion then the balance of P2B to P2.5B can be used to lengthen the runway to 2,800 meters and to build a modern terminal. What will be the advantages of this scheme?
1.The 2,800 meter runway is even longer than the existing Legazpi Airport and this can accommodate even the 747s and Airbus 340s.
2. It will fast track Camsur's wish to have an International airport of its own.
3. Tourists will no longer travel 40 mins to an hour from Libmanan to Naga or CWC. If you will travel about this long from Libmanan to Naga or CWC, there will be lesser reason to justify it because travel from Legazpi Aiport (or from the new BIA) to CWC or Naga is just about 1.5 hours.
4. The taxpayers will be spared from spending so much money. Imagine the amount of money that will be saved. From the airport construction alone you will save about P3B and from the skyway another P1.5B for a total of P4.5B of taxpayers money.
5. If the project cost for the airport is reduced, the amount of kickbacks of our gaddammed politicians will also be reduced.
6. The Pili Airport expansion will only take maybe a year or two while the Libmanan airport will take maybe at least 5 years to get going. Remember the BIA project started in 2001 and it's only now that it is moving albeit slowly. Remember, if GMA is out by next year, we can assume that Dato will no longer have the strings to pull regardless whether the administration bet wins or the opposition bet.
Spending a total of about P7.5 Billion for this Libmanan airport, ukuda daw tabi nindo kun siisay an makikinabang? Duman pa lang sa skyway pira na an kikitain dyan. Aw inda! It's so disgusting.

That Libmanan Skyway was originally planned for the International airport. My father is from that little barrio called Malbogon dadaanan ng skyway.
If I'm not mistaken, the Japanese investors wanted that bridge to be built for easy accessability of the aiport to Naga. Less that 30 minutes ang maginging travel time.
To qoute one of the Libmanan officials I talked to in the past, the Japanese investors apparently requested to build a skyway and they'll build the airport. No expenses for the Camsur Government. It's a build operate transfer scheme.
I'll e- mail Eddie if he still has the feasiblity study (which he was a part) done for this Japanese Group the past. I"ll also try to summarize Eddie's group feasibllty study on the healthcare status in Naga which was comissioned by the Medical City and Ateneo de Naga University Hospital three years ago for the planned Ateneo de Naga University Hospital.

Yes, you are absolutely right Hakz, if just expanding the Legazpi Aiport is possible, I would certainly go for it so the government will save a lot of money. I think the only problem with the Legazpi Airport is that there is really no available space. At one end I think it will cut into downtown Daraga and at the other end it will cut into the national highway and even Aquinas University which is open to lahar flows. If the national highway is not there, expanding the runway to the sea will be possible. Ang problema hindi natin alam ang mga ulterior motives ng mga politico natin. Sabi ngani ni Mr. Jun Lozada, minimize the greed na lang.

Yes, but the possibility of relocation is much viable in Pili because the surrounding areas of Pili is really wide open to relocate those residential dwellings as compared to the Legazpi Airpor where expansion is now going to the mountain barangays.
For me the best solution to improve both airports is really just to expand it if possible.

I read it many times. The problem with Pili Airport is that there is no more room for expansion as it is abutting a cliff at one end and Mt Isarog at the other. Expropriation is not a problem as it is inherent right of the state.
With regards to skyway in Libmanan, it is just like the viaduct in Bulacan-Pampanga which spans 6 kms x 2. The project raises the eyebrows of garycooper maybe because of the huge budget. But if the question is whether this is needed, i think the answer is yes. It has long been proposed to have an alternate road to Naga from the north because of the fact that whenever there is a problem with Mabolo Bridge, Bicol is practically cut off from sources of economic goods. Just what happened few years ago when that bridged collapsed. I heard two proposals before. The first is to construct a bridge over Bicol River to connect Libmanan to Calabanga. Another one is a diversion road to pass through Minalabac. The skyway is the third one which looks like to push through with the force of that who driving this project. This is favored over the first maybe because of the greater economic impact.

I would be happy for both provinces to have an improved airport. Let the international airport be in Legazpi if they want it. For Naga it does not have to be an "international airport" as long as it can accommodate bigger airlines to cater to current demands of the booming tourism industry in the province. International airport sounds good only but will be nothing if no international airlines will be utilizing it. We have at least one good example of this.

Czech experts to brush off fears on landfill operations

NAGA CITY, July 2 (PNA) --- The five-man team of Czech experts assisting the local government unit (LGU) here in the implementation of its 10-year integrated solid waste management plan will present clear-cut arguments that will brush off apprehensions in operating a sanitary landfill.
This, after a group of residents in the adjoining Magarao town aired some resistance during public consultations and doubted the worthiness of certain measures that will be observed in the operations of the facility.
The proposed multimillion-peso facility – an engineered sanitary landfill – will be operated and maintained based on the approaches mandated by the city’s 10-year plan on solid waste.
It has been conceptualized even before the passing of Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act of 2000.
Last month, Jan Pavlik, the team’s project manager, was in the city accompanied by technical experts Jaroslav Jakubes, Jiri Klicpera, Jaroslav Koubal and Ivo Pospisil. They discussed new developments on the proposed facility with the LGU officials.
The group, according to City Environment and Natural Resources Officer (ENRO) Oscar Orozco, is expected to come again next month to report the findings of their last month’s visit and appear in public consultations.
The 10-year plan, which was conceptualized through the supervision of the experts, is now being readied for presentation next month to the city’s solid waste management board and members of Sangguniang Panlungsod.
The City Government of Naga is still seeking the approval for the landfill construction by the municipal government of Magarao. Orozco said that while not all residents of the town are in favor of the proposed new site, many of the concerns dwelled on technical issues which include possible groundwater contamination.
Orozco is confident that all concerns regarding the planned construction of the facility will be addressed by the proponent city and the experts when they return in August. “Unlike open controlled dumpsites, there is virtually no risk of contamination from sanitary landfills like the one proposed,” Orozco said.
SLF is a waste disposal site designed, operated and maintained in a manner that exerts engineering control over significant potential environmental impacts arising from the development and operation of the facility.
Once established, the landfill will be one of the most advanced solid waste facilities in the country with the capability to produce methane gas from decaying garbage for conversion into renewable energy.
Blueprint of the facility shows several components using equipment/materials of high-end technology like entrance station with weigh-bridge, multi-barrier scaling system for groundwater protection, stat-of-the-art final waste disposal facility (with separate cell for toxic waste), leachate storage ponds and leachate treatment plant and run-off water collection system and retention basins.
The facility is also equipped with drainage and methane-collecting pipes that are connected to storage tanks. The gas can be used to produce electricity.
He also said that the 50-hectare garbage facility in the European country can produce around 600 KVA of electricity with continuous methane production.
The proposed sanitary landfill in Magarao is expected to be in service for at least thirty years.
The Environment Management Bureau of DENR and the National Solid Waste Management Commission require that sanitary landfills be maintained by well trained workers along with a resident pollution control and safety officers unlike in the operations of dump sites which are manned only by untrained laborers. The assurance came from Naga City-based PNR consultant Nicolas Beda Priela who told media practitioners that the rehabilitation works in the area are being rushed for the celebration of the regional fiesta in September this year.
President Arroyo, in her latest visit to Naga, said "by the time of Peñafrancia fiesta in September, this year, commuter train travel between Iriga City, Camarines Sur and Tagkawayan, Quezon will already be in place."
The upgrading of the PNR facilities in the area is an integral part of the larger Tagkawayan (Quezon)-Guinobatan (Albay) South-rail rehabilitation program amounting to P1.8 billion.
He said the P500 million Tagkawayan-Naga City rehabilitation works are expected to be completed in August this year, while the Naga-Guinobatan componen before the end of 2009.
According to Priela, the route will initially be served by two units of PNR three-coach commuters train now also undergoing test runs within the area of PNR Naga Central Station.
"Commuters will initially serve the Tagkawayan-Naga stretch next month to augment the number of transport facilities which will shuttle passengers to and from the city during the Peñafrancia fiesta," he said.
Priela added among the important facilities that were badly damaged by the super typhoons include San Cristobal Bridge in Calamba, Laguna that links Tagkawayan and other municipalities in Quezon province to Metro Manila.
The administration of President Arroyo is bent on modernizing the operations of the government-owned railway company to spur economic development. It is estimated that around 20,000 passengers daily will benefit from the resumption of PNR operations in south Luzon area.

Modernization of PNR is never new to Bicolanos. WE have heard before when PNR Gen Manager Pete Prado took the helm of this state-run railway company. It was dubbed as V in 5 which promised to shorten travel time to Bicol from Manila to 5 hours. Until the PNR operation was temporarily stopped, it remained a promise.
Now PNR will be put back to operation, I hope the promise of modernation will materialize despite of election next year. An efficient railroad system is a must facility towards development. We may not be able to afford bullet trains in the near future like in indusrtrialized countries but an efficient service and sustained impovement will surely work towards people patronizing it thus ensuring positive balance sheet to encourage more investment.

I would be happy for both provinces to have an improved airport. Let the international airport be in Legazpi if they want it. For Naga it does not have to be an "international airport" as long as it can accommodate bigger airlines to cater to current demands of the booming tourism industry in the province. International airport sounds good only but will be nothing if no international airlines will be utilizing it. We have at least one good example of this.

Despite the huge appeal and attractiveness of such a musical act, America, Ambrosia and John Ford Coley have yet to appear together on the same stage in a rare show combining their distinctive sounds and styles.
This dream concert will now become a reality when the three singing legends gather together in a special concert tour that will be highlighted by a major performance on July 31 at the Araneta Coliseum in Cubao, Quezon City.
Dubbed America, Ambrosia & John Ford Coley Live!, the Big Dome show to be mounted by Ovation Productions will kick off a four-night concert series that will also include shows at the Nueva Caceres University in Naga City on Aug. 1; Subic Convention Center, Aug. 2; and Summit Center, Zamboanga City, Aug. 4.
Ambrosia, for its part, is scheduled to perform a longer set during a dinner-show at the Hard Rock Café in Makati City on Aug. 1.
America returns to the concert scene almost two years after its successful five-night SRO tour in 2007 which was capped by a big show at the Big Dome in a major comeback after more than two decades since its 1981 debut at the Folk Arts Theater (now Tanghalang Francisco Balagtas).
The musical career of America reaches back to 1972 when a group of three talented, young musicians harmonized its way to the top of the charts with A Horse With No Name.
The classic made America a global household name and launched Gerry Beckley, Dewey Bunnell and Dan Peek as superstars for their timeless sound that assimilated strands of rock, pop and folk elements into an exciting musical brew.

AMERICA is one of my favorite band, and it is once in a lifetime opportunity to watch them live, performing here in our beloved city. Aside from this opportunity, I want to support projects like this so that this concert could not be the first and the last concert featuring foreign artist, but to be basis for some promoters to follow more. This could be a test whether the city has the capacity to hold events like this. Did somebody know the prices of the tickets?

If the government will be spending P5B to P6B to construct this airport, I would rather spend just P3B to expand the existing Pili Airport. Let's say you use P500M to P1B to relocate the present occupants of the area to be used for the expansion then the balance of P2B to P2.5B can be used to lengthen the runway to 2,800 meters and to build a modern terminal. What will be the advantages of this scheme?
1.The 2,800 meter runway is even longer than the existing Legazpi Airport and this can accommodate even the 747s and Airbus 340s.
2. It will fast track Camsur's wish to have an International airport of its own.
3. Tourists will no longer travel 40 mins to an hour from Libmanan to Naga or CWC. If you will travel about this long from Libmanan to Naga or CWC, there will be lesser reason to justify it because travel from Legazpi Aiport (or from the new BIA) to CWC or Naga is just about 1.5 hours.
4. The taxpayers will be spared from spending so much money. Imagine the amount of money that will be saved. From the airport construction alone you will save about P3B and from the skyway another P1.5B for a total of P4.5B of taxpayers money.
5. If the project cost for the airport is reduced, the amount of kickbacks of our gaddammed politicians will also be reduced.
6. The Pili Airport expansion will only take maybe a year or two while the Libmanan airport will take maybe at least 5 years to get going. Naga City (1 July) -- The Philippine National Railways (PNR) Tagkawayan-Naga stretch will soon be operational in time for the forthcoming Peñafrancia fiesta here.
The assurance came from Naga City-based PNR consultant Nicolas Beda Priela who told media practitioners that the rehabilitation works in the area are being rushed for the celebration of the regional fiesta in September this year.
President Arroyo, in her latest visit to Naga, said "by the time of Peñafrancia fiesta in September, this year, commuter train travel between Iriga City, Camarines Sur and Tagkawayan, Quezon will already be in place."
The upgrading of the PNR facilities in the area is an integral part of the larger Tagkawayan (Quezon)-Guinobatan (Albay) South-rail rehabilitation program amounting to P1.8 billion.
He said the P500 million Tagkawayan-Naga City rehabilitation works are expected to be completed in August this year, while the Naga-Guinobatan componen before the end of 2009.
According to Priela, the route will initially be served by two units of PNR three-coach commuters train now also undergoing test runs within the area of PNR Naga Central Station.
"Commuters will initially serve the Tagkawayan-Naga stretch next month to augment the number of transport facilities which will shuttle passengers to and from the city during the Peñafrancia fiesta," he said.
Priela added among the important facilities that were badly damaged by the super typhoons include San Cristobal Bridge in Calamba, Laguna that links Tagkawayan and other municipalities in Quezon province to Metro Manila.
The administration of President Arroyo is bent on modernizing the operations of the government-owned railway company to spur economic development. It is estimated that around 20,000 passengers daily will benefit from the resumption of PNR operations in south Luzon area.
The rehabilitation of PNR's existing lines and other facilities is seen as a tool in bringing development in Central and Southern Luzon provinces by providing the public with effective and efficient transport services. (JB Neola, PNA/PIA)
I think the rehabilitation is done, due to the upcoming Penafrancia Fiesta, but modernizing the operation and infra-structure will mean a longer term

The three of them have performed here separately several times before, playing before sold-out audiences enthralled and inspired by their extraordinary talents, vocal qualities and styles as they sang their great hits.
Despite the huge appeal and attractiveness of such a musical act, America, Ambrosia and John Ford Coley have yet to appear together on the same stage in a rare show combining their distinctive sounds and styles.
This dream concert will now become a reality when the three singing legends gather together in a special concert tour that will be highlighted by a major performance on July 31 at the Araneta Coliseum in Cubao, Quezon City.
Dubbed America, Ambrosia & John Ford Coley Live!, the Big Dome show to be mounted by Ovation Productions will kick off a four-night concert series that will also include shows at the Nueva Caceres University in Naga City on Aug. 1; Subic Convention Center, Aug. 2; and Summit Center, Zamboanga City, Aug. 4.
Ambrosia, for its part, is scheduled to perform a longer set during a dinner-show at the Hard Rock Café in Makati City on Aug. 1.
America returns to the concert scene almost two years after its successful five-night SRO tour in 2007 which was capped by a big show at the Big Dome in a major comeback after more than two decades since its 1981 debut at the Folk Arts Theater (now Tanghalang Francisco Balagtas).
The musical career of America reaches back to 1972 when a group of three talented, young musicians harmonized its way to the top of the charts with A Horse With No Name.
The classic made America a global household name and launched Gerry Beckley, Dewey Bunnell and Dan Peek as superstars for their timeless sound that assimilated strands of rock, pop and folk elements into an exciting musical brew.
Other hit songs popularized by America were All My Life, Sandman, Only In Your Heart, Muskrat Love, Daisy Jane, Inspector Mills, Riverside, California Dreamin’ and I Don’t Believe In Miracles.
Ambrosia, on the other hand, was a Los Angeles quartet whose fusion of symphonic art rock with a slightly-produced pop sound led to its discovery in 1971 by Los Angeles Philharmonic conductor Zubic Mehta, who featured it as part of the All-American Dream Concert.
In 1975, it released its self-titled debut album, which spawned the chart singles, Holdin’ On To Yesterday and Nice, Nice, Very Nice, the latter based on Kurt Vonnegut’s Cat Cradle.
It continued in its progressive rock style with the 1976 album, Somewhere I’ve Never Traveled, which earned for it and the album a Grammy Awards nomination.
The band is presently composed of Joe Puerta, Christopher North, Burleigh Drummond and David Cutler-Lewis.
A favorite of Pinoy fans because of his tremendous appeal, warmth and wit, John Ford Coley is on his seventh visit to the country since his debut performance here in the ‘70s at the height of the popularity of the duo of England Dan and John Ford Coley.
He skyrocketed to worldwide popularity with such hit songs as Tell Me You Love Me, Love Is The Answer, Gone Too Far, I’d Really Love To See You Tonight, Nights Are Forever, We’ll Never Have To Say Goodbye Again, Come Back To Me, Soldier In The Rain, Sad To Belong, Simone, Westward Wind, Part Of Me, Part Of You and many more.

Rx ’80s band main attraction at Conway’s Bar in July
Rx ’80s, one of the country’s leading bands today, is the featured performer at the Conway’s Bar of Makati Shangri-La Hotel for the month of July.
For five consecutive Fridays starting July 3 until July 31, at 10 p.m., Conway’s Bar guests and habitués shall be treated to the group’s exquisite mix of the great hits of the last half century and the latest contemporary songs that have become its trademark sound.

Naga Boy July 3rd, 2009, 07:52 AM This is not the first concert by an international star in the city. Years before, Brian McKnight already did two or three concerts at the Villa Caceres Hotel. That was the very first one done in the city.
The Platters also had a concert at the Avenue Convention Center, (Avenue Square) about 2 years ago.

kevinb July 3rd, 2009, 12:32 PM ^^ Brian McKnight did the concert about 5 years ago. If I'm not mistaken, I was in 3rd year high school then. As I said, he had his concert at the Villa Caceres Hotel. There was no Avenue Convention Plaza before. Then came the Platters at the Avenue Convention Plaza.
