yeah mga early- mid 80's sila. Yes, may mga SPED public school. but sa part nang St. Joseph, is early detection agad, kaya may " SHADOW TEACHER " sila, it's only in the Philippines we used that term. Shadow teacher is a teacher who comes in and out of the classroom , nasa likuran lang siya to detect students that needs to focus, lalo na kung mababa ang grades. iyan ang target nang shadow teachers , parang sila mag re remedial or tutorial.

Saint Joseph School I think is the first of the two Filipino-Chinese schools in the city. The other is Hope Christian High School. Saint Joseph is a Catholic school while Hope is a Christian school. Both schools are providing excellent education and have good facilities. Hope Christian I think is the only private school in the region with rubberized oval.

Hakz, cemented ovals are not used for track and field competition. Magkarulugadan kaiyan an mga atleta pag nadapa. Before the rubberized oval was invented we only use plain earth. But now we use rubberized as jardet said. I think we have brands for this like "tartan" or "regupol" tracks. I know the sports complex in Pili have this in their track oval. It is the only track oval in Bicol I think that uses this. So this must be the second one.

We have rubberized oval at Metro Naga Sports Complex in Naga City and at Camarines Sur Stadium in Pili. I am not aware if there is any other in the region. Both are now 12 years old since they were installed in 1997 for the Palarong Pambansa in the province. Both are international standard when completed in 1997. I just do not know if both are maintained in the same standard. Grass oval should now be a thing of the past in althletics sports but sadly most in the region are still using it. Naga City and Camarines Sur are lucky to have this facility at their doorstep.

Me, either. I am not sure if the oval in Bicol University is rubberized already. How about in Albay Sports Center in Guinobatan?

I don't think so. Albay will also need a sportsminded governor like LRay so building of these kind of sports facilities will be prioritized. This is badly needed by Albay.
jardet July 29th, 2009, 10:27 AM Metro Naga Sports Complex which is located in Pacol is I think better maintained having been used already at least 3 times by the Palarong Pambansa and other national games including the last PRISAA.
Naga has been aspiring to host the South East Asian track events but has not been successful.
Rubberized oval of Hope Christian School is not within standard. It is just used by their students for training purposes.

hakz2007 July 29th, 2009, 10:34 AM Metro Naga Sports Complex which is located in Pacol is I think better maintained having been used already at least 3 times by the Palarong Pambansa and other national games including the last PRISAA.
Naga has been aspiring to host the South East Asian track events but has not been successful.
Rubberized oval of Hope Christian School is not within standard. It is just used by their students for training purposes.
Whoa, Is Metro Naga Sports Complex and the Freedom Stadium are different sports centers?. I think the latter also hosted the Palarong Pambansa.

Carnival (javascript:void(0);)
Other than the lack of history and meaning, parading with wooden guns is the most pathetic thing in the parade (javascript:void(0);), according to anthropologist and Naga City Mayoral Awardee 2009 Tito Valiente. Further, the use of toy guns is carnivalesque. There is nothing wrong with real soldiers marching with real guns, according to him. But there is really something ridiculous with non-soldiers parading non-guns during a non-military event.
Anti-Cultural
During this Bikol renaissance, when Bikolano writers and Bikolano artists are being honored in the mainstream, our consciousness (javascript:void(0);) should always be fashioned by the question, what is Bikol about what I am doing or writing?
What is indeed Bikol about Military Parade? The uniforms are strangely western. There is no trace of Bikol history and culture in that parade. What educational value does the public gain (javascript:void(0);) from witnessing the military parade?
Cost Effectiveness
UNEP (University of Northeastern Philippines), one of the participating schools, angrily wrote the organizers and expressed its sentiments (javascript:void(0);). "We cannot hide the fact that this had truly upset us. We came all the way from Iriga City. Our school spent hundreds of thousands of pesos to show our best performance in the competition. Our Majorettes practiced day and night just to master their steps. There is so much commitment and dedication, not to mention sacrifice, just to give the best, yet all has come to naught due to the negligence of the organizing committee."
How many hundreds of hours do our students spend to practice for this military parade? How many hundreds of thousands of pesos does each school spend to join the parade? How much does every family spend for his/her child in order to participate in the parade?
Consider those who are still coming from Masbate and Catanduanes. The officers may find it worthwhile to spend. But how about cadets who are there simply to march? The Commandants may earn from it, but how about the parents? How true is it that the Association of CMT Commandants accredits tailoring shops that will provide the uniforms? Why is there a need to accredit tailoring shops? Who gains from such an arrangement?
Should we condone the reality that poor parents borrow money for uniforms, meals and pocket money of their sons and daughters for such an exercise in futility?
A Big Show at the Expense of the Participants
Some argue that the purpose of the Military parade is to add color to the celebration (javascript:void(0);) - a spectacle. However, we know that in theaters, people pay to watch and be entertained. Performers work hard to earn a living.
In this case, the crowd are being entertained, but at the expense of the performers. These young people are both subjected to the scorching heat of the sun and the draining of their pockets. But what do they get in return? The city and its organizers have everything to gain. But what do our students take from their performance?
This is not a fair practice at all.
Lastly, there is no Harmony (javascript:void(0);) with the Devotion
Every religious (javascript:void(0);) celebration is meant to nourish us spiritually (javascript:void(0);). The Peñafrancia Fiesta is meant to remind us to imitate Mary for her undivided attention in serving God, the object of our devotion. Unfortunately, the military parade does not carry this religious message.
Marching, wooden guns, Western uniforms, accreditation of tailoring shops, competition, trophies - all these symbols and activities have nothing to do with Marian devotion.

Flaunting their bodies and flesh on stage under the glare of spotlights in front of a crowd of strangers, is probably one of the shallowest aspirations that women (javascript:void(0);) could ever have. Beauty (javascript:void(0);) pageants, as universally accepted as they are, do nothing but insinuate that women's primary goal in life is to make themselves beautiful, sexy (javascript:void(0);) and attractive (javascript:void(0);) - with voluptuous body, large breasts (javascript:void(0);) and hips, small waist, long and shapely legs, smooth skin, shiny hair, white perfect teeth - so that when the day of judgement (javascript:void(0);) comes, they will be pronounced the most beautiful of all. Pageants promote the petty, small-minded belief that women should beat other fellow women in their physical looks, and therefore perceive fellow women not as allies for a greater cause but as competitors of their temporal youth and beauty. Women should get the attention of the judges, most of whom are men, and some women who believe the same way.
Worse, women's intellect and stand on social issues and problems are hardly counted in beauty competition. When contestants commit errors in grammar (javascript:void(0);) or answer questions stupidly, judges and audience alike just laugh it off. These tendencies imply that women, anyway, are not expected to be intelligent, so long as they are attractive and they know how to please the judges. Pageants perpetuate the cultural convention that intellectual abilities and assertiveness are not the priority qualities that women should develop. Furthermore, they encourage women to submit themselves to the whims of the judges so that they will win the much coveted crown. Women are brainwashed to continue believing that they should subject themselves to the judgment of a group of individuals who, like all other men and women, are not in the position of judging their fellow human beings. Beauty pageants intensify the gender stereotype that that women are expected to perpetually submit themselves to their fathers or husbands or sons.
Such beauty pageants become even more hateful and abhorring as they are conducted within the novenario period in adoration of Ina, the blessed woman. Instead of promoting the strength of spirit and selfless determination epitomized by the Blessed Mother in her time, women in beauty competitions are made to do silly things to please the judges and the audience. It is a glaring dichotomy how a community like Naga and Bicol who prides themselves of deep devotion to the Nuestra Senora de Penafrancia but treats and judges women as objects to pleasure their eyes of the lustful sights of almost naked bodies ramping back and forth. Women, blinded by the dictates of their society, allow themselves to be hailed because of outer temporal appearance and not of the depth of their personhood.
The position statement of the Bicol Association of Catholic (javascript:void(0);) Schools (BACS) against the holding of beauty pageants during the Penafrancia devotion is a most welcome step. It is high time that Naguenos and Bicolanos reflect on the irony that has characterized the Penafrancia celebration (javascript:void(0);) for the past many decades

jardet July 29th, 2009, 10:49 AM I don't think so. Albay will also need a sportsminded governor like LRay so building of these kind of sports facilities will be prioritized. This is badly needed by Albay.
Camarines Sur (together with Naga City) I think is only among a handful of provinces in the country with two standard rubberized track ovals. The duo were able to obtain them when they bidded and were awarded the hosting of the Palaro in 1997. The key then was Robredo's close tie with then President Ramos who gave the imprimatur for holding the Palaro in the city.
With Salceda's ties with GMA, Albay can also have similar facility. It could be added to the long list of GMA's gifts to the governor before she steps down from Malacañan next year. Or the province or the city could use its enormous resources to build one. If i am not mistaken, the tartan sheet alone at the Metro Naga costed $200,000.00 in 1997. It was made by Mondo of Italy.
How about Palarong Pambansa 2010 in Legazpi?

No Hakz. It is just a teaser for them to bid for the hosting. But I think it's too late for 2010. The host of the next palaro is decided before the conlusion of the last one and it is usually done in summer. So the next host must have already been chosen. This is to give the host time to prepare especially infrastructure facilities. And if the host needs to build a new sports complex like what happened in Naga in 1997, they will need at least one year to get things done.

by MB Quiñones (r5_pia@yahoo.com.ph)
Naga City (29 July) -- At least 38 barangays across the Bicol region will soon benefit from the recent tools for planning and development as proven effective and efficient by majority of well-developed and rich cities and municipalities in the country.
Asec Tomasito Monzon, Office of the Presidential Assistant for Bicol chief, said his office and the Office of the Presidential Adviser on the Peace Process (OPAPP) have already set a series of Participatory Rapid Needs Assessment (PRNA) in seven (7) municipalities in the region to determine its needed priority projects.
Among the municipalities included in the targeted PRNA activities starting today (July 27) until tomorrow are Calabanga, Bato, Bula, Iriga, Del Gallego, Lupi and Sipocot, all in Camarines Sur province.
From these municipalities, 38 barangays are included among the prospective beneficiaries of Kalayaan Barangay Project (KBP) of the Arroyo administration to the PRNA.
Covered barangays include Harobay in Calabanga; Sta. Rita, Tablon, San Pablo in Del Gallego; Polantuna, Alanao, Belwag, sitio Bansuray, Buenasuerte, Lourdes, Napolidan, San Rafael, Casay, Del Carmen, Mangcawayan, San Rafael Norte, San Ramon, Tible in Lupi; Salvacion, Gabi, Lubigan Sur, sitio Tigman, Tible, Binahian, Bagong Sirang, Anib, Cotmo in Sipocot; Mangga, Lobong, Maniit, Sooc, Cotmon, Lubigan Sur, Cristo Rey, Del Rosario in Bato; Paslong in Bula; and Niño Jesus in Iriga City.
Monzon said that PRNA is aimed to determine the essential infrastructure and livelihood development in the said barangays in effort to improve way of living of the residents in the area.
He explained that in the assessment process, public participation in development planning is encourage, thus the whims of one or two persons or groups were avoided.
"Dito lahat ay nakukunsulta at nakakapagbigay ng panig nila sa kung anong proyekto ang kailangan ng barangay," he said.
KBP, on the other hand, is a poverty reduction project of the Arroyo administration that focused on the less developed communities in the country.
"In Bicol alone, KBP were able to carry out a total of 117 projects including construction of school buildings and health facilities, construction or improvement of water systems, farm to market roads, electricity, and livelihood projects," he said.
Monzon, who also chairs the Regional KALAHI Convergence Group, said that community driven development strategies are the most appropriate procedures that should be adopted, not only by local governments but also by regional line agencies, because through the process it empowers the communities and fosters not only ownership of the projects but also sharing of responsibilities in the maintenance and sustainability of the projects. Earlier, OPAB piloted PRNA activities in 33 barangays in Libmanan town last May 5-15, 2009. (OPAB/PIA)

hakz2007 July 30th, 2009, 04:43 AM CAMSUR PEOPLE:
THIS IS REALLY IT!
CAM SUR IS TOP TOURIST
DESTINATION IN H1
July 30, 2009 - Tourist arrivals in the top 16 tourism destinations went up by 16.5 percent reaching close to 4 million in the first semester of 2009.
The Department of Tourism (DOT) said its efforts to maximize opportunities in international markets and encourage greater domestic travel movement in the first six months provided the impetus to sustain tourism growth despite challenges brought by the global financial crisis and the A (H1N1).
Domestic tourism increased by 20 percent in the second quarter of 2009, which enhanced the business and investment confidence in the sector during the period January to June 2009. Likewise, the changing lifestyle and travel pattern of more Filipinos and Philippine residents to spend their Holy Week, long weekends and summer/ holiday vacation in the various tourist areas of the country boosted tourist flow.
Foreign arrivals in key destinations also increased by 6 percent in the first half of the year despite a decrease of 6 percent in inbound visitors into East Asia and the Pacific.
Camarines Sur posted a hefty growth in both foreign and domestic arrivals by 52 percent and 60 percent, respectively, ranking it as the most visited destination during the first semester with 902,202 tourists. The provincial government of Camarines Sur investment in a wakeboarding tourism product stimulated visitor volume while continuing to bolster demand for more accommodation, tour services and transportation.
The influx of tourists in Camarines Sur also facilitated the expansion of infrastructure and development of tourism related products. The success of this LGU initiative serves as a model for other LGUs to harness their tourism potentials and optimize local resources to create more economic activity.
Cebu is the second most visited tourist destination with 830,599 visitors, claiming 23 percent share of total arrivals. Cebu continues to be the top destination for foreign tourists with 321,116 in the first semester. The expansion in air access from major tourist markets, including the new charter flights from Incheon, Busan, Shanghai, Guangzhou, and Kaohsiung as well as increase in room supply, aggressive promotion, public and private sector partnership to diversify the tourism products greatly contributed to the hike in visitor volume to Cebu.
Visitor count in Puerto Princesa and Bohol went up by 63 percent and 16 percent, respectively, as diving, ecotourism, birdwatching, adventure and incentive tourism products were jointly launched by the DOT, LGUs and the private sector. Increased demand also ushered the conception of more community-based tourism products that increased the availability of product offering and livelihood for local residents.
Other most frequently visited destinations included Boracay (383,813); Davao City (330,247); Puerto Galera (215,755); and Ilocos Norte with 99,747 tourist arrivals.
The increased demand encouraged more entrepreneurs to create new products and experiences for visitors.
The Island Banca Cruises in Cebu has attracted visitors with its differently organized and packaged island hopping tour of the marine sanctuaries of Nalusuan and Gilutungan, the pristine white beach of Pandanon and dive sites of Moalboal.
Kultura Filipino in Intramuros gave the tourists an opportunity to acquaint themselves with the Philippine cultural heritage through local dances, music and cuisine. This product also serves as the highlight of the new city tour program for Manila.
Similarly, the Pasig River Cruise had lured back tourists to visit and appreciate the many sights and attractions of Metro Manila. More than a river cruise, the product provides cultural interaction, culinary treat, historical tour and entertainment.
With increased popularity for adventure tourism, spelunking in the Sohoton Caves in Basey, Samar offered visitors with a quaint experience to commune with nature explore the area’s wonders and promote cultural exchanges. Likewise, cruising along the Golden River of Basey provided a glimpse of rural and community life amidst the scenery and images of clear waterways surrounded by green vegetation.
The sheer motivation of the Municipal Government of Danao in Bohol brought a new dimension to adventure tourism and created employment for local people. Dubbed as Ecological, Environmental and Educational Adventure Tour (EAT) Danao, this product offers an extreme and exhilarating challenge with its 45-meter plunge, 1 km suislide, caving, river tubing, rappelling, kayaking and root climbing.
Likewise, the opening of a theme park called Fantasyland in Zamboanga del Norte had boosted tourist arrivals in said destination. The entertainment facility includes interactive rides, shows and activities for foreign and domestic visitors. A 360-room hotel will also be built in the park.
Gauging from the interests of many foreign and domestic visitors to participate in environmental, heritage and livelihood projects, the Hands On Volunteer Vacation Tour Package was launched in Oriental Mindoro, Bohol, Boracay Island, Aklan, Laguna and Batangas.
Trekking, birdwatching, and ecotourism products in Mt. Apo were enriched with new adventure, camping and cultural interaction activities which have drawn more tourists during the summer months.
The 3Rd Philippine International Tourism Fair (PITF) in Cebu gave the LGUs and private entrepreneurs a venue to feature these innovative and new tourism products to foreign buyers from the Middle East, China, Hong Kong, Singapore, India, Japan, North America and Canada.
Travel agents from overseas also availed of these latest tourism experiences.
Europe’s biggest long-haul travel group, the Meier’s Weltreisen, had its Far East Live Seminar in Boracay and Manila, participated by 265 officers and member-agents who experienced these new and diverse tourism products, destinations and facilities.
Similarly, 110 top tour wholesalers from Switzerland visited Boracay, Banaue, Bohol, Cebu and El Nido to discover the different products in said destinations. These have intensified the awareness of available tourism products for the European market.
Based on the survey conducted by the TNS in the first semester of 2009, the volume of dive tourists in Cebu, Bohol, Palawan, Mindoro Oriental and Batangas grew by 62.8 percent. German dive enthusiasts posted 131.9 percent increase while the Koreans dive tourists went up by 104 percent, American (37 percent), Japanese (34 percent), and Chinese (31 percent).
Overall gross receipts from dive tourism in said destinations posted an increase of 52.8 percent to P31 million vis-à-vis P20.2 million in the first half of 2008. Substantial growth of 82 percent was recorded during the first quarter of 2009. Revenues generated by dive operators in Bohol surged by 195 percent while those in Cebu rose by 69 percent.
At the 17th Marine Diving Fair in Tokyo, the DOT Pavilion attracted more than 20,000 visitors and garnered awards for Best Diving Area, Most Desirable Destination, Best Dive Resort and Favorite Dive Operators for the country and participating dive operators.
The DOT also continued to draw dive tourists in its annual participation in the Golden Dolphin Fair in Moscow which attracted over 23,000 visitors from all the regions of Russia and overseas.
As tourism facilities and products continue to expand, the DOT anticipates greater growth in tourist arrivals in key destinations towards the end of 2009. The growing interests among LGUs and private sector to offer innovative tourism experience for visitors will greatly enhance the quality of Philippine tourism products.
DOT foresees that increased investments in accommodation and transportation as well as development of new facilities and destinations will sustain the growth of the sector and position Philippine tourism for the next level of growth spurts as international markets recover from the global economic downturn.

PILI, Camarines Sur – The first ever triathlon to be held in Camarines Sur has attracted top international triathletes as the list of participants swelled to about 500 on Wednesday, according to the provincial government.
Triathlon is an endurance sport that combines running, swimming and cycling events.
The Cobra Ironman 70.3, which will be held on August 23 at the Camsur Watersports Complex, is one of the most grueling in the world, according to Governor Luis Raymund "LRay" Villafuerte.
As its name implies, the Ironman covers a total of 113 kilometers or 70.3 miles.
World champion Chris McCormack of the United States was among the top triathletes to officially register for the CamSur event. This year alone, McCormack has already won six races held in France, Germany, Austria, China, Hawaii and California.
New Zealand's Kiwi Cameron Brown and Tim Marr, who won in a triathlon event in China in April, are also among those who had signified intention to compete in CamSur.
Other top international triathletes named by Villafuerte as having enlisted for the Cobra Ironman 70.3 are Lisa Bently from Canada, who holds 11 triathlon titles, and Australian Charlotte Paul, who also won in a triathlon event in China.
Overall, there are more than 50 triathletes competing in the event along with more than 400 locals who have registered in the race.
Villafuerte said the event reflects the provincial government’s efforts to further raise the tourism performance of Camarines Sur.
CamSur now places third, after Boracay and Cebu, as top tourist destinations in the country, according to him.
Triathletes will begin with a 21-kilometer run along rice paddies and the national highway that offers a view of Mount Isarog, followed by a 90-kilometer bike course and a 2-kilometer SWIM in artificial lakes at CWC

I hope Legazpi hosts the next Palarong Pambansa!
The first and last time that Legazpi hosted a national sports event with the magnitude of Palaro was in 1951 when it hosted the PSIAA or the Public Schools Intescholastic Athletic Association Meet. That was the year that the Quirino Stadium in Bicol University was built. Up until today there was never a move to improve it the way the sports complexes in Camarines Sur were done. The private schools have its PRISAA which Naga hosted for the first time in the late fifties. The PSIAA is the forerunner of the Palaro.
For now, I don't think Legazpi or Albay has the capability to host one. It should first build a world class sports complex. Quirino Stadium is just too small and outdtated for it. We will need leaders who are as dynamic and progressive as Robredo and LRay. We will keep this in mind in 2010.
hakz2007 July 30th, 2009, 05:13 AM CAMSUR PEOPLE:

DOT foresees that increased investments in accommodation and transportation as well as development of new facilities and destinations will sustain the growth of the sector and position Philippine tourism for the next level of growth spurts as international markets recover from the global economic downturn.

jardet July 30th, 2009, 06:37 AM I am lost already with the stats of tourist arrivals in the region.
I thought it has not breached the million mark.
But with this latest release by DOT, Camarines Sur alone had already close to a million foreign and local visitors only in the first semester. And Cam Sur is already on top in the country. A stunning growth of 52% in foreign tourists. This is just too impressive performance in marketing strategy by the provincial government under LRey.
Cebu remains on top among foreign tourists. DOT partly attributed this to new international flights from other Asian cities. I wonder what an international airport could do to the province on its tourism industry and its vast economic potentials.:) :) :)

History of Capitol (http://www.camarinessur.gov.ph/?page=2&pid=9)
Camarines Sur has also undergone more than a few facelifts, more reborn perhaps for the better.
A century ago, the seat of the provincial government was situated in downtown Naga, housed in a building of adobe and cement. For several years, the edifice was the center for government activities and transaction in the provincial sector. It continued to witness changes and transitions in the rules and implementations caused by the shifting of one administration to another. This scenario, however, was not as stable as the structure seemed to be as a great transformation in the structure of political subdivisions would later on to take its pace.
December 15, 1948 marked a memorable date for both Naga and Camarines Sur with the former exulting over its proclamation as a chartered city as embodied in Republic Act (RA) 305. It was also a significant event for the province as it was perhaps the beginning of what would later be the long travail of the province in its search for a new site for the Provincial Capitol building.
With Naga as a chartered city, high standing officials of the province had eventually expressed the need for a new location of the seat of the provincial government.
Governor Juan F. Trivi o, who assumed office in 1952, initiated the first move to transfer the Provincial Capitol and started the creation of the Provincial Capitol Complex. The Municipality of Pili, 15 kilometers south of Naga City was the chosen ground.
In 1955, Republic Act 1336 known as An Act Transferring the Site of the Provincial Capitol of the Province of Camarines Sur from the city of Naga to the barrio of Palestina, Municipality of Pili in the same Province was passed seeking for the transfer of the Provincial Capitol building. It was duly approved on the 16th of June on the same year.
The plan being made public, several individuals expressed their desire in donating a lot for the new location of the Provincial Capitol building. The first offer was a 16 hectare lot in Barangay Palestina in Pili from Roberto Soler. All things were set except for the fund in financing the expenses in the construction of the new edifice. The national government at that time could not aid to the province because of other priorities.
Then Soler, for the failure of the government to begin its construction within two years as stipulated in the contract, cancelled his donation.
It was under the administration of Governor Maleniza that another resolution was approved. Republic Act 3407 came into existence, creating the provision which gave authority to the President of the Philippines in selecting the new Capitol site to be recommended by a committee.
The committee proved to be of great help. In 1962, 3 possible sites were considered upon including: the Hacienda Marasigan at Brgy. San Jose, a lot within the Poblacion, and an area along the Anayan-Partido road.
The selection was already left to the discretion of the president of the Philippines and by virtue of Executive Order(EO) 41 issued by then President Diosdado Macapagal on June 16, 1953, the 67-hectare Hacienda Marasigan was declared as the new site for the Provincial Capitol.
In 1964, eleven years after the declaration, the groundbreaking ceremonies and laying of cornerstone were held, graced by then President Macapagal.
A year later, the construction for the building was started. All could have gone well but on the same year for the beginning of the construction, a case had been filed in court questioning the validity of the construction. Because of the case and the reluctance of Governor Armando Cledera to resume the Capitol construction due to lack of funds, the provincial government's objective in building the new site for Capitol was temporarily put to a halt.
http://www.camarinessur.gov.ph/images/contents/old_capitol.jpg
In 1968, then Mayor Jose B. Velarde of Pili had the Municipal Board passed a resolution which sought the gradual transfer of all the provincial government offices to the Capital town which was already Pili. The same decree also asked for the transfer of the Capitol site from the Marasigan lot to a site within the Poblacion or at Barangay Anayan but the move consequently caused the Marasigan family to decide not to donate their lot to the provincial government.
The Capitol Site Selection Committee was then organized. Six possible sites were deliberated upon. These six included: the Marcos Stadium(now the Freedom Stadium), a 4-hectare lot fronting the Marcos Stadium, Cadang-Cadang Area, Marasigan Site, Pawili-Anayan Junction and lastly the Don Susano Rodriguez donation of a 15 hectare lot. The committee finally voted upon the last site.
It was during the term of former President Ferdinand Marcos when Executive Order (EO) No. 48 was issued, designating the site of the New Provincial Capitol. But before the commencement of the construction for the new Capitol site, on June 26, 1976, tragedy struck, a big fire torched the Provincial Capitol building, including important papers and public documents of the province. But also as a result, the construction of the Capitol building was hastened, a contract was signed by the Bensia Construction of Naga City, a 3-storey building with reinforced concrete, with twin RIB and corrugated galvanized iron roofing on steel and wooden roof framing came into completion. The Provincial Capitol measured 3, 528.18 square meters.
In addition, satellite buildings of the Regional Trial Court branches, Provincial Nutrition Center, the Post Office and the Kadiwa were also built. The 700-km access road from the Maharlika Highway was concreted.
And with such beginnings the present Provincial Capitol Complex was founded, now with its impressive expanse of buildings and scenic spots which qualify it as tourist spot, the Province can do well to be proud.

jardet July 30th, 2009, 08:50 AM I do not like that small island at the junction in front of Advent.
With the installation of electronic billboard in addition to huge billboards that hang around that area, the place became chaotic.
A mini patio like that of Patio Barlin with an obelisk to honor unsung heroes of Naga is I think better to replace the present structure. Or it can be be removed altogether to provide wider space for vehicular traffic.

jardet July 30th, 2009, 10:05 AM I was looking at the COA report for 2007 (2008 is not yet available) and here are some facts I gathered:
Naga City is the richest in the region in terms of assets which was placed at P1,382,709,213.81 way above the others. I was a bit surprise by the huge difference with how much the city has compared to the runner up and the rest. The income it collected in 2007 which amounted to P463.67 million is also the highest.
In terms of income, Naga has the highest collection on each of local taxes (including real property tax), permits and licenses (business permits, trimobile franchises, etc), service income (certificates, clearances, etc) and business income (Central Bus Terminal, Abattoir, etc.).
In terms of IRA, Naga is second to Legazpi. Basically IRA is dependent on the size of land area and population. Although Naga is the densiest city in terms of population, it has the smallest land area. With IRA composing a little over half of its budget, the city is becoming less dependent on it. Most of local government units in the country greatly hinge their finances on IRA, Camarines Sur included.
It just shows the good financial status of the city.

CamSur is the number 1 tourist destination in the Philippines.
Governor LRay was right.
There's no reason for us not to beat Cebu and Boracay, I hope this would not be mistaken as a CVC post. Competition creates a goal and the governor's goal was to be number 1.

Seair, he said, will continue to do what it does best, that is, “taking tourists, local and foreign, from our gateways to true tourism destinations around the country.” Already, he added, “we are already in the process of introducing air services to points where there used to be a dearth of capacity. We’ve joined Asian Spirit in Basco , we’re now in Tablas; we’re thinking of flying to Baler and linking Naga and Caticlan. [B]We’re basically addressing the leisure market because of the wakeboarders of Boracay [Caticlan] who would want to surf in the Pacific so we have to bring them to Naga [Camarines Sur], that is, if Cebu Pacific won’t beat us to that.”

I really believe that the Legazpi- Cebu Route is profitable and transferring it to Naga is a bit exaggerated but that's what the rumor mills are tending us to believe.
I also believe that a Naga- Cebu fight has a different Market than Legazpi Cebu as most CamSur tourists would rather fly to Manila to get a connecting flight to Cebu since the travel time is less that 45 minutes as compared to almost 2 hours travel to Legazpi.
Contrary to the rumors, I sincerely believe that should there be a Naga- Cebu flight in the future, the Legazpi Cebu flight would be just as profitable.
Rumors- that’s what they are.
But I still think that this is the start of something big in CamSur’s air traffic profitability. Major airline companies are now noticing this once unprofitable route. Now back to Jardet’s question- what if there is an international airport in the province?
My lips are sealed.
Naga Boy July 30th, 2009, 03:13 PM Come to think of it.
Although CamSur has already become the number 1 tourist destination in the Philippines, Bicol could potentially be the Philippines' best.
We have the biggest fish (Donsol) and the smallest (Buhi), the world's most perfect cone- shaped volcano (Albay), the best wakeboarding park in the world (Pili), the oldest normal school for girls in SEAsia (Naga), the longest downhill biketrail in the world (Mt. Isarog), the biggest Marian devotion in the country (Naga), the best beaches (Caramoan and Misibis), and the best surfing destinations (Bagasbas and Cataduanes).
Naga Boy July 30th, 2009, 03:37 PM This is really great!!!
Nag- dilang anghel si L-Ray on his Philippine Daily Inquirer interview during the GK stint in Boston just several weeks ago.
“With an international airport in the province, there is no reason for us not to beat Cebu. We could be number 1”
Try to look at the standing.
1. Camarines Sur : 902,202 tourists
2. Cebu: 830,599 visitors,
3. Puerto Princesa
4. Bohol
5. Boracay (383,813);
6. Davao City (330,247);
7. Puerto Galera (215,755);
8. Ilocos Norte with 99,747
The thing is- wala pang maayos na airport ‘yan. What if kung meron?
Naga Boy July 30th, 2009, 03:56 PM Yes, I understand- those are rumors and hearsays. But sometimes there is statistical basis that these rumors that could make us believe that there might some touch of reality from these exaggerated hearsays especially if it is coming from reliable sources.
Some circumstantial evidences to consider:
1. Camsur being a top tourist destination.
2. News items from reliable newspapers.
3. Official statement from airline companies like Sea air admitting to compete with Cebu Pacific in this top tourist’s route.
4. Official interviews and press release from the ever active CamSur Governor.
I really believe that the Legazpi- Cebu Route is profitable and transferring it to Naga is a bit exaggerated but that's what the rumor mills are tending us to believe.

My lips are sealed.
And as a rejoinder with 902,202 tourists in the first quarter, and with very limited flights between Manila and Naga using smaller planes, we cannot deny the fact that the tourist influx in Camsur contributed to the profitability of the Albay routes.

jhunix July 30th, 2009, 10:21 PM CAMSUR PEOPLE:

FOR 1ST QUARTER OF 2009
Cebu now RP’s top tourist destination

ILOILO CITY, Iloilo—Cebu has become the country’s top tourist destination based on tourist arrivals, according to the Department of Tourism.
The province led 14 other key tourist destinations in the country, including the world-famous Boracay Island in tourist arrivals from January to March.
Data from the DOT on tourist arrivals for the first quarter showed that 422,239 tourists went to Cebu, nearly 3 percent higher than the 410,597 tourists who went to the province during the same period last year.
Boracay was second with 158,030 arrivals, followed by Davao City (156,468), Camarines Sur (140,220), Zambales (88,718), and Bohol (71,876).
Huh...from 140,220 it jumped to 902,202 an increase of 761,982 in 3 months. tama kaya yung mga stats:nuts::nuts:

Naga Boy July 31st, 2009, 02:57 AM Huh...from 140,220 it jumped to 902,202 an increase of 761,982 in 3 months. tama kaya yung mga stats:nuts::nuts:
I think the stat was possible. April, May and June was the peak of local tourism activity in the Philippines due to the following reasons:
1. Summer vacation. Most of the Naga City’s Hotels during that time were fully booked. CamSur was also marketed as a hip destination and a place to be seen during summed for students, celebrities and yuppies. CamSur actually targeted the Boracay Party Crowd and succeded denting the huge Boracay tourism market. My Manila based- niece brought her whole berkada from the Ateneo de Manila University for CWC vacation and failed toget a reservation.
2. Cam Sur Hosted for the second time a huge international event, World Wake Barding Competition and a big national event the Philippine National Wake Boarding Competition. CamSur targeted the serious professional wakeboard enthusiasts and now considered a mecca for wakeboarders. Superb facilities- incredibly low rates.
3. Several National Conventions were held in CamSur including three major medical conventions.
4. It was also the peak of Butanding Season. Sorsogon and CamSur are usually packaged to the same type of (adventurous) tourists. This is where Albay filed- make an effort to make them stay put and CamSur Tourism Officials took advantage of. Tourists disembark in Albay, head to Donsol for the Butanding interaction, have a day trip in Albay, have their pictures taken with Mayon on the background then head to CamSur for more wakeboarding and beach hopping.
5. Naga City became a favorite venue even for regional events and meetings after SM City Naga opened- it’s a crowd drawer for local Bicolano tourists.
The CamSur tourism success s a product of good marketing, hard work and good governance. It is now reaping the fruit of its labor.
It is reflected at the impressive and almost incredible statistics.
We should brace for more soaring statistics with 2 major events coming in: Ironman Philippines (an international event considered as the olympics for Triathlon) and the Penafrancia Fiesta, a certified crowd drawer. Even the Amreca concert created a damand in hotel accomodation as all the reserved seat- tickets are sold out except for the bleacher tickets.
CamSur did the impossible.
hakz2007 July 31st, 2009, 04:35 AM I do not like that small island at the junction in front of Advent.
:ohno: :ohno: :ohno:
Para siyang yung electronic billboard sa Tutuban Centermall.:)
Hindi ko lang sure kung Naga City governement ang naglagay nun dun....

MANILA, Philippines—The Influenza A(H1N1) SCARE and the global financial crisis have had little adverse effect on local tourism as close to four million visitors trooped to the country’s tourist destinations in the first half of the year, the Department of Tourism (DoT) said Thursday.
The DoT’s first semester report said the 3.89 million tourists from January to June represented a 16.5-percent improvement over the same period last year.
Of the number, over 808,000 were foreign tourists. They were up from the 760,000 foreigners who visited the Philippines in the first semester of 2008.
The number of domestic tourists so far increased by 20 percent to 2.96 million, the DoT report said.
Tourism Secretary Ace Durano in the report said there was a drop in the number of foreign arrivals from certain markets because of the global financial downturn, but the overall picture bucked expectations.
The rise in tourist traffic, he said, could be attributed to the changing lifestyles of Filipinos.
“Likewise, the changing lifestyles and travel patterns of more Filipinos to spend their Holy Week, long weekends, and summer and holiday vacations in the various tourist areas in the country boosted tourist flow,” he said.
“Foreign arrivals also increased by 6 percent in the first half of the year despite a decrease of 6 percent in visitors to East Asia and the Pacific,” he said.
Durano was optimistic the growth would continue the rest of the year.
“As tourism facilities and products continue to expand, the DoT anticipates greater growth in tourist arrivals in key destinations towards the end of 2009,” he said.
The province of Camarines Sur, which is known for its beaches and surfing, was the top gainer. The province received 902,000 local and foreign visitors during the first semester, the DoT report said.
“The provincial government of Camarines Sur’s investment in a wake-boarding tourism product stimulated visitor volume while bolstering demand for more accommodations, tour services and transportation,” the report said.
Cebu was the second most visited destination, with 830,000 tourists.

hakz2007 July 31st, 2009, 04:59 AM Calabanga schools hold Disaster Consciousness Month contests (http://pia.gov.ph/?m=12&r=r05&y=&mo=&fi=p090730.htm&no=22)
Calabanga, Camarines Sur (30 July) -- Students from eight schools in Calabanga competed Friday in "quiz bee" and art competitions to showcase awareness and knowledge in disaster reduction in public schools.
The inter-school competitions saw eight schools competing in quiz bee and art contests on the subject of the education sector's role in disaster risk reduction. Public elementary schools in Balatasan, Balongay, Bonot-Sta. Rosa, Dominorog, Cagsao, Sabang, Punta Tarawal and San Bernardino vied for honours in the quiz bee and art competition.
Janyn Veri (Grade 3, Balongay Elementary School), Jane Adelaine Villar (Grade 4, Balongay ES), Elrey Panciles (Grade 5, San Bernardino ES) and Christian Aguila (Grade 6, Balatasan ES) won top honours in their respective grade level quiz bee competitions.
Reymark Artista (Grade 3), Michael Rojo (Grade 4), Erwin Artista (Grade 5) all of G. Dumalasa Elementary School, and Jeremy Bronzal (Grade 6) of Cagsao Elementary School garnered the top spots in their respective grade level on-the-spot poster-making contest.
Prior to the inter-school competition, intra-school competition among different grade levels were held to select the school representatives to the inter-school competition.
"The school competitions is the highlight of a series of disaster reduction activities undertaken by teachers and students, and is aimed to test the effectiveness of these risk reduction activities," explained DepEd schools division superintendent Lita T. Mijares. "These activities include teachers' training on disaster risk reduction, school contingency planning, conduct of earthquake drills, integrating disaster risk reduction messages in lesson plans as part of our curriculum development, and classroom discussions on disaster risk reduction, all undertaken in collaboration with the ACCORD Project" Mijares added.
ACCORD is a community-based disaster risk reduction project being implemented in Calabanga and four other municipalities by the local government units (LGUs) in partnership with CARE Nederland, Corporate Network for Disaster Response and Agri-Aqua Development Coalition, and funded by the European Commission's Humanitarian Aid department.
The European Commission's Humanitarian Aid department is one of the world's largest providers of financing for humanitarian aid operations. Its mandate not only includes the funding of disaster relief but also the support of disaster preparedness activities, in particular at local level. Through its disaster preparedness programme (DIPECHO) it assists vulnerable people living in the main disaster-prone regions of the world in reducing the impact of natural disasters on their lives and livelihoods. European Commission funding for the current phase of ACCORD is EUR420,000, or a total EUR760,750 for two project phases.
Awards
Mayor Evelyn S. Yu, Mr. Zueno Luzada who represented schools division supervisor Emma I. Cornejo, Mr. Neptuno Bueza of RDCC-OCD 5 and CARE Nederland Country Representative Celso B. Dulce, Jr. led the awarding of prizes for the quiz bee and art competition.
During the awarding ceremonies, the Regional Disaster Coordinating Council also discussed the significance annual Gawad Kalasag competition and awards for best practices in disaster risk reduction. Mayor Yu explained that "it is important for everyone to understand the importance of the Gawad Kalasag. The award, more than a recognition of achievements, must be taken as a challenge to do better in protecting the lives and livelihoods of the people of Calabanga from disasters and the negative effects of climate change."
Mayor Yu revealed that Calabanga won the Gawad Kalasag award at the regional level and is a finalist in the national level competition. She attributed the municipality's success to a large extent to the partnership of the LGU with CARE Nederland, CNDR, AADC, and to the continuing support of the European Commission. A photo exhibit of a wide range of activities undertaken under the ACCORD Project including trainings, contingency planning, drills, public awareness activities, construction of small-scale mitigation projects and mangrove reforestation was set up in the award venue.
Prior to the awarding ceremonies, the municipal disaster coordinating council conducted an earthquake drill where LGU employees participated. "We have organized the school competitions to be part of the disaster risk reduction festival the LGU, DepEd and the ACCORD Project launched to celebrate the national disaster consciousness month. This is our way of celebrating accomplishments in disaster reduction. The school has an important role in creating a culture of disaster reduction in the country," said schools division superintendent Mijares. (PIA)

hakz2007 July 31st, 2009, 05:31 AM I was looking at the COA report for 2007 (2008 is not yet available) and here are some facts I gathered:
It just shows the good financial status of the city.

http://www.coa.gov.ph/Audit/AAR.htm
Yeah, Naga's land area is too small compared to Legazpi. But the most important thing is how to spend the IRA allocation wisely and the constituents should benefit from it through programs and projects.
hakz2007 July 31st, 2009, 05:39 AM Mall operator expects double-digit Q2 growth (http://bworldonline.com/BW073109/content.php?id=042)
THINGS CONTINUE to look good for the country’s largest mall operator, which yesterday hinted of positive April to May results.
"It is good. Revenue is definitely double digit but for net profit, I cannot disclose yet," SM Prime Holdings, Inc. President Hans T. Sy said yesterday at the sidelines of Highlands Prime, Inc.’s annual stockholders’ meeting.
Mr. Sy said growth can be attributed to the recently opened SM mall in Naga City and changing buying habits among consumers. "The second quarter improved over the first quarter because of our new branch that came in. Our market share has also increased because people adjusted their buying habits. Instead of spending their money on high-end malls, they choose to shop at our department stores," Mr. Sy said.
Profits of SM Prime grew by 7% to P1.7 billion from January to March, while revenues jumped by 18% to P4.7 billion, on the back of the operations of the three SM malls in China.
For the rest of the year, the company will open SM City Rosario in Cavite and SM City Pamplona in Las Piñas. It will also complete the expansion of SM City Rosales in Pangasinan. By the end of this year, SM Prime expects to have 36 malls in the country, with an estimated gross floor area of 4.9 million square meters.
Mr. Sy said construction for the 37th mall in Calamba, Laguna is ongoing, with the mall expected to open next year.
Shares in the company yesterday closed at P9.60 apiece, down by 1.03%. — Kristine Jane R. Liu

CamSur is the number 1 tourist destination in the Philippines.
Governor LRay was right.
There's no reason for us not to beat Cebu and Boracay, I hope this would not be mistaken as a CVC post. Competition creates a goal and the governor's goal was to be number 1.
He did it.
Congrats also to Cebu and Boracay for being number 2 and 3.

If what I have been hearing is right, there would be an open cable car that would take the bikers and their bikes from the base camp to the top of the trail at the peak of Mt. Isarog. There would be different camps with varying heights and bikers could choose the altitude and the trail's degree of difficulty
The idea was taken from the Winter Ski Resorts in Colorado and Switzerland. Bikes would be used instead of skis.
CamSur Bike Park would have a year round operation.

hakz2007 July 31st, 2009, 11:20 AM "Camarines Sur posted a hefty growth in both foreign and domestic arrivals by 52 percent and 60 percent, respectively, ranking it as the most visited destination during the first semester with 902,202 tourists. hakz2007 July 31st, 2009, 11:25 AM PG-CamSur launches LRay Nutri-Eskwela at Hanawan Elementary School (http://www.camarinessur.gov.ph/?page=6&pid=100&id=902)
OCAMPO, CAMSUR – Some 270 school children comprising Grades 4-6 were assembled by Ms. Sede Ciron, school principal of Hanawan Elementary School today, July 29, 2009 for the simple launching of the latest program on nutrition initiated under the administration of Gov. LRay Villafuerte in support of the continuous nutrition education advocacy aptly called “LRay Nutri-Eskwela.”
This program took shape and substance under the collaborative effort of the Provincial Nutrition Committee (PNC) headed by Dr. Gerardo Villafuerte, the officer-in-charge of the Provincial Health Office (PHO), in direct response to the dismal results of the 7th National Nutrition Survey conducted in 2008 by the Food & Nutrition Research Institute (FNRI) of the Department of Science & Technology (DOST) wherein it showed a significant increase of the percentage of malnutrition among elementary pupils – from 22.8% in 2005 to 25.6% in 2008.
Brought to the attention of the governor, the PHO was then instructed to design an updated program package on nutrition education geared towards responding to the need for better information dissemination and continuous education among the target beneficiaries – the grade school pupils – that will eventually translate to positive behavioral changes with significant impact on their families and the community as well.
Among the strategies for the implementation of the LRay Nutri-Eskwela are: Pabasa sa Nutrisyon, Nutri-Sine, Monthly Growth Monitoring (height & weight), Cooking Demos, and School Gardening. The nutritionist-dietitians assigned at the devolved hospitals in the identified areas will act as teachers/resource speakers and project implementers.
During the launching, Barangay Captain Severo Fabricante of Bgy. Hanawan took the opportunity to extend his gratitude to Gov. LRay for yet another worthwhile endeavor that will benefit his constituents in the said barangay.
The other areas included in the program in its initial phase of implementation are: Ragay, Sipocot, Libmanan, Siruma, San Jose, and San Ramon, Iriga City wherein also situated are the devolved hospitals in the province.
hakz2007 July 31st, 2009, 11:36 AM According to the Cebu Pacific Naga- there is a plan to move the Cebu- Legazpi to Cebu- CamSur in the near future.

Two airline companies trying to beat each other for this route.:banana::banana:
Now that's a good justification for Naga Airport Upgrade. (Here we go again)

CamSur: the number 1 tourist destination in the Philippines.
This is indeed great new developments for Camarines Sur. Being no.1 may not be liked by others, but they have to accept that this is reality for CamSur.
The figures says it all. The Department of Tourism released the statistics already for the first semester (January to June 2009).

7/31/2009 2:05:59 PM

hakz2007 July 31st, 2009, 11:48 AM Techno demo on hybrid rice launched in CamSur (http://www.camarinessur.gov.ph/?page=6&pid=100&id=903)
Pili, CamSur - The implementation of the project ‘Techno Demo’ utilizing hybrid rice seeds has started this wet season.
Jointly spearheaded by the Department of Agriculture, Regional Field Unit 5 (DA- RFU 5) and the provincial government of Camarines Sur, the program will showcase the modern technology that will be applied in hybrid seed variety which will result to a much higher yield compared to the traditional rice variety.
Agricultural productivity specifically rice is continually being pushed through by Governor LRay Villafuerte because of his firm belief that it will contribute tremendously to the province’s economic acceleration and food security of the country.
Planting hybrid rice seeds was already proven previously here in the province resulting in tripling the yield and income of the farmers.
The farmers who will participate in the Techno Demo should have at least five- hectares of contiguous rice land. The Techno Demo program will provide participating farmers with free hybrid seeds and farm inputs like fertilizers.
In the implementation of the said project, agricultural experts from OPA will be giving technical assistance to the farmers. The rice lands which will be the subject of the program will be closely monitored, from the time of land preparation, planting and during harvest time. / LAGavino - MMEC

hakz2007 July 31st, 2009, 11:58 AM Yes, I understand- those are rumors and hearsays.
Good news again...
Because we are no.1,

besides, tourist arrival (or the passenger traffic) in our airport is only a small part of the actual arrivals in the province. bulk of tourists (locals) come in droves by land transpo.aside from improving the airport, i think it's of equal importance that road infrastructures must also be given attention by our local government.quirino highway should be a priority, since it's our province's major 'gateway.' unfortunately, this major highway is still in it's sorry state. But once this highway is improved and then couple it with the revival of the PNR service, there's no doubt that the province will entice more visitors.

thanks 808state....
You're right, Sir.

this is the official designer of the Camarines Sur Mountain Bike Park being developed.
this article below is from their official website (http://arrowheadtrails.com/portfolio-international.html).
Provincial Government of Camarines Sur, Philippines
Volunteered to work on three trail projects for Governor LRay Villafuerte.
Projects included: training trail crews, master planning, GPS, designing trails, and creating an international, World-Class, mountain bike park at the Capitol of Pili, adjacent to world famous Cam Sur Watersports Complex.
Project continues today creating the longest downhill freeride trail in Asia.
These lift accessed trails will ultimately descend almost 5000 feet of elevation from the upper reaches of the Mt. Isarog’s volcanic cloud forest, past amazing waterfalls and jungle cliffs, through rice paddies to the town of El Campo below.
Additional trail and water based adventure eco-tourism is being developed by Governor LRay along the remote coastline of Caramoan National Park. See the Philippines Trail Construction Slideshow. (http://arrowheadtrails.com/slideshow/trails-photo-gallery.html#id=philippines&num=0)

LLA: 13°40' N, 123°21' E, 1966 MASL
Days requires / Hours to summit: 2 days / 8-10 hours
Specs: Major climb, Difficulty 5/9, Trail class 3
BACKGROUND
A paradise at the heart of Camarines Sur (http://ivanhenares.blogspot.com/2006/06/exploring-bicols-pacific-coast.html) is lotfy Mt. Isarog, rising to 1966 MASL. This mountain has a rich biodiversity and beautiful views: its very own mossy forests and verdant crater, an overview of Bicol Peninsula, and a glimpse of majestic Mt. Mayon (http://www.ivanhenares.com/2007/05/more-bicol-destinations.html). It abundance of water is refreshing, with streams and waterfalls encountered along the trails, and sulfuric springs beckon to relax weary mountaineers and other visitors. Its dubbing as "Vulcan de Agua" lives up to expectations: Isarog has 16 major rivers that provide potable water to 15 of the 35 towns of Camarines Sur and irrigate some 67,400 hectares of rice lands at its foot.
http://1.bp.blogspot.com/_-fGx2wDrdVc/R4aEvAuMzwI/AAAAAAAAB_M/jbcCdg5lvxs/s200/isarog2.jpg (http://1.bp.blogspot.com/_-fGx2wDrdVc/R4aEvAuMzwI/AAAAAAAAB_M/jbcCdg5lvxs/s1600-h/isarog2.jpg)There is a cornucopia of species in Mt. Isarog, and most distinguished in the list are the endemic ones: the Mt. Isarog Shrew Mouse, Isarog Striped Shrew Rat, the Isarog Shrew Rat and the Isolated Forest Frog. In all, there are 143 species of birds. Mammals found in the area include, among others, the Philippine deer, monkeys, bats, wildcat and wild pig. There is also a snake that is endemic to Mt. Isarog, but don't worry, it's blind! (Typhlops jagorii). These animal species find refuge in a forest that has more than 1300 species of plants including hardwood trees, mosses, ferns and orchids. Rafflesia, the largest flower genus in the world, have also been sighted in this mountain. You would also encounter mushrooms and a number of colorful insects.
Three trails in Mt. Isarog lead to two different destinations. The commonly used trail, leading to the summit, is the Panicuason trail, which starts at DENR station in Brgy. Panicuason, Naga City. A second trail is the Patag-Patag trail (said to be a misnomer because the trail is far from 'patag' (flat) but steep and challenging, will be discussed on a separate itinerary. Finally, there's the trail from Goa, Camarines Sur, which takes four days.
http://2.bp.blogspot.com/_-fGx2wDrdVc/R4aE4QuMzxI/AAAAAAAAB_U/Yk61cjjrpwM/s200/isarog3.jpg (http://2.bp.blogspot.com/_-fGx2wDrdVc/R4aE4QuMzxI/AAAAAAAAB_U/Yk61cjjrpwM/s1600-h/isarog3.jpg)The initial highlight of a climb in the Panicuason trail are the waterfalls: Malabsay Falls, with its large catchbasin and Nabuntalan Falls which will be visited before reaching Camp 1, around 2 hours away from the jump-off. A series of campsites ensue until the summit, for a total of 8-10 hours trekking time from jump-off. However, usually the trek is interrupted before sundown in what is simply known as 'Campsite', from which the assault to the summit is done the next day. Throughout the trails, you will be surrounded by the mossy forest of Isarog. The trails are described as moderate in difficulty, with ample cover from the trees, an abundance of water sources, and reasonable slopes. Campsites are available as rest stations.
From the Campsite, it takes 90-100 minutes to reach the summit. It is usually started very early morning. At this point, beyond 1500 MASL, the trees become stunted and covered with mosses and liverworts, characteristic of the mossy forest. At the summit viewdeck, a distant Mt. Mayon with its perfect cone shape rises south, and the verdant crater of Isarog can be seen- a vast expanse of land. You can see the waters bounding the Bicol peninsula, as well as the towns of Camarines Sur. It is a rewarding array of sights after a thoroughly challenging trek.
After descent, to make the trip to Bicol worthwhile, favorite sidetrips include a stay at the Camsur Wakeboarding Complex, and the nearby Mt. Asog (Iriga). You may also stay at Consocep Mountain Resort but this is more accessible through the Patag-Patag itinerary since it's in Tigaon. Take time also to visit Lake Buhi, another famous feature of the province.

An entrance fee of Php 75 for students and Php 100 for professionals is required by the DENR Protected Area Office. This office may be reached at +63544728018, with resource persons as follows: Mr. Oscar Dominguez, Provincial Environment and Natural Resources Officer or Mr. Cris Rivero, Protected Area Superintendent. In this office, which is also the jump-off, guides may readily be secured at P300/day.
For mountain guides and gears, one may also contact Kadlagan Outdoor Shop with address at Dimasalang St., Naga City, telephone no. (63)(54) 472-3305 or e-mail at kadlagan@yahoo.com. Jojo Villareal of Kadlagan may also be reached at +639283807493. KADLAGAN also organizes regular climbs to Mt. Isarog, in cooperation with the local government. Their package tours are highly recommended for groups and individuals alike.
Limatik (blood leeches) are present in this trail especially in the rainy season so prepare accordingly.
A concern is security in the area, particularly NPA presence (insurgency). However, as of Dec. 2007 the trails used to climb Mt. Isarog are considered safe from these threats, and locals have taken steps to protect the mountain.
TRIVIA
Mt. Isarog is Bicol Region's second highest mountain. On Aug. 17, 1935, the national government issued Proclamation 840 that established the Mt. Isarog Forest Reserve. Proclamation 923 declared on July 20, 1938 its 10,112 ha of land as the Mt. Isarog National Park.
Its last eruption was said to be 1641 but Pinoy Mountaineer is still researching on the volcanism of this dormant volcano.

July 30, 2009
NAGA CITY --- The Naga City Government through the City Legal Office headed by Atty. Angel R. Ojastro III in partnership with the Office of the Senior Citizens Affairs conducted the first ever “Dialogue on Senior Citizens Discount Privileges” last July 23, 2009 at the Naga City Civic Center here.
City Councilor Esteban Abonal, himself a stalwart senior citizen and local pillar in various senior citizen advocacies welcomed the participants, which include the city’s senior citizens, as well as owners and managers of local and Manila-based restaurants, fastfood chains and food establishments.
Vice Mayor Gabriel H. Bordado as presiding officer of the Sangguniang Panglunsod lauded the initiative by the City Legal Office and the OSCA as a timely response to the clamor of elderlies that once and for all will draw the defining guidelines for the stakeholders in the grant of the 20% discount to all senior citizens.
OSCA President Dr. Eliseo Lachica reminded the business owners to be mindful of the strict observance of the discount privileges as mandated by law.
Private practitioner Nelson Paraiso, who initiated with the assistance of the City Legal Office the filing of civil suit against a multinational fastfood chain here for the latter’s failure to observe the 20% discount on take-out orders, lengthily exposed the various forms of violation of Senior Citizens Rights. The fastfood chain eventually relented and promised strict adherence to the law not only locally but in all its stores nationwide. Inquirer columnist Ramon Farolan had in his column the city legal officer for providing the legal muscle in protecting the rights of the elderlies in the city.
Invited resource persons during the dialogue were City Treasurer Manny Benito, Provincial Director Edna Tejada of DTI Camarines Sur and a representative from BIR.
The business owners welcomed the dialogue and even proposed to organize themselves to facilitate self-regulation among their ranks for the better interest of the senior citizens. Mon Baturiano

Nag- dilang anghel si L-Ray on his Philippine Daily Inquirer interview during the GK stint in Boston just several weeks ago.
“With an international airport in the province, there is no reason for us not to beat Cebu. We could be number 1”
Try to look at the standing.
1. Camarines Sur : 902,202 tourists
2. Cebu: 830,599 visitors,
3. Puerto Princesa
4. Bohol
5. Boracay (383,813);
6. Davao City (330,247);
7. Puerto Galera (215,755);
8. Ilocos Norte with 99,747
The thing is- wala pang maayos na airport ‘yan. What if kung meron?

Siguro more than 2 million pa ang pwedeng makuhang tourists ng camSur pag nangyari iyan.
Ganda niyan... Sana may cable car pa talaga.
That is really true, Mike!
Some are doubtful about Camarines Sur being the no.1 tourist destination in the country, then I must say, we made it on top because of our perseverance, determination, hospitality and good governance.
In Camarines Sur, expect the unexpected.
Our province became number one because of good promotion and programs made by our respected officials.
Not only that, many visit Camarines Sur because of our great leaders such as Gov. L-Ray and Naga City Mayor Jessie Robredo ... Almost every month, Our province have visitors not only from other provinces of the Philippines but also from different countries to know, study and learn about good governance.
These two leaders have been awarded international and national recognitions for best practices in public service and good governance.
To the critics, need I say more?

hakz2007 August 1st, 2009, 05:06 AM UNEP graduate school conducts seminar on online research (http://www.bicolmail.com/issue/2009/july30/xunep.html)
July 30, 2009
In its continuous quest to further develop research consciousness and competence among its students, the University of Northeastern Philippines (UNEP)- School of Graduate Studies spearheaded a two-day seminar workshop on Philippine e-web and Volunteerism in the Community Extension Service held from July 25-26 at UNEP Conference Room.
One of the highlights of the activity was the talk given by Ms. Hermie H.Salazar, UNEP University Librarian, regarding the Philippine eLib Project. Aptly titled “Philippine eLib: the Gateway to Online Searching”, Ms. Salazar enlightened her audience with the fastest and easiest way on how to get their research done. “By simply getting online and browsing the internet, a student can already access vital information that he needs in his study.”
This method of research could help a lot of graduate students in their research work, particularly in doing related literature. Ms.Salazar also enjoined everyone to avail of the trial access to Phil.eLib until August 9, 2009. For those who want to have a hands-on experience on surfing the web, they can get the prepaid cards at Ms. Salazar’s office. Should this endeavor turn favorably to the students, Ms. Salazar said that she will propose to the administration that UNEP be counted as an institutional member.
Aside from engaging in this new technology, UNEP have already employed various modern means in the past to aid its graduate students in their research thru various library programs. One of which is the use of Online Public Access Catalog or OPAC for easy retrieval of information. This is now being used by the university’s departments, specifically Nursing, IT/HRM/ Maritime, Law/Criminology and the School of the Graduate Studies.
In realizing the mission of the University of Northeastern Philippines (UNEP) Graduate School –that is, “committing itself to produce globally competitive and value laden professionals in various graduate disciplines and the advancement of knowledge through relevant research and extension activities to enhance the capability of stakeholders for sustainable development”, the e-web experience and method could be just another ladder that would take UNEP to the fulfillment of their goals.
Atty. Remelisa Alfelor-Moraleda, UNEP President, quips that she will be at the helm of every positive endeavor that the university will be pursuing. “The University of Northeastern Philippines will be hitching its wagon towards professional growth. It will not stop until we reach the full realization of our goals and objectives.”

Dubbed the Cobra Ironman 70.3, the triathlon event on Aug. 23 at the Camsur Watersports Complex (CWC) is expected to be the most grueling in the world, covering a total of 113 kilometers or 70.3 miles.
Top international triathletes who have already registered officially include 2009 triathlon world champion Chris McCormack of the United States. This year alone McCormack has already won six victories including wins in France, Germany, Austria, China, Hawaii and California.
New Zealand’s eight-times champion triathlete Kiwi Cameron Brown and Tim Marr who won in triathlon event in China in April are also among the competitors.
Other top international triathletes already enlisted to participate in the Cobra Ironman 70.3 are 11 triathlon title-holder Lisa Bently from Canada and Australian Charlotte Paul who also won in a triathlon event in China.
Gov. Luis Raymund “LRay” Villafuerte said the provincial government’s hosting of the first triathlon event in the country reflects the continuing initiative of the local government unit (LGU) here to further raise the tourism performance of the Camarines Sur, which now placed in the third, after Boracay and Cebu, as top 20 tourist destinations in the country.
The Cobra Ironman 70.3 commences at the world renowned CWC with a 21-km. run along rice paddies at the backdrop of Mt. Isarog, following the national highway. The triathletes will then race with their bicycles in a 90-km. stretch from the CWC to Nato, Sagnay, Camarines Sur and back. The triathletes will also endure a 2-km. swim at the two artificial lakes of the CWC.
The Cobra Ironman 70.3 has drawn more than 50 triathletes from Australia, New Zealand, Japan, France, Sweden, Canada, Austria, United Kingdom, Slovakia, China, Germany, Singapore and Mexico, aside from more than 400 Filipinos from different regions who have registered participation.

hakz2007 August 1st, 2009, 05:39 AM DOH honors ADNU in 1st Dugong Bikol Awards (http://www.bicolmail.com/issue/2009/july30/xdoh.html)
July 30, 2009
FOR its contribution to the implementation of National Blood Services Act of 1994 in Bicol, the Dugong Atenista program of the Ateneo de Naga University received a Plaque of Appreciation from the Department of Health-Region V last July 28, 2009 at The Concourse, Legazpi City.
The plaque was received by Atty. Jo Aileen A. Cabiles, director of Student Affairs, and Rodolfo SB. Virtus Jr., former program officer for student development and organizer of Dugong Atenista in 2008 during the 1st Regional Dugong Bikol Awards.
Dr. Nestor F. Santiago Jr., director of DOH-Center for Health Development Bicol, said that the Committe on Screening and Selection chose ADNU as an awardee for its continuous involvement and support to help ensure the achievement of DOH’s goal towards 100 percent voluntary non-renumerated blood donation as a cornerstone of providing safe and adequate blood supply for our fellow Bicolanos.
Dugong Atenista, reconceptualized as a formation program under the Ateneo Student Awareness and Action Program (ASAP!), made a record in 2008 when it recruited 188 blood donors during the December 2 bloodletting program. With such affirming figure, the Bicol Medical Center confirmed that Dugong Atenista program is now the most successful blood program by a private institution in Bicol, with the most number of donors in one setting. Overall, the program recorded 339 blood donors during the July 31 and December 2, 2008 bloodletting activities. This excludes a number of on-call blood donors that responded to special cases like dengue, leukemia and others.
The acceptance of students to a bloodletting as an outreach has been overwhelming. For instance, they comprised huge 90 percent of the total number of donors in December 2008.
Interestingly, there were more first-time donors, 98 or 52.13 percent, than regular donors, 90 or 47.87 percent. This is a strong indication that the campaign was effective in developing positive public knowledge, attitudes and beliefs towards blood donation by stressing on its importance and safety as it takes a lot of courage for one to donate blood the first time.
Many of the donors already took part in one or more of Dugong Atenista bloodletting activities. This affirmed that the program has already developed a pool of regular blood donors and their number has grown since the first-ever bloodletting activity. In the evaluation, most of the donors also expressed that they would still be wiling to donate on July 31.
Another success indicator of the program’s advocacy, the number of female donors has dramatically climbed by 31 percent (74 donors) since July 2008 bloodletting activity as against 11 percent increase in the number of male donors. This dispels the myth that blood donation is only for males.
Student donors in 2008 met again in a processing session where their experiences were recounted, and their motivations checked. This defines the formative aspect of Dugong Atenista. It is in this light that program strives to motivate the University community, especially the students, to donate blood as a selfless act of volunteerism, an expression of unconditional love for others and as a way for thanking God for our giftedness.
This is best articulated in Dugong Atenista’s now popular tagline: We Could Be Heroes. Most of the donors understood this, positively claiming that they donated out of their altruistic desire “to help save lives”.
Inspired by this great affirmation of the entire ADNU community’s acceptance and support of the program, the Ateneo de Naga University, with partner BMC, gives back with a determined and optimistic response: We will continue to work hard towards sustaining, strengthening and expanding Dugong Atenista next year and beyond.
The next Dugong Atenista bloodletting activity is scheduled on July 31, 8 a.m. till 5 p.m. at the Xavier Hall. Interested donors or on-call donors are advised to coordinate with the Office of Student Affairs (472-2368 local 2011).

hakz2007 August 1st, 2009, 05:45 AM MALUNGGAY COOKFEST (http://www.bicolmail.com/issue/2009/july30/xtop.html)
By Florencio P. Narito
LEGAZPI CITY --- A Grade VI pupil of Naga Central School in Naga City won the first prize of P5,000 in the first Malunggay Recipe Regional Cookfest held last July 23 at the LCC Activity Center in this city.
The top prize was won by Hazel Peñaflor Gabica of Naga Central School. Her coach, Emma Laguna, also received P1,500. Gabica’s winning recipe was called ‘siomunggay.’
Coming in second place was Isabel Salvacion of Jose B. Zurbito Sr. Elementary School, Masbate City. She received P3,000 while her coach, Margarita Dy got P1,200.
The third prize of P2,000 was won by May Toledo of Albay Central School, Legazpi City while her coach, Evelyn Balistamo, pocketed P1,000.
Out of 13 provincial and city schools divisions, only 12 participants joined the malunggay cooking contest for Grade V and VI pupils as the contestants from Catanduanes failed to come.
Each of the non-winning contestant received P1,200 while the coach received P800.
Dr. Zenaida Narciso, officer in charge, Office of the Deputy Director, Food and Nutrition Research Institute (FNRI), Department of Science and Technology (DOST), was chairman of the board of judges. Other members were: Dr. Romulo Petuerma, head, Health and Nutrition Unit, Department of Education (Deped) Region 5, Elizabeth Banda, chemist, Department of Agriculture (DA) R-5; and Melba Vera Cruz; nutrition-dietician, Department of Health (DOH).
The malunggay recipe cookfest was a joint project of the Nutrition Communication Network (NUTRICOMNET), chaired by Eduardo de Leon, chief of the Philippine Information Agency; DOH, DA, DOST, Energy Development Corporation (EDC) and Liberty Commercial Center (LCC).
According to Director Tomas Briñas of DOST Region 5, the NUTRICOMNET would like to fight poverty and malnutrition through the use of indigenous materials like the malunggay (moringa oleifera) which has nutritive value.
Briñas said the recipes of the 12 contestants would be compiled and distributed to the different schools to be used as recipes in cooking cheap but nutritious snack food.
Gerry Bunao, community relations officer of Energy Development Corporation, emphasized on the importance of malunggay as a rich source of nutrition.

July 30, 2009
SHE never thought of entering the medical line of work but this NCean took chances when she decided to enter into the field of Nursing.
Clarissa Leonor Tible Escober is the fourth from a brood of five and is a native of La Peninsula, Calabanga, Camarines Sur. Her parents wanted her to be a lawyer and being an obedient daughter that she is, Clarissa pursued a pre-law course at a premier state university where she graduated cum laude.
She has six years of IT Employment highlighted in her resume. That would include managing 40 persons as she was eventually assigned as Team Leader. She traveled abroad a lot and was actually in the line of being sent to the U.S. by her then current company.
Clarissa had the money, the stature and the enjoyment of a successful life… but she wasn’t happy. She was looking for ‘fulfillment’. It was in 2006 when her life took a big turn. It was in that year when her father was diagnosed to have liver cancer. Having all her brothers working abroad, she filed for a three-month leave to attend to her ill-father who was then confined at the Lung Center of the Philippines.
She stayed at her father’s side for a month. During her stay at the hospital, she came to befriend some of the nurses. She was fascinated with their discipline, helpfulness, medical skills and understanding towards patients. She found the contentment she was looking for... She never went back to her desk job.
Hearing that the Naga College Foundation was a distinguished school for Nursing, she did not hesitate to enroll. During her NCF years, Clarissa’s friends have always noted her topnotch performance in class. Even in her current duty at the St. John Hospital, her colleagues also find her exemplary devotion towards work. That may be the reason for the excitement felt by her friends as they were the first to call and inform her of the good news themselves.
As proud as her friends & family are, the Naga College Foundation congratulates Clarissa Leonor Tible Escober for placing 4th in the recent Nursing Board Exam. NCF is genuinely proud to produce an outstanding alumnus. True to her calling as inspired by the values of NCF, she has no plans of leaving for abroad but is for now here to serve her fellow Bicolanos.

‘America’ live in Naga (http://www.bicolmail.com/issue/2009/july30/xc.html)
NAGA CITY --- The rush for tickets hits its feverish pitch as the clock ticks for “America’s” live concert in Naga slated on August 1, this weekend.
Ningning Belmonte of Lolo’s Bar, local producer and marketing chief for Manila-based Ovation Productions said premium tickets worth P2,000 and P1,500 have almost been sold out. The rush would now be limited to the general admission tickets priced at P800 and P500 based on the bleacher’s proximity to the stage. Ticket buyers come not only from Naga and Camarines Sur, but also from Albay, Camarines Norte, and Sorsogon, she noted.
The University of Nueva Caceres Gym, venue of the concert, can only accommodate 5,000 people at the most.
Engr. Alex Cruz and co-producer Joe Perez said all the physical arrangements, technical and sound requirements have been taken care of, pending final fine-tuning by the Manila group and the band’s entourage of twenty people, including technicians and back-up musicians. A standby ambulance and firetruck have been requested from the city government, including a contingent of police and public safety officers for traffic and security measures, Belmonte said.
This is the first time that a high profile international band will be performing live in Bicol, specifically here in Naga City under joint sponsorship with the city government and local sponsoring establishments.
Dubbed “America Live in Concert sa Maogmang Lugar,” Perez hoped that the concert would serve as a prelude to other international concerts to come to the city in the future, especially when the Naga City Coliseum would have been completed to accommodate as much as 10,000 people.
“America” duo Dewey Bunnel and Gerry Beckley, along with their back-up musicians will touch down at the Naga airport on August 1 after their Araneta Concert the previous night in Manila. From Naga, they will proceed to their scheduled concert at Pagcor Tagaytay Casino in Antipolo City the next day.
“America is more than the band, it’s the fans and friends that come to the shows and share their music with their friends,” said Bunnel and Beckley in a message emailed to their millions of fans worldwide.
Gerry said they got the name “America” while he and Dan Peek (the third member who in 1977 quit the trio) were working in a cafeteria in London and there was a jukebox named “Americana” in the corner.
Gerry, Dewey and Dan were living in England at that time where their fathers were all in the US Air Force stationed outside of London. Gerry said their band’s name was a little confusing when finally they went back to the States to perform. Banners welcomed them, shouting in bright paint colors: “Live from England…America!” Now it’s “America Live in Naga!”
:banana::cheers::)

_mike August 1st, 2009, 09:22 AM Proyecto kan DENR Bicol sa Camaligan, pigdenuncia (http://www.bicolmail.com/issue/2009/july30/xdenr.html)

Tinuwadan kan Department of Environment and Natural Resources (DENR) an echo block project sa Camaligan, Camarines Sur apesar na dai pa tapos mientras na mayong paisi sa local na gobierno kun babalikan pa an proyecto.

Igwa pang kaparejong proyecto sa Barangay San Francisco, alagad risang mayong kapusogan basta sana tinapos nganing mabayadan kan DENR an contratista.
An mga proyectong ini padagos na na pigpasipara sana ni Fragada sa tahaw kan mga controvercia sa mga reforestation project asin echo block sa Camarines Sur.

jardet August 1st, 2009, 03:27 PM I have been reading reports about irregularities in the reforestation program of the DENR. A number of local officials confirmed these irregularities in their respective area of jurisdication aside from findings by a council that audited these projects. Amidst these reports, the DENR officials in the region seem until this time to have not lifted a finger to investigate or look into these reports. This is disturbing as it involves millions of pesos of peoples' money which apparently were pocketed by some rogue DENR officials.
With DENR officials obvious inaction on this matter of great public interest, I wonder what the local government officials affected are doing to protect peoples' money and make those involved DENR officials accountable for this seemingly a culture of corruption in this government agency.
Denouncing these irregularities in not enough. Some concrete actions are required to weed out government organizations if at least in Camarines Sur of corruption.

This would boost the CEB flights to Bicol to seven flights daily.
In addition Air Phils/Pal Express flies 11 times a week to Naga, PAL 10 times a week to Legazpi, Zest Air 4 times a week to Naga and 3 times a week to Legazpi.
Truly, the tourist influx for the Ironman Philippines and the Penafrancia Fiesta would not have a diffucult time booking for a flight.
garzland August 2nd, 2009, 03:46 AM ^^Thanks, Sir Nagaboy for that!
Naga Airport is getting more and more flights each day. Truly, we're number 1.

:banana::cheers::)
Magayon Pading Hakz si concert. Nagdalan kami ni Misis kansubangui. Enjoy si mga tao...

Cebu Pacific will be flying more frequently to Naga?
Wow! LRey's magic continues to lure tourists from around the world. And he does not run up yet with ideas for more tourism projects which like the first ones will surely be a big hit among adventure loving citizens of the world.
It never happened to Bicol before. It is happening now under LRey. He will be very qualified to be the head of the Tourism Department when his term end in 2013. His innovative ideas is needed accross the country.
