ORGANIC farming should be given as much importance as the genetic engineering of rice to boost the country’s chances of addressing the looming rice crisis in the face of the global economic slowdown and impacts of climate change.

Oscar Zamora, a professor of the University of the Philippines College of Agriculture in Los Baños, Laguna, said focus should also be given on the formulation of solutions based on the real problems that beset the country’s rice economy rather than the development of genetically engineered rice variety which, he said, does not solely address farmers’ woes.

Zamora, an organic-farming advocate, made the call as scientists, led by the Los Baños-based International Rice Research Institute and the Philippine Rice Research Institute based in the science city of Muñoz, Nueva Ecija, push for the development of improved rice varieties to address problems such as the chronic malnutrition suffered by millions of women and children across the globe; food-production shortage brought about by various factors such as low yield, postharvest losses; the country’s growing population; and diminishing land area devoted to food production.
Zamora is a convenor of Go Organic! Philippines, a consortium of nongovernment organizations led by the Philippine Rural Reconstruction Movement and La Liga Policy Institute.
Among the genetically engineered rice-varieties scientists are working on are the “golden rice,” which aims to solve the chronic malnutrition problem suffered by millions of women and children across the globe, a high-yielding disease- and pest-resistant rice variety and, lately, a drought-resistant rice variety engineered to cope with the impacts of climate change, predicted to severely affect the country’s agricultural production.

A recent study conducted by a team of experts from UPLB in Baao, Camarines Sur, and Alaminos City, Pangasinan, revealed that farmers producing their own organic fertilizer could actually increase their income without necessarily sacrificing yield.

Legazpi City (12 August) -- President Gloria Macapagal-Arroyo will lead Thursday (August 13) the inauguration of the upgraded and modern facilities of the Legazpi Oil (LegOil) Company, Inc. coconut-processing plant in barangay Arimbay here.

Prior to her sorties here, the President will also lead the inspection of the on-going construction of the Presentacion-Caramoan coastal road in the province of Camarines Sur.

The road network costs some P329.5 million and stretches a total of 24.417 kilometers traversing through six barangays in Presentacion town and four in Caramoan.
The completion of the road network could open new income opportunities and support the socio-economic development of the localities and serves as an access of the Roll-On-Roll-Off (RORO) from Caramoan to the island province of Catanduanes. (PIA V)

Daet, Camarines Norte (12 August) -- The Department of Trade and Industry (DTI) provincial office here has joined in the launching of the Philippine Product Depot Tuesday (August 11) held at the Hongkong Sun Plaza in Roxas Boulevard, Pasay City.

Ernesto Pardo, DTI Camarines Norte provincial director, said that the province will showcase local products identified under the One Town One Product (OTOP) of each municipality.

He said that five micro enterprises chosen to join in the Philippine Product Depot include the shoes and sandals of Ticboy Shoes of Daet, pastries of Jannah’s Pasalubong of Vinzons, pineapple wine of ABM Food Products of Daet, handicrafts of the Corzo of Labo and the piña fiber by-products of the Labo Progressive Multi-Purpose Cooperative.

Pardo added that the Hongkong Sun Plaza will serve as display of said OTOP products of the province and other localities in the country.

The province of Camarines Sur is now definitely in a prominent spot of the tourism map of the world.

This was clearly confirmed by the recent listing by Top Resa 2008 of Gota Village Resort, a special tourism project of Governor LRay Villafuerte in Caramoan operated by the provincial government, among the top 14 best tourism destinations in the world.

The Top Resa 2008, now on its 30th year and held for the first time in Paris and attended by travel professionals such as delegates from travel agencies, corporate travel managers, members of the media as well as other sectors, is the biggest travel and trade show and tourism forum in France with strong influence all over Europe.

Camarines Sur’s Gota Village Resort was among the major presentations of the Philippines’ largest delegation to the Top Resa in the past three years, headed by Department of Tourism Secretary Joseph Ace Durano himself, as well as a key asset that helped earn the country the accolade as ”Ecotourism Destination of the Year” in the 2009 edition of Nature, one of France’s biggest travel fairs.

The Philippines has been increasingly catching the eye and interest of the European tourism market for being the venue for two consecutive years of the ”Koh Lanta,” the French franchise of the reality show serial Survivor, now being aired by Europe’s major broadcast channel TF1 to an audience of over 12 million.

The Koh Lanta was filmed at Palawan last year, and at the exotic Matukad islet just offshore of Caramoan Peninsula’s Gota Village Resort where the contestants and a production crew of over 60 stayed for the duration of the shoot earlier this year.

Even with the prevailing economic crunch, tourism arrivals from France and other European countries who prefer to stay at cozy and exotic hideaways rather than posh hotels, stay longer and spend more have significantly grown since last year and the Philippines, particularly Camarines Sur which has a wealth of such attractions, is expected to be among the favourite destinations.

The French find our natural diversity, exotic adventure opportunities and unique Latin-Asian culture mix exciting and enthralling, observers say.

Camarines Sur emerges top RP tourist destination for S1-2009

Pili, Camarines Sur (7 August) -- At least 902,202 tourists visited this province in the first six months of this year to emerge at the top of the list among the most preferred tourist destinations in the Philippines.

This is according to a report of the Department of Tourism (DoT) stating tourist arrivals in the leading 16 tourism destinations in the country rose by an average of 16.5 percent reaching up to close to 4 million this first semester despite the global economic crunch, the threat of A(H1N1) and the reduction of some 6% in volume of inbound travel to the Pacific area.

The province has accounted for some 25 percent of the total arrivals in the key destinations with a robust growth in both foreign and domestic visitors by 52 percent and 260 percent, respectively, largely credited to Governor Luis Ray Villafuerte's judicious and timely investments in tourism development.

At the forefront of Villafuerte's tourism initiatives are the Camarines Sur Watersports Complex (CWC), now a wakeboarding mecca and a center of various water-based sports, and the Gota Village Resort which has been adjudged the best eco-tourism destination in the world. :banana::banana:

The success of these initiatives serves as a model for other local government units (LGUs) to harness their tourism potentials and optimize local resources to create more economic activity, the report said.

Even the governor Villafuerte himself was a bit amazed with the virtual instant success of his tourism projects.

"CamSur ranked third most visited destination last year, but we were not expecting to rise to the very top in such a short time," he said.

The other fabulous traditional destinations in the country that also showed arrivals growth but CamSur eclipsed in the past six months of 2009 are former top ranker Cebu, Puerto Princesa, Bohol, Boracay, and Puerto Galera.

Villafuerte remains optimistic CamSur can easily hold on to its top tourism destination position with promotion of more international activities like the Cobra Iron Man 70.3 Philippines scheduled at the CWC this coming August 23 where no less than 500 participants from all over the world are expected to join. TIGAON, Camarines Sur, Aug. 13 (PNA) -- President Gloria Macapagal-Arroyo will inspect Thursday the proposed P329.5-million Presentacion-Caramoan coastal road project.

The 24.42-kilometer road will link Presentacion and Caramoan towns and the nine barangays in between.

The President will be briefed on the progress of the project by Department of Public Works and Highways (DPWH) Undersecretary Rafael Yabut in Barangay Quijalo, Caramoan Thursday morning.

The proposed road project is expected to open new income opportunities and spur the socio-economic development in the province by providing people the means to transport livestock and agricultural products to commercial centers.

It is also designed to serve as an access to the roll-on roll-off (RO-RO) ferry port in Caramoan going to the island province of Catanduanes.
After her visit to Caramoan, the President will inaugurate the refurbished P400-million tolling facility of the Legazpi Oil Company in Legazpi City. (PNA)

Actually, the mother province of Catanduanes is Camarines Sur. That is according to their website and based from the history of Ambos Camarines. So this development of linking Camarines Sur and Catanduanes is very much proper and viable since our province is contiguous to the island province.

Maybe, we are just one hour away from Catanduanes.:banana:

The 24.42-kilometer road will link Presentacion and Caramoan towns and the nine barangays in between.

The President will be briefed on the progress of the project by Department of Public Works and Highways (DPWH) Undersecretary Rafael Yabut in Barangay Quijalo, Caramoan Thursday morning.

The proposed road project is expected to open new income opportunities and spur the socio-economic development in the province by providing people the means to transport livestock and agricultural products to commercial centers.

It is also designed to serve as an access to the roll-on roll-off (RO-RO) ferry port in Caramoan going to the island province of Catanduanes.
After her visit to Caramoan, the President will inaugurate the refurbished P400-million tolling facility of the Legazpi Oil Company in Legazpi City. (PNA)

could you please advise on the status of the road going to Presentation. The last time I was there, the road was rough and hardly passable during rainy season.

the people and local officials of the said two municipalities should keep an eye on this project so that the road that will be constructed will not be substandard as what is the usual outcome of government projects in rural areas.

Caramoan Pen and Catanduanes stand to greatly benefit economically from this project once completed.

Naga City — Danilo C. Manalang, newly installed Region 5 director of the Department of Public Works and Highways, conducted last Monday his first inspection of the road rehabilitation projects on Andaya Highway and other infrastructure projects being implemented by the engineering district headed by District Engineer Gilbert Olfindo.

During the inspection, Manalang noticed that big potholes and cracks are prevalent on Andaya Highway from Kilometer 300 to Kilometer 316. The place, which is between Ragay and Del Gallego towns, both in Camarines Sur, has a total length of 16 kilometers. It has become most critical to motorists travelling at night. In fact, this road section appears neglected and dangerous.

It was learned that this particular portion of the highway was not included in the government’s rehabilitation plans prepared two years ago as the highway then was still in good condition. This stretch of the highway was destroyed recently by cargo trucks carrying heavy loads, Manalang said. Anthony R. Reyes, liaison officer and operations manager of FNH Construction, also expressed his concern about the damaged road.

He assured the new regional DPWH chief of the willingness his company to extend assistance to the repair within the road, saying his firm still has a few kilometers to repair in preparation for the asphalt overlay which he expected to finish by November. After taking lunch in a roadside eatery in Del Gallego, Manalang met with the project engineers and representatives of two other construction firms undertaking the rehabilitation projects on Andaya Highway, and Project Engineer Alejandro Arnido.

Manalang said that the project to repair and overlay the road pavement with asphalt from Barangay Pasy in Ragay to Barangay GRS in Del Gallego, which is about 17 kilometers, is now 58 percent complete. On the stretch from Ragay to Lupi in Sipocot, CamSur, the asphalt overlay work being undertaken by Persan and JCI construction was 19 percent complete. After listening to a brief report, Manalang asked the contractors to finish the job in four weeks.

Manalang said he wants the whole 50-kilometer road from the boundary in Quezon to Sipocot in Camarines Sur with zero cracks and potholes for the safety of the travelling public. The repair work, Manalang said, is part of “our preparations for the big event in Bicol where thousands of devotees, pilgrims, and other visitors flock to Naga for the 300th year celebration
of the Peñafrancia Festival.

The Andaya Highway rehabilitation should be fastracked considering the huge number of devotees coming to Naga City for the Penafrancia Fiesta celebration.

Actually, I've never been to Presentacion and Caramoan. I have really no idea about the road condition there. But the good news is, Pres. Gloria Arroyo inaugurated the concreting o the Presentacion-Caramoan Road just this morning.

The last time I was there was in 2002 during the Sectoral Meet and the road was hardly passable that time.

With the theme, “Bicol Express: To Prosperity, Right on Track!”, the expo was attended by representatives from various chambers of commerce in Bicol, PBSP member companies, the academe, NGOs, and LGUs who have confirmed attendance, according to Rowena B. Sugay, Foundation Affairs Manager.

PBSP, with its 248 member-companies is the country’s largest corporate-led social development foundation with a long history of partnership in Bicol in accord with its commitment to poverty reduction.

BiD is open to Bicol-based entrepreneurs.

Business Advisory Program (PBSP-BAP). PBSP-BAP helps micro, small and medium enterprises (MSMEs) develop and improve their business. Volunteer advisers share their expertise on business operations, marketing, packaging and more. At the PBSP CSR Caravan, BAP will offer free consultations for MSMEs. PBSP hopes to recruit volunteer advisers from Bicol.

NAGA CITY --- Led by Ambassador Jaroslav Ludva of the Czech Republic, experts from that eastern European nation last Tuesday and Wednesday formally presented and discussed before city officials here led by Mayor Jesse M. Robredo the environmental impact assessment for the proposed multi-million sanitary landfill that the city government is putting up in cooperation with the International Development Cooperation of the Czech Republic.

Jan Pavlik of Enviros, the project coordinator, said that as early as 2006 the Czech government had approved the application submitted by the city government for the improvement of solid waste management in the city, and that the following year the Czech Ministry of Environment announced the tender for the project.

He also informed the city officials that the city government’s request to increase the budget for the project has been approved by the Czech Ministry of Environment.

Under the agreement, Enviros before the end of 2009 would have completed the design for landfill gas collection system from existing landfill and its energy use if the feasibility study showed financial viability of the project. It shall also design a new system of solid waste management including waste recycling, composting and waste-to-energy project. As well, Enviros engineers will evaluate the proposed technical variants that will contribute to energy self-sufficiency and the reduction of solid waste management cost of the city.

The Czech engineers will also complete the feasibility study on putting up a bio-gas plant using wastes as source of fuel.
Jaroskav Jakubes, also of Enviros, reported to the city officials and other city stakeholders that the biogas plant will utilize biodegradable wastes within the sanitary landfill and other sources, such as the city abattoir, for energy production, greenhouse gases reduction and production of utilizable products, such as organic fertilizer.

Biogas is being promoted worldwide not only as energy source but also as part of waste management. It is traditionally used for heating, lighting, cooking, electricity production and in compressed form as motor fuel, Jakubes said.

The proposed sanitary landfill will be situated in Bgy. Carangcang, in the neighboring town of Magarao, Camarines Sur. President Arroyo's trip to Caramoan did not push through as planned due to bad weather conditions yesterday. However, she scorned DPWH Sec. Hermogenes Ebdane Hermogenes for not commencing the Presentacion-Caramoan Road construction up to now.

She will be back on September 4 in Libmanan to visit Dato Arroyo and his ongoing projects in the said municipality.

There are beaches in the western coast of CamSur...Peewee Beach resort in Balatan, and many more in Pasacao, CamSur!

LEGAZPI CITY, Albay – President Gloria Macapagal-Arroyo directed the Department of Public Works and Highways today to expedite the completion of the Presentacion-Caramoan coastal road in CamSur.

The Chief Executive, who was scheduled to visit Caramoan, deferred the road inspection due to inclement weather. She instead proceeded to her scheduled visit to this city to inaugurate the re-opening of the tolling facilities of Legaspi Oil Company in Barangay Arimbay.

Upon landing at the Legazpi Airport, the President was briefed by DPWH Undersecretary Rafael Yabut on the status of the Presentacion-Caramoan costal road project.

President Arroyo directed Yabut to expedite the completion of the project, particularly the Caramoan road leading to San Vicente roll-on-roll-off (RoRo) port that will connect the mainland of Caramoan peninsula to Catanduanes.

According to the President, she will inspect the Caramoan road project in September this year to oversee the development of her priority project in the province.

The Presentacion-Caramoan road is expected to link the nine barangays in between the two towns.

CARAMOAN, Camarines Sur – Residents here today thanked President Gloria Macapagal-Arroyo for funding the P329 -million Presentacion-Caramoan coastal road and the ongoing P448-million Presentacion-Caramoan Peninsula road, two key infrastructure projects that would bring further development in this province.

The road opening of the 24.42-kilometer coastal road and improvement of the 48.8-kilometer Presentacion-Caramoan peninsula road project are expected to open new income opportunities and spur the socio-economic development by providing commuters safe access and easy transport of livestock and agricultural products to commercial centers aside from improving the booming tourism industry here.

In Barangay Quijalo, Camarines Sur 3rd District Representative Arnulfo Fuentebella and Caramoan Mayor Constantino Cordial Jr. both thanked the President while they briefed some 300 residents and other local officials on the status of the two projects.

The two officials said much improvement has been brought to the province since the President’s visit in May last year. The two road projects traverse 23 barangays of the municipalities of Presentacion and Caramoan.

The President was supposed to attend the project briefing but twice failed to make it when her plane was diverted to Legazpi City instead of landing at the airport in Ipil town.

The Presidential helicopter again took off from Legazpi City but turned back some 15 minutes later due to thick and low clouds hovering over Ipil.

Department of Public Works and Highways (DPWH) District Engineer Eduardo Nieto said the ongoing improvement of the Presentacion-Caramoan Peninsula Road Project (renamed Gov. Felix Fuentebella Highway) is targeted to be finished by June this year.

Nieto said the Presentacion-Caramoan Peninsula Road Project needs an additional P750 million to finish the concreting works and slope protection of the 48.8-kilometer secondary national highway.

On the other hand, an additional P800 million is needed to further improve the coastal road project.

Dadalo sana ang Pangulo sa project briefing nguni’t makalawang nabi-gong tumuloy nang padiretsuhin ang eroplanong sinasakyan niya sa Lungsod ng Legazpi sa halip na lumapag sa bayan ng Ipil dahil sa sama ng panahon.

Tinangka ng helicopter ng Pangulo na tumuloy dito nguni’t bumalik uli sa Legazpi dahil sa makapal at mababang ulap sa tapat ng Ipil.

Never had a chance to attend such wild parties. Foreign and local tourists can socially mingle there without inhibitions...i guess:)

Inatasan ng Pangulong Gloria Macapagal-Arroyo ang Kagawaranng Pagawaing Bayan at Pambansang Lansa-ngan na tapusin sa madaling panahon ang Presentacion-Caramoan coastal road project sa Camarines Sur.

Nakatakdang pumunta ang Pangulong Arroyo sa Caramoan ngayong araw na ito upang ispeksiyunin ang naturang kalsada, subali’t hindi tumuloy dahil sa masamang panahon. Tumuloy na ang Pangulo sa lungsod na ito upang pasinayaan ang muling pagbubukas ng tolling facilities ng Legazpi Oil Company sa Baranggay Arimbay rito.

Nang lumapag sa paliparan dito kanina, ipinaalam sa Pangulo ni DPWH Undersecretary Rafael Yabut ang proyektong Presentacion-Caamoan coastal road na patungo sa pantalan ng San Vicente roll-on/roll-off (RORO) na mag-uugnay sa Caramoan peninsula sa Catanduanes.

Sinabi ng Pangulo na sa Setyembre niya iispeksiyunin ang proyekto sa Caramoan para tiyaking matatapos agad ang nasabing lansangan.

Siyam na baranggay ng dalawang bayang ito, Presentacion-Caramoan ang madaraanan ng lansangan upang magkaroon ng pagkakataon sa bagong pagkakakitan ang mga mamamayan at mapaunlad ang lalawi-gan sa pamamagitan ng pagkakaloob sa taong bayan ng pagkakataong maibiyahe ang mga produkto ng pagsasaka at mga alagang hayop patungo sa mga sentrong komersiyal.

Ito rin ang magsisilbing daan ng RoRo ferry sa Caramoan patungo sa pulong lalawigan ng Catanduanes.

NAGA CITY --- Claiming that he was maliciously assaulted with false and defamatory information and statements, Dr. Jose C. Rañola, a respected private medical practitioner and former topnotch city councilor last Monday, Aug. 3, filed before the Camarines Sur Provincial Prosecutor Office here a libel complaint against Joaquin ‘Bebot’ Calleja and radioman Joe Osabal.

Rañola is seeking moral damages in the amount of P1 million and another P1 million as exemplary damages, excluding such other damages that may be proved during the trial.

Interviewed by Bicol Mail, broadcaster Joe Osabal of RMN-DWNX here said he was surprised why he was included in the charge sheet when he was only performing his duty as a newsman, a harbinger of news and events for the higher interest of the public. His exact words: “Dai ko aram kun tano nagkaso siya and tano ta ibinale niya ako ki Calleja.” While he said he has not yet read the formal complaint, Osabal said libel, which can be filed by anyone who felt wronged, is part of a newsman’s occupational risk.

In his complaint, supported by affidavits by other witnesses that include lawyer Noe Botor, former president of CamSur chapter of the Integrated Bar of the Philippines, Rañola accused Calleja and Osabal of defaming his honor through “a yearly series out of the same old false imputations”. He described the duo’s attack as “a never-ending tirade of adverse commentaries, either spoken by himself (Osabal) or in some occasions, in the guise of interview of Calleja in which the latter would utter accusative and defamatory words tending to put me to public ridicule, contempt, disgrace, and dishonor…”

Bobby thank you so much for the photos. BTW, during your PNR updates what was that flatcars full of soil will used for? Are they completely clearing the PNR site in Naga City. It appears that it's too wide now compared to prior to the rehabilitation of the station.

Hi Wheel of steel, right timing, as i know, it is intended for filling soils in some part of libmanan and sipocot , just to make sure erosion will be prevented in those lower area. Originally remove where PNR central station ( Pictures that i posted before ) is been developed

I think rehabilitation is done totally in the central stations, but i don't know the really plan other than the central station, which is around 10 hectares. September is very near. i hope they will meet the deadline

wow! 10 hectares is quiet big. Are these lots totally cleared already from squatters? Your photos is giving me ideas that they will build additional tracks along side of the third track from the station.

NAGA CITY---The bill that seeks to create one more district in Camarines Sur, increasing to five the existing four districts in the province, has been approved by both the Senate and the House of Representatives, a lawmaker here said Tuesday.

Cong. Luis R. Villafuerte, Camarines Sur’s second district representative, said the bill that will add one district to be carved out from the 10-town first district of Camarines Sur had been passed in the House without opposition.

Villafuerte said that the Senate version met with opposition but when it was submitted for voting, 15 senators voted in favor.

“That’s more than the majority of the senators,” he added.

He said he expects the final approval of Camarines Sur’s additional district in September, two months before the official filing of candidacy for local and national elective positions for the 2010 elections.

The first district of Camarines Sur is represented in Congress by presidential son Cong. Dato Arroyo. He built a house in Potot, Libmanan town in 2006 to establish residence and qualify in the congressional race. Arroyo hails from Pampanga.

Formerly the political turf of former congressman and now Budget Secretary Rolando Andaya Jr. whose hometown is the neighboring Ragay town, the first district of Camarines Sur has been handed to Arroyo after Andaya was appointed by President Macapagal-Arroyo to head the Department of Budget and Management four years ago.

But critics here see political accommodation for Andaya after his term as DBM secretary ends when President Arroyo bows out in 2010. With his political turf already occupied by Cong. Arroyo, the additional district would secure him a seat in Congress next year.

In an earlier interview, Andaya distanced himself from the congressional initiative to add one more district to be carved out from the 10-town first district of Camarines Sur.

“It will be the decision of many people, not of a single person,” he said.

In the House, the bill was authored and sponsored by Villafuerte.

Now a self-proclaimed independent with no party affiliation, Villafuerte is a staunch Arroyo supporter who served as president of the Kabalikat ng Mamamayan Pilipino (Kampi) until he resigned a week before the merger of Kampi and Lakas-NUCD.

The first district of Camarines Sur is comprised of the towns of Libmanan (Dato’s adopted town which is the biggest in terms of area and population in Camarines Sur), Pasacao, Pamplona, San Ferna ndo and Minalabac at the southwest of the province.

In the northeast, it covers the coastal town of Cabusao and the railroad towns of Sipocot, Lupi, Ragay (Andaya’s hometown) and Del Gallego along the Quirino Highway going to the Quezon province.

In the House and Senate bills that will create the additional district in Camarines Sur, the towns of Libmanan (Arroyo’s adopted residence) and Ragay (Andaya’s hometown) are in separate group of towns to form two districts from the 10-town first district.

PILI, CamSur– The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) Provincial Offices submitted their reports and plans before the provincial heads of the different offices of the province under the leadership of Cam Sur Gov. LRay Villafuerte during the Provincial Peace and Order Council (PPOC) meeting held at the Eco-Village Guest House of Provincial Capitol Complex, Monday, August 10 here.

PNP Provincial Director Rodolfo Llorca, through P/Supt. Romeo Pillomar, presented a comprehensive report on the crime statistics in the province and discussed the substantial decline of crime rates in the province as well as the more strengthened confidence of the general public in the PNP.

Superintendent Pillomar discussed PNP’s plans with emphasis on curbing the number of unsolved crimes by 80 percent and neutralizing at least 80 percent of crime groups in the province.

AFP Provincial Director Col. Celso Silvestre talked about the insurgency situation and terrorist activities in the province. The AFP presented its accomplishments not only in its drive to eliminate insurgency and terrorism in Cam Sur, but also of the community service that it has undergone for the past few years. Director Silvestre made a presentation of the AFP programs relating to developing farm to market roads, school buildings, water systems, electrification and health centers.

The iconic 70s folk rock band America was here very recently in Naga for a one night only but very successful concert, the first popular foreign act to perform in the city and surely not the last. As they say the best is yet to come.

While here in Naga, America had a lunch stopover at the cozy Chef Doy’s restaurant in Cereza along ritzy Magsaysay Avenue. Chef Doy’s, the Pinoy fusion restaurant that has become the favorite of Nagueños and tourists, hosted a lunch buffet for the America entourage.

Gerry Beckley and Dewey Bunnel and company ate laing, pinakbet, mechado, Pinoy fruits in season, with no reservations just like Tony Bourdain would. And they even went for second helpings, much to the delight of husband and wife Chef Doy and Che Sto Domingo, owners of Chef Doy’s.

“It means they really found the food delicious,” said Che and the duo did love the Pinoy food served to them. They even ate the “turon” or banana fritters as ulam.

“Biro mo nakakatuwa, nag concert na ang America dito sa Naga, kumain pa dito sa resto,” gushed co-owner Johnny Casilang. For them it was a treat they would never forget, seeing the legendary duo eat to their hearts content in their very own restaurant.

Indeed this would go down in history as the time when the great America was conquered by Pinoy food at Chef Doy’s right here in the Maogmang Lugar. Sarah C. Imperial

IRIGA CITY --- Commission on Human Rights Chairman Leila de Lima has been nominated for the 2009 Sumagang Awards.

This was revealed by Dandy Fraginal, Secretary to the Sangguniang Panglungsod as he furnished the Bicol Mail a list of Sumagang Award recipients since its inception from 1979 to 2006.

Sumagang Award is the highest civilian award the city bestows on its most outstanding citizens including associations/entities for exceptional achievements in their chosen field of expertise, brought honor and good name to their birth place and extended meaningful assistance to their residents.

The award is being conferred every 4th of September for the past 26 years as the city celebrates its charter anniversary. Iriga was awarded its charter as a city on September 3, 1968 under the tenure of the late Mayor Jose Villanueva.

Record shows that from 1980 to 2006, recipients of award have now reached to 113 individuals, 9 associations/entities and 9 more others which include some non-Irigueño once a year.

Prompted by the fact that the city is gradually running out of quality awardees, Councilor Sofronio Magistrado, through a resolution proposed that such award be conferred every three years instead of the tradition once a year.

NAGA CITY---A staunch supporter of President Macapagal-Arroyo has expressed willingness to support the proposal to make former president Corazon “Cory” Aquino a national hero.

Cong. Luis R. Villafuerte, second district Camarines Sur representative, said Tuesday that Aquino as icon of democracy and the first president after the downfall of the dictatorship qualifies to be a national hero.

But Villafuerte is not sure whether or not the declaration of a national hero could be legislated even as he said that any move in Congress to make Cory as one would get his unqualified support.

He said that among the deceased former presidents of the Philippines that he would like to be declared national hero are Manuel L. Quezon and Ramon Magsaysay.

Villafuerte was the first commissioner of the Presidential Commission on Good Government during the revolutionary government of Cory Aquino.

The scouting history of the Philippines can be traced back to the American occupation in the Philippines. The first documented formation of the scout troop in the islands was that of the Lorillard Spencer Troop in Zamboanga, formed in 1914 by a US Navy Lieutenant Scherman Kiser.

Scherman Kiser was initially assigned to escort American charity worker Caroline Spencer in Sulu. Mrs. Spencer saw how Filipino boys would benefit from scouting and discussed her ideas with Kiser. This suggestion was natural for Mrs. Spencer as her son, Lorillard Spencer was quite active in scouting in the United States, hence the name of the troop. Kiser was reassigned however to Zamboanga but followed through with Mrs. Spencer’s suggestion and formed a scout troop composed of young muslim boys. Upon learning of the a new troop, Mrs. Spencer sent monetary support to purchase uniform and to construct a headquarters.

95 years after the first all muslim troop of boy scouts was organized in Mindanao, another important historical milestone took place at the foothills of Mt. Iriga, as the very first all indigenous peoples Agta Boy Scout Troop was established at Oyango Tribal Community in Sta. Teresita, Iriga City. July 25, 2009 will be forever enshrined in the pages of scouting history in the Philippines with the birth of scouter Romulo Owen Corporal III, boy scout troop, named after a very active senior scout of the University of Saint Anthony in Iriga City.

In his privilege speech at the Sangguniang Panlungsod last August 11, 2009, Naga City Councilor Nathan Sergio exhorted his fellow City Councilors to come up with a “Task Force Cheaper Medicine” to monitor compliance with the implementation of Executive Order 821 putting up maximum drug retail price (MDRP) on certain medicines.

Presidential Executive Order 821 was issued pursuant to Republic Act 9502 known as the “Universally Accessible Cheaper Quality Medicines Act of 2008.” It covers five molecules or active ingredients whose prices were not reduced by the pharmaceutical companies. Prior to the issuance of the EO, the pharmaceutical companies volunteered to reduce only sixteen molecules or active ingredients.

Much earlier, the Department of Health, and the Department of Trade and Industry jointly recommended to the Office of the President 21 molecules which need price reduction by as much as fifty percent. These molecules were those that address “major health concerns” like hypertension, diabetes, influenza, hypercholesterolemia, cancer, arthritis, goiter, allergies and infections.

The sooner the law is observed, according to Councilor Sergio, the beneficial it is for the senior citizens, the persons with disability and the urban poor sector. It is a common knowledge that the prevalence of high-priced medicines has been the bane of poor and marginalized families in our country.

The University of Northeastern Philippines (UNEP), spearheaded by no less than its University President, Atty. Remelisa Alfelor-Moraleda, joined over a thousand educators from various universities in the Philippines, communication students and media practitioners from different news organizations in the 1st International Convention on Media Communication held at the UP Film Institute, University of the Philippines- Diliman last August 8, 2009.

The momentous activity was organized by the International Center for Communication Studies (ICCS) with the theme “Taking a Closer Look at the Different Areas of Broadcast Journalism”.

Ms. Melody Ordoñez, UNEP Media Relations Director who was one of the reactors, said that this experience will not only provide their students with the essential evaluation of their own communication practices but will also shape their competitive edge against other Communication Arts students.

CamSur readies for Ironman 70.3 (http://www.bicolmail.com/issue/2009/august13/xiron.html)


Pili, Camarines Sur --- With barely a few days left before D-Day, the province has geared up preparations for the upcoming international event, Ironman 70.3 slated this August 23.

Gov. LRay Villafuerte along with organizers Alaska Milk Corporation and Asia Brewery are making sure that hitches and kinks are all ironed out this early so that everything will run smoothly during the actual schedule of the event.

Ironman 70.3 an endurance race which requires triathletes to hurdle three sports events—swimming, cycling and running, is another milestone in the continuing thrust of the provincial government to further spur tourism in the province.

Camarines Sur is now “numero uno” as tourist destination among the 16 key tourism areas of the province as of the first semester this year based from the latest report from the Department of Tourism. The province which used to be ranked 3rd has now overtaken Boracay and Cebu.

The story of the province’s remarkable feat appeared in the Wednesday issue of the Philippine Daily Inquirer, on August 12 and in the August 2 and 6 issues of the Manila Bulletin.

More than 2,000 tourists, guests and visitors excluding the more or less 500 triathletes, are expected to arrive as early as August 19, three days before the actual event.

The air transport companies have already committed to add more flights to their daily trips to accommodate inflow of tourists. On the other hand, organizers have also made arrangement with first class buses for the accommodation of triathletes and tourists en route to the province.

To make the occasion more festive, DepEd officials have encouraged the participation of the students by waving flaglets along the routes where the triathletes will be passing through during the event.

NAGA CITY---The Department of Public Works and Highways (DPWH) is set to open Aug. 23 the bids on the P1.3-B skyway bridge that will connect the first and second districts of Camarines Sur, according to a DPWH district engineer in the province.

District Engineer Gilbert Olfindo said the opening of bids will be done at the DPWH Central Office in Manila and project implementation is expected to start in October, this year.

The P1.3-B skyway bridge to hover above the meandering Bicol River will connect the towns of Canaman and Libmanan, both in Camarines Sur. It is under the Bicol River Basin and Watershed Management Project (BRBWMP).

Once completed, the skyway bridge will reduce travel time from Libmanan to Naga City and second district towns of Camarines Sur.

The travel time from Naga City to Metro Manila, and vice-versa, will be reduced by 40 minutes, while traveling from Naga City to Libmanan is estimated to be reduced by 10 minutes from the present 40 minutes.

6 Bicol sites land in 16 RP tourist destinations

NAGA CITY--- On a positive note, Bicol, considered one of the poorest regions in the Philippines, managed to place six sites on the top 16 tourist destinations in the country in the first semester of the current year.

With Camarines Sur topping the list, the provinces of Masbate, Camarines Norte, Catanduanes and Sorsogon and Legazpi City were also listed among the top 16 tourist destinations in the Philippines.

Other places on the list of top 16 tourist destinations, that included Boracay and Cebu, respectively third and second in rank in the first semester, Baguio, Davao, Puerto Galera, Bohol, Negros Occidental and Oriental, Ilocos Norte and Puerto Princesa posted significant tourist arrivals.

From January to June, the top 16 tourist destinations drew about 3,989,272 tourists of which 808,389 are foreign nationals and 2,965,128 locals.

Camarines Sur, the third-rank tourist destination in the first quarter of 2009, has dislodged Boracay and Cebu to emerge as the number one tourist destination in the country in the first semester.

In a report signed by Tourism Secretary Ace Durano, Camarines Sur posted a hefty growth in both domestic and foreign arrivals by 52 and 260 percent, respectively in the first semester.

Most visited

As the most visited destination, some 902,202 domestic and foreign tourists visited Camarines Sur during the first semester of 2009.

“The Provincial Government of Camarines Sur investment in a wakeboarding tourism product that stimulated visitor volume,” according to Durano’s report.

The report added that the success of CamSur’s initiative serves as a model for other local government units (LGUs) to harness their tourism potentials and optimize local resources to create more economic activity.

Cebu, the number one tourist destination in the first quarter, with 830,599 visitors became the second most visited place in the country with 23 percent share of total arrivals. But Cebu remains to be the top foreign tourist destination with 321,116 visitors in the first semester of 2009.

Durano credited the volume of foreign tourists visiting Cebu to the expansion in air access from major tourist markets that now include new charter flights from Incheon, Busan, Shanghai, Guangzhou and Kaohsiung.

Boracay remains as the third-rank top tourist destination in the same period with 383,813 tourists visiting the island-resort posting 6 percent growth rate.



Durano sees continuing growth in tourism industry with new offerings of the so-called enhanced tourist products from ecotourism, adventure sports to cultural packages.

He cited the Island Banca Cruises in Cebu that he said attracted visitors with its differently organized and packaged island hopping tour to marine sanctuaries of Nalusuan and Gilutungan, the pristine white beach of Pandanon and dive sites of Moalboal.

Durano also reported that the Kultura Filipino in Intramuros gave the tourists opportunity to acquaint with the Philippine cultural heritage through local dances, music and cuisine.

“This product also serves as the highlight of the new city tour for Manila. Similarly, the Pasig River Cruise had lured back tourists to visit and appreciate the sights and attractions of Metro Manila,” he said.

Durano mentioned the growing popularity of adventure tourism as another tourist product that promotes local destinations and cultural exchanges like the spelunking in the Sohoton Caves in Basey, Samar.

Czech experts vouch Naga landfill project

NAGA CITY --- Experts from the European country of Czech Republic returned to Naga City to present their findings and recommendations for the city’s solid waste management program.

Accompanied by the Czech Ambassador to the Philippines Jaroslav Ludva, the team presented the output of their study to city officials and pledged to cooperate with the city government in the implementation of any recommendations adopted by the local solid waste management board.

City Environment and Natural Resources Officer Oscar Orozco cited the close coordination between the technical experts, and the local governments of Naga and the neighboring town of Magarao. There are plans to set up a new sanitary landfill in Magarao that will cater to the needs of both Naga and the municipality. The proposed landfill will make use of new technology common in European countries. Orozco says that based on the recommendations of the Czech team, the new landfill will be constructed using multiple layers of linings to protect the soil and water table underneath from any contamination.

Naga City Mayor Jesse M. Robredo also introduced the Ambassador Ludva and the team to the city council during its regular session on Tuesday. Ludva expressed his gratitude to the city government for its cooperation with the experts and the Czech government. The study conducted by the experts is part of the Czech government’s efforts to help promote sustainable solid waste management programs in several countries. To date, there are similar projects currently being implemented in Central and Eastern Europe, China, India, Laos, and Vietnam. Another key component of the project, Pavlik explains, is the advocacy for renewable energy and pollution prevention.

The city government of Naga submitted an application to the International Development Cooperation Program of the Czech Republic in February 2006 to ask for help in the improvement of its solid waste management program. The Czech government then approved the financing for the project in May of the same year. Experts from a consortium of consulting companies went to Naga in September 2007 to officially start the study.

The construction of a biogas recovery facility is one of the main recommendations of the experts. According to the team, Naga and Magarao can both benefit from the installation of a renewable energy plant in the proposed landfill. By extracting reusable gas from the landfill, the experts believe that it can be turned into usable electricity. There is also a proposal to establish a biogas plant at the Naga City abattoir that will make use of waste byproducts from slaughtered cattle and swine. A feasibility study on the proposed Magarao biogas plant will also be conducted in time for the presentation of findings and recommendations in October of this year.

Mayor Robredo also held meetings with the technical experts to discuss crucial issues regarding the city’s ten-year solid waste management plan. According to the mayor, legal obstructions regarding the proposed Magarao site have to settle first before any funding can be appropriated. Pavlik, the team leader, also offered assistance regarding the further studies needed to assess the feasibility of a biogas facility. Robredo, on the other hand, reiterated the city government’s full support for the project, and pledged the city’s cooperation with the Czech experts. The city mayor also expressed the city’s gratitude for the Czech government’s contribution.

DPWH set to open bids on P 1.3 B sky bridge

NAGA CITY---The Department of Public Works and Highways (DPWH) is set to open Aug. 23 the bids on the P1.3-B skyway bridge that will connect the first and second districts of Camarines Sur, according to a DPWH district engineer in the province.

District Engineer Gilbert Olfindo said the opening of bids will be done at the DPWH Central Office in Manila and project implementation is expected to start in October, this year.

The P1.3-B skyway bridge to hover above the meandering Bicol River will connect the towns of Canaman and Libmanan, both in Camarines Sur. It is under the Bicol River Basin and Watershed Management Project (BRBWMP).

Once completed, the skyway bridge will reduce travel time from Libmanan to Naga City and second district towns of Camarines Sur.

The travel time from Naga City to Metro Manila, and vice-versa, will be reduced by 40 minutes,:banana::banana: while traveling from Naga City to Libmanan is estimated to be reduced by 10 minutes from the present 40 minutes. :banana::banana::banana:

CAMARINES SUR -- Tinipon dito ni Aga Muhlach ang mga kapamilya’t malalapit na kaibigan para sa tatlong araw na bonggang selebrasyon ng kanyang 40th birthday sa CamSur Watersports Complex (CWC).

Actually, kahapon talaga ang birthday niya, August 12, pero Martes pa lang, Aug. 11, narito na siya kasama siyempre ang asawang si Charlene Gonzales at kambal na sina Atasha at Andres.

Anang celebrator, dito niya naisipang gawin ang okasyon dahil madalas silang nasa CWC. Normally daw, tumatagal siya at ang kanyang pamilya ng limang araw sa CamSur. Pero, wala pa silang property dito at mukhang kuntento na sa pabulosang farm na itinayo sa Mataas na Kahoy, Batangas.

Kasabay nilang dumating kamakalawa ang pamilya ni Arlene Muhlach, na pagkaguwapu-guwapo ng bunsong si Augusto, ang kuyang si Albert, ang anak na si Iggy Boy (kay Janice de Belen, ka-join ang non-showbiz GF na seksi, in fairness), pinsang si Liezl Martinez, mag-asawang Mons at Xander Tantoco, Direk Joyce Bernal, Joross Gamboa, Paolo Paraiso, lensman Raymund Isaac, atbp.

All in all, mga 80 katao ang nasa entourage ng mga Muhlach.

Tsika ni Charlene, gulat na gulat si Aga nang salubungin sila ng naka-uniform na banda with matching streamers at banners sa Naga airport.

Hindi raw makapaniwala ang mister niya sa mainit na pagtanggap ng mga Bicolano.

Kasabay naman ng grupo namin ang mag-amang Albert at Alyanna Martinez, Fr. Tito Caluag at Ethel Ramos, manager ng aktor.

Narito rin daw ang biyenan ni Aga na si Elvie Gonzales at ang ama nitong si Cheng although habang isinusulat ito’y hindi pa namin sila nakikita.

Maaga ang Air Philippines flight to Naga, kaya alas-siyete pasado pa lang narito na kami. Talagang bagong gising ang birthday boy at medyo malat pa nang humarap sa amin sa breakfast table sa center rotunda ng mga cabin o wooden houses.

Maya-maya pa’y naki-join at bumati na rin si Charlene kasama ang guwapung-guwapong si Andres. Ang pinakahuling nagising ay si Atasha, na kahit gulu-gulo ang buhok, kitang-kita ang pagiging pretty gaya ng dating beauty queen na ina.

Wala kaming masabi sa inihandang agahan. Napakaraming choices, mula sa sinangag, daing na bangus, tocino, longganisa, beef tapa, ham omelette, sunny side-up egg, hot chocolate, coffee, cereals, croissant, fresh fruits at kung anu-ano pa.

Nasa itinerary naman na ibinigay sa guests nu’ng Martes na ang mga interesadong bisita ay puwedeng mag-take ng lessons sa wake boarding sa Winch Park. Matatandaang isa ang wake boarding sa kinalolokohang sport ng mag-asawang Aga at Charlene.

Di ba nga’t nagkaroon pa sila ng celebrity tourney sa Lago de Oro kamakailan lamang?

Kuwento ng mga dinatnan namin, pati sina Atasha at Andres, sumubok at nag-enjoy ding mag-wake board. Kinumpirma ni Aga na marunong na ngang mag-wake board ang mga anak niya.

Habang nagsasalu-salo naman ang karamihan kahapon sa laing na gabi, bicol express, inihaw na baboy, etc., si Joross ang tumayong “yayo” at “kalaro” ng dalawa sa tubig. Wa talaga sila care kung maraming tao basta’t enjoy na enjoy sila sa giant floaters.

Tulad ng kambal, pampered na pampered din ang mga bisita, dahil bukod sa wake boarding tutorials, may libreng access din sila sa swimming pool at Lago del Rey. Maaari rin silang mag-avail ng libreng tour ng CamSur, mag-sign-up lang sa tourism desk.

PILI, Camarines Sur — A local band played welcome music as soon as Aga Muhlach stepped out of the early-morning Air Philippines flight from Manila on Aug. 11, the day before he turned 40.

“I was surprised,” admitted Aga.

It was a surprise from his wife Charlene Gonzales who organized a four-day celebration at the sprawling CamSur Watersports Complex (CWC), hosted by Camarines Sur Gov. LRay Villafuerte. Well-wishers who flew in from Manila were billeted at well-appointed cabins at The Villas of CWC.

Guests were provided with an “itinerary” carefully prepared by Charlene (a perfect events organizer, I should say), complete to the last detail, from breakfast between 7 and 8:30 a.m. to dinner at 7 p.m. and a lot of other activities in-between.

“You’re free to do anything you want,” was Charlene’s reminder at the end of the “itinerary.” “Happy happy lang.”

So that’s what everybody did — happy happy lang — especially on Aga’s special day, Aug. 12.

Guests who were having late breakfast under tents broke into a collective “Happy birthday!” when Aga and Charlene (who slept late the night before, entertaining friends) came, together with their twins Andres and Atasha. Then, it was “happy happy lang” until and after lunch, into the late afternoon. Some went wake-boarding while others watched from the clubhouse where meals were served, some strolled around the complex, some took power naps and the rest simply opted to shoot the breeze over glasses of wine and juice(s).

Before dinner, Fr. Tito Caluag said a special Mass for the birthday boy who was later “roasted” in video clips enumerating “the 40 things” to love about Aga, including a revelation that as a kid, he wore girl’s clothes and played with Barbie Dolls.

There was intermittent drizzle the day before, during the day and, I’m sure, the day after, but it didn’t dampen the enthusiasm of the CamSur revelers. Highlight of the big night was a brief show with dance music provided by the Higher Grounds band hired by Aga through the Internet.

Still in fighting form at 40, Aga is determined to shed unwanted 40 lbs. before he starts shooting his next movie (with Regine Velasquez, directed by Bb. Joyce Bernal who did a “special dance” during the show) in three weeks.

The “happy happy lang” went on until the wee hours of the next morning.

World’s Top triathletes due for RP Ironman


A banner field of 250 triathletes, headed by 2007 world champion Chris McCormack of the US and a slew of international winners, clash for fame and fortune in the first Cobra Energy Drink Ironman 70.3 Philippines slated August 23 at the Camsur Watersports Complex (CWC) in Camarines Sur.

McCormack, fresh from an Ironman 70.3 win in China last weekend, and Tim Marr, also of the US, New Zealand’s eight-time Ironman titlist Kiwi Cameron Brown, Canadian Lisa Bentley, who owns 11 Ironman titles, and Australian Charlotte Paul, the Ironman China winner, are the early favorites to slug it out for the top $25,000 purse in the event featuring swimming, biking and running.

“We had three goals in holding this event,” said Wilfred Steven Uytengsu, president of the organizing Sunrise Events, Inc., in yesterday’s event launch at the Renaissance Hotel in Makati City.” While the sport is still relatively small here, there has been significant growth in the past couple of years and we want to develop the sport in the Philippines with long distance races like the Ironman 70.3.

“As more and more people seek a healthier lifestyle, triathlon is well positioned to attract many new participants,” said Uytengsu, a veteran Ironman and triathlon campaigner himself.

Major partners Camarines Sur Gov. L-Ray Villafuerte and Hubert Tan, vice president for marketing for the Asia Brewery-owned Cobra Energy Drink, also graced the launching of the event which also features the top local triathletes.

Participants from Great Britain, Hong Kong, Singapore and Slovakia have likewise confirmed participation in the race covering a grueling 70.3 miles of 1.9 kilometers of swimming, 90km of biking and 21.1 km of running.

So you think a marathon is the most demanding modern sport? You’re hugely mistaken because there’s a sport that’s three times as demanding as the marathon: the triathlon.

Imagine that just before you tackle the grueling long-distance run you first have to complete an arduous open water swim and then ride a bicycle over a long-distance race. After punishing your body with the swim and then the bike ride, then and only then do you run the marathon.

The Ironman triathlon actually incorporates the three disciplines of swimming, cycling and running into one sport.

The inaugural Cobra Ironman 70.3 Philippines, formally launched April 23 at the New World Renaissance Hotel, brings the sport to local shores and puts the country on the map as a prestigious triathlon destination.

“We had three goals in holding this event,” said Alaska Milk Corporation President and Chief Executive Officer Wilfred Steven Uytengsu, Jr. “First, we want to create a memorable experience for the triathletes. A triathlete himself Uytengsu explained that the event is geared towards developing sports tourism in the country. This means attracting foreign athletes to come to the Philippines not only to participate in the race but to also spend time as tourists visiting the country’s local attractions.

“We want to encourage triathletes and their families to explore other parts of this beautiful country. Hence, we will be developing a few tour packages for their consideration to make the trip even more memorable,” said Uytengsu.
The second objective according to Uytengsu is to develop the sport of triathlon in the Philippines .

“While the sport is still relatively small here, there has been significant growth in the past couple of years,” said Uytengsu. “As more and more people seek a healthier lifestyle, triathlon is well positioned to attract many new participants.”

Uytengsu said the race will have several categories in the relay division (Men, Women, Mixed, Corporate and Collegiate). He says that new participants will discover the joy and challenge of completing all three disciplines.

The Cobra Ironman 70.3 Philippines will be a first-rate event which will include a small professional field among its participants.

“Our event is well timed for the pros (and age groupers alike) who hope to compete in Hawaii , since Ironman 70.3 Philippines is just seven weeks away from the Ford Ironman World Championship in Kailua-Kona , Hawaii . It also provides excellent training for the Foster Grant Ironman World Championship 70.3 in Clearwater , Florida ,” said Uytengsu.

The two events, held annually on October and November, are the two most prestigious Ironman events on the calendar.

Swim
Cobra Energy Drink Ironman 70.3 Philippines swim course is entirely on a man made lake. Fresh water is pumped-in daily. It is less buoyant than sea water.

The first leg of the swim course will be on the bigger “Lago Del Ray” lake. Swimmers will do a clockwise loop that measures 1.22kms. After which, athletes will have to cross to the smaller “CWC Cable Park” lake. They will do an additional 580meter counter clockwise loop before they can head out to T1.

Water quality is good and safe. Visibility is limited but not murky. Water temperature is suitable for speed suits but wet suits will not be allowed.

The swim will be a mass start for Professionals, Filipino Elites and Age-Groupers. After a few minutes, the Relay participants will start behind.

Wake board ramps and structures will be on course and might pose some hazards to swimmers. They will be clearly marked by the organizers but caution should be taken by the swimmers to avoid them.

Bike

The scenic bike course is flat with great potential for disk wheel but it could also be potentially windy. Riders will head out from CWC to Nato Port and back with the view of Mt. Isarog perfectly on their side. There will be five (5) aid stations every 15kms. Volunteers will hand out Gatorade and water on all the aid stations. Portalets would be available at the turn around.

The first and last two kilometres of the course would have a lot of technical turns as riders head out and come in at CWC.

There would be roving mechanics that would assist participants with mechanical or equipment failures. Those using tubular tires are advised to bring their own spares.

All roads will be fully closed. However, all athletes are advised to ride street-smart.

Expect extreme conditions, weather can be scorching hot or drizzling with rain.

Run

The run course is also flat with the exception of two (2) short and steep hills. It will take runners to the countryside sceneries while passing thru small local communities. Athletes will need to do two (2) counter clockwise loops. Each loop is with measurement of 10kms.

After the second loop, athletes will need to cross to do the smaller lake to do their last 1.1 km run to the finish.

There will be five (5) aid stations on the run. Each station is 2kms apart. Gatorade, and water shall be available on all the stations. Sponges will also be available on some of the aid stations.

What is unique about the Cobra Energy Drink IronMan 70.3 Philippines?

The main venue (Start/Finish, Swim, Transitions and Accommodations) is at the Camarines Sur Watersports Complex (CWC).This alone will definitely be a unique experience in itself, having a laid-back triathlon village feel. To help you visualize what we mean, please take time to view the CWC video at this website.

The swim course will use the wakeboard cable park lagoon, a man-made lake with water being constantly filtered and fresh water pumped in daily (see swim course map). Swimmers will have to navigate 400m around the smaller lagoon, cross 10m and dive in the bigger lagoon to do an 800m out-and-back to complete the 2km challenge. All in fresh water!

The bike course will be on well paved road of the National Highway that takes you thru rice fields and Abaca tress common to the province. The word “scenic” does not do justice to what participants will see and experience in their 90km out and back ride… A view of Mt. Isarog, rolling terrain and a breath taking turn-around by the ocean (Nato Port) will feel more like a countryside tour ride rather than a race for some.

The multi-loop run will be on the tree-lined National Highway towards Naga City. The course is mostly flat with a short steep hill going out. Expect cheering school children and marching bands to greet tired runners along the way.

With the venue and course set to give a Filipino flavored 70.3 race, we are all excited to execute one of the best triathlon race in our country!

DPWH set to open bids on P 1.3 B sky bridge

NAGA CITY---The Department of Public Works and Highways (DPWH) is set to open Aug. 23 the bids on the P1.3-B skyway bridge that will connect the first and second districts of Camarines Sur, according to a DPWH district engineer in the province.

District Engineer Gilbert Olfindo said the opening of bids will be done at the DPWH Central Office in Manila and project implementation is expected to start in October, this year.

The P1.3-B skyway bridge to hover above the meandering Bicol River will connect the towns of Canaman and Libmanan, both in Camarines Sur. It is under the Bicol River Basin and Watershed Management Project (BRBWMP).

Once completed, the skyway bridge will reduce travel time from Libmanan to Naga City and second district towns of Camarines Sur.

The travel time from Naga City to Metro Manila, and vice-versa, will be reduced by 40 minutes,:banana::banana: while traveling from Naga City to Libmanan is estimated to be reduced by 10 minutes from the present 40 minutes. :banana::banana::banana:

NAGA CITY---The bill that seeks to create one more district in Camarines Sur, increasing to five the existing four districts in the province, has been approved by both the Senate and the House of Representatives, a lawmaker here said Tuesday.

Cong. Luis R. Villafuerte, Camarines Sur’s second district representative, said the bill that will add one district to be carved out from the 10-town first district of Camarines Sur had been passed in the House without opposition.

Villafuerte said that the Senate version met with opposition but when it was submitted for voting, 15 senators voted in favor.

“That’s more than the majority of the senators,” he added.

He said he expects the final approval of Camarines Sur’s additional district in September, two months before the official filing of candidacy for local and national elective positions for the 2010 elections.

The first district of Camarines Sur is represented in Congress by presidential son Cong. Dato Arroyo. He built a house in Potot, Libmanan town in 2006 to establish residence and qualify in the congressional race. Arroyo hails from Pampanga.

Formerly the political turf of former congressman and now Budget Secretary Rolando Andaya Jr. whose hometown is the neighboring Ragay town, the first district of Camarines Sur has been handed to Arroyo after Andaya was appointed by President Macapagal-Arroyo to head the Department of Budget and Management four years ago.

But critics here see political accommodation for Andaya after his term as DBM secretary ends when President Arroyo bows out in 2010. With his political turf already occupied by Cong. Arroyo, the additional district would secure him a seat in Congress next year.

In an earlier interview, Andaya distanced himself from the congressional initiative to add one more district to be carved out from the 10-town first district of Camarines Sur.

“It will be the decision of many people, not of a single person,” he said.

In the House, the bill was authored and sponsored by Villafuerte.

Now a self-proclaimed independent with no party affiliation, Villafuerte is a staunch Arroyo supporter who served as president of the Kabalikat ng Mamamayan Pilipino (Kampi) until he resigned a week before the merger of Kampi and Lakas-NUCD.

The first district of Camarines Sur is comprised of the towns of Libmanan (Dato’s adopted town which is the biggest in terms of area and population in Camarines Sur), Pasacao, Pamplona, San Ferna ndo and Minalabac at the southwest of the province.

In the northeast, it covers the coastal town of Cabusao and the railroad towns of Sipocot, Lupi, Ragay (Andaya’s hometown) and Del Gallego along the Quirino Highway going to the Quezon province.

In the House and Senate bills that will create the additional district in Camarines Sur, the towns of Libmanan (Arroyo’s adopted residence) and Ragay (Andaya’s hometown) are in separate group of towns to form two districts from the 10-town first district.

This is almost give Congressman Dato Arroyo a hand over Libmanan down to San Fernando. and Andaya in his area of Ragay down to Sipocot and Cabusao.

What about Milaor and Gainza? Are they with Dato's area? thanks

MANILA --- Bicolano tenor Raymond Roldan, along with his wife Jeanelle, are among the guest artists to be featured in “Masterworks”, a showcase presenting significant works that have established Ballet Philippines as the flagship company in ballet and contemporary dance.

“Masterworks”, a repertoire of over 400 works in classical and contemporary works, will be showing at CCP Main Theater on August 14, 15, and 16, this year, in celebration of Ballet Philippines’ 40th year.

Other guest artists include the Manila Symphony Orchestra, UP Concert Chorus and the Greenhills Christian Fellowship Chancel Choir, and pianist Greg Zuniega.

Born and raised in Naga City, Raymond is a singer, voice teacher, choral conductor and music arranger.

His elementary studies were at the Naga Parochial School, whose alumni include Sen. Raul Roco, Magsaysay awardee Jesse Robredo and internationally-renowned baritone Jonathan Zaens. At a young age Raymond then wanted to be a priest and entered the Holy Rosary Minor Seminary. After four years, he left, studied voice culture and finished a bachelors degree in English at the Colegio de Santa Isabel, now the Universidad de Sta. Isabel. It was during this time when he won the first prize in the National Music Competitions for Young Artists (NAMCYA) at the Cultural Center of the Philippines in 1990, and was invited as featured artist in the National Music Festival in Iloilo City in 1991.

After graduation he taught English Literature for a year at the Colegio de Santa Isabel and the Holy Rosary Minor Seminary. When he decided to pursue musical studies at the University of the Philippines College of Music, it was there that he embarked on a colorful musical journey as a singer, teacher and musician.

By the way, I met Mayor Antero Lim last 2003 when he attended our youth organization's 25th Foundation Anniversary. I am the President of that organization. He represented Cong. Wimpy Fuentebella who coudn't come because of his hectic schedules. Mayor Lim was still a Board Member then. I also invited the Regional Director of the National Youth Commission Nidia Paladan.

NAGA CITY---A staunch supporter of President Macapagal-Arroyo and the former president of her political party Kabalikat ng Mamamayang Pilipino (Kampi) has pledged support to the bid of Sen. Francis “Chiz” Escudero for the presidency in 2010.

Rep. Luis R. Villafuerte, representative of Camarines Sur’s 2nd district, revealed before selected media practitioners here that he has picked Escudero, another Bicolano lawmaker, for his qualities as a young and intelligent leader with a vision among other potential candidates for the presidency.

“I am inclined to support Chiz Escudero (for his bid) to presidency,” Villafuerte said.

Villafuerte is the former president of Kampi who resigned from his position and membership to the party that the president organized for her 2004 victory, a week before the merger of Kampi-Lakas NUCD.

Villafuerte proclaimed he is independent and that he has disaffiliated from any political party and would run as independent in the 2010 elections as he commented that he did not need a party to win.

He said he has consulted Ms. Arroyo on a personal meeting with her regarding political issues and that he said made the president totally understand and respect his position.

Escudero, a Nationalist People’s Coalition presidentiable, has not declared categorically he would run for president in 2010 but said that he would decide after he turned 40 this year.

When asked if the support to Escudero’s bid for presidency signals his intention to join the NPC of business tycoon Danding Cojuangco, Villafuerte answered “No.”

A local reporter prodded him to confirm or deny the allegation that he has already joined the NPC according to DILG Secretary Puno, quoting a broadcast interview.

“Why is he (Puno) deciding for me?” he quipped with sarcasm.

But he confirmed that he has met with Cojuangco but neither gave details nor elaborated on what they have talked about.

We advise everyone to please make all necessary arrangements to avoid travel delays on your way to Camsur.

Send bikes as cargo to Legaspi using Cebu Pacific flights and advice us (secretariat@iroman703phil.com) to have it picked up for $35.00 each. For additional information, Legaspi City is approximately 2 hours away by land from Naga City.

For the more adventurous types, travel by land and enjoy the magnificent scenery of Southern Tagalog Region – Approximately 8 to 10 hours by private vehicles

Politics, will or political will
The street in front of SMCity in barangay Triangulo in Naga City has a new name, “Ninoy & Cory Aquino Avenue,” backed up by an ordinance passed Tuesday last week. It was passed at a speed never before seen in the Sanggunian Panlungsod of Naga.

Usually ordinances on names of roads or plazas --- those that deal with culture and history --- have to undergo a number of public hearings or committee hearings or a barangay level hearing. This ordinance on the street “Ninoy & Cory Aquino Avenue” has not. It was outright enacted, sent to Senator Noynoy Aquino just in time for the interment of former President Corazon Aquino last week.

It is understandable that the ordinance was passed to manifest the prevailing sentiments of sympathy of the members of the Sanggunian Panglungsod, with the initiative of Mayor Jesse M. Robredo, for the bereaved family on the demise of former President Corazon Aquino. Expressing condolences is a laudable Bicolano custom and must be given importance. That is not something that we should wonder at.

What we are wondering at is the speed of the enactment of this ordinance. Literally it defies the speed of light. For the average speed of the Sanggunian Panlungsod in enacting laws on names for streets or plazas is from six to twelve months. Other proposed ordinances often have to wait for more, even for the next term in office of the members of the Sanggunian Panlungsod to have the proposed ordinance calendared on its floor.

DAET, Camarines Norte, Aug. 15 (PNA) –- The municipal government of Daet sponsored a two-day Disaster Preparedness Seminar at the Daet Kalinangan Center over the weekend in support and to mark the celebration of the National Disaster Consciousness Month.
The disaster readiness training was attended by 67 participants from Daet’s villages and representatives from other sectors. It was facilitated by officials of the Office of Civil Defense (OCD) Bicol.
Topics discussed during the seminar were: Understanding Hazards, their Resultant Effects and Countermeasures: Meteoroligical-Hydrological Hazards, Rain Induced Hazards, Geological Hazards; Philippine Disaster Management System; Effective Local Governance and Disaster Management: Indicators/Standards of disaster prepared community.
A workshop was conducted on the second day by OCD officials on contingency planning practical application and hazards and risks identification.
Executive Order 137 declared the month of July every year as National Disaster Consciousness Month in the country.
The seminar workshop was sponsored by the Daet local government led by Mayor Tito Sarte Sarion. It was supported by OCD Bicol, PAGASA Mines and Geosciences Bureau and Philvocs.
Sandy Q. Badaguas, the deputized OCD coordinator in Daet coordinated the disaster training.(

Ang galing nang mag-wakeboard nina Atasha and Andres, ang kambal ng mag-asawang Aga Muhlach at Charlene Gonzales. Kung sabagay, may pinag*manahan. Si Aga, lagi niyang sinasabi na ibang kaligayahan ang nararamdaman niya tuwing nasa ‘tubig’ siya kaya naman halos second home niya ang Pili, Cama*rines Sur kung saan dinadayo ngayon ang watersports complex doon. Actually, kahit si Charlene, magaling na rin.

Nakakatayo na sina Atasha at Andres sa board at hindi na sumisemplang sa tubig. Samantalang kaming mga not so young na sinubukang mag-wake board sa beginners park, nakakaaliw, nahuhulog sa board. Hehehe.

Anyway, hindi sinasanay nina Aga at Charlene ang mga anak na magkulong sa mga kuwarto at maglaro ng mga computer games na karaniwang ginagawa ng maraming bagets ngayon.

Kung ano ang ginagawa nilang mag-asawa, kasa-kasama ang kambal at nasa*nay sa mga outdoor games. (Base sa ilang survey na lumabas, dumarami ang obese na bata dahil kain sila nang kain habang naglalaro ng computer. At parang matanda rin ‘yan na hindi naba-burn ang kinain, so ang tendency tumataba sila.)

At yun ang iniiwasan ng mag-asawa. Ang masanay ang kambal na sa ba**hay lang naglalaro.

Pag weekend, sa kanilang farm naman sa Batangas nagpupunta ang mag-anak. Ang ganda ng farm nila sa Mataas na Kahoy na nasa likod at aakyatin mo lang ay Taal Lake na. At doon sila minsan nagwi-wake board. Wala lang cable doon kaya may boat na humihila sa kanila.

Magkahiwalay na eskuwelahan ang pinapasukan ng dalawa.

Binuking ni Charlene na gusto ni Aga na maging professional wakeboarder.

Natatawa nga ang dating beauty queen na kung kailan naman malalaki na ang anak nila, saka gustong karerin ng asawa niya ang wakeboarding.

Expert na si Aga sa pagwi-wakeboard at puwede na siya actually na sumali sa malalaking competition. Ang husay na niya. Parang nagi-exhibition.

Madalas niyang nakakasabay ng extreme sports sina Paolo Paraiso at Jeremy Marquez na present sa 40th birthday ni Aga sa CamSur Watersports Complex last Wednesday.

Magaling na ring mag-wake board sina Paolo at Jeremy. Kaya nga ‘di ba natsi-tsimis na si Paolo na mas priority na ang wakeboarding kesa kina Mylene Dizon at dalawa nilang anak.

At dahil nai-enjoy ni Aga ang pagwi-wakeboard, may pagkakataon na mga isang linggo siya sa CamSur. Kaya nga ini-encourage na siya ni Gov. LRay Villafuerte na tumakbong vice governor sa susunod na election.

Sayang, hindi na namin naalalang tanungin si Aga tungkol dito.

Pero sa Bicol ang roots ng kanyang namayapang si Mommy Anita kaya puwedeng-puwede. Why not Aga…

Halos isang eroplano ang dinala ni Aga at Charlene na mga kaibigan sa CamSur last Tuesday until Friday morning.

May ibang nag-stay ng almost four days at ang iba, nag-uwian din after two days.

Ayon kay Charlene, may gabing hindi makatulog si Aga dahil sa nasabing party. Dalawa ang pinagpilian niya. Ito ngang CamSur at isang venue sa Makati. Pero nag-decide si Aga na sa Bicol para ma-try din ng iba niyang kaibigan ang mag-wakeboard.

True enough. Lahat ay nasiyahan na subukan ang water sports na kinaba*baliwan ni Aga.

Kahit ang magaling na photographer na si Raymond Isaac ay nag-enjoy.

May addiction factor ang wakeboarding kaya pala enjoy na enjoy ang actor na magiging abala sa shooting nila ng pelikula ni Regine Velasquez sa Viva Films.

I think there is an ongoing renovation of the Goa Public Market? or is it the construction of LCC Mall?

By the way, I met Mayor Antero Lim last 2003 when he attended our youth organization's 25th Foundation Anniversary. I am the President of that organization. He represented Cong. Wimpy Fuentebella who coudn't come because of his hectic schedules. Mayor Lim was still a Board Member then. I also invited the Regional Director of the National Youth Commission Nidia Paladan.


I don't know much about the renovation of Goa Public Market but i saw the signboard of LCC is sited accross UCPB building, where there is a burger stand on the right side.

Pili, Camarines Sur (14 August) -- The Provincial Government of Camarines Sur, in partnership with Naga College Foundation Typhoon Prevention Center (NCF?TPC), has recently launched the EWS program to reduce the risks brought about by calamities which frequent the Bicol region area.
Recently, representatives from the different local government units in the province convened for the 2-day orientation seminar on Disaster Risk Reduction and Typhoon Tracking Chart for Early Warning System (EWS).

The provincial government, through the Provincial Disaster Coordinating Council (PDCC), is mulling to install typhoon tracking charts on different localities most frequented and hardest hit by extreme weather conditions.
The orientation seminar organized by the PDCC featured lectures and workshops on disaster risk reduction and management as well as the operational details of the EWS.

EWS is a community-based system that will ensure preparedness and disaster risk reduction during typhoons. The EWS will utilize the weather tracking charts distributed to the 35 municipalities in the province through the PDCC.
Typhoon information will be transmitted by NCF-TPC to the PDCC Operating Center to be utilized by the system along with PAGASA forecasts. The data gathered by the province will be disseminated through mobile phones, CB radios and other mediums of communications to the municipal level who will then transmit the information to the barangays.

Weather and disaster management experts who facilitated the discussions and training exercises included Juan Blen Huelgas, United Nations Disaster Management Operations specialist and National Disaster Coordinating Council consultant; NCF-TPC director and seasoned weatherman Michael V. Padua; Dean Gerry Buenavente of the Engineering Department of NCF; and, Joannah Ramores and Edgar Ramores of NCF-TPC. (MMEC/PIA)

Pili, Camarines Sur (14 August) -- The National Statistics Office (NSO) service unit detailed at the provincial capitol building here has achieved its initial 100 documents processed on its 3rd week of operations.

The services provided by the NSO have complemented the Mobile Passport Servicing (MPS) carried out by personnel of the Department of Foreign Affairs (DFA) Consular Office based in Legazpi City.

The MPS has laid the coordinative efforts in order for NSO to immediately address the common problem encountered by individuals bound for travel abroad who are unnecessarily delayed by flaws in their birth and marriage documents, these being indispensable requirements in securing a passport.
Nonetheless, the NSO service unit would serve as a service conduit for those with similar concerns with the agency.

The MPS is initiated by Gov. Luis Ray Villafuerte and now among the "frontline services" of the provincial government, through the Camarines Sur Employment Center (CSEC).

Slated every first and third Monday and Tuesday of every month, NSO personnel caters to locals who need authentication of their birth and marital documents at the provincial capitol building in a more cozy and relaxed condition, a far cry from the scenario at its Naga Office where a long line of people await their turn under the searing heat of the sun or inclement weather condition.

Thus, it is expected that more and more constituents of CamSur would opt to have their documents processed by the NSO at the provincial capitol building as more and more people come to know of its services, just as more and more people are availing of the MPS at the same venue.
The DFA has processed a total of 1,931 passports from January to August, this year.
As an indispensable component of its program on providing assistance to its constituents in landing jobs either locally or abroad, the provincial government assures that NSO servicing here will be maintained. (MMEC/PIA)

But I doubt if he will go into politics. He has been egged to run for a position in Batangas but he politely declined. He is a resident of the town of Mataas na Kahoy near Lipa and he helps a lot in improving the barangay where his house is located.

NAGA CITY --- Led by Ambassador Jaroslav Ludva of the Czech Republic, experts from that eastern European nation last Tuesday and Wednesday formally presented and discussed before city officials here led by Mayor Jesse M. Robredo the environmental impact assessment for the proposed multi-million sanitary landfill that the city government is putting up in cooperation with the International Development Cooperation of the Czech Republic.

Jan Pavlik of Enviros, the project coordinator, said that as early as 2006 the Czech government had approved the application submitted by the city government for the improvement of solid waste management in the city, and that the following year the Czech Ministry of Environment announced the tender for the project.

He also informed the city officials that the city government?s request to increase the budget for the project has been approved by the Czech Ministry of Environment.

Under the agreement, Enviros before the end of 2009 would have completed the design for landfill gas collection system from existing landfill and its energy use if the feasibility study showed financial viability of the project. It shall also design a new system of solid waste management including waste recycling, composting and waste-to-energy project. As well, Enviros engineers will evaluate the proposed technical variants that will contribute to energy self-sufficiency and the reduction of solid waste management cost of the city.

The Czech engineers will also complete the feasibility study on putting up a bio-gas plant using wastes as source of fuel.
Jaroskav Jakubes, also of Enviros, reported to the city officials and other city stakeholders that the biogas plant will utilize biodegradable wastes within the sanitary landfill and other sources, such as the city abattoir, for energy production, greenhouse gases reduction and production of utilizable products, such as organic fertilizer.

Biogas is being promoted worldwide not only as energy source but also as part of waste management. It is traditionally used for heating, lighting, cooking, electricity production and in compressed form as motor fuel, Jakubes said.

The proposed sanitary landfill will be situated in Bgy. Carangcang, in the neighboring town of Magarao, Camarines Sur. Enviros is expected to have completed and presented its topographical, hydro- geological and biodiversity surveys by October this year, Director Michal Pastvinsky of the Department of Development and Project Cooperation of the Czech Ministry of Environment, said.

DAET, Camarines Norte, Aug. 15 (PNA) –- The municipal government of Daet sponsored a two-day Disaster Preparedness Seminar at the Daet Kalinangan Center over the weekend in support and to mark the celebration of the National Disaster Consciousness Month.

The disaster readiness training was attended by 67 participants from Daet’s villages and representatives from other sectors. It was facilitated by officials of the Office of Civil Defense (OCD) Bicol.

Topics discussed during the seminar were: Understanding Hazards, their Resultant Effects and Countermeasures: Meteoroligical-Hydrological Hazards, Rain Induced Hazards, Geological Hazards; Philippine Disaster Management System; Effective Local Governance and Disaster Management: Indicators/Standards of disaster prepared community.

A workshop was conducted on the second day by OCD officials on contingency planning practical application and hazards and risks identification.

Executive Order 137 declared the month of July every year as National Disaster Consciousness Month in the country.

The seminar workshop was sponsored by the Daet local government led by Mayor Tito Sarte Sarion. It was supported by OCD Bicol, PAGASA Mines and Geosciences Bureau and Philvocs.

Sandy Q. Badaguas, the deputized OCD coordinator in Daet coordinated the disaster training.(PNA)

MANILA, Philippines - The Senate will most likely approve the proposed separate Camarines Sur constituency tailor-made for President Arroyo’s son Diosdado, incumbent representative of the province’s first district.

According to information reaching the House of Representatives, 11 senators led by Senate President Juan Ponce Enrile have endorsed the bill to create a separate district for Congressman Arroyo despite the opposition of Gov. Luis Raymond Villafuerte and other provincial officials.

The other endorsers include Senators Jinggoy Estrada, Lito Lapid, Ramon Revilla Jr., Joker Arroyo, Richard Gordon and Juan Miguel Zubiri.

The bill now needs only one more endorser to get approved when taken up in plenary session, assuming all those supporting it show up to cast their votes.

Rep. Arroyo’s district is the bailiwick of Budget Secretary Rolando Andaya Jr., who was a three-term congressman before he joined the Arroyo Cabinet. His late father represented the district also for three terms or nine years.

Rep. Arroyo, who is on his first term, is from Pampanga, but has moved to Libmanan town, where he has built a house. His elder brother Juan Miguel represents Pampanga’s second district.

There are speculations that Secretary Andaya might reclaim his district in 2010 or 2013.

The proposed new legislative constituency would be formed out of five towns from the first district and two towns from the second district, whose representative is Gov. Villafuerte’s father Luis.

Sen. Benigno “Noynoy” Aquino III, local government committee chairman, has been reluctant to support the bill principally due to the fact that the two districts to be formed largely out of the first district lack the needed population as required by the Constitution.

Aquino’s reluctance has created bad blood between him and Sen. Arroyo, the staunchest supporter of the proposal for adding another district in Camarines Sur.

The five towns that would be taken out of the Andayas’ bailiwick are Libmanan, Minalabac, Pamplona, Pasacao, and San Fernando, which together with Gainza and Milaor, now belonging to Rep. Villafuerte’s second district, would comprise a new legislative turf.

However, in their opposition to Villafuerte’s bill, provincial officials said the remaining towns of Del Gallego, Lupi, Ragay (the Andayas’ hometown), Sipocot, and Cabusao would “have a combined population of only 176,383, 30 percent short of the population requirement (250,000) prescribed by the Constitution.”

They also said they and the people of Camarines Sur were not consulted in the proposed splitting of the first district into two legislative constituencies.

If the Senate gives its go-signal to the creation of a separate Camarines Sur district for Rep. Arroyo, it might have to approve similar proposals affecting nearby Camarines Norte and other local government units.

Pending before the Senate is a separate proposal to split Camarines Norte into two districts. Another bill seeks to divide Iloilo City into two legislative constituencies.

Also awaiting the senators’ approval is a proposal to create three new districts in Cavite, where the populous town of Dasmariñas would be constituted into a separate district.

In Quezon City, the Novaliches-Fairview-Batasan area, which has a population of more than one million, could easily be divided into four districts.

But there is no bill to divide it simply because its incumbent representative, Mary Ann Susano, does not want to introduce one despite the fact that city officials are for its division.

Other Quezon City representatives do not want to file such bill in deference to Susano.

Because of numerous bills seeking to create new districts, there are proposals in the House to undertake a nationwide review or redistricting of existing legislative constituencies.

MANILA – Hundreds of local and international triathletes are expected to troop to Camarines Sur this month for the 1st Cobra Energy Drink Ironman 70.3 Philippines.

According to the event’s official website, (http://www.ironman703phil.com/) a total of nine international or professional triathletes will compete with 400 age groupers and 50 relay teams from 23 different nations.

The inaugural Ironman circuit will be held on August 23 at the Camarines Sur Watersports Complex (CWC). Race starts at 7 a.m.

Among the professional athletes entered in the event are 70.3 champions Terenzo Bozzone, Cameron Brown and Chris McCormack.

Bozzone’s career highlights this year include the 1st Eagleman 70.3 USA, 1st Columbia Maryland, 1st Buffalo Minnesota, 2nd St. Anthony’s Florida and 2nd Ironman Debut New Zealand Taupo. He won the World Championships 70.3 in Clearwater, Florida in 2008.

Brown, meanwhile, has won the New Zealand Ironman eight times. He placed second in the Ironman World Championships in Kona, Hawaii in 2001 and 2005. He also placed third in Kona in 2002 and 2003.

McCormack, the 2007 Ironman Hawaii World Champion, is known for bagging two major titles in 1997: International Triathlon Union (ITU) World Cup Series and Triathlon World Championships.

Race proper

Bozzone, Brown and McCormack are set to swim, bike and swim alongside other triathletes at the CWC on August 23, Sunday.

Breakfast will be served at 4 a.m. The transition area opens for check in and race numbering at 5 a.m. while all roads within the CWC will be closed at 6 a.m.

The transition area will then be closed at 6:30 a.m. The race begins at 7 a.m. and ends at 3 p.m. The roll down is at 4 p.m. while awarding ceremonies will take place at 7 p.m.

An expo open to all will run from 9 a.m. to 6 p.m. In addition, the Wakeboard Park will be open to all guests for free from 12 p.m. to 6 p.m.

Sports tourism

Wilfred Steven Uytengsu, chairman of the Cobra Energy Drink Ironman 70.3 Philippines, said on his website message that the event aims to “create a memorable experience for the triathletes.”

Moreover, the event also wants to “create a concept of ‘sports tourism’” by showing the triathletes the beautiful spots that the Philippines has to offer.
Uytengsu, the president & CEO Alaska Milk Corporation, also said that they want to develop triathlon in the country.

The addition of relays would attract new participants, he said. The relay division has the following categories: Men, Women, Mixed, Corporate and Collegiate.

A triathlete himself, Uytengsu mentioned that the Cobra Energy Drink Ironman 70.3 Philippines is “well timed” as it is just seven weeks away from the Ironman World Championships in Kona, Hawaii or the Ironman 70.3 World Championships in Clearwater, Florida.

LEGAZPI CITY, Aug. 17 (PNA) -- The newly created River Basin Control Office (RBCO) under the Department of Environment and Natural Resources (DENR) will closely monitor and evaluate programs and projects within the country's river basins.

President Gloria Macapagal-Arroyo in July this year signed Executive Order 816 declaring the RBCO under the Department of Environment and Natural Resources (DENR) as the lead government agency for the integrated planning, management, rehabilitation and development of the country's river basins.

Alfredo Araya, DENR Bicol public affairs chief said the RBCO-DENR is mandated as the oversight agency for all government efforts and initiatives within the country's river basins including the Bicol River Basin Development and Management program.

Araya said in a press statement that the RBCO would have an initial fund of P240 million to be sourced from unprogrammed funds of the DENR.

Naga City — Danilo C. Manalang, newly installed Region 5 director of the Department of Public Works and Highways, conducted last Monday his first inspection of the road rehabilitation projects on Andaya Highway and other infrastructure projects being implemented by the engineering district headed by District Engineer Gilbert Olfindo.

During the inspection, Manalang noticed that big potholes and cracks are prevalent on Andaya Highway from Kilometer 300 to Kilometer 316.
The place, which is between Ragay and Del Gallego towns, both in Camarines Sur, has a total length of 16 kilometers.

It has become most critical to motorists travelling at night. In fact, this road section appears neglected and dangerous.

It was learned that this particular portion of the highway was not included in the government’s rehabilitation plans prepared two years ago as the highway then was still in good condition. This stretch of the highway was destroyed recently by cargo trucks carrying heavy loads, Manalang said.
Anthony R. Reyes, liaison officer and operations manager of FNH Construction, also expressed his concern about the damaged road.

He assured the new regional DPWH chief of the willingness his company to extend assistance to the repair within the road, saying his firm still has a few kilometers to repair in preparation for the asphalt overlay which he expected to finish by November.

After taking lunch in a roadside eatery in Del Gallego, Manalang met with the project engineers and representatives of two other construction firms undertaking the rehabilitation projects on Andaya Highway, and Project Engineer Alejandro Arnido.

Manalang said that the project to repair and overlay the road pavement with asphalt from Barangay Pasy in Ragay to Barangay GRS in Del Gallego, which is about 17 kilometers, is now 58 percent complete.

On the stretch from Ragay to Lupi in Sipocot, CamSur, the asphalt overlay work being undertaken by Persan and JCI construction was 19 percent complete.

After listening to a brief report, Manalang asked the contractors to finish the job in four weeks.

Manalang said he wants the whole 50-kilometer road from the boundary in Quezon to Sipocot in Camarines Sur with zero cracks and potholes for the safety of the travelling public.

The repair work, Manalang said, is part of “our preparations for the big event in Bicol where thousands of devotees, pilgrims, and other visitors flock to Naga for the 300th year celebration
of the Peñafrancia Festival.

The Cable & Satellite Broadcasting Association of Asia (CASBAA) announced Thursday a new direction in the battle against pay-TV piracy in the Philippines.

A breakthrough settlement by Turtle Cable, an infringing cable operator in Camarines Sur, is underpinned by a legally binding undertaking to refrain from broadcasting unauthorized TV programming and exclusively distribute legally authorized television broadcasts to its subscribers.

Legal experts believe the outcome of this test case establishes a strong precedent for the settlement of future pay-TV piracy complaints.
“We are delighted to see the settlement of this first cable TV IP (intellectual property) case in the Philippines,’’ said Simon Twiston Davies, CEO of CASBAA, an industry-based advocacy group dedicated to the promotion of multi-channel TV via cable, satellite, broadband and wireless video networks across the Asia-Pacific.

“It is a significant step towards guaranteeing copyright protection for broadcasting in the Philippines. The other good news is that Turtle Cable can now resume business as an authorized pay-TV provider. We wish them every success in the future."

PILI, Camarines Sur, Aug. 17 (PNA) — It’s an all systems go now for the Cobra Iron man 70.3 Philippines, an international triathlon competition slated here Aug. 23 and expected to draw for the province over 2,000 tourists and participants.

In fact, all hotel rooms and resort cottages in the nearby Naga City and adjoining towns of the province have been booked as early as last week and the provincial government had to reserve its mansion suites, cabanas, trailer homes and wood cabins to insure accommodations for those who would be coming in.

The Camarines Sur Watersports Complex (CWC) at the provincial capitol compound in Pili town will serve as main venue of the events while the Gota Village Resort (GVR) in Caramoan, a coastal municipality some 20 kilometers north of the capital will be another attraction for the visitors.

CWC is now considered a wake boarding mecca and world center for various water-based sports while, GVR which, since its opening almost two years ago has fast emerged as one of the best eco-tourism destinations in the world as listed by the Top Resa 2008 in Paris.

With these two facilities placed at the forefront of the province’s aggressive tourism promotions spearheaded by Gov. Luis Raymund Villafuerte, Camarines Sur’s tourist arrivals posted a whopping figure of 902,202 during the first six months of this year, according to a recent report of the Department of Tourism (DOT).

The figure earned for the province the distinction as the most favored tourism destination in the Philippines eclipsing 16 other fabulous spots including former top rankers Cebu, Puerto Princesa, Bohol, Boracay and Puerto Galera, the DOT said.

Tourist arrivals in the country during the first semester reached close to four million to register an average of 16.5 percent increase compared to last year’s despite global economic crunch, the A(H1N1)virus scare and reduction of some six percent in the volume of in bound travel to the Pacific area.
Camarines Sur accounted for about 25 percent of these arrivals in the country’s key destinations posting a robust growth in both foreign and domestic visitors by 260 percent.

The DOT said that the success of these initiatives serves as a model for other local government units (LGUs) to harness their tourism potentials and optimize local resources to create more economic activities.

“Camarines Sur ranked third most visited destination last year, but we were not expecting to rise to the very top in such a short time,” Villafuerte said.

He is optimistic his province can easily hold on to its top tourism destination position with promotion of more international activities like the Cobra Iron man 70.3 Philippines.
Around 500 top-notch triathletes from around the world have registered in this competition of physical endurance that combines swimming, biking and running.

The Department of Social Welfare and Development (DSWD) launched the Access to Justice Network (AJN) in five pilot provinces under the Access to Justice for the Poor Project (AJPP) to provide information on justice issues, laws and procedures to poor and vulnerable persons, particularly the Filipino women and children.

The AJN was launched in five pilot areas namely, Calapan, Oriental Mindoro (July 16-17); Tacurong, Sultan Kudarat (July 21-22); Tubod, Lanao del Norte (July 24-25); Pili, Camarines Sur (July 28-29), and Roxas City in Capiz (July 31-Aug. 1).

The AJN is composed of agencies and stakeholders, which will provide information on access to justice issues, laws and procedures to the public.
The implementation and monitoring of AJNs will be under the Department of Interior and Local Government (DILG).

Meanwhile, the Local Government Academy will provide information, education and campaign materials that may be used by the network, among others, while the local government unit will ensure the smooth operation of the network in their respective areas.

DSWD said the AJN will assist the poor and vulnerable persons, women and children, to obtain justice through legal procedures provided for by law, including the Katarungang Pambarangay Law.

The AJN was established in all local government units at the provincial, municipal and barangay levels.

Aside from interagency coordination, the AJN will recommend policy, provide for continuing education, and a venue for discussion of issues related to access to justice by the poor particularly for women and children.
