May Regent Hotels I and II along Calle Caceres na malapit lang din sa Aristocrat Hotel; meron ding Crown hotel sa harap ng Plaza Quince Martirez na malapit din sa McDo, Jollibee, Pizza hut, Greenwich and KFC; andyan din ung Villa Caceres hotel along Naga's Malate District - Magsaysay Ave.; and there's also the newest hotel here, Nagaland Hotel just infront of Nagaland E-Mall. :)

All roads and routes will lead to Naga City in Camarines Sur where six million Bicolanos from here and abroad will troop to that progressive city to pay homage to the Virgin of Peñafrancia, miraculous patroness of the Bicol Region.
Bicolanos from all walks of life will gather in Naga City to pay homage to the Virgin and at the same time visit their relatives, friends, and loved ones.
Notwithstanding the distances and high cost of transportation, all Bicolanos will be in Naga on September 21 and even earlier. The rich, the powerful, the privileged, the poor, the young, the old, and even the sick will trek to Naga on that memorable day.
Bicolanos from all walks of life will be in Naga City to meet their relatives and partidarios, share food, drinks, and prayers with them, and most of all, to pay homage and render thanksgiving to the Virgin of Peñafrancia, whom the Bicolanos fondly call Ina. Viva la Virgen, they will shout to high heavens.
The Peñafrancia festival is not only an occasion for family reunions and much awaited visits. It is above all, a fiesta of faith. A spectacle of the Bicolanos' strong faith in their Ina.
It is strong and endless faith that binds and unites all Bicolanos, irrespective of color and creed, through the years; through three centuries of foreign domination; through four years of Japanese imperial rule; through 20 years of the infamous Marcos regime; and through hard, difficult times, and sky high prices, and economic crises.
The miraculous Virgin of Peñafrancia has been part and parcel of Bicolano lore and legend through all these years. The Bicol saga would be incomplete and insignificant without a mention of the Virgin or Ina.
On September 21, millions of Bicolanos will once again show to the whole Christian world their strong faith and devotion to their Heavenly Mother. Amidst jubilant sounding shouts of Viva la Virgen , Bicolanos and pilgrims, with lighted candles in their hands, will kneel on the ground and bow their heads in prayer as the colorful fluvial procession carrying the Virgin plows through the Bicol River in downtown Naga.
A multicolored pagoda carrying the images/icons of the Virgin of Peñafrancia and the Divino Rostro will pass through the Bicol River . Male, suntanned devotees of the Virgin will cling to the huge pagoda in a heartwarming display of faith and devotion.
Actually, the fluvial procession marks the return of the Virgin from the Naga Metropolitan Cathedral to her home shrine at the Basilica. Upon its arrival, the Virgin will be received in solemn religious rites by Roman Catholic dignitaries of the Bicol Region led by Cardinal Jose T. Sanchez.
Considered the biggest and most popular religious event in the Philippines, the Peñafrancia fiesta is actually a one-week affair that starts on the second Friday of September when the miraculous Ina is transferred from her shrine to the centuries-old Naga Metropolitan Cathedral where a nine-day novena and prayers are held in her honor.
Ranking government officials, Cabinet members, ambassadors, governors, mayors, senators, diputados , business/industry leaders, landlords, etc., vie for the distinct honor of sponsoring a nightly novena and prayers at the Naga Cathedral.
A procession, locally called traslacion , ushers in the weeklong festivities which include civic and military parades, sports competitions, agro-industrial fairs, cultural shows, and the coronation of Miss Bicolandia beauties.
During the traslacion, which passes through the main streets of Naga, the miraculous Ina of the Bicolanos is borne on the rugged, muscular shoulders of barefooted voyadores who form a human cordon to protect the Virgin from the unruly crowd.
Call it sheer coincidence or plain superstition, but any Bicolano will swear to high heavens that the presence of a woman, Filipina or foreigner, aboard the gaily festooned pagoda will surely spell disaster. Whether this belief is true or not, only the Bicolanos know. But past events and experiences support their claim.
This happened on two separate occasions. The last time was on September 1972 when the Colgante suspension bridge in Barangay Tinago, along the route of the fluvial procession, suddenly collapsed killing at least 140 pilgrims, including some members of the media who covered the fiesta and spectators along the Colgante bridge.
The Bicolanos attribute the tragic event to the presence of a woman aboard the Virgin's pagoda.
A few days after that tragic event, the late Pres. Ferdinand E. Marcos placed the entire country under martial rule. Hundreds of Filipinos, who opposed the late dictator, were thrown into jail.
Devotion to the Virgin of Peñafrancia originated in Spain, where a young and devout Frenchman named Simoun Vela, following what he claimed was a divine voice, found an old image of the Virgin in a small Spanish village.
Devotion to Ina started in the Bicol region with Miguel de Cobarrubias, a Dominican missionary who was assigned as cura parroco (parish priest) of Nueva Caceres (now Naga City); and who built the first nipa-and-bamboo chapel in honor of the Virgin on the banks of the Bicol River .
This small chapel grew through the centuries, enduring typhoons, earthquakes, foreign invasions, and two World Wars into what is now the famous Peñafrancia Shrine at the Basilica, the mecca of six million Bicolanos and center of the Philippines' biggest and most popular religious festival.

TRASLACION
The Traslacion, meaning "Transfer" of the Holy Image of Our Lady and the picture of the Divino Rostro (Holy Face) from the shrine to the Cathedral, about a mile south, is a procession by foot introduced by Bishop Manuel Grijalvo, O.S.A. (1848-1861) from a Saturday to the following Thursday prior to the Fiesta which before was the First Sunday of July.
VOYADORES
The VOYADORES, a corruption of the Spanish VOGADORES or seafarers (boat people) are the paddlers who towed the Virgin's Pagoda, Today the voyadores serve as cordon to the Holy Image of our Ina and the Divino Rostro by inter-locking their arms and forming a human chain. The voyadores's
faith is for the record. But catechesis is needed for the purity of the faith.

CITY Mayor Jesse M. Robredo’s second book will be off the press soon.
Titled “Making the Best Better”, the latest book is a take off from his maiden first book, “Making Local Governance Work: The Naga City Model” which came off the press last December 2003 with a foreword by former Pres. Corazon C. Aquino.
This time bearing a congratulatory message from Pres. Gloria Macapal-Arroyo and a foreword by Sen. Aquilino Q. Pimentel, the second book by the city mayor “attempts to consolidate the various strategies and principles that account for the success of Naga City in the field of governance.”
The mayor himself said that his latest book pays particular attention to the transformation of Naga as a process and to the mechanisms that key players in the community have found to have worked within the framework of people empowerment and participation. “In so doing, we aim to be of help to those who wish to push the cause of good governance forward,” he added.
In his foreword, Sen. Pimentel said that when he authored the Local Government Code he had hoped that the same would truly unleash the collective genius of the localities to speed up development of provinces, cities, and municipalities. “The City of Naga has measured up to my unspoken expectations in that it gave Mayor Jesse M. Robredo the opportunity to show his mettle as one of the truly outstanding, dedicated and visionary local government officials,” the senator out.
With a cover design by local graphics artist John Michael D. Rico, the book is being printed by Naga-based Goldprint Publishing House.

NEED assistance from the police in a flash? Or the fire department, hospital, water district and the local power coop, especially during calamity and brown-out?
Worried that the contact number may be busy or overloaded with similar calls for help?
Naga City Mayor Jesse M. Robredo, thru the city’s Public Safety Office, in coordination with the Philippine National Police Naga City headquarters, last week launched Hotline 472-3000 within the re-engineered and revitalized Communication and Information Center located at the Public Safety Office (PSO), City Hall compound.
PSO Executive Officer Lito del Rosario said Hotline 472-3000 can accommodate 5 simultaneous calls, at any given time, from the general public for police assistance and any kind of emergency response. It can be accessed thru any existing telecommunication facilities, such as Bayantel, Digitel, Smart, Globe, and Sun Cellular.
The Hotline’s Communication and Information Center (ComCen) will be on a 24-hour, 7 days a week operation which shall respond to all emergency calls requiring police, fire, medical, and other emergency calls. An emergency service vehicle is standing by for any swift response, del Rosario said.
The Center’s partner agencies include the PNP, Bureau of Fire Protection, Emergency rescue Naga, Chin Po Tong Volunteer Fire Brigade, Naga White Volunteer Fire Rescue, Kabalikat 645-Naga Central, Casureco II, Metro Naga Water District, and other radio groups.
The Hotline is in addition to the existing numbers being maintained by the different agencies involved in public services and emergency response.
As part of its operational guidelines, any call received by the Hotline thru its communication center will immediately be transmitted to the agency concerned by the ComCen operator on board. The operator, in turn, informs the caller of the action taken by the agency concerned as regard his/her call for assistance.
The ComCen, according to Mayor Robredo, shall also serve as coordinating arm of TXT-Naga which caters to calls for assistance sent thru mobile phones and their short messaging service (SMS) capabilities.

This time bearing a congratulatory message from Pres. Gloria Macapal-Arroyo and a foreword by Sen. Aquilino Q. Pimentel, the second book by the city mayor “attempts to consolidate the various strategies and principles that account for the success of Naga City in the field of governance.”
The mayor himself said that his latest book pays particular attention to the transformation of Naga as a process and to the mechanisms that key players in the community have found to have worked within the framework of people empowerment and participation. “In so doing, we aim to be of help to those who wish to push the cause of good governance forward,” he added.
In his foreword, Sen. Pimentel said that when he authored the Local Government Code he had hoped that the same would truly unleash the collective genius of the localities to speed up development of provinces, cities, and municipalities. “The City of Naga has measured up to my unspoken expectations in that it gave Mayor Jesse M. Robredo the opportunity to show his mettle as one of the truly outstanding, dedicated and visionary local government officials,” the senator out.
With a cover design by local graphics artist John Michael D. Rico, the book is being printed by Naga-based Goldprint Publishing House.

Yes, I agree with you. If only Naga were a component city of district 2 of Cam Sur with Robredo as its Governor, I think the whole of the district 2 will be as progressive as Naga's present situation.

“We are here to stay.” assures OIC-Manager Jovito Boncodin of Philippine Airlines (PAL)-Naga to assuage the apprehension of many that PAL will soon stop operating its Manila-Naga route. The news circulating among local business circle is that PAL will withdraw, and allow Air Philippines to resume its operation .in the same route. It must be noted that the Air Philippines is the other airline company similarly owned by taipan Lucio Tan which also has a Manila-Naga flight before it stopped several years ago.
Mr. Boncodin at 62, is a PAL veteran for 32 years. He said that they have not received any official communication from the PAL management advising them of such plan. He instead doused said report as mere speculation. “There is no basis to believe it at all,” he added.
He explained that if there is really such plan, they (the personnel) would be the first to know since their employment will be affected. There is also a procedure that must be followed in case of a pull-out, and it is seldom considered as an option. There are many factors to take into consideration and Mr. Boncodin thinks that Mr. Lucio Tan’s soft heart for Naga City would be an important one.
Mr. Boncodin said he is sure the PAL management would weigh carefully the implications of a pull-out. For sure, it would bring negative repercussions on business, the local economy, as well as on tourism of Naga City and Camarines Sur. Furthermore, it would also mean the retrenchment and economic dislocations of at least 15 PAL personnel.. It would also give PAL a negative image, as the pull-pout would be interpreted as losing out to Cebu Pacific in the competition among local airlines..
Currently, PAL has daily flights except Tuesday and Thursday that leaves Manila at 7:15 Am and departs Naga at 8:40 AM. PAL uses a 737 aircraft that could accommodate 114 passengers. Another 737 aircraft used has a capacity of 148 passengers. However, because of the short runway and other technical difficulty of the Naga airport, said aircrafts cannot fly on full capacity. At present, the normal fare of PAL from Manila to Naga one-way amounts to 3,053 pesos. While the promo fare costs 2,853 pesos.
Mr. Boncodin, who is also a weight and balance aircraft specialist said that they have to make some technical adjustments in order to handle the constraints of having a shorter runway. Technically, 737s need a minimum of 1,800 meters of runway for smooth takeoffs and landings, whereas the Naga airport runway measures only 1,400 meters, volunteered an Air Transportation Office (ATO) personnel. Another ATO personnel commends the dexterity and experience of PAL pilots for overcoming the tough predicament.
In a related development, Mr. Gary Cruz, the Director for Sales (Domestic & International operations) of Cebu Pacific told Bicol Mail last week that they have first considered a Manila-Naga route before it flies daily to Legazpi City. Mr. Cruz, who is from Naga City (Ateneo de Naga, HS Class ’61) explained that the Manila-Naga route did not push through since the Naga Airport runway has problems accommodating their brand new Airbus aircraft. He said that if and when the Naga Airport improve its facilities and extend its runway, Cebu Pacific might consider a daily flight from Manila to Naga.

@Sind24 Even now, the Naga business may not be that profitable for PAL, so on its part it is considered a missionary effort, so-to-speak. But I think whether it's AP or PAL, Lucio Tan would not allow an airline company he owns to stop its Naga City operations. You see, the guy is a native son of the place, a proud Nagueño like you and me. So I think Lucio Tan, considered unofficially in closed business circles as presently the richest Filipino businessman, counting even all the taipans we know, has enough emotional investment to deter him from leaving his beloved city, too.

NAGA CITY — Before the end of December, this year, the first shipment of pili nut candies, proudly made in Bicol, are expected to be on the shelves of selected supermarkets in Tokyo, Japan.
This was announced by Ma. Lydia Perez-Lomibao, proprietor manager of J. Emmanuel Pastries, maker of quality pili nut candies, which is one of the three Philippine participants in the on-going 10-nation “Flavours of Asean” Food and Beverage Exhibition in Ginza, Tokyo, Japan.
Barely a week after returning from the food and beverage exhibition, Lomibao received in her office a Japanese investor who came all the way from Yokohama to make an ocular inspection of her pili factory at RJ Village, Haring, Canaman, Camarines Sur and formalize his company’s intention to be the exclusive dealer and exporter of the homegrown pili nut to selected supermarkets in Tokyo and eventually in other key cities in Japan for as long as supply permits.
Takayuki Maruta, president of Royal Konzern, Inc., with offices in Tokyo and Kanagawa-Ku, Yokohama, Japan was in Naga City last week to discuss the export deal and the initial shipment of pili nut products that consist of vacuum-sealed roasted pili and honey-glazed crispy pili.
For strategic reason, Lomibao begged off from disclosing the volume and cost of the initial shipment.
While Murata spoke conversational English, Lomibao for good measure asked the assistance of a Nipongo-fluent female friend who acted as interpreter.
Murata said his company is the exclusive Japanese importer of dried mango produced by the Lhullier family of Cebu. He is optimistic that Bicol-produced pili nut delicacies could be the latest addition in the line of Filipino products being exported to health-conscious Japan.
He said he has been to Sorsogon a few years back but quickly dropped off the plan to deal with local producers there because of poor packaging.
He said his company’s interest was revived upon seeing J. Emmanuel Pastries’ products in neat and attractive packages during the “Flavours of Asean” food exhibition.
He said he immediately sought for laboratory testing, a primary requirement for foreign food products that are intended to enter the Japanese market. It helped that the DTI and the Center for International Trade and Exhibition (CITEX) had their full endorsement stamped on J. Emmanuel products, he said.
During the exhibition, exhibitors were required to present papers that will facilitate shipment after conducting production presentation and dialogues with prospective Japanese and Asean clients. More proposals are being forwarded thru her company website, Lomibao told the Bicol Mail.
She expected that once her products gain popular acceptance in the Japanese market, other Japanese investors and exporters would look for other pili processors and suppliers in Naga and Bicol “That would be good news for our other local entrepreneurs,” she added.
She explained that competition is inevitable. “The upside is that it will make our products highly competitive and therefore expand its market reach. The downside would be the artificial upgrading of the nut’s farm gate prices that could badly hurt products intended only for the domestic market which are traditionally produced by small-time pili nut processors, “she said.
During his visit to Naga last weekend, Murata had the chance to visit the pili nut plantation of Engr. Boy Aman in Haciendas de Naga, one of J. Emmanuel’s pili nut suppliers throughout Bicol.
He said he found Naga a peaceful and hospitable place.
He said he is looking forward to the completion of the proposed 9-hole golf course in Haciendas de Naga even as he hinted that it could be his home for at least once a month when he has to personally attend to his newfound business here.

NAGA CITY --- An insurance company has sponsored this year the annual general assembly of the regionwide transport group on November 18 at the Bicol Science and Technology Centrum, City Hall Compound.
Police Senior Insp. Teddy Dominguez, area manager of BF General Insurance, said that the occasion which will start 8:00 a.m. will be a whole-day affair wherein members of the Bicol Transport Service Cooperatives Federation (BITSCOFED) are expected to attend.
Dominguez said that the BITSCOFED chapters are expected to send at least five of the members of directors or its officers who will participate in the annual election of the federation’s board of officers.
He said that every primary member of the transport cooperative will be charged with P1,000 which will cover the expenses in venue rental, food (lunch and snack) and other incidental expenses of the occasion. He added that while the officers and directors of the federation are free of registration, the excess of five delegates from the chapters will be charged with additional fee of P300.
Dominguez also encouraged non-member of the BITSCOFED to participate with a minimal registration fee of P200 per individual.
He said that the annual general assembly of the federation will be graced by Naga City Mayor Jesse Robredo who will deliver an inspirational message while Rafael M. Duque Sr. will give his welcome address.
Dominguez said that other personalities who will likewise deliver their messages are OTC Chairman Jaime S. Domdom, Regional Director Abelardo V. Llarena and Ma. Edena A. Diez, chief accounts management specialist, and a representative of the BF Insurance Company.
He said that the activities of the general assembly included reports of the BITSCOFED’s chairman Duque, manager Naz R. Veloso, treasurer Nida P. Anay, bookkeeper Minda D. Huerto and secretary Tess P. Mostaza.
The OTC chairman will also provide updates before the election proper commences which will be presided by Nestor Lanuza, election committee chairman.
Dominguez said that in the election proper individual candidates are given time to introduce themselves before the casting of votes. All the winners in the election will be proclaimed immediately.

NAGA CITY – It’s almost certain that GMA 7, one of the country’s two leading TV giants, will soon put up its first Bicol operations center here, with its twin components of TV and radio stations soon hitting the airlanes.
This city also hosts ABS-CBN’s Bicol regional center with its facilities located at Panganiban Avenue.
Construction works for the GMA 7 building, antenna tower and other facilities are seen to start early next year, according to a top official of the Kapuso network who came to visit the city last week but begged off to discuss other details pending completion of documents and other requirements prior to construction of the proposed facilities.
He hinted, however, that the site would be near or within CBD II, not far from the site of the proposed SM Mall Naga whose construction is also being anticipated to start next year.
The GMA 7 top official was accordingly received by Joe Perez of the Naga City Visitors Center who furnished him as requested with a copy of the city’s zoning ordinance. They would soon confer with Naga City Mayor Jesse M. Robredo and the Naga City Investment Board before construction works start, the GMA 7 official said.
GMA 7 used to reach local audiences in Bicol thru its relay stations that are wanting of perfect signals and the capability to produce local programs.
GMA 7’s foothold in Naga is expected to bring in more investments and employment opportunities both on its construction and operation stages even as it will further boost the city’s eminent role as Bicol’s regional base for mass communication, public information dissemination and economic development.
Incidentally, Naga also hosts Bicol Mail, the only regional newspaper in Bicol, whose dominance in community newspapering completes a triumvirate of quality radio, TV and print media in this part of South Luzon.

A reliable source at the Naga airport stressed that the short runway, and lack of modern equipment and facilities has rendered said airport inadequate to accommodate bigger aircrafts. This was disclosed by airport authorities amidst persistent reports that the Philippine Airlines (PAL) is seriously considering to stop its Manila-Naga route due to the risks the local airport posed. It must be noted that the 737 aircrafts used by PAL, cannot fly on full capacity (it has to divert to Legazpi flight all excess loads) due to the short runway, thus, making its flight uneconomical, and its airfare uncompetitive. It was only due to the dexterity and experience of PAL pilots that made the takeoffs and landing of the 737s possible in the Naga airport.
The source also lamented the lack of concerted effort of the local political leaders in Camarines Sur and Naga City to help improve develop and rehabilitate the Naga airport. This is happening in spite the fact that Camarines Sur has a pro-GMA governor, and three powerful pro-administration congressmen. On the other hand, Albay congressman and House’s Appropriation Committee chair Joey Salceda facilitated the allocation of billions of pesos for an international airport in Albay with ease.
It must be recalled that former Presidential Assistant for Southern Luzon-Bicol Anton Dy Prieto during the Estrada administration who facilitated the plan to extend the runway and upgrade the airport facilities. Apparently, the plan fizzled and the implementation bogged down due to lack of political will to tackle the opposition of affected landowners and farmers in the planned re-orientation of the runway. Or maybe it was more due to the ongoing political feuds and vested agenda that cause the delay and inaction.
In a related development, a source from the local Air Transportation Office (ATO) revealed that ATO central office has recently appropriated 2.5 million pesos for the improvement of the passenger lounge of the Naga airport. However, manager Ramos hope that additional funds be allocated to build a shed or a canopy that will be used by relatives and friends who send off or wait for the arrivals of passengers.
Meanwhile unconfirmed report reached Business Front that Air Philippines and Asian Spirit are planning to re-open its Manila-Naga route anew using smaller aircrafts. However, the planned comeback is not eagerly awaited by the riding public based on the reactions of some prominent local personalities and business leaders. They deplore the usual cancellations and delayed flights experienced by the public from the said airlines in the past due to its decrepit aircrafts.
On the other hand, Cebu Pacific’s brand new Airbus, value-for-money low fares and prompt service would have been a welcome alternative. Unfortunately, Naga airport has inadequate facilities to make this happen, to the disadvantage and inconvenience of the passengers, and the detriment of the local economy and tourism.

NAGA CITY – In celebration of this year’s Kamundagan Festival on Dec. 15, Plaza Quezon in the heart of the city’s downtown district will be glistening with giant Christmas decors, a towering Christmas tree and multi-colored replicas of the storied Naga Metropolitan Cathedral, the Penafrancia basilica, and the patroness of Bicolandia, Our Lady of Peñafrancia, as the city welcomes the onset of the holiday season next month.
On December 1, the Naga College Foundation will set a giant 50-footer Christmas tree at the center of the plaza as a symbolic core of the college’s “Light A Tree” campaign for education and scholarships which will become part of the city government’s official participation to the Lady’s Choice’s “Christmasterpice 2006”, a nationwide inter-municipality-city landmark-making contest.
A variety of holiday entertainment, Christmas carols, and other yuletide activities will henceforth follow, to heighten on December 15 when the city ushers in the formal celebration of Kamundagan Festival.
On such date will also be the day for Cañones de Navidad, a bamboo cannon competition that will be sponsored by the city government, in partnership with the Naga City Council for Culture and the Arts and the Developmental Institute of Bicolano Artists (DIBA). This will be followed by a dance yell contest at 3 p.m. and the Lucenillas, a Christmas lantern contest at 5 p.m.
Now on its second year, the bamboo cannon festival will determine the longest fire power and best decorated cannon with prizes at stake, NCCCA chair and city councilor Nene de Asis explained.
Materials to be used in both the landmark-making contest and the giant Christmas tree will be indigenous and recyclable materials, in line with the city’s solid waste management program.
A committee has been tasked by Naga City Mayor Jesse M. Robredo to conceptualize and put up the city’s official entry to the landmark-making contest with the hope of grabbing the grand prize of P1 million to be awarded by Unilever’s Lady’s Choice.
The landmark that will be constructed in partnership with the private sector in the spirit of bayanihan will provide glow and holiday cheers to promenades, shoppers, commuters and pedestrians in the centro, Oscar Orozco, city environment officer and member of the committee, said.
Christmasterpiece, a nationwide competition, is dedicated to the Filipino people whose creativity sparks up hope, inspiration and bayanihan spirit among community leaders and the private sector who will jointly put up Christmas inspired landmarks designed to articulate the locality’s cultural heritage.
On the other hand, the giant Christmas tree that will be using metal and plastic scraps will serve as an icon of Naga College Foundation’s call for ecological conservation. The Light-a-Tree campaign is essentially a scholarship drive conceived to develop the most valuable of our resources, the youth, to their utmost potential.

I think commercial airports in the Philippines are owned by the national government through the DOTC/ATO (except Manila, Mactan (Cebu), Clark and Subic which are owned also by the national government but managed by different agencies. There are also other small airports owned by the air force and private corporations.

NAGA CITY – Taekwondo Olympian Monsour del Rosario of the Philippine Taekwondo Association will be the guest of honor during the 1st Naga City National Open taekwondo Championship to be held Dec. 9-11 at the Naga City Gymnasium here.
Naga City Mayor Jesse M. Robredo said some 200 participants from all over the country are expected to come for the 3-day national sports competition which is being jointly hosted by the Naga City Government and the Naga City Sports Council chaired by sports enthusiast Pedro Lee.
Sung Chon Hong, executive vice president and chief instructor of the Philippine Taekwondo Association will also be on hand as special guest during the competition.
Participants will vie for top honors in their respective categories, which are classified, as follows: senior men and women, junior men and women, mid-junior men and women and children boys and girls.
Tournament Manager is Mario Misa, Naga City sports consultant and founding chairman of the Metro Naga Taekwondo Association.
Joewill G. Juntilla of MAMC/SMA Taekowndo Club of Laguna will be the tournament director while Bobet Orbina, Jr. will act as the chair of the secretariat and the registration committee.
Orbina confirmed that as of this period, over 200 taekwondo athletes have significant their intention to join the national open tournament which will be held in this city for the first time.
He said that billeting centers would be provided for free to all officials and athletes for the duration of the competitions.
Registration and weigh-in will be conducted Dec. 9, from 8 am to 5 pm at the 2nd floor, Aristocrat Plaza International Hotel along the riverside in Bgy. Dinaga, this city.

PILI, Camarines Sur -- Camarines Sur officials said on Friday that typhoon “Reming” was the strongest storm to hit the province but said preparations by local government units helped minimize and mitigate the effects of the howler.
Nevertheless, damage was substantial, with the Provincial Disaster Coordinating Council (PDCC), citing figures from only six of Camarines Sur’s 35 towns, reporting 24,909 families needing to be housed in evacuation centers and 6,356 houses totally damaged with another 15,678 partially damaged.
Governor Luis Raymund Villafuerte said an ocular inspection in several towns showed 50 to 55 percent of school buildings damaged.
Three persons were killed, Villafuerte said. One, a pregnant woman in Baras, Canaman town, was hit by a flying sheet of galvanized iron but delivered her baby before she died. Two other persons died of heart attacks at the height of the storm, he said.
Villafuerte said two days before the typhoon hit, the provincial government ordered local disaster councils to evacuate people in areas known to be prone to landslides. A day before the typhoon hit, he ordered forced evacuation of families in danger zones.
“We have minimized the damage to life because of the forced evacuation order but the damage to properties and government facilities are extensive,” he said.
Villafuerte said the provincial government distributed relief goods to affected families.
Mayor Jesse Robredo of Naga City said Reming was the strongest to hit his city, where 10 persons were injured.
Like other areas in the Bicol region, Robredo reported extensive damage to properties but he expected things to normalize by Christmastime.
He said water lines were restored Friday with the city government using generators to run pumping stations of the Metro Naga Water System. He said electric power could be back within four days in the city.
Anabel Tuy, staff of the PDCC here, and two other persons were almost killed when a wall inside the administrative building of the provincial government collapsed from the impact of the typhoon.
Tuy said that at about 3:45 p.m. on Thursday, she and two other staff of the PDCC were having a meeting as Reming started to batter Camarines Sur.
“We were working at the lobby outside the governor’s office when I heard an eerie but strong howling. I had no idea where it was coming from. Then, suddenly the wall came down,” she narrated.
Tuy said they were lucky to have sought refuge under a table.

I couldnt imagine that many were killed by the mudslides and flying debris. Bicol has not yet fullly recovered from typhoon milenyo and now another one ravaged bicol. I was in Bicol last Oct. 5, & some areas were still on the stage of being repaired and cleaned such as streets, houses, falling electric posts etc. then they were back to square one again. Anyway i knew guys you are capable of making your region shape up once again. How about Sorsogon? was it also damaged? i dont hear anything happen to that southern province of sorsogon. Was it spared?

President Arroyo on Tuesday ordered government agencies to intensify relief and rehabilitation work in areas damaged by mudflows triggered by "super typhoon" Reming in the Bicol region.
abs-cbnNEWS.com correspondent Angelo Gutierrez said the President made the statement during an ambush interview at Camp Simeon Ola in Legaspi City.
The President presided over a meeting of Cabinet and Regional Disaster Coordinating Council members before visiting damaged areas. Mrs. Arroyo went to Pasacao, Camarines Sur, following the visit to Legaspi.
The President said that relief operations in areas affected by the calamity will be extended by 10 days to ensure the delivery of basic needs to the victims.
Dr. Anthony Golez, deputy administrator of the National Disaster Coordinating Council, said the Bangko Sentral ng Pilipinas has supported the proposal on a moratorium in debt payment of local government units in Bicol.
He said payment of salary loans, for example, could resume after the crisis ends.
Press Secretary Ignacio Bunye, in a separate interview, told reporters that the President wants the finger-pointing on who or what caused the calamity in Bicol to stop.
Bunye said the President wants to focus efforts on ensuring that measures will be done to prevent the same number of casualties and damage during calamities. The death toll from Reming has so far reached 1,266.
The Department of Public Works and Highways, meanwhile, said that it is working overtime to reopen roads blocked by mud and debris to Tabaco City. Only one road is currently passable to bring in relief goods to the city.
Following the reopening of major roads, the President said government agencies will focus on restoring electricity and water in affected areas before starting rehabilitation work.
Full restoration of water and power in damaged areas will follow shortly, she added.
Authorities said they are targeting restoration of electricity in Legaspi by December 16. Electricity in Naga could be restored as early as Wednesday, they added.
Albay Gov. Fernando Gonzalez said he is hoping that engineers could restore power soon. He said a partial restoration of electricity would mean that Bicol can be productive again.
Authorities said the whole of Bicol region could be energized by December 21, four days before Christmas.
Engineers are set to arrive Wednesday in Bicol to help in restoring electricity to the calamity-hit region. They were sent by power transmission companies from the Ilocos, Cagayan Valley, Central Luzon and Eastern Visayas regions.

FILIPINOS are a religious people. We go to church and hear Mass every Sunday. Our homes have an altar full of several statues of saints that we bring sampaguita garlands to every night. We pray the rosary. We do the novena. And we have grand fiestas in honor of religious figures.
I haven’t attended that many fiestas. And those that I had attended were all about processions and, of course, a lot of eating.
When I went to Bicol to witness the Peñafrancia festival, however, I did not only see how extremely religious and fanatical we could be as a people, I also experienced a very memorable and moving fiesta that changed how I look at these religious feasts.
Of course, the eating part was pretty memorable, too.
Camarines Sur is still the pilgrimage center of Bicol because of the Peñafrancia Festival, which is held there every September in honor of the region’s patroness, Our Lady of Peñafrancia.
Just what happens during the fiesta? The image of the Virgin is carried by foot on a solemn procession (called the Traslacion) from the shrine to the cathedral, and then the image is returned to the Shrine through a fluvial procession on the Friday of the Novenario.
Literally thousands of devotees, pilgrims, tourists and visitors troop to this cathedral and along the banks of the river to watch the procession. Naga City is where the focus of all the celebration is, because the Basilica Minore that houses the image of the Virgin Mary is located there.
I had the honor of experiencing both the Traslacion and the fluvial procession.
Outside the church, the heat of the scorching sun was merciless, but no one complained about the heat, or the crowd, or the stench of sweat. (Except me, of course.) Instead, everyone patiently waited for Ina while chanting “Ina” and “Viva la Virgen.” Men in uniform were also scattered everywhere to make sure that the crowd of usually emotional devotees were under control.
When the float carrying the image of Ina left the church, everyone went wild chasing the image, wanting to touch it.
Imagine a lot of people crying, chanting and clapping all at the same time—because of the Virgin Mary. It was a truly surreal experience for me.
The fluvial procession, however, was less moving for me since I wasn’t able to witness it. The riverbank was jampacked and I couldn’t squeeze in even for a quick peek. However, seeing Bicolanos running in the streets or jumping on top of cars and jeeps just to catch a glimpse of the Ina’s image amazed me. The things that these devotees do!
At the end of the day, out of breath, drenched in sweat and full of complaints, I realized how I was nothing compared to these Marian faithful who could and would do everything for the Virgin Mary.
But then, another realization: For an agnostic like me, I, too, had gone the extra mile.

I'm sorry to hear about your family's house, Kevin. The main thing is that they are safe and sound. Thankfully, my relatives' house in Legazpi was only flooded and the damage was pretty minor, unlike some of their neighbours. I posted some pics in the Legazpi forum. I'm just hoping they restore power ASAP. No power yet in Naga?

we just had the electricity yesterday december 7, Thursday. " business as usual ". It was really a strong typhoon that left much damage not only in Naga but also the southern part like Albay.
Our Rooftop was damage by a flying Metal Swing that weights around 100 kgs. that rolls on our rooftop. thank goodness the roof didn't colapse, that could cause serious damage, till we had it dismantled.

garzland December 9th, 2006, 07:22 AM NAGA CITY – Taekwondo Olympian Monsour del Rosario of the Philippine Taekwondo Association will be the guest of honor during the 1st Naga City National Open taekwondo Championship to be held Dec. 9-11 at the Naga City Gymnasium here.
Naga City Mayor Jesse M. Robredo said some 200 participants from all over the country are expected to come for the 3-day national sports competition which is being jointly hosted by the Naga City Government and the Naga City Sports Council chaired by sports enthusiast Pedro Lee.
Sung Chon Hong, executive vice president and chief instructor of the Philippine Taekwondo Association will also be on hand as special guest during the competition.
Participants will vie for top honors in their respective categories, which are classified, as follows: senior men and women, junior men and women, mid-junior men and women and children boys and girls.
Tournament Manager is Mario Misa, Naga City sports consultant and founding chairman of the Metro Naga Taekwondo Association.
Joewill G. Juntilla of MAMC/SMA Taekowndo Club of Laguna will be the tournament director while Bobet Orbina, Jr. will act as the chair of the secretariat and the registration committee.
Orbina confirmed that as of this period, over 200 taekwondo athletes have significant their intention to join the national open tournament which will be held in this city for the first time.
He said that billeting centers would be provided for free to all officials and athletes for the duration of the competitions.
Registration and weigh-in will be conducted Dec. 9, from 8 am to 5 pm at the 2nd floor, Aristocrat Plaza International Hotel along the riverside in Bgy. Dinaga, this city.
Dinner meeting will immediately follow among officials, delegation heads and instructors, coaches and members of the media, the latter to conduct a press conference during the same occasion, Orbina disclosed.

Aquino signs sisterhood pact with Naga City

SAN FERNANDO -- Mayor Rey Aquino signed a sisterhood pact with Naga City recently, to promote economic cooperation, commerce and investment between the two local government units.
Aquino, along with City Vice Mayor Eligio Lagman, formally signed the memorandum of agreement (MOA) on the "Sister City Friendship Affiliation" program with Naga City Mayor Jesse M. Robredo and Vice Mayor Esteban R. Abonal.
Officials of both the executive and legislative departments of San Fernando held the MOA signing inside the Naga City session hall during a recent "Lakbay Aral" visit there.
Officials of both City Governments expressed their desire to maximize their respective efforts towards promotion of peace and understanding, "through people-to-people interaction in the areas of culture, education, technology, commerce, trade, agriculture, ecology and local governance."
Under the said MOA, both cities agreed to conduct alternate official visits, promotion programs on economic cooperation, education, tourism, technology and other humanitarian concerns.
Aquino and Rodbredo agreed to authorize official visits to each city in alternate years. The composition of delegations coming from the government or private sectors will be decided based upon interest and results of negotiations.
Economics
On economic programs, both cities agreed to work together in increasing their commerce, trade and investments by providing access to their respective economic or foreign trade zones at competitive rates and terms.
In addition, a "San Fernando-Naga Investment Committees" shall be established to review, recommend and facilitate projects and joint ventures that will promote economic development.
These committees will be composed of government and private sector executives, to be appointed by each city mayor.
Each committee will offer to the other an invitation to establish representative offices or to authorize existing offices of local businesses to represent their interests.
On education
Regarding education, San Fernando and Naga shall adopt a faculty and students exchange program with subjects or details to be worked out in a separate agreement between the two cities.
A scheme for an "expert/specialization exchange program" shall also be developed to facilitate technical capability building in the areas of Local Government Unit (LGU) information technology.
The scheme will include resource generation and mobilization, community organization and other local government expertise through on-the-job training programs, seminar workshops and similar activities.
Cross visits
Study tours or "Lakbay Aral" and other exchange visits shall be encouraged to facilitate sharing of learned ideas and techniques on the subject of outstanding/exceptional programs in the areas of social, economic and environmental reforms.
Both cities shall likewise adopt a "city official's exchange program" where selected key officials from each city will be sent to the other to share experiences and knowledge about city administration, operations and other official activities.
Such exchange will be counted under guidelines established by both city mayors.
On tourism
Each city shall take positive steps to help promote and enhance the tourism industry of the other.
Both cities will develop opportunities for visitors from each city to the other.
These efforts will be designed to provide home stay and interaction that provide intensive exposure to cultural and community life.
Similarly, both cities agreed to mount "promotion weeks" to feature the unique qualities of each city.
The promotion weeks would be developed with the assistance of the visitor and retail business, inclusive of major department stores.
Sectoral exchange
SOME of the humanitarian concerns include sectoral exchange, wherein the two cities will share in programs initiated either by the government or private sector aimed to conduct housing, health and other socio-economic programs.
Both cities shall exchange rare plants for their propagation in appropriate places within their territory, especially trees that contribute best to the restoration and conservation of the environment.
Each city is also advised to name some of its streets after the other, like San Fernando naming a street in its locality after "Naga City" and vice versa.
Moreover, both cities agreed to entertain additional project proposals so long as they are to acquire funding and meet the criteria of offering mutual benefit and promotion of people-to-people relations.
As plans develop, these shall be reviewed and final approval outlined in letter agreements as amendments to the memorandum.

Part of the Basilica roof repaired. Ateneo, Colegio had damage roof too, But the Hope Christian school has the whole Gym was totally damage and number of classroom.
The Naga Colliseum "metal foundation" is totally damage.
Lots of Electric post in the city has been replaced, Casureco II has spend millions for the replacement.
One person died along the corner of Blumentrit st and Panganiban st. when the electric post just felt down with the live wire.
All this damages in Naga City is nothing that what happen in Albay.
As what people here told us, when they went to legaspi and other Albay towns to see the damages. :ohno:

NAGA CITY—With 45 percent of power restored in Camarines Norte, the province least battered by supertyphoons “Reming” and “Milenyo,” the National Transmission Corp. (Transco) is rushing up the installation of emergency towers and closely coordinating with power cooperatives so there would be light in Bicol on Christmas.
Except for Camarines Norte and Naga City, the entire Bicol peninsula, where the two supertyphoons knocked down power lines and destroyed sub-station facilities, was still plunged in darkness last week.
Guillermo Redoblado, vice president for south Luzon and chair of Transco’s Task Force Reming, however, assured the power cooperatives in mainland Bicol that the town and city centers in Albay, Camarines Sur and Sorsogon would be reconnected on Christmas Day.
In a meeting on Wednesday, Redoblado told representatives of seven power cooperatives that more than 100 linemen, who were mobilized from Northern Luzon, Visayas and Mindanao, have been divided into 22 groups and were working round-the-clock to beat the Christmas Day target.
He said Transco devised temporary steel poles that bypassed power supply from the Luzon grid through the Gumaca connection, going to Labo, Camarines Norte to Naga City, while the power generation facilities in Tiwi and Bacman were still down.
Showing the power co-op’s representatives a diagram, he said the Tayabas, Quezon connection from the Luzon grid would also connect Daraga, Albay, going to Sorsogon.
The power line system, comprising 12 power line segments that run through Albay, Camarines Sur and Sorsogon, was cut when 116 steel towers and 887 wooden poles were ripped off from the ground when supertyphoon Reming hit Bicol on Nov. 30.
In consultation with the managers of seven power co-ops in Bicol that included the Camarines Sur Electric Cooperative (Casureco) I,II,III and IV; Albay Electric Cooperative (Aleco); and Sorsogon Electric Cooperative (Soreco) I and II, Redoblado set the earliest possible reconnection in the three provinces.
Redoblado clarified that the reconnection of the power supply from the Transco involved only the so-called backbone lines as follows: Naga-Naga (Casureco II) on Dec. 7; Iriga-Polangui-Ligao (Aleco), Naga-Pili (Casureco II) and Pili-Iriga (Casureco III) on Dec. 8; Daraga-Sorsogon (Soreco I and II) and Daraga-Legazpi (Aleco) on Dec. 16.
The managers and Transco also agreed that the Naga-Libmanan (Casureco I) and Pili-Tigaon (Casureco IV) will be reconnected on Dec. 18.
On Dec. 21, the Transco targets to connect the power lines Tiwi-Malinao (Aleco), Naga-Calabanga (Casureco II) and Barit-Iriga (Casureco IV) while on Dec. 24, the power line Naga-Tinambac would also receive its power reconnection.
Redoblado said the reconnection of power down to the households would depend on the power co-ops providing services in particular areas of the three provinces.
“It would depend on the degree and extent of destruction on the power lines and sub-station facilities. The least the damage, the earlier it is possible to reconnect power supply,” he explained.
During a meeting on Wednesday, the managers of the power co-ops identified the areas where the power supply could only be restored after Christmas.
In Albay, the hardest hit province, restoration of power supply in the towns of Sto. Domingo, Guinobatan, Camalig, Manito, Bacacay and Pio Duran are expected after Christmas to the first months of 2007.
In Camarines Sur, the towns of Pamplona, Pasacao, Cabusao, Libmanan (town center), San Fernando, Caramoan and Garchitorena are expected to be reconnected after Christmas.

Thanks, I'm actually good! Unfortunately, until now we don't have yet electricity. According to the news we will be powered up tomorrow. I wish, they would do it now. We really need the electricity very badly. Some parts of the city and its neighboring towns have been energized and the target date to totally power up the vicinity of the city is on Dec. 21....

garzland December 18th, 2006, 07:29 AM CITY HALL --- The City Government of Naga through its various departments and in cooperation with national government agencies and other offices has intensified relief operations to address the various gaps and needs brought about by super typhoon "Reming" which directly hit Naga City.
"Since day one, we have been working double-time to meet the various needs and demands from all over the city’s 27 barangays," declared city mayor Jesse M. Robredo.
The Damage Analysis and Needs Assessment report prepared by the City Disaster Coordinating Council which is chaired by the city mayor showed almost Php725 million in total estimated damages in Naga City.
2,980 houses were totally destroyed while 5,775 houses were partially damaged which amounted to more than Php620 million.
At the height of the typhoon, 380 families were evacuated to 8 centers by composite rescue elements composed of the local engineering crew, fire, ENRO and Kabalikat volunteers.
Also hardest-hit were the public infrastructure which incurred huge losses of more than Php 127.5 million. Toppled down were the Naga City MRF in Balatas, the nearly-completed Naga City Coliseum in CBD2 and the old NFA warehouse in Lerma. On the one hand, school buildings, health and day care centers, multi-purpose halls, farm-t0-market roads and various government facilities sustained major damages.
Some Php10.9 million in damages were noted in agricultural crops which affected a total of 2,096 hectares mostly planted with rice, bananas, coconut and sugarcane. The city’s livestock and fishery sector suffered Php2.6 million in damages with the poultry stocks bearing heavy losses.
CSWD head Jimmy Reblando assured those affected that the office has enough stockpiles of relief goods and has mobilized barangay coordinators and volunteers who have been positioned in various relief operations centers.
Various socio-civic clubs and charitable organizations such as Lions Club, Rotary, Jaycess, Cam Sur Medical Society and Kabalikat were tapped by the city government in fastracking relief efforts.
According to many experts including Naga’s resident forecaster Mike Padua, typhoon Reming is considered the most powerful howler in living memory in the Philippines. Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), said "Reming," which packed center wind of up to 190 Kms/hour and a gustiness of up to 220Kms/hour, was much stronger than typhoon "Milenyo" which left about 200 people dead and hundreds of millions in property and public works damaged, last September.
Thanks to the early warning information, preparations and swift rescue efforts, and perhaps Naguenos praying fervently in unison, no typhoon-related deaths and missing persons were recorded with only 15 suffering accidental wounds.

garzland December 18th, 2006, 07:30 AM NAGA CITY -- The committee that is tasked to supervise the bamboo cannon competition which is one of the highlight activities of this year’s Kamundagan Festival is now accepting entries for what is conceded to be one of the noisiest, merriest and rowdiest activities lined up for the holiday celebration.
Kamundagan Festival is a yearly festival in the city which highlights the birth of Jesus Christ as well as the rebirth of Naga as the center of culture, religion, education and trade in Bicol after the War years.
Andy Belmonte of Lolo’s Bar and Joe Perez of the Naga City Visitors Center, co-chairs of the bamboo cannon competition, said that entries will be accepted until Dec. 10, or five days before the competition proper slated on December 15 which is the formal start of the Kamundagan Festival.
The contest is open to all male children and adults, from 12 years old and above. Only bamboo cannons which have length of not more than one and one half (1.5) meters will be used in the contest.
Belmonte pointed out the other mechanics of the contest: a) only “carboro” or white carbide powder shall be allowed as blasting chemical. Kerosene and similar inflammable liquid are prohibited; b) each participating bamboo cannon will fire 3 shots, with the best and farthest of the three as the official registered entry range for the fire power contest; c) prizes will be awarded for the top three winners in the fire power contest as well as for the three best decorated cannons.
The venue of the contest will be the expanse of Elias Angeles Street, from the corner of Santonja Street to the corner of Paz Street, which will be temporarily closed to traffic for the duration of the contest.
The site is where the ancient Naga Metropolitan Cathedral, Archbishop’s Palace and the Universidad de Sta. Isabel are located, a fitting historical site for an equally old and indigenous sport, Joe Obias, a local historian and member of the Kamundagan executive committee said.

Parts of the city has been restored with electricity particularly the CBD I and II plus the city outskirts and nearby towns under Metro Naga. I'm sure before Christmas, the whole 2nd district of CaSur will already be energized, but I hope the whole Bicol region will be energized before the holidays.

UNIVERSIDAD de Sta. Isabel (USI) was awarded by the Search for Outstanding Volunteers (SOV) the National Award on Volunteerism on December 8, 2006 at the Centennial Hall B, Manila Hotel, Manila.
The award was bestowed in recognition of USI’s volunteer programs “in the field of Education, health, livelihood, housing, environment and emerging response and for its strategic advocacy and mobilization of stakeholders communities in delivering and sustaining volunteer efforts.”
The SOV is undertaken in support of the SOC Regional Search Committees chaired by the NEDA Regional Offices (NROs), the Autonomous Region of Muslim Mindanao (ARMM) and the Department of the Interior and Local Government Development (DILG-BLDG).

NAGA CITY -– The biggest medical and surgical mission to ever happen in the region will take off in Naga City on January 22-26, next year with some 202 American and Fil-American surgeons and medical experts attending to some 10,000 patients from naga City and nearby municipalities from the province of Camarines Sur.
Naga City Health Officer Butch Borja said preparations for the medical and surgical mission have been ironed upon instructions of City Mayor Jesse M. Robredo.
The attending surgeons are members of the Philippine Medical Society of Northern California and their American associates and doctor-friends from that area.
Borja said final screening have been completed on at least 720 patients with such ailments as cataract, goiter and mayoma for major and minor surgical operations.
The mission which is the second time of this magnitude to be conducted in the city after the surgical and medical mission jointly conducted by the Philippine Medical Associations of Chicago and Washington, DC two years ago expects to accommodate 2,000 patients a day for the 5-day surgical operations and medical consultations, Borja said.
He disclosed eye operations will be conducted at Ago Medical Hospital while surgical operations will be conducted at the Bicol Medical Center.

garzland December 19th, 2006, 09:57 AM The biggest medical and surgical mission to ever happen in the region will take off in Naga City on January 22-26, next year with some 202 American and Fil-American surgeons and medical experts attending to some 10,000 patients from naga City and nearby municipalities from the province of Camarines Sur.
Naga City Health Officer Butch Borja said preparations for the medical and surgical mission have been ironed upon instructions of City Mayor Jesse M. Robredo.
The attending surgeons are members of the Philippine Medical Society of Northern California and their American associates and doctor-friends from that area.
Borja said final screening have been completed on at least 720 patients with such ailments as cataract, goiter and mayoma for major and minor surgical operations.
The mission which is the second time of this magnitude to be conducted in the city after the surgical and medical mission jointly conducted by the Philippine Medical Associations of Chicago and Washington, DC two years ago expects to accommodate 2,000 patients a day for the 5-day surgical operations and medical consultations, Borja said.
He disclosed eye operations will be conducted at Ago Medical Hospital while surgical operations will be conducted at the Bicol Medical Center.

garzland December 19th, 2006, 09:58 AM Illegally parked vehicles within the city’s no parking zones will be immobilized with the use of wheel clamps or tire lock system once a novel ordinance takes effect to regulate the use of parking spaces within the city’s busy business district and other choke points.
The Sangguniang Panlungsod last Nov. 27, 2006 passed Ordinance No. 2006-065, which was approved by the City Mayor. The ordinance, which provides for the use of wheel clamps to immobilize illegally parked vehicles takes effect immediately after publication in a newspaper of general circulation in Naga City.
Authored by City Councilors John G. Bongat and Jose L. Grageda, the measure is pursuant to the provisions in the Local Government Code of 1991 which empower the City Government of Naga to regulate the use of streets, alleys, and other public places and improve and maintain the same, regulate the use of parking spaces, as well as designate areas to be occupied by public and private vehicles when not in use.
Bongat and Grageda stressed that it is the policy of the city to introduce a regulated parking system in areas so designated to improve and enhance traffic flow and distribute equitably the limited parking spaces available.
Illegal parking has been the bane of motorists, pedestrians, establishment owners, and traffic law enforcers especially in busy corners of the city whose spaces have been getting smaller because of increasing number of vehicles plying the city’s streets.
A “wheel clamp” or tire lock is a device or any similar equipment used to immobilize illegally parked vehicles that have been issued official parking violation notices. Once implemented, it shall be placed on the left portion of the left tire of the errant vehicles that include sedans, container vans, trucks, trailers, and other multi-wheeled vehicles, trimobiles.
Bongat said the use of this system is a more efficient way of complying with existing parking rules and regulations and eliminates the worry of vehicle owners because it does away with outright towing and impounding that could damage the towed vehicles, thereby minimizing complaints from vehicle owners against traffic enforcers.
Wheel clamps or tire locks will be used on vehicles parked on “no parking zones, “tow away zones”, pedestrian lanes, or beside fire hydrants and driveways pursuant to the amended Transport and Traffic Management Code of Naga City.
The errant vehicle owner/driver/operator shall pay the fine of P600 for the removal of clamping device installed on the illegally parked vehicle. The same errant vehicle owner or driver is given a maximum period of three hours within which to redeem the illegally parked vehicle by paying the prescribed amount; otherwise, an additional fine of P200 per hour shall be charged after the lapse of 3 hours.
Any attempt to remove or destroy the installed wheel clamp will further subject the offender to a fine of P1,000 or one month imprisonment or both.

Manila (19 December) -- The National Transmission Corporation (TransCo) is working round-the-clock to speed-up restoration works on its power transmission facilities in the Bicol Region damaged by supertyphoon Reming before Christmas Day.
TransCo said it aims to complete major emergency restoration works by December 24 in the provinces of Camarines Sur, Albay, and Sorsogon -- where a total of 1,868 TransCo structures were reported damaged including 113 steel towers and 715 wood and steel poles.
Majority of the areas in the Bicol Region are expected to have power by December 20 and 21 following the target energization of the Daraga-Sorsogon, Daraga-Legazpi, Tiwi-Malinao, Pili-Tigaon, Naga-Calabanga, and Barit-Iriga lines.
These lines serve the Sorsogon Electric Cooperative (SORECO) I and II, Albay Electric Cooperative (ALECO), and Camarines Sur Electric Cooperative (CASURECO) II, III, and IV.
The state firm is also assisting these local electric cooperatives in restoring their own distribution lines so that power can be delivered to households and businesses.
Power has been restored as of December 6 in Naga City, Camarines Sur. On December 9, power has also been restored in parts of Iriga City and the town center of Pili in Camarines Sur and parts of Ligao City and the town of Polangui in Albay. The towns of Libmanan and Bula in Camarines Sur were energized December 12 following the restoration of the Naga-Libmanan and Pili-Iriga lines. (PIA-MMIO)

garzland January 6th, 2007, 07:23 AM City Hall---Amidst a slight drizzle, the City Government of Naga and Rotary Club of Naga jointly spearheaded the staging of the 110th year commemorating the martyrdom of the Fifteen Martyrs on January 4 at the Plaza Quince Martires.
The observance of the 110th year anniversary of martyrdom started early in the morning with the simultaneous ringing of church bells at the historic Metropolitan Cathedral, San Francisco church and Penafrancia Shrine.
In the afternoon, a 4:00 mass at the San Francisco Church was celebrated and attended by City Hall officials and employees, senior citizens, youth, DepEd teachers and members of Masonic Isarog Lodge.
Rev. Fr. Jeffrey Nelson Tria, the parish priest of San Francisco Church, officiated the memorial mass in honor of the Fifteen fallen heroes, eleven of whom were sentenced to die by the Spanish Council of War by firing squad in Luneta. The four others died in prison and exile in Fernando Po in Africa.
After the mass, a commemoration program was held at the Plaza Quince Martires with local city hall officials, descendants of the 15 martyrs and distinguished members from multi-sectoral groups in attendance. DepEd teachers, businessmen from the Naga City Chamber of Commerce, barangay officials, senior citizens and youth, members of the local Masonic Isarog Lodge and the Naga City People’s Council (NCPC) also participated.
After the short talk by the president of Rotary Club of Naga, Pete Servano, the mayoral address was delivered by City Mayor Jesse M. Robredo stressing the importance of heroism in the present context. “One need not be a prominent or distinguished person in order to become a hero. Heroism can be done by anyone no matter what station in life he belongs,” said Robredo.
Renowned Bikol historian, Prof. Danilo Madrid Gerona, shared some gems of historical accounts and lamented the relative nonchalance by some people in observing gatherings with historical significance citing a comment made by one of the speakers during the Dec 30 Rizal Day.
Mr. Jesus “Cho Susing” Hernandez, grandson of the late Leon Hernandez, one of the Quince Martires, thanked the city government of Naga for the invitation and the continued vigor by which the city government commemorate the fallen heroes. Present in the ceremonies were the representatives of the descendants of Arana, Hernandez, Prieto and Melgarejo.
Capping the ceremony was the wreath-laying offer at the foot of the Quince Martires monument led by Naga City Mayor Jesse M. Robredo and the City Hall officials together with the president and officers of the Rotary Club of Naga and other offerors.
The entrance of Colors and Honor Guards were superbly executed by the Naga City PNP policemen accompanied by the UNC Band.

Yeah, Bikol is a mixture of Tagalog and Bisaya...Actually, Bikol dialect has many subdialects... Just here in Camrines Sur, we have Bikol Naga, Bikol Rinconada, Bikol Partido but somewhat has related to Bikol Naga... When you go to other provinces of Bikol, their Bikol dialect is different...

NAGA CITY – The CFC-Youth for Christ, the youth ministry of Couples for Christ, has chosen this city to be the venue of this year’s International Leaders Conference slated on April 13-15, 2007, considered to be the biggest gathering that the city government will host so far with the onset of the New Year.
Head of the Event Jeffrey Meneses said they expect some 12,000 Youth for Christ members from all over the country and even abroad to be attending the 3-day event.
Naga City Mayor Jesse M. Robredo who welcomed the CFC’s choice of Naga as conference venue assured the organizers of full support and assistance to make the international gathering a huge success.
Accordingly, the city mayor designated Joe Perez of the Naga City Visitors Center (NCVC) to closely coordinate with the event organizers and lay the preparatory works for the international conference.
The areas to be covered include, among others, security and traffic schemes, billeting and logistical assistance, medical aid and support, waste management, water supply and tourism and socio-cultural components.
Perez said he would seek the assistance and collaborative efforts of the PNP, the Public Safety Office, the City Engineers Office, the Emergency Rescue Unit, the City Health Office, restaurant and hotel operators, caterers and food processors, novelty shop operators, transport sector, and cultural and entertainment groups, as well as the local media, the religious and the private sectors to join hands in making the participants’ and the guests’ stay as comfortable and warm as possible.
Organizers have requested the repair of the Naga City Sports Complex as main venue whose roof has been blown away by the last typhoon.
They also requested for the repair of classrooms that will serve as billeting centers for participants and overflow guests.
For the last 13 years, the conference has been held in various parts of the country to celebrate God’s goodness. “Together as we endeavor in helping our countrymen devastated by a series of typhoons, we likewise hope to showcase the (Bicol) region’s beauty and richness,” Meneses said.

PILI, Camarines Sur - The championship streak of the CamSur Dragon Boat Team (CDBT) continued when it grabbed the championship in the 2006 Dragon Boat Race Annual Championship 3rd Leg Round held December last year at Baywalk, Roxas Boulevard in Manila.
The CDBT, a pet project of Gov. Luis Raymund F. Villafuerte that showcases local rowers’ talents in local and international competitions, has achieved its top performance for the fourth time, beating seasoned teams in dragon boat races in the country and in Singapore.
Relatively a rookie in the dragon boat race, the unprecedented championship streak of the CBDT has been a record breaker in the Philippines when in a year’s time it had already defeated teams that were the toast of dragon boat race aficionados.
Its power did not escape the attention of foreign competitors in the Sava Sprints Rowing Competition held in September last year in Singapore when it captured the admiration of rowers from Canada, United States, Great Britain, Malaysia, Indonesia and the city-state.
In its recent record, the CBDT clocked 2:06:64 in the final heat against the Philippine National Police Rowing Team, the runner-up in the recent race, that clocked 2:07:46. Another team from Bicol won the third place with a time record of 2:10:46.
PNP dragon boat team has been the closest rival of the CBDT that placed runner-up after the former in four races so far. The homegrown rowers of Camarines Sur defeated four times the PNP dragon boat team and won the championship in those races, including the Singapore race where the former won the overall champion in all categories in men’s division---200m and 500m sprints and 1,000m race.
“With the skills and talents of the CBDT, I am confident that our dragon boat team when given proper training would excel and achieve more victories and high-level competitiveness in international competition,” Villafuerte said.
The governor added that the CBDT will be sent to compete in dragon boat races this year in Manila Bay and Boracay and in China.
When the CBDT first competed in the Atienza Cup at Manila Bay in March last year, it placed third even as the local rowers were without practice and training. In its second and third participation in the dragon boat races in May last year in Manila and Boracay, respectively, championship was already in the hands of the local rowers.
But the local rowers’ championship streak was eclipsed by its performance in June during the Philippine Olympic Festival when it placed second.
The CBDT regained its top performance in October last year when it reclaimed the championship in the Dragon Boat Race Annual Competition at Baywalk, Manila which was repeated in Singapore and the most recent race held in December last year in Manila.
The local rowers were veterans of annual boat race held in Naga City in during the religious regional fiesta of Bicol, the Feast of Nuestra Señora de Peñafrancia.
The CBDT members, who had learnt to row since their childhood, came from the towns of Canaman, Magarao and Milaor and lead by its team coach Ruben Brazal and assistant coach Bernardo San Andres Jr.
Leading the team in its championship streak are steerman Geby Bergonio and signal man Jessie Asay as the paddlers---Steuward Bermudo, Norberto Euste, Edgar Tayao, Jorge Asay, Romeo Medina, Bernabe San Andres, Raul Borja, Arnulfo Comarado Jr., Renante Borja, Erwin Tayao, Jesus Bermudo, Roberto Poyo, Larry Salcedo, Rodel Peneda, Erwin Rivera, Rodolfo Alma, Joven Alma, Rogelio Morales, Jaime Buenzalida Jr., Alvin Tible, Joel San Andres, Rommel Royales and Roberto Belencio---the power.

garzland January 12th, 2007, 12:08 PM @garzland: Bikol is a language, not a dialect. Bikol-Naga is a dialect, along with Bikol-Rinconada, Bikol-Coastal, etc. Bikol-Naga spoken in Naga City, Bikol-Naga in Camaligan, Bikol-Naga in Canaman, etc. are vernaculars.;)

This is a good news for us Camarinenses since we're not gonna travel far to transact with these offices.. We could be able to save time and money...But this will take time and money to be able to realize the plan...
